[1:59] Mhm. [2:44] » We'll call the meeting to order the [2:46] Tuesday, May 5th, 2026. If everybody [2:49] would rise for the pledge allegiance. [2:54] » I pledge allegiance to the flag of the [2:56] United States of America, and to the [2:59] republic for which it stands, one nation [3:03] under God, indivisible, with liberty and [3:06] justice for all. [3:15] » All right, number three on the agenda is [3:17] approval of the agenda. [3:20] Do I have a motion to approve? [3:22] >> So moved. [3:22] >> Second. [3:23] >> Motion and second. We do have to add [3:26] under number 12, executive session [3:29] 125-2, parentheses four, for contract [3:32] negotiations. [3:35] Do I have any comments? [3:40] Hearing none. [3:43] All in favor, signify by saying aye. [3:45] >> Aye. [3:46] >> Opposed, say nay. [3:47] Motion carries. [3:49] Number four is an invitation for a [3:50] citizen to schedule time on the [3:52] commission agenda for an item not [3:53] listed. There's a 5-minute time limit [3:55] per person. Anyone wanting to speak [3:57] during this agenda item must sign in [3:59] prior to the start of the meeting. No [4:01] commission action will be taken during [4:02] the agenda item. Any requested action [4:05] item may be scheduled for a future date, [4:07] and we do not have anybody signed in. [4:10] Moving to number five, consent agenda [4:12] items, including the minutes, travel [4:15] requests, personal action notices, [4:17] cellular authorizations, and the human [4:20] services report. Do I have a motion to [4:22] approve? [4:23] >> So moved. [4:23] >> Second. [4:24] >> Motion and a second. Any comments? [4:30] Hearing none, call the roll, please. [4:31] >> Vanderwall? [4:32] >> Aye. [4:32] >> Post? [4:33] >> Aye. [4:33] >> Miller? [4:34] >> Aye. [4:34] >> Jensen? [4:35] >> Aye. [4:35] >> Hostler? [4:36] >> Aye. [4:36] >> Motion carries. [4:37] >> Number six, routine business, approval [4:40] of the claims. Do I have a motion to [4:41] approve? [4:42] >> So moved. [4:43] >> Second. [4:44] >> Motion and a second. Any comments? [4:50] Hearing none, call the roll, please. [4:51] >> Post? [4:52] >> Aye. [4:52] >> Miller? [4:53] >> Aye. [4:53] >> Jensen? [4:54] >> Aye. [4:54] >> Vanderwall? [4:54] >> Aye. [4:55] >> Hostler? [4:55] >> Aye. [4:56] >> Motion carries. [4:57] >> All right, department head reports. [4:59] Highway, Brian. [5:11] >> Morning. [5:14] >> Um, start off with our crack sealing. We [5:17] wrapped up on our chip seal project [5:19] roads. Uh, salt the sign the [5:22] road yesterday, and we're [5:25] going to be working on County Road 1 [5:27] north of 14, [5:29] uh, [5:30] or [5:31] uh, [5:31] 458th Avenue uh, north of 14 for about a [5:35] mile. We should be wrapped up with crack [5:37] sealing. [5:39] Um, we are starting to haul some pea [5:41] rock for that project, and [snorts] the other things we've been [5:45] working on, We, uh, we did some patching [5:49] with some cold mix and some gravel out [5:51] on [5:53] 214. [5:55] Uh [5:56] we're trying to make it the best we can, [5:58] but like it Marty and I talked, I think [6:00] the only thing we did out there was [6:03] speed up traffic again. I know Marty [6:06] and I have been talking about doing some [6:08] additional signing out there as far as [6:10] getting some additional speed limit [6:13] signs put up and we'll continue to talk [6:15] about that, but we may be seeing some [6:18] intermediate signs out there to [6:20] help remind people that [6:23] the speed limit is 45 mph. [6:26] Um I'll maybe let Marty touch on a [6:28] little more of what he's finding out [6:30] there [6:31] or his deputies are finding out there, [6:33] but uh [6:35] Aside from that, uh [6:37] this [6:39] been rolling with the flow, kind of [6:41] wrapping up some of our county projects [6:43] and going to be starting on some culvert [6:45] projects here after [6:47] planting season [6:49] hopefully wraps up soon. I know we've [6:52] had pretty good conditions for the [6:53] farmers and it's also been good [6:55] conditions for the highway department to [6:57] get out there and get some work done. [6:59] But uh [7:01] Aside from that, just waiting to hear [7:03] from contractors on when we're going to [7:05] start some of our our [7:09] planned projects and and then um [7:12] here I'm sure within the next meeting [7:14] we'll be talking about a couple of [7:15] bridges here that we're going to be [7:17] bidding. [7:18] Um [7:19] I know that a letter was provided to the [7:21] county as far as the two structures that [7:23] we will be bidding on County Road 25 uh [7:26] north of Bushnell, um but before we [7:30] advertise for bids, that'll be announced [7:32] to you guys so we all kind of know [7:34] what's going on. [7:37] » All right. [7:38] Any questions for Brian? [7:40] >> Brian, do you have any updates on the [7:41] rumble strip stuff? [7:44] >> Um I talked to Matt. [7:46] Um he was going to to let me know. I [7:49] talked to him about another issue and I [7:50] did bring it up to him, but uh there [7:52] again, I believe when the contractor [7:54] gets in the area, uh he'll let me know [7:57] and I can and let you guys know. [7:59] >> But we are on the radar then. [8:01] >> We are on the radar. [8:02] >> Thank you. [8:04] >> I did also talk with Matt last week and [8:07] he happened to be in Pierre and he [8:09] talked to the contractor, I guess, and [8:11] it should be next week or the following [8:13] week is what they [8:15] uh anticipate anyway. [8:18] So. [8:20] » Thank you. [8:22] >> Say thank you. [8:22] >> Brian, if you could uh [8:24] could you just elaborate for the [8:26] townships that are listening again what [8:28] dollars are available for them to use [8:30] and what size [8:32] different structures that they can apply [8:34] for and [8:36] >> You get those funds and some of those [8:37] replacements and things. [8:38] >> let Stacy touch a little more on the [8:40] dollar amounts. Um I know we have some [8:43] money that [8:44] uh is allocated, you know, from at right [8:47] after the first of the year that's going [8:49] to be allocated for uh some of the [8:51] projects. [8:52] And those projects, uh Commissioner [8:55] Post, are projects for culverts 16 [8:58] square feet in opening and less than 20 [9:01] feet [9:02] uh you know, so anywhere between that 16 [9:05] square feet in opening and and 20 feet [9:08] in opening. [9:09] Uh those culverts are are the ones that [9:12] are [9:13] uh intended for this program. Um [9:16] and the application process uh starts [9:20] with the 5-year plan and that's, you [9:22] know, be to be submitted in the fall. Uh [9:26] believe that's October 1st. And then as [9:29] project-wise [9:31] goes for uh each township to submit [9:35] applications for their structures based [9:38] upon [9:39] uh you know the original [9:42] survey that the county did for all [9:44] townships in the county. [9:46] Um [9:47] and then once that's submitted the [9:48] commission considers those at right [9:50] after the first of the year. I believe [9:52] you you guys can recall [9:54] uh [9:55] we did go through that process [9:58] right after the first of the year to [9:59] approve those structures and then you [10:02] know those projects are be to be [10:04] completed the you know throughout that [10:06] summer and then start that cycle all [10:08] over again with the five-year plan, the [10:10] applications, and then the approval by [10:13] the commission, and then the get-go to [10:15] get them going on that project. And that [10:18] does cost the townships 20%. [10:21] Uh the county was awarded [10:23] uh Stacy can touch on those numbers like [10:26] the initial fundings uh you know [10:30] just short of a million dollars the [10:32] first round and then you know following [10:35] that and I'll let her touch a little [10:36] more on that and uh [10:40] you know so we have used the you know a [10:42] good majority of our funding but there [10:44] is still a lot available out there. [10:47] And I printed out a a printout to for [10:50] Commissioner Jensen. I'd be more than [10:53] willing to print out you know what the [10:54] initial survey [10:56] uh what we did back in 2021 and 21 and [11:01] then I also went back uh through had the guys go through this winter and we [11:06] updated the RAF program um on the [11:10] state's website uh because there is [11:14] going to be an additional round of [11:15] funding coming and I wanted to make sure [11:18] that we had the culverts that had been [11:21] done updated on that website because [11:23] based or [11:25] that GIS database I should call it the [11:28] database determines uh still you know [11:31] what we're going to be getting for [11:33] funding [11:34] uh, based upon the structures that are [11:36] listed in that inventory. [11:39] >> Can Can you touch on the opt-out and the [11:41] levy? [11:42] >> Uh, I'll let Stacy do that. [11:46] >> The restrictions really have all been [11:49] removed. I don't the townships no longer [11:51] have to have an opt-out. They don't no [11:53] longer have to have that levy. [11:55] Um, basically it's due to structure size [11:58] is the is the limitation for culverts. [12:01] Uh, up on the screen now, you can see [12:04] where we were or where we're at. And of course 2026 is just an estimate based [12:09] on the [12:11] quotes that were provided to us for um, [12:15] for projects to be done in 2026. So, [12:19] you know, after all is said and done, we [12:21] have, you know, about 660,000 [12:25] left. Plus, this does not include the [12:27] funding that we will receive at some [12:29] point later this year, I think. [12:32] >> I believe it's going to be sometime [12:34] after July 1st. [12:35] >> Yeah, after July 1st, we'll get [12:37] additional funding because the [12:39] legislature did provide additional funds [12:41] for this program. [12:42] Um, [12:43] >> and the amount of I believe it was 5 [12:45] million per [12:46] >> Yeah, 5 million across all counties. So, [12:49] we'll get a portion of that. [12:51] Um, [12:54] coming up, I mean, 2026 is is done for [12:59] funding. Those projects were all [13:00] approved um, [13:03] back in [13:04] late last year or early this year. [13:06] The next step is um, [13:10] August the end of August is the deadline [13:13] for townships to submit their five-year [13:15] plans to my office. [13:18] That kind of triggers our indication [13:21] that they're interested in possibly [13:22] applying. [13:24] It It doesn't necessarily mean they [13:26] will, but that is the first step. They [13:27] have to submit a five-year plan by the [13:30] end of August. We have forms [13:33] for them to fill out for that plan. And [13:37] then by the end of October, we need to [13:39] [snorts] receive a resolution that says [13:42] they know that they're responsible for [13:44] 20% of the project costs. [13:47] And then an application form for [13:50] one per per project. So, if they're [13:52] doing more than one culvert, they'll [13:55] need more than one application. And then [13:57] quotes from a contractor getting us a [14:00] just an estimate. We know that those [14:02] change cuz we're kind of looking at [14:03] things almost could be a year in [14:05] advance, but um so those things, the [14:07] resolution, the application, and the [14:09] quotes are due by the end of October. [14:12] And then the commission needs to approve [14:14] projects [14:15] for the following year. So, we would [14:18] approve projects for 2027 by January [14:21] 15th of 2027. [14:25] >> [snorts] [14:25] >> Um Stacy, just to clarify, that [14:28] five-year plan is something that I think [14:30] there's some confusion among some of the [14:31] townships that they have to submit that [14:33] every year where they [14:35] >> that where they update it every year and [14:37] add new structures onto that list and then [14:40] hopefully taking some off that they've [14:42] gotten completed. [14:43] >> Correct. [14:44] >> Yes. [14:45] >> And there is a specific form that we we [14:47] have to help to assist them with [14:50] completing that plan. [14:53] >> What [14:54] When did they remove the opt-out and the [14:57] levy? [14:59] >> Oh, that's been [15:01] probably it's been a couple of years [15:02] probably now. [15:04] >> Um [15:04] >> And and it used to be that they couldn't [15:06] have do culverts on minimum maintenance [15:08] roads, and I think that was taken off as [15:10] well. I I think they realized that all [15:13] of these stipulations and the money [15:15] wasn't getting spent, so they removed [15:16] some of those things [15:18] to make it as easy as possible. [15:20] >> The reason I asked yesterday on the [15:22] website for the DOT, it still states in [15:24] there that you have to have an opt-out [15:25] or a [15:26] road levy in place. [15:29] And numerous townships in Brookings [15:32] assessed themselves a road levy. [15:36] It don't It could be a nickel, it could [15:37] be 30 cents up to 50 cents. Um [15:41] an individual from South Dakota LTAP [15:43] also said that they still needed to have [15:45] that opt-out and levy in place. [15:47] So, I don't know if Pierre hasn't got [15:49] the information out or [15:51] >> Yeah, I I didn't think that that was all [15:55] on there, but I'll do some more looking [15:56] into it. [16:03] » Anything else? [16:06] All right. [16:07] >> Thank you. [16:08] Brent. [16:09] Sheriff. [16:21] » Good morning. [16:22] >> Morning, Sheriff. [16:23] >> This is a quick detention overview. We [16:25] have 49 inmates. Uh [16:28] 28 inmates are Brookings County inmates. [16:32] Uh and then 21 are from uh [16:35] Well, actually, we only have uh [16:38] two from Hamlin County right now, and [16:39] then 19 US Marshals. [16:42] And uh total, there's 84 on the 24/7 [16:45] program, so that's still staying down. [16:47] Like I say, we've [snorts] been up to [16:48] 157 