the importance of honoring indigenous

history and culture and are committed to

moving forward in the spirit of

reconciliation respect good health with

all First Nation matey and Inuit people

information meeting so the application
[3:03]
for proposed zoning bylaw Amendment so
[3:05]
I'll convene the meeting at
[3:07]
7:01 uh 5.2 the introduction and purpose
[3:10]
of the meeting so this meeting is a
[3:12]
statutory public meeting held pursuant
[3:14]
to section 34 of the planning act to
[3:16]
discuss amendments to zoning bylaw 2010-
[3:19]
050 the town has received applications
[3:22]
that have been deemed complete under the
[3:24]
planning act and is therefore required
[3:26]
to hold this public meeting as part of
[3:27]
the application review process comments
[3:30]
presented at this public meeting are
[3:31]
being recorded by staff personal
[3:33]
information is being recorded according
[3:34]
to the municipal Act and the municipal
[3:37]
uh Freedom of Information and protection
[3:39]
of privacy act questions regarding the
[3:41]
collection and use of personal
[3:42]
information should be directed to the
[3:43]
clerk if a person or public body would
[3:46]
otherwise have an ability to appeal the
[3:48]
decision of council to the land to the
[3:51]
Ontario land tribunal but the person or
[3:53]
public body does not make an oral
[3:55]
submissions at the public meeting or
[3:58]
make written submissions to council
[3:59]
before decision is made on the proposal
[4:01]
that person or public body is not
[4:03]
entitled to appeal the decision to the
[4:05]
tribunal and may not be added as a party
[4:07]
to the hearing of an appeal unless in
[4:09]
the opinion of the tribunal there were
[4:11]
are reasonable grounds to do so so under

looking at the purpose of the public
[5:29]
meeting
[5:30]
the posting and distribution of Public
[5:32]
Notices details about the subject
[5:34]
property and application a summary of
[5:37]
the comments as well as concluding
[5:38]
remarks and the next steps next slide
[5:43]
please the purpose of the public meeting
[5:46]
today is to introduce the applications
[5:49]
proposal to council and to the members
[5:51]
of the public to invite questions as
[5:54]
well as to seek input once an
[5:56]
application is deemed complete it is
[5:58]
required by the planning act to hold a
[6:01]
public information meeting currently
[6:03]
staff is in a process to write a
[6:05]
detailed review of The Proposal and
[6:08]
Council will not be making a decision
[6:10]
tonight the result of the public meeting
[6:13]
will be reviewed alongside the comments
[6:15]
received through the circulation process
[6:17]
and once a comprehensive review has been
[6:19]
completed a recommendation will be
[6:21]
provided to council if anyone is
[6:24]
interested in providing comments or
[6:26]
receiving notification regarding this
[6:28]
application

resolution the notice was dist
[7:05]
distributed within 200 met of the
[7:08]
property and allowed for 36 residents um
[7:12]
Property Owners to receive the notice
[7:15]
and this was also done on July 15th next
[7:18]

please in terms of the application the
[7:22]
town has received an application for
[7:24]
zoning B amendment to support the
[7:26]
following proposed development which
[7:28]
includes Event Center short-term
[7:31]
accommodations Farmers Market horse barn
[7:34]
Archer processing building livestock
[7:36]
Barn as well as a garage Workshop the
[7:40]
application was submitted by Mal Michael
[7:42]
Sullivan of lro planning Solutions Inc
[7:45]
on behalf of the owner Karen Mills and
[7:48]
the application was deemed complete on
[7:50]
July 12th next slide
[7:55]
please the cic property is located north
[7:58]
online 2 south of line 3 East of Road 27
[8:03]
and west of canel Road and the site area
[8:05]
is
[8:06]
3976 hectares the applicant describes
[8:09]
the area to be used as a farm with the
[8:12]
occasional Farmers Market as well as
[8:14]
Event Center the surrounding property
[8:17]
consists of agricultural properties and
[8:21]
there is also estate residential on the
[8:23]
west west side next slide

provided for the site plan from the
[8:32]
applicant so there's two rectangles

demonstrated here the blue one as well
[8:37]
as the green within the blue one is the
[8:39]
proposed location for the livestock the
[8:41]
horse barn the short-term rental will
[8:44]
consist of five tiny homes and semi
[8:47]
trilers ranging in size from 40 square
[8:49]
met to 165 Square met and the orchard
[8:53]
processing building which is about 140
[8:56]
square m the green um rect jingle
[8:59]
located Below in the center of the
[9:01]
property will consist of the event Barn
[9:04]
which is about 495 sare M the farmers
[9:08]
market 740 Square me as well as the
[9:12]
garage
[9:13]
Workshop additional parking driveway
[9:15]
aisles laneways will also be added
[9:17]
throughout the proposal to access the
[9:20]
proposed uses throughout the blue and
[9:22]
the green rectangles the combined total
[9:25]
of existing and proposed parking space

will result result in 13 7 parking

spaces consisting of two barrier-free
[9:32]
space and two loading

uses as well as on Farm Diversified

bylaw where the property is seen to have
[10:10]
three zones the top is agricultural the
[10:13]
middle section Marsh Agricultural and
[10:16]
the lower half lower section natural
[10:18]
heritage system too The Proposal is

identified within the AG agricultural as
[10:24]
well as the marsh agricultural section
[10:27]
where agricultural uses are permitted
[10:29]
such as the proposed livestock barn and
[10:31]
horse barn the prop the area however
[10:35]
does not permit for short-term
[10:36]
recommendation an event center as well
[10:39]
as farmers market and Orchard processing
[10:42]
building the proposed development um as
[10:46]
the proposed development is not
[10:47]
permitted a zoning bout amendment is
[10:51]

[10:56]
applicant is proposing there is two
[10:58]
except Ops the first is for the
[11:01]
agricultural area um as it is in
[11:04]
addition to the agricultural users
[11:06]
permitted it would also allow for the
[11:09]
event venue as well as short-term

accommodation next slide please you'll
[11:14]
see that the other exception added is
[11:19]
for the marsh agricultural um it permits
[11:22]
a a Varity of uses as mentioned
[11:24]
previously and would also allow for the
[11:26]
event venue farmers market and
[11:28]
short-term accommodation next slide
[11:32]
please the subject application was
[11:35]
circulated to internal Department as
[11:37]
well as external agencies on J July 12th
[11:41]
um the following are the current
[11:43]
agencies that show there was no
[11:45]
objection in addition since that time we
[11:49]
received comments from the town of bwg
[11:53]
um development engineer advising they
[11:55]
had no concerns as well um a few
[11:58]
correspondents were receiv receives from
[11:59]
the public from neighboring properties
[12:02]
inclusive of w fman m wock St babber a
[12:06]
andb Hearn as well as gr Gardens and
[12:10]
helping pan Food Bank have provided
[12:12]
support for the development
[12:15]
proposal and there is also one
[12:17]
neighboring resident C mon Monaco has
[12:20]
brought about concerns about the event
[12:22]
center and short-term accommodation
[12:25]
identifying that permitting these uses
[12:27]
would result in the potential loss of
[12:29]
Prim agricultural lands in the future
[12:31]
additionally it was requested that clear
[12:33]
definition be provided for short-term
[12:36]
accommodations and daily operations of
[12:38]
the event center and Archer Processing
[12:41]
Unit be assessed by determining the
[12:43]
noise traffic and orders
[12:47]
generated next slide
[12:49]

that

presentation hi there I'm Mitchell Baker
[13:46]
I'm planner with L Pro planning
[13:48]
Solutions uh we do have a couple of
[13:50]
slides here um however firstly I just
[13:52]
like to thank the staff for uh preparing
[13:54]
the staff report and providing a
[13:56]
thorough overview uh for us so I'll try
[13:58]
to keep this short and simple um next
[14:02]
slide
[14:06]
please so this is the subject property
[14:09]
as as mentioned it is located west of
[14:11]
Highway 27 uh east of Highway 400 uh and
[14:16]
about Northwest of Canal Road uh next
[14:19]
slide
[14:22]
please so just to give some some
[14:24]
background information on this uh
[14:26]
application uh this was initially bylaw
[14:29]
Enforcement issue um back in mid 2021 uh
[14:34]
and with the following direction of
[14:36]
planning staff and the building
[14:37]
department we then attended a
[14:38]
pre-consultation meeting uh and then we
[14:41]
we prepared several studies and
[14:44]
submitted the required uh
[14:46]
applications uh which were then then
[14:48]
deemed incomplete and then we we went
[14:50]
back and revised them uh to include
[14:52]
several other studies including a
[14:54]
functional servicing report a storm
[14:55]
water management report uh traffic
[14:57]
impact study um all in support of the
[15:00]
application uh this formal application
[15:03]
was submitted back in uh June uh which
[15:05]
which leads us to today and then uh
[15:07]
following this would be the council
[15:09]
meeting with a decision uh next slide
[15:14]
please so as as mentioned the existing
[15:17]
zoning is agricultural with an
[15:18]
agricultural Marsh and then the the
[15:20]
about southern third of the property is
[15:22]
a natural heritage 2 Zone uh we're
[15:25]
proposing uh the the same zones just
[15:27]
with site specific exception to uh
[15:30]
permit various agricultural related and
[15:32]
on-farm diversified
[15:34]
uses uh including an event venue um an
[15:39]
occasional farmers market and uh Orchard
[15:41]
with a small processing facility to
[15:43]
mainly to process the vegetables um on
[15:46]
site for the farmers market and and
[15:48]
event
[15:49]
venue uh next slide
[15:52]
please uh so today we haven't received
[15:54]
any any comments from the the general
[15:56]
public however we we do uh look forward
[15:58]
to addressing any comments that come up
[16:00]
today uh and I know that the owner owner
[16:03]
applicant uh Tom is is here as well um
[16:06]
to add a few quick words as well
[16:15]

