Aspell ... and not zone [22:27] category I'm no buildings or structures that permitted and no [22:31] residential uses are permitted hence the work pants are the [22:35] purpose for the zoning in on that [22:38] our next slide which will provide more detail on that [22:42] aspect [22:44] so formally this part of this property was zoned R. R. zero seven zero two two include revisions that [26:29] will make the process clearer and more efficient the revised [26:33] draft policy and supporting process supports council's direction not to [26:37] consider any request to sell town owned waterfront property staff [26:41] are suggesting there were land as been identified as road [26:44] allowance street lane way fairly or is of the sizes [26:50] deemed not to be building lot actually registered on title [26:54] and there shall be no future requests for building permits [26:56] or vacancies considered for subject lands because it because of [27:00] it being acquired from the town to protect the overall [27:04] feel and character of the local area the current policy [27:07] allows for exclusions for land formerly used for railway lines [27:12] staff suggested that this reference to be removed and the [27:14] land that was formerly a railway line in most cases [27:18] is currently with alignment of the Georgian trail [27:21] for the exception of the sections of the trail that [27:23] have an existing realignment staff recommend that no sale of [27:27] these lands that be part of the former railway line [27:30] shall be considered for potential disposition or surpluses for the [27:33] foreseeable future town staff recommend a process where twice a [27:38] year consideration may be brought forward to consider land surplus [27:42] with the purpose [27:44] being to dispose of land from the town's current land [27:47] inventory [27:54] we cannot start by about employers as a without interacting [27:58] with the clerk [28:00] thank you ... [32:18] report in November first of twenty twenty one I would [32:21] line ... the ability for us to move for with [32:24] this public meeting ... which shall over the Christmas break [32:28] identified the January the twenty fourth is being ... today [32:32] being that the date for the public meeting next light [32:37] as you can see the [32:42] public notice in the approval process ... we've all the [32:44] required public notice ... ... process ... with some additional [32:50] time being provide it and ... looking towards ... report [32:55] coming back to council ... with follow up to this [32:59] public meeting ... that would be at anticipating February the [33:02] fifteenth and if all goes well and we're able to [33:06] provide the information for council we would see the ... [33:10] of the March twenty eighth ... council are considering the [33:12] recommendations from the March fifteenth committee of the whole next [33:16] slide [33:19] the key things that ... we want to identify through [33:22] this ... public meeting is first that we already have [33:25] an existing land disposition of Policy but thought it would [33:29] be appropriate time to have of some ... ... revisions [33:34] review completed ... we're seeing over the last number of [33:38] years a definite intake ... opted to the number of [33:41] requests for ... potential disposition of lands from a residence [33:46] ... council had made it very clear ... decision and [33:50] recommendation ... for us not to for staff not to [33:54] consider town water front properties as being surplus this ... [34:00] ... staff is moving forward with that same understanding that [34:04] ... water front access that would not be considered for [34:07] ... disposition of lands I think one of the key [34:10] areas and and some of the comments received thus far [34:13] to the public in regards to the road allowance in [34:16] the streets and laneways and fire lanes ... there is [34:19] a lot of work and I think some additional explanation [34:21] that we're happy to provide through the follow up to [34:24] the public meeting these are actually the areas that you [34:27] know we're very interested in and having further discussions with [34:30] council just to consider ... on our on a regular [34:34] and very consistent basis how we deal with these ... [34:38] ... these types of properties where they may be a [34:40] stopped up in close around on open road allowance or [34:43] fire lane ... we feel that the municipality is in [34:46] a position where we would like to get the clarity [34:48] and consistency of how we deal with these on a [34:51] regular basis ... and one of the key things in [34:55] this goes back a number of years ago the protection [34:57] of the Jordan trail is as critical and one of [35:00] one of the things that we believe that should be [35:02] in the disposition of land policy very clearly is that [35:05] no areas within the Georgian trail will be considered a [35:09] surplus in the future ... just for the clarity in [35:12] and again the consistency for individuals who may wish to [35:16] ... make that request [35:18] it would be ... very ... very handy for staff [35:21] to be able to just clearly state that the lands [35:24] that ... affect the Jordan trail would not be considered [35:28] ... the other key thing which is that we thought [35:31] it was was a good idea was to be able [35:34] to bring the council twice per year there the request [35:37] for this positions of land so ... that way we [35:41] could be doing in a very consistent and transparent ... [35:44] method where ... council would be considering any disposition of [35:49] land are as a group as opposed to one office [35:52] the other one of us are very you know [35:56] they're fine but for council to be able to take [35:59] a look on a regular basis of any request in [36:02] a very ... consistent manner I think would be very [36:05] beneficial ... just when you start consideration are considering where [36:09] potential lands could be declared surplus [36:14] the next slide thank you grant ... the appraisals for [36:17] specific types of land and we're very very clear that [36:20] not these would not be for building a redevelopment properties [36:24] we believe that there is the ... a benefit to [36:28] getting appraisals done for our ... certain types of lands [36:32] whether or not there be per per meter per square [36:36] meter per ... that could be wrong