So he doesn't [11:04] know exactly [11:05] when the um [11:07] Minnesota landscape [11:10] group will get to work, but he suspects [11:12] it will be [11:14] Thank you. Um [11:16] later on, nearer to fall, where it [11:19] probably would be better to be doing [11:20] rain gardens and plantings at at better [11:25] than certainly now. Um in the meantime, [11:27] we've been working as you all know, on [11:30] getting a grant to get Elm Easement [11:32] improved. [11:34] The runoff down the whole Easement on [11:36] the shoreline, which is [11:38] um [11:40] pretty [11:41] eroded and it's missing it's messed up [11:43] there and then we have two adjoining [11:45] property owners who live up up on hills. [11:48] So they got a lot of water coming down [11:49] their way and there's a lot of water [11:51] that runs down Elm and it and it's not [11:54] been maintained. So there's a a drainage [11:57] ditch that could probably help the [11:58] situation a little bit, but needs to be [12:00] cleaned out. We were applying for a [12:02] grant [12:04] to have that done and Lori Tellus said [12:06] there was a grant for it. I think we [12:07] said to you all [12:09] about $20,000 to take care of that. [12:13] At which the city would have to pay 50% [12:15] so 10 and 10. But in the meantime [12:20] in the informal conversations about [12:22] going forward with that grant, we were [12:23] stopped and denied because [12:26] the stormwater retrofit plan that the [12:30] county and Rice Creek have calls for a [12:33] wider project there. They want [12:36] stormwater they want the lake quality to [12:38] be affected. So they said you have got [12:40] to widen this project to the flagpole [12:43] where the water comes down off of that [12:46] I misspelled it's the center median the [12:49] green space. The water's rushing down [12:51] there and it's making a turn and it's [12:53] going down Elm and perhaps the volume of [12:56] water that's doing that is even more [12:58] than the volume of water it's taking [13:00] from the flat street or the hillsides. [13:03] So [13:05] in order to get that grant [13:07] we have to start early conversations cuz [13:10] it takes a lot of pre-work to get a [13:12] grant [13:13] with an eye towards actually applying in [13:15] December, which means they need support [13:18] from you all and from us [13:20] to get the grant so that we can start [13:23] the initial conversations formally with [13:25] Rice Creek and Washington Conservation. [13:28] So, that's why I'm here tonight and I [13:31] One thing I would say is that in our [13:33] Parks Committee [13:35] both adjoining property owners and [13:36] members of the committee suggested that [13:38] it would be probably a better idea to to do that extra stuff just because we [13:44] want to fix the situation, not put a [13:46] band-aid on a on a problem. [13:50] In 2017 when that stormwater report was [13:54] done asking Birchwood to do something [13:56] about exactly what we want to do [13:59] the quote the estimate was $10,000. [14:01] Well, I've since talked with um [14:05] Ashley Peddle at Washington County and [14:07] she said [14:09] the whole project [14:11] since that time the whole project now [14:12] will be much more expensive. So, on your [14:14] if you have a copy of the bullet points [14:17] I have um [14:20] 30,000 in there and that's [14:22] they expect now that it would all cost [14:24] about 10,000 more. So, that's a $40,000 [14:28] um cost share. They pay pay half and we [14:31] would pay half. [14:33] So, it makes a lot of it makes a lot of [14:36] sense. Um it's going to be more work, [14:38] but it's more sure [14:40] that we will get the grant. [14:42] But, I also understand that we're not a [14:45] rich village [14:47] and jumping up 10 5 $10,000 is a big is [14:50] a big ask. So, [14:53] even with that being said I I guess I [14:55] would like to get some sense from you [14:57] all if you'd be willing to support [14:59] opening a conversation with Rice Creek [15:02] and Washington [15:03] County [15:04] with an eye towards getting the [15:05] stormwater grant. [32:01] And I don't even know how often it's [32:02] been cleaned. [32:04] The the homeowner that was affected by [32:06] that I'm just talking about that one [32:08] pipe on Birchwood Avenue. And the [32:09] homeowner that was affected [32:11] never really had this huge river flowing [32:14] through the backyard until that pipe was [32:15] cleaned, which tells you that [32:18] it hasn't been cleaned a long for a long [32:19] time. But [32:24] >> the house that's affected in the yard, [32:26] I believe that house when Marcus and I [32:28] were talking about this the other day, I [32:30] think it was built in the [32:31] early mid-'90s. [32:33] And so they've never experienced that [32:35] before because by then that pipe was [32:37] jammed up. [32:38] And so, the suggestion was made that it [32:40] had been in there for a long time before [32:41] that, and that perhaps it was done under [32:44] cover of darkness, basically. And so, it [32:47] might even be from the '70s. And we just [32:49] don't know, but we know it hasn't been [32:51] working since the '90s. [32:53] So, [32:55] >> Bottom line, [32:56] like stormwater should not be flooding [32:58] someone's backyard. [32:59] >> Right, but and [33:00] >> It was put in to fix a problem, and now [33:02] it created a new problem because it's [33:04] all backed up. So, now it's on the road, [33:06] so you fix the problem to get it off the [33:08] road, and now it's in someone's [33:09] backyard. [33:10] And when it was put in, it was going [33:12] into a a swamp. And now it's going into [33:14] someone's backyard that's actually [33:16] working as a backyard. [33:17] >> And I I just wanted to make it clear, [33:18] too, to residents that this the issue [33:21] we're talking about is one problem. [33:23] >> Yep. [33:23] >> And on one street, [33:26] and that is throughout the city people [33:28] are having issues. So, it's just it's so [33:30] complicated that [33:32] you know, [33:34] hard to nail down a plan at this early [33:37] of a stage. [33:45] » So, just to clarify though, um so, all [33:47] of these storm sewer and or sewer issues [33:49] are all underneath our existing roads, [33:52] so that's why it is affecting the road [33:54] budget. And then, we did just approve [34:01] the audit so that we would be able to [34:04] look at doing bonding as another option [34:07] for funding or another pathway for [34:09] funding if we did want to do a larger [34:11] project. So, hopefully we'll have some [34:13] news on that on Monday in theory, or at [34:16] least some beginning information [34:18] regarding what our plan is for [34:22] looking at additional funding. [34:23] >> And that and that was the whole idea of [34:25] the focus groups, too, because basically [34:27] we have we can stick with our [34:31] levy money, which is [34:33] I think we had 120,000 we [34:36] >> Maybe, somewhere around there. [35:12] But what I do know is our infrastructure [35:14] is aging and [35:15] it's not going to last forever. So [35:16] either we start to take steps now or we [35:19] kick the can down the road and let the [35:21] next council handle it. [35:24] >> It's not going to get better. And these projects aren't going [35:45] to be this whole if we were to redo the [35:48] city and fix everything, you know, it's [35:50] going to take 20 years. [35:57] >> Yeah, and now we have flooding of [35:58] basements and all that fun stuff that [36:00] happened when our lift station failed. [36:04] It's going to affect your personal [36:05] property really fast. [36:07] >> Well, I mean [36:08] >> These are serious issues and I just [36:10] don't I don't we're not going to rush [36:12] into anything. [36:14] I'm just [36:16] It's important [36:17] to take our time [36:18] and make good decisions. [36:19] >> And the important thing I think is to [36:20] have plans and you know, if they're not [36:23] necessarily shovel ready, you know, I'm [36:25] not going to say this is good news, but [36:28] you're a symptom of a problem that every [36:30] city has in the metro. Right? You're not [36:32] the only ones that have aging [36:34] infrastructure. And so, at some point, I [36:37] would hope that the state would actually [36:38] say, "You know what? You know, we need [36:40] to create a fund to help some of these [36:41] smaller communities, whether it's lower [36:43] interest or easier to get than bonding." [36:46] You know, I would hope that legislators [36:48] would get together and actually advocate [36:49] for that. You know, cuz it's impossible, [36:51] I mean, functionally impossible to do [36:54] this in an in an efficient way with [36:56] money that you don't have to do this. [36:58] Right? So, it's not only the [37:00] infrastructure that's under the roads, [37:02] it's the roads. [37:03] >> Well, and and I think, too, that's what [37:06] um some people might not understand is [37:08] that yeah, we're small, [37:09] but we still have the same [37:11] infrastructure as the larger cities. You [37:14] know, we still have sanitary sewers, we [37:16] still have storm water issues, we still [37:18] have roads we need to maintain. [37:21] Well, because we're small, we don't have [37:23] the funding that larger cities might [37:24] have. So, we're really in a a [37:27] tough situation.
