The independent press boom filled life and the township clerk of the township of Bloomfield and posted on the Bloomfield School District website on January 7th, 2026. May I please have everyone stand for the pleasure of allegiance. [0:51] Thank you, Ms. Wilma, for roll call. Sure. Mr. Villas. Here. Miss Green. [0:59] here, [1:03] Mr. Lamont, Ms. Perry, here, Ms. Rojas, here, Ms. Wilson, I see her. Thank you. [1:15] Vice President Heller. President. President Dudley. Here. The Bluefield Board of Education [1:21] will adjourn into a closed meeting to discuss the items which fall between the [1:25] an exception of the open meeting policy and permits the board to have private discussions. [1:30] Since it deals with the specific exceptions contained in NJSA, 10-4, [1:35] four cult, excuse me, dash B, semicolon specifically personnel, employment matters affecting a specific perspective or current employees. [1:45] May I have a motion to adjourn and to executive session? [1:48] Motion. [1:49] Second. [1:50] All in favor? [1:52] Thank you, everyone. [1:52] want to see you at 730. Good evening everyone and thank you for your patience as we [1:58] have returned to our regularly scheduled board meeting. We will begin with the hearing [2:02] of the public. This is the first hearing and there should be a maximum of 45 minutes [2:07] for public comment. Each speaker is limited to three minutes. When you come to the podium [2:13] and make your comment, please state your name and hit the face or the apple and your address [2:19] and you can make your comment. [2:24] Any takers? [2:27] No? [2:29] Okay. We will move on. I will close this first hearing of the public [2:33] and move right into our superintendent's report. [2:38] Sorry. I'm juggling multiple devices here. [2:43] Okay. Welcome everyone. [2:46] I am very excited to report that we had an extremely successful opening of schools. [2:53] We were able to kick off the year. [2:56] We had a very exciting convocation, which all staff participated in. [3:00] We had a guest speaker, Dr. Fernando Nadech, that I mentioned at the last board meeting. [3:05] He was fantastic, really set the bar high for us heading into the school year. [3:11] We enjoyed a great breakfast that was provided by the BEA, so thank you to the BEA for that. [3:15] The following day, we welcomed kids back, proud to say that the cabinet, myself, my directors, [3:21] Vicky and myself, we made it to every building, so we had all 11 buildings that we visited. [3:28] The energy was unbelievable. Kids were excited, teachers were happy, it was a real, really good start to the school year. [3:36] Today we kicked off our full days, so I'm sure everyone's very tired, but very, very happy to report that we had a great opening. [3:43] Social media feeds have been wonderful from the schools, from our district account, that Dr. Jen Corey manages. [3:51] So please, if you don't get a chance, and I know having an eighth grader and a third grader myself, how is school fine? [3:56] That's all you get. Check out social media, you're able to put some context to what your children are experiencing on a daily basis. [4:03] And really get some insight, not only into the schools, but a lot of personal accounts with classrooms and things like that. [4:09] So take a look and you'll be able to see some of the great things that are going on. [4:14] Happy to report that the new Internet-enabled device policy is going as well as can be [4:21] expected for 6,400 kids. [4:23] The students have been great, they've been compliant, obviously a few reminders are needed [4:28] with anything that's new and any sort of change, but we're doing really well with that and [4:33] we were able to witness that firsthand in getting around to the schools. [4:38] Fault Sports. I just was at the girl soccer game this afternoon. Fault Sports has kicked off. We're in full tilt already. [4:46] We're meeting a lot of success on our fields and our gymnasiums and on the track fields. So congrats and hopefully a safe and healthy and successful [4:54] Fault Season for all of our student athletes. [4:57] The last thing I have is just a back to school night reminder. I know for a second week of school and we're already reminding you but I do encourage [5:06] families to head out to back to school nights. [5:09] The schools put in a ton of work, the principals, the staff. [5:13] It's a really enjoyable night. [5:14] The educational staff puts in a lot of work in making sure [5:18] that parents have what they need for their children. [5:21] So you will see this. [5:22] We already put it out on social media. [5:24] But the ECC's back to school night is September 16th. [5:29] All the elementary's are September 