I know we've got a special city council meeting [0:35] tomorrow night as well and uh so a lot of things going on this week. I will [0:40] start out with the roll call please Denise. [2:01] » Not specifically on the agenda, but I had uh talked before and it just didn't [2:04] make it on there about a proclamation and I'd like to go ahead and read that [2:09] uh if I may. And uh this is regarding uh the 25th anniversary of uh September [2:14] 11th, 2001. And um I'll go ahead and read it. So a proclamation, Patriot Day [2:20] and National Day of Service and Remembrance. 25th anniversary of [2:23] September 11th, 2001. Whereas on the morning of September 11th, 2001, [2:28] coordinated terrorist attacks were carried out against the United States at [2:31] the World Trade Center in New York at the Pentagon in Virginia and aboard [2:35] United Flight 93, which came down in a field in Shanksville, Pennsylvania. And [2:40] whereas 2,977 people were killed that day and many [2:44] more have died since from illnesses connected to attacks and the recovery of [2:49] work uh the recovery work that followed. And whereas 343 firefighters and more [2:55] than 70 law enforcement officers were among those lost having gone toward the [3:00] danger while others were coming out. And whereas the passengers of and crew of [3:05] flight 93 knowing what had already happened this morning or that morning [3:11] attack, excuse me, acted to prevent the aircraft from reaching its target and [3:15] gave their lives in doing it. And whereas in the days that followed, [3:18] Americans of every description stood with one another, and this country was [3:22] reminded what it is capable of when it decided to be. And whereas 25 years have [3:27] now passed, and a generation of Americans has come of age with no memory [3:32] of that morning, which makes the telling of it a duty rather than a habit. And [3:36] whereas the firefighters, police officers, dispatchers, and emergency [3:40] medical personnel who serve Canyon City do the same work in our own community [3:44] and are owed the same regard. And whereas the public law uh 107-89, [3:51] the Congress of the United States designated September 11th as Patriot Day [3:55] to be observed with the flag of the United States displayed at half staff [3:59] and with a moment of silence. Now therefore, I Philon, mayor of city of [4:03] Canyon City, Colorado, do hereby proclaim Friday, September 11th, 2026 as [4:08] Patriot Day and National Day of Service and Remembrance in the City of Canyon [4:12] City. We do not forget them. [4:27] Thank you. the proclamation. Okay. Uh [4:33] we are next going to deal with those who are uh interested in speaking to the [4:37] council. And right now I only have one name and that's Jessica Hughes. And [4:41] Jessica, you're welcome to come on forward and present to the council. [4:46] Thank you for coming. [4:50] » Hello. I'm just going to read you uh an [4:54] introduction to it and then I'll pass this off to you guys to go through it [4:57] later on. Um I've been looking into the possibility of bringing a Thomas Dambo [5:01] troll into Canyon and if you don't know who that is, he he builds giant troll [5:06] troll sculptures out of recycled. Um we have one in Breenidge and one in Victor. [5:12] Uh I reached out to his team and received some feedback about what we [5:16] needed to do to apply for a future project. And one of the requirements to [5:19] have a troll, um, it must have an official host organization and it can't [5:24] be sponsored by an individual. Um, which is why I'm bringing it to you guys. Uh, [5:29] I've included the information they've provided along with the correspondence [5:32] of a semi semi pre-filled application uh, in this pre presentation if anyone [5:38] like to review it. The project cost for the troll project according to Dambo's [5:42] team is currently between approximately 350,000 and $580,000 [5:47] depending on the scope of installation. And I know that sounds like a [5:50] significant investment. Uh so I just wanted to share that I spoke with the [5:54] Royal Gorge Bridge and they already have plans in their new contract for a troll [5:58] and some additional figures that would be placed inside the park. um they have [6:02] the materials and in 2029 it will be their 100th anniversary of the gorge and [6:08] that's an achievable achievable time frame to have the troll completed for a [6:12] celebration. Um I've looked at several possible locations and the one that [6:16] stood out the most right now is right outside the gorge. Uh they'll be fixing [6:20] the trolley train as well and my idea is to put the troll in the center of it [6:24] with a crossing and trail to it. Um, people could walk or ride around it and [6:29] I think it's best put there because the gorge has available in excess parking, [6:32] it would remain free for the public to visit and would still be accessible to [6:36] view for those with mobility limitations. Um, I do believe Canyon [6:40] would be a strong candidate for this consideration. And while currently [6:44] Colorado has two Thomas Dambo trolls, Denmark alone has over 50 of them, [6:48] showing that these projects are beloved attractions and are not shy from being [6:52] close to one another. And I am simply asking that we explore this opportunity. [6:56] Uh submit a form to Dambo's team for consideration. A project like this one [7:00] could create a new landmark for Canyon, encourage tourism, support local [7:03] business, and give families and visitors another reason to visit. [7:07] And I have some pictures and I'm not going to read the whole thing. Um I'll [7:12] let you guys read it, but I kind of took their [7:16] form and kind of filled it out. there's specific things that uh they were [7:21] looking for for us to put in there. Um and Miss Olive, the one that I've been [7:26] talking to, uh she's she's looking forward to seeing an application from us [7:31] if we can find a host. >> Okay, very good. Thank you. Uh just a [7:35] couple questions. Um one, when is the deadline that you need to uh submit [7:38] that? >> Whenever. It it doesn't have a deadline. [7:41] » Okay. There's no deadline. Yeah. And um would you be willing to come before the [7:45] economic development committee and present this more and we can figure out [7:48] where the city wants to go with it because you talked about tourism and a [7:51] lot of other issues that uh would certainly be good for the economics of [7:54] our city uh to pursue something like this. [7:57] » Yeah. >> Okay. Uh unless somebody else has [8:00] another uh offer as far as where she might go, but I'd like to see it go to [8:03] economic development at least. >> I think it I'm more than happy to have [8:06] it go there. I think it also falls under quality of life for the people who live [8:09] here, but I'm very happy to have it go to economic development. [8:13] I agree with you. It uh serves both of those purposes. Uh we'll start out with [8:17] economic development and uh you'll probably end up before quality of life [8:20] as well. >> Okay, [8:22] » Jessica, you got vision. Thank you. >> Oh, thank you. I'm [8:45] going to turn to the council members and board updates. And uh why don't we start [8:48] off with council member Schmisser as far as your committee. [8:52] » Sure. Happy to. Um so just a couple of updates based on our meeting last week. [8:58] Um, we do have a special city council meeting tomorrow at 6 PM or whenever the [9:05] urban renewal authority meeting ends to deal specifically with Clock Tower [9:09] Plaza. Just plugging that again. Um, one of our big first initiatives in the [9:15] public safety quality of life committee has been the Mon Plaza natural play [9:19] structure. Um, and Manny the mammoth on Mon um is being ordered and the [9:24] estimated arrival is in the next 12 to 14 weeks. So, we're hopeful that by the [9:28] end of the year, we'll have the the new place structure beginning to to take [9:34] shape um there in Mon Plaza. For folks who are interested in the library [9:38] foundation's campaign around that and supporting our library more generally on [9:44] September 11th, which is this Friday, um at 4 p.m. there they will have a [9:50] fundraiser and music on Mon and kind of getting folks excited about this new um [9:56] natural place structure in Mon Plaza. Uh there will be a moment of silence for [10:01] the 25th anniversary of September 11th, followed by uh local band and just a a [10:06] good free time to be had by all. So encourage folks to come down to Mon [10:10] Plaza Friday between 4 to 7:00 p.m. Um we also took a field trip over to the [10:17] new restrooms at at Florence's Pioneer Park um to take a look at what they have [10:22] done well there and what we may want to recommend for future public restrooms [10:26] here in Canyon City. Um and we the committee most significantly probably [10:32] voted um to send a draft um ebike and emoto ordinance um to city council upon [10:42] incorporation of edits from the committee and review by our attorneys. [10:47] So those edits that um committee members have sent over have been incorporated. [10:51] It's going back to city staff for one more deep dive look um as well as over [10:56] to our attorneys for their input and feedback. We've had a preliminary [11:01] conversation with the school district um superintendent about partnering on uh [11:07] public engagement and a public education campaign around um what is legal uh here [11:13] in the state of Colorado and um they are looking forward to partnering with us on [11:18] that. So, more to come on next steps. Um, and then lastly, we have um our next [11:28] public safety quality of life committee meeting is scheduled for October 7th at [11:33] 400 PM here at city hall. Thanks. >> You're welcome. And thank you. And uh [11:38] let's just talk about the the e motorcycles just for a second, a little [11:41] longer if we can as far as coming out of there. So, uh, the police chief was [11:45] there and, uh, there are things that are illegal already under the laws of the [11:50] state of Colorado and, uh, we're looking at some things, uh, specifically for, [11:55] uh, Canyon City. Correct. >> Yes. So, currently in Canyon City, there [11:59] are some things that are illegal, like riding class one and class 2 ebikes on [12:04] the Riverwalk. Um, so, one of the things that this ordinance would do is take [12:09] away that restriction. a lot of people are already riding ebikes and we want to [12:13] make sure that we don't have regulations on the books that aren't being enforced. [12:17] The other um aspect of this ordinance is it's looking at how do you ensure that [12:23] once education is appropriately done around what the state of Colorado allows [12:27] and doesn't allow that the police have the appropriate enforcement tools um to [12:32] actually hold people accountable for those state laws um to ensure the public [12:37] safety for the the kids in our community as well as pedestrians and um business [12:42] owners that are facing a lot of challenges due to uh various types of e [12:47] motos that are being written around town. So it does um it would give our [12:52] law enforcement additional tools um things like making it uh eluding [12:58] behavior, reckless driving, careless driving, and also parental [13:02] responsibility for minors who