[0:01] Welcome, ladies and gentlemen, to the [0:03] board of commission, city hall, Bowling [0:04] Green, Kentucky, regular meeting, April [0:07] 21st, 2026 at 4:30 p.m. We're going to [0:10] begin the evening with the invocation [0:12] and pledge of allegiance. And I will [0:13] turn it over to Commissioner Sue [0:15] Perigan. [0:16] >> Thank you very much, Mayor. It's my [0:18] pleasure tonight to have Bridget Kurt [0:20] Gross in the audience. Um, she is the [0:22] director at Christian Family Radio. So, [0:25] I was blessed to have gotten up this [0:27] morning and I went back and forth [0:29] whether I was going to go to the um [0:31] ribbon cutting for their 40th [0:32] anniversary and I thought, you know [0:33] what, it's just around the corner from [0:34] me. Let me go. So, I went and I have not [0:37] spent many uh events that inspired and [0:42] it's my turn. I was going to do a a [0:44] blessing and then Bridget was just so [0:47] inspiring and just so enthusiastic as [0:49] what they do in our in our community is [0:51] so amazing. So I said, "Bridget, how [0:53] about coming to the city hall this [0:54] afternoon and helping us out?" Um, so [0:58] she has been with them for for 12 years. [1:01] And would you like to introduce your accomplice here? [1:10] » It it really it really is a great thing. [1:12] Media [1:13] >> is is a double-edged sword, of course, [1:15] as we all know, but in this manner, it is not a double-edged sword. It's a [1:19] blessing to our region, our community [1:21] that we have that that means to to [1:24] spread the gospel in the in the word. [1:26] So, thank you very much for being here. [1:29] >> Please. [1:32] » Um, I wanted to take just a minute if I [1:34] could um and just tell you we're [1:36] celebrating 40 years. We will be on the [1:39] air 40 years. And so, it didn't start in [1:43] a boardroom. It didn't start typically [1:45] or corporately. A grain farmer from [1:48] Warren County went out west. He heard [1:51] Christian music on the radio. This was [1:53] before we had these phones that we could [1:55] play on. He heard the music and he was [1:58] already volunteering at his church. And [2:02] what he wanted was to bring the music [2:04] that he heard back to Bowling Green, [2:06] Kentucky. And that's what he did. He [2:08] came back, he asked his um kids to [2:11] listen to the music. They said, "We want [2:13] a radio station that plays that kind of [2:15] music here." And that conversation and [2:19] that prayer and that farmer seeded 40 [2:23] years of ministry experiences, music, [2:26] I'm a western grad, communications. Um, [2:30] God brought me to media and I believe [2:33] media is a manifold of exhortation, [2:36] delivering information accurately. And [2:38] on CFR, it's always going to be [2:41] delivered to strengthen family, faith, [2:44] and community. So, it's an honor to pray [2:46] for you. Thank you for being a public [2:49] servant, and thank you for making our [2:51] community stronger. Would you pray with [2:53] me? [2:55] I thank you, God, tonight for these your [2:58] servants. We are here earnestly carrying [3:01] burdens. We're carrying joy. We're [3:03] carrying hope. We're trusting you, God, [3:05] in your love and your peace to help us, [3:08] Lord, to trust you the most more than [3:11] our fears and our wounds, even our [3:14] accomplishments. We pray that you would [3:16] be glorified tonight through the [3:17] decisions of the city commission. We [3:20] pray that poverty, violence, anger, and [3:22] hate would cease and that we would have [3:26] the eyes to see how our lives are all [3:29] connected and how your common good is [3:31] upheld when we listen and respond with [3:33] pure intention. We pray for wisdom, for [3:36] strength, for courage to do what is [3:39] right and good for all the citizens. May [3:43] we be good neighbors recognizing your [3:45] image in every person. Let your light [3:49] shine throughout every neighborhood, [3:51] school, and storefront and church. Let [3:54] the gospel permeate every part of this [3:58] city and break through every area of [4:01] darkness. In the name of Jesus, whose [4:04] perfect love sets us free from all fear. [4:08] Amen. [4:12] Pledge of Allegiance [4:15] to the flag of the United States of [4:18] America and to the republic for which it [4:21] stands. One nation under God, [4:25] indivisible, with liberty and justice [4:27] for all. [4:30] >> Thank you so much, Bridget. That was [4:32] amazing. Great way to start our meeting. [4:36] >> Thank you, Bridget. [4:37] >> Thank you. [4:38] Commissioner Perigen. [4:40] Mrs. Jackson, will you please provide a [4:42] roll call at this time? [4:43] >> Commissioner Perigan here. [4:45] >> Commissioner Bailey here. [4:46] >> Commissioner Beasley Brown here. [4:47] >> Commissioner Hill here. [4:49] >> Mayor Alcott [4:50] >> here. [4:51] >> Mr. Misel, how are you tonight? [4:54] >> Good. Thank you, Mayor. Uh, just a [4:55] couple of things. Uh, if you are in the [4:57] audience and wanting to make public [4:59] comments, please sign the register in [5:00] the back corner of the room. We'll take [5:02] those up after our regular uh, agenda. [5:05] Uh secondly, I would like to request uh [5:08] to pull item number six uh uh ordinance [5:12] BG2026-6 [5:14] uh from the agenda tonight for further [5:17] uh discussion, further work. Uh and [5:19] we'll bring that back at a later time [5:22] hopefully at the next meeting May 5th. [5:25] But we'll need uh need to [5:29] action. Okay. Thank you. Ashley, that's [5:30] all I have. Mayor, [5:32] >> do I need [5:34] >> at this time? Thank you though. Thank [5:35] you, Mr. Misel. First item will be [5:38] approval of amendments for special [5:39] meeting April 2nd, 2026. [5:42] >> Second. [5:42] >> Moved by Commissioner Perigen. Second by [5:44] Commissioner Hill. [5:46] >> Roll call, please. [5:47] >> Yes. [5:47] >> Bailey, yes. [5:48] >> Beasley Brown, yes. Hill, [5:50] >> yes. [5:50] >> Alcott, [5:51] >> yes. Municipal order number 2026-89. [5:53] >> Municipal order approving amended and [5:55] restated workforce coordinator agreement [5:57] among the city of Bowling Green, Warren [5:58] County, and Bowling Green area Chamber [6:00] of Commerce. [6:02] >> Second move by Commissioner Hill. Second [6:04] by Commissioner Beasley Brown, Mr. [6:06] Misel. [6:07] >> Hard to believe, but since 2014, we have [6:09] partnered with the county and the the [6:11] Chamber of Commerce uh for this [6:13] workforce uh coordinator position uh to [6:17] proactively work uh with targeted [6:19] businesses in in Bowlinger and Warren [6:20] County. Uh work with our workforce uh de [6:23] development board. Uh work with our K [6:26] through 12 education partners, Warren [6:28] County Schools and Bowling Green [6:29] Independent School System. and as well [6:32] work with WKU and Sky CTC and just [6:36] provide uh you know transparency, [6:38] provide reporting to the city and [6:40] county. And uh I'd like to thank [6:42] Meredith Rosanski for her her work on [6:45] this for many many years. But before you [6:47] tonight is just uh a renewal of our [6:50] agreement uh with the chamber to provide [6:53] in exchange for all those services I [6:55] just mentioned uh $35,000 [6:58] uh for a term of two years uh $35,000 [7:03] annually and uh would like your support [7:06] on this to to keep this going. Uh [7:09] Meredith is with us tonight can answer [7:11] any questions you might have on this [7:12] one. [7:14] >> Mr. Misel commissioners questions at [7:16] this time. [7:18] >> This has been a big key uh to keeping [7:20] the SCK launch alive well and growing [7:24] and thriving and which is a key key [7:27] pipeline for our workforce uh here in [7:30] Bowlinger Warren County and our our Brad [7:33] region. In fact, [7:34] >> been a great partnership to have the [7:36] chamber as the catalyst and workforce [7:39] development [7:41] um be the key to bringing our community [7:44] together and working with the county. [7:46] That collaboration is a a statement in [7:48] itself. So, thank you. [7:52] please. [7:52] >> And it has also helped out I think you [7:54] know I was reading talk about the [7:55] significant benefits the job [7:57] opportunities and we know like across [8:00] America not every city is like [8:02] Bouldinger in Kentucky. We're growing [8:06] >> I agree with you. Hey we need [8:08] >> as good as us [8:09] >> but you know the thing is that we're [8:11] creating jobs that's like $20 per hour [8:13] $30 per hour. That's not by accident and [8:16] stuff. So, we appreciate the chamber and [8:18] being able to have a workforce to get [8:20] into those jobs. Bowling Green is it's [8:22] the city to be right now. Like you said, [8:24] there's no city like Bowling Green, [8:25] Kentucky. [8:27] >> This is the best and and we greatly [8:29] appreciate the partnership. We could not [8:30] do um what we do without your support. [8:32] Not just financially, but many of you [8:34] roll up your sleeves and help us um with [8:36] all of our events and activities. Um, I [8:38] was looking over the report that we sent [8:40] you and the fact that just in the eighth [8:42] grade experience alone, we've impacted [8:44] over 26,000 students in our area. I [8:46] mean, that's amazing. I don't know any [8:48] other community that has numbers to [8:50] report like that. Um, and because of [8:52] that, we've been benchmarked by several [8:54] other communities. I actually just had [8:56] an update recently. So, Savannah, [8:58] Georgia, who came to visit us a couple [8:59] times. Um, and St. Lucy County, Florida [9:02] came to visit. They both la in 2025 had [9:05] their first eighth grade experience [9:07] events. So, not only are we impacting [9:09] the students here, um, our reach is [9:11] spreading far and wide and it's [9:12] impacting other students in other [9:13] communities, which I think is just [9:15] amazing. So, thank you so much for your [9:17] support. [9:18] >> Thank you, Meredith. [9:20] Other questions at this time? Roll call, [9:22] please. [9:23] >> Yes. [9:24] >> Bailey, yes. [9:25] >> Beasley Brown, [9:25] >> yes. Hill, [9:26] >> yes. [9:27] >> Alcott, [9:27] >> yes. Municipal order number 2026-90. [9:30] Munis border authorizing and approving a [9:32] workforce participation project [9:34] agreement between the city of Bowling [9:35] Green, Warren County, and Crowd South [9:37] LLC. So moved. [9:38] >> Second moved by Commissioner Arjun, [9:40] second by Commissioner Bailey. Mr. [9:42] Misel, you [9:43] >> all heard