And that’s item number seven. Uh, new public hearing item seven, a, uh, we have an item that is for the public hearing. Uh, we’re going to ask our, um, senior planner, Kanika palm Pompei, uh, for her report. Thank you.
[6:31] Thank you, Madam Chair. So good evening, Chair Thomas. And members of the commission. The item before you tonight is for the 2026 modification to the district. As bay located at 2040 Main Street. The entitlements associated with the project is, um, development and site plan review 1526, amended vesting.
[7:03] Tentative track map number 83481 Ceqa guidelines. Section 15168 consistency Memo specific plan. Amendment 4-26 and Amended and Restated Development Agreement one. Dash 26. The project site is a former vacant 157 acre site, former landfill is located in the southeast corner of the Alamo Boulevard and Main Street in the northwest area of the city.
[7:37] The Torrance Lateral, which is a flood control channel, parallels the southern and western border of the project site and uses surrounding the sites include residential to the south and west. The 4 or 5 freeway to the east, and the Porsche Experience Center to the north.
[7:59] Regional access to the site is provided by the 405 freeway, located adjacent on the northeast portion of the site, and the 110 freeway, which is located approximately half a mile west of the site. So here you can see that the 157 acre site is divided into five cells labeled cell one, two, three, four, and five, as well as Development District three, which is located north of cell one.
[8:28] So that’s where the evolve um residential units are located. So next I will be giving a high level overview of the site history. So in 1959, the landfill became began operation. And in 1965 the Cal Compact landfill had ceased operations.
[9:01] In 2006, the former owner, Carson Marketplace LLC, proposed a mixed use commercial development which included hotels, entertainment and residential units. And in 2015 the Carson Reclamation Authority acquired the site. In 2019, a proposed project on cell two arose for the Los Angeles Premium Outlet, and in 2022, the Carson Group owner, LLC received entitlement to modify the permitted land uses and development standards for Planning Area three to allow approximately one point
[9:33] 5,000,000ft of light industrial development and roughly 34,000ft of commercial and retail uses. Known as the Country Mart. So the proposed project includes a specific plan amendment, and this amendment would modify the permitted land uses and planning Area three.
[10:01] So we can combined Planning area three A and three B to restore the area into one planning area, as well as removing the country mart and reducing the number of industrial buildings from 6 to 5, while maintaining the same square footage and the same uses allowed by the specific plan.
[10:28] So here you can just see a visual that the 2026 modification is proposing to restore. Planning area three as one planning area. And here is another visual where you can see that the proposed project will be removing the country mart and reducing the number of industrial buildings from 6 to 5, while maintaining the same square footage and uses.
[11:05] The proposed development project is consistent with zoning and complies with the design standards of the District of South Bay specific Plan. Industrial uses are permitted use for the specific plan and industrial uses are compatible with uses within the vicinity. Access to the project site will be provided by two mayor, two primary routes, Leonardo Drive, which um the CRA is responsible for its construction and Stamps Drive.
[11:31] Both will provide local access to the industrial uses. Additionally, um buffers between the light industrial uses and the adjacent residential uses will be provided and these buildings will be set back from property lines ranging from 70 to 113ft, and the Torrance Lateral, which you can see is highlighted in blue.
[11:57] Um will provide an additional 75 foot buffer between the industrial uses and the residential uses. So per the specific plan, the project requires 778 parking spaces and the project will actually provide 1368 parking spaces. This exceeds the requirement of parking by roughly 44%.
[12:31] The project also includes amending the vesting, tentative track map and um providing revision to the subdivision. So there is one correction with the staff report. The subdivision is actually to subdivide the property into seven parcels, not five, as well as the landfill operations center. New lot number is seven, not 14.
[13:03] The project was reviewed against the city’s general plan for compliance and was determined to comply with several of the city’s general plan policies. Some policies to notes are general plan policies. See Dash Dash six, which states to explore opportunities and seek funding to remediate and develop brownfields as sites to spur economic development.
