[1:34] against children investigator, juvenile
officer, evidence technician, field
[1:39] training officer, and as a member of the
honor guard and bike patrol units. And
[1:43] whereas Carol Kadel served as a
department's crime prevention officer
[1:47] from 2020 until her retirement,
coordinating and supporting numerous
[1:52] community outreach, education, and
crimerevention programs. And whereas in
[1:57] her role as crime prevention officer,
Carol Ko was responsible for
[2:02] coordinating programs and initiatives
including the citizens police academy,
[2:07] the youth citizens police academy,
community emergency response team,
[2:11] ground search and rescue, crime
prevention through environmental design,
[2:17] facet, adopt a cop breeding program, and
run, hide, fight and fight training. And
[2:24] whereas Carol Kadel also oversaw the
police department's volunteer program
[2:28] beginning in 2020, coordinating
approximately a 100 volunteers who
[2:32] collectively contribute more than 1,000
hours annually in support of the police
[2:37] department and village programs and
functions. And whereas throughout her
[2:43] career, Carol Kel received numerous
commendations and recognitions for her
[2:47] service, including being named the 2025
James J. weighed most outstanding
[2:53] officer of the year by the Illinois
Association of Chiefs of Police. And
[2:57] whereas after 28 years of dedicated
service to the village of Carol Stream
[3:02] and the Carol Stream Police Department,
Carol Kale has decided to retire from
[3:06] public service. Now therefore, be it
resolved by the mayor and the board of
[3:11] trustees of the village of Carol Stream
on behalf of all former and present
[3:16] elected and appointed officials and
residents of Carol Stream that section
[3:22] one. The service, dedication, and
contributions of Carol Kadel to the

and traffic safety unit sergeant.

commander and administration commander.

the rank of deputy chief on December

Mark Telivera joined the village of
[24:18] Carol Stream as an information systems
coordinator on September 4th, 2006 and
[24:24] later became the supervisor of
information services. And whereas Mark
[24:31] was promoted to the position of
information services director of the
[24:36] information technology department on
July 20th, 2015.
[24:42] And whereas Mark's primary job
responsibilities included
[24:46] implementation, improvement, security,
and oversight of the network operating
[24:52] system to include all hardware and
software applications used for
[24:57] operations.
And whereas during his tenure, Mark has
[25:03] played a critical role in the success
and the advancement of the information
[25:08] technology department. And whereas Mark
has served on multi- agency
[25:14] organizations including as president of
the GIS consortium and the IRMA cyber
[25:22] security committee and represents the
village on the DuPage County Cyber
[25:28] Security Task Force. And whereas Mark
has been recognized with several awards
[25:34] resulting from his work and commitment
to the area of information technology.

position of assistant village manager on
[25:46] September 9th, 2024,
a role in which he provides exe

Sha of Carol Stream
[30:55] and he writes, "Dear members of the
village board, I'm writing to
[30:59] respectfully request your consideration
for a one-time adjustment to our
[31:03] unusually high water bill for August. We
are residents of the village of Carol
[31:08] Stream since the last 22 years. Our
normal monthly water bill for the last
[31:12] few years is under $50, but our August
2026 bill was $641.30.
[31:20] This represents an extraordinary
increase that was caused by a mechanical
[31:23] failure of one of the toilet valves in
our basement as identified by the
[31:27] village mechanical staff. The valve
continued to leak for a few days and the
[31:31] water went directly into the drainage
system. Our home is occupied by only two
[31:36] people, my wife and me. I am retired and
we do not have the kind of water usage
[31:40] that would reasonably explain such an
extreme bill. Since the leaking toilet
[31:44] is in the basement, we do not frequently
go down there to check whether water is
[31:48] running. Unfortunately, we were unaware
of the problem until village called us
[31:52] to check on us and we received the
unusually high bill.
[31:57] I've already spoken with the water
department and the finance department of
[32:00] the village of Carol Stream regarding
this matter. I understand from those
[32:03] conversations that the village purchases
its water and therefore it must charge
[32:07] residents for the water consumed. I
certainly understand and respect that
[32:11] responsibility. However, I would like to
respectfully request that the village
[32:15] board consider the exceptional
circumstances of our situation. The
[32:19] water was unintentionally lost through a
mechanical failure, went directly into
[32:23] the drainage system, and was not used
for any household purpose. In cases of
[32:27] such extreme unintentional usage, I
believe it would be fair to consider a
[32:31] policy of one-time relief for the senior
residents, perhaps through a nominal
[32:35] penalty or administrative fee rather
than requiring the resident to bear the
[32:39] full cost of the excess water. This
would recognize the vill's actual water
[32:43] costs while also providing compassionate
consideration to residents who
[32:47] experience an unforeseen mechanical
failure. We have since identified and
[32:51] corrected the issue and we will be more
vigilant about checking the basement
[32:55] plumbing in the future. In light of
these circumstances, I would be very
[32:58] grateful if the village board could
review our $641.30
[33:02] August water bill and consider a
one-time adjustment or other relief for
[33:06] the excess water charges.

