[4:49] My pleasure to call to order the regular [4:51] meeting of the village of cashash Creek [4:52] this October the 5th, 2026. There being [4:56] no delegations, [4:58] uh we have the minutes of the September [5:00] 21st regular meeting. Uh could I have a [5:03] motion to adopt a circulated [5:07] >> discussion? [5:09] All those in favor? Opposed? Carried. [5:11] Thank you. Uh, is there any business [5:13] arising from the minutes? [5:17] Seeing none, committee reports, economic [5:19] development, councelor Dubois. [5:21] >> Nothing at this time. [5:22] >> Budget and administrative services. [5:25] Nothing at this time either. [5:29] Uh, bylaw policy review. Councelor [5:32] Renta. [5:32] >> I move that council give final [5:34] consideration to and adopt permissive [5:37] tax exemption. by number 2-025 [5:41] 2026. Sorry. [5:43] >> How many people read all 65 pages? [5:46] >> Oh, you did. Good for you. [5:51] >> Okay. Any discussion? Councelor Dwis. [5:54] >> Um I noticed as part of the application [5:57] package that was provided to us that [5:59] we've included financial statements from [6:01] the different organizations. There's a [6:03] part of me that feels that that's a lot [6:05] of information to be putting out into a [6:07] public forum as part of our agenda [6:09] minutes. I'm wondering if there'd be an [6:12] opportunity to have staff put forward [6:15] some sort of a way of not having to release that into [6:20] this. I I I think most organizations [6:22] wouldn't buy, but I think there would be [6:23] some organizations that they need to [6:26] have everybody and their dogs see that [6:28] and if it would be worthwhile to to come [6:30] up with some alternatives that do the [6:32] functionality financial statements [6:35] ensure that there's where they need to [6:37] be without us having to sort of see all [6:39] that information. [6:40] I think he's looking for five pages [6:42] rather than 65. [6:45] >> Peters [6:46] >> just uh nonprofits their books are open [6:50] to anyone to see. So [6:55] they should that shouldn't [6:58] open public or they're not [7:01] >> everything. [7:03] >> I just I feel like it's [7:05] >> in this day of so much information I [7:07] just feel [7:09] how I feel about that. That's just my [7:11] thoughts. [7:12] Council, [7:14] >> I think it's good to have it on there [7:15] because in some cases I like we're not [7:18] in that vote, but if we were [7:20] let's say if there was um any [7:23] considerations for having [7:25] additional requirements for nonprofits, [7:28] for instance, if we had a nonprofit that [7:30] was, you know, bringing in a lot of um [7:35] like whose budget was like much much [7:38] bigger than these ones and and that had [7:40] a different context [7:43] um then I think it would be good to know [7:46] that as we gift them um the you know [7:52] freedom from from taxation like like [7:54] everybody else and I think that we we [7:56] are you know indirectly supporting those [7:59] organizations. So I think it's important [8:01] to see where where their finances are [8:05] and how they're changing. Um and it's [8:12] I think helps me in my decision to [8:15] support or not support a tax exemption. [8:20] » Thank you, Councelor Dewis. [8:22] >> I think it's just when I look at [8:24] financial statements. Yes, there are [8:25] people that will be able to interpret [8:27] financial statements but also people and [8:31] we are going to be interpreting them. I [8:33] would prefer to have somebody with a [8:36] level of skill and knowledge that is [8:39] presented to us in our opinion [8:43] without us looking at you know they [8:45] spent $5 on dog catcher or on dog food [8:49] $50,000 on somebody's birthday. [8:56] » Thank you. I have something it's just I [8:59] feel that by doing that the burden of [9:02] proof is now shifted to the [9:03] administration rather than having [9:06] council making the decision it's all of [9:09] a sudden the administration that has to [9:11] summarize and pretty much make a [9:14] recommendation which is not [9:16] administration. [9:20] » Thank you. Any further discussion [9:23] administrator can share [9:24] >> um on the specific [9:26] subject. I just quickly uh looked in the [9:29] community charter for this specific [9:30] line. Um because council has a wide [9:34] gamut of authority to provide tax [9:37] exemptions uh as it currently sits with [9:39] their current policy and ask for this [9:41] information which is why it comes over [9:43] to council. Um [9:45] if there is an appetite uh we could [9:48] certainly change the process and [9:50] procedures. Some municipalities also do [9:53] it for different time. We do