Um they're trying to [2:47] organize something in the gazebo area a little more organized. [3:57] » I think what many of a couple of us were waiting to see if someone more [4:03] principled would start, but I'd like to make a comment about the drone. [4:08] » Uh, you know, I I have respect and confidence in the people in this room [4:14] and I appreciate that. But the issue with the drone for me is an issue of [4:20] privacy. And I have a concern that [4:26] given how their tenures for all offices, there'll be different people at [4:32] different times that I I would not want to have a drone in our community. I feel [4:39] the state police uh has adequate [4:43] uh equipment and that's my sense of it. You know, I I respect the decency and [4:50] intentions of people here but concern for the future. [4:54] » Okay. Anybody else? I'd just like to restate my concern about being filmed at [5:01] the gazebo and that information being subpoenaed and turned over to an agency [5:10] that I don't trust like I trust this agency. So that's a grave grave concern [5:18] of mine. Um, I spend a lot of time on the corner and I spend a lot of time in [5:24] Hudson and New York City and um, unless I come in disguise, [5:32] I would be very concerned with being filmed. And I know that you are your [5:37] intent would be to film in case there was a perpetrator trying to injure the [5:43] peaceful demonstration, which does happen. cars come crashing into people [5:48] and whatnot and I appreciate that, but I'm really willing to take the risk so [5:55] it's not to be documented as being there. [5:59] » Good point. Um I know Melanie had some concerns as she reached out to the chief [6:04] with some very similar. Um there is an unmanned aerial systems um policy that [6:11] we we have which is just part of our overall police policy. Uh we have a firm [6:16] called Lexipole that does our manages our policies and procedures. Um it's [6:22] very cumbersome to do that. Um they review our policy every 3 or 4 months. [6:28] Any changes in laws and stuff they and we make the adjustments. We didn't put [6:33] this drone policy into effect just because we were going to get a drone. It [6:37] was just part of putting that whole policy together in the event we ever [6:41] did. A couple things I just want to, you know, emphasize is we have to adhere to [6:48] the fourth amendment where a hobbyist for just sake is not held to the fourth [6:54] amendment. Search procedure. Um there's very very details details in our policy [7:00] regarding when you video, when you don't video, how long you can keep the video, [7:05] um and and how it gets distributed if it ever gets distributed. So there there's [7:10] a lot of uh checks and balances in there. Your point is very well taken. Um [7:14] from an emergency management standpoint, you know, I not police standpoint, but [7:18] I've cut my teeth on emergency management is and I'll use the fair as [7:22] an example because I'm part of the safety security of the fair, not [7:26] anything to do with the village. And um I also have to be the parking chairman. [7:33] So on Saturday, we bring 20,000 people into the grounds. We're not worried [7:38] about XYZ walking the midway. What we're worried about is how far is the traffic [7:42] backed up to the Dairy Queen to to the traffic light. Now we have a bleacher [7:47] failure. We have to get ambulances in. We don't know where the traffic is. [7:51] Those type of things would be very helpful to have have an asset available [7:54] to us. Same thing with a protest, you know, small protest. The protests here [7:59] are fine. They're fabulous. I fully completely support them. But the event [8:04] that we say we have 354 people and we need to get an ambulance through. It's [8:08] nice that doesn't mean we're recording. It just means situational awareness [8:12] where the the administrator andor the pilot could just watch the area. We're [8:17] not recording bringing it back and say, "Hey, what was there?" Um could they? [8:21] Yes, they could. But just it's some of the some of the things we've looked at. [8:26] Um you know, you brought that concern up before and it's a very legitimate [8:30] concern. There are agencies out there that will tape things and they'll share [8:34] information. That's >> right. [8:35] » We, you know, unless it's subpoenaed, you know, which anything could be [8:40] subpoenaed. We have LPR cameras in the village and they can be subpoenaed and [8:46] they they're recording 24/7. Um, not people, but the license plates. One [8:52] thing I think Steve brought up was insurance. Our inland marine policy [8:56] covers any drones. Uh there is a cost of $250 a pilot if you will be call a pilot [9:03] I guess would be a cost and there's a lot involved with the training and what [9:07] have you but the FAA training for this particular program is free to us as a [9:12] matter of fact we've had two two members every member take some training already [9:16] in but um the kind of I wanted to answer some of that question that you had and [9:22] and Joan again you know I understand and some of the questions [9:27] I'm going to some of the questions they