[0:00] before the village uh board of trustees [0:02] for Cambridge [0:04] uh for [0:06] uh Tuesday, September 8th. Uh to order [0:10] uh pledge of allegiance, please [0:18] to the flag of the United States of [0:21] America and to the republic for which it [0:24] stands. One nation under God, [0:27] indivisible, with liberty and justice [0:30] for all. [0:32] » All right. Thank you. Roll call, please. [0:36] » Uh, Trustee Blackwood [0:38] » Here. [0:39] » Trusty Bush [0:40] » Here. [0:41] » Trusty or President Hollandbeck [0:43] » Here. [0:44] » Trusty Jacobson [0:45] » Here. [0:46] » Trusty Denowski [0:47] » Here. [0:47] » Trusty Sans [0:48] » Here. And Trusty Trendle [0:50] » Here. You have your quum. [0:52] » All right. Excellent. Uh, proof of [0:54] posting. [0:55] » Uh, everything was posted on the upper [0:57] and lower levels of the Amenson Center, [0:58] the Cambridge Post Office, Badger Bank, [1:00] Bank First, and on the website. [1:03] » All right, we are legal and we've now [1:05] come to public comment. [1:10] I got to get my phone out. All right, [1:11] public comment. Um, we have a limit of [1:14] three minutes per person for public [1:17] comment. Um uh and when you come up to [1:22] make your public comment, state your [1:23] name and your address. When you have one [1:25] minute left, I'll put up a one minute [1:28] thing just so you kind of can gauge [1:30] where you are if you have it. So who [1:31] would like to make a public comment? [1:34] » Right. Why don't you go first? [1:35] » Go up there. Just from here. [1:36] » No, come up here. [1:38] The microphone is associated with the [1:41] recording so that people who once it's [1:44] recorded will be able to hear what [1:45] you're saying. [1:45] » Okay. Well, good evening everybody. My [1:47] name is Tom Safer. I live at 207 Waverly [1:50] Drive. [1:52] Uh my question is in regards to item [1:55] number six of the August 25th minutes. [1:59] Under the plan commission report, uh the [2:01] minutes say items were deferred due to [2:03] missing information including [2:06] preliminary plot for Arnett Summer [2:09] Prairie. [2:10] Uh the plat application is dated July [2:14] 17th. Under state law, the village has [2:16] 90 days to approve it, approve it with [2:19] conditions or reject it. And if the [2:21] village doesn't act uh in that window, [2:24] the plat is approved automatically with [2:26] no conditions attached. So, I'd like to [2:27] know what information is missing [2:31] uh when that 90day period expires and [2:34] whether there is a written extension uh [2:36] with the developer. I'm asking because a [2:39] default approval doesn't help uh the [2:41] village either. Acting lets the board [2:44] attach conditions. Not acting does it. [2:47] Thank you very much. [2:49] » Thank you. [3:02] All right. Uh [3:05] would like to talk for public comment. [3:08] Mr. Got [3:19] Richard Scott, 15 Dilemma Road. Uh, it's [3:23] about the weight limit in the back [3:24] alley. I had a nice talk with Cody today [3:28] and he explained the reasoning for the [3:30] weight limit. It wasn't what I wanted to [3:33] hear because I've always hauled loads of [3:36] corn and beans down the back alley with [3:38] tractor and wagons to go to the [3:40] elevator. Now I have to use Main Street. [3:43] Well, pulling out on the spring from [3:45] Spring Street to highway 12, it isn't [3:48] the safest. You can't see when you pull [3:51] out if cars are parked on Main Street or [3:54] if you're up high enough. The uh flower [3:57] pots can be a problem, too. [4:00] So, I'm asking you to seriously discuss [4:03] and act on a referral from the public's [4:06] works uh removing parking spaces at uh [4:11] Spring and Highway 12. It's not just [4:14] about me in hauling wagons to the [4:17] elevator, but it's other uh individuals [4:20] with semis. And so, I ask you to look at [4:23] the public works referral and come up [4:27] with a plan. also [4:30] as a far out thing. What would be the [4:32] possibility of putting stop lightss [4:34] there? That's my [4:37] question. Thank you for your time. [4:39] » All right. [4:41] Thank you. [4:58] All right. Does anyone else have public [5:00] comment? Yes. [5:04] » Good evening. Um, my name is Michaela [5:08] Grunwald at 809 Chickity Drive in [5:11] Cambridge. Um, and my question is about [5:13] item seven, bills. Um, so, um, about the [5:18] approval of bills. The the check run [5:21] includes MSA Professional Services [5:24] invoice number 032249 [5:28] stated August 21st with a line that [5:30] reads Summer Prairie Prelim Plat Reszone [5:34] for $1,35. [5:37] In that same invoice, MSA bills Melster [5:42] site reszone, Westgate comp plan and [5:45] reszone [5:47] 230 Bilsted plat and 900 vineyard CSM [5:53] all as separate lines. [5:55] So the descriptions appear to tell [5:58] reszone work apart from platt and CSM [6:01] work. I'd like to know what that line [6:05] refers to. The one about summer prairie [6:07] prelim plat reszone for 1300. [6:10] Um, and I'd like to know whether a [6:13] reszoning application has been received [6:16] for parcel number 111612-123-4780-1. [6:27] Um, not suggesting anything improper. [6:30] It's a bill the board is approving [6:32] tonight and I think it's fair to ask [6:35] what it's for. Thank you. [6:38] » Thank you. [6:41] » All right. Any other public comment at [6:44] this time? [6:47] All right. [6:48] Then I will close uh public comment and [6:52] uh we'll move on to approval of bills. [6:58] Oh, sorry. Approval of minutes. Thank [7:01] you. Approval of minutes for the village [7:03] board meeting of August uh 25th, 2026. [7:07] [clears throat] [7:09] » Sans will move to approve minutes from [7:10] August 25th, 2026. [7:13] » Tendle will second. [7:15] » All right. I have a motion from Trusty [7:17] Sans, a second from Trusty uh Trendle. [7:20] Any discussion? [7:26] All right. All in favor uh of approving [7:29] the minutes say I. [7:30] » I. [7:30] » I. [7:31] » All oppose say no. [7:32] » All right. Motion carries. [7:34] » Now we can go to approval of bills. And [7:38] I think the clipboard's in front of you [7:40] now. Do you want to let us know how much [7:41] it is? [7:43] » $79,890.81. [7:47] » Is that including the second run? [7:49] » Yes. [7:52] Black would make a motion to approve the [7:54] bills in the amount of $79,890.91. [8:01] » Sounds a second. [8:03] » Okay, I've got Blackwood with a Trusty [8:05] Blackwood with a uh motion. Trusty Sans [8:09] with the second. Uh discussion. [8:16] Anybody have any questions on the bills? [8:20] you know, the MSA work uh on those [8:23] bills. Um, anytime we have any kind of [8:26] reszone or uh plat um um look at whether [8:31] it's a reszone or a preliminary plat or [8:33] something, they are our uh engineers and [8:36] our building um uh um [8:41] I forgot what Steve's title is. [8:44] » Um [8:46] planner. [8:46] » Yeah, our build our building planner. [8:48] and we always have him review those [8:50] before either the plan commission or the [8:53] board looks at those items. So when we [8:56] have bills like that, um that's usually [8:58] what it entails. [9:00] » And I know [9:00] » Get back built to the [9:03] » Developer. Oftentimes they will get [9:04] build back to a developer. It depends on [9:06] what kind of development agreement we [9:08] have. I was going to just comment uh the [9:10] last time I asked Stephen about that [9:13] whether or not we'd received anything [9:15] yet for reszone aret that was about two [9:19] weeks ago and I was told no he been [9:22] expecting something but nothing had been [9:24] turned into him yet. [9:26] the two the the CSM for the two [9:30] properties that was approved um [9:35] that doesn't need a reszone [9:37] because it's it's already zoned properly [9:39] for the two and then larger one is when [9:43] a reszone may be needed and that has not [9:46] come before us yet. [9:49] » Okay. So, specifically for the summer [9:51] prairie [9:53] » Reszone and the Billstead plat, those [9:56] were the two I wrote down. Um, [9:59] can we build those back? [10:01] » Um, I don't know. [10:04] » You don't you [10:05] » I don't because I don't think we have a [10:07] developers agreements with them right [10:08] now. So, [10:11] » Okay. [10:17] And these are costs that a village is [10:19] going to have to incur to make sure that [10:22] what developers are asking for are [10:24] abiding by our ordinances. If we had if [10:29] we're larger, most larger cities [10:32] actually have people on staff to do that [10:34] and we don't. So that's why we [10:36] contracted out make sure that we're [10:38] being legal and following all of our [10:40] statutes and ordinances. Ordinance. [10:44] So, if we had someone on staff, [10:47] would we be paying them $200 an hour? [10:50] Uh, uh, we'd be paying them probably [10:54] $200 an hour and benefits and a number [10:58] of other things that we'd have to do. It [10:59] is much more costefficient for the [11:01] village to not have someone on staff. [11:10] Okay. Any other questions on the bills? [11:12] to answer the question that was raised [11:14] about the summer period. That's just for [11:16] the preliminary work that's being done. [11:18] Correct. There's nothing [11:19] » Nothing has been approved or by the [11:22] board or anything like that aside from [11:24] what we took the two lots. [11:26] » We approved the two lot CSM was approved [11:29] and then the preliminary plat um was [11:34] » I think approved, but there's a final [11:36] plat that's going to need to come before [11:38] the plan commission. And that final plat [11:41] will then that's where we really get [11:43] into a lot of the negotiations and you [11:46] know we'd like to see this, we'd like to [11:48] see that and that again abide by our [11:51] ordinance. [11:52] » Okay. Thank you. [11:56] » All right. Uh [11:59] so final call. Any other comments on [12:01] bills? [12:04] All right. Okay. Then I've got a motion [12:05] from Blackwood and a second from Sans to [12:07] approve the bills in the amount of [12:09] $79,890.81. [12:13] » Roll call, please. [12:14] » Trusty Bush, [12:16] » Yes. [12:17] » President Hollandbeck, [12:18] » Yes. [12:19] » Trusty Jacobson, [12:20] » Yes. [12:21] » Trusty Jenowski, [12:22] » Yes. [12:23] » Trusty Sans, [12:24] » Yes. [12:25] » Trusty Tindle, [12:26] » Yes. [12:26] » And Trusty Blackwell, [12:28] » Yes. [12:29] » All right. So, uh, bills will be paid. [12:32] All right. Uh, committee reports. I [12:34] think the only committee that met [12:36] between the last meeting and this [12:38] meeting is fire and EMS. Lucky me. Um [12:41] yes, we met um two weeks ago. Oh, yep. [12:47] Two weeks ago. Um the bulk of our [12:50] meeting was spent um finalizing all of [12:53] the draft for the IG. Um and after [12:57] reviewing it and um there were some [12:59] typos and things like that that we had [13:01] to go through, but we did approve the [13:03] draft which that was in front of all of [13:05] the municipalities for tonight. Um the [13:09] we started preliminary budget work. We [13:12] have a budget meeting next week and then [13:14] our final meeting in August is in two [13:16] weeks. Um so that sorry September um so [13:20] that way we can hopefully have our [13:22] budget to the municipalities for their [13:24] August meetings. Um so we can working on [13:27] that. [13:29] Um [13:31] and then um the only thing other thing [13:34] it'll actually be an agenda item but our [13:36] new fire chief would like to uh come [13:39] speak with us at our September our next [13:42] September meeting um just to introduce [13:45] himself and talk about the department [13:47] and all of that. [13:51] All right. Uh who has questions for [13:54] trusty bucket? [14:00] questions. Thank you. And uh there are a [14:03] couple items um related to firing EMS [14:06] later in the agenda. So we'll be picking [14:07] those up. [14:09] » Uh let's move on then to the village [14:10] administrator's report update on [14:12] projects and developments. [14:17] Uh Chris gave me a list [14:23] or emailed it to me and I'm trying to [14:26] See if I've got that. I thought I [14:29] printed that out, but I guess not. Um, [14:31] let me just pull that up. [14:38] » Yep. [14:40] Okay. So, uh, the 2026 road maintenance [14:42] with MSA is complete. [14:45] Uh, the back the bike racks uh from U [14:50] Lee Recreation, they're working with Lee [14:53] Wreck right now to figure out placement [14:54] throughout the village. [14:56] uh development with Coughlin. Uh [15:00] seven single family houses, $140,000 a [15:03] lot. Final pack go to plan commission [15:05] the 14th of September. [15:08] Uh bulk water filling