[0:03] the whole sle. [0:07] » Yeah. Yeah. Yeah. >> All right. So, [0:13] we have our form. We do. >> Hey, [0:20] » all right. Meeting will come to order. This is the [0:25] September 8th, 2026 meeting of the Bristol Development Review Board. Uh [0:31] there any changes or adjustments to the agenda? [0:35] » Uh I just have a minor one. I have a I have a I have a typo. Uh it's permit 26 [0:40] 402, not 403 item. [0:44] » Okay. >> Item 3A. [0:45] » Yeah. All right. Good. >> And that's any other [0:51] issues with the agenda? Okay. Seeing none, we'll move on. Uh, old business. [0:56] First up is permit number 26-402. Daniel Marian Boyd, Lower Notch Road, [1:03] parcel number 060280.21, [1:07] requesting final plat review subdivision subject to the Bristol UDR section 930- [1:16] 939. All right. Who's wait who's here for the [1:22] applicant? >> Dan. [1:25] » No. >> Hello. There has been a present. Should [1:31] be presentation. >> Me. [1:33] » Okay. Raise your right hand please. You solemnly swear affirm that [1:38] development review board should be the truth. The whole truth nothing but the [1:40] truth. >> I do. [1:41] » Thank you. Okay. So, um, geez, how long ago did we see this [1:48] first sketch? Uh while [1:51] » 6 weeks ago or a couple months >> April 28th [1:55] » was it? >> April [1:56] » I wasn't >> No before then. [1:59] » No >> no no it was [2:01] » okay. So not as long as I thought >> I can get back to I told [2:06] » So we have a we have a two lot subdivision. [2:09] Uh you're carving out the back two acres. What's what uh [2:14] what district are we in AC? Uh, it's two districts, but majority majority of it [2:20] is in RA2. And there's a little I see this little corner there. [2:25] » Yep. Road. >> So, most of it's RA2, [2:29] » right? >> And, uh, [2:33] in RA2, the minimum lot size >> is 2 acre. Uh, so we've got lot one, 3.2 [2:42] acres. Lot two, two acres. existing house on lot one off the Lord [2:49] to the existing drive. Uh we've got a drilled well on lot one. [2:55] » No, no water source yet on lot two. Right. [2:58] » Correct. >> So you're not sharing a well on lot one? [3:01] » No. >> Okay. [3:02] » And it's going to be an undeveloped water as long as I know. [3:05] » Okay. And and so septic is a s you got onsite septic that serves the house a [3:12] lot more. >> Yes. [3:14] » Yeah. and and nothing uh no test kits or anything yet. I want to [3:20] so if it were to be developed someday, you're going to have to have the water [3:24] sources with a permit over there. >> Someone will have to [3:27] » Someone will have to. Um [3:32] then you've got fronted on Carlston Road for lot two. What's the status with the [3:37] curb cut approved? Okay. So select board approved the curb cut. Uh you have a [3:44] date card. [3:53] The date was of [4:04] uh July 13. [4:11] And is will the select for approved for the circus that shown on the plan here? [4:16] » Y okay. [4:25] » And this says the plan is that we're looking at is from Larose survey. It's [4:31] dated August 10, 2026. [4:35] Round the rose. [4:39] Yeah. [4:48] So the legend for our signature looks like fades. [4:53] We have some up in the upper left. >> Yeah. The other thing I would say is [5:00] that it just says xxx. >> Yeah, I know. But that could be but at [5:06] least it's it's um we've been having some variation in [5:12] what we're seeing there. Okay. Any questions from [5:17] » the board? >> I don't [5:19] think we had many to begin with. All pretty straight. Just the access. [5:23] » Yep. All right. Seeing none, uh I'll move [5:28] that we approve uh this two lot subdivision as set forth on the August [5:34] 10, 2026 plat um prepared by Ron La Rose. [5:40] » Second. >> All right. All those in favor? [5:46] » Brenda is a yes as well. Okay, you're good. [5:50] » All right. >> We'll get a we'll get a decision out. [5:55] Yeah. >> Um [6:01] it's very [6:06] happen. So >> and within 180 days from today, you need [6:11] to have the final myar recorded in the L records. [6:16] » Okay. >> Yes. So I I can get the myar any time [6:19] now and I can in 30 days I can get it in [6:25] there >> uh within 180 days from approval. [6:28] » Yeah, I'm asking 30 because I had to file it for 6 months. So October 30th. [6:34] » I mean you could submit it tomorrow. It's within [6:38] » I thought I had to wait for the 30 days. >> No no submit. That's that's before the [6:42] permit is final. Um, so you can you can have it basically presented. [6:50] We have to meet at a future meeting. We'll look at the [6:56] plaque, the myar, >> right? [6:58] » To make sure that it conforms with what we approve. [7:01] » Yeah. >> Then I sign it. The board a and I sign [7:06] it and then it gets recorded. >> And that's what gets submitted though, [7:09] right? Or or I can submit beforehand and they'll give you the [7:13] » beautiful. Yeah. So, that'll happen at a future meeting. [7:16] » Yep. >> You know, as long as it's 180 days is [7:20] the dead you got. So, as long as you're in front of that, you're okay. [7:24] » Yes. >> Yeah. Like you could again, you could [7:27] submit it to the clerk tomorrow >> if you have it printed and ready to go. [7:31] I will just note that you want to have those X's in front of the [7:36] » these X's to Yeah, >> this is on the signature. It should have [7:43] what the number >> Bristol [7:47] » approved by the resolution of the Bristol board. He does this for various [7:51] towns, but it needs to say >> needs to say Bristol and and then we're [7:56] good. Everything else looks fine. >> Now, is it the myar and three copies or [8:01] is it just the myar? >> Just the myar. [8:03] » Just says three copies alone. >> Yeah. [8:05] » Okay. >> There's some paper. We don't need to cut [8:09] down that many trees. >> Great. [8:11] All right. >> Thank you very much. [8:13] » You're welcome. Next item on the agenda, continuation of permit number 26-302. [8:21] Uh Ronald, Joanne, Brian, and Kevin Hill, Mon Road, parcel number 030163.12, [8:30] requesting conditional use for review for the construction of farmworker [8:34] housing subject to ER regulations [8:38] 508. Um, [8:42] who's here for the elephant? >> I have shed an elephant. [8:49] » Why not? Makes it easy. I sat here. [8:55] » Well, now you're now you're invited. [9:01] » You're just premature. >> All right. So, can you raise your right [9:05] hand, please? >> Sure. Do you have do you solemnly swear [9:07] or affirm that the evidence you shall give before this development review [9:10] board should be the truth? The whole truth nothing but the truth. [9:12] » I do. >> Thank you. All right. Tell us tell me [9:15] your name again. >> Uh I'll spell it first cuz AJ [9:20] N I N's Hill obviously that's you don't know. [9:24] » Okay. So you want to uh walk us through uh the proposal please? [9:28] » Um well of course I build it permit. Um, so we're just putting up essentially [9:33] just a double wide trailer. Um, that will be set up to take care of what [9:39] really is becoming a much bigger growing beef herd. [9:42] » Let's uh hold on. I'm pulling up. Let's wait for Daisy to get it up on the [9:45] screen. It's a one. >> Yes, it is. [9:50] Let's one I have loses some of its um integrity. If you scan it, it gets [10:00] fuzzy. >> Yeah. So about all those little lines. [10:05] » And this is all the contour lines screwed up. [10:07] » Yep. They just get a little wonky and hard to read. [10:15] » All right. Okay. [10:21] So what are we in? Are we in R5? R. Yes. [10:36] So in RA5 uh one of the conditional uses is [10:43] farm worker housing. Don't ask me why. >> We have the same question on zoning. [10:50] » FBI just this came in and I were talking [10:54] about it. But I said it's conditional use really. And apparently at least in I [11:00] don't know if it shows up in the other uh districts. Uh but for right now [11:04] anyway it's a conditional use. Um seems kind of funny to me and it may be [11:09] something that the PC planning commission deals with down the road. [11:13] Sometimes these things get picked up from other places and just repeated and [11:17] nobody really focuses you know. So probably change. Yeah. This is the first [11:23] I've been I've