presentation by Jason Heflin, [9:46] the CEO at Crowd South a couple meetings [9:48] ago. Uh before you tonight is a renewal [9:51] of that agreement with them and the [9:53] county to keep our BG Works uh up and [9:57] going. Uh this this website has uh been [10:00] very successful. I think we have placed [10:02] over 5,000 uh people in jobs uh using [10:05] this website. Uh we are proposing to [10:08] just uh repeat uh a $90,000 each uh [10:13] contribution toward uh keeping this [10:16] website maintained and going. Uh they [10:19] have some uh new goals this year uh to [10:23] uh put more effort toward a digital [10:24] resource center uh more support when [10:28] there are layoffs with companies. They [10:30] work closely with workforce development [10:31] board John Swords and they they they [10:34] track those and help uh those laidoff [10:37] employees seek new jobs through BG [10:40] works. Uh there's going to be a new [10:42] effort uh toward white collar employment [10:45] uh support and then uh just want to grow [10:48] uh the employer partnerships. I think [10:51] their target is over 200. We're just uh [10:54] I think around 180 or 190 currently with participating employers and they [11:00] want to continue to grow those. That's [11:02] what helps uh put people in in jobs. So, [11:05] uh, $90,000, [11:08] uh, for a 12-month contract starting [11:10] July 1 to next June 30th of 27. Uh, [11:15] request your support on this one. [11:18] >> Mr. Mel also saw the state taking some [11:22] cues. Uh, Robert Dval's legislation went [11:26] forward to recruit from outside of the [11:28] state and there's going to be some [11:30] incentives that will line up with our [11:33] initiatives. And I think that will be a [11:35] great effort as well. [11:37] Exciting to see that [11:41] others are are watching what's happening [11:43] here and our representatives are taking [11:46] that to the state level as well. This is [11:48] basically a local Indeed or local [11:51] monster.com that really drills down and [11:54] gets you to where what the the things [11:57] you want to look at, what you want to [11:59] see locally. So, it's been a really good [12:02] tool for us. [12:05] Commissioners, other comments, [12:06] questions. [12:08] >> Okay, we lost Sue there for a minute, [12:10] but we'll see. We'll see if we can bring [12:12] this one over. Roll call, please. [12:15] >> Who's absent for the vote? Bailey, [12:17] >> yes. [12:17] >> Basley Brown, yes. Hill, [12:19] >> yes. [12:19] >> Alcott, [12:20] >> yes. Well, that one pass. All right. [12:22] Municipal order number 2026-91. [12:25] >> Board approving a job development [12:26] incentive program employee withholdings [12:28] credit agreement with Stbridge Company. [12:30] >> Move. Second. [12:31] >> Moved by Commissioner Beasley Brown. [12:32] Second by Commissioner Hill. Mr. Misle [12:35] ask Katie Shallow Ward, our assistant [12:37] city manager, to give you an overview of [12:38] this item. Katie, [12:40] >> hello. I didn't have any personnel [12:42] tonight, so uh I I get to work with [12:45] this. Um we did have a workforce um uh [12:49] sorry, we're I'm stuck on workforce. [12:51] There was a job development incentive [12:52] program committee meeting back in March [12:54] where this project was presented. Uh [12:56] it's going to create 15 new jobs with [12:59] Stbridge Company for an expansion [13:01] project. that they have in place um [13:03] provide approximately $2.7 million of [13:06] capital investment in the community. Uh [13:08] and so the 1% credit that we would pro [13:12] provide uh will be approximately $81,000 [13:16] for them over a 10-year period. [13:20] » Katie, also very exciting to see a local [13:24] company [13:25] expanding. And so this is a great [13:28] announcement and a great initiative on [13:31] our behalf to continue that though the [13:35] local to stay and want to thrive and and [13:39] u our mutual investments will bring more [13:41] growth here. So thank you. [13:43] >> That project's moving quickly too. U [13:44] it's already been announced obviously um [13:47] earlier this month. So it's moving. [13:50] >> They're an amazing company. Mayor, I'm [13:52] just amazing what they're doing out [13:54] there. Have you ever seen those bridges? [13:55] I I've been up there and there's [13:57] literally [13:59] um steel that would be five times the [14:02] length of this room under one warehouse [14:05] and they put that on rail and truck and [14:08] move it which is incredible. Most of [14:10] it's done when we're sleeping. [14:13] >> But the all across the country quality [14:15] that goes into that facility and into [14:18] that craftsman. It's one of the biggest [14:20] B bridge builders on this side of the [14:22] Mississippi. And I understand that they [14:24] go another side of the Mississippi too. [14:27] A [14:27] >> lot of welders. [14:30] >> Okay. [14:31] >> Other questions, comments? [14:33] >> None. Roll call, please. [14:35] >> Yes. [14:35] >> Bailey, [14:36] >> yes. [14:36] >> Beasley Brown, [14:37] >> yes. [14:37] >> Hill, [14:38] >> yes. [14:38] >> Alcott, [14:39] >> yes. Municipal order number 2026-92. [14:43] Municiper authorizing the mayor to [14:45] execute a certificate of approval for [14:46] the issuance of