station, an update [15:10] on that. The shipment was delayed for [15:12] the filling station until the end of [15:13] October. [15:15] Um [15:17] he lists Cambridge fish pond project [15:19] with uh public works in the lands, but [15:21] he has no update information there on [15:23] that. I guess still underway. Um the [15:27] charge up Dane project with DOT in Dayne [15:31] County that was going to put a EV [15:33] charger here. Uh right now the federal [15:36] funding is in jeopardy. Uh Governor [15:39] [clears throat] Ivers approved 35 sites. [15:41] We were not on the final list, [15:45] » But um that still could change if they [15:48] find other funding for that. [15:50] » But uh or may have to just go next [15:52] year's round of At [15:55] » Least we've already got the groundwork [15:57] done for it. Um, basically also the [16:00] Frontier Verizon 5G fiber project is [16:02] complete. There are a few areas that [16:04] still need clean up. I'm assuming [16:07] receding and such. Uh, Katie Court [16:10] Development Koshagen. Uh, the developer [16:11] has decided to sell land due to a [16:13] previous covenant agreement [16:16] that restricts him from being able to do [16:18] what he wanted to do there on the Koskan [16:21] Creek Bridge project. [16:23] Um [16:25] he has been sending out updates uh [16:27] weekly by email to you all to let you [16:30] know about what's going on, but he said [16:32] we are still on track for October [16:33] finish. [16:35] Uh the vineyards project with Coughlin [16:38] preliminary sewer and water are getting [16:41] reviewed for 30 town homes at about [16:44] $389,000 each. Uh MS is going over that. [16:48] and see Katy Court duplexes development [16:51] with Coughlin. Uh there are five [16:52] duplexes 10 units total at $419,000 [16:57] I'm assuming per [17:00] I don't know if that's per structure or [17:01] per unit. Uh but everything is approved [17:04] breaking ground after building permits [17:06] in September. [17:07] Uh in close session we'll be talking [17:09] about the Melers development area and [17:12] the hydrant maintenance project uh with [17:15] water with Blake and the water [17:17] department. It's 100% complete. All [17:18] hydrants have been exercised and oiled [17:20] throughout the village. It's a huge [17:22] accomplishment from Blake and me. [17:24] » Y [17:29] with me. All right. And does anyone have [17:32] any questions on projects or [17:34] developments? [17:37] » We'll move on. Update on the plow liquor [17:39] license agreement. Uh last Wednesday, as [17:42] expected, uh Charles came in and talked [17:45] to me and he signed the agreement. I [17:48] think it was the shortest meeting we've [17:49] had about 15 minutes. [17:50] » Excellent. [17:51] » All right. So now, are we I know part of [17:54] that agreement is that requiring certain [17:56] items from him. Um so just um can staff [18:02] make sure they stay on top of that and [18:03] and we request those things at the end [18:06] of the month because I think that we're [18:07] looking for monthly reporting and things [18:09] like that. [18:10] or at least update specifically changes. [18:13] » Yep. All right. Thank you. Uh any other [18:18] questions for the administrator part of [18:21] the report? [18:23] All right. We'll move on then to the [18:24] village clerk treasurer report. [18:28] » Okay. So I put in uh if you remember we [18:31] did not have an update last month [18:32] because we didn't have a first meeting [18:34] last month. But um in here is the budget [18:38] year-to- date uh budget with actuals, [18:41] the revenues and expenditures update and [18:44] the fund balances update for all funds [18:48] through August. Uh I think 93 pages for [18:51] the budget part. [18:53] » Um there is a a summary at the beginning [18:57] that kind of tells you which funds are [19:00] in pretty decent shape. Um I kind of [19:03] figured this out just looking at the [19:05] preliminary budget worksheet I've been [19:07] putting together for staff. Right now, [19:10] the general fund is showing that we're [19:11] ahead about half a million dollars. Um, [19:15] some of that may be revenues that need [19:18] to go into other accounts. [19:21] Um, because as uh as it's brought up [19:24] there, there's zero recognized in TIFF [19:26] four, five or six for revenues and a [19:28] portion of those taxes do go to those. [19:31] it just hasn't broken out like that in [19:33] the budget past. And that is one thing [19:35] I'm changing this year because that's [19:38] just a minor little calculation, [19:40] » Right? [19:41] » So, we can know what each revenue which [19:43] each TID's bringing in and uh what its [19:46] costs are versus what its revenues are [19:50] uh instead of waiting till the end of [19:51] the year and getting it from the audit. [19:54] But um [19:56] if there are any specific questions, [19:58] I've got some notes, but uh I think some [20:01] of the things still are things we've [20:03] seen before with the u [20:06] the I noticed that the um the 2% fire [20:11] dues is still wrong because it's got the [20:13] money that was paid for one of our [20:16] payments to the to the commission [20:19] uh for the agreement in the wrong line [20:22] item on my budget worksheet. I've [20:24] corrected that. But, uh, right now I'm [20:27] just kind of waiting for, [20:30] uh, our we should get some, uh, ch, uh, [20:34] journal entries listed from our auditors [20:37] to put in. And at that time, I'm going [20:38] to try to enter [20:41] for 25 and 26. [20:49] on page one of the balance sheet detail. [20:53] » Okay. [20:54] » It talks about [20:56] » For fund 100 I'm assuming [20:58] » Fund 920. [21:00] » Okay. That's about cable. Okay. [21:02] » It talks about util pools [21:08] and it talks about miscellaneous [21:09] accounts receivable [21:11] loss on sale. [21:14] Um, it's not Well, it's [21:17] loss on sale. Let's see. [21:19] » Well, that's what [21:20] » I mean, that's what it calls it, but [21:21] it's not really necessarily a loss on [21:23] sale. It is basically it could be a loss [21:26] on sale or it could be let's see, [21:30] in this case, it is [21:33] pretty certain because I did this report [21:35] for the cable commission a couple months [21:38] ago, [21:41] but Okay. [21:43] So I'm on page one. [21:45] » Oh, on the uh [21:46] » Fund 