[1:43] » Well, we have everyone and to tell you tonight and welcome our [1:48] our our ones that that's coming back, our [1:51] commissioners, and our new ones. Uh it's good to have you at the table. [1:55] We appreciate you so much for for serving and thank you for your service. [1:59] You will please answer when I call your name. [2:01] » Nathan Sanders. >> Here. [2:03] » Judy Shawn. >> Here. [2:05] » James Adkins. >> Here. [2:06] » Marty Williams. Shay Basham. [2:09] » Here. >> Curtis George. [2:11] » Here. >> Randy Gannon. [2:13] » Here. >> Martha Hollingsworth. [2:15] » Here. >> Crystal Alexander. [2:16] » Here. >> Tony Burnett. [2:18] » Here. [2:22] » Basis number five, approve change in the agenda. [2:26] I have no change. Question [clears throat] to approve the [2:28] agenda. >> So moved. [2:30] » You have [snorts] a motion to approve the agenda, do I have a second? [2:33] » Second. >> Okay. [2:35] Any discussion? All in favor, aye. [2:38] » Aye. >> All opposed. [2:43] Basis number six, consent agenda. Approve meeting minutes [2:48] for August 13th, 2026. We have no nominees tonight. [2:54] » Mr. Chairman. >> Yes. [2:56] » Uh, we need to make a correction in the minutes, please. [2:58] » Okay. >> Uh, if my memory serves me correctly, I [3:02] only voted once. You've got me down for voting yay and [3:05] nay. >> I'll correct that for you. I'm sorry. [3:11] Okay. >> [clears throat] [3:17] » Do I have a motion to accept the minutes with those changes? [3:20] » So moved. >> You have a motion, do I have a second? [3:23] » Second. >> Second. Any discussion? [3:27] All in favor, aye. >> Aye. [3:29] » All opposed. [3:34] Basis number seven, old business table items. I have none. [3:39] Uh Number eight, [3:42] I would like to open up public hearing. [3:46] Public hearing of a rezoning request for property located at 5378 [3:52] Murfreesboro Road from I-1 industrial to R-1 residential. [3:59] The [snorts] Tilford request is the applicant here? [4:03] Please approach if you if you would like to speak. [4:12] » I'll pass these out if I started. [4:19] Everyone got them in their shape? [4:38] Yes, sir. For those of you that don't know me, my [4:40] name's Michael Roberts. I am your only local surveyor. [4:45] This what we're trying to do is subdivide 5 acres into 1 acre and 4 [4:52] acres. 4 acre property is currently zoned I-1 [4:56] and would not readily allow a house on especially on 1 acre. [5:03] This is Mr. Tilford's house. And [5:06] out near Blackwood Mill. It was we're trying to divide 1 acre off [5:11] around the house so that they can do so they keep the house. Mr. Watts wants to [5:16] buy the other 4 acres and keep it industrial. [5:20] But the house needs to be rezoned and we figured figured out that the [5:25] best way to do this is to rezone it from industrial back down to residential just [5:30] that 1 acre for the house. [5:34] Any questions? [5:51] » Any more questions? Thank you, sir. [5:55] Anybody want to speak for it? [6:00] Anybody like to speak against? This is our vote. [6:10] All right, we'll move on. We'll close that public hearing. [6:13] Thank you. Someone [6:19] Texas two Number nine will open up public hearing [6:24] of rezone request for property located at 951 Pelham Road from R1 residential [6:30] to C1 commercial. The Rollins request is the applicant here. [6:36] If you'd like to come meet This If you would come here and speak. [6:40] » John come. >> That'd be fine. Just state your name. [6:43] » He knows who he is. >> Okay, [6:45] that's fine. >> My name is Mitchell Rollins. [6:48] » [clears throat] >> I'm owner of my property. [6:50] » John Smith. [6:54] Yes. Go ahead. Does anybody have any [6:56] questions for them on this proposal? And our our land use administrator is here [7:00] also if anybody has uh any requests or any other questions [7:04] whatsoever. [7:13] Nobody? [7:20] John, would you would you all like to say anything about what you want to do [7:22] with it or anything? >> [clears throat and cough] [7:25] » No, it was just It's always been used as commercial. [7:28] Somehow it's in residential. It's got three-phase power [7:32] and everything in it. I guess it's Okay. All I need to say. [7:35] » I'm not able to speak to that. There was a residence or the property it used as a [7:40] residence, um [7:43] last time it was assessed. So, when we adopted the zoning resolution, we went [7:47] around and saw that uh that there was a principal residence there. Um that's why [7:52] it was zoned residential originally. 2018 [8:00] Any questions? Thank you all so much. [8:03] » Thank you. >> Thank you, ma'am. [8:05] Appreciate it. Anybody against this rezone would like to speak? [8:10] Don't be scared. Miss, state your name, please. [8:16] » Hello, everybody. I'm Calvin Sullivan. So, you said a few concerns that a [8:21] primary metal building that's attached to this property does have a [8:24] two-bedroom, one-bath uh kind of apartment attached to it. [8:28] Uh my understanding was the purpose was for someone to live there and also work [8:32] out of the out of metal building. There's also a mobile home [8:38] uh right next door to it that's still on the property that's also used as a [8:41] residence here. Um everything on this side of Pelham [8:45] Road is currently zoned residential from my understanding. There's a neighborhood [8:48] only a couple of lots over. >> [clears throat] [8:50] » Uh the property in question has an easement to utilize this my driveway for [8:53] residential purposes. Uh it was clearly never intended for [8:57] that driveway to be used for commercial purposes. I have three small children, [9:01] so that is my primary concern with the