The chair [3:00] finds pursuant to section one, [3:01] 20.525 Florida statutes, that [3:02] good cause exists for such [3:04] changes and accepts the revised [3:05] agenda. Doctor Hepburn, are [3:08] there any changes? The agenda. [3:10] >> No changes to the agenda. [3:10] MADAM Chair. [3:12] >> MAY I have a motion and a [3:13] second to close the agenda? [5:30] Environment MAY have a motion [5:32] and a second on item one Adopt [5:33] District Educational Facilities [5:37] Plan Fiscal Year 2026 2027. The [5:38] motion is made by DR. Zeman. [5:40] Seconded by MRS. Alhadeff. This [5:41] evening is the second of two [5:42] special school board meetings [5:44] for this District Educational [5:45] Facilities Plan. I now turn it [5:47] over to the superintendent, who [5:48] will now give a brief overview [5:49] of the District Educational [5:50] Facilities Plan. [5:51] >> Thank you, MADAM Chair, and [5:53] good evening. I'm pleased to [5:54] submit this district [5:55] Educational Facilities plan for [5:57] the School Board's [5:58] consideration and adoption. I [6:00] want to start by thanking the [6:01] board for its input and a [6:03] special school board meeting on [6:05] JULY 21st, when the tentative [6:07] District Educational Facilities [6:09] plan was approved. At that [6:10] meeting, the board provided [6:12] feedback on the recommendations. [6:13] Today's presentation of the d. [6:15] F p reflects the board's [6:16] priorities and direction. The [6:17] board is aware that the [6:19] district will engage a master [6:20] planner who will provide [6:21] additional information to help [6:23] shape our district as we [6:24] redefine how our facilities [6:26] serve our students. This plan [6:28] addresses key needs in the [6:29] interim until those [6:30] recommendations are brought [6:32] forward. At that time, the d, f, [6:34] p can be amended to incorporate [6:36] those recommendations. I would [6:38] like everyone to know that the [6:39] district and school leadership [6:40] remain committed to providing [6:42] our students with their world [6:43] class education in a safe and [6:45] secure learning environment. We [6:46] are focused on keeping our [6:47] schools safe and implementing [6:49] upgrades previously approved by [6:51] the board, including security [6:52] cameras, public announcement [6:53] systems and other ongoing [6:55] safety enhancements. This [6:57] District Educational Facilities [6:59] Plan continues to deliver the [7:00] commitments made through the [7:01] Smart program as we move [7:02] towards its completion. The [7:04] plan incorporates updated year [7:05] end financial information, [7:07] refined maintenance and [7:08] infrastructure, project [7:11] schedules, and board and staff [7:12] recommendations. Overall, the [7:13] dfp strengthens the district's [7:16] ability to preserve and enhance [7:17] facilities, improve student [7:18] learning environment, improve [7:19] students learning environments, [7:21] address long term capital needs, [7:23] and maintain financial [7:24] stability. Funding is being [7:26] recommended for high priority [7:28] needs, such as facilities [7:30] projects that address critical [7:31] capital needs, including a new [7:32] auditorium at Coral Glades High [7:34] School, the replacement of [7:35] buildings at Mary Bethune [7:37] Elementary Parkway Middle [7:38] School and also Robert c [7:39] Markham Elementary School, [7:41] along with roofing, Hvac and [7:43] other priority facility [7:44] improvements across the [7:45] district. Additional [7:46] investments in physical plant [7:48] operations to preserve district [7:49] facilities through [7:50] beautification initiatives, [7:51] maintenance projects, [7:52] infrastructure renewals and [7:54] system replacements, enhanced [7:55] safety, security and [7:57] sustainability initiatives [7:59] including security systems, [8:00] building automation controls, [8:02] draining improvements, [8:03] stormwater infrastructure and [8:06] and portable demolitions, [8:07] strategic technology and [8:08] student support investments [8:10] including erp implementation, [8:12] network infrastructure, music [8:14] and academic program, equipment [8:16] replacement, athletic [8:17] improvements, and district wide [8:20] capital improvement needs. We [8:21] appreciate the board's support [8:22] for these important capital [8:24] funding needs. Now, I'll turn [8:25] it over to the Chief Financial [8:27] Officer and the finance staff, [8:28] and they'll make a presentation, [8:29] and we'll answer any questions [8:32] you MAY have afterwards. [8:34] >> Thank you, Doctor Hepburn. [8:37] Omar Shim, task assigned Chief [8:38] Financial Officer. And I'd like [8:40] to introduce Rafiki Brown who [8:41] will go through the slides. [8:43] He's the task assigned director [8:47] of capital budget. Thank you. [8:48] >> Good evening. Thank you, [8:49] MADAM Chair, board members and [8:51] Doctor Hepburn. The purpose of [8:52] this second special school [8:54] board meeting is to discuss and [8:55] adopt the District Education [8:57] Facilities Plan. As a reminder, [8:58] the district continues to [9:01] advance its redefining process [9:02] and will engage a master [9:03] planner to help shape our long [9:06] term facility strategy. Also, [9:08] the dfp is a living document [9:09] and has priorities and needs [9:10] evolve. Budget amendments MAY [9:12] be presented to the board for [9:15] consideration throughout the [9:23] fiscal year. Next slide please. [9:26] >> Oh, we have it here. [9:27] >> As the superintendent [9:29] mentioned, I would also like to [9:30] thank the board for its [9:32] feedback and approval of the [9:34] tentative dfp in JULY. The plan [9:36] before you tonight incorporates [9:38] that feedback. The feedback at [9:40] that meeting. This presentation [9:41] is intended to highlight the [9:43] key elements of the detailed [9:45] plan that you have presented to [9:48] you tonight. Following the [9:49] presentation, the board will [9:50] have an opportunity to provide [9:52] additional feedback, and staff [9:54] is available to answer any [9:59] questions. This slide shows the [10:00] projected capital revenues for [10:02] the next five years, totaling [10:04] approximately $4 billion. The [10:05] board has already reviewed [10:07] these revenue projections, [10:08] which remain unchanged since [10:10] the tentative. Since that time, [10:13] the fiscal year. Fiscal year [10:14] end. Fiscal. Sorry. Excuse me. [10:16] Fiscal year end activities and [10:18] account reconciliations have [10:20] been finalized based on those [10:22] final balances. Unallocated [10:26] carryover is 59 million and 416 [10:28] million is dedicated to ongoing [10:33] capital projects. Next slide. [10:35] All right. Appropriations. The [10:36] appropriations also remain [10:38] largely unchanged from the [10:39] tentative. However, since then, [10:41] staff has added greater detail [10:43] to provide more transparency to [10:44] the school by school projects [10:46] and district wide maintenance [10:48] programs. The additional [10:49] information and maintenance [10:51] infrastructure sustainability [10:53] programs can be found in the [10:59] appendices. This slide is a [11:01] summary of the new funding [11:02] recommendations. And again, the [11:03] board has previously seen this [11:05] at the tentative. The one item [11:07] I would like to highlight is [11:09] the additional $23 million [11:11] included for ppo plan [11:12] maintenance initiatives. This [11:14] funding is above and beyond the [11:15] maintenance funding funded. [11:17] Included in last year's dfp and [11:18] reflects the district's [11:20] continued focus on improving [11:22] the condition and parent and or [11:24] the appearance of our schools. [11:26] The plan also accelerated [11:28] investments in maintenance [11:31] initiatives to include painting, [11:33] additional painting and [11:35] beautification projects. The [11:36] proposed Cops financing [11:40] included in this plan made this [11:47] acceleration possible. The last [11:49] thing I'd like to go over is on [11:52] this slide. The additional [11:53] considerations the board has as [11:55] we look ahead, we must continue [11:56] to develop our long range [11:58] facilities plan with both [12:00] foresight and flexibility as we [12:01] advance the redefining efforts [12:03] and address to address the [12:04] challenges of declining [12:07] enrollment. As discussed, the [12:09] district does have debt [12:12] capacity to fund eligible [12:16] capital projects, and with that, [12:18] we'll go ahead and end the [12:19] presentation, keep it kind of [12:20] short tonight and answer any [12:22] questions you MAY have. [12:23] >> Thank you. Board member [12:26] discussion, MISS Hixon. [12:29] >> Thank you. I have a couple [12:31] of motions to make. So, MR. [12:34] Hill, can you pass out the. I [12:37] typed them up so as he's [12:38] passing them out, I'll just [12:40] tell you that some of the items [12:45] came from a discussion that the [12:48] City of Coral Springs had about [12:50] jp Taravella and some other [12:51] projects that they were doing [12:53] with the district, with the [12:55] district so attached with. [12:56] There's two. There's the letter [12:59] from Tara from Coral Springs [13:01] Commission stating what they're [13:06] willing to to partner with us [13:08] in the hopes of being able to [13:10] pass some of the things that [13:12] are on my motions. So I just [13:14] wanted to put that into context [13:18] as we go through. So on page [13:21] 144 of the actual dfp, it talks [13:24] about bleachers. And on there [13:27] we have bleacher repair and [13:30] replacement replacing exterior [13:31] bleachers, but bleachers, but [13:33] there's nowhere on there for [13:35] the four schools that have no [13:37] bleachers at all. So my motion [13:39] is to add bleachers for [13:41] Taravella, West Broward, [13:42] Monarch and Hollywood Hills [13:44] High. That cost is [13:46] approximately $500,000 per [13:48] school, and those bleachers [13:50] would come along with the [13:52] artificial turf, which is my [13:54] next motion. So I move to add [13:56] bleachers to jp Taravella, West [13:58] Broward Monarch and Hollywood [14:00] Hills High for $500,000 per [14:04] school to the defp for this [14:05] this fiscal year. [14:08] >> Second. Second motion made [14:10] by MISS Hixon. Seconded by MISS [14:11] Rupert. Public comment on the [14:16] Motion Board member discussion. [14:17] All in favor of the motion, say [14:18] aye. [14:18] >> Aye. [14:21] >> All opposed? Say no. Motion [14:22] passes unanimously. [14:25] >> Thank you. With that also in [14:27] mind, my second motion is we [14:29] also and I can't find it in [14:31] here in the d. Well, on page [14:34] 129 of the defp, it shows where [14:36] we made motions about putting [14:39] artificial turfs on to the high [14:40] schools. But there were four [14:42] schools, the same schools we [14:44] just added bleachers to that [14:45] were left off the list for [14:47] artificial turfs. So my motion [14:49] is to add j p Taravella West [14:51] Broward, Monarch and Hollywood [14:52] Hills to the list of schools [14:54] that will receive artificial [14:56] turf fields. [14:57] >> Second motion made by MISS [14:59] Hixon, seconded by MISS Rupert. [15:00] Public comment on the motion [15:02] Board member discussion. DR. [15:03] Zeman. [15:05] >> Thanks, chair. I'm curious [15:06] about the superintendent's [15:08] priorities for artificial turf [15:10] fields. This was not included. [15:12] Doctor Hepburn, in your [15:13] recommendation for the capital [15:16] budget for this year. So let me [15:17] just start with what would the [15:18] total cost of those four [15:21] artificial turf fields be? [15:23] >> Staff. We don't. A total [15:28] cost for the additional four. [15:30] >> Good afternoon. Mark Dorsey, [15:31] task assigned chief facilities [15:34] officer there at right at. For [15:37] the turf fields $2 million per [15:40] field. [15:42] >> Terrific. And that answers [15:44] the cost question doctor [15:47] Hepburn we have schools all [15:49] over Broward County. These four [15:51] are deserving of synthetic turf [15:52] field like all of our schools [15:54] are. Are these the four that [15:55] would make the most sense in [15:57] terms of overall prioritization [15:59] of our need for athletic fields? [16:01] >> Yeah. These four were not [16:03] added on the list because there [16:04] were no bleachers. And since [16:06] the I think the first motion [16:08] passed. So now there's [16:09] bleachers. So that's the reason [16:10] why these four were never on [16:12] the list because there were no [16:13] bleachers. [16:13] >> Terrific. But would these [16:15] four places be the highest [16:16] priority for Broward County [16:17] schools to put artificial turf [16:18] bleachers? [16:19] >> There's a kind of evaluation [16:21] or criteria system that we used [16:23] as far as who goes first, who [16:24] goes second. So the [16:25] prioritization would be based [16:33] off of need. Athletic field use. [16:36] Not purchase orders, [16:37] maintenance and. [16:37] >> Maintenance of the current [16:40] field fields. [16:41] >> Go ahead. If anything else, [16:44] Doctor Wanza or MR. Dorsett. [16:45] >> It's based on current [16:47] conditions and the need for the [16:49] fields. There are some of them [16:52] that we can wait as far as [16:54] getting installed, but they [16:56] need to be on the list because [16:57] they weren't accounted for at [16:58] all. [16:59] >> Let me just clarify, DR. [17:02] Zeman this isn't to say they're [17:03] next on the list. Every other [17:05] high school except these four [17:07] are already on the list. It's [17:09] just to add them. So wherever [17:11] they fit in the schedule, [17:12] they'll be added. But right now [17:14] they're not in consideration at [17:16] all because they didn't have [17:17] bleachers. So I just wanted to [17:18] clarify that. [17:20] >> For you. That makes it real [17:21] easy. The motion, though, isn't [17:23] year specific. It's really. [17:24] >> Just to add them. [17:26] >> When it makes sense. [17:26] >> Correct. [17:28] >> I would ask our general [17:30] counsel, is it okay in a budget [17:32] discussion to not allocate [17:35] funds to years? Can we say it's [17:36] $8 million over the five years [17:40] of the d e, f p plan as it fits, [17:41] or do we have to be more [17:47] specific? [17:49] >> The question is whether or [17:51] not you can bind another board, [17:53] because if you're doing it over [17:54] multiple years, then you're [17:57] binding another board. You can [17:58] say that with the understanding [17:59] that the other board MAY [18:01] reverse it at some point. [18:03] >> No, totally. So this whole [18:05] budget document takes money, [18:06] puts it in years and categories, [18:08] right? This is a motion saying, [18:10] hey, we want to do it, but it's [18:12] got to make sense, which I love. [18:14] Right? But how do we put $8 [18:16] million in a budget document [18:17] without identifying the year [18:19] that we're encumbering the [18:20] funds? [18:22] >> I think that's more of an [18:24] operational question than a [18:25] legal question. [18:25] >> Well, it would be [18:27] operational, except I have to [18:28] vote on this budget, and I [18:30] don't know how to vote on a [18:31] budget when it doesn't have [18:33] these dollars allocated by year. [18:35] >> If I if I could jump in, we [18:36] kind of have already done that, [18:38] though, because we've said all [18:42] the other ten. What was it, 14 [18:44] schools total, this, that, that [18:46] we were going to do turf fields [18:47] and that they would make a [18:49] schedule based on all of the [18:51] criteria they just told you. So [18:52] this isn't doing anything [18:54] different than we've already [18:55] done with all the other high [18:56] schools. It's just adding them [18:57] to the list. [18:59] >> So we're going from 14 to 18 [19:00] high schools getting turf [19:01] fields. What year is the funds [19:04] spread around? Is that all next [19:06] year or what? How many years is [19:07] that spread out over the think [19:09] or I could look it up. I'm [19:10] sorry. I just don't know which [19:11] page. [19:12] >> We have three more years. So [19:14] we we've done we did last year, [19:16] the year. So we have installed [19:20] them at. What's nine schools [19:21] currently. Right. And so we [19:23] have like a five year plan to [19:25] get it to get all the schools [19:27] done. As MISS Hixon said, these [19:30] schools are not listed in the [19:32] schools that we were that were [19:33] the board had committed to [19:35] installing fields. [19:38] >> So it's fy 27, 2829. The [19:40] next three years, correct? [19:41] >> Yes, yes. [19:43] >> So it was a five year plan [19:44] and three years left. [19:45] >> So great. So that eliminates [19:47] the the, the board member issue, [19:49] which is we have to approve a [19:50] budget that puts money into [19:51] specific years. So thank you [19:53] for putting us all together now. [19:54] >> And I'll just add to you [19:56] have to approve a five year [20:00] plan anyhow, so that's fine. [20:01] >> MISS Thompson. [20:03] >> I just had a question [20:04] because I at least I know West [20:06] Broward doesn't have lights, so [20:08] they can't play games on their [20:09] field anyway so that. [20:11] >> They can't. When I spoke to [20:12] the principal, if they could [20:13] get bleachers in the field, [20:15] they could do like Hollywood [20:17] Hills does and do 4:00 games. [20:19] >> Well, that's what they've [20:20] been doing. Now. I'm just [20:21] saying, if we're I guess I'll [20:23] bring this up for your next [20:24] motion. But if we're investing [20:26] all this into fields and we [20:28] don't have lights so they can't [20:29] play games, then I don't see [20:32] the point of it. So I will hold [20:33] that. [20:34] >> But they can't they can't [20:36] have games. They're happy. I [20:38] mean, I spoke to the principal. [20:38] So she. [20:39] >> I've also been speaking with [20:41] this principal for the stadium [20:43] for the last two and a half [20:45] years now. So that's why I'm [20:45] bringing this up. [20:48] >> Yeah. And to that point, [20:51] like for Taravella, the the [20:53] city has agreed to do the [20:55] lights. So we were hoping to [20:57] use that to talk to other [20:58] people. And if I'm not mistaken, [21:00] West Broward has a partner who, [21:03] if they see we're putting the [21:04] investment in, could possibly [21:07] cover the cost of, of the [21:08] lights and other additional [21:11] things at the school. So I [21:13] think that would eliminate that [21:14] concern. [21:17] >> MISS Bulman. [21:20] >> What is the I mean, I know [21:22] that everything would vary from [21:24] place to place, but how does [21:25] anyone have an estimate of how [21:27] much it would cost to put [21:28] lights in on a football field? [21:30] >> Million dollars. [21:31] >> 2 million. [21:33] >> I can pull up the estimate I [21:34] got for West Broward. Give me a [21:35] second. [21:37] >> And does anyone know how [21:39] much money we lose? Like, I [21:40] know that there's a disparity [21:43] because the the schools that [21:44] can host football games and [21:46] things of that nature have the [21:48] opportunity to raise money. And [21:50] the ones that don't do not have [21:52] that. Does anyone have the [21:55] numbers on that or approximate. [21:57] >> As far as revenue from gates [21:59] from football? Yeah. And I want [22:01] to say from the Wanza, even if [22:02] they play at another field for [22:04] their home game, they actually [22:06] keep the gate. [22:07] >> Yes, when they play it or [22:10] not. So if J.P. Taravella [22:11] played their home games at [22:13] Coral Springs, jp Taravella [22:14] gets the money for the gate. [22:16] The Coral Springs High doesn't [22:19] keep it, if that's the question. [22:21] Yeah. [22:22] >> But no, the question is how [22:24] much do they how much is how [22:26] much are we getting at the gate? [22:27] >> So that that depends on [22:29] crowd size. Right. You know, [22:30] the the tickets are the ticket [22:32] cost. And then there's a little [22:33] adadmistrative fee and it [22:34] depends on crowd s se. I've [22:36] be to schoooo w wh homee [22:38] fields in a v very smallrowdwd [22:39] size. It just depends on crowd [22:41] size and it varies, but we can [22:42] certainly provide a follow up, [22:43] Doctor Hepburn, that we can [22:45] take an analysis over. You know, [22:47] a couple a year or two of a [22:49] football season to give the [22:52] board a better idea of how much [22:54] it is. But I don't I do not [22:55] know right off the top of my [22:56] head. [22:57] >> Okay, thanks. So we'd be [22:59] looking at about $8 million to [23:00] put lights in on four fields, [23:04] plus the 2 million for the [23:06] bleachers and another. What did [23:08] we say? How much were the turf [23:09] fields? [23:14] >> 2 million per 8 million. [23:14] >> Okay. [23:16] >> All right, well. [23:18] >> Just keep it in mind. [23:21] >> MISS Thompson. [23:22] >> The estimate I got was 1.2 [23:25] for for for poles and fixtures. [23:28] So probably with labor sharing [23:30] that. [23:32] >> MRS. Alhadeff. [23:34] >> My question is to Doctor [23:36] Hepburn. If the board approves [23:40] all of these motions, where [23:42] exactly is the money coming [23:44] from the budget. [23:46] >> Go ahead, MR. CHAIRMAN. [23:48] >> It would come from the [23:50] unallocated reserve and [23:52] currently in the plan, we're [23:53] starting off the year with [23:58] about $71.71 million. [23:59] >> In allocated. [24:01] >> And how does that affect our [24:02] fund balance? [24:04] >> It's capital dollars. So it [24:06] doesn't impact the general fund [24:08] balance at all. Okay. [24:10] >> We do have in our fund [24:12] balance policy, we do have a [24:13] goal in the capital plan as [24:16] well. And that's around 50 [24:19] million is our rough goal. So [24:20] we are above that currently [24:26] with this unallocated reserve. [24:31] >> Anyone else on the motion? [24:32] All in favor of the motion. Say [24:33] aye. [24:34] >> Aye aye. [24:37] >> All opposed. Say no. Motion [24:38] passes unanimously. [24:40] >> Thank you. Along those lines [24:44] as well. On both page 129 and [24:46] 150, it addresses video [24:47] scoreboards for schools that [24:50] are receiving artificial turfs. [24:52] So that's where this motion [24:54] comes from. So I moved to [24:55] include video scoreboards at [24:57] all schools receiving [24:58] artificial turf fields, [25:00] including the remaining 14 [25:02] schools scheduled to receive [25:04] artificial turf fields and [25:06] additional cost of 500 000 per [25:08] school, with installation [25:09] occurring concurrently with the [25:11] turf project, which is what's [25:14] happening now to provide video [25:15] scoreboards as needed at [25:17] schools where artificial turf [25:18] fields already have been [25:20] installed. So some video boards [25:22] have already been installed so [25:24] we don't have to go backwards. [25:26] But some of those nine didn't [25:28] get video scoreboards and it's [25:30] not in the dfp. It's in there [25:32] for two of them. And then [25:33] moving forward, if you're doing [25:36] the turf fields, it just makes [25:38] sense because we're doing it [25:41] already with the ones that are [25:43] have been done for some of them [25:44] to put the video scoreboards in [25:47] at the same time. So that's one [25:48] motion. [25:51] >> Is there a second. Second [25:52] motion made by MISS Hixon, [25:55] seconded by MISS Rupert public [25:58] comment on the motion board [25:59] member discussion. I know MR. [26:03] Shim and staff want to speak. [26:04] You're flagging me? [26:06] >> Yes. Through the chair on [26:09] page 88. There are scoreboard [26:10] replacements scheduled [26:11] throughout the plan, and I [26:13] believe those are in place for [26:15] those fields scheduled to get [26:17] turf fields to go along with [26:20] that. Mark, is that correct? [26:22] >> Excuse me? No, the funding [26:24] for the scoreboard that's in [26:28] the current defp. Those are for [26:31] like the gym, the baseball [26:33] field we had, we there was a [26:36] specific item that that we [26:39] brought to the board to pay for [26:42] scoreboards for Deerfield High [26:43] School, South Broward High [26:45] School, and I believe it was it [26:47] was 2 or 3 high schools. [26:48] >> On page. [26:50] >> 129 yeah. But the overall, [26:53] the, the, the money that was [26:54] allocated that we mentioned for [26:56] school boards, those are for [26:58] like the baseball, the smaller [27:01] scoreboard replacement baseball, [27:04] softball, the gymnasium, [27:06] basketball, that's the [27:10] scoreboard that's allocated in [27:15] in the defp. [27:17] >> Board member discussion. DR. [27:21] Zeman. [27:23] >> How this is a half $1 [27:24] million for how many total [27:25] schools. [27:27] >> Each school cost $500,000 [27:28] for the video scoreboard. [27:29] >> I'm familiar with that. I [27:31] just need to know the number. [27:32] How many schools would this [27:34] motion cover? Because we need [27:36] to know a cost for this motion. [27:38] >> As far as I understand it, [27:40] it's 14 schools. Based on my [27:43] conversation with MR. Dorsett. [27:45] >> But the nine that already [27:46] have turf fields, not all of [27:48] them got the videos. Are there [27:49] seven left over there. [27:50] >> I believe. [27:53] >> Can you confirm MR. Dorsett [27:55] or Doctor Wanza the the nine [27:58] fields that received new turf [28:00] fields. How many did not [28:02] receive new video boards? [28:05] >> Right now the only two that [28:08] I know of. Well, three. That [28:09] was a repair. That was a [28:10] replacement for Blanche Ely. [28:13] That's going on now. But [28:16] Deerfield Beach did get a new [28:18] video board. I think it's being [28:20] installed now. South Broward is [28:21] getting a new video board. It's [28:24] being installed now. We wanted [28:26] to make sure that we know that [28:28] there was an issue with the [28:30] school board at Dillard High [28:32] School. We. When last year's [28:35] showcase, we had to use a. We [28:38] had to rent a temporary system [28:40] for that. We were able to get [28:41] that one up and running, but [28:46] it's one of the older analog [28:48] type boards. It's not the [28:49] digital scoreboard. [28:51] >> So we have. If I'm hearing [28:53] you right, seven schools that [28:55] don't have. [28:56] >> That's. That's correct. [28:57] >> MacArthur and Miramar are [28:58] already in the. [28:59] >> They're on. [29:00] >> Their page. [29:02] >> 150 okay. All right. [29:03] >> Some already in the works. [29:04] >> Okay. So y'all missing my [29:06] numbers up now. Yeah. So how [29:09] many out of the total number of [29:10] school passed that we've done [29:12] the fields in the future? How [29:14] many don't have scoreboards are [29:15] slated to have scoreboards. [29:16] What's that total number? [29:17] >> Video scoreboards. [29:18] >> Video scoreboards. [29:20] >> Video scoreboards. The only [29:22] one that has video scoreboards. [29:25] Now and again you have we're [29:27] made a request for MacArthur, [29:29] the new video school board. [29:30] They should be getting one. And [29:32] I think Cooper City should be [29:36] getting one in this this year's [29:38] budget. But the rest of them, [29:41] we wanted to put a video scored [29:42] at Dillard High School because [29:44] they didn't get one. We are [29:46] putting one at, like I said, [29:48] Dillard High, Deerfield Beach [29:49] and South Broward. Those are [29:51] the only ones that that's [29:52] already slated for for. [29:55] >> Video accounted for. So four [29:57] schools have a commitment from [30:00] d, f p for a video scope, a [30:01] video scoreboard to be [30:03] installed. Correct. So that [30:08] would leave five plus 14, 20 [30:09] schools, correct? [30:10] >> Correct. [30:12] >> So 2020. Yeah. So the item [30:15] is to the motion is to be clear, [30:17] MISS Hixon 20 schools at half a [30:19] million to do video scoreboards. [30:21] >> So I'll fix that because [30:22] that wasn't the number I got [30:24] when I did this. So I'll fix it [30:27] based on that. So remaining 20 [30:29] schools scheduled to receive [30:30] artificial turf. [30:31] >> Terrific. And what years [30:33] would those be laid into the [30:34] dfp budget? [30:35] >> Whenever they do the [30:36] artificial turf. [30:39] >> So we would have to carry it [30:41] out over the next three years [30:44] and also backtrack within the [30:45] next three years for the ones [30:46] that did not receive. [30:49] >> Terrific. I'm worried about [30:52] this, and I'm worried about it [30:54] because of the things that we [30:56] talked about this morning. You [31:03] know, there are. Critical. Adds [31:06] to a d, f p to a capital budget [31:07] that I could look my neighbor [31:09] in the eye and say, I need a [31:11] synthetic turf field. They last [31:12] longer. They're easier to play [31:14] off. It motivates people to do [31:15] athletics. It's so important [31:16] for them. Great athletics leads [31:18] to great academics. I get that [31:19] bleachers. I can talk to my [31:20] neighbors all day about [31:25] bleachers. I like having video [31:27] scoreboards. I mean, it's a [31:29] it's a nice to have. I worry [31:30] that we're going out for a [31:32] referendum on NOVEMBER 3rd, and [31:33] someone's going to find out. [31:34] We're spending their money on [31:35] video scoreboards at high [31:37] schools. And they said, if you [31:38] can do video scoreboard, you [31:41] don't need any more money. And [31:42] it's going to get too [31:43] complicated to explain the [31:46] capital versus operating budget [31:48] differences. But this doesn't [31:51] pass my test. If we do a few a [31:52] year, if we roll them out [31:57] slowly, I get that. But to, to, [31:59] to do this today and to do it [32:03] without staff kind of work on [32:05] this. I, I don't see how this [32:06] helps us get to our strategic [32:09] goals either, like a synthetic [32:12] turf field, bleachers, greater [32:13] athletics, greater engagement [32:15] with the students. I get that. [32:17] I think this is a nice to have, [32:19] but I don't think that this is [32:20] something that fits or competes [32:23] very well against some of the [32:24] other things that we could do [32:28] with capital dollars. So I just [32:29] think that right now this is [32:31] probably just a good idea and [32:33] not great timing. I like the [32:35] pace that we have right now [32:37] laying these things in. [32:39] >> Thank you. Additional board [32:40] member discussion on the [32:42] substitute motion to change the [32:43] number of schools and requisite [32:45] costs. MRS. Alhadeff. [32:48] >> Yes, so I think we should [32:50] stick with the the four schools, [32:51] the J.P. Taravella, West [32:53] Broward Monarch and Hollywood [32:55] Hills High School. I kind of [32:58] look at this as a complete [32:59] package. I know, MISS Hixon, [33:00] you're doing as individual [33:02] motions, but it's really you're [33:04] doing the artificial turf. You [33:06] need the bleachers, you need [33:08] the scoreboard, you need the [33:10] lighting. And what does that [33:13] whole entire package encompass [33:16] for these four schools? So I [33:19] would amend that motion to not [33:21] be the 20 schools, but these [33:23] four schools, because you're [33:25] already doing the turf field [33:27] and the bleachers. And then [33:30] obviously later in time you can [33:34] work on the other 16 schools [33:37] for the video scoreboards. [33:40] >> So are you making a [33:42] amendment to the substitute [33:42] motion? [33:43] >> Yes. My amendment to the [33:46] substitute motion is to have [33:48] this video scoreboards for J.P. [33:49] Taravella, West Broward Monarch [33:51] and Hollywood Hills High School. [33:55] >> Is there a second? [33:56] >> Second. [33:58] >> Seconded by. I'm sorry I [34:00] didn't catch you second. That [34:02] MISS Bulman public comment on [34:05] the amendment. MISS Hixon [34:06] motion. [34:09] >> So yeah, I will and I my [34:11] concerns with that is, I mean, [34:13] I want all of them to get it, [34:16] obviously. But those four [34:19] schools are not slated to be [34:21] next. They're not going to be [34:23] necessarily the four schools [34:24] that are going next year. [34:26] There's a there's a progression [34:29] there. And so you MAY not do [34:30] let's say, for example, [34:33] Hollywood Hills MAY be no [34:35] offense or anything. Fiscal [34:37] year 29. What about all of [34:39] those other schools that get [34:42] the turf field that don't get [34:43] the scoreboards? This motion is [34:46] saying, as you put in the turf [34:47] fields, those schools get the [34:49] scoreboards, as you just said, [34:51] as a total package. That's what [34:53] that motion is trying to do as [34:55] we move through and put turf [34:56] fields in all the schools, at [34:58] whatever pace that happens to [35:00] be, we're agreeing to put in [35:02] the video boards because, as [35:04] was mentioned, there are 4 or 5 [35:05] schools that have them now. [35:08] Some schools have no scoreboard [35:11] at all. Why would we put in a [35:13] not state of the art scoreboard [35:14] if we know we're going to put a [35:16] scoreboard in later? Like that? [35:18] Was the purpose of this. There [35:19] are a lot of schools. The [35:20] scoreboard doesn't work. And [35:22] like MR. Dorsett said, they [35:25] bring in a temporary one. For [35:26] example, we're at Coconut Creek [35:28] on Friday and they had this [35:31] huge football showcase there, [35:33] and they had to borrow a [35:34] scoreboard because their [35:35] scoreboard doesn't work, and [35:37] they just got a brand new turf [35:38] field. To me. If you're going [35:40] to put in that money to do a [35:42] turf field, why would you do it? [35:44] I don't want right. I don't [35:45] want to say it in a way that's [35:48] coming to my mind. But you [35:50] halfway. Thank you. You know, [35:53] you want the whole package and [35:54] and it, you know, then people [35:56] will come and rent the field [35:58] and you'll get more out of it. [35:59] So that's, that's why they're [36:01] separate like this. They're [36:03] it's not just for those four. [36:05] And those 4th MAY not happen [36:08] for 4 or 5 years down the line. [36:09] So I think it makes more sense [36:11] to make a motion that you put [36:13] the scoreboards in as you put [36:14] the turf. I appreciate what [36:15] you're saying, but I think [36:16] we're saying the same thing [36:22] just in a different way. [36:26] >> So how many how many schools [36:29] have we already approved that [36:31] have this mish mash of? Yes, [36:33] they have a turf field, but no, [36:34] they don't have video [36:35] scoreboard lights or no, they [36:37] don't have lighting. [36:39] >> Yeah. [36:40] >> So I don't think we and [36:42] correct me if I'm wrong staff, [36:43] I don't think we've approved [36:45] any turf fields for any fields [36:47] that don't have lighting. Maybe [36:48] Hollywood Hills is the only one. [36:50] If there is on the list, go [36:51] ahead DR. Holness I'll let you [36:53] give the details. [36:54] >> So thank you, Doctor Hepburn. [36:56] So that is correct. The the, [36:58] the fields that are slated to [37:02] be replaced with the turf field [37:04] product that we put at the [37:06] current was that nine schools. [37:07] These are already existing high [37:10] schools with complete stadiums. [37:11] And when I say complete [37:13] stadiums, I mean they have a [37:14] concession stand, they have a [37:16] press box, they have restrooms, [37:19] they have the full outfit of a [37:21] high school stadium. Wt we [37:25] did in this past year was as we [37:26] worked on the schools that have [37:28] the complete stadium package, [37:31] we also work to mitigate issues [37:32] at Hallandale High School [37:34] because we know that they have [37:35] drainage issues when it comes [37:37] to installing a turf field [37:39] there, as well as work to look [37:42] at what are the concerns at [37:43] Hollywood Hills High School? [37:44] Because we know that lighting [37:46] has been the concern there, [37:48] because the city does not want [37:50] the football lights, they just [37:51] don't want the lighting. And [37:53] that's why they play their [37:57] games at 4:00. So the the [37:58] schools that are on the [38:00] schedule over the five years [38:02] that the