are repeatedly found um using vehicles that [13:08] they are not lawfully allowed to to operate. [13:11] » Okay. So, if you're watching this at home or wherever, um this is something [13:15] the council is taking up. Uh it's an important issue to a lot of people and [13:19] uh I've certainly seen the wheelies down Main Street as well myself and uh so [13:23] we're going to take that on. One other point that they might consider, Amy, is [13:28] the fact that uh we're also looking at property uh that they might do this [13:32] legally. If you want to expand on that. >> Sure. Absolutely. So, city staff have [13:37] looked at a couple of different properties around town um that would [13:41] that the city already owns and frankly where where some of this behavior is [13:45] already taking place um to ensure that folks do have a place where they can [13:50] recreate um with equipment that they own in a way that is safer and that is [13:54] legal. One of the one of the pieces of the public education that we're looking [13:58] forward to moving forward with is really engaging with some of the users of these [14:03] vehicles so that we better understand would that meet their needs? Would it be [14:07] used? Um and if not, what what is the gap? How do we ensure that folks have [14:13] their needs met? Um and while also being safe and not causing quality of life and [14:18] safety concerns for others. >> Yep. And I'm excited about that that [14:21] we're not only looking at putting additional rules in that changes that [14:26] behavior uh from a safety mechanism because we certainly don't want anyone [14:29] hurt and certainly this the kids that are using this, but uh I'm excited that [14:33] we're also looking at property that uh can uh be used in a safe way and uh I [14:38] know we've got citizens who are out there looking at that and appreciate [14:42] them doing so. >> Absolutely. Okay. I think just so folks [14:45] know, the the property that the city staff um are looking at first is that uh [14:51] that which is directly to the east of Canyon Exploratory School. Um it already [14:56] has a natural ravine and already has features that a lot of folks enjoy um [15:00] recreating on with these types of vehicles. One of the biggest challenges [15:03] and a hurdle that will would have to be overcome is how do you uh lawfully and [15:08] safely get the vehicles up to that space, right? So again, looking forward [15:12] to the public education and public engagement to make sure that we [15:15] understand um why those uh how how that space can best be used and where that [15:21] space needs to be located to ensure that it meets those needs. [15:23] » Okay. Thank you for taking extra time. Uh Council Member Tony, finance [15:27] committee, finance, budget, and >> yeah, thank you. So our next meeting [15:31] will be September uh 10th uh this Thursday, 3:45. Uh it'll [15:38] be really all about the budget. uh if there's in any uh uh underspent budget [15:44] this year, is there some critical infrastructure that could be used for? [15:48] We'll be investigating that along with an update uh on the 2027 budget. Uh [15:55] we'll also be uh exploring the possibility of uh retention and uh wages [16:03] for our police department. So, invite everybody to come to that. Um and that [16:09] that's about it for this this week. >> Okay. Thank you. Um next one, economic [16:14] development committee met at 4:00 today and uh just a very quick update on that. [16:18] Uh we looked at a policy issue that uh the council may consider uh dealing with [16:23] sign ordinance that have been passed in the in the past and uh I won't get into [16:27] too much detail on that. Just know that it's being looked at. I do want to [16:31] remind everyone that uh we have a consultant that uh is looking at uh the [16:36] functions of city government and uh I think all of us are behind that. I'm [16:40] looking forward to that report coming out and um they've already met with a [16:44] number of individuals when the consultant was in town including all the [16:48] members of the the council and a lot of business people and I think that uh [16:52] there's a survey that's been completed uh city administrator can add whatever [16:56] he wants to but the survey has been completed as far as the draft of how [17:00] it's going to be and I think that's going out uh shortly and as a result uh [17:05] we should have that report back in a couple months and uh sooner the better [17:09] but That's what we're looking at. And C or um city administrator, you're welcome [17:13] to give any update on that you'd like, but uh that's an important economic [17:17] development issue. >> Yeah, we received the link for the uh [17:20] final survey today, so we'll be putting that out probably tomorrow. [17:25] » Okay, very good. Thank you. Okay. Uh any other council members want to address [17:30] any other topics? [17:35] » Council member Reeves? >> Yeah, I want to address the committees. [17:37] We never uh talked about that again. I would want to get that on the agenda for [17:41] future to review the committees and the structure of those potentially change [17:46] it. Do we need what what kind of [17:49] conversation do we need to have about dates and stuff like that? [17:53] » So, uh the city administrator and I have discussed uh that and uh there was uh a [17:59] thought that uh >> recording in progress. [18:02] » Great. So, everyone gets that. I don't know if you heard that at home, but it [18:06] just said we're recording. So all good. Um we are talking about having some kind [18:11] of uh retreatish kind of thing after the election and uh so we were thinking of [18:17] putting it