[0:07] CapMetro board meeting. [0:09] >> Travillion: well, I [0:10] should say good afternoon. [0:12] Good afternoon, everybody. [0:14] And thank you all for coming [0:16] out to our public hearing [0:17] and special board meeting. [0:19] I will call this meeting to [0:20] order. [0:23] Today is wednesday, FEBRUARY 11th. [0:29] The time is 12:22. [0:30] With a quorum available. [0:32] I have to check with my [0:33] attorney, with a quorum [0:34] available, we'll start the [0:37] meeting at 12:22. [0:40] We are going to rearrange [0:41] our order. [0:43] We're going directly to [0:45] action items. [0:46] And we will go -- when we [0:48] finish our action item we'll [0:51] go back to the front and [0:54] then work on the rest of our [0:55] agent. [0:56] First item on our agenda, [1:00] and I'll read it into the -- [1:01] I'll read it into the [1:02] record, approval of a [1:04] resolution authorizing the [1:05] PRESIDENT And ceo or her [1:13] designee to apply for the [1:15] capital area metropolitan [1:16] planning organization, [1:18] campo, 202008-2031 call for [1:20] projects, submitting both [1:22] CapMetro's bus stop street [1:24] furniture and equipment [1:27] program and hybrid bus fleet [1:29] upgrade program for campo [1:31] consideration and committing [1:32] to providing local match [1:34] funding from CapMetro [1:36] should the projects be [1:37] selected. [1:38] Anna land will make this [1:39] presentation for us. [1:40] >> absolutely. [1:42] Good afternoon, members of [1:45] the board, chair travillion, [1:46] president and ceo dottie [1:46] watkins. [1:51] My name is anna land and we [1:52] are here to seek approval [1:54] for the two projects that [1:57] chair travillion started. [1:58] The bus stops churn and [1:59] equipment program and the [2:00] hybrid bus fleet upgrade [2:01] program. [2:03] This was originally [2:06] presented on JANUARY 14th to [2:09] the finance audit and [2:10] administration committee and [2:14] was supposed to be on the [2:14] JANUARY 26th board agenda [2:16] that was rescheduled due to [2:16] weather. [2:17] We are seeking the [2:19] application for these two [2:19] projects. [2:21] Under the campo call for [2:23] projects, which is basically [2:26] a competition for federal [2:27] transportation funds [2:29] eligible follow roadways, [2:30] transit, multimodal [2:32] improvements and safety [2:32] enhancements. [2:33] There are three different [2:34] categories that we would [2:35] like to apply under, and [2:37] they are the service [2:39] transportation block grant, [2:40] transportation alternative [2:41] set aside and the carbon [2:42] reductions program. [2:45] The first project is the [2:47] CapMetro bus stop street [2:48] furniture and equipment [2:48] program. [2:50] We are seeking funds to [2:53] install 120 bus stop [2:56] shelters and 76 priority [2:58] transit stops. [3:00] It is a little over [3:01] 8.1 million and if awarded [3:02] we would commit to a match [3:05] of approximately a little [3:06] over 1.6 million. [3:08] the second is the hybrid bus [3:11] fleet upgrade program. [3:13] This is for the purchase of [3:14] 18 diesel electric hybrid [3:17] buses to replace our [3:18] electric fleet and it [3:19] supports our state of good [3:21] repair goals. [3:22] The total project cost is [3:24] $27 million, and if awarded [3:27] we commit to a local match [3:28] of $5.4 million. [3:29] And that's the end if you [3:34] have any questions. [3:35] >> Travillion: board [3:36] members, do we have any [3:36] questions? [3:38] Do we have any questions? [3:40] Have any questions? [3:42] Hearing none, chair will [3:43] entertain a motion to -- [3:45] >> chair, before we take [3:46] that motion, I've been [3:47] informed that one of our [3:48] public speakers signed up to [3:50] speak not just on the public [3:51] hearing, but also on this [3:52] action item, so I think it [3:53] would make sense that we [3:55] hear from them before the [3:56] board takes a vote. [3:59] >> Travillion: all right. [4:00] Would that be MS. Joseph? [4:01] >> I believe so. [4:03] >> MS. Joseph, are you with [4:18] us? [4:19] Yes, MR. Easton. [4:20] What is it you want me to [4:22] comment on, is it the public [4:24] hearing or the action item? [4:25] I know you changed some [4:27] order or