With adequate notice [1:31] having been given, the B clerk is directed to include this statement in [1:34] the minutes of this meeting. Alison, may I please have a roll call? [1:37] » Council members call here. >> Yes, here. [1:41] » Griffin >> here. Miy [1:44] » here. >> Olson [1:45] » here. >> We have administrator. Attorney [1:49] is by Zoom. Um, Director Portinsky, BJ Ber is by Zoom. [1:56] And Lieutenant Dexter. >> Okay. Uh, jumping right into it. We have [2:02] an workshop session on our Eagle Scout project carried from last month. Uh [2:07] Sigret Vindas is on Zoom. >> Yeah, [2:12] » this is for the concession stand snack chat rebank. [2:18] » Hello. >> Hi. How are you? [2:21] » Hi. Good, thank you. >> All right. Thanks for joining us. Um, [2:26] usually, uh, when we have a Eagle Scout project, uh, the potential Eagle Scout [2:33] takes us through the project itself, tells us a little bit about, um, [2:39] what they're doing with it, and then we ask, you know, sometimes there's some [2:42] questions from some council people that we uh, we ask at the end. Um, so that's [2:49] usually how we do it. Do you have something prepared to present us or [2:54] Um, I do have a slideshow that I had. I just need to pull it up. Sorry. [3:02] » Sorry. Is that going to show? [3:07] » She can share screen. Um, let's see. >> Um, do you guys have papers? Because I [3:12] think that I've been I've shared with different people. Um, I don't know if [3:18] you guys have any, but I >> think we had it last meeting though. I'm [3:21] not sure. It's in our packet now. [3:32] » Okay, we have I think we have a a binder here, which looks probably more [3:38] substantial than your um slideshow even is. [3:45] » You have one too? >> Yeah. Yeah. So, why don't you put this [3:48] down here between you two and then [3:55] » Okay. How about this? Why don't we start off while you while you're doing that? [3:58] Why don't you tell us a little bit in general what you're doing to the snack [4:02] shack and um give us a time frame. [4:08] We start there. [4:23] Oh, sorry. Can you hear me? >> Yes. [4:26] » Okay. Sorry about that. So, I was hoping to renovate the snack shack at Fairbin [4:31] Fields because um I have been a volunteer there for a long time. My mom [4:37] volunteered there all like as I was growing up. So, I got to see kind of and [4:43] I know the parts that work best and the things that don't work as well. So, I [4:48] was thinking there are different aspects. I don't know if you guys should [4:51] have pictures in the binder with you. >> Yeah. [4:55] » Um that depict different parts. So, one of them, the biggest part that I would [5:02] need the most approval on would be painting the floor. Um, the floor has [5:07] seen lots of wear and tear through the years and I was thinking that that could [5:11] be a good really big refresh for the whole space. [5:16] And besides that, it's more not necessarily maintenance, but kind of [5:23] smaller aspects of the space that just fixing those little bits could really [5:28] help with the overall like [5:32] how everything works together and how different volunteers can use the space. [5:40] So, one of them was there's a coffee station and for example underneath it's [5:46] a little bit untidy and I was thinking that maybe if we even just organizing [5:50] that small space could really help um sorry I'm not finding the words [5:58] but could really just help the volunteers when they're there and make [6:02] it run more smoothly. >> It would maximize the efficiency of the [6:07] operation while working there. said you said you were going to paint the floors. [6:11] Is that correct? >> Yes, there's a specific paint that [6:14] should also be in the binder somewhere. Um, a list of supplies that I would [6:18] need. I talked to a specialist and they said that the best paint for the type of [6:26] floor that it that it is would be the epoxy paint that is shown in the booklet [6:32] » with like the DPW. And I spoke with the DPW [6:37] » and they said that the best course of action would be to first paint remove [6:45] everything that's removable, which the one thing that can't be removed is the [6:49] sink and the refrigerator because the refrigerator is really heavy. So to move [6:53] it out of the doorway on its own is going to be very difficult. So, the plan [6:58] was paint everything around the refrigerator and then shift the [7:04] refrigerator over once the paint is dried and paint underneath. [7:11] » Is Nick here? >> Nick is here. Nick, come up for a [7:14] second. >> So, um she did meet with uh DPW [7:19] representatives and Nick um to go over the project ahead of time before [7:22] bringing it to the council and Nick can share uh some of the observations that [7:25] he had. Yeah, we we had met at the facility, took a look at the proposed [7:29] project, proposed improvements. Uh we definitely made some recommendations [7:33] about the type of paint and the type of flooring uh covering to use and uh you [7:39] know, we were in support of the the project. Um obviously there's some [7:43] details regarding logistics and scheduling and phasing and stuff, but uh [7:47] I think we can work through those with the applicant and uh and come to you [7:52] know the the appropriate action. what what type what type of support is needed [7:57] from DPW as far as the project goes? >> Um, I haven't seen the final proposal [8:02] yet, but uh I think it was basically just uh you know helping coordinate some [8:06] of the the the relocation of some of the stuff into maybe the garage and um that [8:11] was basically it. Um it wasn't it wasn't too much of a heavy lift for DPW. [8:17] » Great. [8:21] » Yeah. Um sacred. >> Yes. with this this um I love the way [8:26] you've organized the photos because you can it helps us identify sort of [8:29] stations and you've taken the time to really do that advanced planning to help [8:34] you make plans how to organize and how to tackle these sections understanding [8:39] your approach. >> Um I'm also I have used epoxy paint and [8:44] a restaurant renovation and it works very well and your plan is good and I'm [8:48] sure Mr. Kinski's already supported that. I would you say that most of these [8:55] other than the floor most of these other categories there's eight photos is it [9:00] mostly organization and hiding and >> well there's also um one of those [9:05] aspects would be building a first aid shelf. Um, I'm pretty sure that one of [9:12] the pictures shows it pretty clearly that in the corner near the entry [9:15] there's a fridge and that is where um the first aid usually just sits there [9:22] whether it's some of the ice packs that are usually there or just band-aids. And [9:27] that also happens to be the spot, one of the only like open areas where [9:31] volunteers can put their bags. So, the plan with that specific corner would be [9:36] to build a first aid shelf to be able to put the first aid items on and to also [9:43] attach hooks into the walls for volunteers to be able to have a [9:48] designated spot to put their bags or coats. [9:53] » Great. [9:57] » Um, might have one of them. Is there are there any costs to the burrow for this [10:03] project? >> No, because since this is an Eagle Scout [10:05] project, it will all be funded by the funding. Well, I will fund the project [10:12] by raising money. That's a part of the Eagle Scout project. [10:17] » Is there anything in the snack shack where like [10:21] um something used to be in service and it's broken down and it's being ripped [10:26] out and not replaced? Um, [10:30] no, I don't believe so. >> I think there was some um some tables [10:34] and some like appendages to the to the concession area that I guess we can [10:39] review at some point and see if they're still needed depending on how things are [10:42] organized. But uh generally speaking the the scope of work was to you know make [10:47] the make the space more safe uh more user friendly and uh the labor was going [10:52] to be provided by the scouts as part of their you know as part of the project as [10:56] well as the equipment and material. So it's it's really just the um uh the [11:02] scouts presentation as part of their project, the project management side of [11:06] the project and then ultimately fulfilling the execution as part of the [11:11] schedule and scope. >> I mean is there has there been any [11:15] objection to this project? Has any >> No, I do have a question. So it the [11:21] hooks on the shelf at cinder block I see. Is is is the DPW going to be there [11:25] to sort of help with the drilling into that because if you it's hard to patch [11:29] it if you do it wrong. Yeah, I'm not sure um the final layout, but uh we can [11:36] we can give some recommendations to the to the scout to make sure that they're [11:41] the appropriate height and using the appropriate, you know, anchor materials [11:44] so that it's it's not pulling away from the center block or make sure the [11:48] appropriate location makes sense. >> Yeah. Like not by growers. [11:51] » Yeah. And no electric or plumbing is being [11:55] » No, it's uh it's basically just uh I want to say cosmetics, but it's more [11:59] efficiency and operations type stuff. >> Sure. [12:04] » Just cigarette. Um I said this last time, but I know you weren't on, but I [12:08] appreciate all the organizational. I've worked in there a couple times and it [12:11] was definitely pretty disorganized. So I love what you're doing. The only thing I [12:15] ask is just that Nick does see the final plan before we move forward and [12:21] therefore yeah the big stuff. But well done. This was really thorough. So good [12:25] job. >> Is there a request for signage in there? [12:29] You know >> signage? [12:32] » Yeah. >> There should be in the booklet there [12:34] should be there's a specific page that should say [12:40] » that's signage for the items like first aid station. I need there's no there's [12:45] no information regarding Boral >> signals [12:49] if you're going to put up um signage just basically dedicating the Eagle [12:54] Scout project just connect with uh Burough Administrator York because [12:58] there's a standard there. >> Yeah, we I can coordinate that with you. [13:02] Just um they don't purchase any memorial signage um ahead of time. We can [13:06] coordinate that together. No, it looks like she found a problem and is offering [13:10] solutions that are simple and will make everyone's life easier. So, I'm all for [13:14] it. >> So, we have a motion. [13:16] » Motion to accept this plan to improve the Eagle Scout. [13:21] » Thank you, Nick. >> To improve. Thank you, Nick. Improve the [13:24] snack, the snack check. >> Second. All in favor? [13:28] » Anyone opposed? >> Congratulations. [13:32] » Congrats. >> Thank you. Thank you all. [13:36] Uh, next up we have a request to hold the annual color run on October 17th. [13:41] » It's going to be November 14th. >> It's now going to be on November 14th. [13:45] » It was mine. It's picked a long day. Picked up a long day. So, [13:49] » good. Is that a sat That's a Saturday. >> Yes. I love the color. I think it's [13:54] pretty fun. >> Great. I support it. [13:58] » Is it the same people that are running it again this year that did it last [14:01] year? Lisa by Tally is um has joined us by Zoom. She's handling it. She's taking [14:07] over. >> You have any questions? Ask for a [14:11] motion. >> She's Lisa. [14:14] » Hi. How are you all? >> How are you? I was getting ready to ask [14:18] for for a vote, but um thank you for putting this together and thank you to [14:22] the PTA. Uh great cause. Is there anything you want to add in before we [14:30] » uh No, the event will run similarly to uh years past. So, um nothing really [14:36] looking to change. We will have a couple vendors. I connected with Allison and DJ [14:40] about that. Um a couple local vendors, pliables and a um coffee truck that will [14:47] be stationed at the event and um donating a portion of their sales back [14:51] to the PTA. So, uh those vendors will be available. Otherwise, just similar to [14:55] what we've done in the past. It's just a fun run. Uh it's not a full 5K and a DJ [15:01] and just a fun family day. Are >> you doing all your advertising online? [15:07] » We are. Yes. I did I did wonder about signage. Um we haven't done it in the [15:12] past, but if it's a non-issue or if it's an easy enough thing to offer, we you [15:18] know, of course, we'd love to promote the event as well. But if you if you're [15:22] thinking about signage, um reach out to the broker, uh Allison. She could take [15:27] you through the process um to get to get it on agenda. I mean, it's not the uh [15:33] most difficult uh task, especially if you're looking for temporary signs for a [15:38] period of time. Um you know, but also if if you're going to advertise online, [15:43] that's great. And we can support you through the burrow in doing that. [15:46] » Yep. uh putting it on our um weekly >> very even weekly we uh we can put it in [15:52] the focus if you if you get it to us in time and we can put it on our social [15:56] media and the constant contact system. >> Oh, amazing. Thank you so much. [16:00] Wonderful. >> Just if you want to just email me that [16:03] information. My email is on the website. I'm the administrator. We can we can get [16:07] that up. >> Understood. Thank you so much. [16:10] Do >> I have a motion to [16:12] » motion to approve Colorado for 2026? >> Second. [16:15] » All in favor? I. >> Anyone opposed? All right. Thank you. [16:19] » Thank you all. Have a great evening. >> You too. Uh, next up we have Fair [16:23] Baseball as a banner request. Fairfield 4. Are you presenting? [16:29] » I really don't have anything. I was just standing here on board told me to come [16:34] by and see what happen. So, so tonight we're hearing on there was a request [16:40] made a few months ago to