City [5:30] council members, city staff, [5:32] families and guests. My name is [5:33] Isaac. And this summer, I had [5:35] the privilege of serving as a [5:36] growing grads intern. Tonight, [5:36] I [5:38] m also honored to be inducted [5:38] as a member of the Brighton [5:40] Youth Commission. One of the [5:41] things that I [5:41] ve learned this [5:42] summer is that Brighton just [5:43] doesn [5:44] t ask young people to be [5:45] the future. It gives us [5:46] opportunities to contribute. [5:48] Today. Tonight, you [5:48] re [5:50] welcoming new members into two [5:52] of these opportunities. The [5:53] Brand Youth Commission gives [5:54] young people meaningful [5:56] opportunities to engage with [5:58] local government, develop as [5:59] leaders, and make a positive [5:59] impact in the Brighton [6:01] community. Brian Impact [6:03] provides hands on opportunities [6:04] to develop leadership through [6:06] service, teamwork and community [6:07] involvement. These programs [6:09] remind us that leadership isn [6:09] t [6:10] about a title. It [6:10] s about [6:12] listening, taking initiative, [6:13] serving others, and being [6:14] willing to make a difference. [6:16] They help us build confidence, [6:17] develop new skills, and [6:18] discover that our voices [6:19] matter. As someone who [6:19] s [6:20] experienced one city youth [6:22] leadership program and is now [6:23] beginning another, I can say [6:24] these opportunities have a real [6:25] impact. They don [6:26] t just prepare [6:27] for someday. They allow us to [6:29] make a difference. Today, on [6:30] behalf of everyone being [6:31] inducted tonight. Thank you for [6:32] believing in young people [6:34] enough to invest in us. Your [6:35] support creates opportunities [6:36] that help us grow into leaders [6:38] who care deeply about brain and [6:39] want to make a positive [6:41] difference. Thank you for this [6:42] opportunity. I [6:43] m excited to [6:44] begin serving alongside my [6:45] fellow commissioners. [9:58] So we have them circle around [9:59] and we do one big picture [10:00] together. Is that going to be [10:01] too crowded. [10:04] To try? Can we maybe just go [10:05] this way. [10:07] Like go have them come around? [10:09] Yes. [10:12] Isaac, stay right. In that [10:37] circle. [10:39] You could stand. Just have the [10:41] taller kids. [10:43] Taller. [11:08] Just stand in between. [11:09] Them. [11:11] Yeah. Just make sure you [11:11] re [11:12] not. [11:13] Blocking the person behind. You [11:13] can see somebody [11:14] s head. [11:15] Then you got to kind of, like, [11:16] look around a little bit, you [11:18] know, find a window. [11:19] Wow. [11:19] You [11:20] re welcome to take [11:21] pictures. [11:23] Too. All right, let me move. [11:53] Okay. [11:53] While you [11:55] re dispersing, just [11:56] just want to thank all the [11:58] youth for volunteering and [12:00] being a part of this group. We [12:15] ll let [12:17] people disperse if they choose. [12:17] But everybody [12:18] s welcome to [12:20] stay. So nobody [12:21] s being kicked [12:38] out. Now we got a lot of [12:41] capacity here. All right. Um, [12:44] next on the agenda is the, uh, [12:45] item five. Public invited to be [12:46] heard on matters that are not [12:49] on the agenda. I have two [12:51] people signed up to speak. I [12:52] also have three other signed up [12:54] for another item coming up on [12:55] the agenda, but these two are [12:57] for the ones that are speaking [12:58] on items that are not on the [12:59] agenda. So first I have Tom [13:02] Lambo come on over, Tom. You [13:03] know how it goes. State your [13:05] name for the record. You got [13:09] three minutes. [13:11] All right. Thank you very much. [13:13] Hello to Brighton. Hello to you [13:14] all in front of me. It [13:14] s good [13:16] to be here. Hope all is well. [13:16] I [13:17] m Tom Lambo. I [13:17] m here to lift [13:19] up right into the Lord in [13:20] prayer. So please join me in [13:22] prayer. Heavenly father, in [13:23] Jesus name, we ask you to be [13:24] with us here tonight and every [13:26] day in Brighton. You are GOD, [13:27] the creator of all things, and [13:28] there is nothing greater than [13:32] you. Deuteronomy 435 states to [13:34] you it was shown that you might [13:36] know that the Lord is GOD. [13:37] There is no other besides him. [13:39] Let us find comfort in you, and [13:41] help us not to fear the [13:42] situations around us. [13:44] Everything is changing. What [13:46] can cause us to feel unstable? [13:47] We can rest in knowing there is [13:49] nothing greater than you, and [13:50] you have all situations under [13:53] control. The summer is moving [13:54] quickly, the county fair is [13:55] over, and summer trips are [13:57] coming to an end. Our teachers [13:58] will have reported back to [14:00] school before we meet again. [14:02] Students will start reporting [14:03] back to school shortly after [14:05] that. Families will go through [14:07] another adjustment. Children. [14:08] Children will face new [14:10] situations. For some, it will [14:12] be their very first day of [14:13] school, while others will start [14:15] counting down their last year. [14:16] A lot of change, a lot of [14:18] adjustments. So we lift up to [14:19] you all those who will be [14:21] affected by this new beginning. [14:22] The unknown is before them and [14:24] you have a word to cover them. [14:27] Isaiah 4318 through 19 states, [14:29] forget the former things. Do [14:31] not dwell on the past. See, I [14:31] m [14:33] doing a new thing now. It [14:33] s now [14:35] it springs up. Do you not [14:37] perceive it? I am making a way [14:39] in the wilderness and streams [14:41] in the west, in the wastelands. [14:43] You are GOD, and nothing is [14:45] beyond your control. Be with [14:47] those that are making these [14:48] adjustments. Help them to find [14:50] peace in you. Watch over [14:51] everyone and make a path for [14:53] them to travel on as they begin [14:56] this new journey. We lift up [14:57] all those that are serving in [14:59] our military. All who serve [15:01] need your protection. Guide the [15:02] individuals who are making [15:04] decisions that impact their [15:05] lives. Give them clear [15:07] understanding of the dangers [15:09] they are asking our military to [15:11] enter into. Some who are [15:12] serving will be sent on [15:13] missions to free those that [15:16] cannot help themselves. They [15:18] have a special purpose. Remind [15:19] them of their purpose with [15:21] Psalm 824, which states, rescue [15:23] the weak and the needy. Deliver [15:24] them from the hand of the [15:26] wicked. Keep them safe and [15:27] mentally sharp. Guide their [15:29] actions, and bring everyone [15:31] home safely. You are our GOD [15:33] and we are your people. In [15:35] Jesus name we pray. Amen. Thank [15:37] you guys. Have a nice night. [15:39] Thank you. Tom. Next is Todd [15:42] Crumbly. Come on over. Todd, [15:44] state your name. For the [15:47] record. You got three minutes. [15:49] Hi. My name is Todd Quimby. I [15:51] own two businesses here in [15:52] Brighton. Uh, Brighton crossing [15:54] Liquors on 50th and Bridge and [15:56] Brighton Highway seven that I [15:58] bought about two years ago. Um, [15:58] I [16:00] ve been having some. My water [16:03] bill is, like, extremely high. [16:03] And I [16:04] ve talked to the water [16:05] people here in Brighton, and [16:07] nobody seems to want to be able [16:08] to do anything like my water [16:14] bill for this month is $652. I [16:15] have an ice maker. I have a [16:17] toilet and a mop, sink and a [16:18] sink. There [16:18] s no grass or [16:20] anything. Uh, what I understand [16:21] is the building was built in [16:23] 1961, roughly, and it was [16:25] laundromat. Then years later, [16:27] it went half laundromat, half [16:28] liquor store. And it [16:28] s been the [16:30] liquor store for the last 35 [16:33] rough years. Um, I [16:34] ve asked [16:36] this, this city water person, [16:36] if there [16:38] s some way I can get a [16:39] variance to choke the line [16:40] down, because I would [16:41] understand is when it was the [16:42] laundromat, they have a two [16:44] inch line coming from the [16:46] street. And he said, the only [16:47] way I can do that. So if I turn [16:49] my parking lot up and put a [16:51] whole new line in, tear the [16:52] meter or tear the stuff out of [16:53] the street, and that [16:54] s going to [16:57] be 10 to $15,000. So I [16:58] m I [16:58] ve [17:00] been paying a minimum of $450 a [17:02] month in water. So i [17:02] m [17:03] wondering, is there any way I [17:05] can get a variance or who can I [17:07] talk to to maybe rectify this? [17:08] Because I honestly, I feel like [17:08] I [17:13] m getting ripped off. That [17:13] s [17:15] my speech. [17:18] All right. Todd. Thank you. Um, [17:19] you know, this is something [17:22] that the obviously staff will [17:23] have to address. I know you [17:23] ve [17:25] come up to me about this in the [17:27] past, and, um, you know, I [17:27] don [17:29] t have the right answer for [17:30] you right now. [17:30] I don [17:31] t expect an answer right [17:32] now, but if we could look into [17:34] that, I would really appreciate [17:35] it. Okay. [17:36] Thank you for bringing that [17:40] back up. Thank you. That is all [17:42] I have signed up to speak on [17:43] items, none on the agenda. And [17:45] like I said, those that have [17:46] signed up to speak on an item [17:48] coming up on the agenda will [17:49] call you up when that time [17:54] allows. All right. Next. Hold [17:58] on. Item 6aa resolution of the [17:59] City Council of the City of [18:01] Brighton, Colorado, approving [18:03] the Second Amendment to service [18:05] plan for a Prairie Center [18:06] Metropolitan district number [18:08] seven and setting forth other [18:11] details related to. So this is [18:14] a public hearing. I [18:14] m first [18:15] going to open up the public [18:19] hearing and ask that the city [18:21] clerk verify all the postings [18:23] and publications were complete. [18:24] Yes, your Honor, the notice of [18:26] Public hearing was published on [18:28] the City of Brighton website on [18:30] July 20th, 2026. [18:32] Thanks for verifying. And next [18:34] I ask members of City Council [18:35] if they have any conflicts of [18:37] interest or ex-parte [18:39] communications related to this [18:42] item. Seeing none, City Manager [18:44] Martinez, please introduce our [18:45] presenting staff. [18:46] Thank you. Mayor. Presenting [18:47] this item this evening on [18:49] behalf of the city as Associate [18:50] Planner Stephanie Adams. [18:52] Welcome, Stephanie. [18:53] Good evening. Good evening. [18:54] Mayor, mayor pro tem and [18:56] members of council. My name is [18:57] Stephanie Ames, associate [18:58] planner with the city. And I [18:59] m [19:00] here to present the Prairie [19:01] Center Metropolitan District [19:03] number seven service plan [19:06] amendment. The subject property [19:07] outlined on the map is [19:08] generally located to the north [19:10] of Eagle Boulevard, south of [19:12] Kite Street and South 35th [19:14] Avenue, east of South 27th [19:15] Avenue, and west of Prairie [19:17] Center Parkway. Comprised of [19:18] all property within Prairie [19:21] Center Village, one subdivision. [19:25] To provide some background, the [19:26] original service plan for the [19:29] district was approved in 2006. [19:31] In 2008, there was an amendment [19:32] to the service plan increasing [19:33] the cost of public [19:34] improvements. Currently, the [19:36] district has two outstanding [19:38] general obligation bonds with a [19:40] final maturity of 2045 and [19:43] 2046, and in accordance with [19:44] the approved Service plan, any [19:45] modifications to the service [19:47] plan require approval from the [19:51] City Council. With this Second [19:52] Amendment to the service plan, [19:53] the district is seeking to [19:56] refund the existing bonds, [19:58] change the bond maturity limits [20:00] from 25 years to 30 years to [20:01] align with the city [20:01] s model [20:03] service plan and lower annual [20:05] debt service. Mill levies [20:07] remove the restriction [20:08] prohibiting issuance of new [20:10] money debt after DECEMBER 1st, [20:13] 2025, and replace that [20:14] restriction with the rule [20:15] limiting the debt service mill [20:17] levy to no more than 40 years. [20:18] We [20:19] ll also preserve flexibility [20:21] for future financing by [20:22] allowing additional new money [20:23] debt with approval from the [20:27] district board. By extending [20:28] the repair the repayment [20:29] period, this would reduce the [20:34] debt service mill levy from [20:39] 63.495 to 39.617 starting in [20:42] 2027. Collections. At this [20:43] time, the options for [20:44] consideration are before you on [20:46] the screen. Thank you all for [20:46] your time and attention this [20:47] evening. The city [20:48] s Metro [20:49] District Council and financial [20:50] consultants are available for [20:51] any questions that you MAY [20:53] have. After a brief [20:54] presentation from our applicant [20:55] team. [20:55] The applicant, I [20:56] d like to [20:58] queue up the presentation. Time [20:59] is yours. [21:05] Okay. [21:07] Great. Thank you. My name is [21:09] Dave Burke. I am the PRESIDENT [21:12] Of the Board of directors for [21:14] Metro District seven. I [21:14] m [21:16] honored to represent the 370 [21:20] home owners in this community. [21:21] And our effort tonight to try [21:23] to modify the bond debt for [21:24] this community to offer [21:26] significant annual property tax [21:29] relief for its residents. I [21:29] m [21:31] joined by other members of our [21:33] 100% Resident Control Board [21:35] here tonight are including our [21:36] treasurer, Ron Johnson, and [21:38] members Alan Greenfield, [21:40] Jeffrey Hunter and Megan Smith, [21:41] as well as the members of our [21:42] community. I [21:43] m not an expert in [21:45] this field by any means. I [21:45] m [21:46] just a volunteer and I [21:47] m a [21:48] homeowner. But we [21:49] re fortunate [21:50] to have experts here with us, [21:52] uh, including Kathy Conda, [21:52] who [21:54] s with McGeady, Beacher, [21:56] Cortez and Williams, our [21:58] general counsel for the [21:59] district, and Matt Chalk, who [22:00] s [22:02] a director with D.A. Davidson. [22:04] This amendment will give us the [22:08] option to extend our refi to 30 [22:09] years so we can explore as many [22:12] possibilities as possible to [22:14] maximize the property tax [22:20] reduction for the residents. As [22:24] I said, just a very brief, um, [22:27] set of slides here where a 100% [22:30] district board comprised of [22:31] residents, uh, we have five [22:33] board members. Currently, the [22:35] metro district portion of the [22:37] resident property taxes is [22:39] approximately 40% of our total [22:41] tax bill. Um, due to our [22:43] maximum mill levy that we have [22:45] to pay based on how the bonds [22:48] are structured currently, in [22:52] addition to taking care of of [22:54] the statutory compliances, we [22:56] also performed the hoa [22:57] functions, including operations [22:58] of maintenance of the public, [22:59] improvements including the [23:01] common area, landscaping. If [23:01] you [23:02] ve been by the community, [23:03] you know we have a tremendous [23:05] amount of landscaping there and [23:06] snow removal, the entry [23:08] monuments, the lighting, the [23:10] under drainage system, as well [23:11] as the design review and [23:13] covenant Enforcement district [23:14] board takes care of all of [23:16] that. So here [23:17] s the opportunity [23:19] to try to decrease the [23:19] district [23:21] s property taxes, [23:22] where we can refund the [23:24] existing bonds from the series [23:27] 20 and the series 21 bonds. Uh, [23:29] and take those to market. We [23:29] re [23:31] not adding any additional debt. [23:33] Uh, no additional debt is being [23:35] added or contemplated. Any [23:36] additional debt to this [23:38] community would require a vote [23:40] of the residents. So there [23:40] s [23:41] nothing we can do on our own [23:43] anyway. Um, we [23:44] ll propose the [23:46] refunding plan based on present [23:47] market conditions. We [23:47] ll go to [23:48] the market, take a look, see [23:50] what makes the most sense. Um, [23:52] and if we can do it this year, [23:53] the debt service mill levy can [23:56] be reduced from its current [23:58] maximum levels. Uh, for the [24:01] next tax year, reducing the [24:03] property taxes significantly [24:06] for our homeowners. We can [24:08] substantially reduce the debt [24:12] service by approximately 750 to [24:15] $950 per home per year. If we [24:17] take this to market the way [24:18] that we think we can, it can [24:19] work. It [24:20] ll also minimize the [24:21] quarterly operations and [24:23] maintenance fee increases. In [24:25] addition to the to the the [24:26] property tax amount that we [24:28] pay, we also pay quarterly [24:33] operations fees of $828 a year [24:34] per home. And they [24:34] re billed [24:37] quarterly. And so hopefully [24:41] this refi restructure will [24:43] allow us to minimize any of [24:45] those increases as well and [24:48] give us some financial [24:50] flexibility to maintain and [24:51] enhance the public interest [24:52] infrastructure in the community [24:54] amenities that we have, should [24:57] we need additional monies for [24:58] something. This gives us a [24:59] little bit more flexibility in [25:02] how to raise those monies. So [25:02] that [25:03] s it. That [25:04] s what, uh, [25:04] what we [25:07] re asking. Um, on [25:09] behalf of the 370 residents [25:11] there, we thank you to consider [25:12] this amendment. [25:13] Thank you. And you said you [25:14] re [25:15] David Burke, right? I am. So [25:16] you also signed up to speak [25:17] separately. [25:17] I know I wasn [25:18] t sure what they [25:21] asked me. I said, okay, okay. [25:23] So yeah. One. Yeah. Since [25:23] you [25:24] re already a presenter. [25:25] Yeah. We [25:26] ll just go ahead and [25:27] put that aside. Yeah. Is that [25:29] the same with, uh, Ronald [25:31] Johnson? Okay. Are you trying [25:35] to sign up to speak to. Okay, [25:35] so we [25:37] ll put that aside. How [25:42] about a Tom? Um, MARCH so that [25:42] you [25:43] re signing up? Okay, so [25:43] we [25:44] ll get to you in a moment. [25:44] Okay. So there [25:46] s one person [25:47] signed up to speak, so. Okay, [25:49] this is the time for public [25:50] comment. Uh, for those that [25:51] have signed up to speak, I [25:51] ll [25:53] just call you up one by one. [25:57] Um, if anybody is here that [25:58] have interest to speak, there [26:00] are sign up sheets in the back [26:01] bringing to the city clerk. But [26:04] for now, I will call upon Tom [26:06] ganache to come on up. And when [26:08] you get to the mic, state your [26:09] name for the record or correct. [26:11] Any ways I pronounced it, and [26:11] you [26:13] ll have three minutes. [26:16] Tom. Uh, I live in, uh, Prairie [26:20] Center. Uh, mayor Council. Uh, [26:20] I [26:22] ve lived there. Uh, original [26:24] homeowner been there since, uh, [26:26] phase one. And I support my [26:29] board in this, uh, resolution [26:31] that they had before you and I [26:34] would, uh, ask you to please [26:36] support it. So thank you very [26:37] much. [26:38] All right. That [26:39] s all I have [26:43] signed up to speak, MADAM City [26:44] clerk, is there anybody signed [26:46] up to speak on or. Well, is [26:46] there anybody that [26:47] s, uh, [26:49] submitted any digital public [26:49] comment? [26:50] Yes. Your honor. [26:51] You [27:10] ll pass that down. Give us [27:12] a moment while we skim through [27:14] this real quick. Everyone [27:18] short, grab one more. [27:46] That down. [27:48] So it appears there are a few [27:52] folks that submitted their [27:55] opposition. Um, and then those [27:57] that showed up in person has [27:59] submitted their, um, support [28:05] for this. So, um, with the [28:07] staff or the presenter want to [28:10] add to the based on the public [28:12] comment that was presented [28:14] earlier? [28:18] So we certainly appreciate Tom [28:19] coming down and and other [28:20] members who MAY be here, [28:23] residents that MAY be here. Um, [28:26] I believe we submitted, um, a [28:28] response to some of the. Okay, [28:31] um, objections that were [28:33] submitted digitally. Okay. So [28:35] you MAY have that as well. Um, [28:38] our answer to that, but, um, [28:40] no, we just asked for your [28:42] support for this so that we can [28:43] take a look and try to save [28:44] some people some money. [28:45] Okay. [28:47] And just for the record, all [28:48] this will be in the minutes of [28:49] the meeting. When that comes [28:53] out later down the road. Um, [28:54] questions and comments from the [28:55] council. We [28:55] ll go to council [28:57] Member Green. [28:59] Uh, thank you. Mayor. Yeah. And [29:03] this was new to us. So, uh. You [29:05] know, I, I am in support of [29:06] anything that would lower the [29:08] mill levy to residents. I [29:09] d [29:11] like to hear that, but, uh, one [29:13] of my questions is, is how much [29:15] of the debt has been paid under [29:16] the maximum mill levy that [29:16] you [29:21] ve been collecting? Any. [29:23] Question. [29:25] Good evening. Mayor, Council [29:27] members Matt Gorski with D.A. [29:30] Davidson. Um, the current debt [29:36] outstanding. Uh, is about $9 [29:38] million in the original [30:00] principal amount. [30:00] I suppose. [30:06] That. [30:06] Was paid. [30:07] Off about. [30:09] Yeah. So, as Dave mentioned, [30:09] there [30:11] s two series of bonds, a [30:14] series 2020 and a series 2021, [30:16] the and the 2020 bond that was [30:18] issued with two term bonds. The [30:20] first term bond was paid off or [30:21] will be paid off this year. [30:21] There [30:23] s 30,000 left on that [30:25] debt and all the debt on the [30:27] series 2021 bonds is currently [30:29] outstanding. None of that has [30:30] been paid. In fact, there [30:30] s [30:39] about one point. 