we have a three announcements today for three proclamations. And
[22:27]
the first is the Royal Canadian Legion Day. We got
[22:31]
an exciting 100th anniversary coming up. And I know Councillor
[22:34]
Keenan wanted the joy and privilege of reading this Proclamation.
[22:41]
Thank you Mr. Mayor. Whereas across Canada, the Royal Canadian
[22:47]
Legion celebrates his 100th anniversary. And Brampton, we recognise the
[22:51]
significant milestone because we have two longstanding branches in our
[22:54]
city. Brange 15 and Branch - 609. We also acknowledge
[22:57]
the 100th anniversary of our local Legion Brange 15, which
[23:01]
also celebrates a century this year. Branch 15 of Brampton
[23:06]
has always had veterans and their families as a major
[23:08]
focus. The branch has a history that is actually older
[23:11]
than 100 years before them was the great war veterans
[23:14]
association, which later became the Royal Canadian Legion we know
[23:17]
today. Brampton's branch 15 is named after Major William DeWitt
[23:22]
Chur. Major Sharp was a veteran of World War I,
[23:25]
a doctor, and a town councillor. He also served as
[23:29]
a national president of the Great War Veterans Association and
[23:33]
was instrumental in forming the Legion. He has a street,
[23:36]
a park, and a legion named after him in Brampton.
[23:40]
What needs to be understood is that the veteran community
[23:43]
in Brampton is growing and so are the effects on
[23:46]
the families. Therefore recently two members of the Canadian Armed
[23:50]
Forces have paid the ultimate sacrifice in the last 12
[23:53]
months. And there are approximately 15 to 25 members of
[23:56]
the Brampton Community currently serving in a hot zone with
[24:00]
more being deployed in 2027. Therefore, I, Mayor Patrick Brown
[24:04]
on behalf of Brampton City Council. Do you hear by
[24:06]
Proclaim July 22nd, 2026 as Royal Canadian Legion Day in
[24:11]
the City of Brampton? And recognition of the 100th anniversary
[24:14]
of the Royal Canadian Legion and Brampton's major William Dwight
[24:17]
Sharp, Legion Branch 15. And I know we have members
[24:21]
of the branch here that may want to respond to
[24:23]
the Proclamation. And by the way, they had a great
[24:30]
candidate party on July 1st. And thank you Mayor for
[24:35]
attending our candidate party. And, uh, we have Representative here
[24:39]
from Branc 15. Um, and Brett Kick 09 also here.
[24:44]
We thank you for the proclamation. Um, we thank you
[24:47]
for the continued support that we have received. Not going
[24:51]
to turn the last eight year, but the last 100
[24:52]
years. Um, the league who informed 100 years and go
[24:56]
because they were going to need to look after veterans.
[24:58]
Unfortunately, they're continuing to be a need to look after.
[25:02]
And Cole will be around for another hundred years. Thank
[25:03]

[25:11]
to present to you when we finish the announcements. We
[25:13]
do some group photos. Our next, um, Proclamation is Bill
[25:19]
Davis Day. I can read this one out. Um, the
[25:22]
honourable William Grenville Bill Davis, 18th Premier of Ontario was
[25:26]
born on this day. In 1929. A lifelong and passionate
[25:30]
resident Brampton. Mr. Davis served as Premier for a total
[25:33]
of 13 years. From 1971 to 1985 making one of
[25:38]
the longest serving premiers in Ontario history. As Premier, Mr.
[25:42]
Davis created Ontario's first ever ministry. The environment he also
[25:45]
oversaw the expansion of the Ontario Human Rights Code, as
[25:48]
well as the Province's Public Health and Education sectors. Mr.
[25:52]
Davis also played a significant role in patrioting the Canadian
[25:55]
Constitution from the United Kingdom, adding to it a Canadian
[25:58]
chart of rights and freedoms, which paved the way for
[26:00]
the past in 1982. Prior to his term as Premier,
[26:05]
Mr. Davis served as the Minister of University Affairs as
[26:08]
well as Minister of Education. And in addition to greatly
[26:12]
expanding public funding for education in Ontario, Mr. Davis established
[26:16]
several new institutions, including a number of Ontario Universities. The
[26:20]
Province's Community College System and the Educational Network TVO. Mr.
[26:24]
Davis also served as a member of the Legislative Assembly
[26:27]
of Ontario, representing Peel North from 1967 and 1975. And
[26:32]
appeal from 1959 to 1967. Throughout the life, throughout his
[26:36]
life, Mr. Davis has been a recipient of many awards
[26:38]
and honours. He was invested in the companion of the
[26:41]
Order of Canada, 1986, was appointed to the order of
[26:44]
Ontario 1987. In November 2019, Mr. Davis was presented with
[26:48]
Brampton's key to the city. As symbolic honour that a
[26:51]
municipality bestow is on highly valued members of the Community,
[26:54]
who have made a significant impact on the lies of
[26:55]
residence. Mr. Davis effectually known as Brampton Billy, was one
[26:59]
of her most beloved residents in Brampton, Ontario's most successful
[27:02]
Premier, and the definition of decency. His legacy is one
[27:05]
of profound accomplishment. And I would note, each yearum, Mr.
[27:11]
Davis'birthday, even though he's no longer with us, we have
[27:14]
a proclamation and a video that we do with Corporate
[27:17]
Communications, just remembering what he meant to our city, to
[27:20]
our province, and to our country. I don't see members
[27:23]
of his family here, but we'll make sure this proclamation
[27:25]
is shared with them. Um, our next proclamation, and I
[27:33]
wasn't here when we were adding this. In other words,
[27:35]
Request to add Caribbean Heritage Month. Did we do so?
[27:38]
Great, wonderful. Um, Councillor Pelleshi requested the pleasure of reading
[27:44]
out Caribbean Heritage Month. Thank you, Mr. Mayor. Caribbean Heritage
[27:49]
Month in Brampton is a fitting way to acknowledge people
[27:52]
from the Caribbean who have arrived in Canada since the
[27:55]
1700s. The most recent data from Stats Canada 2021 census
[28:00]
states that approximately 1. 6 million people of the Caribbean
[28:05]
origin live in Canada. Many of them call Brampton home.
[28:09]
Many Canadians of Caribbean origin or background have significantly contributed
[28:14]
to the success in enrichment of Canada's economic social, political,
[28:19]
and cultural fabric. Canada's home to the Toronto Caribbean Carnival.
[28:24]
Formerly known as Caribbean. The largest festival of its kind
[28:27]
in Canada. The festival was inaugurated more than 50 years
[28:31]
ago. It showcases and promotes the culture and contributions of
[28:35]
Canadians, of Caribbean origin, and has established a significant presence
[28:39]
in the culture, economic landscape of Canada, including Brampton. This
[28:43]
year, Senator Paulette, senior, introduced Bill S. 248 45 -
[28:50]
1. An act - respecting Caribbean Heritage Month in the
[28:54]
Senate of Canada. It has passed second reading and it's
[28:57]
on its way to being recognised across the country. This
[29:00]
is Brampton's opportunity to show its leadership by acknowledging it
[29:04]
now. With July 6th being Kericomb day, it is fitting.
[29:11]
It is a fitting tribute to the entire Caribbean Canadian
[29:14]
diaspora to recognise July as Caribbean Heritage Month and officially
[29:18]
be added to the caretakers of the cultures, official calendar
[29:22]
of dates of significance. On behalf of Mayor Brown City
[29:26]
Council do hereby proclaim July 2026 as Caribbean Heritage Month
[29:31]
in the City of Brampton. Thank you Council Plus. You
[29:41]
do have a representative. Great to respond to the Proclamation.