rezoning. [9:03] » [clears throat] >> Since it does have an easement and I [9:05] have three kids and commercial traffic. Just really concerned for their safety. [9:11] If the operations were to remain consistent with what Mr. Smith is [9:15] proposing, I don't have quite as many concerns with that. He's been very [9:18] gracious to discuss the business that he plans on operating, but [9:22] my concern is that in the future you know, Mr. Smith may not always own [9:26] this property. It's zoned commercial, someone else may purchase it. Things [9:29] happen in life, and someone intends to do something completely different, they [9:33] could, you know, endanger my kids. Yeah, there's really nothing stopping [9:37] them from using that easement for commercial [9:39] purposes from my piece. [9:44] The my property is also a [9:48] greenbelt property under a forest tree management plan. They're just spraying [9:51] really close to the property line. It's about 50 ft away. [9:54] That spring feeds into one of the creeks that goes into Stones River, so there [9:58] could be an environmental concern there as well. I'm sure the Department of uh [10:03] Environment from Tennessee would regularly monitor that, so that's not [10:06] going to be my biggest concern, but just something to be aware [10:09] That's all I have, so thank you for your time. [10:11] » Sure. >> No, wait. On the on the easement, is [10:16] there Is that the only way to your property is [10:19] on this easement to your property? >> It is not my understanding that for Mr. [10:22] Smith intends to continue using that for the residential side of the property [10:26] where the two residents were completely coming and utilize it again. [10:30] In the future someone may have very different plans [10:33] for the property if they zone commercial. We may get rid of the mobile [10:36] home on the property. Potentially use that for whatever they [10:39] end up using it for. [10:43] Thank you. >> Thank you, sir. [10:46] Thank you, sir. All right. Anybody else? Again, [10:52] Mr. Freeze out. [10:56] » [clears throat] >> All right, if not, I'll close the public [10:58] hearing and rezone the property located at 951 of Felton Road from R1 to C1 and [11:06] moving on to number 10 is public comment. I have Mr. Jerry Tyree. [11:14] Uh 3875 Burt Bergen Road. If you would come, sir. [11:28] » And the July meeting we had somebody from the state come by [11:33] and talk about why they you shouldn't freeze the taxes on personal [11:39] retired. They said in one statement when he said [11:44] that uh there won't be that many people affected [11:47] anyway. And a few statements later he said, [11:50] "Well, half the county's going to be uh affected." [11:53] affected. They freeze the taxes on people retired [11:57] then the other half the county was going to have to pick up on it. [12:02] And you know [12:04] one statement's got to be false. Another thing [12:09] we talked I heard people talk about having to raise property taxes [12:14] because there's so many people moving in we need more money for the [12:20] the schools for the kids that are coming in. [12:24] But Texas and and Florida said when people there's so many people moving in [12:29] they can lower the taxes because you got more people paying taxes [12:33] anyway and paying higher taxes because you're [12:37] cutting up farmland making residential. And the taxes going to be higher on the [12:43] when you've got a house on the land anyway. [12:46] So they're lowering their their property taxes on each person [12:51] but they're still getting more taxes in. [12:55] Another thing I want to talk about these block cameras. [12:59] People say that's for safety. But a wise man once said one time that [13:04] if you give up your freedoms for safety you don't deserve either one of them. [13:09] You might remember the name Ben Franklin. [13:12] Thank you. >> Thank you, Mr. Tyler. [13:16] Thank you so much. So that's all Mr. Tyler's on one I had [13:22] signed up on the public comment. We'll move on to number 11. It is Delegate [13:26] Chairman. I'll open up the floor to the commission on nominations for chairman. [13:33] » I nominate Randy Cannon. [13:37] » For chairman, right? >> Yes, sir. [13:41] » No, I'm sorry. I will withdraw my nomination. [13:44] » Okay. >> I will still vote for chairman. [13:47] » [laughter] >> I nominate Greg Doyel. I nominate Greg [13:51] Mitchell for chairman. >> I second that. [13:55] » Let me get this done here, all right. All right, thank you. [14:01] You have a nomination for Greg Mitchell. Do you want nominations? [14:07] » Move that all nominations cease. >> Second the motion. [14:10] » You got a motion nomination cease, seconded [14:14] by Mr. Sanders, I believe. Any discussion? [14:19] Call the roll, please. >> Mike Sanders. [14:23] » Yes. >> Judy Shaw. [14:24] » Yes. >> James Atkins. [14:26] » Yes. >> Shea Basham. [14:28] » Yes. >> Curtis George. [14:30] » No. >> Randy Gannon. [14:32] » Yes. >> Michael Hollingsworth. [14:34] » Yes. >> Crystal Alexander. [14:37] » Yes. >> Tony Burnett. [14:38] » Yes. >> Thank you all so much for your comments [14:44] and I tried to do the very best job I know [14:46] how. I appreciate that. [14:48] Uh next is number 12, elect chairman pro [14:52] tem. Do I have any nominations for chairman pro tem? [14:55] » I nominate Randy Gannon. [14:59] » You got a nomination for Randy Gannon chairman pro tem. [15:02] » Second. >> I just don't think you have to have one. [15:06] I'll take it. Any more nominations? What about a [15:08] motion to cease nominations? >> Motion to cease. [15:10] » You got a motion to cease nominations. Commissioner Alexander, have a