approve banners that are on Farad Field 4. Um, [16:48] you know, we we we've been in contact with Fairan Baseball uh on on a [16:55] uh another solution as well that we we offered to them. We haven't heard back [17:01] from them positive or negative on that. I think they asked for some more time, [17:05] but in the meantime, there was the ask to be put on the agenda. Um, so we're [17:11] not >> the banner up. We're not doing this, but [17:13] that So, [clears throat] this is obviously a very [17:18] long story that I don't think we need to go into detail on many months in the [17:23] making, but the signs that are up right there now on the outfield wall are the [17:28] signs that Ferry Baseball applied to put out permanent. Those are the those [17:36] that's what we would be discussing today. What do you mean permanently? [17:39] » In other words, um, >> I can direct my question to my [17:43] » for permanent sign placement of a banner that's already up. [17:48] » Sure. >> During baseball season [17:50] » and when what and >> on the on the basically what we're [17:53] asking for is them to be more visible because you can't see them right now. [17:58] They're all way on the outfield fence. >> We just said my question first. The [18:01] banner is up. >> Banners are up on the outfield. [18:04] » Baseball season ends. >> Baseball season's over. That's what I [18:07] thought. >> Well, actually, no. Well, we have fall. [18:09] So, fall starts in September. >> Okay. [18:11] » So, it kind of runs from say March till October, November. [18:18] » November. >> Yeah. Yeah. March till November. [18:21] » So, the banners that are up, you want permission to leave them there until [18:26] October, November. Is that we've >> Right. So right now we have a which is [18:30] separate from this issue but right now we have an agreement with you for only [18:33] one field to put our advertising banners to raise money for fairs and baseball in [18:38] the outfield. Okay. Certain amount. Um we have them out there now. We used to [18:43] have them for the last two and a half years right on the back stop of the same [18:49] field. We were asked to take them down this [18:52] year and move them to the outfield. Then we were asked to take them down from the [18:57] outfield until this issue was resolved and then [19:00] we're allowed to put them back up in the outfield again till this issue is [19:04] resolved further. So tonight I thought what was going to happen was the [19:08] original banners that we get are just allstar banners for our our all-star [19:12] teams that win specific um district championships, sectional [19:18] championships within the state of New Jersey. [19:21] » More than one banner. >> We have we have a few now. Well, I I [19:24] know the banners that you stack. >> There's three banners, but different [19:27] different accomplishments on each one per age group of of the last couple [19:32] years for our baseball teams. >> This is about three banners. [19:35] » This is three banners in total right now. [19:36] » But it could be moving forward more if they win something. [19:39] » If we keep winning, we we obviously get more banners. These banners are [19:43] » when we keep winning. >> When we keep winning, [19:45] » they're g these banners are given to us. We don't make them. They're given to us [19:49] as in by Little League of America. >> Exactly. So when we this is only when we [19:54] win little league tournaments. So at the end of every wreck season [19:58] » you form an all-star team and if your all-star team goes a certain distance [20:04] » you know you get a but only if you reach certain certain thresholds districts [20:09] sectionals states regionals and then on to Williamsport in Pennsylvania which is [20:14] happening right now. >> That's happening now. Right. [20:15] » Correct. So, you know, it's quite an accomplishment for our little town. But [20:19] those are the banners that we had right outside the dugout and they had the [20:24] names of the kids that were on the team. So, [20:27] » three of those, >> right? [20:28] » And you'd like permission to leave them up through fall ball, which [20:33] » during baseball season, they come down in the winter. [20:36] » I'm going to say November. Is that accurate? Yeah, [20:38] » it's good to be specific. >> Okay. Thank you, Mike. [20:41] » Are the kids names all fair? >> No. So, we we have um we're in a little [20:47] league with five towns because we don't have enough teams to make a little [20:50] league. If we did, we wouldn't have a little league. So, we have Rumson, Fair [20:54] Haven, um Shrewsbury, Red Bank, and Little [20:57] Silver. >> And do all the towns get a banner? [21:00] » If they win, but the Allstars, when Allstars comes about at the end of our [21:04] rec, they divide the town. So, it's Rumson and Fair Haven play in an [21:09] all-star team. Shbury, Red Bank, and Little Silver play in another one. [21:14] And then the kids play together from those towns on one all-star team and the [21:19] other team they call it two little two river league east and west [21:23] » and then they go from there. >> The sign that they give you has the [21:25] kids' names. >> They have the kids' names. [21:27] » Mike, do they mostly practice at Fair Haven? Are they practicing also at [21:30] Rumson? >> Both. [21:31] » They practice them. >> Does Rumson get one also or just [21:35] » They do. They just don't put them up. >> It's not that they're not allowed to, [21:38] it's that they just don't put them. >> Okay. [21:41] » They don't have a great spot for them. We have a nicer facility where people [21:44] kind of walk by. So >> So you're asking not to put the signs up [21:47] where they currently are. That was just sort of a I guess an agreement for the [21:52] time being, but you're asking to put them back where on the back stop. [21:56] » Well, well, >> but I think moving forward, I think this [21:59] is a bigger issue, right? Or the longer term solution or discussion that he's [22:05] hoping for because it was a temporary solution to have them moved and but in [22:08] the outfield, >> correct? So, we're looking to find out [22:12] if they win again, what's going to happen? Like what's the what what is our [22:17] plan moving forward? Like what's the >> Yeah. So, the tonight they told me to [22:21] come here because I had been involved in this from the beginning. I thought that [22:24] what Joe had explained to me which is the Joe Grogan who's the president of [22:28] Fair Haven Baseball now. He had said you were going to vote on tonight. I thought [22:33] the banners that we were given um our championship banner that we were given [22:37] from Little League, you either going to vote on those to accept them or not. And [22:41] if not, you had an iteration of your own that you were going to present and then [22:46] I was going to bring that back to Fair Haven and see what they want to do. [22:49] » So I I can talk on that. That's mainly correct except for the point of it's [22:54] hard for us to vote on something that wasn't really um accepted by Fair [22:59] Baseball, right? So they're not going to push or sign on you, [23:02] » right? So that that's what they were saying. I guess it was the initial vote [23:05] on the original signs. If that's a no, then they have to talk to that and then [23:10] talk to baseball. >> I wanted to put this on the agenda, but [23:13] we didn't hear back from Fairman baseball. Um, you know, I heard it was a [23:17] divided response to it. >> Oh, okay. [23:19] » So that's the feedback that we got. So I said, well, it's a divided response. I [23:24] made um it clear that I was going to put the original application which was for [23:29] the current signs on the agenda um for us to make a decision. Now listen, we [23:35] could extend the temporary signs. We can vote to enforce the [23:40] current ordinance which is they're not approved right now. We can approve for [23:43] the signs instead. We could take a few different turns on this issue. Um you [23:48] know the only everything you said I agree. The only question I had is I was [23:52] under the impression Rumson doesn't allow signs. [23:54] » They do not allow signs. >> Yeah. Rums does not allow signs. [23:57] » I don't think it's a matter of them just not putting it up. They don't allow [24:00] signs at all. Um just just for the uh for the discussion because [24:07] um you know we talked about the scout signage earlier tonight as well with [24:12] cigarette. Um I don't know Allison if you want to put it up on the screen. Can [24:16] you? So, we we thought this was a good [24:20] solution. We're willing um you know, obviously we need we would need approval [24:24] from everyone and we would need approval appro approval from Fairman Baseball on [24:30] the final design as well, but this we thought did a very good job celebrating [24:34] the team accomplishments. Um and that's what we saw it as a team [24:40] accomplishment and uh can I talk a little bit about the team? I want to be [24:44] clear sort of where I stand. So, thank you for volunteering and sharing [24:49] doing what you do for the kids. So, I love the idea of celebrating a team. Um, [24:55] I think back to my alma mater and I think about the championship the year [24:59] kind of that's it. Um, I don't love kids names. Um, for a couple of reasons. The [25:06] primary one is when you say it's an all-star team, there's kids who Romson [25:10] that means that some kids who didn't make the team and a Rumson kids name. [25:14] It's sort of I don't want to I don't want to cause a parent to [25:19] » which was the original complaint. >> That was the original complaint. Yeah. [25:22] So that that's where I'm going. Um it's obviously telling their kid, but I would [25:28] be I would be most comfortable with just like celebrate the team. I think that's [25:32] simplest to avoid all that noise. Um whether it's there or perceived or gets [25:38] to us or not. I think that's the cleanest um celebration team. That's [25:43] that's my I want to be totally open with you. [25:45] » Okay. >> I also one one other thing I I throw [25:48] which I was about to go to is um when there were signs existing for the scouts [25:52] that were up and we came up with the new design obviously we'd have to talk to [25:57] the finance committee and burough admin and CFO but the bureau was willing to [26:01] pick up the cost to replace those signs with the new version um just so it [26:07] wasn't an expense for fairs and baseball. um you know we can't do that [26:13] allowed I'll I'll write a check for for that myself [26:17] » replace it. >> Yeah. So I listen I I think this is [26:22] starting and uh Councilman Cole has brought up and I think it's something we [26:26] do need to visit a signed standard. I think this would be sort of a step in [26:30] the right direction and it would give the the kids because I heard that from [26:34] some of the parents that you know the kids would suffer. We give them the [26:38] opportunity to always come back and see that banner still on that outfield [26:41] fence. Um and we make it big enough obviously with writing like this because [26:46] you can see um if you go see you know Loop and all these you can see that [26:50] [clears throat] they write their names big and I think you would even admit [26:54] right now it's not doing justice for those banners on the outfield fence. You [26:57] can't really read what's out there. >> A design like this we think will [27:01] » Yeah. Like like I said again, it's really going to be something that the [27:06] board has to bring to the baseball parents. Again, they're the ones that [27:09] are going to decide this. I'm kind of just in between because I've been here [27:12] since day one dealing with it. >> Um [27:15] the only thing Well, so just one one thing you have to consider if you're if [27:19] you're talking about picking up the tab for this, [27:23] » it might be something you have to pay for an additional one every year. [27:27] » Yeah. >> So [27:29] you guys are pretty confident in your which I love. [27:32] » Well, this is this is the thing because it doesn't cost Fair Haven Baseball a [27:34] dime now. They give >> you understand [27:38] that inject. >> Well, can I can I just say one more [27:43] thing? So, this this one was put together for the for the I was under the [27:49] impression that one of the banners was a little bit more [27:53] » accomplishing away from what the other [27:56] » This is definitely the one we got the most push back. So, something that we [27:59] sort of discussed maybe for the second banner was the same sort of look, but it [28:03] would say, and I I don't know what the actual championship was for the other [28:07] two, but it would it would look like that and then instead of having its own [28:12] banner, it would say 2024 9U, you know, diamonds white or what [28:18] whatever it is. um 2023 and sort of like you see in the high school where if you [28:24] see short conference tournament champions 1984, 1987, 1989 um obviously [28:31] we'd have to find out from our sign vendor how we accomplish that but that [28:34] might be a way to do it where you're just adding [28:38] block lettering and quite truthfully I mean if someone wins the big one I'm I'm [28:42] sure um we'll find a way to get another >> Yeah. I mean, if you think that this is [28:46] something that could be an added to sign where you cuz we wouldn't want you guys [28:51] to remake a sign every year. And again, as long as as long as Fair Haven [28:55] Baseball and the the parents and the baseball parents are are okay with it [28:59] and then you guys can come to an agreement, that's what the the message [29:02] I'll relay. >> The only thing I'll say is the messaging [29:04] I got was these accomplishments were so extremely amazing. [29:09] » It's a big deal. >> I hear that. [29:11] » We didn't win one this year. >> Doesn't happen all of a sudden. you [29:14] know. So, I I don't think we're talking about an expense that's going to be so [29:18] great. And quite truthfully, like we paid for the scouts to replace them. [29:24] We're not paying for them going forward. That's a discussion I think we we'd have [29:27] to have. Yep. >> Okay. So, that's something that's got to [29:30] be >> um you you said there's three signs [29:36] » right now. Yeah. >> And uh what was for first year? [29:39] » 2024. >> So, it's 2023. I'm sorry. 