Good morning. If I'd like to just start off by
[29:51]
thinking all of our servicemen here and women, obviously, um,
[29:55]
for the hundred years, Centenio, it's probably a great honour
[29:57]
for us to share the space with you. And thank
[29:59]
you, City Council, of course, Honourable Patrick Brown for extending
[30:04]
this great honour. Um, your leadership Brampton among the municipalities
[30:08]
of our country continue, um, to, to, to be celebrated,
[30:13]
um, to actually extend this great honour of recognition to
[30:16]
the Caribbean members of our Canadian Society is a great,
[30:22]
great honour. And to share it with the Somalian community
[30:25]
with July being recognised as Somali, months, heritage month, um,
[30:30]
the connection between the African and the Caribbean Community should
[30:33]
never be lost. We do accept this proclamation on behalf
[30:36]
of the indigenous communities of the Caribbean from the Taino
[30:40]
to the Carebs, to the Maroons, to the generations that
[30:43]
have come before us that have paved the way such
[30:45]
as the Honourable Gene Augustine and Dudley Laws on behalf.
[30:50]
Even the Rastafarian community that not only wore their Caribbean
[30:54]
heritage on their sleeve, but their hair attached on their
[30:58]
head of, you know, introducing, um, this world to our
[31:05]
world. And so we thank them for their sacrifice. Uh,
[31:09]
you mentioned the CARICOM day and we did get word
[31:12]
from, uh, The Council General of Grenada who wanted to
[31:15]
express his immense pleasure and pride and applaud the City
[31:18]
of Brampton for proclaiming this month of July as Caribbean
[31:21]
heritage month. And we, uh, also acknowledge the fact that
[31:25]
the senator senior was mentioned. And we do accept this
[31:30]
on behalf of her advocacy, uh, in the Senate to
[31:32]
make this a federal holiday. And the organisations on the
[31:35]
ground, like the Indo - Caribbean Association and many others
[31:38]
who are mobilised the country to make this a federal
[31:41]
acknowledgement, um, so in conclusion, um, we want to send
[31:45]
this out with a little bit of Caribbean vibes. Everyone
[31:48]
know one love by Bob Murley. We got 45 seconds
[31:50]
of one love. We're going to actually, um, not only
[31:53]
play it, but we're going to actually bring the Caribbean's
[31:57]
contribution to the instrument world, the still pain. We have
[32:00]
one of the specialists in the world of the whole
[32:02]
world. Sudden Vidal, who was going to play, uh, one
[32:06]
love, um, and in honour of the one love movement,
[32:09]
we're happy to have with us our very own one
[32:11]
love, um, Jubilee ambassador, Liberty Silver, who's also the emancipation
[32:16]
month queen, um, of Canada. And we're going to invite
[32:20]
Miss Trinidad and Tobago, um, please come join us as
[32:23]
we sing one love and spread this one love around
[32:26]

gain hands - on vending experience amongst key on, oops,

sorry, key entrepreneurship pleasure than the Small Business Community. We

staff. My name is Daniel Bishan, and on behalf of
[35:54]
the Brenton Entrepreneur Centre, I'm pleased to provide an update
[35:57]
of the 2026 Starter Company Plus Program. This year, our
[36:02]
focus is helping on Brampton Entrepreneurs, including the arts. -
[36:06]
based businesses and businesses that are looking to accelerate and
[36:10]
grow within our community. Next slide, please. Starry Company supports
[36:15]
individuals 18 years and older who are expanding or are
[36:19]
purchasing a business in Brampton. The program helps entrepreneurs Bill
[36:23]
Foundational through training mentorship, Business Planning, Financial Reginess, Market. Reginess,
[36:32]
and Growth Strategies. Last year we had about 180 individuals
[36:37]
participate in the training, showing a strong demand of entrepreneurship
[36:41]
support here in Brampton. Next slide, please. Participants receive
[36:51]
Business Development Training Mentorship and the Opportunity to Apply for
[36:54]
a 5, 000 dollar requirements. In 2025, uh, we provided
[37:03]
175, 000 dollars in direct grants to 35 Businesses locally,
[37:09]
approximately 90 percent of those businesses were within our BIPOC
[37:13]
community. Estimation of the Economic Impact of that was roughly
[37:22]
300, 000 dollars within our community from those 35 businesses.
[37:28]
Next slide. In 2026 intake, we are excited to announce
[37:34]
a new art stream, the program will be delivered through
[37:38]
two pathways, a general stream. Like Byte Entrepreneurs Centre, um,
[37:43]
focusing on traditional retail, businesses, and startups within our community
[37:49]
and in art streams that we'll be delivered in partnership
[37:52]
with the Brampton Arts Organisation supported by the creative Business
[37:58]
Live providing art focus training. And sector specific for our
[38:05]
creatives. Our first information session is actually tomorrow, July 6th.
[38:12]
And we have two more throughout the summer, July 16th
[38:15]
to 26. Our applications will be opening on August 10th,
[38:21]
and we'll be closed on September 11th, and the program
[38:25]
will start in October, early October. Sorry, next slide. Next

update and announce the upcoming season three of brand new

rising stars. The team DCA is talent with our border.