been on this board forever and uh never had. No, never [11:28] ever. So, and I don't know what it used to say in our ranks before this version. [11:32] I don't know if that's new or it's been there lurking forever, but but here we [11:36] are. >> So, uh [11:41] » your your your property's out on what road are we off here? We Mon Road. [11:44] » Monton Road. Yeah. >> So, this is my driveway. [11:47] » Yeah. And then >> Monton Road's over here. [11:49] » It's over here. Yes. >> Yeah. Yeah. So you're on the east side [11:51] of the room. >> This is my house. That's the barn. [11:54] » Yeah. >> And then the double wid's going roughly [11:56] here. It is. We are angling it to match this house cuz that's a aesthetic thing. [12:02] » Yeah. Yep. Sure. >> If I have to look at it, it can't be I [12:04] don't know that on angle. >> So it is be slightly turned and then [12:08] everything else is really what they drew for the water. [12:11] » What's the story for your What's the current status for your waste water? [12:15] » And we have the permit. >> You got the permit and and you're [12:17] drilling a well for it or is it going to share a well? No, everything's going to [12:20] come off our house. The water, the power. We're just We're just attaching [12:24] it. >> And so So it's a it's a threebedroom [12:28] single family residence. >> It's a Yes. It's a It's manufactured. We [12:32] were guessing somewhere between 1990 and 2000. [12:35] » Yeah. But it's one family. >> One family. [12:38] » Okay. I don't know why I was thinking, >> but that threebedroom usage comes off [12:42] your system. >> No, that's No, it gets its own septic. [12:45] » Oh, okay. All right. We tried. Hey, how many bedrooms you're in there? Okay. All [12:49] right. >> We tried that. We didn't get that zone. [12:52] We already had that permit. We knew we we knew we weren't going to be able to [12:54] figure out a capacity. >> Okay. [12:57] » In our own. >> And that's why there's a isolation zone [13:00] around. This is your >> There's a well. Yes, that's a well [13:02] there. >> That's your Is that the well for your [13:04] house or is that okay? >> We use it for there. Um it actually goes [13:07] both directions. It goes from here actually goes back across the road to my [13:10] sister-in-law's house as back up. >> And so it's going to feed this new house [13:13] as well. The well is >> Yes. But it's going to come through my [13:16] house first. >> Okay. [13:19] So, you've got a wastewater permit to put this house. [13:22] I'm sorry. >> Yes. [13:23] » A water supply permit to have this house coming off of this well? [13:28] » No, I I did not. We literally We literally done a conduit from here to [13:34] there. Okay. >> One for the water, one for the I mean, [13:36] if it I guess if this is okay to feed my house, why wouldn't it be okay to feed [13:40] that? >> Well, it's [13:43] » you're going to want to check. >> I mean, the water's been tested. I mean, [13:47] I know, but I'm not sure that it is. I mean, that well only gives so much [13:50] water. >> Yeah. [13:51] » Like 40 pounds. >> Yeah. But I mean, that's that's still a [13:54] state permit. >> But when you Yeah. What if [13:56] » Well, we had a state permit to get the well put in originally, right? [14:00] » But but now, Right. So, you need to look at the new wastewater permit you got for [14:06] this house, this new house. >> On the back side of that, it's the water [14:12] portable water supply permit is usually attached. [14:15] » Oh. Um, do you have that here at AC? Is that something? [14:20] » But it look I mean probably already I've already just think it's waste water, you [14:26] know, and then and [14:29] » drinking water. So drinking water. [14:42] Yeah. [14:45] All right. There's your authorization right there. [14:47] » Oh, there we go. >> See, you had it all along. [14:49] » Well, I that's what I that's what we pay the big bucks for. [14:53] » Okay. So, we've got uh we got a All right. So, you've got a water supply [14:58] and a wastewater permit. >> Yes. [15:00] » Uh for the new house. >> Um [15:09] how big is this piece of property, AC? Do you know? [15:12] » I don't know. It depends on how you look at it. I mean, it's technically three [15:15] pieces of property that we purchased over the years. There's three deeds, but [15:19] that particular one >> where the where the house is going to [15:22] sit, is it is that different from the house the lot that you sit on? [15:26] » That is all the same. I don't know exactly where that line is. I'd have [15:29] we'd have to bring it up on the website, but [15:32] » um this is if you look on up here, the the property that's [15:36] » it's that whole big piece. Correct. Yes, a little over 112 plus or minus acres. [15:43] » Okay. >> In total, [15:51] » the only reason I can understand farmworker housing mean conditional use [15:56] is allowing similar to PUB provisions allowing extra dwellings on one. Well, [16:03] it actually it actually perpetuates which was the historical norm the the [16:08] herdsman trailer, you know, you know, right on the farm property next to the [16:12] farmhouse. >> Mhm. [16:18] » Not to say it needs the density. >> Yeah. Yeah. Yes. [16:23] Y >> so uh but it does it doesn't discuss [16:28] farm worker housing any place else other than putting it on this list as far as I [16:32] know. Does it show up any place else as far as [16:36] substantive regs and doesn't show up in 350 to 358 or conditional use part? [16:41] » Nope. Uh the only place it shows up other than in the districts is in the [16:45] definition. >> Yeah. Well, we should at least pay a [16:50] little attention to that. [16:53] So we can find a compliance. So [16:58] » and if it wasn't farm worker housing, >> would we be able to allow another uh u [17:06] residence to be built on the lot? >> No. Unless it was exe unless it was an [17:12] qualified as an accessory dwelling unit, >> an ADR and it would depend on size and [17:17] all of that and the main house. So >> yeah. [17:19] » Um but So this is a this is a unique situation that you know we can allow [17:25] this because it's farm worker housing. >> Right. [17:28] » Okay. >> Right. And and it stays that way. You [17:31] know if you if you go out of production don't have a farm worker anymore. That's [17:37] » I don't I don't I don't think that's a problem. [17:39] » Yeah. I know. But you can't change your mind and rent it out. [17:43] » Correct. No. There's no intention of renting it out. It would not be that [17:46] close to my house if I was going to rent it. So farmworker housing is defined as [17:50] any living quarters, dwelling, boarding house, bunk house or other housing [17:54] accommodations maintained exclusively for the occupancy of farm employees and [17:59] their families in connection with a farm or a place where farming is undertaken. [18:04] So this is going to be uh resided in by one of your farm workers. [18:08] » Correct. >> Okay. [18:11] That's about all I can find in their eggs for I know it's I mean it makes [18:15] sense because you see a lot of we see plenty of properties come in that have [18:18] an old trailer on it that used to be a farm [18:20] » and so this is this is dealing with that issue because it gets around the problem [18:25] of one one primary building per lot >> and [18:29] residential anyway. Okay. Any uh questions for Shannon? [18:37] » You've been your name your whole life, haven't you? [18:39] » My whole life. Yes. It's easier to spell. [18:43] » It's her birthday today. We'll give her a break. [18:45] » Yeah. Yeah. Yeah. Well, see, look, I I already started with the S. [18:49] » Yeah, everybody does. >> Any other questions? [18:55] » We covered in that permit. >> Yeah. Um, and I don't feel particular [18:59] burning need to go through the conditional use factors. It's farm [19:03] worker housing and rural five is going to meet all the conditional use uh [19:07] » uh criteria. So, I prefer to make a motion to approve it and move on. [19:12] » Okay. >> Second. [19:15] » Any other discussion? All those in favor of a conditional use [19:20] approval for this farmworker housing uh proposal [19:26] say I. >> Any