23, 24, and [29:45] 25. >> You have 23, 24, and 25. How long do you [29:49] normally uh keep put them up every year? [29:53] » We We put them up in March before the parade. [29:55] » No, I mean, how many years do you >> want them up? [29:59] » Would you want the signs up? >> I mean, if you again, [30:03] » okay, >> I've talked to Shane over in Rumson. He [30:06] told me something different than what Chris just told me. Now, [30:10] whatever. It is what it is. I can't speak for Rumson. That's what I've been [30:13] told. He's on the board with me at True River. [30:17] » So, True River Little League, I'm on the board with him. So, but I know that [30:20] Shrezberry has all their banners up. Little Silver does the same thing. Okay. [30:25] Red Bank would they don't have as many Crumbs in his whatever they are. But it [30:32] it's it's something that if you go to other baseball fields, they have these [30:36] banners that they all they put them up all along their fences all the time. I [30:42] don't know what the relationship with their town is and and what the rules [30:45] are. It's all different, right? Every town is different, but I mean, anybody [30:49] who's been in baseball and and >> can [30:52] » So's been in baseball, you can go to some of these facilities and you'll see [30:55] they have a different way of doing it. Some actually have very neat and tidy [30:59] placards when you walk into their municipal complex. So, it will swing, [31:02] you know, >> but they just have like stuff that's [31:06] just on one placer or you can just kind of take those little [31:09] » kind of like your your your names on your desk there. They come in and out. [31:13] They slide in, slide out. There's many options you can do. [31:17] » Can I ask you, you mentioned um that you want you would have to go back and talk [31:21] to the Fair Haven parents about the proposed change. I I'm just going to go [31:26] back to the board and tell them what we were talked about here and then they [31:30] would have to if you're taking a vote on the original science today. I don't know [31:33] if you're doing that but I have to basically report back to what your ideas [31:36] are. >> My question is do you consult other [31:38] Robson parents also because some of their kids are on that team right? [31:42] » They have their own banners. They have the same banners that our kids were. [31:46] they just don't put them up on their feet. So, [31:50] » so and and one thing I'd say is, you know, [31:56] I don't agree with personally I don't agree with R. I think that's too far for [32:00] the one side. I saw a Facebook post that came on my your feed or whatever it is [32:06] for Tin Falls yesterday. I guess they got some gray money. I want to find out [32:10] where that gray money came from, >> but to redo one of their fields. And in [32:14] the picture, they have similar signs like we do in the outfield fence. But if [32:20] you remember when you guys first came in, you asked for a certain amount. I [32:22] think we minimized the amount. If you asked for 24, we said, "Now we'll give [32:26] you 16." It was something like >> it was an agreement that we reuped. It [32:30] was 32 and you guys went down to >> we went down. Now Tinf Falls, you could [32:33] look at these and I'll try and find them and send them to you. Um, you look at [32:37] these posts, sign after sign after sign after sign. And personally, I thought [32:42] that's way too far on the other side. >> Yeah, I've seen it. I didn't feel [32:45] » I like how we're kind of balancing this and trying to find, you know, the right [32:50] aesthetic for our town. Recognize the kids without also inconveniencing [32:56] residents that are playing as well and might not feel the same way that, you [33:00] know, some other people do. I think this would be a a thoughtful solution. [33:05] Doesn't have to be exactly like that. That's I think why we asked for some [33:09] feedback from Fair Baseball as well. Um but that's that I that's kind of where I [33:14] stand. I I listen I have no problem personally um [33:19] if if the governing body wants to keep those temporary signs up until like the [33:23] next meeting when we get a little feedback that's fine. But I I don't see [33:28] the current signs as the long-term solution for the field. I just can I [33:33] just just one thing and I don't want to open up a canop because because I've [33:38] been doing this and started this whole science thing beginning. I just want [33:42] there are some inconsistencies in town that we the burough the the board would [33:46] just very much like to clear up. I'm sure Chris can probably speak to this [33:49] too. when we see agreements being made with like RFH with [33:55] interlocals, okay, and these are non- taxpaying people in our town and you [34:01] have a a a group of of board members in our town who are taxpayers who all the [34:08] baseball parents are taxpayers and we do the majority of the the majority I don't [34:14] want anybody to get mad as but say we do 50% of the work to maintain our own [34:19] fields Okay. And RFH can come in and they hang [34:24] banners. They hang pictures of the kids with [34:28] their names all over the tennis courts. And they can do seems like they can do [34:34] more to our tennis courts that they don't own because of an agreement that [34:38] was signed than we can do to our own baseball fields which we maintain. Pay a [34:43] ton of money for room. do whatever else you guys want to want us to want to call [34:49] it, we do it. >> So, I can address that. Okay. Um, [34:54] » so your baseball banners, whatever [34:57] approved, they were up for two and a half years. Tennis banners go up for two [35:01] or three weeks a year. Um, I would say that all of our taxpayers are paying [35:05] taxes into the RFA schools. We do have an interlocal agreement that gives them [35:11] the uh authority to put those up. Um as part of that agreement um they funded is [35:18] it half >> they they fund they fund half of the um [35:22] any of the improvements to the um tennis sports and they also do that 10 months [35:26] worth of maintenance to it. >> So I personally like I I thought of the [35:30] other side. >> So we do all those things too. [35:33] » Yeah. >> Yeah. [35:34] » All of them. >> Sure. [35:35] » So why should we not have the same rights? [35:38] » I hear what you're saying. Like I I hear what everyone's saying. [35:41] » That's the argument. That's that's one of the biggest sticking points of this. [35:44] » That's why I think there should be bigger conversation. I agree with the [35:47] interlocal. I also kind of go back to the sign standard. I feel like [35:51] » I think this is pretty and nice, but are we trying to just make everything [35:55] completely conforming and then but we are allowing like we're not going to [36:00] talk to them to RFH about the tennis signs. Like where where are we stopping? [36:05] Like I just I feel like we're really inconsistent. We're like picking on the [36:08] Eagle Scouts and we're picking on these guys. We're trying we're trying to be [36:11] consistent. And my answer where I was about to go was I was trying to think of [36:16] a single other sign in town that is brought in [36:23] and it becomes a permanent sign in our town. The only other one I could think [36:27] of was the baseball signs in the outfield with the advertisement signs. [36:31] We have obviously Derma Dreams comes in and Farmers Market comes in. They're [36:35] asking for signs for temporary amounts of time. This this this is the tennis [36:43] team puts up signs for a temporary amount of time. Um these signs are up [36:48] always. They're, you know, they're up on the fence. They're becoming a permanent [36:53] part of uh the beauty of our land and and to and by ordinance [36:59] » they are supposed to be approved. You know, [37:02] » I agree with the approving. I actually think that there's a solution here [37:06] because there's so much goodwill where everyone's trying [37:09] » there's definitely a solution >> fine. [37:11] » Yeah. >> And um [37:14] many times I've been in this position before and one of the typical responses [37:18] is to undertake a design guideline, >> you know, a revision of the ordinances [37:23] that allow certain things and then there's planners and designers that can [37:27] help you develop those guidelines. So it doesn't require a trip to council. [37:32] there's a manual and standards that set forth and can be administered by the [37:35] staff. I think a lot of us want to talk about doing that because we see the pain [37:42] point with the volunteers and our residents. We feel the pain point here. [37:46] I can identify with some of the things you're saying. I think all of us really [37:50] can. Um but we still have to think about the community as a whole. Um, and that's [37:58] and that's a lot to tackle on a one one night while we're here. So, we're sort [38:03] of reaching for solutions. >> No, 100%. I agree. I agree completely. [38:07] And listen, if this is this was finished and then I'm sorry, [38:10] » it's evidence that like our house is not totally in order because we're trying to [38:14] figure it out on the fly when there's an application. But I I I do know that at [38:18] least a bunch of us want to be able to talk about taking that step to sort of [38:22] get it figured out so that it doesn't require this complex trick of having [38:27] » I I agree. I agree. And listen, it I think there is a solution here. There's [38:32] there's not a demand. I mean, I I thought again you guys were just going [38:36] to vote on whether the original signs were even going to be considered. If [38:40] not, that was the plan. I had talked to Joe today. We got to go back and then [38:43] I'm sure you guys can come to some sort of an agreement. I'm sure something [38:47] » would love to hear from baseball like this because if it works for if it works [38:51] and it it's there through then it's all >> we don't we don't want to vote on this [38:56] and say no and then you walk away like they're not looking to celebrate what [39:00] was a really meaningful accomplishment. >> No, I think they knew that. [39:03] » That's why I brought it up tonight though. [39:05] » Yeah. No, no, they they knew that because Joe texted me that today that [39:09] what he said was they were going to vote on the original signs whether it was yes [39:13] or no. And then this was I hadn't seen this but they had mocked something up [39:18] which is fine. Listen to the reality is it's probably the baseball moms who are [39:23] going to have the most input on any of this stuff. That's 100% [39:26] » to hear from them. >> Yes. You have to think of the [39:30] conversation. >> Listen, you don't they're the ones that [39:33] stir the shift. Andrew knows it. I know it. Anybody who's coaches or does [39:37] anything on the board, they run everything from behind the scenes. Can I [39:42] ask you, are you are you looking just at Fair Haven 4? You're not looking at any [39:47] of the other >> That's it. [39:49] » You're just focusing on the four. >> Yeah, that's it. That's the only one we [39:53] even had an agreement to hang the the uh the fundraising manners on. [39:58] Do we have a um a to-do in front of us where we need to get through the [40:02] existing signs for some period of time? >> After we [40:07] remember we were arguing how long the period whether it was going to be three [40:11] years or one year. Do you remember what we settled? [40:14] » I want >> I just think it was to renew it every [40:17] year. >> Are you talking about the alphab? [40:24] So, this is it's a separate this is sort of like do we I think the idea tonight [40:29] is do we keep them up there until we have more of a discussion on this? [40:32] » That's that's up to the governing body. I [40:35] » will say yes. >> Say yes. [40:37] » They have to come down in October no matter we take them down. We have to [40:41] because they'll get destroyed in the winter. All of them. [40:44] » They all as I'm listening this I I was an athlete. I hope my kids to be [40:48] athletes and I know that seeing that banner how profound it is for a young [40:54] » uh child. So, this is my first time seeing this. I actually I do think it [40:58] looks great, but I know I definitely want to hear their perspectives from the [41:03] board. >> Um, but as I'm listening, I'm just [41:05] thinking of trying to find solutions. Uh, have you ever the Knights of [41:10] Columbus, would they hang those banners in the winter in there [41:13] » inside? >> Inside [41:15] » maybe. And maybe that could be a spot for those specific banners and then the [41:19] town could put this on the outfield. Just food for thought. [41:23] » Yeah, 100%. I never asked them about that, but maybe. Maybe. [41:27] » Would it would it be possible for us to approve those banners through this [41:32] October >> and then you can or the members of the [41:36] fairy baseball can come back to us and give us their opinion on this. [41:41] » But I I >> I would like to see I would like to give [41:44] you that. Yeah, they have a meeting tomorrow. So, I was just going to tell [41:47] them how this went before you just the one thing I want to [41:51] bring up that hasn't come up here >> because he brought up something [41:54] important which was basically precedent is making sure that we're consistent in [42:00] every decision that we