[0:14] For everyone's information, this meeting is being recorded by Canton Community Television tonight. [0:21] All right, we're going to start with public comments, and as always, I have a statement to read before that. [0:28] The public comment portion of the meeting is an opportunity to listen to residents feed [0:32] back and concerns, but the public comment portion of the meeting is not meant to be a [0:37] question and answer format. There will be no response to any public comment when presented. [0:44] The public comment portion of the meeting is limited to 15 minutes total and three minutes [0:49] per speaker. I would encourage those that do wish to speak to be mindful of others in the [0:55] whom who wish to do the same, so that we can make the most of the time allotted and hear from [1:01] as many people as possible. Anyone who does not wish to speak or who is unable to speak due [1:07] to the time limit may submit their comments in writing for the board's review and consideration. [1:22] Sweetie. [1:23] Beton? [1:25] Brenda Sweeney can, in my opinion. I saw a post by Eric D. Geralama, showing a picture of June [1:33] steps beaming with joy. Eric started by congratulating Perkins on her election victory, but then [1:39] made a very important statement about Canton voters and what happened right here in Canton. [1:44] How Adam died to beat Perkins in every one of Canton's seven precincts, seven for seven. [1:50] Eric went on to say, for us Adam spoke openly about accountability, transparency, restoring [1:56] trust in the Norfolk County DA's office and the importance of getting justice right. [2:01] Justice for John O. Keefe means something here in Canton. John was one of ours, and our voters showed up at the polls to send that very clear message. Great post, thank you, Eric. [2:13] Citizens showed up at select board meetings questioning the murder investigation of John O. Keefe, asking for answers, crisis management and transparency. [2:20] And, instead, we got labeled frequent random citizens thrown in a Zoom closet, harassed, threatened, summons to court, all for asking for leadership. [2:31] Our current chair sat there with duct tape over her mouth protesting the abusive power and lack of transparency, [2:37] be mowning the board's refusal to let citizens speak. [2:40] We voted two citizens onto our select board, trusting them to bring us change. [2:45] Since they pulled the wool over our eyes, what we got was wolves and sheep's clothing. [2:50] When they got access to power they changed their tune, suddenly they didn't want civic engagement. [2:56] Our chair recently shut down a citizen and forming him, she is under no obligation to allow any citizen to speak. [3:03] Letting him know who the deciding body is. [3:07] In the picture-erroric posted stance those same two board members we elected hoping for change. [3:12] They don't care about the safety of the citizens they represent. [3:16] They're not seeking justice. [3:18] They've manipulated our trust to promote their political machine. [3:22] We're just random freaking citizens to them. [3:25] 7-4-7, we have voted for accountability, transparency, and trust. [3:29] Yet there they are proclaiming victory for the candidate that's willing to allow everyone in that DA's office [3:35] to keep their job if they vote for her. [3:38] Six candidates ran respectable campaigns. [3:41] Juniperkans decided the dirty politics of mud slinging was her best option, maliciously [3:47] smearing all-dice supporters, labeling them, proctil like Magga Garbage, to whip up a frenzy. [3:54] We're trying to clean out our DEA's office, not add another dirty politician. [3:58] We have a choice in November to look at the independent candidate, Joe Paglia Rulo, who will [4:05] to be in a state grand jury to indict Matthew Farwell, unlike the mud slinger who wants the [4:09] feds to do that job for her. We'll be back because our voices and our votes matter and we [4:15] will be heard. Thank you. Thank you. [4:25] Hi. My name is Kristen Newton. I'm a resident of Canton. I am a patriot and I love our town, [4:33] our state, and our country. I greatly support our military and our veterans in all our firefighters. [4:39] I don't take for granted that our country is the greatest in the world and I'm making the assumption that everyone in the room today feels the same just because we're here. [4:48] We are here tonight because we love our country and we believe in democracy. [4:52] That being said, several questions come to mind with regards to the request that the pledge of allegiance be set at the opening of each select board meeting. [4:59] They are why? Why now? What happens if we don't? And what happens if we do? [5:05] So, I will take those questions one at a