17th. [5:33] The middle school is October 1st and the high school is September 24th. [5:39] We really tried not to overlap because you may have children in different levels. [5:44] So each one is going to be separate. [5:47] The only consistency is all elementary will be on the 17th of September. [5:52] So please, if you can make it, please head out to your child school and attend back to school night. [5:56] And with that, that is it from me, President Dudley. [6:00] Thank you so much and just the same reminder and reference to the information that is being held. [6:09] Look coming out on your virtual backpacks. [6:13] As Superintendent Flores said, we have had a successful first week and now opening for the second week of school. [6:20] I do want to keep your awareness up on all of the events that are happening around town for our school district, our students. [6:28] There's so many that I can't even keep up with them, so just be on the lookout for your virtual backpack. [6:34] I know also you're getting tons and tons of documents to sign whether it's from the nurse, whether it's from the lunch. [6:42] But just continue to check those book bags and power school to ensure that all those documentations are signed as sent back to your teachers. [6:50] Other than that, I will close the President's report and move on to the hearing of, oh, [6:56] I'm sorry, the approval of the minutes. [6:58] This will be the approval of the minutes for Executive Session of August 18, Agenda 6B, [7:08] and the both approval of the amendments for our regularly meetings, Agenda 6A and Executive [7:14] Session on August 18, 2026. [7:17] May I have a motion for that approval? [7:18] motion. May I have a second? [7:23] I don't want to try it again. [7:28] Second. [7:28] Ms. Perry. Any discussion about the approval of the minutes? [7:34] All right. Ms. Guo may I have a roll call please. [7:38] Mr. Villas. Epstein. [7:42] Ms. Green. [7:43] Yes. Ms. Joyce. Yes. [7:46] Mr. Lamont. Yes. [7:48] Ms. Perry. Yes. Ms. Rojas. Yes. Ms. Wilson. [7:57] Yes. Thank you. Vice President Heller. Yes. [8:01] President Dudley. Yes. Thank you. Moving on to our agenda for Curriculum and Instruction. [8:09] Ms. Perry, I believe that is you. You are correct. [8:14] Before I start my report, I just wanted to [8:18] to congratulate Superintendent Flores [8:21] on his first official week back at school [8:25] as a new superintendent. [8:29] It's been fun kind of like every time [8:31] there's a new leadership change [8:33] you'll get to see the new leader's voice [8:37] and unique personality they bring to things [8:40] and it's been fun kind of seeing on social media [8:43] and in the various communications that have gone out [8:46] just kind of like things are a little bit different [8:48] And now it's, it's somebody new, and I have spoke with Jen about just like the social media has been really amazing. [8:57] I'm a lot of ramping up of things I'm seeing from the schools and from the district side, so congratulations. [9:03] I knew I made it big time when the girls soccer captains were posing for a picture outside the high school, and they invited me in. [9:11] I didn't think they knew who I was, and then the caption was like super intended for. [9:15] I was like, I made it big time. [9:16] You are. [9:16] It's like, oh my goodness. [9:18] You're on your way to be an individual, and so I will move on to the curriculum committee [9:27] meeting that occurred Thursday, September 3rd, at 4.30pm via Google Meet, and then myself [9:36] and Jen Corey were present. [9:38] I think Carrie joined later after I had already gotten off the call. [9:42] but we discussed the School of Computing Internship. [9:48] This is a memorandum of agreement between Montclair State University and Blumfield High School, [9:53] which will allow college students to complete a one-semester unpaid internship with the IT team. [10:01] So Jen and I discussed a lot about the mutual benefits of this program as both as a learning experience for the students [10:08] and also a learning experience for the IT team because obviously young students are always coming with fresh ideas and knowledge that we could also learn from. [10:17] So it was an exciting new program. [10:20] We also discussed the MOU with St. Peter's University and Bluefield Schools for student teaching. [10:26] So this will bring us a batch of new student teachers to our classroom in the schools and it's always good. [10:32] but I think my son currently has a student teacher [10:35] in his classroom and he was all excited to see her. [10:38] Just a new face in the building, [10:39] so it's great to have extra hands in the schools [10:43] and be able to have these type of programs. [10:46] And