[12:22] Ladies and gentlemen, uh if everyone can take your seats, uh we're getting ready [12:26] to start and uh appreciate everyone u being here today. [12:35] Yeah, good. Thanks. [12:53] » Um, let the uh record show that we have uh four commissioners present. [12:59] Commissioner Thompson is not here at this time. Um so that we we have four um [13:05] sitting board members at this moment. It is now 9:00. Um this zoning and planning [13:11] meeting is now called to order. And if you would stand for the invocation and [13:16] pledge of allegiance. Heavenly Father, we thank you for this day. We thank you [13:19] for your grace and your mercy. We thank you for each and everyone that is here. [13:23] Please grant us some wisdom and understanding as we uh undergo in uh [13:28] this meeting with the planning and zoning. um help us to do those things [13:32] and make decision that are for the benefit of our community. We pray this [13:36] in your savior's name. Amen. >> Amen. [13:40] » I pledge allegiance to the flag of the United States of America and to the [13:45] republic for which it stands, one nation under God, indivisible, with liberty and [13:50] justice for all. [13:57] Um at this time u we as we run into our planning and zoning um [14:04] um we have Miss Alicia Don that is here and also we have um Mr. [14:11] Is it Justin that is here from our professional um [14:17] planning services? And at this time before um he comes we're going to uh our [14:22] old bill old business. We can consider the approval of the minutes from our old [14:26] business. Have the had a chance to review um the old business. Are there [14:31] any corrections to those minutes? Miss Dy? [14:34] » Uh no ma'am there are not. These were from our February 19th 2026 meeting. Um [14:40] it was the Davis trucking. They reszoned it. Um and we are just needing u any [14:46] comments, a motion and a vote for those minutes. [14:49] » Any comments on the on the minutes? Anything questions from the board? If [14:54] not, I ask for a motion. >> Make a [clears throat] motion to approve [14:57] the minutes. >> A motion by Commissioner Doherty. Is a [15:00] second to the motion. >> Second. Second by Commissioner Andrews. [15:03] Any other further questions or discussion? If not, all in favor by the [15:07] sign I >> I [15:08] » 40. Okay. Thank you. [clears throat] Now our new business [15:15] and uh we have Mr. Justin Tabour and >> yeah, good morning chair and other [15:21] members of the board. Uh thank you'all for having us here this morning. Uh I'm [15:25] Brandon Stubs. I'm the planning and GIS manager for NFPS and this is Justin [15:29] Taber and we're going to go over the subdivision regulations. [15:35] uh amendment. Um as y'all are aware, uh we had a workshop back in February 3rd [15:41] of 2026 um where we met with y'all and reviewed [15:44] all the proposed changes. That was the ones that were, you know, being proposed [15:50] now and and in the future um after Senate Bill 180. Um potential amen [15:56] amendments discussed in the workshop include revisions to several items [15:59] including updates to [clears throat] address statutory changes establish [16:03] master planning and phase planning uh establish uh requirements for [16:08] subdivision of land in certain instances uh clarifying utility connection [16:12] requirements and establishing requirements for inspection for new [16:16] infrastructure. [clears throat] [16:19] Um at the conclusion of that workshop um it was uh proceeded by the board that we [16:25] would um identify the amendments that could be adopted uh under one Senate [16:30] Bill 180 and those that could not. Um, and if you recall, Senate Bill 180 [16:36] precludes the local government from proposing or adopting an amendment to [16:39] its comprehensive plan or LDRs that is more restrictive or burdensome or [16:44] proposing or adopting a more restrictive or burdensome procedure concerning a [16:48] review or approval. Um, so that's what we've done. We've gone through all the [16:53] proposed changes. we identified um and confirmed with your county attorney uh [17:00] which uh changes we could you know make and felt like that were we're were not [17:05] more burdensome and then that's [clears throat] what we're proposing [17:10] here today and then once we get back to you know not under control on Senate [17:16] Bill 180 we'll come back to this board with the additional changes that the [17:20] board requested at this time I'll turn over to Mr. Taber. [17:25] » So again, as uh Mr. Stepp said, my name is Justin Taber. I'm a senior planner [17:28] within FPS. Um so as he just noted, uh what we are proposing uh we believe is [17:33] compliant with Senate Bill 180 based upon our review and uh consultation with [17:37] your uh legal staff. Uh so we do believe that we're in compliance with that. Um [17:42] primarily, uh there are three areas that we're addressing as uh more substantive [17:47] changes. Uh one is compliance with Senate Bill 784, which I'll get into in [17:50] just a moment. Um and then the other two points are clarification of your [17:53] existing current procedures and also clarifi clarification of existing text. [17:59] Uh so moving on to Senate Bill 784. Uh this particular uh bill required that [18:05] local governments must review, process and approve plat or replat submitts [18:09] without any direct approval by the board. It's now an administrative [18:13] process. Uh so what we are proposing is that your LDR administrator will be [18:17] designated as the administrative authority that would be reviewing final [18:20] plats. You'll still continue to see preliminary plats on larger [18:23] developments. Uh so that will still continue to go through that process. [18:27] There will be a public process but the final plat process is more ministerial. [18:31] Uh at that point things are pretty uh in place with the plat. So I believe that's [18:36] really the intention of the statutory change. [18:40] Uh moving on uh next uh more significant change uh we are proposing to uh more [18:46] clearly define your lot split procedures. Uh with this we would be [18:50] establishing a specific procedure for lot splits uh creating an exception uh [18:55] which would allow the division of a single lot and this would be limited to [18:59] creating no more than two lots. Uh the current process is somewhat in your code [19:04] but it's not really fleshed out completely. So this would make it more [19:07] of a defined process. [19:11] Uh moving on to the approval of construction plans. This kind of uh [19:14] lines up with the Senate Bill 784 changes uh and would be comparable to [19:19] that but at a more local level. Uh we're proposing to change the approving entity [19:24] for construction plans from the commission to the LDR administrator. Uh [19:29] your construction plans are the administrative draw or the uh [19:31] construction drawings for the subdivision. So, they're engineered [19:35] drawings, uh, very technical and not really something that gets to the level [19:40] per se of, uh, policy decision. Um, and that's also fairly common across the [19:45] state that construction plans are usually administratively approved. So, [19:48] we're proposing that to put you more in line with, uh, with your peers. [19:57] And, uh, at this time, uh, I'll let Mr. Stubs addressed the compliance with [20:02] human development regulations and the specific uh provisions that are there. [20:09] [laughter] [clears throat] [20:11] So, excuse me. Uh compliance with your LDRs begins with section 16.2.2. [20:18] Uh it sets forth criteria for which uh amending the text of LDRs. Um when [20:24] pertaining to the proposed ordinance of the LDRs, the planning zoning board [20:28] shall consider one the need and justification for the change to the [20:33] relationship of the proposed amendment to the pro uh purpose and objectives of [20:37] the comprehensive plan and then with consideration as whether proposed change [20:42] would further the purpose of the LDRs and other ordinances, regulations and [20:47] the action designed [snorts] to implement the comprehensive plan. Um, [20:53] two, respond to the uh or excuse me, three, respond to change of conditions [20:57] within the county subdivision regulations to provide commonly accepted [21:01] and typically pro uh provisions to provide and implement procedures for the [21:05] land division of land and address changes in statutory requirement. Ensure [21:10] county uh subdivision regulations are in line with Florida statute. [21:17] So, where's this all come from? It all comes [21:20] from chapter 163 Florida statutes which requires that the local governments [21:25] establish um procedures for the subdivision of land. Uh the [21:30] comprehensive plans required to include provisions which discourage or [21:34] proliferates urban sprawl and standards and criteria set forward in LDR are [21:39] related to the regulation of subdivisions of land and are the [21:44] components is discouraging the proliferation of urban sprawl. And [21:48] lastly, based upon these amendments, the C to ensure the county subdivision [21:52] regulations are appropriately addressed in uh the proliferation of urban sprawl. [21:59] U staff's recommendation this morning is to approve the proposed amendment [22:04] scheduled the second public hearing for September 22nd. [22:10] And if you have any questions, we're here to certainly answer them. if you [22:14] have any specific questions about the text changes. [22:17] » Okay. Um [clears throat] just in what you quickly uh outlined for [22:23] us then it would uh shift the administrative review for the plaques to [22:28] the the administrators of the professional services and also for the [22:32] review of the construction um that would be taking place. [22:37] » Correct. So that would be administratively. So that would be [22:41] reviewed by your county surveyor, your county engineer, your staff. And so it'd [22:46] be reviewed in for compliance with not only sound engineer practices, storm [22:51] water and all that that's within your land development regulations, but for [22:57] you know uh co- compliance within your LDRs for planning matters as well. And [23:02] that you indicated that that would make it consistent with what other [23:06] surrounding um counties are doing. >> Correct. Yes, ma'am. And uh it's pretty [23:12] typical that um preliminary plat do go before um boards and commissions um just [23:19] because you're approving the whole concept of the layout, right? So the the [23:23] the board has a little bit of say in the preliminary phasing of subdivision that [23:30] would give you the u option to make comments or um changes to a preliminary [23:36] plat. Then once that's established then they apply for the construction plans [23:41] which is just a like Mr. Taber said a technical document that is an engineered [23:47] set of plans that it's it's black and white really. You got all your standards [23:53] for design are in your LDRs. Um whether it be storm water, streets [23:59] and roads, the grading, paving, how wide the road is, how what the subbase is. I [24:04] mean, every technical aspect of design is in your LDRs. And so essentially what [24:10] that document, the construction plans is is just reviewing to make sure that they [24:14] meet all those technical specifications. And those are specifications that this [24:17] county has designed to protect the county and its citizens from having to [24:22] go back and have faulty roads being paved and just them somebody going out [24:26] there and just doing a terrible job at paving, right? So, we don't want um the [24:31] county don't want to have to accept roads that 5 years down the road is [24:34] going to have to go and repave again. So um that's where all your technical [24:38] standards come from is sound engineering practices and standards that make for [24:45] longevity of roads and streets. >> Okay. Um the board you have any question [24:50] u for Mr. Stubs or Mr. Tabler? [clears throat] [24:53] » Commissioner I have a question. >> Sure. Mhm. [24:56] » So Brandon, in the um when we talk about the roads and the standards for the [25:01] roads, was there a separation between seasonal high and the base material so [25:07] that there was not like again like you said, somebody coming in and just [25:10] putting down, you know, prepping a subgrade and then putting down, you [25:14] know, 8 in of lime rock and then, you know, having that water infiltrate into, [25:19] you know, the base material and degrade the base material. Was there something [25:23] in there that was uh you kind of a guideline for that? [25:27] » No sir, but that would also be something that would be representative within your [25:32] storm water calcs and in your storm water requirements. So it may not, you [25:37] know, have a certain standard like you have to be so many inches above the mean [25:40] high water table. But obviously if you're building a subbasin below the [25:46] mean high water table, you're going to have comp compaction issues. So, I think [25:52] what really addresses that is if when you have like a LB40 compaction rating, [25:58] you're not going to get that if the if you're grading down and you're putting [26:02] lime rock in the middle of water, it just ain't going to happen. So, the the [26:06] engineering would automatically have to build that [26:08] » road up in order to meet um certain criteria for compaction and um you know, [26:15] the thickness of the base. >> We just we have existing roads that are [26:18] like that. And that's why I was asking because, you know, there's [26:22] » once that lime rock starts to fail, then you start to have your potholes and [26:25] everything else. And so, you know, and and we're seeing that. So, and those are [26:29] roads that, you know, we're having to put money back into. [26:32] » And so, again, just wanted to know if there was anything that that you [26:36] specifically had in there. I know other counties do have a separation like a [26:39] twoft separation. So, >> just didn't know if you had come across [26:43] anything like that. So, >> No, sir. [26:45] personally never seen that in in in a code, but not saying that. Uh like I [26:50] said, I'm sure there are people that put that in there, but typically when you're [26:53] doing your storm water plans, you have to establish what that high water table [26:59] is based upon your soil borings and all that. And you know, good sound [27:04] engineering practice. If you're reviewing that, you're going to see that [27:06] in their storm water calcs what the mean high water table is going to be and be [27:11] able to look at that elevation versus your lime rock base elevation. So, um [27:16] it's something that would definitely have to be reviewed by an engineer and [27:20] make sure that that separation is there. >> So, that goes back to the review from [27:24] the um I guess from the administrator then and then also the uh design team. [27:30] » Correct. Your your whoever your review engineer would probably be the best to [27:33] review that. Okay. All right. Thank you. >> Yes, sir. [27:36] » Any other questions by the board? >> Okay. I've got one. [27:41] » While we're redoing our LDRs, is there any way we could put something in here [27:46] to protect us from data centers? >> Um, well, [27:52] data centers getting into a touchy subject. Um, so I'll kind of go through [27:57] what I have learned about data centers. Yes, we can we can review your LDRs and [28:03] we can come up and draft um sound regulations to address data centers. Um [28:10] and it's my understanding that currently your LDRs have nothing that address it. [28:17] So, um, if you looked at the LDRs from the strictest sense, that means data [28:22] centers are not permissible within the county because it's not defined in your [28:28] LDRs and there's no provisions for permitting one. Um, so it would be kind [28:34] of hard now to approve a data center because the way your code's written. So, [28:39] with Senate Bill 180, it says you can't do anything more restrictive or [28:43] burdensome. However, I would argue that if you are actually drafting regulations [28:49] to allow data centers under certain circumstances [28:54] with these certain regulations, I would say it would be less burdensome because [28:58] now you're actually allowing them versus not allowing them before. So, I think [29:03] there's an argument to get away with um creating regulations for data centers, [29:08] but uh ultimately I would leave that interpretation up to your county [29:11] attorney. >> Okay. Okay. Any other questions from the [29:16] board? Okay. Uh