[2:22] Welcome everyone to the July 20th, 2026 [2:26] regular board of alderman meeting. Would [2:27] everybody please join with me in saying [2:29] the pledge of [2:29] >> allegiance [2:33] to the flag of the United States of [2:35] America and to the republic for which it [2:38] stands. One nation under God, [2:41] indivisible with liberty and justice for [2:43] all. [2:46] >> Roll call, please. [2:49] >> Puffa, [2:49] >> here. [2:51] >> Ty, [2:51] >> here. [2:52] >> Autooman Goat [2:53] >> here. [2:53] >> Woman Sims [2:55] >> here. Alderman Lock Miller [2:56] >> here. [2:56] >> Alderman Gold [2:58] >> uh here. [2:59] >> Automan Harter [3:00] >> here. [3:00] >> Altman Meyer [3:01] >> here. [3:02] >> Mayor D have a quum. [3:03] >> Thank you. Uh next up is approval of the [3:05] agenda. Do we have any changes to the [3:08] agenda? [3:09] If not, uh any objection to approve? I'm [3:12] sorry. Yes, [3:12] >> I would like to remove one item from the warrants list from the consent [3:16] agenda. [3:16] >> Okay. Which one is that? [3:20] Um [3:23] agenda item number nine B [3:27] >> due to a conflict of interest. [3:33] » We're we're moving it. [3:34] >> So moving it out of the consent agenda. [3:37] She she'd like I think what an [3:40] appropriate motion would be at the time [3:42] we get to the consent agenda make a [3:44] motion to approve the consent agenda [3:46] withholding that item and then take a [3:49] separate motion for approval of that [3:51] item and you'll recuse yourself from [3:52] that one. Okay. [3:53] >> Okay. [3:54] >> So we'll have a separate vote on on 9B [3:56] or whatever that that is. Okay. [3:58] >> All right. Uh seeing there are no [4:01] objection or any objection to approving [4:03] the same acclamation. I see none. We're [4:05] so approved on the agenda. Thank you. [4:07] All right. Next up are announcements, [4:08] appointments, proclamations, and [4:10] recognitions. We have two things. First [4:11] up are some appointments to a couple of [4:14] different boards. First up is we have an [4:17] a uh an opening on the board of [4:19] adjustment and I am making the [4:22] recommendation that we appoint Jason Lee [4:24] to the board of adjustment. [4:26] I get a motion to that effect. [4:29] >> Moved. Second. [4:30] >> Any objection? All in favor, please [4:32] indicate by saying I. [4:33] >> I. [4:34] >> Any opposed? Motion carries. Thank you. [4:37] And thank you, Mr. Lee. Secondly, uh our [4:40] newly created visual identity project [4:42] committee. We have uh threw out some an [4:45] application. Michelle handled that and [4:47] we had a lot of folks responding and [4:50] Michelle helped us go through all these [4:52] and we have come up with uh the [4:54] following individuals that we would like [4:56] to that I'm going to uh request that you [4:59] all approve to the uh appointment of [5:02] this committee. David Kramer, who's the [5:04] business owner of Carl's Drive-In. Dan [5:06] Fitzgerald, a resident of W three. [5:09] Marian Moore, resident of W four. Tom [5:11] Strait, a resident of W three. Kelly [5:14] Wucher, [5:16] resident of Ward One. Eileen Grestle, [5:19] resident of W three, and Kim Murphy, [5:21] resident of W 2. I'd prefer just taking [5:23] this all on the block if you're if [5:25] you're okay with that. And if so, take a [5:27] motion to that effect. [5:28] >> Motion to that effect. [5:30] >> Okay. A motion to make a to approve [5:32] those uh individuals to the new [5:35] committee. Any discussion? Yes. [5:37] >> Have one one clarification question [5:39] maybe for Michelle. If there are others [5:41] that come forward, could they also be [5:44] added to this or is this a one time [5:46] only? [5:52] I know we talked about maybe school [5:53] board representative or something along [5:55] those lines as well. [5:56] >> So the committee we've reached kind of [5:58] the number we're comfortable with. Um, [6:00] and we would probably also look at [6:02] adding an elected official to that as [6:04] well. Um, but there are other [6:06] opportunities for public engagement. [6:07] We're going to have some focus groups [6:09] and um, different opportunities like [6:11] that. So, if there are still people that [6:13] you think would be a good fit or people [6:14] who are interested, I'm going to [6:16] continue advertising for those [6:17] opportunities. So, you're welcome to [6:19] direct those people to me. I will reach [6:21] out and um, kind of keep them in mind [6:24] for those other various opportunities as [6:26] they become available. [6:27] >> Thank you. [6:28] Okay. Um, [6:31] so all those in favor, please indicate [6:33] by saying I. I. [6:34] >> Any opposed? Motion carries. Thank you [6:36] so much, everybody. Second item is a [6:39] proclamation. Uh, that's the parks and [6:41] recreation month. Since 1985, America [6:44] has celebrated July as Parks and [6:46] Recreation Month, a program of the [6:48] National Recreation and Parks [6:50] Association. The goal is to raise [6:52] awareness of the vital impact that parks [6:54] and recreation has on communities across [6:56] the US. Uh accordingly, I am going to be [6:59] issuing this proclamation today, a [7:01] designation of July as parks and [7:03] recreation month. Whereas parks and [7:05] recreation programs are an integral part [7:07] of communities throughout this country, [7:09] including the city of Brentwood, [7:10] Missouri. And whereas our parks and [7:13] recreation are vitally