920 Cambridge. [21:48] » Okay. The fund balance sheet. [21:50] » The balance sheet detail report. [21:52] » Okay. I went to budget detail for some [21:54] reason. Let's see [21:59] just to make sure I'm telling you right. [22:01] Okay. Yes. The [22:04] the miscellaneous accounts receivable. [22:06] Um, basically that is the 29,000 that we [22:12] still are expect well we're expecting to [22:15] receive from Oakland for their uh video [22:18] service provider fees plus our video [22:21] service provider fees that we have not [22:23] collected from the state. [22:26] U those are [22:28] » So this is money due from the state [22:29] » Well quarterly [22:30] » Not the state [22:31] » Well it's paid it's paid to us and it's [22:34] paid to Oakland and we pay it to the to [22:37] the account [22:38] » But Oakland is basically [22:40] » It's from the table [22:41] » It's from spectum [22:42] » It's basically the fees it's it's the [22:44] fees based off how many uh subscribers [22:47] we have in each area [22:50] » And that's where a lot of the the [22:52] revenue has been coming from in the past [22:54] » And then what does the say loss on sale. [22:58] » Um, [23:06] » I don't know why it uses that [23:07] terminology, but that is just it's an [23:10] accounts receivable. A lot of times that [23:12] might be if this is a if this was a [23:15] enterprise fund like a water or sewer or [23:19] a golf course or anything else that's [23:20] supposed to support itself, it would be [23:23] considered a loss. [23:28] Okay. [23:29] » It's just the way our [23:32] it could probably be clearer, [23:34] but it's just our software is set up [23:36] that way to make it category. [23:43] » And on the flip side of that, [23:46] » Deferred inflows related to PE pension. [23:51] So we don't have to count for capital [23:55] gains this year for that. Correct. [23:59] » Um [24:03] Storm audio utility. [24:04] » Yeah, I I'm seeing that. Um [24:11] » I'm sorry. Where are you? [24:13] » Page two. [24:13] » The page the the other side of that [24:16] page. It's the second page of the [24:18] stormwater utility fe [24:19] » Balance sheet detail report for storm [24:22] water. [24:23] » Yep. [24:25] » That's an amount we can set aside to not [24:27] have to pay capital. [24:30] » We don't play capital gains anyway. [24:32] » Then I don't understand [24:34] » It. It's basically it is our um it's I [24:37] want to say it's our deferred [24:40] I want to say that's part of our [24:41] deferred uh liability so far is like [24:47] an estimate of uh what [24:52] what payroll from this year will [24:54] actually be paid in 2026 versus 2027 [24:58] versus 2026. But depending on when that [25:00] last payroll is that's what I'm thinking [25:02] that's coming from. [25:03] » So you mean pension? This is for the [25:05] pension. [25:06] » Right. Right. That could be [25:08] » For that. Yeah. But it comes out of [25:10] » Right. It comes out. [25:12] » Okay. Or this could be just what has not [25:15] been [25:16] paid to the state yet, but withdrawn [25:19] from the last month's checks because [25:21] it's about it's about 8,000 a month [25:22] roughly. [25:27] I'd have to go back and look at that, [25:29] but that would be for the whole village. [25:35] These these are the kind of funds that [25:37] are kind of like in the background and [25:39] not one we commonly on the budget side [25:41] of things. [25:42] » It's calculated based off what's put [25:44] into payroll and I didn't tell you [25:46] exactly how [25:48] » And it lands in storm water. [25:50] » Well, it lands in each one. [25:52] » Each one gets some because [25:53] » There's some in there's some in uh that [25:55] one. There's some in water. There's some [25:56] in sewer. [25:57] » So each each of our our public our um [26:01] water and sew superintendent his wages [26:04] get spread between the three funds. [26:08] » It gets spread and so each of the three [26:11] funds get a little bit of that. So [26:12] anything related to his the WPRS, the [26:17] pension part would be distributed [26:20] between water, storm water, and sewer. [26:23] » So you should see that line item or [26:25] something similar to it under each one. [26:28] So, [26:30] I just want to make sure I understand [26:31] this, Brian, because you said this [26:34] $8,827 [26:35] is about the total of it every month. [26:39] » No, that's I I was about I was going to [26:42] say that that retirement payment, but [26:43] that's for everyone from all funds uh [26:46] per month. So, that would not be that. [26:49] It's why I I would have to go and dig [26:51] into where this is coming from in the [26:53] system. [26:57] Okay. So, [26:58] » I'm sure it changes from month to month. [26:59] I'm sure. [27:01] » So, our total usually for all the [27:05] employees [27:07] that we employ is a [27:12] » Right. It's going to be basically um [27:18] well, if you look at the bottom of the [27:20] bills that we just sent out, [27:22] » The amount of the payroll, 27,280, [27:26] » Uh roughly 13 13 and a half% of that is [27:29] what's paid for [27:32] » With with half of that coming from the [27:34] employee and half coming from us. [27:43] because that figure counts. Um our [27:46] contribution and the employees [27:48] contribution for insurance uh t taxes [27:53] and um as well as the wages and the [27:55] retirement. [28:00] » What other questions do we have [28:05] on budget? [28:08] Again, [28:12] thanks for providing these for us, [28:13] Brian. I think it's very helpful for us [28:15] to look at these once a month. [28:19] » Okay. Uh so then we'll move on to [28:24] an update on 2025 audits [28:28] » Next meeting hopefully. [28:30] » Keep our fingers crossed. [28:31] » I gave them everything they asked for in [28:33] this last round and then they had two [28:35] more questions today. One of which I've [28:37] got to information from Josie tomorrow [28:39] because I have no idea what they're [28:40] talking about. It's something water [28:44] and then otherwise they need transcripts [28:46] on some of our meetings last year that [28:48] we don't have minutes for [28:52] and we may not [28:55] » One or two of them I'm having problems [28:57] finding any [28:58] » Were they and they were videotaped. [29:00] » No, [29:04] » I've never run into that as a problem [29:06] before. I don't know where