I want to say that Rampy Rising Star season 3
[39:44]
is a multinatural multicultural, youth talent shoe, futuring contestants in
[39:50]
Ontario. Beyond, and we are excited to showcase Brampton as
[39:56]
a talent city, Diversity, Creativity, locally, nationally and internationally. And
[40:04]
Brampton with auditions that we have completed, one would say
[40:08]
that we are looking forward for the semifinal on July
[40:11]
26. And the Grand Finale on the August 29th of
[40:16]
August at Durostia. I want to say that, um, I'm
[40:23]
very grateful for current this initiative. I mean, bringing Brampton
[40:28]
to a place where families and many, um, people in
[40:35]
different city has not identified Brampton as a city that
[40:40]
embrace diversity and inclusion. I want to thank the mayor,
[40:44]
the members of the Council on Tank my Councillor, Councillo
[40:50]
Brun, who has been leading forward for this. And also
[40:54]
the supporters, but now families and volunteers who have continually
[40:58]

where a lot of hats and you do where you

the Event Planners for this year. On behalf of Bao,
[45:14]
Brampton Hearts Organisation. I'm excited to invite you all to
[45:16]
the Annual Brampton Summer Artist Market next Sunday, July 19th
[45:20]
from 10. 3am to 4pm at Brampton Library Springdale Branch.
[45:24]
Since 2022 bow has organised summer and winter markets each
[45:28]
year, welcoming roughly 1, 500 visitors to each one. These
[45:31]
markets have become an important opportunity for residents to discover
[45:34]
and support local artists, creative entrepreneurs, and organisations while keeping
[45:39]
those dollars in our local economy. If each visitor spends
[45:43]
roughly 50 dollars and I know many spend much more,
[45:46]
some of you have attended and I know invested in
[45:49]
lots of local art. That amount is to representing half
[45:52]
a million dollars directly into the pockets of local Brampton
[45:55]
Artisan Businesses. This year's market is our biggest yet featuring
[45:58]
a record 41 different vendors. Uh, the Return of our
[46:02]
Popular Youth Market, the free family activities, and a lot
[46:06]
of live music, uh, special thank you to local artist
[46:09]
Megan, who I mentioned alongside Bianca Delmar and Carlener Jane,
[46:13]
who have brought this addition to life and made it
[46:15]
their own. Alongside our support is that the library, perhaps
[46:18]
an entrepreneur centre and the cultural services team. Whether you're
[46:22]
looking for original artwork, instead of getting a poster from
[46:24]
Ikea or just a fun day out with a family,
[46:27]

Council Chamber. Good morning Mayor Brown and members of Council
[52:10]
today. Thank you again for the opportunity to speak. As
[52:15]
one of the delegates who appeared before Council on June
[52:18]
17th, I'm here again today to speak on behalf of
[52:20]
all seven of us as well as the many of
[52:24]
the residents we represent. We were all very surprised to
[52:28]
see a staff report listed on today's agenda to be
[52:31]
presented to Council as a response to our delegations. Given
[52:35]
that this report is intended to address the concerns raised
[52:39]
by the delegates on June 17th, we believe that the
[52:42]
delegates should have been given an opportunity to provide input
[52:46]
into its development. In doing so, would have helped ensure
[52:49]
that our concerns were accurately reflected and more importantly, meaningfully
[52:54]
addressed. Unfortunately in its current form, all seven of the
[52:58]
delegates have significant concerns with the Reports content as we
[53:02]
do not believe it adequately response to the issues we
[53:05]
raised on June 17th. We would also welcome the opportunity
[53:11]
to collaborate on the development of the terms of reference
[53:14]
for the proposed roundtable as well. Resident and delegate participation
[53:19]
in the creation of the terms of reference will help
[53:22]
facilitate a very important client perspective as we are key
[53:26]
stakeholders and as frequent users of By - Law Services.
[53:32]
Collaboration with the Residents in its creation will also help
[53:34]
ensure that all stakeholders are represented in a meaningful and
[53:38]
balanced way. Moving forward, we believe the round table is
[53:42]
an incredibly positive first step toward improving enforcement services. And
[53:47]
we all look forward to working collaboratively with Council, with
[53:51]
staff and all stakeholders on this extremely important initiative. Please
[53:56]
do not hesitate to reach out to any of the
[53:58]
June delegates, June 17th delegates, if additional discussion or resonant
[54:02]
input would be helpful at any time. We're always very
[54:06]
willing to contribute our time and our experience to help
[54:10]
identify practical improvements in this process. The seven delegates together
[54:14]
with the many residents, we represent across Brampton remain very
[54:18]
committed to working together, working constructively with Council, and all
[54:24]
of staff to improve the effectiveness of enforcement and by
[54:27]
- law services. Our intention and shared objective is and
[54:32]
always has been to improve the quality of life of
[54:35]
Brampton Residence. So thank you for your time in this
[54:38]
matter. Okay, we have Councillor Keenan on the board and
[54:44]
Council Maduro's. Thank you, Mr. Mayor. Um, and thank you,
[54:49]
Captain, for coming into delegate yet again. Um, so I
[54:52]
do agree and I'll ask if Councilwound just to bring
[54:55]
forward report 10. 2. 2 at the same time. Um,
[54:58]
so I can just address your delegation, uh, with that
[55:02]
report. Um, so I think it's very important. I think
[55:06]
that, um, all the delegates that came in on the
[55:08]
17th definitely is what started this roundtable. So, um, I
[55:11]
would love to give those delegates the opportunity to be
[55:14]
part of how it comes. But I also want to
[55:16]
take a second to thank staff for how quick you
[55:18]
brought something back because we know that we really want
[55:21]
to get moving on this so that we can actually
[55:23]
have tangible changes being made. Um, so, uh, I will,
[55:28]
um, I would like to defer this, um, delegation and
[55:31]
that report back to staff to have a little bit
[55:34]
of communication with, um, the seven delegates that came in.
[55:37]
Just either be it understanding of how we're going to
[55:39]
do things or have their input into how things can
[55:41]
be done. Um, so if I could do that at
[55:43]
this time, Sumario would appreciate it. Oh, after speakers. After
[55:47]
Councillor Maduro's encounter Santos Madros. Uh, thank you for your
[55:51]
Mr. Mayor. Uh, yeah, that's what I was going to
[55:53]
say Councillor Keenan. I think you, Kathleen, I think those
[55:56]
were very thoughtful comments. And, you know, one thing sometimes
[56:00]
we lose perspective, uh, when we write some of these
[56:03]
is that not getting that sort of, uh, feedback from
[56:07]
the community, which is intended to, uh, enhance. So I
[56:11]
support the referral back to staff. Uh, and maybe, uh,
[56:15]
as part of Staff's consideration, if we can do maybe,
[56:18]
uh, an engagement of some sort consultation, um, you know,
[56:22]
get everyone in the room and get that feedback and
[56:26]
ensure that we're getting something that's reflected in the community.
[56:28]