make. So why I also think and council I I hear what [42:08] you're saying but also you want to be consistent [42:11] » because if we allow anyone to put up what they want wherever they want to put [42:18] it and someone puts up something else somewhere [42:23] else that maybe you you end up in a position that you don't want to be in as [42:29] a municipality. So I'm just bringing that up. Um, someone's going to make a [42:32] motion. I thought >> I'll make a motion that we allow the [42:36] signs to stand as they are this year until October and that we revisit the [42:44] signage in see what baseball thinks about our [42:48] proposed. Sorry. >> Yeah. You let me know and I'll report [42:52] back. I'll get this. I think Joe already has this anyway. [42:54] » You can take it. >> Yeah. and then um I'll let them know and [42:57] then they'll they'll have to get some people together [42:59] » just to just to uh well why don't we vote first? Um all in favor? [43:03] » I >> anyone [43:08] um as it stands now they're good till October. If we don't vote though on a [43:15] [clears throat] new sign or on the existing signs they're not good for [43:19] until there's another >> I'll let him know tomorrow that they [43:23] have to actually get something together. get in touch with you. I don't know if [43:26] they're going to want to do their own mockup, present it to you guys, [43:30] » whatever the bouncing of ideas is going to be back and forth. [43:32] » Absolutely. >> And then go by October. [43:35] » Uh yes. Okay. I I understand that completely. [43:37] » And also just on our end on the science standards like what are our next steps [43:42] to be able to start to put something in place because I just feel like we're [43:46] just going to and I said this last time like we're just going to keep getting [43:49] ourselves. >> That's a communications committee. What [43:52] committee is that? It's planning and design. [43:55] » Yeah. I mean, it falls on it falls under a couple different committees. So, [43:59] » yeah, [44:03] » but I but I think we could um I agree like we've talked about it [44:08] enough. Um >> um we could workshop it, but I would [44:14] suggest if it's okay, can we talk about it maybe offline? Yeah, [44:18] » we get sort of a process that's because I think we probably want a professional [44:22] here to take his photo so we can look at what it could the product could look [44:25] like. Okay, [44:27] » I just don't want it fall on the way. >> No, I think it's that okay. [44:32] » Yeah, but planning is prime. >> Mayor, can we just make one [44:37] clarification? Just got a text from recreation director. Just want one [44:40] clarification. So when we say October, we're going through October 31st or [44:44] October 1st just only because their season doesn't go through November 1st. [44:48] Just so it's clear. We >> When does it go through? [44:50] » Uh November 1st it goes through. So we putting the signs through October 31st. [44:54] » Do you need a new motion to extend it to November 1st? [44:57] » October. >> So through October October it doesn't [45:00] even because that we can take them down. >> Whether the baseball season is going to [45:05] continue for another week or day from there that would be in playoff times by [45:09] that time, right? We might not even be home for that. It [45:12] might be all the way. So, >> so we'll we'll we'll I'll make sure that [45:16] Joe knows they're coming down October 31st. No later. [45:21] » Thank you. Thank you. >> I don't know if I can add one more thing [45:24] about the Snapchat because I didn't know. Not that it's going to I just want [45:28] to >> uh put it on. We're going to be on [45:31] public comment on agenda items only after the next thing. Save for that. [45:34] » Oh, I got one more thing. I got one second. [45:38] » Yeah, just hang out. Okay. I got One more. All right. Thank you, Mike. Uh, [45:44] next up is Bsentennial Hall landscape plan. [45:49] » Welcome back. >> Are you [45:54] » Is the tripod in the >> Yeah, I'll grab it. [45:56] » Thank you. [46:14] Is that it? [46:17] Think that's good. [46:29] Yeah, >> good evening. Um, uh, I don't know how [46:33] many of you have seen this plan in different format. Maybe you have. [46:37] » Um, >> is this updated from the last session? [46:40] » So, this is the none of it would have been the same plan you've seen seen [46:44] previously. Right. Right. So um so obviously this work is being taken in [46:48] conjunction with the uh architectural improvements that the historic [46:53] association is engaged in organizing. And so um uh I was asked out of a [46:59] landscape architect to um as you to uh help with the uh the landscape [47:04] improvements and um and so this plant represents um uh basically my [47:09] collaboration with the uh association members. And um the overriding concept [47:17] here was basically to create something that would be compatible with the [47:21] neighborhood while at the same time respecting um this um uh fairly [47:27] significant piece of architecture even though architecturally it's not um you [47:31] know not the Vatican or St. Paul's Cathedral, but it um but it really [47:35] warrants u being preserved. And certainly from a landscape standpoint, [47:40] there are a lot of different strategies that we could pursue. Um but we we don't [47:44] want to turn it into a a residential landscape. Um um and um um and so the [47:52] plan does not attempt at to include any foundation plantings, whatnot. Um the [47:57] the idea basically being that um um that it needs to be cleaned up, some things [48:04] removed, some things um added, but um we would really like the building to [48:09] present itself to the street in a in a slightly more um almost like reverential [48:15] way. um uh uh obviously it's not a religious or not providing religious [48:21] services now but uh but it it has that aura about it and and so uh we wanted to [48:27] um to respect that and so the the landscape from the the front plane of [48:32] the building out to Cedar um Avenue um the idea um is to uh actually uh uh [48:40] transplant uh the two holly trees that are currently growing in front of the [48:46] building. So, you actually can't even see about a third of the building. Um, [48:50] and so those would be those would be transplanted to the northern property [48:54] line, which is to the left on on this plan. Um, and um, uh, obviously there [48:59] there also two large oak trees um, adjacent to the sidewalk that that would [49:04] be um, those obviously would be retained. And um the idea being to [49:09] essentially to simplify um the landscape and um and to do um to make uh gestures [49:17] that are appropriate for the for the building uh while also perhaps providing [49:22] for um this the uh the site to allow for other sorts of activities. So for [49:27] example at the the back right hand corner that what's proposed there is a a [49:32] small paved uh um terrace. there would be an all weather um surface and it [49:37] takes advantage of what is a bit of lost real estate um uh in that that far back [49:45] back corner um and um and actually pushing both the north and the south [49:50] along the north south property lines pushing the bed lines back because over [49:55] time the English ivy and whatnot has kind of crept into the the lawn. So, um [50:00] if there were, for example, at some point, um interest in erecting a a tent, [50:06] um you would have a big enough area to to allow um that that sort of um [50:10] activity to um to take place. Um and um uh there's also well, I guess is more [50:18] part of the architectural um uh plan, but the the trash receptacles will now [50:24] be sort of stored behind behind the building. there's a generator, small [50:29] generator that will also be behind um the building. Um and uh so this plan [50:35] does does add a a brick walkway which is an extension of the existing uh walks uh [50:41] to gain access. Um and um from a horicultural standpoint um um anything [50:48] that we would be or the majority of what we would be um adding um would be native [50:54] plant material and um and that would take so there different different ways [50:59] that would be manifest on the plan. Um one is again to be respectful to the [51:04] neighbors since we have obviously a commercial building to the north but [51:07] residences to the uh on the other property lines. Uh uh the plan would is [51:14] suggesting that we would be adding some evergreen trees around around the uh the [51:19] perimeter. Um and um and and in conjunction with that um other um [51:25] ornamental uh plants, but I almost had hesitate to [51:29] use that that word because um the idea would be to take advantage of the [51:32] there's a tree canopy there now. So there's a lot of shade which will [51:36] actually limit the pallet of plant material that can be used. And uh the [51:40] intention is not to create like an arboritum or whatever. It's really a [51:44] matter of of accentuating um the uh the existing landscape that's there which is [51:50] basically canopy trees. Um and um um and also dealing with the the topography uh [51:58] which both to the uh the north and the east on this plan uh uh is somewhat [52:03] precipitous if you're familiar with the site that the the topography does fall [52:07] rather quickly. um in in both the northerly and easterly direction. So um [52:13] so we'll have to deal with um or part of the landscape application here would be [52:17] to ensure that um uh that we actually stabilize the ground. Right. Right now [52:23] there are some there's well there's a combination of uh of i the English ivy [52:28] some fina there's some native um uh the native grape vines that are growing o o [52:36] o o o o o o o o o o o o o o o o o o o over things um and uh and so part of the [52:40] project would be literally just simplifying um the landscape and all of [52:44] this course is done with an eye toward toward maintenance. Um uh we all know [52:49] that there is no no maintenance landscape but uh but I think with the [52:54] the proper selection of of plants um uh essentially well as I understand now the [53:00] DPW is does the lawnmowing and so we would still have that as part of the the [53:04] the scope but um but the expectation would be that um that the ongoing uh [53:10] landscape would u probably require like seasonal like you know four times a year [53:16] someone would probably a crew of two or three people would have to walk through [53:19] with their pruning shears and and um do a little bit of neatening up. But um uh [53:25] but the expectation is not to create something that would uh would require a [53:30] great deal of um attention. The only place where there's anything that that I [53:34] guess you would say is an embellishment is immediately in front of the building [53:39] itself where the the ex the existing um brick uh patio is. Um the idea uh here [53:46] was again in keeping with trying to elevate how the building presents itself [53:50] to the road u um the plan is showing some low evergreens creating a couple of [53:55] plant beds that could have perennials um in them but but but both both of these [54:00] little little bed areas are smaller than the area that you're you're sitting. So [54:05] it's it's really something that could be quite quite manageable. Um uh so um I I [54:12] tell everyone I can draw you Versail Gardens if you want, but if it's not [54:15] going to get maintained, I'd prefer not to even get start that. Um and so um so [54:22] there would need to be a bit of an ongoing um attention to that that part [54:26] of it. But um um but it would not be other than mowing of the grass on a [54:32] weekly or bi-weekly basis, it would not require um you know hiring a full-time [54:37] gardener to to take care of this. Um um over time um uh with these sorts of [54:45] plantings and depending on how much sort of handing does go on, a lot of these [54:49] things will sort of take on a life of their own as you probably know. I think [54:53] if we uh select the right the right plants and especially in the areas where [54:58] I mentioned previously the northern and eastern property lines where the [55:02] topography falls off having some plants that actually um uh sort of um are [55:07] allowed to grow to their full potential actually would be advantageous. Um so in [55:13] all probability and we've spoken about the fact that um that with anything like [55:17] this um in all probability it would be useful for the neighbors to be um [55:21] introduced to the to the project uh before um too much goes on because [55:26] obviously it's it it is something that will um that the the visually the [55:31] landscape it would definitely change to for the better but um but it would be a [55:35] change and I know frequently um uh uh uh we don't want someone coming home from [55:41] work one and saying, "Oh my god, what have they done?" Um, and I think it's [55:45] it's all going to be a very very positive um uh improvement anyway. And I [55:50] think it'll it'll really fill in rather nicely with the uh with the neighborhood [55:55] and be a nice a nice compliment um without um without turning it into like [55:59] an institutional looking looking structure. [56:03] » Uh thank you. First of all, if I recall, you're donating your time as well. [56:06] Correct. I want to um make sure everyone understands that. very appreciative. Um, [56:12] obviously an amazing job. My a few questions. My the I think the concerns I [56:19] have are the same as they were the last time we discussed it. Um, is just the [56:24] impervious surfaces that we're adding like you said in the back corner, just [56:28] to fill the space. I guess my question is, are we doing it just to do it? Um, [56:33] are we better off maybe just with with just the shrubbery back there um for [56:37] drainage reasons? Um, and then I think he said there was a brick