[3:49] (laughs) [3:51] But the, the, the key items that I did want to mention, [3:56] one related to Pondicherry Park, and there's a few, [4:00] there's a few pieces to that. And the [4:03] first one that was discussed was to [4:07] simplify, [4:09] potentially simplify, the involvement of [4:13] both the Open Space Committee and the Pondicherry Park Stewardship [4:17] Committee. And I believe the intent is to have [4:20] a joint meeting in January before those two committees [4:24] and see if we can't, see if we can simplify [4:28] that somewhat since [4:31] we have [4:33] (clears throat) two committees, and, and I know [4:38] that's under discussion. Hmm, [4:42] uh, [4:43] also talked about access to the, to the Ham Complex Bridge, and people [4:47] are happy with the signs. So we seem to have [4:52] gotten through that issue and we have signs up, and [4:56] that seems to be working. Um, [5:00] the ... They also are trying to put a [5:04] placeholder in, I guess, ahead of time for the [5:07] '26/'27 budget for some work that needs to be [5:11] done at, at Pondicherry relating to trails [5:15] and, and access improvements. So I, I, I [5:19] think when we do get the budget together, and Don- Mm-hmm. [5:23] I don't know if they come directly to you or they come to Georgina. [5:24] Well, they'll get, they'll come to us. [6:03] citizens and taxpayers of Bridgeton getting the most use [6:06] that they could out of it. Um, [6:10] and I, I think that that's a to-be-continued item [6:13] around, like, long-term thoughts [6:16] around whether there might be some changes down, d- [6:20] down there and, and try to get some input from people about what they think [6:25] is possible and what's, what's the best use of that [6:28] beautiful space down there. So, that [6:32] ... Those, those were the two key items [6:36] that, that, that I pulled out of that meeting that I wanted to [6:38] share. Well, we've been mentioning, um, for the past few years the, [8:44] um, soon-to-be-mandated implementation of extended [8:48] producer responsibility, which is [8:52] going to, um- [8:54] (clears throat) [8:55] ... reduce recycling fees and tipping fees for [8:58] recycling for member towns of Eco Maine. [9:01] And that is a state program. Um, it has, it [9:06] started in Europe. Vermont was the first state in America to implement [9:10] it, and it makes large packaging [9:13] producers, Amazon, Pepsi, all the big [9:16] corporations, have some measure of reimbursement to [9:20] towns for their cardboard and, um, [9:24] packaging recycling. So that's gonna require some work. [9:27] They've offered to do outreach. We can have a workshop or question-and-answer [9:30] session. They'll probably reach out to Forrest or the public [9:34] services director also to explain to them what's needed. There are ... [9:38] You know, there's some extra work on that side, but [9:41] ultimately, it is going to result in towns getting some [9:45] reimbursement for the cost that we are now paying to [9:49] send all that cardboard to Eco Maine. [9:51] There's going to be some corporate reimbursements. [9:55] It's a little convoluted to explain, but they're going to send an emissary out [9:59] after the holidays to give us a real more academic overview [10:03] of it. This is just distilled. [10:05] (clears throat) [10:05] But another big thing we've done is, um, the Eco Maine board [10:09] voted unanimously to raise the recycling rates [10:13] based on that implementation, balancing the [10:17] tipping cost for recycling. Hasn't been implemented yet, [10:21] but they are building a $30 million recycling [10:24] upgrade at the Eco Maine facility on, in, on Blueberry Road in, [10:28] um, Scarborough. And that was necessary because the, it was [10:32] outdated. And it's gonna run cleaner, and it's gonna be just a better [10:37] project all around. And another thing we've done is added three [10:41] new member towns, Sanford being one of them, which adds [10:45] a lot of population to the Eco Maine community. [10:49] And Eco Maine works a lot like our wastewater program does. [10:52] The more members we have, the lower the fees are for each [10:56] town. So we're having, we're growing for member towns, and we have a lot [11:00] of satellite auxiliary towns stepping onboard too. [11:03] And to improve the Eco Maine services is just a benefit to [11:06] everyone. [11:09] It probably would be good if they (clears throat) did send someone [11:13] for the, maybe the first, first meeting in January, because [11:17] I ... And, and I know they, they sent this [11:20] note. It wasn't clear to me if, if, if they've [11:24] already borrowed that money and are paying it back, 'cause it sounds like from this [11:28] note that they've borrowed the money and the rate that they're going to [11:32] start charging [11:34] incorporates the, I guess, debt repayment [11:39] and- [11:39] This is confusing. I understand that the money, the $30 million [11:42] bond that we voted on is for the new recycling [11:46] facility. They're using what, I, I hate to [11:50] say projected revenue because it is gonna be an implemented [11:54] program, and it does work for reimbursement. [11:57] But they are expecting those revenues that come back to [12:01] balance out the...... [12:05] increase in member town's responsibility to Eco Maine for [12:08] now, so they could cover that bond to build that facility. [12:12] But yeah, they will ... Kevin will come out. [12:14] The CEO will come out and explain the- [12:15] Yeah. That, that would be [12:16] [12:16] [12:16] good. ... Yeah. ... or something so specific. Because it is a lot. [12:18] You know, there's, there is a lot to it. [12:21] Right. And, and, and particularly, it seems like it's a sh- sh- short term. [12:24] (paper rustles) I'm not ... [12:27] I'm not sure, 'cause I'm not sure when we're going to [12:30] see the reimbursements, but that, [12:33] you know, the memo from them talks about a new rate that is [12:38] ... [12:45] It also seems to discourage recycling, in that [12:50] they've moved the, the rate we pay to the same rate we [12:54] pay for, for trash. So it would seem like [12:58] it's a little counterintuitive as to how rec- [13:01] recycling is gonna be encouraged if they've raised the rate to [13:06] the same rate [13:08] as, as the, uh, trash [13:12] was. [13:13] So ... [13:14] So, so I hope, uh, the money comes in from that fund better [13:18] than, um, the money from the marijuana [13:21] revenue sharing, [13:24] which we have still yet to [13:25] see. Every member town [14:06] has at least one rep, and that is based on the percentage, the population, so [14:10] Portland has four. Most of the smaller towns, Bridgeton included, have [14:14] one. Currently that is me. And we have had some [14:18] workshops on EPR, and I know it is a little bit confusing, [14:23] but he's gonna come out and explain it more to us. [14:25] As far as the, the rate increase, I understand that it probably does [14:29] discourage recycling, which is unfortunate, but that was the [14:33] way to raise money to get the improved recycling system, [14:36] because the one they had was not, was not passing certain [14:40] emissions, new upgraded em- emissions [14:44] requirements, standards. And it, it just had to happen, [14:47] so. I'm not- [14:48] Uh, [14:48] let me- ... trying to be obtuse, but that's really what I can say right now about it. [14:51] We'll have him come out, [14:54] explain. [14:55] Uh, I think my, my question was, is [14:58] the owner members [15:01] and the contract members, are the contract members paying [15:05] the same fees [15:07] as the owner members? Member towns have a long-term, 30-year standing [16:14] agreement, and they have advantages to lower tipping fees. [16:17] So the member towns do pay lower per-ton tipping fees [16:21] than commercial and non-member contracted towns. [16:25] For example, the previous rate of a member town was 88 doll- [16:28] $88 per ton, while the commercial haulers would pay [16:31] $130. And it goes on to be a little more descriptive. [16:34] The contract town fees, meaning towns like Fry Island, [16:38] Fryeburg, Brownfield, they have negotiated prices that [16:42] are negotiated subject to market fluctuations. [16:45] They can be higher and less predictable long term. [16:47] They're not locked in because they aren't full-time member towns, subjected to [16:51] contract renewals depending on external factors like landfill [16:55] capacity. Um, short-term contracts may seem cheaper [16:58] initially, but the benefit to being a long-term member pricing is higher [17:02] than the ownership model. Contract towns don't have a seat on the Eco Maine board [17:06] or a direct say in the tipping fees. From the Bridgeton Recreation: November concluded our [25:28] fall youth athletic season with a strong finish. [25:31] Youth soccer was the last of our fall sports to wrap up with a [25:35] successful fifth and sixth grade day-long tournament [25:39] at the Ham Complex on November 1st. [25:41] This season had excellent participation from players, volunteer [25:45] coaches, officials, fans, and lot of positive [25:49] feedback from families. Winter program is already underway [25:53] as Lake Region youth traff- travel basketball teams began [25:57] practices and had their first weekend of games. [26:01] At the end of the month, we will host a youth basketball clinic and [26:05] meetings at the Lake Region High School to help youth athletics and families [26:08] prepare for the season, reinforce expectations, and support skill [26:12] development. Earlier this month, Leslie and Kat attended [26:16] the Women's Coaching Youth Sports Workshop in [26:19] Biddeford with other female volunteer coaches. [26:23] The trained focus was not only on coaching skills but on [26:27] strengthening female participation in youth sports, both on the court [26:31] and field, as well as on the sidelines. [26:34] Building on that m- momentum, [26:37] former Bridgeton Recreation summer staff members and now [26:41] basketball players, Melissa Mayo and Ava Smith helped us film a [26:45] lighthearted youth basketball promotional video, which is currently [26:49] circulating across our social media platforms. Looking ahead, Festival of Lights [27:15] on December 6th brings a full roster of community programming [27:19] coordinated by Bridgeton Recreation, supported by the Magic [27:23] Lantern, local organizations, and other town departments. [27:26] Our events throughout the day include the craft fair at Stevens Brook [27:30] Elementary School with over 40 vendors- [27:33] Ahem. [27:33] ... a Merry Makers workshop, Festival of Trees viewing, and the [27:36] inaugural Chili Cook-Off. At the Magic Lantern, we are [27:40] presenting two performances of A Visit from Saint Nicholas at [27:44] 4:00 PM and 7:00 PM, directed by Bob Sawyer and presented in [27:48] memory of John Potter. Character visits and photos with [27:52] Santa will also take place during the afternoon. [27:54] The evening rounds out with two major community favorites: the [27:58] Festival of Lights Parade with this year's theme Frost and [28:02] Flame, and our tree lighting at Bridgeton Community Center. [28:06] More festive surprises and events are being finalized by the minute. [28:09] We anticipate strong turnout and increased foot traffic for local [28:13] businesses and a full day of activity for community members across the [28:17] region. From the Bridgeton Code Enforcement for the month of October [28:21] 25th, there were three new residentials, [28:25] six remodel permits, seven additions, eleven tree [28:29] removal, one sign, three miscellaneous, one roof mount [28:33] solar array, two garages.