something, but I [4:27] didn't catch all that was [4:29] said at the beginning of the [4:31] meeting. [4:31] >> Travillion: the action [4:33] item. [4:34] >> okay. [4:36] Thank you, MR. Chair, [4:37] members, I'm zenobia joseph. [4:40] i just wanted to say as it [4:45] relate specifically to the [4:46] capital area metropolitan [4:47] planning organization, as it [4:49] relates to the bus stop [4:51] furniture, I just want you [4:52] to recognize -- and I [4:53] mentioned this in the [4:56] finance committee as well. [5:01] Specifically at 100041 st. [5:04] Albert the great catholic [5:06] church, 12100 is on metric, [5:07] there was a bus stop shelter [5:09] that was just placed there [5:10] within the last two weeks, [5:12] and also one on parmer or [5:14] near parmer at parmer [5:15] elementary, but I would just [5:17] remind you specifically that [5:21] at braker and metric there [5:23] is still a flat beverage for [5:24] route 392, and I would ask [5:26] you to recognize as well [5:27] that the trashcans as I have [5:30] mentioned before are being [5:32] removed from CapMetro's [5:33] bus stops, specifically [5:35] north plaza and rundberg. [5:36] And there are trashcans that [5:42] have been removed from 392 [5:45] stop by [Indiscernible], [5:46] rotter ham and shropshire, [5:47] so while you are asking for [5:49] more amenities, the question [5:50] is why is it that you're [5:52] unilaterally allowing the [5:57] staff to remove those from [5:58] the bus stops? [5:59] Receiving more is not going [6:00] to make the system more [6:01] equitable. [6:02] I would remind you that [6:07] northeast of U.S. 183 the [6:08] system is actually [6:09] inequitable there. [6:10] I would call to your [6:12] attention the letter that [6:14] was written by sharmila [6:15] [Indiscernible] That said [6:16] 50% of the enhanced stops [6:18] were on rundberg, which is [6:20] not true. [6:22] So I've asked MR. Palmer to [6:23] analyze the bus stop [6:24] shelters and the [6:28] distribution of those [6:30] assets, the yellow book [6:31] gives him his guidelines. [6:33] He has not done so at this [6:34] point, but I would remind [6:36] you that the pass-through [6:38] funds that you receive are [6:39] from the federal highway [6:40] administration and your [6:42] systems, as my comments are, [6:44] arrest in the context of the [6:46] civil rights act of 1964, [6:47] which prohibits [6:48] discrimination based on [6:49] race, color, national [6:51] origin, and your system is [6:52] inequitable as it relates to [6:54] the bus stop shelters and [6:54] amenities. [6:55] So I actually am against [6:56] that. [6:57] I know that travis county [6:59] will be looking at this item [7:00] tomorrow and I'm also [7:02] against the red line parkway [7:03] trail funding. [7:05] It's about $2 million that's [7:07] in the same call for [7:07] projects. [7:09] So I just would ask you to [7:11] take a look at the north [7:13] lamar area in particular and [7:15] to ceo dottie watkins, I [7:16] just want to remind you that [7:18] the mid block stops need to [7:19] be closed on lamar, [7:27] especially at yager where [7:28] MR. [Indiscernible] Was [7:29] killed in JULY 25. [7:31] Same area as MR. Norton in [7:33] 2026 on or about [7:34] JANUARY 30th, he was hit and [7:37] then he died from his [7:37] injuries. [7:39] His service dog lived. [7:40] those are my comments as it [7:42] relates specifically to this [7:42] item. [7:44] I'm not sure whether the [7:45] action item. [7:47] I told MR. Easton the item I [7:48] would speak on. [7:49] I would ask you to be [7:50] transparent on why you [7:52] removed the summary of [7:53] comments so that actually [7:56] aligns with your minutes. [7:58] That is in my view [7:58] discrimination and I would [7:59] ask you to be transparent on [8:01] why you no longer put our [8:02] comments in the board [8:02] packet. [8:04] If you have any questions I [8:05] would gladly answer them at [8:06] this time and would ask for [8:07] guidance as it relates to [8:08] the public hearing. [8:09] >> Travillion: all right. [8:11] Board members, do we have [8:12] questions? [8:13] Do we have any questions? [8:15] All right. [8:18] Thank you, it MS. Joseph. [8:20] Also, is there anyone else [8:22] that would like to address [8:23] the board here