sorry I'll take yeah appeals I'm sorry okay I was looking at [4:11] mson oh no that's fine appeals so you're going to [4:16] take of appeal and he'll take parks and he will [4:21] take pars great I shouldn't be on park right now [4:26] anyway all right any other that change of suggestion the only other thing too [4:33] is I'd like to consider and we can do this either do we need a motion to [4:36] approve you I'm we approve committees as uh the change just presented and as [4:43] you're presented yep I have a motion to approve [4:47] second yes I'll second and seconded any other [4:55] discussion all in favor I opposed the other option or the other um item [5:02] under this is that I'm going to um exercise my right and I will move [5:07] approval for the library board appointment to Kathy Whitten Wier and [5:11] Kathy is going to fill the seat that's vacated by Dylan who now sits on our [5:16] board so mov and she's been vetted okay so Mitch moved second Dyan seconded any [5:24] like a minute auction um any comments all right all in [5:31] favor [5:38] opposed okay opposed n all in favor okay and also under police we are [5:46] going to I move to up well you're considering Jackie Faulk as the police [5:52] committee citizens uh [5:56] appointee I'll make a motion to that anybody [6:00] second okay all in favor or any discussion hearing none all in favor I [6:07] opposed motion carries so we have two new [6:11] citizens [6:17] committee right thank you very much moving [6:23] on number seven temporary alcohol license picnic license applications in [6:29] SE waiver for American Legion Post 3113 and home Talent baseball believe both [6:34] applications are in your packet completed I'll make a motion to [6:39] approve both as presented I'd second that we have a [6:44] motion to approve both as presented and a second any questions or concerns you [6:50] want to wait the Fe they ask for wave a fee [6:55] yeah yes yes yeah for both organizations yes would you like to your motion to the [7:01] to include the waiver of the fees sorry yeah y That's good $10 yeah that's fine [7:08] so we have a motion to approve waving the fees and a second any questions or [7:14] concerns hearing none all in favor [7:19] opposed motion carried discussion action number eight discussion and action [7:25] Street use application closer of web Street between Mills and Center Street [7:29] for for June 29th 2004 and I believe it's going to be for [7:33] the purpose of holding a fundraiser and a bag tournament for who [7:40] yeah the petition for Street use permit that I have is blank that was the back [7:46] side this is what was presented me one more page over to the left so it's is [7:52] the name [8:00] oh it's that uh saving lons yes yeah between where the lanes and where B Dog [8:07] it's web stre by the lies right oh Bulldogs that [8:12] thing okay so it's going to be from Mills to Center so that strip what's it [8:18] for or who it's for saving legends that fundraiser of Amy par WR her son [8:23] Community suicide um there is a house right there [8:28] was that house notified that's a business now but the one be [8:32] behind it it might have it might have a center street address Behind the B [8:41] right because [8:45] that's whatever street The Shack runs by The Shack is their address no it's [8:49] probably Center Street because their garage comes out on Center Street yeah I [8:52] don't know so I just don't know if if they were notified add I think it's a r [8:58] street address only talk to Bulldog and Bulldog would [9:03] care cuz yeah my concern is there's nobody responsible [9:09] designated in the application the application is not complete well that's [9:14] yeah it's not complete on the back side we designate nobody [9:19] responsible well Amy parin who's the leader of the organization she said same [9:24] as above for she didn't indicate herself as the [9:28] primary as responsible name and address of the name [9:34] and address telephone number of the person or persons who will be [9:37] responsible for conducting the proposed use oh but I thought that was blank [9:42] because there's no one that lives there that's the petition you have to get for [9:46] the residents that application is the first page [9:50] yeah but the petition for Street Youth [9:56] permit so this means need to get bulldog and lanes and well I don't know if she [10:03] would have to get the house because the house has the Center Street address so [10:06] it will not is it Ray Street or Center Ray [10:11] right the driveway on Center but the legal address is Ray Street whatever it [10:15] will not hinder them although it is going to be in their [10:21] yard so have the Street closed up to driveway well there driveways on Center [10:28] Street that's what I'm saying I don't think that it really affects them other [10:30] than notification notification that it's [10:41] happening June 29 no until 8 or 900 p.m. we still have [10:47] time to go back to the areas before June yeah this this should come back filled [10:54] out I don't know that we do have time it's May June 29th going to have another [10:59] board meeting way I understand that but she's going to have to advertise and if [11:02] she doesn't have it written in stone she really can't advertise [11:10] right that's not my problem my problem is getting the form filled out right [11:14] right not just agreeing with [11:18] that so I will make a motion to approve this with the [11:23] contingency that she fill out the form finish filling out the form to list a [11:28] responsible part presented at the next board meeting [11:36] right with proof presented proof present with proof presented oh yes okay I [11:41] didn't hear the proof part but I say [11:46] yes so Pam's made a motion to approve pending presentation of proof is this [11:52] completed in its entirety do I have a second [11:59] I'll second it now is there further discussion I guess I just I have a quick [12:03] question the the petition for Street use permit says that it we wouldn't Grant a [12:08] permit for longer than 6 hours so I mean I I don't think it matters but she's [12:12] asking for eight or nine hours so is something to point out oh it mandatory [12:18] Denial in E it causes mandatory it is a mandatory [12:24] under a policy yeah the application requests a period for use of the street [12:28] in excess of is a mandatory re that's according to [12:34] ordinance we can't help her so I think then she needs to come back with the [12:38] application corrected with a time period of 6 hours or left to the next board [12:42] meeting yeah I agree I'm sorry I had read that far I just thought so I'll [12:48] resend my second I'll resend my first so motion has been resented pending updated [12:55] application form yes so what Deni and so right indicating correct number of hours [13:02] and actually that we completed with the note that we do feel [13:07] her we understand we are supportive of yeah and it looks like the petition [13:15] just needs to be filled out by Bulldog because it requires the business owner's [13:20] signatures as well she's got to get written approval from from the L and [13:25] from B yeah but she also has to she'll have to to change [13:30] her timeline either start later or end sooner end sooner [13:38] agree and why the the other mandatory denial is [13:43] the proposed use could equally be held in a public park or other [13:48] location it gives you want it close to a bar oh okay that's I'm good with [13:56] that that's fine now I I would you know what if I were going to do something [14:00] like this I would do the exact same thing you so well and it's good for the [14:03] business yes yeah absolutely okay we get on that you got that Danny [14:09] yep all right thank you very much further nine discussion and action 1311 [14:17] Madison Street parcel 10786 d264 d561 24 and consideration of [14:25] raise order I believe this was be your time to [14:30] speak yes no property needs more what we're looking there's some kind of [14:36] discussions we can have I believe we just received the letter and like the [14:41] letter was sent and then within that last month and then think by the 15th [14:46] improvements had to be made and that's to me a little unrealistic we're hoping [14:50] that we can have a discussion with somebody worked on something to get a [14:54] plan uh that we can do to make this get the property fixed up [14:59] um there's intention to do more with the property but I B the lanes right now [15:06] and the bookstore coffee shop and that's that proper is going to be [15:11] addressed Focus was changed um I understand making it look [15:18] better but there's things we' like to do with the building is it structurally [15:21] found don't know for sure somebody look at it I mean it's not going to fall [15:27] over and what is your [15:31] has to be done with it how much just I mean I understand that [15:36] you're letter and we had like two weeks call somebody to get a cont to somebody [15:42] look at the building I don't think that's [15:46] quite so surpris me this didn't through committee right I'm that's I this I've [15:52] not heard of this yet this is the first time I heard about this was yesterday [15:54] when I got the packet so so who did the raise order [15:59] from a complaint that we received so a property maintenance letter was sent out [16:03] make it in line with property maintenance code for and when was the [16:07] property maintenance code sent that was sent in April for a it was at least 30 [16:12] days sent 30 days and okay I got the letter I think the following week or [16:18] something because it wasn't count like on the nth when I had gotten it I think [16:22] the time to last I think when I came into [16:26] your office um that was the week following we sent it that was yes and so [16:33] um I had asked you at the time to let us know what can be exactly done what that [16:39] letter really it had the whole ordinance things on there so [16:43] what okay anyway no one got back to us and then so at that point is when Tracy [16:49] our building inspector got involved when he had the conversation um to drive [16:55] through see it it was his professional opinion it's not not my job for that [17:01] um he said so he's the one that say says should be raised so he's the one that um [17:07] contacted me to um um present this to the board for and [17:13] is that safety I'm going to sound really dumb here Danny I am dumb is that [17:19] protocol or doesn't it have to go to committee after Tracy makes his judgment [17:23] call doesn't it have to go to a committee I would say planning committee [17:27] oring committee something plan or zoning I'm not so sure it would have to [17:33] no I don't think so it's in the statute stat how the procedures are okay issu [17:41] you just no you're you just saying no that doesn't have to okay no that's fine [17:45] I I agree with you okay but being that this was a discussion tonight why [17:50] weren't we notified agenda I think prob AR is too [17:55] is I don't they claim they haven't been informed of this meeting they didn't [17:59] know their property haven heard anything it not until today so it comes from I'm [18:04] doing from what the building insector has talked to me about um so this [18:09] isn't I mean the board can even outside of a board meeting issue it the building [18:14] inspector can issue it alone outside of the board um we thought that bringing