then the last thing we discussed is the NJSLA scores. [10:50] These will be delayed until December. [10:52] I believe the DOE is just going through some calibration [10:55] on their end because there was a new format [10:58] with the testing and so that is not going to be coming out as usual and so no official communication [11:07] from the DOE has been released in terms of like two parents but parents should be getting a [11:14] notification from our director of student achievement soon just letting people know that this is [11:21] happening and just giving updates about the testing calendar. [11:27] And so in the meantime, while we're waiting for those scores, we still do have plenty [11:31] of screeners and assessment data from all of our in-house testing that will be able to [11:35] give us what we need to be able to place the students appropriately. [11:40] And that is all that we discussed. [11:43] So with that, I will move items A through F. [11:50] Is [11:53] there a second? [11:54] Second. [11:56] Is there any discussion? [12:00] Ms. Quill, may I have a roll call please? [12:02] Mr. Villas? [12:04] Yes. [12:04] Ms. Green? [12:06] Yes. [12:07] Ms. Joyce? [12:08] Yes. [12:08] Mr. Lamont? [12:10] Yes. [12:10] Ms. Perry? [12:12] Yes. [12:13] Ms. Rojas? [12:14] Yes. [12:15] Ms. Wilson? [12:18] Thank you. [12:20] Vice President Heller? [12:21] Yes, but I abstain on item B. [12:23] Okay. [12:29] President Dudley. Yes. Moving on to finance and facilities. [12:37] Ms. Viviana Ruaz. [12:43] Thank [12:43] you, President Dudley. So on Wednesday, September 2nd, we met through Google Meet, myself, Mr. [12:52] Heller, Mr. Lamont, President Dudley, Ms. Hanna, and Ms. Guo. Ms. Hanna provided the following [12:59] facility project updates, Brookdale HBAC project. We are pleased to report that the cooling system [13:06] started in time for school opening and the contractors are wrapping up the project. Demarest [13:14] boiler and HBAC UB installation near to completion, shelving and boiler installation are ongoing. [13:22] OGUBU HBAC is 90% done. Franklin and Ferville Ferville windows installation is completed and shade [13:32] installation schedule for next week for Franklin and the 28th for Ferville and Ms. Guo discussed the [13:44] following resolutions with the committee. The approval of the position of the funds for the 27 [13:51] Federal ESEA program. A partition of Title I funds will be used to cover the salaries [14:00] for certain interventionists and a portion of Title II funds will be used to cover 50% [14:07] of the salaries for math and ELA coaches. And the approval of Berkeley HVAC Project Chart [14:15] For change order number three to cover the cost of in court for unforeseen conditions [14:22] not included in the bit specification. [14:25] Ms. Wall also shared that with the committee that allowance adjustments request for the [14:31] HVAC project at OPU school to pay for four circuit breakers for condensing units for a total [14:41] approximately $5,300. This project has a total allowance of $446,000. We anticipate having [14:55] approximately $420,000. [15:00] Members remaining at the completion of the project, to go back to the Capitol Reserve for future projects. That's amazing. Thank you, Ms. Guowe. And with that, I would love to move items eight through J. [15:18] Is there a second? [15:22] Any discussion? Yes, Mr. Heller. Thank you, President Dudley. Thank you, Ms. Rojas, for the report. And I think we should really point [15:34] out that it's amazing that we have a report of an anticipated change to the cost of a project [15:44] resulting in $420,000 that will allow us to undertake other projects that's after our meeting [15:52] two weeks ago where we actually formalized another change in a reduction of $203,000 of expenditures [16:02] that allows us to address unforeseen conditions, [16:05] that allows us to address things that weren't originally in the scope, [16:10] such as windows that are not necessarily easily visible, [16:17] but do have an impact on the aesthetics of the building. [16:21] So I'm really happy to see that for all of the re-biting that we have to do on some of these projects, [16:30] that they're actually turning out to be less costly than we expected originally. [16:36] Sure. [16:39] Any other discussion? [16:42] I just want to say also thank you to all the support that they've given us, but for [16:48] the contracts that we have, we're doing with the buildings and getting, especially some [16:53] of our school specifically, fair view with their windows in Franklin. [16:59] and we really thought that we weren't going to be able to move forward to the first day of school and not only did we were able to get them done