time. Why? [5:08] I've not heard of any reason why this has been requested. Why is this Board being asked to spend time on this request? [5:14] When there's so many pressing issues that need the Select Board's focus? [5:18] If it is at all related to the fact that this Board's patriotism is being questioned, [5:22] I submit that all Board members just by running for office, [5:26] being voted in and serving on the Select Board are the most patriotic people in the room today. [5:30] They essentially work hundreds of hours volunteering. [5:34] I know they get a stipend, but many of them decline. [5:38] They spent their hours volunteering to build a better town for us all, and that, to me, is a definition of patriotism. [5:45] And incidentally, when they begin their service to our town, they are each sworn in. [5:48] They're both spans their entire length of service. [5:52] Second question, why now? [5:53] Has something changed where it's now necessary to bring this agenda item forward? [5:57] The implication is that something will be righted that was wrong by this proposed change. [6:03] Third question, what happens if we don't? [6:06] In other words, what would happen if the select board or subset of the board votes not to [6:10] recite the pledge at the opening of each meeting? [6:12] Will they be vilified as being unpatriotic or will they be listened to and understood [6:17] that they have a perspective that hasn't been considered? [6:20] Might they actually be standing for patriotism of all can't and citizens [6:24] the proponents aren't even thinking about. [6:27] Our democracy affords all a right to freedom of expression and is the bedrock of our great [6:32] nation in this and this discussion today. [6:35] So let's listen to each other. [6:37] And lastly, what happens if we do? [6:40] What will happen if the select board votes to recite the pledge at the beginning of each meeting? [6:44] This to me is the most critical of the four questions I've posed. [6:48] So the pledge of allegiance may seem very benign to many, especially those who believe in [6:52] higher power and call that higher power God. [6:55] But to those that do not believe in that higher power [6:57] or those who believe in something very different, [7:00] must we judge their beliefs and alienate them [7:02] in our judgment? [7:04] The pledge of allegiance has long been controversial. [7:06] And as can't become more diverse each year, [7:09] I believe we need to find ways to bring our community together, [7:12] not to find more ways to build division. [7:15] So as a patriot of our country, I oppose the proposal. [7:19] There is no reason given, no reason why it's [7:21] I would propose to now and we'll do nothing to change what our patriotic select board members already do for our great town. [7:30] However, it may well alienate and exclude a community of citizens who are equally as patriotic, differing religious beliefs [7:37] do not preclude one from being a patriot. Do the right things select board and represent all of Canton, [7:43] not just those who believe what you believe. Remember that you don't just represent people like you, you represent everyone in our town. Thank you. [7:52] Thank you. [7:53] Does anyone else wish to speak? [7:58] All right, then, Mr. Clerk. [8:01] The next would be on the Humanem Chair, [8:04] which would be the Office's Promotion [8:07] as in Penning with the Chief? [8:09] Yes. [8:11] Chief, please take it away. [8:16] It's good to imagine. [8:17] I've been busy in my first two months. [8:19] We have a lot of emotions to make. [8:20] Some that were missed over the last year, [8:22] so we wanted to make sure they were recognized for the town [8:24] so that the town knows that they're well protected. [8:27] We'll start off with Deputy Chief Andy Morgan. [8:41] Deputy Chief Morgan is 33 years in the fire service. [8:44] His day of promotion was actually May 18th, 2025. [8:47] He's going to be pinned by his wife, Sue Morgan. [9:06] Next we'd like to have Deputy Chief Frank Walsh come forward. [9:10] Deputy Chief Frank Walsh was 12 years of fire service. [9:13] With Ken, his day of promotion was July 19th, [9:16] 2026 and he is going to be pinned by his wife Sarah Wolf. [10:05] Have them stand there because then they'll be following the camera. [10:08] They're kind of in the corner. [10:10] Next we have Captain Anthony Flamadi. [10:14] Tony has 11 years of fire service with Ken. [10:23] Right in the camera. [10:25] Tony was promoted to Captain on May 26, 2025 and he's going to be pinned by his wife Sarah Flamadi. [10:46] Next we'll have Captain Ryan Patricia. [10:51] Ryan Patricia is 14 years. [10:59] Dr. Patricia is 14 years with the Can't Fire Department, he's been promoted on July 19th, [11:04] in 2006, and he is