bonds for the Kentucky [14:48] Bond Development Corporation for the [14:50] benefit of Collegiate Housing [14:52] Foundation, Inc. and its affiliates. [14:55] >> So move second by Commissioner Hill, [14:57] second by Commissioner Perigan. Mr. [14:59] Misle hand off to Katie for this one as [15:02] well to give you a explanation and [15:04] overview. Thank you Katie. [15:07] >> So the Kentucky Bond Development [15:08] Corporation is going to issue the bonds [15:10] for this project. The city of Plum [15:13] Springs is the sponsor of the project, [15:15] but because the project is within the [15:17] jurisdiction of Bowling Green, it [15:19] requires the mayor to sign this [15:21] certificate. And this is a requirement [15:23] by the IRS, not something that we can [15:26] ignore. Um, and so that's that's all [15:29] this is. It is not uh in any way [15:31] obligating the city for this project. [15:33] It's just a formality that we have to [15:36] follow. [15:39] Great. [15:40] >> Thank you, Katie. [15:42] questions. [15:46] » Roll call, please. [15:48] >> Yes. [15:49] >> Bailey, [15:49] >> yes. [15:50] >> Beasley Brown, [15:51] >> yes. [15:51] >> Hill, [15:52] >> yes. [15:52] >> Alcott, [15:53] >> yes. Municipal order number 2026-93. [15:56] >> Municipal order authorizing and [15:57] approving revisions to the housing [15:59] choice voucher program administrative [16:00] plan. [16:01] >> Moved. [16:01] >> Second. [16:02] >> Moved by Commissioner Bailey. Second by [16:04] Commissioner Hill. Mr. Misel. This is uh [16:07] ad administrative plan for the city's [16:09] housing choice uh voucher program. Uh [16:12] just needs to do need to do some [16:14] updates. Uh revisions include uh [16:17] something for emergency transfer plans. [16:20] Uh another section on sexual offenses, [16:23] tenant screenings, uh minimal income, [16:26] self-employed [16:27] tenants, uh based that on other tax [16:30] returns, uh other nonwage income [16:33] considerations. Uh some revisions there. [16:36] Uh another section on repayment [16:39] agreements. Uh rules for sizing of [16:42] vouchers is in here. Some just some [16:44] tweaks. Uh three more sections. Changes [16:48] in family uh family um uh size, family [16:53] unit size. And then uh two last sections [16:56] are assistant to assistance to students [16:58] and student financial assistance. Uh uh [17:02] Elvier Ramik, our housing division [17:05] manager, is here with us tonight uh [17:08] helped or put this together uh with with [17:11] to meet requirements of HUD and uh some [17:14] local requirements as well and she can [17:16] answer any questions you might have but [17:18] encourage and support this and ask for [17:21] your vote of approval. [17:24] >> Masel a vera thank you very much for [17:26] your work on this. Commissioners [17:28] questions, comments, [17:30] >> just really thankful for all the work [17:32] you all do and making sure that we have [17:34] families um that are able to afford uh [17:37] rent and a home for their their kids and [17:39] um just helping them make ends meet [17:41] monthto-month so that they can make [17:42] progress and hopefully reach for that [17:44] stability. I'm just really grateful for [17:46] the ways that you are uh utilizing [17:48] federal funds and bringing them back to [17:50] home to our community. Um would you [17:52] again just kind of reiterate kind of [17:54] where we're at in terms of how many [17:55] vouchers we have here in the city and [17:57] how many families that's serving and [18:00] >> so right now we sit at 750 vouchers. Uh [18:04] whenever I took over Elv 15 years ago we [18:08] had 606. So we've been able to grow the [18:11] program by 144 vouchers and we're [18:14] looking to continue to grow uh in the [18:16] coming months. So we're still evaluating [18:18] what options are out there. uh one of [18:20] the things in in managing a voucher [18:22] program is you have to manage the number [18:23] of vouchers and the cash side of it. So [18:27] there are two sides. So you have to [18:28] manage both of those. Uh and DC is [18:31] always changing and always evolving and [18:33] always coming up with new ideas and new [18:35] regulations and new ways of doing [18:37] business. So we have to manage those uh [18:39] as well. So you'll see some things in [18:41] here uh in the section where it says HUD [18:44] policy or HUD regulation. That is a HUD [18:47] derived thing. and they said you have to [18:48] have this and then there's some local [18:50] ones where there are options on on where [18:52] do we tweak and what do we change. Uh so [18:54] thank you for the support. It's a [18:56] program where we're we're glad to we [18:57] have the opportunity to uh help families [19:00] monthtomonth uh and really make sure [19:02] that affordable housing is available to [19:04] everyone in Bowling Green. [19:07] >> Thank you Brent. Thank you Vera. [19:10] Other comments, questions? [19:13] None. Roll call, please. [19:15] >> Yes. [19:15] >> Bailey, [19:16] >> yes. Beasley Brown. [19:17] >> Yes. [19:18] >> Hill, [19:18] >> yes. [19:18] >> Alcott, [19:19] >> yes. Municipal order number 2026-94. [19:23] >> Municipal order authorizing and [19:25] accepting Bid number 202646 [19:27] for fire department equipment from [19:28] various