Council I so yeah it may be a little
[16:21]
over personal but I grew up at 4023 um
[16:25]
yes that's me on the moer and uh was
[16:29]
born raised there and um have
[16:32]
appreciated that next
[16:35]
please my grandfather Sinkler Mills
[16:38]
bought the property from the Brandon
[16:39]
family in the mid 1930s yes if you've
[16:42]
been to our property that was the house
[16:45]
uh mid
[16:46]
1900s um we've done some upgrades since
[16:48]
next
[16:51]
please I'm the S seventh generation of
[16:53]
Mills that have farmed raised a family
[16:55]
and created a livelihood and uh
[16:57]
community in this town uh and my
[16:59]
children will be the eighth that's uh
[17:02]
that's us there on the
[17:04]
screen next
[17:07]
please the Mills the brandons the
[17:09]
brandons who originally were on the 4023
[17:12]
the Mills Farm was just across the road
[17:15]
of the Mills the brandons and many other
[17:16]
families settled on the third line
[17:18]
having immigrated from F Mana County
[17:20]
Northern Ireland in the mid 1800s and as
[17:22]
from this history and to celebrate this
[17:24]
Heritage that we chose the name for Mana
[17:27]
Farms I mentioned this history to
[17:29]
indicate that my Heritage and connection
[17:31]
to this town and Community is long and
[17:33]
deep my family has been here for a long
[17:35]
time and I anticipate that to be our
[17:38]
future
[17:41]
next my uh my parents my L my late
[17:44]
father Ron and my mother Karen who is
[17:47]
here with today believe that we are to
[17:49]
be stewards and caretakers of what we
[17:50]
have inherited the land the work of our
[17:52]
forbears the opportunities and I seek to
[17:55]
build upon this he farmed
[17:57]
organically believing that was the right
[17:59]
way to take care of the land my late
[18:01]
brother Alec had a similar vision and
[18:03]
his son and my nephew Ian continue in
[18:06]
that to farm on the property next
[18:11]
please the barn in my my uh in Ron's
[18:14]
latter years he would look at the barn
[18:16]
on the property as in the picture there
[18:17]
and say to me we need to do something
[18:19]
about the barn or it'll fall down one
[18:20]
day he was indeed correct of course uh
[18:24]
but being a bank Barn it had little uh
[18:27]
modern use in modern farming um it was
[18:30]
really just serving as storage at that
[18:32]
point there was no economic case to be
[18:33]
made to invest in or repair the barn
[18:36]
when the Ontario fit solar program was
[18:38]
announced we saw an opportunity to
[18:39]
install solar on the roof thanks to a
[18:41]
previous council's decision to support
[18:43]
rooftop solar installation our barn
[18:45]
gained a new economic lease on life we
[18:47]
repaired the barn and added to it to be
[18:49]
part of our 60 kilowatt green solar
[18:51]
energy that's generated from our
[18:54]
farm next please
[18:59]
um it's important to note that in this
[19:01]
economic environment on Farm Diversified
[19:03]
uses as in our application is a critical
[19:06]
way in which our farm and possibly many
[19:08]
others can remain economically viable
[19:10]
without having to sell to property
[19:12]
investors or others and from my
[19:14]
perspective this is an important aspect
[19:16]
to the makeup of Bradford rurales uh
[19:19]
rural
[19:21]
culture next
[19:25]
please uh the barn that was repaired and
[19:27]
added to and had the solar added to in
[19:29]
2014 is the same Barn that now is the
[19:32]
center of more opportunity and with this
[19:35]
property reasoned will allow us to fully
[19:36]
utilize a property at the core of our
[19:38]
vision statement where we exist to give
[19:41]
people the opportunity to connect and
[19:43]
celebrate with those important to them
[19:44]
the environment that sustains them and
[19:46]
the spirit that created
[19:48]
them next
[19:52]
please in an increasingly Urban world
[19:54]
people are looking for connection to
[19:56]
Nature and experiences in Open Spaces
[19:59]
and in covid you know during the winter
[20:01]
of 2020 a woman and her daughter uh
[20:04]
stayed at one of our short-term rental
[20:05]
spaces after pulling her vehicle out of
[20:07]
the snow which she got itself into we
[20:10]
talked for a minute and she started to
[20:11]
cry she told me that she was living in a
[20:14]
condo in Mrs Saga feeling like her and
[20:15]
her daughter were locked up and this was
[20:18]
an opportunity to get out and make a
[20:21]
snowman next
[20:23]
please we've heard similar stories from
[20:25]
couples simply enjoying our Forest
[20:27]
Trails during their weekend away next
[20:31]
please uh or the couple having invited
[20:34]
uh friends and family to come celebrate
[20:36]
their wedding day with their ceremony
[20:37]
among the trees and their reception in
[20:39]
the barn the property the barn the
[20:41]
structures are all the building blocks
[20:43]
to set the stage for all of these next
[20:48]
please the Mills have been building
[20:50]
community over the generations the Mills
[20:52]
help build and maintain the United
[20:53]
Church and dun Karen our nearby Hamlet
[20:55]
at County Road 27 and third line from
[20:57]
Community guard gardening to helping
[20:59]
neighbors with snow plowing Farm help
[21:01]
and more our family has been a constant
[21:02]
presence on the third line looking for
[21:04]
ways to engage and help our neighbors we
[21:06]
saw an opportunity for the farm to serve
[21:08]
as a Connecting Point for our immediate
[21:09]
community Through neighbor meetups and
[21:12]
potlucks next
[21:15]
please we connect to the larger
[21:17]
Community through our biannual farmers
[21:19]
and vendor Market these markets bring
[21:21]
together neighbors people from Bradford
[21:22]
plus tourist dollars from near and far
[21:25]
it's also given us the opportunity to
[21:26]
raise money and collect for the Brad
[21:28]
helping hand food bank it's about the
[21:31]
interpersonal connections the
[21:32]
environment and the economy all coming
[21:34]
together and it's about the families fun
[21:36]
and kids and jumpy castles it's um it is
[21:40]
at these markets where I've appreciated
[21:41]
the opportunity to meet up with a number
[21:43]
of you next
[21:47]
please as a business we have made
[21:50]
intentional decisions to support our
[21:52]
local fellow businesses we promote and
[21:53]
offer products uh from our neighbors
[21:56]
Ernest cider and Hollow Marsh Wier our
[21:58]
short-term stays of advertisements and
[22:00]
coupons for local restaurant including
[22:02]
the 1812 Grill House Down the Road in
[22:04]
brick and fire and when the hotels are
[22:06]
complete at Highway 488 in Walmart we
[22:10]
will welcome the opportunity to partner
[22:11]
with them for
[22:12]
accommodations next
[22:15]
please we see an incredible future um
[22:18]
for our family and our farm here in
[22:20]
Bradford and we thank you for helping
[22:22]
make this
[22:24]

[22:33]
looking forward to the eighth generation

name uh my name is Ron weening I'm also
[23:14]
a resident on the third line right at
[23:16]
the intersection of Fifth Fifth Side
[23:19]
Road and uh third line I've lived on the
[23:21]
road for almost 60 years not quite but
[23:26]
and have known the mills for that entire
[23:27]
time and and absolutely fully endorse
[23:31]
what they are proposing have been to the
[23:33]
event center a couple times for uh
[23:36]
funeral and just some neighborhood
[23:38]
Gatherings and uh have no objections
[23:41]
whatsoever would love to see it go
[23:44]
forward thank you Ron for those comments
[23:46]
appreciate that I will ask other members
[23:48]
of the public to step up state your
[23:52]

gangle I live on the property just to
[23:57]
the east of of Tom um as a neighbor Tom
[24:02]
is a very hospitable um Tom and his
[24:05]
family very hospitable to us they've
[24:07]
invited us over we've been to his
[24:09]
facility many times we fully endorse uh
[24:12]
whatever um Direction he would like to
[24:15]
take the property I think it's an
[24:17]
excellent opportunity to ensure that
[24:19]
both the agricultural aspect and as well
[24:22]
as bringing the community together in a
[24:25]
multicultural multifaceted way is the
[24:28]
way to go um and so we look forward to
[24:32]
uh to his success in the future with
[24:34]
regards to that thank

presentation as the mayor said it's it's
[25:23]
really good to see that the farming is
[25:25]
passed on generation to generation ation
[25:29]
when especially times like this people
[25:31]
are getting out of farming and and for
[25:34]
obvious reasons and and you
[25:36]
need other options to carry on where you
[25:40]
can carry on the agriculture side of it
[25:42]
but
[25:43]
also earn a living through something
[25:46]
else and and I'm supportive of that I do
[25:49]
have um two questions for clarification
[25:52]
in the presentation it was mentioned
[25:54]
occasional Farmers Market how does one
[25:57]
decide
[25:59]
when you're going to have a farmers
[26:01]
market or or what drives that

is about the short-term accommodations

um short term is what a night um so you

you're encouraging people not to drink

and drive and they can stay over or

short term is people renting week at a
[26:26]
time and it it becomes like a hotel type
[26:29]
of thing um other than that I'm I'm in
[26:33]
favor of uh what you're looking to do
[26:36]
but I do have these two
[26:39]
concerns so I can invite the applicant
[26:41]
back up uh if you want or you can
[26:43]
address all the questions at once it's
[26:45]
you might as well sit there if you're
[26:46]
gonna you can address these two
[26:48]
questions right now if you'd like to

the uh the markets are a annual thing

spring and a fall market

um straight up I haven't considered more

fall oh yes the short-term rentals um

your question around that is what's the
[27:36]
definition of short-term uh so uh for us
[27:41]
it uh it ties in with the wedding event
[27:43]
space yes absolutely people um often
[27:46]
times the couple getting ready that kind
[27:47]
of thing and then stay in the night um
[27:49]
we also make it available uh through
[27:51]
other shortterm uh rental platforms um
[27:55]
that uh and that is as people book it
[28:00]
does that answer the
[28:03]

to your place I've got to see the
[28:15]
farmers market I enjoyed it uh went to
[28:18]
an event there um and enjoyed that as
[28:20]
well uh from what I see from what you've
[28:23]
presented I like everything on here the
[28:26]
uh we have approved event centers on
[28:29]
other agricultural pieces so I don't see
[28:31]
an issue with that especially the way
[28:33]
that I've seen it being run um and then
[28:36]
the extra pieces that you were asking
[28:37]
for the orchard processing that all ties
[28:40]
into agricultural so I have no issues
[28:42]
with that I think it's great I think
[28:44]
it's a great idea the way that you're
[28:45]
utilizing your farm and it's bringing
[28:46]
people there I do have issues with the
[28:49]
short-term accommodation I'm not sold on
[28:52]
that we have I don't think we have
[28:55]
anything that's uh any other
[28:57]
agricultural land that has requested
[28:59]
that I know with accessory dwelling
[29:02]
units there are trying to use that in
[29:04]
urban areas right now and the province
[29:06]
is working on actually extending that to
[29:08]
rural areas and it may come to a point
[29:10]
where you can put a couple of units on
[29:13]
your property but do they do we really
[29:16]
need to give permission for ex for uh
[29:19]
short-term accommodations because this
[29:20]
sounds like an Airbnb to me if somebody
[29:22]
comes and they want to book it for a
[29:23]
weekend or whatever the case may be
[29:25]
that's what it sounds like from your
[29:26]
presentation so it sounds like an airbm
[29:28]
to me which we've we've had issues with
[29:30]
but as stated in Zoning for an
[29:33]
Agricultural piece I do have an issue
[29:36]
with that I can't support that part of
[29:38]
it everything else I absolutely love but
[29:40]
I feel that
[29:42]
supporting uh a short-term rental in the
[29:46]
zoning aspect of your property opens the
[29:49]
floodgates to any other agricultural
[29:51]
land who may want to do the exact same
[29:53]
thing so again with the Airbnb part I'm
[29:56]
not sure how that would work or even if
[29:58]
you have to ask for that um but those
[30:01]
are just my comments on
[30:04]
it okay thank you for your comments I'll