had um [9:31] whether you trust me or trust Joe today. What's going to happen two or three or [9:35] four or five years from now? Well, hopefully there's always going to be a [9:38] board here that this can always change, you know, regardless of whether it's [9:44] this policy or we did a lot during police reform to to redo our policies, [9:50] how we handle um use of force and things like that, [9:55] mental mental health crisis and issues. And uh it's not just a document put on a [10:02] shelf and maybe blow the dust off. gets reviewed periodically and sometimes you [10:07] got to change things. It just don't work. But that's that's kind of, you [10:11] know, kind of some of my thought process. I'm sorry. [10:14] » Oh, no, not at all. I just also would like to state my concern about this. I I [10:20] feel like for a small village, um, Chadam already has their own police [10:27] force, which seems somewhat excessive. We have the state police now very close [10:32] by. And I I just I think it would be nice in terms of the small town, the [10:39] small community nature of police citizen communication that it be humans rather [10:47] than drones. um that there be a sense of um you know community rather than um [10:56] this level of surveillance and equipment that doesn't seem appropriate for this [11:03] um town or and um I also have privacy concerns about [11:09] it. >> [clears throat] [11:12] » G >> I I want to begin by really commending [11:17] you, John, for the way in which you've handled the last meeting and in which [11:22] you've been open to a discussion and responsive to concerns. Um, and I want [11:30] to commend Chief Allesie for the documentation and the thought that's [11:37] gone into the policy and how the policy might address some of those concerns. [11:44] I actually went back to review your discussions after we left last week and [11:50] was surprised to find myself. the the the scent of a [11:56] » of a reality show. But but I um I I want to begin on that [12:02] basis and say that not every decision always goes the way you want it to and [12:08] that doesn't mean that we can't continue to cooperate on either side of this [12:15] equation. So if we don't get a drone, it doesn't mean that we can't make later [12:20] make the case for it either. How have I I I I last time I shared an [12:28] antidote about a former sheriff who um I'm not going to repeat all of it [12:34] because I'll be boring half of the people in the room, but who who confided [12:39] in me that he was picking out faces in a crowd at a march in Hudson that I happen [12:45] to also be a part of. So we're a small police force with limited personnel and [12:52] resources and I think despite that we do okay. [12:58] We're also a pretty small village geographically [13:03] and our police don't have a large area to cover [13:09] drones. I would argue and and I said this last time, I'm a FAA certified [13:16] commercial drone pilot and I fly drones for a living. Um they're quite limited [13:24] in small areas. They they useful if you have to cover ground. Um [13:33] I fear that one of the things that having a drone does is it takes police. [13:38] It it takes the effect it it will have the effect of taking police presence [13:44] away when people gather in our village. Um our our police members are a part of [13:52] our community. Some of them may live here, some of them may live elsewhere, [13:56] but you work and in serve this community and you're a part of us. Um, when we're [14:02] celebrating Halloween on Kinderhook Street, uh, we [14:07] we want you walking through with us, keeping an eye on things, enjoying the [14:13] candy and the vibe, not looking down on us from above. [clears throat] Drones [14:19] can be impersonal. Um, the same thing when we're lining the streets with [14:24] bandits. You you don't have to agree on pause, but whatever you're out there [14:29] protesting or doing, a thumbs up or thumbs down, a presence in our midst [14:36] says, "Yep, we don't always agree on everything, but we're part of this [14:41] thing." The drone in the sky, for perhaps legitimately reasons, gives us a [14:48] sense of insecurity and a sense that we're being watched. And that fact alone [14:54] speaks to the kind of village we want to be. [14:59] I moved here nish years ago. I regularly grad congratulate myself for [15:07] finding this place and making the decision to live here. I love living [15:11] here. You can tell you can tell from my voice I'm from uh somewhere else. [15:18] The the other the other factor is that in most situations deescalation from up [15:27] there is incredibly difficult. Um, I remember an incident and I don't know [15:33] the details in Kinderhook where people were marching by and a member of [15:38] at one of the houses pulled out a firearm and some of you will remember [15:43] that. And being up there would not have done any good deescalating that. And [15:49] when we're a small village police force, it's better to be enjoying life [15:55] [laughter] in our midst. for large events like the county fair, there's [15:59] more than enough time to uh get external resources and more than enough