second? [15:17] » Second. >> Second, Mr. Sanders. [15:21] Any discussion? Call the roll, please. [15:24] » Nathan Sanders. >> Yes. [15:26] » Judy Shawn. >> Yes. [15:28] » James Atkins. >> Yes. [15:29] » Shay Basham. >> Yes. [15:31] » Curtis George. >> Yes. [15:33] » Randy Gannon. >> Abstain. [15:35] » Michael Hollingsworth. >> Yes. [15:37] » Crystal Alexander. >> Yes. [15:39] » Tony Burnett. >> Yes. [15:42] » Okay. [15:45] All right. Number uh [15:50] 13. Uh consideration of vote on rezoning [15:54] request for property located at 5378 Mercers Mill Road from I-1 industrial to [16:00] R-1 residential to Tilford request. >> So moved. [16:05] » I've got a motion. >> Second. [16:07] » Okay. Approve it. Who will second? I'll I'll [16:10] second. Commissioner Burnett. Any discussion? [16:17] Call the roll, please. >> Nathan Sanders. [16:19] » Yes. >> Judy Shawn. [16:21] » Yes. >> James Atkins. [16:22] » Yes. >> Shay Basham. [16:24] » Yes. >> Curtis George. [16:25] » Yes. >> Randy Gannon. [16:27] » Yes. >> Michael Hollingsworth. [16:28] » Yes. >> Crystal Alexander. [16:30] » Yes. >> Tony Burnett. [16:32] » Yes. [16:36] » Motion passed. Number 14, consideration of vote on rezoning request for property [16:41] located at 951 Pelham Road from R-1 residential to C-1 commercial to Robbins [16:47] request. I've got a motion. [16:49] » So moved. >> Second. [snorts] [16:51] » I've got a motion and a second. [16:54] Any discussion? [16:59] Call the roll, please. >> Nathan Sanders. [17:03] » Yes. >> Judy Shawn. [17:04] » Yes. >> James Atkins. [17:07] » I do have a concern with the easements. I'm just uh [17:12] hoping and praying that the new owner there will work and be as is [17:16] with the landowner as as uh Mr. Belton has in the past. [17:20] So, Mr. Smith has in the past. So, yes. >> Shay Bastin. [17:25] » Yes. >> Curtis George. [snorts] [17:27] » Yes. >> Randy Gannon. [17:28] » Yes. >> Michael Hollingsworth. [17:30] » Yes. >> Crystal Alexander. [17:32] » I'm going to say no because this has been nothing in the past [17:37] since what the gentleman said and it was fulfilled. Anything can go bad. [17:47] » Tony Fornet. >> Yes. [17:51] » Motion passed. >> Motion passed. [17:57] » Number 15, Camden County EMS Authority question approval for the vacant [18:01] commissioner seat be filled commissioner Michael Hollingsworth and vacant citizen [18:08] seat be filled with outgoing commissioner Brent Brant. [18:12] Do I have a motion for this? Got a motion to Second by Shay Bastin. [18:16] » Second. >> And second by Commissioner Shawn. Any [18:19] discussion? >> Yes. [18:20] » Yes, sir. >> Brent chose not to rerun for [18:23] commissioner which relinquished his seat as [18:29] the commissioner on the EMS Authority Board. And then [18:33] they want to put him back in as a citizen on the EMS Authority Board. That [18:38] does not look good. It look like there might be a lot of [18:42] favoritism going on. >> Not favoritism. He's been [18:48] » Says Sorry. Says unanimous decision by the board. [18:51] » Yes, he's >> I know it was unanimous decision by the [18:53] board. No, not really. [18:56] Well, that's what it says right here. Says the board made unanimous decision [19:00] on both actions. Well, I mean that's our honest opinion. [19:04] » Sorry. [19:10] » Commissioner Commissioner George is correct. We Commissioner does have a [19:15] push down the road so I thought that's what we had to do. [19:18] » Well, that's why I was presenting here but I mean the board [19:22] the ambulance authority did >> If if he if he chose not to run for [19:29] re-election on the commission he gave up his position. That was part [19:34] of it and then and then they turned right around and put him back in. [19:37] » That was citizen That was him. That's not right. That was here but he's been [19:41] on the authority and he's been very beneficial to the authority to the [19:48] ambulance authority. >> He may have been [19:51] helping but he relinquished that >> That's [19:53] He relinquished it but this was the commission. That was [19:57] not for the ambulance authority. That's two different things. [20:00] That's >> That's two different things on the [20:02] ambulance authority board. >> That's two different things. [20:04] » Well, I'm sorry to say [20:06] » It's citizens that's on the different committee. [20:09] » Yes. Yes. Yes. If I can clarify [20:15] Brent Brannon did not run for commissioner again. [20:18] That's exactly right. He is going to be replaced if you accept [20:23] this by Commissioner Michael Holsworth. [20:27] Brent is going to take Fred House's place on the ambulance board. [20:32] » As a citizen. >> Is that correct? [20:34] » As a citizen. >> I understand that. [20:38] » He relinquished his service as a commissioner. [20:42] » But he was on the ambulance authority board. [20:45] » As a commissioner and Mr. Holsworth took his place as a commissioner. [20:52] Two different things. We can do a vote. >> It's the same person. [20:56] » We know what you're going to do. We know what you're going to do. Let's vote it. [20:59] » Does anybody else have anything? [21:04] Who wants to speak? >> I echo what Commissioner Alexander said. [21:08] It's unanimous from me and so I don't know why it's up for discussion or who [21:12] you're showing favoritism to. [21:16] » All right. You want to call the roll, please? [21:19] » Nathan Sanders. >> Yes. [21:21] » Judy Shaun. >> Yes. [21:23] » James Atkins. >> Yes. [21:24] » Shea Basham. >> Yes. [21:26] » Curtis George. >> No. [21:28] » Randy Gannon. >> Yes. [21:30] » Michael Hollingsworth. >> Jeff Stein. [snorts] [21:32] » Crystal Alexander. >> Yes. [21:34] » Tony Burnett. >> Yes. [21:37] » Motion