[0:00] and then he'll say as well. >> All right, it is 700 p.m. I'd like to [0:04] call the Brimfield Township Board of Trustees regular meeting to order. Roll [0:07] call for attendance, please. >> Kevin, [0:10] » here. >> Sue, [0:11] » yes. >> Nick, [0:12] » here. >> Coral. [0:14] » All right. I'd like to ask everybody to please stand for the pledge of [0:17] allegiance. [0:20] I pledge allegiance to the flag of the United States of America and to the [0:26] republic for which it stands, one nation under God, indivisible, with liberty and [0:32] justice for all. >> Pastor, would you mind doing a little [0:36] prayer for us? >> Father, we thank you for the opportunity [0:39] to gather in this capacity. We pray for your blessing on Princip Township and [0:43] its people here that we have revival in this land. and may your name be praised. [0:48] Bless the proceedings we ask in Jesus name. Amen. [0:51] » Thank you. [0:56] » All right. I will open up for announcements and uh correspondences. [1:00] Are there any announcements or correspondences from the board? [1:04] I attended the monthly meeting of the Southern Portage County Visitors Bureau [1:11] and we meet once a month. And I just want to let everybody know that within [1:16] the next two weeks they have a newly put together web page on uh on their [1:24] computer and it takes in all of Southern Portage County, but it lets you know all [1:31] the festivals, uh all the places where if you want to [1:36] just go out and go for a walk, go to a a a farm or uh go pick some apples or do [1:44] whatever, but it's really very informative of all kinds of things [1:48] happening that most of us don't even realize is available and a lot of it [1:53] there's no cost. So, just want to share that with everybody and check on your [1:58] web page for the for the uh visitors bureau and see what's happening. It's [2:03] exciting. >> Thank you. Uh any other announcements [2:07] from department heads? Okay, we do not have any scheduled [2:12] meeting guests tonight. So, I will entertain a motion to approve the [2:16] meeting minutes from 8:17 to 2026. >> I'll make that motion. [2:21] » Second. >> Any discussion on the meeting minutes? [2:24] Hearing none. Roll call to accept. >> Kevin, [2:27] » yes. >> Sue, [2:28] » yes. >> Nick, [2:29] » yes. >> Right. Meeting minutes approved. [2:31] » All right. I'll entertain a motion to accept the agenda. [2:34] » I'll make that motion. >> Second. [2:36] » All right. Discussion for changes to the agenda. [2:39] Um, I do have a couple under administration, old business updates. [2:44] Number three should be hometown Christmas. [2:51] Number four will be no pet grant. [3:03] And then under fiscal new business is going to be number two [3:09] resolution to transfer Jed funds. [snorts] [3:23] » Are there any other changes to the agenda? [3:26] » Yeah, I'd like to add uh fire department old business. I guess it would go under [3:31] uh budget and levy. [3:36] » Budget and levy of business, [3:40] » right? >> And I see that uh beachest isn't on here [3:43] again. I don't remember where we put that last time. [3:47] » I thought it was under admin. >> It should be under admin. So that'll be [3:50] admin number five. >> Okay. [3:55] Other [4:00] changes [4:04] Nick under roads uh the board approval I we won't need what I have under board [4:10] approval to send the bibs over to the county. [4:13] » Okay. >> Since we are I couldn't remember if I [4:16] had to do that on mine or but you guys already passed that to send it over. [4:19] » So we can just scratch that one. So we'll remove that. [4:23] » All right. Any other changes? [4:27] Okay, we now have an amended We have uh I'm sorry. Uh [4:34] yes. All right, so we have an amended agenda with fire department old business [4:38] number one budget and levy. Uh further changes administration old business [4:43] number three hometown Christmas number four no peek grant number five beachest. [4:49] We have the removal of board approval under road department and we have the [4:53] addition under fiscal new business resolution to transfer jet funds. [4:59] Hearing no other changes. We have a motion and a second. Roll call for [5:03] acceptance of the amended agenda. >> Kevin, [5:06] » yes. >> Sue, [5:07] » yes. >> Nick, [5:08] » yes. >> Motion passed. [5:10] » I'll entertain a motion to accept purchase orders as presented. [5:14] » I'll make that motion. >> Second. Is there [5:16] » any discussion on purchase orders? Hearing [5:20] none. Roll call to accept. >> Kevin, [5:22] » yes. >> Sue, [5:23] » yes. >> Nick, [5:25] » yes. >> Motion pass. [5:26] » I'll entertain a motion to accept warrants as presented. [5:30] » I'll make that motion. >> Second. [5:32] » Is there any discussion on the warrants? >> Yes, there is. [5:34] » Okay. >> Uh, we just signed checks earlier today. [5:38] Um, there was a check to O'Reilly's for fluid. Um, again, we're paying double [5:45] what a local business sells it for. Um, [5:51] I guess we need to pay attention. [5:57] » Okay. >> Um, I don't know if this is, you know, [6:00] where we discussed that, but again, this is a [6:05] operational cost that does nothing for the citizens and the residents. It's [6:10] just an extra expense. >> What was the project deck? [6:14] » Deaf fluid. >> Okay. Okay. So, the purchase was made. [6:18] So, we I don't think we can pull pasture. [6:22] » Yeah. I just wanted again we need to pay attention to what we're spending our [6:26] money on. >> Okay. [6:29] » So, any other changes to warrants? [6:35] » Hearing none. Roll call to accept. >> Kevin, [6:38] » yes. Sue, >> yes. [6:40] » Nick, >> yes. [6:41] » Motion pass. >> All right. Next, we will move into [6:44] public comments. Uh, we do ask that you sign up to speak. Um, I'll put the [6:48] signup sheet up here. If there's any other, uh, speakers, we do, please ask [6:51] that you state your name before addressing the board. We'll limit you to [6:54] three minutes and we will take your comments under consideration. Uh, today [6:58] we have Bob McKenna. We'll give you three minutes. [7:05] Bob McKenna Town Road, not from Benfield, but been here 26 years. All I [7:10] hear is accountability and transparency. I requested six years of fireman funds [7:16] to see what balances were and where the money went. You as the board took [7:20] 1,130,54626 [7:26] unauthorized from the fireman fund, not charged to any fire code or [7:30] accountability. And that doesn't count the $158,682 [7:36] you took back from them in one day because the town's jed money came in and [7:41] you took it right back. Now, I don't know when you read your warrants that [7:46] you don't look at the checks you're signing or how that works, but [7:50] somebody's got to account for this. You know, it's $1.3 million from their fund, [7:55] but you're telling us they're broke because you guys spent the money. And [8:00] any way you want to look at it, it comes down on the trustees and that's it. You [8:05] sky spent the money. You signed for it. They had plenty of money till you took [8:10] it and now you're saying, "Oh, the fire department needs a levy. They just need [8:13] their money back." It's simple as that. And you need to explain to everybody [8:17] sitting here where that money went. I can read it to you, but you won't give [8:21] me that kind of time. >> Thank you for your comments. All right. [8:26] Calling for any other comments tonight. >> [snorts] [8:30] » All right, hearing none, we will move into safety concerns. Are there any [8:34] safety concerns? >> Yeah, I have one, Nick. Um, Sandy Lake [8:38] Road where it stops into Malloy Road, that intersection. It's not ours. It's [8:43] county, but uh a car didn't stop at the stop sign, went through a yard, uh 7 to [8:49] 8 feet in this guy's house, missed his bedroom by