it [18:18] to the board for discussion would be the appropriate route um that's fine but if [18:25] it's going to come to the board you think the property owner it doesn't have [18:28] to be I know that's not the way we should do [18:31] business I would like a little bit more detail from the building inspector to [18:35] that okay I'm going to go with that because I would like to hear from Tracy [18:38] I don't think that he has all the [18:42] power right he does well I would but I don't think that I personally will not [18:49] go along with him saying because I said so without being able to tell me the [18:54] roof is shot the you know it might fall down the buildings the bricks are shot [18:58] cuz I'm assuming that's what we're talking about right is the brick [19:00] building I mean anybody can read the ordinances and I did but it doesn't say [19:06] I want to I want a bullet sheet from inspector right telling me and them and [19:13] everybody else why is this the first notification you've ever received on the [19:18] building right and we we we need something written up or right there's [19:22] nothing do he just said it's condemned well why we need something they didn't [19:27] say condemned no youve spoken brought up the code it's got to be brought up the [19:32] code but you know where's the list have theone conversation with [19:38] Tracy no you not talked to Tracy anybody except you Tracy has a contact us we [19:45] haven't talked to anybody all we got is a notice in the mail and when we met I [19:49] gave you as a contact information did you reach out to [19:52] him not you said that you would contact him talk to him and then I asked then if [20:00] we get me or something in that so we would know and you said you would [20:04] contact him and go from there we have not heard anything since the we were [20:09] down at your office nor have't gotten anything in the [20:15] mail here's what I think we should do is just uh let's give this 30 days to get [20:21] Tracy to come up and come up with something that so we know what the hell [20:26] we're doing here I mean it this doesn't make any sense to me that it's just [20:31] lambang agree we don't have to hurry on anything why don't we just move it next [20:37] Bo table it to the next board meeting and cont with right in that time Troy [20:45] you have 30 days to have an inspector to do whatever you want to do right because [20:51] Tracy's going to come and tell us structurally sound and structurally [20:56] sound the improved value is $4,000 and I think these State Statute States [21:03] anything anything 50% yeah anything over 50% so you can't even hardly put a [21:09] window in that building for $2,000 so that's where the count the raising came [21:14] in place was the fact of the buildings worth this amount to get up to what [21:21] would be themed safe C thank you is going to be more than what the value of [21:26] the building is value of the is there anything in there about [21:32] historical do you guys have any proof that it's a historical building oh at [21:36] that point then you have to huge thing with the Historical [21:40] Society I tried that with the SHA and it is a ton to to [21:48] to so Ian that's the r this point I think that's the best we can do for you [21:54] guys right is to give you 30 days you do what you need to do we'll call Tracy up [21:59] but you know and then so at the next board meeting it's going to be on the [22:01] agenda for it's going to be on the and he's right we'll already have his Billet [22:05] points or we'll be presenting it at that night [22:09] yeah and then a plan in place yeah and a timeline yes to go [22:15] along with the statutes and that would go a long way for an extension right yep [22:20] is a is a plan oh okay is a plan with timeline yeah how long has the building [22:27] been sitting without any traffic inside I mean I understand it's potentially [22:32] been used for storage [22:36] but yeah a few years it's more than a but it don't matter right now so let's [22:43] go with our plan and let's more information y okay I'd like [22:48] to know if Tracy could ask answer this question too if the raise order is the [22:51] beginning of the process that would then address it or if this is the final step [22:56] it's the beginning so maybe that's why the notice wasn't sent because when I [23:01] talked with him he said a couple options from what they did in Mao that we can [23:07] give a timeline so like you did um to either pull a permit or [23:15] present a plan which is what we'll be looking for [23:19] in 30 days at our June meeting which is on June [23:23] 4th okay it's a little yeah okay appreciate it thank you okay thank you [23:29] thank thank you all [23:35] right for that number 10 discussion action verb [23:42] verer community housing survey and comprehensive Plan [23:45] update in your packet both the housing study and the [23:50] comprehensive Plan update uh they presented timelines [23:55] for um each study of kind of the planning and what to [24:01] expect throughout the year um just an update for that sent over information [24:07] from last night DC meeting so that's that letter from Gateway to the drift [24:10] list which is discussed you did that already yes perfect thank you um so [24:17] um that would be so this will be included in the comprehensive plans the [24:22] language that they need and then well Peter and Tony is going to put a a line [24:26] item to change so that we show support right he was [24:31] going to write something up so that we could then propose it to the [24:36] township yeah to have the same thing that we are [24:40] in we are in support of that in in our comprehensive [24:52] plan um Matt beer online that's