opposed? [19:29] » Brenda. Brenda's in. Brenda's in. >> Okay. Thank you, Shannon. Uh, we'll get [19:35] a we'll get it written out and and uh I'll give you a thumb tomorrow. Is that [19:41] a thing? >> Okay. Yeah, I wouldn't worry about it. [19:43] They're about to start dropping the board. [19:45] » Okay. Yeah. >> Yeah. I saw everybody everybody's either [19:49] getting last cut of hay in or I've seen the choppers heading out. [19:52] » Y now. >> They're dropping. [19:54] » Yeah. >> All right. Well, thanks. See you next [20:00] Tuesday. See you later. [20:05] » It's a really awesome workshop that I've been organizing. [20:09] » I'll take your word for it. All right. New business. Uh permit number 26-054. [20:16] Jeff and Mary Stson, Pine Street, parcel 205129, [20:21] requesting conditional use review for alteration of a nonconforming porch [20:27] subject to BDR 350- UFDA and 411. [20:34] All right, we've got something. Who's coming up? Jeff, Mary, one up to you. [20:42] » Scissors, paper, rock. You lost. >> I did. All right. Secondly, [20:48] the evidence you shall give before this development view board swear affirm that [20:52] the you shall give before this development view the truth the whole [20:55] truth be nothing but the truth. >> I do. [20:57] » Thank you. How you doing? >> Good. How are you? [20:59] » All right. So, um >> so we've got 411 which deal Well, first [21:07] tell us what the proposal is, I guess. Walk us through. So, we're renovating [21:11] our what we've decided is going to be our forever house and putting a a master [21:17] bedroom on the first floor. And >> is that this? [21:20] » We're looking at this now. We've done some renovations. Got it. [21:23] » And currently we have a just a stoop that comes out 8 ft from the front of [21:29] the house to front door >> and it's basically 8 by 8. We would like [21:35] to make it take that stoop down and just put a nice still just eight feet out [21:40] from the house with a full front porch across the whole front of the house. [21:46] » Okay. >> And that's [21:47] » So you're you're basically putting an addition on the front. [21:52] » Yes. >> Is it enclosed? [21:53] » No, just a just a porch with posts open. >> The current the current was just a [21:58] stoop. >> Yeah. You mean you meant [22:00] » the new Why is it considered an addition if it's just an open porch? [22:05] » Because it's going to be wider and bigger and enclosed. [22:08] » Well, it's not going to be enclosed. >> That [22:11] » all right. >> This is Well, I have two permits. One's [22:14] already been approved for the main floor where I have the bedroom. [22:20] » Okay. >> Going to be here. [22:22] » Okay. >> But because our porch is closer than 41t [22:26] from the center of the road. Yeah, >> I had to apply for the conditional use [22:32] piece to make it bigger. >> H see you [22:37] » non-conforming. [22:40] I'm just thinking about the we we like did [22:44] » Yeah, I know that's that's 4411, but why why are we talking about conditional use [22:49] » for the the existing stoop is 31 plus or minus feet from the line of the road [22:55] which is not the set back for the front yard is 40. [22:58] » Yeah, but it's got to do conditional use >> because that's [23:03] the provisions that Oh. Oh, that part. Yep. [23:08] » Unless approved initially. >> No. So, it's basically [23:13] this is like the one we did for Belarus. >> Yeah. Over. [23:16] » Yeah. That's why I was saying it didn't close. [23:19] » Yeah. And and so I forgot that we That's another thing. We got to get the scene [23:24] to change. >> I know. Shannon, get back here. [23:28] » Is Shannon PC? >> Oh, okay. [23:32] Well, I bet there's a change coming. >> Oh, yeah. [23:36] All right. So, let me just refresh my memory on uh 411 here. So, [23:44] for the other board members, the current porch is 31 plus or minus feet from the [23:49] road center line. Uh the HDR front yard set I was going to say HDR, right? [23:55] » Yep. HDR front yard setback requirement is 40T. Um it's an accessory porch on [24:01] the house. Um, so expanding it or enlarging it, making [24:09] it any different is something I can't approve because it does not meet the [24:13] front yard setbacks, but we basically have waiver authority essentially. [24:18] » Um, so HDR >> even though it matches the current [24:24] setback, >> but you're right, but you're [24:27] » you're expanding it to the size you are changing. You're extending the [24:31] nonconformity. >> Yeah, you're extending the [24:33] nonconformity, >> but not enlarging the non this case. [24:38] » Well, nor >> right because you're not coming closer [24:42] closer to >> but there's more there's more [24:44] non-conforming of space than there would be. [24:47] » Yes. So, yeah. >> Front yard set back 40 ft uh from the [24:55] uh road center line in the HDR. [24:59] All right. So, we have findings to consider. Does [25:05] anybody while I'm looking at those, does anybody have questions for Jeff? [25:10] » How far? I'm just saying the 8 ft out. How long are you going to make it? [25:14] » The full length of the house, which is 40T. [25:19] » The full front. >> The full front house. The south side. [25:23] » 40 ft. >> Yeah. [25:24] » Not going out. Just going out 8t to where you are right now. [25:28] » Yes. Yeah. not getting any closer on the road. [25:30] » And the one that there's now is what? 31 feet. [25:33] » Yes, sir. >> So, you only had nine feet. [25:36] » I'm 9 ft short of the 40t, right? >> Oh, wait. No, the current one. [25:41] » But but the >> current front soup is 8 by 8, [25:44] » right? >> Oh, it's 8 by8. [25:45] » It's 8 by 8 and it would expand. >> Drive by there all the time. [25:49] » Yeah. >> Yeah. [25:56] » Okay. So it's going to be basically across the full front of the house. [26:01] » Yes. >> 8 ft out [26:03] » is the is the prop proposal. >> Uh so it it is an extension [26:09] u of the nonconformity or enlargement of the nonconformity. So we h we have to [26:16] specifically approve it to to allow us. We've done this a few [26:22] times. We had the >> this happens all the time in the village [26:26] because the village lots predated zoning and there's an awful lotforming. [26:32] » There's an awful lot of non-conforming lots. This is uh [26:36] » something we regularly do and it's our current regulations are better than [26:43] the previous iteration. We used to have to look around the ne the immediate [26:47] neighborhood and see whether there were already other encroachments in the in [26:52] the setback and we don't have to do you know and sometimes there weren't [26:55] sometimes there weren't. It was kind of silly. We don't have to do that anymore. [26:58] We can uh just consider it uh on its on its merits because it's it's a real [27:03] common common issue in the HDR. So that's the only thing before us right [27:08] now is the is the porch the enlargement of the porch. [27:12] » Correct. Um >> the [27:16] yeah it's just that there was a master bedroom renovation aspect to the permit [27:22] but that being within setbacks um I approved that permit. [27:27] » Okay. Yeah. So that's that's because >> in the conforming part of the house [27:31] changing yes >> the note the note here is that explains [27:35] that [27:39] » the house meets the 40ft setback. Yeah. The porch does not. [27:43] » Yeah. No, there's a Vermont Supreme Court case on exactly this issue that [27:47] the stuff that happens back there >> isn't affected by something like like [27:52] this. the there's no uh there's no issue with [27:58] permitting something that's permitted by the regs because you've got a [28:02] non-conformity out front. >> Mhm. [28:06] » In marriage um [28:11] comes up a lot. Let's see. [28:16] So two, three, four, [28:21] five don't apply. So it's really just we're looking at just just approving [28:25] this subject to our conditional use authority. Anybody have any further [28:30] questions for Jeff on this? Seems pretty straightforward. So [28:35] » just a >> covered portrait. [28:39] » Yes. Y >> but not enclosed. [28:41] » Not enclosed. Just covered. >> Good for sitting on. Oh yeah. Well, [28:47] » good for sitting on it. >> That's our goal is