during the [8:24] public comment period? [8:25] Anyone else that would like [8:30] to address the board? [8:31] Oh, this is the action item, [8:32] not public comment. [8:35] Let me take that back and [8:36] ask if there are no [8:37] questions, the chair will [8:38] entertain a motion to [8:40] approve action item number [8:45] 1. [8:46] Okay. [8:47] All right. [8:49] It's been moved and properly [8:51] seconded that we approve [8:53] action item number 1. [8:55] Any further discussion? [8:57] Any further discussion? [9:00] any further discussion? [9:02] Hearing none, all in favor [9:04] of approving action item [9:05] number 1. [9:06] And I need to make sure that [9:07] our board members are on [9:08] camera. [9:10] I see both board members on [9:10] camera. [9:13] All in favor of approving [9:15] item number 1, please let it [9:17] be known by saying aye. [9:19] >> [Chorus of ayes]. [9:21] >> Travillion: all right. [9:24] And so it looks like I have [9:29] four ayes and I will make it [9:29] unanimous. [9:31] So action item number 1 has [9:32] been approved. [9:35] Thank you. [9:38] Now let me go back -- we [9:41] called to order at 12:22. [9:45] Now we will move into on [9:48] presentation for the public [9:49] hearing, which should be [9:51] before public comments. [9:52] All right. [9:55] So let's put the [9:55] presentation together. [10:01] That will be peter braden to [10:03] present. [10:05] >> good afternoon, chair [10:06] travillion, PRESIDENT And [10:07] ceo watkins and members of [10:08] the board. [10:11] My name is peter brentton, I [10:12] am a senior community [10:13] engagement coordinator here [10:15] on behalf of the CapMetro [10:17] team working on improving [10:18] our fare programs. [10:19] I hope for your health and [10:20] safety you can remembered to [10:23] book your valentine's day [10:23] reservations. [10:26] I am here today to present [10:29] on who topics, the day past [10:33] retirement and the farebox [10:33] replacement. [10:34] >> health and safety. [10:35] >> yes. [10:36] Before we get into depth I [10:38] want to point out that these [10:40] two items, while distinct, [10:41] go hand in hand. [10:45] They're linked. [10:46] That perspective -- from [10:47] that perspective we expect [10:47] that customers will [10:51] experience this as one [10:51] change. [10:52] That's important because [10:53] we've been making strategic [10:54] steps over the past few [10:56] years to modernize our [10:57] technology, improve the [10:58] experience for our [10:59] customers, and simplify the [11:01] options when it comes to [11:05] fares. [11:06] Now, we'll start by talking [11:07] about the day pass [11:08] retirement and the farebox [11:09] replacement, however, I want [11:11] to provide you one piece of [11:14] information out of order. [11:15] Our fareboxes are 20 years [11:19] old. [11:22] Revenge of the sith, the [11:24] ipad shuffle, the first [11:25] video ever posted to [11:26] YouTube. [11:28] Technology has changed a lot [11:30] since 2025 and considering [11:32] the unfathomable advances in [11:33] technology since the time [11:35] our fareboxes were first [11:38] installed, we have been able [11:39] to identify and evaluate [11:41] options for our customers to [11:42] improve their experience and [11:45] hopefully provide them more [11:45] value. [11:47] You'll see that we're [11:49] talking about time based [11:50] versus account-based payment [11:51] systems on this slide, and [11:54] there are a lot of words. [11:55] What's important to note is [11:57] that we are currently [11:58] operating both of these [12:00] systems at once and our [12:01] momentum is towards [12:02] operating only one. [12:05] That is for simplicity, [12:06] efficiency and a better [12:08] experience for our [12:10] customers. [12:11] If you use a paper pass [12:15] today, you are using the [12:15] time-based system. [12:18] When you activate or dip the [12:20] paper pass, a timer starts, [12:21] and you are able to swipe [12:23] that pass as valid fare [12:25] media for the time that that [12:26] timer is active. [12:29] If you use a reloadable fare [12:32] card or the umo app, you are [12:33] using the account-based [12:34] payment system. [12:35] You pay per ride and you are [12:37] capped at certain