allowances or we [36:39] could just simply say this is this these these appraisals [36:43] would actually create the minimum bets um so we were [36:46] to go out and say you know this road allowance [36:49] I don't run allowance that's been stopped up in close [36:52] that it meets all the requirements as we went through [36:55] a public process public consultation process we could just simply [36:59] say based on the appraised value this is the minimum [37:02] bid ... ... we have seen in the past where [37:06] you know trying to do the appraisals as we go [37:10] ... [37:12] it it it becomes very very ... time ... time [37:17] management sort of gets thrown out the window because it [37:19] is it is sometimes very hard from a timeliness to [37:23] get appraisals done so this would just allow us to [37:25] move the process through from appraisal process the one key [37:29] thing that I do want to make very clear through [37:30] this disposition of land policy is that this is only [37:34] the process for council to be brought forward a recommendation [37:39] to consider lands surplus this does not replace the public [37:45] consultation process so that's still process staff could come forward [37:49] to council and suggest three or four different piece of [37:53] the property is being concise being able to be considered [37:57] for this position [37:59] if council so where's the would still require ... staff [38:03] would still require council approval to initiate the actual public [38:06] consultation process so I know that there is a there [38:10] is a fear that this would ... maybe replace that [38:13] does not replace it all this just to simply allows [38:16] us to get the subject matter in front of council [38:19] if council wished to for most for staff to initiate [38:22] the public process to then consider lands surplus dot public [38:27] process would still take place and council with that and [38:31] with the benefit of hearing from the public and local [38:33] residents of whether or not they believe it's a good [38:36] idea to sell land that process is still in place [38:41] the next slide [38:44] so next steps is ... we we plan on on [38:47] receiving ... reviewing the public comments that have been received [38:51] ... and then provide a follow up report we've identified [38:55] February the fifteenth ... to bring up a follow up [38:58] report back to committee the hall ... and some of [39:02] the ... the comments that we've received to date R. I'm uncertain effect can be showing online and [41:08] I will ... to show ... by color highlighting exactly [41:13] what I'm referring to is is that possible [41:18] Mr it [41:20] thank you so the comments that that Mr Bergman's sent [41:23] and they were circulated to council in their entirety we [41:27] don't we have the policy here in front of us [41:28] but we don't have is highlighted document in front of [41:31] us oh okay well alright then then we'll proceed so [41:36] you can see the subject title on page one of [41:38] sailing of the disposition of land ... the policy direction [41:42] is the sale another disposition of land the application of [41:47] the bottom line refers to the sale and other disposition [41:50] of land but then when we had two pages to [41:54] through the conclusion there are no more references to other [41:58] dispositions of laughter it's all sales that's what happens if [42:02] you sell ... the same with the current with the [42:07] proposed new policy ... it is called the policy for [42:11] the sale of and disposition of land but it only [42:15] deals with sales and so one would ask for what [42:19] is other disposition of land well it would include at [42:23] least it would include a ... a license it would [42:27] include a right of way it would include a permit [42:31] so there are so many ways that one can actually [42:36] ... have a transaction with respect to lamb that is [42:39] not a sales so what is happening here is the [42:43] town ... and I believe this happened sort of inadvertently [42:47] dating back to prior to two thousand and eight ... [42:51] has only concerned itself with sales but you no one [42:55] can the end and by the way I I don't [42:58] know offhand where to locate the registry of town owned [43:04] lands according to this document it's supposed to be a [43:07] public document but when I go to the ... the [43:10] website I I can't locate it but the town owns [43:14] land and road allowances and rapes and throughout the ... [43:19] is [43:20] its geographic boundaries and ... there are future developments ... [43:28] both for the infrastructure and ... you know residential ... [43:34] in the prospect and the town can basically circumvent all [43:39] these policies are for sale by simply leasing the lands [43:45] giving a right away over the lands giving a right [43:48] to occupy the lands giving a license for the lands [43:52] so in that regard ... this policy is is basically [43:57] half good it doesn't cover half of what the municipal [44:01] act says that it's supposed to cover and ... ... [44:06] it's an easy oversight but there are too many transactions [44:10] that can possibly happen going forward ... for ... you [44:15] know such an oversight to be allowed to continue it [44:18] also is [44:20] strictly speaking in violation of the municipal act requirements I'm [44:25] at a few comments that I did make ... in [44:28] my letter with respect to what is proposed ... the [44:33] ... number one was the word ... best use ... [44:39] as a modifier of fair market value ... I I [44:44] I I I realize this is the thorny issue and [44:47] it's very difficult ... but ... in one place the [44:50] proposed new policy says that they will be ... ... [44:54] potentially requesting a best use fair market value appraisal well [45:03] we'll be ... ... that that that will be an [45:06] interesting challenge ... you know to obtain exactly that appraisal [45:12] I understand the the the complexity ... is there there [45:17] is we're doing and the ... ... you know that [45:22] the public benefit may be considered ... but in my [45:25] letter I basically ask what is the best use for [45:29] a piece of property that could potentially be a park [45:33] or a beach is at a park or a beach [45:36] or is it a ... commercial subdivision [45:40] and ... recently I was ... ... in ... southern [45:45] Ontario town driving along