notice. [16:06] Um we've spoken about compi combining drone footage with facial recognition [16:12] technologies. I have experience [16:16] of living and working in a surveillance well more than one surveillance state. [16:23] uh and the effect on public morale and [16:29] participation not when you are being surveiled but [16:34] when you believe you're being surveiled whether you are or not is it it can [16:43] corrode the fabric of a society. Um we you've spoken in the policy about the [16:50] fourth amendment overreach. Um I would I would be um set at ease except [17:00] that the way I am personally experiencing this society is that there [17:05] is more and more fourth amendment overreach. Um and that is a concern. [17:12] Invasion of privacy is significant. I have been asked on occasion, I think by [17:19] neighbors building or doing something, can I pay you to put the drone up? [17:24] » And I I say it's not my gig. Um deal with it through official channels. [17:33] I'm I'm uncomfortable with that sort of request. I want to speak about the cost [17:39] of this. The the quote includes an amount for $89 for an annual care [17:44] program with which which they call the Ortel Care Standard package. And I I [17:50] don't know exactly what that entails, but I think it means if you crash your [17:53] drone, you send it away, you get one in the post the next day, and so your [17:58] operations are not interrupted. Um that that's not an insignificant uh annual [18:07] amount. Our officers [18:10] don't pay, we're not paying for the training. That's [snorts] good. But it [18:16] is costing us time. I think I think when the officers are doing this training, [18:21] when they're writing proposals, they are using time which we are paying for. So [18:27] to say it costs us nothing isn't an entirely accurate um [18:35] view. And and then there's the the care of the drone, the occasional [18:39] recalibration, equipment familiarization. [18:44] Um if if for some of those uses you are you are needing to keep a close eye on [18:51] the screen, you need a second person to keep an eye on the drone to remain legal [18:56] because it may not be out of sight. um to fly legally. Uh I'm not going to form [19:04] this everywhere. Um [snorts] there's a national trend towards more [19:11] and more drones and it's becoming prolific and it's [19:17] becoming intrusive. I I shared last time when someone some occasionally someone [19:24] will stomp across and say, "I'm going to shoot that effing thing out of the sky." [19:28] And I have to take time, calm them down, explain what I'm doing and why, and [19:34] reassure them that of their privacy concerns and reassure them that if they [19:40] have a way that if they want to challenge me that I have been intrusive, [19:45] I have a way to show them to prove that I haven't. That's a timeconsuming thing [19:53] sometimes. But drones can be immensely useful in [19:57] some circumstances. My fear is [20:03] [snorts] that it takes us in a direction for the character of our village and our [20:10] police and the relationship between us that I'm really [20:17] uncomfortable with and not sure our village needs. I for my [21:02] job, a big role of my job is emergency preparedness. I work for a nursing home [21:08] association. I have to attend um quarterly meetings from um large groups [21:13] in the Fingerlakes and Long Island. And I want to say in an emergency emergency [21:18] response drones are very helpful. They go in, you have situational awareness of [21:24] what is going on and they're very very helpful. They help people plan like even [21:29] for the fire department. I I think at some point in time a drone would be very [21:34] helpful especially when we are dealing with pe with people a smaller amount of [21:39] firefighters to fight the fires and it it's just useful then you don't have to [21:43] send people in the middle whatever but I also heard loud and clear that the [21:48] privacy issues I totally understand that I want to thank Joe I asked him a lot of [21:52] questions about this I'm not going to read the answers but if you guys go on [21:56] that site you could see the questions Ralph asked you know, questions too and [22:02] you could see kind of what we're, you know, privacy is important. Could we [22:05] have built into the policy? Would we be notified when the drones are going up? [22:10] Just so it's more transparent when we're using them and how we're using it. So, [22:15] that's kind of my take on the whole thing. Um, I do want to thank Joe for [22:19] all the work that he's done with this because first and foremost, he has our [22:23] village, the best interest of our village, and there's no private agenda [22:28] here or anything. He always is trying to think of something that could make the [22:33] job safer for the police to make our community safer. I also want to thank [22:37] all of you guys for coming out. We don't know unless you come out. You came out a [22:42] few times now. I'm sorry I wasn't here, but I just appreciate it. I really, [22:46] really do. Um, [26:27] 20 and actually there were more three strap inspections, but those were the [26:31] ones