[0:00] uh welcome to the Boothbay Harbor uh [0:02] Board of selectman meeting let's go [0:05] ahead and uh go around through [0:07] introductions this evening uh Alyssa [0:09] Allen is not joining us this evening we [0:11] will miss her dearly [0:13] um but let's go ahead and say hello for [0:15] the rest of our board members [0:18] hi I'm Denise Griffin [0:19] hello Ken rail [0:22] Mike Tomko here tonight [0:24] fish Warren great we have Julia ladder [0:26] Our Town managers with us Michelle [0:28] Farnham is recording the minutes and uh [0:33] thank you Joe and brtv uh always great [0:36] to have the media joining us this [0:37] evening let's go ahead and get things [0:39] rolling right ahead and start with Town [0:41] manager announcements Julia what do you [0:43] have for us tonight okay uh the first [0:45] announcement I have is just a reminder [0:47] that we are closed during lunch time [0:50] from 12 30 to 1 30 still we still have a [0:53] vacancy for the administrative [0:56] um [0:57] uh town for the front Clerk's position [1:01] um and that's up on our website and [1:03] um You can call the town office and ask [1:05] any questions we also have applications [1:07] on the website or in person [1:09] we have forms as I mentioned at the last [1:12] meeting [1:14] um frequently used forums out in the [1:16] middle of the lobby even when the office [1:18] is closed the door is unlocked so that [1:20] people can continue to use the restroom [1:22] as well [1:24] um just to let you know that July 15th [1:27] the RFQ will [1:29] um be coming down for the leg [1:31] streetlight conversion and I've had [1:33] several vendors that have reached out [1:36] and they're um anxiously awaiting us to [1:40] do it I did put in the uh RFQ that we [1:44] would set up some times for interviews [1:47] with the board [1:48] um sometime at the beginning of August [1:50] so it looks probably right now that [1:52] there's been four companies interested [1:54] in it so I was thinking that [1:57] um if we kept each one of them to a [1:59] minimum and they bring a demonstration [2:00] we will be having in-person meetings at [2:02] that point that um each one of you could [2:05] see the equipment and [2:07] here um [2:09] you know what they have to offer we also [2:12] will be getting a spreadsheet showing [2:14] the comparisons and the savings between [2:16] each organization so many things go into [2:19] that RFQ package that we put out so I [2:22] will set those up I also um did put out [2:25] a doodle Poll for the wayfinding [2:27] workshop [2:28] have chosen one date except I was kind [2:31] of holding off for a few minutes [2:33] thinking that Ken was gonna comply and [2:36] say okay fine I'll come that Tuesday but [2:39] um I guess the schedules haven't changed [2:42] so I will probably be choosing on the [2:44] date when at least four of the board [2:46] members can be there unfortunately I [2:48] didn't want to date when everybody could [2:49] be but [2:51] what date was that Julia That Tune uh it [2:54] was Tuesday the [2:59] uh I will have to look because I don't [3:02] have doodle pull up here but I can send [3:03] you an email to see if you'll reconsider [3:06] okay well being retired my schedule is [3:09] you know pretty uh intense [3:15] the rest of the board shows and see if [3:17] you [3:17] see if interested in reconsidering for [3:19] that date because we I would like to [3:21] have all of you present for them [3:23] uh the other announcement I have is that [3:26] Municipal officials [3:28] um vacancies are still being posted for [3:31] one regular member and two alternate [3:34] member vacant positions on the board of [3:36] appeals [3:37] one regular position and two alternate [3:40] positions for the port committee and [3:42] applications for the appointments uh are [3:45] available at the town office or on our [3:47] website and you can call the town office [3:49] for additional information if needed [3:53] so we'll run that ad for [3:55] um another couple of weeks we haven't [3:57] received any applications for those [3:59] positions so we'll put it back out for [4:01] two more weeks [4:03] and [4:05] um another announcement that I have is [4:08] that the board will be resuming to [4:10] in-person meetings on July 25th so this [4:13] will be our for now unless things change [4:16] this will be our last Zoom meeting so [4:20] um [4:21] I look forward to having you all back in [4:23] the room on July 25th uh Kathleen