amounts, [12:42] certain thresholds. [12:44] That paper pass, when you [12:47] activate it, you steadily [12:47] lose value. [12:49] I like to think of it as an [12:50] hour glass. [12:51] You can only buy a specific [12:54] amount of sand and you only [12:55] have a specific amount of [13:00] time to use it. [13:01] If you lose the pass, if you [13:03] get sick, if you decide I [13:05] would rather take an uber [13:06] home, you lose value. [13:09] However, in contrast the [13:10] account-based payment system [13:13] lets you put in only as much [13:15] sand as you need at one [13:19] time, and if you lose your [13:21] phone or the reloadable fare [13:22] card you don't lose the [13:23] value that you've put in so [13:25] long as you've registered. [13:27] It's recoverable. [13:27] Considered the benefits for [13:29] our customers, we've been [13:30] making strategic steps over [13:32] the past few years to [13:34] prepare for a full [13:36] transition from the [13:37] time-based payment system to [13:38] an account-based payment [13:38] system. [13:40] We are now at the point [13:41] where we will make a big [13:44] leap and retire the [13:45] time-based payment system [13:47] for all of our fixed route, [13:50] local and commuter services. [13:51] Here is a simple summary of [13:53] the changes we are proposing [13:58] to the fare structure. [14:00] Local and community fares [14:02] will see a removal of the [14:03] time-based products and the [14:05] capping of the thresholds [14:07] stated explicitly rather [14:10] than as references to the [14:11] time-based pass product. [14:13] There's also clarifications [14:16] made to make pickup a [14:19] discrete fare and state that [14:20] fare capping does not apply [14:22] to that service, codifying [14:23] our current practice while [14:25] we explore options for fare [14:26] capping on pickup. [14:28] We've also added language to [14:29] define the intervals for [14:31] fare capping with a daily [14:34] fare cap being assessed [14:36] during the service day and a [14:38] monthly fare cap being [14:40] assessed during a calendar [14:41] month. [14:45] We conducted a title six [14:45] fair equity analysis in [14:46] accordance with our fare [14:47] policy because we're [14:48] changing out the system [14:49] works. [14:50] Title vi studies are used to [14:52] calculate whether changes in [14:55] policies, programs or [14:57] services from organizations [15:00] receiving federal funding do [15:01] not discriminate against [15:03] people based on race, color [15:04] or national origin as [15:08] required by the title vi of [15:09] the civil right act of 1964. [15:11] The key findings of the [15:13] study we conducted showed [15:15] that more than 97% of all [15:17] trips made using the service [15:19] would not see a fare change, [15:20] with fewer than three [15:22] percent of all trips [15:23] affected. [15:25] These are trips made with [15:27] day passes, purchased with [15:30] cash on our buses or at [15:31] ticket vending machines. [15:33] If you are a customer that [15:35] currently pays with cash for [15:37] day passes and you ride [15:37] frequently, you will [15:39] actually benefit by [15:41] transitioning to the umo app [15:43] or the reloadable fare card [15:44] because you get access to [15:47] daily and monthly fare [15:47] capping. [15:50] We studied the impact of day [15:51] pass retirement on two [15:53] groups as part of the fair [15:55] equity analysis, minority [15:56] customers and low income [15:57] customers. [15:58] They then looked to see [16:01] whether those groups MAY see [16:02] disproportionate negative [16:04] impacts or if those groups [16:06] wouldn't receive [16:07] proportionate benefits. [16:10] When we viewing the impacts [16:11] to minority customers we see [16:12] no disparate impact. [16:14] The impact we do see is [16:16] minor with a less than two [16:17] percent difference in the [16:18] impact between minority [16:21] customers and non-minority [16:22] customers. [16:23] When reviewing the impacts [16:24] to low income customers, we [16:26] see no disproportionate [16:27] burden either. [16:31] The impact we do see again [16:32] is minor with less than two [16:33] percent difference in the [16:35] impact between low income [16:37] and