to have our coffee [28:51] out there in the morning and say hello to everybody walking by. [28:54] » I can see the hammock right now. Not the hammock. I'm not in the chair. [29:01] » All right. Um I'll move that we approve the application to uh uh extend the [29:08] existing porch on the front to the full length of the house. um measuring out 8 [29:14] ft from the house. So there will be an 8x40 [29:18] porch on the front of the house. That's the motion. [29:22] » Second. >> Any further discussion? [29:26] All those in favor? >> Brenda. [29:29] » I >> Yes. [29:31] » Stson are free. >> Okay. [29:33] » Enjoy your coffee. [29:40] ones like >> No, ours is like fold or something. [29:44] » Well, this could say Sanka is it's not free. It's not [29:50] » No, no, we got the Mr. Coffee machine. >> That's good enough. [29:55] » Thank you. >> Is there anything else I need to do? [29:59] » You just have to wait for a decision to come in. Yeah, but I can issue the the [30:02] zoning permit tomorrow. But now that there's been commission, there's [30:05] approval. Correct. >> The permit, [30:10] » the building permit or wait until >> No, you got to wait. [30:12] » Okay, >> good. [30:14] » I'll reach out to you then. >> All right. [30:16] » Thank you. >> See? [30:20] All right. One more. All right. Next up, permit 26-503, [30:26] Steven Park, North 116 Road, parcel 070101. [30:32] Site plan review for development of an accessory. [30:36] Accessory what? >> Onfarm business. [30:38] » Oh, that's all. Okay. I thought that was a mixing word there. An accessory on [30:43] business. Onfarm business presented to UDR [30:47] 390 96 and 610. Who tell us who you are? [30:53] » I'm Steven Park. >> Okay, Stephen, can you raise your right [30:56] hand, please? >> You sound so swear that the or affirm [31:00] that the evidence you shall give before this development review board should be [31:03] the truth, the whole truth, and nothing but the truth. [31:06] » Hey, four for four. I want you to notice [31:12] paying attention. >> Give me some credit. Four for myself [31:16] » and without hesitation. >> Yeah. [31:20] You think it was like a New Year's resolution or something? You're going to [31:23] be out of a job, >> right? So, you want to uh walk us [31:27] through your proposals? >> Yeah, Brenda. [31:29] » Brenda's got a question. >> I just want I just wanted to ask this [31:34] seems to be a farm connected um [31:39] project. Why why are we why are we considering it? [31:46] » Yeah. Um so agriculture is generally exempt but state statute does give [31:52] municipalities the authority to um regulate some aspects of farming related [31:59] to the commercial aspects. So they recognize [32:02] » is exempt >> like the farm store. [32:05] » Yeah. So, but like a a farm stand, a farm store, uh if someone was doing [32:10] events at the farm that involve berry picking, those would all be like [32:15] accessory to the actual exempt agriculture. [32:18] But >> yeah, so we we don't have any authority [32:21] to tell people how to farm, but there you're doing something related that's to [32:27] it that involves location, traffic, those kinds of things, the town still [32:32] has a say. >> Okay. Thank you. [32:35] » It's and it's we've got a whole section on it. Section 610. [32:44] » Um and I actually received this morning um a letter from Brett [32:49] uh Laorose. Brett Lorose um and he reviewed he reviewed this application [32:55] and um [33:00] uh endorses endorses the application. >> Okay. So, Stephen, you want to walk us [33:05] through the >> Yeah. [33:06] » proposal? You can up on the screen there, I think. [33:09] » So, um, we just purchased property. Um, >> this is you, right? [33:14] » About a month ago. >> Yeah. Okay. [33:16] » Um, >> what road is this? [33:18] » Uh, North 116. >> Okay. North 116. [33:21] » This is Randy Russell's property. >> Oh, I was going to say, you know, that [33:24] kind of looks like >> I've seen that before. [33:27] » Yeah. Yeah. >> All right. So, which part did you buy? [33:30] » So, we purchased the homestead. So all of the farmland and then there's also [33:35] some of the forest that >> some So you got a bunch of the conserved [33:37] land as long as but you've got both sides of the road here for the [33:42] buildings. Yes. >> Okay. [33:44] » All right. Well, we are I might even say intimately familiar with this with this [33:50] familiar certainly. Maybe intimately. Okay. [33:53] » Yeah. Well, we worked for two years to buy it. So [33:56] » yeah, >> I think we worked for two years to [33:59] approve it by the time it got finalized, which is might maybe why it took you two [34:02] years to buy it. >> Um, so tell us what you're going to do [34:06] here. >> Yeah. So um um so we already [34:10] operate Monton as a a vegetable farm, farm stand, whatever. We do a lot of [34:14] pick your own stuff. We're expanding kind of moving our a lot of our [34:17] operations here for better soil reasons. Um, and so what what we will plan on [34:24] having, you see the the red roof barn here. Yeah, that's the newer barn. Um, [34:29] and we're going to use a portion of it. This um, [34:33] » it exists. It exists or it's got to be built. [34:35] » It exists. >> Okay. [34:36] » Um, we're going to use the north end of it. [34:39] » Yep. >> Um, for um, farm stand. [34:42] » Okay. >> And um, and then I was planning on [34:46] building out a shed roof off the end as well for the entrance. Um, [34:50] » and yeah, so we're also working with the highway department to get approval for [34:55] widening this road. We're gonna have to remove at least one of the barns for now [34:59] to do that. >> You started working with AOT on that [35:02] because it's 116. >> Exactly. [35:04] » Yeah. >> We've got a permit in for that. Um, [35:06] » it's pending or it's been received. >> It's been received. It's been [35:10] » They haven't They haven't They haven't issued it yet. [35:12] » No. >> Okay. [35:14] » U, but I worked with them quite a bit on it and [35:16] » Yep. Um and so yeah, so um we're going to widen that out. We're going to have [35:22] farm stand there. Then the rest of the building is used for like kind of our [35:26] wash space and walking coolers and shop space and stuff. [35:30] » Um >> so it's a farm stand to sell [35:32] » product that you've grown here or Yeah. What what are you going to be growing? [35:36] Looks like >> we grow a lot of strawberries. That's a [35:38] big but we grow wide variety of everything. So Okay. Um [35:41] » yeah, all all the all the vegetables. >> All right. Um um we're already they're [35:46] already planted at next year strawberry field over here green houses right now. [35:51] Um and so um yeah so I think um some of the [35:59] biggest issues I think like so parking is one thing. Um we're kind of [36:05] our our business um we have kind of like a um a real peak season in June [36:14] especially with strawberries. Um yeah. So I mean we're open like our current [36:19] farm stand is open from um like late April until uh November. Um here at [36:25] least next year we're probably going to be waiting till June to open. Um but um [36:30] that like the month of June when we are have our strawberry picking is kind of [36:35] our really busy season and that's when we really need extra parking. Um and so [36:41] our plan for now, you know, because we just taken over and there's um um for [36:47] next year, this area here we're planning on having as kind of a grass parking [36:53] area and that might very well be our long-term plan as well if it works out [36:57] well. Mhm. >> Um, plus any parking along this, you [37:00] know, here and here. >> Yeah, you sure can't park on 116. [37:03] » No. No. >> You have play there. [37:07] » This area is this play. >> No, that's I wouldn't be buy. [37:12] That's the reason I bought this [37:17] » didn't tell that. >> No, no, I wouldn't buy something far. [37:23] Um, so yeah. No, it's very well drained. Um um and so and so you're anticipating [37:30] you're going to be able to use this parking space where on a rainy day. [37:35] » Yes. And um um we're going to get grass seated on it right away. Um I know next [37:40] year, you