[42:52] I mean, from a traffic impact, an engineer perspective, a redevelopment for 29 residential units [42:58] is a very light case when it applies to your trip generation during the peak hours in [43:04] bound and outbound movements. [43:06] In fact, with the site being occupied previously by a Delhi and a liquor store and an [43:10] auto body facility, this development gives an opportunity for the actual chance to reduce [43:15] peak hour traffic associated with this lot, but these two lots. [43:18] So, to review the potential traffic impacts of this site, and it's anticipated peak hour [43:23] trip generation, our office prepared our March 16th, 2026 traffic impact assessment. [43:31] Within that report, we use the Institute of Transportation Engineers' 12th edition of [43:37] the trip generation manual to estimate peak hour traffic. [43:41] without just, so we encourage it for the record, [43:43] I believe it's dated April 16th. [43:46] Well, you're absolutely correct. [43:47] I have a question. [43:47] Okay, this one I've never, it was clear. [43:49] 100% right, that's April 16th report. [43:52] Yeah, thank you. [43:54] So we used the trip generation manual prepared [43:56] by the institution, it's the two to transportation engineers. [43:59] We used multifamily housing low rise [44:01] without consideration of rail access, [44:05] which allows for a conservative analysis [44:06] because the rail line in their station is [44:09] approximately a third of my walk possibly even less from this development. [44:14] So when you run those numbers for 29 units, you find that during those peak hours, [44:20] the maximum inbound app on trips is about 15 trips. [44:24] So like say, in the evening, which is our busy peak hour, you have nine entering vehicles [44:27] and six exiting during that hour. [44:31] Those are very low volumes for development. [44:34] They equate to one movement into or out of this building, the parking lot. [44:39] a parking garage every four minutes during that hour, which is negligible from an impact [44:43] perspective. [44:45] But in addition to that, the Institute of Transportation Engineers and the New Jersey Department [44:49] of Transportation Consider 100 peak hour trips as significant need of an analysis that could [44:56] determine if there's any off-site impacts with development. [45:00] The site is going to generate about 15% of that volume, which basically demonstrates its minimal anticipated impact at the surrounding roadway network. [45:08] Now, that doesn't even consider the fact that the subject property is currently occupied by a couple of commercial uses, Delhi and the liquor store. [45:17] So we did a quick analysis to determine what your generation potential those uses have on the site and compare it to which is proposed. [45:24] So, performing that analysis, we found that this site actually, with 29 apartments, good potentially do, [45:30] somewhere along the lines of 20 to 30 peak hour trips less than what the trip generation [45:35] potential is for the uses on site. [45:37] So, as I stated earlier, the development presents a unique opportunity to reduce traffic associated with this property. [45:44] It shouldn't have, or will not have any newer adverse negative impacts to the surrounding roadway network. [45:50] Also, as part of our report, we reviewed the site plan for the access, circulation and [45:57] parking, as you heard from previous testimony, [46:03] the access will be primarily provided via [46:05] a new inbound and outbound driveway, which will have garage doors that will be replacing [46:12] in a solo or single vehicle access to the auto facility, which promotes or requires inbound [46:20] an outbound vehicles, a reverse maneuver, and also the driveway in between the two buildings [46:27] that's currently in egress on the drive, it will be replaced as well. [46:30] The access will lead to the parking garage, which provides 56 parking spaces. [46:35] Those spaces will be accessed via 24 foot wide, two way drive aisles, and the spaces will [46:41] dimension 9 feet wide by 18 feet deep, and all those dimensions are consistent with [46:45] industry standards and RSI of standards. As far as parking supply, the [46:50] ordinance requires one and a half parking spaces per unit, which total is 44 [46:54] spaces. For the 29 units at that rate, we are at 56 parking spaces, which is about [47:01] 1.9 per unit, which exceeds the ordinance. So based on the ordinance and based on [47:07] proximity to the train station as well as busing opportunity in the area. [47:15] Since history there's more than sufficient parking associated with this project for residents as well as visitors. [47:22] With respect to the driveway, there's been some discussions regarding safety, pedestrians and through a comedy that [47:30] to assist along with how you heard Mr. Blue had said that along the sidewalk, the applicant [47:36] is agreed to put the detectable warning surfaces. Those are those truncated textured [47:40] pavement, which will notify pedestrians tactically, tactically, tactily. See that, that [47:49] there is a change in atmosphere. There's a driveway or a roadway. It'll also help with those [47:56] If they have a visual assistance, in addition to that, a light identification will be mounted [48:05] to the building. [48:06] It will be actuated and it will be triggered by the garage or the car exiting the site. [48:13] It will basically indicate to the pedestrians on mistake that a vehicle will be exiting from [48:19] the garage. [48:20] So, those two items are proposed as well as a redesign to recess the garage as well to provide some additional [48:27] sight lines for drivers and pedestrians and we're agreeable all such providing stop sign and stop bars was just mentioned so. [48:37] I think all