passed. [21:42] Bryce number 16, John Dyer, to address the commission on Miss Lindsey proceed [21:47] with the request 5 minutes. [21:51] » I don't plan on taking 5 minutes. >> Um [21:54] » I don't plan on taking 5 minutes. >> Okay. [21:56] » Um I'm assuming y'all y'all already read [21:59] the resolutions of transparency that I I put out. [22:03] I don't need to go over every one of them individually, I don't believe. [22:08] If you have questions on any one of them, I [22:11] would invite you to ask me those questions. [22:15] But, transparency benefits you [22:19] more than it does anybody else. Benefits citizens, most definitely, [22:23] because we need to see what you're doing. [22:25] We need to see what the rest of the government's doing. [22:28] » [clears throat] >> But, the reason why it benefits you is [22:31] because if we can see what you're doing and something comes up, [22:36] then we can look back at the record and say, [22:38] "This is what happened." Really clear right here in the record. [22:43] Problem is is a lot of times we're not able to look at the record. [22:49] In the past, there have been resolutions that have been put on the [22:53] agenda that were only there as number and [22:56] title. A few months ago, we had a [23:00] packed meeting room >> [clears throat] [23:02] » because the citizens didn't know what what the [23:06] actual agenda was about, the actual resolution. [23:10] And I don't know if any of them got up here and said, "If I'd known that's what [23:14] you had on the agenda, I wouldn't even showed up." [23:19] That's one part of the 12 resolutions. Another part is [23:25] just a very simple aspect of [23:30] instead of turning your back to to the citizens, [23:34] return to a horseshoe. So that your your back isn't to us. [23:41] I may not seem that big to you, but it is [23:45] big to a lot of people when you turn your back to them [23:47] physically. [23:52] Videos of the committees, the commissions [23:57] across the county. [24:00] After I put that on there, there were commissions and committees I [24:03] didn't even know existed. And this is the only one that actually [24:08] gets up put on video and that we can watch. [24:13] So I would urge you to vote tonight [24:18] to put these resolutions of transparency in the record. [24:24] Create a [24:28] national book where we can actually look at what laws [24:32] you passed. We don't know what laws you passed. And [24:35] I'm going to tell you, ignorance is an excuse when we can't find a law. [24:44] Put it on the on the website. Put it in our public offices for [24:49] purchase at cost. I'm not asking the county to [24:53] to pay extra for the for the print. [24:56] Put it in there at cost. It cost 10 bucks to print that [24:59] that publication. Charge 10 bucks. [25:03] It's pretty simple. [25:06] And it's the right thing to do. [25:10] Any questions? [25:20] Thank you, sir. [25:23] You have a motion? [25:34] I'll go with the motion. [25:37] » 17 >> Motion Southern [25:41] to update commission on grants. Motion [25:53] » Hold up just a minute. [26:00] » What was that? [26:32] » [clears throat] >> The reason I asked to come before you [26:34] today is the Homeland Security grant monitor after every grant cycle [26:39] ends, uh, [26:42] they want a presentation of the grant process [26:44] presented to the county commission. Uh, it's not for approval, they just want [26:48] the commission aware that Uh, the projects are discussed [26:52] and that it's the minutes in no way, shape, or form. [26:56] So, we've been very past couple years have been very productive. [27:00] So, for 2026 Homeland Security in your your packet there, there's [27:04] actually two grants. One's a Homeland Security [27:07] for the 2026 year. >> [snorts] [27:10] » And then there's also the Homeland Security UASI, the UASI being the Urban [27:13] Area Security Initiative. And since we're part of the Nashville Homeland [27:17] Security District that enables us for a second [27:20] round of grants through the UASI. So, it's actually a bigger pot of money. [27:25] That doesn't happen every year, but this will be the third year that we've had [27:27] the opportunity to apply. >> [screaming] [27:31] » The projects The application that's submitted has not [27:35] been approved yet for contract. But so far what I've submitted [27:40] for fiscal year 2026, uh, for UASI is a total amount of $296 [27:45] and 5 508 for UASI, 213,000 [27:50] 598 60 for the Homeland Security. So, that's for a total of 510 106,060 [27:57] cents. So, I don't have any reason that's going to be cut any more than [28:00] what it is. And the largest amount we've gotten in a [28:03] while. The project that I have listed [28:06] I went ahead and printed off all the other counties' requests just [28:10] so can see, uh, the different projects that [28:14] the different counties work on as a district project. [28:18] So, for 2026 um [28:23] there is five different national priorities that I have to meet to [28:26] justify the Homeland Security requests. And some of some of the projects it [28:29] makes it very difficult to apply for, but it's it's the national standard, so. [28:34] Those standards are enhancing the protection of soft targets and crowded [28:37] places, which is it's kind of vague, but, [28:40] supporting Homeland Security Task Forces and Fusion Centers, which I typically [28:44] I've not participated in that at all. Enhancing [28:47] cyber security, enhancing election security. And the [28:51] reason that one's important, I've never asked for [28:54] anything for election security before, but I did this year in the amount of [28:57] $50,000 to be able to put security cameras