1.3 million of [30:40] accrued and unpaid interest, [30:42] which will continue to accrue [30:44] and compound if that debt is [30:46] not retired. So they made I [30:47] mean, they [30:47] ve paid off a [30:49] significant amount of the debt, [30:49] but they [30:51] re still going to be [30:55] outstanding. $9 million. [30:57] Okay, but what was the total? [31:00] Um, the original issuance [31:01] versus what? Yes. [31:02] Over 16. [31:04] Little over 60 million. Okay. [31:05] That that was that was the [31:05] question I [31:06] m getting at here. [31:08] So thank you. [31:08] I didn [31:09] t want to dance around [31:11] it. Uh, the other part of it [31:13] is, uh, you [31:14] re asking for a 30 [31:16] year bond term, but a 40 years [31:20] of mill levy. So that that was [31:22] the language in the slide [31:24] there. Maybe you could explain [31:26] what what that reference. [31:28] Is hoping maybe. [31:29] The city. [31:31] Hi, my name is Kathy Conda. I [31:31] m [31:32] general counsel for the [31:35] district. And so when we. [31:36] Were you can bring the mic [31:36] closer to you. [31:38] There you go. Is that better? [31:40] Yes. Okay. Kathy Conda, general [31:42] counsel for the district. Thank [31:44] you for hearing this matter. [31:47] When we, um, the impetus of [31:49] this was to to look at [31:52] opportunities to lower the debt [31:54] service mill levy because when [31:55] the bonds were originally [31:57] issued, their cash flow bonds. [31:58] So until they [31:59] re paid off, [31:59] there [32:02] s no opportunity to [32:04] reduce the, you know, the debt [32:07] service mill levy versus [32:09] structured bonds that have an [32:13] annual amortization, where if [32:13] you [32:14] re producing more, then you [32:16] need to make an annual payment. [32:17] You know, that mill levy could [32:19] actually go down. So that was [32:21] that was the beginning point, [32:24] right. The board um, talked to [32:27] two different underwriters and [32:29] looked at more than one [32:32] refunding scenario, including a [32:35] 25 year term bond, which is [32:37] what their current service plan [32:40] allows. And realize that with a [32:42] 30 year term, they could [32:44] actually realize a bigger [32:46] reduction in their mill levy. [32:48] And I think the analogy for [32:52] those of us who are not met ski [32:54] is think about a home mortgage, [32:57] right? The longer your term, [32:59] the lower your monthly payment. [33:01] If you finance with a shorter [33:04] term, the payment is bigger. [33:04] That [33:05] s the way that somebody [33:07] like me, who is not really good [33:09] with numbers, sort of [33:11] understood this. Under your [33:14] current model service plan, it [33:16] allows districts to issue bonds [33:20] for terms of 40 years. So our [33:22] request to increase the term [33:25] from 25 to 30 is actually less [33:26] than what [33:27] s currently allowed [33:30] in the model service plan. [33:30] There [33:32] s also a provision in our [33:33] service plan, because it was [33:35] one of the first ones that was [33:37] approved by Brighton way back [33:40] in 2006. There was there was [33:44] um, the expectation or the [33:47] desire that the entire 2400 [33:50] acre. Um, yeah. Prairie Center [33:51] development would be fully [33:54] developed by 2025. And so there [33:57] was a provision in the service [33:59] plan that said districts [33:59] couldn [34:01] t issue any additional [34:04] debt after 2025. Well, that [34:06] ship has sailed. There is an [34:08] exception for refunding, which [34:11] is what we have here. And in [34:12] some of the discussions we [34:14] talked about maybe issuing even [34:17] a little more debt, um, either [34:19] to pay off past developer [34:21] advances or build up a capital [34:22] reserve for additional [34:24] community amenities and that [34:26] sort of thing. And when we [34:29] spoke with, um, city, the [34:29] city [34:30] s consultants, outside [34:33] legal counsel at Butler Snow, [34:35] rather than, you know, we [34:37] started out with, well, do we [34:41] extend from 2025 to 20 20, 30, [34:42] 2035, you know, what are we [34:44] going to do here? What makes [34:46] sense? And what we mutually [34:49] agreed upon is in the current [34:51] model service plan, there [34:51] s a [34:54] limitation that says a district [34:57] cannot impose a debt service [34:58] mill levy for more than 40 [35:00] years after the first issuance [35:05] of debt without, um, a decision [35:08] to extend that term by a [35:11] resident controlled board of [35:13] directors. Because what we [35:13] re [35:16] proposing, if we issue this [35:20] year, which is 20, 26, 30 [35:24] years, takes us out to 2056, I [35:24] can [35:25] t do math in my head. I [35:26] m [35:28] so sorry. And if you go back to [35:29] when they initially issued in [35:32] 2020, we fall within that 40 [35:36] year, um, frame. And again, um, [35:40] it, it brings the this district [35:44] service plan in alignment with [35:45] the provisions of the current [35:47] model service plan that was [35:50] adopted, um, in when was that [35:56] adopted in 2021. Did I make [35:57] sense? [35:59] Not exactly. Um. [35:59] I [36:00] m sorry. [36:03] Because it was, uh, structural [36:05] adjust restrictions on new debt [36:06] issuance. But now I [36:06] m hearing [36:08] that you MAY issue new debt and [36:10] then remove the prohibition on [36:12] issuing new money debt after [36:14] DECEMBER 2025, replaced it with [36:15] a rule of limiting the debt [36:17] service mill levy to no more [36:18] than 40 years. So that means [36:20] that if we do this 30 year [36:20] term, you [36:21] d still have another [36:23] ten years, uh, to think about [36:25] issuing new debt, right? [36:26] Just like all the other [36:27] metropolitan districts in the [36:28] city of Brighton right now that [36:30] have been organized since the [36:33] model service plan was put into [36:36] place. So and we have a 100% [36:39] resident control board. And the [36:40] other thing that I want to [36:42] emphasize is no new money debt [36:46] is contemplated. Now. But [36:48] because this district does have [36:51] significant public improvement, [36:52] operation and maintenance [36:54] responsibility, we don [36:54] t [36:57] foresee any need in the [36:59] foreseeable future for any new [37:00] money debt. We just don [37:01] t see [37:04] it at all. But in terms of [37:05] coming into compliance with [37:07] your current model and being [37:09] able to do what they need to do [37:12] now, we agreed that that would [37:15] be a logical thing to do. [37:17] Okay, like I said, there [37:17] s that [37:19] now is acting a lot. Yeah, [37:19] there [37:21] s nothing now. But, um. [37:23] Well, I mean, but you saw some [37:24] of the comments from residents, [37:24] right. [37:25] Well, I understand that. [37:26] That [37:29] s right. Amenities. Um, as [37:31] was mentioned, the district [37:33] functions like an hoa. So [37:36] rather than turning over things [37:39] like the under drain system, [37:40] which I think is the sort of [37:42] the largest piece of public [37:43] infrastructure that the [37:47] district itself maintains. If [37:48] if you had an earthquake and [37:49] that whole underground system [37:50] went under, you know, they [37:52] might need to go out and get a [37:53] little bank loan, which would [37:54] be debt if they [37:55] re using debt [37:56] service levy to pay for it. But [37:56] we [37:57] re not seeing, you know, [37:57] we [37:59] re not anticipating that [38:01] now. It was just that when we [38:04] had the conversation about [38:06] making sure that this district, [38:08] which is controlled by [38:09] residents, had the most [38:11] flexibility to do what they [38:13] need to do now and what they [38:15] MAY need to do in the future, [38:16] coming into compliance with the [38:18] current model service plan seem [38:21] like the most efficient and [38:22] easy way to go. [38:24] Okay, I understand that, but my [38:25] other concern is that it took [38:27] you six years to pay off a [38:29] third of the debt, but now you [38:30] want to extend it to 30 years [38:33] to pay off the remainder. So, [38:35] and I understand that it [38:35] s [38:36] going to lower the taxes and [38:36] everything else. [38:39] But okay, so the, the, the [38:42] bonds that were issued in 2020, [38:43] the interest rate environment [38:45] was very good. And for those of [38:46] you who are around when these, [38:48] uh, Prairie Center districts [38:51] were organized, um, there [38:51] s an [38:52] agreement with the city that [38:55] returned to the districts, a [38:57] portion of the use taxes that [38:59] are paid at building permit. So [39:01] the reason the district was [39:03] able to issue bonds early in [39:06] the development cycle for this [39:10] district was because when they [39:14] were marketed, there was a big [39:18] bubble of, um, basically use [39:19] taxes that came to the [39:21] district. And