support this um even the short-term

accommodation because I think it Blends
[30:38]
well with the wedding aspect of it and
[30:42]
uh it adds more just more economics to
[30:47]

said what shortterm is is as much as

against but we don't so um you know

you're obviously going to be in charge
[31:15]
of your own land and you know taking
[31:18]
care of uh you know care and control of
[31:20]
people that do come to there with strict
[31:21]
rules so you know what it's uh you
[31:24]
buyers remorse buyers would beware
[31:26]
really so you know it's to your own
[31:28]
property the only question I do have is
[31:30]
is that would you have to implement any
[31:32]
type of fire code um you know
[31:34]
Renovations and stuff to meet certain
[31:36]
requirements right now is that something
[31:39]
that uh is already in place or do you
[31:41]
know of that needs to be um amended no I
[31:45]
understand so we are currently working
[31:47]
with fire department um and uh working
[31:51]
with them as part of the building
[31:54]
process um to address any concerns that
[31:56]
they have and obviously nothing would
[31:59]
move forward until all that was be would
[32:01]
be met I
[32:03]
guess yes um in communication with fire
[32:07]
they are satisfied that we are good cool
[32:10]
perfect that's uh it for me thanks so

um structures I think there was a

mention earlier in the first

presentation that it could be trailers
[32:33]
as well as some additional structures
[32:36]
can you maybe just clarify what type of
[32:37]
buildings or are they you know multiple
[32:40]
unit dwellings or they individual
[32:41]
trailers or tiny homes scattered
[32:43]
throughout the property just a little
[32:44]
more clarification on that please sure
[32:46]
understand uh so
[32:49]
um so initial short-term rentals are
[32:52]
part of structures that are already on
[32:54]
the property uh any further um um
[32:58]
short-term rentals would be in the form
[33:00]
of a tiny house that kind of that type
[33:03]
of structure um on wheels something to
[33:07]
that effect uh located and I know the
[33:10]
site plan's not up there
[33:12]
but have you been to my if you've been
[33:14]
to my property um long Lane way up the
[33:17]
long laneway there's a bit of a forested
[33:19]
area uh by the fields these would be
[33:22]
located by the forested area I know
[33:25]
there was a uh a point made about uh
[33:27]
farming property and so forth we're not
[33:29]
taking uh farming agricultural land out
[33:33]
of use um to accommodate these they are
[33:37]
back to my point originally people like
[33:38]
getting into the middle of nowhere like
[33:40]
connecting with nature and that's kind
[33:41]
of what we're we're we're bringing these
[33:43]
connecting
[33:45]
with okay no it's great great answer so
[33:48]
here here's my concern with the
[33:50]
additional structures or or I guess the
[33:52]
short-term rentals is that you've got
[33:54]
fantastic
[33:55]
contentions if there's other property
[33:57]
owners that don't have those same
[33:59]
intentions and they use this as a case
[34:00]
study to turn around and just start
[34:02]
slapping trailers everywhere and housing
[34:03]
people or putting like I I'm okay for
[34:05]
adus in farming you know uh in in
[34:08]
agricultural areas I think that's a
[34:09]
great idea and a great alternative my
[34:10]
concern is that does this set a
[34:12]
precedent if if we open up this in this
[34:14]
area for for allowing anybody or anybody
[34:16]
else to make the same applications
[34:17]
without this the great intentions that
[34:19]
you have so that that'd be my only
[34:21]
reservation I you know like to talk a
[34:22]
little bit more about it and then my
[34:24]
other question or comment and this one's
[34:26]
uh when we spoke I guess I think it was
[34:28]
last year the last time we we had a
[34:29]
conversation uh which really touched me
[34:31]
was your your generational living on the
[34:34]
property and having a an additional home
[34:37]
for let's say your children to live
[34:38]
within the property is that still on the
[34:40]
table or is that a future consideration
[34:42]
as well because you know at the end of
[34:44]
the day having the multiple Generations
[34:47]
living on the one property something I
[34:48]
would definitely like to support I'm
[34:50]
just curious about how that all fits
[34:51]
into this
[34:54]

um yes that that could be my children on

the property in in some way shape or
[35:01]
another um we're still figuring that out

for a short term um and we don't have

other plans to do another living

structure on the building on the
[35:54]

history of your family on the land are

really uh it's really nice to see

because you know you have the drive you

investment to our community and as you

showed our hotels and our local
[36:17]
restaurants and the and the restaurants
[36:20]
in the area you know we have lot lots to
[36:22]
be thankful here in our in our community
[36:24]
we have these Farms are gorgeous farms
[36:26]
and and a lot of people come up from the
[36:28]
city and they're you they're blessed to
[36:29]
have that opportunity to have a wedding
[36:31]
there and I know the van Luke's on the
[36:33]
13th line have quite a few they're
[36:35]
pretty well booked all summer and I'm
[36:36]
glad there's other venues that can bring
[36:39]
people to our community and it promotes
[36:41]
our community but provides a great venue
[36:43]
for for weddings and and being in as
[36:46]
somehow related to that industry the
[36:48]
wedding industry it's it's we're lucky
[36:51]
that we can offer something in our
[36:53]
community so I just want to see a great
[36:55]
presentation from your consultants and
[36:57]
the problems when they when when we see
[36:59]
these documents is very dry but to see
[37:01]
the personal and and the aspect of it
[37:04]
really adds to the presentation I want
[37:06]

lot of uh similar examples whether in St

Jacobs or Prince Edward County even a

few in innisville where there's a little
[37:32]
bit of a short-term rental to
[37:34]
accommodate the wedding and a bit of
[37:35]
agriturism and I love diversifying more
[37:38]
streams of income for our farm so I I
[37:41]
think this sounds like a home run to me
[37:42]
and thank you for the presentation to

our community needs it's a it's an

excellent opportunity I can tell you

right now my son came to me and he said
[38:23]
Dad we got to buy some property up north
[38:25]
he said I'm telling you we just have to
[38:27]
put ccans on there he said people are
[38:29]
rending it for 300 bucks a night and I
[38:31]
said what a great business opportunity
[38:32]
so you're on the right track and I think
[38:34]
it's an excellent opportunity and I and
[38:35]
I'll tell you many families will come
[38:37]
and and enjoy that because you are right
[38:39]
by the nature you'll see the you know
[38:41]
You' got the foret area and everything

speak to the strategy for your uh storm
[41:20]
water funding program and this is a
[41:23]
project that was kicked off in July with
[41:25]
your staff and we're here to give you a
[41:27]
quick update next slide
[41:32]
please so what is a storm water funding
[41:34]
strategy the storm water utility funding
[41:37]
strategy will accomplish four objectives
[41:40]
review current and potential future
[41:42]
costs for maintaining a sustainable
[41:44]
storm water system recommending a
[41:47]
funding levels and Reserve targets for
[41:49]
long-term
[41:51]
sustainability engaging the community on
[41:53]
Alternatives impacts and benefits while
[41:56]
considering feedback back and
[41:58]
concerns and assessing and recommending
[42:00]
funding Model A funding model that will
[42:02]
be fair affordable and simple to
[42:06]
understand and
[42:07]
deliver next slide
[42:11]
please why have a storm water funding
[42:15]
strategy Asset Management as defined by
[42:18]
the town's Asset Management plan and the
[42:20]
corresponding targets for levels of
[42:21]
service are what Drive the funding
[42:24]
requirements for
[42:25]
sustainability compliance with
[42:27]
regulatory requirements uh related to
[42:30]
storm water management are also a
[42:31]
priority the Consolidated linear
[42:33]
infrastructure Environmental Compliance
[42:36]
approval document as issued by the
[42:38]
ministry of environment is what the town
[42:40]
will use to outline its requirements for
[42:42]
storm water systems including operations
[42:44]
and maintenance and long-term
[42:45]
sustainability of those assets cost
[42:48]
Effectiveness to identify required works
[42:51]
early on rather than be reactive to
[42:53]
major problems a proactive plan
[42:56]
including annual programs and funding is
[42:59]
more effective than a complaint-based
[43:01]
system flood mitigation as well to
[43:05]
prepare for more frequent intense storm
[43:07]
events the recent event of this last
[43:09]
summer July 16th where the city of
[43:12]
Toronto experienced a nearly 100
[43:14]
millimeter storm event which is
[43:15]
equivalent to a one in 100-year storm is
[43:18]
something that we're seeing more
[43:19]
frequently and that we need to be
[43:21]
prepared for as well public health and
[43:24]
safety protection from pollutants and
[43:26]
effects of unmaintained pipes ponds
[43:29]
catch basins
[43:30]
Etc and resilience to impacts of climate
[43:34]
change and protection of the
[43:37]
environment next slide
[43:43]
please what does the town's Community
[43:45]
consist
[43:47]
of in looking at the community profile
[43:50]
there are essentially four categories of
[43:53]
uh characteristics in the community the
[43:55]
Halland Mars Community which is large
[43:57]
controlled and managed by the drainage
[43:59]
act to ensure that the storm water
[44:01]
systems and uh water levels are
[44:03]
controlled and maintained the urban
[44:06]
communities which are are conventional
[44:09]
communities with cross-sections uh with
[44:12]
sidewalks with culverts or sorry with
[44:14]
sidewalks and um Urban sections that
[44:18]
rely on storm water collection and pipes
[44:21]
to distribute them and bring them to
[44:22]
collection systems and storm water ponds
[44:24]
for discharge these urban communities
[44:26]
are more tense and land use is more uh
[44:29]
more active and there's more risk of
[44:32]
flooding and then the rural communities
[44:34]
are areas where we have ditches and culs
[44:37]
and larger spaces but also need for
[44:40]
moving the water that's collected both
[44:42]
from the private lands as well as along
[44:44]
the roads and rights away and then the
[44:46]
Bradford Highland farming lands are the
[44:48]
areas that are outside of the March but
[44:49]
are also farmed in these areas that may
[44:51]
not need direct uh water management or
[44:54]
drainage act requirements but will still
[44:56]
need to be included in a storm water
[44:58]
management
[45:00]
system our assets are based on five
[45:03]
classes that's based on your asset
[45:05]
management Plan and there's a total of
[45:07]
about $1.1 billion in assets of which
[45:10]
177% or1 184 million doar represent the
[45:14]
replacement cost for your storm water
[45:16]
systems this will require funding in the
[45:18]
long term both for maintenance and
[45:20]
replacement and ultimate
[45:25]
expansion next slide please
[45:28]
so next steps for the study as we
[45:30]
initiate is to continue with data
[45:32]
collection and
[45:34]
Analysis complete our community outreach
[45:36]
program which includes web promotion and
[45:38]
online surveys uh our our first
[45:41]
Community engagement Public Information
[45:43]
Center number one which is planned for
[45:45]
the latter part of
[45:46]
September and a second engagement
[45:49]
session would be in the latter part of
[45:50]
November
[45:52]
2024 as well as the evaluation and
[45:54]
Community feedback considerations and
[45:56]
discussions based on the information we
[45:58]
gathered from those sessions as well as
[46:00]
interviews with staff and
[46:02]
Council once we consider all the final
[46:04]
feedback and look at the evaluation of
[46:06]
the various alternatives for funding and
[46:08]
for cost distribution as well as
[46:10]
long-term sustainability and Reserve
[46:13]
recommending Reserve um programs we
[46:16]
would then bring a final report back to
[46:18]
this Council for presentation in January
[46:20]
2025 for final approval and future
[46:24]
recommendations so with that your wor
[46:27]
ship all right thank you very much