four feet. I talked to Mike [8:54] Collins at the um county. They have no record of a guardrail being there. I [9:01] know there was a guardrail there at one time and it's been removed. [9:05] Uh it's not Dave's fault or anything. He has nothing to do with it, but the [9:08] county is uh dragging their feet as to putting a guardrail in front of this [9:15] guy's house. >> Is that the one that we looked at [9:18] before, Dave? >> No, this is different. [9:20] » This is all different area. >> Yeah. Okay. That's why we just think [9:22] intended we approach them before. >> I just want you to know that the [9:25] resident can't sleep. They're scared to death. Um, it happened at like two in [9:30] the morning, I think. Do you remember, Dave? Two, [9:32] » three. >> Well, I I got a call about a sign down [9:34] at six in the morning. >> Okay. [9:36] » But the accident happened before. >> Yeah. So, this is just at the end of [9:40] Sandy Lake coming into Burnfield. >> Okay. [9:43] » It's kind of a weird intersection. So, one of the options that we could [9:48] have with a safety concern like this, because it's not our property, we could [9:52] draft a request to the county engineer and send it on behalf of the board, just [9:58] requesting them. >> I requested uh I called Mike Collins and [10:03] uh I talked to him about when the when the guard rail had been removed. [10:08] He's not called me back. Um but he said that there was new DOT [10:14] updates or something to guard rails. I don't know anything about that. Do you, [10:16] Dave? >> No, I I normally go through the [10:19] engineers's office for that stuff. >> Well, my concern is they put a guardrail [10:22] next to my house. It's probably 100 ft long. [10:27] » Mhm. >> There hasn't been a wreck there in 60 [10:29] years. I don't know why there's a guardrail there. Um, this guy can't [10:33] sleep at night. His house is destroyed. I I don't know. The car went seven feet [10:38] into the house, knocked the walls out, and everything else. Um, I just want [10:42] everybody to know that they're upset. They can't get anywhere with the county. [10:47] I can't give it anywhere with the county. So, [10:49] » well, my recommendation would be we would create a letter from the board [10:53] requesting the county to evaluate it and give us a written opinion back. [10:58] » Well, their answer, Mike's answer was that he could put up another sign. Uh, [11:03] that's from the stop sign to the guy's house is [11:07] probably to that wall, >> right? [11:10] » I mean, it's if you're not going to see a sign, you're not going to it's not [11:12] going to stop you, right? So, uh, Heidi Workman is making some phone calls, too. [11:18] » Okay. >> Um, [11:19] » and it might help her to go a long ways, though. I mean, that's that's our power. [11:22] That's the ability we have to kind of like document it and that might be a [11:24] piece to help. >> But it is a county road, county [11:26] intersection. But those are our residents and [11:29] » because then she can use that also in her conversation saying the board is [11:33] requesting. >> Okay. [11:34] » So, if you want to do that, we can make that as a motion. That's fine. [11:37] » And we can draft it and just have us each of us sign it. [11:39] » Yeah. I agree. That's fine. >> All right. So, I'll entertain a motion [11:42] to send a letter from the board of trustees to the county engineer [11:46] requesting an evaluation and installation of guard railing at the [11:50] intersection of Mallaloy and Sandy Lake. >> Yes, [11:54] » I'll second that. >> Any further discussion? We'll have the [11:57] township administrator drafted when he returns. [11:59] » Okay. Thank you. >> You're welcome. [12:01] » All right. Roll call to accept that. >> Kevin, [12:03] » yes. >> Sue, [12:04] » yes. >> Nick, [12:06] » yes. >> Motion passes. [12:07] » I'll let them know. Thank you. >> Thank you. [12:10] All right. Any other safety concerns? >> Hearing none, we'll move into our [12:15] department updates. We start our police department. Floor is yours, sir. [12:19] » Thank you. [clears throat] The police department calls for service currently [12:22] 14,022. We are on pace to break 20,000 calls this year, which will be the [12:28] highest number ever. Um, if we keep this pace, we'll be a roughly around 21,000 [12:34] calls this year. Uh, old business or sorry, new business. [12:38] We attended the Brimfield Elementary open house. Um, Captain Penn made her [12:43] first public appearance there along with Chief Malali and a couple other officers [12:47] and got to meet some of the kids and um, be visible with the parents uh, at the [12:53] door during orientation. She covered for me. So, that was appreciate her help [12:57] with that. So, it went well. Uh, the second annual Fast and the [13:02] Furious car show is now being scheduled. Uh we had a pretty good success even [13:07] with iffy weather. We have a tenative date of August 29th, 2027 [13:12] [clears throat] again at field schools. We are planning a rain date this year [13:17] because there was a lot of anxiety about possible weather and we didn't have a [13:20] rain date set. The rain will be October 3rd. But 829 27 and 103 are the two [13:26] tenative dates for that car [clears throat] show uh again for next [13:29] year. And the only thing I have for board [13:33] approval is from the Fast and Furious car show. I ask the board to ex uh pass [13:38] a resolution accepting $3,076 in donations uh from the various sources [13:45] from the car show and also for the board to recognize Officer Michael Rhodess for [13:49] his hard work planning, organizing, and hosting the car show. [13:54] Right. We'll start with uh I'll entertain a motion to accept $3,76 in [13:59] donations from Fast and Furious to car show. [14:02] » So moved. >> Second. [14:04] » Any discussion on that? >> All right. Roll call to accept money. [14:08] » Kevin, >> yes. [14:09] » Sue, >> yes. [14:10] » Nick, >> yes. [14:12] » Motion passes. And then in recognition of officer Michael Rhodess, would you [14:15] like a letter from the board or so? I'll entertain a motion to [clears throat] [14:19] accept or uh to uh send a letter from the board of trustees recognizing [14:24] officer Michael Rhodess for his work in planning and organizing and hosting the [14:28] fast and the furiest part. >> So move [14:31] » second >> and then we'll get that drafted and sent [14:33] over and have audit in the office for us all the time. [14:36] » Yes. >> All right. Any discussion on that other [14:39] than if he's listening? Uh thank you officer Rhodess for everything that [14:42] you've done with that. I think it's a great program and it's going to help to [14:45] that program as we go forward. >> It is. Just want to give him a little [14:49] bit of credit because he put in a lot of work on his own time. There are a bunch [14:52] of officers and some of our administrative staff that helped out [14:55] that made it happen. But it's given Mike a little bit of a nata boy above [14:59] everybody else because he he spent a lot of time getting vendors, getting [15:04] sponsors who sponsored the awards, getting the awards made. So he he put in [15:07] a little extra work. Let's give him credit for that. [15:10] Thank you. >> All right. Uh, roll call to accept. [15:13] » Kevin, >> yes. [15:14] » Sue, >> yes. [15:15] » Nick, >> yes. [15:16] » Motion passes. >> And that's all I have. [15:20] » All right. Do we have any questions for police department? [15:22] » Yes, we do. >> All right. [15:24] » It's more of a statement, I guess, than a question. Um, I've been having a lot [15:29] of trouble with uh people passing me when I'm on my farm equipment on double [15:34] yellows. I know that I don't look for special [15:38] treatment, but somebody's going to get