that were just combined. Um, 20 um residential [26:36] and zero commercial certificate of occupancy completions issued. [26:41] um inspections. There were 13 residential, three commercial, and two [26:45] complaint inspections. And the payments were 2,400 $38.99. So, I know I have one resolution later on, but um [27:20] Officer O'Brien uh graduated and started her field training. Her first day in the [27:26] village was today. And so, you'll start to see a second person in the car. um [27:32] she's got to do 160 hours for the academy and then an additional [27:39] 180 hours for us. So she'll be doubled up for around 300 hours plus um for her [27:45] training. [27:50] Um [27:55] I know we have the town contract on the agenda later and we have [28:00] um uh training coming up. So this Saturday [28:05] I've got training, search and rescue training, uh sheriff's office, [28:11] um Chattam PD, um I believe a couple Chadam fire members. Uh we're going to [28:17] the forest rangers are going to be putting on a search and rescue. So we'll [28:21] do several hours in the classroom at the firehouse and then we'll go out into a [28:25] wooded area and do some training for wood uh for searches. On Sunday we have [28:31] the gravel grinder. Um, roughly 1,000 bikes plus will be in and around the [28:38] village uh starting at 9:00 a.m. Uh, one thing I do want to bring to the [28:44] board's attention, um, we do have we do have a [28:52] level two sex offender that is one of the homeless folks that is in the [28:57] village. Um, we are aware of it. School's aware of it. Morris is aware of [29:02] it. Um um [29:07] he was arrested once and is now in compliance. So short of anything else, [29:13] he is allowed to remain as long as he's remaining in a spot that is legal for [29:19] him to remain. Um this has stirred up some trouble at the [29:24] school as well as we had a incident at clo at school dismissal where a um young [29:32] girl was we believe was approached [29:37] um and created triggered an incident where you know she wasn't taken or [29:42] anything but we were looking for a vehicle. um turned out not to be [29:46] anything related, but it put everyone on heightened alert, which triggered [29:52] everything to happen a little bit faster than probably was necessary, but I just [29:56] wanted the board to be aware of that. Um and then I'll talk briefly about it. [30:02] It it did um get missed on the agenda, but in your packet you would have seen [30:09] something called patrol finder. uh patrol finder is a um a a tool really uh [30:16] for the department to improve operational efficiency, officer [30:21] accountability and documentation. Um so what it does is allows with mapping and [30:27] GPS allows us to better ensure that we are covering those small sections of the [30:32] village that may not see a patrol car as often as others. Um I use um library [30:40] place for instance. Um you know it's tucked away. People may you know the [30:46] patrol car may not go down there as often as it should. Um this is designed [30:50] to allow both officers and supervisors to ensure that we're covering um the [30:57] village as a whole and not you know missing spots that haven't been covered. [31:02] So, the software basically allows the officer to see the last time a patrol [31:06] went down that road, which also means that I'll be able to report to the board [31:11] on our coverage and how often we're hitting that coverage based on some [31:16] setup. Um, I don't have the quote in front of me, but there is obviously a [31:22] dollar amount with it. I do have that funding to cover in my remaining budget. [31:28] Um, so there's no additional funds needed for this year. Um, if it decides [31:34] to be useful, obviously we can continue the contract. If there's no value in it, [31:39] then we can decide to move on. But we can talk about that more [31:44] when we get to resolutions if you'd like. [31:48] » So, can I just ask a question about the homeless people? [31:52] » Yep. >> Can anything be done about that? I mean, [31:55] I've had so many parents reach out to me and speak about it. [32:00] » So, it's not illegal to be homeless. Um, if they are trespassing, they are told [32:05] that they're trespassing and they'll be issued their appropriate ticket for the [32:09] location that they are trespassed in. But, um, [32:15] you know, that is that is uh, you know, >> pretty much all you can do. [32:19] » Yeah. Yep. Um they were g they were they have been trespassed from a couple [32:24] different bu businesses within the village but [32:30] short of that there's not a whole lot. Even the gazebo is a sticky situation [32:35] for us because though it's there though there's a requirement that no one's [32:41] there after dark there's some unknown on how we enforce [32:46] that and whether it would stand up if we tried to enforce that. So there there's [32:52] » Mhm. >> But officers are aware. Officers are [32:56] told to do welfare checks on a daily basis so that they're aware that we're [33:00] aware that they're around. >> Yes. [33:04] » I just want to take it a step further. Early on, two weeks ago or so, Joe had [33:10] met with them there at the gazebo. I came over. We had a conversation. They [33:14] were offered DSS. They refused. I offered the minister that runs a [33:21] warming shelter in Hudson. They refused. Um they've been in the system. They're [33:26] very familiar with the system. Uh there's probably a reason why they [33:29] refused because just they've been through the system. [33:35] To follow up on that, our Chattam Cares review, I think it's Chad Cares View, [33:40] um, reached out to Community Cares, I'm sorry, Community Cares and, um, they [33:46] refused that initially and a few days later there was some dynamics that [33:51] changed things. They accepted some help. They took them um community cares to a a [33:59] hotel in Scodak, the only place that was available, put them up for a number of [34:02] nights, went to the food pantry, got them all the food they could have and [34:06] they came back. Um so um >> they've been offered um I've been [34:12] skewered on social media and I don't care um as being heartless, harassing. [34:18] Um Craig Simmons, supervisor again, called me today. He's receiving phone [34:23] calls from parents. I talked to Don El Collins regarding Crown Park because now [34:29] the park's going to start. Um they're all aware of it. So [34:34] people seem to be taking very good care of that. So and you know it's it's a bit [34:40] of a distraction. So, [34:42] » and I obviously I singled out the, you know, the one homeless sex offender, but [34:49] the village does have a total of four inside the village, [34:54] » two level twos and two level ones. Just there. It's he is not the only sex [35:00] offender that does live within the village bounds. Um, the [36:52] 2012 ladder truck was hit hard this year with with repairs. um partly because our [36:59] apparatus, all of it in the last 12 months, received very thorough um [37:04] inspections and certifications that hadn't been historically being done [37:10] as much as they should have been legally. Um but they're all up to snuff [37:14] now. Um the ladder truck um had a pump test last week. [37:23] It it passed its test finally and it required an expensive um you know a [37:30] primer part. It's a primer. It was a pump. It was an expensive part that it's [37:35] needed or else the truck's useless. That was Phil did a great job within 24 [37:39] hours. Was able to get that repaired and back in service. Um it does still have a [37:45] litany a list four page list of um deficiencies. [37:50] Some are more serious than others. Um, one being a fractured weld on a bracket [37:59] on the ladder. Um, so that should be getting repaired this [38:05] week. We're hoping uh potentially tomorrow. Um, so it just that's what [38:12] happens with these trucks. They get to be more than 10 to 12 years old, these [38:17] things start happening. Um, that's why our our our [38:24] preventive maintenance program, the inspections and certifications on these [38:28] milliondoll pieces of apparatus cuz that's what they are, is very important [38:33] to budget and do these inspections every year religiously cuz then you find the [38:40] problems when they're small. Although it adds up and this year we spent close to [38:45] 50 grand on repairs. It's still cheaper than replacing a million dollar truck. The sewer plant recently [41:27] underwent its annual DEC inspection. A formal report is pending, but initial [41:31] feedback was positive. Excuse me. Grease trap inspections will [41:36] begin this week. Uh water service line brakes were repaired inhouse. All 3/4 [41:41] copper in 3 in 3/4 in copper lines. One repair required running a new line under [41:47] uh state road. The new line was successful installed in place of the old [41:51] one. All these repairs were done in house. Uh he's got a lot of stuff on the [41:56] water well distribution project. I don't think John would like me to read all of [42:00] that aloud. Um uh meter program uh system has [42:05] approximately 850 accounts. The goal is to have 99% of the system upgraded to [42:11] cell cellular meter technology by the end of 2028. Uh the DPW has met and [42:16] exceeded this year's goal of upgrading 275 water meters. plan to upgrade an [42:21] additional 275 meters in the next fiscal year. Um he has equipment and assets. I [42:28] think that those are going to be addressed in the meeting later on. Um [42:32] but he says proposed purchase of a new skid steer while the current unit uh [42:37] still retains value. uh new skids here along with attachments super power rated [42:41] and snowblower will be fully reimburseable through the chips program [42:45] upon delivery of the new machine anticipated after June requesting [42:49] approval to auction the existing skid steer and two former police vehicles and [42:54] the old firehouse generator are currently listed on the municipal [42:57] auction site Auctions International. [44:23] Um it's kind of long line a couple years in the making now. and we sat down and [44:29] we we brought this project to light and we we're you know the village put in a [44:35] lot of work as long as well as us to get to this point but fortunately uh you [44:39] guys