participants. [16:51] 84 is uh [16:53] a lot more manageable. [16:55] And uh so, but that area still uh uh [16:58] stays busy. [16:59] Uh [17:00] last week I went out to the utilities [17:02] and gave two presentations [17:04] on scams. And scams seem to be [17:07] uh going around right now, different [17:09] ones. Uh [17:11] actually, [17:12] the counties around us, probably the [17:13] whole state. We got the toll that comes [17:16] back and forth where you went through a toll in South [17:20] Dakota. I haven't found that toll booth [17:22] yet, though. I don't know, maybe Brian's [17:23] got one out in that county road [17:25] somewhere to help us out with bridges. I [17:27] don't know. Anyway, and so that's going [17:29] around and then we have the one with [17:33] unpaid uh traffic tickets and that and we try [17:37] to put as much as we can on Facebook as [17:40] people call in and and report that. [17:42] Also, it's garbage in the ditch season. [17:45] So, I want my guys to kind of be [17:46] watching the township roads. It seemed [17:48] like every every spring certain areas [17:50] get [17:52] um a dairy township in the southwest um [17:56] of Brookings seems to get in the ditches [17:58] and then [17:59] straight north seems to get. So, we'll [18:02] be putting some stuff on Facebook not to [18:05] throw your couches in the ditch and [18:06] stuff. So, but every we go through that [18:09] every year. [18:10] And then I have been talking with with [18:12] highway man Brian about some more [18:15] signage on 314. My complaints to the [18:18] office has come down, but if you read [18:20] the rants and raves, people still [18:22] complain of speeders and stuff out [18:24] there. But as far as into [18:27] actually into my office, and we're [18:29] trying to patrol that as much as we can. [18:30] We have not had any issues with with [18:34] overweight trucks at least while we've [18:36] been out there or any complaints, but I [18:38] thought maybe we could probably put some [18:40] more [18:41] signage, you know, probably west of the [18:45] Bennett Barn and on the other side [18:46] because that place will [18:48] start to get busy, too, you know, with [18:51] graduation stuff. And I'm not at least [18:53] we can maybe slow some of that speed [18:55] down if we have a couple more signs. And [18:57] there's there's big gaps without signs, [18:59] so maybe that could help us a little [19:00] bit, but Brian's good to work with with that type of stuff. So, um other [19:05] than that, unless you guys have some [19:07] questions. [19:10] So, we're waiting for the [19:13] construction season to kick in and and [19:15] wait for that stuff to stuff to happen. [19:18] Uh I'm sure we'll have issues when they [19:22] get to start working on 28 and traffic [19:24] coming down from the north and stuff, [19:25] but we'll handle the best we can. So, [19:28] yeah. [19:29] >> All right. [19:29] >> Okay. Thank you. [19:30] >> Thanks, Sheriff. [19:30] >> Sheriff. [19:31] >> Finance, Jen. [19:41] >> Good morning. [19:44] >> Not a lot of new things happening. Still [19:46] elections, obviously lots of interest in [19:48] elections this year um and in some of [19:50] the new bills and laws that were passed, [19:52] but [19:53] So, Jen is busy answering those [19:54] questions. Um [19:57] We went to Kiwanis Club and talked to [19:58] them about the new laws and elections. [20:00] That was fun. [20:02] Um [20:03] Taxes, first half taxes, all that's [20:06] wrapped up and done last week. Um [20:09] Just to give you some numbers. In the [20:10] month of April, we collected 27,246,493 [20:16] dollars. [20:17] Um for the total year, we're at 52% of [20:21] the total taxes that are due. So, we're [20:22] right where we need to be for the year. [20:24] Get that first half done. [20:26] Um [20:28] Myself and Christine from the office [20:30] will be gone at spring workshop for the [20:31] next couple days. The office will be a [20:33] little more short-staffed, but they've [20:35] got it. They can handle it. Um [20:38] But otherwise, it's just [20:40] all the normal work. So. [20:43] >> Anybody have anything for Jen? [20:46] >> Thank you. Thank you. [20:47] >> Thank you. [20:49] >> County Development, Bob. [20:59] » Good morning. [21:00] >> Morning. [21:01] Bob. [21:02] >> The [21:04] We got a planning and zoning meeting [21:05] tonight. [21:07] And on May 14th, we've got a tabletop [21:11] exercise with our pandemic planning [21:13] coordinating committee {slash} pod [21:16] to cover our requirements. [21:20] Got a call from Dave Jacobson [21:23] about the burn ban. Looks like most of [21:26] the fire chiefs are leaning towards [21:29] lifting it. So, I guess at the next [21:31] commission meeting, we can put it on the [21:32] agenda [21:34] to to lift it. [21:36] And [21:37] we'll just keep an eye on the weather [21:39] between now and then, but [21:41] and go from there. [21:43] I got a [21:45] on April 28th, of course, I was gone for [21:47] 3 weeks [21:49] first part of April. I got back and [21:51] April 28th, I've got a [21:53] invoice from Ambit Electric [21:57] for [21:58] our emergency operations center, which [22:01] is the East Fire Station. [22:03] Last year, we had talked about [22:06] putting the generator from this building [22:08] over there at the East Fire Station. [22:10] And we told them we'd pay half the [22:12] price, which is fine. [22:13] And they they hooked it up and never informed us [22:18] of the bill. [22:19] Well, April 28th, they did. They they [22:22] sent me a [22:23] The total price was $30,410 [22:27] and the county share of that, of course, [22:28] is is half of that, which would be [22:30] $15,205. [22:32] So, just let you know at the next bill [22:35] cycle, I'll go ahead and pay that. We did make that [22:39] commitment on the emergency operations [22:41] center, so [22:43] I just feel we we need to do that. [22:46] On the Madary Township drainage issue, [22:49] we had discussed having a meeting [22:51] public meeting by the end of May. [22:55] They've got the environmental [22:56] assessment. [22:58] Looks Looks like the draft environmental [23:00] assessment's complete. Tomorrow, we're [23:02] trying to have a [23:04] conference call with [23:07] Corps of Engineers and and the NRCS at [23:11] the federal level with Banner [23:13] Associates. [23:14] Depending on what that call [23:17] looks like, then we will plan on our [23:20] public meeting. And I guess my question [23:22] to [23:22] the commission is, [23:24] do we want to have I I'm thinking May [23:27] 19th is going to be too short for us to [23:29] get those public notices out. We want to make sure we notice this one [23:34] properly and also put it in the Town and [23:36] Country Shopper a couple of times to let [23:39] you know, in case we miss somebody with [23:41] the notification. We do want it in the [23:43] Town and Country Shopper for at least 2 [23:45] weeks in my