killed. [15:41] » Technically, they're allowed to pass >> on double yellows up a hill. [15:44] » They need to do it safely. So, all the rules about when you could pass, the [15:48] double yellow exemption doesn't apply when it's a slow moving [15:52] uh or like a delivery truck is parked there, you're allowed to pass on a [15:56] double yellow. However, you still have to maintain the ability to see so far. [15:59] So, being on a hill, can't do it. Doing it speed can't do it. If you can't see [16:05] clear in both directions, can't do it. So, we could stop and advise for that, [16:11] but technically you there is an exemption for improper passing when it's [16:16] a slowmoving vehicle or a parked vehicle on the roadway. [16:20] » Um, road is pretty bad. >> We uh maybe [clears throat] hit it [16:25] during the day when when's the tractor going up and down? [16:28] » When the sun's shining. >> All right. would keep an eye. I mean, [16:32] it's it's not exclusive to tractors. It's to Amazon trucks, UPS trucks, FedEx [16:38] trucks, the mailman. >> It's all of those things there. If [16:42] people would just slow down a little bit, then it makes it a whole a lot heck [16:45] a lot safer. >> Thank you. [16:48] » Yep. >> Other questions for police. [16:54] » Hearing none, we'll move into fire department. [16:56] » Okay. Thank you, Nick. Um, old business, uh, budget and levy updates. Um we've [17:00] Ron and I, the assistant chief, have been working with the administrator on [17:04] um just maintaining the budget um cuts that we we've looked at and it's just [17:10] going to take some time to see some results on that. Um as far as the levy [17:14] um and and that's down in a little bit of the new business, um we're getting [17:18] ready for that. Um preparing um signs uh information that's going to go out and [17:24] we'll have that out um shortly. Um also talking about some open houses coming [17:28] up. So, so gathering some information of how we want to uh start hitting that. [17:34] Um on new business, um the FD did attend uh the elementary open house like or [17:40] Chief Atkins said. Um that did go great. Uh there was a ton of kids that came up [17:45] to our table. The police and the fire shared a table. Well, I kind of budded [17:49] it on their table, but uh it was great. Um and met the new captain there and and [17:54] she was great also. Um, and then we're preparing for an active shooter training [17:58] in the township. That location is not discussed yet because I don't know if [18:01] they want it out there yet, so I won't say anything more at that point, but [18:05] we'll have something coming up in the next few months. [18:08] Um, that's all I have on new business unless there's questions. [18:12] » Open up the floor for uh questions or comments for fire department. [18:17] » Yeah. Um, Craig, you you mentioned a few times that uh you were going to cut out [18:22] the Amazon purchases. >> Mhm. Um, I think it was last week we [18:27] signed a check for $197 for boots. >> Yep. Yep. I have to provide fire boots [18:33] uh for the guys and that's what that was. [18:35] » I thought wouldn't that be part of uniforms? [18:37] » No. Uh, fire gear is separate. >> Okay. [18:42] Okay. Other questions? [18:48] All right. Hearing none, we'll move into administration. [18:51] We'll start with property tax payment township owned partials. that's still in [18:54] the state of Ohio's hands. We have not been given an update unless Jasmine, [18:57] you've gotten something that I haven't seen yet there. [18:59] » No. Um, but prior to the last meeting, I did reach out and spoke with someone [19:04] down in Columbus. They said it would take about two more months. So, that was [19:09] in August. So, hopefully by October, >> we'll just leave it there under old [19:14] business. We'll keep checking. We'll get us an answer eventually. [19:18] Uh, number two, PM MIA observance event. Um, this has been scheduled. I do want [19:24] to take a chance and say uh thank you to Alpha 11 Veteran Logistics. This will be [19:29] taking place Friday, September 18th, 2026 here at the Brimfield Gazebo at 11 [19:35] a.m. Uh there will be flyers put out and it'll be on our social media feed. Also, [19:40] this will be our first annual PMIA uh remembrance day ceremony. Veterans, [19:46] families, and the public are invited to attend the ceremony to remember those [19:49] who never came home. Um, I want to give a shout out to Lee Giddon. He is the CEO [19:55] of Alpha 11. He approached us about this and is heading up the project. Um, we're [20:00] just providing the space and information. [20:03] [clears throat] [20:06] » All right. Number three, hometown Christmas. Uh, we need to start planning [20:10] the hometown Christmas event. We do have that date set. It is the Sunday after um [20:16] Thanksgiving. Uh, I do have a request that I would like to put in there for [20:21] for this at least for discussion tonight. Um, I have talked with SMC [20:26] Lighting. SMC Lighting is the one who has done our lighting before at the town [20:30] hall for our Christmas events. Um, he was asking if we were interested in [20:34] doing again this year. Um because of the budgetary constraints, we didn't really [20:37] talk much at first, but we do have some potential donors that are coming in. And [20:42] SMC Lights, uh the owner, Marcus, reached out and said, "Hey, if you can [20:46] do $5,000 worth of lighting displays, I'll throw in another $5,000 worth of [20:51] lighting displays at the town center to put the hometown Christmas together for [20:54] you." Um spoke with Jasmine today. I would like to ask the board um to [21:00] approve $5,000 for Christmas lighting through S to not exceed $5,000 through [21:06] SMC lights. Um that number could be reduced by donations that we get from [21:10] local businesses. But this way we could secure SMC currently and uh start the [21:16] process of getting those lights ordered and in place for the holidays because he [21:20] has to build a lot of that prior to that. [21:24] So, um, for discussion, I'd like to make a motion to accept, um, a five a budget [21:31] not to exceed $5,000 for hometown Christmas lighting. [21:36] So, I need a second for discussion. >> I'll second that for discussion. [21:42] » So, Jasmine, budget wise, admin budget, we could do that if we had to. [21:47] » Yes. As long as it does not exceed 5,000. So, yes. [21:53] So, the goal is to get donations and not spend $5,000. But we also, if we're [21:57] going to get uh SMC lights to be our provider and match, we're going to have [22:01] to do something sooner than later because they have to buy the lights. [22:04] They have to start the building. >> What are your thoughts, Kevin? [22:09] » What did we spend last year? Does anybody know? [22:13] » I can look it up. I don't know off the top of my head, though. [22:18] You can circle it back to me though. What's the latest we can let them know? [22:24] » Um, >> because I'd really like to have the [22:26] donations before we commit. >> Yeah, he's kind of up against timeline. [22:30] He really wanted to know last month because he's already ordering and [22:33] building stuff, but he's been trying to work with us because he's worked with us [22:36] for a couple years now. Um, and he wants to continue working with the township [22:40] and trying to make that town. >> I don't want a blue Christmas. [22:46] It sends a bad message for 14,000 people. [22:52] It has to be 5,000. >> No, we could do less. It need match at [22:56] that less amount. >> The goal being though, uh, we're only [23:00] going to be focused in on that side of the building, not doing the library, not [23:05] doing the back lot here. Just trying to make a nice display for the center of [23:09] the town. >> We've been working with one business in [23:12] particular for a donation. Um, but with the administrator being out on vacation, [23:16] we didn't get a response. That's what can Can we table this for two weeks [23:21] » to see where Royy's [snorts] at? [23:25] » I got to ask him and see. >> That's what I would prefer. [23:29] » Okay. >> I'd like his input. [23:32] » Yeah. >> Because I know he was working on some [23:35] things, >> right? Yeah. I just didn't want to run [23:37] out of time where we wouldn't be able to to do something. That's We're just in [23:40] that tight spot. >> Can you call me [23:43] [laughter] >> like right now? [23:45] » He's in the middle of nowhere right now. I bet he swear they don't even have it. [23:49] » I think he said don't call me. >> Yeah, he said you [23:52] » mentioned something about satellite phones. So [23:54] » I think I would prefer to table this till Royy's here. [24:00] » Okay, >> I'm good. I just wanted to bring it up [24:02] because SMC had reached out and trying >> if he wants to work with us. A couple [24:08] weeks shouldn't hurt anything, right? Right. Well, we've been going back and [24:11] forth for about a month when he had the original idea, but we had no funding and [24:15] then we had that donation offer come in a week ago. [24:19] » I'd like to see where that's at and we don't know, right? [24:21] » No. >> Okay. Yeah, if we can table it to Roy [24:25] » lets us know. >> Okay, I'm good with that. I just want to [24:28] bring it forward to the board. >> Yep. [24:29] » So, we have a motion, a second. Um, I'll entertain a motion to table the hometown [24:33] Christmas discussion for Lightning. >> I'll make that motion. [24:36] » Second. >> All right. Roll call to table. [24:39] Kevin, >> yes. [24:40] » Sue, >> yes. [24:42] » Nick, >> yes. [24:43] » Motion table. >> All right. Also, under old business, we [24:46] have no peek grant usage. Um, we do have some grants that need to be used by [24:51] November of 2026. Township administrator is working on that. The hallway doors [24:56] out here don't secure right. And there's some um other pieces with that we might [25:00] use those grant dollars for. And we're also getting quotes for electric on the [25:05] fixing the electric on the back garage here. If we don't use those funds by the [25:08] middle of November, um we'll lose those grant dollars. So, we're trying to find [25:13] » how much you know how much those grant dollars are? [25:15] » I don't have the exact number in front of me. [25:17] » Um >> was around 20,000, Jasmine. [25:20] » Yes, I sent >> I want to say it was 26. [25:24] » Let me see. I know >> it is [25:32] » $20,414.98 [25:35] cents set to expire on November 30th. >> So we have $20,000 if the department has [25:41] have other things that could fall under that noc piece. Please let us know. We [25:45] have additional grant dollars that are out there, but these are the funds that [25:48] we have to use by the end of November. Okay. [25:54] » With our Christmas. >> I use what I could. [25:56] » That's electric. >> It has to be energy energy efficient [26:00] process. >> Well, they could use LED lights. [26:06] » Just ask. And just ask. >> So, I just want the board to be aware [26:09] that that is going on. >> Thank you. [26:11] » Welcome. >> I would ask. [26:13] » Um, number five, Beach Crest. Kevin, that's over. [26:17] » Yeah. Okay. So, uh I know cold weather's coming. That's not going to be uh good [26:23] for the rat situation down there. Um I've run out of options basically. Um [26:31] everyone has turned me down to help. Health department, commissioners, soil [26:36] and water engineers office, Dave Joyce office, wildlife control. [26:43] The only person that's willing to check into things is Heidi Workman. I just [26:47] talked to her today. She's making a few phone calls to see what we can do. I [26:51] also called a best pest control just to see if they could handle something. They [26:56] I guess they were working in the area, but uh I know cold weather's coming. Um [27:02] a resident down there is still seeing rats on a regular basis. Um [27:09] if we're going to spend $5,000 on Christmas lights, I think we need to [27:12] spend it >> on [27:13] » down there on rat control. Um, that's going to be a bad thing in [27:20] cold weather shows up. So, >> options are out there. [27:24] » Yeah. Uh, Heidi Workman is the only one that has stepped up and said she will [27:29] see what she could do. So, >> just wanted everybody know I'm still [27:34] working on it. I've made a thousand phone calls and no [snorts] one wants to [27:37] call me back. So, here we are. But uh that's a the rats are all the way [27:45] down here to 43 and 18. They're coming down through the stream. [27:51] » So they're in the storm water. So water doesn't want to do anything. [27:58] Water resources doesn't want to do anything. Health department says [28:01] absolutely they're not doing nothing. >> Okay. [28:05] » I'll keep working at it. >> Well, we'll see what Heidi comes up [28:08] with. >> Yeah. Hopefully. Thank you for your [28:11] input into the situation. >> Okay, [28:16] » it's going to move us into uh new business then. Uh Portage Parks District [28:20] sent out an email. They do have a grant application that is currently open. Uh [28:25] the application deadline is October 1st of 2026. So, we do have a short window. [28:30] We have one more meeting prior to then uh for us to start discussing grant [28:34] opportunities. This is a reimbursement grant. Um it was up to [28:41] $25,000, minimum of,000 up to $25,000 for community parks and trails grants. [28:47] Um development of improvement projects is opportunities for us to uh submit for [28:54] things such as trail and support facilities, picnic and support [28:57] facilities, nature play areas, storybook trails, park amenities such as benches, [29:02] tables, waste receptacles, water fountains, bike racks, uh native plant [29:06] landscaping, rain gardens, reforestation, entrance and educational [29:10] signage, and so on. Um I'd be interested in us looking at this as an application [29:15] potential for this year. Um, there was a proposal in the past to have a community [29:20] garden at the community center. Um, Kevin, what do you think about that as [29:26] an application? If we were to put a community garden down there on that back [29:30] side, we'd have to pay for it up front, but then we'd be reimbursed if we were [29:34] awarded the grant. >> Yeah, that's fine. Um, [29:37] » we can put some We're able to put some small plots in, put up some fencing as [29:41] part of it, rainwater barrels down there to collect water for it. I know there's [29:45] a huge need for community gardens and all the developments around there. So, [29:51] » yeah. >> Well, we've tried that before [29:55] and we didn't get good response from the people. [29:57] » We didn't get uh we didn't get approve of the grant. So, that's what stopped [30:01] with that was we were going to put it in. It was a grant through another [30:04] organization um that did not get awarded that year. [30:09] So, this is another chance for us to apply for that grant [30:12] » where we put that community garden and we need to put together a project list [30:15] though by October 1st. >> Would it would it be possible? You know, [30:19] we're trying to think of ideas that we could use this grant money for. Would it [30:24] be possible to consider asking if over at Meuire Park if we could get any help [30:30] on that house maybe for demolition? >> Yeah, it's not whatever. [30:34] » Wouldn't work for that. This has to be specifically for [30:38] parks projects. So it have to be we'd have to be putting in a trail over there [30:41] or something for that. >> Well, we could always use some picnic [30:44] tables over there since they threw them in the