going to be pinned by his beautiful children, William, Charlotte, and [11:09] Michael Patricia. [11:41] Next, we'll have Captain Sean Fan, come forward, [11:51] Captain Fan is 15 years with the Can't Fire [11:53] Department. [11:53] His promotion day was May 11th, 2006, and he is been really pinned by his wife, Stacey. [12:02] Next [12:22] we'll have Lieutenant Daniel Pendergatson forward. [12:34] Lieutenant Pendergatson is 7 years with the Can't Fire Department. [12:37] His promotion date was July 19, 2026 and he is going to be pinned by his new wife, [12:42] Alessandro Pendergatson. [13:10] Next we'll have Lieutenant Michael Hashade come forward. [13:20] Lieutenant Hashade is 13 years of service with the Can't Fire Department. [13:23] His promotion date was July 19, 2026 and he is going to be pinned by his wife [13:28] and daughter Katie and Penny Hashade. [13:42] And [13:57] we'll have Lieutenant Justin Tilley come forward. [14:06] Lieutenant Tilley is eight years of the Can't Fire Department. [14:09] His primary data promotion was July 19th, 2026. [14:12] And he's written by his wife, Melissa Tilley. [14:44] Excellent team, if no idea. [14:46] It's a process to find the right people for right positions. [14:49] But I'm very pleased. [14:50] Very happy. [14:50] Thank you, manager. [14:51] Thank you. [14:52] Thank you. [15:48] We have the discussion about the pledge of allegiance. I was not here at this last meeting. When this issue came up, however, I did watch the recording of the meeting. Does anyone want to start off with thoughts? [16:04] Sure, I would like to read what Frank Labelita wrote in the Kenton Citizen for those of you who have been seen at. [16:15] So we wrote good morning to all of us. [16:17] The short definition of a pledge is a promise or vow to perform an action. [16:21] In that regard, this elect board should recite the pledge of allegiance once a year. [16:24] They should do it now. [16:26] And then every year after the board reorganizes after an election. [16:29] This vow does not have to be repeated every meeting, just as marriage vows are not repeated every morning. [16:36] Patriotism is not shown through words but by actions, defending the Constitution, adhering to the rule of law, [16:42] and defending democracy are the actions that demonstrate patriotism. [16:47] I have no idea what the oath of office you all took to become members of the board was, [16:51] but it should include the words, support and defend the Constitution of the United States of America, [16:56] then it would not be necessary to recite the pledge at all. [16:59] Please share this with other members of the board, regards Frank. [17:03] I think he's like a former general or something in the army. [17:05] I mean, national guard. [17:06] National guard. [17:07] I just want to say one other thing, just so you all know, [17:11] every time you are appointed to a committee [17:15] or get elected to a committee, Tracy Kennedy, [17:19] the tongue clerk, administrators, and it says, [17:23] a firm that I will faithfully impartial, excuse me, [17:26] and impartially perform all the duties and comfort upon me as a member of the select board. [17:32] According to the laws of the Commonwealth and the by laws of the town, [17:35] just as an FYI. We also do that. So, anyway, regarding the pledge, I like what Frank's, [17:43] what Frank said. [17:46] Anyone else want to jump in here? [17:48] So, I agree with the public comment speaker that I'm not sure what led up to this. [17:56] I don't see the need to change, I'm not opposed to it, I mean, we say at a town meeting, so I don't have an issue, but by not supporting us, certainly not patriotic or supporting country, very much to all of that, but I don't see what this does. It's harmless, so it's not a big deal, but I don't see the point in it. [18:23] We haven't done it for many, many years and it's not been an issue and so I don't know why we would change. [18:34] I grew up in school. We set it every day. I've been at many meetings that has been said. I have no issues. [18:48] whatever in saying the pledges we think at every meeting. I know there are people that have [18:55] there are words in the pledge that they may not [19:01] agree with and they don't have to say the pledge with us and they may pledge [19:07] you know a different but I hope they all pledge allegiance to the United States. So I am in favor of saying it and I will just leave it at that [19:18] So I [19:22] personally find this kind of performative patriotism rings hollow for me. [19:29] I think what you said about patriotism is much more about one's actions. [19:35] And, you know, so there's a wrote recitation. [19:37] Happy to do it at town meeting once a year, but I think doing it at every blackboard