at this time we have um public comment. Um [29:24] let's open it up for public comments. M [29:29] » Thank you, gentlemen. >> Thank you. Um Mr. Paul Steel [29:42] Paul Steel 14167 Southwest 101st Avenue Stark. I'm a little confused because um [29:48] this item was as far as I can tell I I was never able to find an agenda and I [29:54] saw no notice that what this uh event was. So if that notice was not [30:01] published, I'm not sure you are in fact in compliance with the sunshine law. But [30:06] more importantly, there are some I find uh the information that was presented by [30:12] the consultant in an August 4th, 2026 memo that is actually on the uh county's [30:20] uh planning and zoning website. uh somewhat confusing and one of the issues [30:26] is that uh they are uh switching uh the approval from the board of county [30:33] commissions to the county manager. I think this is a bad idea. I think the [30:37] final plat approval should come be still be with you the the county commissioner. [30:43] So I'd hope you would revisit that. Uh [30:48] the note that they say uh goes with that says that this was required by the [30:53] Senate bill 784. I don't believe that's what 784 requires. [30:59] The problem is that as you go through the document then uh you have uh the [31:06] county manager is actually uh almost never included in the land development [31:11] regulations with respect to being involved with these decisions and so [31:17] it's not real clear how this process is going to work. [31:22] The other really significant change is this new committee that's that's [31:25] recommended in the uh uh what's being proposed to you but there is no [31:31] information about how that committee will be formed, how that uh committee [31:35] will uh uh function and who is going to be on that committee. So I would urge [31:41] you to uh in fact table this and see if you can get some clarifications about [31:47] some of these items. The uh other issue that uh [31:56] is that at one point they say the u they're talking about uh compliance uh [32:04] with the comprehensive plan. The comprehensive plan policy uh V3.2 two uh [32:12] states, "The county shall submit proposed subdivision plats to the soil [32:16] and water conservation district and request the district's review and [32:20] comments regarding topographic hydraologic vegetative cover factory in [32:25] order to identify procedures for the protection and conservation of the [32:29] natural functions of soils by the proposed development. This is not [32:33] referenced in the material that uh the proposal that's currently before [32:39] you. It's actually important that you you need to go in and amend your [32:43] comprehensive plan to rem to delete that provision. [32:48] » Thank you, Mr. Steel. Okay. Um, [32:54] » you like to address? >> Yeah. So, the administrative function [32:57] that is a part of Senate Bill 754, nothing we can do about that. State [33:02] statute now preempts that. So, um, this board a while back had adopted a [33:08] resolution adopting Mr. Scott Cornnegay as the county manager as the LDR [33:12] administrator and in that um, it makes him the design. So, that's why we put it [33:17] in there, but he can delegate that authority to um, the LDR administrator [33:24] uh, function to the planning director or uh, who he sees fit. So, yes, that is a [33:28] proper channel regarding the issue with the comp plan. As you know, we are [33:33] currently amending your comp plan and that is one of the things that is [33:37] actually being stricken from the comp plan because it is out of compliance [33:41] with um a ruling back in 2012 um where the state statute says you cannot rely [33:47] on any other government authority or approvals before you issue your local [33:52] government approval. In other words, you no longer can you rely on uh requiring [33:57] the water management district to approve something before you approve it. So [34:01] that's going to be stricken because that's a viol it violates floor statute [34:04] anyways under current standards. But we're in the process amending your comp [34:08] plan. So that'll come later on. Um and regarding uh the last issue was the [34:16] um I'm sorry I couldn't remember the second issue here. [34:20] » Oh the committee. Yeah you already have that established. That committee is been [34:24] established. You already got rules, regulations and procedures for the TRC [34:28] committee. And so that is uh a committee that is made up with the county [34:33] manager's discretion of uh county staff and um you know who he sees fit to [34:39] review like your public works, your roads department, your infrastructure, [34:43] your planning and all that is makes up the um TRC. So that that committee is um [34:50] again under the delegation of the county manager. [34:54] » Okay. [laughter] Um, and next we had [34:57] » [clears throat] >> um, Miss Betty Bennett, I think. [35:07] » Is it do do you want to speak on this zoning or or later? [35:11] » Later. Okay. Thank you. Any other public comments uh, at this time regarding um, [35:16] our current issues? Oh, Miss Kate Ellis. [35:26] I just wanted to ask, it sounds like we um we do have an LDR administrator and [35:33] that's Scott Corn. I I don't know if that's the best person or not or best [35:40] office or not. Um do we have a county surveyor is my other question. [35:48] All right. Is that something Mr. Stump that you can answer? Um Mr. Tableart? [35:53] Um, so the the reason why the county manager is the LDR administrator is [35:57] because it's actually the county in the resolution, it's the county manager or [36:01] his or her design. And the reason why it's that way is just like recently [36:06] you've had um a little bit of turnover with the planning director. And so if [36:12] you don't have a planning director actively in the role, then if you [36:17] delegated that authority to the U planning director, then right now you [36:21] would not have an LDR administrator and you'd be in a world of trouble. So to [36:25] keep things moving and be able to have that ability to interpret the LDRs and [36:31] have somebody that has the official capacity to do that, that's delegated to [36:36] the county manager. And then when you have a planning director, then they the [36:40] county manager can direct that authority to the planning director in that [36:45] position. So that's why it's done that way is you don't ever want to gap if you [36:49] don't have a planning director because if you directly make the planning [36:53] director and something happens like now, y'all would be stuck without somebody to [36:57] be able to actually give people interpretations of the LDR zoning [37:01] information. I mean, so it's kind of an important important position to be able [37:08] to have that. So you don't want to not have that um in in this case. So that's [37:13] that's the primary reason. >> Okay. And and this is the other part was [37:19] um having a a surveyor. To my knowledge, [clears throat] we've had a standing [37:23] county uh surveyor for years. So is that has that changed? [37:27] » Um I'm not aware of that. >> Okay. All right. Yeah. Okay. Thank you. [37:32] » All right. Um, those did I hear something? [37:35] » No, I just said thanks. >> Did I miss anyone else's public comments [37:38] on the zoning? Okay. All right. If not, I'll ask for you I [37:45] guess you all to come back and so we would um read into [37:50] um the hearing the resolution uh in which we will take a vote on just now. [37:59] An ordinance of the board of county commissioners of Bradford County, [38:02] Florida, amending the Bradford County Land Development Regulations relating to [38:05] an amendment to the text of the Bradford County Land Development Regulations to [38:08] revise the subdivision regulations that set for as set forth therein providing [38:12] for severability repealing all ordinances in conflict and providing an [38:16] effective date. >> Okay. Uh hearing the resolution, are [38:20] there any further discussion or questions? If not, I ask for a motion [38:24] for approval. I'll make a motion to approve the [38:28] ordinance as read by the county attorney. [38:31] » Second. A motion by Commissioner Dhy and second by Commissioner uh Reic um for [38:36] the resolution. Um any further questions or discussion? If not, all in favor by [38:42] the sign I >> I any nay? Uh 40. And for the record [38:47] again, um we have the four commissioners here. [38:51] Okay. Uh and moving on to um that was 3A. [38:58] Moving on to 3B. [39:06] » Yes, Madam Chair and other members of the board. Again, my name is Justin [39:08] Taber. I'm a senior planner with uh North Florida Professional Services and [39:12] we're here um acting on behalf of your uh zoning department. Uh this [39:18] presentation will review the next two items that are on your agenda. Uh there [39:21] are companion applications. One is a small scale comprehensive plan [39:24] amendment. The other is a sight specific amendment to the official zoning atlas, [39:28] also known as a resoning. Uh the property owner is Keystone Heights RV [39:32] Resort LLC and Tom's High on the Hog Real Pit BBQ, Inc. Uh these are [39:37] applications that have been submitted by Steven Turner, PE of Civil Design [39:41] Solutions on behalf of the property owners. Uh the comprehensive plan [39:46] amendment application is proposing to amend the future land use map [39:49] designation from residential low to commercial and the resoning application [39:55] proposes to amend the zoning from RSF-1 residential single family 1 to [40:00] commercial intensive. The property is approximately 7.67 acres in size and is [40:05] comprised of three tax parcels. 05542- 0- 0 05542- [40:13] 0- 0 1 0 0 and 05544-002 [40:20] 0 0. Uh the slide presently shows the [40:26] location of the property. Uh you can see the blue border um that is outlined [40:32] would be the three parcels that I just uh referenced. Uh and Keystone Heights [40:37] RV Resort does own the parcel which is adjacent to the west uh which would be [40:41] to the right there. Uh the next slide shows the existing [40:45] future land use map designation. Again, currently this property is residential [40:49] low. Uh you can see the adjacent parcel is currently commercial to the west. [40:55] Next, this would be the proposed land use if the amendment was approved. And [41:00] then similarly you have the existing zoning RSF-1 [41:04] and proposed to go to commercial intensive. [41:09] Uh moving into consistency with the comprehensive plan. Uh we have reviewed [41:13] the application both applications for consistency with your comprehensive [41:17] plan. uh specific goals, objectives, and policies that support the application [41:20] are located within the future land use element, the traffic circulation [41:24] element, and the sanitary sewer, solid waste, portable water, and natural [41:28] groundwater aquifer recharge element. Uh a more detailed analysis has been [41:32] provided within the evaluation and findings report that we've presented to [41:35] you, and I'd be happy to answer any questions on that. [41:39] Uh moving to compliance with the land development regulations, section 16.2.2 [41:44] two of your land development regulations establish the standards that are [41:48] applicable when considering resoning petitions. The reasoning application has [41:52] been reviewed for compliance with these standards and we do find that it is [41:55] found to comply with all applicable standards and again the evaluation and [41:58] findings report provides a detailed analysis and I'm happy to answer any [42:02] questions on that. So, our recommendation is that you [42:05] approve the proposed amendment to the future land use map designation from [42:08] residential low to commercial and approve the zoning uh change from [42:12] residential single family one to commercial intensive. [42:16] And that concludes my presentation. I'm happy to answer any questions you may [42:19] have. >> Okay. The board have any questions that [42:22] [clears throat] you like to ask? >> Question. [42:24] » Okay. At this time, uh we'll open it up for public um comments at this time. Um [42:30] Mr. Steel is coming. Excuse me, board real quick. For record, uh, Leicad in [42:35] the building and zoning department, signs were put out, posted, pictures [42:40] done two weeks prior to this, and posted online. [42:44] » Thank you, >> Madam Chair. I'm sorry I didn't that [42:47] maybe what I was uh again I did not see an agenda for this uh this meeting and [42:54] whether it was noticed properly and whether agenda was produced is a [42:58] question that uh maybe uh what you do here may be challenged because you [43:04] didn't meet the requirements uh for notice of the meeting and so I would [43:09] urge you to make sure and maybe I just didn't hear what was said but I think if [43:14] the agenda was published today that would not have met the I checked last [43:18] night for the agenda on the uh zoning and planning the zoning department's [43:24] website. It was not there. The only document there was this document here. [43:28] Thank you. >> Okay. Thank you. Um Commissioner Dhy, [43:31] » I was just going to remind you you have another public comment there about this [43:34] issue. >> Okay. Um, [43:39] okay. [43:43] » It's Miss Bennett. >> Miss Bennett. She said that she wanted [43:46] to go later. >> Do you want to go now or or the 9:30? [43:51] I asked and she said, [laughter] >> "Okay." [44:03] Uh, my name is Betty Bennett. I live at 806 Southeast 58th Street, Eaststone [44:07] Heights, Florida. The piece of property that is being discussed uh conjoins our [44:15] property and I'd like to see it my property maintained. [44:19] Uh so anything that's discussed about changing. I know that they want it to be [44:24] commercial, I'm not against that. I just don't want it to affect my property. And [44:29] on the other side of my property is a lake. So, I don't know how close or [44:35] however they can put their proposal to a lake property, [44:40] but I'm just concerned about those kind of things. So, I know it's up to the [44:45] county commissioners to protect the citizens that vote for them, and I would [44:51] appreciate if you continue that you do that. [44:54] » Okay. >> Okay. [44:56] » Thank you. >> Any other public comment? [44:58] And Miss Miss Don, can you repeat what you said earlier that the efforts that [45:03] you went through? [45:07] » I am happy to help if anyone needs to see where the agenda was. It is on our [45:11] planning and zoning website. Um, and the agenda was posted two weeks ago along [45:19] with signs, uh, pictures of signs for our record. [45:23] » Yes. >> All right. [45:25] » Thank you. Thank you. Um, Miss Ellison, >> um, I just wanted to ask I I still don't [45:34] know what the commercial plans will be and I think you all will remember that [45:42] we've had a lot of issues around the traffic at that intersection. [45:47] Um [clears throat] the the main intersection closest to where this [45:51] property is being reszoned is 21B and 100 and we've asked for a stoplight [45:59] there and been turned down by the state. It my impression is we have no power in [46:05] this at all but it is a dangerous and um extremely slow intersection at some [46:13] times of the day. So, I I am concerned about what's going to happen there to [46:20] the traffic. I assume the houses that are on that [46:24] back road 50th or whatever it is, those houses own that property and they're or [46:30] I don't I don't know. [clears throat] I don't know about the houses. Okay. Um [46:35] I'll ask [laughter] our attorney and um commissioner I mean our county manager. [46:41] Um, I would ask that M I think Mr. Vincent is here. If he can come and [46:46] articulate his intent, would that be okay? [46:50] » That that's fine. If I could just uh add a couple clarifying points. Um, [46:54] » just to remind the board at this point, you are at the resoning phase. So, [46:57] that's what you're considering at this point is changing the land use and [47:00] zoning on the property. So, specific de development plan for any commercial [47:04] development will come back. um that would have specific building locations [47:10] uh buffering and screening. I do believe that your believe it's in the comp plan [47:14] uh requires a 25 foot buffer when adjacent specifically to residential. So [47:19] those types of factors will certainly be something that we consider at a later [47:22] time once we have a specific development plan in front of us. Uh as well as [47:26] traffic uh you know at that point when you have a development