So this amendment or a yes vote to this amendment would support amending the state constitution to prohibit the governor from issuing a pardon or commutation 60 days prior to the gubernatorial election. So it's not taking away the governor's powers, but yet it limits his powers within 60 days so that he or she would be held accountable to the people of Kentucky or to their. Their party would be held accountable to the people of Kentucky. So imagine your daughter being randomly abducted, kidnaped, raped, and eventually strangled and dumped in a field left to rot. The agony of her parents finding out that she was randomly abducted in Covington, repeatedly raped as she begged for her life and then strangled with a lamp cord. This was a very productive person. She was a Sunday school teacher, a hard worker, a caring aunt in general, very good company. She was a friend and coworker of mine, and my agony only pales in comparison to that of what Mr. and Mrs. Pulley must have gone through. Mr. pulley, a World War Two veteran who certainly saw his share of gory, of gory things in war, had to endure the gory details and unsurmountable evidence against Gregory Wilson. So they had to sit and live through the pain and agony in a courtroom to determine the number of days that she laid in that field, by the size of the bugs that laid on her body. Gregory Wilson had served in Ohio prison for two rapes. He was paroled from prison, serving 12 years, and his abduction of Debbie happened less than 30 days from his release. When Wilson and his accomplice, Brenda Humphries, were arrested in a colonial hotel in Covington, they were wearing Debbie's jewelry, um, and had gone on a shopping spree with her credit cards. Additionally, Wilson was was indicted for two more rapes in Butler County after he was already in custody for Debbie's rape and murder. He later pled guilty to 13 counts of rape. Wilson is the only suspect in a. In a Covington case where he likewise abducted and raped a woman. She didn't pursue charges because he was on death row and didn't feel it necessary to go through the pain and agony. Now, Wilson confessed to the to to his codefendant, Brenda Humphreys, that he killed Peggy Gair here in Newport and dumped her body down by the flood wall. Newport police likewise didn't pursue the case, knowing that he was on death row. He was on tape in a. At an Ohio parole board or parole officer, excuse me, confessing to the rape and the killing of Debbie Pooley. But the evidence wasn't admitted to court. Wilson then goes on to appeals courts. Um, between 2000 and 2015, six different appeals courts, including the sixth District Appeals Court and then the Kentucky Supreme Court, who unanimously rejected his appeal. And then in the 11th hour of Governor Bevin's term, a lame duck governor, he signed commuted sentences for 700 convicted felons, 258 pardons, 419 commuted sentences with complete disregard to the to the judicial system. A slap in the face to the many police agencies. Prosecutors. A man with no jurist experience overturned every court with a swipe of his pen, the commute. His sentence then allowed Wilson to be up for parole and to the thanks of. In particular, Rob Sanders. The parole board chose not to grant him parole, but literally he could have been walking the streets of Campbell County in Kenton County again. Um, by this. As a side note, I want to point out that this is not about our present governor. Um, it is interesting to note, however, that Andy, Andy Beshear's father, Steve Beshear, um, signed Gregory Wilson's death sentence in 2010. And it's not limited to one governor. Um, in 2005, Ernie Fletcher issued 93 pardons and eight commuted sentences as he left office, as well as providing amnesty to state employees who were under investigation. The Kentucky constitutional amendment will limit the governor's powers within 60 days at the end of his or her term, so that their actions would be held responsible to the voters of Kentucky. And that's the beauty of our Constitution that we have the opportunity here to right this wrong. It's a terrible injustice, and it's a welcome change.