board initially [38:04] outlined, our schools that have [38:07] current functioning, complete [38:10] stadiums right now. [38:14] >> So then the 20 schools, are [38:18] they on this list? [38:20] >> So all of the schools are on [38:22] the list, with the exception of [38:25] West Broward, Taravella monarch. [38:27] And we we have not put [38:30] Hollywood Hills on yet because [38:32] we have to work with the city [38:33] on, you know, the residents if [38:35] they're going to allow for the [38:36] lighting and all of that. But I [38:38] can tell you, West Broward, [38:39] Monarch and Taravella are not [38:44] on the list. They are not. [38:48] >> Okay. So in. Right there on [38:51] the list now. [38:53] >> You all just passed a motion [38:54] to put them on the list. So now [38:56] they're on the list. But but [38:57] prior to this meeting, they [38:59] were not on the list. But you [39:01] just took motion through a vote [39:03] to add those four schools. [39:06] >> Okay. So but so you're [39:07] saying the nine schools you [39:09] have have the complete package [39:10] already. [39:12] >> As well as the ones that are [39:14] slated for this year and the [39:15] following year? Yes. So when [39:17] they do so you're and I mean, [39:18] we can name the schools, but [39:20] these are the high schools that [39:21] already have complete football [39:21] stadiums. [39:23] >> Okay. So but now, so you're [39:26] saying there's still 20 schools [39:27] that do not have the complete [39:27] package? [39:29] >> No, no. There are those are [39:31] the 20 schools. I believe that [39:32] we're saying that we are [39:34] working to add the turf fields [39:37] to. But they have functioning [39:39] grass fields right now. [39:41] >> And they don't have video [39:41] boards. [39:42] >> They don't have video. [39:44] >> Boards, traditional [39:45] scoreboards, right. [39:46] >> With the with the light, the [39:47] analog or the light bulbs or [39:48] whatever, those words that. [39:50] >> Are used to seeing when we, [39:52] you know, grew up as kids. [39:53] >> So in my mind, what I'm [39:55] thinking is that if we do a [39:58] turf field at a school, then it [40:00] should come with the video [40:02] scoreboard and, and the [40:04] lighting and the bleachers. [40:06] That should be our standard. [40:08] >> So the bleachers are already [40:10] at these schools. I think the [40:12] the motion that is being made [40:13] or that is being considered [40:16] right now is we are replacing [40:18] the field. And with the field [40:21] should come the new scoreboard. [40:22] Because these schools already [40:24] have bleachers, they have [40:25] lighting, they have concession [40:27] stands, they are complete high [40:28] school stadiums. [40:31] >> And are these 20 schools for [40:33] the artificial turf in this [40:36] plan? Now. [40:37] >> By by virtue of the vote [40:39] that you just took, then the [40:41] remaining four that were not in [40:43] are in. [40:47] >> Okay. So then I go back to. [40:54] Oh, I see. Yeah, yeah. [40:55] >> And the four okay. So don't [40:57] have light are the only schools [40:58] that don't have lights, right? [41:00] >> So what I would say is this [41:04] based on the plan of, with the [41:06] years that whoever is up to get [41:08] their turf field, that they [41:09] would get the complete package [41:12] of the video scoreboard and the [41:13] bleachers and lights if [41:14] whatever they need, but they [41:15] don't have that should be [41:18] should be the standard. [41:19] >> That's kind of what this [41:21] motion does. [41:26] >> y'all saying the same thing. [41:28] >> Yeah, yeah, I know. So Miss [41:29] Bulman has a question. MISS [41:32] Thompson has a question. [41:34] >> So I have a question about [41:37] if to clarify because not 100% [41:39] clear if we're putting all this [41:40] together, every single high [41:41] school in Broward County public [41:45] schools will have a turf field, [41:46] and then eventually they would [41:48] get the scoreboard and they MAY [41:49] not have. [41:50] >> So they will have a turf [41:53] field. They will have bleachers [41:54] and a scoreboard. [41:55] >> Most of them. [41:56] >> Have video or video [41:58] scoreboards. Some will not have [41:59] lights. [42:00] >> And some will not have [42:02] lights. But we can work on that. [42:03] Correct. It's not really as [42:04] expensive as I thought. If [42:05] we're spending this much money [42:07] on a turf field and a correct [42:08] and a scoreboard, it's like [42:10] lights seem to be a important. [42:12] I have a specific question [42:13] about one of my high schools, [42:16] Hallandale High, because my [42:17] understanding is that they have [42:20] field conditions that makes it [42:21] difficult for them to get a [42:23] turf fields or are they on the [42:24] list or are they. [42:26] >> So what we did last year was [42:29] we started working on looking [42:31] at how do we mitigate the [42:34] conditions that would allow for [42:36] them to have a field, as we [42:39] know, the land that the school [42:42] is built on is what makes it a [42:44] challenge, right? To. And so [42:45] MR. Dorsett can talk about the [42:47] work that they're doing there. [42:49] But I just want to Doctor [42:50] Hepburn, if it's okay. I just [42:52] want to be perfectly clear on [42:53] the record when the question is, [42:55] will every high school now have [42:58] a stadium or turf fields and [43:00] bleachers when this is done, [43:02] the answer is no, because we [43:04] know that Fort Lauderdale High [43:06] School and Stranahan High [43:09] School. We. I don't even think [43:10] Fort Lauderdale High School [43:12] even has the land to even [43:13] entertain dng this on t their [43:15] campus if theheyanted to, [43:17] coupled wit theame ccecern [43:19] MAY be attrananahan. Sohahat is [43:25] why the board has. Every year [43:27] approved. And the agreement for [43:29] those two schools to play their [43:31] home games at the community [43:34] field. I'm going to say the old [43:34] Lockhart because I'm just old. [43:36] It's going to always be [43:38] Lockhart Stadium to me, but but [43:39] I just wanted to be have it [43:41] very clear on the record that [43:43] when we say, well, every high [43:44] school, the answer is no. Every [43:46] high school that has the [43:49] facility and the ability to do [43:50] it, then that that answer would [43:53] be yes. And, and we do have it [43:55] noted in our working documents [43:58] around Hallandale and Hollywood [43:59] Hills. [44:02] >> For the field conditions for [44:04] both of them. [44:06] >> Hallandale is for the field [44:07] conditions and Hollywood Hills [44:09] is for the lighting, because [44:12] the community has objected to [44:14] the lighting, but that, again, [44:15] they can play the games at 4:00. [44:17] If we do the field and make [44:18] sure they have the adequate [44:20] bleachers and things of that [44:22] nature. [44:23] >> So would there be an [44:25] opportunity to go back to the [44:25] community? [44:27] >> And yes, that's the hope. [44:28] >> Absolutely. That's what we [44:29] need to do. [44:30] >> No, that's the hope. [44:31] >> So I mean, when we're [44:33] looking at this is a ton of [44:34] money regardless of how we're [44:37] doing it. So if we is there a [44:38] feasibility for us to add [44:41] lights to these four schools? [44:43] >> This city allows us to do [44:43] that. [44:45] >> So if the city allows for [44:47] then the board would have to [44:49] either obviously, as you're [44:52] doing now, appropriate funds [44:53] somewhere in the in the [44:55] appropriate out years or, you [44:57] know, we can have to see if the [44:59] city of Hollywood is interested [45:01] in doing some kind of [45:02] commitment, like the letter [45:04] from the City of Coral Springs [45:05] says. [45:08] >> Right. [45:08] >> Now. [45:10] >> I just want to make sure [45:11] that it's clear, though, that [45:13] the city of Coral Springs has [45:16] some contingencies with that [45:17] donation of lights. So in order [45:19] to get that, we need related [45:21] improvements with regards to [45:23] the synthetic turf track [45:25] resurfacing, bleacher upgrades, [45:28] pressbox enhancement, and [45:34] perimeter fencing. [45:35] >> You know, they don't. [45:37] >> Are you done, MISS Bowman? [45:39] >> I guess for now. Yeah. But [45:41] the if we wanted to amend this, [45:44] we could just put this into the [45:46] plan now, or we can put it we [45:48] can amend it later after we go [45:49] back to the city. [45:50] >> Yep. [45:52] >> Okay. I just know that at [45:53] Hollywood Hills, they're [45:54] missing out on a lot of [45:55] opportunities. And quite [45:58] frankly, playing football in [46:00] the summer at 4:00 in the [46:03] afternoon is not ideal. It's [46:05] not ideal to play at at 8:00 [46:06] here in the in the evening. And [46:09] it's definitely not at 4:00. So [46:12] I would like to look into [46:13] getting consent from the [46:14] neighbors, especially if we [46:15] could, you know, they could [46:17] have some kind of use or [46:19] something. Maybe we could deal [46:20] there. [46:21] >> MISS Thompson. [46:24] >> I just share MISS Bowman's [46:25] concerns. I also just think if [46:28] we're going. I mean, that's $10 [46:30] million just on scoreboards. I [46:33] think there needs to be some [46:35] prioritization here. I also [46:36] feel like if we're going to be [46:40] investing $8 million on the [46:42] turf fields and then $2 million [46:44] on bleachers, then we should [46:47] include lights on it, because [46:49] that's still cheaper than the [46:53] $10 million for scoreboards. [46:54] >> Hixon. [46:56] >> Thank you, and I appreciate [46:57] that. I don't think it's an [47:01] either or. For example, [47:02] Taravella the City of Coral [47:05] Springs has agreed. And I think [47:06] that that was a conversation [47:08] they were having in the [47:10] workshop. The conversations [47:12] that we that I've had is that [47:16] if they see we are committed to [47:17] making some of those [47:19] improvements they asked for, [47:20] they're going to come through [47:23] with the the cost of the lights. [47:24] And then using that, maybe we [47:26] could go to the city of Coconut [47:28] Creek and say, Coral Springs [47:29] did this. What can you do to [47:31] partner with us? Like I said, I [47:33] know West Broward has a partner [47:35] right now who again said, if [47:38] you show commitment [47:39] >> To doing something with the [47:41] field. We are willing to have a [47:43] discussion about the lights, so [47:45] I think there's a good [47:47] possibility here to work with [47:49] partners to cover the cost of [47:51] the lights. And again, there [47:53] are many scoreboards maybe [47:55] there, but they're not working [47:57] or there's lights missing. And [47:59] if we're going to have video [48:00] scoreboards at some schools, it [48:03] should be consistent across all [48:05] of them. Does it have to happen [48:07] all next year? It does not. You [48:10] know, we can, as DR. Zeman said, [48:12] maybe spread it out a lot along [48:14] the way more. But I again, I [48:16] don't want to do things half [48:18] way. And it feels like if you [48:19] do the turf and you don't do [48:20] the video scoreboards, you're [48:22] not providing that state of the [48:25] art facility that the turf [48:28] fields indicate that you have. [48:34] >> DR. Zeman. [48:37] >> I'm, I'm just going to ask a [48:41] few questions, Doctor Hepburn. [48:42] You're the superintendent of [48:43] public schools in Broward [48:45] County. Your responsibility is [48:47] to come give us guidance about [48:50] priorities. Is this amount of [48:53] money, which is now over $20 [48:55] million to support athletic [48:57] fields, the highest priority [48:59] for spending $20 million of our [49:00] capital resources in Broward [49:01] County? [49:02] >> I would say there's [49:05] definitely some competing [49:08] interests. If we spread this [49:10] out over multiple years. And [49:12] I'm not thinking three years [49:13] because it's three, my [49:14] calculation is about 10 million [49:15] per year right now. If we [49:17] spread it out, probably over [49:20] the next 4 to 5 years, [49:21] something feasible that we can [49:22] get done. [49:24] >> Terrific. I, I also have to [49:26] weigh in on priorities. That's [49:29] my job. And I don't feel like [49:31] this is the highest priority. I [49:33] go around schools and we have [49:34] cafeterias with seven sections [49:36] of people going to eat because [49:37] the cafeterias are too small. [49:38] We have media centers that [49:40] don't have full stacks of books [49:42] and resources for the kids. [49:44] Those are things we can spend [49:46] capital dollars on. I, I don't [49:48] understand this process either, [49:50] like we've been baking this dfp [49:53] for a year and the [49:54] superintendent did not come and [49:55] ask for athletic field [49:56] enhancements. He didn't ask for [49:57] video scoreboards. This is not [49:59] Florida State University's Doak [50:01] Campbell Stadium or the Swamp [50:02] at Florida. This is a high [50:05] school. They play ten games a [50:07] year in high school. Am I [50:08] correct? [50:08] >> Correct. [50:10] >> So, so ten times. And each [50:11] school plays each other. So [50:13] there's 15 games a week times [50:14] ten. That's 150 games. We're [50:17] going to pay $20 million. So we [50:19] can have videos of our high [50:21] school football players being [50:23] replayed like they do in major [50:26] college sports, at a time when [50:27] we're asking the community to [50:29] continue to give us that one [50:31] mil so that we can pay to keep [50:33] our lights on. Like, I just [50:35] don't see this, I don't [50:38] understand, I don't understand [50:39] the priorities that we're [50:40] communicating to, to our [50:41] community. If we're going to [50:42] give video scoreboards to high [50:44] school athletes, when we have [50:46] cafeterias and libraries and [50:48] classrooms and windows. I was [50:49] in an elementary school last [50:53] week with plastic windows. [50:58] Built in 1952. Like we're [50:59] supposed to prioritize these [51:00] things and make good decisions [51:01] for the community and earn [51:03] their trust so that they give [51:04] us their taxpayer dollars and [51:05] sometimes discretionary [51:07] taxpayer dollars. I don't I [51:09] just don't see this. I don't [51:11] know, I, I cannot tell my [51:12] neighbors that I'm going to [51:14] spend $20 million on video [51:15] scoreboards for 16, 17 and 18 [51:16] year old athletes so their [51:18] parents can see the replay of a [51:21] game. I suspect they all have [51:22] phones and they can watch the [51:26] replay if they need to. [51:28] >> So DR. Zeman has the floor, [51:29] and then I have. [51:30] >> I go to these games. I know [51:32] what a video scoreboard is. I [51:34] mean, we're going to actually I [51:36] don't even know if we can do [51:37] replays. We can just see stuff [51:39] like as it happens up on the [51:40] scoreboard, that's an [51:41] extravagant expense in my mind [51:43] for a high school athlete. If [51:45] it was a weight room, if it was [51:47] a new basketball court, if it [51:49] was, you know, a baseball field, [51:51] if it was safe fencing, if it [51:52] was dugouts. Those things are [51:54] fundamental to an athletic [51:55] program. And I go around [51:56] Broward County and I see [51:57] deficiencies all over the place [52:00] in athletic fields, not video [52:01] scoreboards as a deficiency. I [52:03] don't do that. I view that as, [52:05] you know, if we did a couple of [52:07] years and it took us 15 years [52:09] to get there, I'd be fine. But [52:10] accelerating these funds, I [52:11] think, is going to put [52:12] something at risk that we [52:14] really cannot afford to put at [52:16] risk. And, and this [52:18] prioritization at one meeting [52:20] at the end of the year doesn't [52:21] look to the community like this [52:23] is thoughtful, analyzed, [52:24] intentional. We know what the [52:25] options. We don't even know [52:27] what the numbers of fields that [52:28] we want for some of these [52:30] things, or the years in which [52:32] we're going to lay it in. So I [52:33] just, I don't I don't think [52:35] that this is a good idea today. [52:37] It MAY be great to bring back [52:39] later and lay it in over ten [52:41] years, but I just cannot [52:42] justify this to the community [52:44] that this is our highest and [52:46] best use of their money. When [52:47] we don't have capital [52:48] facilities that we can be proud [52:50] of. In every school in Broward [52:53] County. So I'm sorry to come [52:55] unglued about this, but I just [52:57] don't I can't let us do this [52:58] without thinking about the [52:59] effect that it would have on [53:01] the referendum. I also think [53:02] there are a lot of boosters [53:04] that can go out and raise money. [53:06] Can they raise a half $1 [53:07] million? No, but that doesn't [53:08] mean we should take taxpayer [53:10] dollars and pay for something [53:12] that I view as just an [53:13] extravagant thing. And if we [53:15] got a couple of years, it's [53:17] fine. But to do this all [53:18] quickly over three years is [53:20] just really, I think it's a [53:22] very high risk. [53:25] >> Thank you. And I had a [53:28] question to DR. Zeman point [53:32] about like priorities. And I'm [53:36] wondering, like will be closing [53:37] schools this year and some of [53:39] the receiving schools MAY need [53:42] to have some adjustments made. [53:43] So what would be the process? [53:45] Like if we, you know, we passed [53:47] the d e, f p today, we make the [53:48] vote to close schools in [53:51] DECEMBER. Ostensibly, we'll [53:52] know some of the changes that [53:54] will be needed to be made to [53:57] the receiving schools. What [53:58] does that process look like [54:00] with as it relates to the d e, [54:01] f p. [54:04] >> We will come back and ask [54:06] for specific funding for [54:09] specific projects and acts to [54:10] amend a, d, f, p to make sure [54:12] we can get those in there. [54:14] >> Okay. Yep. [54:15] >> MISS Bulman and then MISS [54:18] Hixon. [54:19] >> Thanks. [54:21] >> Kind of in the same vein. So [54:23] when we're looking at the big [54:25] picture, you know, we were [54:28] talking about this morning how [54:29] there's just things that we can [54:31] do that we're in, the budget [54:32] that we're proposed for next [54:36] year to make our facilities [54:41] look better. So our by making [54:42] changes today, are we [54:46] jeopardizing our ability to do [54:48] that? Because I don't want to [54:49] change the priorities. I think [54:51] that it's really important that [54:54] we're doing these, you know, [54:55] facilities improvements that [54:56] make the facilities more [54:59] inviting and more, you know, [55:00] like how we had talked about [55:02] painting and marquees and all [55:05] the things that can boost the [55:09] curb appeal and pretty easily [55:10] identifiable. [55:13] >> So it's all about funding. [55:14] And how much are we dipping [55:16] into the reserves? As MR. Shim [55:18] said, I think the goal was to [55:19] keep it at $50 million. Don't [55:22] go below $50 million as far as [55:24] similar to general fund fund [55:26] balance. So, MR. CHAIRMAN, if [55:30] you can kind of enlighten us [55:33] about the reserve, again, I [55:34] think most of the projects that [55:36] MISS Bulman just discussed as [55:38] far as painting and things like [55:39] that, are already funded in a d, [55:41] f, p and scheduled out. But as [55:44] far as some of the requests, [55:45] what impact that would have on [55:49] the on the reserves over the [55:50] next three years of this [55:53] specific defp my calculations [55:55] I'm up to, if you include the [55:57] video scoreboards, total of [55:59] field bleachers, lights, video [56:01] boards, I have about $28 [56:02] million unless I'm off, but [56:07] that's what I have. How much do [56:11] you have, MISS Hixon? I have 8 [56:14] million for fields, 2 million [56:16] for bleachers. Oh, I included [56:18] lights. I had 8 million for [56:20] lights. So take out the lights. [56:27] That would be two. 1.2. I had 2 [56:28] million per school for lights, [56:35] so. It's about four. Call it [56:40] four and a half. So about 25. [56:45] Million. 