walkway behind [56:42] this well that >> I think those are the two things that I [56:46] I'd probably reference and just ask the question whether they were necessary for [56:50] the plan and maybe they are maybe there's an idea about you know um you [56:55] know the theming that we want to put on there and how we want to use those [56:59] spaces that I'm not aware of and maybe they're fantastic. And then you touched [57:03] on the maintenance that was my other concern. I didn't know if Nick had been [57:07] um you know spoken. Yeah. If he was consulted about if he was raped. Uh it's [57:13] obviously what I hope. Um as far as because you know DPW I know you s I'm [57:18] sarcastic with the botanical gardens but we did lose a bunch of those trees and [57:23] some of the things that are there and it's something every time we put more in [57:26] we got to you got to worry about taking care of them. Um, and then the other [57:31] thing I want to point out is you talking about the tree county, you just said we [57:34] want to maximize the tree county, right? Correct. Yeah. You don't need a study [57:37] for that. That's a great idea. Um, that's all I have. I mean, I I I love [57:41] it. It looks beautiful. I just want to make sure um, you know, there's a reason [57:46] we're putting in that back corner that makes sense for Fair Haven. Um, [57:50] » like placemaking. I think that, you know, we always talk about this race [57:53] talks about a lot. It does give it just something like I walked around with my [57:56] dog. I would have sat there for a few minutes. like I [57:59] » it does add something, but it of course if it makes sense with drainage like [58:04] obviously that's a big thing. Um but I the the pathway in the back I do think [58:08] is good because when we were there for love where you live day the garbages are [58:11] on the side and I know that your intention was to make it so the garbages [58:15] can go in the back and so it does give them like a flat surface to be on [58:19] because they kind if you go there now they're like very visible on the right [58:22] side. So I think that's not a bad thing. You say we're talking about putting [58:25] garbages in the back corner on the circle. [58:28] » No, no, no. >> I see the P. [58:32] » Can I uh add a couple points to round out what Stephen has put on offer for [58:36] council? Um so this plan has been um presented to the historic preservation [58:43] commission and endorsed there the shade tree commission and also supported there [58:48] and the um facilities committee met with me Nick and Rich [58:54] I think um I don't think you were there at that meeting but we did talk about [59:00] the components that were being put forward by uh ghosting park and they [59:06] proposed bringing putting a cans to back which I agree with by ordinance we're [59:09] not supposed to be able to see them on the street anyway so they should be back [59:12] there um and uh the dedicated bicycle rack there were a couple of things that [59:18] were um cons part of the list of work that the local government is planning to [59:26] do to improve the building and the site and this landscape plan um uh [59:33] come included it so it so that it is all cohesive [59:37] where for example I'm sorry I left on where for example the architect um [59:41] proposed a concrete pad chain link fence around the trash um at the facilities [59:48] committee meeting it was discussed by the engineer and our head of DPW that it [59:52] it it's a little was little overkill and that continuing the brick walk and doing [59:58] a landscape border to to close was just a more appropriate design response to [1:00:04] the problem that was being solved with maybe just two big [1:00:09] » the back right corner. What's the thing in that? So that it's very interesting [1:00:13] and I what I would say for council is when you go to look at that site [1:00:19] what this plan will feel like compared to what it feels like now [1:00:24] it's easy to not understand how much of the property is not part of how we use [1:00:30] the site now because from the outside edge of that circle that you can see [1:00:35] that's at the line at the lawn it all drops away and there was a a compost [1:00:40] area in a farm that you know the neighbors just sort of you know it [1:00:44] looked neglected and unused and and uh they didn't see a property line and so [1:00:49] you know those things happen. So this would essentially reclaim and capture [1:00:54] what is the public space that >> could that be stone dust or like you [1:00:58] know you remember we once talked about a parking lot that was like sort of y [1:01:02] » impervious and it had but it had brick in it also to give some stability. [1:01:06] » Yeah. I I'm going to let Stephen, but I'll just tell you a dry set brick is [1:01:09] also it >> there needs to be a dream future [1:01:12] component in that corner whether we leave it the way it is or do something [1:01:16] to recapture a useful space for our community and and I'll let Stephen [1:01:20] address it. But the only other thing I wanted to add is there at the facilities [1:01:24] committee meeting it was discussed whether or not we need a sprinkler [1:01:26] system and we want to go ahead and incorporate sprinkler system that way. [1:01:31] you know, mostly it's has to do with the lawn, but a drip line in the the buffer [1:01:35] will help to ensure healthy growth and you know, so it's a it's a little extra [1:01:40] expense, but it's probably it's a smart uh it's a smart move to ensure that [1:01:45] things, you know, well, your GP is important. I just want to be consistent. [1:01:51] We were with the tennis fors, you know what I mean? We were thinking about [1:01:54] putting the asphalt path and and we ended up going with the stone dust. You [1:01:59] could talk about that. Yeah, the um there are a lot of well two things. One [1:02:04] is and we may have discussed previously the principal generator of storm water [1:02:09] run is obviously the building itself and and so the the roof leaders do go into [1:02:15] the ground. I guess we don't know exactly [1:02:17] » on either side of the building >> there are dry wells there to my [1:02:20] knowledge that they're they're actually operating. I mean what I've driven by [1:02:23] when it's raining I don't see any waterfalls coming along off of uh cloud [1:02:28] gutters or whatever. So that seems to be working. With regard to that the uh that [1:02:32] actual patio area, we haven't actually selected a paver or whatever for that. [1:02:37] But there are um pavers that are specifically made to serve the same [1:02:42] purpose as so-called orus asphalt, which you you probably had seen. There are [1:02:47] these really dramatic um uh demonstrations of that where fire trucks [1:02:51] will take a 4 inch fire hose and shoot water onto porous asphalt and it [1:02:56] literally won't go more than 10 ft. It just dis because there's so much pore [1:03:00] space in the asphalt. Well, there are pavers that are made to serve the same [1:03:04] purpose. They have about a 3/8 inch joint and you actually put the [1:03:09] equivalent of stone dust in that joint. Um, and so I would expect that this [1:03:15] patio area would actually not generate and it would become its own dry well if [1:03:19] you would. It has a porous base under it. [1:03:21] » That would be awesome. Uh, Nick, just one question. Does this water He just [1:03:26] said we don't know where it goes. Does it go towards Colonial? [laughter] [1:03:32] » No, it is nowhere near [1:03:38] » I appreciate the question. Can I ask a couple questions? Um I I also had the [1:03:44] same question about stone dust for the path around the building as well as in [1:03:49] that back right hand corner. Are you proposing to put benches back there? Um [1:03:55] there there is interest and once the landscape is developed um and we'd [1:04:00] actually hope that this would become part of the sort of fair haven green [1:04:04] space if you would and that perhaps people would want to go and spend time [1:04:07] there and so so we would expect that there probably would be benches um in [1:04:12] several locations around the perimeter where you get literally sit in the shade [1:04:16] of of a tree and and sort of just enjoy the the quiet. So, you mentioned uh [1:04:22] mowing the lawn as part of the maintenance plan. So, all of all of [1:04:27] these new plantings and landscaping designs that you're proposing, [1:04:33] who is expected to maintain it? Do you expect the burrow to maintain it or do [1:04:38] you have volunteers that are going to do this? Well, yeah, like I I I mentioned [1:04:43] what the initial installation definitely requires a bit of attention, but but [1:04:48] ongoing I would not expect it to be something that would have to be done on [1:04:53] a uh you >> mentioned four times a year, [1:04:56] » right? Something like that would probably be be certainly would be [1:05:00] necessary. Yeah, that's what that that's I mean our property [1:05:05] » because these are not going to be plants that that you would need to go out and [1:05:09] shape into like little green meatballs or anything [1:05:13] mulched and >> yeshm [1:05:17] » do they take water better than or that's standard watering the first year year [1:05:22] and a half? >> Um I think well we would expect that [1:05:25] there there would be a um a drip irrigation system for the for the new [1:05:29] plantings. So for the first year or two that would be that would [1:05:33] » that factored into the cost of all of this? [1:05:35] » Yeah. >> Yeah. [1:05:37] » As part of the investment. Do we do you have an idea of how much all this [1:05:41] » um I'm in the process of of developing that? But I don't have one for you [1:05:46] tonight unfortunately. >> Is the storm association covering that [1:05:49] cost the landscape? It's not the burrow. >> Yeah. But we'll let you from what I [1:05:54] understand. >> The maintenance is going to be the [1:05:57] burrow. The initial installation and the tree landscaping and stuff. [1:06:02] » Just if we had been maintaining this prop property for the last 20 years, [1:06:07] we'd be in the situation anyway if we'd have to maintain it. So like it's any [1:06:11] other burough property. Now we're actually going to make it look standard. [1:06:15] So >> you know, we're adding one or [1:06:17] » definitely I mean it's going to add it, but this is [1:06:19] » a burden on DPW. I don't want that to happen. And I I have one last question. [1:06:25] At your last presentation, I think you mentioned a vegetable garden. [1:06:30] » Did you talk about that? >> The um uh there were some members of the [1:06:34] historic association that thought that and it's still on the plan to the north [1:06:39] here on the plan. >> Right. Right. So that that that's sort [1:06:43] of lingering on the plan. Um but I think that's probably not as high a priority [1:06:47] as as as it was. Okay. [1:06:52] » I don't know how crazy I see a liability there. [1:06:56] » And and other people. So the discussion and it is lingering. [1:07:02] It's just a it's a placeholder for a thought. It doesn't have to happen. It [1:07:05] can happen. It could go in be removed. It's not a is not a permanent but it [1:07:09] could also not go in ever you know but [clears throat] the the thinking was and [1:07:15] correct me where I might be off at least is the president historic association [1:07:18] can talk about it. There was conversation about historic gardens and [1:07:24] the herbs and things that were grown and used in households [1:07:29] in back in the day. And would it be interesting to have programs that tied [1:07:34] in with our history and be able to grow those herbs or medicinal plants and [1:07:42] flowers um to incorporate into some educational program. [1:07:46] » It was more of an educational tool. [1:07:51] » Yeah. And perhaps you could get the girl scouts or the boy scouts and that could [1:07:54] be something that they work on. >> And we could use [1:07:59] a really strong. Is this is this an issue with someone eating burrow [1:08:04] produced product and they have some sort of [1:08:07] » sides? [1:08:13] Well, >> there's always the liability that [1:08:15] [clears throat] >> I love the idea. [1:08:18] » We're not are we selling it? Are we giving it away? [1:08:21] » I don't know what like we said. That's a lower. It sounds like that's a lower [1:08:29] » on the drawing as raised bed which should be collapsed and remove or [1:08:35] it's easy to install after the fact. We can even just move that discussion to [1:08:39] down the road and just come back to it later to see if it's still something [1:08:43] that has merit. I mean at some point there probably maybe there will be [1:08:49] historic images on display and some to a certain extent there are maybe there [1:08:53] will be cuts and maybe maybe that'll have a place but maybe things go in a [1:08:57] different direction and it doesn't have a place but it could be added later with [1:09:01] Google. >> Yeah, I just two more points. one um at [1:09:04] the shade tree commission we did talk about how he his pruning plan and I [1:09:08] really love his approach to pruning where it's kind of taking some out slow [1:09:12] like in pieces so that you can see what does maybe bloom after things that might [1:09:17] have looked like they were dead before can actually have life. So I loved that [1:09:21] approach and we were talking about how do we like [1:09:23] » maybe as a burrow also take that approach on more projects. The second [1:09:27] thing is when I went over there the other day it really does go down. I [1:09:30] didn't realize how steep it was. So, I think that's the big thing for me is [1:09:35] just the safety of that and making sure that that really is stabilized. I have [1:09:39] to suspect that that's going to take a little bit more of the money. Like I [1:09:42] think