it is [9:55] yearly where every year you have to ask [9:57] for a tax exemption. Other places have [9:59] it every two years. I think the maximum [10:02] is four. I would have to double check [10:04] that. That just sticks in my head, but I [10:06] know you can do at least two and three. [10:09] Uh so maybe that's a way to mitigate it. [10:13] Or maybe the information continues or [10:15] maybe we just need to gather certain [10:16] information that is important like maybe [10:19] it's not the whole uh gamut that we see [10:22] here on the statement. Maybe it's just [10:25] certain points that we need to see from [10:26] the statement. I think that uh like very [10:30] specifically we can provide exemptions [10:33] for land or improvements that are owned [10:35] or held by a charitable philanthropic or [10:38] other not forprofit corporation. So it's [10:41] pretty open. Basically they just have to [10:44] possess it and then council has the [10:46] opportunity to be able to provide. [10:51] >> The reason we move we [10:54] 10 year [10:56] interval. The reason we move is because [10:58] the charitable status or the [11:00] nonforprofit status can change and we [11:03] have one example in the community [11:07] that all of a sudden on a farm and it [11:10] lost the not for status yet for two [11:14] years it qualified for extension because [11:16] it was covered by that 10 year [11:19] application. So that's why basis to make [11:23] sure that the council really allows [11:27] grants the tax exemption to qualify. [11:33] >> Thank you. Any further discussion on the [11:35] motion? All those in favor? Opposed? [11:39] Carried. Thank you. [11:42] >> Item two. Um, I move that council give [11:45] third reading to by line of number 5-011 [11:49] 2026 cemetery operation maintenance by [11:52] law. Second [11:54] >> discussion [11:58] » administrator [11:59] >> um just noting for council that this is [12:02] coming back third reading because there [12:04] are some changes recommended in the last [12:06] one. So we wanted to make sure that [12:08] third reading was what you would be [12:10] seeing going [12:14] Thank you. Any further discussion? [12:16] All those in favor? Opposed? Carried. [12:19] Thank you. Public works counselor deber. [12:23] >> Healthcare and protective services. [12:24] Councelor Rant. [12:26] >> Emergency management. Councelor Peters. [12:31] » Parks and Recreation. Councelor [12:33] >> Randa. [12:35] >> Landfill Advisory Committee. I I see [12:38] we've got Ros Black here in the [12:40] audience. So that that's nice, but I [12:43] don't have anything new to report. [12:46] >> GNRD and intergovernmental liaison. Uh, [12:49] nothing there either. Cash Creek [12:51] community, [12:52] >> I just have a small report. I attended [12:55] the final NDIT RA community meeting of [12:58] this term. Um, it was our last [13:01] opportunity to uh approve um requests [13:06] for funding and just the the numbers of [13:10] applications were was crazy. We had [13:12] $231,985 [13:15] available and we had over almost [13:17] $733,000. [13:20] » Soal, you know, when people say there's [13:22] funding out there, not so much. [13:26] >> Thank you. Uh, nothing under TNRD and [13:30] intergovernmental leaison. Uh, Cash [13:32] Creek Community Fund. Councelor Dwis [13:35] >> to move that council approve the request [13:37] from the YNCA CCR for use of community [13:40] volunteer on October 15th, November 20th [13:44] and December 11th for their outreach [13:46] program. [13:47] >> Second [13:47] >> discussion. [13:51] » I believe our first policy is to allow [13:53] organizations one usage. Is that [13:56] correct? And after that their [13:58] expectation is for it. [14:00] >> Um after that if they request that it [14:03] comes to council [14:05] >> and have we in the past done stuff like [14:08] this organizations? [14:10] >> There was uh one other ask that they did [14:14] for three months for this organization [14:17] specifically. So theoretically this [14:18] would bring them I think to just shy [14:21] because I think two in one month just [14:23] shy of six months total that we [14:28] » yeah it' be six events total yeah [14:32] >> I just um one of the complaints we hear [14:35] on a regular basis is lack of things to [14:37] do and this is a group that's coming in [14:40] providing services for kids [14:44] we should support it. [14:46] Thank you, councelor. I agree. [14:50] Any further discussion? [14:52] All those in favor? Opposed? Carried. [14:55] Thank you. Uh on to staff reports. The [14:58] BC air access program. Administrative. [15:03] Um so specifically staff were looking [15:06] into the BC air access program. uh