earlier. [17:07] So I want to say thank you to the Finance and Facilities team as well as the contractors who were able to make that happen and clean up before the first day of school. [17:16] That's coming from the huge. [17:19] If there are any issues, please make sure that you are reaching out to us so that we can make Ms. Quill and her team available. [17:26] That way we can ensure that everyone is safe in our buildings and outside and around our buildings. [17:32] Can I? [17:33] Whoa, that's loud now. [17:34] Yeah, whatever you want. [17:35] Okay. [17:35] I think it's better. [17:36] Go right ahead. [17:37] Scared me. [17:38] It's like, oh, talking to myself. [17:41] I may not eat the mic. [17:43] Just to add to that. [17:44] I really want to thank everyone because if you've ever had construction in your own home, it's inconvenient. [17:51] and it takes longer, there may be costs that go in the right direction or the wrong direction. [17:56] So, really, thank you to the community for understanding. [18:00] We've gone through it at a number of our schools. [18:03] I just want to remind everyone it's for the better, right? [18:05] We're going to have full HVAC, window replacement. [18:09] If you've taken a drive around town and you've seen what the buildings look like, [18:13] and if you had the chance to be in some of these schools that are newly implemented with air, [18:17] it is a life changer. It is unbelievable. Not to mention the aesthetics of the outside building, you have the older buildings with the brand new windows and it's really popping. [18:27] So thank you for everyone's patience. The custodial staff was nothing short of amazing. When Vicky and I did our walkthroughs, we said in a couple schools like I don't know how we're going to open effectively and like magic, it was unbelievable. [18:41] parents in the community for being understanding and maybe inconvenient, maybe in a walkway, [18:46] maybe somewhere, but understand the greater good, your kids going to be in a better environment [18:50] for that, and obviously the staff who has to have tremendous patience, their room may be [18:56] overturned. Another day it may look different because they're putting in new univents and [19:00] things and you're trying to teach and instruct and they've been nothing short of amazing. [19:05] So everyone I think understands the bigger picture, which is the long goal is to have full [19:10] HVAC and window replacements for all, but having the patients to get there and being [19:16] understanding is much appreciated from our end on behalf of the board. [19:19] So thank you. [19:25] Oh, let me do the role. [19:26] I guess that's the interdiscussions. [19:27] Can we get a role call? [19:29] No problem. [19:29] Ms. Avillus. [19:31] Yes. [19:32] Ms. Green. [19:33] Yes. [19:34] Ms. Joyce. [19:35] Yes. [19:36] Mr. Lamont. [19:37] Yes. [19:38] Ms. Perry. [19:39] Yes. [19:40] Ms. Rojas. [19:42] Yes. [19:43] Ms. Wilson. [19:43] Vice President Heller? [19:47] Yes. [19:48] President Dudley? [19:49] Yes. [19:50] It is not. [19:54] Moving on to personnel and management. [19:56] And that would be Ms. Screen, our sixth-grade chair. [20:00] Four demorus. [20:01] Thank you. [20:01] Four demorus. [20:02] Thank you. [20:05] So the personnel committee met on September 3rd, 12 p.m. via Google Meet. [20:15] attendance was myself, Ms. Avelis, Ms. Wilson, and Dr. Pearce, and so we started off. [20:21] We kicked off the meeting with the admin retreat and new teacher orientation. [20:26] Dr. Pearce reviewed the activities that took place the week before school open for administrators [20:32] and new teachers, which included state mandated trainings, which are trainings that must be [20:39] done every single year for both groups as well as [20:43] introductions to teacher, introductions to district staff for [20:48] the new employees. And the new teacher group was already [20:52] energized and appeared to be an excellent addition to our [20:56] district faculty. We then moved into new reporting [21:01] responsibilities. The group discussed the somewhat [21:05] but confusing nature of this new reporting [21:09] for non-public students in light of new requirements [21:13] for the 27-28 school year. [21:17] And the effect on personnel wasn't really clear, [21:20] but may require adding duties to existing personnel [21:23] or even adding staff somewhat down the line. [21:26] And so new requirements come out from, [21:32] we know the Department of Education, [21:34] and so we just have to wait and see as we get closer to the date to see exactly what the [21:42] responsibilities and the requirements are for non-public students. Then we moved into staffing [21:49] status. We just wanted to