it on schedule questions councelor uh
[46:35]
Scott just one question how will this
[46:39]
relate and protect Marsh farmers who
[46:42]
already pay into the drainage system we
[46:45]
have I will volunteer that I I think the
[46:48]
answer should be they should be entirely
[46:50]
separate from
[46:52]
this thank you um for the question
[46:55]
through uh your ship that is why we've
[46:58]
identified four classes or four four
[47:01]
groups of users or of communities within
[47:04]
within uh the town and definitely the
[47:06]
farming community Through the municipal
[47:09]
act or the drainage act should be
[47:11]
considered very specifically with
[47:13]
regards to what they're already
[47:14]
contributing to how they're managing the
[47:16]
system and that their management is
[47:18]
within their uh Watershed and that is
[47:20]
probably something that definitely would
[47:22]
not be related to an additional charge
[47:28]

and then I've got councelor
[47:36]
dyky um yeah I recently I saw a
[47:39]
presentation at an AGN knowledge uh
[47:42]
Forum uh put on by the N Wasaga Futures
[47:47]
and there were a few municipalities that
[47:50]
are ahead of us on this and there was
[47:52]
some
[47:53]
negative implications for uh
[47:57]
agricultural lands in more urban areas
[48:00]
like Brampton or something like that so
[48:02]
they were going on a square
[48:03]
footage where the agricultural land is
[48:08]
basically permeable it's it's not uh
[48:13]
causing uh infrastructure that needs to
[48:15]
be created and the ditches in rural
[48:18]
areas are basically to keep the roads
[48:21]
drained and to divert to water away from
[48:24]
the road um so I just want to make sure
[48:27]
that we don't put any negative
[48:29]
implications on our Highland
[48:33]
Farms thank you for that I've got
[48:36]
councelor Dy next well in your
[48:38]
presentation I'd like the the key word
[48:41]
that you mentioned about colberts you
[48:43]
know we have a lot of certs that are 40
[48:45]
50 years old and some of these sub
[48:47]
divisions and and funding funding them
[48:49]
for the for the residents is it's quite
[48:51]
an expensive uh Venture and impact to
[48:54]
the residents that you know that have
[48:56]
paid taxes so so long on these uh these
[49:00]
homes in a rural area and I just hope
[49:02]
that through your study that we could um
[49:05]
get some grants in the future as well
[49:06]
some funding from the federal or
[49:08]
provincial or federal whatever is
[49:10]
available and then that we have
[49:11]
everything in place as as the weather
[49:14]
changes and and the frequent storms and
[49:16]
and the volume of storms that we've seen
[49:18]
in the last little while you know we
[49:19]
have to keep you know keep this flowing
[49:22]
as best we can so I'm glad we're being
[49:23]
proactive and reactive
[49:27]
just to reiterate this this presentation
[49:28]
is all about what we're going to be
[49:29]
doing and going out to the public and
[49:31]
getting all that feedback from everyone
[49:32]
so we look forward to seeing a lot of
[49:33]
that data like councel said there's a
[49:35]
few communities ahead of us so we'll be
[49:36]
able to understand some of the some of
[49:38]
the niches that they ran into so uh I've
[49:40]

ensure fairness for those who have say

bigger properties and of course with the
[50:05]
water runoff on the pavement how are we

going to ensure that those people pay

more um compared to a person with a
[50:12]
smaller property also I know that we're
[50:14]
still at the beginning phase of course
[50:16]
of this so with set fees how are we
[50:18]
going to determine the set fees um also
[50:21]
based on property size do you have any
[50:23]
idea so
[50:25]
far certainly through uh Mr uh My
[50:29]
Worship the modeling that we use there's
[50:32]
a number of various Financial models as
[50:34]
well as uh engineering models to look at
[50:36]
impermeable surfaces to look at area to
[50:39]
look at distribution of costs that
[50:41]
create an equitable sense of um of of
[50:44]
ownership and of contribution towards
[50:46]
the system the ultimate goal of the
[50:48]
program as we bring this this
[50:50]
information through to the public
[50:51]
information sessions and for the
[50:53]
community is to get the feedback on what
[50:55]
these models could look like how the
[50:57]
cost could be distributed what the
[50:59]
impact would be per household per
[51:01]
resident per area and then receive that
[51:03]
feedback and work with the community to
[51:05]
try and find a a a solution that's
[51:08]
Equitable that has a sense of
[51:10]
distribution but also meets the funding
[51:12]
needs of the long-term cost for the for
[51:14]
the
[51:15]
town one more question thank you so for
[51:18]
those um persons that are practicing
[51:20]
green cuz you know of course we try to
[51:21]
encourage that will there be some
[51:23]
initiative some discounts for those um
[51:26]
um people that are practicing green and
[51:29]
also to encourage others also to go
[51:31]
green will there be any discount in mind
[51:35]
you know what I mean for that as
[51:38]
well uh through you Mr Mayor there are
[51:40]
programs in other municipalities where
[51:42]
there's either initiatives or
[51:43]
opportunities for some sort of credit
[51:45]
system so definitely those opportunities
[51:47]
will be explored and the various options
[51:49]
presented as part of our work and
[51:52]
depending again on what the community is
[51:53]
looking for we'll tailor solutions that
[51:55]
will meet where the what the demands
[52:01]

this right I I think the resolution says
[53:46]
it but it's worth highlighting
[53:48]
that Ontario's Healthcare is in crisis
[53:51]
2.3 million ontarians don't have a
[53:54]
family doctor we're seeing emergency
[53:56]
room closures particularly in rural
[53:58]
communities and I think most alarmingly
[54:01]
nearly half of our existing family docks
[54:03]
are looking to retire in the near future
[54:06]
so I think adding our voice to amos's
[54:08]
resolution I know a few of us are going
[54:10]
to amos's conference at the end of the
[54:13]
month is important because we've been
[54:15]
working to attract more Family Health
[54:18]
teams working with South Lake and uh the
[54:20]
so Simco Northern York Region Family
[54:23]
Health uh team led by Gail sedon uh and
[54:26]
we'd love to see the hospital come to
[54:27]
Bradford quite frankly but we definitely
[54:29]
need more local Health Care in our
[54:31]
community and we might be a community
[54:34]
despite having healthcare needs that's
[54:37]
actually comparatively doing well Rural
[54:40]
and Northern Communities I think are
[54:41]
particularly struggling and I I'm almost
[54:44]
afraid that we've sort of as a society
[54:48]
given up that we should have excellent
[54:50]
Healthcare we have a lot of hallway
[54:52]
medicine we have a lot of uh nurses
[54:54]
Nurse Practitioners and doctors who are
[54:56]
quite stressed and patients who are
[54:58]
frustrated but almost think this has
[55:00]
been New Normal so uh after probably 30
[55:03]
years wor the promises that we'd fix
[55:05]
Canadian
[55:07]
Healthcare it's not gotten any better in
[55:09]
fact it's got worse so the more we can
[55:11]
do at a local level to promote the fact
[55:13]
that uh this is an urgent need and the
[55:16]
public deserves High qu Quality
[55:18]
Healthcare close to home uh the better
[55:20]
it will be because I I think all levels
[55:22]
of government recognize the need but we
[55:25]
need to start seeing the results and
[55:26]
putting urgency behind
[55:30]
it great point and and uh I think did
[55:33]
you you must have watched CBC last night
[55:35]
national news because it was on there
[55:37]
about Healthcare and how critical it is
[55:39]
in the northern regions and how uh they
[55:41]
talked about uh Blind River Thessalon s
[55:44]
St Marie that that region there where it
[55:46]
was uh it was they were closing
[55:49]
emergency rooms and there was last
[55:50]
minute uh arrivals of doctors at the
[55:52]
last second which was costing all
[55:53]
ontarians tons of dollars to get them
[55:55]
there at last minute so just to keep the
[55:58]
emergency rooms open so not hard to
[56:00]
support this 100% so like councelor
[56:02]
Scott said we're we're going to uh Amo
[56:05]
will be advocating for this uh through
[56:08]
the uh through the Ontario medical
[56:10]
association and we've done lots of work
[56:12]
with our local Physicians and and
[56:13]
everything in our community so we want
[56:15]
to continue that advocacy on our part to
[56:17]
make sure that we gain the support work
[56:19]
as hard as we can to uh gain doctors and
[56:21]
family physicians for sure because there
[56:23]
is a there is a pandemic out there I'm
[56:25]
going to say it so I've got councelor uh
[56:28]
uh um councelor deaney first and then
[56:30]
I've got councelor Harper
[56:31]
next thank you mayor um you know as a
[56:34]
healthcare worker myself working in the
[56:36]
field for over 16 years I see the um the
[56:40]
challenges that you know what I mean we
[56:42]
are facing in health care the long wait
[56:45]
list you know for long-term care and
[56:48]
also different critical um you know
[56:51]
clients that need care and of course
[56:54]
sometimes to get a family doctor the
[56:56]
long weight list right unless you're
[56:59]
maybe have your family doctor for years
[57:01]
right then maybe you can had your
[57:03]
children on it but sometime it's a long
[57:05]
wait so definitely I do support this as
[57:08]
well and um yeah looking forward to Amo
[57:11]
conference
[57:13]
coming so thank you uh councilor
[57:16]
Harper thanks mayor you know I know
[57:19]
you'll be pushing for this and it'll be
[57:21]
pretty much a Hot Topic at the uh
[57:24]
Amo um you know provincial government's
[57:28]
definitely not made it uh you know quite
[57:31]
quite aware that uh you know Federal
[57:34]
government's capital gains taxes is
[57:36]
putting stress on a lot of Corporations
[57:39]
and doctors mostly actually create
[57:41]
corporations and it's not making it easy
[57:43]
for them to actually make a living
[57:46]
through this and then they're actually
[57:47]
just picking up their business and
[57:48]
leaving the country or leaving the
[57:50]
province so when we're already in short
[57:53]
supply and you see a capital gains tax
[57:56]
that's taken away from one of our most
[57:58]
crucial aspects which is Health Care
[58:00]
Physicians and
[58:01]
doctors I think that should be stressed
[58:04]
urgently at the Amo as well uh this
[58:07]
doesn't this falls short in regards to
[58:10]
correspondence because I think they're
[58:12]
just being polite and even though
[58:13]
they're asking for the doctors got to go
[58:16]
to the they got to make a living too
[58:18]
because they take on a lot of stress it
[58:20]
it's not easy being a doctor I mean they
[58:22]
make one false call getting suit so you
[58:25]
know they got to have some reward for
[58:27]
the risk that they're taking as well
[58:29]
plus all the education that they've had
[58:30]
to
[58:33]
endure thank you for those comments okay
[58:36]
further comments or questions here so I
[58:39]
think uh we've got it uh I've got a
[58:41]
recomendation here that the council
[58:42]
received the association of
[58:43]
municipalities of Ontario Amo and the
[58:45]
Ontario medical association joint health
[58:46]
resolution campaign for information but
[58:48]
I'd like to say that we actually support
[58:51]
the council support the resolution as
[58:53]
written okay so we add that into to the
[58:56]
uh so I'm going to actually say as
[58:59]
amended a friendly Amendment so I can
[59:01]
ask the two mover and seconders if they
[59:03]
support that yeah thank