Councillor Santos. Thank you through you, Mr. Chair. And I'd
[56:36]
be happy as another area councillor who has similar issues
[56:41]
that were brought up by the delegations to second the
[56:45]
referral if you need that. But, um, I always believe
[56:48]
that when there is a problem, a major challenge like
[56:52]
this that we continue to over and over again, improve
[56:55]
and enhance. And again, also thank you to the staff
[56:58]
for bringing it forward quickly that it only improves when
[57:02]
we engage residents who have been so, um, engaged in
[57:07]
the process. Whether that's, you know, testing out the new
[57:11]
311 update and refresh that we're doing before we launch
[57:15]
it or doing things like this, particularly when it comes
[57:19]
to the RL program and Bylaught Improving By - Law
[57:22]
Enforcement, this type of input is super important. So thank
[57:26]
you for speaking up about that. And I know that
[57:28]
at the end of this process, it's probably going to
[57:30]
be even better. Thank you. We actually work very closely
[57:33]
with the 311 team and they've been absolutely fantastic with
[57:36]
helping us improve and take our comments and do excellent
[57:39]
communication and follow up with us. So I know it's
[57:41]
possible. Okay. Um, and all Councillor Keenes, but I refer
[57:46]
this back just to say hopefully in this report, we
[57:49]
can lean into some of the punitive abilities we have,
[57:55]
I find, when we have negligent landlords, one of the
[57:57]
ways we force compliance is when it becomes increasingly punitive
[58:00]
for them to ignore, um, the city, the lean on
[58:04]
properties, the putting the additional fines on property taxes. Those
[58:08]
are tools that I find to be particularly efficient for
[58:10]
the negligent, um, landlords. And I know there's a lot
[58:14]
of concern about some particular negligent landlords. And so how
[58:18]
we can deal with them collectively within the tools we
[58:21]
have as a city. Um, Councillor Keenan, if you want
[58:23]
to move the referral. Oh, sorry. We didn't have accounts.
[58:29]
But now we have Councillor Pleshy and Deputy Mearsing. Thank
[58:32]
you, Mr. Mayor. Um, just two staff on the referral
[58:35]
and happy to support it. But in the report, it
[58:38]
does talk about the pilot that we were implementing. And
[58:42]
I don't want that being pushed it at all. Um,
[58:46]
can I have some kind of, um. Confidence that the
[58:51]
pilot will be happening and the enforcement that's currently taking
[58:53]
place. But, um, you know, we're, we're looking at, uh,
[58:57]
making any of those changes that need to be changed.

Through you, Mr. Mayor, so as far as the round
[59:02]
table, we have time to consult with the Citizens through
[59:06]
the summer. So we'll make sure that that is completed.

The other items in the report were summary items that
[59:13]
will also be reflected in the September update report. Okay.

Sorry. Um, the pilot that, um, that we were, that
[59:24]
we were implementing for, uh, certain areas in Brampton, um,
[59:29]
the report does touch that, um, the environment, the enforcement
[59:35]
pilot and the enforcement pilot services round was part of
[59:39]
that round table. But I want that work to at
[59:42]
least, uh, begin prior to and essentially we'll get some,
[59:48]
some direction from the round table. But I want that
[59:51]
pilot at least to be implemented. Three of you, Mr.
[59:54]
Mayor Council, plus you're speaking of the focused ward specific,
[1:00:00]
that pilot's already started. So yeah, we're good on that.
[1:00:02]

And thank you to coming to delegate for the roundtable
[1:00:13]
hoping compass of the all boards because we have similar
[1:00:16]
issue then where it's nine to 10 as well. And