up. [29:01] And because the election office is in the same building as the finance office [29:04] and probation office, that's going to allow us to be able to put security [29:07] cameras over the a good portion [clears throat] of the building. [29:09] I thought that was a good amount to ask for. [29:12] That That is the same grant process that uh [29:15] installed security cameras here at the courthouse in the amount of $65,000. [29:20] And the last one is supporting border crisis response and enforcement. Even [29:24] though we're not on the border, it's still a requirement if we were to apply. [29:33] So, part of the project for 2026, I've asked for [29:36] the video cameras for the election office, extrication tools, [29:40] uh additional radios for the TACN system to [29:43] upgrade the sheriff's department radios. Uh [29:46] the advancement of advancement in the technology with the state radio system [29:50] that's uh we still have portable coverage [29:52] issues inside of buildings. So, the radios that I'd like to start outfitting [29:56] uh the departments with uh actually have Wi-Fi [30:00] uh capability. So, if you program [30:03] up to 20 different network locations into each radio, so it'd be all the [30:06] schools, the jail, police department, the hospital. Uh [30:11] once they go inside on their network, it changes over to the Wi-Fi and it's [30:15] connected back to the TACN system. So, but they're very expensive radios. So, [30:20] um [30:24] additional license plate readers and portable generators. [30:30] So, once the application is submitted and approved and the contract is signed [30:33] for signature, but I have not received the contract yet. [30:36] Once the contract is approved, it moves to the execution contract phase and the [30:40] grant is made available to spend once their budget amendment is obtained that [30:44] way. So, the 2025 Homeland Security grant [30:48] cycle for both UASI and Homeland Security, uh the UASI side was 204,455 [30:55] and the Homeland Security side is 63,442 for a total of 267,897. [31:03] The executed contract was issued was issued on September 1st, so that money [31:07] is ready to spend once I get my approved uh budget amendment. [31:10] Uh those projects uh I asked for a full set of vehicle [31:14] extrication equipment. That gear is going to go to the Auburn Town Fire [31:17] Department because they're so far out. Um been in contact with Auburn Town's [31:21] mayor and the chief and they're very excited to get that equipment. [31:25] So, working through the the the necessary training certifications right [31:29] now. So, unit cameras for EMS, [31:33] uh portable radios with additional radios [31:35] for tagging system. Uh this year's uh my focus was on the [31:39] police department to be able to outfit all with all all new portables with uh [31:44] » [snorts] >> the Wi-Fi smart connect that I just [31:45] talked about. So, every officer will be getting a a [31:49] new radio. [31:56] Uh additional LPRs for police department and a portable power trailer for the [32:00] monitoring uh large mass gathering events and I really didn't expect to get [32:05] [clears throat] this out approved. Uh I asked for 64,000 [32:08] uh to be able to have security cameras to be mounted at the top of a [32:12] of a tower trailer. It's one of the incidents uh [32:15] issues we had during the uh Short Mountain Distillery mini Bonnaroo [32:19] event is we had no accurate way of tracking the amount of people that went [32:22] in. And by state law, if you have more than [32:26] 5,000 people, we're required by law to notify the Department of Health and they [32:29] have to get involved. So, we didn't have an accurate way of being able to track, [32:33] so I put that in there and uh Homeland Security felt that was a [32:37] uh good thing to invest in, so we've been awarded that. [32:43] And like I said, you got to fall under the five national security [32:46] national priorities, which they do. So, that's where we stand at this point. [32:53] » Well, I also have two quick questions. A lot of good information you may have [32:57] covered it, but clarify to me [33:01] number four, the high-low pressure airbag that you put in there. [33:06] » Those are additional to the rescue extrication equipment. They're actually [33:10] airbags to be able to lift vehicles and and heavy objects off of people. They're [33:14] not used very often, but when you do need them, they're very very crucial to [33:17] have, so the first set of extrication equipment I [33:20] got, uh [33:21] I didn't put that in there and so, I'm asking for uh [33:26] this set that I'm applying for this year and for the set that we'll go to Auburn [33:29] down and get airbags. >> Uh thank you. And then you mentioned uh [33:35] the 530 radio, every officer would have a new radio. Is Are you referring to the [33:40] police department and sheriff department? They're getting new radios [33:43] through part of this? >> Now, this this award will be the police [33:45] department and then the 2026 will be for the sheriff's department. And I spoke [33:50] with uh Sheriff Sharp uh earlier this week uh about where we intend to go with [33:54] that, but can't do anything till that contract is approved. So, but that's I'm [33:59] just laying out kind of the the projects that we're going to be working on here [34:01] in the future, so. >> It was automated license plate readers. [34:05] I'm sorry, clock hands, so >> Yes, ma'am. [34:08] » They are clock hands? >> So, [34:11] getting after Homeland Security, my job is to try to secure the funding and what [34:15] they do with that funding is up to the chief and the sheriff. And I've