you if uh if you can clarify the last
[59:10]
sentence of
[59:11]
the resolution that's attached is asking
[59:15]
to insert the name of the municipality
[59:17]
that's short of the doctors are we
[59:19]
putting Brad for West bloombury or we

yeah we'll support Brad for what's going

be first and then but we will talk about

the rural area because the rule is

costing everybody I mean there's no

offensive it's a shortage and we're

going to go there fight for Bradford

West lury and Ontario in general we're
[59:38]
going to fight for doctors and hopefully
[59:40]
we get our our health care System
[59:42]
improve I wanted to make sure since you
[59:44]
guys were
[59:46]
generous more generous here first though
[59:49]

forini since we are supporting it and
[59:53]
we're we're doing the resolution as is
[59:55]
does it not need to to be sent out to
[59:56]
everybody as well all of the

municipalities of Amo so that way we

show that we're on

board I think Amo is going to send that
[1:00:05]
out right I I will tell you what if we
[1:00:08]
uh I I take that as a yes as a as
[1:00:10]
another amendment we will draft it so we
[1:00:12]
go out to that we support this so we can
[1:00:15]
send it to the premier and our MPP and
[1:00:18]
all 444 municipalities in Ontario I
[1:00:20]
think that's I was I was thinking Amo
[1:00:22]
was going to distribute this through but
[1:00:24]
we should make sure of that ourselves so

your staff uh it's not an easy job to do

and uh I know I know some of the issues
[1:03:01]
that you deal uh deal with out there and
[1:03:03]
I know that the members around this
[1:03:05]
table usually put you in some of those
[1:03:06]
issues too so I want to say thank you
[1:03:08]
for everything that you guys
[1:03:11]
do yes thank you very much because it's
[1:03:13]
been very busy for that department and
[1:03:15]
we uh certainly want to thank the folks
[1:03:17]
of that department for all the work they
[1:03:18]
do because everything is increased
[1:03:20]
dramatically in there so we thank them
[1:03:21]
all for for taking on these concerns for
[1:03:24]
us Council jordano
[1:03:28]
so my my biggest concern when I saw this
[1:03:30]
and it's almost a throwaway line but if
[1:03:32]
you look there's a 25% increase in
[1:03:35]
Property Standards clean yards
[1:03:37]
investigations and this is something
[1:03:39]
that really bothers myself and a lot of
[1:03:42]
other residents in in the town as well
[1:03:44]
it it's uh it's it's definitely very
[1:03:46]
challenging for the staff to deal with
[1:03:47]
but it's it's something that 25%
[1:03:49]
increase that's significant and that's
[1:03:51]
something that you know whether it's
[1:03:53]
through education I've been talking with
[1:03:55]
some of the the staff to find out what I
[1:03:56]
can do in into my word to try to help
[1:03:59]
neighbors you know work with each other
[1:04:00]
to try to deal with this because it's
[1:04:02]
becoming an isore it's affecting
[1:04:04]
people's quality of life and living next
[1:04:06]
door to some of these uh these
[1:04:08]
properties so that's something that I
[1:04:10]
want to be make make it very mindful to
[1:04:11]
everybody here on Council that 25%
[1:04:13]
increase is is pretty
[1:04:15]
significant duly noted thank you it is
[1:04:18]
significant we wish that people would
[1:04:20]
take care of their properties a lot
[1:04:21]
better uh but there are a lot of people
[1:04:23]
that do a great job there's just a few
[1:04:25]
out there that don't so we'll hopefully
[1:04:26]
uh impact that with some change uh
[1:04:30]
further to uh your your ask for that ASC
[1:04:33]
report councelor Harper uh the reason
[1:04:35]
why he's bringing it later we have
[1:04:36]
another camera for a full four months
[1:04:37]
and he wanted to get a good look at for
[1:04:39]
Council but because everybody's wanting
[1:04:41]
to see the data that we uh we he asked
[1:04:44]
if he could bring it earlier so so he's
[1:04:46]
going to bring it
[1:04:47]
September okay

comments um just a question um maybe um
[1:04:55]

so with the

um 2011 property standard clean yard

investigation 25% increase because I

know that I've been sending lots of
[1:05:11]
email especially about W one where

Miller Park across from Z there and it's
[1:05:16]
continuous nonstop and other areas in W
[1:05:18]
one do we have any future plan of um
[1:05:22]
implementing any penalty at all
[1:05:26]
that could discourage others from
[1:05:29]
dumping where they're not supposed to
[1:05:31]
like how can we what can we do now
[1:05:33]
because it's becoming even more and more
[1:05:35]
and more is there a way that we can
[1:05:37]
maybe do some fines I know some of the
[1:05:40]
properties are owned by private um their
[1:05:43]
private properties however Town staff
[1:05:45]
still take the initiatives initiatives
[1:05:47]
and do clean it right and that's
[1:05:50]
basically taken away from other jobs
[1:05:53]
that could have get done by staff we
[1:05:55]
looking after another private property
[1:05:58]
what can we do now to end to come with
[1:06:00]
us more stricter enforcement right to
[1:06:04]
kind of stop
[1:06:07]
that through year your worship to
[1:06:10]
councelor duany that's a great question
[1:06:12]
so there's a number of different tools
[1:06:14]
in the tool belt uh that communities can
[1:06:16]
use to address situations whereby we end
[1:06:19]
up with a focal point where people tend
[1:06:21]
to dump there and treat it like it's
[1:06:24]
their own personal um Dumping Ground so
[1:06:26]
to speak so um in terms of private
[1:06:29]
properties that we have like complexes
[1:06:31]
commercial complexes these types of
[1:06:33]
things when they find themselves to be
[1:06:35]
constant targets of this we'll do a
[1:06:38]
variety of different measures so we'll
[1:06:40]
increase enforcement we'll speak with
[1:06:42]
the property managers to try to do um
[1:06:45]
some exploration of what they could do
[1:06:47]
in terms of uh them monitoring it better
[1:06:50]
maybe it's a case uh we've had
[1:06:52]
situations where it's just simple
[1:06:53]
littering we've had other and that may
[1:06:55]
be Sol by simply just putting up garbage
[1:06:57]
cans or something like that um in some
[1:07:00]
other situations we've had large piles
[1:07:03]
of debris constantly being piled we do
[1:07:06]
have the ability to enforce our clean
[1:07:09]
yards bylaw our littering bylaw these
[1:07:11]
types of things the threshold uh to hold
[1:07:13]
those accountable um have to be met in
[1:07:16]
order to do that um but in addition to
[1:07:19]
that when you reference staff time going
[1:07:21]
into these things we also have a fees
[1:07:23]
and charges bylaw whereby we can invoice
[1:07:26]
uh for our time if if we're constantly
[1:07:29]
running into these issues uh but we try
[1:07:31]
to hold off on that to ensure that
[1:07:33]
that's used in appropriate situations
[1:07:35]
whereby perhaps there's some neglect
[1:07:37]
happening if we have a a property
[1:07:39]
management um or or sorry a property
[1:07:42]
owner not taking it serious or not
[1:07:44]
taking the necessary steps then we'll
[1:07:46]
look at what tools in the tool belt we
[1:07:47]
have but we do our best to kind of look
[1:07:50]
at the situation specifically and come
[1:07:53]
up with a strategy trying to work
[1:07:55]
together with the community uh the
[1:07:57]
message we would give to the community
[1:07:59]
is that we all have a part to play it's
[1:08:02]
100% uh unsightly unacceptable that
[1:08:05]
people feel emboldened to deposit
[1:08:07]
garbage where they do not have
[1:08:09]
permission to do so I think it's a
[1:08:11]
matter of convenience if I'm being
[1:08:13]
honest uh so education it it plays a
[1:08:16]
large part it's something that we've
[1:08:18]
talked about in a lot of things that we
[1:08:19]
do with enforcement um so our department
[1:08:22]
will continue to try to work with the
[1:08:25]
community in order to affect change but
[1:08:27]
we all have a part to play in order to
[1:08:29]
achieve
[1:08:30]
that and also I see here 51 noise and
[1:08:33]
Nance related service calls and it was
[1:08:36]
35 34% decreased I don't know how do you
[1:08:41]
come up with these data because almost
[1:08:44]
not every weekend but majority of the
[1:08:46]
weekends I do get emails with um
[1:08:49]
residents complaining about noise and
[1:08:51]
sound but I'm seeing here it's been a
[1:08:53]
decrease even in my w one meeting this
[1:08:56]
was one of the big topic as well right
[1:08:59]
people riding their bikes and they're
[1:09:00]
just doing their thing right how did we
[1:09:04]
come up with this data stating that it's
[1:09:06]
34% decrease when almost every single
[1:09:09]
day I'm hearing that noise is a problem
[1:09:12]
in our
[1:09:14]
community thank you through you your
[1:09:16]
worship to councelor Dany so with
[1:09:18]
respect to service requests being
[1:09:20]
reported for noise um these numbers
[1:09:23]
reflect what our byw division received
[1:09:27]
um in the event that there are
[1:09:29]
complaints being made after hours it's
[1:09:31]
likely that those complaints are being
[1:09:33]
being submitted directly to the ssco
[1:09:35]
police uh as they are also empowered
[1:09:38]
with the enforcement of that so in
[1:09:40]
addition
[1:09:42]
to overnight noise associated with uh
[1:09:45]
Amplified music that the traditional
[1:09:47]
noise complaint uh we do have commercial
[1:09:49]
regulations construction regulations the
[1:09:52]
noise bylaw speaks to a number of
[1:09:53]
different types of noise the tradition
[1:09:55]
do fall onto by law enforcement but if
[1:09:58]
if what you're hearing from your
[1:09:59]
constituents are the types that would be
[1:10:01]
overnight type complaints those are
[1:10:04]
typically resourced by the cmco police
[1:10:06]
often times you know alcohol may be
[1:10:09]
involved in these types of things and
[1:10:10]
they're better uh resourced in order to
[1:10:12]
address those types of concerns so what
[1:10:14]
you see here is uh the service requests
[1:10:16]
that were asked of by law enforcement
[1:10:18]
division of Bradford thank
[1:10:22]
you okay thank you thank you for those
[1:10:24]
questions oh further the comments
[1:10:26]