plan you know [47:29] exact uses you can have a traffic study that's going to identify exactly what [47:33] those will be. Um but yes I just wanted to mention that. Thank you, Miss E. [47:46] » Good morning, everyone. >> Morning. [47:48] » I'm Vincent Essen, the owner of Keystone Heights RV Resort. Yes. So, right now [47:52] we're just going through a zoning change, but our plan is to do some kind [47:55] of commercial plaza. I know we've had issues on that corner 21B. has been a [47:59] challenge with uh standing a light. So I took it upon myself to take the fight um [48:05] to uh do so. So uh we are doing a traffic study. Uh we have some data. I [48:12] really can't share right now, but based on the new development that we're [48:16] planning, it's going to justify a light. In the past, it warranted a light, but [48:20] now they're going to recommend it. So we're pretty confident that a light is [48:24] going to go on that corner. So that'll help with the traffic. Uh, we spend some [48:27] years, but we're we're pretty close. >> Thank you. [48:32] » All right. Um, did I miss any of the public comments regarding this issue? [48:40] [snorts] [48:44] Uh, I just checked and in fact it was my error. I did not scroll down far enough [48:48] in the uh items from the planning and zoning. The item was in fact agended. [48:55] Thank you for acknowledging that, Mr. Steel. God bless you. All right, another [48:59] comment at this time. Um, again, we'll ask our attorney if you can read board [49:05] any other questions. >> I asked the attorney to read the [49:08] resolution. >> Okay. So, just to put us in procedural [49:13] posture, we're doing an ordinance on the land use plan. Um there will be a [49:20] separate um public hearing um a separate asking for public comments [49:27] on the resoning even though I know that there was a discussion about both of [49:32] those by our our professional staff. That being said, right now all we're [49:36] doing is the land use. And I'll go ahead and read that ordinance. Thank you. An [49:40] ordinance of Bradford County, Florida, amending ordinance number 91-09, the [49:44] Bradford County Comprehens of Plan as amended, relating to an amendment to the [49:48] future land use plan series of the Bradford County Comprehensive Plan [49:54] pursuant to application S26019A by the property owner under the [50:00] amendment procedures established in section 163161 [50:04] through 163248 [50:08] statues as amended. providing for the amendment of the [50:12] future land use plan map series of the comprehensive plan from residential low [50:17] to commercial of certain lands within the unincorporated limits of Bradford [50:21] County, Florida, providing severability, repealing all ordinances in conflict, [50:25] and providing an effective date. >> Thank you. I have a motion for approval [50:29] of this ordinance for the land use change. [50:34] » I'll make a motion to approve the ordinance as read by the county [50:36] attorney. >> Okay. Motion by Commissioner Doherty. Is [50:39] there a second? >> Second. [50:41] » Second by Commissioner Ready. >> Any further questions on discussion by [50:44] the board? >> If not, [50:46] » just a comment. Um I'm really surprised that there's not more people here um [50:52] talking about this because I know that um we have done studies, traffic [50:57] studies, and the the light was denied. Um, we've done a lot trying to get that [51:03] there because of course all we heard was how dangerous it was. And of course [51:09] adding this is going to probably double the traffic in there. So I'm hoping that [51:14] Vincent may be able to to make this um happen, but um there have been traffic [51:21] studies done and um we were told no. And it is a dangerous intersection. I'm sure [51:28] that most of us have been through there and there was many many um residents of [51:34] Keystone that complained a lot about um the light and the intersection and [51:41] and the traffic. And so I'm surprised there's not more people, but um I know [51:47] that today is not about what's going there, but um it is a concern and I do [51:53] hope that you're able, Vincent, to to make this happen for the safety of the [51:58] citizens of of Keystone. >> Any other comments, discussion? If not, [52:03] we have a motion and a second on the floor. All in favor by the sign. I [52:07] » I Any old. Thank you. Now moving on to 3A. I [52:15] mean 3 C. If you could, [52:28] Madam Chair, uh you do need to still act on the resoning uh petition that was [52:33] part of the uh Keystone Heights item. >> Yes. if we could um [52:40] » back. >> Madam Chair, do you mind? [52:43] » Go ahead. >> Um [52:45] we we're going to have a public hearing on um the ordinance considering the [52:52] application for Z26-01. That's the application number. [52:59] Um so, Madam Chair, if you could open that public hearing on that, that would [53:03] be um that would be great. >> Okay. At this time, if we open our [53:08] public hearing, um, any comment, [53:12] » Madam Chair, if I could just note, I'll incorporate my presentation from the [53:15] initial item into the record for this item as well. [53:18] » Okay. [53:25] » So, I'm happy to go back through the presentation, but I'll just rely on that [53:28] unless you have any specific questions for me beyond uh what we've already [53:31] discussed. >> And that's that's fine, Madam Chair. [53:34] Okay. for him to do to do that and clarify that. [53:37] » Okay. Go ahead. >> Just any if you have any questions, I'm [53:42] available. I'll rely on the presentation that I pres presented prior and put it [53:45] in the record for this item. So, so nothing further for me. [53:49] [clears throat] >> Thank you. [53:51] » Thanks. >> Okay. [53:52] » And Madam Chair, so if anybody in the public has any comments, it would be [53:56] appropriate for them to do so. Right now, it's the same property. [54:00] [clears throat] Um, uh, it's just the zone reszoning [54:04] versus the change to the comprehensive plan. This it's a two-step process. All [54:08] right. >> So, the information that will be [54:11] considered is similar to what was considered in their last motion. And if [54:16] anybody has any comments on the zoning, that would be appropriate. Now, [54:20] » any public um comments on the resoning? Okay. Did you have All right. Anything [54:28] from the board? Okay. All right. [54:31] » All right. And madam chair, if if it's your pleasure, I could go ahead and read [54:35] the ordinance, >> please. [54:36] » Okay. Thank you, ma'am. Um, an ordinance of Bradford County, Florida, amending [54:41] ordinance 96-07, Bradford County Land Development [54:45] Regulations as amended, relating to an amendment to the official zoning atlas [54:49] of the Bradford County Land Development Regulations as amended pursuant to [54:53] application number Z26-01 submitted by the property owner of set [54:57] acreage providing for reszoning from residential single family- which is [55:02] RSF-1 to commercial intensive which is CI of [55:07] certain lands stands within the unincorporated limits of Bradford [55:10] County, Florida. Providing severability, repealing all ordinances in conflict, [55:14] and providing an effective date. [55:22] » Go ahead. >> I make a motion to approve the ordinance [55:24] as read. >> Second. [55:26] » Um motion by Commissioner Reick, second by Commissioner Dherty. Any further [55:31] discussion or comments at this time? All in favor by sign I. I. Any oppose? It's [55:38] 40. Okay. >> Madam Chair, and just to clarify with [55:42] the attorney, um the board does have to act as the planning commission as well. [55:47] So there is a resolution uh for those items that that does need to be approved [55:52] and I believe we were reading the ordinances, but um you should have I [55:56] believe a resolution as well. [56:01] » Is this resolution? on PZLPA [56:05] 2026, the resolution of the Rapid County Board of County Commissioners serving as [56:09] the planning and zoning um board of Rapid County and the local planning [56:14] agency of Rapid County, Florida, recommending the board of county [56:17] commissioners approve um the amendment to the future land use plan and the [56:22] series of the comprehensive pursuant to the application number S260619A [56:30] submitted by the the property owners under the amendment procedures [56:35] established in the section 163.6161 through 63.3248 [56:44] Florida statutes as amended providing for amending the land use classification [56:48] from residential to low commercial within the incorporated limits of [56:52] graphic county Florida repealing all regulations in conflict and providing [56:56] for an effective date containing 7.67 six seven acres more or less. Is that [57:02] what >> correct? [57:03] » Okay, >> that would be your first. [57:05] » All right. [57:08] Okay. >> So, we just would need action from the [57:12] planning commission to adopt that resolution if you so choose. [57:16] » I'll make a motion to approve the resolution as read by our chair. Okay. [57:22] » Motion by Commissioner Dorothy. Is there a second to the motion? [57:24] » Second. >> Second by Commissioner Andrews. Any [57:27] further discussion or questions? All in favor by the sign I [57:31] » I. >> This is a learning process for all of us [57:34] and there's been a lot of uh things that we needed to catch up on. [57:40] » No worries. That's we're here to help. >> Guide us through the process because [57:43] we're learning and we're doing it together. [57:46] » Yes, ma'am. Of course. We're we're here to help. So, that was your first. You do [57:49] have the second resolution which is uh resolution number PZL LPAZ26-01 [57:55] which would be for the zoning item >> and that's what I'm describing as 3A 3C [58:01] » 3C. >> Okay. [58:02] » Yes. >> Okay. [58:03] » I can read that if you would like. >> Yes. [58:05] » A resolution of the board of county commissioners of Bradford County, [58:08] Florida serving as the planning and zoning board of Bradford County, Florida [58:10] and the local planning agency of Bradford County, Florida recommended to [58:13] the county commission of Bradford County, Florida. Approval of the [58:16] resoning to the official zoning atlas of the Bradford County Land Development [58:19] Regulations as amended pursuant to application number Z26-Z run submitted [58:23] by the property owner of set acreage broading for reszoning from residential [58:26] single family-1 RSF-1 to commercial intensive CI of certain [58:31] lands within the unincorporated limits of Bradford County, Florida, repealing [58:34] all resolutions in conflict and providing an effective date. [58:38] » Thank you. Um >> Madam Chair, I'll make a motion to [58:41] approve the resolution as read by our county attorney. Second. [58:46] » Second. Now, any at this time, do we need to ask for again for any public [58:50] comments before we take the vote? >> Um, it it doesn't hurt. If you would [58:55] like to do that, that would be fine. >> I know we had a motion in a second, but [58:59] are there any public comments at this time? Want to make sure we didn't know [59:03] we look anything. If not, okay. All right. We had a motion in a second. [59:08] All in favor by sign I. Any oppose? Four over. Okay. [clears throat] [59:15] And I think that was it. >> No, we have one more. [59:19] » I think we skipped. >> Did we skip one? [59:22] » That was 3C. >> Yeah, this was the uh the next item is [59:25] just for the board of county commissioners. That'll be at your next [59:28] » Okay. >> Right. [59:29] » All right. So, this concludes our um planning and zoning um before we move on [59:34] into our regular county commissioner meeting. So, the planning and zoning is [59:39] now closed. And um before we get started into our [59:44] regular county commissioner meeting, do we have any other comment cards that [59:49] anyone needed to submit? [59:54] Okay. And if you would bring it to me quickly and [59:59] then we're going to move into opening our county commissioner meeting. [1:00:08] Thank you. Okay, ladies and gentlemen, um [1:00:13] let me shift gears here a second. Great. [1:00:22] Okay, our county board of county commissioner meeting is now called to [1:00:26] order. And if you would stand again for our invocation and our pledge of [1:00:30] allegiance. Heavenly Father, we come this morning [1:00:34] thanking you for your grace and your mercy and your love. We thank you for [1:00:37] all of the people that are gathered here today in person and those who are on [1:00:41] online. And Father, we ask today uh that you help us to employ the wisdom given [1:00:47] to each of us to do your will and to do good for our communities and to show [1:00:53] compassion and understanding towards one another. And Father, today I ask for a [1:00:58] special blessing for those who are ill. I ask a special blessing for my friend [1:01:04] and brother in Christ, Ricky Thompson. I ask for special blessing for those whom [1:01:09] you we know to be ill and those who we may not know that are suffering from [1:01:13] illness. And Lord, I asked for comfort for the families who have lost their [1:01:18] loved ones. And and we pray that we begin to seek help through other means [1:01:24] other than violence towards one another. protect our families and our law [1:01:28] enforcement and those who have to deal with situations like we had on [1:01:33] yesterday. And Lord, protect our men and women who are deployed in the military. [1:01:38] Protect them from harm and hurt. Now Lord, we ask that you bless this meeting [1:01:43] that it be productive and pleasing your sight. In Jesus name we pray. Amen. [1:01:47] » Amen. I pledge allegiance >> to the flag of the United States of [1:01:51] America and to the republic for which it stands. One nation [clears throat] under [1:01:56] God, indivisible, with liberty and justice for all. [1:02:05] » Hi, Mr. Thompson. Hi. >> Okay. Now, [1:02:09] » resolution. >> Oh, have mercy. Okay. [1:02:16] Now again uh [1:02:21] » we will open our meeting up uh for >> yeah a lot of build and suspend [1:02:29] » our attorney [laughter] for our public hearing again for our um [1:02:35] » Yes ma'am. Um if we're starting on 2A as I understand correct? [1:02:40] » Yes. We're going to do a lot of what we just did over again, which is um seems [1:02:45] duplicitous or duplicative by um the public, but this is how the law requires [1:02:52] to make sure that everybody has plenty of time to soak in what they're hearing [1:02:56] uh and make any comments they may have one way or the other. Um and the board [1:03:01] is sitting today both as a land development board and as as a um as a [1:03:09] county commission. Now, they're sitting as a county commission and uh in that um [1:03:14] in that posture, that's where we are right now. And uh they're going to be [1:03:18] considering the ordinance first that I'm about to read. [1:03:22] An ordinance of the board of county commissioners of Bradford County, [1:03:25] Florida, amending the Bradford County Land Development Regulations relating to [1:03:29] an amendment to the text of the Bradford County Land Development Regulations to [1:03:32] revise the subdivision regulations as set forth therein providing for [1:03:36] severability, repealing all ordinances in conflict and providing an effective [1:03:40] date. >> Okay. Thank you. [snorts] Um and again, [1:03:44] our group is here for the presentation which is repetitive, but we'll go [1:03:48] through our procedures as required. >> Yes. So, I'd just like to reiterate that [1:03:53] we'd like to incorporate the presentation made at the planning and [1:03:56] zoning board into this item. Uh, unless y'all have any additional questions, [1:04:01] we'll just forgo the presentation to keep from duplicating that effort. [1:04:06] » Okay. [snorts] Um, are there any public comments at this [1:04:10] time? Mr. Steel, come forward. [1:04:20] Paul Steel, 14167 Southwest 101st Avenue Stark. Um, I appreciate the [1:04:26] clarification that was presented, but I believe the uh as currently drafted, [1:04:32] it's the uh uh amendments are very confusing. Uh, today [1:04:39] is the first time I've heard of this special committee that was referred to. [1:04:44] I've never seen it applied on any anywhere any previous uh uh applications [1:04:51] for zoning changes. And so I think it's uh if it's there, it would be good to [1:04:57] actually document that some way in the plan so that you understand who is who [1:05:03] this committee is because they're they're going to be playing a completely [1:05:07] different more aggressive role in the revisions that you've made than that [1:05:12] committee