important to [7:14] establishing and maintaining the quality [7:16] of life in our communities, ensuring the [7:18] health of all citizens, and contributing [7:20] to the economic and environmental [7:22] well-being of a community and region. [7:24] And whereas parks and recreation [7:26] programs build healthy, active [7:28] communities that aid in the prevention [7:30] of chronic disease, provide therapeutic [7:32] recreation services for those who are [7:34] intellectually or physically disabled, [7:37] and also improve the mental and [7:39] emotional health of all citizens. And [7:41] whereas parks and recreation programs [7:43] increase a community's economic [7:44] prosperity through increased property [7:46] values, expansion of the local tax base, [7:50] increased tourism, the attraction and [7:51] retention of businesses and crime [7:53] reduction. And whereas parks and [7:55] recreation areas are fundamental to the [7:57] environmental well-being of our [7:58] community. And whereas parks and rec [8:01] natural recreation areas improve water [8:03] quality, protect groundwater, prevent [8:05] flooding, improve the quality of the air [8:07] we breathe, provide vegetative buffers [8:10] to development, and produce habitat for [8:12] wildlife. And whereas the US House of [8:14] Representatives has designated July as [8:16] parks and recreation month, and whereas [8:18] the city of Brentwood, Missouri [8:20] recognizes the benefits derived from [8:21] parks and recreation resources. Now [8:24] therefore, I, Mayor David A. dimmit by [8:26] the authority vest in vested in me as [8:28] mayor of the city of Brentwood, Missouri [8:30] and on behalf of the board of alderman [8:31] do hereby recognize the month of July as [8:34] parks and recreation month in the city [8:35] of Brentwood. [8:37] All right, [8:40] that will move us on down to item five, [8:44] uh, public hearing. We have non citizen [8:46] comments. Anybody in the public care to [8:48] address the board? Now is the time to do [8:50] so. All we ask is that you go to that [8:51] little podium right there, state your [8:53] name and your address, and you'll be [8:54] given up to three minutes. Certainly. [8:56] Thank you all for your time this [8:57] evening. My name is Jeremy Straner. I [8:58] live at 2528 High School Drive. [snorts] [9:01] So, uh, I would like to just tell you I [9:04] was born in Brentwood. I grew up here as [9:06] did one of my parents and their parents. [9:08] So, I've been in Brentwood a long time. [9:10] Uh, and I love this community. I love my [9:12] neighbors and that's why I'm here [9:13] tonight. Uh, for my professional life, [9:16] I've been an embedded software engineer [9:17] for over 25 years. I've been working on [9:20] complex interconnected systems just like [9:22] the ones that I would like to talk about [9:23] this evening. Uh so I recently learned [9:25] that Brenwood has a contract with Flock [9:27] Security. Um this led me to the question [9:30] why why why do we need these cameras? Um [9:33] and the answer is probably to deter [9:35] crime. But do we need in Brentwood AI [9:40] cameras tracking citizens around 24 [9:42] hours a day? Is that is that really [9:44] needed? I don't think crime's that bad [9:45] here. Um, while addressing the [9:48] Pennsylvania Assembly in 19, excuse me, [9:50] 1755, Benjamin Franklin famously said, [9:54] "Those who would give up essential [9:55] liberty to purchase little temporary [9:57] safety deserve neither liberty nor [9:59] safety." What our founding father was [10:02] trying to relay in that was that [10:04] short-sighted solutions for complex [10:06] issues frequently are a bad idea. Uh, [10:10] I'm not here to criticize the police or [10:12] our local government. This actually has, [10:14] you know, very little to do with that. [10:16] Uh, it's about a company that [10:17] demonstrabably lies to customers and [10:19] changes agreements after the fact. It's [10:22] about a company that shares user data [10:24] without consent and then tells police [10:26] departments they're doing the exact [10:27] opposite. This is about a private [10:29] company that we're subsidizing to the [10:31] $225,000 a year with our tax dollars. [10:34] And I say subsidizing because they are [10:36] then taking this data that we are paying [10:38] them to collect and then selling it to [10:40] pretty much anybody that will buy it. uh [10:42] this includes private investigators, [10:45] uh federal governments, uh pretty much [10:47] anybody that's willing to pay for it. [10:49] So, this is more than just a camera. [10:51] This isn't just a camera that's out [10:52] there. This is an enormous platform um [10:56] that includes many different services [10:57] such as Free Form, which is an AI search [10:59] for people by physical description. [11:01] Raven, which was originally sold for [11:03] gunshot detection, but now listens for [11:05] human voices. They have a patent to [11:07] classify people by race, gender, height, [11:09] weight into a searchable database. [11:11] They're now pairing the Bluetooth and [11:13] Wi-Fi fingerprints from your phone to [11:15] your car, so they know who you're going [11:17] around the the entire country with. Um, [11:20] they also know if you're riding in the [11:22] car with somebody else. Um, they have u [11:25] more patents to classify people and make [11:27] it searchable database across the whole [11:29] country. And since it's a private [11:31] company, there's very little oversight. [11:33] Uh, and local police departments are [11:35] losing control of their cameras. Flock [11:37] enabled nationwide setting without [11:39] police knowledge in Mountain View, [11:40] California. Cambridge, Massachusetts. [11:42] Flock installed cameras after the city [11:43] council ordered they be deactivated. In [11:46] Washington, Border Patrol agents access [11:48] 10 departments data that they never [11:49] agreed to share. LA, one in three hot [11:51] list reports were incorrect, leading to [11:53] a waste of police time and resources. [11:56] Illinois found that Flock was illegally [11:58] sharing their data and are now suing [12:00] them. San Francisco found that the [12:02] federal government illegally access [12:04] flock data hundreds of times and that [12:05] was just a month ago. Uh security [12:08] researchers on the internet have shown [12:10] that these cameras can be broken into in [12:11] under 30 seconds. Uh I personally don't [12:15] understand how these this is in [12:16] violating the law. The Supreme Court [12:18] found that uh bulk collection of [12:21] citizens cell phone data was against the [12:24] fourth amendment. Um but now since this [12:26] is a private company collecting almost [12:27] the exact same data um it's allowed and [12:31] the federal government has said that [12:33] they are now going to start buying this [12:34] data. [12:35] >> Mr. Schwer, are you about ready to wrap [12:37] it up? [12:37] >> I will. Yes. [12:38] >> Okay. Thank you. [12:39] >> Um so uh we wouldn't approve a water [12:42] plant without an environmental [12:43] assessment and I don't think we should [12:45] approve these surveillance [12:46] infrastructure without government [12:47] controls and uh citizen input. So, I [12:51] realize, you know, we're spending about [12:53] $100,000 every four years on these [12:54] cameras. Uh, while overall that's not a [12:57] huge hit, you know, to the budget, [12:59] that's for normal folks, that's a lot of [13:00] money, and I think we could spend it in [13:03] building our community instead of [13:04] surveilling citizens. Thank you. [13:06] >> Thank you. Anybody else? [13:12] » Anyone online? Okay, great. Thank you so [13:14] much, Mr. Stner. Uh, next up, our mayor [13:17] and alderman reports. First up is the [13:19] mayor. I just have a few things. Um the [13:22] um uh every Wednesday this month, Urban [13:25] Chestnut has been uh holding a popup [13:28] event down at our Brentwood Park. And it [13:31] runs from 4 to 8 and we will have a [13:33] total of five uh this month. And I would [13:37] to classify it as being a resounding [13:40] success, I think, be somewhat of an [13:41] understatement. Uh we've had three of [13:43] them so far, very very well attended. [13:46] And we have two more still in this [13:47] month. And on the agenda tonight is a [13:50] request to go into a August uh [13:53] continuing that. So if you have not [13:55] been, I would uh encourage you to swing [13:58] by this Wednesday or the following [14:00] Wednesday. I think this Wednesday [14:01] they're going to continue uh last [14:03] Wednesday had trivia and they're going [14:05] to do trivia again uh this Wednesday. [14:07] It's a lot of fun. Great chance to meet [14:09] folks and uh just enjoy our our brand [14:11] new park. So again, that's this [14:13] Wednesday from 4:00 to 8. Secondly, we [14:16] will be having coffee with the mayor [14:18] next week on Thursday, the last Thursday [14:20] of the month, and we are going to be [14:24] holding it at the park uh at the [14:27] Britwood Park. And uh this will be the [14:31] second time that we've held it down [14:32] there, but we're going to be actually [14:33] having the jazz group uh which is [14:36] comprised primarily, if not exclusively, [14:38] of our high school students. Uh if any [14:40] of you have heard them play, we probably [14:42] have by now, but they do a phenomenal [14:44] job. So if you're looking for something [14:46] to do on the last Thursday of the month [14:48] from 9 to 10, come on down to Brentwood [14:50] Park and uh free donuts, uh listen to [14:53] some great music, and again have a [14:54] chance to meet some of your um your [14:56] fellow uh residents. Finally, uh this is [14:59] the last meeting we'll have before the [15:01] election of August the 4th, 2026. Just a [15:04] reminder that we do have another [15:05] election, so I would encourage everybody [15:07] to attend that and uh exercise your [15:10] constitutionally protected right. Uh [15:12] Alderman Pluffka, [15:14] >> thank you. I would um say the same with [15:17] regard to voting. Um not only candidates [15:20] representing us in Jeff City, but [15:21] several constitutional amendments on a [15:23] variety of subjects. Please learn about [15:25] the candidates and issues and vote on or [15:27] before August 4th. Uh, also public [15:29] safety will meet on July 22nd, which is [15:32] a Wednesday, referred to by the mayor [15:35] and um, as chairman of public safety. [15:38] Um, I'm going to just say this. I I I [15:41] think we're going to meet at the [15:42] pavilion in Brentwood Park at 5:30 and [15:45] conduct our public safety meeting there. [15:48] Um, and unless that changes, we we'll [15:50] give everybody notice. If it changes, [15:51] we'll give you at least 24 hours notice. [15:53] It's normally here in this chamber, but [15:55] I'm I'm really inclined to move it to [15:58] the pavilion in Brentwood Park. So, [16:01] anyway, uh that's my those are my two [16:04] announcements. [16:04] >> Thank you. Eric is saying, "Wait a [16:06] minute, I've got it booked solid for [16:07] that." [16:07] >> And you know what? I didn't even think [16:09] about that. [laughter] [16:11] >> Okay. Thank you very much. Alder Ty. [16:14] >> Um the uh August Ways and Means meeting [16:18] which is uh currently scheduled for the [16:21] 6th uh bullet indicated we may need to [16:24] push it to after the uh public works [16:26] committee meeting. So if you're on uh [16:28] ways and means we probably won't be [16:30] meeting the sixth and likely will be [16:31] meeting later in the month. So watch [16:33] your email. [16:34] >> Thank you. Aldwoman go [16:35] >> no report. [16:36] >> Alderwoman Sims [16:37] >> no report. [16:38] >> Alderman Gold. Uh yes. Uh we are [16:41] cancelling the communications committee [16:43] meeting for that was scheduled for [16:45] tomorrow night. Um because we're just [16:48] getting everything going. So nothing [16:49] really to to address the committee on. [16:52] Um and then uh we do have our ward 3 [16:55] meeting uh let's see the last Tuesday [16:59] which is next Tuesday the 28th at 6:30 [17:03] at the rec center. So please join Steve [17:05] and I for that. [17:07] >> Thank you. Alderman Lock Wheeler, [17:09] >> no report. [17:09] >> Alderman Harter. [17:10] >> Um, yes. Brentwood Forest has her [17:12] meeting on uh Tuesday, July 28th at 6 [17:16] PM. [17:17] >> Thank you. And Alderman Meyer, [17:19] >> no report. All right, move on down to [17:22] city administrator report. We have [17:23] nothing. All right, drop us down to the [17:26] consent agenda. And we are going to Can [17:28] I get a motion to approve the consent [17:30] agenda with all items except item 9B? [17:33] >> So moved. [17:34] >> Second. [17:37] Okay. Uh [17:42] can we get a roll call, please? [17:46] >> Alman PFA. [17:46] >> Yes. [17:48] >> Ty, [17:48] >> yes. [17:49] >> Alderman Gold, [17:50] >> yes. [17:50] >> Woman Sims, [17:51] >> yes. [17:51] >> Alman Liller, [17:52] >> yes. Oh, good. Okay, great. All right. [17:55] >> Alman G, [17:57] >> yes. [17:57] >> Alderman Harter, [17:58] >> yes. [17:59] >> Alman Meyer, [18:00] >> yes. [18:00] >> Motion passes. [18:01] >> Thank you. and the remaining item item [18:04] 9B which are the warrant lists. Um can [18:08] we alderman can we get a motion to [18:11] approve please [18:13] >> first alderman go do you want to [18:14] indicate that you are recusing yourself [18:16] from this? [18:17] >> I do. [18:18] >> Okay. [18:20] Now can we get a motion to approve? [18:22] >> Oh second. [18:23] >> Okay. Uh all those in favor oh call [18:26] please. [18:30] » Pa. [18:30] >> Yes. Woman Ty, [18:32] >> yes. [18:32] >> Autowoman Goat. [18:35] >> Oh, I'm sorry. Woman Sims, [18:38] >> yes. [18:38] >> Lock Miller, [18:39] >> yes. [18:40] >> Gold, [18:40] >> yes. [18:41] >> Woman Harter, [18:42] >> yes. [18:42] >> Meer, [18:43] >> yes. [18:43] >> Motion passes. [18:44] >> Thank you. That drops us down to old [18:46] business. We have, I think, just two [18:48] items under that. First up is bill [18:51] number 6613, [18:52] which we took up first at the last [18:54] meeting. Can we get a second read by [18:55] title only, please? [18:57] >> Yes. Bill number 6613, an ordinance [19:00] approving the OMCI reimbursement program [19:04] agreement with Metropolitan St. Louis [19:06] Sewer District for the storm water [19:08] master plan project. [19:10] >> Thank you. Chair would entertain a [19:12] motion to approve bill number 6613 [19:14] ordinance form. [19:16] >> So moved. [19:18] >> Any discussion? [19:22] >> Roll call, please. [19:23] >> Adfka, [19:24] >> yes. [19:25] >> Ty, [19:25] >> yes. Yes. Alderman Gold, [19:27] >> yes. [19:27] >> Autooman Sims, [19:28] >> yes. [19:28] >> Alman Lockmiller, [19:29] >> yes. [19:30] >> Alderman Gold, [19:30] >> yes. [19:31] >> Alderman Harter, [19:32] >> yes. [19:32] >> Alderman Meyer, [19:33] >> yes. [19:34] >> Uh, bill number 6613 now becomes [19:37] ordinance number 5237. [19:39] >> Thank you. Next up is item is bill [19:42] number 6614. This is listed under old [19:45] business. It is old business because [19:47] it's a continuation of the parking lot [19:49] issue. It keeps coming up every six [19:51] months. Uh, but we are having a first [19:53] read. So, could we get a first read by [19:54] title only, please? [19:55] >> Yes, sir. Bill number 6614, an ordinance [19:58] enacting emergency measures to extend [20:01] the continued use of temporary parking [20:03] lots for Brentwood Park. [20:06] >> We would like to have a second read on [20:07] this tonight. If we can get a motion to [20:09] that effect. So, moved. [20:11] >> Second. [20:12] >> Uh, any discussion on that? All in favor [20:14] of there being a second read, please [20:15] indicate by saying I. [20:17] >> I. [20:17] >> Any opposed? Motion carries. Mr. City [20:19] Attorney, can we get a second read by [20:21] tile only, please? Bill number 6614, an [20:24] ordinance enacting emergency measures to [20:26] extend the continued use of temporary [20:28] parking lots for Brentwood Park. [20:31] >> Thank you. Chair would entertain a [20:32] motion to perfect bill number 6614, [20:35] ordinance form. [20:37] >> So moved. [20:38] >> Second. [20:40] >> Okay. Any discussion? [20:43] >> Yes. Could I just uh have Dan, if you [20:47] wouldn't mind just giving an