[9:01] Um, a couple of things I do want to go over in the book is page 15 [9:04] and page 16, um, real quick. [9:08] That just gives you a little bit of insight into the Mill Levys, [9:11] the overall, uh, City Levy. [9:14] Um, as you notice, the city had the seven and a half mil levy [9:16] that is a pass through to the library, [9:19] but then also goes with the other, um, taxation profiles [9:21] for the library, uh, county, schools, college. [9:25] There's just a lot of good information in this book. [9:27] Um, and on 16, you will see the top five tax payers [9:30] and the top five largest employers. [9:32] Um, so just like to give a little bit of insight to the [9:35] businesses that they make up Cheney. [9:40] On page 32, [9:44] probably the one of the most hot topics that we have year in [9:47] and year out, [9:48] community development. [9:49] Um, I always like to go over this one as well. [9:52] Um, as you will see in the overview, [9:54] there were 31 demolitions last year. [9:56] 11 of those were houses, nine garages. [9:58] Um, with that being said, [9:59] We opened up the voluntary demo last week. [10:03] Uh, we opened it up Thursday and had it filled by Friday. [10:05] So, we already had five voluntary demos. [10:07] So, we'll start that bid process, we'll go through the process. [10:10] Um, I expect by probably February, we'll have that back [10:13] in front of you again to open it back up. [10:15] Last year we had around 12 to 13 houses through the voluntary demo. [10:19] Um, so this I always like to give you guys a heads up on that one. [10:22] The commission in the past, every time we built five, we opened it, [10:25] um, and then once we started to get to the end of the year, [10:27] we shut it down accordingly to the budget. [10:29] Those all houses, majority of them. [10:31] Yeah, some are garages, some are mobile homes. [10:33] The five that you had on? The five we have right now [10:35] are three homes and two garages. [10:38] So. [10:39] Um, and then I always like to touch base that we see enough [10:41] in the last couple years has been the weed and nuisance letters. [10:44] As you've seen in this, we wrote 633 weed and nuisance [10:47] letters last year, [10:49] which is quite a bit for a department of five people. [10:51] So. [10:52] Just want to point those out that, you know, we do eight [10:54] resolutions every two weeks. [10:56] Uh, this time you have five in front of you, [10:59] and a lot of that's because of the voluntary demo has [11:01] already, we already have five [11:03] and so we're just going to keep an eye on the budget [11:04] as we move through it. [11:06] So that's the gist of the strategic plan. [11:09] The one I also wanted to share with you, especially with Mr. [11:12] Harding coming on, was the sales tax. [11:15] Uh, so you have a red book and a blue book in front of you. [11:18] The 2000, the sales tax for 2019, 2024, [11:21] that's actually got the projects that were completed with the [11:23] original sales tax. [11:24] And then the blue book is the new sales tax that we currently [11:27] have in the works. [11:29] Um, unfortunately, that book is sitting idle just because we did [11:32] use those funds for the Hvac at the library. [11:34] Um, so there's roughly about three years left of that sales tax. [11:38] That money as it comes in will be going back to the electric fund [11:41] because the electric fund is helping subsidize that Hvac [11:44] because that money is coming in over five years and we needed [11:46] that money instantly to pay for the for the Hvac. [11:49] So that fund. [11:50] But it does have a lot, it shows all the projects that we had [11:52] in the works that we were going to try to get done with the [11:54] missile building with that sales tax. [11:56] Um, so we still have it on the radar, we just going to have to [11:58] wait a few years before we can accomplish that project. [12:01] But. [12:01] I think Tim, you might have mentioned that you were want a [12:03] couple more copies, [12:05] so that's why I went ahead and passed them along to you [12:07] guys coming on. [12:09] So. [12:50] There's three handouts. [12:51] I'm glad you brought that up for the HVAc, but in your there's [12:54] three handouts in there. [12:55] Um, you got the CIP, which is the first page. [12:58] So 2026, you will see those projects that are in the works [13:01] as far as the fiber expansion, the water plant and the filler [13:03] project. [13:05] And then the big one that we still haven't heard from, um, [13:08] is the wastewater plant, [13:09] so we submitted that roughly 60 days ago, they told us [13:12] 60 to 90 