We did price these out [27:32] for bids per policy. We did receive three bids. Uh the three bids were from [27:36] Aztec Alt Asphalt Incorporated of Brown City for 14,500, [27:41] Hayho Asphalt of Mason, Michigan for $14,666, [27:46] and Yeager Asphalt of Carlton, Michigan for 9450. [27:50] It is our recommendation to award the contract to Yeager Asphalt for 9450. [34:34] At this time, we are going to go to number nine, which is is the [34:39] fiscal year 2026, 2027 budget proposal in capital improvements programs [34:46] and that will be turned over to the city manager. So in trying to every year do [34:51] this a little bit better, a little bit more clear, and the last year or two [34:55] I've done a PowerPoint presentation, which you've all had to sit through, but [34:58] I'm trying to make the meeting not as long. So uh you did all receive the [35:02] proposed budget uh for the year. But what I've provided this year instead [35:06] of me sitting here talking for half an hour is I have presented to you this is [35:09] a budget message from me. I have typed in basically everything that's a major [35:13] change or something that's a difference. It's about 15 pages of me explaining the [35:18] budget changes in detail and uh then there's also at the end some of the [35:23] specific requests that were from the departments [35:27] uh with their breakdowns and then some of the specifics of what they're looking [35:30] for. So in general, I will go over an overview uh just for council's benefit [35:35] and then again, there's a few pages of homework for all y'all to do and when we [35:39] have the budget hearings, you can come back and hopefully this will take care [35:42] of most of the questions that we usually [35:44] get asked. That's what I was trying to do. [35:46] And also this I believe the the clerk has a copy of this that will go online [35:50] so the public can view this as well. Uh generally uh in the general fund, we [35:54] are anticipating revenues of just over $4.5 million [35:59] and expenditures of 5.4 million. Uh the [36:03] net of that is 169 uh down 869 down. Uh that does include uh though uh the if we [36:11] were to obtain both grants for the two parks and rec projects, that is about [36:15] half of that cost. And uh there is some uh one-time work [36:19] that we're looking to do in the general fund including replacing the roof at uh [36:23] well number one, which in the report there's some pictures that show the [36:26] state it's in. And uh some other projects. I know that [36:29] we also have in the police budget the requirement to have budgeted for the [36:32] radios that we hope we never have to buy, but the state says we have to [36:35] budget for it. And a number of items like that. So this [36:40] if we this also again, assuming we spend all expenditures, which we never [36:44] actually end up doing, but uh that's where it would be if that occurred. This [36:48] also does include eight 1.5 million in and out for the CDBG grant program. [36:53] Again, that includes all of it going out. There is some administrative cost [36:56] that will probably go back to the city. So again, all 1.85 1.5 million will not [37:00] go out, but we budgeted for it all of our budget just in case it does, but it [37:02] probably won't. Next up in terms of a general look at [37:06] the major streets fund, uh that is uh revenue of 707,000, [37:11] expenditures of 914. Uh the bulk of that is the Sherman [37:15] Street project that we have approved and uh like I said, the work will be going [37:18] forward into the next fiscal year. That is the major uh use of the major streets [37:22] fund as along with our regular maintenance that we do on the roads. [37:26] Local street fund, uh 573 in, 612 out uh for a loss of I'm sorry, it's cutting [37:34] it off on my copy. I don't know if it's 38 or 58. I think it's 38. Yeah, 38 [37:39] based on quick math in my head. Uh that is majority uh for the Howard Street [37:43] project. That is also detailed uh as one of the two multi-fund projects we have. [37:48] The one I'm proposing is a multi-fund project on Howard Street. Uh Howard [37:52] Street was identified in the water study as one of the high priority projects for [37:57] the next five years, one of our top eight uh that would require a 2-in main [38:01] going to an 8-in main for uh increased uh water usage and to make sure the [38:05] system flows properly. It also would involve a reconstruction of the road and [38:09] some sewer line. So it was a multi-fund project split [38:13] between local streets, water, and uh a little bit from sewer. [38:17] Municipal streets, 20,000 in, 101 out. There is no sidewalk project. We are, [38:23] you know, looking at doing an every other year program that is just [38:26] basically regular maintenance costs uh in the municipal streets fund. There is [38:30] 5,000 for sidewalks in case we have a one-off, which we every now and then [38:34] have a one-off. So there is a little bit of money for one-off. Plus there is the [38:37] $10,000 uh from us to do another round of parking lot repairs and the DDA is [38:42] actually matching that with another $10,000 to do parking lot repairs in [38:45] downtown. Uh speaking of the DDA, they look are to [38:48] have uh 229 in. Uh-oh. [38:52] I'm losing my screen. Uh 229 in and 172 out. They'd be adding [38:58] 56,000 to their fund balance. Drug forfeiture, [39:03] always a $10 in revenue