Pierce [4:26] does anyone have any questions about [4:28] that [4:28] about coming here on July 25th [4:32] no I'll just double back and say that [4:35] the dates were August 23rd 4th and 5th [4:38] which was Tuesday Wednesday and Thursday [4:41] our esteemed member Mr rail can check [4:44] his calendar and uh see if he can join [4:47] with us [4:49] seems highly likely okay I'll send you [4:53] an email about that okay um and as I [4:56] mentioned the last time we are getting [4:58] ready we did close out the fiscal year [5:00] end and a new new beginning for another [5:03] fiscal year end happened on July 1st so [5:06] Kathleen is now doing the pre-audit uh [5:09] work to get ready for the in-person [5:12] um field work on August 3rd from Fred [5:14] Brewer's office so [5:17] she will be busy with that [5:20] um my next [5:22] announcement [5:24] um I actually didn't have any more [5:26] announcements so that's very good that [5:28] concludes my announcements for this [5:30] evening [5:31] great thank you Julia oh I did have one more announcement that's [5:35] why I put a little Tickler under it [5:38] um [5:39] yeah [5:40] let's see what that little word means we [5:42] do have [5:43] um the school has scheduled a joint CSD [5:47] school board meeting and trustee [5:48] Workshop I have sent over to the board [5:51] on the 27th a list of important updates [5:55] and reminders from the um school from [5:57] Evelyn Andrews and that is one of the [6:00] meetings that have been scheduled for [6:02] July 19th at 5 15. so um as as we move [6:08] forward the mech the first meeting in [6:10] August I would like to put before the uh [6:13] selectman a vote to um [6:16] formally vote on the amendments to the [6:19] Charter like we did back in 2019 we do [6:23] not have to [6:25] um put it as a referendum vote so [6:29] just the board had to vote in the [6:31] minutes from each town uh got taken to [6:34] the state for adoption so [6:37] did anyone have any questions on that or [6:40] anything [6:41] further to add [6:43] okay I'm not sure how many of you are [6:46] going to be going to that I mean it's [6:47] their [6:48] it's in person and there's [6:52] um they're discussing the potential [6:53] Charter revisions at that meeting so I [6:56] will be there I know Dan said he will be [6:58] there so from there um [7:01] we'll probably discuss it at the next [7:03] the meeting after that of what the [7:06] school had come up with and then put it [7:08] on the next agenda for voting [7:10] for the Amendments that both towns [7:12] agreed upon [7:15] right and and just as a reminder to the [7:17] board [7:19] um [7:20] you know the charter is a document [7:23] that belongs to the two towns and all [7:25] the Selectmen so [7:27] um we've asked the school board members [7:31] and the trustees to [7:34] um look at it and request any changes [7:37] they want to make [7:40] um [7:41] and [7:43] depending on what they come forward with [7:45] if there are changes that we can [7:46] incorporate right away we'll do that and [7:49] if they're not they may be changes that [7:53] take a lot more discussion we'll just [7:55] continue to have more discussion but [7:58] make the changes we want to make now [8:01] and then continue to have further team [8:03] discussions and possibly have additional [8:07] amendments later on down the road next [8:09] year or the year after [8:11] thanks for mentioning that the goal was [8:14] to while we're going through this [8:15] process if there's low hanging fruit if [8:18] there's something that's obvious uh hey [8:20] let's take advantage of that certainly [8:22] not trying to circumvent or [8:23] short-circuit any type of the review [8:25] process it's just while we're at it if [8:28] there's something of value that could be [8:30] easily done [8:32] um so I appreciate you mentioning that [8:35] and I did send over [8:37] um a community meeting announcement that [8:41] Evelyn sent today on 7 14 at 5 15 in the [8:45] library we do have a um large size [8:48] billboard out in the lobby explaining [8:51] about these meetings the first one [8:54] um [8:55] seeking Community feedback at upcoming [8:57] public meetings for the school will be [8:59] July 14th as I mentioned 5 30 to 7 30 at [9:02] the high school and their meeting number [9:04] two [9:06] um is still yet to be determined so I'll [9:09] keep you posted on on that as well [9:14] great other questions for Julia for uh [9:17] Town manager