has uh made in the past. And so I think I'm again I'm urging you uh [1:05:19] to spend a little bit more time on this because it's a really important part of [1:05:25] your land development regulations going forward. And I think it's important to [1:05:28] try to make sure you're clear uh what it actually in entails. And I also wanted [1:05:35] to one of the things I think that you should consider it's not so much with [1:05:40] this but it's part of what we're seeing today is that if you had a separate [1:05:45] zoning and planning board made up of uh citizens you would have five additional [1:05:51] eyes looking at all of this material and I think it would produce a better [1:05:56] product to have more people looking at this. So I would urge you in going [1:06:00] forward that you consider uh stepping down as a zoning and planning board and [1:06:05] appointing uh five members of a board from the community. Thank you. [1:06:10] » Thank you. >> All right. Any other [1:06:16] » I just want to address the issue with the uh TRC. That committee was actually [1:06:20] is actually already in your LDR. So that that's nothing new. It's something [1:06:23] that's been around for a long time in your LDRs. Um again that TRC meeting is [1:06:29] um just staff is it's after you know the subdivision application has been [1:06:35] submitted and they uh pass that application copies around to different [1:06:42] staff members for review. That TRC meeting is meant to meet and be able to [1:06:49] you know address any comments and all that and then be able to provide those [1:06:53] to the applicant. So, it's an important committee. It's been established. It's [1:06:58] already in your LDRs. All we did was we we further explained what the TRC and [1:07:04] who who's who's involved in the TRC um and what their role is. And [1:07:10] ultimately um the TRC is um you know to keep from having one person have the [1:07:16] power to say yay or nay on a plat the TRC recommends the approval denial or [1:07:23] whatever to the LDR administrator. So you know that that that function is um I [1:07:29] feel like very clearly explained and the process is clearly explained. It's a [1:07:33] process we elaborated on that you already had. So, and if you have any [1:07:38] questions, I'd be happy to go in more detail about it. [1:07:42] » Madam Chair, if I may. Brandon, if you don't mind, we're we're in a different [1:07:46] proceeding now. And for the record, the clerk would like you like for you to [1:07:50] state your name. >> Oh. Oh, sorry. Uh my name is Brandon [1:07:53] Stubs. I'm the uh planning and GIS manager for North Florida Professional [1:07:57] Services and acting as uh your staff. >> Okay. All right. Thank you. Are there [1:08:03] any other public comments regarding um this this ordinance? Um Miss Bo Hastings [1:08:14] Bo Hastings Stark Florida. I'm hoping that uh it's going to be less corrupt [1:08:19] with this passing now. you know, with the last, not the last planting his own [1:08:24] and lady that got fired, but the one before, you know, he had to resign [1:08:27] because of all the shady crap being done, giving plaques, replats. And then [1:08:32] I got a question about this subdivision at the end of my road, you know, that [1:08:38] there were supposedly signs put up, but there really wasn't. I noticed on the [1:08:43] 4th at the last the meeting on the 4th when I was leaving that road and it was [1:08:48] a subdivision and it's always been private. It was private land that was [1:08:52] sold. Uh and then they made eight 5 acre parcels and then you could put one [1:08:58] family house per thing and I noticed it was being graded in lime rocked and I [1:09:03] put out some questions. I actually called Miss Andrews. I never got a call [1:09:07] back. Uh I talked to Mr. Riddic and he actually called me back and said that [1:09:12] Jason told him that that's always been a private road and that is absolutely not [1:09:17] true. That is not a private road. And then it was a subdivision, the Vicory [1:09:21] subdivision with the K because an actual resident made complaints about it. Uh [1:09:27] Miss Shocky, she never got a call back. She's been waiting, I think, 6 to 8 [1:09:32] months for a call back, but was told, "Well, you'll like what we're doing." [1:09:36] Which the last plan in his owning guy, Mr. Andrews had to resign over which [1:09:41] really is no accountability cuz you still get to take your your uh what your [1:09:47] retirement and all that. You just get to resign. But something's going on here [1:09:51] and it's kind of crazy. So, I'm wondering what good old boy bought land [1:09:55] down there in that so-called subdivision down from me because now all of a sudden [1:10:00] it's a private county road putting on the taxpayers and Miss Spooner couldn't [1:10:05] even get her roads that she needed put on a list to get done just to get put on [1:10:10] the list. But yet, you got a road now at the end of my road that's [1:10:16] county maintained on the taxpayers, but ain't nothing been said about it. So [1:10:22] something ain't right there. I'm going to keep digging. I'm going to find out. [1:10:26] And then I was also told that Mr. Dods, the one that's over this that told Mr. [1:10:31] Rick all this stuff that he actually works on Saturdays for the guy that [1:10:35] dumps the lime rock at the lime rock company. Wouldn't that be a conflict of [1:10:39] interest to the the constituents of this county if you [1:10:45] know he's over the road department and yet he's working for the people who's [1:10:49] dumping the rock? I mean, isn't that a conflict of interest? Maybe I can get [1:10:53] some answers on this. I don't know. I can't never get a call back, but maybe I [1:10:57] can get some answers on this at the end of the meeting. Thank you. [1:11:00] » Thank you. Are there any other public comments on the consideration and [1:11:06] enactment of the ordinance amending the Graphic County Land Development? [1:11:10] » Madam Chair, if I may, Director Dots would like to speak to the board if [1:11:15] Okay. You'd allow it. Uh, [1:11:25] » good morning. >> Morning. [1:11:27] » Just for clarification, I wanted to talk about that road. Um, it's been a county [1:11:31] road all the way to the very end that I know of since I've been here. Um, one of [1:11:37] my employees that lives on that road has lived there for 20some years. And he [1:11:41] said it's been a county road that whole time. And I also want to clarify that I [1:11:46] have never worked a day in my life for Bridget Trucking and that's who delivers [1:11:51] our line brock. >> Jason, is the sign does the sign reflect [1:11:55] that it's a county road? >> Yes, ma'am. [1:11:58] » Okay. Okay. Now, are there any other public comments regarding the [1:12:05] consideration and enactment of an ordinance amending the Bradford County [1:12:09] land development regulations related to the subdivision regulations? [1:12:14] Miss Kate Ellison. [1:12:21] Kate Ellison, 971 Southeast 32nd Way, Melrose, Florida. I just wanted to [1:12:27] clarify if this is the regulation that we that was discussed earlier that is [1:12:35] uh a landowner can divide their property into two and no more than two. I that's [1:12:42] my understanding of what was discussed before but it wasn't discussed in this [1:12:46] meeting. >> Thank you. Mr. Stubs or Miss Can you [1:12:49] clarify? >> Yeah. So, what she's referring to is [1:12:54] what's considered a one-time lot split. That's under Florida statute. And um but [1:12:59] there is a procedure that was written into the subdivision regulations to be [1:13:04] able to divide your property without subdividing, but it doesn't just include [1:13:10] um lot splits or you know dividing into two. It doesn't limit you. you can, you [1:13:16] know, subdivide um, you know, as many lots as you want as long as you comply [1:13:21] with the code. But, um, again, that that's just one part would be the U lot [1:13:27] split application. And then you have the subdivision requirements. But yes, this [1:13:32] is the same thing we just made the presentation on to the planning and [1:13:35] zoning board. Mhm. >> And you most specifically was addressing [1:13:39] the subdivision um issue as opposed to the lot split. [1:13:45] » Correct. Yes. There's um like I said the all the changes were [1:13:50] changes to reflect uh changes in Florida statute and to [1:13:57] um provide more procedural clarification on the process and u provide additional [1:14:03] processes that would make uh a lot easier for people to divide property. [1:14:07] » Okay. Any other public comments at this time? [1:14:11] Okay. Board, any other discussion? No ma'am. I'll make a motion that we [1:14:17] approve the ordinance as read by our county attorney. Okay. The motion by [1:14:20] Commissioner Do to approve the ordinance as read. Is there a second to the [1:14:24] motion? Second. >> Second by Commissioner Re. Any further [1:14:27] discussion? If not, all in favor by the sign I. [1:14:30] » I. >> Any oppose? for [clears throat] [1:14:36] uh [snorts] [1:14:39] next is uh item B consideration of special permit application SP26-01 [1:14:47] the next tower development group LLC. [1:14:56] Okay. >> Yes, Madam Chair. Again, my name is [1:14:58] Justin Taber. I'm a senior planner with North Florida Professional Services and [1:15:01] we're here this uh morning representing you as your uh zoning department. Okay. [1:15:07] » Um this item we did not have on the planning commission agenda. It just goes [1:15:10] straight to the board of county commissioners. So I do have a [1:15:12] presentation that I'll run through briefly for you and then the uh [1:15:14] applicants agent is present as well. This is SP26-01. [1:15:18] It's a special permit for essential services for a wireless communication [1:15:22] tower. The application has been submitted by Next Tower Development [1:15:24] Group 2 LLC. Uh the subject property is a portion of [1:15:30] a 10.25 acre parcel. It's a subset that is approximately a quarter acre.24 acres [1:15:36] and this is on tax parcel 04561- 0-000000. [1:15:45] Uh the slide that you see here shows the location of the subject property with a [1:15:48] red border. Uh this is the overall 10.25 acre tract. Uh the proposed location for [1:15:54] the tower is in the southeastern corner of this property. [1:16:00] Uh this is the current future land use map. Uh the current f future land use uh [1:16:04] is agriculture 2 and then likewise the zoning is also agriculture 2. [1:16:13] Uh this is an overall site plan showing the entire 10.25 acre parcel. Again, you [1:16:19] can see in the southeastern corner is the location of the proposed uh wireless [1:16:24] tower. And this is a more detailed site plan [1:16:28] showing the location of the tower. Uh there would be one access point provided [1:16:32] to the tower from Southeast 144th Street. [1:16:38] And uh pretty typical from what you see with uh these types of towers. You can [1:16:42] see the elevation here. [1:16:46] With respect to consistency with the county's comprehensive plan, uh we have [1:16:50] reviewed for consistency and find the application to be consistent with uh [1:16:55] goals, objectives, and policies that are within the future land use element. The [1:16:58] evaluation and findings report that we presented to you does uh provide further [1:17:01] detail. And I'm happy to answer any questions you have about comprehensive [1:17:03] plan consistency. And for landmarks, if you all like me [1:17:09] visually trying to picture where the location is. So if you know 230 where [1:17:13] the hospital highway road is uh down near the county line between Bradford [1:17:18] and Klay County is the uh location. >> Yes. Thank you for the clarification. [1:17:22] Yeah. >> All right. [1:17:26] Um with respect to compliance with your land development regulations, uh there [1:17:29] are provisions established in section 14.11 of the land development [1:17:33] regulations that uh pertains to the approval of special permits. Uh we have [1:17:38] reviewed the application for consistency with those and found to find and and [1:17:43] have found it to be consistent with those regulations therein. [1:17:46] And our recommendation for you this morning is to approve the special permit [1:17:49] for the uh plus or - 265 square uh not square foot 265 ft self-support [1:17:55] communications tower on tax parcel number 04561- [1:17:59] 0-000000 [1:18:03] and I'm happy to answer any questions that you might have this morning. [1:18:05] » Okay. So while you're here at this time we'll uh entertain any um public [1:18:09] comments. [clears throat] [1:18:15] And madam chair, I did uh want to just remind you that the applicants uh is [1:18:19] here and present if you have any questions for him. [1:18:21] » Okay. All right. [1:18:25] » Madam Chair, I'll make a motion that we approve application SP2601 [1:18:29] for Next Tower Development Group LLC. >> All right. Motion by Commissioner Dohy. [1:18:34] Is there a second to the motion? Second. Second by Commissioner Andrews. Any [1:18:38] further discussion or questions? Not. All in favor by the sign. I I 40. Okay. [1:18:46] All right. [1:18:52] Okay, that was B. [1:18:58] Um, now we're on item C. Um this is S260619A [1:19:08] the Keystone Height RV Park LLC and Tom High on the Hog Real Pit Barbecue Inc. [1:19:14] Land use change for residential single family um-1 RSF-12 [1:19:20] commercial intensives C1 for Bradford County parcel numbers 05542- [1:19:28] 0-000000542- [1:19:34] 0-00100 and 0544-00200 [1:19:43] and we'll have our attorney or [1:19:48] » Sure. I I'll I'll read the ordinance and I talked to staff and they would ask [1:19:53] that we incorporate their pre previous comments [1:19:57] um for both this and the next item. And of course, if the board has any specific [1:20:03] questions of either um professional staff or myself [1:20:08] um that has occurred to them since our last discussion of this matter, then [1:20:12] then we're we're available to discuss. >> Okay. [1:20:15] » All right. An ordinance of Bradford County, Florida, amending ordinance [1:20:18] number 91-09, the Bradford County Conference of Plan as amended, relating [1:20:23] to an amendment to the future land use plan series of the Bradford County [1:20:27] Conference Comprehensive Plan pursuant to application S [1:20:31] 260619A by the property owner under the [1:20:34] amendment procedures established in section 163-3161 [1:20:38] through 163-3248 Florida statutes as amended providing for the amendment of [1:20:42] the future land use plan map series of the comprehensive plan from residential [1:20:47] low to commercial of certain lands within the unincorporated limits of [1:20:51] Bradford County, Florida, providing severability, repealing all ordinances [1:20:54] in conflict, and providing an effective date. [1:20:58] Um, does the board wish for any further [1:21:01] presentation on this as we have previously had in the previous session? [1:21:07] Um, any public comments regarding it? Okay. Um the strong [1:21:17] [snorts] [1:21:23] bion strong ly Florida I really don't [1:21:28] I don't live in Keystone so it really that doesn't really matter to me. What [1:21:35] matters to me is whether or not item E is going to affect me and that's the [1:21:43] fire assessment. We need to remember that [1:21:48] with this that growth is going to come and that this entity needs to [1:21:56] have a fire assessment assessed on them and it's fair just like everybody else. [1:22:07] Any other public comments regarding this? [1:22:12] Okay. All right. [1:22:17] Hearing none, uh, [1:22:21] entertain a a motion for approval. >> Yeah, I make a motion to to approve the [1:22:25] ordinance as read. >> Second. [1:22:27] » Um, the motion by Commissioner Reic. Uh, second by Commissioner Dory. Any further [1:22:32] discussion by the board? All in favor by sign I. I. [1:22:35] » Any opposed? 