I've [34:17] spoken with both of them about that and the controversy with it, but uh [34:21] that's just my job to try to secure the funding. [34:24] » I appreciate what you do. You do a really good job. My question on the [34:28] radios, will they still be able to communicate even though somebody have [34:31] new ones and somebody don't? Will they be able to communicate back and forth [34:36] with part of them getting radios now, but [34:39] you said the police department would get me radios. Did I understand [34:42] that correctly? >> Yes, we'll get you portable radios. [34:44] » Okay. Will they be on the same channel as this sheriff's department? [34:47] » Yes. >> Okay, that's all. [34:49] » Unless there's some change with with the sheriff and the chief in the future. [34:52] Well, when we went into this, um Cannon County [clears throat] has been [34:55] very fortunate to get to get the amount of talk groups that we did, and I think [34:58] we uh far [35:00] uh exceeded getting those amount of talk groups [35:03] compared to what other counties have uh have got cuz we have a total of 13 talk [35:07] groups. Just think of them as a channel. But we've got multiple for the sheriff's [35:10] department, multiple for the PD, uh multiple for EMS, emergency [35:14] management, public works has one, uh county roads has one if we ever get [35:17] tagged radios for uh county roads. So, uh Tait has been [35:21] very good to us. And we've invested quite a bit. Um [35:25] I didn't put on here, but being able to add to the Tait system [35:29] as a statewide asset, Cannon County, uh we are putting in We're not, Tait is [35:34] putting in at their cost two sites uh currently. Just met with contractors [35:38] yesterday. Uh they're going to be building a 300-ft [35:41] tower in Auburntown that will greatly help [35:44] not just northern part of Cannon County, but Rutherford, Wilson, DeKalb, Warren. [35:47] Uh that construction is going to start here in the next uh couple of months. [35:51] Um and the other site's going to be at the [35:54] Mountain View Center. They have already installed the site at a cost of [35:57] uh about a million dollars. Uh that's that will be up and operational [36:01] hopefully here in the next uh another month or so. [36:05] And every 10 years, Tait will come in and completely replace all the [36:08] communications here in those those sites. [36:11] » Tait will do that? >> Tait will do that at their cost. And we [36:13] just have to maintain the radios. [36:18] They currently allow us When I originally went in on this [36:20] project, I thought they were just going to give me access to Short Mountain, [36:23] which is a great site, but they're also allowing us to roam on four other sites. [36:26] So, we've got excellent coverage all the way past Nashville. [36:29] » That's been needed for a while. >> Very much needed. [36:33] That's all I have. [36:38] » You want to [36:41] On behalf of me and really thank you really for all you do for the county and [36:44] all the work you're doing for this county. [36:46] » Thank you. We appreciate it. >> All right, keep up the good work. [36:53] » Number 18, Commissioner Atkins to to the transformation concerning Flock cameras. [36:59] Uh Commissioner Atkins. >> Right. [37:03] To begin with to begin [clears throat] with it's a product preferably a [37:06] privilege I got my tongue tied here for a minute. [37:08] To be on this uh on the commission be able to serve so I'm so happy to be [37:12] doing that. Uh [37:16] I don't think a day goes by for me whether I want a newsfeed or watching [37:20] television news reports whatever. You know, it's it's constant Flock [37:24] cameras. Uh [37:26] seeing the good, seeing the bad. Uh [37:30] I think in some ways uh if if they are used 100% the way they are designed [37:36] I think they're very good a very good tool for for law enforcement. [37:41] Uh but when they you know, when there are [37:44] people going on these cameras and accessing them to for whatever reason, [37:50] you know, you you know, seeing what the girlfriend's doing or wife's doing or [37:54] just nosey whatever uh [37:56] without consequences, that's a problem. Uh [38:00] it's proven there's been you know, many you know, this has happened you know, in [38:04] many places all over our nation. Just this past week [38:08] uh Knox County uh outlawed them all. [38:11] So, county the commissioners said no more. [38:14] You know, they're taken away. Uh [38:17] I don't know what the answer is. I'm I'm you know, I also you know, I'd say all [38:22] right, as a uh a law-abiding [38:25] » [clears throat] >> citizen, I don't feel like that I'm [38:27] going to do anything wrong. So, if they see me for whatever, so what? [38:31] But, the side of it, we we have Big Brother looking at us constantly, and it [38:36] seems to be growing. It's just a concern. I don't know what the answer [38:39] is. I just wanted to to discuss it or bring it up. Uh I don't know if we need [38:45] to uh form, I don't know, [38:49] community to talk about it more, uh or take action on it. I'm not [38:54] The only way that I would ever be for it, I can say that, is if we got a 100% [38:58] guaranteed commitment, you know, from law enforcement, from our sheriff, from [39:03] our uh police chief, that no officers would have access to this without a [39:08] dedicated case that's been opened saying, "This is the reason I'm going on [39:13] there to look." And that's the problem. There's There's [39:16] too much of going on there without a true case. [39:21] » I think you're going to see legislation soon. [39:24] But, I and I don't disagree [clears throat] with you at all. But, I [39:28] think