So, just a little bit on fiscal [14:59] year 2627 budget comments. Um, I provided you with um a quick overview on [15:05] the general fund revenues, kind of letting you see what we were last year, [15:09] where we are this year, and what our budget was. Um, I do I do think we're [15:14] going to get where we need to get. I think almost [15:18] all of them are looking on track. The only one that's not going to make [15:22] it, but that's okay because we didn't know what we didn't know is probably the [15:26] marijuana tax. But it's also in part because it's a little bit goofy how they [15:30] pay us. They only pay us every quarter and that's the only sales tax that we [15:35] get like that. So you really end up missing a couple months in their fiscal [15:38] year. So like I said, we'll get a payment in January and then we won't get [15:41] another one until April. So it's really the last payment of our fiscal year. [15:46] It's a little bit strange. Um, and this year we'll have a lag. Next year you'll [15:50] kind of get like a whole year, but this year it's kind of, but we also really [15:53] didn't know what we would get. So, you know, again, it's not a primary source [15:57] of our revenue, but it's it's of course nonetheless helpful. So, what we what [16:02] we'll get, we'll use. Um, and then the rest of them, I think, are coming on [16:06] track. Um, the next thing is is I just put a note [16:11] in there about health insurance. Um, so the city for new people who haven't [16:18] heard, we're self-funded and we've we've been that way for as long as I've been [16:21] here and I think for some time before then. So, um, the a couple years ago we [16:27] embedded Big Tree into our program to modify uh to help modify our cost just [16:32] cuz primarily it was on our prescription medication. And so we're able to get to [16:37] pay the the membership fee to Big Tree and then we get all the sort of [16:41] maintenance medication for free um for the employees and then it kind of keeps [16:48] it off of our books and so it helps it helps when they go out to put our [16:53] insurance to bid every year. Um we also have to have an like kind of an [16:57] aggregate deductible on our insurance right now is 79%. They'd like for you to [17:01] be at 80. That's just the reserve fund. So, in case the catastrophic happened [17:06] and everything went wrong, um you know, you hope that [17:11] never happens, but um you're supposed to have enough to cover they like to see at [17:16] 80%. We do have a little bit of a reserve fund here in the city as well as [17:21] with uh GBH. So, we're a lot we're closer than that, but anyways, [snorts] [17:25] for those re I think that was a slight reason why our insurance kind of went up [17:29] a little bit. So, I did do a a moderate increase for the employees. It was [17:35] between $2 and $5 a month. So, it's $52 if you're an employee only if you're per [17:43] month. If it's employee, spouse, >> I don't know about all that. I just know [17:47] the number. The $455. >> That's right. So, 455, [17:50] » right? That's I think employee ch employee plus children. [17:56] » Mhm. I don't know the >> employee spouse I think is like 500. And [17:59] then families like about 600. So those went up $5 the contribution on their [18:03] end. Um and then we also increased our contribution $5 as well. So we donate [18:08] well we don't we give $1,20 each month per employee for insurance or per per [18:14] member. So if it's a family um other insurance information, I [18:20] provided the renewal quote from First State. I told you it was kind of a mixed [18:24] bag. The big the big problem is the general liability policy went up 12%. [18:30] Which it dwarf or it is grossly larger than any of our other insuranceances [18:36] that went down. So So we're we're still going to owe more. I did ask for some [18:41] information. Um it's a it's a couple of factors. A [18:45] lot of it is external things that we continue to not be able to have any [18:48] control. Floods, tornadoes, they said terrible weather in Missouri this year, [18:53] I guess with the tornadoes. So those sort of things, but also we get dinged [18:58] in the insurance agency generally because of, you know, things that happen [19:01] in Florida. Just >> the main policy with Tokyo Green looks [19:04] like it went up 20%. >> Um, it went from that 297. And then um the other thing is that I've been slowly doing [19:26] is when [snorts] we first started with Tokyo Marine and First State, our total [19:30] insured value of the city was like 56 million, [19:36] which again you hope the whole world doesn't get [19:40] destroyed, but 56 million would certainly not cover very much. So, I [19:47] have been slowly increasing our total insured value on items each year, but [19:52] every time you add more value, it goes up in price. So, I that's something I've [19:56] just been doing. Um I think we're at like 86 million now, so we're still [20:01] probably wfully un underfunded, but again, [20:07] um >> Okay, that how often do we and I don't [20:10] want to open a Pandora's box here, but how often do we let that out? like do we [20:14] put that out for >> they bid this one this year again for [20:16] us. So we've been with first date for several years and we have bid out our [20:21] insurance like the middleman the carrier but these guys did bid out this year our [20:27] insurance and they do several and then they and just the same with our health [20:30] insurance. Our health insurance is bid out every year as