I hope to have a few residents on that, uh,
[1:00:20]
round table. Um, my thought process with the round table
[1:00:24]
is, you know, finish off the term with the round
[1:00:26]
table, but I like to see a committee being formed
[1:00:29]
a Citizen Committee. And maybe that's something the round table
[1:00:32]
can morph into eventually. And I'm not going to put
[1:00:35]
a motion or nothing, but that's sort of the direction.
[1:00:37]
And if you're okay with that, maybe your thoughts, but
[1:00:39]
I'd like to see it continue next term for four
[1:00:42]
years. Um, and that's a good avenue to sort of,
[1:00:45]
um, air out the agreements and see where we can
[1:00:48]
move forward. Just one of your thoughts, what you thought
[1:00:50]
about that. Um, if it doesn't happen by this Council
[1:00:54]
term, um, I will definitely be back to delegate again
[1:00:58]
to make sure that it does happen. So yes, I
[1:01:00]
mean, I understand it's at the start. It's not the
[1:01:03]
finish. So we're beginning to work collaboratively, I think, and
[1:01:07]
have bidirectional communication. That's what we're looking for as a
[1:01:11]
result. So whether you call it a round table, a
[1:01:13]
task force or a committee, we just want to have
[1:01:16]
all words represented because I think all words have the
[1:01:19]

implement this, then, you know, we don't want to create

Bylaws. We're going back and revising. We've seen that happen
[1:02:32]
a few times. So, um, I will move, uh, move
[1:02:36]
if Councillor Pleshy is okay with that, uh, to just
[1:02:38]
refer it back to staff for further consultation. Another round
[1:02:42]
table just to get it right. And then, um, we
[1:02:44]

Um, and this all started from agents ask, we're talking
[1:03:01]
about the real estate. All started with agents coming and
[1:03:04]
asking us force for something. Now we're hearing from other
[1:03:09]
agents saying, well, why are you attacking us and why
[1:03:11]
are you, we're not attacking. We're on anybody. We all
[1:03:14]
want to get this right and do what's right. We
[1:03:17]
have a ton of real estate agents that, um, that
[1:03:22]
grab sponsorship ads through transit, uh, where else through the
[1:03:26]
City of Brampton. So it has to be a level
[1:03:27]
playing field. And I think that's essentially what we want
[1:03:31]
to do. And most importantly declutter some of the intersections
[1:03:35]
that are inundated with open house signs or any kind
[1:03:39]
of signs. So we need some, some law and order
[1:03:43]
in that field, but where I'm happy to have this
[1:03:46]
go back and have those discussions with, uh, with some
[1:03:50]
of the people, make sure that they're doing things right.
[1:03:53]
Not only that, but the good real estate agents in
[1:03:57]
Prampton, um, that educate new homeowners about, you know, what
[1:04:03]
they need to look out for and what they need
[1:04:04]
to make sure that they have when they're purchasing a
[1:04:08]
house. But there are some that don't do that. And
[1:04:12]
whether it's they need to be educated, educate the educator,
[1:04:16]
um, I want this, that to be a part of
[1:04:18]
it as well. I want real estate agents to ensure
[1:04:22]
that, you know, when they're selling a home in Brampton,
[1:04:25]
that they're educating their, their clients on what, you know,
[1:04:29]
the roles and rules and responsibilities are of home ownership
[1:04:32]
in the City of Brampton. And I think that's important.
[1:04:35]
I think a better, you know, puts them a little
[1:04:38]
bit forward in terms of, uh, becoming a better agent.
[1:04:42]
And if, uh, if we can provide that ability, then
[1:04:45]
I'm happy to help and support. So, um, I think
[1:04:48]
that referral going back to staff and then us coming
[1:04:51]
up with some kind of strategy on how we get
[1:04:53]
everybody together. If it's multiple, um, discussions, then we're happy
[1:04:57]
to facilitate that. But in terms of a timeline right
[1:04:59]
now, um, I'll convert to, uh, have a discussion with
[1:05:05]
Deputy Mayor and we'll, we'll have a chat and see
[1:05:08]
what else we can do, what we can get out

Deputy Mayor. So I've had a lot of education around
[1:05:41]
window wells and learning window walls and learning about the
[1:05:43]
impacts. Um, I know it's a part of the official
[1:05:47]
plan that, no, it's not a part of the window
[1:05:52]
wealth. I thought, yeah. Uh, three more brown through the
[1:05:55]
deputy mayor. It's included in our comprehensive zoning biologics. Sorry.
[1:05:58]
Comprehensive donating bylaw. Um, I just, um, I would like
[1:06:01]
us to take our time on this and also refer
[1:06:05]
this back to Staff. We have industry partners here. And
[1:06:08]
I know Residence have their side. And I think we
[1:06:11]
just have to learn the implications of this. And our
[1:06:14]
goal is always to bring people into compliance and safety
[1:06:18]
and balancing that with affordability. And it gets really tricky
[1:06:21]
because nobody's right. Nobody's wrong. Everybody has their side in
[1:06:25]
this. But we just, I feel need to do a
[1:06:28]
little bit more consultation on this. And, um, and just
[1:06:32]
bring everybody to the table and find a way forward
[1:06:35]
that works for everyone. So I would just propose we
[1:06:38]
refer back to staff. Work on it and come forward
[1:06:43]
where we get, uh, unanimous folk. That's what I would
[1:06:47]

