So we've [1:35] come up with half of that. Uh Tina's [1:38] already identified the money. We do have [1:40] it within the within the water um [1:43] department. Uh we've lost the one guy [9:15] that has had institutional knowledge [9:17] across across four supervisors, [9:20] um three different town boards, uh [9:25] several uh grant administrators. Um [12:14] LWRP administration has become [12:16] distinctly challenging as we move to the [12:18] end of the grant life and final [12:19] construction. Um the LWRP is a [12:23] timeintensive [12:25] process right now and requires a great [12:27] deal of coordination with um the [12:29] department of state engineers and soon [12:32] the construction contractor. [12:35] Uh it would be beneficial to set the New [12:37] York forward up with some consistency. [12:40] Now um because all of the engineering [12:43] and design under New York forward um [12:47] comes out of our comes out of our match. [12:49] Everything that has been completed thus [12:51] far, we have had to pay for out of that [12:54] $1 million um uh ban. [12:58] So, we have not filed anything yet under [13:01] New York Forward. [13:05] What I'm proposing is that we I've [13:07] looked high and low for someone to take [13:11] on just the administr [13:16] forward grant. This is we did try and [13:20] she is still working is um Charlene [13:23] Dowling. Um she's the young lady I [13:26] brought in uh using [13:30] using money from my uh salary. Uh she's [13:33] been working out very well. The the [13:35] problem is it's the equivalent of uh I'm [13:38] building the plane while she's trying to [13:40] fly it and it's [13:44] she doesn't have the background in grant [13:46] administration. [13:47] Uh Miss McCllum does. In fact, Miss [13:51] McCllum was one of the final um the [13:54] final uh contestants um proposal. Yeah, [13:59] she was very close for the C. Um, we [14:03] went with with the other one because it [14:05] was a firm and we thought we would get [14:07] better service with more than one person [14:10] that we were dealing with because we [14:12] were coming off a oneperson consulting [14:14] firm. Um, but she was a very very close [14:18] second. She she scored very well by not. [14:22] So I I actually called her in to just [14:25] kind of lay things out and see if this [14:27] was something that would interest her [14:29] and she jumped on it uh and sent that [14:33] proposal. I met with her yesterday and [14:35] she sent a proposal today. So she is [14:38] interested. Um what we're looking at [14:41] right now [14:44] I I just ballparked it. Um, and at a [14:46] couple hours a week, uh, through the the [14:49] end of the year, you're looking at about [14:51] $6,500. [14:53] Um, we still have $53,000 [14:57] not covered under our match. Uh, and so [15:00] this this could be covered under that [15:04] under that match. Um, and is less [15:06] expensive than any other option we've [15:08] looked at. Uh and they had not provided us [27:49] with any true fiscal advice. Um, if you [27:53] remember, um, the deputy supervisor, [27:56] Miss Patty Buck, and and Madame Frell, [28:00] uh, went out and found the New York [28:02] class and started investing money. And [28:05] so, um, Municipal Solutions did reach [28:09] out to us and said, "Hey, it's time to [28:11] renew your band [28:13] that's, uh, that's coming up in August. [28:16] Um, we we'll go ahead and take care of [28:18] this for you, uh, for about seven grand. [28:22] Um, and that's seven grand in addition [28:26] to whatever we pay the bond council, [28:28] which I come to find out our bond [28:30] council is about $4,500. And this is all [28:33] just to do the research, the advertising [28:37] to roll over a ban, not even converting [28:39] it to the bond. That's it's all they're [28:42] doing. Um, [28:44] it seemed excessive. So, uh, I reached [28:48] out to some other fiscal advisors and, [28:53] um, fiscal adviserss in, uh, Syracuse [28:56] actually, um, is at the Tubill [28:59] Conference. They do quite a bit of work [29:01] up here. Um, the village started working [29:03] with them, um, about a year and a half [29:05] ago. [29:07] their charge for [29:11] their charge for this um [29:15] was 185 an hour was something like that. [29:19] Yeah. and all in all in fiscal advisors. [29:24] They pulled our current ban looked at it [29:27] all in. They said um they said uh 40 [29:35] say I sent you guys the email [29:41] $5,500. [29:43] um and they will contact they work with [29:45] a bond council out of New York City and [29:48] I contacted that bond council and [29:52] he would he would do the work for 3500. [29:56] So just general numbers because I don't [29:59] do math in public. He said, "I [31:26] think we can get lower." Um, [31:30] it's a volatile market right now. You [31:31] know, a week from now, it could be it [31:33] could be higher. But they go out, they [31:35] go nationwide. Um, they'll find a bank.