for the report uh you know I know and I
[1:10:31]
can see just by this this uh list of uh
[1:10:34]
increases um you know from where we

started and where we are now as we grow

there's no doubt this this this

department is very busy when it comes to
[1:10:42]
Property Standards uh you know we have a
[1:10:44]
lot of
[1:10:45]
tenants we have a lot of absentees
[1:10:47]
landlords and uh that doesn't help the
[1:10:49]
situation so so I know you got to send
[1:10:51]
letters and you got to have this staff
[1:10:52]
but it's it's important that you know
[1:10:54]
that we continue to stay on on on these
[1:10:57]
property matters and noise and and I
[1:10:59]
just want to commend your your
[1:11:00]
department doing the best you can to
[1:11:02]
stand off as we grow through the sou
[1:11:05]
through the
[1:11:07]

this area they've got young families the

idea is that they've had Barbecues in

the past but the road closure is very

beneficial to the young children having

a safe place where they can hang out and

not have to worry about maybe a car
[1:13:42]
coming around the corner really quickly
[1:13:43]
or something like that so of course I'm
[1:13:45]
going to support this I I love the fact
[1:13:47]
that there's another area in my War
[1:13:49]
that's also doing a street party I think

these things are fantastic they're great

Community Builders the police love them

it's just it's is great to have

everybody come together so I fully

support this and I hope everybody else

they did have a barbecue the

neighborhood all got together and had a

barbecue but now you know this is

structural you know they have a they
[1:15:34]
have the fire route and uh and every all

the nice to see a young younger family
[1:15:39]
subdivision working together and um you
[1:15:42]
know promoting you know and promoting a
[1:15:46]
event but neighbors getting together and
[1:15:49]
getting along and that you know can
[1:15:51]
provide you know a different uh venue
[1:15:53]
for the children safe environment for
[1:15:55]
the kids and and and all the neighbors
[1:15:58]
um coming together and get to know each

other at the end of the day you know a
[1:16:01]
lot of people dver has been always a

bedroom community and it's nice to see

people get together and and and get

along and and do events like this like

different residents that walk into the

building department and they need
[1:17:00]
assistant or help or and we have a great

staff in in that in the building

department that assists a lot of local
[1:17:07]
residents it's one thing to have a big
[1:17:08]
Corporation or or a big Builder to have
[1:17:11]
all these plans but when it's the little
[1:17:14]
mom and pop that has a home and they
[1:17:16]
have to come in to put on a deck or or
[1:17:18]
finish their basement that we have great
[1:17:20]
staff that walks uh walks the local
[1:17:23]
residents through it so it's very
[1:17:24]
important
[1:17:25]
you know that we have a great uh
[1:17:27]
communication with the building and and
[1:17:29]
the people that take out the permits so
[1:17:30]
just wanted to throw that out for our
[1:17:34]

initiate what they call conditional
[1:19:35]
permit so I know sometime San take a bit

longer to process but try to help the

developer to start the foundation s

servic that's what you look at the all

the past six year we've been using a
[1:19:48]
number of a conditional permit look at
[1:19:50]
the employment land and so on and the
[1:19:52]

businesses um that were not part of the

zoning bylaw but we wanted to look at it
[1:21:23]
when this opportunity came is this also
[1:21:26]
that time or that's going to come at a
[1:21:28]
separate time because there's residents
[1:21:29]
that are waiting for that decision from
[1:21:32]
us uh so subject to Allen's thoughts um
[1:21:35]
that is a separate review from this
[1:21:38]
process um once Council does make the
[1:21:40]
decision on a home occupation review
[1:21:42]
that future bylaw would be con into
[1:21:45]
brought in forward into a Consolidated
[1:21:47]
zoning bylaw so these four items that
[1:21:49]
we've identified are separate from uh
[1:21:51]
home occupations
[1:21:57]

occupation zoning review is currently in
[1:22:03]
its third uh iteration of consultation
[1:22:05]
and refinement uh we've been uh very

received for members of Council of
[1:22:11]
council and the community uh in the
[1:22:14]
recent past uh we feel that the third
[1:22:16]
iteration uh of the draft Amendment
[1:22:18]
reflects those uh points of feedback as
[1:22:21]
well and we'll be looking forward to
[1:22:22]
bringing a recommendation report to
[1:22:24]
council on that in the near future thank

next thank you um so in regards to I
[1:22:37]
have two questions
[1:22:38]
here the heights for the detached
[1:22:40]
accessory buildings I know that we were
[1:22:43]
you're doing some housekeeping here and
[1:22:44]
you want to keep it similar to what our
[1:22:46]
neighboring uh municipalities are doing
[1:22:48]
however we're sitting at three mirror
[1:22:50]
height when you're talking about a lot
[1:22:52]
of urban development that we have
[1:22:54]
because lots are so small right now and
[1:22:57]
and um when they build an accessory
[1:22:59]
dwelling unit in the back or a shed or
[1:23:01]
whatever the case may be right now
[1:23:02]
they're maxed out at about 10 feet and
[1:23:04]
then we're going to up that which makes
[1:23:07]
it that could be affecting neighbors
[1:23:10]
views and their their quality of life
[1:23:12]
and the things that we constantly hear
[1:23:14]
all the time um do we have a lot of
[1:23:16]
people who come in always asking for
[1:23:18]
exemptions on the height when it comes
[1:23:20]
to accessory dwelling units or uh
[1:23:23]
garages or sheds or whatever the case
[1:23:24]
may be because I'm not entirely sure if
[1:23:27]
that's something that we should up based
[1:23:29]
on the density of our urban areas and
[1:23:34]
the second point was in regards to the
[1:23:36]
residential permissions in the
[1:23:37]
agricultural
[1:23:38]
zoning
[1:23:42]
um you know what answer the first
[1:23:44]
question first and I'll think of my
[1:23:45]
second
[1:23:48]
question so under the current zoning
[1:23:51]
bylaw um detached accessory structures
[1:23:54]
are subject to a 0.6 M height if they go
[1:23:56]
to over 3 m they're subject to a greater
[1:23:59]
setback from the side yard as part of
[1:24:01]
the review that we would undertake here
[1:24:03]
um we would look at those setbacks as
[1:24:05]
well so whether or not if we go to a 4
[1:24:07]
meter height do we then need to apply a
[1:24:09]
1.2 met setback to all accessory
[1:24:12]
structures so so there those are some of
[1:24:14]
the things we'd be looking
[1:24:17]
at set facts pay possibly be increased
[1:24:20]
if you want to go with a further height
[1:24:21]
okay and then in regards to the
[1:24:23]
residential I know that with the
[1:24:26]
permissions in
[1:24:27]
agricultural we've had issues
[1:24:30]
with back in the day of everybody
[1:24:32]
separating 100 Acre Parcels so they
[1:24:35]
broke them into 10 acre parcels and then
[1:24:36]
that's why they put a ban on putting
[1:24:38]
houses on there so it is what it is
[1:24:40]
those have already been severed this
[1:24:42]
does not affect the severance of
[1:24:45]
agricultural land correct that would
[1:24:47]
still say the same they have to have
[1:24:48]
over 200 acres to split into 100 Acre
[1:24:50]
Parcels correct so those um Provisions
[1:24:53]
we're looking at to already existing
[1:24:55]
Lots provincial and County policy uh
[1:24:58]
restrict consents and agricultural
[1:25:02]
areas okay further counc
[1:25:06]
jordano so I'm not going to reiterate
[1:25:08]
what councelor FG said I I have concerns
[1:25:10]
with the the 3 meter increase in height
[1:25:12]
someone who lives in a modern
[1:25:15]
subdivision um yeah it would be very
[1:25:17]
problematic in my opinion um the other
[1:25:20]
thing too is I'm not a big fan of the
[1:25:22]
the headline called proposed General
[1:25:23]
housekeeping I think a lot of members of
[1:25:25]
the public will not identify that and
[1:25:27]
there's a there's a couple of nuggets of
[1:25:29]
really important information in here
[1:25:30]
that I think needs to be called out
[1:25:31]
properly so that's just my comment on
[1:25:33]
that I I think we you know this should
[1:25:35]
be either separate or I I don't see this
[1:25:36]
jammed as a as a as a just a
[1:25:39]
housekeeping I would like that actually
[1:25:40]
you know called out because I think a
[1:25:41]
lot of people would actually have
[1:25:42]
attention on this knowing that they can
[1:25:43]
read and understand

the committee of adjustments and it's

that and we're only talking about going

to public consultation we have made a

decision we're just asking to say do we

want to go to public consultation for

these issues so uh the public Will Made

fully aware of these issues and they'll
[1:26:34]
be able to deal with it at that public
[1:26:36]
consultation process so I have no
[1:26:38]
problem with the way it's done and I uh
[1:26:39]
look forward to that public meeting one

also like the the repeal of this
[1:26:49]
1967 bylaw zoning thing because there's
[1:26:53]
so many other restrictions now the pro
[1:26:56]
provincial and County and official

plants things have changed so much in

Township York Region Bradford and I

think this has going on for many years

so I fully support and it's very

difficult for their planning team and

and them to put this together they're on

the outskirts the the the the south end

of our municipality and and there's a
[1:31:58]
lot of hurdles to overcome this project

