That is [2:43] one of many trump retreats [2:45] that's happening in this area [2:47] but ours is from 2 to 4 and I [2:48] think ours will be the best. [2:50] And then we have some [2:51] fundraisers coming up just to [2:52] let you know on friday, [2:53] november 13th we're going to be [2:55] having a artisans showcase. Is [4:33] There a second item have been a [4:36] motion by a council member you [4:38] want to handle this on a [4:40] Motion? >> motion by council [4:42] member terry posey seconded by [4:44] council member joanne rail all [4:46] those in favor indicate by [4:47] saying I same same for those [4:50] Opposed motion carries the [4:52] minutes are approved. Don any [4:54] communications this evening? [4:55] no, mr. Mayor. No [4:56] communications. Okay. At this [4:58] time on our agenda we have an [4:59] opportunity for citizens [5:00] Comments and petitions. If so, please come up [5:08] to the podium and state your [5:10] Name and address for the record [5:11] please. Anyone coming tonight? [5:14] okay. So citizens comments or [5:16] petitions this evening we'll [5:18] move on to officials three [5:19] official reports. This is our [5:22] Back to back meeting here. So I [5:26] just want to comment I think [5:28] we've all had an opportunity to [5:30] Participate in fall festivals. [5:32] great event. And kate and drew [5:35] and all the staff that worked [5:37] very hard at putting that [5:38] together and particularly those [5:40] Who work the inflatable also [5:41] give them a lot of credit for [5:43] that. But a very good event and [5:45] the community really enjoys it [5:47] and thanks for all you do to [5:49] put that together. I know drew [5:51] Comes down a little bit under [5:52] the weather after all the work [5:54] that he's put in but really [5:57] appreciate the great event [5:58] everybody worked on. As I say, [6:00] A good community event. I'm [6:02] going to turn it over at this [6:03] point and this is our last [6:07] formal council meeting with [6:10] Wayne davis. And wayne's been [6:11] with us a little bit about nine [6:13] years and two months now and [6:16] not quite two months but august [6:18] 17th I think of 2017 and I [6:24] Don't think anyone can possibly [6:26] say that this has not been a [6:27] tremendous nine years with [6:30] Wayne at the helm of the city [6:33] manager we've been extremely [6:34] fortunate to have wayne come on [6:38] board and I'm going to turn it [6:39] over because I think all [6:40] Council members would would [6:41] like to say a couple of things. [6:43] sure. >> before I discuss wayne [6:47] over their history real >> [6:50] Quick I'm on the history [6:52] committee speaker series is [6:54] back up and running on 1020 tim [6:58] gaffney will be discussing [7:00] Brewing the burg the about [7:04] miami's byrd brewing it's been [7:06] going on down there for for a [7:08] long long time and ghost walk [7:10] There are still tickets [7:11] available and that's coming up [7:12] on ten eight if you want [7:14] tickets go online to central [7:16] washington history for suburbs. [7:19] we had a great discussion on [7:22] The importance of flock cameras [7:24] and how important they are to [7:26] our city and all the [7:28] surrounding cities. We talked [7:30] In depth about ways that we can [7:33] guarantee the security of the [7:36] data that flock gathers. So [7:40] With that being said, we all [7:42] agreed that it is important and [7:44] we'll continue to monitor the [7:45] importance of it and how we how [7:47] we safeguard those freedoms [7:50] That we have and that was from [7:52] first tier suburbs. Now about [7:55] wayne but first of all I've [8:01] Developed a wonderful [8:02] friendship with you one that I [8:05] anticipate having for the rest [8:07] of my life. But you came into a [8:10] City >> and as you leave it, [8:12] you you leave it in much better [8:14] place than it was and you look [8:17] at our city jewels stubbs park, [8:19] cornerstone yankee trace and [8:21] Bonhams grove they have all [8:23] been improved immensely under [8:25] your leadership. Our staff is [8:28] stronger than it has ever been. [8:30] Thanks to your leadership, our [8:32] council we are better off for [8:35] your leadership. You have [8:36] taught us a lot about this form [8:39] of government and how it works [8:41] And how we make it stronger and [8:43] the stronger we are and staff [8:45] is is so much better for our [8:47] people. So the city [8:48] of centerville we are in good [8:50] Hands and the city is in a [8:52] great spot thanks to you wayne. [8:55] and I also want to thank kate [8:56] because your wife because I [8:59] know how many times your out in [9:01] The