council chambers is here so [0:12] everybody is on site today which is [0:14] great uh anybody have anything to add to [0:16] the [0:17] agenda councelor Bell uh Mr chair two [0:21] small things in any other the business [0:22] that's okay okay anybody [0:28] else okay seeing none can I get a motion [0:31] to approve the agenda as amended mayor [0:33] Bailey councel Oakley all in [0:37] favor opposed that is [0:41] carried okay okay um delegations or [0:47] Declaration of pecuniary interest is [0:48] there any right now counc garno thank [0:51] you Mr chair 8.1 8.1 anybody [0:55] else okay if anything arises through the [0:57] meeting just let me know uh Del ation we [1:00] do have a delegation today is Melanie [1:03] here y Melanie is here if you'd like to [1:06] come [1:18] up okay [1:30] Mel if I could just ask that you make [1:32] sure the light is on on the microphone [1:34] there just push the button yeah green [1:37] and if you could just state your name [1:38] and address and you have 10 minutes for [1:40] your presentation thank you okay um I'm [1:43] Melanie MIRS I live at 22 madis in [1:49] Branford so I'm here today representing [1:52] the St George Children's Center um which [1:55] is a Heritage Building located on 38 [1:59] bever Street in St George so I do have a [2:03] slide presentation I don't [2:06] know where that [2:08] is sorry [2:42] scroll down okay perfect so first off I [2:46] just want to give you a little overhead [2:47] of what St George to Center is and what [2:49] it has become over the time frame so um [2:53] I'll just first start out with this is [2:55] our location so this child care opened [2:58] up in 19 [3:00] 1988 as a child care center uh 36 years [3:04] ago so since then um we are the only [3:08] full-time child care in St George at the [3:11] present time there is another program [3:13] that offers part day but we are the only [3:14] full-time child care in St [3:17] George um and started with 16 children [3:20] back in 1988 in May of [3:24] 20122 I was asked to join this team to [3:26] try to increase the spaces as well as [3:29] try to increase enrollment because um as [3:33] most of you know Child Care is something [3:35] that is definitely needed in our [3:36] community and with growing populations [3:39] and expansions and buildings Child Care [3:41] is definitely a need in St George so um [3:45] when I joined the team it had 45 [3:47] children the hours are 7 to 5:30 I had a [3:50] vision that with this team and the [3:52] community we could build more so now the [3:55] main site has gone from 45 to 126 [3:58] children in that location we are [4:00] utilizing all rooms at this time um we [4:04] also opened another site September 2022 [4:07] in the school which has uh 20 children [4:11] as well and we opened a new location [4:13] Little Learners in June um that has 26 [4:17] children it's operating out of St [4:19] Andrew's Church the basement there so um [4:23] at the present [4:24] time um this is our toddler sorry minute [4:32] this is our child room um right now this [4:35] is the highest need in our community in [4:37] St Georgia the present as of today just [4:39] for the main site I have 408 children [4:43] needing care um and this is only for 18 [4:46] months to two and a [4:48] half our next group is preschoolers um [4:51] this group um at the main site we have [4:54] 83 children waiting and this is for two [4:57] and a half until 5ye olds and this is [5:00] our JK school age at the present time we [5:03] have no children waiting for this if you [5:05] have a JK or School AG child you get in [5:07] right away and I'm servicing 60 children [5:10] at the present main [5:12] location our uh School location is for [5:16] our older guys our 9 to 12 year olds and [5:18] we have Tony children there and our [5:20] full in June as I said we opened up just [5:24] after five months of being approved to [5:26] the new Little Learners Site we've gone [5:29] from 8 Educators to 31 Educators at all [5:32] three locations presently at the Little [5:35] Learners location I have 142 children [5:38] waiting for this program in the 18 [5:40] months to two and a half and I have 27 [5:43] children waiting for the preschool [5:45] program so I just wanted to give you a [5:48] little synopsis of that and why I'm here [5:51] today as you know the government has [5:53] frozen the funds for all child care as [5:55] of 2022 April 1st and we can't increase [5:59] our rate R to parents due to the [6:00] government program which um is trying to [6:04] get us to that $10 of day child care so [6:07] with that being said um we are usually [6:11] we' use money to from parents revenues [6:14] things like that um and different types [6:17] of Grants but the grants for child care [6:19] have been shut down at this time um due [6:22] to new funding regulations so there's no [6:25] money for us to help with the upkeep of [6:28] this Heritage bill [6:30] so we are in desperate need of Windows [6:34] Our Heritage our building um we' had [6:36] people come in we have we run this [6:38] building on the main site we run it uh [6:41] with two furnaces because it's such a [6:43] big location and we've had the furnaces [6:46] service several times and they're saying [6:48] we're throwing money out the window [6:50] because of the windows the furnaces are [6:52] in great shape we're have no concerns [6:54] there so uh in your little package [6:57] you'll see um this is the main site and [6:59] what has sort of happened so our windows [7:01] are starting to fall forward um we are [7:04] not able to get replacement parts we [7:07] can't figure out who the manufacturer is [7:09] of these older windows so we some of the [7:12] windows we have locked of course if a [7:13] window was absolutely broken we would [7:15] absolutely get the funds to try to [7:17] repair those but it's an overall [7:19] existing problem we've got seal failure [7:22] we've got vinyl warping we have original [7:25] wooden windows in some of the places [7:28] that aren't even vinyl which date back [7:30] to the [7:31] early um I have someone in the window [7:34] business that is saying probably in the [7:36] early 1960s range of the type of Windows [7:41] in some of the areas so as you can see [7:44] here you can see that we've got [7:46] different types of failure we've got [7:48] condensation coming in on the glass as [7:50] you can see and we've got those older [7:52] wind wood frame Windows as you can see [7:55] as well so we've gone forward to get [7:58] three type of quotes um with regards to [8:01] the windows as you can see we've got [8:03] three quotes with regards to that [8:05] building if you can believe it has 90 [8:08] Windows 90 so we are there are tons and [8:12] tons of windows it's a beautiful space [8:14] lots of Lal light comes in that building [8:17] and so we are in need of some of those [8:20] funds so I have been in touch with [8:22] Jasmine um from uh Heritage and we're [8:25] hoping that we can get some sort of [8:27] funds or something to a assist with the [8:30] process even if we have to do one at a [8:33] time we're prepared to do that but I [8:35] just uh at this stage we're just [8:37] throwing money out the door with the [8:38] heating problem because of the poor [8:40] windows so I'm here today to present [8:43] that to council to see if there's any [8:46] funds we will take anything um at this [8:49] point uh to help us to um help us with [8:52] the window project does anybody have any [8:57] questions questions from committee [9:02] C [9:04] mine so my understanding there's a few [9:07] windows in particular that are desperate [9:09] to be replaced if you were able to maybe [9:11] elaborate on that a bit so we have four [9:14] windows that we're going to have to [9:16] replace no matter what because the locks [9:18] have fallen and they're falling forward [9:19] so we have to lock them to keep them [9:21] forward um to keep them closed at this [9:24] point it's not a fire hazard it's not a [9:26] Ministry we're not breaking any rules by [9:28] not having them fixed but there are four [9:31] bigger Windows um estimated cost toing [9:34] around $6,000 for those four to be done [9:38] um those are ones that we're going to [9:40] start with but um the furnace and [9:43] everyone guys are saying to us you know [9:45] it's fine through one at a time but the [9:47] problem's not goingon to be solved until [9:48] you do them all yeah so good just [9:52] another followup question um I think my [9:56] understanding is you would need [9:57] permission from the [9:59] the Horseshoe here I guess to have staff [10:03] help you with the grants is that correct [10:06] um that would be an area for Jasmine [10:08] that would be able to speak on that [10:10] would you be able to speak on that [10:18] Jasmine can I get you to just state your [10:20] name for the clerk please sure uh [10:22] Jasmine Bard I'm Arts culture and [10:23] Heritage officer for County [10:26] Brant through the chair M councelor [10:29] Miguel can you repeat your question um [10:32] I'm just asking that you you need um [10:36] direction from the council in order to [10:38] go ahead with helping with the grants [10:41] applications is that correct uh through [10:43] the chair to councel MC Alpine it is [10:44] also a designated Heritage building with [10:47] bylaw so we need a direction to bring it [10:50] to the Heritage committee proper and the [10:52] Heritage committee will have to rep [10:54] approve the repairs um but yes we're [10:57] also looking for grant funding and on [11:02] it is this point where I can ask [11:04] question from [11:05] staff uh let's just stand by we'll [11:09] Circle back to you okay councelor how [11:11] then councelor Bell thank you Mr chair [11:14] through you uh and I think I'm I'm [11:19] predicting that maybe Council mpan and I [11:21] were thinking in the same direction but [11:23] if if I'm not mistaken the way our [11:27] process works [11:30] sorry councelor how is your time [11:32] [Laughter] [11:34] zone [11:36] um we're just waiting for the countdown [11:38] clock okay so um if I'm not mistaken the [11:42] way requests for funding requests for [11:47] Grants typically the [11:50] response is we're going to defer you to [11:53] our our grant [11:57] process however if it's an emergency [12:00] Grant request which is I think what you [12:04] meant then we look at it [12:07] differently and I'm wondering if uh [12:11] staff if Allison could maybe um clarify [12:15] my understanding on that but I I believe [12:17] that if you're calling this an emergency [12:19] Grant request then that's something we [12:21] could be looking at Short Term and then [12:25] you could still look at the grant [12:27] process which happens early next [12:32] year through you Mr chair um certainly [12:35] Council can direct um staff to [12:37] administer emergency funds but I would [12:38] have to um ask Finance uh how much we [12:42] may have in those [12:45] reserves I'll leave it at that for now [12:48] Mr chair councelor Bell thank [12:52] you through you to Melanie you're [12:54] looking for $94,000 to do the whole [12:57] piece of work that's what I understand [13:00] correct so if it was your house um You' [13:02] think well I'll add to my mortgage so if [13:05] you were to mortgage [13:08] $94,000 a current interest rate I think [13:11] you're looking at about $110,000 a year [13:14] you'd need to pay for the capital and [13:17] and the interest and if you got [13:20] 152 people that you support that's [13:24] $65 a year or about $1 a week have you [13:28] thought about a campaign that you make [13:30] it clear to the 152 people that are [13:33] there parents of the people are there [13:35] that if you don't do this you won't be [13:37] able to stay in business so you're [13:39] basically going to ask them to support [13:41] by giving $1 a week and you your problem [13:45] will be addressed now I'm being very [13:48] simplistic but have you approached it [13:50] from that angle as well as asking for [13:53] funding from Grants and the [13:56] council so we did look into the [13:59] the city of Branford the Brant [14:02] Foundation grants and those grants were [14:03] closed and we found out that this was a [14:05] desperate need so that Grant process was [14:07] closed we did look that we did look into [14:09] some other Ontario grants and we don't [14:12] qualify with being a nonprofit and a [14:14] charitable program a charitable Child [14:17] Care um we cannot legally go to parents [14:21] and ask if a parent donates but I can't [14:24] due to the regulations of fees and [14:26] things like that there's strict rules on [14:29] rates I can't ask parents I can ask [14:31] parents to donate a gift or a card or [14:34] whatever but I'd have to be very careful [14:36] in how I ask parents to say you know [14:39] we're going to bill you an extra dollar [14:40] a week for your child care costs or [14:43] something to cover that but we are at [14:46] where we are at [14:48] financially if if I could have not come [14:51] here I would have not come [14:53] here mayor Bailey uh through you Mr [14:57] chair to Melody uh I had the same [15:00] problem when I bought my house and I [15:01] have over 60 windows in my house and I [15:04] hired someone for the best price to do [15:06] the first two windows and uh he [15:10] butchered them uh and then I called the [15:13] lowest quote on your list which happens [15:15] to be your husband Window World uh and [15:19] and who's also a rotarian friend of mine [15:21] and he came and put the windows in my [15:24] house [15:25] uh and they they approved it was [15:27] approved by heritage obviously and he [15:30] also fixed the windows that he didn't [15:32] even put in to make them all match which [15:35] I thought was very nice of them um but [15:38] the savings is incredible in my house uh [15:41] because of the new windows I did it over [15:42] a number of years too because I I had I [15:45] don't know $1,200 a window or something [15:48] crazy thing so um but you have the right [15:51] players in place and I I don't know how [15:53] else we could do it can we have a [15:55] capital campaign can I can I do a [15:57] campaign for St George and ask people to [16:00] support the school for [16:03] for for the daycare center can I can I [16:05] do that because I mean I know there's [16:07] people in St George that know that it's [16:09] a it has to be done and enough people in [16:12] St George live in Heritage properties [16:14] that they know the the heat that escapes [16:18] is expensive so I don't know I don't [16:20] know whether that's in my realm of [16:22] things I can do away from Council [16:25] whether I can had a fundraiser for it I [16:27] don't know that there's a better CA [16:29] right now you've got that many kids [16:31] waiting and I was at the opening of your [16:33] your second your second daycare at the [16:35] at the church the need is huge I mean [16:38] their their waiting list is is pregnant [16:40] women that haven't even had the babies [16:42] yet that are on the list um it's it's [16:45] kind of kooky that the need that's [16:47] coming to St George and that's without [16:48] any visible growth this time in two [16:51] years we're going to be talking about a [16:52] whole different animal in St George so I [16:54] think we need to get our ducks in a row [16:55] now um so I counc CHR I don't know [16:59] whether so I can help out or not so I [17:02] guess my my my question for [17:03] clarification on that baile is the fact [17:05] are you looking at potentially doing [17:06] this as David Bailey or are you looking [17:08] at doing this as mayor David Bailey it [17:10] would have to be the [17:12] mayor because I wouldn't want it to be I [17:14] wouldn't want it to be mixed up with my [17:16] own Foundation that I already have at [17:18] the Brent Community Foundation and [17:20] that's in the name of David Bailey so [17:22] this would have to be the [17:24] mayor um so I think we would have to [17:26] have staff look into that to understand [17:28] how that would play [17:30] out okay uh councelor Miller just a few [17:34] questions through you Mr chair to the [17:36] presenter um does the daycare own that [17:39] building we do okay we have a mortgage [17:43] okay um you've got a requesting we don't [17:46] have any your financials like are you [17:48] guys putting money aside when you when [17:50] you get [17:51] fees um you have operating costs Capital [17:55] costs do you put money aside for Capital [17:57] cost we do okay yep [17:59] can you talk a little