Mayor. So for me, that's a bit of a tough
[1:06:56]
to refer just based on, um, my conversations with staff
[1:07:00]
knowing, you know, that we talk around the safety aspect
[1:07:02]
of it. But I do understand concerns when it comes
[1:07:05]
to design. I've since our last council meeting. I've had
[1:07:08]
a couple of conversations with designers to see, um, if
[1:07:11]
things can be designed differently, which I was told they
[1:07:13]
can be. Um, in a case by case situation. So
[1:07:18]
my question maybe to you, Deputy Mayor's, when do you
[1:07:21]
want to see this come back and what is it
[1:07:23]
you're looking to still accomplish. If you don't mind? For
[1:07:26]
example, we have the interior contractor association. I like to
[1:07:29]
see them consulted from the contracting side because they're doing
[1:07:32]
this day in, day out. So what are those alternatives?
[1:07:35]
What do they look like? Are they feasible? Um, I
[1:07:37]
like to see residents also consulted on this. Um, I
[1:07:42]
know informally we consult residents, but I think it'd be
[1:07:46]
nice to have a comprehensive sort of sort of citywide
[1:07:50]
roundtable on this where we get words people from orthodontine
[1:07:53]
and 10 people from the downtown Corps to bring over
[1:07:55]
policy. And maybe there's different policies in different areas. That's
[1:08:01]
also something I'll put to. But I think the flexibility
[1:08:04]
and just the flow and steady approach, uh, would be
[1:08:07]
wiser on this because it's creating a lot of anxiety,
[1:08:11]
uh, in the, in the community. And I'm getting a
[1:08:13]
lot of calls on this. And, uh, and I'm trying
[1:08:16]
to clarify, but it'd be better if, you know, staff
[1:08:19]
with running like open health and clarifying as staff rather
[1:08:22]
than us doing it. Because I'm not a technical guy.
[1:08:25]
I don't know the building code like the back of
[1:08:28]
my hand, but staff or experts in the building code.
[1:08:30]
And they can answer these questions in a way that
[1:08:33]
gives, I think, resonance much more confidence. Yeah. So, um,
[1:08:37]
I do know that a lot of consultation on this
[1:08:39]
was done through the comprehensive bylaw. So like all of
[1:08:43]
these consultations and things already happened for that side of
[1:08:46]
it, which has taken quite a significant amount of time.
[1:08:50]
And when we look at, um, staff bringing this to
[1:08:53]
us to implement no kind of shows that there's some
[1:08:56]
urgency to have it from a safety perspective, um, the
[1:09:00]
city. So from a deferral to do a little bit
[1:09:02]
more on it, yes, but I would need like for
[1:09:05]
me to support something like this. I would need a
[1:09:07]
time frame. Is it are we talking a month? Are
[1:09:11]
we talking at the end of the summer? If I
[1:09:13]
can put some kind of time frame towards the consultation
[1:09:16]
you like to do, then I would be happy to
[1:09:17]
support that. Um, if, if there's no timeframe to it,
[1:09:20]
then I don't think I could support it. Thank you,

Mr. Mayor. Councillor Tor. Thank you through your Mayor Brown.

I actually agree with both Councillor Keenan what he's saying
[1:09:32]
and Adepty Mayor saying is talking about as well. Um,
[1:09:35]
first of all, kudos to Staff. I know they've brought
[1:09:37]
additional information back in a very short amount of time.
[1:09:41]
It is very impressive. You brought mock designs and in
[1:09:44]
different concepts on how this could work in different scenarios
[1:09:48]
based on the delegation and the comments that we had
[1:09:50]
seen, it's a very thorough report, a very thorough exercise
[1:09:54]
to the, uh, through the comprehensive zoning by - law.
[1:09:58]
Um, but I do have to agree with Depumier saying
[1:10:00]
the other side of this is the more public -
[1:10:02]
facing side. If it, the more practical implementation on the
[1:10:07]
ground side of it. And that's where I think we
[1:10:10]
would benefit for more consultation on, you know, whether it
[1:10:15]
is contractors that are fighting to make sure that all
[1:10:20]
contractors are doing work safely because the contractors out there
[1:10:24]
that are doing illegal work, doing Works Without Purmits that
[1:10:26]
are undercutting contractors that are trying to do it the
[1:10:29]
right way. And so these contractors have the interest in
[1:10:33]
making sure that one, they understand the full impact of
[1:10:36]
this, how this will improve housing and safety and housing.
[1:10:41]
Uh, they want to be part of that conversation. I
[1:10:43]
think that's on the ground side of things. And it
[1:10:46]
works best when we're implementing, let's say, a new approach.
[1:10:50]
And we have the buy - in from the industry.
[1:10:53]
Then it makes it smoother for residents to understand this.
[1:10:56]
So again, a lot of our residents don't leader competence.
[1:10:59]
Ozoni Byla, they're not going through this exercise. Um, but
[1:11:02]
they will trust adress like the contractors that are actually
[1:11:06]
going to do this work, that are going to go
[1:11:08]
out and get permits on what it means on adding
[1:11:10]
an additional unit or bringing their existing units into compliance,
[1:11:14]
how that would affect them, what that looks like. Um,
[1:11:17]
I think that would be meaningful. I also know that
[1:11:20]
for more war peering meeting that we had with staff,
[1:11:23]
we got a lot of questions answered and we were
[1:11:25]
very grateful for that. Um, some of the questions still
[1:11:28]
are unanswered. And again, that's not fault of her stuff.
[1:11:31]
It's just they haven't been able to get a hold
[1:11:32]
of other municipalities. For example, in the City of Toronto
[1:11:35]
example that has been, uh, talked about many times. We
[1:11:39]
haven't actually gotten, like we've made attempts. Staff has made
[1:11:42]
multiple attempts to talk to City of Toronto staff and
[1:11:44]
understand what their debate looked like and how did they
[1:11:48]
come to the conclusion of allowing, let's say, greats on
[1:11:51]
window walls. What was the pros and cons? What did
[1:11:54]
their emergency services think about it? How did that make
[1:11:57]
any change? Like what was their rationale for that decision
[1:11:59]
making? I feel like other municipalities are doing it, learning
[1:12:04]
from mistakes. And, you know, revising it and implementing. I
[1:12:08]
think it's best. We learn from their mistakes. Find out
[1:12:10]
what they would have done differently. Maybe City of Toronto,
[1:12:13]
if they could go back in time, wouldn't do the
[1:12:14]
grades anymore. But let's find out. Like, I think we
[1:12:17]
need to do a little bit of that fact finding
[1:12:19]
on what that discussion, what that debate happened around these,
[1:12:22]
um, what kind of solutions they came up with? What
[1:12:25]
was the alternates. How did their council decide to come
[1:12:30]
to that conclusion? I don't know if they had genonymes
[1:12:33]
or what kind of support they had for that. What
[1:12:35]
was the buy - in again from our emergency services?
[1:12:38]
What was the buy - in from the industry itself?
[1:12:41]
I think we need to tie all those little loose
[1:12:43]
ends a little bit together. Uh, so that when we
[1:12:46]
make a decision, again, I'd love it to be a
[1:12:48]
unanimous decision on this. Like again, not being the experts
[1:12:51]
and just, you know, debating on like this point could,
[1:12:55]
you know, negatively impact people or not. Let's get all
[1:12:57]
of that out of the way. And then, then perhaps
[1:13:00]
everybody has a better understanding. I have a better understanding
[1:13:03]
than I did two weeks ago. And I would love
[1:13:05]
to have, you know, even more improved understanding on this.
[1:13:07]
And I think the more facts we can get together,
[1:13:10]
Stafford are doing an incredible effort. But I think we
[1:13:12]
still get some of those answers. Um, it would really
[1:13:14]
help everybody. Um, but again, who does the staff quick
[1:13:18]
turnaround on this report? Very throw report. So thank you
[1:13:20]
all the team that's worked on this. Councillor Santos. Thank
[1:13:27]
you to you, Mr. Chair. So, um, similar to Councillor
[1:13:31]
Keene, I would support a referral back, but with timing.
[1:13:35]
And part of the reason why is because I see
[1:13:37]
a lot of homes, particularly inwards one and five up
[1:13:41]
for sale. And my concern is, is if we are
[1:13:45]
going to be looking at, um, changes to wind oils
[1:13:50]
and path of travel for ARUs, um, many of these
[1:13:54]
homes that are up for sale will be sold and
[1:13:56]
then be flipped over. And so I think time is
[1:13:59]
of the essence here. Um, in particular as it relates
[1:14:02]
to safety as well. So just a question to staff.
[1:14:06]
Uh, how soon do you think we could get something
[1:14:09]
back that includes some of the feedback from members of
[1:14:14]
Council. Uh. Through your Mayor Brown through to Councillor Santos,
[1:14:20]
certainly, you know, staff would work as expeditiously as Council
[1:14:24]
desires and just a quick chat with the chief building
[1:14:26]
official and the Commissioner of Community Services who oversees fire.
[1:14:32]
We could probably bring something back within 30 to 60
[1:14:34]
days if that was the will of Council. So possibly
[1:14:38]
September. Okay. So I would be okay with that. Um,
[1:14:42]
but, but I would not push it any further than
[1:14:45]
that because I do worry that people are going to
[1:14:48]
start doing things with the houses that they're flipping that
[1:14:52]
eventually they're going to have to change again. Um, and,
[1:14:55]
and so I think time is of the essence on
[1:14:57]
this one. Council Keenan. Thank you. And through you, Mr.