mention that the district was able to fill the vast majority of its [21:55] openings prior to the start of the school year, including leave of absences. One position is yet [22:03] to be filled for a late resignation and the teacher remains in class here while the [22:09] search is conducted for a replacement. [22:12] Also we had our draft of current staff vacancies as well as personnel board drafts and then [22:20] we just had an additional item we wanted to discuss which I've been advocating. [22:27] Thank you, Dr. Pears. [22:29] It's not quite what I asked for, but I think it's actually a good addition. [22:35] So report cards and potentially other documents are now available in the parent portal for all grades. [22:44] But K to five students will still have report cards emailed this year. [22:48] But all parents will have access to download a report cards from the portal anytime after they are posted. [22:55] it. So after when we get to 6th grade and beyond, report cards are not emailed out similar [23:02] to K to 5, but with the addition to power school, parents can now download a PDF version [23:09] of the report card, which is really amazing. So thank you so much. And with that, I would [23:15] like to move that concluded our meeting and I would like to move agenda items 9A through [23:22] nine oh second discussion. I just want to say not a huge one but congratulations [23:33] to Disha like you have advocated for that for the doubt of the report cards in [23:41] power school for at least two to three years and it's always been something that [23:48] has been at the top of your radar and you continue to know I added not just for [23:52] yourself for other parents for the convenience of ensuring that they have access to their [23:57] children's grades. And it seemed like something small but something small that can affect [24:02] our entire district is actually a huge one. So I just want to say thank you and congratulations [24:08] to for heading that up for not just me, not just you or people on the board with our entire [24:13] district and our parent and community. So thank you again. [24:17] Okay. Anyone else have a discussion? [24:21] Mr. Heller. [24:25] Just to remember that the District Code for Power School is Frank Frank, David Thomas, [24:32] FFTT, and if you expect to receive your K-5 report card via email, [24:39] you have to make sure your emails are actually up to date in Power School. [24:42] Yes. [24:44] I can't stress that enough. [24:46] I see Dr. Pierce given us the double thumbs up because all too many times parents [24:53] Assume that everything is correct and up-to-par in power school and maybe a life event or something changed and all of a sudden [25:02] You're not receiving important notifications. So if you do anything do a quick check on power school [25:08] Make sure your information is updated make sure a number or numerical number is is an off on your phone number your email [25:15] You know, the periods in the right place because all too many times we'll get a complaint that we're not receiving information, then we look behind the curtain and something is just a minor error mistake and that's why so do check your power school settings do check that your information is correct. [25:32] It is vital to get the information. [25:34] Roll [25:38] call, Ms. Quill? [25:39] Sure. [25:40] Mr. Villas? [25:42] Yes. [25:43] Ms. Green? [25:44] Yes. [25:45] Ms. Joyce? [25:46] Yes. [25:46] Mr. Lamont? [25:48] Yes. [25:48] Ms. Perry? [25:49] Yes. [25:50] Ms. Rojas? [25:52] Yes. [25:53] Ms. Wilson? [25:56] Vice President Heller? [25:58] Yes. [25:58] But I have staying on item L and congratulations to the two members of our staff who got degree changes this time around. [26:11] Yes, moving on to agenda item number 10, policies and regulations resolve that the [26:16] Bloomfield Board of Education upon recommendation of the superintendent and the superintendent's [26:21] schools approve and adopt upon the second reading of the following policies. [26:27] Policy 2, 4, 3, 1, 8, 5, 5, sorry, that's varsity letters and inter-scholastic extracurricular [26:35] Title of activities and policy number five, five, one, five, student, use of internet enabled devices. [26:42] Motion to a full second read of policies. [26:44] Motion. [26:45] Second. [26:46] Second. [26:48] Any discussion? [26:50] Ms. Quill, can I get a roll call please? [26:52] Mr. Villas. [26:54] Yes. [26:54] Ms. Green. [26:55] Yes. [26:56] Ms. Joyce. [26:58] Yes. [26:58] Mr. Lamont. [27:00] Yes. [27:00] Ms. Perry. [27:02] Yes. [27:03] Ms. Rojas. [27:03] Yes. Ms. Wilson. [27:08] Vice President Heller. Yes. President Dudley. Yes. Moving on to the second [27:15] hearing of the public. For