lake. [30:46] » Well, that's was the other thing I was going to ask Dave. We could use some [30:49] benching over at Meguire Park. We could include that in the application, too. [30:53] » Yeah, we just have to find a way to mount them down for they don't end up in [30:56] the lake. >> The problem is it's all sand over there, [30:59] so it's hard to mount, >> right? But the the newer batches and [31:04] less ones like we have all over everywhere else, they're they're very [31:07] heavy. So it's not like one or two people going to pick them up and flip [31:11] them. So >> Okay. [31:14] » So it's up to the board >> some trails to up up schedule the up do [31:20] the trails over there so people could snow ski over there in the winter time. [31:24] » That was talks down at Cranberry Creek in the past, but [31:27] » Okay. >> I don't know if D's ready to take that [31:30] project on. >> No. Norm normally we got a project like [31:34] that over Cranberry Creek and >> we kept everything cut back for [31:37] everybody to and I never seen anybody or even seen tracks of somebody whatever [31:43] you >> snow skiing. So [31:45] » yeah, I think really the seating at Meguire was on my list and so was the [31:49] community garden. Um we want to put together some ideas and share them with [31:53] Roy. We it's it's a pretty short application. I think we should at least [31:57] submit for it this year. See if we can get some of that funding. submit for [32:00] something we have an opportunity. >> So, I just wanted the board to be aware [32:04] and then uh we'll need to have those submission ideas put together and [32:09] presented at the next board of trustees meeting for our approval so that we can [32:12] submit the application by that October 1st. [32:16] » Okay. >> Okay. Okay. [32:21] » All right. Next up, we have a resolution in support of Ohio Senate Bill 307. [32:28] Um, I would like to entertain a motion to accept a resolution expressing the [32:33] support of Brimfield Township Board of Trustees for Ohio Senate Bill 307, which [32:38] would authorize the use of tax increment financing revenue for police and [32:42] firefighting facilities. >> So move. [32:45] » Second. >> All right. A little background on this [32:47] just for our residents uh here too so they understand what it is. Um, I think [32:53] it's important that we explain what the bill does and equally important to [32:56] explain what the bill does not do. Burnfield Township already utilizes tax [32:59] increment financing, commonly referred to as a TIF, as an economic development [33:04] tool. At a high level, a TIFF allows communities to capture revenue [33:07] associated with the increased property value created by development and [33:11] dedicate those dollars towards qualifying public infrastructure that [33:14] supports the development. That can mean roads, water, sewer infrastructure, and [33:19] other improvements that allow development to occur and help us manage [33:22] the growth that follows. Senate Bill 307 makes a relatively simple but very [33:26] important change. It specifically adds police and firefighting buildings for [33:31] the types of public infrastructure that can be supported through tiff revenue. [33:34] This is particularly important for growing communities such as Brimfield. [33:38] When commercial and residential development occurs, it does more than [33:41] create additional property value. It creates additional demand on our [33:45] infrastructure and on the services we provide. More development means more [33:49] roads to patrol, more businesses and homes to protect, more emergency calls, [33:53] and ultimately greater demands on our police and fire departments. I believe [33:57] it makes sense that the economic growth helping create those demands should be [34:01] allowed to help pay for the public safety infrastructure necessary to serve [34:05] that growth. Senate Bill 307 does not create a new tax. It does not increase [34:09] the amount of tiff revenue being collected and it does not allow us to [34:13] simply use tiff dollars for police salaries, firefighter salaries or our [34:16] everyday operating expenses. What it does give is communities another [34:21] financing tool for qualifying police and fire facilities. That distinction [34:25] matters. If in the future Brimfield has a qualifying public safety facility need [34:29] and tiff revenue is legally available to help finance the project. Every dollar [34:33] appropriately paid through that tiff is a dollar that goes that does not have to [34:37] come entirely from our other traditional funding sources. That gives the township [34:41] greater flexibility in how we manage our capital needs and ultimately allows us [34:45] to make better taxpayer resources. This is not a partisan issue. Senate Bill 307 [34:50] is sponsored by Senator Jane Timkin, has bipartisan support, and passed the Ohio [34:55] Senate unanimously with by a vote of 31 to zero. The concept has also received [35:00] support from local government organizations and communities across [35:03] Ohio because they recognize the same challenges that we are facing here. [35:07] Economic development and public safety infrastructure have to grow together. [35:11] Brimfield Township already uses TIFF as part of our strategy for managing [35:15] infrastructure and development. I believe allowing public safety [35:18] facilities to be part of the same conversation is reasonable, responsible, [35:22] and beneficial. For those reasons, I am here to support this resolution and [35:26] would encourage the Ohio House to advance Senate Bill 307 and allow [35:30] communities like Brimfield Township greater flexibility to use revenue [35:33] generated by growth and help pay for infrastructure necessary to safely [35:38] support that growth. So, this would give us some additional financing [35:42] opportunities. Mike, do you have anything you'd like to add to Senate [35:45] Bill 307? No, this should have been originally in in the Ohio Vice Code. So, [35:50] we'd welcome it. Do [35:52] » we have any questions from the board on Bill 307? [35:56] » Right. We have a motion and a second for a resolution. [36:00] Roll call to accept. >> Kevin, [36:03] » yes. >> Oh, yes. [36:05] » Sue, >> yes. [36:06] » Nick, >> yes. [36:08] » Motion passes. >> I'm following you. [36:14] » All right. Next up, we have two resolutions coming for to accept a [36:17] successful bid for the sale of township owned properties. So, uh about month and [36:22] a half ago, we had placed two township properties up on gov deals for sale. Um [36:28] those auctions have closed. It is now up to the board to accept those final bids [36:33] and upon accepting these then we can start the transfer of deeds. Uh we will [36:38] start with 1988 Old Forge. Um, I'm asking for a motion to accept a [36:45] resolution accepting the successful bid for the sale of township owned real [36:49] property located at 1988 Old Forge Road and authorizing the trans transfer and [36:54] conveyance of the property to the successful bidder in name only. [36:58] » I'll make that motion. >> Second. [37:01] » All right. Um, for discussion that property on Old Forge, once again, the [37:05] address is 1988 Old Forge Road. The final successful bid was $43,51. [37:14] With the if we pass this resolution here, we can start that transfer of [37:18] title and payment to the township. We should receive those funds by the end of [37:23] the year. [37:27] Discussion on that price or any concerns? [37:33] » All right, we have a motion in a second. Roll call to accept the resolution. [37:37] Kevin, >> yes. [37:38] » Sue, >> yes. [37:39] » Nick, >> yes. [37:40] » Motion passes. >> I'll entertain a motion, a resolution [37:44] accepting the successful bid for the sale of township owned real property [37:48] located