city doing things going to [9:03] event after event after event. [9:06] and I want to thank her for [9:07] sharing you with all of us in [9:09] the city of centreville. And my [9:10] Friend, I look forward to [9:12] taking it up with you soon. [9:19] wayne it has just been so [9:22] Enjoyable to know you and get [9:24] to get to know you. I like the [9:27] way you think you're doing just [9:28] logical. You have a very [9:30] Comprehensive way of putting [9:32] all the pieces together just to [9:34] make them go perfectly and that [9:37] I just am amazed at how well [9:39] you you do that, you know and [9:42] It's not just what you have [9:43] done physically. Our city has [9:47] tremendously grown in many [9:49] beautiful ways and it's very [9:51] Visible to many people. But [9:52] it's how you do it, you know, [9:54] it's reaching out to the [9:55] community. Having those open [9:57] houses where people aren't [9:58] always very pleased to see us [10:01] Handling that discussion. And [10:04] you know, a lot of that wasn't [10:05] done prior to your coming to [10:07] our community. You know, you [10:11] Have hired an amazing staff [10:14] that is probably one of the [10:17] creme de la creme actions that [10:20] That you've taken here. And you [10:22] have the vision and you know, [10:25] I've been telling him he's the [10:26] engine, you know, behind so [10:28] many of the wonderful changes [10:29] that have happened to the city [10:31] Both visible and invisible to [10:33] most of the community. I just [10:34] want to thank you. It's such a [10:36] pleasure to get to know you and [10:37] I certainly hope we see each [10:39] other more. Thank you. Wayne [10:45] Let's. Yesterday I had a big [10:47] major birthday and as you know, [10:49] you were part of my pre-birth [10:50] Celebration recently, but I [10:53] saved all my birthday cards to [10:55] read last night and the [10:57] highlight was the one I opened [10:59] that came in the mail a couple [11:01] Of days earlier from you. And [11:03] as I read it it reminded me how [11:06] much relationships matter to [11:09] you and the effort you put into [11:12] Making sure that everyone feels [11:15] special and appreciated. And I [11:18] know you do this with all [11:19] of your staff as well. But to [11:21] Read that card that was really [11:23] a letter just made me you [11:26] brought me to tears and that [11:29] you know that relationship we [11:32] Are going to continue that [11:34] thank you for everything you've [11:36] done for us. Thank you, bill. [11:41] Wayne, as you know, I've been [11:44] on council now this is my 11th [11:46] year and the first year I was [11:48] here we made a very important [11:51] Decision to raise the city [11:53] income tax which our voters [11:55] generously granted us. The [11:57] second year I was here we hired [12:00] You and I think the two go hand [12:03] in hand because we needed the [12:05] resources to match your vision [12:09] and and it has been about a [12:11] Tremendous vision and it's been [12:14] a tremendous accomplishment. I [12:16] want to commend you for the [12:17] excellent summary you had in [12:19] last week's update. Of of the [12:22] Things that have happened in [12:23] this nine years and I would [12:25] maybe encourage kate to have [12:27] that published more widely [12:29] because I think our citizens [12:31] Need to understand the great [12:33] progress that this city has [12:36] made over over that period. But [12:38] I think the most important [12:40] Thing that you have done and [12:42] it's what we asked you to do [12:43] when you were hired is you've [12:47] created a culture within the [12:49] city that that is a positive [12:51] Culture that you've brought in [12:53] staff who have bought in and [12:55] who propagate that culture and [12:58] and you've held that at the at [13:00] The highest level as we have. [13:02] we've executed a very [13:04] aggressive strategic plan or [13:06] strategic plan still and has [13:10] And also as I observed in our [13:13] work session today in our last [13:17] work session with you, we are [13:19] very fortunate as a council in [13:22] This goes to all the council [13:24] members as well as you that [13:26] we've never had a conflict in [13:28] those work sessions and I read [13:30] The papers about other cities [13:32] and they fire and they [13:35] reinstate and they have all [13:37] these splits within a council [13:39] about city management and and [13:43] It's part of the culture that [13:44] you helped create that that we [13:48] we operate in a much more [13:50] Productive way without all [13:52] those silly distractions. So [13:55] thank you wayne and I know [13:57] we'll run into you many times [13:59] in the future. I know I've told [14:05] This story at least once in [14:08] work sessions in 2014 is when I [14:11] Decided I was going to get on [14:12] city council because I had a [14:16] little dustup with the city and [14:18] it did not sit well with me for [14:21] Ten years and when I got on [14:23] city council and saw how [14:26] council worked, how you worked, [14:28] how your staff worked. I it was [14:31] Lame for me to even get on. It [14:33] was all under control. There [14:35] was nothing that I could bring [14:38] that I thought that I was going [14:39] to bring because council had [14:42] Chosen you and you made a [14:45] difference here and we will [14:47] miss you. I will miss you, [14:52] Wayne. I've known your wife for [14:54] probably 30 years. I >> know [14:59] that's a good stuff to get. [15:00] Will get you seriously and I [15:04] know I know you know that but [15:06] you just don't follow it and [15:08] your wife is one of the finest [15:11] Lawyers and finest judges in [15:13] this area and I respect her and [15:17] she had good choice by choosing [15:19] you and you may not have chosen [15:21] Her but she may have to and you [15:23] and and I look here and I have [15:25] been on the council that long [15:26] as you know. But when I look at [15:29] benton's girl you know wayne, [15:31] Wayne, brooke and I look at [15:33] stubbs and wayne did that and [15:35] that and they improvements and [15:37] yank wayne did that and I 675 [15:40] He hasn't done it yet but we're [15:41] working on it and the computers [15:43] in this in this building wayne [15:46] turned that around and I just [15:48] have to say that I, I am so [15:51] Happy for your service here. [15:53] I'm sad that you're leaving and [15:55] just wish you the absolute [15:56] best. Thank you. Jennifer just [16:03] Let me mention one thing we're [16:04] glad you're on council. Thank [16:06] you. We're glad you did run for [16:08] council. We're glad you found [16:09] out what you did think maybe [16:12] Was here but you've been a huge [16:13] addition to council so we [16:15] appreciate that very much. [16:16] appreciate it. Just very [16:18] briefly, wayne and I sat next [16:20] To each other not knowing each [16:22] other probably about ten years [16:25] ago probably yeah probably [16:27] about ten years ago at a [16:28] lincoln day dinner and kate [16:32] Wayne's wife and my wife were [16:34] talking about books and wayne [16:36] and I were I didn't know what [16:38] who the heck wayne was. He [16:39] didn't know who I was and we [16:42] Got to talking and found out [16:44] what wayne was in government. [16:45] he was a city manager down in [16:47] montgomery and that I had [16:49] started as mayor at the city [16:51] Of centreville and we got to [16:52] talking and I thought it was [16:53] very interesting person. I [16:55] really enjoyed talking to him [16:56] and we got together down in [16:57] montgomery at a very nice lunch [16:59] place for lunch one time down [17:01] There and wayne took me over to [17:02] city building and and then we [17:05] had an opportunity to and I [17:07] really enjoyed talking with [17:08] wayne both at the lincoln day [17:09] dinner when we went for lunch [17:11] And I thought, you know, he's a [17:13] pretty decent guy and when we [17:16] had an opening for city manager [17:18] we couldn't have asked for a [17:20] Better result than we got. I [17:22] mean we had a nationwide search [17:24] of the community may not know [17:25] that but they probably do. But [17:26] we had a nationwide search and [17:28] we had a lot of people apply [17:29] and when we got down to the [17:31] Final person as to who the [17:33] final couple as to who was [17:34] going to be selected, our city [17:36] manager was unanimous that we [17:38] chose wayne no, not a bit [17:39] of hesitation for many of us on [17:41] Council I think we were all [17:43] very, very impressed with what [17:45] you had done with montgomery [17:46] and what you brought to the [17:48] city of set. What assured us [17:50] That you would bring to the [17:51] city of centreville and we had [17:53] a 12 to 18 month goal and both [17:56] goals for wayne and you met [17:57] them all and we couldn't be [18:00] More pleased and that that you [18:04] have worked so well with our [18:06] community and with us and we [18:08] couldn't ask for any more. And [18:11] As bill said and I mentioned to [18:14] you the other day we we've had [18:16] gender meetings now for nine [18:18] plus years and I've never [18:20] Walked out of an agenda [18:22] meeting. I've never walked out [18:23] of a I don't think any of us [18:24] had where we