[13:29] So the 157 acre landfill is a brownfield site and is being, uh, proposed to redevelop. With a mix of residential, commercial and industrial uses. General plan land use, um. Policy number LURG13 states to ensure adequate buffers and transition between industrial and residential land uses.
[14:02] As sites are developed and redevelopment, and as previously mentioned, the project provides buffers from industrial uses to the residential uses ranging from 70ft to 113ft, with the Torrance Lateral providing additional 75ft, and lastly, General Plan policy C I, r g. Five states um manage parking demand and supply through the provision of adequate and convenient facilities.
[14:27] So the project proposes to remove the country market aspect of the project, as well as reducing the number of industrial buildings from 6 to 5. So this will reduce the overall parking demand and traffic to and from the site. So here you can see the proposed elevations for the project. The industrial buildings will be designed in a modern aesthetic.
[14:59] So it’s going to incorporate blue glass aluminum storefront and metal entry canopy to just, um, create a visual interest to the property and break the monotony. And additionally, the proposed height, maximum height for these buildings will be 46ft, which is way below what the specific plans allow. It actually allows up to 65ft, and they’re proposing 46.
[15:30] So furthermore, prior approved mitigation measures for safety will stay in place. Some of those measures include the buffer between the light industrial uses in the adjacent residential uses.
[15:53] Loading areas will be screened by the orientation of the building as well through fencing and landscaping, and tube steel fence with acoustic windscreen will be installed to help buffer sound. In regards to truck circulation, there will be no trucks permitted on residential streets, no truck access on Avalon Boulevard and no queuing on public roads, to name a few. Additionally, um, no outdoor industrial activities will be permitted in restricted areas between the hours of 10 p.m. and 8 p.m..
[16:25] Again, these are all existing safety measures from 2022 that will remain in place. There are no changes. 8 a.m.. So just to reiterate, the proposed project, um, proposes no changes to planning area one, planning area two, or Development District three.
[16:54] It only proposes modification to planning Area three by removing the country mart and reducing the number of industrial buildings from 6 to 5, while maintaining the same light. Industrial uses and um square footage of previously approved.
[17:21] So for this project, a six guideline, section 15168 consistency memo was prepared, um, as the project is only proposing removal of the country mark and reducing the number of industrial buildings from 6 to 5, we’re all maintaining the same uses and square footage. Um, it was determined that those substantial changes were identified that would require major revision to the 2022 supplemental EIR.
[17:45] And overall, the project, um, is consistent with the 2022 supplemental EIR and reduces the overall development intensity of the project site. So for the meeting tonight, public notice was done in accordance to the Carthage Municipal Code. In addition, the mailing radius was expanded to 2500ft. Therefore, staff recommends adoption.
[18:23] Uh recommends the Planning Commission adopt resolution 26-2902, recommending to the City City Council approval of door amended vesting to track map and Ceqa consistency memo, as well as adoption of resolution 262903 with the correction of removing conditions 11 through 16. In regards to diff and CFD, this will be addressed in development Agreement, which is under the purview of the City Council and I believe, Assistant City Attorney Jones may have some additional requests.
[18:53] Yes. Thank you, Miss Pompei. Um, madam chair, members of the commission, we have a walked on revised version of resolution number 26 2902, which has been distributed to you. Copies are available for the public if they would like. Um.
[19:14] And those, um, those edits were essentially to make clear that the planning commission’s action tonight on the development and site plan review and the vesting tentative track map and the sequel findings is a recommendation to the City council, um, and then we also have some edits to, uh, resolution number 26 2903, which I will read into the record.
[19:39] Um, the first edit is there are several blanks you’ll see throughout the, uh, recitals and the conditions of approval and throughout the resolution for dates and entitlement numbers. Uh, we just request the Planning Commission’s authority to, for staff to fill in those dates and, and entitlement numbers after the fact to fill in those blanks.
[19:56] Um, and also to add exhibit A, which is the legal description. Um, we also would, uh, revise the title of the resolution to clarify that, um, the the action is to, uh, recommend city council, uh, making the secure finding, uh, as well as approving the specific plan amendment and um, development agreement with subject to conditions of approval.