non-low income [16:38] customers. [16:38] Okay. [16:40] Now I will move on to our [16:41] farebox replacement, but [16:43] before I do, I want to note [16:44] that this year will be the [16:48] 20th anniversary of the [16:50] nintendo wii. [16:52] Our farris boxes -- [16:56] >> you didn't say mtv. [16:58] >> our fair boxes need to be [16:59] replaced. [17:01] They are no longer party r. [17:01] Supported by the [17:03] manufacturer and a new [17:04] system will lower our [17:05] ongoing costs of good [17:06] repair. [17:09] Knowing that an account an [17:10] based payment system [17:11] improves the customer [17:11] experience and therefore [17:13] planning for the retirement [17:16] of the time-based payment [17:17] system, we made the [17:18] strategic decision to align [17:20] the farebox replacement and [17:21] day pass retirement. [17:24] Our new validaters offer [17:25] improved payment options [17:27] that allow for fare capping [17:29] such as the fare card and [17:31] recently tap to pay, though [17:34] tap to pay is only daily [17:37] fare capping. [17:38] There we go. [17:40] The new fareboxes will still [17:42] accept cash as payment for [17:43] single rides. [17:45] We do encourage customers [17:49] who pay with cash to use a a [17:51] reloadable fare card or the [17:53] umo cap that ensures they [17:54] will receive maximum value [17:56] with daily and monthly fare [17:57] capping. [17:59] At the upcoming board [17:59] meeting on the 23rd we [18:01] will be asking the board to [18:02] approve these fare structure [18:03] changes. [18:05] If approved, we will end all [18:08] purchases of day passes [18:10] starting MARCH 1st and [18:11] sales of day passes on buses [18:16] and tv ms, ticket vending [18:17] machines, in early MAY and [18:19] stop accepting paper parses [18:22] on our buses JUNE 1st. [18:23] Installation of the new [18:24] fareboxes would span roughly [18:26] from JUNE 1st to SEPTEMBER 1st and we [18:29] expect to end our paper pass [18:30] exchange program at the end [18:31] of the calendar year. [18:33] The exchange program is [18:34] still in development. [18:36] We expect to launch it [18:38] before JUNE. [18:38] Thank you very much. [18:39] I hope the information was [18:40] helpful. [18:41] Happy to answer any [18:43] questions you MAY have. [18:44] >> Travillion: board [18:46] members, do we have any [18:49] questions? [18:50] Yes, go ahead board member [18:51] vela. [18:52] >> Vela: thank you, chair. [18:53] What percentage of our [18:54] customers are still using [18:56] cash? [18:58] >> that is a great question. [19:01] I MAY lean on some of my [19:03] colleagues here in the room. [19:05] I know -- we can follow up. [19:06] >> Vela: great. [19:07] I know it's a small [19:09] percentage, but just out of [19:10] curiosity I was wondering [19:14] how many folks it is. [19:15] >> Travillion: okay. [19:17] Any additional questions? [19:20] if there's no questions, [19:22] additional questions? [19:24] Hearing none, thank you, but [19:25] you might want to stay close [19:26] because I will open up the [19:30] public hearing and we'll [19:34] take up public comments on [19:36] the fares item and give the [19:36] general public an [19:37] opportunity to tell us [19:38] whatever they want to tell [19:38] us. [19:39] >> thank you. [19:40] >> Travillion: so let's [19:41] see, I understand we have [19:43] one speaker who has signed [19:44] up in advance. [19:46] Let's see, can we call [19:47] MS. Joseph back. [19:49] >> MS. Joseph, did you want [19:50] to make additional comments [19:59] today? [20:00] >> Travillion: is she [20:01] still with us? [20:06] >> yes, I'm on the line. [20:08] Thank you, MR. Chair. [20:09] Okay. [20:11] Thank you, MR. Chair, [20:12] members. [20:12] I'm zenobia joseph. [20:15] I wanted to make my comments [20:16] in the context of title vi [20:18] of the civil rights act of [20:19] 1964, which prohibits [20:20] similar education based on [20:21] race, color, national [20:22] origin. [20:24] I do see you have a title vi [20:26] fare equity analysis on page [20:28] nine of 86. [20:30] However, it is disingenuous [20:31] for your staff member to say [20:32] that fewer than three [20:33] percent of the trips are [20:34] affected. [20:36] Especially for people who [20:37] MAY