at 3761 Snick and authorizing the transfer and [37:53] conveyance of the property to the successful bidder in name only. [37:58] » I'll make that motion. >> Second. Second, [38:02] » this is for property located again at 3761 Snick. The successful bid to [38:08] purchase that property is $4,450. Any discussion on that? [38:16] » Hearing none. Roll call to accept. >> I'm thinking I'm thinking here that [38:21] 4,400 seems to be rather low with that. Maybe we could do better if [38:27] we tried it again. >> I think it I think it's wet. I don't [38:30] think you can build anything like >> there's there's a way to build that's [38:34] going to cost some money to build back there. [38:38] » Well, what do you think? >> How much do we pay for it? [38:42] » Nothing. Nothing. >> There you go. That's my answer. [38:45] » Maybe a hundred bucks. >> That's a good return. $100. [38:52] » Okay. Well, all right. Thanks for letting me know. [38:54] » All right. Roll call to accept the resolution. [38:57] » Kevin, >> yes. [38:58] » Sue, >> yes. Nick. [39:00] » Yes. >> Motion passes. [39:05] » Next up, we have a resolution approving and certifying annual lighting district [39:09] assessments um to the Portage County Auditor's Office. So, I'll accept a [39:15] motion to accept a resolution approving and certifying annual lighting district [39:18] assessments to the Portage County Auditor and name only. [39:22] » I'll make that motion. >> Second. [39:24] » So, this is Jasmine. Every three years we have to do this, right? We reassess [39:28] the lighting district and change how much [39:30] » houses are paying back there. >> Correct. Yes. So, basically, we look at [39:35] the that last year's um bills, electrical bills, and we base the [39:42] assessment off of that. And [39:45] » so, we were due to do this. This will be for [39:49] 27, 28, and 2029. >> Correct. [39:53] » Uh each lighting district is different. It's based on the number of homes and [39:56] the bills back there. We do an average cost. [39:58] » Yes. >> Um [40:01] but this has to be submitted so that the tax records can be updated at the county [40:05] with this document. >> Correct. [40:07] » Gotcha. >> Questions on that? [40:09] » No. >> All right. Roll call to accept the [40:13] resolution. >> Kevin, [40:14] » yes. >> Sue, [40:15] » yes. >> Nick, [40:17] » yes. >> Motion passes. [40:20] Lastly, I will uh entertain a motion to accept the donation of a flat screen TV [40:24] valued at $600 from Walmart to Brimfield Township for the township meeting room [40:28] use and to include a thank you letter to Amy, the store manager at Walmart. [40:35] » I'll make that motion. >> Second. [40:37] » All right, we have a motion and a second on the floor. Any discussion? [40:41] » Thank you. That's wonderful. >> There it is right there. [40:44] » Back there. Make a little easier to see. >> Yes, I can see it now. [40:49] All right, we have a motion to second on the floor. Roll call to accept. [40:53] » Kevin, >> yes. [40:54] » Sue, >> yes. [40:55] » Nick, >> yes. [40:56] » Motion passes. >> Thank you, Amy. Store manager. [41:01] » Yes. >> Thank you very much. [41:03] » Is there anything else uh in the administration section? [41:07] » Uh can we go back to the lighting districts? [41:10] » Yes. >> So, I know we just signed a thing for [41:13] discounted electric. Does that affect the lighting districts? [41:18] » The lighting districts are different. >> Okay. [41:20] » Yeah. >> Okay. [41:20] » Did we talk about number six? >> We did that earlier. [41:25] » We did that earlier. >> Oh, it's not. [41:29] » Yeah, [snorts] we talked about that already. [41:33] » We already approved that. Okay. >> I thought we did. [41:36] » I didn't think we did. >> Oh, no. We talked about it, but Roy [41:40] added must have added it. Um, so he is asking for us to approve the use of [41:46] $5,228 of NOCE grant dollars to repair the [41:50] garage. So I'll entertain a motion to utilize $5,22852 [41:56] of NOC money to repair the garage. >> So move. [42:00] » Second. >> Any discussion on that? [42:04] » Question. [42:07] » Where the damage come from? So, we think maybe some of that came [42:12] from Raycon, but it also needs updated lighting in there. I believe that's [42:16] going to include the garage door openers. [42:18] » Not sure on that, but the lighting. >> Yeah, [42:21] » but they have to tap off the hole because they can't go from the [42:23] underground anymore as far as I understand. [42:26] » Yeah, I just wondered if it was damaged, who did the damage? [42:29] » Yeah, there was a back and forth on that. We don't have enough supporting [42:33] evidence to show that it was not damaged prior. [42:39] Speak up so I can hear you. >> Yeah. Uh, so what what are we talking [42:42] about? I You guys know there's damage. I don't know anything about it. [42:46] » So this was covered before you came in. There was There used to be some power to [42:50] that garage out there during the construction. I believe it was one of [42:54] the lines underneath, right? Was cut. >> Yeah, they were supposed to put a line [42:58] coming back from from the garage back to the building. I think that I'm saying [43:03] this right. I could be wrong. It got crushed. But in the meantime, it looks [43:06] like someone just reached in and just ripped the whole box apart. It's just [43:09] hanging everywhere. And so we have no electric from the garage back into the [43:14] park. So I believe what they have to do is come off the pole now. Not from the [43:18] building and come off the pole, come down and go back, put another electrical [43:22] box and some lighting and stuff. I think there was only two light bulbs in the [43:25] whole garage. So I think that was included. Okay. [43:28] » But Roy was working on that. He'd have to answer. That's my best knowledge. [43:31] » Okay. >> Of what was wrong with it. [43:35] We can table that if you want. It's >> fine. I mean, if that needs fixed, it [43:39] needs fixed. >> Yeah. [43:40] » I just didn't know what it was. >> Yeah. Unfortunately, we approached [43:43] Reichcon about it and there wasn't much support evidence. [43:48] » All right. So, we motion a second on the floor for the no effect grant [43:51] expenditure. Roll call to accept. [43:56] » Kevin, >> yes. [43:57] » Sue, >> yes. [43:58] » Nick, >> yes. [44:00] » Motion passes. >> All right. Other discussions under ad. [44:07] » All right. Hearing none, we'll move into zoning economic development. [44:12] Thanks, Nick. Uh permit fees to date 67,54455. [44:17] Our old business updates, Pavle and Repus Oral Surgery Center has begun uh [44:22] site work on State Route 43. Uh 7 Brew has also begun their site work on on [44:27] Route 18 across from Aldi's. uh our new business updates zoning commission [44:33] discussion surrounding data centers continues including detailed [44:36] restrictions that are needed in draft legislation and narrowing down locations [44:40] that are least impactful for the township residents. The next zoning [44:44] commission meeting is September 10th. The public hearing is set for 6:45 [44:48] regarding Megan's way out and the regular meeting will begin at 7:00. The [44:54] BZA met on August 12th. Three residential cases were granted variances [44:59] and one residential case was tabled until September meeting. Waffle House [45:03] was the only commercial case and they were granted a 5- foot variance for a [45:07] minimum lot width. The BCA will be meeting September 9th at 7:00. Then I [45:13] have one action for the board approval and that is requesting board approval [45:16] for map amendment change parcel number 04 01400 [45:21] 00004000000 from zoning district R2 to IC owned by [45:28] CA real estate LLC. All right, I'll entertain a motion. [45:36] Um, is this the [45:40] requesting room township to set