so I'm in support of

and that would deal with the overall uh
[1:34:05]
servicing details essentially through
[1:34:08]
the proposed subdivision of the land uh
[1:34:11]
Trion has proposed to provide a communal
[1:34:14]
storm Water Management Facility uh which
[1:34:17]
would be part of the condominium uh
[1:34:19]
Corporation elements uh that same block
[1:34:22]
would provide a communal uh wastewater
[1:34:24]
treatment facility and then the
[1:34:27]
individual blocks would be proposed to
[1:34:29]
be serviced by individual on-site
[1:34:31]
Wells uh so all those matters would be
[1:34:34]
dealt with as conditions of uh of draft
[1:34:36]
plan of condominium approval uh
[1:34:39]
presented to Council in a future
[1:34:42]
report so those weren't looked into as
[1:34:44]
of
[1:34:45]
yet what if for example their barriers
[1:34:49]
when it comes on to services and
[1:34:51]
infrastructure how do we plan on dealing
[1:34:55]
with
[1:34:56]
that certainly thank you through your
[1:34:58]
worship to councelor
[1:35:00]
duany uh yes those have been reviewed uh
[1:35:03]
through the applicant submission
[1:35:05]
materials
[1:35:07]
um the ultimate servicing scheme that
[1:35:10]
the applicant will be responsible to
[1:35:12]
design for would be made conditions of
[1:35:16]
the draft plan of conduit approval uh
[1:35:19]
Town staff and uh reviewing agencies are
[1:35:22]
satisfied that the uh serviceability of
[1:35:25]
the lands uh is is uh feasible at a
[1:35:29]
functional level um the ultimate details
[1:35:32]
of of how large the pipes will be where
[1:35:35]
they will go what the design of the
[1:35:37]
wastewater treatment plant will be in
[1:35:38]
the storm water facility uh the ultimate
[1:35:41]
design of those items would be made
[1:35:44]
condition conditions of approval of uh
[1:35:47]
the future uh draft plan of vacant land
[1:35:50]
condo uh and again that those conditions
[1:35:52]
are are under development V mment at the
[1:35:54]
moment uh and those would be the subject
[1:35:56]
of a future staff report so will there
[1:35:59]
be another um public meeting to have um
[1:36:03]
the public in the planning process at
[1:36:05]
the in that next stage will there be
[1:36:07]
another one I know that there was
[1:36:09]
already one in the past but now that
[1:36:10]
we're talking about a different stage
[1:36:12]
will there be another one now in the
[1:36:14]
planning process I believe um residents
[1:36:18]
should actually be a part of that
[1:36:21]
process just to ensure transparency and
[1:36:25]
also trust so I would like to know will
[1:36:27]
there be another one cuz it's a
[1:36:28]
different process now dealing with that
[1:36:32]
so uh certainly through your worship uh
[1:36:34]
to you councelor danany um point taken
[1:36:38]
in that respect uh the applications uh
[1:36:40]
that were filed by on behalf of triand
[1:36:42]
included for official plan Amendment
[1:36:43]
zoning Amendment and draft plan of
[1:36:45]
vacant land condo all three of those
[1:36:47]
applications have undergone public
[1:36:49]
consultation through a statutory public
[1:36:52]
meeting
[1:36:54]
um and so to proceed to a recommendation
[1:36:57]
on a uh the draft plan of vacant land
[1:37:00]
condo at a future date um Council would
[1:37:04]
be within its authority to make a
[1:37:06]
decision on that application separately
[1:37:08]
uh as the stat consultation requirement
[1:37:11]
uh has
[1:37:13]
occurred yeah so they've had their
[1:37:15]
public meeting in November of 2021 this
[1:37:17]
has been three years ongoing and so uh
[1:37:21]
look forward to seeing this come forward
[1:37:22]
I thank uh Mr selli and his team for
[1:37:24]
being patient with us and and moving
[1:37:26]
forward this this is a tough one like I
[1:37:28]
think uh councelor Dei had mentioned
[1:37:30]
we're talking about multiple
[1:37:31]
jurisdictions when it comes to that uh
[1:37:33]
that area it's difficult but it is
[1:37:36]
absolutely a perfect spot for commercial
[1:37:39]
uh industry in that area it's a highway
[1:37:41]
it's a major highway it's a perfect spot
[1:37:43]
for it so uh I can't see why we would
[1:37:46]
never support that I think it's a
[1:37:47]
absolute good one for us and good for Mr
[1:37:50]
sandelli I think like Mr D yet said uh a
[1:37:53]
businessman that's been doing a lot of
[1:37:55]
business I think way back I don't want
[1:37:57]
to say it sir but quite quite a very
[1:37:59]
expensive uh business that he runs so he
[1:38:01]
he does quite a few dollars in business
[1:38:04]
so great for a lot of his employees
[1:38:06]
living in our community working near
[1:38:08]
home just purchased another uh business
[1:38:10]
to bring to Bradford so we look forward

site plan there's 12 they're split right

down the middle of the building there's
[1:40:44]
12 units and they're only about 700
[1:40:47]
Square ft each so what type of
[1:40:51]
businesses are we expecting like the
[1:40:53]
local residents would like to have you
[1:40:56]
know something that's easy to walk to
[1:40:58]
that's convenient but if you got 700 F
[1:41:00]
feet what are you putting in there are
[1:41:02]
we basically having like accountants uh
[1:41:05]
one chair hair salon a nail place maybe
[1:41:08]
is that is that kind of what we're
[1:41:09]
looking at are you going to be able to
[1:41:10]
put restaurants in this place where
[1:41:12]
somebody can go um I just feel that with
[1:41:15]
how small the retail units are it's
[1:41:17]
almost setting it up for either tight
[1:41:20]
tight office spaces or
[1:41:23]
basically failure for any kind
[1:41:25]
of uh you know any space that needs more
[1:41:28]
room than that are there options to
[1:41:30]
actually open up a couple of the units
[1:41:31]
because it looks like the separations
[1:41:33]
are concrete so I don't know if if you
[1:41:36]
were able to break a wall or something
[1:41:38]
where they could actually make it 1300
[1:41:40]
squ F feet and it's a usable space for
[1:41:42]
1300 F feet makes a lot more sense so I
[1:41:44]
don't know if maybe it's something that
[1:41:46]
you can still have a discussion before
[1:41:47]
approving the site plan um before
[1:41:50]
executing it
[1:41:55]
certainly thank you through your worship

to council for aie from a planning
[1:42:00]
perspective uh the zoning bylaw and the
[1:42:02]
site plan control agreement would not uh
[1:42:05]
be as focused on the number of
[1:42:06]
commercial units per se but rather the
[1:42:08]
amount of commercial gross floor area if
[1:42:11]
in the and and this is quite uh common
[1:42:13]
to see in site plan applications where
[1:42:16]
an architectural site plan drawing May
[1:42:18]
refer to a specific number of commercial
[1:42:20]
units um certainly having seen uh
[1:42:23]
different commercial developments uh
[1:42:25]
proceed uh my inference or understanding
[1:42:28]
is that that is a reflection of what is
[1:42:31]
possible uh and may not reflect uh how
[1:42:34]
the units are actually how the space is
[1:42:36]
actually parceled out uh when when
[1:42:39]
occupants would be
[1:42:41]
uh taking up the
[1:42:43]
space uh but certainly the uh the site
[1:42:46]
plan uh approval drawings are uh nearing
[1:42:49]
the finish line so to speak and so this
[1:42:52]
report is being presented to council um
[1:42:55]
with the recommendation that the bylaw
[1:42:57]
be passed and that the holding provision
[1:42:58]
take effect on execution of the
[1:43:00]
agreement such that in the event that
[1:43:03]
that were to occur sometime between
[1:43:04]
today and September 3rd it wouldn't
[1:43:06]
delay the issuance of full building
[1:43:08]
permit such that the development could
[1:43:10]
proceed more
[1:43:12]
expeditiously yeah so is answer your
[1:43:15]
question Council verini like the
[1:43:17]
structures there they're not changing
[1:43:18]
that it's basically it's like Alan said

the square footage and if they work out

make I want to make it successful that's

this project because again we we're

looking for success and we want to set

benchmarks for projects for people to

model after and I can't I can't get

excited about this knowing that we're

going to have these these micro retail
[1:44:35]
units I I I need them to be able to
[1:44:37]
expand and to you know to have it in a
[1:44:39]
way where you can have a a restaurant
[1:44:42]
that needs two or three wide in order to
[1:44:44]
accommodate you know their their their
[1:44:46]
you know their demographic or you know
[1:44:48]
double like double length if they want
[1:44:50]
to have uh two two sets of um you know
[1:44:52]
store frontages right so this is this is
[1:44:54]
where when I saw this now I I started
[1:44:57]
having reservations about it so I'm I'm
[1:45:00]
really leaning on you guys to help you
[1:45:01]
know push that agenda forward to make
[1:45:03]
sure that this this does have that
[1:45:04]
ability without it being a uh you know
[1:45:06]
just a hole through a concrete wall you
[1:45:08]
can't just be a doorway cut that's not
[1:45:09]
going to that's not going to be
[1:45:11]
beneficial to to people opening it up
[1:45:13]
and and and uh you know basically having
[1:45:14]
quality retail in
[1:45:17]

representative on behalf of the property
[1:45:58]
owner is here however uh not familiar
[1:46:00]
with their specific involvement in this
[1:46:03]
project in particular in the event that
[1:46:05]
Council uh may wish to look to them for
[1:46:08]
comments as

week uh Our intention is to file a

condominium application so the tenure
[1:49:34]
would be condominium so the units would

be sold so there is opportunity there if

someone bought two units that uh I guess

they buy them prior to us
[1:49:46]
constructing we could probably eliminate
[1:49:48]
some of the the uh closures the wall
[1:49:51]
closures to allow opening of the units

subject to fire regulations and whatnot
[1:49:56]
but that's our intention is to uh file a
[1:49:59]
condominium application sell the units
[1:50:02]
so 12 residential and 12 commercial and

