I am Judge Shalina Anderson and my
[2:16] apology for having my back to all of
you,
[2:20] but I am here to give a brief
presentation.
[2:27] I sit on the 3rd Circuit Court in the
Criminal Division,
[2:31] uh, down in the Criminal Justice Center.
And the reason why I am here is just to,
[2:38] let you all know that the Circuit Court,
um, is available to the community. Um,
[2:44] we,
uh, want to be involved in the
[2:47] community. We want to know, we want you
all to know,
[2:51] what we can provide, for your
communities. And so, we have been going
[2:55] out to all of the communities within
Wayne County, to their, uh, Council
[3:00] meetings, Trustee meetings, just giving
a 10-minute presentation about our
[3:05] court.
[3:08] We have several events that we
participate in, that we celebrate
[3:13] Adoption Day, Reunification Day,
uh, New Lawyer Swearing In, and Law Day,
[3:20] and other activities that we are
involved in, with respect to the
[3:23] community.
And we've been receiving a lot of
[3:27] feedback from our jurors,
um, that have received summons. And we
[3:33] are in a new facility. Uh, prior to, we
were at the Frank Murphy Hall of
[3:37] Justice, in terms of the Criminal
Division. We've since moved to the
[3:41] Criminal Justice Center, which sits on
Russell, in the City of Detroit, and
[3:46] it's a little bit off of I-75
and Warren Avenue. And there, there's
[3:52] more space, there's uh more technology
uh that the jurors can take advantage of
[3:58] and they feel more comfortable in that
space. That's been the feedback that we
[4:02] have received. Um additionally, we um
have
[4:06] um
worked out services for the jurors. And
[4:10] so, if they feel like they need uh
mental health services or counseling or
[4:16] anything of that nature because they
have sat on a jury that maybe
[4:20] um was a lot for them to handle
mentally, then we do offer mental health
[4:24] services for them. And that's something
that is new that we haven't always
[4:28] had.
[4:31] So, the Third Judicial Circuit Court is
our trial court in Wayne County, and it
[4:37] sits above the District Court, the
Probate Court, and the Municipal Courts.
[4:43] Um decisions from any of our Third
Circuit Courts can be appealed to the
[4:47] Michigan Court of Appeals, and then
ultimately to the Michigan Supreme
[4:52] Court.
[4:56] Of course, there have been celebrations
going on throughout the year um to
[5:01] celebrate uh the 250th birthday of the
United States, and the court has also
[5:07] taken part in celebrations and continued
throughout the year to um engage in
[5:13] celebrations that
um celebrate the unique differences from
[5:18] within Wayne County.
Our mission is to serve the community by
[5:24] providing accessible and equal justice
for all. And our vision is to be an
[5:28] exemplary and innovative court leading
with integrity and providing justice and
[5:33] public service. We recently had a um
survey and questionnaire that we had
[5:41] out. So, anyone who came to our
courtrooms or within our buildings, or
[5:45] even if you had a Zoom hearing, you were
able to click on the QR code and give
[5:52] your feedback about what your experience
is with the 3rd Circuit Court and the
[5:57] leadership for the 3rd Circuit Court.
They're interested in hearing from the
[6:00] community and what that feedback is.
At the 3rd Circuit Court, we have
[6:05] approximately 60 judges.
We have more than 25 referees. Those
[6:11] referees are usually found in the family
division that would make some decisions
[6:18] so that the docket can move along and
everything doesn't have to necessarily
[6:22] go through a judge. We have more than
500 total employees and our normal
[6:28] business hours run from 8:30 to 4:30
Monday through Friday.
[6:34] There are some judges that maybe start a
little earlier, some that start a little
[6:38] later. For me, I am a judge that starts
at 9:00.
[6:44] We do have four locations. We have the
Coleman A. Young Building, which we
[6:48] refer to as the K-Mac Building. And in
that building, we deal with our civil
[6:52] matters, our family matters, domestic
matters. We have the Lincoln Hall of
[6:58] Justice, which also sits off of I-75 in
Warren, and that deals with the juvenile
[7:04] matters.
And then, of course, I've already
[7:07] mentioned the Criminal Justice Center,
which deals with all of our criminal
[7:11] felony matters after they've been bound
over from our local district court. And
[7:16] then, we have the Frank Murphy Hall of
Justice, which is where most of our
[7:20] friend of the court matters are handled.