meeting is... [19:46] I asked the same question. [19:48] Why is this coming up now? What is the reason? [19:51] But Miss Windy, do you wish to comment? [19:53] Yes, I'm actually the one that brought it up. [19:57] And as I drive through Canton, I see all these banners [20:01] on the telephone poles and whatnot of all the veterans. [20:06] And it makes me think of my dad who was in Berlin during World War Two. [20:10] He was in Vietnam twice. [20:13] And I saw a planning board meeting and they got up and said it. [20:16] And I just thought it was a nice salute to all those veterans and that's why I brought [20:22] it up. [20:25] Anyone else wish to be heard? [20:32] I can't read it. [20:32] I didn't plan on speaking, but I go to town meeting and I attend a fair amount of [20:38] select board meetings and I think over past maybe 12 years of select board meetings. [20:43] I haven't seen it recited. [20:45] I understand town meeting because that's an annual occasion. [20:52] I have seen in the news whether this is relevant or not. [20:56] A particular push to put emphasis on things like this right now three months ahead of the midterms. [21:04] And I just want to make sure the select board isn't viewing or potentially taking this up in lieu of other [21:14] more important issues at this time. [21:17] I feel like it's being pushed on a lot of people right now [21:21] three months ahead of the mid-terms. [21:23] And I question the motives. [21:25] Thank you. [21:26] There's nothing political. [21:28] It's just all the veterans in my dad. [21:31] OK. [21:32] Well, I think we will take this under advisement [21:35] and vote on this at our probably at our next meeting. [21:40] Thank you. [21:47] And, Chair, we have a request for support for the Affordable Housing Trust application for [21:53] fiscal year 28 CPA funding. [21:57] Let's just hear how, sorry, Kevin Trader, speak on this for a long time. [22:09] Thank you, Matt. [22:11] I'm here tonight. [22:13] Actually, I'd be half of the Council for the Affordable Housing Trust, the six support from [22:17] It's like board for the trust to submit the FY28 CPA application to the CPC Committee. [22:26] They do on October 9th. [22:30] Press submitted a pre-application, which the housing is in line with the guidelines of the CPC, and we're invited to file a full application. [22:40] The press is applying this year for $110,000, which would be used for the housing production fund. The housing production fund was created in 2025. [22:54] with FY 26 and 27 CPA funds, as well as a contribution by the affordable housing [23:02] trusted $200,000, which were part of the proceeds from a sale of the condominium [23:08] over a coppersmith. So, they're trying to build up the pool to have enough money to do [23:13] something really meaningful in terms of a project coming along. What we've done so far is we've [23:19] through the state procurement system, compiles, and the Secretary of State's Bolton, to try [23:24] to attract larger developers. We've also targeted some of the smaller local property owners. [23:33] We've gone through in like apartments.com, some of the websites that people use, [23:38] try to target properties whose rents are right around the same range is what the HUD guidelines are, [23:45] figuring that, you know, it would be much of a move for people if that's the right [23:51] to get in. We've received a few calls, we still have the applications out there. And [23:56] these are based on pre-determined criteria. So it's a financial incentive where they [24:05] get money through the trust. You'd have to de-restrict the property in perpetuity, and [24:13] you'd have to go on to the towns, [24:15] subsidizing inventory towards the 10%. [24:18] So those are part of the criteria. [24:21] The other criteria also obviously would be the financial capacity, [24:27] the experience of the team, the amount of affordability [24:31] they're proposing to do, and that's sort of that. [24:34] So we're hopefully that we could get more money this year [24:38] to add to the housing production fund and seeking [24:42] the boards support for this? [24:46] Thank you, Kevin. [24:49] Any discussion? [24:52] Kevin, where are we, and I know it's not part of what you're asking the funds for, but [25:00] I think it's related. [25:01] Where are we with the units that are about to expire in 2028 and beyond? [25:08] We've contacted all of them. [25:10] better response only from a couple, one very specific that they are would re-up, you know, [25:17] with their mortgage with mass housing and that sort of thing. [25:20] The other two, I'm really not too sure about, I mean, a lot of times, a lot of the larger [25:27] projects are so financially complicated that they have to undo if their tax credits