and no expenses. So we just have 10 bucks sitting there. [39:07] The debt service fund is an in and out for fire truck payments of $101,734. [39:12] » [snorts] >> The bond fund, that is for our two SRF [39:16] payments for sewer. This is the year we are anticipating year one of two of [39:20] double payments uh which was explained to council when [39:23] we first started this long fund journey that we would have two years of paying [39:28] two principal payments. This is number one, next year will be number two. [39:32] However, there's a possibility that could change, which I will discuss when [39:34] we get to the sewer fund. Uh the water bond fund has nothing. Payback of the [39:39] drinking water state revolving fund from the 20 years ago has been completed. [39:43] So, if we ever want to use that fund for um a general bond for water if we or if [39:47] we were if we ever get SRF, which right now isn't foreseeable in the future [39:51] because of the point system they have done, which is heavily based towards uh [39:55] abating lead in Michigan, which obviously we understand why, but we [39:58] don't have a lead problem, we have an arsenic problem. So, unfortunately, [40:01] we're not getting points for that. Uh the fire fund, uh they are seek they [40:06] are looking at 526 in revenue, 551 in expenditures. They would use their fund [40:12] balance of 24,000, and they would also be receiving a influx from the general [40:16] fund if they do complete all their expenditures. [40:21] Now, for the two fund ones, the sewer fund, right now we are looking at 1.6 [40:25] million in revenue in, 2.1 of revenue out for a net loss of 506,000. Again, [40:32] when we began, we anticipated having 2 years of losses with double payments. [40:36] However, as I did uh tell council previously, due to a delay in [40:41] finalization of the project, there is a distinct probability at this point that [40:47] the project will not be closed by the time we would have to make the first [40:49] principal payment in October, which would push final payback year, but it [40:53] would mean we would only have to make one double payment instead of two, which [40:58] again, that would push the final payback date by a year, but it would put us in a [41:02] better cash position because then we would actually have a net positive of [41:05] around 100 or 200,000 in the sewer fund for [41:08] this year if we don't have to do that. So, and if we do anything SRF comes in [41:12] and out, so that would just be a delay of payment for a year, which [41:16] would have some interest implications, but for our immediate cash flow, it [41:20] would actually be slightly beneficial to us in the short term for that. So, that [41:23] is something which will be done based on how the project goes because uh final [41:27] completion I mean, substantial completion is still scheduled for June, [41:31] but there is the electrical work that uh we have to do at the plant, which due to [41:36] uh the parts coming in later, may not be done till the fall. So, the project [41:41] would basically be mostly done in June, they'd clean up everything, and they [41:44] would go dormant, come back in October, September to do that work, and then we [41:48] would close it. So, it's not ideal, but it gets us [41:53] completely done, and as my memo does state, as of the estimate I received [41:58] from HRC as of last Wednesday when they finalize all this, [42:02] right now, barring no other changes, we are on pace to finish about $300,000 [42:06] under budget. We were budgeted for 1.4 with a 6% [42:10] contingency, which would push it past 12. However, their current estimate is [42:14] we'll finish at a little bit un at 1 at 11.02 [42:19] million dollars. So, we'd be about $300,000 under budget. Unless we find [42:23] something else that is broken, but we hope not at this late stage. [42:26] Um so, that is what the sewer fund is looking at. The only expenditure outside [42:31] of normal expenditures like for the [42:35] sludge removal is the uh money we'll be using to line the sewer on Howard [42:39] Street. The water fund is the other one. Uh [42:43] also, I'm sorry, for for the sewer fund, we are requesting a 4% uh rate increase [42:48] for inflationary purposes and to keep track with the possible double payments. [42:53] Water fund, we are asking for a 3% rate increase on that one. [42:58] This one is mostly the water-related uh parts [43:01] parts of Sherman Street, which has already been uh approved, Howard Street, [43:05] the proposed project, and well nine and 10. So, as you all will know, we are we [43:10] were supposed to start today, but the well 10 site is still too wet from all [43:13] of our recent rains, so we're going to have to wait till it dries out a bit to [43:15] start drilling. But once the drilling is completed and [43:18] they have tested and made sure the wells are actually productive, [43:22] we will then have to connect those new wells to the well houses into the [43:26] system. That is another fairly expensive uh [43:30] operation. The estimate we had, and again, all these numbers that I have in [43:35] the in the in the report does say this, that these are all based on early [43:38] estimations. I don't want to use the word guess, but you know, informal. [43:43] There hasn't been any formal bid process in any of this. [43:45] Is that for well number nine, which was recently taken out, so it has