public hearing? We already had the public [45:43] hearing. >> I'm sorry. [45:44] » This This is This is board approval that you might have had an old one. [45:48] » Approval. Okay. >> I'll entertain a motion to accept board [45:50] approval of the map amendment change for partial 04-014-00-00-004-0000 [46:00] from zoning district R2 to IC owned by K Real Estate LLC. So move [46:06] » second. >> Um this went to regional planning. [46:08] » It did. >> They were supportive of that. [46:10] » Yes. >> Yes, it was approved. [46:12] » Uh zoning had public hearings. >> Yes. [46:14] » Uh any concerns with from zoning commission? [46:17] » Just just one comment from um a resident um concerned about the growth over there [46:22] of businesses, but this is a small business expanding. [46:25] » Okay. Uh we also had public hearing this evening with no comments. [46:29] » Um >> so any other discussion on that? [46:34] » All right. Roll call to accept the zoning change. [46:36] » Kevin, >> yes. [46:37] » Sue, >> yes. [46:38] » Nick, >> yes. [46:39] » Motion pass. >> Thank you. That concludes my report. [46:42] » All right. Do we have any questions for zoning economic development? [46:48] » All right. Hearing none, we'll move into road department. [46:52] » All right. Thanks, Nick. Uh just some old business. Uh we're still doing some [46:56] dur patching in various locations in the township. Uh we did get uh Sherman Road, [47:02] Lynwood, Congress Lake, and Sun View ditched. A few little couple ditching [47:07] projects we wanted to get done. Uh OPWC around 40, Sanctuary View, alternate [47:12] Willowbrook. Start dates still looking like September 21st in a couple weeks. [47:19] Uh King Ridge followup. Uh I've talked to to Jarrett and we're looking to [47:25] getting ready to mow that down here pretty soon. Should be dry enough here [47:28] as long as we don't get no more monsoons, but we're trying on it. Uh, [47:33] some new business. I just wanted to thank all the biders for the Malloy Road [47:36] and Buckeye Boulevard project. Uh, we're going to start doing a little [47:40] bit of burning on Lind Lynn Road. In the next couple weeks, there's various [47:46] locations where the water's been holding on the road. So, we'll probably just go [47:50] down the roadway and just burn the whole thing, which is just as easy to do the [47:53] whole thing as is just pieces and parts. And other than that, that concludes my [47:58] report. [48:01] » Which part of are you doing, Dave? >> Uh, all in. [48:04] » All in. >> Yeah, we're looking I'm looking at going [48:06] from one end to the other back on both sides. [48:09] » Okay. [48:13] » So, we've had a lot of water holding in the first section before you get to [48:16] Sandy Lake, but I figured I'm just going to just do it all. [48:20] » You're going down to Richtown. Okay. >> Two deep. Okay. [48:29] We need to amend the agenda for that then. All right. I'll entertain or first [48:32] of all any additional questions for road department. [48:36] Okay. Um I'll entertain a motion to amend the agenda under cemetery new [48:42] business. We have two deeds that need to be signed. [48:45] » So move and I'll second. Roll call to accept the amendment. [48:49] » Kevin, >> yes. [48:50] » Sue, >> yes. [48:51] » Nick, >> yes. [48:52] » Motion passes. Under new business, we have two deeds. [48:56] Anything else? >> You're signed. That's all. [48:58] » Okay, that'll move us into fiscal office then. [49:02] Yasmin, you have a fiscal update. >> Yes. So, um, Joe, can you pull up that [49:09] fiscal report, please? We're going to do the August [49:13] fiscal report. A quick review. [49:20] All right. So, our financial report. This is our revenue budget to actual [49:24] comparison, our year-to- date fund revenues. [49:28] Um, just want to pay attention to our percent of budget currently. [49:34] Currently, general fund is at 98%. So, most likely we will be um amending our [49:39] revenue budget this year because we still have yet to receive our second [49:44] half of tax settlements. So, it's always good to have more revenues than [49:48] anticipated. Um but currently we are at um [49:55] 6 point you might say 6.2 million of um year-to- date revenues. [50:03] Next slide please. [50:08] And for expenditures budget to actual year to date. [50:12] General fund is at 61% of their budget. roads 31%, fire 73%, and police 51%. [50:21] So, year-to- date expenditures between those main four funds is currently at [50:27] about $5.2 million. [50:34] Next slide. [50:40] And currently our main expenditure is our salaries. And currently we year to [50:45] date we are at 3.24 million for [50:51] the year [50:55] and currently our cash pos our cash position currently um at end of August [51:01] 20 26 was at $3 million and our overall expenditure rate [51:10] is at is at about 47.1% which is really good. um at the end of at mid year we [51:16] want to be at least 50% and now we're almost [51:22] quite a way through and we're still under 50%. So I think we're doing good [51:26] um as far as spending overall [51:33] and that concludes my fiscal report. Um we do have a second item for new [51:39] business. Uh we have a a resolution to transfer Jed funds. [51:44] So basically this resolution um was draft was drafted just so we could [51:48] formalize um and have in writing. So when we do [51:53] receive our Jed distributions from the townage and Kent Jeds that we have um [51:59] bit more formalized. So when we do make those dispersements between the funds [52:04] that um if we ever experience any issues with the audit we have a paper trail [52:09] that they can go back to and make sure that what we have done our procedures [52:12] are documented. So essentially uh the between the [52:18] auditor and our legal council we've been looking at some pieces and this is a [52:21] document that should have been in place memorializing the 303010. [52:25] Um there was no formal resolution to do that. They're suggesting that there [52:30] should be a formal resolution in place because the money comes into the general [52:34] fund and then it gets distributed out. So to do that we need a resolution so it [52:38] doesn't change any funding for police, roads or fire. You [52:40] » sure there wasn't a resolution? >> We couldn't find anything. It's always [52:44] been this is what we could give. It's never been we have to give 30 30 30 10. [52:49] So this will memorialize it and give us it in writing saying and you you can [52:53] read in section one it talks about the transfer at the percentages [52:57] » but passing this even if there was an old one this will negate it. Right. [53:01] » Correct. >> Because I'm pretty sure there was a [53:03] resolution before. >> Yeah. We couldn't find anything when we [53:05] did our initial search. So they're asking for it because they need it as [53:08] part of that audit cleanup piece. So essentially the money should flow and [53:13] Jasmine I think you're changing that for this year right correct the money will [53:16] actually be deposited into general fund first so that it's documented in the [53:21] accounting system in general fund and then it'll get a transfer from general [53:25] fund to police fire based on this this document. So it doesn't change anything. [53:31] It's more of a paperwork issue but it's piece that we need in place. [53:34] So I'll entertain a motion to accept a resolution as to the transfer of certain [53:38] Jed funds within the township and name. >> So move [53:42] » second. >> All right. Any further discussion on [53:45] that resolution? >> I think this just [53:49] the wordage here just makes everything up to date and even though if it was [53:55] done 20 years ago, this actually here will bring it forward to to be right on [54:01] top of everything. >> Yeah. Yeah. And now