or say [25:35] a mortgage from mass housing or anything, there's so many legal agreements that just even [25:39] and it fused any money, they would have to, [25:42] they would have to redo a lot of things. [25:45] My field is a lot of them are kind of waiting [25:47] to not the last minute, but until the time that gets closer. [25:53] The first one is in 2032. [25:57] We've contacted them all. [25:58] One responded pretty specifically. [26:00] The others know where around. [26:03] They know what the attention of the town is, [26:04] but haven't responded specifically. [26:07] 302 is the first one. I thought 28 was. [26:10] 2028. [26:11] 32. I believe it's, I believe it's [26:13] lamp later is the first one. [26:15] The three in total. [26:18] So my point was with the money that you're using for CPA, [26:22] like I thought that we were, [26:24] uh, back when I was on the affordable housing trust, [26:26] that we were going to try to focus in locking those three units up [26:30] because if we do, we'll stay above the threshold, [26:32] but if one of them falls off, [26:34] We're going to dip below that threshold and so my concern is if we're gathering money for other projects smaller projects [26:43] Like what we're going to miss the bill like like I think the affordable housing should be focused on nothing more than securing those units [26:51] In perpetuity so that we stay above that threshold and [26:55] Then we can start to look at these other because I think that some of these others [26:58] They're just small and I'm going to move the needle so might my concern is that the focus is not there [27:03] So I would have liked to have seen if this application pointed in that direction, like, [27:10] hey, we're trying to solve that problem. [27:12] We've said them out. [27:13] Unfortunately, we've got, like, really just one response back of them. [27:17] So we're going to keep pursuing it. [27:19] Obviously, [27:21] the, the, the, there is a concern about those three, in perpetuity, most of the other [27:25] projects are. [27:27] But the other issue, too, is, you know, coming up with the next census, the, the markets [27:33] So we went down, I think, a percentage of half after the last [27:37] census, only because of a more market rates than affordable. [27:41] So it just didn't keep pace, even with the MBTA law, for example, [27:48] same appliances, 49 units and 4 affordable. [27:53] So there's more market ones. [27:56] Well, we're also trying to use it to entice people to the local [28:01] We've been starting the local preference and the letter from the select board to the state. [28:07] We had just two lotteries. [28:10] One was through the copper smith, which is the O55. [28:14] And then the other one was the depository through the 99. [28:19] We didn't get any local preference on the O55, but we did get four and the depository. [28:27] So that's, that's, that's starting to work. Yeah. And I think if the market ones, I don't know [28:35] it's for a fact, but if they in the future go a little slow, we could also use that money to [28:39] try to entice them to add more units. Right. So that's what I was hoping that we would be using [28:46] this money for to try to entice. But we could have. I mean, it's, it's eligible to do. Yeah. [28:53] Okay. That's it. That's all I just was curious. [28:57] So I know nothing's etched in stone here, but is it fair to say that the path of least resistance for those these three developers is to maintain their affordable housing status? [29:08] Yeah, sure. [29:09] One of the other two I always forget. [29:10] Lamp lighter and one of the other two that were. [29:14] Lamp lighter or Canton. [29:18] I always get my Ken Woods and the will drive. [29:21] a wild ride? [29:24] Can you build it? [29:26] It is one and then Ken Woods would be the other, so those are the three. [29:32] Wait, Ken Woods? [29:34] There's this close to, I think there's 289 units between the three. [29:44] I think you want us to build that? [29:50] I don't know, I have no problem voting on this. [29:54] I want to hold on. [29:56] controversial is that yeah okay yeah I moved at the board [30:00] Support the affordable housing trust application for fiscal year 28, CAP funding. [30:05] Second. Any further discussion? Seeing none? All in favor? Aye. [30:12] Aye. That's 40. [30:15] Thank you, Governor. Thank you. Have a good night. Thank you. [30:17] Yeah. Thanks for all you do. [30:27] Okay, Madam Chair, I moved the board to approve the donation of land of zero term pipe [30:35] street, POSO, which is three acres, map 76, POSO 4, in zero wardsworth street, POSO, which [30:43] is 0.826 acres, map 101, POSO 39 from Pine Street, Realty Trust, to the Canton Conservation [30:52] Commission. [30:53] I [30:56] will