opinion. [23:47] So, does the commission have a date that [23:49] they'd be possible looking at? [23:57] If we go into June, of course, we got a Thursday meeting. I don't know [24:03] if that's feasible for the board to [24:05] meet. I guess I [24:06] didn't get a chance to talk to Ms. [24:07] Stephenson before. [24:15] Any thoughts? [24:16] >> You first. [24:22] » Are you talking [24:23] the first meeting in June? [24:27] » That first [24:28] >> Or do you want to do a special meeting? [24:30] >> But I thought Bob was [24:33] >> Do you want Are we talking a special [24:34] meeting or during a scheduled commission [24:36] meeting? [24:36] >> up to you up to the board. [24:40] >> [snorts] [24:40] >> If we If we do it on a commission [24:42] meeting, that's fine. We just need to [24:43] set a date and a time. So, after your [24:47] basic Typically, we do it after at a [24:49] regular commission meeting, then after [24:51] your regular business is done, or you [24:53] just stop the meeting and have the [24:54] drainage meeting, and then then it comes [24:56] back. [24:57] This will be a public hearing, so we'll take input [25:02] from the public at the [25:04] chairperson's discretion, of course. [25:10] » I don't [25:11] with as much as much input as we had on [25:14] our last meeting and stuff, I just [25:16] wonder if it shouldn't be something [25:17] special that we do just for this or what [25:20] what's the consensus of the board? [25:21] >> That would be my recommendation as well. [25:24] >> I mean, we had one before and [25:27] that's what I thought we were talking [25:29] about a special meeting, so [25:31] that's that'd be all we'd be talking [25:33] about, so. [25:34] >> Yeah. [25:35] >> Are you referring to the one we had at [25:36] the BCOAC? [25:37] >> Yes. [25:38] >> Was that 2 years ago in June, was it? [25:42] >> Yeah. [25:43] >> So, was that just a like public comment [25:45] or it wasn't a [25:46] was it official? [25:48] >> It wasn't a commission meeting. [25:50] >> a commission meeting. It was just a [25:51] public informational meeting and [25:53] discussion, correct? [25:54] >> Yeah, and this would be drainage board. [25:57] >> Okay, and this would be a actual [25:59] drainage board meeting. [26:00] >> Bob had speakers there and then the [26:02] public was able to express their [26:04] concerns also there, so. [26:05] >> But it wasn't an actual drainage board [26:07] meeting, it was just a public input [26:09] meeting. [26:09] >> Right. [26:10] >> But we we want to do a actual drainage [26:12] board meeting, is that your [26:13] recommendation, Bob? [26:14] >> recommend [26:17] that a way we've got the complete board [26:18] there and and the public understands [26:21] that you guys [26:22] getting [snorts] serious about the [26:23] matter. [26:25] Whereas if we only have a public input [26:28] type meeting, they're going to feel [26:30] maybe it's not that big a deal. [26:32] We want people to realize this if [26:35] they've got thoughts on this project, we [26:37] really would would like them at this [26:38] meeting. [26:41] » Any thoughts on dates or anything like [26:43] that, commission? What's your thoughts? [26:45] >> you have at the evening so people can [26:46] make it with work and that's what I [26:48] thought, June 1st in in evening. [26:50] >> We could have it. well, it's up to the [26:52] board discussion on what, when, and [26:54] where. [26:56] >> Yeah, June 1st works for me if we wanted [26:58] to do something like that, but of course [27:00] consensus. [27:01] >> Are we thinking I want it to be COAC [27:03] again? [27:05] >> Yeah. [27:05] >> If that's what you'd like. [27:07] >> Okay. [27:07] >> If we have it there, we can't It's much [27:09] harder to broadcast it though. So, if we [27:11] have it in in this room, [27:14] we could actually put it on our YouTube [27:16] channel and whatnot and you know, [27:17] potentially reach more people that way. [27:20] >> That's fine. [27:20] >> That'd be [27:21] >> I I think that would get us get it out [27:23] to more people as well if they couldn't [27:24] make it even though it's if we do like a [27:27] What time would you suggest us [27:30] 6:30, 7:00? [27:32] >> 6:00? [27:33] Probably 6:00. [27:35] >> 6:00? [27:36] >> And then if it goes, you know, to 9:00, [27:39] it's people still get home [27:41] before supper. [27:43] Some of them. [27:45] >> Okay. [27:45] >> So, Monday, June 1st is [27:47] >> Monday, June 1st at 6:00 p.m. [27:50] >> We'll have to check the availability of [27:52] this room, but as long as the city's not [27:55] >> Correct. Yeah. I think the only thing, [27:56] Jenna, that's getting ready for [27:59] uh [27:59] voting [28:00] >> Yeah, that's okay though. We'll set up [28:01] early Tuesday morning. [28:03] >> Okay. [28:05] >> [snorts] [28:06] >> But as long as you can check it out with [28:08] Banner to make sure that it works for [28:10] those folks as well, correct? [28:11] >> Yeah, I'm already touched base. Like I [28:13] said, [28:14] yesterday I discussed everything with [28:16] Banners and [28:18] they understand we're having this and [28:21] they're going to They're also sending me [28:22] a uh a [28:24] addendum to the [28:26] contract that they've got. [28:28] Cuz they're not under the old contract. [28:31] I've got the money budgeted for 2026, [28:33] but the way they do their contracts, it [28:36] doesn't match necessarily my budget, but [28:38] yeah, we got the money in the budget to [28:40] hold this meeting and [28:43] >> But [28:44] >> So, we'll [28:45] >> That [28:46] >> We'll check on availability of room, but [28:47] other if it's everything's good, it [28:49] would be 6:00 p.m. to 9:00 p.m. and [28:52] we'll start running ads and stuff. I'll [28:53] check with Joe also on the availability. [28:56] Well, this room, so never mind on that [28:58] one. [28:59] >> I just wonder with upcoming elections if [29:01] the night before might put too much [29:03] stress on some of our staff [29:05] as far as having it that night or not. [29:12] » It It would make a It would make a lot [29:14] more work [29:15] with uh Tuesday morning cuz we count [29:17] absentee. Janet's always going to say [29:19] it's fine, [29:20] but we count absentee's in here, which [29:22] means little stations with tables and [29:24] it's [29:25] >> Mhm. [29:26] >> I don't know. I mean, it's possible, but [29:27] it it will be harder. [29:29] >> All right. [29:30] >> Could we set your stations up at 9:00 [29:32] after the meeting's over? [29:35] >> Yeah, I'll come in at midnight. [29:36] >> Well, [29:37] >> You just You just give us a map of what [29:38] you're wanting and we can we can make it [29:41] work. [29:42] >> Would Would we want to push it to June [29:43] 8th? Move it that next Monday. [29:45] >> Move it back a week. [29:47] I don't think that changes anything as [29:49] far as the work we're going to be doing. [29:51] >> It doesn't change the work, but it it [29:52] helps with elections and and that. [29:55] >> and finance. That's one less headache [29:56] they have to worry about. [29:57] >> Yes. [29:58] Why don't we push it to June Check with [30:00] Banner see if June 8th at 6:00 p.m. [30:01] works for them. I think that would be [30:04] the best. [30:07] >> Mhm. [30:09] >> [snorts] [30:11] » Unless it's a campaign issue for some of [30:13] you. [30:14] >> Nope. [30:15] >> And other than that, I am working with the BCOAC and I had a Interstate [30:20] Power System come up yesterday. We We're [30:22] trying to get an estimate on what it [30:24] would take to do a generator down at the [30:27] BCOAC. So, once I get those numbers, [30:29] I'll get them to Miss Stephenson and [30:31] we'll we'll discuss it at the [30:33] appropriate meeting. [30:35] Other than that, that's all I have. Any [30:36] questions? [30:37] >> Uh Bob, I know where a year gone, we had [30:39] a uh, citizen speak about the [30:42] communications and radios within the [30:43] county. Was there talk of maybe doing an [30:47] audit of the radios within the county by [30:49] a [30:50] >> There is. We are [30:51] I haven't since I got back from my [30:54] vacation, I haven't talked to [30:56] Assistant Sheriff Bietler yet, but he [30:59] was going to contact the state of South [31:01] Dakota Communications Branch and see if [31:04] they can get us a contractor. [31:06] It is a good good segway. [31:10] We had a 911 meeting. There was a lot of [31:12] discussion on our communication system. [31:14] So, the 911 [31:18] committee wants us to do an audit of all [31:21] the all the communications to include to [31:24] include all the repeaters throughout the [31:26] county and the radios and and talk to [31:29] each fire department and see what the [31:32] issues are. [31:33] And they wanted to be an independent [31:34] audit. They don't want they don't want [31:36] the local [31:38] radio people that sell those radios to [31:40] be doing it. So, we're going to work [31:43] with the state of South Dakota, try to [31:44] find a contractor, [31:46] get an RFP on what it would cost, and of [31:48] course, we'll bring it back to the [31:49] county commission [31:51] and uh, see if it's [31:53] financially feasible to do it. But, um, [31:55] yes, that's in the works, sir. [31:57] >> Okay. [31:59] Yeah. [32:00] All right. Anything else for Bob? [32:03] Thank you. Appreciate Bob. [32:07] All right. [32:08] >> [sighs] [32:08] >> Number nine number seven on agenda [32:11] items, uh, letter A, public hearing and [32:14] action to approve an on-off sale malt [32:17] beverage and South Dakota farm and wine [32:19] license [32:21] for Bella Cosa wedding and event venue. [32:25] Do we open the public hearing first or [32:27] do we call for motion? [32:30] >> You need a motion first. [32:31] >> for a motion. [32:32] >> So moved. [32:33] >> A second? [32:34] >> Second. [32:35] >> Motion and a second. [32:38] So, this point we will open the public [32:40] hearing. [32:43] Is there any proponents [32:45] that would like to come in and visit? [32:48] Any proponents? [32:50] Go ahead and step forward and just state [32:53] your name. [32:56] » [snorts] [32:58] » Morning. [32:59] >> Good morning. [32:59] >> My name is Teresa Hallman. I'm actually [33:01] the owner of Bella Casa and I'm excited [33:05] about this venture, but um it's actually [33:08] just going to be a wedding and event [33:09] center for [33:11] uh up to from two people up to 100 [33:13] people for different not just for [33:15] weddings, but for anniversary parties, [33:17] private events, [33:19] uh special dinner dates if you guys have [33:23] people you like to take on dates. Uh [33:25] it'll be a fun place. [33:26] But that's why I'd like just a beer and [33:29] liquor license. I'm actually not going [33:32] to be allowing hard liquor on the [33:33] property even for events. I'm not going [33:35] to allow people to bring it in. So, I [33:37] just want to be able to sell wine by the [33:39] bottle, [33:41] wine by the glass or beer by the bottle [33:44] or by the keg. So, there's not even [33:46] going to be any [33:47] um [33:48] I don't even know what you call it, the [33:49] draft beers or anything like that. It's [33:51] everything's going to be pre-bottled or [33:53] in a keg. [33:55] So, [33:56] just going to be a an elegant event [33:59] place is what we're going for. [34:01] So. [34:02] >> Right. [34:04] Any questions for Teresa? [34:06] Thank you very much, Teresa. [34:08] >> Jen, this It says on off-sale malt [34:11] beverage is off-sale that [34:13] like [34:14] >> Yep, this would just be um similar to [34:17] the other businesses that we have uh [34:21] renewals with uh Dance Land, um the [34:24] Brookings Country Club, Shaw Dee. We've [34:26] got a multiple of uh businesses without [34:28] it throughout the county that have a [34:31] retail on off-sale malt beverage and [34:33] South Dakota farm wine. This is a type [34:35] of license where the county has an [34:37] unlimited amount. Um so there really is [34:41] no limit to to to give to the businesses [34:45] in the county. It's the liquor license [34:47] that we have a cap on and that's not [34:50] what she's applying for. So yes, this [34:53] would be a retail on off sale malt [34:55] beverage license [34:57] just like all the other [34:59] businesses that we give this to. [35:02] >> Okay Teresa. [35:03] All right. Thank you. [35:07] Is there any other proponents? Any [35:10] proponents? [35:13] Switching to any opponents. Is there any [35:15] opponents that would like to [35:18] comment? Any opponents? [35:23] I will close the public hearing and now [35:25] we can take comments. Is there any [35:27] comments from the board? [35:33] Hearing none. [35:34] We will go ahead and call the roll, [35:37] please. [35:37] >> One note before I call the roll, this [35:40] license we I did talk with the owner. [35:44] This license would go into effect July [35:46] 1, 2026. [35:49] So nothing could be sold or anything [35:52] prior to that date. So and she is aware [35:54] of that. [35:57] So on to the roll call. [35:59] Miller? [35:59] >> Aye. [36:00] >> Jensen? [36:01] >> Aye. [36:01] >> VanderWal? [36:02] >> Aye. [36:02] >> Post? [36:03] >> Aye. [36:03] >> Hostler? [36:04] >> Aye. [36:04] >> Motion carries. [36:06] >> Thank you. [36:07] Letter B. [36:09] Second reading public hearing and action [36:11] to approve ordinance 26-03 [36:15] an ordinance establishing a 45 mile an [36:17] hour speed limit limit upon a portion of [36:20] Brookings County Road 25 north of the [36:23] city of White, South Dakota. [36:25] Do I have a motion to approve? [36:28] >> So moved. [36:28] >> Second. [36:29] >> Motion is seconded. I will go ahead and [36:31] open the public hearing. Is there any [36:34] proponents to this? Any proponents? [36:37] Go ahead. [36:38] >> [clears throat] [36:38] >> Come forward. [36:40] >> [snorts] [36:41] >> Uh good morning. Matt