[20:22] Um, we have the removal of conditions of approval numbers 11 through 16. As Miss Pompeii mentioned, we have the section three B, we have deletion of the words residential, retail, recreation and the phrase residential retail recreation and would be deleted from three b. The finding.
[20:48] Uh, we have uh section four addition of the words uh rec afterwards, as the Planning Commission further finds that the proposed project, we would add the words recommends and recommends that the city Council find. So at the beginning of section four would read the Planning Commission further finds and recommends that the City Council find that the proposed project is within the scope, etc.
[21:10] , and section five, um, where after a where it says adopt the specific plan amendment, uh, with the entitlement number, we would say we would add subject to the conditions of approval attached as exhibit B, and then we would delete section six, which is an appeal provision which does not apply because it would be a recommendation that only action

[26:09] This is a truly amazing development and an asset to the city. The project is an amazing step to the right direction that Carson deserves. The project and this developer are creating good paying jobs that are not going to just be for a couple days, a couple weeks.
[26:28] We’re talking about decades of growth, development, and the economy is going to soar. This is a healthier economy. And the growth for California that we all deserve. [41:28] As you may recall, uh, about four years ago, my department working with the city council, the Economic Development Commission, the planning Commission put together, uh, the city’s economic development strategic plan. That was roughly four years ago. We have had we have made amazing progress towards the goals and objectives of that. And I know we’d promised you we were going to do a presentation tonight on that.
[41:45] Unfortunately, our economic development manager, Chris Palmer, is out of town at a conference. So at our next meeting, we have a comprehensive report, uh, that we’re going to be sharing with you. That same report is going to the plan is going to be the City council on September 1st.
[41:59] So you want a sneak peek of what’s coming for you guys? Feel free to tune in. Uh, if you recall, a couple months ago, I shared with you a vision for the redevelopment of the Carson Civic Center campus. That request for qualifications and proposals closed two weeks ago, and we got three proposals. Whoa. So. Our regulations.
[42:20] We are, as staff, very excited. I can’t share any of the details. Yet. But I will say, uh, I’m excited to based on what I’ve seen and what the potential for this 20 acre campus could be in the future. So, uh, more to come, Madam Chair.

[44:35] We were I was really praying for you. So glad to see you. And thank you to the staff, the planning staff. You guys do awesome work. I appreciate you. And, uh, uh, it was nice tonight.
[44:55] Everybody seemed to have been on the same page and really excited about what’s getting ready to happen for the 147 acres. I think everybody’s really ready to see a change. Yeah. Me included. So, um, the, um, Country Mart, um, I’m hoping that something will happen. I hope it’s really, uh, not off the table for real. I know you said it wasn’t, but we just hope to see that or something like that.

[45:46] But I would like to to just to highlight how great it is to get the band back. As has been said before. Um, it’s been a minute, almost two at this point, right. Uh, but it’s it’s really nice to, to get everybody back together pulling in the same direction.
[46:09] Um, the staff again, that very comprehensive report is amazing. Uh, and, um, you know, the, the community coming through obviously at the developer being here, uh, and seeing representatives not just from, you know, from the workers or professionals that will be part of this project, but also the community, the youth, the faith groups that have been here. Um, that is awesome to see.
[46:33] And that just shows that we are all pulling in the in the same direction. Um, I do recall though, before we we took our little break, I had requested information about the, uh, um, you know what I’m talking about.
[46:52] The, uh, on Main Street, uh, the southern end of Main Street. Uh, we do not have a left, uh, left turn arrow, which, you know, um, slows down the flow of traffic there. I know we were talking about having the traffic engineer at some point. I just wanted to to bring that back up. But. Yeah. Yes. Thank you for thank you for the reminder.
[47:17] And we did inquire with the traffic engineer. Um, I, I have to, you know, I’m always transparent to everyone. I dropped the ball on this. I meant to contact you to say, hey, uh, which which direction? Um, uh, were you inquiring about for the left turn arrow? He did have a follow up question, so I will

[47:56] I would say diddle diddle diddle and that and that’s truly what it is. Let me begin by saying the professionalism of your department is just so wonderful. I appreciate your being ready and having the answers right there for us. So we don’t really even have to go to the next meeting as much appreciated. It really is.