on that time frame of November uh at this point. One of the [18:22] things that came out of it with uh when Amy was discussing this is having some [18:26] kind of committee of the whole as well as the committees, but that is all [18:30] subject to uh discussion. But uh having that on a a November time frame because [18:35] there are committees that are active with budgets and everything else and [18:39] that gets us uh it's only two months away and uh we could take it up at that [18:43] time. Council member Reeves, >> aren't we going to just do the same [18:47] thing in a couple months and be like, well, we have other stuff we have to do [18:50] then and people are committed to it. I mean, I've been paying attention to the [18:54] other committees. I'm sure other members have, too. We can consolidate this back [18:58] into uh us dealing with a lot of these issues. Um, I'm finding that there's I'm [19:04] having to do too much homework. I I most of what I'm finding out isn't even from [19:08] the committee that I'm actually in. And uh spending hours doing not what this [19:14] this committee structure promised to do. And I I clipped together some video if [19:19] we need to pull it up of us talking about this at 6 months and reviewing [19:23] this. And so I'd like to do it a lot sooner than November. [19:27] » Okay. Right now, we're having a conversation about the timing as opposed [19:30] to uh exactly what uh we're dealing with and your opinions are granted, but uh I [19:36] think we need to talk about timing and when that can happen. And uh I'm not [19:40] certain that uh with all the things we've got going, I've got a couple other [19:43] issues that I want to bring up as well. Uh in fact, I'm going to bring them up [19:46] right now. Um the uh based on that that I think there's uh an equal priority [19:51] with that and I do see Sarah that you're online and we'll discuss that. Um, but [19:56] we need to do an annual review on the city administrator and that's going to [19:59] take some time. That goes into executive session of course and that is nothing to [20:04] do with uh anything other than that is standard practice. I also believe that [20:08] we should do a review of uh the attorneys. Uh that's something that uh [20:13] would be practiced as well. And so those are two things on the agenda. We've got [20:17] drain or um uh ditch issues that we have to deal with. There's just a lot before [20:22] the council and it's a matter of when we can fit that all in. But I do believe [20:25] that uh uh typically in August or September uh the city administrator is [20:30] up for review. Uh and that's good for him and it's good for us. And so I want [20:34] to get that on the agenda and again uh the attorneys as well. So just uh we do [20:39] have a lot going on. That's why we are focused on November and uh specifically [20:43] at a a meeting that would be a little longer. Council member Eaves, you're [20:48] still up for speaking. Do you want to do that? Council member McCuller. [20:51] » Uh thank you, Mr. Mayor. Um I also agree that we need to talk about the [20:55] committees in a timely manner. Um I believe that it is important to how this [21:02] body functions for us to have a good grasp on what the other committees are [21:06] doing and be able to have conversations amongst ourselves as well. So I'm not [21:11] going to commit myself to a time frame, but I do agree with council member [21:15] Reeves that we need to make sure that this does not get lost in the shuffle. [21:20] right now it's not going to get lost uh at this point. Um we are looking at [21:24] November. If uh somebody wants to push forward uh before that, just know that [21:29] uh there's a lot on our plate and I think we need to accomplish a few [21:32] things. And so when the city administrator and I were talking, that's [21:36] the time frame we were looking at. Uh again, I've got you still on there, [21:41] Sarah. We um we're not taking them off correctly with Okay. Now, Council Member [21:46] Schmer and then Council Member Denny. >> Thanks. Could I ask for a bit more [21:50] clarity on the retreat agenda and focus? I agree with you that [snorts] it uh [21:56] it's a conversation that we've had a couple of times. So, it's one that bears [21:59] perhaps a lengthier discussion so that we can come to resolution and a way [22:03] forward. So, I'd like to better understand what the intended structure [22:07] of the retreat would be. um who would be coming, how long we would be discussing [22:13] this, what other items would be on the agenda so that I can understand if it is [22:18] likely to produce um a way forward on the committees out of that retreat. [22:23] Thanks. >> Yep. I'm happy to discuss what I know [22:26] and what I don't know which is right now it's preliminary discussion. We have [22:29] simply talked about timing. city minister can add anything he wants to at [22:33] this point but uh we he is uh aware of consultants specifically have dealt with [22:38] uh cities and uh he is uh going to be uh bringing those forward um so those are [22:45] the issues from a timing standpoint um we have an election year coming up uh [22:49] five of us are up for election or at least five positions the mayor and four [22:54] council members and we wanted to get this in prior to uh the burdens of an [22:58] election and all those kind of things um because of just what's coming down the [23:02] pike. And so November after an election uh made sense at least to me and I think [23:07] uh I won't speak for the city administrator but uh from a timing [23:10] standpoint we're past uh we'll know about the pool and we'll know about a [23:14] lot of other stuff