announcements [9:19] um I just had one [9:21] um [9:23] you mentioned the opening yet for the [9:26] administrative [9:27] part-time administrative assistant [9:29] position uh in the lobby you still have [9:31] the full-time position in public works [9:34] is there still an opening out there [9:37] um there was an opening we just [9:39] discussed it today it has been [9:41] advertised for two weeks and we did [9:42] receive one application so I'm going to [9:45] be interviewing on Nick myself and [9:47] Kathleen we'll be doing an interview on [9:49] Wednesday [9:50] so it was until we filled the position [9:52] and we we have [9:54] um advertised it for two weeks [9:57] okay thank you so I'll keep the board [10:00] um in the loop as to whether we do we [10:02] have very successful hire as of [10:04] Wednesday [10:06] okay thank you [10:09] Julia we're into week two with our new [10:13] town shared Town planner do you have any [10:15] uh updates or any uh anything you'd like [10:17] to share about uh [10:19] Isabelle's uh [10:21] welcome to uh yeah in the harbor I [10:25] thought about um giving a little update [10:27] about that tonight but um unfortunately [10:30] last week was sort of crazy busy between [10:32] Windjammers July 4th week and fiscal [10:35] year end [10:36] um Isabelle was set up here she was here [10:39] for two days last week and two days in [10:42] Damariscotta Monday being the holiday [10:44] July 4th uh we spent the two days last [10:48] week with just getting her acclimated [10:50] um to her space giving her a code book [10:52] going through [10:54] um different ordinances that she was [10:56] interested preparing [10:58] um for this next Wednesday's like uh [11:00] planning board meeting and [11:03] um being part of that process so really [11:06] the last only two days that she was here [11:09] it was just all about getting acclimated [11:11] to the facility to to what her job [11:13] duties are going to consist of so I I [11:16] don't have a lot to report at this time [11:22] yeah and she enjoyed being here and [11:26] um is looking forward to continuing on [11:28] so she came back so I'm happy about that [11:34] I did it's kind of funny because I [11:36] forgot that our copier did two pages so [11:39] I was thinking wow my announcements got [11:40] very short but I did have the school [11:42] Charter announcement and I had one other [11:44] announcement to give you so I apologize [11:47] um sometimes The copier does backsided [11:49] and I don't realize it but I did um last [11:52] week I did set down Wednesday and met [11:56] with Rob du plessis our uh assessor to [12:00] formulate and figure out a plan going [12:02] forward for [12:03] um the re-evaluation [12:05] and I just [12:08] um I wanted to sort of give a brief [12:10] overview of how that's going they began [12:12] their final phase of their um 2022 [12:15] project this past week we had um [12:19] Rob himself and [12:22] um his agent plus over the course of [12:25] this summer they've been in and out and [12:27] riding around town and going to [12:28] different places through throughout town [12:30] so they're at their final stages of that [12:32] work [12:33] um notice of proposed valuations will be [12:37] sent to All Property Owners by the end [12:39] of this week [12:41] um these notices will include the new [12:43] assessment as well as an estimated tax [12:45] amount [12:46] uh Rob and I said the other day and put [12:49] plugged in the numbers from this year's [12:51] budget a lot of times if those numbers [12:53] aren't available yet they'll use last [12:55] year's but it was good that we actually [12:57] have been in receipt of both the school [12:59] the county and and obviously our budget [13:02] so we were actually able to put real [13:04] numbers to it [13:06] um and putting that together we're [13:09] looking at a tentative mill rate [13:11] estimated about 8.5 which is [13:14] um a drastic decrease in the mill rate [13:16] because we did gain in valuation [13:19] Property Owners will be given an [13:21] opportunity to discuss the proposed [13:23] valuations with a representative rjg [13:26] appraisal [13:27] and what we're doing is we're reserving [13:30] um the room in here from July 25th 26th [13:33] 27th and 28th and this will all be [13:36] outlined on everybody's notices that [13:38] will be mailed out this Friday [13:40] um and taxpayers can either meet with us [13:42] meet not meet with us I'm not meeting [13:44] with