[48:21] And the country mark again, a lot of our residents, that’s was a hook for them. So I do agree. Wait to see where those things are going to be added on later on. But for the reporting and for this commission, the way that we huddle together as a team is so refreshing to me.
[48:39] I wait to, in anticipation to see what it is that we’re going to be presented at this workshop that’s expected of us.
[48:57] I guess we need to roll up our sleeves a little bit more, but it’s wonderful to be back and to see everybody and to know that everybody is really ready to answer or dig in and get the answers for us. [49:50] And, uh, I think the project spoke for itself, uh, as we’ve stated, and we continue to restate that, uh, we appreciate all staff’s, uh, efforts to put these presentations before us, but it’s a collaboration also with those developers or those principal folks that, uh, bring a lot of that information. Uh, and somehow or other, you’re able to work through, uh, with those, uh, applicants, developers, all the entities. So, uh, thank you for the comprehensive report.
[50:17] And again, it’s it’s always great when, uh, we have good players, uh, that, we can work with and help make this, uh, city even greater. Thank you. I’m complete. Thank you. Um. So, first of all, it’s great to be back. It’s great to be back.
[50:38] I know everybody’s been busy working on. All you have to do is drive through the city. There’s so much going on. And since we last came together, if you’re driving down Avalon, uh, and you’re traveling south on Avalon and you get past the freeway, you’re looking at what is it called, the Manhattan Square. Manhattan square.
[50:59] And if you have not had a chance to go and look at those townhomes over there, they are absolutely mind blowing. Gorgeous. Uh, the developer who started that, of course, is is a part of the team that’s working on this project as well.
[51:21] And then if you, uh, look to the the east side of Avalon, um, they’re laying all kind of conduit and things are happening over there. You go through the city, and there’s just so much going on. You can see our, our, our network, our, our fiber optic network going in all over the city.
[51:44] You see those big what they call wheels of blue conduit that they’re putting in. I mean, you know, so it’s a pleasure to have the traffic blocked because, you know, that progress is being made.
[52:04] Uh, the staff throughout, throughout Carson’s, you here planning commission, city council, all the staff members who are working on the various phases of the different projects that are going on in this city. Um, it’s a lot of work and there’s a lot being done. We’re thankful to our legal team and all those who participate in making this city great. We will be a metropolis. I have, I’ve claimed it, I’ve said it, and that’s it. So happy to be back.
[52:21] We have a lot of things going on. As we continue our meetings, we will be making announcements. We have the jazz festival that will be coming up October 3rd. Our volunteers are going to begin planning that process, along with staff, uh, co-hosting with uh, Carson Citizens Cultural Arts Foundation.
[52:41] Uh, and our meetings will actually start this Saturday for the jazz festival in October. Uh, the meetings for the women’s conference that also takes place about two weeks into October. Those meetings have already started. So that’s happening. Uh, we just completed a backpack giveaway with the mayor this past Saturday, so it’s non-stop. But that’s a good thing.
[53:00] It keeps us active. It keeps us involved, keeps us involved. Uh, it is with sad news for those of you who knew Wayman Baker, who was a member of the Carson Citizens Cultural Arts Foundation, passed away this weekend. Uh, we I’m asking you to be in prayers, uh, for his family.
[53:20] His wife, uh, Janet Baker, who also lost her son about two weeks prior to that. So the family is going through quite a lot. They happen to be a neighbors of mine on my street, on my block. Um, and so life is just a it it’s fleeting. It’s fleeting.
[53:42] And so we don’t have time to really dwell on the negative. We must always be dwelling on the positive and moving forward to make things happen. And that’s what I love about this commission and this staff. We keep it moving.
[54:01] So be in prayer for those families, that family and any other families that you know may be going through some hurtful times at this time with the loss of loved ones, or maybe economic distress or whatever it may be. During these times. But let’s keep each other in prayer so that we can continue to lift each other up.