vendors and Atlantic Emergency [19:31] Solutions through non-competitive [19:33] negotiations in an amount not to exceed [19:36] $200,000. [19:37] >> Move. [19:37] >> Second. [19:38] >> Moved by Commissioner Beats the Ground. [19:40] Second by Commissioner Hill. Mr. Muscle, [19:42] >> as we've done uh in prior years, uh we [19:45] know what we're going to need in in [19:47] terms of uh safety supplies, uh [19:49] equipment, safety items for the fire [19:51] department. And so, once again, we have [19:54] gone out and uh put those out on a list [19:58] and let companies uh bid on those uh [20:01] those items. And before you tonight is [20:04] uh the award of several different ones [20:07] as you see in the memo uh well written [20:10] by um Deputy Chief Doug Morris. Uh we're [20:14] going to award some items to Centennial [20:17] Supply. Uh some to 911 Fleet and Fire [20:21] Equipment. Uh there'll be one item [20:23] awarded to Fire Department service and [20:26] supply. And then for some items that we [20:29] did not get any bids on, we went into uh [20:32] competitive negotiations with Atlantic [20:35] Emergency L Emergency Solutions and u [20:39] got uh a quote from them and estimate uh [20:43] those items to be uh probably around [20:46] $50,000 that we will purchase from [20:48] Atlantic. And so, uh, we are, uh, [20:53] comfortable with with these discounts [20:56] that were offered, uh, by these [20:58] companies and, uh, feel like we're [21:00] getting the best deal for for for all of [21:03] these items. So, request, uh, your [21:05] approval, uh, on this to go forward. And [21:08] I believe [21:11] don't see anybody from fire, but we can [21:14] try to help answer any questions you [21:15] might have. But this is similar to the [21:18] last couple of rounds we've done u to [21:21] this these purchases works out pretty [21:24] well. [21:27] » Questions at this time? [21:30] >> None. [21:58] » Second move by Commissioner Erin, second [22:01] by Commissioner Beasley Brown. Mr. Mis [22:04] part of the FY26 uh capital improvement [22:07] project budget. Uh you all approved uh [22:10] this project to redevelop the facilities [22:12] over at Paul Walker Golf Course. Uh a [22:14] new clubhouse, uh pro shop, uh some uh [22:19] real cart barns that uh are are are [22:22] solid and and uh sustainable, uh [22:25] construction of a a patio area and uh [22:29] plug into the city sewer for the first [22:32] time. Uh so we bid all that out. We got [22:35] four responsive bids. They were all uh [22:39] over budget, but that's okay. Uh we went [22:41] back for a second round uh to ask for uh [22:45] some tightening up, some places we could [22:47] cut cost. Uh three of those uh four [22:51] responded with the responsible uh [22:55] responses uh that were negotiable and uh [22:58] we uh had a group from parks and and [23:01] golf to evaluate those. uh committee [23:05] recommends uh after all that uh [23:08] recommending Sunb Belt Construction [23:10] Incorporated [23:12] uh deemed to be best overall value and [23:15] demonstrated capacity to complete this [23:17] project and complete it uh within a [23:20] certain timeline. We would like to have [23:21] this uh completed before uh the next [23:25] golf season starts. We think we can [23:27] accomplish that. So we are uh [23:30] recommending issue of p issue of a [23:32] purchase order in the amount of 3 [23:34] million26,041 [23:37] to sunbelt construction. I believe uh [23:40] Mr. Quint Quinton Latrell is here from [23:42] Sunb Belt. Uh if you have any questions [23:44] on this uh thank you to Haley Parrot in [23:48] parks for working on this project. Zach [23:50] as well our pro pro shop our pro our [23:52] golf pro over there for Paul Walker and [23:55] Hopson. and of course our our parks [23:58] director Brent Belchure all here uh to [24:01] answer any your questions you might [24:02] have. But we are very excited to uh get [24:05] started on this project u to uh produce [24:08] a really good uh facility for that whole [24:12] park with new restrooms, new amenities [24:14] for the playground. Uh anybody using [24:17] that park will be able to use this these [24:19] facilities. So [24:22] >> very exciting project. Um we were out at [24:25] the park about three weeks ago [24:28] rededicating the new playground that um [24:31] Rick Wilson and his family donated in [24:35] behalf of his wife and um we had [24:38] everybody to look over their shoulder [24:40] that you know unfortunately we're not [24:42] going to be able to save the [24:44] pre-existing facility which is actually [24:46] on septic. Correct. And that facility is [24:50] sunken in the foundation underneath. Um [24:53] there's some u iconic [24:56] limestone rocks on the outside of it I [25:00] think that are significant that you know [25:03] it'd be nice to be able to try to save [25:05] some of that facade on the outside to [25:09] incorporate on the new facility. I think [25:11] that was in the the thought process. I [25:13] know on the design [25:14] >> we'll be repurposing some of that stone [25:17] >> on the exterior on on landscaping and [25:19] things like that. So, but the community [25:21] is going to get a great bang for this [25:23] buck. I think the facility came in um [25:27] reasonably priced for what