because their [39:22] cash flow and then as the [39:24] district built out, it built [39:26] out more quickly than anybody [39:29] anticipated. Um, the property [39:31] taxes and those use taxes [39:33] enabled the district to sort of [39:36] pay off those. The first series [39:40] of 2020 bonds, the 2021 bonds, [39:42] however, are carrying interest [39:47] at 6.3 6.4%. And so what [39:47] s [39:48] happening? Because they [39:49] re cash [39:51] flow bonds and the 2020 ones [39:53] are subordinate. Every penny is [39:55] going into those senior bonds [39:56] that were issued in 2020. [39:58] Nothing is going toward the [40:01] principal on those 2021 bonds [40:03] that are accruing interest at [40:06] 6.4%, and will continue to do [40:08] so until they get paid off. So [40:13] the payoff on the 2021 bonds is [40:16] going to be a more protracted [40:18] period. And it because they [40:20] pledge their maximum debt [40:21] service mill levy, there [40:22] s no [40:23] opportunity for that debt [40:25] service mill levy to come down. [40:28] And so again sort of based [40:31] preliminary estimates at this [40:33] point is that there could be a [40:36] significant, um, property tax [40:38] reduction and it is going to be [40:39] a policy decision that the [40:41] board will make in conjunction [40:42] with the input they receive [40:44] from the residents, whether [40:46] they want to extend, you know, [40:47] go a little bit longer on the [40:50] debt to realize bigger property [40:53] tax savings today, or maybe, [40:54] you know, do something in [40:58] between, do nothing and just [41:01] pay off the 2021 bonds as are [41:02] currently structured or [41:04] something in between. Right. [41:06] And the opportunity does [41:07] present itself to get a lower [41:08] interest rate. That [41:08] s [41:09] something. [41:09] That yes. [41:10] Yes, I [41:10] m trying to I [41:10] m trying [41:11] to help. [41:11] You out. I [41:13] m sorry. Okay. Yes. [41:14] And the interest. [41:15] Rate on the debt will go down [41:16] as well. That [41:17] s the idea. [41:17] That [41:17] s that [41:18] s the goal here. [41:20] And if you know, and if the [41:21] market goes nuts and they can [41:22] t [41:22] do it, we [41:23] re not making a [41:24] decision today to issue whether [41:26] or not to issue bonds. We [41:26] re [41:28] just saying please give us the [41:30] same amount of flexibility, the [41:32] same parameters that other [41:34] metro districts have to [41:37] consider options. [41:40] All right. Next, Council member [41:43] Snyder. [41:44] Thank you for the presentation. [41:46] I, uh, don [41:47] t want to go against [41:48] the residents in the community. [41:49] I think residents should be [41:51] able to decide for themselves. [41:52] However, you mentioned [41:53] mortgages. I [41:53] m glad you [41:54] mentioned that because that [41:54] ll [41:56] keep this conversation in my [41:58] comments real simple. There [41:58] s [42:00] two reasons to refi a mortgage. [42:02] One is to get a lower interest [42:03] rate, in which case you might [42:05] actually save some money. Two [42:05] is you don [42:06] t want to make the [42:07] monthly payment. You want to [42:10] reduce your monthly debt by [42:11] extending it. The problem with [42:12] that one is, is it [42:13] s smoke and [42:14] mirrors because you pay less [42:16] this month, but in the end you [42:17] end up paying a lot more money [42:19] than you would have paid if you [42:21] just left the debt alone. So [42:21] that [42:23] s my concern. Are we [42:26] burdening the residents with [42:28] more out of pocket debt over [42:31] the period of this thing? Um, [42:34] because last time I checked, [42:35] interest rates weren [42:35] t [42:36] extremely favorable. Right now, [42:37] they [42:38] re better than they were a [42:38] year ago, but they [42:39] re not [42:40] great. And so I [42:41] m wondering if [42:41] we [42:42] re going to burden the [42:44] residents with more debt [42:45] overall. The other thing is, [42:46] Americans typically live in a [42:49] home 20 years. Extending this [42:51] 30 is kicking the can down the [42:52] road to the next people that [42:52] buy in. I [42:53] m not sure I like [42:55] that either. So those are my [42:59] concerns about it is have you [43:02] calculated the final out of [43:03] pocket costs? Are the residents [43:05] paying more for this? Are they [43:06] paying? I mean, I know they [43:07] re [43:08] paying less monthly. I don [43:08] t [43:08] care about that. I [43:09] m talking [43:11] about the total cost of the [43:12] debt. Are they going to end up [43:13] paying more than they [43:14] re paying [43:20] now? [43:21] Yeah. Thank you for your [43:22] question. Obviously, that [43:22] s [43:24] exactly how that works. When [43:26] you extend the amortization on [43:27] a debt, you are going to pay [43:29] more debt over the long run. [43:31] Based on our numbers. And just [43:34] a point, Council Member Greene, [43:35] if we leave the debt [43:38] outstanding, those bonds don [43:38] t [43:40] get paid off until 2043. So [43:40] really what we [43:41] re talking about [43:45] is a 30 year extension to 2056. [43:46] And the additional debt that [43:46] s [43:47] going to accrue on those bonds [43:51] is about $3.4 million of [43:53] accrued and unpaid interest, [43:55] which to me is a waste of money [43:57] for these residents. The total [43:59] debt, if you compare the [44:00] existing debt structure, it [44:00] s [44:03] about seven 17.3 million. [44:04] Assuming we don [44:04] t do anything [44:06] with the existing debt under a [44:09] 30 year amortization, yes, the [44:10] debt increases to about 20 [44:12] million. So about a roughly a [44:14] $3 million delta, slightly [44:18] under. And if we stick to a 25 [44:19] year arm, which is currently in [44:21] the district service plan, [44:23] about 17.8. So it [44:24] s kind of a [44:25] wash between the current [44:27] existing debt structure in a 25 [44:30] year Am. But again, the goal of [44:32] these taxpayers is to lower [44:34] their taxes. And just a point [44:39] on the the actual the average [44:40] homeowner stays in a house [44:43] about 7 to 8 years. So, you [44:43] know, it [44:44] s not 20 and we [44:44] re not [44:46] kicking the can. Um, this will [44:48] be obviously a burden, tax [44:50] burden for the next property [44:52] owner. But depending on when [44:53] they move into that house, it [44:53] s [44:55] not going to be a 30 year [44:57] obligation. So I just wanted to [45:00] make that point. [45:01] Thanks for clarifying. Is that [45:04] all Council member. [45:05] Yeah, I [45:07] ve okay. [45:09] Next. Council member Fiedler. [45:11] Thank you. Mayor. I appreciate [45:12] the presentation and the [45:15] efforts to reduce the tax rate [45:16] put in dollars and cents for [45:16] me. I [45:17] ve done my back of the [45:19] napkin guess up here. Let [45:19] s say [45:21] the average home there is [45:24] $600,000. And your assessment [45:25] rates about 7%. And it [45:26] s a 24 [45:27] mill reduction. I get about [45:29] $1,000 a year in tax savings. [45:30] That sound right to you all [45:31] okay. [45:31] And on the assessed. [45:32] Value. [45:34] On the assessed value. But give [45:35] or take $1,000 a year in tax [45:37] savings. I commend you for [45:39] being an all resident board, [45:40] because that [45:40] s not always the [45:42] case of the metro districts. [45:43] And for being proactive enough [45:44] to come in here and present to [45:45] us. I think this is an [45:46] administrative function in [45:47] terms of what you [45:48] re asking of [45:49] us. I don [45:50] t think it [45:50] s for me [45:53] or anybody else to tell you how [45:54] soon you should pay your debt [45:55] off or not. I appreciate Jim [45:56] s [45:58] comments, but, uh, it [45:58] s just [45:59] the nature. I [45:59] ve never seen a [46:00] metro district close out all [46:02] there in my lifetime. Close out [46:04] all their debt, and suddenly [46:04] there [46:05] s not any more debt. So, [46:06] um, I [46:08] m supportive of this. [46:08] That [46:09] s the right thing to do. I [46:09] understand why you [46:10] re doing it. [46:11] And I want to put the dollars [46:13] and cents to it, because not [46:13] everyone will do the back of [46:14] the napkin math or know how to [46:15] do it right. It [46:16] s $1,000 a year [46:18] in savings. And kudos to you [46:19] all for finding a way to lower [46:21] your tax bill.. [46:24] Next, mayor Pro Tem, hi. [46:25] Thank you very much for the [46:26] presentation. Thank you very [46:28] much for coming in. I want to [46:29] make sure that I understand [46:30] what the question in front of [46:33] us actually is, because you are [46:35] the board, you want to make the [46:37] decision, you want to work with [46:38] your residents and make a [46:39] decision on how you might [46:41] handle it. The question really [46:43] in front of us is, can we amend [46:45] the service plan to give you [46:49] the flexibility to do so? Uh, [46:52] your service plan predates our [46:53] model service plan, if I [46:55] understand that as well. Are [46:58] there other changes or other [46:59] differences between your [47:01] current service plan and the [47:03] model service plan that we [47:04] ought to be contemplating to [47:05] bring you in line with that [47:12] current model service plan? [47:14] Mayor Pro Tem, yes, there are [47:15] differences between the older [47:18] service plan and the current [47:19] model service plan that the the [47:21] council has adopted. The [47:24] applicant proposed these minor [47:26] changes to handle the fully [47:28] resident controlled board. Um, [47:31] desire to refinance the [47:32] outstanding debt. When we [47:33] discussed with the applicant [47:35] early on, because this is one [47:37] of the metro districts in [47:39] connection with an aggregate [47:41] group of Prairie Center metro [47:43] districts that have maximum met [47:46] or maximum debt cap limits for [47:48] all of the districts, and for [47:49] them to try and bring that [47:51] service plan fully in [47:54] compliance with the model. Um, [47:56] would require all of the other [47:58] districts to also then come [48:00] back and submit all of their [48:02] service plans to come into [48:03] compliance with the model. [48:05] Otherwise, we have [48:06] inconsistencies with [48:08] enforcement of the