[7:24] The Wayne County Circuit Court is
funded, a portion of that funding comes
[7:29] from Wayne County, and the other portion
of that funding comes from the state of
[7:33] Michigan. We work in conjunction with
the Wayne County Sheriff's Office. That
[7:38] is the office that provides uh
security for the courtroom
[7:44] as well as it provides a supervision for
the Wayne County Jail. We also work in
[7:50] conjunction with the Wayne County
Clerk's Office and of course the Clerk's
[7:54] Office is the keeper of all of the
records for Wayne County.
[7:59] When considering all of the divisions
that the Third Circuit Court is
[8:02] responsible for, again, there is the
civil, criminal, family, domestic, and
[8:07] family juvenile units.
The civil unit um involves any type of
[8:12] non-monetary damages that are above
25,000, election disputes, property
[8:17] disputes, contracts, um things of that
nature.
[8:21] Of course, as I said, the criminal
division we deal with adult felonies,
[8:26] um any criminal appeals from District
Court, those parties that may not have
[8:30] been satisfied at the local level can
then appeal to the Circuit Court and we
[8:35] essentially serve as the
court of appeals for the District Court.
[8:39] And we also deal with search warrants,
so there is always a emergency judge
[8:45] that is on call 24/7 and so if there is
a situation where a search warrant needs
[8:52] to be executed um to search within a
home or an arrest warrant or things of
[8:58] that nature, those can always um be
signed.
[9:01] Uh there's also someone that is always
on call to deal with personal protection
[9:06] orders and also um the new orders where
if you feel like there is an individual
[9:13] who has a mental health issue who maybe
perhaps should not be
[9:18] um in possession of weapons, there is a
method for which you can contact an
[9:22] emergency judge to have um
order signed so that those weapons can
[9:28] be taken away from those who may be
suffering from a mental health crisis.
[9:33] We also have the family domestic
division which again um deals with
[9:38] divorce, child support, custody,
parenting time, the PPOs, and the ERPOs
[9:43] that I just mentioned,
um, and friend of the court.
[9:47] And we also have the family juvenile
division, which of course deals with all
[9:51] of our juvenile delinquency matters for
those individuals who are under the age
[9:55] of 18,
uh, those vulnerable individuals who may
[9:59] be suffering from neglect and abuse.
Those cases are heard there. Adoption,
[10:04] guardianship, and truancy matters when
we have, um, students who may not be
[10:09] necessarily attending school the way
they should be.
[10:15] The Third Circuit Court also wants you,
um, to know that there are free legal
[10:20] resources that are available within
Wayne County. And so, if you come across
[10:25] people within your community that are in
need of any type of consultation, that
[10:30] they can reach out to the Detroit Legal
Services Clinic, the Lakeshore Legal
[10:34] Aid, the William Booth Legal Aid Clinic,
and the Michigan Legal Help. And that
[10:39] contact information is listed, um,
should you come into contact with
[10:43] someone who may be in need of free legal
resources.
[10:49] I previously indicated that the Third
Circuit Court is the busiest court in
[10:53] Michigan. And just looking at our 2025
statistics, there have been a total of
[10:58] 56,742
cases that were filed in 2025. And
[11:04] actually in 2026, there have been an
uptick in the cases that have been
[11:09] filed.

>> Certainly, as I indicated previously,
[11:15] the Third Circuit Court is looking for
any feedback, uh, that any of the our
[11:20] community members and partners may have.
There is an email address that is
[11:25] specifically designed to receive those
communications and feedback, and that is
[11:30] communications, plural at 3rdcc.org.
The bottom line and what the takeaway
[11:38] should be from
this presentation is that third circuit
[11:43] court and its judges are available. We
want everyone to

>> have access to justice and we want
[11:49] everyone to understand the process and
the system. I in fact have gone to
[11:55] several high schools within Wayne County
giving presentations not only on the
[12:00] third circuit court and what
we do, but just
[12:04] students in the law, how the laws impact
you, thinking about the things that you
[12:10] put on our social media, maybe taking a
second look at your social media,
[12:15] letting them know that everyone to some
extent has some access to social media,
[12:19] you should be careful what you're
putting on there, reminding them very
[12:24] simple things, things that even adults
can take heed of and for example, if
[12:29] you're going out of town, perhaps
waiting till you return before posting
[12:34] the images so that people aren't aware
that you are actually out of your home
[12:39] and that your home is empty. So things
like that we just try to touch on with
[12:43] the youth and so if there's ever any
type of program that you feel like a
[12:48] judge could come for a law day or
anything like that, certainly myself or
[12:53] one of my colleagues would be available.
So that is the extent of our
[12:57] presentation for the third circuit court
and if any questions that I could
[13:01] answer, certainly I'm available to

Um
[23:36] Just one thing of note I wanted to start
with is
[23:39] seems like we're in the time of year
where we're into
[23:42] negotiating lots of different contracts.