know, we'll see how well it stand, but it's like the soil type there [37:45] is Adam's lonely sand, which is an excessively drained sand. So it's Yeah, [37:50] the water wet should not be a problem. Yeah, [37:54] » we have a lot of experience with parking lot clay in our fields. [37:58] So, a couple of questions about access to the property, sir. Okay. [38:02] » Okay. So, what I heard you say is that on the north end, you've talked to um [38:08] AOT and you were going to take some buildings down and that's going to be [38:11] the primary exit and entrance point for retail. Yes. [38:18] » Okay. And then if we move to the south, you've got a farm access road. Is that a [38:23] new curse cut from the state and is that going to be are people going to be using [38:28] that to access the property? >> No, they're not. So that's um [38:32] » we're going to add the reason for that is and yes, that's part of our permit [38:37] with the highway department. Um that's so that [38:42] » because so this is a large field here below you can't see but and so that I [38:47] can access has farm equipment >> directly across rather than having to [38:51] come down the road and retail area. >> Um we're going to put a road in just in [38:57] that in fact part of our >> to say it on here. [39:04] » Yeah. There'll there'll be like a um no you know uh do not enter sign and stuff [39:10] right there. So no customers will be accessing right there. That's just for [39:13] farm equipment. >> So what do what have our great [39:19] » say? Does that answer your question? >> Well it does because I was I mean [39:23] there's several things on here which >> yeah is beyond our preview is is this [39:28] whole pedestrian thing about people crossing the road and warning signs. I [39:31] mean >> yeah. So that's all and that was because [39:33] I was working on this for the for AOT. So I just kind of left it on the map. [39:38] » Well, I think that isn't our preview. This is site plan review and traffic [39:41] control and pedestrian controls part of it. [39:44] » Yeah, >> we can't control the access way, but I [39:46] think we can weigh in on that. >> So there what they've told me they and [39:50] he one came out um Ed came out to look at it [39:54] » and they he felt like it was no problem. It's there's you know it is busy road [39:59] but there's really good sight right there. [40:02] long distance and and we're going to put in [40:05] » signage and possibly even I know currently where we are, you know, when [40:11] when we're >> very busy, we do have like a parking [40:15] attendant and I'm thinking if we feel like it's necessary, we'll have somebody [40:19] there just kind of help just watching like our like real busy times [40:24] » just to make sure that people are >> so people will be crossing this road, [40:28] you know, to you know to to pick from their All right. And then coming back [40:32] over again. >> Exactly. [40:34] » And then this is like Oh, I'm sorry to interrupt. [40:36] » Do you have any strawberries on this side of the road? [40:39] » So currently, and that's the thing is it moves. It changes where we plant, right? [40:43] So we have to plan multiple years out. So currently this north field right here [40:47] is where is where we've actually already planted [40:49] » and so that's next year's picking. Um um I think the year after that we're [40:54] actually going to be in this field. Um and then sometimes down here and that's [40:58] why so this only one of these pedestrian crossings would be used in India down [41:03] here. Yes. [41:07] » So I see >> that that requirement for warning and [41:11] signs and all that is not part of the AOT permit. It would be part of it was [41:16] part of it. So it's written into their permit or will be in their permit. Um I [41:22] know that they are going to ask us to put in these um pedestrian crossing [41:26] signs. Um um and that I have labeled here. [41:31] » Um and so >> are they making them light up or just [41:35] » No, we did not say that. >> So So then I guess I'm trying to learn [41:41] here, Kevin. So if in fact AOT is thrown putting it in their permits, does that [41:47] need to be a condition of ours? We can we can we can yeah we want to do that we [41:51] just punt punt to it as a >> part of the site. Yeah, that just like [41:55] we do with lots of permits where we say you have to have a wastewater permit, [41:59] » right? >> Same. [42:01] » Well, it's site plan review and that's pedestrian safety and traffic safety is [42:05] part and parcel of site plan review. But here we have overlapping legal [42:09] authority, >> right? And so if the state is actually [42:12] looking at that, we can just shortcut it and [42:17] trust the state to do its job and we can say that can be a condition that you [42:21] have to have um permit signage >> permit for you have to com you know have [42:26] have a permit for signage and u are they going to make you strike crossing walks [42:32] or something like that? >> No, he he came out and he said that they [42:35] didn't feel like any of that was necessary. [42:37] » Okay. So really, you're just going to have to put up like pedestrian warning [42:41] signs basically. >> Yeah. And then the signs here are just [42:44] like it'll basically a sign telling people like stop and cars don't stop for [42:51] pedestrians, you know, just letting people know, that's [42:54] » um but that won't be like something that's permanent. That'll be like [42:57] temporary. Um these will be the permanent ones. [43:00] » So which ones which ones are permanent? >> Out here. [43:03] » Okay. >> In these approximate locations. Yeah. [43:06] They're going to let us know exactly where they [43:08] » all all the signage that you're putting putting installing, let's say, they're [43:13] all reflected on this site plan. >> Mhm. [43:16] » Okay. And uh it's the only Okay. [43:22] So that's that's easy. Um you know, you you [43:27] construct according to the approved site plan. Um [43:33] so the barns to be removed. What's the time frame for that? [43:36] » So, there's a total of three barns here. Um, [43:41] » this little one, >> that one's falling apart, right? Down. [43:44] Yeah. >> So, I'm just going to remove that one [43:47] right away. This one is going to need >> the long one. [43:50] » Mhm. It's going to need to be removed in order to do this little work. So, [43:53] » what's the third? What's the other one? This one. [43:55] » This one. >> Oh, [43:56] » these are separate. >> Is that a greenhouse? [43:59] » There you just extension off the back of this barn. [44:02] » Oh, I see >> this one. What's this? [44:05] » Um, let's see. Oh, you know what? I didn't [44:09] The map that I submitted to AOT had a couple more things on it and I didn't [44:13] remove that, but I didn't. So, what that is is they're asking to um remove some [44:18] of the uh asphalt right there. >> Oh, so they don't cuz they don't want [44:22] people parking on it. >> Exactly. [44:23] » All right. So, that this depicts an area where asphalt will be removed. [44:28] » Exactly. Yeah. >> Okay. Then [44:30] » in front of a barn to be taken down. >> Yeah. Yeah. If you see that kind of [44:33] Yeah. Exactly where you're >> All right. [44:37] » Right. Pull over. >> Right. So, okay. So, that I know it's [44:42] like it's a lot of people's pull over pull over spot right now. So, [44:46] » okay. So, can one of the things we're going to want is for you to add in [44:51] what this rectangle means. The area area for asphalt removal. [44:56] » I have a question. the the operation that you have right now is north of this [45:01] in Monton. >> Is your parking and and is that [45:06] operation also pick your own? >> Yes. [45:09] » And >> well, it won't be in the future though. [45:11] We're moving all of our pick your own operation to this location. [45:14] » But I meant right now history with that. >> Yeah. 10 years. Yeah. [45:17] » And is your parking across the street from where you're doing your picking [45:22] also? >> No, it's a very different situation [45:24] there. Yeah. Um, >> what's your farm in Monton? [45:27] » Full belly farm. >> Your full belly. Okay. Yeah. [45:31] » Yeah. It's what used to be Norrisberry Farm. [45:34] » Yeah. >> Yeah. [45:37] » Yeah. It's a very different situation there. Yeah. [45:39] » Yeah. Your speed limit's a lot lower and it's narrower and blah blah blah. [45:44] » Uh, both better and worse, right? We >> got a lot of parking problems on our [45:50] place that I feel like will be resolved here, but the the busy highway soon. [45:55] Okay. So, the red arrows are depicting two-way traffic coming out of the [45:59] driveway, right? >> So, is the driveway itself to be [46:01] enlarged? >> Yes. So, what we're doing, um, this is [46:05] » you're taking this barn out. >> Mhm. And this we're going to expand this [46:07] to 30 foot wide so that it's >> of travel way. [46:12] » Yes. Mhm. >> Okay. [46:13] » So, it's nice and wide. Um, makes it, you know, easy for people to come in and [46:16] out. >> That's what it says right here. Yeah. [46:21] Two-way access. 