that falls in [29:09] on the audit report. It probably has [29:11] something to do with uh [29:15] » Just well just the fact that you know we [29:17] we approved bills those meetings. [29:20] » We don't have any record of votes. [29:21] » Sure. [29:25] » Those were all in the last couple of [29:27] months of the year when everything was [29:30] in flux. [29:31] » Okay. All right. [29:35] » Okay. Okay. Any questions on the audit? [29:38] All right, then we will uh Any other [29:40] questions for Cliff Treasurer Wilson? [29:46] All right, we'll move on then to old [29:48] business, which there is none. So, we'll [29:50] move on to uh new business. [29:54] Uh I would like to uh uh make a motion [29:58] to move item 12 C up to current [30:00] discussion. [30:02] I'll second. [30:04] » All right. Um [30:07] uh uh all in favor say I. [30:11] » I. [30:12] » All say no. All right. So, we're going [30:15] to do item 12 C. First discussion and [30:19] approval of resolution 202614 [30:22] granting a class B beer and class C [30:25] liquor wine only license. Um Heather, [30:29] » Do you want to come on up? and just let [30:32] us know [30:34] what the application is for. [30:36] » It was after the second time that we [30:38] sent out the agendas that I realized I [30:41] should have probably moved that to the [30:42] first [30:44] administratively here. [30:46] » Well, for those of you who don't know [30:48] me, I'm Heather Franklin. You might know [30:49] my husband, Chuck Franklin. He was on [30:51] the board for a couple years. So, um, [30:53] we've been in the area for about seven [30:55] and a half years, three kids in school, [30:57] and we're kind of just laying down some [30:58] roots. So, um, we are in the process of [31:02] purchasing the AV old AV gardener [31:04] building right now. Um, hopefully [31:07] signing by the end of this month if [31:08] everything goes well. Um, and then next [31:11] spring we'll be opening a wine bar. So, [31:13] that's something that we're really [31:14] excited about. Um, you know, we just [31:17] really wanted to have some ties to a [31:19] community here. Um, and really just kind [31:21] of bring more people to Cambridge. I [31:22] think is such a cool downtown and [31:24] there's just so much like opportunity to [31:27] kind of get people stay in town, spend [31:29] more money, you know, have um a lot of [31:31] things going on. So, local, you know, [31:34] small events, private events, public, [31:36] but it will be a self serve wine [31:39] experience in addition to bottle beer [31:42] and salsers and non-alcoholic drink. So, [31:45] and then obviously some food too. It's [31:47] not main restaurant, but more so some [31:50] bites. So, if you will. So, um but yeah, [31:53] our our goal is to do um to open the [31:55] doors spring of 27. We have a building [31:59] fixes and things we need to get taken [32:01] care of. Um, but the only thing is [32:03] obviously I just wanted to say we do ask [32:06] um, you know, a little bit of [32:07] consideration as we just found out Chuck [32:09] is deploying in the spring too. So, our [32:11] timing is incredible. But, um, but that [32:14] is just fine. We're still planning on [32:15] opening, but just we might have like [32:17] conservative hours and certain things in [32:19] the beginning till we get everything [32:20] going. So, that's kind of where we're [32:22] at. But, yeah, we would love to kind of [32:24] join Main Street. It's just such a great [32:26] opportunity. That building so cool. So [32:29] nice. [32:29] » Excellent. [32:31] » Um, uh, did the police chime in on the [32:35] And was there any issues with that? [32:38] » No problems at all. [32:39] » No problems. [32:40] » Excellent. [32:42] » All right. I'll entertain a motion. [32:44] Blackwood will make a motion to approve [32:46] resolution 2026-14 [32:49] granting a class B beer and class C [32:52] liquor wine only license for the um oh [32:56] gosh 136 Main Street [32:59] » West Street J. [33:03] » So we've got Blackwood with a motion and [33:06] Janowski with a second to approve. Any [33:09] further discussion? [33:13] I'm actually kind of excited because, [33:14] you know, we sort of have the tap house [33:15] down here which focuses on beer and then [33:18] we'll have wine up there and then if [33:21] somebody wants places to eat, they've [33:23] got the plow and the keystone in [33:25] between. So, it's going to make a really [33:28] nice like pub. [33:29] » Yeah, absolutely. For downtown, [33:31] » There'll definitely be some wine walks, [33:33] I'm sure, in the future. [33:35] » All right. Um, any other further [33:37] discussion? [33:39] All right. Um, do I need roll call or [33:42] resolution? Uh, it does have the yeses [33:44] and nos. [33:44] » Okay, why don't we go ahead and do a [33:45] roll call? [33:46] » Okay. Uh, President Holland, [33:48] » Yes. [33:49] » Trusty Jacobson, [33:50] » Yes. [33:51] » Trusty Jenowski, [33:52] » Yes. [33:52] » Trusty Sans, [33:53] » Yes. [33:54] » Trusty Trendle, [33:55] » Yes. [33:55] » Trusty Blackwood, [33:56] » Yes. [33:57] » Trusty Bush, [33:58] » Yes. [33:58] » All right. Excellent. [33:59] » Thank you. Good luck. [34:01] » Thank you. [34:02] » Say hi to to Chuck for me. [34:05] » She wishes he could be. [34:08] » Yeah. Oh, heaven forbid. [34:10] All right. Um, okay. So, now we'll move [34:13] back to discussion and possible action [34:16] on the fire and EMS intergovernmental [34:18] agreement for 2027. [34:20] Uh, [34:21] » Trusty Blackwood, I'm going to hand this [34:23] over to [34:23] » Sounds good. [34:24] » To walk us through. [34:25] » So, uh, we spent the last probably three [34:28] or four meetings um, looking at the [34:32] current 2018 agreement. Um, [34:36] understanding that each of the [34:38] municipalities participating and also [34:40] the municipality that left had some [34:42] issues with the language that was [34:43] written in it, um, we [34:47] decided to start with just a 2027 [34:51] agreement. Um, because undertaking [34:55] a whole new agreement in the very short [34:58] period of time that we had was going to [35:00] be [35:02] monumental. Um, so we focused on some [35:07] specific areas which, um, we highlighted [35:10] in yellow. Um, and I can just call [35:12] attention to a few of them here. Um, one [35:16] of them, before we get to the ones in [35:18] yellow, um, the town of Lake Mills had [35:20] requested to be removed um, from all [35:24] language for this agreement. um they had [35:29] provided their notice of withdrawal from [35:31] the commission for um starting in 2027. [35:36] Um we as a commission have stated though [35:40] that if the town of Lake Mills does want [35:43] to resend that withdrawal before the [35:46] year, they can be added back into that [35:48] language very easily. [35:51] um few of the the highlights um under [35:55] section 2.1.1 duties and authority um [35:59] section or item C where it states all [36:02] notes, drafts and other orders uh [36:04] payment of money um shall be signed and [36:08] or approved by the president and [36:09] treasurer and dispersed by the [36:11] accounting firm or bookkeeper. Um in the [36:14] previous agreement, it did list the [36:16] president and treasurer. um we chose to [36:19] add the language for the bookkeeper um [36:21] just to ensure that that practice stays [36:24] going forward. It's been very beneficial [36:26] for record keeping for all of that for [36:28] us to um in financial records. So that's [36:31] been huge for us. Um the composition of [36:35] the [36:36] commission currently it will remain as a [36:39] three voting member commission. Um the [36:44] biggest part of this is that each [36:46] municipality may appoint an alternate uh [36:49] commission member who shall be an [36:51] elected official as will be um but uh an [36:55] alternate who can attend meetings and [36:57] will have full voting rights acting in [36:59] that role. Previously you could send um [37:01] someone but they had no voting rights. [37:03] So we want to ensure that the [37:05] municipalities are represented at every [37:07] meeting rather than just a small few. [37:11] Um the if there is a uh commission [37:15] vacancy that must be filled within 30 [37:17] days. I previously had said 60 days. [37:20] Um the approval of minutes um shall be [37:25] available to the municipalities within [37:26] 10 days. So and then those will also be [37:29] um on our SharePoint site uh which will [37:32] be available to the public as well. [37:36] when you say our SharePoint site, [37:38] » The commission, [37:39] » Sorry, the commission. [37:41] » Um, [37:43] let's see. And then the biggest probably [37:45] the hugest part um of this uh change was [37:51] um the [37:54] audit. Um previous documentation had [37:58] stated that the um auditor or the third [38:02] party auditor may be chosen [38:06] um by the commission. Um we left the [38:09] language may be chosen by the [38:11] commission. Um where we have changed it [38:14] is that the commission will pay the [38:16] initial costs of the audit. um which [38:20] then that will be reimbursed um by the m [38:23] withdrawing municipality. Um this will [38:26] give the commission and remaining [38:30] municipalities um more [38:33] authority um to ensure that the audit [38:36] gets completed in a timely fashion as to [38:39] um as opposed to the the current [38:41] practice where you know it was drug out [38:43] for quite some time. Um and then the [38:47] other section of this um that is a big [38:52] change is that if the audit is not [38:55] finalized in one year from the date of [38:58] withdrawal or if the mun the withdrawing [39:00] municipality fails to cooperate with the [39:03] audit then the audit shall be terminated [39:05] and the withdrawing community shall not [39:07] be entitled to any payment from the uh [39:09] commission going forward. [39:12] So those are the big highlights [39:19] questions. [39:22] » Um I assume this was a um this was a [39:26] decided between the entire commission. [39:29] How happy are you with this document? [39:30] » I am very happy with it. Um it it [39:33] doesn't address all the problems but it [39:35] addresses the big problems. Um, and you [39:39] know, as as we sat down and looked at [39:42] this, we took the input from all of the [39:44] the communities, and really there was [39:46] only two areas out of all of the input [39:50] that was given that um didn't align. [39:53] Every everyone else pretty much aligned [39:55] in the same fashion. Um, so I think as [39:59] as a shortterm [40:01] agreement, I think it's it's about as [40:04] solid as we're going to get. [40:05] » How much is going to be getting to that [40:08] long term from where this is. [40:10] » Um, we'll probably be starting it in [40:13] November to have it completed before the [40:17] end of 27. So, [40:20] » A lot a lot. Um, we'll be coming back to [40:23] the municipalities again to [40:26] um input. you know, we've got a couple [40:28] of draft ones that we have looked at and [40:31] we'll take a further deeper dive into [40:33] some of those and see um in that one we [40:36] can explore different um calculation [40:39] options. Um you know, each seems like [40:43] each municipality around the state kind [40:44] of does things a little bit differently. [40:46] So um we want to kind of explore all of [40:48] that as well. [40:52] » Um question on the officers [40:54] » Because there's three positions. [40:56] » Yes. [40:56] » And There's three people. [40:58] » Correct. [40:59] » So can is this written where someone [41:02] could serve two roles? [41:05] » Yes. So it does have the option that the [41:07] secretary and treasurer can be combined. [41:10] » Okay. [41:11] » Um we current for this year's current [41:14] commission we have um we have that right [41:17] now. [41:17] » Okay. [41:18] » Um yes because our Lake Mills [41:20] representative [clears throat] um [41:22] » Uh acts to step down from the treasurer [41:24] role. So, our Rockdale representative [41:26] currently has the um secretary treasurer [41:29] » Okay position [41:31] » And and and so okay my concern would be [41:34] boy it like if someone had an awful lot [41:38] going on in their life and they had to [41:39] do one of these roles that might [41:42] » Give us maybe not an optimal person who [41:44] would want to serve on [41:45] » Correct [41:45] » And we want the optimal people from each [41:47] municipality [41:49] yes [41:49] » Right okay great yes yell's [41:52] clerk has voluntered at this point in [41:55] time to be the clerk for um the [41:57] commission because there was a lot of [41:59] concern raised with a three excuse me a [42:02] threeperson commission. Um we know we [42:04] can get into issues with walking quorums [42:07] and other things like that. So, um you [42:10] know, we're going to be utilizing unless [42:12] we can come up with a different option [42:15] um that's financially sound. We will be [42:17] utilizing their clerk um as the [42:20] communication gobetween [42:21] » Um so that we can uh avoid any issues. [42:26] » Excellent. [42:26] » One other question on the alternates, [42:28] which I think is actually a very good [42:30] solution, not an you know, an large [42:32] member. [42:33] » Yep. any concerns with getting that [42:35] alternate up to speed if they had to [42:37] attend a meeting? [42:40] There shouldn't be um if if we are [42:44] putting out minutes and things like that [42:46] um in a timely manner um there should [42:48] not be it's a it may be a question of [42:51] you know depending upon the issue we [42:53] might have to do a recap of that you [42:56] know item at the meeting or the [43:01] say if you were going to be the [43:02] alternate I could meet with you uh for [43:05] or alternate for our board I could meet [43:07] with you prior or something like that to [43:09] to make sure that you're [43:10] » Yeah. So, the alternate will just have [43:11] to keep up. [43:12] » Yep. [43:13] » What's going on? Yeah. [43:13] » And Yeah. And and I would expect each [43:16] municipality to let that alternate know [43:19] that, you know, they might [43:21] » Being an alternate for fire and EMS, you [43:24] need to be ready to step in at any [43:26] point. So, you being that alternate, [43:28] unlike some other alternates we have, [43:31] you know, you really don't have to pay a [43:32] lot of attention to what's going on, but [43:34] for that one, you would need to. And I [43:36] think we've just emphasized that in the [43:38] April meeting when we assign roles. I [43:41] would think that would be emphasized [43:43] » And the hope is that by the time this [43:45] agreement and future agreements come in, [43:47] we have the big issues hammered out as [43:50] far as operating procedures and things [43:52] along the plane. So it shouldn't be [43:55] shouldn't be huge, you know, massive [43:58] things that you have to spend hours and [44:00] hours getting up to speed on. [44:02] » Excellent. [44:12] Okay. Um, I [44:17] am going to uh [44:20] I'm going to make a uh motion to approve [44:24] resolution 202613 [44:27] approving amendment and reinstatement of [44:29] the joint finer [44:31] services agreement dated August of 2018. [44:35] I'll second that. So, we've got back. [44:41] Okay. Now, discussion, further [44:43] discussion. Jacob [44:46] » And the resolution um does not list [44:49] specific changes that were made. It just [44:52] says reference the new, you know, for [44:54] the amended uh 2018 agreement. Um and we [44:58] did that specifically so that as we move [45:01] forward through the year, we can offer [45:03] different, you know, amendments and [45:05] things like that if we feel it's [45:07] necessary to address it prior. [45:18] you guys did an awful lot of work on [45:19] this and I think you've done a really [45:21] good job. So, [45:22] » A great job [45:23] » And and [45:25] I want to especially thank you because I [45:27] know you put a lot of work into this and [45:30] thank you for balancing what's important [45:33] for fire and EMS and what's important [45:35] for the village of Cambridge because I [45:37] know sometimes in that role It's [45:40] difficult [45:42] » Challenging [45:42] » To balance both [45:44] » Because you do wear two hats there but [45:47] thank you for representing those. [45:49] » Thank you. [45:55] » Okay. Anybody else have any other [45:57] discussion on and I moved us to 12B. [46:05] Nope. All right. Uh then let's do roll [46:08] call on the approval of resolution [46:11] 202613. [46:13] » Okay. Trusty Jacobson. [46:15] » Yes. [46:16] » Jenowski. [46:17] » Yes. [46:17] » Trusty Sans. [46:19] » Yes. [46:19] » Trusty Trendle. [46:21] » Yes. [46:22] » Trusty Blackbod. [46:23] » Yes. [46:24] » Trusty Bush. [46:25] » Yes. [46:25] » President Hollandback. [46:26] » Yes. [46:29] » This feels really good. We've come a [46:31] long way from where we were two years [46:33] ago. [46:35] » Agree. [46:35] » Yeah. 100% agreed. [46:37] » All right. So that takes care of our new [46:40] business items. Um so then future agenda [46:44] items that we have discussion and [46:45] possible action on a referral for the [46:48] parking spaces. I think in light of the [46:51] comment at public comment that's you [46:53] know again those larger vehicles needing [46:57] to make those turns. We may need to take [46:59] a look at that intersection a little [47:01] more. And I think our last thing was [47:03] talk to staff about, you know, where [47:05] what are like having public works take a [47:09] look at what are the actual rules [47:10] related to intersections like that. So I [47:13] think staff is still looking into that. [47:15] Discussion on ebike and east scooter [47:17] ordinances. Um I um so that's something [47:20] for a future agenda item. [47:22] » A poll on that one. um was I was I'm [47:25] gonna try to get that added for the [47:26] joint police um a discussion on that [47:29] » So we can discuss with the deputies [47:31] also. [47:31] » Perfect. Perfect. I had a conversation [47:33] with one of the deputies and his concern [47:36] is no matter what we do it's going to be [47:38] near impossible to enforce. [47:40] » So then my argument would always be why [47:42] are we putting in an ordinance that we [47:44] can't enforce. So [47:46] » Okay uh and then election security [47:49] subrants [47:51] we talk about this [47:52] » I was supposed to get you information [47:54] and I didn't. So, I will renew that. [47:56] » All right. So, trusty Blackwood would [47:59] get on that. Yep. [48:00] » Who else has something for a future [48:01] agenda? [48:03] » I have a couple things related to mess. [48:06] Um the for the September 22nd meeting, [48:10] the fire chief um would like to come [48:12] speak with us. So, [48:14] » Um and then the we should have the [48:16] budget to look at as well too. [48:19] » We give the fire chief 10 minutes. Is [48:20] that enough time? [48:21] » That should be okay. So, let's get let's [48:24] make a note of 10 