thanks Mr Mayor I I'd like to propose an
[1:56:55]
amendment to this uh I'm very happy
[1:56:59]
thank you to the traffic and Community
[1:57:01]
Safety Committee for dealing with The
[1:57:04]
Pedestrian Crossing at St Maria of the
[1:57:06]
Incarnation Catholic school I think
[1:57:07]
these are really good options uh I I
[1:57:10]
thought a raised crosswalk could work
[1:57:12]
here but this is the simpler more
[1:57:14]
cost-effective solution and I think it
[1:57:16]
will make a real difference uh curn
[1:57:18]
Street has a couple of traffic safety
[1:57:21]
issues and this deals with one of the
[1:57:24]
two the other is speeding particularly
[1:57:27]
north of Britannia up towards theet and
[1:57:32]
curn like some of the older roads
[1:57:33]
bretania or Fletcher nearby are wider so
[1:57:36]
on street parking doesn't really provide
[1:57:39]
any sort of natural speed deterrent so
[1:57:42]
what I would like to do is use the uh
[1:57:45]
the idea that we're adding ballards to
[1:57:47]
the uh pedestrian Crossing at the school
[1:57:50]
to add up to three more ballards for
[1:57:52]
Speed mitigation along the stretch of
[1:57:54]
curn from britania to deset most of that
[1:57:57]
area is a community safety zone between
[1:57:59]
the school and lines Park anyway uh and
[1:58:01]
the residents have made clear on this
[1:58:03]
street that they really want to tackle
[1:58:05]
speeding as well as the the crosswalk
[1:58:07]
safety so I see this in line with what
[1:58:09]
we've talked about in the past in terms
[1:58:10]
of tackling things holistically even in
[1:58:13]
advance of the TMS and and I'm hoping I
[1:58:16]
think it's about $1,500 that this would
[1:58:18]
cost to do and
[1:58:19]
and it's one nice clean intervention to
[1:58:22]
do both the crosswalk and the speeding
[1:58:24]
at the same time so I I hope Council
[1:58:26]
will support it and I I think the clerk
[1:58:28]
has the wording of the amendment as
[1:58:37]
well further comments or discussion on
[1:58:39]
this councelor jordano and then
[1:58:41]
councelor
[1:58:42]
F so you know in the in the past when we
[1:58:45]
had this this committee it was uh
[1:58:47]
considered a uh you know a committee
[1:58:49]
that was based on data but I've said it
[1:58:52]
and you repeated it a lot of people have
[1:58:54]
talked about it the holistic approach is
[1:58:55]
you cannot you cannot Overlook and the
[1:58:58]
fact that you went and spoke to the
[1:58:59]
residents similar to what Harper did
[1:59:01]
with Northgate similar to what I did
[1:59:02]
with blue Dasher before was on Council
[1:59:04]
that really matters because you're
[1:59:06]
you're you're literally getting the
[1:59:07]
insight to match with the data and so
[1:59:10]
those ballards are very coste effective
[1:59:13]
and will will have a you know an impact
[1:59:16]
I'm on cobber quite often and so
[1:59:18]
anything I can do to help support that
[1:59:20]
area um and you know again I I'm glad
[1:59:23]
that you you brought that forward
[1:59:24]
because you know it is a community
[1:59:26]
safety zone both where the school is and
[1:59:27]
then just down the street with Lions
[1:59:29]
Park so it makes perfect sense and you
[1:59:31]
know sometimes uh it's just right on the
[1:59:33]
cups of the data and you have permanent
[1:59:35]
or semi-permanent kind of speed
[1:59:37]
mitigations in place currently the
[1:59:39]
ballards are more of a physical one that
[1:59:41]
people will see so I totally support
[1:59:44]
it thank you Council
[1:59:47]
forini um unfortunately I wasn't at the
[1:59:50]
last traffic meeting I wasn't able to
[1:59:52]
attend however from my understanding
[1:59:55]
this wasn't actually discussed this part
[1:59:56]
of curn so the updated numbers
[2:00:01]
um when we talk about data and
[2:00:03]
everything that we do as a committee the
[2:00:06]
discussions that happen as a committee
[2:00:08]
those recommendations come to council so
[2:00:10]
when when something is added after at
[2:00:12]
Council I'm not a big fan of that I
[2:00:14]
think it should be discussed at the
[2:00:15]
committee level and that's when the
[2:00:17]
recommendations come forward so because
[2:00:19]
of that reason I can't support this um
[2:00:22]
don't I don't like it when it's dropped
[2:00:24]
last minute kind of thing I think it
[2:00:26]
should have been discussed at the
[2:00:27]
committee
[2:00:29]
level okay thank you for those comments
[2:00:32]
councelor Harper and councelor
[2:00:35]
dky uh just to be fair and um to the
[2:00:38]
point we did discuss the north end of
[2:00:40]
that at the committee um but we were
[2:00:44]
held off because there was
[2:00:47]
semi permanent kind of like uh speed
[2:00:50]
measuring devices or um that were put
[2:00:53]
there but there was a recommendation
[2:00:55]
that if those did move Ballard should go
[2:00:57]
in place there so we did have good
[2:00:59]
discussion the numbers were presented to
[2:01:01]
us uh I'm sorry that um that wasn't
[2:01:04]
communicated to you so it was discussed
[2:01:06]
it was actually uh discussed throughout
[2:01:08]
the committee um so I'm happy with this
[2:01:11]
recommendation as
[2:01:15]
Welly I see I see uh sherff F's uh point
[2:01:20]
of view but but um looking saying that
[2:01:24]
um you know I can see we all don't like
[2:01:27]
to see things drop La last minute but
[2:01:29]
but my concerns I'm going to support it
[2:01:33]
um because there's no doubt you know we
[2:01:35]
talk to Residents and no better um any
[2:01:39]
situation the residents living there uh
[2:01:42]
that communicate with us know the best
[2:01:45]
at the end of the day they see it they
[2:01:46]
live it every day they see the cars
[2:01:48]
speeding and and and all the traffic uh
[2:01:52]
situations my question here is with this
[2:01:54]
new Committee of of council disbanding
[2:01:57]
that how or my question to our mayor is
[2:02:02]
where do we where we we going to go with
[2:02:05]
this uh dealing with the small issues
[2:02:07]
the council with this new committee like
[2:02:09]
U that's my my concern we had a
[2:02:11]
subcommittee that dealt with a lot of
[2:02:13]
people that came to the meeting they
[2:02:14]
spoke on it we we listened we put the
[2:02:17]
data together my concern is as a group
[2:02:20]
is this how's this going to together in
[2:02:22]
the future that's my my concern because
[2:02:25]
there's still a lot of streets that
[2:02:26]
haven't been addressed in word one word
[2:02:28]
7even word six there's still more
[2:02:30]
streets to be done and I just want I I
[2:02:32]
want to make sure our residents have
[2:02:34]
that opportunity at this new community
[2:02:36]
on the 4th of the month that that we can
[2:02:38]
still deliver what we need to for our
[2:02:41]
for the people elected
[2:02:43]
us yeah so thank you for the question

it's a strategic initi committee and it
[2:02:47]
has it combines the projects committee
[2:02:49]
and the sa traffic and Safety Committee
[2:02:51]
so it's going to come to the same
[2:02:52]
committee it'll come uh the same way so
[2:02:55]
no issue there uh councelor deaney thank
[2:02:58]
you mayor so I'm going to support this
[2:03:00]
reason being Community safety is our
[2:03:02]
number one priority and anything that we
[2:03:05]
can do to help to mitigate some of the
[2:03:07]
issues that we're having in our
[2:03:09]
community so I definitely support
[2:03:13]

[2:03:18]
councelor far gen's comments I first
[2:03:22]
and the notion that this is adding
[2:03:23]
something in last minute I I first
[2:03:26]
raised this concern the week I was
[2:03:28]
elected in 2020 with Gary lamb when he
[2:03:31]
was in your chair as or in your former
[2:03:34]
chair as chair of the Traffic Safety
[2:03:35]
Committee and that's where we came with
[2:03:39]
the digital radar sign extending the
[2:03:40]
community safety zone uh hiring a new
[2:03:44]
crossing guard at The Pedestrian
[2:03:46]
Crossing at Marie of the Incarnation
[2:03:48]
when I I think and correct me if I'm
[2:03:50]
wrong but I think corre councelor G
[2:03:52]
orano had asked to look at the in or the
[2:03:55]
uh crosswalk I had email committee
[2:03:57]
members of the former Traffic Safety
[2:04:00]
Committee to say can we also look at the
[2:04:02]
entire Street and I had suggested that
[2:04:04]
the residents and I'll give a shout out
[2:04:06]
to Katherine booth in particular were
[2:04:08]
asking for Speed bumps at the North End
[2:04:10]
of the Street so I did that in advance
[2:04:12]
of the committee meeting as councelor
[2:04:14]
Harper says there was some discussion
[2:04:16]
there and both the residents in the
[2:04:18]
committee had said maybe if not speed
[2:04:19]
bumps at least ballards could be looked
[2:04:21]
at I
[2:04:22]
when I saw the recommendation that it
[2:04:23]
wasn't in there I figured I would reach
[2:04:26]
out to the committee ask why it wasn't
[2:04:27]
in there basically everyone said
[2:04:30]
actually I think it could go in there so
[2:04:31]
I'm moving in as Amendment today but uh
[2:04:34]
in in response to the notion that it's a
[2:04:36]
last minute addition to my mind it's
[2:04:38]
something I've been asking for for four
[2:04:40]
years every step of the
[2:04:42]
way okay thank you for the comer of
[2:04:46]
questions all right so we have an
[2:04:48]
amended recommendation here and I'll
[2:04:50]
read it that the council approve the
[2:04:52]
impation the implementation of the
[2:04:54]
U-turn restriction uh restrictions
[2:04:56]
between scanland Avenue and Porter
[2:04:58]
Street and Nataly Court the installation
[2:05:01]
of pedestrian related signage uh on
[2:05:03]
approaches to pedestrian Crossings
[2:05:05]
option three use LINE markings and
[2:05:06]
bullers to create a pinch point and
[2:05:08]
daylight triangle a daylight Zone around
[2:05:11]
the existing pox and the council request
[2:05:13]
staff to investigate cost associated
[2:05:15]
with remove the sidewalk on the west
[2:05:16]
side of curn street north of scanland
[2:05:19]
Avenue and that Council request staff
[2:05:22]
install up to three Bullards from
[2:05:24]
batania Avenue to intersections of deset
[2:05:26]
Street along curn Street to mitigate
[2:05:28]
speeding
[2:05:30]
concerns all it's
[2:05:34]
a one question go
[2:05:37]
ahead do we need to say and to relocate
[2:05:40]
the digital signage but that will get
[2:05:43]
moved right we're not going to keep both
[2:05:44]
right so make
[2:05:46]
sure yeah that'll get they'll relocate
[2:05:49]

actually um one of the rep that was said

that would come to us after installing
[2:06:25]
and approving the West um speed humps um
[2:06:31]
I was quite shocked to see that all the
[2:06:33]
work that uh definitely needed to be
[2:06:35]
here something that has been reiterated
[2:06:37]
by hundreds of parents and especially
[2:06:39]
regarding the school at this three-way
[2:06:41]
intersection and off leer as well
[2:06:43]
there's still some work to be done when
[2:06:45]
I read the recommendations here I'd like
[2:06:47]
to take out the red curb painted part
[2:06:52]
um with my extensive conversations with
[2:06:54]
bylaw in regards to this and it's not a
[2:06:58]
because one resident talks about their
[2:06:59]
property being devalued or anything like
[2:07:01]
that I just don't think that if we put
[2:07:03]
it in right now with this the signage
[2:07:06]
going in there the signage itself will
[2:07:08]
give authorization for bylaw enough to
[2:07:10]
actually enforce it whether there's a
[2:07:12]
red curb or not so I'd like to maybe
[2:07:14]
just leave the red curb out and in case
[2:07:17]
that the signage doesn't work we do have
[2:07:18]
that extra step in case we need to use
[2:07:21]
that for a pilot uh somewhere down the
[2:07:23]
line so that's what I'd like to strike
[2:07:25]
that from this
[2:07:27]
amendment and if anybody like to Second
[2:07:29]
so who would like to second that but
[2:07:31]
councel jordano second that so it's just
[2:07:33]
removing the curbing the third bullet
[2:07:35]
point that the curbing be painted red on
[2:07:38]
North Gate to denote locations of
[2:07:39]
parking and no parking so that's just to
[2:07:41]
remove that whole statement so I will

[2:08:37]
well as 15 meters from the intersection

of Archer Avenue and Northgate Drive on

Archer Avenue the installation of no
