[0:17] [Applause] [0:25] [Applause] [0:46] one nation [1:08] [Applause] [Music] [1:10] if that is public hearing and conciliation this whole you two probably [1:19] [Applause] [1:23] pushing this big hearing how to sing honey eat over there is Nicole [1:46] [Music] [1:50] section two - too early at six applause we could afford insurance system [2:02] references a memo May 12 2015 it changes the 6-2 the poll [2:14] [Applause] [Music] [2:16] [Applause] [2:29] my best guest councilman he said he here's the question that was submitted [2:36] to the electorate [Applause] [2:41] now the simple minutes rather human provide counsel to have five members who [2:48] are elected yeah [2:53] [Applause] because that question did not speak to [2:57] the quorum that it was decided by community code that it didn't change [3:12] [Music] [3:24] animal operating budget organs general Fung speaking I understand we have a [3:31] substitute pain to describe how the president's members of the council thank [3:40] you for the opportunity there are two sub a's one is regarding the annual [3:47] operating budget ordinance general one is essentially basically the excel file [3:52] with many different many additional columns at it from the instead of the FY [3:59] 18 + FY proposed 19 being the only two capcom with the various came to third [4:05] there are no the FY 17 adopted budget actual order FY 17 ordered an actual the [4:13] variance the FY 18 adopted budget at by 18 quarters three pending FY 19 proposed [4:19] budget and FY 18 implementing guard had been requested by the council the other [4:27] one is an ordinance amending the FY 19 salaries of department heads and others [4:33] and unclassified service as a sub a there were some it's as you can see the [4:40] portion that were incorrect at the crossed-out are added and they are the [4:46] items that we have been discussing as a council throughout your workshops [4:55] fabulist any of that [5:06] [Applause] [Music] [5:11] I'm pretty powerful one [5:20] there's public area so we're actually at [5:49] yeah absolutely [5:55] yes yes so there are two sub A's that we are [6:00] looking to introduce they are pull somebody's that we have been talking [6:04] about throughout the workshops is the annual operating budget ordinance this [6:10] one the budget that we had introduced has FY 18 and my 19 at the variance and [6:16] their constant I requested more more line items or more lines is it for for [6:24] context so we added FY 17 adopted budget FY 17 ordered an actual variance between [6:31] the two FY 18 adopted budget FY 1843 ending at 519 proposed budget and FY 18 [6:39] percent by 19 variance so that is the changes and as you can see all those [6:43] items are underlined because those when you since we're introducing those new [6:48] portions they're underlined but in terms of the the body of it none of the [6:53] numbers have unchanged the other one is fairly similar we have [6:59] the an ordinance amending the FY 19 salaries of the pumpkin heads and others [7:04] assuming and others and unclassified services to pay they were missing some [7:10] people mislabeled and so those are also underlined and those will have been [7:18] discussed during the workshop so there's nothing new that's been presented this [7:22] is just cleaning up some of the original documents thank you [7:30] what is your pleasure underage yeah we have a substitute yes so we gotta make a [7:44] motion to substitute lessons every day that were just explained to identity [7:55] visitor so we're making a motion to accept this relative motion by Becca - [8:05] Magnemite - in stewards of the truth a [8:14] respect [8:18] I would like to ask about that because we see this release is so traditional [8:21] cleaning out the security effective [Applause] [8:30] [Music] [Applause] [8:42] [Music] [Applause] [8:49] [Music] [8:57] [Music] yes right I see make you [9:08] [Applause] the stuff you have [9:16] [Applause] [Music] [9:19] [Applause] [9:27] [Applause] [Music] [9:32] [Applause] yes [9:40] [Music] [Applause] [9:46] they look super cool as amended the annual operating budget over there like [10:09] second icon to the top and tomorrow any disco [10:14] [Music] [10:18] yes yes yes next morning to the doorman pertaining to the salaries of the final [10:36] medics and others and hypotheses [10:41] - objection - eh [Applause] [10:58] [Music] [11:07] [Music] [11:15] [Music] [11:21] there's one of this ascent may 23rd it's a tradition of the year to be it was a [11:30] number [11:49] well because we just approved as amended from the operating budget again it's [11:56] only the first passage [12:06] you [12:11] [Applause] [12:18] yeah [12:23] [Music] [Applause] [12:33] [Music] I have a question that it seems to be a [12:41] personnel change in their psyche page change with a Redevelopment Agency [12:47] contractor to do special projects the salary I don't know how to do the same [12:55] she was that thank you have yes become that that is the role of Tom dela [13:07] previously he was considered the treat of the title of Redevelopment Agency as [13:15] a contractor now he's been switched over and really in reality what we're using [13:20] it for a special project the Street Station the facade improvement program [13:24] those special projects that need someone that needs someone with the experience [13:27] that sort of projects and it's more expansive than just the Redevelopment [13:33] Agency work that this W so the Job