30 foot. >> Yeah. right there. [46:24] » And will that will require fire approval? [46:28] » Already got it. >> Received it today. [46:32] » No hammerhead or no turnar around. >> Here's the letter. [46:37] » Based on that review, the town of Bristol Fire Department finds that the [46:39] proposed emergency access road as fixed on the attached site plan are acceptable [46:43] for fire apparatus access and operational use. And [46:47] » I'm sorry. >> It's just a straight It's just a [46:49] straight driveway. There's nothing. I'll I'll tell you and I apologize, but um I [46:54] I did add something else to the map when I sent it to him that wasn't at I'd [47:00] already given you this one, so it's not a big change. [47:03] » Oh, I think I kind I think I know what you're talking about. I think we talked [47:06] about it before. I sent you to Brett, but it's right behind the varness to be [47:11] removed. You have a turnaround time. >> Yes, exactly. And I didn't update it on [47:16] this map. So, >> and is that what Brett's approved? [47:18] » Yeah. >> All right. So, this doesn't show the [47:20] turnaround. >> Yeah. Okay, that's got to be fixed. [47:23] » Yeah, I'll send that same one that I'd sent to him. And so, that's essentially [47:27] right here. And what it will be, we will have signs to keep customers from [47:32] parking here. >> Mhm. [47:33] » And this will be for either delivery vehicles or as a fire turn. [47:39] » Yeah. About here. I see this orange. >> Yes. Exactly. Yep. [47:43] » That's going to be where the turnaround is for. [47:46] » All right. So, >> yeah. Yeah, I've done a few different [47:49] versions of the map now. >> What's the date of the road's approval? [47:54] » Um, [47:58] I received it today. It's dated September 5th. And you've seen Brett's [48:03] letter. >> Yes, I received that, too. That's [48:06] nervous. I wasn't going to see it for a meeting, but came in today. So, [48:09] » okay. All right. So, four signs. So, [48:16] » at the end of your driveway on the ones, you have stop signs. [48:22] » Um, and that's not something the AMT um suggested. Um, might not be a bad idea, [48:30] but it's not something that they brought up. So, [48:35] I I guess the reason I'm asking is that people might have more of a tendency to [48:40] treat it as a driveway. like you know you're pulling out of [48:45] somebody's house and you pull up this might psychologically reinforce [48:50] something by stopping working before you >> yeah you're also going to have vehicular [48:59] and pedestrian traffic coming out of that one driveway going buses [49:03] » so not not exactly so the pedestrian if you look above there's the blue dash [49:08] light >> blue dash of pedestrian [49:09] » oh okay and that's so that they can go directly across cost. Okay. [49:14] » Mhm. >> And not have to Yeah. deal with that. [49:17] Yeah. Exactly. >> Speaking of signage, do you have plans [49:21] to be putting up signage labeling the farm or [49:26] » the pick areas or anything like that? >> So, as far as like on the road, we'll [49:30] have, you know, um complying just like a farm sign. Um and then other signage [49:36] would just be temporary stuff. So like we, you know, like what we do currently, [49:41] um, like we might have small real estate signs saying things that are available [49:45] time and then on the farm away from the road, you know, we use a lot of signage [49:49] to get people where they need to go, you know, around the farm. [50:02] So a you've got to the shed roof edition isn't built yet. [50:08] » Okay. And remind you what we said about the orange roof here. It exists or [50:12] doesn't exist yet? >> It exists. [50:14] » Does so you so they'll need a a building permit for that? But it's [50:19] part of site plan. I mean it's part of the layout. So [50:22] » So we'll need a build permit for >> add the shed. Mhm. [50:26] » Do we if it's an ad building >> or do we just need the [50:29] » the use permit? >> It's wrapped into both. Okay. So, [50:34] essentially your accessory on farm business permit. Um once you get the [50:39] Yeah, once you get the site plan approval, decision letter, [50:42] » pending approval, not to jump the gun, >> um I'll then issue the the the use [50:49] permit and the building permit >> wrapped in [50:58] any I assume the answer is no. You've looked at the parking guidance such as [51:02] we have. Is there any is there any metric for us to go by? Uh it's [51:07] agriculture uses. It's like one per employee, but they have a proposed 75 [51:13] plus cars parking area plus an additional uh I would say at least five [51:20] handicap parking areas. The [51:24] So that's all all the parking that the 75 is all sort of laid out in this [51:29] » exact >> area. Okay. I think I remember reading [51:32] that or that um >> yeah that you can use a grassy field. [51:38] Yeah, you can you can >> well draining [51:41] » the uh >> Terasan. [51:43] » Mhm. >> And behind Terasan those not that they [51:46] have any people but >> there's parking there probably for us. [51:50] Um yeah, we have a all towns have a parking [51:54] ordinance and part of their zoning and certain [51:58] types of uses there's a metric you know restaurant number of so many space [52:03] spaces per number of tables so many spaces per event of employees in other [52:08] uses it just doesn't really fit doesn't apply and sounds like farming is one of [52:13] those but you got you you got enough that's for Any [52:23] questions, Brenda? >> No, no questions. [52:28] » Uh, I have a follow on the raffles. [52:33] » You're under raffles, correct? >> Yes. So, yes, we are. Think about that. [52:40] It's been a while. So we are um still like under the small farm rule. So yes, [52:46] but it's not the higher level as like like we're a dairy farm, a larger farm. [52:51] » No, but yeah, a large farm operation versus a small farm. [52:54] » Yeah, it's small, medium, large, but >> um yeah, [53:01] » that's being conserved like there's the the land [53:05] trust requirements and working with RCS and all that. [53:09] Yes. >> You also figured considering you're a [53:12] farm in Monton, you would also have been under those pools in Monton. [53:18] » Will people be coming in here to purchase or pick anything other than [53:23] strawberries? >> Um, currently that will be our only [53:26] thing. Um, if we So, we'd like to grow raspberries again. We have in past, but [53:34] our farm kind of kills raspberries. So, um um um but if we So, and then also [53:41] potentially blueberries. We have we're actually going to keep our blueberry [53:44] planting because we're keeping our farm stand open in Monton, not change [53:48] anything there as far as a stand and >> we've got 50-y old blueberry plants [53:52] there. So those I'll get >> um [53:55] » it's possible we're going to plant like I think we probably will blueberries [53:59] expand that >> but when we do all of that is going to [54:03] go in this field up here this extends up >> um so that [54:08] » way >> farther north. [54:09] » Yeah. So that we don't have to deal with the road crossing for those types of [54:12] things. >> Yeah. I'm kind of surprised that you [54:14] know that the state is is allowing you to do this that you know [54:19] » crossing this