model of the [48:11] service plans and how they all [48:13] intertwine and work together. [48:14] And so what [48:15] s in front of you [48:18] today are really minor changes [48:19] to their service plan, while [48:22] keeping everything in place as [48:26] is currently. So yes, there are [48:27] differences between the model, [48:30] which includes some reporting [48:32] requirements, some, um, [48:34] different, you know, their [48:35] initial one didn [48:35] t have this [48:38] mill levy imposition term, but [48:40] the thrust of the changes that [48:41] they [48:42] re asking for have all [48:44] been contemplated in the model [48:46] where as soon as it [48:46] s a [48:48] resident control board, if the [48:50] board approves extending that [48:51] debt limit or extending the [48:53] imposition term, or extending a [48:56] longer debt term, your model in [48:57] the in the policy decision [48:57] that [48:59] s surrounds that model, [49:02] um, provision supports this [49:03] amendment. [49:04] Okay. [49:06] That makes sense because I [49:06] we [49:07] re not being asked to make [49:10] the decision refi and extend, [49:12] uh, lower the monthly payments [49:14] in trade for a longer debt [49:15] cycle. Uh, that [49:16] s really the [49:18] residents who get to make that [49:19] that decision. And if they [49:20] don [49:20] t like it, I suppose they [49:22] can, uh, vote in a new board [49:25] and go for something else. But, [49:27] that that really is the attempt [49:28] to put it back in your hands. I [49:31] think you answered the question [49:33] that I had around. Uh, is it [49:35] worth trying to uplift the [49:36] whole thing? But really, we [49:37] ve [49:39] got such a patchwork or [49:41] interconnected set of, uh, [49:42] districts that that [49:43] s perhaps [49:45] more complicated than it is [49:47] worthwhile to consider. Uh, [49:48] this one specifically. My other [49:51] question is, is this metro [49:53] district built out or does it [49:55] have a new enough time, uh, [49:56] projection of timeline to build [49:59] out that that 40 years now [50:02] gives you enough runway.? [50:04] This particular our community [50:07] is fully built out, 370 homes. [50:08] So. So we don [50:10] t have a problem [50:11] of you still need to develop [50:14] another 120 homes and we create [50:15] that problem farther down the [50:15] road. [50:16] Yeah. [50:21] Okay. Um, my other question is [50:23] entirely curiosity. And so I [50:24] will say it, but the answer is [50:26] not really important. I the [50:27] metro district having to [50:29] function as the hoa as well, [50:31] creates a different challenge. [50:33] Uh, it seems like forming an [50:35] hoa and separating that from [50:37] the metro district would be a [50:38] simplifying factor and would [50:40] potentially eliminate your [50:42] problem of assessments, [50:44] potentially down the road. But, [50:45] uh, again, that [50:45] s up to you to [50:46] figure out how you need to [50:48] organize all of that. Uh, it [50:50] just causes me a little bit of, [50:52] of angst, but I don [50:52] t live in [50:55] that neighborhood. Okay? I can [51:01] see no reason not to. Give [51:03] flexibility and power to the [51:05] the metro district, uh, in [51:07] accordance with how things are [51:09] structured and recognizing, uh, [51:10] the challenges you [51:11] ve seen. So [51:12] thank you very much for the [51:14] answers. [51:16] Next, Council member Wirth. [51:18] Thank you, Mayor. Um. [51:19] I mean, I [51:19] m I [51:20] m also generally [51:21] not in favor of kicking the can [51:23] down the road to use the same [51:25] term somebody else did earlier. [51:26] Uh, but I [51:27] m definitely in favor [51:30] of lowering tax. Um, but I got [51:31] a couple of questions here. [51:33] Your board is currently all [51:36] residents that are homeowners [51:38] in, uh, in the development [51:41] right now. How are how was that [51:45] board selected? [51:47] Volunteers. Pardon me. [51:48] Volunteer. [51:49] Volunteer. So just did the word [51:51] go out to everybody and. [51:53] Yes, in fact, um, at our at the [51:53] board [51:56] s last meeting, um, the [51:58] board was able to fill two [52:02] vacancies because, um, they [52:03] posted in a newsletter that [52:06] went out with their o&m fee, [52:09] uh, invoices and invitation for [52:10] people to volunteer for the [52:13] board. Um, we they have all [52:15] been appointed because under [52:17] statute, if you have fewer [52:19] candidates than there are [52:21] vacancies, then you don [52:21] t go [52:23] through the expense of having [52:23] an election. [52:24] Sure. [52:25] No, I get that. I was just [52:25] curious. [52:26] More than anything. [52:27] Yeah, they will all be standing [52:30] for re-election next, next [52:30] cycle. [52:32] Okay. So everybody has an [52:33] opportunity to serve on this [52:34] board. This isn [52:36] t a handpicked [52:37] board or anything like that. [52:38] No, no. [52:39] Like that includes a bunch of [52:41] developers that actually live [52:42] in the in the neighborhood. [52:43] No. [52:43] That [52:44] s all I got. I also don [52:44] t [52:46] see a good reason to keep you [52:47] guys from doing what you have [52:48] to do with your. [52:49] Own. [52:52] Um, with your own, uh, metro [52:53] district. So thank. [52:54] You. [52:55] Thank you. That [52:55] s all the [52:57] comments I have from council. [52:57] I [52:58] ll just add in real quick. [52:59] Um, I [53:00] m not against what you [53:01] want to do as residents. This [53:03] is your board. This is your. I [53:05] mean, you are the, uh, property [53:07] owners and the property [53:09] taxpayers of this area. Um, [53:11] just to describe this [53:12] situation, this requires two [53:14] readings. So if those were to [53:15] pass tonight, it [53:15] s going to [53:17] require second reading coming [53:18] up in the future to pass in [53:19] order to get. Oh, it [53:20] s a [53:22] resolution. Oh thank you. [53:24] Thanks for clarifying that. Yes [53:24] I [53:26] m a lot of these are a lot of [53:28] the public hearings are to [53:30] reads okay. Never mind. So if [53:31] this sort of passed tonight [53:33] then it passes okay. Yes. [53:35] Thanks for finding that Council [53:36] member green, you got a [53:37] comment? [53:38] Just a follow up question. What [53:40] was the vote on this from the [53:42] board? Was unanimous. [53:43] Was that. [53:45] Was unanimous. And how many [53:47] members are on that board? [53:50] Five. Thank you. [53:52] Okay. Thanks for clarifying. No [53:55] other questions. I will close [53:56] the public hearing. This is [53:57] before council for [53:58] consideration. Mayor Pro Tem. [54:00] Thank you. I would move item [54:02] six a. [54:03] And then council member [54:04] Fiedler. [54:05] Thank you mayor. I [54:06] ll second. [54:07] This is the first and second to [54:15] move item six a roll call vote. [54:18] Motion passes eight zero with [54:21] one absent. All right. Thank [54:27] you all. [54:28] Right. [54:30] You guys are all welcome to [54:31] stay for the rest of the [54:31] meeting, but I [54:32] ll give you a [54:33] moment to clear the room. If [54:33] you [54:36] d like. [55:04] Yes. [55:11] All right. Moving ahead. We [55:16] will continue. Item seven a an [55:18] ordinance of the City Council. [55:19] The city of Brighton, Colorado. [55:22] Amending sections of article [55:24] two, dash four and article [55:25] three four of the Brighton [55:27] Municipal Code relating to [55:30] elections, council procedures [55:32] and appropriations. And this [55:35] will go to Deputy City Attorney [55:36] Jasmina Gibbons. [55:37] Thank you. Mayor. [55:38] Good evening, mayor and members [55:40] of Council. I am here this [55:41] evening to present amendments [55:42] to articles two and three of [55:46] the Brighton Municipal Code. [55:48] These amendments relate to [55:49] elections and city council [55:51] procedures. Budget carry over [55:53] for non lapsing capital [55:55] appropriations. Advertisement [55:56] procedures for procurement of [55:58] construction services and [55:59] procurement solicitation. [56:05] Protest procedures. The table [56:07] on the screen before you [56:08] outlines the amendment. Staff [56:10] is proposing to article two. [56:12] First, staff proposes to align [56:13] the deadline to cure defects [56:15] and petitions of nomination and [56:16] affidavits, with the deadline [56:18] set forth in title one of the [56:20] Colorado Revised Statutes. [56:21] Changing the deadline from 18 [56:23] days before the election to 64 [56:25] days before the election. This [56:27] change is necessary to provide [56:28] deadline cohesion and [56:29] Elections coordinated with the [56:32] county. Staff seeks to provide [56:34] cohesion by clarifying the [56:36] applicable computation of time [56:38] based on whether the election [56:39] is coordinated with the county [56:41] or not. Finally, a staff is [56:43] proposing the addition of a new [56:44] section to article two [56:46] prohibiting the same or similar [56:47] ordinances which have been [56:49] previously denied from being [56:50] brought back before Council for [56:51] consideration for a period of [56:56] one year. Returning to article [56:58] three amendments, the first [56:59] proposed change clarifies the [57:01] process that staff conducts to [57:02] formally bring continuing funds [57:04] into the next fiscal year. [57:05] Because final amounts to be [57:07] carried forward cannot be [57:08] determined until after the [57:09] original budget is adopted for [57:11] that fiscal year. The amounts [57:13] included at the time of budget [57:14] adoption will only include new [57:16] appropriation amounts for that [57:18] year. In the case of carried [57:19] forward budget, this will be [57:21] administratively added after [57:22] close out of the previous [57:23] fiscal year. In the first [57:26] quarter of the year. Next, [57:27] staff proposes to remove the [57:28] requirement that construction [57:30] solicitations be published in [57:32] an area newspaper. Instead, [57:33] solicitations will only be [57:36] published online. And finally, [57:37] staff proposes amending the [57:39] deadline to file a solicitation [57:41] protest, changing the deadline [57:42] from five days after the [57:44] opening of a solicitation to [57:45] five days following the award [57:50] of a contract. The options [57:51] before you this evening are on [57:54] the screen, and I am available [57:54] for any questions that you MAY [57:57] have. [57:59] Any other questions other than [58:03] what was asked last week? With [58:03] that, we [58:06] ll go to approvals or [58:08] motions. Council member green. [58:09] Thank you mayor. I move to [58:12] approve item seven, a. [58:14] Council member Wirth. [58:14] Thank you mayor. I [58:15] ll second [58:16] that. [58:18] We have a first and second to [58:20] approve. Item seven. A roll [58:28] call vote. Motion passes 8 to 0 [58:30] with one absent. Thank you. We [58:31] didn [58:31] t give you a hard time [58:33] with that. [58:34] I appreciate. [58:37] It. [58:41] Moving on. Item 9aa resolution [58:42] of the City Council of the City [58:44] of Brighton, Colorado. [58:47] Accepting the proposal of Mid [58:49] City Corporation and approving [58:50] the procurement of the [58:53] construction of the North 40th [58:55] Avenue roadway segment for the [59:03] contract amount of $2,794,259, [59:04] and authorizing the City [59:06] Manager or designee, to execute [59:08] the contract on behalf of the [59:10] city. City Manager. Martinez. [59:11] Thank you. Mayor. It looks like [59:12] we have about half of the [59:13] public works team here to [59:15] present this tonight. Uh. [59:16] Yeah, that half is online. [59:16] That [59:17] s right. The other half is [59:17] waiting. Uh, I [59:18] ll turn it over [59:19] to Armando to present this. [59:21] Thank you. Mike. Good evening. [59:23] Mayor. Good evening. Uh, city [59:24] council members. I [59:25] m sorry. [59:25] Right in. [59:27] The mic. [59:28] One more time. Good evening. [59:29] Mayor. Good evening. City [59:32] council members. My name is [59:33] Armando Garza, and I [59:33] m here to [59:36] present the North 40th Avenue [59:38] construction project. Today, [59:39] um, I [59:40] ll keep the. I [59:40] m sorry. [59:40] I [59:42] ll keep this brief. Since my [59:44] public works colleagues did an [59:46] awesome job last time. Give a [59:49] very detailed presentation. You [59:51] know, during the last week [59:55] study session. Um, this project [1:00:01] will construct the sorry. This [1:00:02] project will construct the [1:00:04] missing section from of North [1:00:07] 40th Avenue between Bridge [1:00:09] Street and Garcia Avenue, [1:00:12] creating an important north and [1:00:13] south connection for the city [1:00:17] of Brighton. Uh, the project. [1:00:19] So I have to get used of this. [1:00:21] Sorry, guys. Uh, the project [1:00:23] includes the building of a new [1:00:26] roadway, sidewalks. Uh, carbon [1:00:29] gutter. Adams. Uh, waterline [1:00:31] improvement, storm drainage, [1:00:34] and a new detention pond north [1:00:37] of 27 j property. The pond [1:00:40] improvements are part of the [1:00:42] iga that will have with the 27 [1:00:45] j. Uh, that will be discussed [1:00:48] shortly after this. Uh, this [1:00:51] project has involved, uh, a [1:00:54] closer coordination with 27 [1:00:57] districts. United Power and, [1:01:00] uh, nearby, uh, property. Uh, [1:01:03] owners, uh, tonight we are [1:01:04] recommending that the city [1:01:06] council ward the construction [1:01:10] contract for to the lowest [1:01:12] responsive, uh, responsive and [1:01:14] responsible bidder. MidCity [1:01:17] Corporation in the amount of [1:01:23] 2,000,700 794,000 and $259. The [1:01:24] option. [1:01:26] Sorry, I have to get this. [1:01:27] Sorry, guys. [1:01:29] Um, the option for the council [1:01:31] to consider our approve the [1:01:34] resolution as presented. Reject [1:01:36] the resolution as presented and [1:01:38] require new bids to be [1:01:40] solicited. Let me know if you [1:01:42] have any questions. And thank [1:01:44] you for your time. [1:01:45] Thank you. Let [1:01:46] s go on to [1:01:47] questions. Council member [1:01:47] green. [1:01:47] I don [1:01:48] t have any questions, [1:01:49] Armando, thank you for your [1:01:50] presentation. Can we go back a [1:01:51] few so that if people are [1:01:53] watching, they can see what it [1:01:53] is we [1:01:54] re talking about, rather [1:01:56] than just the roadway itself, [1:01:58] location and the like? Things [1:01:59] like this and this. [1:02:00] Okay. [1:02:00] Okay. [1:02:01] And then the other one was the [1:02:03] map right before this. [1:02:06] So this was pretty much as it, [1:02:07] as it is right now. So it [1:02:07] s [1:02:10] just a pavement and some uh, [1:02:13] uh, road base, you know, all [1:02:15] the way to the bus barn and the [1:02:16] rest is just dirt and shrubs [1:02:18] and stuff like that. So we [1:02:18] re [1:02:20] planning to construct the [1:02:22] project. Uh, scope is to [1:02:24] construct it with 11in. I [1:02:25] m [1:02:27] sorry, 11 foot, uh, driving [1:02:28] lanes. And, you know, curved [1:02:30] gutter. Sorry. [1:02:31] Next slide. [1:02:31] I [1:02:32] m sorry. [1:02:32] I [1:02:34] m focusing.. [1:02:36] And I want to make sure they [1:02:37] they can see that it [1:02:37] s [1:02:39] currently going by where the 27 [1:02:41] uh, admin building. And their [1:02:43] building is. And then the next [1:02:43] one. [1:02:45] Is pretty much the pond in the [1:02:46] end on the north side. [1:02:46] Over. [1:02:47] There to Garcia. [1:02:48] To the Garcia, and we [1:02:49] re [1:02:50] putting a stop sign on. [1:02:51] There will take you into [1:02:52] Brighton East Farm. Yeah. Okay, [1:02:54] so this is the whole impetus [1:02:56] for this. This roadway is, uh, [1:02:58] allow another, uh, faster way [1:02:59] to get into Brighton East [1:02:59] Farms. [1:03:00] Perfect. [1:03:00] Thank you. [1:03:01] I apologize, guys. [1:03:02] It [1:03:03] s my first time. Okay. [1:03:03] We [1:03:04] re here to make you. [1:03:05] Better. You did great. [1:03:07] This also highlights another [1:03:09] entry into the preserve who [1:03:09] s [1:03:10] been cut off for a while on the [1:03:12] west side of their [1:03:12] neighborhood. [1:03:13] True. [1:03:13] But that [1:03:15] ll be addressed again, [1:03:17] so thank you. Any other [1:03:19] questions or comments? If. Oh, [1:03:21] Council member Fiddler. [1:03:24] Thank you. Mayor. Assuming we [1:03:25] approve the contract, which i [1:03:26] think we will. What [1:03:26] s the [1:03:27] timeline look like for [1:03:29] construction? [1:03:33] What do. Yeah. Uh, so if the. [1:03:34] Way things or projects are [1:03:36] going. So we get, once we get [1:03:37] their approval from the board, [1:03:39] it takes a at least a week or [1:03:42] two to award the contract. And [1:03:43] then with that, uh, after the [1:03:44] word of contract, as I say, [1:03:46] mid-AUGUST, uh, where we award [1:03:48] the contract, then permits have [1:03:50] to be pulled and, and to get [1:03:51] the contractor on board and [1:03:53] ready to go. So either [1:03:53] realistically, we [1:03:54] re talking [1:03:54] maybe we [1:03:55] re we [1:03:55] ll be ready to [1:03:59] roll in of AUGUST, uh, early [1:04:01] SEPTEMBER timeframe, depending [1:04:02] on how those things move. Uh, [1:04:04] at a, at a in a, in a guess [1:04:06] efficient manner. Sometimes you [1:04:08] get hang up with the contract [1:04:09] negotiations, things like that. [1:04:11] So but SEPTEMBER timeframe is [1:04:12] when we should actually start [1:04:14] construction. And, then go from [1:04:15] there. And we will work with [1:04:17] the contractor. As I mentioned [1:04:18] last week. Uh, we [1:04:18] re going to [1:04:20] be looking at the forecast, if [1:04:22] you will. Uh, what makes the [1:04:23] most sense? We MAY go in and [1:04:25] start the pond work and get [1:04:27] that stuff first, and then [1:04:28] maybe come back and do [1:04:30] pavement. If the weather starts [1:04:32] proving to be worse than what [1:04:33] we, you know, then where we can [1:04:35] pay, and we MAY come back in [1:04:36] early spring to do, do the [1:04:38] actual road construction, but [1:04:38] we [1:04:39] ll work with the contractor, [1:04:40] look at forecast and see what [1:04:42] makes the most sense in terms [1:04:42] of that. [1:04:43] Thank you Greg. [1:04:45] Yeah. [1:04:47] All right. Any other questions? [1:04:48] If not, there [1:04:49] s some motions to [1:04:51] be made. Council member green. [1:04:52] Thank you. Mayor Ward one is [1:04:54] really happy about this. And so [1:04:56] therefore I move to approve [1:04:57] item nine a. [1:04:58] So is Ward two because it [1:04:58] s [1:05:03] technically in Ward two. Yes. [1:05:04] All right. There [1:05:05] s one motion [1:05:10] then Councilmember Fiedler. [1:05:10] I won [1:05:11] t mention Ward [1:05:11] s, but [1:05:12] there is a former mayor who [1:05:13] s [1:05:14] really happy about this. This [1:05:17] is moving forward. So at least [1:05:17] second. [1:05:19] All right. [1:05:19] There [1:05:20] s a first and second to [1:05:23] approve. Item nine a roll call [1:05:31] vote. Motion passes 8 to 0 with [1:05:33] one absent. All right. We might [1:05:34] be batting a thousand with [1:05:35] green tonight. We [1:05:36] ll see what [1:05:38] happens on this other item. [1:05:40] Thank you very much, ladies and [1:05:42] gentlemen. I appreciate it. [1:05:43] Now, this is the way to [1:05:45] pressure him, because this is a [1:05:47] resolution of the city council [1:05:48] city. Brighton, Colorado, [1:05:50] approving an intergovernmental [1:05:52] agreement between the city of [1:05:56] Brighton and School. 