thought we're not [18:26] moving in the right direction [18:27] and and that's that's a credit [18:30] To you that's a credit to the [18:31] great staff that that you that [18:34] you brought into the city and I [18:36] don't know who said it I think [18:37] was bill said the culture [18:39] absolutely the the culture and [18:42] So that the culture of of the [18:44] city of centreville and the [18:45] staff and how you work [18:48] outstanding and you know big [18:51] Projects are not handled in one [18:53] day there with the concept of a [18:56] little bit of improvement every [18:57] day and that's that's what [18:59] you've done and I know you [19:02] Didn't come in and say we're [19:03] not going to we're going to do [19:04] an event center in a way or go [19:05] and that's it, we'll get it [19:06] done. It was oh every day [19:08] working with staff, working [19:11] With council to improve our [19:12] community and we are so [19:14] fortunate. I'm sorry you're [19:15] leaving but I understand it [19:17] after the last meeting that [19:18] went on to about 11:00 those [19:21] Meetings are tough at night and [19:24] the way and I think we all [19:26] consider you a good friend and [19:29] I want to our friendship to [19:30] Consider or to continue and I [19:34] hope that that it does I feel [19:36] positive that it what it will [19:37] the will continue to get [19:38] together for golf and other [19:40] Activities but we want [19:42] definitely want to see you [19:43] around a lot of the activities [19:45] for the city of centreville and [19:47] again thank you for an absolute [19:49] job that has been you've done a [19:51] Terrific job and we feel great [19:55] that that you're here and we [19:57] feel great that you're retiring [19:58] on your own note and over this [20:01] Period of time. So thank you, [20:03] wayne, for all you've done. [20:04] thank you for all the kind [20:05] words I'm going back to to [20:10] Build point culture strategy [20:12] for breakfast and if you don't [20:15] create a culture the culture [20:17] will create itself. And so I've [20:20] Been fortunate to be able to [20:22] work with you. City council [20:24] have the support for creating [20:26] that culture because it does it [20:28] takes resources to to build a [20:30] Culture mostly time and the [20:33] relationship building that's [20:35] necessary for that but you also [20:37] need to make some investment [20:39] of of funding but I will miss [20:42] Working with city council. I [20:44] will miss working with the best [20:46] team and I'm not saying it [20:48] because we're here tonight. I'm [20:51] Saying it because it's the best [20:53] team I've ever worked with and [20:55] that's a heck of a way to wrap [20:57] up your 35 year career is [21:01] WORKING WITH PEOPLE AND WORKING [21:11] With people like this. They [21:16] they are an unbelievable team. [21:18] they they're humble, they're [21:21] Driven. They are smart. They [21:24] they are effective and they [21:26] care about the community that [21:28] they serve. So it's been a [21:33] Great run. I'll miss the work [21:35] even the I'm all about work and [21:39] I will be working probably [21:42] Pretty soon after after I my [21:44] last day on november 10th. But [21:47] the important thing is I think [21:49] the city of center bill is in a [21:51] Fantastic place. I think the [21:54] resources are aligned I think [21:57] put in an organized fashion so [22:00] My successor michael norton [22:01] smith will know how to insert [22:03] the key, turn it and keep it [22:06] moving forward with many of our [22:08] staff with the exception [22:11] Of tyler and tyler's moving on [22:13] I think with the support of all [22:15] of us even though we are anti [22:17] his move we are we are we are [22:20] In favor of his move because [22:22] it's going to be better I think [22:23] for his personal and [22:25] professional life moving [22:27] forward. So he will certainly [22:29] be missed as well. So I, I say [22:32] Thank you for the kind words [22:33] thank you for the support that [22:35] you've given me over nine years [22:37] and I'm talking to both council [22:39] and staff and citizens in the [22:41] Process and couldn't have done [22:44] it wouldn't have want to have [22:45] done it without all of you and [22:49] I've been pretty darn fortunate [22:50] To be able to make that happen [22:52] so thank you. Thank you wayne. [22:55] thanks wayne. You did mention [23:00] Tyler if we can just tyler [23:04] would you might just if you do [23:05] mind. Tyler just telling us to [23:07] where you're heading off to [23:09] that but we are locking the [23:10] Doors so that you can leave [23:12] soon. Absolutely. Thank you. [23:14] thank you, mayor. And you know, [23:16] similar to wayne, I've been [23:17] here almost eight years and you [23:19] know we've accomplished a lot [23:20] Together and looking at this [23:21] slide going back and forth here [23:23] on the show and the memories [23:25] that kick in and all the people [23:26] that I've worked with things [23:27] that I'll definitely carry with [23:28] me the almost eight years I've [23:30] Been here so I'll miss this [23:31] place. It is bittersweet unique [23:33] opportunity to go to go home or [23:34] close to home. It's the butler [23:36] county finance authority is the [23:38] name. It's the old butler [23:40] County port authority. It's [23:41] been rebranded the last couple [23:42] of years. My former city [23:43] manager and hamilton joshua [23:45] smith, he left a couple [23:46] of years ago at the city and [23:48] started up a restart of this [23:49] organization to be active and [23:51] Foster development and [23:53] financing and administration [23:55] throughout the entire county. [23:56] so I will be helping him. It's [23:58] a small team so it'll be not [23:59] what I'm used to at least the [24:00] City of hamilton which is much [24:01] bigger than also here having [24:03] lots of people. So it will be [24:04] smaller but it'll be different [24:06] but similar. So I'm excited for [24:07] that close to home obviously [24:09] it's still being public sector [24:10] Doing what I know administrator [24:12] and economic development and [24:13] finance so looking forward to [24:14] it. Unique opportunity so it [24:16] was too too good to pass up and [24:18] but I will miss this place for [24:19] sure for sure. Well we [24:21] Appreciate what you brought to [24:22] the finance department and john [24:26] parcher. I talked to john. He [24:29] was unhappy that you were [24:30] Leaving. He called me the other [24:31] day. Okay. I spoke about god [24:35] love him and but his thought on [24:39] fund balances and I also have [24:41] In the finance committee do you [24:44] you did a great job with that [24:46] and the staff that you have and [24:48] you kind of dug out of a hole [24:50] When you got here like you said [24:51] the other day you didn't talk [24:53] to wayne about then wasn't real [24:55] sure why you came here at that [24:56] point. It just was day >> three [24:58] if I recall. I think I was like [25:00] I don't know about this. This [25:02] is going to be a lot but we got [25:04] there and it makes it all [25:05] obvious we want to get through [25:05] all that and the things you [25:07] learned from from those [25:07] situation so well >> when you [25:09] will start will they start with [25:11] Dos down there where you have [25:12] >> I don't know if they have [25:13] software at all. So okay. I [25:16] think they want to become more [25:17] sophisticated so I'll be [25:18] handling all the day to day and [25:19] then also structuring [25:20] Financings and getting out [25:21] of the communities as well with [25:22] development. So we do a little [25:23] bit of everything. Well please [25:24] come back and see us here. [25:26] absolutely. I won't be a [25:27] stranger. Okay. I know too many [25:29] good people here so I'll be [25:30] Around despite the by the [25:32] drive. Well thank you for all [25:33] your work. Definitely did a [25:35] great job. Thank you. Okay it [25:39] wayne, I'm going to turn it [25:39] over to you for the city [25:41] Manager's report. Anything else [25:42] you want to say tonight? Not [25:47] really. I think we covered in [25:48] work session and there we [25:50] Actually covered in the work [25:51] session prior to two a week [25:54] ago. So not really anything new [25:56] to report tonight. Okay. Thank [25:58] you. Thank you. We will >> move [26:01] On to all business. There is no [26:03] business this evening and we [26:06] also under new business we have [26:08] no business this evening so we [26:10] Will move on to the consent [26:11] agenda and the consent agenda [26:13] are items that have been [26:15] considered by city council. We [26:16] do consider them to be [26:17] relatively routine. We've had [26:20] An opportunity to review them [26:21] before either by memorandum or [26:22] discussions in council work [26:24] sessions and any council member [26:26] may remove an item for separate [26:28] consideration from the consent [26:30] Agenda and it does not require [26:32] a second of the five items that [26:34] we have on the consent agenda [26:35] this evening is council is [26:37] there any item that a council [26:39] member would like to have [26:40] Considered for separate [26:41] consideration hearing none.