fairly busy road. >> Yeah. I mean, he came on. He like, [54:23] "Yeah, this looks like no problem." And you ran by everybody there. Um, [54:26] » I think it's cuz it's nice and straight. >> Yeah. [54:29] » It's a really You can really see long roads both directions. Yeah. [54:33] » Yeah. We all live here, so yeah, >> we're all very familiar with with this [54:37] turf. >> Yeah. [54:42] » Do you see the retail store eventually expanding? And you know, and I I've [54:47] stopped by your place a couple of times and it seems like you've had some other [54:50] things in addition to berries, but other types of fruits. I don't know, donor [54:54] ciderish. >> Currently, so [55:00] what' you say? >> Corn. [55:02] We don't do corn maze. Um we currently >> we sell like in the around I would say [55:11] approximately 90% of our sales are our own product. Um and then we do like like [55:16] we buy in stone free >> we also have premium stand in our [55:21] » yeah um and >> I don't know we haven't really decided [55:25] right now we have no real interest in like managing two great machines [55:32] um one is already enough see keeping Mon going for another [55:37] » yes a period of time >> our plan right now is to is to keep [55:42] going >> yeah it's such a good store. Um, we've [55:46] got a lot to think about with that. Um, we're going to continue living there. [55:50] Um, I be pretty tough to get my wife to move out of our house right now. So, um, [55:55] we're going to keep living there. We're going to keep our store open. We're [55:58] leasing all of our land there out. Um, and um, moving all of our operations [56:03] here. It's a strong enough store like I know that it's going to be [56:08] that store is going to shrink some because we're going to be pulling a lot [56:13] of customers away and all of our pick your own. But it's still just we're just [56:17] we stay so busy there. Like it it um it'll also probably cut our we'll be [56:22] able to cut our staff there a lot and bring more staff. [56:26] » There's a lot of risber traffic going by. [56:28] » There is. Yeah. Um, so that's our current plan is to is to keep both [56:33] locations. Um, >> are you going to be housing any of your [56:38] workers in either location? >> Yeah. So, we currently have [56:43] um housing for two of our employees on our farm plus we rent a room for another [56:50] guy >> in [56:51] » Monton. Yeah. >> Because we also we've been [56:55] » Yep. So, we're working on that right now. Um, and we've been working with A [56:59] on that. Um, we're gonna have, um, uh, we're doing some renovation on the [57:04] farmhouse for farmworker housing. And, and we're going to mean that way the [57:10] guys that work for me, they all live there. We don't have to rent the next [57:12] room. Plus, it gives us some extra room for higher need and potentially another. [57:18] » We currently have H2A workers in Jamaica either. [57:22] And this property has had farm worker housing since the 19 [57:30] » from the start of the program. >> Yeah. Um so [57:33] » where >> this the this property these [57:36] » Wow. Okay. >> There was um I went back through the [57:39] history and actually I worked with Randy Russell to get the history of the pro [57:42] property. There was at 1.3 units of farmworker housing and that last unit [57:48] got removed in the 80s. So, it's had >> it's had history on it. [57:52] » It's had two units of farm worker housing on the property since at least [57:55] the 1980s. >> Um, [57:59] so are you planning any educational, recreational, or social social events on [58:03] the farm? Hastings, farm stays, exhibits, [58:07] processing. >> That is not nonplanned. [58:10] » All right. So, that's why told us we should be doing [58:14] » financing. We don't need anymore. >> Let's get the farm going first. [58:17] » Yeah. >> Yeah. Well, you can always get an [58:20] amendment uh or or if you go on to you decide, well, we want to, [58:27] you know, have have concerts like Lincoln Lincoln Peak. [58:30] » I don't think so. Selling Produce is our business. So, [58:35] » yeah. Know your business. >> So, can I make a suggestion? [58:40] » If it was me, I would move my handicap parking closer to the picket [58:45] so the handicap is not crossing link 16. that is and so it is possible that so [58:51] like at our current location we have we have kind of limited parking lot it [58:57] fills up very quickly so all of our pick your own we actually direct them out to [59:01] the field >> the problem here and and that could be [59:04] done with like a limited number of cars um but we can't have all of our because [59:09] just that's a narrow road the access there just wouldn't [59:13] » well I don't know how they said just the handicap [59:16] » yep so this would be like handicap that part which that's something we've really [59:19] wanted to have at our place and we haven't been able to. So, um that gives [59:23] people access to the farm store easily. So, um a lot of this is from what we've [59:29] learned, you know, 10 years. Like we don't want people have to be parking way [59:33] out here. >> Yeah. They're not doing the pick your [59:35] own. >> Exactly. It's just going to our farm [59:37] store. That's a problem we have currently is like in in June when we're [59:41] really busy and somebody just wants to come in and go to to our store, [59:45] » grab something. They're parking so far away, you know, and and Yeah. Yeah. So, [59:49] we're trying to make sure we can keep >> So, the farm store is the [59:55] focus of the business. >> Yes. [59:57] » Yeah. Yeah. That's our I mean, we we wholesale as well. Um but our [1:00:02] » But it's not like the Bur Farm over on Route 7 in Charlotte, if we call that a [1:00:06] Bur Farm where the chicken pick your own is basically what they do, [1:00:13] » right? We have both. Yeah. Yeah. in ancient history here. Charlott finds [1:00:18] that they're going where is that or what is it saying? [1:00:22] » Well, they're still there. They're still there. Roy Thorp's firm. [1:00:26] » No. Well, there's one in Charlotte that's still there right on Route 7. [1:00:30] Thorp. >> Where's Adam's Berry Farm? [1:00:35] » Charlotte. [1:00:38] » See, there's just too many berries. >> You know what? There's not very many [1:00:42] people in strawberries though. It's all blueberries. [1:00:44] » Nobody wants to do strawberries. They're too hard. [1:00:47] » A lot of work, right? >> There's lots of blueberry [1:00:54] too. So when you're talking about planting blueberry, don't [1:00:56] » That's the thing. It's not really a priority of ours because of that. Yeah. [1:01:00] » Um but strawberries are out >> and it'll take a few years for Yeah. [1:01:04] » Yeah. Yes. >> Yeah. And we honestly I mean like we we [1:01:08] just don't even sell I mean we've got blueberries and it's because there's [1:01:12] already so much more competition for blueberries. It's not something that [1:01:15] really grows for us. >> My neighbors are growing peaches. [1:01:20] » Oh yeah. Nice. >> And they're doing really well. I'm [1:01:22] surprised. I'm surprised. >> I was surprised to see how fast the [1:01:26] trees bear once they're planted. My neighbors got one fast blueberries. [1:01:33] Yeah. Yeah, probably is a not too many people [1:01:39] mess with anymore. >> It's a lot of work. [1:01:42] » It's a lot of work. A lot that I feel that's a $30,000 investment to do that. [1:01:48] » Yeah. But >> Right. Everything's got to go right in [1:01:50] the last week in June in the first week in July. [1:01:53] » Yeah. And then before that, I mean, I'm >> my one of my most stressful times is May [1:01:59] for frost. >> So, we do frost protection. So, we're [1:02:02] getting frost. I don't >> sleep. I don't sleep those nights. I [1:02:07] don't turn on the irrigation. >> Yeah, we can lose $100,000 in a night, [1:02:13] right? >> Right. [1:02:15] » Right. >> Las Vegas. [1:02:20] » It's gambling. That's all farming is. >> Yeah, it's gambling. [1:02:26] » So, no farm stays. you're not going to be providing guest accommodations for [1:02:33] » uh educational, social, recreational activities, just workers. [1:02:38] So it really comes down