second that. [30:58] Any discussion? [31:01] Do you want to speak briefly? [31:03] It is a donation from some philanthropic people. [31:09] They were a letter describing why they wanted to donate the land and it is because [31:15] they believe that it holds meaningful ecological and environmental value to the community [31:21] and a land includes wetlands, forested areas, wildlife habitat [31:24] and the Trump-Picture location about York Brook. [31:34] All those in favor. [31:36] Okay. [31:36] It's 4-0. [31:40] Now, Chair, I move that the Board of Point grounds and maintenance work are in [31:43] Parks and Recreation, Timothy Ford. [31:45] Second. [31:46] I need to discussion. [31:48] Seeing none. [31:49] All in favor? [31:51] Now, Chair, I move that the Board approve the request from the [31:54] Ponce at River Watershed Association to do lidoclean up at the [32:01] of the September 19th from 9 a.m. to noon. [32:05] The second, but I also want to say, if you want to join, go to KeepCantonBeautiful.org. [32:12] I believe. [32:13] Actually. [32:17] So the deposit error fall clean up. [32:20] The deposit, River Watershed Association is looking for volunteers. [35:35] Second, all right. Any discussion? Seeing none, all in favor? [35:40] Yes. [35:41] That's for zero. [35:44] And she removed that the board except an authorized use of gift in accordance with the [35:47] terms thereof on the Mass General Law Fortschap 44 subsection 53A donation of 5500 [35:54] to the Department of Elder and Human Services from Wormgans, Chris Kenton, Sarshal [36:00] Side Pub. [36:01] Second. [36:02] And you discussion? [36:04] Seeing none? [36:05] All in favor? [36:06] Aye. [36:08] Now, if you hear the vendor warrant total for the week of 82726, 608,493, [36:16] the vendor warrant total for the week of 9,326, 8,517,034,051. [36:45] And the payroll won at total for the week of 910-26,2,330 dollars and 4 cents. [36:53] And I'm sure I move that the board approved the water and saw final bills in the amount [36:57] of 27,348 dollars and 46 cents. [37:01] Second, I need to discuss that. Seeing none, all in favor? [37:06] Aye. [37:07] Next year, I move the board approve the water and [37:09] so are residential bills in the amount of $5 million. [37:14] $979,923. [37:16] Second, any discussion? Seeing none, all in favor? Aye. [37:23] I'm sure I move the board approve the [37:25] very commitments in the amount of $2437.50. [37:32] Any discussion? Seeing none? All in favor? Aye. That's 40. [37:38] Now, Chair, I move that the Board approved the cemetery lot. [37:41] Propecial care deed. [37:43] Second. Any discussion? Seeing none? All in favor? Aye. [37:50] Now, Chair, I move that the Board approved the letter of review for the open space and recreation plan previously presented. [37:58] Yes. [37:59] Any discussion? [38:00] See none. [38:01] All in favor? [38:03] Hi. [38:06] Madam Chair, we, this is the Community Preservation Committee. [38:10] Yes. [38:10] I moved at the board a point a member of the Community Preservation Committee from the following [38:16] Joanna Bowmeester, Cary, Highland, and Stephen J. [38:20] This is a continuation from previous meeting. [38:24] Before we go to the discussion, I just got to clarify something that happened at that last meeting. [38:31] One of the things I did is I had a requested or I thought it would a good idea to have the Community Preservation Committee actually review or chime in on the actual candidates. [38:48] And then reading some of our rules and regulations that we have, and what the committees have, [38:56] I did that in era as the committee has no authority to point, and appoint anybody, or to recommend [39:03] anybody for your appointment. [39:05] And also, just so everybody's clear, when we appoint the openings or the positions on [39:15] committees, thus particular three is consists of nine members in most of these members [39:23] that are designated by the committee which they represent. [39:28] So those committees are the Conservation Committee, the Planning Board, Recreation Committee, [39:32] Housing Authority, Select Board, Capital Planning, Historical School Committee, and a community [39:37] member. So realistically, eight out of the nine are designated by a committee to represent [39:47] that committee on that board. So usually when we get that, it's already been decided. [39:53] This particular position that we're talking about is a community member, which is basically [39:58] a resident at large, that is, you know, going to serve on this committee. [40:04] And the last just, if I may continue a little bit, in the last meeting we had two candidates [40:11] that were nominated and we were dead-heated at 50, 50, you know, two, two. [40:19] And I had nominated somebody in