40. Okay. [1:22:43] Next is item D Z26-01 Keystone Height RV Park LLC and Tom High [1:22:50] on the Hog Real [clears throat] Pit Barbecue Inc. um zoning change from [1:22:55] residential single family to commercial intensive from Bradford County parcel [1:23:01] numbers 05542- 0-0000005 [1:23:10] 42- 0 D-00 and [1:23:16] 05544-00200 [1:23:20] and our attorney will read Yes, ma'am. And as I described earlier, we're now um [1:23:26] in the zoning phase. We previous did the comprehensive plan phase. Um the staff [1:23:32] had presented comments on this particular ordinance uh in the prior [1:23:38] hearing and uh would incorporate those comments. Of course, if anybody has any [1:23:43] questions on those comments, now is the time to do so after I read the uh zoning [1:23:50] ordinance. An ordinance of Bradford County, Florida, amending ordinance [1:23:53] 96-07, Bradford County Land Development Regulations as amended, relating to an [1:23:58] amendment to the official zoning atlas of the Bradford County Land Development [1:24:01] Regulations as amended pursuant to application number Z26-01 [1:24:06] submitted by the property owner of said acreage providing for reszoning from [1:24:10] residential single family- RSF-1 to commercial intensive which is CI of [1:24:17] certain lands within the unincorporated limits of Bradford County, Florida [1:24:20] providing severability, repealing all ordinances in conflict, and providing an [1:24:24] effective date. [1:24:28] » Okay. Thank you. At this time, are there any public comments? [1:24:36] [snorts] >> Madam Chair, I'll make a motion that we [1:24:38] approve the ordinance as read by our county attorney. [1:24:42] » Motion by Commissioner Dohy. Is there a second to the motion? [1:24:45] » Second. >> Second by Commissioner Andrews. Any [1:24:47] further discussion by the board? If not hearing none, seeing none, all in favor [1:24:51] by the sign I. >> I. [1:24:52] » Any oppose? 40. >> Thank you, Madam Chair. I appreciate [1:24:57] your patience and time this morning. >> And I appreciate everyone's patience out [1:25:01] there as well. Uh, okay. Agenda item E is the [1:25:09] fire assessment fiscal year 2026 through 2027 [1:25:14] um annual rate. [1:25:25] Okay. And I will ask our attorney again if you should read the resolution. [1:25:31] » Thank you, Madam Chairman. A resolution of the board of county commissioners of [1:25:35] Bradford County, Florida, relating to the provision of fire protection [1:25:38] services, facilities, and programs in the county. Establishing the rate of [1:25:42] assessment for the fiscal year commencing October 1st, 2026, imposing [1:25:47] fire protection assessments against assessed property located within the [1:25:51] county, approving the assessment role, and directing delivery thereof to the [1:25:55] tax collector, providing for severability, and [1:25:58] providing an effective date. Okay. [1:26:04] At this time, are there any public comments [1:26:11] Hastings? [1:26:19] Bo Hastings start Florida. I think if we're going to do this fire assessment [1:26:23] again, when the fire chief needs a truck, he ought to be able to get it. [1:26:27] You know, a few months back, he asked for a truck. it wouldn't have cost the [1:26:30] taxpayers not one penny. He had everything figured out from selling the [1:26:35] old truck that kept going in and out of the shop to the reimbursements for the [1:26:39] Medicaid and Medicare. Had every bit of the money and then this board didn't [1:26:43] approve it. Then we come back after the fire in Samson City where people died [1:26:49] because there was no fire tanker there at Samson City. It was somewhere else. [1:26:53] Uh, and then you approve that one for a grant and the county has to match [1:26:59] $61,000. So then that cost the taxpayer. So if you're going to do this fire [1:27:06] assessment again and approve it every year, then when he needs a truck and [1:27:09] there's money there to get that truck, then the fire department should be able [1:27:14] to get the truck and the equipment they need. That's all. [1:27:17] » Any other public comments, Miss Strong? [1:27:31] Vonda Strong Lie. I have to say that um when the taxpayers [1:27:40] in each of the municipalities [1:27:44] look and need a fire [1:27:52] situation. We need to have equipment when we need equipment. [1:27:58] And for you guys to sit and say, "No, you don't have the money. No, the fire [1:28:07] department can't have equipment," it slaps us in the face. [1:28:12] Um, when the fire chief says that he needs equipment, he needs equipment. [1:28:18] If Lahi decides that they don't want to participate, what is this board going to [1:28:25] do? If Hampton says, if Brooker says that they don't want to participate, [1:28:31] what is this board going to do? What's going to happen at that point? [1:28:35] Stark has already said they don't want to participate. What are you going to [1:28:39] do? I think you need to decide what's going to happen once you assess [1:28:46] the taxpayers. You need to be better stewards of our money. And at this [1:28:51] point, you're not being very good stewards of our money. [1:28:56] I think that you need to decide what it is that you're doing with our [1:29:02] money every year when you assess our money. And you're not being very good [1:29:09] stewards of our money. When you assess this fee, [1:29:16] you have a business that's coming in again and you're not [1:29:23] assessing them properly and you need to look at how you're [1:29:28] assessing that business. It's not fair [1:29:32] when you look at how you assess everybody else. [1:29:37] Be better stewards of the taxpayers's money. [1:29:44] any other public comments at this time. [1:29:48] Um, Chief, do you have any comment you want [1:29:52] me? Okay. Um, at this time, I'll ask for a motion for approval. [1:29:59] » I'm sure I'll make a motion to approve the resolution as read by our county [1:30:02] attorney. >> Motion by Commissioner Dory. There's a [1:30:04] second to the motion. >> Second. [1:30:06] » Second by Commissioner Andrews. Any further discussion at this time? Um if [1:30:10] hearing and seeing none, we take a vote. All in favor? [1:30:14] » I. >> Any oppose? For all. [1:30:19] » Okay. Now, believe it or not, uh we're down to item three. Any public [1:30:27] comments? I do have three persons if you've already addressed your concerns. [1:30:32] One was Miss Strong and one was Miss Hastings and the other one is Cameron [1:30:38] Bakas. Okay. [1:30:46] » Good morning, Madam Chair. >> Good morning. [1:30:49] » Um, for the record, my name is Cameron Bakus. I live at 16526 Southwest 137th [1:30:54] Avenue, Brooker, Florida. Um, my name is Cameron Bakus and I'm a representee of [1:30:59] Community Action Recycling Empower Servicemen, Inc., a local nonprofit here [1:31:03] in Bradford County. Over the last year, we have been going around this area in [1:31:07] search of a bonafide mission for the community at large. Our main areas of [1:31:12] concern are things that are prudent to the entire community of Stark and the [1:31:16] county residents as a whole. We have been fortunate so far this storm season, [1:31:22] but this will not always be the case as we get deeper into the season. This [1:31:27] brings me to my first two main concerns. Storm water drainage and wind damage [1:31:32] mitigation. Many neighborhoods within the Star City limits have open [1:31:37] culverts for roadway and residential property drainage. These therefore enter [1:31:42] into the city's main storm drainage system and include but are not limited [1:31:47] to Alligator Creek flowing into Lake Row. This city has grown up from the [1:31:51] swamp land that has that it was founded on and as such systems in place that [1:31:56] have become our primary relief from flash flood rain events are in desperate [1:32:01] need of maintenance to operate as designed. This is a community issue to [1:32:05] mitigate flood type damage to personal property. In the season uh 2004 or 24, [1:32:13] Hurricane Debbie dropped 10 to 20 ines of rain in the region causing flash [1:32:18] flooding in local townships within Stark. [1:32:21] Which brings me to the wind event mitigation protocols that the city of [1:32:24] Stark has legal authority to step in, hire a service, clear the hazard, and [1:32:31] place a lean against the property. or that cost can be rolled directly into [1:32:36] the owner's official county tax bill. Trees located near infrastructure that [1:32:40] may pose a significant risk to life or property need to be addressed foremost, [1:32:45] but many areas have tree limb debris in the drainage canals such as along the [1:32:50] CSX railway corridor within city limits. As the railway is a one is the one [1:32:55] reason why Stark became incorporated in 1867. [1:32:59] It is it bisects the city. Therefore, crossing before crossing Alligator [1:33:05] Creek, we feel it is imperative that the community leaders and alderman take an [1:33:08] active role in addressing any blockages in concert with CSX as quickly as [1:33:14] corporately possible. Lastly, the state government has [1:33:19] introduced a pilot program to research the feasibility of using digital [1:33:23] currency here in Florida. Georgia has already begun setting the stage for us [1:33:28] here with the Georgia Payment Stable Coin Act. We feel it would be a prudent [1:33:33] step in leading this county into a digital age that will be agreeable to [1:33:37] all residents of Royal Florida as we here in Bradford County have become [1:33:42] accustomed to a rather simplistic way of life and endure to keep unity in [1:33:47] community by supporting each other. >> Thank you. Okay. [1:33:57] Mr. I think that you need to still speak to this [1:34:03] Mander [1:34:14] strong in Lahi. I was here at last month's meeting and [1:34:20] what greatly disturbed me was the way that the [1:34:26] commissioners spoke to our chair, Miss Spooner, when she tried to speak on [1:34:34] behalf of her constituents in her district. [1:34:40] Some of the commissioners spoke very [1:34:45] downgrading to her and it was heartbreaking. [1:34:51] Some of the commissioners failed to be as respectful to Miss [1:34:57] Commissioner Miss Spooner as she was to others. [1:35:05] Miss Spooner is always compassionate when she is speaking in her district. [1:35:14] It was very heartbreaking when Miss Spooner took over her [1:35:20] district. The roads in her district had not been [1:35:25] paved at all. How do I know that? Because I live in [1:35:30] her district. Over the years, [1:35:37] none of the roads in that district had ever been paved before [1:35:43] and no one cared. All over Bradford County, we have roads [1:35:49] that have continuously been paved over and over and over, [1:35:56] but nobody seemed to care until Miss Spooner came along. [1:36:02] Nobody cared about how Miss Spooner treated anybody in our district until [1:36:10] she came along. But the other some of the other [1:36:16] commissioners seemed to only care about their district, not the county as a [1:36:20] whole. And they were very disrespectful. and it [1:36:24] was heartbreaking because she cares about the county, not just her district. [1:36:32] I think that we need to take a look at how we treat everybody [1:36:40] and not just ourselves. We need to be respectful to everybody [1:36:47] and not just look at our own district because when the money [1:36:55] comes in from taxpayers, it funds the entire county and not just our district. [1:37:05] Miss Spooner thinks about everybody's district [1:37:10] and not just her district. Thank you, Mr. Strong. Uh, Miss Hast. [1:37:24] » Oh, that's crazy. This third time I get to speak today. Y'all probably ready for [1:37:27] me to shut up. But anyway, you know, I never was involved in any of this stuff [1:37:32] until that fire tax meeting at the Charlie E. John's building. And it [1:37:35] really opened my eyes to the way that the people here, the constituents are [1:37:39] actually treated in our county and the corruption that goes on. And people can [1:37:43] roll their eyes and say, "Oh, there's none of that." Oh, but there is. And [1:37:47] I'll just say, you know, Mr. Dodge, I understand. I wasn't referring to [1:37:51] Pritchette Trucking, sir, but I'm telling you that subdivision was just in [1:37:56] a whole bunch of stink up here and that's why Mr. Andrews had to resign. [1:38:01] » So, you need to to I will address the commission. That was a subdivision [1:38:06] because you even stated, Mr. Daltry, that you seen signs put up down there [1:38:10] for a public hearing that actually wasn't there. So, them saying that [1:38:15] that's always been a private road, that is a bald-faced lie. But uh you know, I [1:38:20] never wanted to get involved in politics or any of this stuff with my county, but [1:38:25] when I seen the way people were treated, it was absolutely disgusting. And Miss [1:38:29] Spooner, you were very treated very bad at that meeting. Your road should have [1:38:34] been allowed to be put on there. I mean, because if it gets near the country [1:38:39] club, gets a pothole, it gets resurfaced, and your roads have never [1:38:42] been paved. Those people can't get in and out. the ambulances can't get in and [1:38:47] out if somebody needs to go and it does need to be taken care of. And I do want [1:38:52] to say I appreciate you answering the phone when I call you because [1:38:57] my commissioner won't answer me. Won't return a call since August the 4th. I've [1:39:02] called twice. I've got no call back. You answered the phone. I called Mr. [1:39:07] Riddick. He answers the phone. And I will say Chief Carter always answers the [1:39:11] phone. And if he don't, he always calls me back. And I just want to say I [1:39:15] appreciate that. But I'm going to keep digging in this stuff. I'm going to keep [1:39:19] telling people what's going on. And y'all just y'all need to make smarter [1:39:25] choices for your constituents because you ran to be there for your [1:39:31] constituents. I mean, I know Miss Andrews, at the last meeting when you [1:39:34] walked in, you told me, "Bo, I seen where you called." Okay. If you seen [1:39:38] where I called, why didn't you call me back? I have to wait two weeks till you [1:39:43] see me in a meeting for you to speak to me or address the issue that I have. I [1:39:48] mean, that's just that's not right. I called the other day. I didn't get a [1:39:52] call back. I mean, do I need to move to a new district so I can get a [1:39:57] commissioner to at least answer me? And I know we get the higher up departments [1:40:02] up here. They say, "Oh, you always answer. Everybody always answers phone." [1:40:06] No, you don't. But the ones that do, I do appreciate you. But like I told y'all [1:40:11] when I started all this almost a year ago, I'm going to scream it from the [1:40:15] rooftops. Guess what? I'm going to scream it from the rooftops. Thank you. [1:40:20] » Thank you, B. >> Okay. Um, thank you. Did I miss anyone's [1:40:24] um public comments? Mr. Steel, briefly. [1:40:34] » Paul Steel, 14167 Southwest 101st Avenue, Stark. I have uh two comments on [1:40:41] uh agenda items. The first comments deal with item seven, approval of the tourist [1:40:47] development invoice uh for the batting cages. Uh I noticed that the minutes [1:40:52] were not included in your packet uh for that item. Uh I think it's important to [1:40:58] have those minutes. Uh I noted that it says that the meeting was on August [1:41:03] 20th. I can't I do not see how uh you could [1:41:07] have approved minutes before you. I'm not sure whether you can use unapproved [1:41:12] minutes for uh evaluating whether this in fact is a legitimate item. So I would [1:41:18] urge that you uh uh table that item until you can get a set of approved [1:41:24] minutes. The next item I wanted to refer to is item eight. It's the uh surplusing [1:41:30] of the warehouse building. I just wanted to ask if uh you've contacted the state [1:41:35] of Florida uh agency that transferred that uh building to you for specific uh [1:41:42] reasons which was uh at that time uh uh an aerospace type or aeronautical [1:41:50] uh activity and if they're okay with you selling it at this point for uh and the [1:41:58] proceeds from the sale going to the county I think definitely uh the county [1:42:03] needs to get rid of it. Uh if you can sell it and keep the money, that's [1:42:07] great. If you can't sell it, I would urge you to ask the state to take it [1:42:12] back. I think the long-term liability for that site uh to the county is uh far [1:42:18] too great to be actually holding it and allowing any activity on the site. [1:42:24] And the third item I wanted to address is uh relating to the budget. Uh [1:42:31] uh I would urge you to consider moving the codes enforcement officer position [1:42:36] out of the sheriff's department into zoning uh [1:42:41] simply because I don't believe it's appropriate to have that officer in the [1:42:45] sheriff's department uh uh based on my experiences uh with the the at current [1:42:52] uh uh the current the position the individual holding that position [1:42:57] currently and you're being asked to actually add another position to the [1:43:01] sheriff's office budget. I believe that that that position should be in zoning [1:43:06] and it would be more efficiently run within the zoning department. Thank