to in the definitions accessory onfarmm business [1:02:43] activity that is accessory to a farm that comprises one or more of the [1:02:47] following. So two and three don't apply. [1:02:52] Number one is storage preparation, processing or and sale of qualifying [1:02:57] products provided that more than 50% of the total annual sales are from [1:03:02] qualifying products that are principally produced on the farm where the business [1:03:05] is located. So this is going to sell >> yeah strawberries. [1:03:09] » You're going to be selling strawberries grown on on this farm. [1:03:14] » Yeah. And all the other produce be >> okay. So all the produce will be grown [1:03:17] on All right. So that that satisfies the definition that we're you're care about. [1:03:23] Um so this is site plan review which is you [1:03:26] know we've been talking about it traffic and all of that. [1:03:29] » Um you got to revise the site plan a couple ways. Any other questions [1:03:36] from the board? >> We've asked a lot. [1:03:40] » Yeah. Well, mindless. [1:03:46] I'll move that we approve the site plan with the conditions that the [1:03:53] revised site plan is submitted that labels the asphalt removal area [1:04:00] and depicts the uh approved turnaround for emergency vehicles. [1:04:06] Uh we've got stop we've got signs already depicted. What do we think about [1:04:11] a stop sign? Do we want to put It makes sense to me and it's not a big deal. [1:04:15] » I think a a stop sign and B where you're going to open the AOP from now. [1:04:20] » That's good. That right. So, install a stop. The third condition would be [1:04:25] install a stopped sign uh on the driveway [1:04:32] u standard stop sign. Mhm. >> And uh the other last condition would be [1:04:37] that you obtain AOT approval for the U access [1:04:41] » which is which is pending. Um >> does AOT have um [1:04:50] review over the stop sign? >> I don't know. It could be that could [1:04:56] » I think it's a good idea. I'll just let them I'll let them know that and [1:05:00] » yeah that's all >> it's in there right away. Yeah, I [1:05:04] mentioned that. >> Well, if they were to say, "No, don't [1:05:06] you dare." Then that's one thing. So, >> correct. You don't You also don't want [1:05:11] to put it up and then have them say, "What are you doing?" [1:05:14] » Yeah. Yeah. >> I'll definitely let them know. [1:05:17] » Yeah, they can. Yeah, that's a good point. So, all right. So, those are the [1:05:21] four. So, [1:05:26] show the label the asphalt removal area, show the turnaround, uh, install a stop [1:05:31] sign, obtain AOT approval for the, uh, access off of 116. We can leave it at [1:05:38] that. And, uh, anything else that anybody can think of? [1:05:45] » We mentioned five handicap parking spots. Yeah. [1:05:48] » Does that need to >> Yeah, that's a good thing to put in. [1:05:50] five handicap parking spots since the apple tape though. [1:05:54] » Yeah, I think so. In the area noted and uh just the findings of fact will show [1:05:59] 75. >> Yeah, that was just an estimate based on [1:06:02] the area. Um parking spaces do you need to be 9 ft by 18 ft? [1:06:07] » Yeah. >> So, however many [1:06:10] » do you have to have x amount of handicap versus your regular parking spaces? Is [1:06:15] there some kind of regulation with that? Not in our [1:06:19] » not in our but good practice too. >> Well, that's [1:06:24] something that we think about a lot at our place because the way our parking is [1:06:27] and we're on slope and every time we get heavy rains our driveway washes out and [1:06:31] they just like kind of >> makes us nervous seeing people have to [1:06:35] we're trying to get right >> just make it more accessible and easier [1:06:37] for people get in and stand safely and whatever because we deal with that at [1:06:41] our place. That's >> Anybody think of anything else that we [1:06:45] might want to add? [1:06:49] Okay. >> Got anything, Brenda? [1:06:51] » No. >> No. [1:06:52] » Okay. So, those are the five conditions. You got the [1:06:57] » Yeah. Revised site plan that has the removal, the turnaround, shows stop [1:07:02] sign, demarks, the handicap parking, >> and the C permit. There's something with [1:07:08] the shed. >> The shed falls under a different [1:07:13] » You're going to issue a building permit for that, right? [1:07:15] » Correct. >> Yeah. [1:07:17] So the the site the site plan doesn't >> it's already on the site plan, [1:07:22] » correct? [1:07:26] » I al it's also it's a use permit that I'm issuing essentially. [1:07:30] » Yes, that's what I meant. Even though the site plan it's a buy [1:07:34] rate accessory on farm deser [1:07:44] that's not a DRB issue >> division authority here. [1:07:50] » Okay. So those are the five. Any further discussion? [1:07:56] All those in favor? I >> I [1:08:00] » Yep. says yes. Okay, get everything up and yes, I'm mad at a for giving me four [1:08:06] permits in one night. Wow, >> and now giving me this stuff ahead of [1:08:12] time. So, little strike one. >> Strike two. [1:08:16] » You know, I've been complimented here calling her governor and sheriff, you [1:08:20] know, and now now they're [1:08:24] » now they're getting [1:08:28] new sheriff in town. All right, you're good. [1:08:31] » Great. I really appreciate it. All right. [1:08:34] See, we got a minutes. Do we >> How do you keep a privilege from eating [1:08:39] again? Oh gosh. >> BB gun. [1:08:41] » Is that a big problem? Okay. Um let's see. Strawberries. Our biggest problem [1:08:45] with strawberries are um herbs and it varies a lot from year to year. Some [1:08:51] years are really bad, some years are not. Typically once we get a lot of [1:08:55] customers in the field, it's not as bad. >> Yeah. But the cedar wax wings are they [1:08:59] can be really bad. Um I've seen signs of bear in our field but they don't really [1:09:05] I think we just have enough people out there regularly enough they don't really [1:09:09] they do sweet corn that's a big one bear and raccoon you know sweet corn. Oh [1:09:13] yeah. Electric fence traps. You know sometimes we even like on our lease [1:09:19] ground right now. I start to leave a radio on out in the field [1:09:25] and that helps. [1:09:28] » So all kinds of different ways you can play ACR. [1:09:35] » That's what I'm playing. It works. You leave the NPR on it. [1:09:38] » Ted's available to our Ted does side work as a scare. [1:09:45] » Very reasonable. >> Yeah, [1:09:52] » raccoons. [1:09:55] » I think raccoons are one of our biggest. >> We can sneak that in. [1:09:57] » Yeah, like strawberries. >> Yeah. And sweet corn. [1:10:00] » Oh, but yeah, but they do eat strawberries, too. Yeah, [1:10:04] » especially our like because we're we do other strawberries. We're still picking [1:10:08] strawberries now. We pick strawberries from the last week of May until November [1:10:11] because late season varieties that day neutral varieties and those really get [1:10:16] hit by the raccoons. >> Good stuff. Good. [1:10:19] » My guys, they're pretty good at Yeah. Yeah. The guys that work for me, [1:10:25] they take care of a trap and they should Yeah. Good dog, too. [1:10:30] » Yeah. Right. All right. [1:10:34] » Everybody had a look at the the minutes. >> Yep. [1:10:38] » I I didn't see anything myself. >> Nothing either. [1:10:41] » Looks good. >> Everyone in the minutes? Everyone will [1:10:44] get present. Who is in the minutes? >> Yeah. [1:10:47] » Did you get a look at the minutes, Brenda? [1:10:49] » Yep. >> Okay. Any any changes? [1:10:54] » Nope. I would like to comment that that's probably the shortest formal [1:10:57] meeting we've had. >> Yeah. So, it's me, Rebecca, Ted, Dale, [1:11:02] Ron, and Brenda. So, um, move that we approve the August [1:11:09] 11 minutes as written. >> Second. [1:11:13] » All those in favor? >> I [1:11:15] » Yes. >> All right. Unanimous. And we can sneak [1:11:20] Ted in as uh scarecrow monitor under condition. I think that Yeah. Are we [1:11:26] good? >> Yeah. Do you just like make a little [1:11:29] asteris? >> You better catch me. You better catch me [1:11:32] pretty quick because I'm going to the barber tomorrow. [1:11:34] » All right.