days, [13:13] we, we hopefully have some word of what our interest rate, we [13:15] are still waiting on that. [13:17] Um, approval of our interest rate from the state. [13:20] So not that we're going with the state revolving loan, which [13:22] is that's our ad, [13:24] we're just trying to figure out what our interest rates so we [13:26] can do that's RF the USDA or a private bond issuance, [13:29] but we will submit that to the governing body and then you guys [13:32] will will pick the funding options that we have for the [13:33] wastewater plant. [13:35] So that's the first page. [13:37] Uh, the second one is just the six-year benchmark, I always [13:39] like to do a benchmark every year. [13:41] So, I've been your city manager for the last six years. [13:44] Um, when I first came on, there was a list of projects that the [13:46] commission wanted to tackle [13:48] and over the six years, I feel like city staff has done a really [13:50] good job of getting those projects accomplished [13:52] and without issuing a whole lot of debt. [13:54] So, hats off to city staff on that. [13:56] And then the last one is just the equipment replacement, uh, [13:59] program, [14:00] this one comes from vehicle services, Jeff Kevasik. [14:03] Um, it's one of the things we also when I first came on is [14:06] we really had no plan for equipment replacement. [14:08] Um, so we started this equipment replacement program, we're on [14:11] the final year, [14:12] um, the ones that are in yellow are the ones that are set to [14:14] be replaced this year. [14:16] Unfortunately, with the budget, the general fund budget being [14:18] set up how it was, we pretty much pulled all projects, [14:20] all equipment out of the overall budget. [14:24] Um, so these as these are needing to be replaced, they [14:26] will most likely come from equipment reserve [14:29] and we will do that to the commission, I will just give an [14:32] update of of that process as it comes, but. [14:35] Just want to give an update on those three things. [14:37] And then as we get into the budget work session, obviously [14:40] we'll update this and and give the commission a little more info, [14:42] especially on the equipment replacement. [14:44] So, [14:45] Tim, about five years ago, we had to issue some debt to replace [14:48] some of the equipment that we had because it was in such bad [14:51] shape. [14:52] We spend a lot of money, not a lot of money, but we spent a lot [14:55] of time and resources buying stuff off of Purple Wave. [14:57] Um, if you ever buy anything off Purple Wave, it's pretty much. [15:01] It's on its last straw. So we've had to we've replaced about 4 or 5 pieces. [15:04] and then we created this equipment replacement plan. [15:07] And as we go through the budget cycles, our mechanic will put a new list [15:10] in front of the commission and that's how we replace equipment. [15:13] It's pretty much the 5 worst pieces of equipment. [15:15] that he puts in front of us is what we're replaced. [15:18] Um, and it strictly just depends on what the mechanic shop. [15:21] because that's how we feel like we can save the most amount of money [15:22] through that budgeting process. [15:25] So, but just want to give a quick update on that. We had a rough summer [15:36] because of all the rain and all that. [15:38] Um, but I actually did a tour. I took Tim around. [15:40] Last Tuesday, we did a tour of it [15:42] and was very pleased with how the project's coming along. [15:46] Um, January. So if you remember, we had a mobilization of $5 million. [15:49] to get rid of some of our bond money. [15:52] Um, all of last year. Due to weather, [15:54] we were still operating underneath that $5 million mobilization fee. [15:58] But in January this month, we will actually make our first payment um towards that water plant and get now they're being caught up. [16:04] It is set back about three to four months. They're expecting spring of 2027 before that project is complete. [16:10] Um, but they do have two of the clarifiers have been built. [16:13] Um, they're obviously on that north or south track. Sorry, they're on the south track. [16:18] And the project's starting to really come along. You actually see some progress going on now. So. [16:23] I gotta say I was thoroughly impressed with. [16:26] Good. Yeah, quite a project. Yeah. [16:29] So I did take Tim, like I said, Ryan took Tim on tour last Tuesday. [16:32] We went through, I told him 2 hours. I think we spent 3.5 hours. [16:35] About 4 and a half, almost 4 hours. [16:38] So we went through everything and just took him pretty much around. [16:40] Everything that we operated out