you. [1:43:11] » Thank you. Did I miss any other public persons? [1:43:17] All right. Um item four [1:43:24] is the approval for our consent agenda from um A through E. Is there a motion [1:43:31] for approval of the consent agenda? >> I make a motion to approve the consent [1:43:35] agenda. >> There's a motion by Commissioner Reic. [1:43:39] Is there a second to the motion? [clears throat] [1:43:42] » I'll second the motion. >> Second by Commissioner Dory. Any further [1:43:45] discussion, questions? All in favor by sign I [1:43:49] » I oppose a four. Um [1:43:55] » madam madam chair if I may. In the absence of commissioner Thompson uh [1:44:00] director Dods would be happy to take this item. [1:44:04] » Okay. Do we have representatives here? >> No. [1:44:08] » Okay. [1:44:11] » Good morning again. >> Good morning. So, this request did not [1:44:14] come through me, but it did go through Commissioner Thompson from the family [1:44:18] that requested the road dedication. Um, obviously he's not here, so I wanted to [1:44:23] [clears throat] give you a brief update on what that was for. Um, as far as I [1:44:26] know, none of the family is here. >> Okay. [1:44:30] » Okay. >> Thank you. [1:44:31] » Thank you. [1:44:38] » All right. Um, come back, Mr. Dods. >> [laughter] [1:44:43] » Um, item six, public works director Jason D. [1:44:49] » We need to vote on it. >> Madam, Madam Chair, before before Jason [1:44:53] starts, do we [1:44:57] » Yeah. Yeah. That's an action item, the road dedication. [1:45:01] » Okay. >> So, we'll need that. In the in the [1:45:04] absence of >> um Commissioner Thompson, u we'll ask [1:45:09] for approval of um the requested honorary road dedication um to Mr. C. W. [1:45:18] Moore. That's on Northwest 45th Avenue. >> Madam Chair, is there is there something [1:45:23] you could read in case they're watching on the uh YouTube channel? This one [1:45:28] says, um, board of Bradford County Commissioners, Brefford County, Florida, [1:45:32] certificate of honorary dedication hereby dedicates Northwest 45th Avenue [1:45:37] in remembrance of Mr. C. W. Moore in honor and remembrance of Mr. CW Moore [1:45:43] and in recognition of his life, character, and legacy. May this honorary [1:45:47] dedication serve as a lasting tribute to his memory and the place he held within [1:45:52] our community on September 1st, 2026. Excellent. Thank you. [1:45:58] » Thank you, Madam Chair. I'll make a motion that we approve the road [1:46:00] dedication as read. >> Second. [1:46:03] » Motion by Commissioner Dor, second by Commissioner Andrews. All in favor by [1:46:07] the sign. I >> I [1:46:09] » you have a comment, >> Jason. Do you know the story behind [1:46:12] that? >> I don't, unfortunately. I wish I did, [1:46:15] but I don't. >> Um, I know. [1:46:20] » All right. Thank you. And Mr. Dodge, you're up. Um, [1:46:24] » yes, ma'am. So, I noticed the sheriff got out of here before we got to this [1:46:28] point, but anyhow, that's just my little poke at him this morning. Um, this is [1:46:33] actually um for the fleet service. We've started doing some of the work for the [1:46:38] sheriff's office and they currently do not have a line item for the budget on [1:46:42] fleet maintenance. So, we have no way to build that back to them. Um, so with him [1:46:47] adding the $25,000 to fleet would give us a GL to build the sheriff's office [1:46:54] work that gets done there. >> Jason, what what kind of services are we [1:46:59] talking about there? And the only and I I'll explain why I'm asking is um [1:47:06] because it's $25,000. It doesn't sound like a I mean when you're repairing [1:47:11] vehicles and stuff like that, that doesn't sound like very much money. So, [1:47:15] I'm wondering um are we talking about like repairing their vehicles and and [1:47:22] or what are we talking about? >> They handle their services as far as oil [1:47:25] changes and stuff like that. Most of their vehicles are under warranty. These [1:47:29] are for the vehicles, the fleet vehicles that are out of warranty. So, it's [1:47:33] typically brake jobs, um CV axles, things like that. [1:47:38] » So, this is a good amount. >> Yes, ma'am. That should be fine for [1:47:41] what? For this year. >> Okay. Um, Mr. Do I ask um I don't know [1:47:47] if they still have it in um through the graph of VOTE, but is there um an [1:47:53] automotive service that they still have through the vocational school? [1:47:57] » I am not aware of one. I think they've cut that out. [1:48:01] » Okay. If there were such um I know in the past they had helped in years past [1:48:07] with basic things like oil change or brakes and things like that, but maybe [1:48:11] that would be something to also supplement [1:48:14] as if you know that were also available. >> Yes, ma'am. That'd be a great option. [1:48:18] » Okay. And um and while you're there, I know we're going to vote vote on this or [1:48:25] we can take action, but I want to ask you a couple of more things while you're [1:48:27] up there. >> Yes, ma'am. [1:48:29] » Um with the rainy season that is as it is now, and I know that you guys are [1:48:35] doing the best you can. You're down, you know, you're short. Um, is there any way [1:48:40] that we um that we can get some extra help um in with the roadside areas now [1:48:49] and whether or not we can make um use of more of the inmate labor. Um some of the [1:48:57] area by the time you get from the south end to the north end, we may have three [1:49:03] or four feet of growth. Um, is there anything further that we can do to help [1:49:10] mitigate and and take the roadside um areas to have more care? [1:49:16] » Yes, ma'am. [clears throat] We've actually added another crew to help [1:49:18] catch that up. Um, during a high heat index day, the work crews have to be [1:49:24] turned in early. So, we typically have them for about 4 hours and then we got [1:49:28] to turn them in. But, I do have a supplemental crew that is out doing that [1:49:32] same work. >> Okay. And I want to give a shout out um [1:49:36] Mr. Strong called me last night. Our um that two 225 was in such bad condition [1:49:43] that he mowed it for the county to help us out. And so if there's anything that [1:49:49] we can do to employ the um division of correction in Lai, maybe that could [1:49:54] could help too. >> Yes, ma'am. [1:49:57] » Okay. And I want to say on 235 yesterday, I don't know who the [1:50:01] gentleman is that ms, but he is so good. I mean, he gets everywhere. And he had [1:50:10] it set right down in the middle and was just And that was his last strip [1:50:15] sometimes. And I know that you hire different people and they have to get [1:50:19] accustomed though. I I can't imagine how they do it anyway, but um there may be [1:50:25] strips left and and things, but whoever this gentleman is, and like I said, he [1:50:30] was on 235 yesterday. He does an outstanding job. And if you know who it [1:50:35] is, please tell him that. We greatly appreciate it. [1:50:38] » Yes, ma'am. I definitely will and thank you for that recognition. [1:50:41] » Okay. For the action of the 25,000 for approval. [1:50:48] Motion motion that we um that we approve the additional uh 25,000 not additional [1:50:54] but that we add the uh 25,000 to the line item uh at the sheriff's office for [1:51:00] vehicle vehicle maintenance. Okay. >> Second. [1:51:03] » Okay. Motion by Commissioner Rick and second by Commissioner Dohy that we add [1:51:07] the 25,000 line item to the sheriff office. All right. Um any further [1:51:12] discussion? If not, all in favor by sign I. [1:51:15] » All right. Okay. [1:51:18] » Thank you. >> Thank you. [1:51:20] » Okay. Um item seven is the approval of the tourism development council's [1:51:25] invoice for the batting um batting cage scoreboard and renovation upgrades to [1:51:32] the road complex. And I know we have Miss Diana here and um she can come up [1:51:39] uh cuz I'mma put her on the spot. So I'm putting you on the spot. [1:51:45] Um, okay. In the in the meeting, um, the [1:51:53] Miss Diana and the board asked for $90,000. [1:51:58] Um, but the board, um, made a recommendation to give 150. Um, you [1:52:08] know, and I initially say, okay, they didn't ask for 100. Just give them what [1:52:11] they asked for, the 90. So, uh, anyhow, um, I would I'm I'm asking [1:52:19] um if this board approves, and we haven't voted on it yet, but approve the [1:52:25] funding that our county um, uh, parks, we have one in Lincoln City, we have the [1:52:34] Pleasant Grove, and I, I had a series of pictures sent to me about the condition [1:52:39] of the park equipment in Pleasant Grove and also um and you didn't know this and [1:52:47] I just got there but anyways like example their merrygoround [1:52:53] is chained up and the kids can't use it because it's deteriorated [1:53:00] um that th those equipment parts be replaced so that it can be used. It's a [1:53:05] beautiful park, but if you can't use the equipment out there for the kids and [1:53:08] it's not safe and then they're um they have um an apparatus where they go [1:53:14] through like a I call it a jungle gym kind of thing. Um but some of the parts [1:53:20] are deteriorated. So if this board uh approves the funding that we that we [1:53:27] upgra up upgrade uh these pieces of equipment or repair what could be [1:53:31] repaired. And then in the um Lincoln City area, which is another nice park, [1:53:38] it has no lighting. Uh if they could implement put some lighting out there [1:53:43] and the um what you call it, the volleyball net replacement is needed. Um [1:53:50] and so just sort of be safe and um >> you madam chair. I'd request that Mr. [1:53:58] Dods address that. >> Yes, Mr. Dod [1:54:00] » saver on this one. >> Okay. So, um, our maintenance supervisor [1:54:04] is currently working with trying to get a grant for the equipment at Pleasant [1:54:08] Grove that is damaged and that's why we have it secured where people can't get [1:54:11] in get on it or get hurt. So, but we are working to try to get that replaced. [1:54:16] » Okay. >> May I add to that? [1:54:17] » Yes. Um, Commissioner Ready. >> Okay. Um, Mr. Cornay, um, uh, Dave Fox [1:54:24] from Fox Enterprise. >> Um, myself and, um, what's the [1:54:30] » Rick Stevenson? Rick Stevenson. We met out at Pleasant Grove. I walked over [1:54:34] every bit of that facility. Um, our county maintenance people have done an [1:54:39] excellent job putting boards and screwing them into the steel that's [1:54:43] there. Um, you know, making very nice repairs. They have not repaired this one [1:54:47] here, the merrygoround, but anyway, was out there. Um, I have uh applied through [1:54:53] the county and uh we have made a request for $200,000 [1:54:58] uh for playground upgrade at Pleasant Grove and that was about what three [1:55:03] we've been working on it for a while. We actually had a meeting with pictures and [1:55:06] everything getting it ready to turn in um what about 3 weeks ago I guess. [1:55:10] » Yes, sir. >> Okay. I appreciate that. And um so and [1:55:15] the other thing and Commissioner Rick and and Mr. to see on. So, is there a [1:55:19] regular um I guess regular inspection or checking on the um play equipment that [1:55:27] the county has? >> Um the Bradford Sports United is only [1:55:32] responsible for Edwards Road and Thomas Street. That's it. That's our um the uh [1:55:38] lease agreement we have with the city. The other parks are not um in our scope [1:55:44] or realm of what we're doing. We're just trying to take care of Thomas Street and [1:55:47] Edwards Road. Uh even the splash pad at Edwards Road is still being operated and [1:55:52] run by the city. Um so we have nothing to do with that. But I will say this [1:55:57] also um actually the same day, the same people, we met at the Ever Road complex [1:56:05] uh with Dave Fox and um we are also applying for a $200,000 grant to redo [1:56:12] the playground equipment at Edwards Road and the canopy that was torn off in the [1:56:18] storm. Um the last update I got um two weeks ago, it's supposed to be in in [1:56:24] four weeks and installed. So that canopy will be back over that playground [1:56:28] facility. >> Okay. And Mr. Carnegie, just and [1:56:33] Commissioner Rick, from my understanding, whatever recreational [1:56:37] funding that we had, we actually turned that all over to United Sports, right? [1:56:45] » Um not sure the question. Are you talking about county funds that were [1:56:50] that were >> the county funds that we had went to [1:56:52] them for um >> $150,000 [1:56:57] of it went to Bradford Sports United? Yes, ma'am. [1:57:01] » And so Rachel, I'm putting you on the spot. [1:57:04] » Did we have anything over the 150 in our recreational category? [1:57:08] » Yes, ma'am. And each of your uh recreation your your parks, you do have [1:57:12] a maintenance line item. There is some funding in there, some just general [1:57:15] maintenance. >> Okay. We didn't delete those. We added [1:57:18] funds from the general fund into recreation to handle that. [1:57:21] » All right. >> And madam chair, I hate to be that guy, [1:57:24] but Dena, we need Dena to say her name and tell us who she is. [1:57:28] » Sure. She'll be glad to so we can correctly pronounce it. [1:57:31] » Dina Diana uh with Bradford Sports United. [1:57:34] » Thank you. >> And Dena, uh Miss Diana, thank you for [1:57:38] letting me put you on the spot um with that. you all um have done um an [1:57:44] excellent job um with the sports united and Commissioner Reic um at the helm and [1:57:49] helping. Um so anyhow um I just wanted to [laughter] make sure that we can [1:57:57] consider uh if this board approved the extra fund that it can also help with [1:58:03] the county um parks because I do know that the DD funds can be used for [1:58:08] recreational things. Okay. >> But only to bring in tourists. [1:58:13] » Yeah. >> They can the funding can only be used [1:58:15] for tourists. Um to put heads in beds um and um [1:58:23] » uh they can the funding cannot be used for salaries or anything like that. Can [1:58:26] only be used strictly to bring people into the city. You you want to read that [1:58:31] one? >> Yeah. It's uh so one of the definitions [1:58:34] of what is it like for the TDC is um to [1:58:42] recreation activities have to bring community members from outside of their [1:58:47] county into the county for either an overnight stay or a day that's going to [1:58:53] bring extra money into the town. So for gas or [1:58:58] » hotel stays or restaurants, whatever it might be, but they have to bring people [1:59:01] in to spend the duration of the day essentially. [1:59:06] » Okay. All right. >> Thank you. [1:59:08] » Can I ask a question while you're still there? [1:59:10] » Yeah. >> Do you mind, chair? [1:59:12] » Yes. Go. >> I just I was curious. I had heard maybe [1:59:14] it's been in a newspaper. I I do not know. But what has the uh um community [1:59:20] involvement been so far with youth signing up for the different sports? [1:59:24] what's happened so far. >> Um, so are you asking like how many kids [1:59:29] have signed up? Okay. Yeah, for sure. So for the fall, we've had 256 kids sign up [1:59:36] for softball and baseball and that season lasted March until about June. [1:59:43] And then for flag football, we had 50 kids sign up. So we had three teams and [1:59:47] I think that was one of the first years that we've had flag football in the [1:59:50] county. I know we had tackle football, but to bring flag and get 50 people for [1:59:54] our first year, that was great. Um, this fall season right now, we have 206 kids [2:00:01] sign up, and you can typically estimate half of what you had in the spring. So, [2:00:06] we're already surpassed that, which is wonderful. That means we're growing. Um, [2:00:10] and we have 16 teams this spring or this fall, excuse me. And then for flag [2:00:15] football, I think we have 20 kids signed up right now, but that season doesn't [2:00:18] start until November and December. So, we'll have seasons going on from now. [2:00:24] They've already started, so August until December. And then we'll pick um [2:00:28] softball and baseball back up in February. So, we only really have [2:00:32] January and like June and July off and everything else. There should be people [2:00:38] coming into the town for tournaments or games and all of that kind of [2:00:43] recreation. Yes. >> Thank you very much. [2:00:46] » That's informative. tell them about the work day and the participation. [2:00:50] » Oh yeah, if you don't mind. So, we also had a work day just last last Saturday [2:00:55] or two Saturdays ago, um August 22nd, and we had [2:01:01] a list