27 j. [1:05:59] Pressures on. Yes. City Manager [1:06:00] Martinez, is this our speaker, [1:06:01] MR.. LaBrie? [1:06:02] So the bridge is your speaker. [1:06:03] All right. [1:06:05] All right. Thank you. All [1:06:06] right. Good evening. Mayor. [1:06:08] Mayor pro tem and members of [1:06:10] city Council. Today, I will [1:06:12] provide an overview of the [1:06:13] proposed iga with School [1:06:16] District 27 j for North 40th [1:06:18] Avenue improvements and the [1:06:20] construction of a regional [1:06:23] detention pond. Uh, this [1:06:25] proposed agreement defines [1:06:27] roles, easements, right of way, [1:06:28] needs, construction [1:06:31] coordination, and long term [1:06:35] maintenance responsibilities. [1:06:37] District owns the property at [1:06:39] 88 North 40th Avenue. The city [1:06:42] will build roadway in a pond [1:06:44] while maintaining bus access [1:06:48] throughout construction. Uh [1:06:50] project components. Stormwater [1:06:52] conveyance to new detention [1:06:54] pond. Pond construction and [1:06:56] site grading. Removal of dirt [1:06:58] and concrete debris. [1:07:01] Acquisition of right of way and [1:07:03] easements shown in exhibits. On [1:07:05] my next slide. And this is the [1:07:07] exhibit of the actually right [1:07:07] of way. There [1:07:08] s going to be a [1:07:10] requiring the easements as well [1:07:11] as temporary easements that [1:07:11] we [1:07:12] re going to need during [1:07:14] construction, and then a [1:07:15] drainage easement over the [1:07:16] pond. So those are the [1:07:18] different colors. Red is pretty [1:07:20] much right away. Green is [1:07:22] utility easement. Uh, the the [1:07:24] yellow is the drainage [1:07:25] easement. And then the kind of [1:07:26] I guess doesn [1:07:26] t look too [1:07:28] orange, but the, uh, off [1:07:30] yellow, it would be, um, um, [1:07:32] the temporary easement we would [1:07:38] need to clean that area up. Uh, [1:07:40] the district will convey right [1:07:42] of way and easements to us. Uh, [1:07:44] the city will manage the [1:07:49] construction. The city [1:07:50] maintains the ponds. For the [1:07:52] first five years, the district [1:07:53] will handle mowing. Uh, the [1:07:55] city will maintain stormwater [1:07:56] inlet structures for the long [1:08:00] term. Uh, there are no no new [1:08:03] long term city obligations that [1:08:05] the future dredging costs will [1:08:09] be a cost share with 86%, uh, [1:08:11] paid by the district, 14%, uh, [1:08:12] subject to pay by the city, [1:08:15] subject to annual appropriation. [1:08:17] Uh, staff is seeking approval [1:08:19] to secure right of way. [1:08:21] Formalized responsibilities and [1:08:23] keep North 40th Avenue project [1:08:25] on schedule. And I [1:08:26] m open for [1:08:27] any questions. [1:08:28] Did you say you [1:08:28] re hoping for [1:08:29] questions? [1:08:29] I [1:08:30] m open. Open. [1:08:31] Open. [1:08:33] No. Not open. I [1:08:34] m open to [1:08:35] answer any questions. [1:08:36] Questions for MR. LaBrie. [1:08:38] Council member Fiedler. [1:08:39] Thank you. Mayor. No question. [1:08:40] Just a comment. I mentioned [1:08:42] former former mayor and current [1:08:43] chief operations officer Terry [1:08:46] Lucero by name, but I just did, [1:08:47] uh, he wanted me to extend his [1:08:49] thanks to you and staff for [1:08:50] working through this iga with [1:08:51] him. Uh, I spoke with him today [1:08:52] because I knew it was on the [1:08:54] agenda. Made sure he was [1:08:55] comfortable, which you probably [1:08:56] already knew before me that he [1:08:58] that he is. So I just wanted to [1:09:01] extend my his thanks to you. [1:09:02] It was a great. You know, it [1:09:03] was an eight month effort, but [1:09:05] it was a I think we all had to [1:09:06] get an understanding of what we [1:09:08] needed. And it was a very, I [1:09:10] think, well received on both [1:09:11] sides. So we were happy to work [1:09:14] with them as well. Yeah. [1:09:14] Too bad there [1:09:15] s not a [1:09:17] representative from 27 j right [1:09:18] here tonight to go to bat for [1:09:22] this. [1:09:22] Yeah. [1:09:25] All right. Um, no other [1:09:28] questions. Motion to approve. [1:09:29] Anybody. Council member. [1:09:30] Fiedler. [1:09:32] Uh, motion to approve. Item. [1:09:34] Help me. Mayor. [1:09:34] Nine b. [1:09:36] Nine b. Thank you. [1:09:38] Council member Wirth. [1:09:38] I [1:09:39] ll second that. [1:09:40] We have a first and second to [1:09:43] approve. Nine b as presented. [1:10:03] Roll call. Vote. Motion passes [1:10:05] 8 to 0 with one absent. [1:10:06] Thank you. Thank you. [1:10:07] Appreciate it. Thank you, thank [1:10:10] you. [1:10:11] All right. There [1:10:12] s no general [1:10:13] reports, no utility. So we [1:10:14] ll [1:10:16] go on to reports by everybody. [1:10:16] I [1:10:17] ll start with the reports by [1:10:20] the mayor. Two weeks ago was [1:10:22] our, um, a quarterly ad hoc [1:10:25] dinner. It was in Arvada. It [1:10:26] was at a restaurant on the [1:10:28] Adams County side in Arvada. I [1:10:29] was the only Brighton [1:10:30] representative there, but it [1:10:32] was good to hear updates from [1:10:35] our peer peer municipalities in [1:10:38] the area. Um, and just so you [1:10:39] know, MR. Green, they actually [1:10:40] had Pepsi products, so you [1:10:41] would have got a mountain dew [1:10:44] over there. So you missed out. [1:10:48] So, um, and we dodged a [1:10:50] thunderstorm, but, uh, it was [1:10:52] good. Uh, I also attended, [1:10:54] obviously, the city barbecue, [1:10:56] like many of us here. It was [1:10:57] great to have everybody out, [1:10:59] despite a little bit of a [1:11:00] threatening of rain. And then, [1:11:02] of course, rain kind of started [1:11:04] towards the end, but it was [1:11:06] great to interact with a lot of [1:11:08] the youth that were out there [1:11:10] selling a lot of the a lot of [1:11:12] the goods that they had either [1:11:14] made or put together or [1:11:15] whatever they did, and it [1:11:18] teaches them how to create, um, [1:11:20] you know, that entrepreneurial [1:11:21] spirit. And it was it was just [1:11:23] a fabulous, uh, showing from [1:11:26] the youth. So good job for them [1:11:29] that the, uh, police swearing [1:11:31] in ceremony, they do those a [1:11:32] couple times a year with new [1:11:33] officers coming in or [1:11:36] promotions or staff coming in, [1:11:36] and it [1:11:37] s good to honor those [1:11:40] that are serving in, uh, you [1:11:41] know, serving as our first [1:11:44] responder. Uh, last week we had [1:11:46] the ribbon cutting to the a470 [1:11:49] and Sable interchange. It was [1:11:51] good to get that open. Uh, last [1:11:52] time I drove by, I think the [1:11:53] lights were flashing, so I [1:11:55] think those will be going solid [1:11:56] really soon, if they haven [1:11:56] t [1:11:59] already, then, uh, I was at [1:12:01] the, uh, metro Denver State of [1:12:03] the cities address. Um, what [1:12:05] was interesting about that is, [1:12:07] uh, the the mayor of Denver was [1:12:09] not there, but they had a panel [1:12:10] of other mayors throughout the [1:12:12] area talking about, uh, you [1:12:14] know, the collaboration of [1:12:16] cities in the, in the region. [1:12:17] And it was good to be a part of [1:12:19] that. I was, uh, they they get [1:12:21] people to do a host table. And [1:12:23] so I encourage you all the next [1:12:25] opportunity to, to do that if, [1:12:26] uh, if becoming a host table [1:12:29] opens up again next year, it [1:12:29] s [1:12:33] also at the chambers Cinerama [1:12:36] event. Uh, Cinerama for like, [1:12:38] probably several years in a [1:12:40] row, puts on a great networking [1:12:41] event. They involve four of the [1:12:43] area chambers, and it was good [1:12:45] to interact with so many of [1:12:47] our, even a lot of our friends [1:12:49] from the surrounding chambers. [1:12:51] And so good job on them. I [1:12:52] think it was their 20th [1:12:53] anniversary, if I remember [1:12:55] right. And then, uh, [1:12:56] unofficially, I took my family [1:12:57] to the county fair. That just [1:12:58] happened over the weekend. It [1:13:00] was good to see what [1:13:01] s at the [1:13:03] fair and and partake of the fun [1:13:04] activities they have at the [1:13:07] fair on Friday. Tomorrow I [1:13:07] ll [1:13:10] be at my, uh, Metro mayor [1:13:10] s [1:13:12] caucus. We have our, uh, [1:13:14] meeting tomorrow morning. Um, [1:13:16] and, uh, supposedly there will [1:13:17] be a member of the media there [1:13:18] that will be interviewing some [1:13:20] of us and talking about the [1:13:22] importance of a regional [1:13:24] collaboration. So look out for [1:13:24] that. I think it [1:13:25] ll be like [1:13:28] nine news or something. So [1:13:29] next, uh, let [1:13:29] s go on to [1:13:31] reports by any department [1:13:32] directors. And by the way, when [1:13:33] Marv is in that seat, he got [1:13:35] like a lot of department [1:13:37] directors to speak. So how are [1:13:39] you going to one up that one? [1:13:40] Apparently I can [1:13:40] t even get [1:13:41] department of directors to show [1:13:44] up for my meetings. So MISTER [1:13:46] Falkenburg is much. Well, I [1:13:47] have four, okay. I have four. [1:13:49] Well, one, two, three, four, I [1:13:51] have four, we have 14. [1:13:52] We could just call them up and [1:13:54] probably and see what. [1:13:56] Happens. I think we need [1:13:57] Armando to come back up and [1:14:00] give a mazdoor. Please, if you [1:14:02] have anything. We we have [1:14:04] nothing tonight. Thanks. Oh, [1:14:05] man. [1:14:08] Okay. Next reports by our city [1:14:08] attorney [1:14:10] s office. [1:14:11] Nothing from the city attorney. [1:14:13] Oh, okay. [1:14:14] I was looking forward to you [1:14:17] having more, you know. Okay. [1:14:18] Next reports by our city [1:14:20] manager, including any board [1:14:23] and vacancy updates. [1:14:24] Thank you. Mayor, we have a few [1:14:25] of those. Uh, I [1:14:25] ll start with [1:14:26] the Brighton Urban Renewal [1:14:27] Authority. We do have three [1:14:29] vacancies, which, if you [1:14:29] re [1:14:31] interested, please fill those. [1:14:31] If you [1:14:33] re listening. We have [1:14:34] three members of our Historic [1:14:36] Preservation Commission and one [1:14:38] alternate member. We have two [1:14:40] members and two alternates of [1:14:41] the housing authority. But I do [1:14:42] know that there are some [1:14:44] applications in there as well. [1:14:46] We do have one member for the [1:14:48] district Plan Commission, and [1:14:50] we still have our two youth [1:14:52] members to be filled for the [1:14:53] Sustainability Advisory Board. [1:14:53] But I know that there [1:14:54] s some [1:14:56] interest there as well, and we [1:14:58] will be looking at potentially [1:14:59] changing some of the criteria [1:15:01] for those youth members coming [1:15:02] up very soon, which hopefully [1:15:03] opens the door for more [1:15:04] applicants there. If you [1:15:05] re [1:15:07] interested in any of our board [1:15:08] openings, please visit our [1:15:10] website and you will find out [1:15:12] about how you can apply for [1:15:14] these and perform your civic [1:15:15] duties. Uh, I don [1:15:16] t have much [1:15:17] of an update. I know that there [1:15:18] was a question last week as to [1:15:21] when the temporary light