[7:06] These individuals took shifts supervising a child because there was not a single placement,

[7:12] willing or able to accept this child, and all other systems are not equipped or ready

[7:16] to accept a child with special needs on an emergent work crisis basis.

[7:21] I can't go into detail due to confidentiality, but there are very few children with unique

[7:26] needs in care, but these few children require an enormous amount of resources.

[7:31] The social services system alone isn't set up for these special needs.

[7:36] All over the state there are children without placement, and I've heard about them from

[7:40] other social services commissioners, but this is the first time we've experienced sit here

[7:44] in Swahiri County.

[7:46] This crisis started on May 31st when we didn't have a placement after we were given notice

[7:52] that the facility could no longer keep this child safe.

[7:55] We've sent out referrals for placements with no exceptions.

[7:58] We've had many of these staff and more assisting with staying at a hotel with this trial.

[8:05] Then making frequent check-ins, bringing food, doing laundry, offering medications twice a day, and cleaning the room several times.

[8:16] Just look at the amount of people we needed to supervise a child for five nights in the county office building.

[8:22] This amount plus more everyone I've read.

[8:24] When we take into account the amount of work it takes, not including the hours upon hours

[8:30] of trying to find a placement, I think we're up to 35 facilities now we have tried.

[8:37] The entire division was needed just to keep this child safe.

[8:41] There's still no placement, although we continue to look, and we have utilized six different

[8:47] hotels now in three different counties, currently traveling out of county twice a day at least

[8:53] to continue to provide food, check-ins,

[8:56] and offering transportation to medical

[8:58] and other appointments.

[9:00] Commissioners all over the state are asking for help.

[9:03] And there is some legislation in a proposed resolution

[9:07] that I would ask you to support,

[9:08] along with thanking and recognizing these particular staff,

[9:12] as well as acknowledging the extremely difficult work

[9:15] that social services staff do every day.