we've seen on [25:30] the design and it's very exciting. Um [25:33] renderings are in your packets. I think [25:35] you've noticed those. It's it's a very nice looking facil facility that I [25:40] think we can all be proud of for the [25:42] next 50 to 100 years. Who knows? I think [25:44] the existing [25:46] house uh was built in the early 1900s. [25:49] So, Do you know Haley? [25:53] >> 1936. Thank you. So almost 100 years [25:55] old. [25:57] >> Oh, for for Oh, I'm sorry. Go ahead. [25:59] >> I have a question. Um, Mr. Meisel, you [26:03] mentioned next golf season. Will you let [26:06] us know what date that is, what you're [26:09] anticipating? [26:13] timeline is 43 weeks uh from notice to [26:16] proceed but uh it will take us a little [26:19] time to get to that because we have to [26:20] uh do some asbestous testing. Uh we have [26:23] to do a demo demos on us. So there's [26:26] some things before we can give that [26:27] notice proceed before those 43 week [26:29] clock begins. Uh but anyway, yeah, we [26:31] have some things on our end we have to [26:33] as a matter of fact we're we're hoping [26:34] that the fire can even do some some of [26:36] their u practice some other training [26:39] there as well. We'll see how that works [26:41] out for us. So anticipate it'll be 2027. [26:44] >> 2022. Definitely in 2027. Uh our [26:47] ultimate goal as Mr. Miswell has said, [26:49] we we don't we would like to only have [26:51] one June that we're operating outside of [26:54] that facility if that makes sense. [26:57] >> Our and Zach can correct me, but [26:59] typically a golf season kickoff is April one is when prime season the time [27:07] has changed. Longer days, better [27:09] weather. So that's what we we try to [27:11] target toward. [27:13] >> Brent, for the golfers out there, is [27:15] there not going to be any facility or [27:16] are you going to put a temporary [27:17] facility? [27:18] >> We'll have a temporary trailers. We'll [27:19] have temporary facilities. Uh the golf [27:21] course will will be untouched. So the [27:23] golf course will still be open as as [27:25] normal. It's only the the pro shop and [27:27] we'll be operating out of a trailer uh [27:29] for I guess what seems to be 43 plus [27:32] weeks. So that's where we'll be at for [27:34] that time. I just making sure the [27:35] golfers realize that you're going to be [27:37] open and you're going to have a facility [27:38] and you're going to be able to use a [27:39] restroom and all those things. [27:40] >> Yeah. The Yeah. Yeah. We'll be open for [27:43] business. And uh I I'll hit on one thing [27:45] that Mr. Mazel talked about too when [27:46] we're done. It's it's really four parts, [27:49] right? We have a we're going to be on [27:51] city sewer now. So, hooray. We'll be the [27:52] last city building that's on the city [27:54] sewer. Uh, but we'll also be a cart barn [27:56] which is over half the square footage of [27:59] this facility, a patio that uh will [28:01] serve uh the the golf course, but also I [28:04] think we can have some meetings and and [28:06] such and the pro shop, but the fourth [28:08] part is the the public restrooms will be [28:10] there. There'll be three public [28:11] restrooms. One will be open uh with uh [28:15] while the park is open. I put it that [28:16] way. Won't be open all night, but open [28:18] while be open while the park is open. [28:19] So, uh uh it'll be an upgrade on the [28:22] public restrooms. Uh, short story. [28:26] >> Big upgrade. [28:28] >> Other comments, questions. Thank you, [28:31] Brent. [28:32] >> Very exciting. Roll call. [28:34] >> Erin, [28:35] >> yes. [28:35] >> Bailey, [28:36] >> yes. [28:36] >> Beasley Brown, [28:37] >> yes. [28:38] >> Hill, [28:39] >> yes. [28:39] >> Alcott, [28:40] >> yes. Municipal order number 2026-96. [28:43] >> Municipal order authorizing accepting [28:44] bid number 202645 for drainage basin [28:47] construction project from Scott and [28:49] Ritter, Inc. in an amount not to exceed [28:51] $217,441. [28:53] >> So moved. [28:54] >> Second. Moved [28:54] >> by Commissioner Beasley Brown. Second by [28:56] Commissioner Hill. Mr. Misel. So, as you [28:59] all will remember, uh last year's [29:01] flooding uh back in February and April [29:04] caused a lot of uh a lot of problems on [29:07] Fair Street, and we were able to acquire [29:11] uh some of that property uh down there. [29:13] And before you tonight, we have a [29:15] project to fix that. And it's u it's a [29:19] drainage basin on Fair Street. Uh that [29:22] Thank you to uh Matt Pal or I'm sorry. [29:25] Yeah, Matt Pal and his his environmental [29:28] department uh put this together uh [29:31] proposing a basin excavation, grading, [29:34] installation of drywall structure, uh [29:36] storm water, storm sewer beneath Fair [29:39] Street, correct all of that, construct a [29:42] head wall and other drainage structures. [29:45] Uh went out to bid, received two bids, [29:48] but one uh withdrew and that left Scott [29:51] and Ritter Inc. And uh we are [29:54] recommending them for this job for 217 217,441 [30:02] and to uh to build this uh fair street [30:06] drainage basin and correct a lot of [30:08] storm water issues in that area for for [30:10] those residents. Matt is here with