would [1:15:24] be removed on Sable, and I know [1:15:25] the answer that was given at [1:15:26] the meeting was soon. It was a [1:15:27] technical answer. Literally [1:15:29] soon, uh, soon actually means [1:15:31] today. I was just informed that [1:15:33] it is it has been removed. So [1:15:35] that portion of the project has [1:15:37] been complete. However, we [1:15:38] still have a long way to go [1:15:40] with the two intersections, so [1:15:41] more to come there, but at [1:15:41] least we [1:15:42] ve removed one of the [1:15:44] barriers and moving on to other [1:15:46] projects. Uh, finally, I just [1:15:47] want to give some thanks. I [1:15:49] want to thank Marvin, Karen for [1:15:50] all they [1:15:50] ve done for me the [1:15:52] last three weeks and keeping [1:15:53] the ship afloat. I certainly [1:15:55] appreciate it. I know Marv was [1:15:56] marvelous. I watched all the [1:15:57] meetings here, so he did a [1:15:59] fantastic job in my stead. And [1:16:00] I want to thank you all for [1:16:01] your support during my time [1:16:02] off. It really meant a lot to [1:16:04] me. So thank you all. [1:16:05] Great. Thank you. It [1:16:06] s good to [1:16:08] have you back again. Next call [1:16:10] on reports by our esteemed [1:16:12] members of council. We [1:16:13] ll start [1:16:14] over here with Council member [1:16:16] Collins. [1:16:17] Thanks, mayor. Uh, I don [1:16:18] t have [1:16:20] anything tonight. Um, just [1:16:22] wanted to say thanks also to [1:16:23] Marv and Karen and Michael. [1:16:24] We [1:16:25] re so glad to have you back. [1:16:25] So that [1:16:26] s all for me. [1:16:29] All right. Council member [1:16:29] Snyder. [1:16:31] Thank you. Mayor. I too [1:16:33] attended the barbecue and the [1:16:35] youth entrepreneurs were kind [1:16:36] enough to lighten my wallet and [1:16:37] make it easier for me to get to [1:16:39] carry myself home. They had a [1:16:41] lot of interesting products. [1:16:42] They did a great job, and that [1:16:44] was a good time. The music was [1:16:45] good too, by the way. I don [1:16:45] t [1:16:46] know if Gary got the band or [1:16:47] not, but they were. They were [1:16:50] pretty good. So anyway, um, as [1:16:53] you know, the dd was formed. [1:16:56] 100% of the board is filled. [1:16:56] We [1:16:57] re having our first meeting [1:16:59] on Wednesday and two days, two [1:17:01] days, one day, one day [1:17:02] tomorrow. And we [1:17:02] ll be [1:17:05] introducing the bylaws and [1:17:06] getting to know all the other [1:17:07] members. So I [1:17:08] m really excited [1:17:11] to see how that develops. And [1:17:13] moves us along downtown. [1:17:16] All right. Next, Council member [1:17:16] Fiedler. [1:17:17] Uh, thank you, mayor. Nothing [1:17:19] to report other than again, [1:17:20] thanks to Marvin, Karen and [1:17:20] Michael. We [1:17:20] re glad you [1:17:22] re back. [1:17:23] . [1:17:26] Next. Mayor pro tem. [1:17:27] I know it will shock many, many [1:17:29] people. I have no report to [1:17:30] share this evening. [1:17:31] Oh, wow. [1:17:32] Okay. [1:17:34] I have anything. [1:17:37] Council member today. Wow. [1:17:37] Um. [1:17:38] I was also. [1:17:39] At the city barbecue. [1:17:40] It was. [1:17:41] Very well attended. The the [1:17:43] band was great, food was [1:17:45] awesome. I also lightened my [1:17:47] purse a little bit. Um, I [1:17:47] d [1:17:49] like to say that I, you know, [1:17:50] left my money at home, but I [1:17:50] didn [1:17:53] t. I left it there on [1:17:54] purpose. [1:17:54] I would. [1:17:56] Also like to talk a little bit [1:17:58] about, um, I was getting. [1:17:59] Uh, outreach. [1:18:00] From the community and also for [1:18:03] personal reasons, um, wanting [1:18:06] to, uh, looked into went to the [1:18:07] adult rec center, and I can [1:18:07] t [1:18:09] say it all like you can. I [1:18:09] m [1:18:12] not even going to try the Eagle [1:18:13] Corbett suit. Yes. Thank you. [1:18:15] We all know. Anyway, I went to [1:18:17] the the adult rec center home, [1:18:20] and I asked them about a group [1:18:21] for an Alzheimer [1:18:22] s support [1:18:23] group, and they didn [1:18:24] t have [1:18:25] anything. So they reached out [1:18:26] to the Alzheimer [1:18:27] s Association. [1:18:29] And lo and behold, they are [1:18:32] going to start a group. [1:18:34] Yay! [1:18:35] Um, there [1:18:36] s going to be. Thank [1:18:37] you. There [1:18:38] s going to be first, [1:18:40] an informative talk that [1:18:40] s [1:18:43] going to be on Friday, [1:18:46] SEPTEMBER 4th. Uh, tentatively [1:18:47] at the at this point, it [1:18:47] s [1:18:49] going to be 1 P.M. And then [1:18:50] afterwards, starting in [1:18:52] OCTOBER, there will be a [1:18:53] monthly support group. And [1:18:56] these are all free. So get the [1:18:57] word out. Tell everybody you [1:18:58] know that there [1:18:58] s anybody that [1:19:01] could benefit from any type of [1:19:03] support in this, in this world, [1:19:05] in this situation. Um, we have [1:19:07] it now in Brighton. So I wanted [1:19:08] to put that out there and just [1:19:10] help, help me get the word out. [1:19:13] Thank you. [1:19:15] Thank you for, uh, you know, [1:19:17] sharing that. I know at least [1:19:19] ten years ago there were there [1:19:21] was a support group that was [1:19:22] kind of informal that met over [1:19:22] there. [1:19:23] Right? They said that they [1:19:23] didn [1:19:24] t have really a lot of [1:19:25] interest back then, and that [1:19:26] they hadn [1:19:27] t been approached for [1:19:28] a while. So they were very [1:19:29] happy that I approached them. [1:19:30] I could see that need be [1:19:31] needing filled for sure in our [1:19:32] community. [1:19:34] And I need to know how many [1:19:37] funnel cakes Tom green ate. [1:19:40] With that council member. Green. [1:19:43] Uh, you know, I would I was [1:19:45] going to write down that [1:19:45] Alzheimer [1:19:46] s date, but I forgot [1:19:48] to write it down. So I need to [1:19:51] remember when that is. Um, you [1:19:52] know, I, uh, single handedly [1:19:55] keep the fair vendors in [1:19:58] business. Um, I, I feel it [1:19:58] s my [1:19:58] duty. It [1:19:59] s my obligation to [1:20:00] sample them all, to tell you [1:20:02] which ones were the best. And I [1:20:04] did had several that I enjoyed. [1:20:04] Uh, but let [1:20:05] s not get into that [1:20:07] because, you know, there is a [1:20:09] chamber mixer tomorrow night at [1:20:10] Wolf and Honey that I think is [1:20:12] really exciting to get out [1:20:13] there and support our chamber [1:20:14] and support local business. [1:20:15] And, you know, always a big [1:20:17] splash is adult Night at the [1:20:19] Oasis, which is this Friday [1:20:21] night. Uh, another big thing. [1:20:23] And Lord, give me downtown [1:20:23] because I [1:20:24] m looking for some [1:20:26] tush, and that is z top cover [1:20:29] band, a local fandango playing [1:20:32] at the Armory, the 7th of [1:20:32] AUGUST. I [1:20:33] m telling you, these [1:20:35] guys have the beards, they have [1:20:37] the guitars, they have the the [1:20:38] wardrobe. There every. These [1:20:39] are sharp dressed men. And [1:20:39] they [1:20:40] re going to be playing [1:20:42] some stop and rockin that place [1:20:44] at the Armory this Saturday [1:20:45] night or this Friday night. [1:20:48] Come on down and see a local [1:20:50] fandango. Uh, and then, uh, on [1:20:52] the 14th, uh, Brighton on [1:20:53] Broadway will be at the armory, [1:20:54] too. So, you know, hey, if you [1:20:55] didn [1:20:56] t get out to the fair and [1:20:58] had enough funnel cakes as I [1:21:00] did, I think total tally was [1:21:02] about six. Uh, please get on [1:21:05] down and see a local fandango [1:21:07] at the Armory. Cc top cover [1:21:09] band, sharp dressed man. That [1:21:09] s [1:21:10] all. [1:21:12] Very good. Council member [1:21:12] Wirth. [1:21:14] Thank you, mayor. Just a couple [1:21:15] things. One, I was also able to [1:21:17] enjoy the ribbon cutting at, [1:21:20] uh, a470. Uh, I [1:21:20] ve got [1:21:21] thinking, probably another [1:21:22] month or so and we [1:21:23] ll feel like [1:21:23] it [1:21:24] s been open the whole time, [1:21:26] so hopefully the that [1:21:26] ll help [1:21:29] us progress in the, um, in the [1:21:32] building of that corridor. Um, [1:21:34] had a meeting with, with Jean [1:21:35] Shreve. Um, she [1:21:36] s a consultant [1:21:38] that, uh, works with the city. [1:21:40] Uh, we were talking about the, [1:21:42] uh, Colorado seven coalition [1:21:44] meeting coming up, and, uh, one [1:21:46] of the things there is we [1:21:46] re [1:21:47] going to really be pushing for [1:21:49] a complete plan for the [1:21:50] corridor right now, that [1:21:52] coalition seems to work in [1:21:53] silos. Everybody [1:21:53] s just [1:21:54] concerned about their own [1:21:57] little piece of highway seven, [1:21:59] which is, uh, really, that [1:21:59] s a [1:22:02] lot of silos. But we really [1:22:03] want to get them to really [1:22:05] start focusing on the long [1:22:07] range, um, importance of that [1:22:10] corridor. And so will be, uh, [1:22:12] uh, bringing up and and [1:22:15] reinforcing a couple ideas, uh, [1:22:16] involving Brighton and the bus [1:22:18] centers and things like that. [1:22:19] Um, so we [1:22:20] ll be, uh, that [1:22:20] ll be [1:22:23] this coming Friday, I believe. [1:22:27] Um, and then, uh, probably the [1:22:29] biggest thing did all week, uh, [1:22:29] I [1:22:30] m surprised nobody mentioned [1:22:31] it, or if they did, I was [1:22:36] sleeping. Um, got to, um, got [1:22:37] to enjoy Cheryl [1:22:39] s retirement [1:22:41] celebration. Uh, Cheryl [1:22:42] s been [1:22:43] a long time employee here, and [1:22:44] I know she [1:22:44] s had a lot to do [1:22:47] with city council. And I, for [1:22:49] one, really appreciate her. [1:22:49] Apparently, there [1:22:50] s been a lot [1:22:51] of people that that appreciate, [1:22:53] Cheryl, because that was a full [1:22:55] house. So, uh, it was nice to, [1:22:57] to give her a proper sendoff. [1:22:58] So I know you [1:22:58] re out there [1:23:00] listening, Cheryl. So thank you [1:23:01] again. That [1:23:02] s all I [1:23:02] ve got. [1:23:03] Thanks. [1:23:05] Very fitting way to end the [1:23:07] program tonight. Um, thank you [1:23:09] all for serving Brighton. We [1:23:10] will meet again during our [1:23:12] study session time slot next