bit about um you [18:02] touched on it um I just wonder if you [18:04] could flush it out a bit um as far as [18:07] you can't you've talked about what you [18:09] can't do what as far as raising money [18:12] goes like going to the parents what can [18:15] you do and related to that question is [18:18] you're not the only child care uh Center [18:20] in financial distress what are they [18:23] doing have you talk to other ones [18:25] because I think this $10 a day child [18:28] care um has caused a bit of financial [18:31] hardship for a lot of daycare so what [18:33] have you guys done [18:35] specifically um to raise cash or raise [18:38] money and what are other child care [18:40] center so this isn't my first rodeo I've [18:43] been in child care for 33 years I was a [18:46] supervisor of all child care centers in [18:47] the county and the city for 31 years and [18:51] then I came up to St George so I'm well [18:53] aware of the other programs that are [18:55] sort of suffering and not suffering the [18:57] most of the programs uh that have child [19:00] carees are in rental situations there [19:03] are very few that own the buildings so [19:06] they go back to their landlords for [19:08] those type of issues um that's with the [19:10] survey that I did put out there that's [19:12] where they're going back as to their [19:13] landlord for that type of thing with [19:15] regards to funds and reserves there's [19:17] certain money that the government will [19:20] take from me if I have too much so I [19:23] have to slot it to different slots so I [19:26] have learned a little bit as they say to [19:28] play the game [19:29] and so I can put a capital reserve for [19:32] future child care centers but I can't [19:35] use some of the money for um to keep up [19:39] what I have so I do we do have a reserve [19:42] fund that is for if we can build another [19:45] Center which St George is going to need [19:47] if St George gets a school I we've got [19:50] some funds there that we can put into [19:52] that um which is capital or new build [19:55] fund um so I do have funds for that as [19:58] we got so far [20:00] so okay I I I I would have appreciated [20:04] that [20:05] information in your information that you [20:07] give us but um and I I'll just kind of [20:10] touch on what counselor Bell said [20:11] talking about a mortgage or you get a [20:13] loan [20:15] um and and it's not a bad idea and the [20:18] reason I say that is because the payback [20:19] on a window as far as I know it's a [20:21] capital cost but as far as operating [20:23] cost I mean you you'll save the money in [20:25] utilities within five maybe four years [20:28] if bad you say so um it would be good if [20:32] again if you could get that get the [20:34] windows in and save on the operating [20:35] cost but anyways thank you for [20:38] your any other questions Council Garo [20:41] thank you Mr chair through to the [20:43] presenter U being a Heritage building [20:45] are the rest of the walls insulated do [20:47] you know what [20:49] to whether that's been done or is there [20:53] has been some done [20:55] yes any other questions [21:00] counc McAlpine will'll go back to you [21:02] when the time comes I'd like to make a [21:04] motion I think now might be the time if [21:06] there's no more questions from committee [21:08] okay so just to get the ball rolling I'd [21:11] like to suggest that we make a grant [21:13] from the county for [21:14] 25,000 and then we work with Dave Bailey [21:17] and maybe raise some funds and if we can [21:20] direct staff to bring it to Heritage [21:22] about other grants that might be [21:24] available it's a bit of a mouthful but [21:27] okay second to that motion councelor [21:30] Kyle [21:32] questions councelor Chambers then [21:34] councelor house yeah I I'm I understand [21:36] the motion I just don't like the process [21:39] it would be nice to have a little bit [21:41] more documentation on where the money's [21:43] coming from and what you going to do [21:45] with that kind of thing so uh I would [21:48] much rather refer this to either a staff [21:51] report for funding options or refer it [21:54] to the budget committee but to today [21:58] throw [21:59] money at the problem and then [22:02] uh ask David to do something with the [22:06] mayor's that to me is not the way to [22:09] solve the problem because it's still [22:12] going to leave uh [22:16] $75,000 funding shortfall at some point [22:20] where if it goes through the grant [22:21] committee and that it may be uh there [22:25] may be better options is what I'm saying [22:26] so I'm not going to support the motion [22:29] as it is if the motion fails then I [22:31] would put a motion forward to refer it [22:34] to staff for funding options uh to [22:37] resolve the [22:39] problem councelor house and councel open [22:42] uh thank you Mr chair uh to the motion I [22:44] I am supportive of this uh again I'm I'm [22:50] and I don't even know if this is an [22:51] amendment or friendly Amendment or just [22:53] uh edit that I think you meant emergency [22:57] Grant um [22:59] and the way I'm looking at this this is [23:02] $100,000 plus situation and the county [23:07] of Brandt is is not necessarily going to [23:10] be in a position ever to hand over [23:12] $100,000 but if we're able to assist in [23:18] getting things started and and the [23:20] example that the mayor provided you know [23:22] with his own house you know you do the [23:25] worst two or three first and and and and [23:28] you start start working towards it and [23:30] then work towards a capital campaign [23:32] with the mayor's help the grant Pro the [23:35] normal Grant process uh which is [23:38] available to any [23:41] nonprofit [23:42] organization um so I I I think [23:46] approaching this in a multi multitude of [23:49] ways is appropriate and I support the uh [23:52] the motion as it stands with the word [23:54] emergency in [23:56] there councelor Oakley then mayor B [23:59] uh through the chair to finance staff if [24:02] possible um what what monies do we [24:04] currently have in regards to Grants and [24:07] am I correct in that we actually no [24:08] longer have the emergency Grant um uh [24:12] tool um I believe that was something we [24:15] might have removed in the last [24:17] year yeah so we we did remove the [24:20] emergency Grant category on the basis [24:22] that if during the year Council wanted [24:24] to give money on an emergency basis we [24:26] would we would make that um happen uh we [24:30] do not have any money left in the Emer [24:32] in the grants budget for 2024 um but if [24:36] Council uh directed I mean certainly we [24:38] would come back with how where we could [24:42] pull the money from or or defer to 2025 [24:45] there there's options out there it's [24:46] just a matter of how if this [24:48] recommendation goes through um as is we [24:51] could do a Friday file report just [24:52] outlining where the money is going to [24:54] come from or if Council wants to defer [24:56] it for a report on options then you're [24:58] certainly welcome to do that too thank [25:01] you very much thanks mayor Bailey [25:04] through you Mr chair uh taking a second [25:08] sober thought here um I'm just thinking [25:11] that it's not the Optics of me raising [25:13] money for the school uh when there's a [25:15] capital campaign right now for the [25:16] library and a capital campaign that [25:18] hasn't met its goal for the wilin Center [25:21] um I'm not sure how the how that would [25:24] look especially in my own backyard so uh [25:27] I will help any any way I can but it [25:29] would have to be on a on a informal [25:31] basis and in a different way because [25:33] it's when you have two countywide [25:37] Capital campaigns under way way I [25:39] shouldn't be raising money for something [25:40] different thank [25:42] you Council Garo then councelor [25:45] Miller thank you Mr chair uh [25:48] unfortunately I can't support the [25:50] recommendation because I think that we [25:52] do have um processes in place including [25:55] our grant cycle that's going to reopen [25:57] and I'm very mindful [25:59] um that we are a large and diverse [26:00] Community with a number of Heritage [26:02] buildings and I worry about the predent [26:06] that we might set that one can come to [26:08] council and um more or less work through [26:13] a different process that is perhaps not [26:16] um Equitable to those who are watching [26:18] the timelines and everything and I do [26:19] recognize there's there's an emergency [26:21] here and my step kids actually went to [26:24] this Child Care Program for a number of [26:26] years when we were in St George so by no [26:28] means is it a commentary on the program [26:30] or the people involved but I think we do [26:32] have processes in the county that we [26:34] have to follow and um as has been the [26:37] case with a few things that have come to [26:38] me in in my w that I've referred over to [26:40] the grants um that is normally the [26:42] mechanism we have for that so while I [26:46] believe in the work that folks are doing [26:47] in the urgency of the situation I can't [26:49] support this from a process [26:51] standpoint counc Miller and councel [26:55] Bell I guess it depends on when you come [26:58] and and ask for help for the windows [26:59] because [27:01] um um depending on what your table you [27:05] get different answers because I know St [27:06] Joe's and Branford came and asked for [27:09] some help with their Windows which they [27:11] also badly needed and they were turned [27:13] down um I I what coun G say is [27:15] absolutely right we do have a process in [27:18] place all right for asking for money and [27:20] and I don't know I I I don't know how [27:24] someone can just give away [27:26] 25,000 no matter the cause [27:28] without at least a little more [27:30] information about where the money's [27:31] coming from about their finances and so [27:35] forth so there's a lot of information [27:36] even ask [27:38] Heather she says well we're not sure we [27:41] have to look into it so we're going to [27:43] move a motion staff doesn't quite know [27:46] um I don't think if we wait a week two [27:48] weeks whatever it's going to make a big [27:50] big difference I would rather do it [27:52] properly um than just halfhazard and [27:54] that motion is halfhazard [27:56] Council Bell [27:59] yeah thank you Mr CH uh I too cannot [28:01] support the motion that's presented this [28:03] is a project that has got [28:05] a 25 30 year lifetime uh and we need to [28:10] think about the better ways of of [28:13] funding it because I don't believe you [28:15] should just simply give over $994,000 [28:18] um I would rather translate it into what [28:21] does it cost me every year and then I [28:23] would say I'm one am I saving every year [28:25] by the fact I've got these new windows [28:27] in and and I think the differential cost [28:29] might be quite small and there might be [28:30] other ways of of delivering that that um [28:34] differential between what you save and [28:36] what you have to spend on an annual [28:38] basis so I I'd like to see this come [28:40] back with a staff report and and we can [28:43] consider all all aspects of it rather [28:46] than just giv e jerk [28:49] $25,000 okay councilman thank you Mr [28:52] chair [28:53] and I I would rather see this a deferred [28:56] for one cycle [28:58] so we can get the staff report back and [29:00] get some more information back on [29:02] financials and a whole lot of other [29:03] things on this and whatnot so I do [29:05] remember I think CC Chambers I the last [29:07] two they're here that when we did sell [29:09] this building to the county or to the [29:11] daycare for I think was for a dollar I [29:14] remember correctly [29:15] so I [29:18] support that they need help but I think [29:20] we need some more information so I'd [29:22] rather see it deferred for one cycle and [29:24] come back and do it properly [29:29] councelor Kyle you're the only one that [29:30] hasn't chimed in you want to jump in on [29:32] this or are you good I'm good okay can I [29:34] ask a question am I allowed to um I'll [29:39] let it go the main purpose of me here [29:42] was to get the help from Jasmine for the [29:44] Heritage it wasn't necessarily to say [29:46] that I need the money from I needed her [29:48] help to help me apply for the grants for [29:50] the Heritage so that's the main purpose [29:52] of me being here is to apply for that [29:54] piece [30:00] sorry right what right which doesn't [30:03] require Council Direction you've [30:05] got needed Council direction to do that [30:08] so [30:09] that's sorry for clarification for an [30:12] emergency Heritage Grant yeah direction [30:14] if we were to go that [30:17] way but the emergency Heritage Grant [30:19] would Circle back to us anyway right [30:23] okay final word council [30:26] McAlpine so I think the way it's going [30:29] if we defer it for one cycle for Jasmine [30:31] to come back to a report with with the [30:34] staff for [30:37] appropriate reactions to this I think [30:39] that would be [30:40] appropriate so if I made that [30:42] recommendation that we defer it then for [30:44] one ccle okay so you're you're you're [30:49] amending your first getting ready your [30:50] first motion and now you're your motion [30:52] for a deferral for one cycle to allow [30:54] staff to [30:55] understand where the money would come [30:57] from and [30:58] emergency yeah that would be [31:02] appropriate right we've already got it [31:04] approve yes we'll have to defer over [31:07] right I think we defer [31:10] it deferred for one [31:14] Cycle councelor house councelor Chambers [31:17] I thank I thank you Mr chair I think I'm [31:21] following what's going on but where I'm [31:24] I'm a little I've been on the Heritage [31:26] advisory committee for seven or eight [31:28] years [31:30] and the Heritage advisory committee [31:34] itself doesn't have any [31:37] funding right it come back to us so so [31:40] it Al I'm I'm not sure I understand what [31:44] the benefit would be of of going through [31:50] Heritage committee's blessing on making [31:53] modifications to a designated Heritage [31:56] building but I I I'm not aware of there [31:59] being a a uh a fund of [32:04] money that's any different than than the [32:08] emergency Grant conversation that we're [32:11] having right now so if staff could maybe [32:13] clarify that [32:18] please three you Mr chair um that's [32:21] correct this is not it it's all coming [32:24] from the county so there isn't a [32:26] specific fund for for herit grants [32:29] through the [32:32] committee through the chair to counselor [32:34] house for clarification because it is a [32:37] designated and listed building with a [32:39] bylaw um Heritage the Heritage committee [32:42] per our planning policy needs to make [32:45] determinations on it so that's where the [32:46] Heritage component fits within it so the [32:51] the grant stream as we are discussing um [32:56] is separate to what I would be bringing [32:58] to the Heritage committee which would be [33:00] decisions on going forward with [33:03] modifications to a designated [33:05] structure which makes sense because this [33:07] doesn't [33:10] Okay council [33:12] chambers thank you Mr uh chairman [33:15] wouldn't it make a lot of sense is to [33:17] withdraw the motion which en covers the [33:18] whole process and just move a motion uh [33:23] requesting a staff uh report on the [33:26] issue be presented at their next meeting [33:29] and then all the information all the [33:31] requests can be Consolidated into [33:33] something and then we can deal with [33:35] it but to defer the motion which we've [33:38] already heard is not going to uh work [33:43] because the mayor is unwilling to carry [33:45] out what the motion says and now let's [33:47] just withdraw the motion which either [33:50] that or defeat the motion and ask the [33:53] staff to bring a report at our next [33:55] meeting then we're not deferring [33:56] anything we're just moving forward and [33:58] getting the problem solved as fast as we [34:01] can Council [34:03] mine I'd be okay with that okay second's [34:07] good to withdraw second sorry okay [34:12] so the Motions been [34:14] withdrawed councilor [34:17] Chambers I will move that the report the [34:20] delegation uh be received and request a [34:23] report from staff to be presented on [34:25] resolving the issue at our next meeting [34:28] there Bailey seconds that so everybody [34:31] understands where we're going here [34:33] correct [34:36] questions all in [34:38] favor opposed that is [34:42] carried okay thank you I think in a [34:44] roundabout way we're going to get where [34:45] where we want to go here [34:50] so okay moving on to section five [34:53] adoption of the minutes from the [34:54] previous minute can I get a mover [34:56] Council Oakley [34:58] second councelor Kyle questions on the [35:02] minutes seeing none all in [35:05] favor opposed that is carried any [35:09] business arising from those [35:12] minutes councilor [35:14] Miller thank you Mr chair and from a [35:18] question I asked about Cleaver R Cleaver [35:20] Road Bridge um we were looking that have [35:22] been public [35:23] engagement uh this quarter um at least [35:27] and that's what I tell people told a lot [35:30] of people I haven't heard anything do we [35:31] have an update on [35:35] that Mr Walton in the back you able to [35:38] come forward [36:06] Miller which thank you which is fine [36:09] it's just I last time I was told this [36:11] quarter so that's what I tell people so [36:14] I don't care when sooner is better than [36:16] later but if it's it's first quarter [36:18] 2025 can I tell people that when they [36:20] call me and ask me which they are [36:22] calling me and asking [36:24] me okay [36:33] yeah okay thank you anything else [36:37] business arising from those [36:39] minutes okay seeing none uh moving on [36:42] consent items to be approved we've got [36:44] we got a few of them in here um so we'll [36:47] go 7.1.1 rp-0 49424 Source water [36:52] protection plan can I get a [36:55] mover councelor Coleman councelor Bell [36:58] questions councilor [37:00] Miller thank you Mr chair [37:03] um the area that branford's uh this is [37:08] applied to I I tried to find that not in [37:10] the report I went to the supplements I [37:13] think it's in the Oak Park area but I [37:14] don't yeah I suspect so but um I wonder [37:18] if the author could uh Enlighten us on [37:20] this and then one other question [37:23] Mr through you chair uh the intake [37:27] protections zone two in the county of [37:28] brand is the Oak Park area and also [37:31] along the r River here in [37:33] Paris okay um question maybe more [37:37] generally [37:38] um we have Source water protection and [37:42] and I know how we deal it with it when [37:43] it's within our own municipality when [37:45] it's in another municipality in this [37:47] case Branford for us um and they have a [37:51] a planing application and they're [37:52] putting up whatever they put up a gas [37:55] station a new industry [37:57] what's the process for us giving input [37:59] on that to make sure that it's not that [38:03] the site plan is is doing what or is [38:06] written up the way it should be written [38:07] up do we do we give input on that what's [38:10] the process for [38:11] that through you chair to councelor [38:14] Miller um so properties within the [38:16] county of Brant will be managed through [38:18] the County's development application [38:20] process um although we are supporting [38:23] the um city of branford's Source water [38:28] protection updates the policies that our [38:30] properties will be applied to are the [38:32] policies that we have for the county of [38:34] BR Source protection plan which we [38:36] approved in the September uh [38:39] anal Miller I appreciate the answer but [38:43] it wasn't the answer I was looking for [38:46] um when another municipality Branford [38:50] has a a planning application come [38:53] forward and it's in our source water [38:55] protection area what what input how do [38:59] we give input on that [39:02] process it's not in the it's it's in [39:04] another M Val but it's our water intakes [39:08] over and I could take that in a Friday [39:10] file if you don't know the answer so I [39:13] think I'm slightly um I'm not [39:16] understanding the question uh the county [39:18] of Brandt wellheads around our Municipal [39:22] Water don't extend into the city of [39:24] Branford they don't no so the city of [39:27] brantford's intake protection Zone [39:29] because it's a surface water intake [39:32] extends into the county of brand because [39:34] of the travel time for the water to get [39:37] down there so there are situations where [39:40] our land applications could have a [39:43] negative impact on the city of [39:45] branford's intake but we manage that [39:48] through our [39:50] policies so reversing that do they do [39:53] they give input then when we build in [39:56] their intake [40:03] through you chair um they endorse our [40:07] source water protection plan so um we [40:10] came to admin and Ops in September and [40:13] our changes to our source water [40:15] protection policies are out for [40:17] pre-consultation which includes other [40:19] municipalities that are affected by [40:21] those policy changes to have an [40:23] opportunity to speak to it so they have [40:26] endorsed our [40:27] changes okay I gotta leave it that thank [40:31] you any other [40:35] questions okay so it's moved and [40:37] seconded all those in [40:39] favor opposed that is carried uh 7.1.2 [40:44] which is rpt 0105 d24 uh design Supply [40:48] delivery installation construction of [40:50] the MBR system for St George can I get a [40:52] mover mayor Bailey Council [40:55] McAlpine questions on [40:58] that councelor Miller then uh councelor [41:01] Bell then councelor Miller couple [41:03] questions um this is coming in almost to [41:05] the penny 20% over the engineers [41:08] estimate um can I get a reason as to why [41:28] to the chair to councelor Miller we did [41:31] ask our uh Consultants to review in [41:33] detail and we think that the scope crept [41:36] a little bit it includes some some [41:38] different technical technical aspects of [41:40] that have to tie into the rest of the [41:42] design so they reviewed the design as it [41:45] yeah it does make sense along with the [41:47] market conditions that we know have [41:49] increased prices in the last few years [41:52] okay so Mission creep I guess um and and [41:56] okay maybe the engine Engineers report [41:57] was a little conservative um you had one [42:00] bid um now if I go online I look um this [42:05] MBR technology it is offered by I seen [42:09] at least several [42:11] dozen um vendors when you're putting [42:15] something like that it's do you treat [42:17] this just like a grass tender in other [42:19] words you put it up on the site call it [42:20] a day and whoever bids bids or do you [42:23] actively go out and seek maybe uh [42:25] vendors for this technology say hey [42:28] we're putting this bid out um are you [42:30] interested in bidding in other words are [42:32] you doing everything you can to get [42:34] vendors to bid or you just standard this [42:38] is what we do call the day through the [42:40] chair we did have some dialogue with two [42:42] different vendors who do some work in [42:44] this area uh most of the the MBR work in [42:47] Ontario does seem to be offered by [42:50] violia um but yeah we wanted to promote [42:53] and encourage uh a better competitive [42:56] market so we did have some dialog with [42:58] with another vendor who does work in [42:59] this area but unfortunately they they [43:02] didn't submit a bid and we we don't yet [43:04] know why okay good answer thank you [43:08] councel Bell yeah thank you Mr chair the [43:10] same question as Council Miller but I'm [43:13] a little disappointed we ended up with [43:15] only one uh one bidder question would [43:19] use the same technology when we expand [43:21] the Paris Water Treatment Plant we are [43:24] looking very seriously at MBR we think [43:26] it fits very well well with the the [43:28] Paris expansion it's a serious Contender [43:30] for the technology y thank you any other [43:36] questions seeing none all in [43:39] favor opposed that is [43:42] carried uh 7.1.3 rp-0 [43:46] 52-24 disposition of surplus lands can I [43:49] get a [43:50] mover house councelor [43:52] Coleman questions councelor Miller think [43:56] you chair um it doesn't say in the [43:59] report and that's why I'm asking the [44:00] question so um What Becomes of the [44:03] proceeds um do they go into the [44:06] affordable housing Reserve because this [44:07] is declared Surplus Lanes or does it go [44:10] into offsetting the cost of the road [44:17] project we're g to get that answer [44:27] through you Mr chair as per the [44:30] resolution that was passed by Council a [44:32] portion I think 25% does go into the [44:34] affordable housing reserve and then the [44:36] rest will go back to the property [44:39] Reserve okay thank you [44:41] H any other [44:45] questions seeing none I do have a quick [44:48] one for clarification can somebody [44:50] explain how County owned land becomes [44:54] Surplus um is it first of of all does it [44:57] go to potentially the the joining land [45:00] owners for first dibs on it um can land [45:03] owners request County owned land for [45:06] purchase to be [45:10] Surplus three you Mr chair um so [45:13] typically [45:14] a a parcel like this would be taken [45:17] through um the senior management team [45:20] and if there's no uh deemed purpose for [45:23] operational um or capital projects then [45:26] um a report would come forward to deem [45:28] the deem the land Surplus um I don't [45:31] know if Mr Walton has anything to add [45:33] but typically that would be our process [45:36] um again for it to go through all of [45:38] Senior Management and make sure there [45:39] are no operational operational or [45:42] Capital requirements for the [45:44] land okay if I could just uh expand on [45:47] that a little bit so the not this [45:49] particular property but what if there [45:51] was a property out there that was um [45:54] County owned um would somebody be able [45:58] to approach the county to suggest [46:00] purchase of that [46:04] property through you Mr chair um we do [46:08] occasionally it doesn't happen very [46:09] often but we can um we do get [46:12] unsolicited um request to purchase and [46:15] again that would um come through a staff [46:16] report to councel if it was an [46:18] unsolicited um request to purchase and [46:21] who might one have to contact in order [46:23] to do that unsolicited [46:27] through you Mr chair um it can go [46:29] through any number of methods typically [46:31] the staff person they've been dealing [46:32] with or they come directly to me and I [46:34] distribute staff okay thank [46:38] you [46:40] okay no other questions on that one oh [46:43] mayor Bailey through you um Mr chair to [46:47] staff would neighbors of that excess Pro [46:50] have first refusal on it would we bring [46:53] in a third person if we didn't need to [46:58] through you Mr chair um we don't have a [47:00] policy for first R ref first R refusal [47:03] um but certainly adjacent land owners [47:06] would be aware that it was being [47:08] surplused or would they just be aware [47:10] that it sold to someone [47:14] else you Mr chair it would go through a [47:16] public process so they would have the [47:18] same opportunity as anyone else um if [47:21] they would like to but we don't have a [47:22] policy for first spr of refusal on [47:25] it maybe we should [47:27] thank [47:29] you okay seeing no other questions all [47:32] those in [47:34] favor opposed that is [47:37] carried uh 7.1.4 which is rp-0 21424 [47:42] entrance bylaw repeal and replace I'm [47:45] going to move [47:47] her councelor Oakley councelor Kyle [47:51] questions councelor Miller your day um [47:56] there there's a there's a a variety of [47:57] reasons uh somebody needs a permit uh an [48:01] entranceway permit whether it's a new [48:02] permit or they're doing [48:05] changes like Paving but also included in [48:08] there is repave I was kind of surprised [48:10] at that why is repave need a [48:15] permit through the chair um some minp [48:19] polities we we've researched all of [48:21] these things and some municipalities [48:23] have it some don't why we have it and [48:26] why it works for the County of Brandt is [48:28] we are able to you've seen a lot in the [48:30] news where uh residents get ripped off [48:33] by unscrupulous ashall companies this [48:37] way we are kind of protecting our [48:39] residents by knowing what's being done [48:42] and who's in town working and then also [48:46] uh when repaving takes place uh we want [48:50] to know what's taken place because [48:51] sometimes people take it upon themselves [48:53] to start widening their driveways [48:56] without going through the application [48:57] process so it's a small fee staff do the [49:00] followup and then staff also uh are [49:03] monitoring who's in town working and [49:05] who's [49:08] not okay fair enough um is it the same [49:11] fee as if I'm putting in a brand [49:15] new uh through the uh chair no I do not [49:19] believe it is it's it's it's a much [49:20] smaller fee it's that fee for repaving [49:23] we have not uh increased it many many [49:27] years um it's a placeholder and it's [49:29] just to cover our administrative [49:32] costs and then the last question I have [49:35] I don't know if you can answer maybe um [49:38] I'm reading the reading the [49:40] bylaw and it talks about uh granny Suite [49:43] so granny Suites uh they can have their [49:46] own entrance which is fine arus I I'm [49:49] was surprised the arus are not in this [49:52] policy now I read the next report [49:53] they're in there um I'm just wondering [49:55] if arus [49:57] shouldn't be also mentioned in that that [50:00] arus cannot have their own entrance [50:03] that's just I don't know [50:06] if if the author has any thoughts on [50:10] that uh through the chair uh we did have [50:14] um discussions about that and we were [50:16] trying to make the aru kind of a [50:18] standalone policy um but uh we can take [50:21] it back for future considerations if [50:23] there's updates done in the in the [50:25] future just a thought again [50:27] because I'm looking for theu and I [50:29] didn't see it in there so but okay I'll [50:31] leave it at that thank you councel [50:34] house thank you Mr J this uh this is a [50:37] comment rather than a question is that [50:39] all right okay and not specific to Greg [50:42] actually but but more to sta in general [50:45] the this report included a copy of [50:49] Brandon Court's uh report from January [50:53] 2023 which is almost two years ago um um [50:57] about residential parking and and it [51:01] prompted me to be thinking about some of [51:02] the recent conversations that we've been [51:04] having at Council and illustrations that [51:07] councelor Bell provided about long [51:09] vehicles on short driveways and and I [51:12] was reading through this that that [51:14] report from two years ago and and I [51:16] think it references a a minimum 19 foot [51:20] driveway [51:22] recommendation and then I Pard me did a [51:25] quick Google on how long is a for def [51:28] 150 or a Dodge Ram King Cab and you know [51:32] they're they're more than 21 feet long [51:34] and and I I and the other thing [51:37] that was jumped out at me in in that [51:39] older report was it references the fact [51:43] that um there's a Bo there's at least a [51:46] fiveyear lag between policies that we [51:50] make and when they actually impact the [51:53] way houses are built in this community [51:57] and I and I I just my comment is related [52:01] to all of that I sincerely hope that we [52:05] are uh initiating some new uh new [52:10] policies and and new new ways of looking [52:12] at how long driveways and their [52:16] entrances need to be uh for future [52:20] residential dwellings in this community [52:22] just a [52:23] comment thank you for that [52:26] any other questions [52:29] comments seeing none all in [52:32] favor opposed that is [52:35] carried uh moving on to 7.1.5 rp-0 39824 [52:41] operations policy [52:43] serving additional AR arus [52:47] mover council chambers councel Coleman [52:51] questions council chambers just not a [52:54] question Mr chairman but a comment and [52:56] uh it's something that I think uh all of [53:00] our policies should give consideration [53:02] to and that's the wording in the [53:05] policy uh the policy itself seems pretty [53:08] strict uh [53:11] one uh the wording that I like is the [53:14] general manager of operations May [53:16] provide approval of additional Services [53:19] per property when adequate