received a $5 million grant through EFC and the remainder of that the [44:44] remainder of that grant your match which is 30 30% which is great great um [44:51] breakdown is from a low interest loan also through New York State so that [44:56] money is coming through And uh we this is the first phase the engineering [45:01] design and permitting and um the well development phase of the project. So we [45:07] went through a procurement process where multiple engineers as I understand were [45:10] interviewed and we and we thank we're thankful for your guys um confidence in [45:15] us to continue our work and we're really excited to see this start to move [45:19] forward. So this as I said this is the design phase proposal from us which [45:24] includes some of the um well development itself. So we'll be able to give you [45:29] news as that proceeds in the in the coming months. Um you guys, one thing to [45:33] note is that we work with many other communities to get grants and the [45:37] opportunity that you guys have. Um and I'll give Phil pat on the back with Phil [45:42] and his team is they're going to allow you guys to take advantage of some [45:48] reimburseable items that that some communities don't have access to. In [45:52] other words, the village staff is going to be helping with some of the work and [45:56] that's going to offset the amount of cost that you guys actually end up [46:00] having to put in your match, which is awesome. A lot of communities just say [46:03] we don't have the people, we don't have the knowhow, we don't have the interest. [46:07] So, so that's just an awesome benefit that you guys are going to get and that [46:11] does require additional paperwork, but we're willing and excited to work with [46:15] you guys to kind of stay on top of that throughout this process. So I'll answer [46:21] u questions. [46:23] » Just one point to make on this fee is doesn't include the construction [46:28] documents and the construction inspection. So that'll be later on when [46:33] it when we start construction. So there'll be more fee on this. [46:37] » Correct. The the second proposal would be the construction phase services which [46:42] is once you have a contractor awarded for these different contracts. Uh the [46:46] the inspection time and the time field engineer time doing you know RFIs and [46:52] answering questions and working directly with the contractor. That's always a [46:56] sticky item to try to figure out what it actually costs initially. So, it's [47:01] better to wait on that second proposal until we have an actual schedule and we [47:05] know kind of how these projects are going to be phased. We're going to we'll [47:08] have that a better understanding of that in the middle of the summer here and [47:11] that's when we'll come back and start to say that this will be phase one, this [47:15] will be phase two, phase three. It's considered a hardship loan based on [47:52] income levels. But because of the nature or the importance of this project, [47:59] » um it it got you from the market rate financing group into the the subsidized [48:04] financing levels, which is good. That that's a lower rate than you guys would [48:09] be able to have access to normally on your own. Uh, and then one more thing [48:12] I'll mention if I could is that um we're bringing municipal solutions on board [48:17] and they're a um a very uh very sophisticated kind of grant [48:23] administration group. And so they they work with many communities around here. [48:27] You might have heard of them. And so what they're going to help develop is a [48:31] short-term bond associated with this. And the [48:35] purpose of that we found is sometimes it takes several months for EFC New York [48:39] State to start to actually pay you. Um but they will help set up that cash flow [48:46] and stuff over the the future months because you're talking about the budget. [48:50] We don't want this to become a limiting factor on your budget. So the goal will [48:54] be to have this separate bonding vehicle in place and immediately um so that you [48:59] don't have to um short of I think just of one expense we talked about the [49:04] initial drilling but other than that the rest should be covered kind of [49:08] seamlessly on this grant reimbursement process. Yeah, we have um some drilling [49:13] that'll be taking place um first week in June or whatever. Some initial drilling [49:18] and it's and don't quote me on these numbers like 70 or $80,000. [49:24] Um we we have money in reserve currently now for water main replacement that [49:29] we've got enough in there to cover that short term and then as we move forward [49:33] with uh the solutions um municipal solutions to to look at some other [49:38] funding andor our bond council. for sure. [49:41] » And that item will also be re reimburseable as well. So, so you'd be [49:45] giving you'd be essentially having to pay for that small item up front and [49:49] then reimburse that as well through this process. [1:06:35] We are transitioning from ITAX software to MCSJ tax software. That's [1:06:45] going to take like 12 to 18 months to happen. But in the