of probably 15 to 20 things that we needed to get checked off before we [2:01:06] could get our our season started. And I think we had about 30 to 45 people that [2:01:12] ended up coming out in groups of five. So people would come, some would leave, [2:01:17] and more would come back. And we ended up getting everything that was on that [2:01:20] list completed, which was amazing because no one there was getting paid. I [2:01:25] paid them in lunch, but other than that, no one was getting paid. They all just [2:01:28] came out because they see the good things that we're doing in the community [2:01:32] and for the kids, and they just wanted to put their time in. Some were coaches, [2:01:36] some were just families, community members. Um, who is the new commissioner [2:01:42] that came out? What was his name? Jason Bennett. Jason Bennett came out which we [2:01:48] were very thankful for because he's really strong and some of the stuff we [2:01:51] were doing. We had to toast some posts and um he did an excellent job. [2:01:56] » Yeah. Yeah. So him and uh we had the the new baseball coach. He was out there. Um [2:02:02] I can't everyone's names are slipping but they we had Antoine Brown. Yeah. We [2:02:08] had so many people there just from the community whether it's coaches and [2:02:11] community members. So, they see the good that we're doing and they they want to [2:02:15] buy in, which is great. >> And I will say this, what just amazed me [2:02:19] is um we had two skid steers out there and then another uh gentleman I know [2:02:27] their names, but I don't want to mention them because um you I'll put put them on [2:02:31] the spot. But anyway, we had another gentleman bring a huge lift with big [2:02:35] tires on it and drove it to all the ball fields, redoing all the netting behind [2:02:39] the back stops. It was it was just amazing. If you'd have seen all the [2:02:43] people there and again the work that got done it was just amazing. [2:02:47] » Yeah. >> Okay. [2:02:50] Um so do you have any plans for the extra 60? [2:02:54] » Yeah. So I mean any extra money that we can receive is only going to help one [2:02:59] the kids and two the program. So we have we got the 150 from the county. [2:03:06] We got the 150 from the city, but without funding, it's very hard to [2:03:12] continue to provide for the kids and do the stuff that we do. To break down um [2:03:18] our registration really fast, we charge $100 for [2:03:23] 8U through 12U or 8U through 14U depending on softball and baseball and [2:03:28] then 75 for T-ball. $65 of that goes to uniforms because [2:03:35] it's $35 for a jersey and $30 for a hat and then the rest of it goes to umpire. [2:03:42] So, we are we have no more of that. For flag football, it's $50. Same thing, [2:03:48] it's $35 for their jersey top. Um, but the rest of that money ends up going to [2:03:55] their official fees. And the reason why we do $100 is because we do have [2:03:59] families that can't afford it. So, we're trying to keep it as [2:04:05] reasonable and inexpensive as possible without breaking their pockets. Um [2:04:10] because that's how we're going to get more kids in. So, if we can get these [2:04:15] grants and these extra funds, we'll be able to continue to keep our prices low [2:04:20] rather than having to raise our price cuz everyone around us is between $130 [2:04:25] and $150 if we continue, like I said, to get these fundings. We can keep our [2:04:29] price low and continue to get as many kids as we do because they can afford to [2:04:35] play. >> Okay. Thank you. And thank you for [2:04:38] letting me put you on the spot. >> May I add one thing, [2:04:41] » Commissioner Ready? And and also I really want to thank Andy Reading [2:04:44] because this was like um a total shock when he recommended giving us 150. But [2:04:50] also Andy Reading um has been out to the fields. He sees what we're doing. The [2:04:55] last 150 that we got from the TDC board, we probably stretched that and turned it [2:05:00] into about $250,000 worth of improvements. And I tell you, if we get [2:05:05] the 150 this time, we've already been talking about it quite a bit. We're [2:05:09] going to try and stretch that end to close to $300,000 worth of improvements. [2:05:13] Now, what does that mean? That means that the more improvements we can do to [2:05:17] that facility, the more teams um that we'll be able to bring in, the the [2:05:23] better tournaments we'll be able to have. Um because [2:05:29] without the tournaments, this program is going to go broke in [2:05:32] about three years. That's the bottom line. We've got to be able to bring in [2:05:36] good tournaments. Uh Babe Ruth Association's already been talking to us [2:05:40] if we can pick up the district tournament. Uh we won't be able to pick [2:05:44] it up in the spring season, but they're definitely talking to us about picking [2:05:47] it us up next year. That brought in what was it? 3,500 people [2:05:51] » just about. Yeah. >> 3,500 people to PALA where they hosted [2:05:54] it our the last uh Babe Ruth tournament. So again, Andy Reading has seen that the [2:06:02] more people we bring in, that's more money going back in to the heads, the [2:06:06] beds, and um which also improves the TDC funding. Um and board, I just want to [2:06:13] run this by you. I didn't know if you knew this. Right now, the current [2:06:17] balance in the TDC is $855,59753. [2:06:24] There's $500,000 in a um a CD earning 3.7% interest. So there's three thou [2:06:33] $353,59753 [2:06:38] in the checking account. And also I figured it up from this year it's [2:06:44] bringing an average of $20,26349 [2:06:49] in per month off the uh bed tax. So, the TDC is doing good, but if we can get [2:06:57] this facility improved to bring in better quality tournaments, again, [2:07:01] that's going to help the TDC to grow. And the biggest benefit [2:07:08] over everything um excuse me, is our kids because and that's what Andy Redd [2:07:14] sees. He sees that our kids will be able to benefit by this extra money which [2:07:20] without the TDC money would never happen. It would never happen. So, [2:07:27] and Pam was at the meeting and again I I thank Andy for for um for for thinking [2:07:34] outside the box and really helping us. [clears throat] [2:07:39] » Thank you all. You've done a good job in and presenting. Um, if you've heard the [2:07:44] wishes um for the um approval of 120, excuse me, $150,000 [2:07:50] u from the TDC um for the uh Bradford United. [2:07:57] » I make a motion to approve the 150,000 from TDC. [2:08:02] » Okay. Motion by Commissioner Dhy uh and second by Commissioner Andrews. Um any [2:08:07] further discussion or questions? All in favor sign I. Hi. [2:08:10] » Hi. >> Okay, we go four or Thank you. [2:08:14] » Thank you. Thank you. >> Okay. Um, [2:08:18] next important item, item eight, um, regarding the approval to declare the [2:08:24] 301, uh, vacant warehouse building, um, which is our commerce building, which is [2:08:31] the Douglas building, um, at 142 81 US Highway 301 south of Stark. parcel [2:08:39] number 04712- 0-00000000 [2:08:44] as a surplus property and I I wanted us to be able to discuss uh what that means [2:08:52] for us um what it means for the county um what did it what does it obligate us [2:08:58] to do what are the rules surrounding it and um our attorney um when I was [2:09:06] looking at it and and I asked Mr. Carnegie as well. I said, "Well, if we [2:09:12] surplus the building, does it um limit our ability to lease it to to [2:09:20] some entity that may be interested in it?" Cuz sometimes when you think of [2:09:25] when you surplus something, you say, "Well, you know, we don't really have [2:09:28] any use of this anymore. Let's sell it off." And it is my understanding that it [2:09:34] still would not prohibit us from being able to lease it if we have an entity [2:09:38] who wanted to come and and lease it um from us that we could still do that or [2:09:45] we're not restricted to take um I guess the offer if it's not what we want [2:09:54] want to correct. Uh >> your understandings that you've [2:09:58] articulated are all correct. >> Okay. [2:10:02] Okay. Well, thank you. And then the other question I had is that I know that [2:10:08] under the um Florida statutes 1250 45 um that [2:10:15] um the county could through the economic development category, you know, label as [2:10:22] such. But if we do based on the statute 125 U 2035 [2:10:30] is the surplus. It means that you would put it out um you know for for bid to [2:10:37] whomever wants to and then give it a offer it the highest bidder that that we [2:10:45] would accept that if that's what we want to do. [2:10:48] » Yeah. you you and I I don't want to correct to answer your question. Yes. [2:10:56] What you've just articulated is correct. That's what would happen. [2:10:59] » Okay. You don't have to accept any. You you and I think that's what you're I [2:11:05] don't want to assume that's what you're getting at, but in other words, your [2:11:08] options are all available to you up and any any action that you took [2:11:14] today uh on deciding before you would not preclude you in the future from [2:11:19] deciding this isn't enough. We've decided to go in a different direction. [2:11:22] All of those things you could you those options all remain available to you. [2:11:28] Yes, sir. And thank you for um clarifying that for me. But I wanted our [2:11:32] citizens to know that this doesn't limit us. It doesn't say that we're going to [2:11:36] go out and sell it tomorrow or or it doesn't um obligated us obligate us to [2:11:42] sell it, but we can still lease it if we had a a generous offer. Okay. But those [2:11:48] those are the things that is correct. >> Okay. That I wanted to [2:11:52] any comment discussion from the board? Miss Andrew, do you have something? [2:11:56] » And and it would come back before the board, [2:11:59] » correct? >> Oh, absolutely. Okay. Um, yes. [2:12:03] » I was just just making sure that someone else couldn't make the decision and then [2:12:07] it just be presented to the board. This is what we got. I would like to know [2:12:11] that it would come back before the board for their approval. [2:12:15] » It would uh and what you described as a scenario would [2:12:21] not happen. In other words, it would not be somebody who goes on your behalf and [2:12:26] enters into a contract that you're now bound to honor [2:12:30] um down the road if you later decide that that's not what you you know the [2:12:35] direction you wanted to go or wasn't enough or what for whatever reason that [2:12:39] that the board decides to not move in a direction that would was recommended to [2:12:44] you or offered to you, you you retain the ability to change direction. [2:12:50] » Okay. Okay. Any other questions, discussion? [2:12:56] » Yes. Um, Miss Miss Rhoden. >> Thank you, Madam Chair. Just a quick [2:13:00] question. It might be a question that the county attorney um so property [2:13:04] liability insurance. Our normal practice is when we surplus an item, we go ahead [2:13:08] and remove it from the liability insurance as well as our asset because [2:13:12] we're getting rid of it. But in this case, we're not, it sounds like. So, [2:13:14] » I would not. >> So, I just wanted to confirm we still [2:13:17] need to keep it insured. >> Oh, absolutely. [2:13:20] » Okay. Thank you. >> Okay. All right. Okay. Anything else? [2:13:26] All right. That helped my head. [2:13:30] All right. All right. Um, do I have a motion for the approval to declare the [2:13:37] 301 vacant warehouse building, better known to us as the Douglas building, um, [2:13:42] as surplus? [clears throat] [2:13:46] » Yes. I'll make the motion to approve the surplus property. [2:13:48] » Okay. The motion by Commissioner Doherty. Uh, is there a second to the [2:13:52] motion? >> Second. [2:13:54] » Second by Commissioner Rick. Um, any further discussion or questions? All in [2:13:59] favor? >> I I [2:14:02] » Okay. All right. Thank you. [2:14:07] Whoa. All right. At this time, we received the clerk report. Mr. Thompson, [2:14:12] » I don't have anything. Uh again, I want to thank the board this year for getting [2:14:16] the budget early, for us all getting together and getting this thing done [2:14:19] early. It was so much easier and it'll also impact us again on our next audit [2:14:25] when it comes around. We'll be well prepared for that with our budgets [2:14:29] getting in early and and and all that. I do appreciate it. [2:14:33] » If you don't mind, I I do have a question. [2:14:35] » Okay. Go ahead, Miss Angress. Um, I've heard of a lot of different [2:14:39] organizations um [2:14:42] like moving the bank account into um an establishment where they can earn more [2:14:50] interest or something. Is that something that we've looked at or [2:14:54] » we constantly >> consideration? [2:14:56] » We have our um reserve funds that we keep invested and I've always shopped [2:15:01] around locally to the banks to get the best CD rates on them. I've always went [2:15:05] between uh TD community DLP and uh Capital City, but there's all there's [2:15:12] new people entering the area now and they're talking about [2:15:17] actually I I was giving a presentation the other day of over 100,000 a year in [2:15:21] savings on the operating accounts >> and that's what I had heard. [2:15:25] » Yeah. I mean, so I'm getting some um starting to get some input like that. [2:15:30] That was very impressive. And they say they can beat the CD rates. Yeah. [2:15:35] » So, that's that's definitely something we will look at in the future. I want to [2:15:39] take the board's guidance on that. Um, you know, but I mean, I shop banks [2:15:45] anywhere in the country, right? >> You know, the way banking is now, but, [2:15:49] uh, we don't want to do that. We want to keep it local most we can. [2:15:52] » Oh, yeah. I think we got some good options out there, too. [2:15:56] » We do. We sure do. >> Yes. Okay. All right. Um, any other [2:16:03] questions for the the clerk? All right. And [2:16:06] » that's that's it, ma'am. >> All right. Thank you. [2:16:09] » Oh, I did miss Miss Miss Bler, I'm sorry. I did want to say I was thinking [2:16:11] about the sheriff's here at >> the parks. You were I don't know if he [2:16:14] was in here when we were talking about the parks while ago and she was talking [2:16:17] about the equipment being run down. When we I was at the sheriff's office and [2:16:20] even now since I've been here, it's a constant thing with people out there. [2:16:24] We've tried to put lights up, they shoot them down. We take and try to keep the [2:16:28] bathrooms nice and clean. They rip the sinks off the wall. They [2:16:32] rip the plumbing out of the wall. They kick kick kick until they we have to pay [2:16:36] uh you know a plumbing company a lot of money to come in there and put all that [2:16:39] plumbing back in. But if you guys or anybody else I don't know what the [2:16:46] answer is to give all y'all a key to go unlock them in the morning and lock them [2:16:50] in the afternoon about 6:00 or or what to stop this vandalism but it's been [2:16:55] ongoing problem for the last 18 years. >> It's any part doesn't matter. I can tell [2:17:00] you being the police chief got vandalized most every [2:17:07] cameras up and go every every [2:17:13] other [2:17:17] [snorts] [2:17:24] summer time they want their birthday parties in the afternoon [2:17:29] they [2:17:33] versus win. [2:17:37] [clears throat] We [2:17:40] came [2:17:50] out. [2:17:58] [clears throat] >> All right. Um, anything else from the [2:18:01] » That's it. I just want when you were talking about the maintenance budget, I [2:18:04] was just going to say that maintenance budget doesn't go far when you're [2:18:06] replacing all those fixtures. >> Okay. [2:18:10] All right. Sheriff, you're next. Anything for us? [2:18:12] » No, ma'am. [clears throat] Get through the budget process [2:18:18] again. [2:18:24] » Well, thank you. And then I got you on the spot. Uh the I saw I saw on the [2:18:29] Facebook the the removal of the flock flock camera. Is that correct? [2:18:34] » License plate reader. >> Okay. Our decision until some [2:18:38] legislation can be enacted to make sure we're also [2:18:42] privacy. >> Yes. [2:18:48] We pulled ours contract still there but until we get some legislation done when [2:18:52] somebody misused. I spoke to Mark yesterday. Matter of fact, we was having [2:18:57] discussion when we got notice from the governor's office. We knew something was [2:19:00] coming. Uh it helps us in the contract when the permits get pulled that we're [2:19:05] not in