update. I [20:49] know there was some work done and just [20:51] kind of an update on on the changes and [20:53] the impact of those changes, please. [21:00] » The uh parking lot on the north side was [21:02] the one that we made the changes. So, [21:04] north side parking lot, uh, just east of [21:06] Mary, the eastern edge of that, we [21:08] graded I'd say 10 or 12 feet back, took [21:11] the rock out, dug down below the rock [21:13] level, put fresh dirt back, seed and [21:16] straw the area, um, feathered that slope [21:19] so that drains both to the north and [21:21] south inlets that are there. And then [21:23] the last thing is to put the ground glue [21:25] down. We tried that out. It actually [21:27] works really well around the shop. So, [21:28] we ordered more of that and then parks [21:30] will apply that. I know they've redone [21:32] the parking stalls, the striping, so [21:35] everything seems to be in order. I know [21:37] we've gone out there multiple times [21:38] during the June rains and even July, the [21:41] few rain events that we've had. Haven't [21:43] noticed any runoff and everything looks [21:46] great. [21:46] >> Great. Thank you. Thank you for the [21:48] update. [21:49] >> Any other questions? [21:51] Hey, roll call, please. [21:52] >> Alman Puffkco, [21:54] >> woman Ty, [21:54] >> yes. [21:55] >> Aldwoman Gold, [21:56] >> yes. [21:56] >> Woman Sims, [21:57] >> yes. [21:57] >> Lock Miller, [21:58] >> yes. [21:58] >> Alman G, [21:59] >> yes. [22:00] >> Harter, yes. Alderman Meyer. [22:01] >> Yes. [22:02] >> Bill number 6614 now becomes ordinance [22:04] number 5238. [22:06] >> Thank you. That brings us into new [22:07] business. First up is resolution number [22:10] 1597, which is a resolution approving a [22:12] naming rights agreement with the [22:14] Brentwood School District. Eric, are you [22:16] presenting on this? [22:24] So, the city received a request from the [22:26] Brentwood School District to uh name the [22:29] home dugout uh at the Brentwood Sports [22:32] Complex Field number one uh in honor of [22:34] Coach Mike I uh Igoot. Uh per the naming [22:39] section of the city's donation [22:41] sponsorships and facility naming policy, [22:44] uh all naming of facilities has to be [22:46] done with approval by the board of [22:47] alderman. That's why a resolution is for [22:49] you this evening. Uh a naming for a [22:52] facility for a specific individual or [22:54] corporation will only be considered if [22:56] that individual has made significant [22:58] contribution to the city of Brentwood. [23:00] Uh could be informed outstanding civic [23:01] service, prolonged period of time. Uh [23:05] those type of things. Uh names honoring [23:06] living individuals must be supported by [23:09] extraordinary compelling reasons along [23:10] with a thorough background review. So uh [23:13] and then one of the other items is [23:15] although it might not be appropriate to [23:17] name a permanent facility after an [23:18] individual uh a associate amenity [23:22] associated with the facility could be [23:24] named for that person. And so field [23:26] number one's already named after coach [23:27] Jim Taylor and and so this would kind of [23:30] fall into that realm of you know not [23:32] naming the full facility but naming the [23:33] dugout. So, according to the request we [23:36] received, Coach Emergoot dedicated 32 [23:38] years for um to mentoring players and [23:41] fellow coaches at Brownwood High School [23:43] and he they believe he's uh deserving [23:46] this honor and has probably spent the [23:47] most time in that dugout of anyone in [23:49] the city of Brentwood. So, that was the [23:52] request. Uh it is our responsibility to [23:54] bring it to the board for discussion [23:58] >> to approve uh resolution [24:02] seven. All right, we have a motion. Do [24:03] we have a second to approve resolution [24:05] 1597? Thank you. Any discussion? [24:08] >> Yes, Alderman Lock Mueller. [24:09] >> Eric, is there any type of signage that [24:11] would be posted on that? [24:13] >> Yeah, the signage is uh would be posted [24:15] and that would be the responsibility of [24:16] the school district. That is part of the [24:18] agreement that was has been prepared and [24:21] approved by uh the city attorney. He [24:23] looked it over and and gave a lot of [24:24] good edits to for me. But part of it is [24:27] uh that they would be responsible for [24:29] the the plaque and for in installation [24:31] cost of that. We would then be [24:33] responsible for maintaining it. But if [24:35] the plaque was damaged, they'd have to [24:36] replace it. [24:37] >> Thank you. [24:41] » Yes. Uh okay. All those in favor, please [24:44] indicate by saying I. I. [24:46] >> Any opposed? Resolution 1597 is [24:49] approved. Thank you. Next up is [24:51] resolution number 1600, [24:54] which is a resolution approving the [24:56] architectural services agreement for the [24:58] public works and parks maintenance [25:00] facility project between H Design Group [25:03] and the city of Brentwood. Dan, [25:14] uh, this is the RFQ that was brought up [25:16] at the, uh, public works committee. So [25:18] we had a total of 11 submittals, paired [25:21] that down to a group of three, did [25:23] interviews with those three, and then [25:25] narrowed that group down to each design [25:27] group, which is presented to the board [25:29] here tonight. Um, if this is approved, I [25:33] put