more [43:49] equipment there, it would cost approximately $275,000 to connect. And [43:53] well 10, which was formerly well three, which was taken out of commission much [43:56] longer ago and has less equipment, would be about $325,000 [44:00] to connect. So, this is [44:04] you know, they always say you have fund balance for a rainy day. Well, with the [44:06] water, unfortunately, we know it's been raining quite hard, and so this will [44:09] take care of getting those two wells in service and [44:12] finishing these two water-related projects. I will say that we are [44:17] still in a healthy position even with this uh spending, we would still have [44:21] well over $2 million in the bank in the water fund. [44:24] Um but we are kind of reaching the limit of what we can do in cash without that [44:28] significantly changing. So, I think over the next year, um it would be it would [44:32] behoove the council to have a discussion of since the CRF uh sorry, the SRF and [44:38] USDA, who says come to us when you have $20 million of the work, [44:42] are kind of not viable options about how we should look at if we want to look for [44:47] financing for some of these bigger projects elsewhere. [44:50] I will, you know, I've pursued congressional earmarks, but that's a [44:53] hit-and-miss thing. So, there is, you know, doing our own bonding program. [44:58] We've looked at bank loans, but the interest is horrible. So, it's something [45:01] that I think we're going to have to have a very a very serious discussion about [45:04] over the next year about how we're going to do some of these bigger projects [45:07] since it doesn't seem these easier avenues of funding will be coming to our [45:10] way. Next up is sanitation. Um [45:15] that again, 508 in, 587 out. We will be using their uh some fund balance. [45:21] We are requesting a 4% increase in the rate for sanitation uh because right [45:26] now, the the revenue from the residents does not cover the contract. [45:31] So, right now the contract price is actually holding steady with the new [45:34] terms we negotiated, so we're asking for this inflationary increase to start to [45:40] bring it to where the revenues from the residents balance with the expenditures [45:43] of the contract and some of the administrative costs. [45:46] The treasurer and I ran some numbers, we think that cuz the contract goes up by [45:50] 3% a year afterwards. If we do 4% for two or three years, we should be caught [45:55] up. Depends on, you know, like if the new [45:58] houses get built, they'll bring in more people, if there are more or less [46:00] residents, commercial usage. But that way, cuz right now, and you'll see it in [46:05] the you need look through the detail of it, how much of the beginning revenue [46:08] doesn't even cover the contract. So, we do need to at least start to bend that [46:10] curve, and then maybe some of the administrative costs as well. So, we are [46:14] asking for a 4% increase in the sanitation and the garbage rates. [46:19] Lastly, the equipment fund, 336 in, 331 out for adding to the fund balance by [46:25] just shy of $5,000. Uh we do have a few requests for [46:29] purchases, uh replacement truck for DPW, uh which is which has pictures detailed [46:35] in the in the uh message, a two new snow pushers, and then a [46:41] replacement for the cold patch asphalt machine, which from the pictures you can [46:44] see is kind of in rough shape, and uh it looks like it's about time to replace [46:48] that. So, we can do those purchases and still be um [46:52] within the revenues from the year. All told, the budgets uh is for 11.147 [46:59] million, and uh expenses 13.882 million. Oh, one [47:04] thing I forgot, because of the carryover for the SRF in the sewer fund, it does [47:09] have money to go in and out for that as well, but that's [47:13] I don't I don't think this Tammy, correct me if I'm wrong, but I [47:16] think it was 3 million in 3 million out. I don't think that it is accounted for [47:18] on the on the main list. I think we need to fix that. [47:22] Cuz it says one it says 1.6 in, 2.129 out. Shouldn't [47:26] that be four and five because of the 3 million we added? Because I got [47:31] on the recap page. Cuz I I got that number literally [47:35] Wednesday at the 11th hour from HRC, so that was like the last thing we added [47:39] was that number. So, I think that the recap wasn't updated for that. That cuz [47:43] I was reading I'm like, man, I have to So, yeah, that's another in and out. So, [47:48] the the sewer fund, I will correct that. That should say 3,623 [47:52] in, 5,129 out, but that assumes right now, they said it's going to be [47:57] slightly lower than that, should be about 2.85, but I did round up just in [48:00] case, and that is assuming we spend everything that's left that [48:04] they have, that's an estimate from HRC, which again, we're trying to stay under, [48:08] so but that'll be an in and out, and whatever we spend will be accounted for [48:11] from SRF reimbursements. So, overall, that is the proposed budget for [48:17] the 2026-2027 year. [48:20] Uh before I close, I'd like to thank the [48:22] hard work of all of our department heads for submitting this, doing the work on [48:26] this, but especially Tammy, who who cuz I did this myself before she got [48:30] here that one year, I know she's probably seeing Excel files in her sleep [48:33] like I was.