justification [53:21] is provided that means that not [53:25] everything fits into the same glove [53:27] there are certain circumstances that may [53:30] uh require common sense to be used when [53:32] the policy is being uh put forward and [53:36] this gives a it's a notwithstanding [53:38] clause or a loophole uh it gives the [53:41] general manager uh the authority to use [53:44] his common sense if justification uh is [53:49] uh given and it makes sense to have uh [53:53] go outside of the policy that particular [53:56] phrase [53:57] should be in all our [54:01] policies counc [54:03] Miller that a [54:05] motion [54:07] um the um the policy is saying one [54:10] hookup for waterways water fair enough [54:15] um the policy is silent when it's [54:18] private [54:19] Services should we be putting anything [54:21] in there or should we just leave well [54:23] enough alone and let him decide on a [54:26] case by case [54:31] basis oh I think [54:34] yeah Rob would like to answer [54:39] this the chair to councelor Miller the [54:43] issue of private Services would be dealt [54:44] with through the building code and any [54:46] issues they had to deal with is [54:47] approving that under the building code [54:49] so it is Municipal approval but it's [54:51] already sort of taken care [54:53] of Miller just just a follow in [54:57] I I need you to explain to me how this [54:59] quite works so um somebody on private [55:01] Services puts in an [55:03] aru um when they're looking to site [55:07] something they they have to um they have [55:10] to identify where the neighbors Wells [55:12] are and they're septic and all that [55:14] correct am I correct on [55:17] not in other words we're not just [55:18] looking at their property we got [55:20] a through the chair to um Council Miller [55:23] depends on what they're doing if if [55:25] there if there are building a new septic [55:27] system yes they do have to identify [55:29] those things and make sure they have the [55:30] side packs if they don't have to do [55:32] anything then then they wouldn't have to [55:33] do that um so it'll come up through the [55:36] the the review required on the building [55:38] code of of what's there as whether or [55:40] not they have to improve it or not and [55:42] then and then the other things will [55:43] follow as per the legislation okay so [55:46] nothing in the policy which like I say [55:47] is fine but we it if problems arise it [55:50] dealt with through the build that's what [55:51] I need to know okay thank [55:53] you anybody else [55:57] seeing none all in [55:58] favor opposed that is [56:01] carried uh moving on to 7.1.6 rpt 0492 [56:06] d24 traffic modifications G I get a [56:08] mover councelor Coleman councel Bell [56:11] questions counc beld and councel [56:14] Oakley yeah thank you Mr chair um with [56:17] respect to the second item which is [56:19] William Street at West River Street um [56:22] of course West River Street is getting [56:23] torn up at the moment but I get um about [56:26] an email a week um from residents [56:30] complaining about the that Junction and [56:34] 90% of the people that write to me say [56:35] can we make that a four-way stop because [56:38] that will slow people down on what is [56:40] becoming a bit of a Rat Run uh in town [56:45] it's been get more so when we tear up uh [56:48] Grand River Street there'll be more [56:49] traffic going that way I think we need [56:51] to be thoughtful about how we control [56:53] traffic I've said this before uh and and [56:56] I think we've made the promise to our [56:57] residents that we will put extra [57:00] controls in and this would be one of the [57:01] extra controls so rather than just [57:03] having a another East West uh stop sign [57:07] I'd put in north south north south stop [57:09] signs as well and I'd be prepared to [57:11] make a motion to that effect come the [57:19] time other questions to that oh sorry [57:22] counc Oley [57:23] yes um through you to Greg um in regards [57:27] to the first item am I understanding [57:29] correctly that this was essentially turn [57:31] that into an Allway stop there in that [57:36] intersection yes to the chair sorry uh [57:38] you're talking about the Joseph Brandt [57:40] yes yes that that's correct that's uh um [57:44] was brought to our attention and um it's [57:48] not a non-typical intersection as you [57:50] can see by the diagram it almost looked [57:52] like a connecting lane or link and for [57:55] many years it did not have a uh stop [57:58] control there so um it was deficient so [58:01] that's that's completing the [58:02] intersection there it will be new but we [58:05] uh we'll we'll post it so everyone's [58:07] aware perfect thank you very [58:10] much other questions to that Circle back [58:13] to council Bell so uh Mr chair I would [58:16] like to make a amendment to this [58:18] recommendation that we make the William [58:20] Street at West River Street Council Bell [58:22] sorry I'm going to interrupt you for one [58:23] second this is just for option for [58:25] number two right number two okay can I [58:27] what I'm going to do then is can we pull [58:29] are you in favor to pull number two [58:31] we'll get rid of the rest and we'll [58:32] Circle back to it yep okay so we're [58:34] going to pull number two which is [58:36] William Street and West River Street so [58:37] we're just going to right now uh vote on [58:40] the approval of number one and number [58:42] three which is Joseph Branch Street and [58:44] wh Swan Road okay everybody's clear on [58:46] that okay so all in favor of one and [58:50] three opposed okay one and three are [58:53] carried councelor Bell back to you for [58:54] number two yeah thank you so I would [58:56] like to make Amendment to the [58:59] recommendation has presented rather than [59:01] being a two-way stop I think I would [59:04] prefer to see it as a four-way stop in [59:07] response to the many requests from [59:09] residents and in the light and in [59:12] anticipation of the work we're going to [59:14] do on Grand River Street South uh which [59:18] will lead to much more traffic on this [59:20] road and the need for more traffic [59:22] control I look for somebody to Second [59:25] mayor Bailey is your second [59:26] thank you questions on that councelor [59:28] house then councel Chambers and councel [59:30] Oakley uh thanks Mr chair through you I [59:33] guess a couple of questions one to [59:34] councilor Bell one to Greg uh I'm I'm [59:38] wondering whether this is intended as a [59:41] temporary measure during The Big Dig or [59:43] whether it's it's forever and then I'm [59:46] also interested in Greg's [59:48] opinion um and I'm and I'm very [59:51] respectful of of the fact that it will [59:54] be uh that it has been been a a rat run [59:57] and I love it when you say that um but [1:00:00] the the [1:00:02] uh there that means there'll there'll [1:00:07] be multiple stop signs on West River [1:00:11] Street from its Southmost Point down by [1:00:15] Lions Park all the way up to the old [1:00:18] penman's building and I'm I'm just [1:00:20] wondering Greg's opinion from his [1:00:24] expertise on on that many stop signs in [1:00:28] that space thanks [1:00:32] Greg yes through the chair um we can [1:00:36] definitely carry out whatever Council uh [1:00:38] wishes I'd like to see that right off [1:00:41] the Hop uh we have looked at this [1:00:42] intersection many times and looked at [1:00:44] the warrants the warrants aren't there [1:00:47] um because you're looking at [1:00:48] intersecting traffic flows uh stop signs [1:00:51] do not work as traffic calming um we'll [1:00:55] put in a stop sign there and then the [1:00:57] same residents are going to call us and [1:00:58] tell us that people aren't stopping at [1:01:00] the stop sign because there's not enough [1:01:02] traffic queuing on those side roads to [1:01:05] indicate for people to stop busy [1:01:08] intersections require four-way stops and [1:01:11] the indicator to stop is because as you [1:01:13] approach it you see cars there when you [1:01:15] start seeing intersections where [1:01:17] typically you're using every day and you [1:01:19] don't see a lot of traffic there people [1:01:21] don't stop I think the county um we've [1:01:25] we've depleted the brand safe Street's [1:01:27] budget year after year since it's been [1:01:29] provided by Council I think um in this [1:01:32] scenario that we we uh Implement more [1:01:35] traffic calming in the area if if it's [1:01:37] traffic calming that uh is the desired [1:01:40] effect which I I believe it is but um [1:01:43] that's my only concern about putting in [1:01:45] stop signs where they're not warranted [1:01:47] they lead to other [1:01:51] issues council [1:01:53] chambers just uh know disagree maybe [1:01:57] that four-way stop would be good but I'm [1:01:59] not the expert and we have invested a [1:02:02] lot of money in Branch Safe Streets that [1:02:04] look at these intersections and look at [1:02:06] every intersection and uh use uh science [1:02:11] if you want rather than [1:02:13] political uh um Direction so I'm not [1:02:17] going to support the recommendation I'm [1:02:18] going to I'm not going to support the [1:02:21] resolution I am going to support the [1:02:23] brand safe Street's recommendation [1:02:26] uh I have been asked many many times for [1:02:29] four-way stops in the village of [1:02:31] Scotland berford and everywhere else for [1:02:34] that matter and I've always relied on [1:02:36] the experts to tell me whether they're [1:02:37] warranted or not and in this case we've [1:02:41] just heard that a forway stop is not [1:02:43] warranted so if it is not warranted then [1:02:46] I'm not going to support [1:02:48] it councel O then councelor Bell um [1:02:52] through you Mr chair um councelor house [1:02:54] and counc Lely said what I wanted to say [1:02:57] but I'll just also add on there that um [1:03:00] you know I think the bran Safe Streets [1:03:02] is is the way to take this and I think [1:03:04] if we're constantly running out of our [1:03:05] budget each year and one of the things I [1:03:06] hear constantly about that program is um [1:03:09] that people want to see more out of it [1:03:10] perhaps that means that budget or that [1:03:12] program needs a bit more budget to it [1:03:15] so counc Bill yeah uh thank you I have [1:03:18] two comments um one is that may not be [1:03:23] warranted today but the minute we start [1:03:26] diverting traffic off West River off [1:03:28] Grand River Street we're going to change [1:03:31] the traffic volumes considerably so you [1:03:35] recognizing exactly what council of [1:03:37] chamber says I'd appreciate that if we [1:03:39] could run the calculations on the basis [1:03:41] that traffic that normally goes through [1:03:43] Grand River Street is going through West [1:03:45] River Street and see whether it's still [1:03:46] warranted or not but even beyond that I [1:03:49] think we've made a commitment to our [1:03:52] residents of West River Street that we [1:03:54] will control that traffic [1:03:56] During the period at least when we're [1:03:58] digging up the road and I think what H [1:04:00] what will happen is that people will [1:04:02] actually become quite comfortable with [1:04:04] that by bypass and it becomes actually [1:04:08] not the the bypass but it becomes the [1:04:11] road so second second point the we just [1:04:15] three minutes ago approved a junction of [1:04:20] Joseph Brown Street M Holland Street I [1:04:23] cannot believe because I walk that way [1:04:25] every day [1:04:26] that that would warrant and always stop [1:04:29] and across there would not I I I'm [1:04:32] completely lost in terms of the [1:04:36] justification through the chair I can uh [1:04:39] I can explain that so if you look at the [1:04:41] diagram there's only one stop sign at [1:04:44] that location so everyone has free [1:04:46] movement there there's not there's not a [1:04:49] control so people can legally turn into [1:04:52] someone's [1:04:53] path where the others section you have a [1:04:56] two-way stop the One Stop was missing so [1:05:00] that's why we're putting it in there [1:05:01] it's a cleanup it's the same scenario so [1:05:04] you now have the intersecting roads you [1:05:06] have a stop on both sides and you have [1:05:08] free flow here you only have one one [1:05:11] stop sign and there's three entrances to [1:05:14] this intersection so that's that's the [1:05:17] issue there's stop controls [1:05:19] missing it defies Common Sense Greg [1:05:22] sorry I Walk This Road almost every day [1:05:26] I see virtually no traffic Lucas lives [1:05:28] on the corner he probably can testify to [1:05:30] the volumes of traffic contrast that [1:05:33] with West River Street there's a just a [1:05:35] two three orders of magnitude difference [1:05:38] and if you look at West River Street now [1:05:41] people come down [1:05:42] from the the railway line and they're [1:05:45] actually coming down a hill at that [1:05:46] point so there's a double issue there [1:05:49] people are actually speeding up as you [1:05:51] go down that hill so I I accept that it [1:05:54] may not be technically warranted but [1:05:56] Common Sense should Prevail in this case [1:05:59] and I I will keep my motion on the [1:06:03] floor any other [1:06:08] questions Okay so we've got a motion on [1:06:10] the floor seconded to make that a [1:06:13] four-way stop at West River and William [1:06:17] no more further questions all in favor [1:06:19] of the motion [1:06:30] opposed guess that's [1:06:33] a motion is carried six to [1:06:39] five councilor [1:06:42] Chambers would it be in order for me to [1:06:44] uh move that a four-way stop be placed [1:06:48] at intersection in Scotland which has [1:06:50] been requested many times but turned [1:06:52] down because it has not been warranted [1:06:54] would you entertain a at this time to do [1:06:57] that there's also a situation in bford [1:07:00] that has not been warranted but has been [1:07:02] requested by me many times for it to be [1:07:04] a four-way stop my point is are we now [1:07:07] going to uh move into the realm of [1:07:11] wherever what is brought to us we ignore [1:07:14] Safe Streets that we've invested all [1:07:16] kinds of money in and uh rely on Experts [1:07:19] to inform us uh now we're going to go [1:07:23] with what we think we call Common Sense [1:07:26] be prepared for a few motions to come [1:07:28] forward at our next meeting for four-way [1:07:30] stops in various situations throughout [1:07:31] the [1:07:32] county I I think I appreciate what [1:07:35] you're saying councilor Chambers but I [1:07:36] think also with this one here there's [1:07:37] the addition of the fact that we did say [1:07:40] when Grand River Street is closed all [1:07:42] the traffic is going to reroute that way [1:07:44] and I think this is a preemptive [1:07:45] medicine for that and uh if you want to [1:07:48] bring your motions you're totally free [1:07:50] to bring your motions so by understand [1:07:52] this is a temporary four-way stop while [1:07:54] the Dig is being done no so it's a [1:07:57] permanent forway [1:08:00] stop okay moving on uh [1:08:04] 7.1.7 uh rpt 0521 d24 2025 fees and [1:08:09] charges can I get a [1:08:12] move councilor McAlpine councelor Kyle [1:08:17] questions councelor Miller the fees [1:08:20] themselves um a lot of them are cost [1:08:24] recovery some we try and U promote or [1:08:28] discourage a certain [1:08:30] Behavior other times we're looking at [1:08:32] and we take into consideration what [1:08:34] other municipalities are charging [1:08:37] especially around facilities um when [1:08:40] we're trying to promote an [1:08:42] activity um one of the things I think [1:08:44] about is uh maybe [1:08:47] recycling was there any thoughts given [1:08:49] to not raising the blue box [1:08:54] price who can comment on [1:09:11] that Andrew yep through you chair um [1:09:14] with the blue box transition and the [1:09:16] changes to the regulations the support [1:09:19] and distribution of blue boxes is going [1:09:22] to be done through the province in SEO [1:09:25] um [1:09:25] I understand what you're saying and we [1:09:27] can take that back uh the idea is um [1:09:30] over the short term to continue making [1:09:32] it easy for residents to move through [1:09:34] the transition um and figuring out how [1:09:37] best to do that moving forward counc [1:09:40] Miller that follow up with Andrew and [1:09:42] then one more question um just