that might be costly a little bit is the stabilization of that. But that's [1:09:46] just me as a person. >> I want to say garrison or something. [1:09:50] » I don't know. So stabilize it. >> Well, you know the rule with things like [1:09:55] that steep topography number one is don't touch it if you don't have to. Um [1:10:00] and walls are expensive. >> Yeah. um if you're going to terrorist [1:10:04] because once you get started with that it's yeah that that corner the uh the [1:10:08] northeast corner there um um number one it's not obvious that your property line [1:10:14] extends literally within six feet of that building [1:10:18] » and there's a little little chain link fence that they have um and um it is [1:10:23] over a six foot grade change >> um it's almost a oneonone or 45 degree [1:10:29] slope um coming up um at at this corner So, uh, right now it has vines and [1:10:34] things on it and so, uh, when some of the initial cleanup gets done, um, we [1:10:40] should really tell who's ever doing that stay off of that until the last moment [1:10:43] so we can really see what we have to have to deal. Fortunately, we're not the [1:10:47] plan doesn't direct any new storm water, let's say, in that direction. So, [1:10:51] there's nothing that we would need to do to that would destabilize [1:10:56] that. Um, but we'd want to make sure that that long term, you know, that it [1:11:00] takes care of itself. So, um, >> great. Well, thank you for all these. [1:11:04] Yeah. >> Um, what's the ask here? Are we putting [1:11:08] this by the introduction or are we voting on this now? Like, what's where [1:11:12] are we at? >> Procedurally, that's why I mentioned [1:11:15] that it's been to all the other, you know, suspic [1:11:24] Well, there's pieces. Oh, sorry. >> It, you know what it is? It's It just [1:11:28] seems like we're not in agreement on it. [1:11:33] I think you're saying on the final >> on the final [1:11:36] » um you know this the second time I was at I was at the first presentation it [1:11:43] correct me if I'm wrong it seems like it was this you know the same presentation [1:11:47] but we haven't there hasn't been any changes there hasn't been any motions [1:11:50] made to accept and say like you know remove the vegetable garden or anything [1:11:55] like that so you could technically you know put it on by motion and put some [1:12:01] sort of conditions on it. >> I'll put I'll put a motion to accept [1:12:05] this plan so we can move forward but maybe take out the vegetable vegetable [1:12:09] garden. >> Do we need Allison? Do we need a [1:12:12] introduction and a adoption for this or no? Because it's [1:12:17] going to be what might be it's going to be expensive, right? [1:12:21] » We're not paying for it. >> We're not paying for it. [1:12:28] » Just a motion. >> Yeah. possible. Right. [1:12:31] » I'll second it. >> What are we The one question. What are [1:12:34] we exactly improving? >> I The only the only reason I asked is [1:12:38] because I heard I heard stone dust. I you know [1:12:41] » I I personally >> we talked about porous surface [1:12:43] potentially like what exactly >> porous surface. I prefer the stone the [1:12:50] personally the brick just so it's consistent with the look of what we [1:12:53] have. >> Um but porous is very important. maybe [1:12:56] no ve vegetable garden and make sure it's you know stable and all the storm [1:13:03] water you know root requirements are part of it [1:13:07] » and that we approve historic association to pay for it is that the other piece of [1:13:11] it do we have to say that >> um [1:13:14] » do you know if that has to be >> well the historic association is already [1:13:18] um already presented they're paying for the project so maybe what I mean if you [1:13:21] wanted to put a stipulation in that this project would be um conducted with no [1:13:25] cost to Burrow, you could put that in the motion. I think that'd be fair to [1:13:28] say. >> Is there like a list of this is what's [1:13:30] in the project like based like you have the picture obviously and you discussed [1:13:34] it. You you have a very great knowledge of it which I heard, but is there a list [1:13:39] of these, you know, this is the landscaping that's going in. We're [1:13:44] putting in 80 linear feet of, you know, so we know what we're [1:13:48] » Yeah. We don't uh we don't have an official sort of uh bullet pointed. [1:13:52] That's my That's my only thing is you you did a great presentation, but like [1:13:56] we're approving more of a concept in my opinion. I I'd like to just like [1:14:01] » a material sheet. >> Well, a material exactly what we're [1:14:04] doing and we come in and we literally we know exactly what we're approving. I [1:14:07] don't I'm not hearing any push back. >> No, [1:14:10] » I think this is supported >> n at least 90% by each. [1:14:15] » Can we say we introduce it next with the condition or [1:14:19] » I don't even think we need to introduce it. I think I I'll we'll put it right [1:14:22] back on to vote on it. But then at least we know exactly what we're voting on. We [1:14:26] are changing the burough >> landscape, [1:14:29] » but >> pretty substantially. [1:14:32] » But what we have to understand is there is a cost to the burrow. So just so [1:14:35] everyone's clear and it's not to to put the project, [1:14:39] » you know, to bed. It's >> there will be ongoing maintenance that [1:14:44] is performed by the burough. So the resolution would right put it by way of [1:14:48] resolution. That's something we should have this [1:14:52] whole time. >> Yeah. [1:14:55] So, >> well, we're doing [1:14:57] » but this this would be >> Well, no, we're really we should have [1:15:01] been because it's overgrown and >> but I I think it you know a resolution [1:15:05] should encompass that there will be maintenance that's required of the DPW [1:15:09] workers to >> and that's an expense that will be borne [1:15:14] by the burrow >> by by the burrow. Right. I'm not I'm not [1:15:17] saying that should be the the term here. I'm just saying that it's something that [1:15:20] we'd have to put out there. >> It's going to be a deterrent. I think we [1:15:23] need to know what we're approving specifically as a governing body and [1:15:28] also know what those um obviously an idea of what those costs will be. I [1:15:33] think we already do know, but um >> I still like the vegetable garden. [1:15:39] » Listen, [laughter] if if that's if that's put on there, but [1:15:44] at least we know we're voting on that right now. I don't know what we're [1:15:47] voting on. Exactly what plant and what >> I listen [1:15:51] » yeah like what's being removed what's being [1:15:54] » yeah I think how much extra footage we're getting what's native and what's [1:15:58] not native we you know >> what's being [1:16:00] » Can I ask Nick can you ask Nick can we ask you a question what like in your [1:16:05] opinion how much extra work do you think this is going to be [1:16:09] » uh generally speaking uh obviously the addition of sprinkler system and a you [1:16:15] know soaking hose around the perimeter plantings There's additional cost [1:16:19] associated with the water um for for the landscaping and then also uh any [1:16:26] operational type of the sprinkler has to get damaged or broken have to get [1:16:30] replaced and you know repaired >> blowing out the system [1:16:33] » um and then winterizing the system in the in the in the fall and winter then [1:16:38] startup associated with that as well. uh you know obviously there's existing lawn [1:16:43] mowing that happens uh in and around the facility um as discussed most of the [1:16:48] plantings that I guess are being discussed are native plants so hopefully [1:16:52] they don't need to be replaced or um much pruning or much attention needed to [1:17:00] them on a on a weekly or monthly basis is kind of hopefully you kind of plant [1:17:04] it you let it live and then it receds itself on an annual basis uh with there [1:17:10] could be some costs associated with, you know, maybe there's a species that [1:17:15] didn't take it didn't work and have to it has to be replaced or amended at some [1:17:19] point in the future. >> Um, you know, square footage wise, um, [1:17:24] you know, mulch, obviously right now the the the perimeter is is is the way it is [1:17:31] because of the steep slopes. There's hesitation to do any type of work. You [1:17:35] know, the ivy is obviously not native, but it it's a good form of [1:17:41] slope stabilization there. So, >> we didn't really go into treating it or [1:17:46] pulling it out because we didn't want to cause unintended consequences to the [1:17:49] neighbor without, you know, a solution to kind of mitigate those things. Um, [1:17:55] » could we leave the ivy? Could we leave the ivy in that especially in the back [1:17:59] corners? Is that something that's possible or is that screw up everything? [1:18:03] It might actually be best to as much as we don't really like the ivy, but there [1:18:08] are times when it's the right ground cover. Yes. [1:18:11] » The the only thing that um I was confused on Nick, you said a sprinkler [1:18:15] system. I thought you said a slow drip. Is are those two different things? [1:18:18] » I always drip like with a hose that would just [1:18:22] » that would be for the border where the >> Yeah. I didn't know if there was a [1:18:25] discussion about, you know, sprinkling the lawn area and then a soaker hose in [1:18:29] the landscape beds. I thought that was maybe what it would be that I didn't see [1:18:33] an irrigation plant. >> Okay. [1:18:35] » Is is there underground sprinkler systems being put in? [1:18:39] » Yes. >> Yeah, [1:18:40] » there are. >> I think that's what they were initially [1:18:42] discussing earlier. >> I was I was I was against the [1:18:51] » curious. [1:18:55] Pardon me. Are you replacing water? >> Um well any lawn work would be dependent [1:19:01] upon uh how much um disturbance uh resulted from the the planting or [1:19:07] construction activities. And so um in all probability we would just um seed [1:19:12] over the existing lawn. Soding the entire property would be sort of [1:19:17] prohibited costwise and is really not actually even necessary. Um, but having [1:19:22] a drip irrigation system for the plantings is really if you're investing [1:19:26] in plants that first year is um I mean >> you all know you try to go out and water [1:19:33] all your trees or whatnot. Um it's it's it's a cost effective way of it's an [1:19:37] insurance policy on your plants. Um >> so um but you're correct. There's a uh a [1:19:44] cost just for the water. The uh drip systems of course are the most efficient [1:19:49] because they're not throwing they're delivering it where where you need it. [1:19:52] Um >> drip systems work for grass. [1:19:55] » Pardon me. >> Can drip drip systems work for gr for [1:19:58] lawn or just >> No, it would just be for the just for [1:20:01] the shrubs. Yeah, the lawns would have to have the popup. [1:20:04] » So that's a good example. Like I just don't think we even knew what we were [1:20:07] going if we can get a list of everything that's being done for this project. It [1:20:11] goes back on agenda. Our next meeting is three weeks. Alison [1:20:14] » September 14th. September 14th. I'm assuming there won't be any huge issues, [1:20:18] but at that time we couldn't really look at it. Um, [1:20:22] » let's confirm Steve can generate that and because we were also trying to [1:20:26] » No, I'd be happy. >> No, no, Mayor the 14th police swearing [1:20:31] in that night too. Said it's going to be a long meeting just to [1:20:34] » but what we can do is have as um it's really it's a [1:20:39] » it'll be in our detail and stuff like that. So it'll be available. Is there is [1:20:44] there >> I think what you're saying is important. [1:20:46] Um and I just want to give some context though because I think for me we've been [1:20:51] talking about this on the historic side of things for years. So I'm like I guess [1:20:55] I'm a little eager to get it done because it has been kind of just fixing [1:20:58] up bsentennial hall in general. So but I think what all your points are important [1:21:03] and that's a good thing for us to see before we [1:21:05] » Is there a timing issue on getting the plants in the ground? Yeah. [1:21:08] » Is this a spring thing now based on the timing? um um anytime you know [1:21:14] traditionally um September 1st until snowfall is our prime time. So we would [1:21:21] like to move this forward. >> Let's say we gave approval. I'm talking [1:21:24] to everyone here. Um you know is this something that the does this go to bid? [1:21:31] I mean they're paying for it themselves. I I'm trying to figure out timing though [1:21:35] like do I need to rush to put this on a meeting when we might have a very long [1:21:38] night. Um, or could I put it on a meeting two meetings from now? I just [1:21:42] want to make sure I'm moving the right. >> We need to get this moving as soon as [1:21:46] possible to get the the trees that need to be eliminated eliminated and get what [1:21:52] we need to get in the ground before it gets too. [1:21:55] » That's what I'm saying. We're trying to do this for the fall. [1:21:58] » Yeah. This has been going on. >> So, so our plan right now is to put it [1:22:04] on the next meeting. Assuming that we get that list and it gives us time as a [1:22:08] group to look at it, we'll um it'll be back on workshop, right, Alison? Or or [1:22:13] would you put it in a different >> It could go if we're doing a resolution [1:22:17] just to bullet point by this, it's being maintained by this. [1:22:21] » No, but the problem >> we do that then there's going to be [1:22:25] there might be some items that they take out of the [1:22:28] » we can workshop it and list a resolution and if nobody agrees then we resolution [1:22:32] » that