us. [30:13] uh uh Journeys also here with us can [30:17] answer uh in your questions uh on this [30:20] project at um on Fair Street and the uh [30:25] two properties were 1039 and 1041 Fair [30:27] Street that we were uh able to acquire [30:30] and and use this land to build the [30:32] basin. Journey Matt, did I miss [30:36] anything? [30:39] And Matt, [30:42] thank you to the many that went out to [30:45] these addresses to talk to um very [30:48] concerned homeowners. [30:50] Uh coming up with a plan to help all [30:54] homeowners. Uh there's a few sacrifices [30:56] that had to be made um in order to get [30:59] that, but um [31:03] this area is prone to flooding and and [31:06] saw unprecedented flooding and it it's [31:09] very discerning um for those, but this [31:11] will be a great relief. Um so, thank you [31:14] very much for that hard work. [31:16] >> I want to echo that as well because you [31:18] guys doing this a lot and it seems like [31:20] that there's a sinkhole or something [31:22] that's open up almost every day. You see [31:24] it all the time. But those erosion [31:26] control measures that y'all putting in [31:28] place, we know by these two properties [31:30] that were acquired, we're trying to make [31:32] sure that we try to restore it as much [31:35] as we possibly can, but also try to [31:38] control, you know, any other further [31:40] damage. So, I appreciate everything that [31:42] you, Nick, you know, he's not here, have [31:44] done stuff because we know it's a [31:46] constant battle. I also hear sometimes, [31:49] you know, people are frustrated, you [31:51] know, this street's blocked off or that [31:52] street's blocked off because of we're [31:54] trying to fix it. But, uh, could you [31:57] explain to the public, you know, the [31:59] reason why this is important to fix? [32:04] >> 100%. As the city continues to grow, [32:06] every new home, every new street, every [32:08] new parking lot, every new any of those [32:11] kinds of things, it's going to add more [32:12] hard surfaces to our community. And each [32:15] of those things generate some additional [32:16] runoff. We've been reliant as a [32:19] community on our caving car system since [32:21] the inception of Bowling Green to [32:23] receive that runoff and transmit that [32:25] off to the river. Um without there's no [32:28] way to know precisely how those caves [32:31] are are connected to one another and how [32:32] that water is going to move through the [32:33] subsurface to get where it's going. So [32:36] from a surface aspect, what we're doing [32:37] is Journeys Project on Fair Street. uh [32:40] we create basins so that we can store [32:41] some of that water at the surface level [32:43] until the caves are able to receive it. [32:44] From a sinkhole repair and response [32:46] perspective, it is occasionally that [32:49] water is searchcharging up out of the [32:50] bedrock. It's impacting the soils above [32:52] it. Uh and we have those collapses. So [32:54] when we make those repairs, we make them [32:56] in a way that that sinkhole can't recur [32:59] in that exact same location. and we give [33:00] that water a fresh route to find its way [33:02] down into the ground and at the same [33:04] time somewhere else in the community. [33:05] We're creating additional storage uh so [33:08] that during a big rain event, it's got [33:09] somewhere to go. Um there there's been a [33:11] bit of a of an uptick in sink holes for [33:13] us once again. Uh the analogy that seems [33:16] to work for everyone is this. If you [33:17] walk out in the summertime and you walk [33:19] into a field and you grab some soil and [33:22] you've had some water in the last week [33:23] or two and you wad that soil in your [33:25] hand uh and let go, you'll have a [33:27] cohesive cloud of dirt because that soil [33:30] at a right at the right moisture level [33:31] has some strength to it. But if the soil [33:33] is incredibly dry and you squeeze it, it [33:36] just crumbles to dust. And if the soil [33:38] is incredibly wet and you squeeze it, it [33:40] just squirts between your fingers. Very, wet soil and very, very dry soil [33:44] are both very weak soils. So unlike last [33:47] April when our sinkhole uh episode was driven by rain events, this spring [33:52] we're being driven by drought. Uh but in [33:54] either case, we're doing everything that [33:56] we can to to provide some additional [33:57] storage. [33:58] >> Something I didn't know and I appreciate [34:00] it. Journey, would you like to add [34:01] anything to that? [34:02] >> Well, I mean Matt is just so good with [34:04] his words, but I would like to say we [34:06] can't control how much rainfall we get, [34:08] right? But what the city can do is we [34:11] can create projects that can at least um [34:13] help with quantity. Um, our goal is to [34:16] control the water as much as we can and [34:18] that's what we can do and that's the [34:20] best we can do. Um, but that is our goal [34:22] is to just help help the community out [34:25] with what we have and create projects [34:27] that, like I said, is going to mitigate [34:28] the storm water. [34:31] >> Um, just real quick while you're still [34:32] up here, I mean, I remember calling you [34:34] in that huge