of. So, um. [16:44] I was thoroughly impressed with you and your staff. [16:46] Everything looks great. I mean, good. [16:49] Power plant, I was extremely impressed with. [16:51] Yeah. It's an impressive operation. [16:55] Can you want to tell them too about the solar project? [16:57] It's, yeah, coming along. [16:59] It is. Yeah, it's pretty much all the panels are up. They're running wire now. [17:02] Um, as you saw in the PowerPoint. It was last weekly bulletin. [17:05] or weekly bulletin on the floor, but had the PowerPoint in there on that. [17:09] So it's come along very nice. June it should be operational. So. [17:20] How many megs that? [17:22] Uh, 6 megawatts. [17:24] 35, something like that. [17:25] That was about what the price point was. [17:29] And the advantage of it is, the better advantage we entered into it [17:32] several years ago is, [17:35] uh we get the capacity off it and capacity sales to other utilities [17:39] which we've been making have way increased in value because of the [17:44] demand of all the data centers, etc. [17:48] So, when we get that capacity, we'll be able to resell that [17:52] um to other utilities and a lot more money than we thought we would do [17:55] three years ago. [17:59] Yeah, Ken came in and we did roughly five. [18:01] Yeah, from $2 to now $5 and they're thinking maybe $8 to $10. [18:07] That's how much it's gone up. [20:15] The new City Commission [20:16] set a public hearing [20:17] for today. [20:20] analysis, the Kansas [20:21] Department of Commerce has [20:22] granted the initial approval [20:24] for the reinvestment housing and incentive district. [20:27] The next required [20:28] commission action to [20:29] establish the district is is past. [20:31] the new ordinance. [20:32] This time there's no final [20:33] financial consideration. [20:35] Legal consideration, [20:36] proposed ordinance provide [20:37] for commission review and [20:38] recommendations to adopt the ordinance. [20:40] Mr. Newman. [28:08] I was just curious as we went because we went because we have no more lots out of St. Martin. [29:11] So we sold Option B was our last district. And you sold those lots to just as we [30:01] and um get some additional funding for them. [30:06] On the other page there is a breakdown of [30:11] where riders are going, [30:13] where riders are coming from, [30:15] and um, [30:17] there's a public transportation utilization metrics, [30:20] still amazing service. [30:35] and we were projected for about that same amount [30:38] for 25, 26. [40:38] The city of Pittsburg is always has always had uh the pack bus. [40:43] It's a city bus that basically once runs from one end of Pittsburg to the other, [40:47] takes about a little over an hour to make the loop. [40:50] And they are they're very happy with that service. They're more than willing to fund that service. [40:56] But some of the on-demand routes um have have kind of uh taken a hit [41:01] because we can't raise $40,000 for each service. [41:07] So they've kind of cut the service that they want to utilize the most. [41:12] And historically our counties were our biggest supporters with Ccap [41:17] providing, and if it continued to elevate, Ccap is able to cover [41:20] the changes that something we can't do anymore. [41:24] And our timeline and timetables not line up well [41:27] with a single county or city we talked to. [41:31] Because we're always six months off one direction and the other. [41:34] So we re-some of the new ones um to the cities [41:36] and the counties we haven't talked to about supporting [41:42] this project, and now we're trying to get everybody [41:45] during the time everybody's working on budgets. [1:19:29] I mean, the the root of the the discussion was approving [1:19:32] or disapproving the plotting that's out there at the [1:19:35] at the Osa Martin. [1:19:37] Kind of with with turn ins off 14th to get a few more items or [1:19:40] or plots open back up for our for our citizens. [1:19:44] I I think vocal concerns of drainage or traffic issues or [1:19:47] those types of things. [1:19:49] Absolutely. I think those will be necessary conversations in the future. [1:19:52] But right now focusing just on getting the plotting completed, [1:19:55] giving an option available for us to use in the future, should we need it. [1:20:00] I don't think with the the improvements we're doing now, [1:20:03] it's going to be a a top priority at least on on my end. [1:20:05] both in terms of of lots we have available [1:20:08] and also infrastructure costs and all that as well too. [1:20:10] but it's nice to have that on our on our playbooks. [1:20:13] Okay.