and that seemed like a good timing as far as uh content [23:19] haven't got into it much other than it would be a good thing for the council to [23:22] spend some time with one another. >> Thank you. Um I just because I saw some [23:27] some looks of confusion. And I believe the mayor was referring to the 2027 [23:30] election is when city council seats would be up as opposed to to this. [23:35] » Correct. >> Um so I want us to have enough time to [23:39] discuss this. I'm a bit concerned just because the first retreat um I I didn't [23:43] receive the notes or the action items or the doouts from it. So I'm I'm a little [23:47] bit concerned that if that based on how the first one went that we may not um [23:51] come to a conclusion on this topic that has been hanging out there for for quite [23:56] a while now. um unless it really is the focus of say half of the day. Um so I [24:02] wouldn't be opposed to having a a meeting of the whole specifically on [24:06] this and no other agenda items to to just make sure that we do um move [24:11] forward on it. >> Yeah. Uh there is um staff um I think [24:16] position as far as the the particular uh committees as well and uh I've I've seen [24:23] that I think the attorneys might have drafted something. I believe that um if [24:29] you guys want to talk about it next week, we can have a special city council [24:32] meeting, but uh you know my position, which is I'm in favor of citizens being [24:35] involved just as much as possible. And uh that's um I think in November and [24:42] letting them run out their course is a good thing. But if uh the council wants [24:45] to meet next week or the following week or in October, uh we can do that. [24:50] You're still on. Um Denise, I think you need to pull people off when they get [24:54] done. I'm not certain how that works, but uh it just keeps people on. Council [24:58] member Deni. >> Yeah, I just I think we need to meet [25:02] within the next week or two and just have a discussion on this. I think [25:05] you're hearing from four council members right now and I don't know if anybody [25:09] else has views on this, but I think it'd be good just for us to have a discussion [25:12] in within the next week or two. [25:25] » Yeah, I think uh we we need to put some thought in this for sure, but there's a [25:32] lot going on. You have the budget u among many other things and to do it [25:38] next week. I don't think that's a timely. It's a knee-jerk reaction. I [25:43] think let's plan it, do it right, and uh you know, that way we can set our goals [25:49] for the for the upcoming year and all that at one time. Council [25:55] member McCuller. >> Thank you, Mr. Mayor. Uh, Council Member [26:00] Tony, I hear what you're saying. Uh, I don't agree with the part about it being [26:04] a knee-jerk situation because I don't think that Council Member Tony or [26:08] Council Member Reeves, and correct me if I'm wrong, I don't think he's trying to [26:12] start a discussion about shaking things up and doing everything different. I [26:17] think we're just having a conceptual discussion about how we want the [26:20] committees to look. So like the committees would continue their work [26:23] ostensibly, but we need to have a conversation about how we want the [26:26] committees to look going forward. And I don't know if next week is appropriate, [26:30] but I don't see why the week after couldn't be. So [26:34] » Council Member Worthington, >> um, speaking of the budget meeting this [26:39] Thursday, that's an example of where that is set up for a committee. However, [26:45] to me, every one of us here, this is something I'm going to try and have to [26:49] come to because in the past, we have all been involved in the speaking and [26:54] talking about the budget. And yet, as far as right now, unless we're a member [27:00] of the committee or can find time again to out of our other lives, we are not [27:06] going to be as involved or as informed as we should be regarding the proposed [27:11] budget plus what's going on with this year's budget. [27:19] » Uh, Council Member Reeves, >> I would say to a lot of these uh these [27:23] issues are so important comments. if they're so important, then I think [27:27] council needs to address them. And I think that that's been the issue that I [27:32] have this whole time is that council's kind of been separated and not really [27:36] dealing with the issues. We're we're finding out these things like way later [27:42] or or you know, we're seeing a as far as I'm concerned, I'm seeing the committee [27:46] slow dragging stuff. Your committee slow drugged the pool for six months. Could [27:50] have pushed a lot stuff a lot quicker. your committees, the economic committee, [27:54] we've what a 300 foot or 300 foot zoning thing and we're chasing some plan you [28:02] have that you haven't been able to illustrate exactly what the problem is [28:04] yet and I've asked you a bunch of times. You couldn't even illustrate the issue [28:08] in the committee and I asked it and then I asked it again on council when I [28:12] brought it up. You still have not been able to illustrate the exact issue but [28:16] you love to bring up anecdotes all the time. So that's I think and this is [28:20] exactly kind of my point. Yep. >> Um appreciate the opportunity to address [44:31] council. Um my name is Scott Lucash, founder of uh Apex and President and I'm [44:36] joined here with our general manager Chris Broshu. Um the goal today is is [44:41] really to bring some just information and awareness to what's going on in the [44:45] state and how it's going to impact Canyon residents. Um you may have [44:49] noticed a lot