Mayor. Um, so I agree with, um, the September timeline.
[1:15:08]
I've talked with my colleagues and nine and 10. Um,
[1:15:10]
that September would work for us. Um, so if we
[1:15:13]
can just have that date added, we'd be happy to
[1:15:15]
support the referral. Okay. And just to add in, I
[1:15:19]
believe we could include information on comparative jurisdictions for this
[1:15:22]
as well. Three of America report does have that, but
[1:15:27]
we can certainly elaborate on that. And maybe if I
[1:15:29]
could suggest, um, prior to, uh, bringing back the report
[1:15:33]
and prior to initiating the consultation, staff will, um, put
[1:15:36]
together a list of stakeholders. We think ought to be
[1:15:39]
consulted and run that by each of the ward Councillors
[1:15:41]
just to make sure we hadn't missed anybody. And then
[1:15:43]
that would make sure everyone's covered. Okay. Move by Deputy

help, you know, us where you're going to see a

there was a benefit to having Brampton Councillors on bodies
[1:17:10]
like FCM or AMO. And I know you have been
[1:17:14]
on for a number of terms now. I think you
[1:17:15]
got reelected with the highest margin at FCM and this
[1:17:19]
FCM green fund is very useful for community centres. And
[1:17:23]
so the low interest loan, the grant portion opens up
[1:17:26]
development charge space for the entire city. So, uh, excellent
[1:17:30]
work. And I should also say, I don't think we
[1:17:32]
have yet a happy birthday as well. Good news. Please.
[1:17:36]
Councillor Santos. Thank you to you Mr. Mayor. Very proud
[1:17:41]
to be on the board of FCM for now seven
[1:17:45]
or eight terms. And the organisation does incredible work for
[1:17:51]
municipalities across the entire country. Advocacy, you name it. But
[1:17:56]
the Green Municipal Fund is very special. And I'll say
[1:17:59]
that being a board member of FCM representing the City
[1:18:03]
of Brampton. We have been put on the stage. We
[1:18:08]
have been seeing as trailblazers and incredibly vocal on the
[1:18:13]
FCM table. And because of that, um, obviously things like
[1:18:19]
the grie municipal fund who has given money to the
[1:18:23]
City of Brampton on multiple occasions. And, you know, low
[1:18:27]
cost loans to the City Brampton for major projects. They
[1:18:31]
remember who we are. And like the mayor said that's
[1:18:34]
why it's so important for Representatives to be at FCM
[1:18:38]
from Brampton as well as AMO Council Vicente sits at
[1:18:41]
AIMO as well. Uh, and it's definitely worthwhile because many,
[1:18:47]
many cities around the country, including the executive board at
[1:18:51]
FCM, see Brampton in an incredibly positive light. And so
[1:18:55]

because it's coming to Century Gardens in our youth hub.

so Kennedy Road and Arctic turn Avenue. If we can,

state simply that, um, the one that the monies that
[1:20:45]
have already been paid by the developer for a full
[1:20:49]
moves intersection or for a signalization of intersection, uh, which
[1:20:54]
I've confirmed with them that they both five years ago,
[1:20:57]
they, they, uh, they put money towards the, uh, the
[1:21:01]
signalization of one of these intersections, uh, it originally was
[1:21:05]
planned for arctic turn, but in discussion with the Stone
[1:21:08]
Gate Community, um, and the newer franchising property community, um,
[1:21:13]
they're thinking that they would rather have, uh, signalization closer
[1:21:18]
to a further north. And I know that is a
[1:21:21]
little, maybe a problem for us and staff because it'll
[1:21:25]
be a little bit closer to Mayfield, but something that
[1:21:28]
I think we could, we could figure out. So ultimately
[1:21:31]
I'd like, uh, this deleted, um, Arctic turn Avenue and
[1:21:36]
just that has signalized interstation. Um, be installed in proximity
[1:21:43]
to Mayfield Road on Kennedy Road. I think that covers
[1:21:48]
it. And then work with, uh, the area councillors and
[1:21:50]
the residents, uh, to confirm where that's going to be.
[1:21:54]
Cause I think some work does happen in the proximity.