25 million total. [56:47] >> That would come out of our [56:48] $50 million reserve. Oh well, [56:51] that's not gonna. [56:52] >> $71 million, but we're [56:53] supposed to be 5050. [56:55] >> In there. So we would be [56:56] taking draining our reserve, [56:59] but we're what we're tapping. [57:01] The curb. Appeal projects are [57:03] already budgeted for. [57:05] >> And it's over the next three [57:06] years. And if you can also [57:09] enlighten the the board also, [57:11] MR. Shim, about how our capital [57:12] budget is actually funded. Like [57:15] how much average funding do we [57:18] receive on an annual basis so [57:20] that we get a better picture of [57:22] the impact to the reserve on an [57:23] annual basis? If we were to [57:25] spread this out over three [57:30] years, which would be. About [57:31] eight, a little bit over 8 [57:34] million per year. [57:36] >> Yes, annually we receive [57:38] about $500 million, and it goes [57:41] up as year by year on capital [57:45] millage. And we try to set [57:49] aside funding for reserves just [57:51] for stability. As you know, you [57:52] get change orders throughout [57:54] the year and other financial [57:56] impacts or unexpected things [57:59] that hit our capital project [58:03] reserves. And a lot of the [58:05] projects for the beautification, [58:08] as we mentioned in the [58:10] presentation, we accelerated a [58:12] good bit amount to focus on [58:13] that based upon the board's [58:16] feedback in workshops and the [58:20] tentative meeting. [58:20] >> Thank you. [58:22] >> Thank you, MISS Hixon. [58:24] >> Thank you. I just wanted to [58:25] point out on the fields that [58:27] it's not just football. There's [58:29] also soccer. There's flag [58:30] football, and there is lacrosse. [58:32] So it's not just being used [58:35] during the football season. So [58:37] and there is equity in male and [58:39] female sports happening there. [58:41] So I just wanted to point that [58:44] out. And I'd also say I [58:46] perfectly okay if this gets [58:47] adjusted in terms of because it [58:49] didn't say on here that it had [58:51] to be done in three years, it [58:52] was just saying that we would [58:54] commit to the video scoreboards [58:57] if it's the board's will to [58:58] spread that over a longer [59:01] period of time. This motion [59:04] doesn't tie it to any specific [59:06] fiscal year. So I don't have a [59:08] problem with that. I just have [59:09] a concern that some schools [59:12] have it and some don't, and [59:13] that seems inequitable to me. [59:15] So thank you. [59:19] >> Thank you, MISS Rupert. [59:21] >> Thank you, MADAM Chair. [59:23] Thank you, MISS Hixon, for your [59:24] for your motions. And actually, [59:26] I wanted to speak a little bit [59:29] on title nine and to ask the [59:31] superintendent. Every year we [59:33] get the title nine. I don't [59:35] know about, for a better word [59:39] for saying that it. It tells us [59:41] the equity from school to [59:44] school, female, male. And if [59:45] they have the same facilities, [59:47] if they have the same [59:49] opportunities, etc. Are any of [59:53] the schools listed in those [59:57] title nine of violations that [59:59] that we would have to, to work [1:00:02] on with this money? [1:00:04] >> Not not that I'm aware of, [1:00:06] MISS Rupert, most of the sports [1:00:08] are played on the same field [1:00:10] basketball for on the [1:00:13] basketball court or on the [1:00:14] football field. The only the [1:00:15] only two sports that are [1:00:16] different are softball and [1:00:19] baseball, that play on [1:00:21] different play surfaces. [1:00:23] >> Right. And you're saying [1:00:24] that that's pretty much all the [1:00:26] infractions that we get. I know [1:00:28] some of it has to do with [1:00:30] female bathrooms, outfits, etc. [1:00:32] But there were none that would [1:00:35] be that would follow this this [1:00:37] motion. [1:00:40] >> Correct. Not for athletics. [1:00:43] >> Okay. Thank you. [1:00:45] >> And then I, I had one more [1:00:49] question. Since the City of [1:00:52] Coral Springs was brought up [1:00:54] about some commitments, I'm [1:00:59] wondering if we've contemplated [1:01:03] if amendment three passes and [1:01:05] the city is being able to [1:01:09] invest. Those kinds of things [1:01:13] in our schools. I know at the [1:01:15] City Manager Roundtable, we [1:01:17] heard concerns from cities [1:01:19] about funding if amendment [1:01:21] three passes. So I'm wondering [1:01:23] if we've if we've looked at [1:01:26] that at all. [1:01:28] >> So not for this since it's a [1:01:31] motion on the floor, but for [1:01:32] other conversations that we've [1:01:34] had with cities about certain [1:01:36] levels of support or certain [1:01:37] partnerships they want to [1:01:38] extend, a lot of them are [1:01:40] talking about waiting until [1:01:41] after that NOVEMBER vote, just [1:01:42] to make sure they actually have [1:01:44] the funds to continue certain [1:01:45] partnerships. [1:01:45] >> Right. [1:01:47] >> Okay. Any other board [1:01:50] discussion? MRS. Alhadeff. [1:01:52] >> I have a question. If if a [1:01:54] school doesn't have a video [1:01:56] scoreboard, what do they use? [1:01:57] >> They use a traditional [1:01:58] scoreboard, just like we're [1:02:00] used to seeing at, you know, [1:02:03] any football game or any [1:02:04] municipal field. It's a [1:02:05] traditional scoreboard. [1:02:07] >> And what is the cost of a [1:02:07] traditional scoreboard? [1:02:09] >> I'm not sure, because most [1:02:11] of those schools have had them [1:02:12] up for quite some time. And I [1:02:13] think we've been spending money [1:02:15] on repairing them over time [1:02:16] just to keep them up and [1:02:17] running. But most of those [1:02:18] scoreboards have probably been [1:02:20] installed for over a couple of [1:02:22] decades now. You know, MR. [1:02:24] Dorsett, do you know the price [1:02:25] of a traditional scoreboard? [1:02:27] Just the traditional. [1:02:29] >> Did did the replace one of [1:02:31] those traditional scoreboards? [1:02:32] The that that was that's what [1:02:35] that money was allocated for to [1:02:36] replace some of the to make [1:02:38] some repairs. But they're [1:02:40] beyond economical repair. I [1:02:42] would have to get back to with [1:02:46] you on a total cost for a new [1:02:48] traditional scoreboard [1:02:49] replacement. I don't have that [1:02:52] number with me right now. [1:02:54] >> Thank you. [1:02:55] >> Anyone else. [1:02:58] >> Have one more question? Do [1:02:59] any of our schools, they don't [1:03:02] have a playground or our [1:03:04] playgrounds are all in here [1:03:05] because I know the playgrounds [1:03:07] are 250 000. [1:03:08] >> Correct. There is a [1:03:09] playgrounds are in here and [1:03:10] there's a project list for [1:03:12] playgrounds. As far as [1:03:13] installation and repair. [1:03:14] >> Are there any of our [1:03:16] elementary schools are not on [1:03:17] the list here that they don't [1:03:18] have a playground. [1:03:20] >> So there was an assessment [1:03:21] done for the majority of [1:03:23] playgrounds. I think all of the [1:03:25] ones that need a new or new one [1:03:28] or, or replacements of parts [1:03:32] are in the d, f p okay. [1:03:33] >> Anyone else on. So I think [1:03:36] we're voting on the amendment [1:03:39] to the substitute motion, the [1:03:40] second substitute motion, [1:03:42] because I think there were. [1:03:43] >> MRS. Alhadeff motion, which [1:03:46] is to substitute the 20 schools [1:03:48] with the four schools J.P. [1:03:49] Taravella, West Broward, [1:03:50] Monarch and Hollywood, [1:03:52] Hollywood Hills High. [1:03:54] >> All in favor of MRS. [1:03:55] Alhadeff amendment? Say aye. [1:03:56] >> Aye. [1:03:58] >> Allll oppppos? A All oosed? [1:04:01] Say n n No. W We do a rollall.L. [1:04:05] >>>> Roll call on the motion. [1:04:06] >> Substitute motion. [1:04:06] >> Amendment. [1:04:08] >> Alhadeff. [1:04:09] >> Yes. [1:04:11] >> Bulman. [1:04:14] >> Can I get a clarification? [1:04:17] >> So originally the motion was [1:04:19] to move. I move to include [1:04:21] video scoreboards at all [1:04:23] schools and it was for 14 [1:04:24] schools. Then there was a [1:04:25] substitute motion that changed [1:04:27] the 14 schools to the 20 [1:04:28] schools. Then there was an [1:04:30] amendment to that substitute [1:04:32] motion to remove the 20 schools [1:04:34] and make it those four schools. [1:04:35] So what you are voting on now [1:04:37] is the amendment to the [1:04:39] substitute motion, or did we [1:04:41] already did that failed. So now [1:04:42] we're only voting on. [1:04:43] >> We haven't voted on the [1:04:44] amendment. [1:04:45] >> On the amendment. Okay. [1:04:47] >> So I'm going to I'm going to [1:04:48] vote no on this and then see [1:04:49] how it goes. [1:04:51] >> Okay. Just to start over. [1:04:52] Alhadeff. [1:04:52] >> Yes. [1:04:53] >> Bulman. [1:04:54] >> No. [1:04:57] >> Cervera. Not on the line. [1:05:00] Hixon. No wholeness, no. [1:05:01] Leonardi. [1:05:02] >> No. [1:05:03] >> Rupert. [1:05:04] >> Yes. [1:05:06] >> Thompson no. [1:05:11] >> That was a no no and no [1:05:14] motion fails. 1234562. [1:05:16] >> All right, so now we're on [1:05:17] the substitute motion. [1:05:18] >> MADAM Chair. [1:05:20] >> DR. Holness thank you, MADAM [1:05:21] Chair. Could you repeat the [1:05:23] substitute motion. [1:05:25] >> So it was to change? And [1:05:26] correct me if I'm wrong, [1:05:30] general Council, the 14 to [1:05:31] school is to 20. Correct. [1:05:33] >> So let me restate the motion. [1:05:35] I move to include video [1:05:36] scoreboards at all schools [1:05:38] receiving artificial turf [1:05:40] fields, including the remaining [1:05:42] 20 schools scheduled to receive [1:05:44] artificial turf fields at the [1:05:46] additional cost for the 20 [1:05:47] schools, with installation [1:05:48] occurring concurrently with the [1:05:50] turf project and to provide [1:05:52] video scoreboard as needed. At [1:05:54] schools where artificial turf [1:05:55] fields have already been [1:05:56] installed. [1:05:57] >> Okay, so I have a few [1:06:02] questions. Doctor Hepburn, from [1:06:04] this motion, do you understand [1:06:06] this? To have a time limit of [1:06:08] three years, or what is your [1:06:11] understanding in terms of [1:06:13] completion time? [1:06:15] >> So my understanding, because [1:06:17] the current projects for fields [1:06:20] are for the next three years, [1:06:22] out of the total five, which we [1:06:23] started the year before in this [1:06:26] current in last year is three [1:06:28] years. So unless the board [1:06:30] gives a specific timeline to [1:06:32] extend that, my understanding. [1:06:33] >> So I, I just wanted to know [1:06:34] what your understanding is [1:06:37] currently. So what would be. Is [1:06:40] there a maximum time frame that [1:06:43] the board could determine or is [1:06:44] it up to us? Does it have to be [1:06:46] five years? Could it be eight [1:06:48] years, seven years or or is [1:06:49] five years within the fp that [1:06:51] we have to? [1:06:56] >> I would suggest probably. [1:06:57] The ones that we have slated [1:07:00] for the next three years. If if [1:07:03] this if all this whole package [1:07:05] is eventually passed, that we [1:07:06] work on those for the next [1:07:08] three years as we as we have [1:07:09] scheduled out for the next [1:07:12] three years, and then the [1:07:14] depending on capacity, if we [1:07:15] can go back and add the video [1:07:18] boards to the other schools [1:07:19] during the three years or after [1:07:20] those three years are over, [1:07:22] just depends on capacity. So I [1:07:24] would say five years. Okay, to, [1:07:26] to be safe. [1:07:27] >> But could the board go [1:07:28] beyond five years? [1:07:29] >> Yes, absolutely. [1:07:30] >> All right. So I have a [1:07:32] question. How many do we have [1:07:33] slated for the next three years? [1:07:35] >> Turf fields and all that, [1:07:36] doctor Watson, MR. Dorsett, [1:07:37] what's the number fields we [1:07:39] have left for the next three [1:07:45] years? Is it 14? [1:07:55] >> Let me count. We have 12. [1:07:56] And just for clarification [1:07:58] Doctor Hepburn. So we have done [1:08:00] year one and year two. [1:08:00] >> Correct. [1:08:02] >> So now we are on year three. [1:08:04] And then we have your four. And [1:08:07] then this would add a fifth [1:08:09] year because I don't know. We [1:08:11] have the however it's done. We [1:08:13] our cadence has been six a year. [1:08:16] So this would add a fifth year [1:08:18] because we actually for all of [1:08:19] the schools that, you know, had [1:08:21] stadiums that had. We had a [1:08:23] four year schedule to get them [1:08:24] done. [1:08:28] >> Okay. So in year one and two, [1:08:29] we've completed six schools per [1:08:31] year. So we've done 12 schools [1:08:32] and now we're on year three. [1:08:35] >> So year one, we did three [1:08:35] schools. [1:08:36] >> Okay. [1:08:37] >> Year two that we just [1:08:39] completed. We did six. And we [1:08:41] have we are now about to start [1:08:43] year three with another six [1:08:44] schools. [1:08:45] >> Okay. And those six schools [1:08:47] have already been identified [1:08:49] and scheduled to be completed. [1:08:51] >> So what we do is we look [1:08:52] annually. So we have a [1:08:54] tentative list of who those six [1:08:55] are because they're currently, [1:08:57] you know, complete stadiums now. [1:08:58] And we're going to review a [1:09:02] final before we actually [1:09:03] solidify the six. Because when [1:09:05] you look at maintenance records, [1:09:09] p o records, field utilization, [1:09:11] there's one school that MAY [1:09:13] have to come up from year four. [1:09:16] And then we decide on which [1:09:17] school from year three, based [1:09:19] on the entire criteria that we [1:09:21] look at, can go down to year [1:09:23] four to allow for us to keep [1:09:25] that cadence of six. [1:09:27] >> Okay, so Doctor Hepburn, I [1:09:30] have a few more questions in [1:09:32] terms of what was brought up [1:09:36] before as to how our action [1:09:40] today could impact the [1:09:43] redefining process in terms of [1:09:47] money that has to be spent for [1:09:49] the receiving schools and so on [1:09:52] and so forth. And the cost of [1:09:54] doing this would obviously go [1:09:56] below the 50 million. I think [1:09:58] you said 25 million, right? [1:10:00] Correct. And and we have 71 [1:10:02] million. I know it's over three [1:10:06] years, but how do you see this? [1:10:07] And and I want to get a better [1:10:08] understanding how will this [1:10:11] impact other priorities as we [1:10:13] continue to redefine in process, [1:10:16] not just this year, but in [1:10:19] subsequent years, if we should [1:10:22] spend $25 million within a [1:10:24] three year span. [1:10:25] >> So it's all about what we [1:10:27] have available in the reserves. [1:10:29] If we have to come back to the [1:10:30] board and amended d, f, p, [1:10:31] because we have some projects [1:10:33] that are going to impact [1:10:35] students ability to go to the [1:10:36] receiving school, build outs [1:10:38] and things like that, we will [1:10:40] have to dip into the reserves [1:10:41] and bring that to the board. As [1:10:43] far as amending the d, f, p so [1:10:45] we can complete those projects [1:10:46] by the following school year. [1:10:47] >> So let me ask another [1:10:49] question. What action could we [1:10:50] take today in terms of [1:10:51] spreading this over a period of [1:10:53] time, to not run the risk of [1:10:55] having to dip into the reserves [1:10:57] and go below the 50 million. [1:11:00] >> You would need to define how [1:11:02] many years and how many [1:11:03] specific dollar amounts per [1:11:04] year. And, MR. CHAIRMAN, the [1:11:06] team can kind of help with [1:11:07] understanding what the reserves [1:11:09] would look like over a certain [1:11:09] time frame. [1:11:11] >> Okay, so with that comment [1:11:12] and I'll wait for MR. Shim. Can [1:11:15] you give us some guidance [1:11:17] through there, whatever they [1:11:19] need to work out to give us [1:11:20] guidance as to what time frame [1:11:24] would be safe to