accommodations have been made to ensure that, you know, there's an element of pedestrian safety and [48:43] notification that there is a driveway and traffic activity at this location. [48:48] And to me, I think it's actually, overall could be potentially an improved situation [48:51] because we are removing the driveway that's associated with that autophacility and the [48:58] egress driveway. [48:59] That doesn't have any of the elements that we're proposing here with the lighting indication. [49:05] So overall, I think the site has been designed, certainly internally, with respect to [49:10] parking, quantity, dimensions, drive-out dimensions, [49:15] with respect to traffic impact and volume, [49:19] and with respect to the treatments that are being taken [49:22] to assist with pedestrian vehicle, [49:26] I was a conflict, [49:29] but you know, Inter, thank you. [49:31] That's exactly the word I was looking for. [49:33] I think this site has been designed well, [49:35] and I think the location is appropriate for this site. [1:02:55] And I believe just to remind the board in terms of the HPC letter, the request was to extend those roof leaves to 8 to 12 inches that we are doing. [1:03:07] And we did include exterior lighting now on the building. [1:03:10] To answer the question that was brought up by Mr. Bolio, we are adding lighting to the building. [1:03:20] We added a few different petit lights on the ground floor, as well as we did add up lighting at the corner. [1:03:27] But that up lighting to be consistent with your ordinance is actually shot towards the front peer and does not extend past that horizontal data at the top of the building. [1:03:36] So, we do believe that we're meeting the intent of the zoning coordinates by not shining the light directly up towards the sky, [1:03:45] but positioning them to the date, shining towards the building, and don't go past that horizontal data, [1:03:51] which actually helps us with the extended Eve at the top of the building. [1:24:56] But because this is a three-story building with a mezzanine and that... [1:25:00] Through structure hides that top floor, it does feel more residential, it feels more in line with a lot of the other buildings that are within the burrow. [1:31:59] We asked that you consider not doing [1:32:04] standing seam. It doesn't look like that's been considered or [1:32:09] revised at this point. So we did consider it [1:32:15] the way back and forth on that and [1:32:17] Ultimately, we made the decision that we thought that this was a better solution with the standing seam. [1:32:24] Metal work, we thought that it was a added architectural, [1:32:31] more architectural elements at the corners [1:32:34] and broke down the briefline for extensively, rather than just doing shingle in all different locations. [1:32:40] So we did take out into consideration in my previous testimony, I did elaborate that we thought [1:32:49] that this was the best solution for the building in terms of what we obtained was put [1:32:54] in the writing. [1:32:55] But we were then asking the board to write an information whether they agreed that the [1:33:00] same sentence seen the roof was the better solution. [1:33:04] It's asking that there was no comment back from the board that they disagreed with our interpretation and are what to keep this answer. [1:33:14] Okay, I'll just voice as a representative of the Preservation Commission, which is tasked with helping to determine applications and review applications for buildings that are going to reside in our historic district, [1:33:30] whether or not they kind of meet the standards, [1:33:34] but look at the design guidelines [1:33:35] that are appropriate for the world. [1:33:38] So that was one of our considerations. [1:33:42] Next item was, you've mentioned it, [1:33:45] you've designed lighting, [1:33:47] but I haven't seen a rendering of any sort [1:33:51] that describes what that exterior lighting looks like, [1:33:54] maybe you have a nighttime shot here. [1:44:22] So, this was a project that resulted from the fourth-round challenge in settlement process. [1:44:33] The borough entered a settlement agreement with the developer. [1:44:36] And part of that agreement was the adoption of the B4AH district. [1:44:40] In the downtown, a specifically provided for the 29 units that are proposed, [1:44:45] specifically provided for three stories and 42 feet, [1:44:48] to the midpoint of the roof. Provided for the height measured from a specific point on a property line [1:44:55] along South Pacific Avenue, specifically provided for exclusions from- [1:45:00] On that height, for mechanical things and rooftop equipment. This also provided for a appropriate parking ratio of 1.5 spaces per unit, inclusive of any electric vehicle credit. [1:45:14] The ordinance further provided for maximum lock coverage and building coverage at 100%. [1:45:18] provided for yard buffer as a zero feet for garage oil with a 24 feet standard parking [1:45:26] 9 by 18 compact parking unit by 16 provided for six bicycle spaces being required and required [1:45:34] the specific streets gate improvements we've talked about on South Pacific and along the post office [1:45:42] parking lot and then finally provided for a lead silver level of design but did not require [1:45:51] us to spend the quarter of my dollars to go get the plaque this took on the wall. Most importantly, [1:45:57] it provided for 15% inclusion or housing development including a $63,000 payment made to the [1:46:03] affordable housing trust fund for the fracturing unit. Specifically provided for the affordable [1:46:12] to two-bedroom units, one which is low-income, one which is moderate income, and one [1:46:17] three-bedroom unit that is moderate income, that further provided for building sizes that