Obviously, I mean several collective
[23:47] bargaining agreements up to the end of
this year, which we're in the process of
[23:51] doing. We completed our
negotiations with GLWA, which was
[23:57] approved by the board recently.
Um we're also
[24:01] sitting down and meeting with
our waste hauling contract, trying to
[24:05] negotiate good services and rates on
that. This has taken a number of
[24:09] meetings and we're continuing to pursue.
Um and earlier today had our first
[24:13] meeting to begin looking at health care
renewals for for this year. So, a lot of
[24:19] moving parts on some big issues um that
we're just slowly but surely going to
[24:24] work our way through. Um so, these are
all things that
[24:28] we're beginning to
uh work on trying to get ahead of the
[24:32] game on because we have to have them all
completed by the end of this year and
[24:36] they'll creep up on us quicker than we
think. So, as we continue down with
[24:41] these um obviously this evening we'll be
providing an update on one of those,
[24:46] but we'll continue to provide updates on
status on all of these. Um so, a lot of
[24:51] these that will be going on at the same
time.
[24:53] Um
the other thing I wanted to to mention
[24:56] earlier at the meeting the board
approved a first reading for an update
[25:00] to our ordinance relative to child care
centers.
[25:03] Just for a little
uh background on that,
[25:07] you know, we had been contacted by uh
well, first of all,
[25:12] there's such a huge need for child care
right now in every community. It comes
[25:17] up frequently when when residents are
looking for
[25:21] services in the area, looking for child
care centers there.
[25:24] Um
we had uh
[25:27] some people looking at our ordinance and
just
[25:30] you know, mentioned that you know, ours
is pretty restrictive, which you know,
[25:34] you don't really know unless you start
comparing them. So, we we tried to do
[25:37] some work comparing ordinances and
realized that
[25:40] the guts of what we have in our
ordinance currently is really a standard
[25:44] that was used back in the 1950s through
the '70s on some of the spacing
[25:49] requirements. And when we started
reviewing that up against other
[25:53] communities and and really just focused
on Southeast Michigan, we found that
[25:58] there was only one other community that
was left that had not changed the basis
[26:02] for their their ordinance the same that
we had.
[26:06] Um so, what we did is is try to
modernize that ordinance in a way that
[26:11] meets current needs. What child care was
in the 1950s is not the same as it is
[26:15] now. Um and now with the state
requirements for licensing, there's a
[26:20] lot that's handled at the state level
that doesn't necessarily have to also be
[26:25] piled on the local level. So,
um appreciate the approval of first
[26:28] reading.
Uh we're going to uh
[26:31] you know, looking forward to that
getting in place so that we can have a
[26:34] good ordinance on child care centers in
the sub committee.
[26:38] Um and I also wanted to thank planning
commission for their quick work with
[26:42] that and they're basically recommending
approval.
[26:46] Um
another item that I know we've gotten
[26:50] some questions on for residents
relative uh to there's a a ballot
[26:56] initiative on the smart knowledge coming
up. We have received some information
[27:02] from SMART just providing information on
what the ballot initiative is seeking to
[27:09] do, what it would achieve, all of those
types of things
[27:13] that we are going to be
sharing just so that residents have as
[27:17] much information as they they need to
understand what is being requested of
[27:22] them in that ballot initiative.
So, that's something that will be will
[27:26] be putting out uh
probably later this week.
[27:31] I also wanted to mention since
obviously our next I know it's under our
[27:36] uh
board information later, but uh
[27:39] we all have our our meeting or we have
our meeting canceled due to the election
[27:43] for the first meeting in August. So,
there's a lot that will be happening
[27:47] between now and then. And one of the
main obviously our our summer festival
[27:51] will be coming up. So, I wanted to at
least uh make note of our summer
[27:55] festival at the at this meeting will be
coming up on August 14th and 15th. Um
[28:01] we've uh tried to concentrate our
efforts on that. I think it'll be a fun
[28:05] event, two nights fireworks, music, uh
all the the fun stuff that we've had in
[28:10] the past. And just looking forward to
having the community come out and enjoy
[28:15] that. It's always a lot of work to get
together, but something that's very
[28:19] rewarding.

Um and it's great for kids. I mean,
[28:48] really it's an excellent if you want
something to do that's going to be fun
[28:52] and family-friendly and entertaining,
that's the place to be. So, keep up the
[28:56] good work. I I recommend everybody who's
aware of it just stop by. And you might