of uh carts getting delivered. There are recycling carts [44:52] with blue lids to residents in this community. And a little background, let [44:57] me just make sure that this works. A little background on this program. Um [45:03] EPR is what it's called. It was it was passed um in 22. It's taken about four [45:09] years to kind of get to the stage today uh where we're we're in the process of [45:13] implementing it. And essentially what it's going to do Colorado as a whole has [45:17] really struggled with diversion and recycling. Um EPR is coming in and what [45:22] they are doing is the the producers are funding am I moving the pro? Sorry about [45:27] that. Um the producers are funding the program um [45:32] paying into it to get you know really ac uh accessibility to recycling to all [45:38] residents whether you're in a rural community in Denver in in Colorado [45:43] Springs, PBLO or Canyon City. And it's going to make recycling um affordable in [45:49] that there is no cost to the resident. Um and it it's going to you know we're [45:54] going to provide a rollout cart uh Apex submitted for a reimburse a [45:59] reimbursement rate. So once the program goes live which we are really close to [46:03] we think it could start September October um that we will get reimbursed [46:08] for curbside recycling at the curb. So it's going to be accessible to all [46:13] residents here at no charge. Um the cool thing is we did we started doing [46:18] communication on this about two months ago just letting you know informing our [46:21] customers hey this is coming our you know let us know if you don't want to [46:25] participate. We anticipated you know a pretty high opt out ratio. Um, [46:31] surprisingly in the last, you know, 2 months, we we we've only gotten less [46:35] than 5% almost 2 or 3%. That said, hey, I don't want to participate. I don't [46:40] have room. Um, you know, other reasons and what that was for. But, uh, what [46:46] it's telling me is that the residents do want to recycle here. Um, and we're [46:49] seeing it in the other communities where we provide service. So, it's it's a new [46:53] program. This is the biggest thing that probably has happened on recycling and [46:57] waste collection in 20 25 years in the state. And you know the the real motive [47:02] of the program is to just give access to every community and um you know rural [47:08] communities have been a real challenge with recycling because the reality is [47:11] it's you know from a cost perspective it's really difficult to make sense [47:15] economically for it. This takes that off the table and gives access to even the [47:19] most remote communities in the state. So, we just wanted an opportunity to [47:24] really come down and talk to you a little bit about what the program is in [47:27] case that you get questions. And it is, you know, a statewide and and Apex is [47:32] participating member of the program, the EPR program that is administered by a [47:38] company called Circular Action Alliance. So, um we're dropping carts at residents [47:44] and and you know, the response has been great. Uh a lot of people call in and [47:48] say, "Hey, when am I going to get our cart?" So, the one thing we [47:51] underestimated is we we didn't know what percentage of the community would [47:55] participate and um and we're getting a surprise, you know, surprising reaction, [48:00] a lot more than we anticipated originally, which is great um because we [48:04] didn't know, you know, there there's no Colorado EPR program is really the first [48:08] of its kind where it's addressing processing and collection at the same [48:13] time. Um it did go into Oregon u a little earlier, but that was just on the [48:18] processing side. So the model of what Colorado is doing probably will be the [48:22] model for the rest of the country. So I think there everybody's watching this [48:25] very closely but a lot of people didn't know about it. So, you know, we asked if [48:29] we could join here tonight and just at a high level just, you know, tell you what [48:33] what it's all about. Um, kind of our initial response from the residents, [48:38] which has been very over, you know, overwhelmingly positive and and and and [48:43] what we're trying to accomplish and and you know, the the best thing is we have [48:47] a landfill here in town, but we want to maximize the life of that landfill. And [48:50] hopefully, you know, it's the only landfill that, you know, is ever in the [48:53] county. um but you know by diverting more and and it's usually estimated that [48:59] 35% of your waist stream is recyclable. So, I would say the one comment we're [49:04] getting back is maybe I don't know if I generate enough recycling to make sense [49:09] of the program. And so, our customer service people are trying to educate, [49:13] hey, here's what's recyclable, you know, and and think about the Amazon effect. [49:16] Every cardboard box is recyclable. Um, you know, your plastics are highly [49:21] recyclable. Um, you're going to see the producers, um, and the producers backing [49:25] this program are the Walmart, Walmarts, Coke, Pepsi, the all the names we know. [49:31] They're going to make their packaging um more recyclable. Um get away from some [49:37] of the the the the commodities that are less, you know, make less econ economic [49:42] sense to do their packaging in. And they're going to try to get it in ones [49:46] and twos, which are highly recyclable, highly reusable. So, it's a it's a new [49:50] program. Um and we just wanted to get in front, like I said, because I I know you [49:55] might be getting calls, hey, what is this all about? Um and we want you