spread this [1:11:26] motion over so we don't have [1:11:27] the risk of going into the [1:11:28] reserves. [1:11:30] >> You know, so I asked the [1:11:31] team, since they've been doing [1:11:32] the work in facilitating the [1:11:36] work over the past two years [1:11:38] and that dollar amount. And, [1:11:40] MR. Shim, we do have money [1:11:42] already allocated in dfp for [1:11:44] so-called contingency for [1:11:46] redefining projects, I think. [1:11:54] How much is that? [1:11:55] >> Now, I stand corrected. We [1:11:58] don't have money for [1:11:59] contingencies. We only had [1:12:00] money for specific schools in [1:12:03] the redefining projects. But I [1:12:07] will point out that on page 19 [1:12:08] in in the outer years, there [1:12:12] are additional dollars out [1:12:16] there in 2030 and 2031. So if I [1:12:17] understand what's currently [1:12:18] happening is that we have a [1:12:21] project scheduled in the next [1:12:22] couple of years, and that [1:12:23] you're asking if there's [1:12:24] available funding in the outer [1:12:26] years to be able to do these [1:12:27] projects. So there are funding [1:12:29] out there. But I also want to [1:12:30] remind you that we also have [1:12:32] other needs that we don't have [1:12:32] in this. [1:12:34] >> I understand. So, MR. Shim, [1:12:35] here's my question, and it's [1:12:38] very direct. The the [1:12:40] understanding of this motion by [1:12:41] Doctor Hepburn is that this is [1:12:44] a three year time span. I want [1:12:46] to know, as a board member, to [1:12:48] make this decision, what time [1:12:49] period would you recommend that [1:12:51] we spread this over so we don't [1:12:53] run the risk of going into the [1:12:54] reserves that can give us a [1:12:57] safe zone. I'm relying on your [1:13:00] expertise because I will not [1:13:02] vote on three years, because [1:13:03] I'm concerned about the three [1:13:05] years and how that will dip [1:13:06] into our reserves, or run the [1:13:08] risk of dipping into our [1:13:11] reserves. $25 million is also, [1:13:13] as DR. Zeman mentioned, it's [1:13:14] not a good look to spend this [1:13:16] money in a short period of time. [1:13:17] You know, when we're asking for [1:13:18] more money, and I understand [1:13:19] it's coming from different. [1:13:21] It's used for different buckets [1:13:23] and so on. But I want to know [1:13:25] in order to vote, what would be [1:13:27] your recommendation of a time [1:13:29] frame that we can spread this [1:13:31] over to not run the risk of [1:13:33] going into reserves where we [1:13:35] have a good buffer? Is it six [1:13:36] years? It's eight years. Is it [1:13:38] ten years? Is it five? What [1:13:43] would you recommend? [1:13:45] >> I mean, that's a really [1:13:47] difficult question from my [1:13:48] perspective because, you know, [1:13:50] these I can tell you the [1:13:52] numbers, but really it's the [1:13:53] challenge of the board. And I [1:13:55] can't in my position understand, [1:13:57] look, look down at the numbers [1:13:58] and make a recommendation. As [1:14:00] far as you know, I can tell you [1:14:02] what all the that there are [1:14:03] other needs and I can tell you [1:14:05] how much money there's. There [1:14:06] is. And. [1:14:08] >> Okay, so let me ask the [1:14:09] question another way. If we [1:14:10] spread this over six years, [1:14:11] Doctor Hepburn, how much will [1:14:15] we be spending per year? [1:14:17] >> 4 million. Yeah. [1:14:18] >> That is correct. About four. [1:14:20] A little bit over 4 million. [1:14:21] >> Okay. Doctor Hepburn, in [1:14:23] your best judgment, spending $4 [1:14:26] million per year over six years, [1:14:27] would would that jeopardize [1:14:29] putting us in to the position [1:14:31] of having to go into reserves? [1:14:33] >> No, it it doesn't really [1:14:34] jeopardize that 4 million. [1:14:34] >> Okay. [1:14:36] >> Would you be comfortable [1:14:37] with that time period and 4 [1:14:39] million per year? [1:14:39] >> Yeah. [1:14:43] >> Okay. So, MADAM Chair, my [1:14:45] concern is the time period and [1:14:47] how much we are going to spend. [1:14:48] So I don't know. I can't vote [1:14:50] for the motion as it is. Board [1:14:52] member. Hixon. But if the time [1:14:53] changes, I think it's more [1:14:56] digestible then I, I can I can [1:14:58] support it. So that would be my [1:14:58] comments. [1:14:59] >> MISS Hixon. [1:15:01] >> Thank you. And I just want [1:15:05] to say this motion, if it's 20 [1:15:08] schools, is $10 million. So it [1:15:10] didn't make sense to say 4 [1:15:12] million over six years is 24 [1:15:14] million. So I think you're like [1:15:16] mixing everything together. We [1:15:17] pass those other two items [1:15:20] already. So this item right [1:15:22] here is a total of $10 million. [1:15:24] So if you divided that by three [1:15:26] years, it would be a little [1:15:29] over $3 million per year, not [1:15:31] for for three years. So if you [1:15:32] divided it out over six, it'd [1:15:35] be like one and a half. Okay. [1:15:38] So I the answer came out where [1:15:40] I think Doctor Hepburn, when he [1:15:41] was looking at it, included [1:15:43] everything together. But this [1:15:47] item, this motion is for 10,010. [1:15:49] I'm sorry, $10 million I don't [1:15:51] have like I said earlier, I [1:15:52] don't have a problem spreading [1:15:54] it out over over a number of [1:15:56] years, I it does not. [1:15:57] >> Okay. [1:15:58] >> I don't have a problem doing [1:15:58] that. [1:16:01] >> Okay. So MADAM Chair, MAY I. [1:16:04] Okay, so, Doctor Hepburn, I [1:16:06] believe that your understanding. [1:16:10] Board member Hixon motion to [1:16:12] include everything, including [1:16:13] the lighting and all of that. [1:16:15] That's where the 25 million [1:16:18] came from. But it only includes. [1:16:20] What does it include? Board [1:16:21] member Hixon. [1:16:23] >> So we already passed two [1:16:26] items. One was to do bleachers [1:16:29] this fiscal year. That's $2 [1:16:30] million. That's a whole [1:16:33] separate motion. The other one [1:16:34] to add the four turf fields [1:16:36] didn't have a time frame on [1:16:38] them. So they'll possibly be in [1:16:41] year five. So those aren't [1:16:43] coming up like in the next year [1:16:45] or so. So that's like added on [1:16:47] to the fifth year of that. So [1:16:49] that was 8 million. So this [1:16:52] item is to do the scoreboard, [1:16:53] the video scoreboards at the [1:16:56] remaining 20 schools, which I [1:16:57] think we need to check on the [1:16:59] numbers, because I have a [1:17:00] feeling that it's actually less [1:17:02] than that, but we'll go with 20. [1:17:05] So at $500,000 a piece is $10 [1:17:05] million. [1:17:06] >> So this doesn't this. [1:17:09] >> Item, this motion is for a [1:17:11] total of $10 million. [1:17:12] >> Okay. So it doesn't include [1:17:13] the lighting this motion. [1:17:14] >> No, we we. Understand [1:17:15] include lighting. [1:17:16] >> So board member Hixon, I'm [1:17:20] just going to ask, I believe I [1:17:22] would be more comfortable with [1:17:24] five years. I don't know if [1:17:25] you're willing to amend the [1:17:26] motion. [1:17:26] >> Yeah. [1:17:27] >> Can I can I interject though [1:17:29] because this doesn't have I [1:17:30] don't see a timeline in this [1:17:30] one. [1:17:32] >> It doesn't it just says [1:17:34] instill it with installation [1:17:35] occurring concurrently with the [1:17:36] turf. [1:17:36] >> Okay. [1:17:38] >> Okay. So it didn't have a [1:17:39] time frame. It was just saying, [1:17:41] if you're putting a turf field [1:17:43] in, you're going to include the [1:17:45] video scoreboard with the turf. [1:17:47] Okay? So it doesn't depends on [1:17:49] how they spread out the turf, [1:17:51] how this goes. I mean, they've [1:17:52] said they finished they'll [1:17:54] finish the turf in three years. [1:17:56] >> Okay. So I would be more [1:17:57] comfortable that a timeline is [1:17:58] put in there because Doctor [1:18:00] Hepburn understood it to be [1:18:01] three years. Yeah. So if if [1:18:03] it's if it's in the motion for [1:18:05] five years to be the time span, [1:18:06] then I could support a motion. [1:18:10] >> Can I amend it again? [1:18:15] Substitute motion. Okay, so I [1:18:16] like to make a substitute [1:18:19] motion I guess again. So I [1:18:21] moved to include video school [1:18:22] scoreboards at all schools [1:18:23] receiving turf fields, [1:18:25] including the remaining 20 [1:18:28] schools scheduled to receive [1:18:29] artificial turf fields at [1:18:31] additional costs of $500,000 [1:18:34] per school period. I or I guess, [1:18:36] comma. And to provide it. So [1:18:38] we'll take out that whole with [1:18:39] installation occurring [1:18:41] concurrently. So take out that [1:18:43] and to provide video [1:18:44] scoreboards as needed. Because [1:18:49] then there's no time frame. On [1:18:52] there. Does that make sense? [1:18:52] >> Okay. [1:18:54] >> Instead of saying you have [1:18:55] to put them in with the turf. [1:18:57] >> I'm confused. Okay. That's [1:18:58] what I was about to clarify [1:18:59] because you guys had me [1:19:01] confused, right? So I took. [1:19:02] >> That sentence out. I took [1:19:04] that part out. So then it's a [1:19:06] five year d f, so the f p. So [1:19:08] it could go at any time. [1:19:10] >> Yes. So because I know the [1:19:11] turf is going to be done over [1:19:12] three years. [1:19:14] >> Right. So this takes them [1:19:17] pairing together out. I'm fine [1:19:17] with that. [1:19:19] >> Okay. So Doctor Hepburn you [1:19:19] understand. [1:19:21] >> Yes I get it. Now. [1:19:23] >> Is there a second. Second [1:19:25] motion made by MISS Hixon or [1:19:26] substitute? Motion made by MISS [1:19:28] Hixon. Seconded by DR. Holness. [1:19:29] Public comment. Seeing none, [1:19:33] MISS Bowman. [1:19:37] >> I have a procedural question [1:19:41] to DR. Zeman point earlier. So [1:19:43] right now, if this isn't [1:19:45] actually being addressed this [1:19:47] year and we get this, this [1:19:50] comes back to us every year, is [1:19:52] there a pressing need for this [1:20:01] to be on the d, f p right now? [1:20:02] >> This is up to the board. [1:20:04] It's it's go ahead, MISS Hixon. [1:20:06] >> But we could do the same [1:20:06] thing next year. [1:20:08] >> Yes. We bring the dfp every. [1:20:10] >> Year to add any video [1:20:11] scoreboards though this year [1:20:13] this is to to be able to move [1:20:15] that along. So if you're going [1:20:17] to spread out the schools over [1:20:20] five years, you'd want to start. [1:20:22] This is the first year of five [1:20:26] years. So. [1:20:27] >> All right. All in favor of [1:20:29] the substitute motion, say aye. [1:20:32] Aye. All opposed? Say no. No. [1:20:33] Roll call please. [1:20:36] >> Roll call on the motion. [1:20:40] Bulman. No. Cervera on the line. [1:20:41] Hixon. [1:20:42] >> Yes. [1:20:43] >> Holiness. [1:20:44] >> Yes. [1:20:45] >> Leonardi. [1:20:46] >> No. [1:20:47] >> Rupert. [1:20:48] >> Yes. [1:20:53] >> Thompson. No. Zeeman and [1:20:54] Alhadeff. [1:20:55] >> Yes. [1:21:01] >> Motion. Four four fails. [1:21:02] >> So that was a substitute [1:21:04] motion. So where does that [1:21:06] leave us now, MR. Bruno? [1:21:08] >> That. [1:21:10] >> So that motion has failed. [1:21:12] Are there any other motions. [1:21:13] >> MISS Hixon? [1:21:16] >> Thank you. So my next motion [1:21:18] I move to direct the [1:21:19] superintendent to gather data [1:21:20] from the athletic directors at [1:21:22] the high schools with baseball [1:21:24] and softball fields, and to [1:21:25] return information on which [1:21:27] schools need lights for their [1:21:29] baseball softball fields and [1:21:30] the cost of those lights no [1:21:33] later than OCTOBER 30th, 2026. [1:21:34] And then, based on the [1:21:36] information collected, the [1:21:37] superintendent will bring the d, [1:21:39] f p back to the board so that [1:21:42] we can add, as necessary [1:21:46] baseball and softball lights. [1:21:51] >> Is there a second? All right. [1:21:52] Seeing none. Next motion. [1:21:55] >> Thank you. Last motion is [1:21:57] and I'm going to put this in. [1:22:01] We have on page 76 added a new [1:22:03] sound system and lighting for [1:22:05] South Plantation High School. [1:22:07] Seminole middle is the feeder [1:22:09] school into that. They have the [1:22:12] same dilapidated old system. So [1:22:14] with that information I moved [1:22:15] to add a new sound system and [1:22:17] lighting for Seminole Middle [1:22:18] School, with an approximate [1:22:21] cost of $250,000 so that it can [1:22:24] be identified and funded when [1:22:25] monies become available. So [1:22:27] there's no time frame in the. [1:22:28] >> Just to clarify for the [1:22:29] board, MISS Hixon is referring [1:22:30] to their theater lights. [1:22:32] >> Oh I'm sorry. Yes. Theater [1:22:34] lights for the for the [1:22:36] auditorium. I'm sorry. Yes. [1:22:38] Sound system and lights. So [1:22:41] this is not to put it in in any [1:22:42] particular year, but just to [1:22:44] say to include it in the d, f, [1:22:46] p. So when money becomes [1:22:47] available, they can repair it. [1:22:51] >> There a second. Second [1:22:52] motion made by MISS Hixon, [1:22:54] seconded by DR. Holness. Public [1:22:55] comment on the motion. Seeing [1:22:56] none. [1:23:00] >> DR. Zeman Doctor Hepburn, [1:23:02] have we? And you know, I wanted [1:23:03] to bring this up earlier too, [1:23:05] about our not only our long [1:23:07] term facility plan, but [1:23:08] bringing in our master planner [1:23:09] who is supposed to look at [1:23:11] everything we need in the in [1:23:12] the county and come back and [1:23:14] say, wow, you know, here's some [1:23:15] theater programs that don't [1:23:16] even, you know, have portable [1:23:18] microphones or a stage or basic [1:23:20] lights so that we can be [1:23:21] equitable in the way that we do [1:23:23] things. Do we know that [1:23:24] Seminole Middle School is the [1:23:25] highest priority for theater [1:23:27] light improvements? [1:23:28] >> No, I can't say with [1:23:30] confidence that I know that. I [1:23:32] know that the high school that [1:23:34] they feed in, that has a very [1:23:35] robust theater program is [1:23:38] getting updated installation of [1:23:41] a new system later this this [1:23:43] fall or winter. But I can't say [1:23:45] for with confidence about the [1:23:48] middle schools. [1:23:50] >> Thank you. [1:23:55] >> Any other board discussion? [1:23:57] I guess my my question would be [1:24:01] similar to that of DR. Zeman. [1:24:03] Like, are we aware of the other [1:24:05] like all of the middle school [1:24:08] theater programs, what they're [1:24:11] sound system lighting looks [1:24:13] like, like if they're more [1:24:15] needs? [1:24:16] >> No, I can't say that with [1:24:18] confidence. We do have facility [1:24:20] condition reports and with the [1:24:21] master planner comes on board, [1:24:23] as DR. Zeman alluded to, will [1:24:25] be reviewing all those reports [1:24:26] and coming to the board with a [1:24:27] more comprehensive plan based [1:24:29] on needs for programing and [1:24:30] other facilities. [1:24:33] >>>>kay. Andnd ithis relelatn [1:24:34] someme w?? We g a a lot of [1:24:40] ememls a about lighting, but I [1:24:41] believe that it was with [1:24:43] regards to South Plantation. [1:24:44] >> That's correct. South [1:24:45] Plantation High School is [1:24:48] getting a new system installed. [1:24:49] I think installation, the [1:24:50] completion of installation will [1:24:53] be later in the winter. And so [1:24:56] we were able to identify a [1:24:57] temporary solution for them in [1:25:00] the interim. And so that those [1:25:01] concerns are pretty much [1:25:03] rectified at this point. And [1:25:04] they'll have a new system later [1:25:07] on in the in the year. This [1:25:09] motion is more about ensuring [1:25:11] that their feet are programed. [1:25:11] Middle school. [1:25:13] >> Is okay. I'm not I mean, I'm [1:25:16] not like opposed to delivering [1:25:18] or funding a new sound system [1:25:20] and lighting for the theater [1:25:21] program at Seminole Middle. I [1:25:23] guess I would just like to have [1:25:25] a larger analysis of what the [1:25:27] needs are for all of these [1:25:28] programs throughout the [1:25:30] district. Anyone else? [1:25:32] >> MADAM Chair? [1:25:33] >> DR. Holness. [1:25:38] >> Thank you. So. If you don't [1:25:39] mind, MADAM Chair, board Member [1:25:41] Hixon is there. I know you're [1:25:43] the at large board member along [1:25:44] with DR. Zeman, and you've been [1:25:46] to all of your schools and and, [1:25:48] and you've done a very good job [1:25:50] of that. Is there a reason you [1:25:53] would prioritize Seminole and [1:25:55] have you from your visits to [1:25:57] schools, are they the highest [1:25:59] priority or are there not other [1:26:00] schools with the same issues? [1:26:02] >> So I actually had this [1:26:04] conversation with MR. Dorsett, [1:26:07] who is, you know, aware of all [1:26:08] of those things. So probably [1:26:10] he's better to answer that [1:26:11] question. But again, the [1:26:13] conversation came up because we [1:26:15] were discussing the lighting at [1:26:18] South Plantation and the same [1:26:19] issues that made South [1:26:21] Plantation a priority are the [1:26:23] issues they're having at [1:26:24] Seminole. And that's why the [1:26:26] thought was, if we're improving [1:26:28] South Plantation and this is [1:26:30] their huge feeder program into [1:26:33] this, you know, renowned [1:26:34] theater program that they're [1:26:36] having, that it made sense. And [1:26:39] again, it wasn't any particular [1:26:40] time in there. It was just to [1:26:42] say if money became available, [1:26:44] that we would be able to [1:26:46] address it. So there's not an [1:26:48] urgency in this particular [1:26:50] motion. But, MR. Dorsett, you [1:26:53] can add to that if you'd like. [1:26:55] >> Thank you. Yes. Basically, [1:26:57] we we did discuss the the [1:26:59] current condition of the [1:27:01] lighting at Seminole Middle [1:27:04] School. And as I mentioned, I [1:27:05] know that that's a feeder [1:27:08] school to Plantation High. We [1:27:10] do have other middle schools [1:27:13] with lighting issues, but the [1:27:14] reason why that one was [1:27:15] mentioned was because of the [1:27:17] feeder program. [1:27:19] >> Okay. So Doctor Hepburn, if [1:27:21] you don't mind, MR. Dorsett, it [1:27:23] mentions a new sound system and [1:27:27] lighting. And I am a, I do they [1:27:28] they feed into South Plantation [1:27:31] and Plantation high. [1:27:33] >> I believe the program is [1:27:35] with South Plantation High [1:27:36] School so that. [1:27:38] >> Okay, so South Plantation [1:27:41] High School has this sort of [1:27:43] theater type program, and [1:27:44] Seminole Middle School feeds [1:27:47] into it. So it's an essential [1:27:49] component as far as a feeder [1:27:51] into sub plantation high school [1:27:51] program. [1:27:53] >> Well, it's it's the fact [1:27:55] that the current condition of [1:27:57] that system. And if the the [1:28:00] students are migrating from [1:28:02] that particular program going [1:28:04] into the high school program, [1:28:06] we figured we thought that that [1:28:09] would be something that we [1:28:12] should look at again, to MISS [1:28:14] Hickson's point, we're not [1:28:16] saying that funded right now. [1:28:18] We're saying we need to make [1:28:19] preparations for it. [1:28:21] >> Now, I understand I am just [1:28:25] trying to get an idea as to the [1:28:27] the importance of having it [1:28:29] done at Seminole, at least at [1:28:31] some point, and why we are not [1:28:34] looking at the entire district. [1:28:36] And I. I guess my next question [1:28:38] would be for other middle [1:28:41] schools with these kind of a [1:28:43] program where you need sound [1:28:46] and lighting, they don't [1:28:47] necessarily feed into a high [1:28:49] school. Correct. That offers [1:28:51] theater and that kind of thing. [1:28:54] But Seminole seems to be [1:28:56] essential in in those students [1:28:57] transitioning over to South [1:28:59] Plantation High that their [1:29:01] theater program is working, the [1:29:02] equipment working so it can, [1:29:05] they can be able to transition [1:29:06] smoothly into South Plantation [1:29:07] high into that program. Right. [1:29:09] Is that is that correct? [1:29:11] >> That is correct. We, we, we [1:29:14] again, the we do have a list of, [1:29:16] of, of schools, middle schools [1:29:19] and high schools with lighting [1:29:21] issues. And we are working that [1:29:24] list. It is prioritized. But [1:29:26] the reason why we wanted to [1:29:29] look at Seminole at this time, [1:29:31] again, not to say you need to [1:29:33] fund it this year because of [1:29:35] the program. We wanted to, to [1:29:39] to look at moving it up, or at [1:29:41] least identifying the funds for [1:29:41] that. [1:29:43] >> Okay. So let me ask you one [1:29:45] last question. If in fact, [1:29:46] whether we do it this year or [1:29:47] next year or two years, three [1:29:49] years from now, if we don't [1:29:50] remedy this problem at Seminole [1:29:53] Middle, will it impact the [1:29:54] program? At the high school, [1:29:56] South Plantation High School? [1:29:59] >> Well, again, it has [1:30:00] something to do with it. We're [1:30:02] going to keep it running. And [1:30:04] until such time as funding is [1:30:06] available again, the system is [1:30:07] antiquated. It's it's it's [1:30:09] outdated and it's costing more [1:30:11] to maintain it than it than it [1:30:12] would be to replace it. [1:30:14] >> Got it. Thank you. Thank you, [1:30:15] MADAM Chair. [1:30:17] >> Any other board discussion? [1:30:19] MISS Bulman? [1:30:22] >> So it would take if we rip [1:30:23] the Band-Aid off and put a new [1:30:25] system in there, we'd actually [1:30:28] be saving money. [1:30:29] >> Basically, on that [1:30:31] particular system. Yes. Over. [1:30:35] Over time, I can provide [1:30:37] maintenance log of work that [1:30:39] was done at that school and it [1:30:41] would probably be more it'll be [1:30:43] cost effective to just go ahead [1:30:44] and replace it. [1:30:45] >> Thank you. [1:30:46] >> MRS. Alhadeff. [1:30:49] >> So I would vote yes on this, [1:30:50] but also Doctor Harp and I [1:30:52] would like to know what other [1:30:54] schools are we paying more on [1:30:56] maintenance to keep it up and [1:30:57] going instead of just replacing [1:30:58] it? [1:31:01] >> The information will be in a [1:31:02] comprehensive package for the [1:31:03] board after our master planner [1:31:06] comes on board. Right? So DR. [1:31:08] Zeman kind of alluded to this. [1:31:10] That's what that job of that [1:31:11] person or that that business [1:31:13] will be collecting all the [1:31:14] facilities condition assessment, [1:31:17] which has gone over every asset [1:31:19] of every school to really [1:31:21] understand the maintenance [1:31:23] that's needed, the amount of [1:31:25] money we're probably wasting on [1:31:26] maintaining old antiquated [1:31:28] systems and ripping them out [1:31:30] and putting in new things. Or I [1:31:31] for the same for school [1:31:32] buildings as well. [1:31:34] >> Thank you. [1:31:36] >> All right. All in favor of [1:31:38] the motion. [1:31:39] >> Can you. [1:31:40] >> Oh, I'm sorry, MADAM Chair. [1:31:42] Can you sorry, MADAM Chair, can [1:31:45] you restate the the question [1:31:45] here. [1:31:47] >> The move the motion is I [1:31:49] move to add a new sound system [1:31:50] and lighting for Seminole [1:31:51] Middle School, with an [1:31:52] approximate cost of $250,000, [1:31:54] so that it can be identified [1:31:55] and funded when money is become [1:31:57] available. [1:31:58] >> Thank you. [1:32:00] >> All in favor of the motion, [1:32:00] say aye. [1:32:01] >> Aye. [1:32:03] >> All opposed? Say no. Motion [1:32:07] passes unanimously. MISS Hixon [1:32:08] is done, MISS Bulman. [1:32:10] >> I'm done. Thank. [1:32:12] >> So it came to my attention [1:32:14] for motion number two that we [1:32:19] passed. These four schools that [1:32:21] we named that Harlandale High [1:32:22] School is not currently on the [1:32:27] list. Is that is it our. [1:32:28] >> And I think Plantation High [1:32:30] School too. Correct me if I'm [1:32:31] wrong, doctor, if you can speak [1:32:33] on that. Just came to my [1:32:33] attention to. [1:32:37] >> Sure. So with Harlandale, we [1:32:40] started working on the [1:32:41] environmental issues. Right. [1:32:43] That would have to be mitigated. [1:32:45] MR. Dorsett and his team went [1:32:46] out to do that analysis on that. [1:32:48] So when when you look at the [1:32:50] actual schedule, what we name [1:32:52] that we would do in year two is [1:32:53] work on the environmental [1:32:55] issues and start to look at the [1:32:57] whole conversation with the [1:32:59] city of Hollywood. But [1:33:01] Hallandale and Hollywood Hills [1:33:04] High School, along with monarch [1:33:05] West Broward and J.P. Taravella, [1:33:08] were not expressly named in a [1:33:09] particular year in the work [1:33:12] that we did. But what we also [1:33:14] know is at the end of last [1:33:15] school year, the recreational [1:33:17] lease with the City of [1:33:19] Plantation ended. For them to [1:33:21] have that joint use of the [1:33:22] field at Plantation High. So [1:33:25] now that it is our sole use, we [1:33:28] no longer share time using that [1:33:30] field with the city. It would [1:33:34] be advisable advisable to add [1:33:37] plantation. So really the list [1:33:39] would read. If the motion is [1:33:40] reconsidered, it would be to [1:33:42] add J.P. Taravella, West [1:33:43] Broward, monarch, Hollywood [1:33:45] Hills High Plantation High [1:33:46] School and Hallandale High [1:33:50] School so that. So adding those [1:33:51] schools, Doctor Hepburn would [1:33:54] really complete out a five year [1:33:55] project. And the reason why I [1:33:57] say that is we've done the [1:34:00] first two. We're working on the [1:34:02] next two. And then that would. [1:34:03] In whatever order we determine [1:34:05] based off of condition of feel [1:34:07] and stuff, that would be a true [1:34:09] five year project for all [1:34:14] schools with with turf fields. [1:34:20] >> So so can as a prevailing. A [1:34:21] person on the prevailing side [1:34:24] of the or that voted. Can we [1:34:26] bring that motion back? Can I [1:34:28] bring the motion back? [1:34:29] >> MADAM General Council. [1:34:33] >> Those two schools. [1:34:34] >> From the prevailing side. [1:34:35] Yes. [1:34:36] >> Thank you. So I move to [1:34:38] bring back motion number two [1:34:40] and add Plantation High School [1:34:43] and Hallandale Magnet High [1:34:44] School to the list. [1:34:45] >> Motion made by MISS Bulman, [1:34:46] seconded by MISS Hixon. Public [1:34:48] comment on the motion board [1:34:51] member comment DR. Zeman. [1:34:52] >> Doctor Hepburn. Doctor Wanza [1:34:53] just said that would be all [1:34:55] high schools in Broward County [1:34:56] would have a turf field. Is [1:34:57] that true? [1:34:59] >> Besides Stranahan and Fort [1:35:00] Lauderdale? [1:35:01] >> Can I read the list that [1:35:03] don't? Because I just want to [1:35:04] be on the record that's giving [1:35:06] the board the right information. [1:35:07] So the schools that would not. [1:35:09] So Coral Glades, we do a [1:35:11] partnership with the City of [1:35:13] Coral Springs for the [1:35:14] Sportsplex next to the school. [1:35:17] So, so and and they have turf. [1:35:20] Yeah. Okay. So plantation would [1:35:22] be added if the board considers [1:35:23] the motion as well as [1:35:25] Hallandale. I already spoke [1:35:27] about jp I'm sorry, Stranahan [1:35:28] High School and Fort Lauderdale [1:35:30] High School. So the remaining [1:35:33] schools would be plantation [1:35:34] Hallandale, J.P. Taravella, [1:35:36] West Broward, Monarch and [1:35:37] Hollywood Hills. [1:35:38] >> So let me just talk about [1:35:41] this then for a minute. The [1:35:42] exclusion of Fort Lauderdale [1:35:43] and Stranahan High School is [1:35:44] because they don't have room [1:35:47] for stadium bleacher seats and [1:35:48] lights. Is that correct? [1:35:49] >> Yes, sir. [1:35:53] >> So so it seems strange to me [1:35:55] that we would ask them to go [1:35:56] play games on synthetic turf [1:35:57] field, having never stepped [1:36:00] foot on them, which is what [1:36:01] we're saying. We're going to [1:36:02] leave grass at Fort Lauderdale [1:36:03] and Stranahan because they [1:36:05] don't have the ability to host [1:36:06] games there, but they're not [1:36:07] going to have the advantage of [1:36:08] having synthetic turf field for [1:36:11] all their workouts, like their [1:36:13] teams aren't going to be able [1:36:14] to use the advantages of [1:36:15] synthetic turf. I mean, is that [1:36:17] really what we're saying with [1:36:18] this rollout, that 28 of our [1:36:20] high schools will get it, but [1:36:21] not to? Those two would never [1:36:23] be able to practice or take [1:36:24] advantage of synthetic turf [1:36:25] field for the bulk of the time [1:36:27] that they're used for, which is [1:36:28] for practice, not for games. [1:36:30] >> So I don't know if and I'll [1:36:32] have to double check DR. Zeman. [1:36:33] I don't know if Coral Glades [1:36:34] actually practices on the field [1:36:35] that they. [1:36:36] >> Claim is covered. [1:36:37] >> I'm fine with that. [1:36:38] >> Okay. There's two left. [1:36:40] Right at their athletes would [1:36:41] not be able to train on [1:36:42] synthetic turf field. Out of [1:36:44] the 30 schools, Coral Glades [1:36:45] has direct access to the one [1:36:47] across the way. But Fort [1:36:48] Lauderdale athletes and [1:36:49] Stranahan athletes would not [1:36:51] have the opportunity to train [1:36:52] on synthetic turf field under [1:36:53] that program. [1:36:54] >> Not if it's on there. If [1:36:56] what if they are training on [1:36:57] their campus? To your point, as [1:36:59] the rest of the schools train [1:37:00] on their campus and what you [1:37:02] are saying is accurate, it's [1:37:03] 100% accurate. [1:37:03] >> Okay, terrific. Well, then [1:37:06] I'd like to make a motion to [1:37:08] amend what MISS Bowman brought [1:37:11] up to complete the other two [1:37:12] high schools, Fort Lauderdale [1:37:13] High School and Stranahan to [1:37:15] have synthetic turf field when [1:37:16] the program fits in the [1:37:18] criteria as you MARCH through. [1:37:20] But I'll just stop there and [1:37:23] I'll talk about why later. [1:37:25] >> Second, public comment on [1:37:30] the amendment. I seconded it. [1:37:31] Motion made by DR. Zeman. [1:37:34] Seconded by me. No public [1:37:36] comment. Board member comment. [1:37:37] DR. Zeman. [1:37:38] >> Thank you. And again, you [1:37:42] know, I, I just wouldn't feel [1:37:44] good saying oh my, you built in [1:37:45] an urban environment so you [1:37:47] can't put up lights and [1:37:48] bleachers because you're in a [1:37:49] constrained environment. [1:37:50] Therefore your athletes aren't [1:37:51] allowed to train on the field [1:37:53] that they have to go play games [1:37:54] on. And it's wonderful that we [1:37:55] have synthetic turf fields for [1:37:57] them to go play games. But I [1:37:59] just would feel a lot better if [1:38:00] we could look at every high [1:38:02] school in Broward County and [1:38:03] say, you either have a turf [1:38:05] field in the plan or you're [1:38:06] going to use one, you know, [1:38:08] adjacent space, that we have a [1:38:09] reciprocal use agreement. To me, [1:38:10] this kind of passes the [1:38:11] Equitability test and allows us [1:38:13] to do things when we have time. [1:38:15] Again, not jamming it into any [1:38:16] specific year, but we're doing [1:38:18] six per year. It seems to be a [1:38:20] pace that we can do. I want to [1:38:21] make sure that everybody in [1:38:23] Broward County can train and [1:38:25] play their scrimmages and [1:38:26] practices on this amazing [1:38:29] synthetic turf field. Thank you. [1:38:31] >> Any other comment? All in [1:38:33] favor of the amendment, say aye. [1:38:33] >> Aye. [1:38:35] >> All opposed? Say no. [1:38:37] Amendment passes unanimously [1:38:40] back to the motion. The [1:38:43] amendment passes like. [1:38:44] >> The motion. [1:38:47] >> As amended. Thank you. [1:38:48] Anyone else on the motion? [1:38:52] >> Oh, no. [1:38:53] >> All right. All in favor of [1:38:55] the motion, as amended. [1:38:55] >> Excuse me. [1:38:56] >> Chair. [1:38:56] >> Go ahead. [1:38:58] >> DR. Zeman no, no, no one on [1:39:00] this mention. I just have some [1:39:01] comments on the defp on round [1:39:03] one. I haven't got to yet. I [1:39:03] apologize. [1:39:05] >> All in favor of the motion [1:39:06] as amended, say aye. [1:39:07] >> Aye. [1:39:08] >> All opposed? Say no. Motion [1:39:10] as amended passes unanimously, [1:39:13] MISS Bulman. DR. Zeman. [1:39:15] >> Thank you very much. I just [1:39:17] want to make sure that we're [1:39:18] all aware of one acceleration [1:39:19] that happened here, this $23 [1:39:21] million of additional funds to [1:39:22] make sure that we're [1:39:24] beautifying and repairing, [1:39:25] replacing, doing the kinds of [1:39:27] things is core. Doctor Hepburn, [1:39:29] to your strategic goals. If we [1:39:31] want to win students back, [1:39:32] we've got to make sure that our [1:39:34] schools look as good as they [1:39:36] train and educate our kids. And [1:39:37] right now, way too many places [1:39:39] that we visit fail that. And [1:39:41] it's not just from the curb [1:39:42] appeal and the beautification, [1:39:43] but it's core things like [1:39:46] plastic windows from 1952, [1:39:47] still at one of our elementary [1:39:49] schools in Broward County. I [1:39:51] cannot wait to have this master [1:39:52] planner here so we can bring [1:39:54] some dang priorities to this [1:39:56] board and restore order and [1:39:57] discipline for the way we spend [1:40:00] these funds. It is critical [1:40:02] that we get this done. And I'm [1:40:03] tickled, Doctor Hepburn, that [1:40:04] we have the facilities [1:40:06] condition assessment data, but [1:40:08] we got to use that data to kind [1:40:10] of make the best decisions that [1:40:11] we possibly can. And there's [1:40:13] going to be a lot of flux going [1:40:14] on. There's going to be some [1:40:16] number of schools that close at [1:40:17] the end of this year. There's [1:40:19] no doubt there's going to be a [1:40:20] huge decline in enrollment [1:40:21] again next year if the [1:40:22] projections are correct. So [1:40:23] there's potential for more [1:40:25] schools that are going to close [1:40:26] in Broward County down the road. [1:40:28] We've got to kind of manage [1:40:29] this, you know, moving system [1:40:31] in a way that can make the [1:40:32] community and the board feel [1:40:33] good about what we're investing. [1:40:34] But that investment, ming [1:40:36] money forward from out years to [1:40:37] do it this year is great. [1:40:40] Doctor Hepburn, how can you [1:40:41] guarantee this board that we [1:40:45] are going to execute a total of [1:40:47] $92.04 million? That is going [1:40:49] to ppo to get these projects [1:40:50] done to win back students, how [1:40:53] are you going to guarantee that [1:40:54] $7.7 million will be spent per [1:40:57] month this year? How will we [1:40:59] execute with fidelity on this [1:41:02] critical program? [1:41:05] >> Beautification is you quoted [1:41:06] some numbers that are exceeds [1:41:07] the beautification budget. [1:41:08] >> Oh no. That doesn't exceed [1:41:10] the beautification budget at [1:41:13] all. My dear friend. There is [1:41:14] $68.74 million in the budget. [1:41:16] We added $23 million. We have. [1:41:17] And I only because I hate to [1:41:19] make mistakes with numbers this [1:41:22] time I don't think I did $92.04 [1:41:23] million of money going to ppo. [1:41:26] But how do we get p o to ramp [1:41:28] up by 40% so that, you know, in [1:41:29] that p o doesn't always finish [1:41:31] what we asked them to do in a [1:41:33] given year, how do we make sure [1:41:34] we can burn $7.7 million of [1:41:35] these projects per month? [1:41:37] >> I think, Mark, Mark Dorsett [1:41:38] has demonstrated some things in [1:41:40] the past few months that people [1:41:41] can't get the work done and do [1:41:43] it on time and do it, do it [1:41:46] early as well too. So yeah, so [1:41:48] i think we have the right [1:41:50] leadership and, you know, if we [1:41:50] need