kind of my update for that I don't know if you [24:57] have anything thanks Danny evening everyone I just [25:02] wanted to say that uh the two contracts before you in the meeting packets [25:07] tonight outline the approach that we as a team collaborating with the village [25:12] would pursue for the housing study as well as that comprehensive plan uh [25:17] starting uh if you so move and approve tonight basically tomorrow we'd be up [25:23] and running starting work on it and that effort would take us through uh B [25:28] basically the first second week of November right around that election time [25:32] frame in terms of the approval of the uh final documents for both of those [25:38] uh uh products being [25:43] delivered okay [25:46] [Music] [25:53] thank so we've already there's no approval that's needed yes any questions [26:00] or for the housing study or the CIS plan we have a [26:07] timeline hearing none we will move on to agenda item 11 discussion and action [26:15] of the Go notes spending thanks thanks [26:20] everyone thank you very much thanks Danny I'll email you [26:24] tomorrow all right thank you um the change from last month would be [26:30] the retention Town maintenance uh was moved up for the approval from last time [26:35] from the proposed okay there were any other [26:41] meetings that's nothing else was added okay so are we running out of time on [26:46] that the last 85,000 right you said July July 1st July or 31st [26:52] ju to designate [26:57] so your committee meetings coming up this month should be a Priority Credit [27:03] call thing and then June board meetings June and July can [27:08] approve the final designation and I think with that need [27:12] to clarify so you can just do inste of doing designate projects you can do just [27:17] like overall capital projects correct with designating funds it would have to [27:22] be like if you're going to put municip building upgrades or [27:28] futility upgrades specifically for that but it doesn't have to [27:31] be the windows for the building could just be the I'm going to leave it more [27:37] does ability [27:42] still okay so that's going to be priority for the the committee meetings [27:45] going into [Music] [27:48] June we have to designate by July 31st right okay and how much do we have left [27:55] in arpa is that gone cuz it says no later than 12 3124 to designate arpa but [28:00] it doesn't score a doll amount that we still have [28:04] arpa lot of arpa we have a lot of arpa on left or is's a lot [28:09] designated it's designated but we have to do something with it by then right or [28:13] just designated yeah it's [28:16] been we have to we have to actually project yeah but we're done with that [28:22] right it's been designated out so half Public Works [28:26] half it's been designated to committee but it hasn't been designated to [28:30] something specific so now it needs to be drilled down which would be committee [28:33] work as [28:38] well everybody good all right number 12 invoices to be [28:44] paid [28:50] [Applause] [29:02] [Applause] [Music] [29:09] I this is his favorite part [29:33] I don't know that I have it in [29:36] me we bought bandages from quill for [29:41] [Music] [29:46] $9 okay [30:01] I personally like how we have our description of maintenance for the Big [30:04] Orange plow I love that technical [30:08] terminology and you know when you say that every single [30:15] while it works so [30:28] so the crack crack filling for 50,000 is that done already [30:34] yep it was approved and it was done done really chip seing will be July project [30:42] you must got right on their calendar cuz they they were waiting they were waiting [30:46] for they wanted to get us and get out of town so they could move on to State [30:54] nice um everybody's ready I would entertain [30:58] motion I'll make that motion to approve presented by Pam second second by Sor [31:06] Sor Sor Sor Zoro by [31:13] Sarah any other questions all in favor I I [31:21] opposed moving on to number 12 the approval of the Octagon Towers purchase [31:27] agreement an easement agreement so we have this wrapped up [31:33] just the final final approval final final approval we've got the easen and [31:37] ground lease purchase agreement as well as the schedule for um and Chris Nelson [31:44] I've been working with axley and they have done [31:48] a their due diligence we've done a thorough review [31:52] um my last communication was to Christopher was that I was going to [31:56] present it to the board and that do you feel confident that we [32:01] or you have done our due diligence on the agreement of both documents and feel [32:05] comfortable to proceed as written is that a fair statement he said Terry [32:09] that's a fair statement the documents are ready to approve and the language is [32:12] negotiated is stronger than when we started so the village is in good shape [32:16] here so with that I would entertain a motion for the final final approval of [32:22] the easan and ground Le purchase agreement with octagon so moved second [32:28] Harry can you catch me up on this Yep this is [32:32] the um it's the cell phone Powers so the previous agreement was they would pay us [32:39] we had a least agreement with them for like 40 no 20 years 20 years for [32:45] 35 two or something 35,000 a year yeah 32,000 going up by 3% 32 something so [32:55] this is kind of a buyout of that instead of they're just purchasing it black [32:59] stack and Barrel Goa for 40 years for 40 years yeah to to to be able to use it [33:07] and then after 40 years it they either pay to take it down or they extend it if [33:12] they're if they're still using Towers at that point one time payment for a 40e [33:16] gotcha