we put it into the [54:03] system and awareness for audits. >> We'll be in good a lot better shape [54:07] having it in writing. >> Okay. [54:10] » All right. Roll call to accept. >> Kevin, [54:13] » yes. >> Sue, [54:14] » yes. >> Nick, [54:15] » yes. >> Motion passes. [54:17] » All right. The board does have an executive session tonight, but prior to [54:20] executive session, we would like to open up the floor for the good of Burnfield [54:23] Township. During this time, we'll open up uh for public comments for us to take [54:27] under consideration. We do ask that you sign in first and we will give you three [54:31] minutes to speak. So, we'll open the floor up for those comments. [54:53] » All right, we have Miss Shirley Mars. Floor is yours. [54:56] » Okay. Um, I just wanted to hearing the $10,000 for lighting. That seems like a [55:03] lot of money. Especially you're saying it's only on this side and not on this [55:06] side. I see all last year I saw, you know, we spent $10,000 on the lighting [55:11] here. We got all this fancy lighting for 10,000 and then you have the oldest [55:16] nativity set up there that I've ever seen. When we moved here in 1980, that [55:21] was the same nativity set. It has been repainted and repainted and repainted [55:28] and it is trash. It's embarrassing. And so to even think about and $10,000 I [55:34] could spend a lot get a lot of decorations for $10,000. [55:38] Why don't we do it ourselves or do something that it should not cost [55:42] $10,000 to do lighting? Um and especially with our budget constraints, [55:47] there's got to be other ways. Couldn't you get businesses to donate that or [55:53] or even citizens to donate? But to do um $10,000 in this economy for our township [56:01] seems a little I don't know if I see $10,000 worth of [56:06] lights out there and you're asking me to to vote for yes for a fire levy. I'm [56:11] like I don't know. So, I just think you should reconsider and think about um if [56:17] you're going to spend $10,000, at least get Well, I wouldn't even spend $10,000 [56:21] on it, but you need a better nativity set because it is embarrassing. [56:27] So, >> thank you for your comments. Just a [56:30] clarification to the public, too. Um it is not $10,000 from the board of [56:33] trustees. It was a $5,000 ask and there was donations being uh sought for part [56:38] of that to cover those costs up to the 5,000. So, just one clarification. Well, [56:42] just to clarify here, I think that nativity sink set has been there. I came [56:49] here in ' 86 and it's been here all that time. And I think a lot of the times it [56:55] was redone was for the historical value that it gave the the the residents. But [57:02] historically, I think it's died. And it's time for us to find something that [57:08] that's not that it's more modern, but something that would really know that [57:13] people would know that we really want the best the very best that we can we [57:17] can do for our residents. >> Okay. I know we've looked at it each [57:21] year some options. >> All right. Any other [57:25] » That's not bad. That's not bad. It's just everything moves along and [57:29] everything changes. It never stays the same for very long. Right. [57:34] » All right. Anything else for the go to Brimfield? [57:36] » Um, I think we'd like to take a moment to honor Mr. Wetzel [57:43] who just recently passed away. If anybody would like to say something [57:49] to his family. I don't know him. I just know of the situation. [57:55] » Oh, I didn't know of the situation. >> Kevin, I would like to say something. [57:59] And I knew George um decently well. Coached football with him. Um his his [58:05] son Mason was actually one of the firefighters with us for a while until [58:08] he decided to do something else. But um went down to that memorial um at the [58:13] school and it was great. I mean there was hundreds of people there that [58:17] gathered for him. Um I don't think it's uncommon knowledge he got stage four [58:21] cancer and it got him pretty quick. Um but what a what a great guy. I mean he [58:26] he taught at the school for years and and [58:30] He he was hard-nosed. I like that about him when I coached [58:33] football with him. I mean, you did it you did it the old school way. So, he [58:38] was just a good guy. So, um it's a shame that that had to happen, but you know, [58:43] his family's great and talked to the wife and it's a pain that'll never go [58:48] away for her like she described, but feel sorry for the family. But what a [58:52] great guy. >> Thank you. Yeah. [58:57] Anything [59:00] else this evening? [59:04] If not, I'll entertain a motion to convene into executive session pursuant [59:09] to Ohio Revised Code 121.22G1 to consider the employ appointment [59:15] employment promotion demotion and compensation of public employees in [59:19] pursuant to Ohio revised code 121.22 22 G4 to prepare for, conduct or review [59:25] negotiations or bargaining sessions with public employees concerning their [59:28] compensation or other terms and conditions of an employment. [59:32] » I'll make the motion. >> Second. [59:34] » In this meeting, it'll be the board of trustees, the fiscal officer, uh, fire [59:39] chief, and assistant fire chief. >> Roll call. [59:44] » Kevin, >> yes. [59:45] » Sue, >> yes. [59:46] » Nick, >> yes. [59:48] » Mr. Pat, >> executive session. AOP. [2:02:54] All right, we are back from executive session at 9:03 p.m. Uh based on [2:03:00] discussions in executive session, I would like to entertain a motion to [2:03:04] amend the agenda with the following amendments. Um, we will have board [2:03:10] approval, uh, for board approval, an amended agreement between the Broomfield [2:03:14] Township, Ohio, and Craig Malali. A resolution accepting a resignation of [2:03:21] Craig Malali from the position of fire chief and approving his voluntary [2:03:24] reassignment to the rank of lieutenants. Need that motion. [2:04:04] » I'll make that motion. >> Second. [2:04:07] » All right. Roll call for the amended agenda. [2:04:09] » Kevin, >> yes. [2:04:10] » Sue, >> yes. [2:04:11] » Nick, >> yes. [2:04:13] » Motion passes. >> All right. First up, I will entertain a [2:04:16] motion to amend an agreement between Brimfield Township, Ohio and Craig [2:04:20] Malali. The amended agreement buyin between Brimfield Township, Ohio and [2:04:24] Craig Malali, which shall be effective September 14th, 2026 serves to replace a [2:04:29] supplement the agreement buyin between Brimfield Township, Ohio and Craig [2:04:33] Malali dated September 15, 2025 LCA as the effective date of the amended LCA. [2:04:40] » I'll make the motion. >> Second. [2:04:42] » All right. Any discussion on this? This would be an amendment in a continuation [2:04:46] of the LCA from last year and it would expire in two years. [2:04:54] » I don't think so. >> I'm good. [2:04:57] » All right. No comments. Roll call to accept. [2:04:59] » Kevin, >> yes. [2:05:00] » Sue, >> yes. [2:05:02] » Nick, >> yes. [2:05:03] » Motion passes. [2:05:19] » Second. >> All right, we have a motion and second. [2:05:22] Um, we did receive a letter from fire chief Craig Mali. Uh, due to [2:05:26] professional and personal reasons, he is asking to resign as fire chief and step [2:05:31] down into a lieutenant position. Uh board discussion on this. [2:05:38] » I'm good. [2:05:42] » Okay. Roll call to accept the resolution. [2:05:46] » Kevin, >> yes. [2:05:47] » Sue, >> yes. [2:05:48] » Nick, >> yes. [2:05:49] » Motion passes. >> On behalf of Broomfield Township Board [2:05:52] of Trustees, Chief, we thank you for your service as our fire chief for the [2:05:55] past 11 and a half years. your commitment to not only the department [2:05:59] and your employees and the community um but to everybody around here also.