uh so so [1:09:44] so along those lines um did uh I could [1:09:47] have asked the same thing about [1:09:48] composters um again raise the fees we're [1:09:52] trying to save that landfill as best we [1:09:54] can um did you have input Andre into [1:09:57] those fees and and like you say did you [1:10:00] look at them think well are they the [1:10:03] best idea y through you chair we were uh [1:10:06] it's not a money making on these it's [1:10:07] just Cost recovery so I mean again we [1:10:10] could look at lowering those fees to [1:10:12] encourage it um to encourage the use um [1:10:15] then we would have to find a way to [1:10:17] subsidize yeah it would be part of a [1:10:19] larger strategy but like I said I don't [1:10:21] I just it just I was looking [1:10:24] at it says in the report you try and [1:10:26] encourage certain behavior and [1:10:28] discourage others so and then the second [1:10:30] question um again cost [1:10:32] recovery and I I'll just pull one out um [1:10:37] I was asked about it specifically and [1:10:38] that say uh for a liquor license permit [1:10:42] uh we're going from 142 plus [1:10:45] 149 something like that an agency letter [1:10:47] for liquor license what would that [1:10:50] entail as far staff time that it needs [1:10:52] to be charged [1:10:53] $149 is St able to answer that very [1:10:56] specific question or not [1:11:01] today and there's about 50 others I [1:11:04] could pull out and say what how much [1:11:05] staff time does it take to do that so [1:11:09] I'm sorry are we talking the liquor [1:11:11] license yeah uh page 152 of our report [1:11:14] so it's it's not just the letter it's [1:11:16] the letter plus uh building and fire [1:11:19] both do a an inspection so it's two [1:11:22] inspections plus the municipal letter um [1:11:25] that go into that [1:11:26] fee okay so I suspect they don't go out [1:11:30] to the same building time after time if [1:11:33] it's a same facility asking for the [1:11:35] license it's only when they're doing a [1:11:37] permanent license so like um like [1:11:39] temporary licenses temporary Le license [1:11:41] or like one-time event licenses don't [1:11:44] have that fee it's just when they need [1:11:46] an actual letter from municipality that [1:11:48] says fire signed off um the Count's okay [1:11:52] with it and and building that's when we [1:11:54] we charge that and it's mostly the [1:11:56] inspection fees okay thank [1:12:00] you any other questions on that [1:12:04] report seeing none all in [1:12:08] favor opposed that is [1:12:11] carried uh 7.1.0 rpt 0345 d24 contract [1:12:17] extension for water and wastewater [1:12:18] Billing Services can I get a mover mayor [1:12:20] Bailey [1:12:22] seconder councelor Kyle questions [1:12:29] seeing none all in [1:12:31] favor opposed that is [1:12:36] carried uh final one [1:12:38] rp-50 3-24 the 2025 Paramedic Services [1:12:42] budget can I get a mover councelor [1:12:45] Coleman councel Oakley questions Council [1:12:49] B yeah thank you Mr chair first of all a [1:12:52] comment um we're seeing [1:12:56] 18.6% change in in the budget from last [1:13:00] year a lot of that's driven by [1:13:03] additional ambulance and I noticed in [1:13:06] the capital forecast every couple of [1:13:09] years we're going to add an ambulance [1:13:11] but it's not just adding an ambulance [1:13:13] it's adding the crew that goes with the [1:13:15] amb ambulance so can we anticipate that [1:13:18] we will see [1:13:20] significant uh percentage increases in [1:13:22] in budget every second year from now on [1:13:26] um it's it's not necessarily when you [1:13:28] replace an ambulance you add staff as [1:13:30] well is there's an additional ambulance [1:13:32] coming on board then then then these are [1:13:35] additional these are additional every [1:13:36] two years is's an additional ambulance [1:13:39] coming there's Replacements and there's [1:13:41] additionals these are additionals okay [1:13:47] Cindy uh through the [1:13:50] chair um so the I guess the ambulance [1:13:54] strategic action plan that was done back [1:13:56] in 2016 did [1:13:58] recommend based on forecasting of um [1:14:02] call projections that a 12-hour [1:14:05] ambulance be placed on every two years [1:14:08] um so that is what is Cap uh a new study [1:14:14] um because that study has sort of now [1:14:18] expired and um conditions have changed [1:14:21] um so whatever comes back from that will [1:14:25] probably adjust the future Capital [1:14:28] forecast and um what our sort of [1:14:32] capacity and resource requirements will [1:14:34] be for the next five to 10 [1:14:37] years thank you but to be clear Cindy [1:14:40] when we get a new [1:14:41] ambulance what's the what is the crew [1:14:44] implication of that how many people do [1:14:46] we need additionally to crew another [1:14:50] ambulance uh through the chair so for [1:14:53] for 2025 with the 12 hour our ambulance [1:14:56] um that's a a staff of four [1:14:58] ft sorry I I missed that four full-time [1:15:01] equivalent sta four full-time for 12 [1:15:03] hour yeah so every two years we going to [1:15:05] be adding effectively four full-time [1:15:07] equivalents and there'll be a trigger [1:15:09] point where we add another supervisory [1:15:12] level so my my point is we can expect [1:15:16] fairly sign fairly significant [1:15:18] percentage increases on budget every [1:15:20] second year just because of adding an [1:15:23] ambulance [1:15:27] just just an observation I'm I'm not [1:15:29] doubting I don't think it's a bad thing [1:15:31] but I will make the point that um [1:15:35] Paramedic Services is very responsive to [1:15:39] population [1:15:40] growth and what I'm seeing in the health [1:15:43] unit is that they're not and they should [1:15:46] be and there are other areas that should [1:15:49] be sensitive to population growth even [1:15:52] our own stuffing of of the county staff [1:15:56] has to be in many respects sensitive to [1:15:59] the growth in population so it's just a [1:16:02] a warning a notice to us all that as we [1:16:06] grow then we must expect our budgets to [1:16:09] grow as well and sometimes they going to [1:16:11] grow in excess of the increased Revenue [1:16:14] we get from that increased population [1:16:16] and this will be one of those examples [1:16:19] thank [1:16:21] you councilor Miller just um councilor [1:16:25] Bell's uh query it's a good query [1:16:29] um we we we know currently The Paramedic [1:16:33] Services are over subscribed they're [1:16:35] over 100% usage um when we add this [1:16:38] ambulance this half ambulance um we're [1:16:42] still going to be over 100% so the the [1:16:46] addition of the ambulances I don't see [1:16:48] that going away for the next foreseeable [1:16:50] future now one of the big drivers of [1:16:52] that is Hospital weight times I think we [1:16:55] all know that we've discussed it um it [1:16:57] was at one point the average was 1 hour [1:17:00] and 6 minutes earlier this year um it's [1:17:02] the our last report was down to 53 [1:17:04] minutes if we could ever get a handle on [1:17:07] that where they just come in and drop [1:17:09] them off we would see our uh our needs [1:17:12] for amulance drop substantially but it's [1:17:14] it's an issue we've been fighting we've [1:17:15] had meetings at various Municipal [1:17:18] conferences so around this table we're [1:17:20] not going to solve it we'll work at it [1:17:22] we'll chip away at it we'll do it with [1:17:23] other municipalities but unless and [1:17:25] until that that is drastically affected [1:17:27] yeah that trajectory for more [1:17:29] ambulance is not going [1:17:32] away council chambers just a comment uh [1:17:35] Mr chairman I find it a little bit [1:17:37] unusual that The Paramedic Services [1:17:40] budget which is in excess of almost $30 [1:17:43] million is placed on our agenda as a [1:17:46] consent [1:17:47] item I think in the future items such as [1:17:52] this should be items where we can [1:17:54] discuss it rather than a consent item [1:17:57] which we're supposed to just uh if we [1:18:00] have questions ahead of time ask them [1:18:02] but otherwise we uh accept them [1:18:05] similarily truly noted any other [1:18:09] questions on that [1:18:11] report all in [1:18:14] favor opposed that is [1:18:18] carried okay uh moving on to section 7.2 [1:18:21] consent items to be received does [1:18:23] anybody want any of those polls [1:18:26] councelor [1:18:27] Miller well I wouldn't mind 7.2.1 [1:18:33] pulled [1:18:36] 7.2.3 okay so that's the annual billing [1:18:40] statement and the age friendly community [1:18:44] plan and councelor Bell yours was [1:18:46] 7.2.1 anybody else want any [1:18:49] pulled okay so we're going to vote on [1:18:51] 7.2.2 and 2.4 all those in [1:18:56] favor [1:18:57] opposed those are carried 7.2.1 [1:19:00] councelor [1:19:01] Miller okay just a quick question um [1:19:04] it's a little bit opaque that report um [1:19:08] I know we spent almost $6 million in [1:19:11] 2023 it looks like 2025 is going to be [1:19:14] $7 million that's a million dollar [1:19:16] increase from two years ago okay I just [1:19:19] wonder what did we spend in [1:19:21] 2024 I just want that percentage and I [1:19:24] never seen it this [1:19:27] report anybody have [1:19:36] that anybody able to get us [1:19:40] that it must be [1:19:44] opaque I think we're just looking for it [1:19:46] right now stand [1:19:48] by I think Finance is just looking for [1:19:51] that we don't have like is they [1:19:52] reconcile at the end of the year so we [1:19:55] can certainly find what they had [1:19:56] budgeted for this time for 2024 it's [1:19:59] just we won't have the final what we [1:20:01] actually spent in [1:20:11] 2024 uh through you Mr chair uh for 2024 [1:20:17] we budgeted um five 5, 834000 [1:20:26] okay so just to be clear then we [1:20:27] budgeted Less in 2024 than what the [1:20:31] reconciled statement was for 20123 well [1:20:34] that through Mr chair through the chair [1:20:36] the 2023 reconciliation just came in [1:20:40] right as part of this as part of the [1:20:43] 2025 amount that they're a full year [1:20:46] behind in the [1:20:48] reconciliations okay so that's in [1:20:50] percentage terms [1:20:52] that's that's quite large then [1:20:56] yes um [1:20:58] do what do are we going to investigate [1:21:02] this in more detail or do we just what [1:21:05] are we doing are we just receiving it [1:21:06] and [1:21:09] taking is there options later on to [1:21:11] through the budget process to I guess [1:21:14] deal with that okay counc Bell yeah I [1:21:18] think Council Mill's got all my [1:21:19] observations there thank you [1:21:22] okay nothing else on [1:21:26] 7.2.1 all in favor [1:21:30] 7.2.1 opposed that one's carried uh [1:21:34] 7.2.3 councelor Miller um as far as the [1:21:37] update goes I appreciate that sar's work [1:21:40] on that just a quick question um does [1:21:43] this this can be modified changed over [1:21:46] time this plan like all plans I think [1:21:50] it's a [1:21:53] docum and there's AAS I'm [1:21:55] asking through the chair yeah this plan [1:21:58] will be will be modified as we move [1:22:01] forward oh um and the reason I'm asking [1:22:04] is is I'm going through it and that's [1:22:07] it's interesting because Greg demir's [1:22:08] actually talked about it uh [1:22:10] scammers if you look talk about seniors [1:22:13] one of the biggest things that they face [1:22:15] is scammers and people Target the [1:22:16] seniors whether it's it's a phone call [1:22:18] saying I'm your grandson you know I've [1:22:20] been put in jail um which makes it [1:22:22] harder for [1:22:25] real grandchildren that earn jail to get [1:22:27] help [1:22:29] um but and then there's a there's a scam [1:22:32] in Toronto going around they talk about [1:22:34] it they're show up we're going to do [1:22:35] your roof and they show pictures of the [1:22:37] roof it's not even their roof so anyways [1:22:39] their targets of scamers the only real [1:22:42] thing we've looked at is uh maybe [1:22:44] through the elder abuse committee um [1:22:46] that's the closest thing they they talk [1:22:48] about scamming but it's a very very [1:22:50] small part of that with the elder abuse [1:22:52] committee the elder abuse committee [1:22:53] deals mainly with um people that they [1:22:56] know on an ongoing basis whether it's a [1:22:58] relative whether it's a caregiver so [1:23:00] forth so um and if you go to Norfolk uh [1:23:03] they in their um age friendly document [1:23:07] that they they do put quite a bit of [1:23:09] emphasis on on scamming and how to [1:23:11] protect seniors and I'm just I'm going [1:23:13] to ask is there anything we could do to [1:23:14] maybe to um to help them out [1:23:28] on uh through the chair actually yeah we [1:23:30] work with um that that group very [1:23:33] closely and we have actually offered [1:23:35] workshops in the past as they come up um [1:23:38] through the gr River Council of Aging [1:23:40] they often do those types of workshops [1:23:43] and workshop series um so it's just [1:23:46] basically as requested and we're happy [1:23:49] to to um communicate back to them and [1:23:53] maybe we can work on on bringing that [1:23:55] forward [1:23:56] again again I I just I think it's a very [1:23:59] important issue it really is whether [1:24:01] it's that somebody calling from say [1:24:03] they're from CRA or you've lost your [1:24:05] credit card so it's happening so okay [1:24:07] thank you okay all right uh so we're [1:24:10] going to vote on 7.1.3 all in [1:24:14] favor opposed that is carried we are [1:24:17] going to take a two-minute recess [1:24:23] here [1:24:53] e e [1:28:13] okay uh thank you uh appreciate that [1:28:16] short break uh we are moving on to staff [1:28:17] reports uh staff report 8.1 rpt 0483 d24 [1:28:22] councelor garau has a conflict with that [1:28:24] she has removed herself can I get a m to [1:28:27] get that on the floor councelor Coleman [1:28:29] councelor Oakley questions on that [1:28:35] report counc [1:28:39] Coman this just surprises the H of me [1:28:42] that nobody got any questions on this on [1:28:46] a replacement of 18 vehicles I had [1:28:48] questions yesterday I did phone Greg he [1:28:51] give me the answers but I cannot believe [1:28:53] that 11 or 10 of us sitting here around [1:28:55] this horse right now has no [1:28:58] questions councelor Bell you got have a [1:29:00] question I have a question just to help [1:29:02] just help Brian out no I I was surprised [1:29:05] by the scale but my question is did we [1:29:08] include this in our CAPIC forecast last [1:29:11] year for 2025 or is this something that [1:29:14] has come out of the the woodwork during [1:29:17] the course of this year uh through the [1:29:19] chair I'd like to start out by answering [1:29:22] that by thanking the finance [1:29:24] uh we've been working on this for 10 [1:29:27] years and we actually have a 10-year [1:29:29] plan so these were already forecasted [1:29:31] some of these vehicles um were actually [1:29:34] forecasted last year to be replaced but [1:29:36] we pushed off replacement at that time [1:29:38] due to the budgetary concerns so now [1:29:41] we're playing a little bit of catchup [1:29:43] but uh something uh when I joined the [1:29:45] county many years ago I was working with [1:29:48] all the Heathers and the vanessas over [1:29:50] in finance and we started talking about [1:29:53] a 10 10 10 year plan and we and we built [1:29:55] a 10year plan so the reason why I'm [1:29:58] bringing the report forward today is um [1:30:01] this would normally go through the [1:30:02] budgetary process and because that's [1:30:04] going to be later in the season I don't [1:30:06] want to lose the opportunity to place [1:30:08] the uh vehicle orders because when you [1:30:11] want a vehicle in 2025 you have to place [1:30:13] the order in 2024 so um we're finally [1:30:16] caught up with our [1:30:18] vehicles um we have uh we've been [1:30:21] stretching these vehicles and [1:30:22] repurposing as as much as we can um but [1:30:26] just for um committees so you're aware [1:30:30] some of these vehicles date back all the [1:30:32] way to [1:30:33] 2006 uh some of these vehicles have in [1:30:36] excess of 400,000 kilometers on them and [1:30:39] some of these vehicles are very [1:30:41] essential to our service where we can't [1:30:43] have them break down and they're [1:30:45] starting to show um signs of wear so [1:30:47] we've done our best to um stretch them [1:30:51] there's