them but meet with the assessors [13:46] there's going to be a whole team of them [13:49] um they can meet [13:50] we've decided to set up a zoom they can [13:53] phone call or they can come in person to [13:56] meet with them to discuss [13:58] um their act what will actually look [14:00] sort of like a real tax bill but it's a [14:03] revaluation notice [14:05] and um these meetings will be set up by [14:08] appointment only and the notices will [14:10] have all the information to set up that [14:12] meeting [14:13] this step is part of the revaluation [14:16] contract [14:17] um and is you know we're looking forward [14:20] to anybody and everybody that can make [14:22] it and if you can't we can you know come [14:24] up with another way but this has been [14:27] pretty successful over the last couple [14:29] of years of him doing [14:31] um reval appointments and if people are [14:33] on vacation then they can phone in or or [14:35] zoom in [14:38] um after the time of um the appointments [14:41] we are looking to [14:43] commit around I think it was I forgot [14:47] August 5th no later than August 5th and [14:50] we did give an extension um on the [14:52] warrant process this year so that people [14:55] can at least have the 30 30 plus days [14:57] almost 40 days to get their tax payments [15:00] into us without being considered late [15:03] after the time that those meetings and [15:06] those hearings are done [15:08] um the normal appeal process applies the [15:11] taxpayer initiated abatement requests [15:14] can be made and that period of time is [15:16] 185 days after a commitment [15:19] so um just to let you know there [15:22] there'll be a lot of action going on [15:23] here between the um 25th through the [15:25] 28th and uh I've stressed to Rob and and [15:29] Rob's crew and he understands that it's [15:32] very important that [15:35] um during when we contemplated doing a [15:37] reval that [15:39] um we reach out to the community and and [15:41] make sure that everybody understands [15:43] what they're getting prior to their [15:44] actual physical tax bills so those [15:47] notices are all being there all being [15:48] nailed from a third party uh vendor that [15:51] Rob has included as part of his reval [15:54] um [15:55] monies that he has built to us so [15:58] did anyone have any questions about any [16:00] of this [16:02] uh yes I just wanna [16:04] go over those dates or have you go over [16:07] so look the letters are going to be [16:09] mailed out this Friday [16:11] by this Friday yep okay and then the [16:15] days where there you can come in and see [16:19] them in person is the the 25th sixth and [16:23] seventh 25th 26th 27th and 28th okay [16:28] mm-hmm [16:30] and we Rob is actually [16:34] set up an entire appointment calendar [16:37] um I know back when I was here in 2003 [16:39] the phones were crazy busy [16:42] um but he's he's well organized it with [16:44] both Michelle and Trish and we'll all be [16:46] helping out to make sure that [16:48] um you know people get their calendars [16:51] get their names on the calendars and [16:53] their appointments either by Zoom phone [16:55] or in person [16:56] right [16:57] so people should understand that [17:03] just because they assessed value on the [17:06] house is going up doesn't mean their [17:08] taxes are going to go up because the [17:10] actual mill rate is going down exactly [17:13] so a whole chunk of people in town might [17:16] actually their taxes might stay more or [17:18] less the same stay the same or decrease [17:21] some yep [17:25] how are those uh in-person [17:28] um opportunities to question uh [17:31] scheduled will that be by calling the [17:32] town hall yes and it will say it I mean [17:36] they've already got us they've he [17:37] provided this evening to me a sample [17:39] notice [17:41] um which states you know where how to [17:43] call how to make an appointment and what [17:45] dates are available and you call and we [17:48] have an appointment book that [17:51] um Rob gave both girls to be able to set [17:54] up those appointments for time for times [17:56] throughout the days [17:58] foreign [17:59] I think either four or five I think five [18:02] people here to actually [18:05] um be able to answer questions for each time each person that comes in so that people aren't waiting [18:15] okay [18:16] how much time is allocated for an [18:18] appointment [18:20] um I honestly would have to run out