minutes on the agenda [48:25] for him. [48:26] » That's next meeting. [48:27] » And then and then the budget was the [48:29] second. [48:29] » Yep. [48:32] » And I had um the joint the sheriff's [48:36] contract. [48:36] » Oh, sheriff's contract. [48:38] » Yep. So, we're just I think we're just [48:39] about ready. One of the agenda items is [48:41] to discuss and take possible action. So, [48:43] we'll probably my assumption is we'll [48:45] probably refer to boards. [48:47] » Okay. Can we get an update on the [48:50] personnel policy management? [48:53] Uh, sure. [48:54] » I don't mean this time because that's [48:56] kind of putting her on the spot. [48:57] » No, no, no. Yep. I get it. Yep. [48:58] » But it could be for a future agenda. [49:00] » Okay. Future agenda personnel policy [49:02] manual. Okay. What else we got? [49:08] All right, then. Uh, next public [49:11] comment. Does anyone else have another [49:13] public comment? [49:17] Come on up. [49:23] And I apologize if I come at this with [49:26] » Do you want to restate your name and [49:28] address again please? [49:29] » Kayla Grunwald um at 809 Chica D. Um and [49:33] I was just looking at the budget. I just [49:35] have a question and I apologize if I am [49:37] coming at this with no background [49:39] knowledge. Um, but there's two line [49:42] items that are significantly higher than [49:44] the budget and then last year's and I [49:47] was just wondering if you all can [49:48] provide details on what those were. Um, [49:53] one of them is uh in the general fund [49:57] the fire department 2% fire dues the [50:02] budget was about 13,000 and the spend so [50:06] far is 147,000. [50:09] And then the other line item was [50:15] contracted services [50:18] where the budget was 17,500 and we've [50:22] spent 50,000. [50:26] Thank you. [50:31] Okay. So we add that to our next agenda [50:34] so she gets answers. [50:35] » No, I'm guessing that's something that [50:37] that we could probably [50:43] I could probably address with the [50:46] constituent directly. [50:50] » I could too. And actually the first [50:52] issue we talked about during the during [50:54] our discussion already. [50:55] » Yeah. [50:57] So, uh or or uh so, uh we'd ask staff [51:02] this would, you know, remember when we [51:03] were going to create that database of [51:06] public questions, this would go into [51:09] that database and then would reply to [51:11] the constituents on those. [51:13] » Excellent. Um also on the I should have [51:16] said it before for the agenda items, can [51:20] we get an update on our enforcement [51:24] company? [51:26] Uh, what update do you need? I don't [51:28] think we've we haven't referred anything [51:30] to them yet. [51:30] » Oh, we have. [51:31] » They've had four things. [51:32] » Okay, perfect. [51:34] » Uh, they sent out one order to mow [51:37] overgrown weeds and vegetation. Another [51:40] one to clean up discarded items and [51:42] unsightly debris and store things [51:44] properly on another address. [51:48] Uh, actually looks like there's only [51:50] three things. Um, and then the fourth [51:52] one was order to remove temporary signs [51:54] from property on Jefferson. [51:56] » Oh, perfect. [51:58] Great. So far so good. [52:02] » All right. Uh, what else? [52:07] » We have next meeting dates. We're [52:09] » All right. [52:09] » Struggling a little bit to get the [52:12] police rescheduled, but we'll hopefully [52:14] have a date for that. Okay. Shortly. So [52:16] that's one of them that's not on the [52:17] next ones because we've got economic [52:19] development tomorrow. Library board [52:21] tomorrow, plan commission on Monday, [52:24] water and sewer on Tuesday next week the [52:26] September 15th, uh fire and EMS [52:29] Wednesday, September 16th, village board [52:31] the 22nd, fire and EMS on Wednesday, [52:34] September 23rd as well. Um uh Trusty [52:38] Blackwood, we didn't forget fire and EMS [52:40] this time. We usually forget parties [52:44] though. [52:45] » She sent an email last week. [52:46] » I did send us an email. Thank you for [52:48] that. [52:50] » All right. And then we've got joint [52:51] commission. Are there any Yeah, [52:54] » We're just trying to get date squared up [52:56] and it's been a little [52:58] » All right. [52:58] » Disjointed. I've been going too. [53:00] » Okay. It's always fun coming back. Um [53:04] let's see. Any other meetings that were [53:06] missing? [53:09] Okay, then I am ready to entertain item [53:13] 16. [53:16] » I move that we will we go into close [53:20] session pursuant to Wisconsin statute [53:23] 19.851g 985 [53:25] 1G for conferring legal council for the [53:28] governmental body whose rendering oral [53:31] or written advice concerning strategy to [53:33] be adopted by the body with respect to [53:35] litigation in which it is or is likely [53:38] to become involved discuss proposed [53:41] dissolution of Cambridge Oakland cable [53:44] commission by town of Oakland [53:46] » And [53:48] read the read the items in the second [53:51] one. Oh, you don't have on yours. [53:54] » Oh, [53:55] » I can and read the bolded item. Just [53:58] starting here and [54:00] » And discuss [54:02] advertising, marketing, and pricing [54:03] strategies for the Melsters land. [54:06] » But that is a different that is a [54:08] different statute statute. [54:10] » Oh, that is a different statute. Oh, it [54:12] is. [54:12] » So, do I have to got to read that one [54:14] out, too? [54:16] » I'm never doing this again. [54:19] will convene into close session pursuant [54:21] to Wisconsin statute 19.851E [54:24] for deliberating or negotiating the [54:26] purchasing of public properties, the [54:28] investing of public funds, or conducting [54:30] other specified public business whenever [54:33] competitive or bargaining reasons [54:35] require a close session. Discuss [54:37] advertising, marketing, and pricing [54:39] strategies for the msters. [54:42] » Cowsk. [54:43] » All right. So, I've got a motion from [54:45] Trustee Bush and a second from Trusty [54:48] Denowski. Roll call, please. [54:52] » Uh, Trustee Sans, [54:54] » Yes. [54:55] » Trusty Trendle, [54:56] » Yes. [54:57] » Trusty Blackwood, [54:59] » Yes. [54:59] » Trusty Bush, [55:00] » Yes. [55:01] » President Hollandbeck, [55:02] » Yes. [55:03] » Trusty Jacobson, [55:04] » Yes.