a couple more that we've pushed [1:30:53] off I know this is a big ask but these [1:30:56] are essential and we've um talked a lot [1:30:59] with all the Departments so that uh we [1:31:02] could we verified that these are needs [1:31:05] so if I Mr just to be clear and maybe [1:31:07] it's a question Heather can answer uh [1:31:10] what did we include in the forecast last [1:31:13] year for [1:31:14] 2025 for this this line item and how how [1:31:18] much different is it [1:31:24] we're going to get [1:31:41] that uh through the chair to councelor [1:31:43] Bell um it is uh a little bit different [1:31:47] than last year's uh forecast uh because [1:31:51] we had moved some um [1:31:54] items from 2024 to [1:31:57] 2025 um now also the on this report it [1:32:02] includes uh an ice resurfacer which was [1:32:06] not on the fleet list last year if [1:32:08] you're just looking at the fleet list [1:32:10] but it was in the community services [1:32:11] list last [1:32:13] year um and again every year we do look [1:32:17] at the 10e forecast and we make further [1:32:19] adjustments to known pricing increases [1:32:23] um so any know pricing increases would [1:32:25] have changed um based on what last [1:32:28] year's forecast had been uh for these [1:32:32] pieces of [1:32:33] equipment um so the exact dollar amount [1:32:38] may not have been in last year's plan [1:32:42] just due to those changes in the pricing [1:32:46] increases um now also a few of the a few [1:32:49] of the pieces of equipment on the list [1:32:53] um [1:32:54] one specifically does have some funding [1:32:56] from development charges uh based on the [1:32:59] requirement of it being growth related [1:33:03] um so uh they're not all coming from the [1:33:08] same funding source hopefully hopefully [1:33:11] that answered your question so I'm just [1:33:13] looking for a you know it's a million [1:33:15] dollars more or it's $500,000 more [1:33:17] because I guess we when we start our [1:33:19] budget process we'll start from what we [1:33:20] spent in 2024 and we had an estimate for [1:33:24] 2025 which will now be different and [1:33:26] will reflect you an increase in the [1:33:28] starting point for [1:33:31] 2025 Sor I'm just going to see if I can [1:33:34] very quickly open what the capital [1:33:35] forecast was for last [1:33:39] year uh for Fleet [1:33:42] specifically now again because the icer [1:33:44] surfacer wasn't in the fleet section my [1:33:47] total might be a little bit different [1:33:54] so the grand total that we had in the [1:33:58] fleet [1:33:59] forecast uh presented last year was 3, [1:34:04] 302,000 so then if you add the ice [1:34:06] resurfacer into that it was pretty close [1:34:10] yep good Enzo thank you yeah councilor [1:34:14] Miller yeah thank you Mr chair um got a [1:34:18] lot of supplemental information from the [1:34:20] questions councelor Coleman asked [1:34:21] yesterday but just um I understand why [1:34:25] you're bringing this forward today for a [1:34:27] large friend end loader or a nice [1:34:30] resurfacer my question is um why the [1:34:32] pickup trucks why the SUV [1:34:35] hybrid [1:34:37] great through the chair because it's [1:34:39] time for replacement and as I said uh [1:34:42] some of those Vehicles like one of those [1:34:43] is a 2006 we can't use it anymore and if [1:34:46] we want the vehicles replaced in 2025 um [1:34:49] we need to place the orders um when [1:34:52] municipalities Buy uh Vehicles there's [1:34:55] an ordering window it's called and the [1:34:57] the vehicles are placed in that ordering [1:34:59] queue if we don't get into that queue [1:35:01] then we don't get our vehicles and [1:35:03] that's one of the things that a lot of [1:35:05] municipalities are struggling with okay [1:35:08] um it must be different than for an [1:35:10] individual because I could go in [1:35:12] tomorrow and buy a pickup truck right uh [1:35:15] through the chair that is correct but [1:35:17] you'll pay 20 30,000 $440,000 sometimes [1:35:21] more than what a municipality will pay [1:35:23] for a truck because when they do a run [1:35:26] of vehicles they'll run like Municipal [1:35:29] orders all at the same time okay yeah [1:35:31] and I did not know that until okay thank [1:35:33] you that's good good [1:35:35] information council chambers I'm trying [1:35:38] to think of a question just to uh mify C [1:35:42] so my question is if it if [1:35:44] municipalities get trucks 20 or $30,000 [1:35:46] less than what I can is there any way [1:35:49] that I [1:35:51] can because I've got a 2 three Dodge Ram [1:35:54] that isn't worth anything and it's [1:35:55] falling apart through the chair when I [1:35:58] can figure that out for myself I will [1:36:00] share that for you and I hope that [1:36:02] satisfies the councelor Coleman for the [1:36:04] for the question mayor Bailey uh I want [1:36:07] to ask a question too because I feel [1:36:09] like I should have paying more attention [1:36:10] but since it's not really my business to [1:36:12] know whether they're Fords or chevs I [1:36:14] was just wondering whether the ice [1:36:16] resurfacer was is zambron or something [1:36:20] else uh through the chair um no I uh [1:36:24] it's not because through the purchasing [1:36:26] policy we have to um go out for an ice [1:36:30] resurfacer and as Amon is actually a [1:36:32] trademark or name of a particular [1:36:35] unit a local a local name that supports [1:36:39] the community in big [1:36:40] ways okay that's fine thank [1:36:44] you any other [1:36:47] questions okay um just I have one [1:36:51] question here so these are all [1:36:52] replacements [1:36:54] what do we do with the other ones do we [1:36:55] sell [1:36:57] them might be looking for a front-end [1:37:03] loader so um through the chair so [1:37:06] depending on what what we're replacing [1:37:08] here when the tenders goes out um like [1:37:10] the front end loader what we would do is [1:37:12] put that out and then ask for a tradein [1:37:15] give us some tradein values on the [1:37:18] pickup trucks we send those to auction [1:37:20] so that um the community if they they [1:37:23] wish to purchase something um they have [1:37:26] the same opportunity as anyone else okay [1:37:28] no it's interesting because that's the [1:37:29] ones I was talking with the front end [1:37:30] loaders and stuff like that the bigger [1:37:31] item so it's good to know that it's a [1:37:33] trade in okay and there's a truck there [1:37:35] for councelor Chambers [1:37:37] perfect any other [1:37:40] questions seeing none are you satisfied [1:37:43] councelor Coleman excellent all those in [1:37:47] favor opposed that is carried okay [1:37:51] councelor garno is going to rejoin us [1:37:52] here [1:37:55] and we will move on to 8.2 which is rpt [1:37:58] 0482 d24 Staffing for automated speed [1:38:02] enforcements can I get a mover councelor [1:38:05] Oakley councelor [1:38:07] Kyle [1:38:12] questions councilor [1:38:16] Chambers um if if I understand this [1:38:19] correctly I've read the report I'm [1:38:20] trying to remember back when we first [1:38:22] talked about this was this factored in [1:38:24] that we need two additional employees [1:38:27] for One camera and if we have another [1:38:30] camera that's two more [1:38:33] and I'm just I'm I'm kind of blown away [1:38:37] by this to tell you the truth U and is [1:38:41] there cost recovery to recover this uh [1:38:45] and my other question would be uh why [1:38:48] can't this wait to be a [1:38:51] a a budget issue or is it uh does it [1:38:57] render the speed camera inoperable if we [1:39:00] don't have the people to do [1:39:03] this up through the chair to councelor [1:39:06] chers so there there is a a basic [1:39:09] formula that we are using based on the [1:39:10] experience from other municipalities um [1:39:13] if you recall in the previous report [1:39:14] from September we had high compliance [1:39:16] and low compliance rates um what we're [1:39:18] doing with this exercise here is we [1:39:20] believe that it's going to be um we're [1:39:22] still going to have a Surplus with the [1:39:24] first [1:39:26] camera um and then we're going to hire [1:39:28] accordingly um as we we require [1:39:31] additional staff uh so we're going to [1:39:33] monitor the numbers we do have some [1:39:35] numbers for the second and third camera [1:39:37] I can tell you one of the locations the [1:39:39] the data is very very high um so likely [1:39:43] when we we come into the second camera [1:39:45] we're probably going to ask for [1:39:46] additional staff these two staff here to [1:39:49] launch the program I think initially [1:39:51] we're going to uh recruit for a [1:39:53] screening officer uh my understanding is [1:39:56] that the onset of this program when you [1:39:58] when you launch it you may get a lot of [1:40:00] screenings um we're doing some work uh [1:40:02] some policy work in the background where [1:40:04] we're trying to alleviate some of these [1:40:06] screenings but anecdotally uh the [1:40:08] experience in another municipality that [1:40:10] is doing um automated speed [1:40:13] enforcement um through the [1:40:14] administrative penalty system is they [1:40:16] received about 400 screening requests uh [1:40:20] in the first [1:40:21] quarter so we're trying to position [1:40:23] position ourselves where we're not going [1:40:24] to get that many screenings um but the [1:40:27] possibility is there so we want to have [1:40:29] somebody in place to run those [1:40:30] screenings we do have staff right now [1:40:32] that are trained we have two uh officers [1:40:35] uh Municipal Law Enforcement Officers [1:40:37] but they're uh they've received a [1:40:39] designation uh through the ministry they [1:40:41] they've taken some training so they are [1:40:43] provincial offenses officers so we're [1:40:45] trying to delay hiring uh another [1:40:47] provincial offenses officer until we [1:40:49] start rolling out more cameras and the [1:40:51] demand is there so we want to be [1:40:53] prepared for you know the influx of of [1:40:55] penalty notices or penalty orders that [1:40:57] we get um so we're just taking a [1:41:00] cautious approach and and you know [1:41:01] putting it on the radar that we're going [1:41:02] to need to hire some staff we do have [1:41:04] two staff that we're requesting right [1:41:06] now just to launch the [1:41:08] program council [1:41:11] chambers yeah I understand that I I just [1:41:13] what's going through my mind is is it [1:41:15] more practical and and um uh to rather [1:41:20] than hire staff to look at paperwork [1:41:23] than hire additional police officers [1:41:26] that would enforce speeding all over the [1:41:29] county rather than 100 yards in front of [1:41:32] a particular location uh as like that's [1:41:35] a lot of money to uh invest in speed uh [1:41:41] control in one particular spot in the [1:41:44] county and I'm just I I'm waiting for [1:41:48] the review of this after a year to see [1:41:50] whether it is indeed uh uh worth uh the [1:41:54] investment that we're putting into it to [1:41:56] control speeding in 100 yards uh of the [1:42:01] county when perhaps the funds could be [1:42:05] spent and uh hiring additional uh police [1:42:09] officers that would Patrol the entire [1:42:11] County and maybe do as as much good for [1:42:14] the cause of reducing speeding in the [1:42:18] county any other [1:42:20] questions councelor Kyle and councelor [1:42:22] meline thanks Mr chair through you to [1:42:24] Greg Greg um and I probably should know [1:42:26] the answer to this question but what [1:42:28] exactly is the screening officer [1:42:31] screening uh through the chair so uh [1:42:34] essentially when somebody receives a [1:42:35] penalty order there's a two-stage [1:42:37] process where somebody can appeal uh [1:42:39] it's legislated under the highway [1:42:40] traffic Act and the regulations for [1:42:42] automated speed enforcement so the first [1:42:44] step would be a screening officer where [1:42:45] they would um request a screening from [1:42:48] um the officer um that would be a [1:42:51] Municipal Employee um that person would [1:42:54] basically review the penalty order under [1:42:56] specific parameters um as we're [1:42:58] developing the policy those parameters [1:43:00] are going to be public facing um and [1:43:03] then they're going to they can make a [1:43:05] decision at that point whether to [1:43:06] confirm the penalty notice they can vary [1:43:08] it um they can extend a payment plan or [1:43:10] they can quash it um so we are trying to [1:43:14] do some policy work on the front end [1:43:16] just so that the public is aware so we [1:43:18] don't get an influx of screenings for [1:43:20] for people that are used to the court [1:43:22] system where you know if they appear [1:43:23] before court they can ask for a [1:43:25] reduction automatically and often times [1:43:27] it's granted um I don't think that [1:43:29] that's that's our position we don't want [1:43:31] to get inated with screening [1:43:35] requests counc [1:43:39] meline so I think he kind of alluded to [1:43:42] this but I'm not 100% sure clear on um [1:43:45] we're supposed to have the cameras in [1:43:47] place for a trial period before we [1:43:49] actually start um sending the tickets so [1:43:54] we're in that trial phase now is the [1:43:56] camera in place uh through the chair [1:43:59] yeah so the camera is in place it was uh [1:44:02] uh put in place onor about October 1st [1:44:05] um so it is gathering data um we are we [1:44:07] are seeing some you know based on the [1:44:09] threshold that's been set we are seeing [1:44:11] some pretty significant numbers um I [1:44:14] think for the first month we're at about [1:44:15] 40 4700 uh penalty [1:44:18] notices um and for this month we're at [1:44:20] about [1:44:21] 2200 um now that's based on you know the [1:44:24] data that we we've set the Threshold at [1:44:27] um when we go live we do expect that you [1:44:30] know that may decrease because we [1:44:31] certainly want to do a public campaign [1:44:34] to notify um the public that you know [1:44:36] these cameras are in use um so people [1:44:39] have to you know judge their their speed [1:44:41] and lower their speed accordingly okay [1:44:44] so at this point we're not sending out [1:44:45] notices to people that those 4,400 [1:44:48] people that they've been speeding or [1:44:50] anything at this point uh through the [1:44:51] chair no no we're not uh I think that [1:44:53] was contemplated initially but just the [1:44:55] cost would have been exorbitant to do [1:44:57] that because we have to run a search [1:44:58] every time that we send a letter to [1:45:00] somebody and that cost us $825 through [1:45:03] the Ministry of [1:45:05] Transportation so I just want to confirm [1:45:08] you did say [1:45:10] 4700 uh through the chair yeah that's [1:45:12] correct circles back to your point there [1:45:15] council chambers [1:45:20] it too funny uh councelor how's had [1:45:23] something thanks well um Mr Cherry you [1:45:26] you kind of tackled my point a little [1:45:29] bit there uh and just for the benefit of [1:45:32] the people who are watching at home [1:45:35] um and this this is a location that is [1:45:39] within this is touching on a bunch of [1:45:40] topics from tonight this is a location [1:45:42] that's [1:45:43] within 400 feet of a stop [1:45:47] sign right more or less and it's [1:45:51] directly in front of the school [1:45:54] and and you're saying that [1:45:57] in six weeks we've had uh with a [1:46:02] threshold of you know we're not we're [1:46:04] not nailing somebody one kilometer over [1:46:07] the the speed limit you're said [1:46:11] 4700 [1:46:13] violations is that accurate uh through [1:46:15] the chair that's that's what the data is [1:46:17] is saying right [1:46:19] now we will'll expect a reduction in [1:46:22] that and we certainly hope there's a [1:46:23] reduction in that but yes and and just [1:46:27] to put it out there the the goal is [1:46:30] there is for there to be [1:46:32] none right the the goal is that for [1:46:35] there to be no violations because we the [1:46:38] the whole intention is to condition [1:46:40] people to to drive slower uh in these [1:46:43] zones so yeah this plus um you know I [1:46:47] recall two or three years ago to [1:46:49] counselor Chambers point we did invest [1:46:52] ex ra money through the op for specific [1:46:56] officers dedicated to highway traffic [1:46:58] act issues like speeding offenses so I [1:47:00] think