additional. [1:41:52] >> But boy, we've got to get [1:41:53] those reports. Absolutely. Can [1:41:55] we get a monthly report on that? [1:41:55] >> Correct. [1:41:56] >> Yep. Thank you doctor. [1:41:57] Doctor Dorsett trying to [1:42:00] promote you again. You know I, [1:42:02] I just got to tell a quick [1:42:03] story. I got to do a graduation [1:42:06] with Mark Dorsett this year. [1:42:10] And I am so humbled to have [1:42:11] been there with you. Because [1:42:13] after 40 years you got to be on [1:42:15] the stage, my friend. And that [1:42:16] was such a moment. I'll never [1:42:17] forget that. [1:42:18] >> It was, and I appreciate [1:42:19] that. [1:42:20] >> That was that was something [1:42:22] else. Thank you. Second [1:42:23] question is, we've got a [1:42:25] carryover on transportation. [1:42:26] I've talked to your staff about [1:42:27] it, Doctor Hepburn. I [1:42:30] understand that it's a [1:42:32] carryover of a lease. It's a [1:42:34] carryover of dollars that are [1:42:37] shown as this will be MISS [1:42:38] Hickson's favorite moment of [1:42:42] the night. A budget [1:42:45] authorization as opposed to a [1:42:47] budget. And we've just got to [1:42:48] be very, very careful because [1:42:50] if we have a dollar in a column [1:42:52] under a year with a column next [1:42:54] to it, we think that as a board [1:42:55] that that's money being spent [1:42:56] that year in that category, [1:42:57] rather than authorizing money [1:42:59] to spend over a considerable [1:43:01] amount of time. So as we move [1:43:02] forward with d, f, p, if we can [1:43:04] just be very thoughtful about [1:43:05] making sure that budgets come [1:43:07] through in a very common sense [1:43:08] approach and format, I would [1:43:09] really appreciate it. I don't [1:43:10] want the board, and I don't [1:43:12] want the community to be [1:43:13] confused about the difference [1:43:15] between spending a dollar and [1:43:16] authorizing a dollar, because [1:43:17] those are fundamentally [1:43:18] different things. Obligating is [1:43:19] a whole nother one. Awarding is [1:43:21] another. Verbs all over the [1:43:23] finance world. When we see a [1:43:24] budget, it's got to mean a [1:43:25] dollars being spent that year [1:43:28] in that category. Clean, plain [1:43:30] and simple. But I appreciate [1:43:32] the clarity on this. I love the [1:43:33] pictures done by district that [1:43:36] really made this have a lot of [1:43:38] eye wash that it didn't have in [1:43:39] previous years. Thank you, [1:43:41] Doctor Hepburn. [1:43:43] >> Thank you, MISS Thompson. [1:43:45] >> Thank you chair. I would [1:43:47] like to make a motion to add a [1:43:49] light system to Westborough. [1:43:51] J.P. Taravella Monarch and [1:43:53] Hollywood High Hills at the [1:43:54] same time that they are going [1:43:57] to be receiving the turf fields. [1:43:59] >> Second motion made by MR. [1:44:00] Thompson, seconded by MISS [1:44:02] Rupert public comment on the [1:44:08] motion. MISS Thompson. You [1:44:09] don't have anything to add? [1:44:09] Okay. [1:44:11] >> Well, I just think if we're [1:44:12] spending all this money on [1:44:13] fields, we should probably give [1:44:15] them the whole package. I think [1:44:17] waiting on cities to maybe [1:44:19] fulfill promises is not safe. [1:44:22] And I would like to fulfill a [1:44:23] promise to West Broward to give [1:44:24] them lights. [1:44:26] >> MISS Hixon. [1:44:29] >> Thank you. I don't mind the [1:44:30] suggestion, but we do have a [1:44:33] city who's already said that [1:44:35] they would be willing to do [1:44:38] that. So I wouldn't want to put [1:44:39] take money out of the dfp if [1:44:41] the city is willing to partner. [1:44:43] So I don't know that we should [1:44:46] add. We could always add J.P. [1:44:47] Taravella later if it falls [1:44:48] through, but I wouldn't want to [1:44:51] add them now because we do have [1:44:52] a commitment from the city [1:44:55] based on some of the motions we [1:44:57] just passed. [1:44:59] >> DR. Holness thank you, MADAM [1:45:01] Chair. So, Doctor Hepburn, I [1:45:04] like the idea of having [1:45:06] partnershihips w with her [1:45:08] municicililities and s s on. [1:45:10] A And I kww board member [1:45:12] Hixon mentioned one particular [1:45:16] city that would be willing. Do [1:45:20] you. What is your take on [1:45:23] engaging remaining cities to [1:45:25] see if they would match. Is it [1:45:26] Coral Springs board member [1:45:30] Hixon to see if they would join [1:45:32] Coral Springs and be [1:45:33] collaborative with Broward [1:45:35] County Schools and assist us in [1:45:37] the betterment of our students [1:45:39] in helping us with with some [1:45:39] lighting? [1:45:40] >> Yeah. We have no problem [1:45:42] engaging with cities. It's all [1:45:43] about commitment and follow [1:45:44] through. [1:45:45] >> Okay, so let me ask another [1:45:47] question. If this motion [1:45:52] doesn't pass and do we still [1:45:54] have time for you to engage [1:45:56] with the city to come back to [1:45:58] us? And we can put this back on [1:45:59] at a later date? [1:46:00] >> Yeah, we have plenty of time [1:46:02] to engage with the cities. Yeah, [1:46:02] absolutely. [1:46:03] >> And depending on that [1:46:05] feedback, we could bring this [1:46:06] item back, correct? Correct. If [1:46:07] we're not getting traction and [1:46:10] and add add it to the dfp. [1:46:11] >> Correct. Yeah. [1:46:13] >> Okay. All right. Thank you, [1:46:14] MADAM Chair. [1:46:15] >> Anyone else, MISS Thompson? [1:46:17] >> I would just like to say [1:46:18] I've already engaged with the [1:46:19] city of Pembroke Pines. This is [1:46:21] not going to be something on [1:46:23] their priorities. I would also [1:46:26] like to say, if amendment three [1:46:27] passes, this will probably not [1:46:29] be on their priorities. Also, I [1:46:31] feel like we have and I'm not [1:46:33] trying to be disparaging, but [1:46:35] we have had cities come and [1:46:37] promise us stuff and then it [1:46:38] didn't come through. So I would [1:46:42] just we could move Taravella to [1:46:44] a later date in case Coral [1:46:46] Springs does. But my [1:46:47] understanding from the letter [1:46:49] is that there is a lot of other [1:46:52] things that we had to commit to, [1:46:53] so this way we can at least [1:46:56] ensure that the money that [1:47:00] we're putting into sports [1:47:03] places, they can have the games [1:47:05] and they can have the lights. [1:47:06] Also, West Broward is second in [1:47:08] the state for football and is [1:47:11] really good at cheerleading. [1:47:14] Maybe some other things. So I [1:47:20] just what? Oh, yeah, but you [1:47:21] don't I don't think you compete [1:47:24] on football fields anyway. We [1:47:26] might. And we are national [1:47:28] ranking for West Broward. So I [1:47:30] just if we want to wait and [1:47:32] talk to Coconut Creek, that's [1:47:34] fine. Or Hollywood. That's fine. [1:47:37] I just. Pembroke Pines this [1:47:39] would probably not be one of [1:47:42] their priorities right now. [1:47:44] >> MISS Dixon. [1:47:47] >> I would. We've already heard [1:47:48] that the city of Hollywood and [1:47:50] the community doesn't want the [1:47:52] lights at Hollywood Hills High [1:47:54] School, so I wouldn't also want [1:47:56] to put that one on there. So, I [1:47:58] mean, a friendly suggestion [1:48:00] would be to put Monarch in West [1:48:01] Broward because again, I don't [1:48:02] have a problem adding the [1:48:04] lights. I again, MISS Alhadeff [1:48:05] said it. We believe there [1:48:07] should be a whole package. When [1:48:09] you do it, don't do it halfway. [1:48:10] But I also don't want to commit [1:48:13] dollars that we know we're not [1:48:16] going to be able to use at this [1:48:18] point because there is a [1:48:19] commitment. And then there is [1:48:22] also a non commitment and not [1:48:24] wanting it. So I would suggest [1:48:26] a friendly amendment to add [1:48:28] just the two of them for right [1:48:29] now, with the idea that could [1:48:31] come back if necessary, to add [1:48:36] the other two. [1:48:38] >> MISS Bulman and then DR. [1:48:40] Zeman. [1:48:43] >> Okay, so again, because I'm [1:48:44] having a hard time [1:48:48] comprehending this. If we're [1:48:51] adding them, if we're adding [1:48:53] lights for when they receive [1:48:55] turf fields, then this is kind [1:48:57] of an indeterminate time, right? [1:49:00] We're just kind of saying we're [1:49:01] going to do it at some point in [1:49:07] the future. It's not scheduled. [1:49:09] Is there a harm to that then, [1:49:12] of putting it on for the later, [1:49:14] for a later date, when we don't [1:49:16] have a schedule for any of this [1:49:18] yet, we're just naming a [1:49:19] priority. [1:49:20] >> That's what it sounds like [1:49:21] to me. [1:49:23] >> Okay, so then I think, and [1:49:28] we can maybe work on that. Not [1:49:32] together on on Hollywood Hills [1:49:34] and Hollywood, right? And then [1:49:35] everyone can work on their [1:49:37] things. But if we put it on the [1:49:38] list, then at least we know [1:49:40] that it's going to happen one [1:49:42] way or the other, and it's not [1:49:43] happening right now. It could [1:49:47] happen in. I guess I don't [1:49:48] understand, like we're agreeing [1:49:49] that we're putting this on the [1:49:51] list, but when is it coming on [1:49:52] the list? Like how does that [1:49:54] look for us moving forward? [1:49:55] >> This motion probably needs a [1:49:57] specific timeline of that. It [1:50:03] will come later in a. [1:50:05] >> Well as they receive the [1:50:05] artificial turf field. So that [1:50:07] would just correspond with the. [1:50:09] So you MAY have. [1:50:10] >> Received artificial turf [1:50:13] during this this school year. [1:50:15] >> But these guys won't. None [1:50:16] of these on the list will [1:50:18] because they weren't even on [1:50:22] the list. Right. Is that true? [1:50:24] >> Just go ahead. [1:50:26] >> So the way the schedule was [1:50:27] initially constructed. No, they [1:50:29] were not. They would they would [1:50:33] be theoretically in year five. [1:50:34] >> Okay. [1:50:36] >> So we can put this on there [1:50:39] for year five and revisit it in [1:50:41] the future. But it listed [1:50:43] basically we're making it a [1:50:45] priority or you can move this. [1:50:46] Okay. Thank you. [1:50:48] >> MADAM Chair. I have a point [1:50:48] of clarification. [1:50:50] >> Yeah, I was just. [1:50:50] >> About okay. [1:50:52] >> Go ahead. MISS Hixon had an [1:50:54] amendment. It was. Is there a [1:50:55] second to MISS Hickson's [1:50:56] amendment? [1:50:57] >> Second. [1:50:59] >> Seconded by DR. Holness [1:51:01] comment on the amendment. [1:51:03] >> DR. Zeman it. If I [1:51:04] understand it correctly, MISS [1:51:06] Hickson's amendment was to only [1:51:08] do two high schools. Is that [1:51:12] correct? Yes. Thank you. And [1:51:14] just a point of order. You know, [1:51:16] budgets look like spreadsheets, [1:51:17] right? They have numbers, [1:51:19] columns and rows, but they have [1:51:20] to have a number in them. You [1:51:22] can't just say, I want to add [1:51:24] to a budget without saying a [1:51:25] price. So I'm just curious, [1:51:27] chair, do we need to come up [1:51:30] with an approximate cost of [1:51:31] these lighting systems in order [1:51:32] to make this motion pass? [1:51:33] Procedurally. [1:51:35] >> Doctor Hepburn or General [1:51:39] council. [1:51:41] >> No, I was going to say it [1:51:42] needs the price so we can [1:51:44] actually budget for it. And I [1:51:45] would go to the higher end of [1:51:47] that price because if it's [1:51:48] years out, the cost escalation [1:51:50] for materials and labor is [1:51:51] certainly going to be higher [1:51:53] than it is right now. [1:51:55] >> All right. So I think we [1:51:56] would deal with that through an [1:51:58] amendment, a separate amendment, [1:52:00] since we are on one amendment [1:52:01] right now and now we're doing [1:52:02] amendments. [1:52:03] >> Terrific. And so I can do [1:52:06] that next, if you'd like, chair, [1:52:08] and add a decent estimate for [1:52:09] what it would look like out [1:52:13] there, these two schools, [1:52:15] Doctor Hepburn, would they be [1:52:18] the highest priority schools to [1:52:19] get lighting for an athletic [1:52:21] field in Broward County. [1:52:23] >> And the two schools are West [1:52:24] Broward. And what was the other [1:52:27] one in monarch? Yes. As far as [1:52:29] the schools that have no lights. [1:52:30] Yes. Because from my [1:52:32] understanding, the Hollywood [1:52:33] Hills community does not want [1:52:34] lights. [1:52:35] >> Terrific. And obviously this [1:52:37] is subject to the city's [1:52:38] correct. And to give us the [1:52:40] permits to do it correct, [1:52:41] correct permissions from the [1:52:42] neighbors and things like that. [1:52:43] We think we have that. But a [1:52:45] lot of things can happen in [1:52:46] five years as well. So i [1:52:48] totally understand, but I, I [1:52:50] understand the motion, but I'm [1:52:52] ready to make an amendment [1:52:53] later when it's ready. Chair. [1:52:54] >> MISS Alhadeff right. [1:52:56] >> Yes. My comment is to Doctor [1:52:59] Hepburn. I would recommend that [1:53:01] we reach out to companies to be [1:53:04] sponsors of this lighting and [1:53:05] scoreboards and, and you put [1:53:07] their logo on there and and [1:53:09] maybe they'll help fund some of [1:53:12] these lights and scoreboards [1:53:14] and bleachers. [1:53:15] >> MISS Hixon. [1:53:17] >> Thank you. I just have a [1:53:19] question to, I guess doctor [1:53:22] Wanza. So we we added some [1:53:24] schools today, six of them, but [1:53:27] there's a process. So I don't [1:53:28] I'm a little concerned to say [1:53:30] they'll be in year five. If you [1:53:32] go through the process and you [1:53:34] find that they should be maybe [1:53:37] in your three or year four, I [1:53:38] don't want to limit us to [1:53:40] saying because they came on the [1:53:41] list late, they're going to be [1:53:43] in year five. So can you just [1:53:45] clarify. Or we would still go [1:53:47] in the. [1:53:49] >> So we would still go and [1:53:50] look in the priority, look in [1:53:51] the criteria, all the things [1:53:55] that we use. But you know, [1:53:57] we'll we'll give an example. [1:53:59] Western Western was initially [1:54:02] slated for year four. We are [1:54:03] now looking at Western probably [1:54:06] needs to come up to this year [1:54:08] because when the. When the [1:54:10] showcase occurred and the [1:54:12] schools came down to Scout, we [1:54:16] had to move Western's game to [1:54:21] MacArthur. B I'm sorry to. West [1:54:23] Broward played at. Okay. Well, [1:54:25] we had to we had to move [1:54:26] Western's game to either [1:54:28] Miramar. MacArthur because the [1:54:30] schools that were playing did [1:54:32] not want to put their athletes [1:54:34] on the field because of the [1:54:36] conditions of the field. Right. [1:54:38] So that's the first thing. The [1:54:40] second thing is, is, is if we [1:54:42] are talking about, you know, [1:54:43] adding lighting and adding all [1:54:46] of those, those things come [1:54:48] with, we now got to upgrade [1:54:49] electricity. It's more than [1:54:51] just go out there, as you all [1:54:52] know, and just add some lights. [1:54:54] So what we don't want to do is [1:54:57] hold up a school that's ready [1:55:00] to go, because we are waiting [1:55:02] for other things that have to [1:55:04] happen to make that that [1:55:05] complex complete. [1:55:07] >> Right? No, I understand that. [1:55:09] I just also don't want to limit [1:55:11] us though. If you find in the [1:55:12] process that it makes sense, [1:55:15] let's say to to because [1:55:16] Hollywood Hills won't need the [1:55:18] lights and they go earlier. I [1:55:19] just want to make sure we're [1:55:21] not saying because you got on [1:55:23] the list late, you're last. [1:55:25] That's all I'm trying to say to [1:55:27] that. So if you could just [1:55:28] verify that that's. [1:55:30] >> We, we, we evaluate year by [1:55:32] year. And I can guarantee you [1:55:33] every high school principal is [1:55:35] listening to this conversation, [1:55:36] trying to figure out where am I [1:55:37] going to be on the. [1:55:39] >> List, right. And I know [1:55:40] every year it MAY be adjusted [1:55:42] based on things that are [1:55:43] happening, like you just said [1:55:44] about Western. So I just want [1:55:46] everyone to be clear, because [1:55:47] they were last on the list, [1:55:48] doesn't mean they'll [1:55:50] necessarily be last. [1:55:51] >> Well, so the reason why I [1:55:53] said it would complete your [1:55:54] five is that would then give us [1:55:56] the complete number of schools [1:55:57] done, and then it would truly [1:56:00] be a five year project, a five [1:56:02] year project that the board [1:56:06] invested in for this purpose. [1:56:07] >> DR. Holness thank you, MADAM [1:56:10] Chair. So I know board member [1:56:12] Thompson, you were concerned [1:56:14] about Pembroke Pines and West [1:56:18] Broward for monarch. That's [1:56:20] Coconut Creek, right? Is there [1:56:21] is there any concern with the [1:56:22] city of Coconut Creek that they [1:56:24] would not engage in a [1:56:27] partnership with us to to fund [1:56:29] the lighting for monarch? [1:56:30] >> I can't speak for the city. [1:56:32] We would have to have [1:56:34] conversations with them to get [1:56:37] their potential support or [1:56:38] understanding of what they [1:56:40] can't support at this time. [1:56:42] >> Okay. But is there any, any [1:56:44] because I know for West Broward, [1:56:46] there's concern that they they [1:56:48] will not. Is that the same for [1:56:49] monarch or why are we why we [1:56:54] did not exclude. [1:56:56] >> Reached out or reached out? [1:56:56] Yeah. [1:56:59] >> Okay. So if. I think board [1:57:01] member Rupert wanted MADAM [1:57:03] Chair, I. Okay. [1:57:05] >> MISS Rupert. [1:57:06] >> Thank you. I'm so sorry to [1:57:08] speak over you. [1:57:09] >> DR. Holness no, you're fine. [1:57:12] >> The answer is Coconut Creek [1:57:14] would be more than happy to [1:57:16] partner with us. I don't know [1:57:18] as to what or how much, but [1:57:20] this is something that they've [1:57:22] they've worked on for years and [1:57:24] years and years. So I would [1:57:25] certainly say that they'd be [1:57:26] willing to sit down at the [1:57:28] table. However, I would not [1:57:31] want to remove them from the [1:57:35] list because that would just be [1:57:37] crazy. I would rather they [1:57:39] stayed in the list. And if if [1:57:41] the city of Coconut Creek [1:57:42] decides that they would have [1:57:44] the money, etc. They have the [1:57:45] ability, they have a sponsor, [1:57:47] whatever it MAY be, maybe the [1:57:52] casino, I don't know. So those [1:57:54] opportunities could be there, [1:57:56] but okay, I would rather we [1:57:58] wait. We actually do not wait [1:58:00] for that, that we actually keep [1:58:02] them on the list and vote for [1:58:02] that tonight. [1:58:03] >> I understand. Thank you. [1:58:05] Board member Rupert. So, MADAM [1:58:09] Chair, if we're going to keep [1:58:10] monarch on the list and we have [1:58:12] not yet spoken to Coconut Creek, [1:58:15] can we have if we vote to do it, [1:58:19] can we not proceed with [1:58:21] spending money for monarch [1:58:24] until we have a conversation? [1:58:24] Doctor Hepburn, until you have [1:58:26] a conversation with Coconut [1:58:28] Creek to see if they would be [1:58:31] willing to fund part or all of [1:58:32] the lighting for that high [1:58:34] school. [1:58:36] >> Yes. Even if you put on a [1:58:38] list and they say, yes, we can [1:58:39] fund, you can come back and [1:58:41] amend the d, e, f, p and and [1:58:42] move. [1:58:43] >> I understand so so I'm going [1:58:45] to vote to keep it on the list, [1:58:47] but I, I don't want us to start [1:58:49] spending money. And when we [1:58:50] could get a the city to, you [1:58:52] know, be in a partnership with [1:58:54] us and, and, and fund it. So [1:58:56] would, would that be the [1:58:56] understanding? [1:58:57] >> That's my understanding. [1:59:01] >> Okay, MADAM Chair, I'm done. [1:59:02] >> MISS Bulman. [1:59:04] >> I would like to keep [1:59:05] Hollywood Hills on the list too. [1:59:07] I don't, but I guess I'm. We [1:59:09] could bring it back or how [1:59:11] what's the the mechanism for [1:59:11] this. [1:59:13] >> No. Then it. [1:59:14] >> Reverts back to the original. [1:59:15] >> Yeah. We're voting on. [1:59:17] >> Oh I gotcha. Okay. Yeah. [1:59:18] Thank you. [1:59:19] >> All right. All in favor of [1:59:20] the amendment say aye. [1:59:21] >> Aye. [1:59:24] >> All opposed? Say no. Roll [1:59:25] call please. [1:59:26] >> Amendment chair before we [1:59:26] vote. [1:59:29] >> It was to remove Hollywood [1:59:32] Hills and Taravella from the [1:59:33] list. [1:59:35] >> And what schools would be [1:59:39] remaining. Thank you. [1:59:41] >> Roll call on the amendments. [1:59:43] Board member Cervera not on the [1:59:44] line. Hixon. [1:59:45] >> Yes. [1:59:46] >> Holness. [1:59:48] >> Yes. [1:59:48] >> Leonardi. [1:59:49] >> No. [1:59:51] >> Rupert. [1:59:52] >> Yes. [1:59:54] >> Thompson. No. Zeman. [1:59:55] >> No. [1:59:56] >> Alhadeff. [1:59:57] >> No. [1:59:58] >> Bulman. [2:00:00] >> No. [2:00:04] >> Motion passed 5453. Sorry. [2:00:06] Oh, sorry. Motion failed. Five [2:00:07] three. Sorry. [2:00:08] >> Thank you. [2:00:10] >> All right, we are back to [2:00:14] the motion. DR. Zeman. [2:00:16] >> I was just going to offer a [2:00:18] quick amendment that would [2:00:20] identify each of these light [2:00:23] systems to be $2 million, and I [2:00:24] would place them in the year's [2:00:27] fy 28 and 29. So that that's [2:00:29] year four and five of it. But [2:00:31] we have room to amend the d, f, [2:00:32] p later. So the motion, the [2:00:36] amendment would be to monetize [2:00:38] the light systems at 2 million [2:00:40] each and place them in fy 28 [2:00:41] and fy 29. [2:00:43] >> Second motion made by DR. [2:00:44] Zeman. Seconded by MRS. [2:00:45] Alhadeff. Public comment on the [2:00:47] motion board member comment. [2:00:49] MISS Thompson. [2:00:51] >> Does that correspond to when [2:00:52] they're probably getting turf [2:00:57] fields? [2:01:00] >> So we look annually at the [2:01:01] list to determine which schools [2:01:04] are going to receive a field in [2:01:05] which year. So I can't say it [2:01:07] with all definitive, you know, [2:01:11] that it's going to be the year [2:01:12] that they actually get the [2:01:15] field. So that is why initially [2:01:17] I made the comment around when [2:01:19] you talk about the field and [2:01:20] the other things that have to [2:01:24] be added, it, there's more of a [2:01:26] compelling argument to make [2:01:27] sure that everything that is [2:01:30] done is done so that when the [2:01:31] field is laid, then they're [2:01:32] ready to play. [2:01:33] >> That would be my next [2:01:35] question, because I'm assuming [2:01:38] the polls we have to rip up [2:01:38] grass. [2:01:39] >> So yeah. [2:01:40] >> I'm pretty sure that's how [2:01:42] you put a poll in is you have [2:01:44] to make. It's not a. It's it [2:01:46] has because of hurricane [2:01:47] requirements. It has to be in [2:01:50] the ground like ten feet, I [2:01:53] believe. So I think it needs I [2:01:57] know stuff. So I think it I'm [2:01:58] I'm in agreement with the 2 [2:02:00] million. I just think it needs [2:02:01] to correspond with the turf [2:02:04] field just so we don't have to [2:02:07] redo anything. [2:02:09] >> Next year and year out. [2:02:11] Right now when we cut synthetic [2:02:11] turf. [2:02:12] >> DR. Zeman. Yeah. [2:02:13] >> Thank you. If we started [2:02:14] synthetic turf field at either [2:02:16] of these two sites, that means [2:02:17] next year we'd have 2 million [2:02:19] to put in the lights and then [2:02:21] the year after. So it just it [2:02:22] avoids the 10% fund balance [2:02:24] that we have for this year. We [2:02:26] got to keep it at 50 million [2:02:27] and put it in the next two [2:02:29] years. It was available at the [2:02:30] price. That's approximately [2:02:31] what the market price is for [2:02:33] lights. So it gives us the [2:02:35] greatest amount of flexibility. [2:02:38] >> Hixon DR. Zeman would you [2:02:41] consider to to MISS Thompson's [2:02:42] point, instead of putting a [2:02:44] fiscal year, say, to be [2:02:45] installed concurrently with the [2:02:48] turf fields? [2:02:49] >> I would love to accept a [2:02:51] budget as a spreadsheet. It's [2:02:53] got to have a category and a [2:02:55] year. You can't, you can't, you [2:02:58] cannot and you cannot pass a [2:02:59] motion about a budget that [2:03:01] doesn't have a monetization and [2:03:04] a year and a category, because [2:03:05] our budget staff cannot put it [2:03:07] into the spreadsheet that way. [2:03:08] >> But we did that for the [2:03:10] second motion to add the turf [2:03:12] fields. There was no year for [2:03:12] that. [2:03:13] >> That has to have a year and [2:03:15] a dollar amount, or it cannot [2:03:16] get in the budget. So if we [2:03:19] pass something that said, we [2:03:21] want a thing and we don't have [2:03:23] a price and a year, that's a I [2:03:25] forget the Robert's rules, but [2:03:27] it's an unspecified motion [2:03:28] because it you're you're asking [2:03:30] to fit a round object into a [2:03:31] square hole, and it's got to [2:03:33] fit in a square hole. [2:03:34] >> MISS Dupree, because we, we [2:03:36] literally just passed a motion [2:03:36] like that. [2:03:41] >> I have to look that up. [2:03:42] >> That would be my suggestion [2:03:44] to make sure that they go in [2:03:47] together at the same time. [2:03:48] >> Again, this this is the [2:03:50] fastest we could ever possibly [2:03:51] feasibly put lights into a high [2:03:53] school field. And so we parked [2:03:55] it in the year of 28 and 29, so [2:03:57] that it won't influence any [2:03:59] delay in doing it. So that's [2:04:01] why I made the motion the way [2:04:02] it is. I we always can come [2:04:04] back and amendment. I offered [2:04:05] it as a quick amendment because [2:04:07] I thought it might be. But it's [2:04:09] just a way to park the money in [2:04:09] a spreadsheet. [2:04:10] >> Doctor Hepburn. [2:04:12] >> I was going to say, I think [2:04:14] there's more that the staff has [2:04:15] to complete as well. We need to [2:04:17] talk to potential vendors and [2:04:18] find out what are the steps [2:04:20] that need to be taken to [2:04:21] install the lights. Do they [2:04:23] need to bring a crane on the [2:04:24] football field, which initially [2:04:27] rips up the entire field to [2:04:28] position the lights? So I think [2:04:30] there's a lot of things that we [2:04:31] need to understand. So I like [2:04:33] the time frame of of, you know, [2:04:35] making sure the money is parked [2:04:36] at a certain time out. So it [2:04:38] gives staff enough time because [2:04:40] this is my recollection as, as [2:04:41] a past high school principal, I, [2:04:44] we had to replace a light pole [2:04:46] for some issues. And the crane [2:04:48] literally, you know, it's large [2:04:49] and it rips up the whole entire [2:04:51] field. You have to redo the [2:04:52] whole entire football field. So [2:04:56] it MAY be lights first and then [2:04:58] football field after they've [2:05:00] done putting in the lights. So [2:05:01] we just need to gain more [2:05:04] understanding from a vendor to, [2:05:06] to really know all the action [2:05:08] steps that need to take place. [2:05:09] >> Doctor Hepburn, do you feel [2:05:11] like based on DR. Zeman [2:05:13] amendment, that it makes it [2:05:14] feasible and gives us the [2:05:14] flexibility. [2:05:15] >> That yes, I think it gives [2:05:17] us the time to do our [2:05:17] assessment. [2:05:18] >> Anyone else on the the [2:05:20] amendment all in favor of the [2:05:21] amendment say aye. Aye. All [2:05:22] opposed? Say no. Amendment [2:05:26] passes unanimously. All right. [2:05:29] Anyone else on the defp. [2:05:30] >> We have to pass. [2:05:31] >> a motion. Oh, sorry. Going [2:05:33] back to the main motion. Thank [2:05:35] you. All in favor of the motion [2:05:36] as amended, say I all opposed. [2:05:38] Say no. Motion passes as [2:05:40] amended unanimously. Anyone [2:05:46] se on the defp. All r right. [2:05:49] All in favor, let me make sure [2:05:51] I don't have to. All right. So [2:05:53] all in favor of item one, as [2:05:54] amended, say aye. All opposed? [2:05:58] Say no. The ayes have it to [2:06:01] approve item one this. Oh, [2:06:02] before I adjourn the meeting, [2:06:04] DR. Holness requested to speak [2:06:06] so he could make a motion [2:06:06] potentially. [2:06:09] >> Okay. Thank you, MADAM Chair. [2:06:10] I just have a question for [2:06:13] general counsel. General [2:06:15] counsel. Are you MISS Bruno? [2:06:18] Are you aware of any recent [2:06:20] emergent concerns regarding [2:06:22] construction program [2:06:27] solicitations? [2:06:29] >> I'm aware of of some [2:06:31] questions that have been raised. [2:06:32] And we are looking at legal [2:06:34] compliance. [2:06:36] >> Okay. So, MADAM Chair, I'd [2:06:39] like to make a motion to direct [2:06:43] general counsel to do a an [2:06:45] in-depth review of all [2:06:46] solicitations related to [2:06:49] construction program and make [2:06:51] recommendation to amend, if [2:06:54] necessary, to ensure we are in [2:06:55] full compliance with any state [2:06:59] or federal laws. [2:07:00] >> Motion made by DR. Holness. [2:07:02] Seconded by MISS Hixon. Public [2:07:04] comment on the Motion Board [2:07:07] member discussion. [2:07:10] >> DR. Zeman Doctor Hepburn, if [2:07:13] you were made aware of these [2:07:18] things. If somebody had some [2:07:20] issues with our construction [2:07:21] solicitations and their [2:07:22] compliance with state or [2:07:28] federal law, would you. Would [2:07:30] you normally sit down with the [2:07:32] general counsel and decide [2:07:33] between your staff and her [2:07:34] staff, because you have [2:07:35] procurement? [2:07:35] >> Yep. [2:07:36] >> That's correct. Has the law. [2:07:38] But would you normally [2:07:39] construct an investigative team [2:07:41] that would match the [2:07:42] insinuations that were made. [2:07:43] >> Correct, and the general [2:07:45] counsel and her team and the [2:07:46] procurement team are already [2:07:47] working in tandem. So if [2:07:49] there's issues or things that [2:07:50] are identified, they correct [2:07:53] them and make an amendment, [2:07:56] amend the actual solicitation. [2:07:57] So all a lot of that stuff is [2:08:00] already already has happened [2:08:01] and continues to happen. [2:08:05] >> Terrific. I guess I just [2:08:06] have to ask this, is this [2:08:08] motion necessary or is this [2:08:09] something that you and the [2:08:11] general counsel and potentially [2:08:13] even the chief Auditor would [2:08:14] collaborate on and figure out [2:08:15] the right steps in order to [2:08:17] make sure that we are [2:08:19] responding to any written [2:08:20] complaints that are made, not [2:08:21] verbal, you know, correct [2:08:23] social media post, but like a [2:08:24] written letter that said, you [2:08:27] know, we think solicitations [2:08:29] MAY not be compliant. Does this [2:08:31] motion change anything or. [2:08:32] Would you already take action? [2:08:33] >> It doesn't change anything. [2:08:34] We're already taking those [2:08:36] action, be it on our own [2:08:37] reviews and identifying any [2:08:39] gaps based on our own reviews [2:08:40] or any concerns that come our [2:08:40] way. [2:08:42] >> Terrific. And I know we're [2:08:44] in assessment season for for [2:08:46] you, as it turns out, and I [2:08:48] would expect exactly what you [2:08:49] said, which is if someone [2:08:51] brings you confirmed enough [2:08:52] suspicions about a solicitation [2:08:53] that you would convene the [2:08:55] right group and you would take [2:08:56] immediate action and you'd [2:08:57] report back to the board as [2:08:59] soon as you can about what you. [2:09:01] Correct. Thank you. Chair. [2:09:03] >> Thank you, MISS Bulman. [2:09:06] >> This is just to the to the [2:09:10] motion. Is that a motion? [2:09:11] Solicitation we're talking [2:09:13] about currently current [2:09:14] outstanding solicitation, I [2:09:18] think just yeah. Recent pile of [2:09:20] of research for MR. Bruno. [2:09:22] Smaller than all solicitations. [2:09:25] >> Okay. So this motion is [2:09:27] about recent solicitations [2:09:29] related to the construction [2:09:31] program for the general counsel [2:09:33] to do an in-depth review and [2:09:35] make recommendation to amend [2:09:38] language, if necessary, to the [2:09:39] superintendent to ensure that [2:09:41] we, as a board and as a [2:09:43] district, are in full [2:09:45] compliance with any state or [2:09:48] federal laws. And I understand [2:09:49] that there MAY be some [2:09:51] redundancy as expressed by [2:09:52] Doctor Hepburn, but I think [2:09:55] this is an added measure that [2:09:58] this board is ensuring that we [2:10:00] are we are compliance with the [2:10:00] law. [2:10:01] >> Yeah. [2:10:04] >> I was thinking if we had a [2:10:07] time frame. Is there. [2:10:08] >> a. [2:10:10] >> Is there a time for to add [2:10:12] the time frame, right. Like [2:10:12] from. [2:10:13] >> What does. [2:10:13] >> Recent mean? [2:10:14] >> Yeah. [2:10:16] >> Those that are currently [2:10:18] pending are in process, correct? [2:10:20] >> Yeah. Okay. So if we just [2:10:21] add that then okay. [2:10:25] >> Yeah. [2:10:27] >> Anyone else? So did you [2:10:29] amend your motion doctor? Yes. [2:10:30] Did you make an amendment to [2:10:32] his motion. [2:10:34] >> The out the pending [2:10:36] solicitations. [2:10:37] >> Yes. It's accepted. [2:10:38] >> MADAM General Counsel. [2:10:38] >> Is that. [2:10:40] >> Does she need to make a [2:10:41] formal amendment? [2:10:42] >> Let's just make it simple [2:10:44] and do a substitute motion. So [2:10:45] if you can restate your motion [2:10:47] with the language that's been [2:10:48] suggested. [2:10:49] >> Okay. Motion to direct [2:10:50] general counsel to do an [2:10:54] in-depth review of recent and [2:10:56] pending solicitations related [2:10:58] to the construction program, [2:10:59] and make recommendations to [2:11:00] amend language, if necessary, [2:11:02] to the superintendent to ensure [2:11:04] that we are in full compliance [2:11:07] with any state or federal laws. [2:11:07] >> Second. [2:11:09] >> So substitute motion was [2:11:12] seconded by MISS Rupert. I have [2:11:14] a question for, I guess, MADAM [2:11:16] General Counsel and Doctor [2:11:19] Hepburn, if we pass this motion, [2:11:26] will this delay. The. Process [2:11:28] we have going forward right now? [2:11:30] >> No, it doesn't delay. We're [2:11:32] already doing pretty much [2:11:34] everything that's in the motion. [2:11:36] >> MADAM General Counsel. [2:11:37] >> I would agree. If there's [2:11:40] any agendas that need to be had, [2:11:42] we will do that and take any [2:11:43] appropriate steps. As Doctor [2:11:45] Hepburn indicated, we are [2:11:47] already working closely with [2:11:47] procurement. [2:11:49] >> Okay. Anyone else on the [2:11:51] substitute motion? All in favor [2:11:52] of the substitute motion, say [2:11:53] aye. [2:11:53] >> Aye. [2:11:57] >> All opposed? Say no. No [2:11:58] substitute motion passes with [2:12:00] one dissenting vote from DR. [2:12:01] Zeman. [2:12:03] >> MADAM Chair, I have one more [2:12:04] thing. Go ahead. It's not a [2:12:08] motion. It's just. Missus. MISS [2:12:12] Bruno, are you able to to bring. [2:12:13] I know you're bringing policies [2:12:15] to us for review. Are you able [2:12:18] to bring procurement policies [2:12:19] for review with your next batch [2:12:20] of policies? [2:12:22] >> Yes, that is the plan. We'll [2:12:24] be bringing all of the [2:12:25] procurement purchasing policies [2:12:27] for our next batch. It will go [2:12:29] through the regular rule [2:12:30] development, rule making [2:12:31] process and hopefully adopted [2:12:32] in OCTOBER. [2:12:33] >> Okay, great. Thank you, [2:12:35] MADAM Chair. [2:12:38] >> Anyone else? The scheduled [2:12:39] order of business for the [2:12:40] Special School Board meeting of [2:12:41] the School Board of Broward [2:12:42] County, Florida, has been [2:12:43] completed. Seeing no objections, [2:12:45] I will now adjourn the special [2:13:01] school board meeting.