Loggerstrom, mayor [36:43] of Waite. I uh want to thank you all for [36:45] considering this. Uh this is brought to [36:47] us by our residents of the golf course [36:49] north of town. [36:50] Um [36:51] as you all are aware, there's an access [36:53] road parallel to the highway in that [36:55] area. Um [36:57] what we're asking for at this speed [36:59] limit is to create a zone of awareness. [37:01] Um I believe that the top the start of [37:03] it will be at the top of the hill just [37:05] north of the golf course. It'll proceed [37:07] downhill to the bottom of the hill where [37:09] we have a 35 mph speed limit going into [37:11] town. [37:12] Um this is brought to me by the [37:14] residents of the golf course and [37:15] eventually the city. [37:16] Um [37:17] lots of people going back and forth in [37:19] that area, uh particularly this time of [37:21] year as we get uh the golf season up and [37:23] running. [37:24] Having people slow down a little bit, [37:25] especially as it's coming over the crest [37:27] of that hill, uh creates a good safety [37:29] awareness zone, especially for people [37:31] turning into that north access into the [37:33] main golf course. [37:34] Um [37:36] the people at the golf course are [37:37] extremely happy about this as it's [37:39] something that's going to be moving [37:40] forward, uh just creating an awareness [37:42] zone so we prevent accidents in the [37:44] future. [37:46] >> Okay. [37:47] >> Thank you. [37:48] Is there any other proponents? Any [37:50] proponents? [37:53] Any other proponents? [37:56] Is there any opponents? [38:06] We'll close the public hearing. Comments [38:08] from the board. [38:11] » Brian, when when will you be in [38:14] moving and installing signs? [38:18] >> Well, as it says in the uh [38:20] ordinance, the effective date is [38:23] June 4th, so we will be installing the [38:26] signs on June 4th. [38:28] >> Okay. [38:30] >> [snorts] [38:32] >> All right. [38:34] Hearing no more comments, call the roll, [38:36] please. [38:37] >> Jensen. [38:38] >> Aye. [38:38] >> VanderWal. [38:38] >> Aye. [38:39] >> Post. [38:39] >> Aye. [38:40] >> Miller. [38:40] >> Aye. [38:41] >> Hauser. [38:41] >> Aye. [38:42] >> Motion carries. [38:45] >> Letter C, action to approve agreement [38:47] 26-28, an application for occupancy of [38:50] right-of-way of county highways made by [38:52] Brookings Municipal Utilities in Medary [38:55] Township. [38:58] Chad. [38:59] >> Good morning. [38:59] >> I'm Evan Henningson with the utilities. [39:02] Uh [39:03] we are looking at installing a new 8-in [39:05] water line south to the wastewater [39:07] plant. Um [39:10] we need this application to connect to [39:12] the existing water line that is on 44th [39:14] Street South in the ditch. [39:17] Um [39:18] if you have any questions, I can [39:20] definitely answer them. [39:24] » Do you have any questions? [39:25] >> Evan, uh there will be temporary lane [39:29] closures for this. [39:31] So, I just wanted to make sure the board [39:33] was aware that uh [39:36] what what do you estimate for time frame [39:38] and when do you intend on [39:41] performing this project? [39:43] >> Uh so, the work for this project won't [39:45] begin until after August 1st. Uh for [39:50] we're going to do a one-lane road [39:52] closure there. [39:53] Uh we're expecting one to do one to two [39:55] days uh to close that lane. [39:59] >> How will it be signed and and traffic [40:02] controlled on that? Will it be stop [40:03] signs on each end or will it be electric [40:07] How will you to be doing that? [40:08] >> Uh flaggers is our plan. Um if it goes 2 [40:11] days, hopefully we can open that road up [40:14] overnight with barriers along the edge [40:16] and then start back up in the morning. [40:19] >> Okay. [40:20] >> [snorts] [40:20] >> That was my question on if it if it [40:22] stayed open at over overnight if how it [40:24] would work. So, okay. [40:29] » Any other comments from board questions? [40:32] >> And just to clarify that is along our [40:34] Brookings County Road 12 or 216th [40:37] Avenue. [40:42] » All right. Thank you. [40:43] >> Thank you. [40:45] >> Any other comments public? [40:47] >> Do we actually have the motion? [40:50] » From the board. [40:54] Hearing none. [40:55] >> We'll need a mo- we'll need a motion and [40:57] a second. [40:57] >> Motion to approve. [40:58] >> That's I was just going to call. Motion [41:00] and a second. Do we have any comments [41:02] from the board after the motion? [41:06] Hearing none. All in favor signify by [41:08] saying aye. [41:09] >> Aye. [41:10] >> Opposed say nay. [41:11] Motion carries. [41:14] And we had all the department heads [41:15] already. [41:16] Moving on to number eight, regular [41:18] business. Action to approve agreement [41:20] number 26-39, [41:22] application of right of occupancy of [41:25] right of way of Brookings County [41:26] highways made by Joint Well Field Inc. [41:29] I'm in Eureka Township. Do I have a [41:31] motion to approve? [41:33] >> Move to approve. [41:34] >> Second. [41:35] >> Motion and a second. Comments? [41:37] >> They're going to be Brookings Dual Rural [41:40] Water will be the owner of this. The [41:42] Joint Well Field is across the road from [41:45] the new water treatment facility that [41:47] Brookings Dual Rural Water is building [41:49] along our County Road 7 or 466 Avenue [41:54] north of Bruce. [41:55] Um they are going to be directional [41:58] boring [41:59] uh [42:00] a water [42:02] line a 16-in PVC water line cased uh and [42:06] then also the accompanying that would be a [42:11] uh [42:13] um, [42:13] electric line to feed those wells in [42:16] order to to bring water across the road [42:19] to that facility. So, that's what these [42:21] two permits that you're going to be [42:23] considering from the joint well field [42:24] are [42:25] uh, about. [42:29] » Any comments or questions? [42:35] Hearing none, all in favor signify by [42:36] saying I. [42:37] >> I. [42:38] >> Opposed, say nay. [42:40] Motion carries. [42:41] Letter B, action to approve agreement [42:43] 26-40, [42:45] an application of right-of-way occupancy [42:47] right-of-way for county highways made by [42:49] joint well fields Inc. in your in Eureka [42:52] Township. [44:01] And we'll take each one separately. [44:04] Letter 1, Cubbins LLC Arlington Beach [44:07] Resort. Do I have a motion to approve? [44:10] >> So moved. [44:11] >> Second. [44:11] >> Motion is second. Comments? [44:14] >> Uh the only comment that I would have is [44:17] uh that we no longer require public [44:19] hearings for uh on renewals without [44:22] violation. So happy to report that all [44:25] of our businesses passed the compliance [44:27] check this last go around. So that's [44:29] great news. [44:32] >> All right. Any other comments? [44:55] >> Uh the only comment that I would have on [44:57] this one, I didn't get a chance to check [44:59] early