violating our contract. We have these companies. Every every county has [2:19:10] something. I remember one sheriff said, "What are you going to do [2:19:13] [clears throat] about they didn't know we had [2:19:19] those and some people were leaving them up?" Some sheriff were leaving them up [2:19:21] in the county right away. counties like voted not in the county right away it's [2:19:26] a security look until the next great [2:19:31] murder abduction happen it's going to go one way but I have learned doing [2:19:36] something I can tell you this two weeks ago we was able to call this back um the [2:19:41] phone once we got the little picture back we had a lady in our county $8,000 [2:19:48] I was able to do the practice once we got the dealership name off the back of [2:19:52] vehicle back to the dealership. Dealership is able to phone number the [2:19:56] phone. We back and this this is going to be so far over [2:20:01] $2 million [2:20:07] success after success. However, it's a balance of keep our community safe while [2:20:13] also we get some legislation punishment and I [2:20:18] don't want our data. I still have big briefness to all your data with driver's [2:20:23] license insurance companies and everything else. [2:20:27] That's okay. I want to sell our dat. [2:20:43] » Yes. So, are you taking them from all areas or just [2:20:47] » Okay. Yes, sir. And that that that concern I know you have to by law do [2:20:52] follow the law pick them off the state rope and I'm thinking about in cases [2:20:56] where they have helped with child abduction with those kind we all trust [2:21:01] me my phone's not quick step out earlier but other sheriffs are calling we're all [2:21:06] trying to figure we all worry about the same things we want guy we're in [2:21:11] business protect our communities right we are [2:21:17] constitutional rights [2:21:27] Yes. >> Right. And I appreciate and I just, you [2:21:31] know, you all have to deal with some very um [2:21:35] um emotional situations when you you you encounter death where somebody has [2:21:41] murdered another person and um that's um a big toll on your your staff. Um and um [2:21:49] so I commend the people who are having to go out there and and deal with [2:21:55] you. We're big enough to small work. we're somehow connected [2:22:01] whether it be your kids at school with them, whether it be somebody you work [2:22:04] with that we're all some kind of parent connected that makes it more. [2:22:11] » Okay. Thank you. Um any county manager? [clears throat] [2:22:18] » Yes, ma'am. Thank you, Madam Chair. One thing I'd like to bring up is uh Patriot [2:22:22] Day is coming up here next week or in a little over a week. 911. uh will be here [2:22:28] before you know it. And of course we um we take the time out in our busy [2:22:32] schedules to remember uh those that were um killed tragically at the World Trade [2:22:37] Centers and other areas of our country back in 2002. [2:22:41] Um what I would like to say is that uh I don't know how many years we've been [2:22:46] doing this now, Chief, but the fire department does a stair climb that day [2:22:51] on 911 at the uh football stadium. So, we'd like to invite everyone to come out [2:22:56] and participate in that. Um, [laughter] [2:23:01] you me and you, me and you stand there and watch, sheriff. We'll supervise. [2:23:05] But, uh, but yeah, I just wanted to make everyone mindful of that. And then the [2:23:09] last thing is on the last page of your agenda. We have listed the upcoming [2:23:14] meetings. I'll read them off for the record. Uh the first is the public [2:23:19] hearing to adopt the tentative millage rate and budget on Tuesday, September [2:23:23] 10th, 2026 at 6:00 p.m. The second is the public hearing to adopt the final [2:23:29] millage rate and budget Tuesday, September 22nd, 2026 at 6 p.m. And the [2:23:36] third, of course, is your regularly scheduled board of county commission [2:23:39] meetings. However, it will be on Tuesday rather than Thursday, September 22nd, [2:23:45] 2026 at 6:30 p.m. >> All right, [2:23:49] » that's all I have, Madam Chair. >> Okay, thank you. um our attorney with [2:23:54] Bradley. >> Um just real quick um that discussion [2:23:59] about the flock cameras um because it all it does get into sort of [2:24:04] some legal things about um fourth amendment protections and that sort of [2:24:09] thing. Um but you know there are certain things that are true [2:24:16] even though our society is so rapidly changing when it comes to you know [2:24:21] computers and the internet and social media then you know now we say AI. Um [2:24:27] but the concept that if it's free you're the product [2:24:34] » has been true for a long time. Like when someone buys you lunch, usually they're [2:24:38] trying to sell you something. When um Facebook offers you a free social media, [2:24:45] they are tracking you and what you care about and what you want and what you [2:24:50] like and what you desire and all of that. Um, and so when the balance that [2:24:57] the sheriff's talking about is very reasonable and what you have to be [2:25:01] mindful of is what are the the the people who own the cameras and use the [2:25:08] cameras. Um, you know, what is the arrangement [2:25:12] with them? If you're getting a good deal, it's [2:25:16] usually because they're getting something. [2:25:20] And and that's what he's talking about. I I when I hear the sheriff talk about [2:25:25] because he's always been a good Fourth Amendment uh person balancing these [2:25:28] things. Um but that's what we got to be mindful of going forward is, you know, [2:25:34] if you're using it for certain things and the data is protected. [2:25:40] Um that's one thing. If it's if it's then [2:25:45] collected and then monetized, that's yours and it's being used for [2:25:51] things that are beyond what um perhaps you know the good things that come of [2:25:56] it. And so that's the balance that everybody's dealing with right now. [2:25:59] » There's nothing wrong with it, [2:26:03] » right? [2:26:09] People say, "Oh, what are they going to do about the toll booth?" I can tell you [2:26:13] that the toll boost don't sell your data. [2:26:16] » They don't use it for that. I got to get subpoena and sometimes they warrant it, [2:26:22] » right? Which is how it should be. Another [2:26:24] » how it should be done >> unless it's an accident circumstance. [2:26:27] And in that case, right, >> right? [2:26:31] » If I'm working a three-month old murder case, it's not [2:26:37] if it's abduction right now, an emergency. Yes. But we document that. We [2:26:43] document why there's a request. Why did you do that? We have some reasons. We [2:26:47] don't want people misusing the system. Track your exife, your girlfriend, your [2:26:52] neighbor you don't like. Those are things prevent. There's too much easy [2:26:56] access to it. And we've got that's all we're asking for at the [2:27:01] legislative level. A lot of agencies are already doing that. We do that. We we [2:27:06] have an audit system that goes into place. checks and balances. But [2:27:09] unfortunately, [snorts] >> and what we've now learned, and this is [2:27:14] public record, these are things that are I mean, the companies, whether it be [2:27:19] Meta, which is Facebook, or some of these other companies, they they have an [2:27:24] obligation to their shareholders to maximize revenue. [2:27:29] Um they are not here to help on these issues [2:27:35] because the most important and expensive commodity today is people's data and [2:27:43] it's you can make a lot of money from it. And so we can't simply just put our [2:27:48] hands up and say we'll let the free market reign on some of these things. [2:27:56] » Okay. Thank you. [clears throat] >> All right. Madam Chair, I'd like the [2:28:00] opportunity to correct a mistake that was made regarding the first public [2:28:04] hearing. The public hearing to adopt the tenative [2:28:08] millage rate and budget is Thursday, September 10th, not Tuesday. [2:28:14] » Thursday, September 10th. >> Thursday, [2:28:17] » 2026. >> All right. [2:28:18] » At 6 p.m. >> Okay. [2:28:22] » Thank you. >> All right. Okay. Anything else, Mr. Kne? [2:28:27] » Thank you. Um and county attorney um commissioners. Okay. [2:28:35] Comments. [2:28:38] » You want to go first? >> Oh, I don't have anything. I just I [2:28:42] wanted to say that again. What was the date? [2:28:46] » Thursday. >> Thursday and September. [2:28:48] » Thursday instead of Tuesday. On September the 10th. [2:28:51] » On the agenda, it's misprinted as a Tuesday. [2:28:54] » September 10th is actually a Thursday. Okay. [2:29:00] » Okay. Ready? >> Okay. Good. [2:29:04] » All right. >> Now, I was confused on that because I [2:29:06] had mentioned to you I didn't think I was going to make it in time, but that's [2:29:09] perfect. Thank you. >> All right. [2:29:12] Commissioner's comment. >> Yeah. Um, I just uh thank everyone for [2:29:16] being here today and thank you so much board for the uh confidence and uh the [2:29:20] support on 150 for the Bradford Sports United. Um, I really do appreciate it [2:29:26] and the kids definitely appreciate it. Thank you. [2:29:29] » Thank you, Mr. >> And I would like to thank every [2:29:32] everybody for being here um today because there's a lot discussed and um a [2:29:38] lot done, a lot of learning going on. And um but I will Miss Pinter I too just [2:29:45] want to say that I'm very sorry about the roads. Um I'm sorry that it came [2:29:51] about the way it did. Um, I'm sorry the outcome was the way it was and it was [2:29:58] something that I believe that Miss Strong said is that we have to be [2:30:03] careful in everything that we do and all of our projects. We must include [2:30:10] everyone. We are here to serve the county, not [2:30:14] just our district, the whole entire county. And sometimes it may be in an [2:30:19] undesirable place. it may be in a um a very poor neighborhood instead of an [2:30:27] upper class neighborhood or however you would want to classify that. So we have [2:30:31] to be very careful with that in um in making those decisions about what roads [2:30:38] go on the list and what roads get gets done and and um I was discussing some [2:30:44] projects with Mr. Cornnegay yesterday and um because of that I'm just I'm [2:30:50] going to request um some information and um Jason and Mr. Cornne is the one that [2:30:57] I think he had some people draw up the the work schedules that you guys do like [2:31:04] who's doing what and where on such a day. [2:31:13] » Okay. Um, and I I wanted to look over some information just to kind of refresh [2:31:19] myself. And so I just and if you'll just mention the dates, um, is the year uh, [2:31:25] 2024. If I can get those for that year, and it may take a little while, but if [2:31:31] you would get Miss Doy to pull them up for me, I'd appreciate it so that he and [2:31:35] I can sit down and talk about some projects. So, um, but like I said, I [2:31:42] think that we need to be very transparent. I think that we need to [2:31:46] ensure that, um, that we're in form on on things that are happening and, um, [2:31:53] things that really make a difference in our county. [2:31:58] So, um, we have to make sure that that that's [clears throat] happening and [2:32:02] keep them informed. And um and with that, I just will ask um [2:32:10] Kenny's brother is very very ill, my cousin, and I just ask that y'all pray [2:32:17] for um him and his family, all the all of our family. Um because [2:32:24] he's a very dear man. So, and with that, Miss Gruner, I'll turn it over to you. [2:32:29] » Okay. Um you all know me and know me well. You know my heart. I thank each of [2:32:34] you for being here today. Um, as our meeting is taking place, I'm happy to [2:32:39] say that the PACE staff is over at the RJ introducing themselves to the staff [2:32:45] there. So, we're happy to have them to come to Bradford County to provide [2:32:48] services to um teenage girls who need that assistance. And also just uh also [2:32:55] the reminder that the Florida Association of Counties um innovation [2:32:58] and policy board meeting will be taking place in Jacksonville the week of [2:33:02] September 15th uh through the 18th and that's why we had to shift our our [2:33:07] meeting. Um and also just uh to share was with me and Mr. Carneg and u Miss [2:33:15] Durk and the gentleman from the um from the Keystone airport. the governor [2:33:22] presented $75,000 uh check to the county for the strategic [2:33:26] planning. Uh that was last Thursday. Um the um [2:33:35] the Florida Department of Transportation representative was there and and [2:33:38] sheriff, I did ask him if he could look at the elevation issues and the speed on [2:33:44] the bypass areas of 301 um area where we have so many accidents between 227 [2:33:51] and the 301 corridor. So he said that he would uh look into that. Um and again [2:33:57] and I did address earlier with M um Mr. Dog, they're doing the very best that [2:34:02] they can with the roadside with the limited number of staff that they have, [2:34:06] but we have a lot of overgrowth uh which um creates a safety when you can't get [2:34:15] down your roadways or the sidewalks. And so any help that we can suggest to them [2:34:21] uh through the inmate services um um or any extra help that we can get them to [2:34:28] mow. I don't know if it's possible to have some temporary help during the what [2:34:32] I call the rainy season where one week you you cut your grass and the next week [2:34:37] it's back up. Um so all that we can do and again I wanted to thank um Mr. [2:34:42] Strong for helping out in Lai on 225 area. Um [2:34:48] and um the again I want to emphasize the importance that we maintain our um the [2:34:55] safe uh the safety of the children who are utilizing our parks by making sure [2:34:59] that the equipment there um is kept up to date and maintained. So specifically [2:35:06] as I mentioned earlier the Lincoln City needs some lights and also just [2:35:11] equipment wise just replacement of their volleyball net. Um but lighting for for [2:35:17] safety and then in Pleasant Grove is just the um the equipment there um the [2:35:25] merrygoround and the the apparatus and then it needs pressure washing um so [2:35:30] that it's a a clean service that they use. Um again, I thank each and every [2:35:35] one uh of you here today and um our folks from the professional planning [2:35:41] department being here to explain some things to us and we'll continue to work [2:35:46] um diligently together with our finance department and get ready for our budget. [2:35:51] All right. Um sharing Donald [2:36:01] on the 4th 11:30 would like to discuss [2:36:08] we'll be there open to the public question you want to ask something [2:36:14] that's coming he's a senator now representative from Miami [2:36:20] area but also he's familiar with the He's been [2:36:28] going. [2:36:36] » Okay. >> All right. [2:36:39] » Madam Madam Chair, if I may. Thank you, Sheriff. I forgot all about that. [2:36:44] » Yeah, I I appreciate it. And I would like to add that um our um our UFIFAS [2:36:48] office is helping us organize that event. Uh Lizzy Whitehead has assembled [2:36:54] a list of um farmers and agricultural leaders throughout the county as well as [2:36:59] surrounding counties. So um we um I believe she's already reached out to a [2:37:05] number of them and we hope to have a good crowd on Friday at the uh Charlie [2:37:10] John Center. So, once again, like the sheriff said, if uh if we could get some [2:37:15] attendance from uh county commissioners and whoever else you may think of that [2:37:19] would be interested in attending, uh it should be a good event. Thank you. [2:37:23] » Okay. And Miss Andrews did mention to you about our our former clerk Chris [2:37:27] Thompson's illness and your solicit your prayers for them. You can't find a finer [2:37:32] man than he a giver u to our community and to everyone uh in need. And you know [2:37:39] just this past what week I guess two Dolly Parton um had passed away and give [2:37:45] me five seconds to to u make a tribute to her and then we'll close our meeting [2:37:52] and I will [2:37:57] love you. [screaming] I will always love [2:38:04] you. [2:38:07] » This meeting is a journ. [2:38:12] [laughter] >> That took a lot [clears throat] of [2:38:14] nerves. Before I could >> Taylor [2:38:22] form Lisa said you were looking for my form [2:38:27] from the last meeting. Oh no. Thank you. [2:38:35] [laughter] >> Oh yes, sir. [2:38:38] » He was [2:38:42] before [laughter] y'all bringing us. [2:38:48] » Oh no, Mr. Steel. Mr. Steel.