and if they vacate before they have to return the property to its fre [33:20] State it's got to come down got to come down and at their I mean their y yep so [33:26] this is kind of if you add it up yeah obviously if you if they stayed there [33:31] for 40 more years you'd make a lot more that way sure but if you took the payout [33:36] and you invested it for 40 years you'd probably do better than what they would [33:40] give you um the other thing is you don't know in 10 years if technology changes [33:45] and they're even going to want it true so so it was an option or an opportunity [33:49] to take advantage of a good deal for them and for them to invest more in it [33:54] they wanted a longer commitment sure so and this has been a negotiation going on [33:59] for two years so it's finally come finally come with board one wanted it to [34:06] be so we could actually just be done yeah does the village still have an [34:11] access point if we still use [34:17] corre so with that and with the blessing of the [34:21] attorney we the agree with the attorney that it's they're ready to approve and [34:26] the language is negotiated stronger than than what we were had started with the [34:29] starting point and that the village is in good shape I'd entertain a final [34:33] motion to approve so I can put my signature on this document mention s oh [34:40] good any other questions all in favor I [34:47] I opposed motion carries ma'am say [34:55] I say all right that brings us to committee [35:03] report Black Earth fire district we have not had a meeting [35:08] since um our last board meeting but we do meet again this Thursday May 9th so [35:14] that's the report for them Clerk and treasur [35:20] Fields um feel free to hop in there for we been working a lot on Park project [35:27] for the assus abatement [35:30] um Quality permit that we had file to tear buildings down air quality perit [35:39] no a lot of red tape came into play for the grp property far as Justice that [35:46] wasn't done which we knew but then extra [35:50] permits that needed to be filed for what they call the air quality management [35:54] stuff so um little bit of expens but just a daunting process to get through [35:59] with the DNR the as was minor like that yeah the as actually was the minor minor [36:05] portion of the whole thing but um that's tied up a lot of time [36:12] that's these guys have been hammered with trying to do disconnect payments [36:17] and that we were out um actually with Vanguard um ready to do stuff and that [36:23] issue uh was resolved for the time being so no disc were done um so April started [36:29] the or was the end of the um fall winter moratorium from November to April so we [36:35] can't disconnect any electric water during that time um starting that up [36:40] with over have to linqu account so we've been working of negotiating payment [36:46] plans um arranging payments contacting people so that was turned out to um a [36:52] list of about 20 on the disconnect we hung uh [36:58] door hangers for disconnect warning that was work down into PR payment agreements [37:04] and other plans for fre payment for PFC rules and we didn't have to turn anyone [37:10] off so that was [37:15] good yeah um so yeah that's starting back up again with other account so kind [37:21] of ring door for that um is be time the office with property [37:30] blacker Creek Park and [37:35] utilities um and then Danny being out from our last board meeting um she's now [37:42] on the turn the leave should be returning in July is [37:47] um a [37:51] baby on the Geo note just kind of what we talked about before of committee [37:56] assignments for um uh for May and June to be top of mind [38:02] for GE borrowing and projects of designating the money [38:06] for projects to get this done um starting with I'm still working on the [38:12] UMC stuff for the billing audit um our regular audit and also going into [38:19] working with ERS for our rate case that's going on this summer but is a lot [38:25] of work [38:29] how's the regular audit going is that [38:35] your yeah [38:45] yeah okay that you right yep Dean Iowa I [38:51] attended first day in Iowa meeting on April 18th we approved the financial [38:58] um there were no violations they were visited by both DNR and Town and Country [39:05] with no issues reported they said is always good they're doing some tours [39:10] they did two group tours of just um interested individuals it was some [39:17] groups and then also a u Platville engineering tour and these are these [39:22] tours are being arranged through one of the engineers down at Dane Iowa so it [39:27] had some interest of people touring which he said has been really good um [39:32] next meeting is May [39:38] 16th Economic Development [39:42] Dam we'll come back to her un you that or you Dan or yeah his miss a bunch last [39:52] night there was just a presentation for ground swells stuff um [39:58] properties lie within the Black Earth Creek area um there wasn't any [40:04] designated like here where the trail is going mentions of where the trails may [40:11] be going to go but obviously there's still some gaps that need fil at this [40:19] time yeah and talking about the Strategic plans in the [40:24] letter from the gateway to theic communities and everyone want a trail um [40:29] the Gateway wasn't they don't want to just draw a line on a map and just say [40:35] he it's good that you brought that up Danny the nobody wants to put down a [40:40] line and say Here's Where the trail trail is because there's a lot of [40:45] negotiations with Farmers yet to happen and could [40:50] move you don't want to say what we're [40:55] doing but I took away from it to was um groundwell