this morning when I got here, but [45:01] um the last time I checked they had not [45:03] paid their property tax, the the first [45:05] half of the property tax, and that is a [45:06] requirement. [45:08] Um again, I didn't get a chance to look [45:10] at it [45:11] uh this morning, so I don't know if you [45:13] want to [45:15] um amend that motion to maybe say [45:17] contingent upon paying the first half [45:20] taxes. I don't know if that would be [45:21] appropriate or if you want to Yeah, I'm not sure how [45:26] you want to handle that one. [45:27] >> Could we table that one until Jen checks [45:29] that out and then we can uh table it for [45:31] right now? [45:31] >> Yeah, I think we can set that one just [45:34] aside for now and move on. I think yeah, [45:36] Jen was going to make a call to check on [45:38] it. But it would be appropriate to amend [45:41] the emotion to make it contingent upon [45:43] payment of first half taxes. [45:46] >> Okay. I would look for that amendment. [45:48] >> So moved. [45:49] >> Second. [45:50] >> That amendment. [45:51] >> All right. So we have a vote on the [45:53] amendment. All those in favor signify by [45:55] saying I. [45:55] >> I. [48:10] Action to automatically supplement for [48:12] unanticipated expenses incurred and [48:15] reimbursement made to Brookings County [48:17] in the amount of 4,444 [48:21] Is it 4,440? [48:23] >> Yes. [48:24] >> Okay. 4,440 [48:26] dollars for reimbursement for work comp [48:29] audit to the general line listed. [48:33] Do I have a motion to approve? [48:34] >> So moved. [48:35] >> Second. [48:36] >> Motion and a second, did I hear? Motion [48:38] [clears throat] and a second. Comments? [48:41] >> So work comp is sort of a always a [48:43] moving target and we get audited always [48:45] a year behind. So um we we pay the work [48:50] comp right away at the beginning of the [48:51] year and then they come back and audit [48:53] us for a prior year and then this year [48:56] we got some reimbursement money back. So [49:00] with that um you can see there's a kind [49:03] of a long list of different general [49:05] ledger lines there for the various [49:07] departments that went over on work comp [49:10] here at the beginning of the year. This [49:12] is to basically make them whole um so [49:15] we're not over budget at all in any of [49:17] those uh lines as we continue through [49:20] the budget here in 2026. [49:23] Any other comments or questions? [49:28] Hearing none, all those in favor signify [49:29] by saying I. [49:31] >> I. [49:32] >> Opposed say nay. [49:33] Motion carries. [49:35] Letter F. [49:48] >> Move to approve. [49:50] >> Second. [49:50] >> What are what are we approving? [49:52] Jen Beller. [49:54] >> They Yes. Make that Make it a very clear [49:57] motion, please. [49:59] >> [laughter] [49:59] >> Do I have a motion to for an [50:01] appointment? [50:05] I move to approve to appoint Jen Beller [50:07] a deputy finance director as the interim [50:13] finance director [50:15] with the [50:17] I read it here somewhere with the pay [50:18] grade blah blah blah. [50:23] My recommendation is to move the [50:27] move Jennifer to a wage grade 13. [50:30] This is the wage grade that the finance [50:33] officer position is in and step one at [50:35] 4183 [50:37] per hour. [50:41] That motion? [50:42] That's the one. Okay. [50:44] It's read in the record. Do I have a [50:45] second? Second. Motion and a second. Any [50:48] comments? [50:50] >> [snorts] [50:53] » Hearing none. All those in favor signify [50:55] by saying I. [50:57] Opposed say nay. [50:59] Motion carries. [51:01] >> [snorts] [51:04] » Letter G, action to approve the amended [51:07] bylaws, rules of procedure and policies [51:09] for Brookings County. Do I have a motion [51:12] to approve? So move. [51:15] Second. Motion and a second. Comments? [51:18] With the change to the code of conduct, [51:20] there was just some verbage in the [51:23] bylaws that also needed to be changed. [51:25] So due to that I [51:26] had made those amendments and then I'm [51:28] looking to reapprove the bylaws with [51:30] those changes. [51:32] >> [snorts] [51:33] >> Any other comments or questions? [51:38] Hearing none. All those in favor signify [51:40] by saying I. [51:42] Opposed say nay. [51:44] Motion carries. [51:46] We are down to number commission [51:48] department director report. [51:53] » I did um after the discussion at the [51:56] meeting a couple of weeks ago, I did [51:57] draft a letter to request an ex-officio [52:00] uh representation on the library uh [52:03] board for [52:04] um [52:05] uh for Brookings County be on the have [52:07] an ex-officio on the library board for [52:09] the city of Brookings. That letter was [52:11] included with my staff report. Also, as [52:15] part of the E911 board that we had uh [52:17] the meeting E911 board meeting that we [52:20] had a couple of weeks ago, too, they had [52:22] presented um numbers for from the last [52:25] uh 2026 year to date and then 23, 24, 25 [52:29] numbers, call numbers. So, I just [52:30] included those in my report um just kind [52:33] of as an FYI item. [52:36] Other than that, just some upcoming dates. Make this bigger so you [52:42] can actually see it. Um [52:47] the the economic summit is going on as [52:49] we speak out at the Dakota Bank Center. [52:52] Um May next Tuesday, May 12th, we do [52:55] have that special joint meeting here in [52:57] the commission chambers with the city [52:59] uh Brookings City Council to um [53:03] deal with some ordinance changes uh with [53:05] the joint jurisdiction. That's at 5:30 [53:08] here in the chambers. [53:10] May 25th is Memorial Day, so offices [53:13] will be closed that Monday. [53:15] Just a reminder that the regular [53:17] commission meeting for that first [53:19] meeting in June is Thursday, June 4th. [53:22] Again, that's to canvass the results [53:24] from the primary election that will be [53:26] held on June 2nd, that Tuesday. Um [53:31] That was kind of discussed earlier about [53:33] uh the finance office using this this [53:35] space for for elections on that day. [53:38] Um the vetter the Vietnam memorial uh is [53:41] the the replica memorial is coming to [53:43] Brookings June 10th through June 14th. I [53:47] believe there is going to be [53:50] a ceremony for that. I'll get some [53:52] additional information here on that. [53:55] We're already planning our safety week [53:57] um [53:58] June 8th through the 12th, I believe. [54:01] June 9th through the 12th. Um and the [54:04] picnic is from 11:00 to 2:00 on that [54:07] Thursday out at the OAC. [54:10] Um [54:11] I think we've talked about the the field [54:13] day. Budget hearings, make sure that [54:16] stays on your calendar. July 3rd is a [54:19] Friday. That is going to be the day that [54:22] the offices are closed for the 4th of [54:23] July. [54:25] Um we do have the conservation district tour August 