[45:12] everybody on their anniversaries. Amanda

Um I worked alongside you kind of when I
[46:32] yelled at you about the computers and

[46:40] serious note, um September is suicide
prevention awareness month. Um, and
[46:46] according to the CDC, it is the top nine
leader causes of death in the United
[46:52] States for indu individuals ages 10 to
64 and second among ages 10 to 14 and 25
[47:00] to 39. Um, being a police officer, I've
responded to suicides. I've seen what it
[47:08] does to families, friends, and loved
ones. And just keep your eyes open. And
[47:14] if someone needs help, get them help. Um
whether they like it or not, because
[47:20] they're not in the right mindset. And
it's just it it's it's horrible. Um so
[47:26] let's just be aware of each other and
take care of each other um and care
[47:30] about each other and let's keep our
military since my son is now in boot
[47:36] camp, our basic training of the Air
Force and um first responders in our
[47:41] thoughts and prayers. And that concludes

and was thrilled when you got promoted

to miss you in it. And you know what?
[49:08] The transition's been good. And you do
you do a great job. Bizarre things seem
[49:12] to happen when Bill's out of town. So,
because I think he's got another trip
[49:17] coming up that it stays, you know, even
ke while he's gone, but you've handled
[49:22] everything that's been every curveball,
bizarre curveball that gets thrown at
[49:26] you, you've handled very well. So,
congratulations.
[49:29] Um, [clears throat] on a personal and
sad note, um,
[49:34] 10 days ago or so, 12 days ago or so,
um, the park district lost one of their
[49:39] commissioners. Um, Tim Powers passed
away after a two and a half year battle
[49:44] with pancreatic cancer in addition to 15
years um, post um, liver transplant. He
[49:54] was on the the park board for 19 years.
I knew Tim, I worked with Tim when I was
[49:59] at the park district, so I've known him
all 19 years that he was on the park
[50:03] board and I just want to give his family
my absolute um condolences. I did go to
[50:09] the wake over the weekend. Um he was
very passionate about the park district.
[50:14] He was very passionate about Carol
Stream and he will be very greatly
[50:17] missed. So to the P family, my deepest
my deepest um condolences. Um, and with
[50:26] that, Mr. Mayor, I will end my report.

somebody to fill that spot and hopefully
[51:56] take what you've built and uh and build

much everything uh for us. We raised a
[52:22] little over $6,000 and considering this
was our first year trying this and uh we
[52:27] didn't have a great turnout because the
advertising's got to get better. We got
[52:30] to do a lot of things, but uh I still
think of it as a very positive and
[52:34] successful event. So, we're excited
about that. Um Tim Powers. Yeah, I've
[52:39] known him for just about since he's been
on and um it was amazing that he stuck
[52:44] it out even when he was sick. He still
was part of that park board. Um because
[52:49] of as trusty Fousone said his how much
he cared about the park district and the
[52:53] village. So P's family, I'm very sorry
and and Tim rest in peace.

remiss not to wish my wife. This past
[53:04] Sunday was our 35th, I'm sorry, 34th
wedding anniversary. So, uh, I'm lucky
[53:10] enough to say she's been my wife. That
was the best birthday present I've ever

with a really wonderful and dedicated

6:45 over there. Our parking lot is
[54:30] probably threequarters of the way full.
Um, and so you just have a gem of a
[54:34] building here. Um, my background, I was
at the Downer's Grove Public Library for
[54:38] about 11 years. Um, and I've been in
libraries for 23 years. Uh, total I've
[54:43] done a variety of different things,
mostly youth services, but I also did
[54:46] some work uh for technology services as
well as um, spending time as their
[54:51] interim director and assistant director.
But um, if you have any questions for
[54:55] me, I'd be happy to uh, answer them. And

really bad that she's leaving. Everybody
[58:18] loves Carol. Carol is crime free. Carol,

with her. A lot of what we do in this
[58:29] village couldn't happen without all
those volunteers. And if they weren't
[58:33] treated well, they probably wouldn't be
here volunteering. and she's done a
[58:37] great job as most of the police before
her have done with them. Uh Amanda
[58:42] Larson, 30 years, amazing
that she still I'm just glad she's still
[58:48] sticking around. And then Brian Clever,
uh Greg Walker and Mark Tel,
[58:53] congratulations on the 20 years. That's
a that's quite a milestone. 20 years.

this was the craziest weekend I think
[59:02] I've ever had in my entire life.
If anybody would have told me that I
[59:07] would be in the middle of North Avenue
doing the twist with Chubby Checker, I'd
[59:13] tell them they were crazy. But I had the
privilege to be there about 15 feet from
[59:18] Chubby Checker while he was actually on
they blocked North Avenue off. Arcata
[59:24] had their 100th anniversary in St.
Charles. It was absolutely amazing what
[59:30] was going on. They did the whole Ferris
Buer whatever the car, the whole parade.
[59:35] They played the music and then broke I
think they broke the Guinness record for
[59:40] the most people doing the twist in the
street. I guess I guess they got a list
[59:44] for everything. But it was probably one
of the most interesting things I think
[59:49] I've ever I've done some interesting
things. But any just standing in the
[59:53] middle of North Avenue in St. Charles
crossing the street is like taking your
[59:57] life in. And now we're in the middle
with all traffic stop, police, fire, and
[1:00:02] everybody. It was absolutely amazing.
So, thanks to Arcata 100y year
[1:00:06] anniversary and those of you that that
go to Arcata know they have some great
[1:00:11] performing people that are there. Uh,
other than that, I shop Carol stream as
[1:00:16] usual. We need it. Uh, we could always
use that. Uh