take more than two trips [20:38] a day or twice a day. [20:40] I want to remind you that [20:44] cap remap JUNE 3rd, 2018, [20:45] eliminated north, east, [20:46] west, connectivity so [20:47] starting there you already [20:48] know that people have to [20:50] take more than two buses to [20:52] get anywhere if you are [20:53] northeast of U.S. 183. [20:55] I want you to recognize that [20:58] your origins and [20:58] destinations survey from [21:01] 2023, there's a good article [21:03] in the austin monitor by [21:05] nina hernandez, OCTOBER 6, [21:06] 2023, that specified that [21:08] african-american riders are [21:09] the most transit dependent [21:11] and it went up to 88%. [21:14] So the question is did you [21:16] actually analyze what impact [21:17] this would have on [21:18] african-americans in [21:18] particular? [21:19] And then the immigrants that [21:22] are northeast of U.S. 183 [21:24] and the hispanic riders too. [21:27] I want to remind you that it [21:28] was MARCH 25, 2024, when [21:30] your service analysis [21:35] manager jennifer govea said [21:36] if a passenger needs three [21:38] vehicles to get to their [21:38] destination they're counted [21:39] three times. [21:42] So you are double and triple [21:42] counting the minority [21:43] population and specifically [21:45] she said, quote, this is [21:47] part of our federal funding [21:49] allocation and our formula [21:51] for receiving funds from the [21:53] fta, unquote, federal [21:53] transit, administration. [21:57] I do want you to recognize, [21:57] MR. Chair, that this does [22:00] have a disparate impact on [22:01] african-americans and low [22:04] income riders a [22:04] disproportionate burden. [22:06] If you are asking people to [22:07] pay 1 fiscal year $25 per [22:12] ride, that's $1.25, 250 for [22:13] just going on two buses [22:15] before they even get to [22:15] work, that's about five [22:16] dollars. [22:17] They have to get back, [22:18] that's about ten dollars [22:20] round trip. [22:21] That's more than the actual [22:22] commuter pass. [22:24] I want to remind you that [22:25] the commuters also ride free [22:28] on game days when the train [22:29] is too full and they can't [22:34] even get to the farebox on [22:35] the 803 metro rapid. [22:38] I would ask you to table [22:40] this item, do the analysis [22:41] appropriately as opposed to [22:43] selling the system to us as [22:44] though it's the best thing [22:45] since sliced bread. [22:47] I want you to recognize that [22:48] you already have arguments [22:50] between the unhoused people [22:53] and people who get on the [22:55] bus and you have the [22:55] 20-year-olds and students [22:57] who have no id because you [22:59] haven't enforced it. [23:00] This is discriminatory and I [23:01] would ask you to recognize [23:03] that more needs to be done [23:04] to make the system equitable [23:06] as opposed to diminishing [23:09] the service and treating us [23:10] like second class citizens. [23:12] If you have any questions, I [23:13] would gladly answer them at [23:15] this time, but your analysis [23:17] is flawed because it does [23:18] not take in consideration [23:20] the routes that very [23:22] eliminated by roberta [23:22] gonza [23:24] lez, who was there when [23:24] she made her presentation to [23:26] the board, and it is time [23:27] for him to retire. [23:29] If you have any questions, [23:30] i'll gladly answer them at [23:30] this time. [23:32] Thank you for allowing me to [23:32] make my comments. [23:33] >> Travillion: board [23:34] members, do you have any [23:35] questions? [23:36] Do you have any questions? [23:40] Hearing none, thank you very [23:41] much for your presentation. [23:43] >> thank you, MR. Chair. [23:44] >> Travillion: is there [23:45] anyone else in the audience [23:47] that would like to address [23:49] the board? [23:51] Any other -- any other -- do [23:54] we have any calls, ed? [23:55] Okay. [23:56] So without anyone who wants [23:59] to make a presentation in [24:01] the audience, without any [24:03] additional calls, then I [24:05] will call this meeting -- I [24:07] will close this meeting at [24:10] 12:46. [24:12] 12:46. [24:15] Any questions or [24:15] observations? [24:16] [Pounding of gavel]. [24:17] All right, the meeting is