20th. [54:30] Couple other things that have come up um [54:33] since since the agenda was posted, we do [54:37] have um a save the date for the CDI golf [54:40] outing. That will be Thursday, August [54:43] 13th. [54:44] Um [54:46] uh the [54:48] Joe Salvati, our director out at the [54:50] OAC, had sent some information out on a [54:53] couple of things. Their RSO appreciation [54:56] dinner is going to be May 18th. That [55:00] will be um a Monday [55:02] at from 6:00 to 8:00 out at the OAC. [55:07] And then on May 20th, that Wednesday, is [55:10] their big welcome to summer event from [55:12] 4:00 to 7:00 out at the OAC on [55:15] Wednesday, May 20th. [55:17] And then just this morning we got word [55:19] too that um next Tuesday, May 12th, that [55:23] morning is the Optimist Respect for Law [55:26] Day breakfast at the American Legion. Um [55:29] I think we need to RSVP if you plan to [55:31] go to that to Dan's office here um [55:34] today. [55:36] So, if you want me to do that, I [55:37] certainly can. Do you plan on going? [55:39] Yes, yes, yes. Doug, do you know? No. [55:42] Okay. I will I will get that over to [55:45] Lynn. [55:46] Um that's all I have unless you have [55:48] questions for me. [55:50] >> Any questions? [55:52] Number 10, State's Attorney Office [55:54] report. [55:57] We will move to number 11, Commissioner [55:59] reports. Commissioner Vanderwall. [56:03] >> Thank you. Uh Wednesday, April 22nd, at [56:06] 1:00, I attended the Samara / 464 [56:09] construction meeting in Volga. [56:12] On Thursday, April 23rd, at 8:30 that [56:15] morning, we had a 911 board meeting here [56:19] on this floor. And then on Wednesday, [56:21] April 29th, [56:22] um I attended, along with Commissioner [56:24] Jensen, [56:25] um a meeting with Banner on the 214 [56:29] project. And then on Thursday, April [56:31] 30th, I went to Watertown for a first [56:34] district meeting [56:36] at noon. And that's my report. Thank [56:39] you. [56:40] >> All right. Commissioner Post. [56:42] >> Yes, on Tuesday, the 28th, we had a weed [56:45] board meeting in [56:48] just barely had enough people there for [56:50] this time around, but we we made it [56:52] through our business, and that's all I [56:54] had. [56:56] » Commissioner Miller. [56:58] >> All right. On the 29th, I went to uh [57:02] >> [snorts] [57:02] >> the college for a bike path presentation [57:05] put on by the uh graphic artist and [57:08] landscape design group up there. Six [57:10] different proposals on a [57:13] bike path from Aurora to Brookings to [57:15] Volga. Um [57:17] The the young folks that did that did a [57:19] great job. It was That was a fun thing [57:22] [snorts] to be part of and to see how [57:23] that process works, and they they put a [57:25] lot of effort into that. [57:28] So, [57:29] I enjoyed that presentation. On the [57:30] 30th, I was able to attend my first [57:34] board meeting for the domestic abuse [57:35] shelter. So, [57:37] >> [clears throat] [57:38] >> what's happening there and uh [57:40] and that's my report. [57:42] >> All right. [57:43] Commissioner Jensen. [57:44] >> On the 22nd, I also attended the Samara [57:46] Avenue construction project uh [57:49] over there, uh they'll complete the [57:51] project here after [57:53] uh I think in July sometime, uh but [57:56] there's just kind of a pre-construction [57:57] deal and they had some things they're [57:58] cleaning up on their initial uh project. [58:02] On the 23rd, I attended the Sioux Valley [58:04] Electric uh [58:05] meeting over in Elkton. It was a [58:08] pretty informational meeting. There was [58:10] uh they had a presentation on data [58:13] centers and they also had a presentation [58:15] on uh high voltage power lines, so [58:19] it was uh [58:20] kind of a good meeting I just happened [58:22] to attend and uh some good information shared there. [58:26] On the 27th, I had a hospital board [58:30] meeting. Uh we kicked off the meet [58:32] meeting by touring the [58:34] OB unit and it was interesting that uh [58:38] last year, I believe there was uh [58:40] 430 [58:43] uh births up there at the OB unit and it [58:46] was uh [58:48] about 212 [58:50] uh boys and 218 girls. It was kind of [58:53] interesting, it's about even split, so [58:56] uh it was a good tour of that and after [58:58] that we had uh the general meeting. On [59:01] the 29th, also met with the Commissioner [59:03] Vander Wall at Banners for the progress [59:05] meeting on 214th Street and uh that's [59:09] all I have. [59:10] >> All right. [59:11] >> [clears throat] [59:11] >> And for my report, on the 23rd, uh like [59:14] Bob mentioned, uh we had an E911 uh [59:18] meeting in the in the next door room. [59:21] Uh talked about, as he as he mentioned, [59:24] uh finding somebody to audit our [59:26] repeaters and our radio systems county [59:28] wide. I think that's uh something that [59:30] we need to start looking at and also [59:32] looking at the radio systems in general [59:34] county wide. [59:36] Uh later that afternoon on the 23rd, I [59:38] did have a Brookings Regional Growth [59:40] Alliance board meeting. [59:41] Um talked about some of the new new [59:43] things going on. Of course, we touched [59:45] on the economic summit that's going on [59:47] today in uh [59:49] in that. On the 24th, uh [59:51] attended Shorty's Hot Box ribbon [59:53] cutting. Uh [59:55] that in [59:56] uh on 6th Street, which is uh going to [59:58] be a neat uh transition from food truck [1:00:00] to actual brick and mortar store. If [1:00:03] anybody hasn't been there, that's uh [1:00:05] it's a [1:00:06] very nice uh new new building. [1:00:09] On the 28th, I was able to attend the [1:00:11] Central Bank ribbon cutting uh for their [1:00:13] new building. Uh that was very well attended as well. [1:00:18] Then on the 2nd, [1:00:20] uh I attended the Jackrabbit Scholarship [1:00:23] Auction up at uh SDSU [1:00:25] at the Sanford Wellness uh sports [1:00:27] complex. Uh [1:00:29] They had uh close to a thousand people [1:00:31] uh in attendance there and raised uh [1:00:34] raised just under 3 million dollars for [1:00:36] scholarships for Jackrabbits. I think it [1:00:38] was one it was 2.96 million. So, very good for our student athletes. And [1:00:45] then on the 4th yesterday, I did attend [1:00:47] the White City Council meeting. Learned [1:00:49] about some of their updates and their uh [1:00:51] their things they have going on for the [1:00:53] next year with uh sewer and and water up [1:00:56] updates and and planning for Pioneer [1:00:58] Days. So, and that is my report. [1:01:01] Uh moving on to number 12, uh we do have [1:01:04] executive session that we added in [1:01:06] accordance to SDCL 1-25-2 {parentheses} [1:01:09] 4 contract negotiations. Do I have a [1:01:11] motion to enter? [1:01:13] >> So moved. [1:01:14] >> Second. [1:01:14] >> Motion is second. All those in favor [1:01:16] signify by saying I. [1:01:18] >> I.