together the rough schedule. If we [25:36] started with the agreement being [25:38] approved uh during this week, then we [25:40] could start with design and permitting [25:42] as early as August, and that would go [25:44] through uh February 2027. And then [25:48] project bidding would be in February 27. [25:50] Most of the construction would take [25:51] place in 27. Um anticipated construction [25:56] would wind down around February of 28. [25:58] That would be substantial completion. [26:00] And then final completion March of 28 [26:03] assuming that this is approved. Um I did [26:07] put the uh compensation table there so [26:09] you can kind of see what we would be [26:11] expensing in 2026 and then in future [26:14] budget cycles. So the three main phases [26:17] in 26 with H design is roughly 213,512. [26:22] We do have a budget of 250,000, 125 from [26:25] public works, 125,000 from parks. So [26:29] what we're looking for is a motion to [26:31] approve the agreement and move forward [26:33] with H design. [26:36] >> Can we get a motion to that effect? [26:39] >> So moved. [26:41] >> Second. Okay. [26:42] >> Any discussion? [26:46] Okay. All those in favor, please [26:47] indicate by saying I. [26:49] >> I. I. [26:50] >> Any opposed? Motion carries. Resolution [26:53] 1600 is approved. Thanks. [26:56] >> Thanks. [26:56] >> That brings us down to uh bill number [27:01] 6615. Can we get a first read by title [27:03] only, please? [27:04] >> Yes. Bill number 6615, an ordinance [27:07] approving an amended and restated [27:09] governmental cooperation agreement for [27:12] the provision of technology services [27:14] with the city of Clayton, Missouri on [27:16] behalf of the city of Brentwood, [27:17] Missouri, commence August 1, 2026 [27:22] effect for a duration of three years. [27:26] >> Okay, who's presenting on that? Troy. [27:30] Oh, hi Troy. [27:34] Good evening, mayor and council. Um, I'm [27:37] here to present the intergovernmental [27:39] agreement. [27:41] As you know, we brought in the city of [27:43] Maplewood into the agreement which [27:45] lowered all the city's cost. Your [27:48] realized savings was 9% off your [27:50] contract. We cannot change contract um [27:53] cost in um midterm in a contract. So, [27:57] this will start a new three-year [27:59] contract. you will realize that 9% [28:02] savings. Um, all the terms and [28:04] conditions in the contract have stayed [28:06] the same. There will be no changes [28:09] besides the cost and the dates. [28:14] » Okay. Thank you. And just by way of [28:17] background for those who uh might be [28:19] watching in, this is just another [28:20] example of Burntwood working with other [28:22] cities to uh collaborate and cooperate [28:25] in sharing of services. Uh I think this [28:28] started maybe in 2017 when the the city [28:31] partnered with the city of Clayton and [28:34] uh Richmond Heights for Clayton to [28:35] provide our IT services which is [28:38] all-encompassing includes uh budgeting [28:41] and maintenance and uh setting things up [28:44] and making sure we don't have any [28:45] problems with our phones, our computers. [28:47] It's been uh an absolute success and a [28:50] model for other municipalities on how to [28:52] work together and to lower their costs [28:54] and providing the services to their [28:56] residents. Uh and as as Troy indicated, [28:59] we're uh Maplewood is now joining this [29:02] as well. So, uh are we wanting to have a [29:05] second? We are wanting to have a second [29:07] read on this. So, can we get a motion to [29:09] that effect, please? [29:10] >> So, moved. [29:10] >> Second. [29:11] >> Any discussion on the motion for a [29:13] second read? All those in favor, please [29:15] indicate by saying I. [29:16] >> I. I. [29:16] >> Any opposed? Motion carries. Mr. City [29:19] Attorney, could we get a second read by [29:20] title only, please? [29:21] >> Bill number 66:15, an ordinance [29:24] approving an amended and restated [29:26] intergovernmental cooperation agreement [29:28] for the provision of technology services [29:30] with the city of Clayton, Missouri on [29:33] behalf of the city of Brentwood, [29:34] Missouri, commencing on August 1, 2026 [29:37] and continuing in effect for a duration [29:40] of three years. [29:42] >> Thank you. Chair would entertain a [29:43] motion to perfect bill number 6615 into [29:46] ordinance form. [29:48] >> Second. [29:49] >> Thank you. Any discussion? [29:53] Roll call, please. [29:55] >> Alman Puffka, [29:56] >> yes. [29:56] >> Awoman Ty, [29:57] >> yes. [29:58] >> Awoman Go, [29:59] >> yes. [29:59] >> Autooman Sims, [30:00] >> yes. [30:00] >> Alman Lockmiller, [30:01] >> yes. [30:01] >> Alman Gold, [30:02] >> yes. [30:02] >> Autooman Harter, [30:03] >> yes. [30:04] >> Alman Meyer, [30:04] >> yes. [30:05] >> Bill number 6615 now becomes ordinance [30:07] number 5239. [30:10] >> Thank you. Next up is bill number 6616. [30:14] Can we get a first read by title only, [30:16] please? [30:16] >> Yes. Bill number 6616, an ordinance [30:19] granting site development plan approval [30:21] for a new 9-unit town home development [30:25] at 8815 MG Avenue. [30:28] >> Thank you, Whitney. [30:30] >> Uh good evening. Um Erin Lashi is here. [30:35] uh he's present his request, but this [30:39] received approval at the May third um at [30:42] the June meeting of planning and zoning [30:45] by a 7 to zero vote. Um it does meet [30:49] with all of the zoning