that with all the noise in the news, there will be legislation. [39:32] Somebody's fixing to pull the plug on what's being abused. [39:35] Uh I agree with you. And on the flip side, [39:39] uh if a crime's committed against my family, that might be the only way to [39:42] get caught. >> Mhm. [39:43] » So, you know, I agree with you. They [39:46] shouldn't abuse their uh what they have available to them. [39:51] There's a lot more than that, too. But, I think that you will see [39:55] legislation soon on that, and I, you know, [39:58] I I don't disagree with you on that. [40:03] » Well, this this concerns me, and uh I'm I guess maybe I should have said in [40:09] the beginning of being a foolish come on, I'm also one of these one of these [40:12] members of committees that I'm not just a rubber stamp. And if I got something [40:17] on my mind, I'm going to share it, bring it up. And [40:20] I always have and I always will. Uh and I clearly do and I encourage it. [40:24] I would say the same thing for the rest of the commissioners [40:27] to do the same thing that we need to. We enforce our opinions. [40:31] But these body cameras do concern me. I know here in Cannon County right now, [40:36] you know, we you know, we we have very few. I know we're you know, [40:40] to get a few more, but it does concern me. So, at this point, this is I think [40:45] that's all that I wanted to share. >> Thank you, Mr. Chairman. [40:47] » Mr. Chairman, I do agree with you and Tommy also. I see both sides. [40:52] And I see really [40:55] good side of it and I see how it can be abused. [40:58] Tommy said I think legislation is going to have to step in. [41:03] Our county, we don't have it. I think the town of Woodbury does. I know they [41:07] got LPRs. But [41:10] if it ever comes to it, my suggestion would be before the [41:15] sheriff kind of gets to deep into it, [41:19] maybe get with Greg or let us know [41:23] and we could form a committee at that time [41:26] to come up with a plan. We can form our own rules. [41:30] But you know, we run it through our lawyer, too. But but there does need to [41:35] be something there to keep [clears throat] [41:37] a safeguard where if you do that, hey, you can be caught and you got to have an [41:42] audit system to see who's doing it, what they're doing, [41:46] what they were looking at, and things that you'd have to go through even if [41:49] you catch somebody for breaking rules. [41:53] You terminate. But [41:56] » I think more is more to come. >> But I've been in the funding and what to [41:59] share, there's money there for them. So, there's more [42:02] in the works to come besides just the four or five that we have currently. And [42:07] I know they're in city. >> So, if they did put them up, [42:10] » Yeah. >> then [42:11] our Yeah, he's got the funding. it. This is just my opinion. [42:15] Yes, he's got to find it to do it. Yeah, he puts them up. But that don't stop us [42:20] from saying, "Okay, hey, let's come up with some rules." [42:24] And I'd say Bill will probably have some rules. [42:27] And he'll probably he'll probably want to bring them to us. [42:32] We can add more. We'll see. [42:38] » He likes. >> For me [42:42] I don't disagree with Mr. Atkins. I'm glad we're having some healthy [42:45] discussion about it. I have actually had several citizens reach out to me. [42:50] Um and I guess [42:53] get in the question box. My first question is [42:56] um the ones that I'm aware of, [42:59] maybe Mr. Mitchell, do we have any jurisdiction over [43:03] like the one on the bypass and at Gasway Road, or is that city and state? [43:09] » For the you know. >> I haven't seen all of them. Those are [43:12] the ones I know about, but >> So, [43:16] um Well, you know, that's one thing is, you [43:18] know, do we talk to the city and you know, maybe make some of the suggestions [43:22] that you made. Um [43:26] as far as the service is concerned, you know, I think the office the first store [43:30] [snorts] he has seen or will see or has heard. [43:36] I would like to be a good fighter. I think that he would probably want to [43:40] listen to things. Um [43:42] but I don't I don't see the way to fight it till I [43:45] have a taken one out cuz there's so much public outcry. [43:49] Um [43:52] I I know it's not ideal to sit and wait, but I think we wait and we may not have [43:57] to do as much as we might be challenged to fight now. [44:01] » I reached out to my representative. That's exactly what happened. [44:04] It was state public. And [44:07] and all she concerns because I guarantee [44:11] you'll be in line. >> The product would not be the first time [44:14] they go >> not be the first time. So, and that's [44:16] why I say it will happen. >> You're probably right. You're probably [44:20] right. If you know, it will. It's just a matter of [44:22] » It takes time. A lot of things can happen between now [44:24] and then. There's always been a lot of ways that, [44:29] you know, the department has access to technology in other ways as well. It's [44:34] just that they're the yards are getting the attention right now. [44:37] There's always been ways that and it gets them in trouble. There's people [44:40] that get in trouble every year for abusing systems that are available [44:44] to them to check things. And um [44:47] but when it comes to the LPRs uh [44:51] I think that's it's just a matter of time. [44:56] » And this is just my opinion. I don't I don't disagree with a big part of what [45:00] you said. I've uh spoken with some law enforcement [45:04] about it. They tried to get some numbers together, [45:08] but it's relatively new. But the number of cases that