the second hearing of the public there again should be a maximum [27:20] of 45 minutes for public comment. Each speaker is limited to three minutes and this portion [27:26] is dedicated to non-agenda items only. Do we have any takers for the second hearing of [27:32] the public. [27:36] Thank you. I will close the second hearing and move down to agenda item number [27:41] number 12, which would be updates for delegate ad hoc committee reports. Mr. Haller. [27:49] Thank you, President Dudley. Just a reminder, the townwide shredding event will take place on September 19th [27:55] at Polaski Park. That's on Mount Vernon Avenue and they will collect reusable bags that get donated [28:05] to Tony's Kitchen and the Man of Food Distribution here in town. [28:11] Oh, it's from 9-12. Bring your Bloomfield ID. We only take Bloomfield recycling. [28:22] Anyone else? [28:29] Michelle Hath? [28:30] Thank you, President Donnelly. I just wanted to mention that in this month we celebrate his manic heritage month [28:39] that goes from September 15 to October 15, many people don't know why we celebrated. We celebrate [28:46] Hispanic heritage to honor the history and culture and contributions of people of Spanish roots, [28:54] like Spain, Mexico, the Caribbean, Central, and South America. And they chose September 15 through [29:00] worked over 15 because five countries got their independence on September 15. They got [29:12] their independence the same day but because there were no cars during that time there was [29:17] a horseman going with a lantern and some countries celebrate school like the lantern lighting. [29:26] I know they do it in Costa Rica because one of my family members is throwing a party of that soon. [29:33] And countries like Costa Rica, Salvador Guatemala, Hondura, Nicaragua, Mexico, and also Chile, [29:39] celebrate their independence on September 15th through the 18th. [29:46] And we have Hispanic heritage and other heritage months because Black History Month, [29:53] Black Heritage Month. That's the reason why we're able to celebrate those heritage in this country. [30:00] No, I just wanted to share that. Thank you, Ms. Rua. Can't wait to celebrate. It's always good. Just a few updates. September 27, the back to school for, will be at, there will be a back to school celebration for our LGBTQ pride community. We have worked with them within the last year, actually the last two years, and it has been an amazing [30:35] and they will be doing their annual back to school event on the 27th and I believe it's at Wrightsville, I believe? [30:44] Yeah, I believe it's at Wrightsville from two to four. [30:48] It's been a pleasure working with the group, working with parents, advocating and they have definitely brought real change in our school district [30:57] and again we're going alongside them to make it happen has been our honor it has [31:03] definitely started off as a post-low place but we got there and we're going to [31:07] continue to move forward with them so I look forward to also being a part of [31:11] that celebration in that ceremony on the 27th along with everyone else that has [31:16] sponsored the event. In addition I do want to thank Chief Richie as well as the [31:25] week with our opening of school as well as last week. So this is the first year [31:32] that I had to drop off at the high school. I know the middle school was always [31:35] crazy, elementary's. It's so much going on in the morning in our school district [31:41] between the hours of 7.30 and 9. I will tell you between the Carson Guards and our [31:49] town police department, we are really, really grateful for the support that they [31:54] give us um during the morning as well as an afternoon so I just wanted to say [31:59] thank you for that um and next we have unless there's any other discussion [32:06] um a garment real quick reminder I guess there is something else Joe [32:12] there is no school September 11th. I told you there wasn't any school [32:16] which is this Friday. So this Friday there will be no school and observance of [32:21] the holiday. Um, I [32:26] think it's off. It's closed for everybody. So there's there's no school [32:32] on even you too, Vicki. No, we're here. 12 month. Sorry. 12 month staff is here. Schools [32:37] are closed. 10 month staff is not here. So hey, you'll be here. We get it. All [32:49] right. So [32:50] September 11th, no school, please add that to your calendars. That's it. You sure? All [32:59] All right, for the moment we all wait for, sometimes, may I have a motion for adjournment? [33:06] Motion. Second. Second. [33:10] Miss Avelis. [33:13] All in favor? [33:18] Thank you everyone to see you guys in two weeks has been a pleasure.