is kind of like a manager so [41:00] they'll do the middleman stuff of working with the land owners and [41:03] everything but then what they ask for from The Villages and the townships and [41:07] even the school district is public indication that we are in favor of this [41:13] um because that really helps them as an organization Focus their efforts and [41:17] they can see oh we've got a whole bunch of Municipal boards here saying we're [41:21] all interested in the same thing so we're going to focus on it um so I know [41:27] that we're planning on the Strategic plan thing as well but um I think I [41:32] talked to Peter right after the meeting I said if there was something that you [41:35] know we could get the school board to sign on to as well as the townships and [41:39] The Villages here um that would just be a really big indication it really opens [41:44] it up for ground swell understand and just let them do the work then but know [41:49] that they've got the support good helps them with grants yeah I think [41:56] is a key a key component of Grants because [42:02] yeah you just gave your Economic Development Committee report thank you [42:06] you're good all right anything else from that move on to Emergency [42:12] Management no meeting no meeting EMF committee it's not it's it's this coming [42:18] month or next week this week THS Thursday um Gateway Tyler Tyler are you [42:26] on yes [42:30] there Tyler [42:38] yes any update for Gateway uh gateway to the drift list [42:44] at and the main summary report is that um there was additional funds found that [42:54] can help with construction of the bridge that will start uh potentially this year [42:59] if they're awarded and if that's the case the bridge uh connecting socket D [43:04] County uh would be completed by end of 2026 that would move up the timeline [43:10] about a year based on the tap Grant that's currently awarded for that work [43:14] and if that other funding is awarded uh then the tap grant money would be [43:22] returned also in attendance was a potential candidate [43:30] um for D County Executive her name was Melissa aard and [43:38] she is generally heavily in favor and wanting to work to get the trail [43:44] connected between uh Sock City maon Mani Black Earth and Cross [43:52] Plains and I forget when the next [43:57] meeting is I apologize Tyler was Melissa the one for the position or was it the [44:02] fellow with her he was he was running for state [44:06] senate he's running un opposed it right as of right now [44:13] than is that everything Tyler you're [44:19] good good all right Library board I wasn't at [44:26] the LA of me i w let [44:31] you yeah I know right but you're going to cover everything better than I okay [44:36] um so we last met on April 16th um we heard the results of the [44:41] board survey from the ncls consultant um and we had a discussion of those results [44:48] and then we finalized the public survey for the Strategic plan which is open [44:52] right now you should have all gotten your email [44:57] um we approved the social media policy and reviewed procedures for an upcoming [45:04] team specific Instagram account so um that is something that our team [45:08] volunteers were very passionate about so um we wanted to have some plans and [45:14] procedures in place so that went [Music] [45:18] as we had 58 people came that came to the Taylor Swift party on the [45:25] 19th um so it was it was a lot of people yeah it we had it really bumping in [45:32] here um and a lot of age range from like two to I [45:39] would what did you say were you here M I was not here I didn't know about it he [45:44] didn't have a Grace one he [45:48] couldn't and then our summer Library program starts on June 1st the theme for [45:54] this year is Adventure awaits at your library so we'll be doing a lot of like [45:58] Adventure and outdoorsy te uh programming we are also partnering with [46:05] American Players Theater to offer a limited number of free ticket vouchers [46:10] um and that will be starting on May 16th um they'll be available for checkout so [46:16] um we imagine that they'll go fast so we haven't been advertising yet so [46:22] much um our strategic plan as I said is um under way we've got the public survey [46:28] out now that is open until May 31st um and then I spent a lot of last [46:35] week in Stephen's point at the Wisconsin Association for public libraries [46:39] conference where I presented and introduced one of the keynote speakers [46:45] so very very busy time for me um and I am glad to be [46:51] there um and our next meeting is May 21st perfect thank [46:58] you um president's report um well I attended and spoke at [47:05] my very kind of my first function um April 27th Gary harup and I both spoke [47:10] at the new heights The Grove grand opening that went well it was well [47:14] attended very it was a nice speech I saw on yes video oh well yeah it was it was [47:19] okay it was very it was nice you did a good job um I did the library consultant [47:24] interview with the Sweeney group so get that done and then I've been working on [47:29] the Octagon closing and then working on committee [47:32] assignments busy month but kind of productive somewhat more to come okay [47:40] Public Works director report or Public Works committee you want to do it as a [47:45] joint kind of thing here Mr mat I'll I will have something to say [47:50] afterwards okay okay um uh we have some new meter installs [47:56] with some new housing uh one of the houses that was put in has had some [48:00] issues on their lot as far as water stuff like that so there was kind of [48:06] some involvement from myself um on that is that a new house it's up yeah up on [48:12] Center Street Thors Port area oh okay so uh snow POA equipment is all washed up [48:18] put away for the season uh Kurt invited Danny and myself along with Brian Hood [48:24] there was a long discussion about the solar metering going on out at Wisconsin [48:28] Heights um so just as far as the meter reading um billing and such like that [48:34] going on so that was a good conversation to get us up to speed on how things are [48:38] going to work with that far as the filling and the metering reading portion [48:42] of it um less locates with fiber drops um Communications going to houses well [48:49] one as you guys probably seen all the piping laying in the park um that's [48:53] pulled apart right now uh took the motor the electric motor to get looked at um [48:58] just as a maintenance type thing uh the company took the pump with them to have [49:03] that examined um a lot of the components in that wellhouse were fairly new from [49:08] 2016 so there's shouldn't be too many issues the biggest thing is tomorrow [49:13] we'll televis it to see what the entire well casing and everything looks like [49:18] our four had been down for a while for some repairs got that picked up today um [49:23] thank you last year Public Works approved spending to get um backup more [49:27] type thing on another piece of equipment umer reads quite a few final [49:34] reads being sweps exercising BS are all done moving [49:45] righty hold done okay I would like to call a meeting of the Public Works [49:50] committee for May 20th at 6: p.m. not do that night orientation with [49:56] my daughter for Middle School really sorry about that [50:01] okay then we can figure another time all right I'll send okay [50:08] tomorrow okay but what I'd like to say is that if anybody has anything uh since [50:13] a lot of the Jeep Jeep going out and the ARA funds if anybody's got anything that [50:17] they want to talk about with public works man [50:23] no expenditures [50:29] good all right that complete Public Works on to Parks um no meeting I guess [50:36] update that I would have is just with grounds hille we obviously talked about [50:39] that one of the smaller houses did come down just because it was deemed as a [50:44] hazard unsafe type thing um I did receive a text message um about 20 [50:50] minutes ago just so you guys are aware um officer Watkins showed up at the high [50:55] school Bas baseball game ST the game and everybody had to move their car off of [51:01] the [51:03] lot so there might be a Ruckus in the community just so you guys are aware [51:09] that's the only information I over here yeah so they were in the the lot where [51:13] they always parked not the brand new lot I just have uh wat came down the stop [51:21] the game and everybody moved their car out of the lot so I'm assuming the back [51:26] lot okay just it is his C just so you're [51:31] aware um other first thing we haven't had a meeting um just a coule stuff [51:37] going on so um parks are looking nice uh we had hatching done uh Wilson T's been [51:43] doing the fertilizing they're going to doing weed control here fairly soon so [51:48] parks are looking really nice yeah Lori um St on Parks committee that she's been [51:53] working with on some tun as far as getting some trees um for veter [51:58] Park did they do the um aesus of batement at [52:09] coer and so now are you from [52:15] where so the house is going to come down uh we still have some Tim line and [52:20] we have to May 14 May 14th 14th is when we get started yeah to bring the house [52:26] down yes we'll be working with Vanguard and some tree removal [52:32] too we'll see y i' have to co some so I'm assuming when you do that mad you're [52:37] going to be there to take care of my dog right not your dog huh it'll be a worker [52:44] compain with your [52:47] dog my dog was supposed to be your friend I like body when you say take [52:52] that house is that going to be just raised I mean bulldozed or is it going [52:55] to be a they gonna burn it or they we were told we can't burn it okay there [53:00] was a neighbor that didn't allow it it'll be just crushed and he didn't [53:05] want to have you met my husband he blamed you oh no he [53:10] didn't okay anything [53:14] else thank you Matt that's great um police committee well we have not met [53:23] okay Mr Meyer electrical superintend tenant report [53:29] welcome um we hired a new Apprentice his name is G Hill [53:36] he's from he been working the last year or so [53:41] down in Rock Falls so good to get somebody with a little bit of experience [53:45] not training from day one [53:49] um we are working on getting him signed up for the rest of his apprenti class we [53:55] are um sending to Northwest Tech College up [54:00] in Green Bay [54:03] um a little bit of time before that needs to be done class going start till [54:08] August um we're still working with ATC on [54:13] getting the Transformer heated up and I talked to them the other day [54:18] and they will they need to take an outage on [54:22] basically the whole town to it up and how long you don't know that [54:32] right can you do it in the middle of the night we would plan it at probably 3:00 [54:36] in the morning okay but have better a it with that factory [54:44] that we talked about we think we can get that up and going [54:49] by and it's needed we think if we would do it at 3:00 in the morning but [54:54] transfer some of we can hopefully get almost all the load [54:59] um so we can we maybe have to send out like notifications or something to kind [55:04] of like don't use anything kind of but so I'm working with the L trying to see [55:10] what they can handle you know they know what we can handle for them I'm trying [55:14] to figure out they can handle with us and so yeah like I said we would do it [55:21] at like an off peak hour 3:00 in the morning and I think that when we do the [55:25] date that's going to mean more than just a little verb in the newsletter that's [55:28] going to be that's going to be like a sign everyone a letter put it on [55:32] Facebook put it everywhere Facebook yeah and the website I mean it's going to be [55:35] a multi because they had contacted me wondering what we can handle [55:39] for or you know basically you starting know that sub I'm like we don't have [55:44] another one so kind the whole point of this yeah um I'm like I prefer zero [55:51] outage okay but I they've not gotten me and what they [55:57] need okay um yeah is there a l like month [56:04] would be probably fall at the earliest I would [56:09] say um but as other than that most of our work has been being done in Mao [56:16] that's the last month has been fairly quiet Black Earth just kind of [56:19] Maintenance items all our construction has [56:24] been um I guess when I started or when I took over this I was told to stay out of [56:30] Black Earth basic um said do joh said basically do [56:37] maintenance only we there's no money to spend I would like to know what kind of [56:41] money do have to spend obviously we need [56:46] to more construction we do the more we can put back into our rate so I'd like [56:52] to kind of have a budget set what do you want to do [56:59] is a limit but you don't have money right now the sub station's kind of go [57:04] the substation took everything understand so kind of know if what kind [57:10] of flex spending I have because then there's always projects that need to be [57:13] done we can the substation didn't take crap go and all paid for right [57:18] substation what what is are we're so tight on budget right now that there's [57:24] not extra money for projects we're just paying [57:28] them so we need to we need to re-evaluate our utility like I've been [57:33] asking for with danic or whoever so we know the condition we're in and what we [57:38] have to spend because we can't answer that so we need to get [57:46] that this respons that's this board's responsibility to get that to [57:52] correct we do that we talk about it nothing's been done not not for over a [57:59] year year and a half I thought there was a [58:05] mo we talked about it I don't know if it was okay I'm I don't I don't know if we [58:10] actually approved not going to say you know I'm excited I know we discussed it [58:14] we [58:18] did see historian's gone now get some big shoes to fill [58:26] will be in my first binder so more to follow on that okay all right thank you [58:35] Vanguard commission okay wait a minute though is that is that something we need [58:39] to put on the next board then right we need to get it on there to get it [58:41] approved okay I got it and what did that Mitch I'm sorry uh gentleman had done a [58:47] a review for us before um just so we kind of had an independent person from [58:51] the outside saying where are we how much do we have and and uh we were cash for [58:56] it I didn't know it right um and things have changed because we [59:01] had a rate case and thing but we don't we need to know where we're at so we [59:04] need to do it again and it's very small money compared to what you get out of it [59:10] sure I mean I think we spent $1,500 oh wow and from that we can [59:18] see question on what we have spr here and what he can plan to do okay my [59:23] question would be is who should who's going to contact and should we take some [59:29] action on this now I mean can we well I think we should contact him and get them [59:34] all set up and just approve the money the next board meeting so I was already [59:37] approved for the electric rate case with [59:41] others oh Jeff was so it's already approved we just got to contact so we [59:45] just got to set it up [59:49] contact make sense to meet you want to contact me yeah I can okay because you [59:54] got his info don't you have no I can forward it to you yes that would be good [59:58] well why don't you just Conta huh why don't you well I could if she wants me [1:00:03] to but if she it'd be good I mean it's up to whatever she wants I can contact [1:00:07] you yeah I'll get you the info yeah and it's stanic right yep [1:00:13] yeah good call it didn't work [1:00:18] I that's good it's good for me okay now can we move on to Vanguard o it's [1:00:24] storing though look at that um vangar did not meet we'll be meeting [1:00:30] in July over to the [1:00:33] basement get the is their meeting in July in July I [1:00:37] think it's in July I haven't gotten anything from um from [1:00:41] Peter if you know a date I don't have one on my calendar so no I didn't I [1:00:47] thought I [1:00:50] had no maybe I'll give Peter a call tomorrow [1:00:55] and see you okay all right all [1:00:59] right that completes the committee reports now I would entertain a [1:01:04] motion of number 15 I'll make a motion to go into close [1:01:10] session pursuant to Wisconsin statutes [1:01:14] [Music] [1:01:23] [Music] 19.85% close [1:01:27] session second thanks guys thank you thank you [1:01:33] thank you roll [1:01:44] call session we take no action to be [1:01:49] taken we are going to break for five and then we will move to go way back into Co [1:01:55] session was it a tornado uh it it had it had the [1:02:03] motorcycle down there the low there were like the low wispy clouds and I was I [1:02:08] was driving it's like those look weird and then as I'm going like under them [1:02:14] they started doing that and I was like that they're funneling that's that's a [1:02:19] funnel that's a rotation