Trishon, nominated a candidate also. [40:25] In reviewing these applicants, there isn't one person on an applicant that isn't able [40:31] to do this particular position. [40:32] And they all represent a different asset of the community or a different facet of the community. [40:40] And I don't know what the best way to break this tie was. [40:47] But in the actual community itself, and with our charges, which I thought was funny, [40:56] was supposed to, you know, literally pick somebody that, you know, kind of blends in or [41:01] fits a certain part of that group and one person that was missing in the group that I have noticed. [41:10] And I got to thank the Community Pression Committee for holding their meeting with such integrity that [41:18] they did. They did a great job and discussion this. They didn't do a vote on it. And one of the [41:25] members basically threw me under the bus so why are we hacking this out, the select board. [41:32] If he was absolutely right, so I appreciate the work that they did and I apologize to [41:39] putting them in that position, so I just want to lay that straight for the group to [41:47] And so that's my initial thoughts. [41:49] Thank you for listening. [41:52] Can I just say one thing, Mr. Cardenas? [41:55] I just want to say, when, [42:01] with the two Ken Datesford, [42:03] Steve Crowley in this Kerry, Highland, [42:09] Question eight, what is your experience in knowledge regarding the duties of the Board of this Board of Committee? [42:13] And even though the duties of the SCP-CC involve investigation, research by the [42:19] committee discussion, and if we don't, you know, speak up, because the people in the [42:23] room don't. [42:24] Okay, from the mic. [42:25] So, the duties of the SCP-CC, the question is, what is your experience or knowledge regarding [42:30] the duties of this board or committee, the duties of the committee preservation board, [42:35] involving investigation, research, and budgeting discussion? [42:37] That was the even answer, and there's a few more bits of it. [42:40] The same question, just Kerry said, simply put the committee's quarry responsibility and [42:46] a great one at that is managing limited public money across three very different priorities, [42:51] open space, recreation, historical preservation, and affordable housing, and so she goes on. [42:56] My thing is if Steven's name was on this, he'd get my vote, but she is my vote, because [43:02] her answers were so thoughtful and it was like this committee was made for her when I read this. [43:10] Anyway, that is why she got my vote, I just want to make that clear. [43:14] There's no real investigation, it's evaluating grant proposals based on the parameters given by the actual community preservation framework that we adopted in 2014 when we got it in our town. [43:28] So, that's all. [43:29] Thank you. [43:30] Why don't you want to go on? [43:32] So as we said at the beginning of that meeting, [43:36] all three candidates were very good candidates, [43:41] where we have a deadlock. [43:42] I think the easiest thing is to go with the other candidate [43:45] that we didn't put forward. [43:48] So I would make a motion that we appoint Joanna Balmester [43:52] to the community preservation as the citizen [43:55] at large candidate. [43:58] Second. [44:00] Okay, what I will add is it may have been incorrect to ask the CPC to run, you know, give us their thoughts on this, but nevertheless they did, and they made it very clear that they saw Kerry Highland as the most advantageous candidate for this role based on her resume and her experience. [44:29] It's hard not to un-ring, it's hard to un-ring about and I know that that's how the committee sees it and I do weigh that in my thinking. [44:42] I, like I said, I didn't know that in presenting that so I really didn't want to rely on what was said at that meeting because it was wrong for me to even bring it in. [45:00] I look at the, I think this, what Mike is proposing is a perfect compromise and a resolution [45:10] to a position that I think all three through. And one thing I will note is this is a younger [45:18] member of our residents. And I think that would show a lot in that diversity of that [45:27] maybe also where you have a younger individual representing a whole demographic on our own [45:35] as to what their needs once or projects would be presented to that board so that kind [45:43] of really, that was a little selling point for me also. [45:46] And actually very much agree with you about that and I'm so enthusiastic about getting young. [45:52] And it wasn't really, trust me, it wasn't all me, it came in this people work when I was looking [45:58] up, I do use the responsibility of, like, oh, I don't feel this forward, you