are [1:46:22] consistent with the uniform housing affordability controls, better known as UAC, and you have the [1:46:32] requirements also to talk about things such as materials for the building, materials for the units, [1:46:39] where the units can be located, et cetera. [1:46:41] And I believe the board is already certain correctly [1:46:43] that the building is compliance with the UAC requirements. [1:46:48] Well, the setbacks, et cetera, are all being met. [1:46:51] The buildings on the property, which is a good thing. [1:46:55] Parking is provided, actually, a little bit extra [1:46:57] parking is provided, so I think it would be appropriate [1:47:00] to, as we said, to assign some spaces for the units. [1:47:04] and then assign some spaces for assigned some spaces for visitors. [1:47:11] Ironically, 900 main street, my office is a building that my family is pleased to build. [1:47:18] It's actually a 30 unit apartment building in downtown Belmore. [1:47:24] We have 45 parking spaces, so 1.5 per unit, and I'm happy to report that we have 39 residents and 36 cars. [1:47:34] There are every day, so the 1.5 is a number that actually works and works very well. [1:47:40] So, sorry, John, the European special opinion the African has complied with all the redevelopment [1:47:46] plan requirements as well as the housing plan requirements. [1:47:49] Yes, that is correct. [1:47:51] All right, and then can you just be to the one design waiver that we have as relates to the lighting? [1:47:55] Certainly, so we do require one design waiver from the maximum permitted average lighting level, [1:48:02] of one foot calendar required. [1:48:04] We're providing 2.8, as a factor, as Mr. Blue testified [1:48:09] of the lighting fixture matching the borough fixture. [1:48:13] And also the fact that it is somewhat of a public parking lot, [1:48:17] and we think that having that parking, [1:48:19] having that parking lot lit, the way we have [1:48:22] is an appropriate lighting design. [1:48:25] This is a design exception in your ordinance, [1:48:28] as you know, standard for granting exception, [1:48:31] It's been a little different for your variants. [1:48:34] There's three findings for the board. [1:48:36] First of all, that the request is within the board [1:48:39] site plan review powers. [1:48:42] Secondly, that the request is reasonable. [1:48:45] And third, the little enforcement would be in practical [1:48:47] or somewhat of a hardship. [1:48:49] Again, this exception is sought again [1:48:51] to have a little extra light there. [1:48:54] That is not excessive to 0.8 is not a high number, [1:48:59] certainly not a high number for a parking lot. [1:49:01] typical retail parking lots are to define it five and above, so 2.8 is certainly not overly [1:49:09] lit, if you will. And it is a very small area, so it's hard to kind of spread everything out [1:49:13] enough to get the average down to one. And again, we're kind of limited by our fixture to be able [1:49:21] to match that fixture, kind of throws off a lot of light, which makes sense for a fixture that is in [1:49:27] really in the public right away. And in that public parking lot. So we do think that [1:49:32] it is appropriate. And we don't believe that having the additional light, I mean negative [1:49:37] impact on our neighbors. Again, it's a public parking lot on ourselves. And we don't think [1:49:43] it's going to have a negative impact on your plan. [1:51:02] I wrote down, I know there were things [1:51:03] that we incorporated into the plan, [1:51:05] and the exhibits between the first meeting [1:51:06] in the second meeting, but the whole point [1:51:08] the site find processes, even though we're permitted to use, even though we comply with all these standards, [1:51:14] is to see if there's any other reasonable conditions or other factors that we can make the project improve as a result of the site find process. [1:51:22] So the process really worked perfectly. So if you look at the conditions that we've just talked about this evening, [1:51:28] and I'm sure Mr. Walker has some of them written down too, but I have the landscape screening around the transformer, [1:51:34] possibly removing the power if the utility company permits it, more landscaping on the burden [1:51:41] county in a way, side if that's achievable, doing a traffic control plan with your police [1:51:48] department during construction, providing the stop sign and the stop bar by the access point [1:51:55] in addition to the items. We already testified to, as a result of the discussions we've had, [1:52:01] identifying the visitor spaces versus the resident spaces from the parking area, providing [1:52:09] that, I think, what Michael was saying, based on what the chair was indicating, that [1:52:13] table still on the roof area, that some of the residents might look down upon removing the [1:52:19] fake windows. [1:52:20] I think that was the consensus of everybody on the back of the building. [1:52:24] I think we also had getting extending the red brick around those [1:52:30] phasasas as we felt about it. So I just probably not see it over 10 [1:52:34] conditions that we discussed due to the process and that's exactly what it's [1:52:38] what the process is for. So I think we put on a case that demonstrates that we [1:52:43] men are the standard for cycline approval. We have the standard for the one [1:52:47] design labor. We obviously agree to comply with your remaining board [1:52:51] professional comments. The applicant has agreed that it stipulated to comply with the [1:55:58] in terms of conditions and requirements of the professional reviews. [1:56:02] We've talked about the parking wheel stops. [1:56:05] The parking spaces are to be designated and allocated [1:56:09] to the affordable housing tenants.