to be [49:59] prepared for the the answer. But uh it's at no cost to the resident and actually [50:03] the the customers that are seeing the recycling uh that are participating in [50:08] the program before this went into effect will see their bill go down because that [50:12] the recycling portion of it will come off and it'll get reimbursed through the [50:16] the PRO which is administering the program. So yeah, this is just a little [50:21] overview of what we've done. Um kind of how we're uh you know, our early [50:26] communication informing the our residents. Cart delivery started last [50:30] week. Um we hope to to start our collection the 21st. Uh- which would be [50:37] the first collection day for these new customers that have just received carts. [50:40] So, um, we're we're moving right along and, um, really excited about the [50:46] program, but a lot of people are, you know, just not aware of, hey, what is [50:49] this all about? Where did this come from? And that that was a little of the [50:52] history. So, um, we have a lot of good resources on our website. Um, if you go [50:58] to uh our the Apex website locally, we have a whole page dedicated to what the [51:02] program is all about, how it works, who to contact if you have questions um as [51:08] as the program rolls out in full. So, that was really the extent of it, but uh [51:13] you certainly could open it any questions if that's appropriate. [51:16] » Just uh define Apex as far as who you are and then I've got a whole list of [51:21] people who want to ask you some questions. [51:22] » Yeah. So, so Apex Twin Envirro, we we are the local uh waste and recycling [51:26] provider here in Canyon City. Um been operating for many many years. Um I ca I [51:33] purchased the company um with some investors uh about three year four year [51:38] two years ago um from from the the the prior owner who was just nearing [51:43] retirement age. So yeah, we've been in this community for a long long time and [51:46] yeah, we provide all the waste and recycling services um you know uh [51:50] throughout Canyon and and Fremont County. Um you mentioned a couple of times based on eligibility, is everyone [52:05] who lives in Canyon City eligible? >> Good question. Um in theory, yes. Uh [52:10] there might be some re really remote locations that we just don't have the [52:15] equipment yet to do it. But our plan over time is to get it access to [52:20] everybody within our service footprint. But we're starting really with the the [52:24] the city and periphery city limits and and and we will expand as as we grow [52:28] into the program. >> And are the things that can be recycled [52:32] the same as what you currently accept? >> Yes, for the most part. Um, CAA does [52:38] require a a minimum recyclables list which is on our it's on our container. [52:43] It's on our website site. So, definitely encourage residents to go and see what [52:46] those things are and they may change from time to time. [52:51] » Okay. Um, and you had mentioned a couple of times carts, but based on the photo, [52:56] it looks like they are the normal dumpsters that y'all currently provide [53:00] and people can ratchet strap them shut if they have bears. Is that So, it's [53:04] just the typical. It's not a change. No, it's it will just have a blue lid. It [53:08] will have the same color body, but a blue lid, which disting distinguishes uh [53:12] recycling. >> Perfect. Correct. [53:13] » And then this may actually be a question for the city administrator or city [53:17] staff. I believe we do have other recycling companies in town. Do you know [53:20] if they are also participating or eligible for EPR? [53:25] » That's a good question. I don't know off the top of my head. IO [53:34] » I also don't know but I believe they have to opt in if they want to [53:37] participate. So if you contact the other haulers and providers this is a program [53:41] that the haulers has to have to kind of choose to be a part of if they want to. [53:46] » Thank you. So, uh the [54:34] cool thing is we have a transfer station here where we move recyclables through [54:38] that transfer station. So, we're going to aggregate it on the floor um maximize [54:42] it in an over over the road trailer to go get recycle. We're not actually doing [54:46] the physical processing here. We're doing the transfer of the processing to [54:51] a plastics, you know, recycler likely go to Colorado Springs. They have big [54:55] automated MURFs, they're called material recovery uh facilities. So, we will be [55:00] the transfer point um for here in Canyon for that. So, we can aggregate it, you [55:05] know, if there's another participating member, they can they can drop it on [55:08] that floor so they can participate and we bring it and then then we move the [55:11] materials to the final processing facility where it goes. Um, you know, [55:16] the program is built as a nocost program by the producers. Um, so, you know, the [55:22] that's what we know about it and there is no cost to that. Um, you know, could [55:26] things change down the road, we don't control that. It would be the the the [55:31] program itself, but to my knowledge, the the plan is no cost recycling in the [55:35] state. >> City administrator, are you still up? [55:40] Uh, you went away. Um I don't have any questions per [55:52] se, but I do remember growing up in a canyon city without recycling. Well, it [55:56] wasn't that we didn't have recycling facilities, but they were the ones that [55:59] you had to bring your stuff to in the parking lot. And I think this is such a [56:03] great thing for our community. And as folks who live in a rural area, we know [56:07] that we have to be really good stewards of our our waste so that we can keep our [56:12] rural areas looking good. So, I'm really excited to see the impact this can have [56:15] for our town. >> Wonderful. Yeah. I mean, if there's one [56:19] area that that really helps recycling is just that education piece, and we're [56:22] going to really try to promote that education. You know, right now, you [56:26] know, typical recycling streams probably have 15 to 20% that is contaminated. You [56:30] know, uh pizza boxes is the people get confused by it. If it's wax coated, it's [56:36] not recyclable. People think cardboard, oh, it's recyclable. So, we're going to [56:39] try to really uh push the the the education of the program, too. But, [56:44] yeah, there might be things that we can do collectively or collaboratively to [56:48] just get that message out there now that this program is really going to change. [56:52] » Can you educate the bears? >> I wish I could. I wish I could. [56:55] » I wish you could as well. >> Yes. Good thing is recycling, no odor. [57:00] Um, typically not a bear issue. [57:10] Is this residential only? >> Yes, the the program is focused on [57:14] residential only. There is a component of the program that would come in 2028 [57:19] 29 that would focus on commercial recycling. Um but that is like a second [57:24] phase of the program is my understanding. So I I think commercial [57:29] and commercial would be your business. You have a trash container out there and [57:33] then you would have an equivalent recycling container there in the steel [57:36] box. So, that eventually is part of this program, but that is not part of this [57:40] first phase. >> Um, I was curious because a week or two [57:44] ago, a couple of those totes showed up in the alley behind my business and I [57:49] wasn't sure >> did So, did was it possible some of the [57:52] other commercial people signed up for a recycling program and those things [57:55] showed up? >> It it shouldn't be. it was delivered and [57:58] that not to say our data was perfect but uh if there was a residential person [58:03] anywhere on premise it could have gotten placed at the wrong side but we have [58:06] fielded about probably about 50 calls saying hey you know this came here I [58:11] don't you know this is a a commercial business so we're we're recovering those [58:15] as we learn about them >> okay and really quick I could probably [58:19] go to the website but can I sign up for recycling for my commercial business now [58:23] even if I had to pay for it? Yes, absolutely. [58:26] » Okay. >> Just it's just no cost at this point. At [58:29] some point it will be at, you know, potentially at no cost with EPR. [58:33] » Okay. Thank you. >> Yep. [58:35] » Council member Reeves. >> Uh I haven't worked for Twin at one [58:41] point. I know that recycling wasn't something that we did and um seeing the [58:46] amount of waste. I think that people underestimate the amount of waste that [58:50] we really make. And um when I was managing the ice company, I I tried to [58:54] find places that would recycle in mass quantities. And so it's it's a long [59:00] needed thing for our community is to have this. And I know that Chris, you [59:03] know, has been working Chris, by the way, is my brother. He's been working at [59:07] Twin for a lot of years. We've came a long ways from when we started there. [59:12] Um, but he's built that recycling facility and you guys are adding to it [59:17] and it's awesome to see for our community. [59:21] » And we should do a podcast about this. I you know, we got our recycling tote last week and I have a second [59:43] grader who's very excited cuz he had just learned about uh recycling in [59:47] school. >> Uh are you partnering with any of the [59:50] schools on probably not this presentation, but recycling in general [59:53] to try and push or drive some of that recycling effort? Yeah. Yeah. I I mean, [59:59] certainly with this program coming on and and I think it would be a great, you [1:00:03] know, we we do it in a lot of communities we're in and and I think [1:00:06] that's a great way to be honest with you. The best recyclers are usually the [1:00:09] kids telling their parents what is and isn't recyclable. So, you know, that [1:00:13] that is something that we definitely should do more of now that this program [1:00:16] is really coming. Before it was a very very low percentage of of people [1:00:20] participating and there was a cost to it cuz it was it was cost to get out. Now, [1:00:24] you know, this program really kind of levels the playing field there for [1:00:27] residents to participate. So, um, great great advice, uh, to get more involved [1:00:32] with the schools. I think that'd be great for this session. [1:00:37] » Okay, we thank you for coming tonight. Thank you so much. [1:00:56] » That's what I was just kind of just so we can kind of maybe clear the air [1:01:00] there. the the ones that are getting dropped off will have a blue lid, which [1:01:04] which and and and an instructional packet on it on what the program is all [1:01:08] about, how to reach out to us. >> Uh but yeah, the blue lids will be known [1:01:13] as the recycling container. Same color bodies are going to be black and black, [1:01:16] but and then the black lids are your trash, but there's markings on the top [1:01:20] of the lid. Um little examples of what is and isn't recyclable on that. Um but [1:01:25] yeah, they are the blue ones. So, you are actually but even changing out the [1:01:29] others as well at the same time right now. [1:01:32] » Yeah, I don't I don't think we're we're really changing out the trash.