can't [46:03] have each of these things, and I'm like one of them had to do with the groups of people that [46:09] we have representing us, and we have, you know, seniors, mid-life, young adults, and this [46:16] would give it a kind of a perspective that I think would work. [46:19] Okay. I think that's fair. I think it's fair. [46:22] Yeah. That's a good point for you. [46:23] Sounds like a reasonable solution. [46:25] All right. Any further discussion? [46:28] Seeing none, all those in favor. [46:31] Bye. [46:31] All right. That's unanimous 40. [46:38] All right. We'll be thrilled to hear that. [46:40] No, no, no, no. [46:41] No, no, no. [46:41] I'll be thrilled to hear that. [46:42] I lost my favor. [46:44] I moved that the board approved the minutes [46:48] from the select board meeting of August 25th, [46:50] $2,026. [46:54] Thank you. [46:54] Thank you. [46:54] Any discussion? [46:57] Seeing none. [46:59] All those in favour? [47:00] Aye. [47:01] Aye. [47:01] I'm going to abstain since I was not at that meeting. [47:05] We've got the power to illustrate his update. [47:11] So I want to continue updating the board on the new town administrator search. [47:17] MRI has completed their initials well. [47:20] I should say, at the previous meeting, I let the board know in the public know [47:24] that we received 26 applications from basically all over the country. [47:32] And MRI had been tasked with reviewing those initial resumes and helping us develop a shorter list of candidates that met criteria that would be the best fit for the town of kin. [47:45] So they completed their initial screening and they developed a list of individuals with significant executive level, [47:53] municipal experience, including current town administrators, [47:59] town managers, deputy town [48:01] administrator and a county manager. [48:05] Then the internal screening panel met with MRI, the [48:10] internal screening panel consisted of the Human Resource Director, the Finance Director, [48:14] Superintendent of Schools, Police Chief, Superintendent of Public Works, and myself, [48:23] the [48:23] days qualifications, and experience, leadership skills, and overall fit for Canton, and we developed [48:30] a pool of semi-finalists, which we then interviewed. [48:36] So after those round of interviews, we identified two finalists. [48:43] So those two finalists will move forward in the process, and this will like we'll be interviewing [48:47] them on September 29th. [48:49] So we'll let you know that we have been very encouraged by the quality and the experience of the candidates. [48:56] And we really appreciate the time and effort that they each put in to apply to this position and they have been very invested in the process. [49:06] So we're just very grateful for everybody who applied and we're really looking forward to presenting the two finalists to the board on the 29th to finally appoint our new talent administrator. [49:16] Almost there. [49:19] I have some news from Parks and Recreation, so the Rink is officially up and running for the season. [49:25] Ice time right now is skating lessons, teams, clubs, public free skate will be in scheduled after Thanksgiving. [49:35] And I just want to have a send out a big thank you to the Parks and Rec for all of their hard work and effort in getting the Rink up and running for the season. [49:42] The Board of Health is offering a flu vaccine clinic tomorrow. [49:47] It's for adults age 18 and older. [49:51] It's from 9.30 to 11.30. [49:52] It's going to be held at the Senior Center, 500 Pleasant Street, walkins are welcome, [49:56] but residents are also encouraged to pre-register by calling the Collin Board of Health at 788-821-5021. [50:04] And just, I don't know too much information about this, but I know that a family flu clinic [50:08] will be offered at the Board of Health Fair. [50:13] And I believe that is, and it's in the beginning of October, [50:15] things are October 3rd, it's a Saturday. [50:17] And we'll do some more publicity about that. [50:20] But this one is just for adults tomorrow. [50:23] Great. [50:25] That's it? [50:29] Just a quick question on the September 29th. [50:33] Is the only agenda right on the interview? [50:36] It was, oh, we're going to have another agenda right there. [50:37] The only agenda item will be the two injuries. [50:40] Okay. Thank you. [50:43] Okay. [50:44] The select board will hold its next meeting on September 29, [50:48] 2,026, 7 p.m., [50:50] Salam meeting room, Memorial Hall, [50:52] 8 o'clock in Washington Street. [50:54] I make a motion to adjourn at 7.50. [50:58] Second. [50:59] Any discussion? [51:01] Being none? [51:01] All in favor. [51:03] Aye. [51:04] I'm going to say aye. [51:04] Thank you. [51:05] I will win with you.