and [18:22] look at the appointment book because [18:24] that's I was we were crunching numbers [18:26] and I wasn't paying attention when he [18:28] was out there discussing the [18:29] appointments so I I don't know if it was [18:33] 15 minutes or an hour and a half I have [18:35] no idea [18:37] yes 15 minutes should be enough [18:40] how long 20 minutes it's 20 minutes it [18:43] was 20 minutes okay I forgot Michelle [18:45] got my appointment calendar yes yeah but [18:47] that makes sense that's that's enough [18:49] time having been through it I can tell [18:51] you it's enough [18:54] five minutes [18:56] probably will be a lot of people that [18:58] won't even be coming in I mean there's [19:01] gonna this is if people are questioning [19:03] their new assessment [19:05] um but there may be a lot of people [19:07] since we now get to actually put that [19:09] estimated 2022 tax on it [19:12] um that may be [19:13] absolutely thrilled and have no reason [19:16] to walk through the door to to question [19:18] what they're getting so I'm not I don't [19:21] think all [19:22] 2000 some odd taxpayers are going to be [19:25] making appointments [19:28] so I just wanted to inform you that that [19:31] since we haven't really talked about the [19:33] reveal that a lot of it has been [19:35] happening behind the scenes we've had [19:37] laptops set out in the other room where [19:38] they've been motorman in from um Pitts [19:42] Pittsfield and doing all the sketching [19:45] in the new program and things have been [19:48] a lot of things have been happening [19:49] behind the scenes so [19:54] the numbers even though our budget did [19:56] go up I'm happy with you know the [19:59] definite decrease in the mill rate of [20:01] course [20:02] and Julia just as a reminder we needed [20:04] to do this because it had wanted been an [20:07] extraordinarily long amount of time and [20:09] two as I believe Robert said that there [20:12] when you hit an 80 percent uh difference [20:16] or something that uh if the state [20:18] basically says that this is mandated and [20:21] needs to get and we were barely at 70 so [20:24] I mean it was definitely warranted okay [20:30] great [20:32] so I have [20:34] sorry I mean since you're we're talking [20:36] about taxes and tax assessments I if if people didn't see the main Sunday [20:43] telegram yesterday [20:47] um you should look at it because it [20:48] talked about the the [20:51] um tax stabilization law that will go [20:54] into effect for senior citizens [20:58] um [21:00] that will help [21:02] their taxes potentially if they meet [21:05] eligibility requirements next year [21:08] so [21:10] and I had [21:12] um quite a lengthy conversation with Rob [21:15] and I know that on the manager's meeting [21:17] there's been a minister meeting the [21:20] managers list served there's been quite [21:22] a lot of discussion with ld290 [21:25] um trying to figure out both how our [21:27] financial software our our Trio is going [21:30] to handle it for collections [21:33] um but there's a lot of questions to [21:35] actually to asking main Revenue Service [21:38] as well so they're asking for Town [21:40] managers to um get together to actually [21:43] put these questions out to Maine Revenue [21:46] Service about how how towns are actually [21:48] going to handle this going forward [21:51] um I guess there's going to be an [21:52] updated notification on August 8th going [21:56] out to all municipalities as well as [21:58] forms so [22:00] um I will keep you posted when I receive [22:01] that [22:03] yeah well the article also did say that [22:07] funding for this law what hadn't really [22:10] quite hadn't happened or not happened [22:13] Beyond one year or so there's certainly [22:15] a lot of questions about it but um but [22:18] um I thought the article is pretty [22:19] interesting and and it was particularly [22:22] interesting to me that a republican from arusta County was the one who put [22:26] forth the bill so anyway [22:30] that was in yesterday's main Sunday [22:32] Telegram [22:33] yes cover the front cover article [22:37] thank you foreign [22:45] so just everybody look forward to their [22:47] notices coming out after being [22:49] postmarked on Friday and [22:51] make your appointments if you'd like to [22:53] with the assessors [22:56] Julia did you for uh I know our board [22:58] members have been advised of this but [23:00] did you want to have any statement at [23:01] all about the uh the great two Fireworks [23:04] shows that we had [23:05] albeit one of them slightly abbreviated [23:09] uh I mean the Windjammer day fire show [23:13] was wonderful the second one was [23:15] wonderful as well except we received the [23:17] finale in the middle five minutes into [23:19] the not even in the middle but five [23:21] minutes into the show unfortunately [23:24] um there was a mishap and the all [23:28] protocols and procedures were followed [23:30] by but and the finale was covered as per protocol [23:36] um but it did [23:38] um [23:39] blow up and I don't know no other way to [23:42] put it besides it just blew up [23:45] um all of the pyrotechs people had to go [23:47] swimming and fortunately there was [23:50] nobody harmed [23:52] um by the event it has happened it's [23:55] happened to me with Bay Harbor back when [23:57] I was a small child but [23:59] um it's a it's a rare but but a risk [24:02] nonetheless and we're just fortunate [24:04] that nobody from Central pirate texts or [24:06] anybody out on the [24:08] um barge was harmed they did have a fire [24:11] small fire that they had to put out so [24:14] hmm [24:17] oh the things that happen that no one [24:19] else gets to know about yeah great [24:22] all right well thanks for all this time [24:24] manager announcements um let's go ahead [24:27] and move on to uh Town Department [24:29] reports uh as far as I'm aware we don't [24:32] have anyone tonight for Town departments [24:34] nope okay I will probably my next one [24:38] will probably be [24:39] um [24:40] after the parking season is over I'll [24:43] have Bob come in and give an overview [24:45] about the parking machines and and um [24:49] just the assessment of how it went or [24:52] how it could go better and and [24:54] um we'll go from there so he'll probably [24:56] be my next [24:58] department head that will come before [25:00] you [25:01] okay [25:02] he doesn't know it yet but he probably [25:04] will after it being on TV tonight [25:07] great okay [25:09] uh [25:11] selectman's reports I have nothing uh [25:13] any other board members anything to add [25:15] this evening [25:17] okay let's keep things moving forward [25:19] then uh let's roll right into financials [25:21] Julia will you take us through our First [25:24] Financial the new calendar fiscal year [25:27] as you um as Kathleen emailed you this [25:31] morning uh there was only one paid [25:34] payroll warrant so um we just sort of [25:37] waited to not give that Revenue expense [25:40] sheets there was nothing to compare it [25:41] to [25:43] um so you'll receive that at the next [25:45] meeting with the budget put in and [25:47] um there'll be an AP worn and several [25:49] other warrant um [25:51] payroll warrants at that point with the [25:53] budget posted the bank balance is 2 [25:56] million seven hundred and twenty [25:58] thousand eight hundred and ten dollars [26:00] uh the three AP warrants which are a [26:05] combination of [26:06] um fiscal year-end prior to June 30 as [26:10] well as after July 1 total 578 [26:15] 630.72 cents [26:17] and as of June 30 which [26:20] um that's where we determined the cutoff [26:23] Mark for taxes collected year to date [26:25] because after that it's considered [26:26] deferred revenue is [26:29] um was 99.3 percent so we were roughly [26:32] about point one percent off our [26:34] collections compared to this time last [26:36] year [26:37] or June 30 of last year so [26:40] uh does anyone have any questions on the [26:44] um bank balance or the AP warrants [26:47] I think Trish Fallon should be commended [26:49] for her hard work on the tax collection [26:52] and not to take personally that she was [26:55] unfortunate to be one-tenth of one [26:58] percent off from her previous record of [27:00] 99.4 percent [27:02] I will pass that on to her sure she she [27:05] works very hard her I cannot ask for um [27:09] somebody to be more conscientious about [27:12] her cash proceeding and [27:15] um reconciling her numbers at the end of [27:17] every month and I'm very confident in [27:20] her um abilities with her money handling [27:23] she does very good so I I will [27:25] definitely pass that on to her Mike [27:27] right any other questions on financials [27:30] for Julia [27:33] okay great let's keep on moving forward [27:36] uh next we've got the minutes for [27:39] approval from our June 27 2022 meeting [27:42] uh can I get a motion to prove a