flooding event past 10 [34:36] o'clock at night being like, "Is [34:37] everyone okay?" And you were literally [34:39] at this spot um, helping these folks. [34:41] So, can you kind of explain the type of [34:44] situation that neighborhoods like this [34:46] are facing and how um you know this [34:48] particular fix is going to help the [34:50] neighborhood and then maybe the timeline [34:51] for the neighborhood to kind of know [34:53] what to expect when in the next coming. [34:55] >> So, it's a bit bittersweet for this [34:56] particular group of families because uh [34:58] we all worked very very hard to save [35:00] their homes during that rain event and [35:01] ultimately they are going to lose their [35:03] home. Uh the reality of the situation is [35:05] that they were just simply at the lowest [35:07] point of a pretty big watershed and [35:09] there weren't any locations where we [35:11] could take that water and store it to be [35:13] protective of these two homes. So, uh [35:16] they were gracious and allowed us to [35:18] purchase those properties so that we can [35:20] install this storm water storage system [35:22] that will be protective of the remaining [35:23] homes in that neighborhood. Um it's [35:25] something that that lots of [35:26] neighborhoods face. We're tracking a lot [35:28] of these kinds of issues. Um and so what [35:31] my team is doing is constantly looking [35:32] to create connectivity and storage uh so [35:35] that storm water when it when it builds [35:36] up too too much in a particular place [35:39] has somewhere to go whether that's an [35:40] overland uh solution or an underground [35:43] solution. [35:44] >> So the timeline in terms of for this [35:46] disruption in this little uh part of the [35:48] neighborhood [35:48] >> in this little neighborhood will be done [35:50] before October. [35:51] >> Okay, great. [35:54] >> Thank you, Matt. Thank you all. [35:57] Okay, no further questions at this time. [35:59] Roll call, please. [36:00] >> Perigen, yes. Bailey, yes. [36:21] » Second move by Commissioner Perin, [36:23] second by Commissioner Hill. Mr. I [36:26] >> think I'll be preaching to the choir on [36:27] this one. You all are all on the [36:29] convention center committee and uh we we [36:33] are in need to replace an LED sign uh [36:36] there by stake and shake as you come in [36:39] uh off Scotsville Road. Uh it was also [36:43] proposed that we uh add a sign on [36:45] premise and uh I think you all decided [36:48] to put one right out in front on uh at [36:51] the tea where Ashley Tend to Wilkinson [36:55] and Trace Wilkins Trace. Wil yeah [36:58] Wilkins and Trace uh where you run [37:00] pretty much right into it on the other [37:02] end of the convention center. And with [37:05] the current uh upgrade and re [37:08] renovations going on over at uh Holiday [37:11] Inn, uh as they move toward the [37:13] conversion to Crown Plaza Hotel, uh we [37:17] felt like uh Dave Hayner, thank you [37:19] Dave, we felt like this was a good time [37:22] uh to make these uh changes uh to toward [37:26] the signage uh to help with business and [37:29] help uh promote our own convention [37:31] center. And so, uh, in your packets is [37:34] the, uh, the award we're looking at. We [37:38] went out for bid. We got three, uh, [37:40] proposals, uh, signature signs, complete [37:44] signs, and blink signs. We are [37:46] recommending or you all were [37:47] recommending, uh, signature signs for [37:49] 138, 536 [37:52] to do uh, the two signs. And all this [37:55] has been paid for being paid for out of [37:57] the convention center fund. So recommend [38:00] approval uh to signature signs 138536. [38:05] Dave Hayner is here can answer any [38:07] questions. [38:10] » Questions at this time? [38:14] >> David, thank you for being here. [38:17] Any renderings on what this possible [38:20] sign might look like differently from [38:24] what's there today? Um, so you when we [38:28] had our convention center meeting last, [38:30] we had I had a picture little rendering [38:32] in the packet. Then it's going to look [38:34] similar to that. One clarification that [38:36] Jeff made, it's actually going to be [38:38] directly in front of the carport instead [38:40] of at the tea. That's just the best [38:43] place where it's just up a little bit [38:45] from [38:45] >> Thank you. Sorry. [38:46] >> Yeah. From where uh where the where the [38:48] intersection is. [38:49] >> But the big sign will be comparable to [38:51] what's at Skyac. Is that true or not? [38:53] >> Uh, it's actually going to be a little [38:54] bit bigger than what it what's at Sky [38:56] Pack. The one right in front of the uh [38:58] the building and then the one at the [39:00] street is going to be the same size as [39:02] what exists now. And then once they [39:04] finish the u renovations, they're going [39:06] to redo the the rest of the signage to [39:10] reflect Crown Plaza instead of Holiday. [39:12] And so that's their that's their plan. [39:15] >> This include landscape work. [39:18] >> We're going to handle that separately. [39:20] So this is just purchase and install of [39:22] a sign. We can do that more effective [39:25] effect effectively separately. [39:29] >> Thank you Dave. [39:31] >> Further questions.