were solved as a result of [45:13] this uh [45:16] have astronomical numbers that they're using. [45:19] Um and [45:22] once I heard that from more than one law enforcement [45:25] it was hard for me to think strong stance against them. [45:29] I sent them a lot of for them cuz you made a lot of good points. [45:33] But hearing some of the cases from law enforcement that have been [45:37] solved and I I don't want to go into those in [45:40] nature but they're kind of disgusting what they've been able to solve. [45:44] Um but uh that that gave me a little bit [45:48] more comfort about it. >> I know for a fact sex trafficking, too. [45:52] That's been solved because of LPR dogs. But that still don't give law [45:55] enforcement >> Car washed it [45:58] » Yeah. >> Look and see what I'm doing. [45:59] » Yeah. >> Without unless I'm in trouble. [46:02] » [clears throat] [46:05] » Any wins? Thank y'all. Good discussion. [46:10] Good discussion. Takes Mr. Knight team consideration and and both I add a [46:15] 400-ft section of old 96 highway to the road list. Thank you so that's [46:19] approximate to 400 ft. Thanks hard call between us and Grayson County there, but [46:24] we have a problem. Supervising blank and cop list. [46:29] Any questions on the question this vote? >> Does the road commission is there any [46:34] objection to add this 400 ft? And it's my understanding nobody [46:40] knows why it never was put on since I've been on the road. [46:51] I make a motion we add this 400-ft section of [46:55] old 96 highway back to the road list. >> Second. [46:59] » I got a motion to add it to the road list and second any discussion. [47:05] I'll roll call. >> Nathan Sanders. [47:08] » Yes. >> Judy Shawn. [47:10] » Yes. >> James Adkins. [47:11] » Yes. >> Shay Bethune. [47:13] » Yes. >> Curtis George. [47:15] » Yes. >> Grady Gunnin. [47:16] » Yes. >> Michael Hollingsworth. [47:18] » Yes. >> Crystal Alexander. [47:20] » Yes. >> Tony Bernales. [47:25] » Yes, ma'am. >> Thanks. Thank you so much. Thank you, [47:30] Mr. Hankins. PB on the motion. [47:34] » [laughter] [47:39] » Next, we have number 20 finance department name. [47:51] » Um I only have one budget amendment and that is for the grant that Greg got [47:56] for the amphitheater, fairgrounds. I'm just adding that to the budget. [48:02] » I move to approve resolution BA 26-27-2. [48:08] In the county general fund. >> Yes. [48:10] In motion. Do I have a second? >> Second. [48:14] » Second. >> And that is the tourism grant for the [48:17] institute. >> Yes. [48:21] All right. Any discussion? [48:25] Followed by right? >> Aye. [48:27] » All opposed. [48:31] » All right. [48:38] » Three different ones. >> There's three different fours. [48:45] We got three different I got [48:49] Over here. >> We do all [48:51] » Turn [48:54] » I think so. [49:06] » Who's got to take I think her's is the middle one. [49:09] » Yeah. [49:19] Yeah. >> Can we all sit here now? [49:21] » I don't know. [49:25] » We got four votes. [49:29] » I don't know what to do. [49:32] » All right. >> You still have three left though. [49:37] Okay. Well, I did want to start out by telling you [49:40] that we closed uh our fiscal year 2016 out a couple years [49:44] and a couple uh weeks weeks ago. [49:47] And when we first approved the budget last year, we estimated in the general [49:50] fund that we would go in our fund balance 400,000, but we were actually [49:54] able to increase the fund balance by 300, so it's money [49:57] passed down to >> So, we didn't just for clarity we didn't [50:01] go over the fund balance at all. >> No. [50:04] So, I just wanted to share that. And then, um [50:08] for our new commissioners, these are the uh reports I usually give [50:13] you guys every month, but this one this one just shows [50:17] what the ideal percentage would be each month that we spend, and it shows you [50:21] what has been spent at the end like at the end of August. [50:25] » You can get that >> Some of us don't have that one. [50:28] » Great. It's not dated. >> Randy, you don't have your notebook. [50:31] » They sent it to you guys >> Yeah, they did. Go, Diane. [50:34] » Okay. >> Give it to me. [50:36] » [laughter] [50:39] » So, in the top of that spreadsheet shows you what the ideal percentage would be, [50:43] and then it tells you what we have actually spent [50:47] down, you know, each column. So, it's not always going to, you know, be [50:52] that exact percentage. For example, that courthouse and jail fund number 112, [50:56] we budgeted $210,000, but we've already we have a [51:00] purchase order in our system for the security cameras at the jail, so that's [51:04] why that's 92%. It's already almost used that whole budget. [51:09] Um and then, [51:12] of course, the others like I said, and purchase orders are also included in [51:15] this. So, if we have a purchase order in the system, it's going to be included in [51:17] this in this percentage. The next thing is the cash flow [51:21] statement, and this shows you how much cash is at the end of each month in [51:25] every fund. This comes from Norma. She gives me these reports every month. [51:29] And this shows you our cash balance in every fund. So, like in the general [51:34] fund, or it's always a little low in August, [51:38] but we'll start moving back up like in December whenever the tax money starts [51:42] coming in. That's pretty normal for this time of [51:46] the year. And then the other one I give you is a [51:50] summary financial statement that shows you [51:53] the revenue and the expenditures for every fund as of the end of August. [51:58] So. And that these are the three reports I'm [52:02] giving y'all right now.