Description is in the packet that I sent [13:40] you and [13:45] the tricky listening it is strictly an agent it would show nothing to do with [13:52] salaries it was just that his work was more expensive than and what he was [13:57] originally titled and so so he's a salaried employee des is a non [14:04] classified salary employee how does that work no you is currently employed with [14:20] this the city so we changed all we really did was change his job title [14:26] right well the contract [14:31] I know [14:48] [Music] [14:52] [Applause] [Music] [15:07] mmm [15:13] in the [15:18] Hey sorry to make you move again last year's budget and his position business [15:34] so that employment definitely last year it's another if I'm not mistaken he [15:41] was funded through the Redevelopment Agency and so since his job [15:45] responsibilities were a little bit more expansive you know but we wanted to have [15:50] a focus on improvement program the train station and the train station district [15:55] we decided that this would probably give you a therapy I finally made it to the [16:03] councilman's question but he is an at-will employee yes he has contracts [16:07] not [16:14] [Music] [Applause] [16:24] yeah I'm here oh yes yes girl yes counselor Salaam yes looking for a [16:38] motion to approve as amended the ordinance for chain of the show is a [16:42] department head to notice any classified [16:57] [Music] you have to eat enough this Bureau yes [17:03] [Music] [17:07] I'm su salon yes [17:12] next item is an ordinance amending the wait isn't generally the first food [17:18] [Applause] [17:25] three [17:29] how's it going to go to my counselor figure little cousin and surviving [17:39] [Applause] [17:48] especially hospital it upset this is quite high for this listen there's an [17:55] issue there about ships detected by the immediate autopilot like burning the [18:03] clothes now so I just reset all three collective bargaining [18:17] unless some unexpected arbitration would think company grow [18:27] [Applause] [18:45] [Applause] the Popol Vuh in every budget ordinance [19:12] [Music] [19:18] just so the rest of the council knows before some of you guys got here I had a [19:22] conversation of the chief of staff and the city solicitor regarding some [19:27] language in the Charter about how the capital budget capital program in [19:35] capital budget ordinance should be detailed every project is actually [19:40] supposed to be made with the amount Josh did said the services that she was staff [19:45] just said this that information be it you know but it should be part of the [19:48] actual ordinance and so next week they're going to submit that [19:52] documentation problem has an assembly to the original so we'll have more details [19:57] about what the projects so it's not a report it's actually according to a [20:08] charter the actual so the budget is supposed to have the projects attached [20:14] with the estimated costs so like I mentioned she was tab sent us that email [20:20] after the second budget workshop we're gonna rework that includes not just the [20:27] hole [20:30] [Music] [Applause] [20:34] yeah [20:45] this expenditure of course [20:56] [Music] [21:07] but it looks like this is some of the capital [21:18] [Applause] [21:21] yeah I'm sorry I'm not sure with the infinities [21:24] I have you sent me to you Kovac right you know okay I apologize so if this is [21:31] [Music] for this is give me just a moment I'll [21:47] put my name on that Center how's this are you okay [21:54] [Applause] [22:04] this is this was a breakdown of other professional services and planning [22:12] department [Music] [22:22] [Music] [22:32] so so my question is so this is separate from haploid right yes so in terms of [22:40] like Tom Keller right yes so I'm just looking at one thing he was spending [22:45] $3,000 independent contractor and so he was saying that in addition to [22:50] everything that said you know Tom does not Tom was paid out of other [22:56] professional services and that's your thing only I don't believe I don't but I [23:08] have to I don't have those numbers and figures right here in front of me but I [23:13] don't believe that to be the case but as with every question that the culture has [23:20] that we want to have to take that back have an answer with to you within 24 [23:23] hours now what I also had asked before is what is what can be Dean capital [23:30] improvement now I don't make nothing a solicitor question but I want understand [23:35] what can be considered capital improvement project specific before when [23:39] I asked for something to happen to imagine troll [23:42] project so there I would like to know what specifically is is the left that's [23:47] on the dinner soon [23:53] I will get that definition and Nevison to the problem and even for the [23:58] description like sometimes it's in the other professional but it's like cut off [24:03] so if it can be like murdered tonight Marissa health number it jump like [24:11] expand dad so we can see what the full description is so so you're asking for [24:19] that report with the description just to include a full description [24:41] [Music] in terms of the other the other hundred [24:48] thousand that we have talked about for necessary Union I don't see it here in [24:53] the rates on the capital plan for fiscal year nineteen every figure out where [25:01] that has not finished yet although it's coming down to crunch time