requirements and [30:51] uh [30:53] what more can I answer? [laughter] [30:55] >> Okay, if you want to just give a brief [30:58] >> Oh, it's [30:59] >> synopsis of what this is all about. [31:00] [laughter] [31:00] >> Sorry. [31:02] >> I mean, we know but the audience might [31:03] not. This is a nine unit town home [31:06] development. There will be three units [31:08] in three buildings with a little [31:10] separation between each of the [31:12] buildings. Um the applicant has [31:14] indicated that they would be condo [31:16] development. So he'll have to come back [31:18] through for the condo plat when he's [31:20] closer to that time frame. Um but it [31:24] meets with the storm water requirements [31:26] and all of the zoning requirements. The [31:28] building is 50 feet from the adjacent [31:31] property where adjacent to residential [31:33] and there's a 25 foot landscape buffer [31:36] for the uh drive aisle. [31:39] Um and [31:41] >> where is this? [31:42] >> Oh, I'm sorry. 8815 MG. [31:45] >> Okay. [31:46] >> Just behind uh the little commercial [31:47] development on South Brentwood [31:49] Boulevard. Okay. [31:50] >> Yeah. [31:51] >> Wonderful. Um All right. Have any [31:54] questions? [31:57] Alderman Lock Mueller. [31:59] >> Whitney, I I know they're meeting their [32:00] parking requirement by having the [32:02] parking underneath each townhouse of two [32:04] spaces. Uh I know the citizens that [32:08] attended several of these meetings. And [32:10] I will say the applicants been very [32:12] accommodating to uh some of their [32:14] concerns, but when it comes to visitor [32:17] parking, [32:18] um is that I don't see any condition [32:21] that was originally discussed on [32:24] possibly setting up some spacing along [32:25] that drive aisle for maybe some visitor [32:28] parking. [32:30] >> Um yes, the as was discussed at the [32:32] planning and zoning commission, the [32:34] drive aisle is 25 ft wide. um any alley [32:38] or one-way drive aisle is 11 feet. So [32:42] they felt there was sufficient parking [32:44] to provide sufficient space that should [32:47] a visitor want to park along that drive [32:50] aisle that there's sufficient room. Um [32:52] the applicant has also indicated that he [32:54] would work with the commercial [32:56] development in front of them to see [32:58] about overnight parking should a [33:01] resident require such. Um do you want to [33:04] address that? Okay. [33:08] Shim Lamichani um 11 Deer Creek Woods. [33:11] Um I am one of the applicants. Um so in [33:14] terms of parking, the plan is to allow [33:17] parallel parking because of the [33:19] driveways 25 ft as well as uh we are in [33:23] discussion or trying to connect with the [33:25] owner um of the commercial property to [33:28] see if they will allow any visitors [33:31] parking after hours. I think that's the [33:34] plan. [snorts] And then the 25 ft drive [33:37] aisle, um if there are there are [33:40] visitors, it would um it would be enough [33:42] for any visitors to park um in in that [33:45] uh section. Okay. Whitney, do we need to [33:49] make that a condition that they supply [33:51] that type of parking? [33:53] Um, [33:55] >> can we [33:55] >> we can we can include that for the [33:58] second reading is to include a a [34:01] condition that parallel parking be [34:03] provided along the drive aisle that it [34:06] be striped for that. Um, [34:09] >> I'd like to kind of just think that over [34:12] and maybe talk to staff and [34:15] maybe the applicant and see if that [34:17] could be made all permanent [34:19] >> fixture there somehow designating those [34:22] areas as additional parking. [34:24] >> Okay. [34:26] >> Thank you, [34:27] >> Alderman Pluff. [34:28] >> Thank you. How close is it between the [34:31] eastern fence and the eastern facade of [34:34] the of the answer. [34:37] >> Yeah. [34:38] >> It's uh 14 ft. [34:40] >> Yeah. [34:41] >> And and all of the units, the way I'm [34:44] looking at the pictures, all the units [34:45] are are oriented to the east. I mean, [34:48] the front door is [34:49] >> correct. [34:50] >> They face. [34:51] >> So, the western elevation is the back of [34:55] the unit. [34:56] >> That is correct. [34:57] >> Okay. But what we have done um just to [35:00] add there the western elevation because [35:02] of the input from the planning and [35:05] zoning uh you know council members we've [35:07] also enhanced the western um west [35:10] elevation to match the east elevation so [35:14] it kind of blends in the design. [35:17] >> Okay. Um and what's the distance between [35:19] the the between the three units going [35:22] north? [35:23] >> 10 feet. [35:25] >> Okay. And that's and structures this [35:28] tall that didn't run a follow of our our [35:31] fire department. They didn't think that [35:33] those are too close together. [35:34] >> Um [clears throat] no, the requirement [35:37] under the new adopted 2024 code is will [35:40] be that they have to be sprinkled. [35:42] >> Um we had initial disc we had [35:44] discussions with the fire department. [35:47] They are including a new fire hydrant on [35:49] that drive aisle um to because of the [35:53] distance to the existing um fire hydrant [35:56] to provide additional fire protection [35:59] >> for the unit that's farthest to the [36:01] north there. [36:02] >> Yeah. For all of the units that are [36:03] there. Yeah. [36:04] >> So the fire hydrant will be along M [36:06] somewhere. [36:07] >> No, it