and I noticed all these beautiful [45:48] beach fronts and very expensive ... you know subdivision country [45:53] and ... and that thought that came to my mind [45:57] ... there is an out clause one G. of the [46:01] procedures of the ... sorry clause one a of the [46:06] procedures ... and that deals with requests and I believe [46:11] it's just the sort of garbled for lack of a [46:15] better description request may be received and considered twice per [46:18] year and that it goes on to say formal requests [46:22] will be submitted to the town via a formal request [46:25] for consideration [46:27] by individuals groups and our corporations or number company now [46:35] ... I I don't know what's meant by that does [46:38] the town have corporations and a number company that can [46:42] be making requests or is it just basically a a [46:45] clause that needs to be ... ... we worked hard [46:50] because as it stands it sounds like the town's corporations [46:54] maybe making requests to buy town owned land but that [46:58] doesn't make sense so ... just to a tiny issue [47:03] and then the final thought I had was ... in [47:06] the timing clause under proposed call us proposed policy clause [47:11] one G. it refers depending council direction to to clear [47:16] the town owned lands surplus staff may proceed with the [47:21] disposition of town owned land and follow the process outlined [47:25] and I I do believe that the intention is that [47:30] ... council would direct before staff proceeds with the any [47:37] disposition ... so other than that ... might be ... I will have any [52:36] comments been around with that bit been received from the [52:38] public thank you Mr chair I can permit notice of [52:42] this public meeting was given in accordance with the town's [52:44] notice policy in response no comments have been received and [52:49] Serra trainer of the manager of HR is here to [52:52] provide a presentation [52:54] welcome Sir and thank you all turn the Mike over [52:56] to you for your presentation [52:58] thank you and good afternoon and so you can go [53:01] to next slide please greener thank you so ... in [53:06] terms of where we are today following direction from council [53:09] at the twenty nine November twenty ninth meeting and stuff [53:12] about the draft hiring employees policy to this public meeting [53:16] to receive comments as required under the town's noticed policy [53:20] and next slide [53:23] thank you so this just gives an overview of the [53:26] process we've taken today to ensuring adequate notice of the [53:29] public meeting has been provided and from this meeting that [53:33] timeline by which will report back to committee and council [53:36] the recommendations and implied that we received next please [53:43] all right so I'm next couple slices give ... overview [53:47] of the prize River I'm sorry revised revisions to the [53:52] policy and we'll go through all that is it a [53:54] provisions but I'll just highlight it use the staff are [53:58] recommending strength strengthening the language regarding legislative requirements on the [54:03] Ontario human rights code in accommodating employees and accessibility through [54:07] the recruitment process as well as updating some definitions to [54:11] provide a bit more clarity regarding employment status ... we've [54:15] also enhanced our internal process for hiring managers to initiate [54:19] the recruitment process uniforms ... we've also added some language [54:23] ... just around the improper influencing our permanent selection decisions [54:28] and that's with just within the consequences for non compliance [54:30] section [54:32] in the next slide please all right so most of [54:35] the recommended revisions are around job posting and advertising of [54:40] positions and really the intent is to incorporate new strategy [54:44] and the bucs ability to allow staff to be more [54:46] responsive and nimble to developing conditions while ensuring ... a [54:51] fair consistent and transparent hiring process and what is very [54:55] much at competitive labor market [54:58] the some of those suggest revisions include reducing the number [55:01] of [55:02] business days a position would be posted for so from [55:05] ten to five business days ... and there would be [55:09] still that option or if the hiring manager to extend [55:13] our that post hosting if they felt it was necessary [55:16] ... allowing for temporary contract contracts of any duration to [55:21] be posted internally first and that would just give her [55:25] employees priority consideration for these opportunities so to promote career [55:29] development cross training assists with succession planning and provide opportunity [55:33] for employees to take on some special work assignment [55:37] and another suggest revision and again in an effort to [55:40] promote employees from within and retain our greats [55:44] yeah if a temporary position becomes permanent so whether that [55:47] be through the budget process or ... incumbent not returning [55:50] from a leave of absence an employee in a temporary [55:53] role would be placed in a permanent position with out [55:56] of competition subject to acceptable performance ... and the director's [56:01] approval [56:03] and next slide please [56:07] so those there again just some overview an overview of [56:10] some of the proposed revisions and in terms of next [56:13] steps ... doppler view public comment that we received I [56:18] had to date ... and any suggestion that we received [56:22] from council during this public meeting hi as well including [56:26] some of the comments that we did receive at the [56:28] November twenty third street home meeting as well and then [56:31] the report will be brought forward February fifteenth committee of [56:35] the whole meeting [56:37] addicts thank you and all of minutes any comments or [56:40] questions that [56:41] council may have [56:43] thank you Sir ... for the presentation with that ... Mr chair is for you to the clerk I [1:11:39] believe that the community ... a communications advisory committee if [1:11:43] you can bring forward their motion I believe that it [1:11:46] does and that comes from citizens ... I am a [1:11:49] member of that group and and so is our at [1:11:52] the lake to Deputy Mayor our OP hotter ... so [1:11:56] when that motion came forward ...