we [15:11] based on input uh that we've received [15:13] from council in the past uh they have a [15:16] grant stream they have two grant streams [15:18] on one's for uh infrastructure [15:20] development ones for planning. So, we're [15:24] recommending that we apply for a master [15:26] plan because with the exception of the [15:30] obvious we need to repave the actual [15:32] runway itself uh infrastructure wise uh [15:36] it's it really feels peace meal if we [15:38] chase after anything because we don't [15:40] have any sort of master plan for the [15:42] airport. Um my guess is as good as [15:44] anyone else's on the next thing that we [15:46] need. I don't know might have some ideas [15:48] but I'm not sure. So the recommendation [15:50] would be to move forward with applying [15:52] for master plan grant. Um to to be very [15:55] clear with it as things sit right now, [15:59] uh the fund allows for a maximum of [16:02] $35,000 [16:03] to be gained from the grants uh with up [16:06] to $15,000 [16:09] from us to those ports. If uh like I'm [16:13] currently getting quotes, but just based [16:15] on the timing of the election, I [16:17] wouldn't be able to also like we would [16:20] miss the deadline. [cough] [16:22] back to council to ask for another [16:23] recommendation uh by the time we have [16:25] quotes and that sort of thing. So um the [16:28] plan would be if council does want us to [16:30] apply towards this uh I am planning to [16:33] receive a price and all that and be [16:35] brought back before council and [16:37] additionally with this the 15,000 that [16:39] would be coming out of village funds uh [16:41] we'd be theoretically out of 2027 budget [16:44] because the the actual grant doesn't [16:46] close until November and so we likely [16:49] wouldn't hear back until early 2027. So [16:52] we aren't spending any money until 2027. [16:56] [clears throat] [16:57] >> Thank you. [16:59] I would move that council authorize the [17:01] submission of an application to the BC [17:03] air access programs master plan for [17:05] grant funding to prepare a facility [17:06] master plan for Camel Hill regional [17:09] airport and authorize the chief [17:10] administrative officer to execute the [17:12] application and any resulting [17:13] conditional grant agreement on behalf of [17:15] the village and that council commit to [17:17] funding vill's chair of the total [17:19] eligible project cost from general [17:21] revenue. [17:24] So discussion [17:27] council Peter [17:28] >> I think we have huge potential in our [17:30] airport and it's very much underutilized [17:33] and this is a a great step forward and [17:36] try to make a plan to um try to get it a [17:41] potential revenue stream other than the [17:44] occasional rentals that we have. Um we [17:47] attended a Silka presentation at [17:49] previous council about the opportunities [17:51] that are out for regional airports. Um [17:54] from flying schools to maintenance uh [17:56] facilities that if we have [17:58] infrastructure in place that this is a [18:00] perfect place to try to bring those [18:02] kinds of things to it and this is a [18:04] great step forward. [18:07] I just wondering if [18:20] » administrator [18:21] >> um yes that is correct there. Um we've [18:25] also been looking at other opportunities [18:27] because there's there's a list of grants [18:30] that can't stack with this. They specify [18:32] a bunch of stuff that you cannot stack. [18:35] But there is some other we have a few [18:38] ideas. I don't want to put all the cards [18:40] on the table yet because we also haven't [18:41] announced um to be able to offset some [18:44] or all of these costs. Um but uh [18:50] thank you. Any further discussion? All [18:54] those in favor? Opposed? Carrie. Thank [18:56] you. Information correspondence. I don't [18:58] see any. Is there any new business? [19:03] Council Peters, [19:04] >> I just like to take this opportunity to [19:06] thank this council and thank our staff. [19:08] It's been four years that I've [19:10] thoroughly enjoyed and I believe that we [19:12] made some good decisions, some tough [19:15] decisions, and I look forward to what's [19:17] going to happen in the future. [19:19] >> Thank you. Uh, any other new business? [19:23] Seeing none, questions from the public. [19:27] >> [clears throat] [19:28] >> Seeing none questions from the press. [19:31] >> Nothing today. [19:32] >> Thank you. We have need of a closed [19:34] session pursuant to section 90.1 and [19:36] 90.2 of the community charter. I would [19:38] ask for a motion to that effect. Second. [19:41] >> Any discussion? All those in favor? [19:44] Opposed?