will be along the drive aisle for [36:09] this development. Yeah. [36:10] >> Oh, I see. How far up into the [36:11] development do you know? [36:12] >> About 20 ft. No, it's about I would say [36:15] about 35 ft in um [36:17] >> and does does [36:20] iting around that? [36:22] >> Yeah. [36:23] >> Any of the interrupt any of the parallel [36:25] parking that we just talked about with [36:27] Steve? [36:27] >> Yeah. [36:28] >> So, there's plenty of space on the west [36:30] side um to park so we can avoid those [36:34] and still be able to accommodate um [36:37] parking. [36:38] >> Yeah. They we'll have to measure for the [36:40] parallel parking to ensure the distance [36:43] from a fire hydrant, [36:44] >> right? [36:45] >> Yeah. [36:45] >> Okay. Okay. Thank you. [36:50] » So, the floor plan is the same for all [36:52] nine of these. [36:53] >> Yes. [36:54] >> And what's a square footage? [36:56] >> Um 1,800 square foot. [36:58] >> Thank you. [36:59] >> Two car two-car attached garage. Um and [37:02] then it also will be EV ready um in each [37:05] of the garages. [37:07] Alderman [37:09] Lock Mueller, [37:10] >> I think I heard you say they were [37:11] condos. So, uh, there'll be a condo [37:14] assoc association form when it's [37:16] finished of made up of who? [37:20] >> So, when when we build it um and send it [37:23] to permitting, it will have to be given [37:25] or submitted to the city uh prior to I [37:28] believe submitting the or getting the [37:31] approval for uh the building permit. So [37:34] we will work um h the condo would be um [37:37] initially would be managed by a third [37:38] party but once it's starts to be [37:41] occupied the owner will be part of the [37:44] condo members. [37:45] >> So they would they would be allowed to [37:47] start construction but they do have to [37:50] come back for a condo plat approval [37:52] which would then include provisions on [37:55] maintenance of all of the common ground [37:56] areas and things like [37:58] >> that was going to be my next question on [37:59] maintenance. Okay. Thank you. [38:02] Anyone else? [38:05] All right. Thank you. We will see you at [38:07] the next meeting then for the second [38:08] read. [38:10] All right. Next up is bill number 6617. [38:14] Can we get a first read by title only, [38:16] please? [38:17] Bill number 6617, an ordinance providing [38:20] for the adoption of the third amendment [38:22] to the fifth amended and restated police [38:25] and firefighters pension plan, providing [38:28] for the repeal of all conflicting [38:30] ordinances, and providing for the [38:32] effective date of this ordinance. [38:34] >> Thank you. Just state your name, please, [38:36] Mr. Lane. [38:36] >> Good evening. I'm Mike Lane. and I'm [38:38] with a Thompson Coburn law firm and I [38:40] represent the uh board of trustees of [38:43] the police and firefighter pension plan [38:46] who are recommending some changes to the [38:48] plan. And the purpose of these changes [38:51] is to save some time and money for the [38:54] city and for the pension plan relating [38:57] to determination of disability. [39:00] Currently, uh the way the pension plan [39:03] is structured under the ordinances, [39:06] an individual who requests a pension [39:09] based on disability [39:12] uh must be determined by a medical board [39:16] appointed by the trustees of the pension [39:20] fund. to be permanently disabled. That [39:24] requires a lot of time from both the [39:26] pension board and the city staff to [39:29] figure out which kind of medical experts [39:32] must be appointed and it takes a lot of [39:35] time from the city staff to uh organize [39:39] the billing situation. As you know, the [39:42] uh folks who work in the medical system [39:47] in this country are used to billing [39:48] insurance rather than billing a pension [39:51] plan for the cost of that. And it takes [39:56] quite a bit of effort on behalf of both [39:59] the pension board and city staff to do [40:01] that. Uh what we are asking for in this [40:04] ordinance is for the ability for the [40:07] trustees of the pension board to be able [40:11] to hire a third-party administrator to [40:14] do this. There are plenty of companies [40:16] out there that determine whether someone [40:19] is disabled [40:21] on behalf of companies, cities, [40:23] organizations [40:25] uh without having to individually [40:28] appoint certain medical providers each [40:31] year. they've got a stable of people to [40:34] do it. And so the idea here is that [40:38] we would have the ability to hire a [40:42] third party contractor to handle that [40:44] for us and save a lot of city staff [40:47] time, save a lot of money, and save a [40:50] lot of stress on the individual [40:52] employees who are applying for a [40:54] disability pension. Happy to answer any [40:57] further questions that you all may have. [40:59] >> Yes. Alderman Ty. So, I um I've talked [41:02] to Captain Neimire about this, but I [41:04] just want to make sure that the police [41:06] and the fire departments are comfortable [41:09] with this change for uh for their um [41:13] staff. [41:14] >> Uh from what I understand, it was a [41:17] unanimous decision of the pension board [41:19] to to recommend this. [41:21] >> Okay, great. Thank you. [41:23] >> Anybody else? [41:25] Uh the request is to go ahead and get [41:27] this enacted tonight if or at least have [41:29] the board vote on it tonight.