It Mayfield in Kennedy. Yeah. On Kennedy in the proximity
[1:22:00]
of Mayfield. And the proximity of Mayfield, the Councillor. The

we can expedite as quickly as possible the actual construction
[1:22:38]

I think what we ultimately would like to accomplish is

asking staff to go back and look at another opportunity
[1:24:18]
for, you know, this to be deferred out till whenever,
[1:24:24]
or another opportunity for, uh, for us to look at,
[1:24:28]
um, a reduction in, in the DCs. And if that
[1:24:32]
is by any chance, uh, you know, this is, you
[1:24:38]
know, a little bit of employment, a little bit of
[1:24:40]
recreation. I know what they've been further reduced because of
[1:24:45]
a calculation error on our part. But I think now
[1:24:48]
that, um, it's before us, this work needs to be
[1:24:52]
done. Um, we really want to help support this new
[1:24:56]
business. And if, uh, if the referral that I'd like

to put, put on the floor asking staff to, to,

mentioned this a couple of times too, but there are
[1:29:18]
ongoing issues on mouth peasant area where residents who are
[1:29:21]
using the Go station or parking in areas are designated
[1:29:24]
for the patrons of the shops are around Mel Puzzle
[1:29:27]
Library specifically on Commuter Drive in Blease Dell Avenue. And
[1:29:31]
these people who are parked, um, are in excessive of
[1:29:34]
three hours in parking spots that are directly besides the
[1:29:37]
shops, causing potential customers to have to find parking on
[1:29:40]
inner streets. And some of the customers probably, um, just
[1:29:44]
like, I know I have done this where I would
[1:29:46]
just drive by because I can't find the spot that
[1:29:48]
I am able to find. So, um, it's really causing
[1:29:52]
potential customers to find, um, other areas to go to.
[1:29:56]
So store owners are very frustrated and have raised concerns
[1:30:00]
about the profit, customer laws due to the lack of
[1:30:02]
availability of parking. And I know Councillor Pleshing, I have
[1:30:05]
been on site for a couple of times. And we've
[1:30:07]
spoke to both store owners, resins, um, who were frustrated
[1:30:11]
with the cards are parked up to eight hours, a
[1:30:14]
day in these spots, um, and even though there's ample
[1:30:18]
parking at the ghost station, um, there is an overflow
[1:30:22]
law salvation drive that is not far from the shops
[1:30:24]
of the Commuter Drive as well. Um, and I do
[1:30:27]
know staff have been working with us. I've done a
[1:30:30]
great job. They've done a survey done previously. However, now
[1:30:33]
the new stone owners and many of them have been
[1:30:36]
reaching out to both of our offices regarding the parking
[1:30:39]
situation at Melt Pleasant. Um, they are putting together a
[1:30:42]
petition to the City to not parking restrictions that will
[1:30:45]
deter malt Pleasant, um, to go station Part Trans from
[1:30:50]
parking in the front of the shops. And by the
[1:30:52]
library. And we do support our, um, Businesses and we
[1:30:56]
want them to thrive. So I was wondering if we
[1:30:58]
can, um, direct staff to again, to once again, to
[1:31:03]
do the survey and connect with the Melt Pleasant Business
[1:31:06]
owners and determine what regulation parking regulations, restrictions can be
[1:31:11]
put in place for this unique, uh, situation where Go
[1:31:14]
Station users are parking outside of the designated area. And
[1:31:18]
I do know a lot of, um, the Stone owners
[1:31:21]
have brought ideas of maybe one hour parking or two
[1:31:25]
- hour parking restrictions just for those, um, residents using
[1:31:29]
the store owner shop. So just referring it back to
[1:31:32]
staff, seeing if we can work with the store earners
[1:31:34]
to find a better solution. Cause I know this problem
[1:31:37]
has been going on for a very long time now.

issues, it's one of the things that I've been noticing
[1:32:49]
across the City is in many of our catwalks. I
[1:32:52]
know some of them are maintained by Public Works and
[1:32:55]
some of them are maintained by parks. Many of them
[1:32:58]
have gone quite shoddy. And a lot of overgrown and
[1:33:02]
encroachment into the catwalks, some safety concerns where residents no
[1:33:06]
longer feel safe travelling through them because of too much,
[1:33:11]
um, too much encroachment from brush and from bushes and
[1:33:15]
trees. So I was, I was wondering whether or not,
[1:33:18]
um, in the, in the season and moving forward, we
[1:33:22]
could put some focus on maintaining and cleaning up our
[1:33:27]
catwalks that people can actually use them safely, uh, and
[1:33:31]
be encouraged to walk to different locations across the city
[1:33:36]
versus, um, going, driving or elsewhere. Through the American, I
[1:33:44]
can take that, uh, in consultation with the Commissioner Public
[1:33:47]
Works. We work together on maintaining these different catwalks. We'll
[1:33:51]
work together. We'll do an audit. We'll actually reach out
[1:33:53]
to the Councillor Offices too. If you have any, uh,
[1:33:55]
ones that are a priority, we'll look at the current
[1:33:57]
service request and we'll put a focus on it over
[1:33:59]
the next 30 to 60 days to clean them up.
[1:34:03]
Okay. That would be amazing. So with that require motion

or is that good enough direction. Through the Mayor to
[1:34:11]
Council Sandals, we can take that as direction. That's, that's
[1:34:13]
part of our regular ongoing maintenance. So we'll just make

lot of them, you can't even clean the snow. That's
[1:34:59]
how bad they are. So when we're actually doing the
[1:35:01]
roads, if we see if the catwalk, let's add it
[1:35:04]