sounds great. Good to go. >> Thank you so much. Thank you. [1:22:36] » Appreciate it. We'll move forward. >> All right. Uh, next up, that was a very [1:22:41] long minute. Mike, come on. Back up. Public comment on agenda items only. [1:22:48] » Yeah, I'm just wanted to make a couple. I did not know that Secret was going to [1:22:52] make that presentation, but I think it's a good thing. Just two suggestions. [1:22:56] » Um, the soccer and baseball use the Snapchat the most, I think, during their [1:23:02] season. soccer for shoot. [clears throat] [1:23:04] » I think you guys might want to just touch base with the Steve Cop who I [1:23:09] think runs soccer and probably Fair Haven baseball [1:23:12] » just to go in there. I don't personally um baseball didn't use the Snapchat for [1:23:17] many years. When I took over, I opened it back up. I ran it for about two and a [1:23:20] half, three years myself. There's there is quite a bit of stuff. If if Cigar is [1:23:25] going to go into this and and move some machinery around, repaint the floors, I [1:23:31] I don't think there's that much that needs to be replaced as far as big [1:23:35] ticket items. Again, I also don't know who's responsible. I know Chris and I [1:23:38] have talked about this. I never got a clear answer about who's actually [1:23:41] responsible for the equipment in there. I fixed a couple of the machines myself, [1:23:45] got them working. The hot dog machine and pretzel machine are working now. Um [1:23:49] the refrigerator in there is enormous. It is definitely on its last legs. Okay. [1:23:54] Not that it has to be thrown away and replaced. [1:23:57] » If you're going to go through this process now, I think a couple things [1:24:00] should be looked at. Again, touch base with maybe soccer. They definitely use [1:24:05] that place every weekend, right? I don't know if baseball's going to continue to [1:24:09] use it. It's it's really up to them. If somebody has the initiative, they want [1:24:13] to do it, they'll do it. But generally baseball has it from March until [1:24:20] about the beginning of the summer. Well, I don't even think so. No, soccer takes [1:24:24] it back over, I think. >> Does it drive any revenue for baseball? [1:24:27] Like when you do it or not? >> It does. It does. [1:24:29] » It does. >> It It takes a lot, but um [1:24:33] there there's a lot of rusty tables in there. There's some machines that need [1:24:38] probably someone to look at. Like I would get a refrigeration guy in there [1:24:41] to look at that refrigerator and maybe just clean it up a little bit. It's [1:24:44] rusted to hell. All the tables are rusted to hell. There's a giant leak [1:24:48] under the main sink. So, she's going to put in the time to epoxy that floor. [1:24:53] » That leak's got to be fixed. >> Can I make a suggestion? [1:24:57] [clears throat] >> Um, in secrets process, she's an Eagle [1:25:00] Scout >> fan. I love that she's doing that. [1:25:03] » But, but what you're talking about could conceivably be too much for Scout [1:25:08] » 100%. But what Secret could do is interview these key leaders with the [1:25:13] group and then generate a report for council that would identify and maybe [1:25:18] get Nick to to run it by Nick too to identify. [1:25:21] » I'm not sure if DJ's still on but he's been coordinating with the other group [1:25:25] discussing all those those details. So maybe he wants to speak to that. [1:25:29] » Yeah, maybe too. Perhaps Sacred could identify those improvements or you know [1:25:35] maybe investments is a better word so we could consider investing over time [1:25:40] because I don't think we could do all of it at once. [1:25:43] » No, it's just just things to consider would help. [1:25:45] » But I think Mike you bring up a good point. Even the you know this the sink [1:25:49] leaking underneath that's something we can have DPW you know now we know about [1:25:53] we have DBW followup in our facilities. >> Yeah. you guys are going to be putting [1:25:56] in this kind of effort if DBW is going to move this stuff for her to have [1:26:00] access to do all these repairs and cleaning and organization. [1:26:04] » Yeah, >> might be time to get rid of some of that [1:26:06] stuff. >> And and there's a freezer. Fair Haven [1:26:09] Baseball bought like a thousand deep freezer that's sitting in the actual [1:26:13] garage right now. >> Maybe there's things that can be removed [1:26:16] there so you guys can move that into the space so everyone can use it and then [1:26:20] the garage has more space too because the BW utilizes the garage. [1:26:25] There are some things and I think a couple people that you should probably [1:26:28] talk to, especially soccer that may be able to help her with some things what [1:26:33] to look at because these are the people who use it the most. [1:26:37] » All right. Thanks guys. I'll talk about this on Wednesday. Thanks. [1:26:42] » Take care. >> Anyone else public comment on agenda [1:26:45] items only? >> Yes, I stand for fair. I just want to [1:26:51] know for new business introduction of ordinance. Is this the time to be [1:26:55] talking about that or wait? Yes, >> it's okay. So, I just had some questions [1:27:00] about the ordinance for the fire truck, which I [1:27:03] think is great that we have this $1.4 million in our coffers. I guess my [1:27:09] question is how long do we keep excess money that's been [1:27:15] left over from a previous bond? How long do we keep it in our own bank account? [1:27:22] » Are we paying interest? Are we paying interest on that money? Like some of [1:27:26] this is goes back to 2017. >> So $50,000 that we've had we borrowed in [1:27:33] 2017. We're paying interest on it for nine [1:27:36] years. >> So we [1:27:37] » and then we're going to >> I can answer some of this and then jump [1:27:40] in. >> Okay. So literally just [1:27:42] » as as long Good question. As long as the bond deducting, we're paying interest. [1:27:47] Whether we have it sitting aside, we're also earning interest if it if it is [1:27:51] sitting as something, >> but whether we spend it or not, we're [1:27:53] paying interest. Um I think there's a legacy aspect to this um that has caused [1:28:02] um some of the accounts to build up longer than might be normal. Um it's [1:28:07] nothing nefarious or anything. It's just just they were sort of lingering. I [1:28:11] think administrator York has done a great job along with our CFO of [1:28:14] identifying it and cleaning it up. One thing that this is maybe news to some of [1:28:19] us, but one thing that's that Minister York and I picked about is maybe taking [1:28:24] some of the money and paying down the debt. [1:28:26] » Well, that was reduce the interest cost, >> right? We have an extra $5,000. Why not [1:28:30] just >> Yes, we're return and not pay interest [1:28:33] on it. >> It's it's not always an easy. So, when [1:28:35] you sell a bond, you make an agreement with the investor that you're not going [1:28:38] to um pay down the bonds early for a 10-year period. [1:28:42] » Okay? >> Typically, on our last deal, we [1:28:44] negotiate a seven-year lockout. Um but there might be other ways uh to [1:28:50] do it, which are a little more advanced, but but it's not impossible, [1:28:55] [clears throat] >> but that's something we're talking [1:28:56] about, right? >> Because some of these monies are not a [1:28:58] lot. $700,000 is a big chunk of change to be paying interest on. even if we're [1:29:03] getting interest, we're probably not getting what we're paying. [1:29:06] » Yeah, Bill, just and just to add to I mean, I've obviously been here almost [1:29:10] two and a half years now. There was a lot of cleanup that had to get done when [1:29:13] I did arrive. Um, and last year was towards the end of uh Councilman [1:29:17] Olsson's term as chair of finance council. We had this discussion about [1:29:21] going through all of the bonds and determine what money was still left. [1:29:25] Should money have been left in a bond from 2017? No, that's that's certainly [1:29:28] too long. So, there was a lot of cleanup that had to be made and Nancy and I [1:29:32] spent a good portion of this year going through it uh to find it. The fortunate [1:29:36] thing is we were able to find the funding out of these bonds to be able to [1:29:40] pay the fire truck without having to do permanent financing for us. That's a win [1:29:43] for everybody. And just adding on to what Councilman Olsson said too. Um and [1:29:47] I know Councilman Deelli who's the shared finance council, we've had the [1:29:50] conversation as well about it. Um to be able to use that other money to pay down [1:29:54] the debt and so a lot of that you those payments did not hit the tax roles. It's [1:29:58] another win for the taxpayers as well. So, I think we're making a lot of good [1:30:01] moves and with the support of the council. [1:30:03] » Great. Thank you very much. >> Thanks, Bill. [1:30:06] » Public comments. [1:30:09] I I came uh because I have some questions [1:30:14] and a few >> I'm Kathy Myum 91 Princeton Road and I [1:30:20] live on Princeton Road and I know you're thinking about ordinance 2026-11 [1:30:27] and I'm home during the day and cars from the school actually don't haven't [1:30:34] parked on my street uh is my observation which I wanted to share. And I wondered [1:30:41] if um perhaps uh the uh Princeton Road could either be left off of the [1:30:48] resolution or if you're thinking that the kids will force be forcing [1:30:55] themselves to park further down that way. Also on Harvard Road, we've noticed [1:31:02] that they don't tend to park on Harvard Road either. is our observation when we [1:31:08] go around the block to walk the dog. Um so that's just food for thought. [1:31:14] » Mayor, do you want to add to it? >> Sure. So um [1:31:17] » so if >> so we have a so we have the chief's not [1:31:21] here tonight but Lieutenant Dra is here and we could just discuss um so going [1:31:25] back several months ago um we did put no parking on Cambridge and we did pretty [1:31:30] about a little over a week and what and the reason why we had the no parking [1:31:34] there was to determine will the students just not park on Cambridge or they're [1:31:38] going to park somewhere else. Um what happened when we did prevent the parking [1:31:41] on Cambridge, they did park on Princeton, they did park on Harvard, [1:31:45] they did park on Oxford and they do every day still park on Ruckers. That's [1:31:49] one of the other spots as well. So they did shift. Um the concern of why the [1:31:53] ordinance was presented in the way it is >> is because if we do restrict on those [1:31:57] streets, they are just going to shift down and park on those and then it push [1:32:00] it doesn't solve the problem. It pushes the problem to the other residents and [1:32:03] now they're having the same quality of life issue that the residents on [1:32:06] Cambridge are talking about and some of the residents on Ruckers. So that's why [1:32:10] it's included. Um, but again looking at it and I think the council when they [1:32:14] were addressing this looked at the most, you know, you know, non-restrictive way [1:32:18] to do it and rather than like Rumpson did two-hour parking or um or just not [1:32:23] having any parking at all, they did three-hour parking. So essentially, you [1:32:26] know, if you if you live in that house, you don't really have to move your car [1:32:30] until 10 10:00 a.m. because you have 3 hours it can be parked in that zone. And [1:32:35] if you go out during the day, like you come home at 12:05, you know, you don't [1:32:39] have to move your car either. So it's only 3 hours. You can't be parked there [1:32:43] for more than 3 hours. It's probably the least restrictive for anybody who's [1:32:46] there going on if they're concerned and >> right shifting the problem [1:32:51] » changed people's uh motus operandi I must say in great in in quite a big [1:32:59] fashion um from what their habits are in the [1:33:05] past not only for the people who live there uh some people uh have especially [1:33:12] live on corners they have two entrances to their homes and that kind of thing [1:33:17] and they they park. Right. I know my neighbor park has his [1:33:20] » and we're not preventing parking. I mean, you're still allowed to park on [1:33:23] the street. You just can't leave your car parked in the same location on that [1:33:28] street for more than 3 hours. >> Well, I understand. [1:33:30] » So, so my other my other >> it's only between 7 and 3. [1:33:34] » I understand. And people also have workers in their homes and things like [1:33:39] that who need parking. Um on our street they have nannies and other workers. [1:33:48] » That's why we didn't want to go to the permit system because of things like [1:33:51] that. >> I the one thing I'll say is every action [1:33:56] has a reaction, >> right? [1:33:58] » Move things around and it'll be a reaction to that, right? And we're going [1:34:01] to take that feedback and data and bring it back up here. And if we need to make [1:34:06] further changes or or um you know slice the apple, [1:34:12] » let me give you some other thoughts that mean very important to me. I was also [1:34:17] wondering about the amount of signage that's going to be placed and the [1:34:22] spacing of the signage >> in order to make the message. [1:34:25] » So I can answer that real quick. >> I'm very concerned about visual [1:34:31] uh site pollution and making the message clear without having lots of signs. [1:34:38] » We won't have any. So what so um we spoke with the prosecutor to determine [1:34:42] what was required for signage. Okay. >> Uh technically we don't have to put any [1:34:45] signage there as long as we advertise the ordinance. We are not required to [1:34:48] put any signage there for being forced. Um we did decide we probably should have [1:34:52] signage there