So, we have a zoning amendment application has been received [2:30] from Jason and Melissa Car to permit two existing sheds that are not currently [2:36] accessory to a dwelling to remain as located on a temporary basis for up to [2:41] three years during the construction of their dwelling. [2:46] Um, our zoning bylaw uh does not permit a accessory structure to be on the [2:52] property prior to the uh direction of a dwelling. Um [2:58] 6.3B um refers to the setback [3:05] uh from the front lot line and 6.3J states that travel trailers may only be [3:12] used in accordance with this section in zones that permit residential uses must [3:16] be clearly secondary to a residential use and may be permitted by the travel [3:21] or the trailer licensing bylaw. Um, two two existing sheds have been located [3:27] within the subject property having a front yard setback of plus or minus [3:31] 18.29 m and are currently not accessory to a primary dwelling. Therefore, an [3:37] amendment is required to permit the two existing sheds to remain as located on a [3:42] sight specific basis on a temporary use for up to three years during the [3:47] construction of their drawing. is existing travel trailer has been located [3:52] within the subject property without a uh an approved travel trailer permit and [3:59] the municipality has advised that permit will be required. Um [4:05] and you go further into the subject lands [4:12] which uh was surveyed as parts 10 to six and is irregularly shaped. [4:19] Um it's uh the lands of but uh Twin Harbors [4:24] Road which is seasonally maintained um beyond which are agricultural and [4:30] shoreline residential zones characterized by bush single detached [4:35] buildings. The property is abudded west by rural [4:40] residential residences sorry and bush to the south is Pville road west [4:47] on which are vacant agricultural zones. Uh moving forward [4:57] now, right? Uh we'll go back. I can just carry on right to the recommendations [5:02] and then we'll >> you're break you're breaking up on this. [5:08] » Apologies. >> Yeah. Um okay, we'll move to the [5:13] recommendation planning board on five. Um the municipality may consider the [5:19] travel trailer to remain within the property by issuing a trailer permit [5:23] under the trailer licensing bylaw providing there are no extenduating or [5:29] additional information to be considered. This proposal does not appear to [5:32] precipitate or cause any undesirable effects on the planning area. [5:40] Based on the affformentioned analysis, it is recommended the subject [5:44] application be approved by council. If in their [5:48] judgment proposal was favorable to the advancement and well-being of the [5:52] municipality meant to permit on a sight specific [5:56] basis two sheds not accessory to a dwelling to remain as located as a [6:02] temporary use for up to three years during construction of [6:09] I'll turn it over to you. >> Thanks Raymond. [6:15] Uh that was a fairly fast uh process. Uh I have one question and maybe you [6:22] know it maybe you don't Raymond but I imagine you do. It's saying that the [6:27] average pumping rate for the well surrounding wells is 28.18 [6:35] uh lers per minute. What is a an acceptable bump rate? I understood that they had some permits [7:40] or or Raymond was talking about permits. So [7:44] » I do believe >> now I do believe they are in the process [7:49] of speaking with Sue regarding the uh trailer permit. [7:54] » Okay. So it's in progress. And [8:02] then you're here and they're here for the two um [8:08] » leave the two buildings that they're existing until they do their their uh [8:14] » permits. So if they have a trailer per uh or they [8:20] have a construction permit, then that takes one of these out or the the [8:25] trailer out of the tenant. [clears throat] So either either [8:32] » anyone else. >> Don't you think that 3 years is a long [8:37] time to to leave for construction period? [8:47] » I can answer Mr. Mayor. Um, according to the according to the [8:52] planning act, there is provisions in there for a temporary use bylaw for up [8:57] to three years. [9:01] » So, it gives the components a chance to um use like uh use their property and [9:07] get a feel of where they would like to build their home and to, you know, [9:11] potentially save up to build their home, I guess. [9:17] And considering that they've owned the property since June of 2020 is not [9:25] exactly expecting too much, I don't think [9:32] anyone else [9:37] anything more, Raymond, that you need to know. [9:41] No, actually this one I figured was pretty uh pretty much straightforward. [9:46] We have we have done one of these in the past where we allowed a three-year [9:52] period and it worked out it worked out pretty well.