and it will [25:06] have to be determined within the next [Music] [25:10] two weeks or so because we're approaching the deadline so I do know a [25:14] decision has to be made [25:17] [Music] given that there's two weeks left in the [25:24] fiscal year are we currently running a surplus reason why I ask that questions [25:29] given by the council in this question mayor could a is discretion if you're [25:33] running a surplus starting $200,000 [Applause] [25:39] that is correct and I can I insert that I fit more on the bullet my mask answer [25:45] that in the fourth quarter really no we do not have to put in 1 million to even [26:07] are you talking about the three million dollar that seminar so it was a 75% 25% [26:13] split buckets exactly 5 percent positive 25 percent which is 750,000 our CDBG [26:25] most recent application that was presented to the council includes [26:28] funding to help cover those costs and or but that money isn't do all right away [26:33] and so we can pay it over a span of a few years depending on what CVG ends up [26:42] giving us doesn't get what they said [26:52] in terms of the library did we give up the funding from that yes I can confirm [27:02] that I do if they have to be seen that now that it would have been within the [27:06] seven to ten business days I can that was the process that we all of you too [27:11] [Applause] [27:21] [Applause] [27:26] and I put them on the bond [27:34] oh I'd be happy to try to depending on what the question is I can attempt to [27:42] answer it or why not get a paragraph I guess I'm just confused on this the [27:47] spreadsheet no sent out outstanding as a last June thirtieth classy [28:01] [Applause] but this well it's also 723 in this book [28:13] I don't know I guess that is the those are the most current estimates that that [28:19] we have this which one no so the top one does list the bonds that we currently [28:26] have to this five different bonds that the city has the bottom is the [28:30] scheduling now some of them fall off within that time frame but those are [28:36] actually the five bonds that we have in the debt service that we are saying this [28:42] is how much is successful 19 that's how much we're currently paying yep this [28:47] baby can yes that's us that is what we are to be a gymnast so I call it this [28:58] morning that a question related to this nothing like that wasn't that something [29:02] so I assumed that after we finished fiscal year twenty we would essentially [29:09] have a million dollars extra in the budget we can be covering a pain to a [29:14] relative ballpark of two million dollars what was explained to me was that all [29:21] the school construction plants are paid for by the state so if we look at how [29:27] our current budget down on page on page 8 of the sub day that we just received [29:42] when we see the school housing a direct payment the money coming in is [29:47] essentially part of what we're using to pay the bathroom yeah [29:51] and so we wouldn't get any money coming because we want and so well we would get [29:58] a certain percent a small percentage of that because the reimbursement is 90 [30:02] approximately 96 percent and so that extra four percent or ish that we've [30:08] been contributing that that part right so put out the like this year it's [30:15] looking like we're going to have about 1.5 million dollars from the state [30:20] coming for school housing 8 we won't have that five minutes we're no longer [30:32] [Applause] [30:36] so the state helps us pay for the school yes [30:42] right because what is paying off but so like the disappearance of the bond [30:47] payments for us doesn't mean a surplus of cash on deck essentially because it's [30:53] money that's coming from the state that we're just paying back to it right there [30:56] besides is 4% yeah but we still have to pay back yes because some of those are [31:12] not reimbursable so the school construction and we're reimbursable and [31:16] so we'll get that reimbursement until 2020 or until that that bond ends and [31:23] then the other ones are not reimbursable and they were just committed to set the [31:26] city I made in the past over a span of time so they will remain without people [31:30] so they're the budget of the show we're paying paying this off for the rest - [31:36] what you - the one in 20 where the body to show that Sh [31:51] [Music] [32:11] this the original book it's a page page 18 [32:18] [Applause] so so I guess my question is why are we [32:32] allocating 222 6/4 which is more than our damn it why are we allocating more [32:42] than we up and get one point for me for you know those are you're saying why are [32:51] we got locating two point two six four eight four six that's the top of the [32:56] lower pane is I believe I probably better for let's answer this question so [33:09] I can take it down how make sure you provide the answer to you anyway [33:18] [Applause] [Music] [33:20] [Applause] [Music] [33:30] [Applause] [Music] [33:41] next Monday is the regular tops Romanian 6:00 p.m. no to see dizzy by a passenger [33:47] public hearing that would be how they understand that Celtic school [33:55] no television okay but it will not be here we might do a money [34:00] the twosies budget process would not be [34:06] due to the heavy audience like you just to know but I mean I didn't think [34:14] anybody had their packet connect [34:21] [Music] second [34:28] [Music] [34:56] [Music] [Applause]