so people are aware. So there will only be two signs on each [1:34:57] street or at the entrance. Ruckers will only have one because it's a culde-sac, [1:35:01] but all the other streets only have one at each entrance. So, there'll be the [1:35:04] least amount of signs possible. Again, because sign pollution was certainly a [1:35:09] concern for us. We did want to change the character of the neighborhood. [1:35:12] Again, we don't have to put any signs according to the prosecutor, but again, [1:35:15] so people are aware that the fair thing to do with the minimum amount. So, um [1:35:19] the entrances to the streets, so the most would be two on each. [1:35:23] » Perfect. >> Okay. [1:35:24] » Solves that problem. Kathy, one other thing because we care [1:35:29] about the same things you care about. >> Oh, right. [1:35:31] » But hopefully this forever, >> you know, [1:35:34] » this is what I would I had that also here, but I wasn't going to ask. [1:35:37] [laughter] >> Yeah, we will see. But [1:35:41] » yes, I know they want to get on the road and [clears throat] go [1:35:45] » their ways. >> I have a lot of the same concerns as you [1:35:48] and I still have them. Um, but I do know something has to happen. [1:35:52] » Yes. for I hope it's not too horror on you guys and maybe the school will come [1:35:57] up with their own solution which will eliminate all of this inconvenience for [1:36:02] our res. >> Oh yes. [1:36:04] » Yeah. Continue for those people on Cambridge or Rers. I know that's [1:36:10] terrible. >> Okay. Thank you for clarifying that. [1:36:13] » Thank you. Is there anyone else with public comment on agenda items only? [1:36:17] Alison. [1:36:22] » All right. We're going to move to approval of minutes July 27, 2026 [1:36:25] special meeting. Do I have a motion to approve? [1:36:27] » Motion. >> A second. [1:36:29] » Alison, may I please have a roll call? [1:36:34] » Yes. >> Pot? [1:36:35] » Yes. >> Mi? [1:36:37] » Yes. >> Olson? [1:36:38] » Yes. Uh July 27th, 2026 executive session. Motion to approve. [1:36:43] » Motion second. >> Alison, may I please have a roll call? [1:36:45] Council on Miss Selling, yes. Cotch, >> yes. [1:36:49] » Yes. >> Uh July 27, 2026 regular meeting motion. [1:36:54] » Motion to amend. >> So I So I have a motion to amend. Um [1:37:00] it's on page eight, line nine. It says that um [1:37:07] » hello. >> So it's it's [1:37:11] » 27 page. It's the second start second paragraph. Council me has to step back [1:37:16] on this. There's something needs to be done. She refers to the mayor's comment [1:37:20] methodically debating this matter for five years and stated that this is the [1:37:25] first time she ever heard about this. And that is not what I said. I didn't [1:37:29] say this was the first time I ever heard about this. I said this the first time [1:37:34] we are debating this issue. And I think there's a big distinction there. [1:37:37] » So I'd like to make that change. >> I'll second that. Have you guys moved? [1:37:43] objection. [laughter] >> That's all I have. The motion to approve [1:37:47] or is that done? >> We need to do we need to we just approve [1:37:51] it with that change. Alison. >> Yeah. [1:37:55] » Motion to approve the amended minutes. [1:37:59] » Alison, may I please have a roll call? Council [1:38:02] » members call. >> Yes. [1:38:04] » Dell. >> Yes. [1:38:07] » Yes. >> Yes. [1:38:09] » Yes. make an important point where Allison who made the motion for the [1:38:14] special meeting. >> I know I did. [1:38:16] » Yeah, she wasn't there >> and I wasn't there. I think Elsa would [1:38:19] have flagged it if it was a sticking point. But that was me, Alison. [1:38:23] » Yeah, she made the council made the made the motion seconded. [1:38:27] » I did. >> And she wasn't at the meeting, didn't [1:38:28] vote the special meeting. So, should we redo that? [1:38:34] » Tell the executive the special meeting. >> Yeah. [1:38:39] So, I'd like to make a motion to approve the special meeting next. [1:38:42] » I'll second that. >> Please have a roll call. [1:38:49] » So, [clears throat] you're talking about the tan. [1:38:51] » Yes. >> Okay. [1:38:53] » One of the people special meeting. [1:38:58] » Wow. That was a good casual. >> I picked sens as soon as they did and [1:39:05] then she went to the next. I who thinks that [1:39:10] » so the quietest guys listening to good [1:39:15] » okay >> thank you uh next up old business [1:39:18] hearing and adoption of ordinances 2026-11 [1:39:22] supplement burough code chapter 7 sections 15 and 20 have a motion to open [1:39:27] » motion >> a second [1:39:30] » all in favor >> anyone opposed anyone up here have [1:39:33] anything on this >> I think it's a great compromise [1:39:37] Um, you know, as we've all talked about, there's lots of push and pull on a lot [1:39:41] of these issues. We're trying to make the best of an imperfect situation. It's [1:39:46] not forever, hopefully. Um, so I really think it's we've all done a great job of [1:39:51] finding a counselor. >> Yeah. And one thing that I've said [1:39:54] before is that, you know, I have some concerns. Um, but I'm willing to try [1:39:58] this because something needs to happen. I just want to make sure that we are [1:40:02] looking at what's actually happening and evaluating it very regularly because it [1:40:06] is going to affect a lot of people in town. [1:40:08] » It is. >> Yes. [1:40:10] » Anyone in the public have anything on this? [1:40:14] Allison, anyone along? >> No. [1:40:17] » A motion to close. >> Second. [1:40:21] » Uh, all in favor? >> Anyone opposed? [1:40:25] Uh, do I have a motion to approve? >> Motion. Second. Alison, may I please [1:40:29] have a roll call? [1:40:33] » Hold on. Go back to who offered >> Betsy then Tracy. [1:40:39] » Council member. >> Yes. Sell. Yes. Cotch. Yes. [1:40:44] » Yes. Alson. >> Yes. Um and B administrator York. I [1:40:49] assume we're going to get notice over. Um, [1:40:53] » I already have a thing to >> Yeah, we're going to we're going to [1:40:58] we're going to email. We also send a certified as well. [1:41:00] » Can't claim that they didn't. >> We're certifying the streets [1:41:04] » like every street affected. >> Yeah. Okay. [1:41:06] » Yeah. But we're going to send the correspondence for the um ordinance that [1:41:10] was approved tonight to the school both email. We're also going to certify mail [1:41:13] as well. >> The residents aren't getting individual. [1:41:16] I'm sending it to at least the residents that attended the [1:41:21] last meeting. See, I think spread the word of it, but I don't think that I [1:41:25] think it's going to be in our social media. I [1:41:27] » I think that's not enough because this is a big change for every single person [1:41:31] on each of the college streets. I think it needs to be they need to get a letter [1:41:35] in their mailbox or something. This is a big change. I mean, as you said, it's a [1:41:38] lifestyle change. So, I think that we need to be better about getting it into [1:41:42] every resident. >> Why don't we discuss that in the [1:41:44] communications meeting? When's our next communications meeting? We don't [1:41:49] » I mean we could I mean if we're looking for postage and we want to we and want [1:41:52] to send a mailer to each house as well. We could certainly do that. I mean if [1:41:55] that's if that's what we do, >> you know, we want to if we want to pay [1:41:59] for postage and send it, we can certainly do. [1:42:02] » I'd be happy to help other we can just mail, you know, we did [1:42:07] postage on and mail it. >> That's it's something we'll need. Right. [1:42:11] » Uh, new business introduction of ordinances. Uh, 2026-12 bond ordinance [1:42:17] reappropriation for acquisition of new fire truck. Do I have a motion to [1:42:20] approve? Motion. >> Second. [1:42:22] » Alison, may I please have a roll call that was [1:42:31] » members? [1:42:34] Yes. >> Yes. Thank you. 2026-13 [1:42:39] repeal ebike regulation ordinance. >> I think it just you maybe want to say [1:42:43] there's a state law. >> Yeah. [1:42:45] » And it's been superseded. >> Superseded by state law. It's a good [1:42:49] word there. Mayor [laughter] [1:42:53] » Alson, may I please have a roll call? >> Call. [1:42:57] Yes. Yes. >> Yes. Uh thank you. Uh, next up, consent [1:43:01] agenda resolutions 2026 175 through [clears throat] 2026-190. [1:43:08] Um, before I ask for a pin, does anyone want to separate it? [1:43:11] » I would like to. Um, can I separate it? 2026 180. [1:43:15] » I'd like to separate 179. [1:43:21] » Okay. Um, do you want discussion? Um, I just think I need to for me I need to um [1:43:32] » be separate. >> You can just abstain from whatever [1:43:35] resolution. >> I love good. [1:43:40] » Um, so I I don't know how that works then. [1:43:43] » I'll just be accept. >> Yeah. [1:43:47] » Okay. >> Um, and then 179 order. [1:43:52] » Oh, you guys love it. refusals. Okay. Um so how about this? Do [1:43:59] we do we need do we need three separate votes? [1:44:01] » No, we're going to do one for each of those. Okay. [1:44:05] » Um so we're talking 175 through 190. >> Um with a recusal from Brian on 179, a [1:44:13] recusal from Michael on 180. Um do I have a motion? [1:44:19] » Second. Uh Alison, may >> I please have a Council [1:44:24] members Cole, >> yes. Inelli, [1:44:27] » yes. Cut, >> yes. [1:44:29] » Yes. Also, >> yes. [1:44:31] » Uh, thank you. Department reports July 2026. Um, a motion to approve all of [1:44:38] those reports. Municipal clerk through municipal court. Motion with a Hardy. [1:44:42] Thank you. >> Second. [1:44:44] » All in favor? >> Anyone opposed? [laughter] [1:44:49] » Does anyone have any committee updates? >> That's nice. that's on there and I don't [1:44:53] notice it, I'll I'll be more prepared. >> So, we talked about in the in the [1:44:57] communications meeting that we would like to make sure that we're having [1:45:01] committee. So, we'll move forward if anyone does not mention anything. Don't [1:45:04] feel that you have to, but we'd love to hear what's going on in your committee. [1:45:08] » Sure. >> Thank you. [1:45:09] » Um, good to the burrow. Please stand identify yourself by clearly stating [1:45:13] your name and address for the record. Please observe time of three minutes. [1:45:17] Anyone with a burrow or public? [1:45:22] Welcome back though. Missed >> you. [1:45:25] » So on your >> name and address please. [1:45:29] » Answer if fairly. So on the consent resolution [1:45:32] 2026-175 the title is [snorts] [1:45:37] interview for police chief. The first whereas says interview for patrolman [1:45:43] the therefore says police chief. So I'm just [1:45:49] matter. It is indeed for release. >> Do we need you? Don't need to revote on [1:45:56] that bill. >> Thank you, Bill. [1:45:59] » Anyone else? Would they go to the burrow the public? Alson, anyone on? [1:46:05] » No. >> How about fireman's fair? I know it's [1:46:07] not really us, but I mean it's kind of us. So, um, make sure you're [1:46:11] volunteering. Everyone in the fireman's here coming out. Very excited before our [1:46:15] next meeting. So, to see all that. >> Anyone else? Uh the historic association [1:46:20] is hosting its annual garden party. Um this year we'll be celebrating the 120th [1:46:28] anniversary of a bar pond and um honoring Chris Brennan on that same [1:46:34] spirit. Many people have seen his video which is wonderful. He's a really great [1:46:39] historical. Brunson Hill and it is a tremendous uh history that [1:46:45] really includes a lot of therapy. >> So this year it is 120 years of [1:46:51] » please get your GPS to the phone. >> September 26th. [1:46:54] » September 26th. Thank you. >> Anyone else? [1:46:57] » Um I would like to discuss potentially I think I'm going to reach out to all of [1:47:02] you now that um we have the Cambridge thing settled. I might want to send a [1:47:06] second email. We never a second letter. We never received um a response back [1:47:12] from the RBR board of education. Um and in our new rules, they still do have to [1:47:18] cross the street across Ridge Road. So, the safety concern still does stand and [1:47:24] it's something that I am concerned about. Um and we did not receive [1:47:28] response and I'm hoping that RBR sees that if there are kids that are going to [1:47:33] be crossing the road that they should be protected. So, [1:47:35] » did we um did we communicate that to the county? [1:47:39] » Yes. >> Okay. [1:47:41] » They received they received the letters. >> Um the other thing, just to correct the [1:47:45] record from the finance committee, there was a communication that went around the [1:47:49] town today saying that we had a tax rate of 1.427. [1:47:53] That's incorrect. That's last year's tax rate. Our tax rate this year is 1.395. [1:47:58] That encompasses um the schools, the county, everything. Um and our portion [1:48:04] of that for the [clears throat] municipality is 311. [1:48:08] That's the portion that 22% that we uh take care of. I also want to make it [1:48:13] clear that the finance committee is constantly meeting. We look over every [1:48:17] single line item consistently all the time. And the reason that sometimes we [1:48:21] do have to cut a service is just because of that because we have to fit it all in [1:48:25] the pot. Um that's what I got. >> Sure. There is a community solar event [1:48:33] through the green team and that is on September 13th. [1:48:38] » Thank you. >> Stop solar. Sorry. [1:48:40] » We do have an executive session tonight. >> So [laughter] [1:48:47] » I'm going to ask to uh No, we're going to go we're going to [1:48:51] go out into executive session. The time is 8:50. Do I have a motion? [1:48:55] [clears throat] >> Second. [1:48:57] » All in favor? >> Anyone opposed? Thank you. [1:49:04] Uh motion to close the meeting at 9:01 p.m. [1:49:07] » Motion second. >> All in favor? [1:49:10] » Anyone opposed?