this is a good [1:47:02] combination um of efforts to to try and [1:47:04] make our community a safer [1:47:06] Place councelor Kyle thanks Mr chair [1:47:09] through you to Greg Greg just to pick up [1:47:11] on something you mentioned a minute or [1:47:12] two ago you said it costs [1:47:15] $8.50 per um search that you have to do [1:47:19] so when you run those I'm going to make [1:47:22] the assumption that there's the same [1:47:25] person in some cases that's gotten [1:47:27] multiple times through that zone so are [1:47:31] you searching that same license plate [1:47:34] individually every time or do you [1:47:35] consolidate and go this license plate [1:47:38] has eight offenses we need to do one [1:47:39] search and then you times that fine by [1:47:42] eight or whatever um how does that work [1:47:46] like are we paying every time or is [1:47:49] there a consolidation that you can do if [1:47:51] there is somebody that's coming up [1:47:52] multip times uh through the chair um so [1:47:56] we are working on the software and I do [1:47:58] believe that they're going to have some [1:47:59] mechanisms in the software to identify [1:48:02] you know the same plate um you know for [1:48:04] various reasons there may be patterns [1:48:06] for this vehicle as well um I should I [1:48:08] should qualify that the 825 um when we [1:48:12] do go live we can download that cost uh [1:48:15] to the owner um so that'll be part of [1:48:17] the cost recovery again we anticipate [1:48:20] that this program will be [1:48:21] self-sufficient and self rep ing um [1:48:23] based on the data that's been gleaned [1:48:25] there's been a lot of work that's been [1:48:26] done in the background for projections [1:48:29] um so we we expect that it's going to be [1:48:31] Revenue neutral or you know we may [1:48:32] operate at [1:48:35] Surplus anybody [1:48:38] else okay just uh real quick one here [1:48:42] that I have [1:48:43] um the recommendation is that the [1:48:46] committee approve the recruitment or [1:48:47] hiring of one full-time screening [1:48:49] officer and one provincial officer aditt [1:48:52] to administ [1:48:54] I and I just want to confirm back to [1:48:55] what council Cham Chambers was saying [1:48:57] there so we feel that with the staff [1:48:59] that we have trained right now and [1:49:01] adding this one additional provincial [1:49:04] offen officer that should get us to the [1:49:06] point where we' be able to handle this [1:49:07] camera and then we'll base it on once we [1:49:11] add another camera if another one is [1:49:12] needed or is it just we're going to add [1:49:14] them with the cameras uh through the [1:49:16] chair so we're going to we're going to [1:49:17] monitor the data very very closely um [1:49:20] and then make some decisions on hiring [1:49:22] as as indicated in the report there is a [1:49:23] bit of a delay when you hire a [1:49:25] provincial offenses officer there's a [1:49:26] bit of a protest that they have to go [1:49:28] through uh we do have some staff right [1:49:31] now that have been trained uh they're [1:49:32] designated there's two officers uh [1:49:35] keeping in mind they do have other [1:49:37] duties um but you know I would I would [1:49:39] venture to Guess that probably in in [1:49:41] June we're probably going to be looking [1:49:42] at another provincial offenses officer [1:49:44] um just to kind of handle that second [1:49:46] camera because of the volumes U so we [1:49:49] want to make sure that we have the right [1:49:51] people in place at the right times so [1:49:53] that the the program can continue [1:49:55] successfully operating without any [1:49:57] delays okay and I appreciate the way you [1:49:59] said that Greg because I was worried [1:50:01] about if we pull them off the regular [1:50:03] duties that's going to kind of you know [1:50:06] if we've got the folks that are trained [1:50:07] that's great but to your point they've [1:50:09] got other things they need to do too so [1:50:10] I'm glad you glad you said that okay [1:50:13] perfect no other [1:50:15] questions all those in [1:50:18] favor [1:50:19] opposed that is carried [1:50:23] okay 8.3 which is rpt50 1-24 the [1:50:28] canesville Premier employment Hub [1:50:31] comprehensive land use strategy [1:50:34] mover councilor Garo councelor Kyle [1:50:38] questions Council [1:50:40] Miller [1:50:42] um I I like I like the study I think [1:50:45] it's a great [1:50:46] idea um my question is and I'll read a [1:50:50] line from the report it says um once [1:50:54] full Services become [1:50:57] available so we're expecting them to [1:51:00] become available I know we're working on [1:51:02] it um is this study premature or do we [1:51:06] know when services will become [1:51:09] available uh through the chair so there [1:51:11] was a master servicing plan done uh I [1:51:14] believe it went to Council in June so [1:51:16] that laid out the preliminary plan uh my [1:51:19] understanding is that operations will go [1:51:21] to consultant uh to do the actual design [1:51:25] work in early 2025 so then that'll kind [1:51:28] of depending on the design and the [1:51:30] Consulting work depend when it will come [1:51:32] online whether or not it will be faced [1:51:34] or all at [1:51:37] once Miller [1:51:41] I you don't think this study is too [1:51:43] early is what I'm saying what that you [1:51:45] don't think this is too [1:51:47] early um the benefit of oh Rob [1:51:51] Walton I think CE Alison wants to say [1:51:53] something here thank you you Mr chair um [1:51:57] so the idea is that the from what I [1:51:59] understand the design work for the for [1:52:01] the actual servicing would take [1:52:02] approximately a year and then the actual [1:52:04] construction approximately a year this [1:52:06] also would take approximately one year [1:52:09] um so I wanted them to go at the same [1:52:12] time not only is it a requirement [1:52:14] through the new uh planning act but um [1:52:17] we wanted to make sure that when when we [1:52:19] get to that point where servicing is [1:52:21] going to be available that there was a [1:52:23] lead time to be able to actually get [1:52:24] tenants in place and uh things could hit [1:52:27] the ground running so the idea was to [1:52:29] have them go in tandem um so it would be [1:52:32] fully ready and fully serviced and [1:52:33] Shuffle ready um by the time the [1:52:35] services are in the [1:52:39] ground through the chair to um councelor [1:52:42] Miller there there's an extreme demand [1:52:45] out there I think we're into our third [1:52:46] um interim servicing agreement out there [1:52:50] in this area for things that are going [1:52:51] to go ahead on [1:52:53] holding tanks and whatever awaiting [1:52:55] waiting the services so we are out for [1:52:58] the expression of interest to hire the [1:53:00] um so to do the pumping station designed [1:53:02] right now and you know whether we'll see [1:53:05] that implemented in [1:53:07] 2026 it would be the Hope um and this [1:53:10] really does need to go in parallel with [1:53:13] that Council Miller yeah I'm not [1:53:17] confident at this point I I would rather [1:53:19] see it delay to year but that's just my [1:53:21] thoughts [1:53:24] anybody [1:53:27] else seeing none all in [1:53:30] favor [1:53:32] opposed that is [1:53:34] carried uh 8.4 rp-0 51124 assessment [1:53:39] based management policy can I get a [1:53:42] mover coun [1:53:45] Oley councelor [1:53:47] Kyle on this side of the table here [1:53:50] questions on that report counc [1:53:53] garno thank you Mr chair through to [1:53:56] staff um I do have a few um on page [1:54:00] three of three on the the memo portion [1:54:01] of the report I'm wondering if it could [1:54:04] be explained what the difference between [1:54:05] or sorry what is a review role and then [1:54:08] how is that different from a county [1:54:10] initiated [1:54:15] action coun know um we review the role [1:54:19] to sorry we review the role to ensure [1:54:21] that all properties are assessed [1:54:23] property we have a company um that [1:54:25] actually does the review for us they [1:54:28] pick up any discrepancies in zoning or [1:54:31] any building permits that are Miss [1:54:33] missed Council init Council initiated [1:54:36] appeals is when there is a major error [1:54:39] that empact cannot fix the only way to [1:54:42] fix the error is to actually appeal the [1:54:45] assessment to the [1:54:47] ARB c g thank you um and then uh on a [1:54:51] slightly different [1:54:52] topic uh section 11 of the policy [1:54:56] addresses discrep discrepancies and one [1:54:58] of the things it says is that the county [1:55:00] will help property owners who have lost [1:55:03] their agricultural forestry or [1:55:05] conservation designation I'm just [1:55:07] wondering what help we offer in those [1:55:09] circumstances I just recently helped a g [1:55:12] or helped a lady um we fill forms we [1:55:15] helped them revise them um if they [1:55:18] because the Agri Corp cannot go back to [1:55:20] Prior years they can only do the proceed [1:55:22] are they next year so anything now would [1:55:25] only be done for 2024 or 2025 we do the [1:55:28] 2024 under Section 357 358 of the [1:55:31] municipal [1:55:33] act thank you and one one further one um [1:55:36] in the event that the county has taken [1:55:38] an action that's caused someone to lose [1:55:40] one of those statuses do we still help [1:55:43] them and if so how does that [1:55:47] unfold the as far as um has happened we [1:55:51] have not had any anybody lose their [1:55:53] status because of any action on behalf [1:55:55] of County if they did we would still [1:55:57] take the same action we would help them [1:56:00] assist them to get it back work with [1:56:02] Agri Corp empac and the property [1:56:06] owner okay thank [1:56:09] you anybody [1:56:14] else seeing none all in [1:56:17] favor opposed that is carried [1:56:22] okay 8.5 rpt 0519 d24 Municipal and [1:56:26] School Board elections alternate forms [1:56:29] of voting can I get a mover councelor [1:56:32] Coleman counc Bell [1:56:38] questions [1:56:40] see Council Miller well we've had this [1:56:43] discussion before Mr chair but can maybe [1:56:46] the clerk could speak too how do you how [1:56:48] do you know it's secure I [1:56:50] guess what what what what measures do we [1:56:53] take if we go to an online [1:56:56] voting um through the chair to the [1:56:59] counselor's question um there are a lot [1:57:00] of mechanisms today that are a lot more [1:57:02] secure than online voting in the past so [1:57:04] a lot of vendors today there are a lot [1:57:06] more today than there used to be they [1:57:07] have a lot more options when it comes to [1:57:09] two Factor verification so you're sent a [1:57:12] unique code either by mail or by email [1:57:14] whatever it is along with some personal [1:57:16] information that you are pairing [1:57:17] together to make sure that you are [1:57:18] getting the right person to vote [1:57:22] okay um I mean I always like the paper [1:57:26] ballot because you can count them you [1:57:27] can recount them things like that and [1:57:29] I'm not worried about Iran or Russia or [1:57:31] anybody you know hacking the municipal [1:57:34] election of Brant but is yeah my my main [1:57:37] concern and it's just reflection of my [1:57:41] age so um yeah I just want it to be [1:57:44] secure so but you feel I guess you would [1:57:46] feel it secure otherwise you wouldn't be [1:57:47] making this [1:57:50] recommendation any other questions [1:57:52] Council G thank you Mr chair I guess [1:57:55] more of a comment for staff to take back [1:57:57] um one of the things that was brought to [1:57:59] my attention during the election was [1:58:01] with regards to the voters list and I [1:58:02] know it comes to us in a certain way and [1:58:04] we take it as it is um but in a number [1:58:07] of cases I had individuals let me know [1:58:09] that they had say for example adult [1:58:11] children still listed as electors in [1:58:14] this community despite being gone a long [1:58:17] time and if the the secondary check to [1:58:20] cast a pin online is one's birth dat [1:58:22] On's parents likely also know their [1:58:25] children's birth date as far as being [1:58:28] able to cast additional votes I'm not [1:58:30] sure if this perhaps the clerk could [1:58:32] just comment on that um because the [1:58:35] other two scenarios that came to me is [1:58:37] name individuals receiving voters cards [1:58:39] and both they married and their ma names [1:58:41] or for deceased individuals within their [1:58:45] homes through the chair to the [1:58:46] counselor's question um so the voters [1:58:49] list has been taken over by um elections [1:58:51] Ontario they're doing a better job now [1:58:53] we have staff across the municipalities [1:58:55] working very closely with them um from [1:58:57] as early as last year trying to clean [1:58:59] that up right now and it looks pretty [1:59:00] good I've looked at it too so um we're a [1:59:02] little bit more hopeful with the voters [1:59:03] list there um in terms of parents [1:59:07] knowing their kids birthdays or any [1:59:08] family members um it can happen um but [1:59:13] again there are ways to send the the [1:59:15] unique pin that wouldn't just go out by [1:59:17] mail it could go to an email address [1:59:19] there are things that vendors offer so [1:59:20] that it's a bit more secure that way we [1:59:22] can try to mitigate those [1:59:24] concerns thank you I'm glad to hear [1:59:27] that counc o um to the chair to the [1:59:31] clerk um I just want to say that I'm [1:59:34] thrilled that I that will be offering [1:59:35] the online voting uh potentially on the [1:59:37] day of election I know this was uh [1:59:39] something heard from a number of folks [1:59:41] who were planning on voting online they [1:59:43] uh found out they couldn't had some sort [1:59:45] of illness other something preventing [1:59:46] them from being there in person and uh [1:59:49] they were unable to ctch their vote so I [1:59:51] think this is a great great step [1:59:54] forward anybody [1:59:57] else seeing none all in [2:00:00] favor opposed that is carried 8.6 rpt [2:00:05] 042 424 2026 election W boundary and [2:00:08] Council composition survey [2:00:11] mover counc McAlpine councelor house [2:00:17] questions uh through the chair uh in [2:00:21] which year would we be intending to have [2:00:23] this uh 2030 municipal election uh [2:00:26] review with the external expertise or [2:00:29] yeah um we would be looking at starting [2:00:32] that probably about 20 [2:00:35] 27 we'd be starting looking at getting [2:00:38] uh someone in line to to start that [2:00:40] process because if we're doing a full [2:00:42] one there's a lot of details that are [2:00:44] going to have to be M through perfect [2:00:46] thank you anybody else [2:00:52] seeing none all in [2:00:53] favor opposed that is [2:00:57] carried okay section nine committee [2:00:59] reports 9.1 tour tourism advisory can I [2:01:02] get a mover councelor Kyle mayor Bailey [2:01:07] questions seeing none all in [2:01:09] favor opposed that is carried 9.2 Brandt [2:01:14] Heritage can I get a mover councelor [2:01:17] house councelor McAlpine [2:01:19] questions councelor Oakley to the chair [2:01:22] to the members of committee uh just for [2:01:25] some context I was I was reading through [2:01:27] the minutes as well it wasn't explicit [2:01:29] um what what is this joint Heritage [2:01:32] committee councelor H so there are uh [2:01:36] and Council cine feel free to chime in [2:01:39] on the details but there there are a [2:01:41] number of municipalities that work [2:01:43] together on as a joint Heritage effort [2:01:46] and compare notes and best practices and [2:01:50] and they meet once a year at different [2:01:51] location [2:01:52] and and it's it's our turn next year [2:01:55] that's the short [2:01:57] answer you're good with that okay all [2:02:00] those in [2:02:02] favor opposed that is [2:02:05] carried okay moving on Communications I [2:02:08] see none other business councelor Bell [2:02:09] you had to [2:02:11] items thank you uh I've had a number of [2:02:15] people rais concerns about the [2:02:18] proliferation of signage on rest AER [2:02:21] Road if anybody drives between [2:02:24] Cobblestone and Arlington Parkway you'll [2:02:27] pass I'm going to guess 20 signs and yet [2:02:32] there's the big U pillar that has all of [2:02:36] um businesses that are involved in that [2:02:39] that