well. [20:32] » Um and Tokyo Marine still is looks like our best offer. So and we'll probably do [20:38] honestly to bid out the insurance again next year. [20:41] » Okay. on the on the the provider. So, um [20:48] it's it's unfortunately kind of it is what it is. You really don't have much [20:52] control over it. They just tell I mean you guys all know you have car insurance [20:55] and health insurance, too. So, um the next thing is workers comp. I've yet to [21:01] receive a number, but we have had an excellent year again. So, thanks to all [21:05] the employees for their their really conscientious work. Um, so I think we [21:10] should continue to keep our our E- MODOD low. If you remember last year, we we [21:16] dropped down below the I think we're 86 and I think we should stay there this [21:20] year. Sim something similar. Anything below one is excellent. So I think we [21:24] should be doing good there. Um, and then also on Loggers, we haven't quite [21:29] received the increase on that. Loggers, for those of you who don't know, that's [21:32] the city's retirement. Um, it's a defined pension plan. And we last year [21:39] uh elected to raise our contribution rate till they're at the 2% modifier, [21:44] which is is a is a big deal. It's it's a good appeal to keep people here. Um, and [21:51] I think, you know, not very many people have a defined pension benefit plan, so [21:54] it's kind of a nice thing for all the employees to have. There will be an [21:58] increase because there's an increase every year. I think it won't be as [22:01] significant as last year cuz we had to buy up all the way to the the two [22:04] modifier, but I anticipate it still being somewhere in the five to six 7% [22:10] probably. Um, so that's kind of where we are on the insuranceances [22:15] [clears throat] and those of course affect all of the [22:18] all of the budgets across the board. Um, and you know, other than the the general [22:24] liability insurance, it's it's certainly [22:29] doable and I think we can absorb it with our continued growth. So, I am uh I [22:34] didn't include it, but I was looking today. Um, [22:38] I feel for like the first time in several years, I can see the growth in [22:42] the city. Our water and sewer revenues are coming in um higher than I than we [22:47] anticipated. So, um, sort of heartening to see because as we get more people, [22:54] then it's there's more people to help spread the the necessary improvements [22:58] over. So, hopefully that one day we can help lessen the increases as they come [23:02] across. So, I'm happy to answer any questions about those. I think next week [23:07] you'll start actually seeing some number number budget stuff. So, we're going to [23:10] talk about economic development. and that'll be Jim and um I'll have the [23:16] admin budget ready for you, debt service and the airport. [23:34] » No, I mean the year numbers are going to be what they're going to be. I have some [23:38] concerns about all of the capital costs that we have [23:42] acrewing over the next 2 or 3 years and making sure they fit. Um there are [23:46] things that we've obligated ourselves to obviously whether [23:51] by passing temporary sales taxes to do improvements or committing to do [23:55] improvements. But um that again I I do think we're kind of [24:02] getting near the end of those imp improvements, those capital projects [24:05] that we have to do, particularly at Keer. Um obviously getting the $500,000 [24:10] on the roundabout will really help cuz that's more money that we can put in at [24:13] Keer. Um but also we're hearing in a couple years we're going to have paid [24:19] off several coops. So some of the things that we maybe need to be improving like [24:25] parking and infrastructure on the back side of camper to accommodate some of [24:28] that growth um will have freed up some coop some debt money that we're no [24:34] longer spending. The soccer field and the INI basin will be freed up. So that [24:38] will also help with some new sewer projects. So I think a lot of it will [24:42] come in at the right time. It's just going to be hoping the [clears throat] [24:45] construction and the and the bidding takes about what I think it's going to [24:49] take. But where we are in the revenues, I think they're okay. I mean, you always [24:54] wish you were going to see a little more growth, but um there is some growth, so [24:59] that's good. Um, and I and I'm also excited to kind of see what [25:05] this year generally will be a good year for general revenues to see what happens [25:09] in our next fiscal year between um the addition of uh the ball fields there [25:15] at Brady Ballpark um the stuff with America 250, the World Cup. I'm sure [25:20] we'll get some spin-off ancillary from all of those big events. So hopefully [25:25] next year we'll see some more growth and whether it's sustained in the long term, [25:28] we'll find out. Kate, have we have we done any financial [25:33] modeling potentially for tax revenue from the new ball fields? Do we have an [25:38] idea of what that might look like? >> No, it's it's very hard to tell. [25:43] » And you can do I mean like Jim can has been done some modeling for us on some [25:47] things. >> Um [25:50] » which ball fields the the new soccer that we [25:53] » ballpark central. I was going to say cuz I know Brady had mentioned that she had [25:58] modeled out the benefits to the city for for the for the baseball field. Like you you would think they'll come in and you're [26:16] like, "Oh, it's 100 or it's 100. It's 100. Oh, it's Christmas, so now it's [26:20] 300." But then all a sudden there's like 8,000 and you're like I I don't I don't [26:24] know what happened >> and they don't give you any information. [26:27] So is it a oneoff? Are they paying back taxes you don't know about? I mean you [26:31] don't you just see a line item >> and um I've I used to track every month [26:39] and in several businesses to try to see if I could find the magic thread, but I [26:43] never found it. So I kind of just gave up. And I mean, as long as I kind of [26:47] keep each watching each month, as long as they're steadily similar or slowly or [26:51] trend in the right direction, um, you know, that's good. So, and yes, they do [26:57] modeling, but I've I'm yet to ever see a model and they'll be like, "Ah, yes, [27:01] here it is in our sales tax revenue." It just doesn't work that way. And um but [27:07] again I I think the nice thing too for the city is thanks to the support of the [27:12] citizens we are you know well diversified with our revenue sources. So [27:16] we're really fortunate in that you know there's money for parks, there's money [27:20] for storm water, there's money for capital projects. So I know of course [27:24] gaming. So we have a lot of other pots. If we didn't have those things and we [27:28] were just talking like general fund and CIP and there was no gaming I think it [27:33] would be a very different city. Um, [28:40] city of Bundo made the news tonight because earlier today we initiated [28:44] demolition on the two houses at 806 and 810 Third Street. Um, we have been in [28:51] regular coordination with Grace and with Mr. Hey at the building department, but [28:55] I want to give you a quick timeline in case you catch phone calls and if [28:59] nothing else so I can preserve this timeline for the record in case anybody [29:02] at home is watching. Um, if you'll recall on April 21st, we had a city [29:07] council meeting here where property owners signed a consent order that they [29:12] would agree to obey all dangerous conditions no later than August 1st. And [29:17] in that order, it stated specifically that if those dangerous conditions [29:21] continued to exist, the city reserved the right to demolish those buildings. [29:26] August 1st came and went with no complete abatement per the repair plan [29:31] that was in the order. Property owner appeared before the [29:34] council the following Monday at the August 4th council meeting and ask for [29:40] more time. And the council was gracious enough to authorize one week for a [29:46] property owner to secure a building permit and to immediately abate the [29:50] dangerous conditions to the satisfaction of the building inspector no later than [29:55] September 4th. [clears throat] On September 15th, our building inspector [30:00] did an on-site investigation and inspection, then circled back again on [30:04] October 21st with photographs to show that no compliance of the abatement of [30:09] the dangerous conditions had been satisfied. [30:13] Thereafter, I drafted a letter to the property owner [30:17] informing him that the city was moving forward with the order from April 21st [30:22] that the buildings were going to be demolished to remove any personal [30:25] property therein. The city was moving forward. [30:29] Shortly after the service of that letter, Department of Natural Resources [30:32] contacted us because someone had expressed concern about the potential of [30:35] asbestous in those properties. The city has employed Gim Environmental. We did [30:42] our samples. We submitted them to Department of Natural Resources, came [30:47] back to where no deficiencies were found. We've secured the proper [30:51] demolition permits and initiated demolition this morning. [30:56] It made the news tonight because someone called the local television stations. [31:01] So, I want to make the council very aware should you get any phone calls or [31:05] concerns from your constituency that the city has done everything. You all I [31:09] believe everyone was here at the April 21st meeting. He's he's [34:02] referencing the building permit and that's the building permit was what we [34:06] supposed to secure by August 11th, 7 days after our August 4th meeting. and [34:11] that building permit would be good for six months. But the agreement on record [34:15] was he was going to abate the dangerous conditions within 30 days first [34:20] » and then finish that >> and then I just want clarity about that. [34:23] » Yeah. Because I made the comments prior that if he got the dangerous build the [34:27] dangerous conditions abaded, we don't care if he takes 2 years and continues [34:31] to renew his building permits. It was the danger conditions that were the [34:35] concern for the safety and wellbeing of citizens of Boomville. Yeah, I think I [34:39] think that's a big important distinction there is having a building permit is one [34:42] thing, but having a dangerous building hearing is a least by paying for a [34:48] six-month building permit did not give him 6 months and and he was well aware [34:51] of that because if you recall, I addressed him specifically at the [34:55] council meeting on August 4th and I said, "You understand no more [35:00] continuences. This is it." And unfortunately, [35:05] September 15th, on-site inspection, October 21st on-site inspection, [35:10] Mr. A, who had the authority, directed the demolition, and we gave proper [35:14] notice to him.