commercial Plaza so a question I [2:02:42] think [2:02:42] to our staff is that permissible my [2:02:47] understanding might is that they are the [2:02:49] right size they're 8 by4 so they they [2:02:52] meet that criteria but are we [2:02:54] comfortable having literally tens of [2:02:57] them on the side of the road because [2:03:00] they're distract from people looking at [2:03:03] the other signs that that we want them [2:03:04] to look at like there's a roundabout [2:03:07] coming you shouldn't stop there doesn't [2:03:09] stop people from stopping there but that [2:03:11] that's that's the the truth of the [2:03:12] matter so could I could somebody from [2:03:15] staff give me a sense of whether that's [2:03:17] something that is both [2:03:19] permissible and ively is it [2:03:25] desirable thank you Mr chair um so we do [2:03:28] occasionally get reports of signs and [2:03:30] stuff that's not in compliance with our [2:03:31] bylaw um certainly I can have staff um [2:03:35] you know take a drive and see if there's [2:03:36] any that are non- compliant um if they [2:03:39] are then we could certainly ask them to [2:03:41] be taken down um your sort of separate [2:03:44] question um was regarding the the [2:03:47] community service signs um that we have [2:03:50] in different communities and there is [2:03:51] staff report coming forward on that um [2:03:54] really to close off the we finding [2:03:56] strategy um so that will sort of be [2:03:58] addressed as a separate issue um and I [2:04:02] think they need to be dealt with [2:04:03] separately um my sense is that most of [2:04:05] those are for service clubs um versus [2:04:08] the signage that you're actually [2:04:09] referring to on rers [2:04:11] road yeah the commentary I get back from [2:04:14] from residents is this doesn't actually [2:04:16] fit with Paris being the prettiest [2:04:19] little town in Ontario uh and they're [2:04:22] quite right it's rather ugly so I I [2:04:24] would appreciate if we can take a look [2:04:26] at it second question was around [2:04:29] roundabouts and safety on roundabouts [2:04:31] and we mentioned this before could staff [2:04:35] comment as to whether they're looking at [2:04:38] um improving the safety pedestrian [2:04:41] safety on [2:04:44] roundabouts Rob's going to come up [2:04:54] or Rob answers this question we should [2:04:57] prepare ourselves for a delegation [2:04:59] coming I think probably next meeting or [2:05:02] one after that U led by somebody whose [2:05:05] children came very close to being hit on [2:05:08] the roundabouts and rers [2:05:10] R through the chair to councelor Bell um [2:05:13] actually this past week there was some [2:05:16] correspondence that made his way through [2:05:18] to some counselors and his staff and uh [2:05:21] um number of us in uh in operations [2:05:23] actually had a meeting with our [2:05:24] Consultants designing our current [2:05:26] roundabouts coming forward on uh Grand [2:05:28] River Street North as to what you know [2:05:31] his implications were for these other [2:05:32] ones which weren't designed by them but [2:05:34] they certainly understand the design and [2:05:35] what's coming up for Grand Street North [2:05:38] so I think what we need to do is we need [2:05:40] to get a good education program a better [2:05:43] education program um for residence as to [2:05:46] what the safety considerations on [2:05:48] roundabouts is for for pedestrians and [2:05:51] uh to get the real word out there and [2:05:53] there's worldwide statistics on this and [2:05:55] rounds are quite safe much safer than uh [2:05:59] than many signalized intersections and [2:06:01] we we certainly can provide that [2:06:03] information through to council and and [2:06:05] through to the residents um that being [2:06:08] said there are some new things coming up [2:06:10] in in roundabout design and we are [2:06:13] looking at some uh some measures to um [2:06:16] improve the newer ones which we're going [2:06:17] to be doing next year on Grand River [2:06:19] Street North so um you know I could go [2:06:23] on for this for for half an hour the [2:06:25] answer to the question is yes we're [2:06:27] looking at it yes we need to do [2:06:28] education and yes we'll be bringing more [2:06:31] information back to council yeah and I I [2:06:33] may Mr chair one of the things that that [2:06:36] keeps coming back to us is people are [2:06:38] getting familiar with roundabouts [2:06:40] because if you go to Cambridge or [2:06:42] kitchen or water you'll see lots of them [2:06:44] and they will point to enhancements on [2:06:47] the roundabouts there that we don't have [2:06:49] which would improve the safety of [2:06:51] pedestrian [2:06:52] so if if when you report back you can [2:06:54] comment on why we're different and why [2:06:57] we why we're different and what we could [2:06:59] do to come to the same standard that our [2:07:04] neighbors [2:07:05] have through through the charity [2:07:07] councelor Bell um over time all of these [2:07:10] things evolve and um I would say the [2:07:13] standards we've used are mostly all the [2:07:15] same and the Consultants used are mostly [2:07:17] all the same ones that have been used [2:07:18] for the the regional waterl ones as well [2:07:21] um there are new enhancements which are [2:07:23] being brought into some of their new [2:07:24] ones there many of the these things be [2:07:27] very difficult to retrofit back into [2:07:29] existing ones without a huge piece of [2:07:32] construction so you know we're looking [2:07:33] forward to that um as far as changes [2:07:36] with signage and whatever um you know [2:07:39] municipalities do do some of that [2:07:40] differently and we certainly can look at [2:07:42] some of that and see what we do going [2:07:46] forward okay the good news is though [2:07:49] although we've had all these reports how [2:07:51] unsafe they are we really haven't had [2:07:54] much in the way of incidents in them [2:07:57] so okay uh thank you for that um [2:08:01] councelor Miller you had something on [2:08:02] way finding strategy yeah thank you Mr [2:08:05] chair and I'll be as brief as I can um [2:08:08] so the way finding strategy we passed [2:08:12] accounts I don't know how long ago seven [2:08:13] eight years [2:08:14] ago and it was a way of [2:08:18] uh having common signage I guess for our [2:08:21] town [2:08:22] in settlement areas across the county [2:08:24] since we hadn't done that since Weg so [2:08:26] it made sense um it cost a lot of money [2:08:30] I was surprised at the time even then it [2:08:32] seemed like a lot [2:08:34] um so that's fine I I I I supported it [2:08:39] um what I didn't know at the [2:08:41] time was that for those um Hamlet [2:08:45] settlements call them what you will that [2:08:48] aren't in the designated as a settlement [2:08:51] there area or hamlet in the official [2:08:53] plan um and there's only 20 those signs [2:08:57] would um basically they'd be left to [2:09:01] fall over and collapse [2:09:04] so and talking to Allison sounds like [2:09:07] they there could be close to 70 of those [2:09:08] throughout the county um I put a picture [2:09:11] of Harrisburg in there or sorry not [2:09:14] Harrisburg Hatley in there um I know [2:09:17] Ton's in there Mount Burn's in there and [2:09:19] you we go through all the the wars you [2:09:21] you'll you you'll find it so I'm not [2:09:24] sure if that's a good idea for for three [2:09:28] reasons and I'll list them um first of [2:09:31] all um and I'll take Ashley if you if [2:09:34] you remove that sign you will upset [2:09:38] residents quite a bit and I think [2:09:39] needlessly I think the same with [2:09:42] anonia um and the second reason is we [2:09:46] talked about it when we were talkinging [2:09:47] about strategic plan we we wanted to [2:09:49] treat all our residents where they live [2:09:52] in Paris St George whatever W they live [2:09:54] in we wanted to treat them equitably and [2:09:56] I don't believe that's treating [2:09:58] everybody equitably um if you ask [2:10:01] somebody from hashley where they're from [2:10:03] the first thing they're going to say is [2:10:05] I'm from Hatley they don't say I live in [2:10:07] the county brand they say I'm from [2:10:10] Hatley so taking away this the very [2:10:15] taking away that sign what does it leave [2:10:17] them um what are they going to say I I'm [2:10:20] I I live in the count County of Brant um [2:10:23] okay but where and I I don't know where [2:10:25] I live [2:10:28] so that's another and then the third [2:10:30] reason is historical and and I'll go to [2:10:32] mount burn because I did a little [2:10:33] research on that with our local histori [2:10:36] Clayton [2:10:37] Barker Mount Vernon sign came down um [2:10:40] this is all allar and I asked I just [2:10:42] sent an email to Greg de says can you [2:10:45] guys put that back up and he said uh no [2:10:48] um so he got me in contact with Melissa [2:10:51] said well that's not part of our wave [2:10:53] finding strategy I said okay so she sent [2:10:55] me the info on those 20 things which I [2:10:57] included in their package um but but [2:10:59] take Mount Vernon for example um that [2:11:02] was a town started as Springfield back [2:11:04] in 1802 so it's been around you know [2:11:08] 2 22 years um started at Springfield I [2:11:13] think the name changed in 1850 was [2:11:15] actually a large town at the time they [2:11:18] had half a dozen Mills there um if [2:11:20] you're familiar with with M Vernon at [2:11:23] all they had a cemetery they had a [2:11:24] railway stop they have a church thanks [2:11:26] to counselor garno I know they had a [2:11:28] school because we have a picture of a [2:11:30] graduating class from there um so it had [2:11:33] a lot of things uh berford had a fire [2:11:37] big fire uh bunch of fires um in the [2:11:40] early [2:11:41] 1880s and they actually took some of the [2:11:43] commercial buildings from Mount Vernon [2:11:45] and they moved up to berford which had [2:11:47] also been called claremount at one time [2:11:50] um and it's interesting because talking [2:11:52] to [2:11:52] Clayton he was connecting dots for me [2:11:55] and you could see that uh they wanted [2:11:57] berford to kind of take off and it [2:11:59] became part of this politically [2:12:04] um well for political reasons that's why [2:12:06] Brent County was was started so it's [2:12:08] interesting if if you learn about where [2:12:10] something started and why you you [2:12:13] understand uh where it's going to go to [2:12:15] so anyways take away the Mount Vernon [2:12:18] sign and what are you left with all that [2:12:20] history is gone it's just gone there's [2:12:22] nothing to to to to recognize it so um I [2:12:27] I like I said understand the way Finance [2:12:28] Str understand we want common signage [2:12:31] for the settlement areas recognized in [2:12:33] the op but at the same time I don't [2:12:35] believe we should be ignoring the [2:12:37] existing signs for all those smaller [2:12:41] again I'll call them hamlets sement [2:12:43] areas throughout the county so [2:12:47] um that's what I've learned on this and [2:12:50] um I did talk to staff and what I would [2:12:52] ask Mr uh Mr chair if you allow is is a [2:12:55] motion to refer this matter back to [2:12:58] staff and and then they could come back [2:13:00] with a report saying um uh we could just [2:13:03] replace the current signs uh we could [2:13:05] upgrade them there's a cost to that too [2:13:08] and at least at least we as a council [2:13:10] could could make that decision have [2:13:12] further discussion so I'll make a motion [2:13:14] that we refer the matter to staff uh [2:13:17] seeking a second counc car second do you [2:13:20] want to speak to it [2:13:24] yeah so I do want to support councelor [2:13:26] Miller in this and offer a real example [2:13:29] of why I think as much as there's a cost [2:13:31] we should keep these identities so if [2:13:33] you ask me where I live I kind of go [2:13:35] well I'm sort of near canesville um the [2:13:38] alternative is to say on the east side [2:13:40] of Branford and we are probably Grant [2:13:42] County which lands me here today um but [2:13:45] I suspect there are others around the [2:13:47] table that or their parents may have [2:13:49] remembered the area as monkey Hollow [2:13:51] Pine Grove or the Johnson settlement but [2:13:54] today that's not an area that is [2:13:57] recognized or even if I said we're we're [2:14:00] in Pine grve I don't know that anyone [2:14:02] would know how to find us because I [2:14:04] suspect the signage we once had is long [2:14:06] since lost to history and I've been on a [2:14:08] mission to uncover that history and [2:14:11] another local historian who's here [2:14:12] tonight has been helping me with that [2:14:14] but I I think this is worth a discussion [2:14:17] particularly for our rural communities [2:14:19] who are unlikely to ever identify as [2:14:22] being part of more of our anchor [2:14:24] community so I want to thank councelor [2:14:26] Miller for bringing this forward and [2:14:27] look forward to if we're successful [2:14:30] tonight with resolution report from [2:14:32] staff thank [2:14:34] you council [2:14:37] chambers yes I certainly support the [2:14:39] resolution I can recall and maybe the [2:14:42] people on Council of the day can recall [2:14:44] when I did the same kind of spiel about [2:14:46] hashley as councelor Miller did about [2:14:48] Mount Vernon and that's why the hashley [2:14:50] sign Got erected and my memory serves [2:14:53] correctly not all members of council [2:14:55] were supportive of that and remember one [2:14:57] in particular said if we do it for one [2:14:59] we'll have to do it for everyone which I [2:15:02] said maybe we should do it for everyone [2:15:05] and uh maybe that Council can remember [2:15:07] saying that so I support the the [2:15:10] resolution I know if you drive through [2:15:11] noral County you go through dogs nest [2:15:14] and rattlesnake Harbor and they've got [2:15:15] their little signs up there and hunky D [2:15:19] those kind of places it's interesting [2:15:21] for the the people that drive by it it's [2:15:23] it's excellent for the residents who [2:15:25] live there and know a little bit of [2:15:27] local history and we don't want to lose [2:15:28] that local history and uh I certainly uh [2:15:33] know a little bit about Mount Vernon it [2:15:35] was a county seat at one time so uh not [2:15:38] too long ago and sure these things [2:15:41] should be done and I don't expect that [2:15:43] we need to put the big blue pillared [2:15:46] signs like in Fairfield of all places um [2:15:50] which has its own history but doesn't [2:15:51] really need that kind of a sign just [2:15:53] needs a little sign that says this is [2:15:55] where Fairfield is so let's uh move [2:15:57] forward and and and recognize Our [2:15:59] Heritage and history and and name these [2:16:01] little places and put the signs up so [2:16:03] everybody knows where they [2:16:05] are counc house thank you Mr chair yeah [2:16:09] and I I agree I I support this as well [2:16:11] from a Heritage perspective and I think [2:16:14] not only the people who have uh [2:16:18] generations of of history in these areas [2:16:21] but people who are new to this broader [2:16:24] Community move here because they like [2:16:27] that the small town charm we hear that a [2:16:30] lot and one of the ways that we can [2:16:33] maintain and reinforce the small town [2:16:36] charm is by continuing to recognize [2:16:39] these these little hamlets and and I I [2:16:42] think it's a great [2:16:45] idea Okay so we've got a motion on the [2:16:47] table it is seconded all those in favor [2:16:52] opposed [2:16:55] unanimous okay that was it for other [2:16:57] business so now can I get a motion to go [2:17:00] in camera um we're going to go in camera [2:17:04] to discuss rp-0 [2:17:08] 54-24 uh a proposed imp pending [2:17:10] acquisition or disposition of land by [2:17:12] the municipality or local board 925 rest [2:17:14] Acres [2:17:16] Road councelor Coleman mayor Bailey [2:17:22] all in [2:17:24] favor opposed we're going to [2:17:49] go [2:18:19] e e [2:21:44] okay we are back in Open Session I do [2:21:47] not see anything else on the agenda for [2:21:49] this evening [2:21:53] we are back in Open [2:21:56] Session anybody else have anything for [2:21:58] the betterment of the [2:22:01] county if not ask for motion to adjourn [2:22:04] Council Coleman thank you have a great