meantime, we are able [1:06:50] to set up a payment portal for ITAX >> and that is this Forte company. Um Forte [1:07:00] sent us the agreement documents uh and Ken reviewed them. [1:07:07] Um made notes on that and I sent it back over to Forte. It's with their attorneys [1:07:13] right now >> reviewing what whatever Ken wrote. I [1:07:17] have to add at the end of that resolution says pending receipt of an [1:07:20] attorney approved version. It's just in the language it says it's it can [1:07:56] only be used for bonafide sales of goods and just it's just an amendment or an [1:08:03] appendix that says it can be used for the collection of tax payments because [1:08:07] they seem it's their template seems to be set up for commercial businesses. [1:08:12] » Um so that that shouldn't be a problem. Um, there was one other thing that was a [1:08:19] little more technical, but we'll see. [1:08:35] » Off the top of my head, I don't remember the rates, but right now, we use one [1:08:39] card processing company for everything. And uh they have different rates but [1:08:44] based on it's tax payment or it's a water payment or miscellaneous payment. [1:08:48] But the the major drawback is that especially with water bills and tax [1:08:52] bills to lesser degree. Those that that service fee escalates [1:08:57] uh to a point once you get to $150 that's say the first $50 it's $1.50 then [1:09:04] it's $ 250 and then once you get up to $150 they tack on $2 every $50 after [1:09:10] that. So if somebody's paying a $600 bill, they've got a service fee of about [1:09:14] 40 bucks at this point. These new companies, it's a flat rate, so it'll be [1:09:19] 2 something% for all cart. That has some numbers right here. [1:09:26] » They also have like the e check. >> So they also give us they've given us an [1:09:30] option now where we can accept eex, which we were never able to take um and [1:09:36] uh and pay by phone services, that sort of thing. Um and the another benefit of [1:09:42] this this payment processing not 14 in particular but MCSJ who will be [1:09:47] transferring everything into in a year and a half people can create an account [1:09:52] uh they can set up autoay they can go and view historic bills and the same [1:09:58] goes for their this tax system the reason the main impetus for this tax [1:10:02] system was that we get many many many many requests by phone from uh escrow [1:10:08] lenders ers from real estate companies, they want copies of tax bills. Uh we [1:10:14] have to go find that tax bill, make a PDF of it, pop it into an email and send [1:10:18] it to them. This will allow them to go on there and pull any bills they want. [1:10:22] And also residents will be able to go in and see the tax bills just like just [1:10:26] like everywhere else, >> right? [1:10:29] » Yeah. >> You're coming into this kicking. He's done a little bit of a campaign, [1:14:29] put some stuff out on social media regarding the laws and quite frankly, [1:14:34] it's very difficult to um enforce um the the ebikes are a thing and [1:14:40] they're not going to go away. They're going to become more prevalent um [1:14:44] especially with the bike, >> you know. So, um yeah, it's it's it's [1:14:47] something I'm not quite sure where we can go. It's just an education type [1:14:50] thing. More along those lines. You got anything you want to add to that show? [1:14:55] » Uh it no it's not just our community. It is happening across the realm. Chief's [1:15:01] association has had multiple threads about this exact issue. I believe there [1:15:06] is a meeting in Kinderhook or Valatia [1:15:13] um on Sunday uh about bicycles on the path. Um I [1:15:18] think sheriff's office is going to be there. Um I was going to attempt to be [1:15:22] there but you know we've got the bike thing here in the village at the same [1:15:26] time. So um but it's it's a constant issue. Um I did write a ticket last [1:15:33] Friday um when I had interned with me because the guy cut me off. So [1:15:40] in in a bar police car you know you know so [1:15:45] » you know it's just it's a matter of enforcing it and people need to learn [1:15:48] that you know ebikes are not exempt. It's you know it's it's a vehicle [1:15:54] whether it's powered by battery or whether it's powered by gas it operates [1:15:58] under the same rules. So, and then the children piece of it is a little more [1:16:03] challenging because depending on the age of the child is where we write the [1:16:08] ticket and there's law case law about you can't write a parent a ticket for a [1:16:15] child that is not in their presence. So, the kid leaves the house with a helmet [1:16:20] on, goes down the road and removes the helmet. [1:16:24] you know, you're in a catch 22 and there's some and depending on the age of [1:16:28] the child, there's some issues there. So, but again, we did a campaign. I gave [1:16:32] it to the middle school. They're supposed to be pushing it out in their [1:16:36] next parent newsletter to make sure that the, you know, cuz that's where our [1:16:40] basis for this challenge is as middle schoolers. Um, and you know, we'll we'll [1:16:46] continue to, you know, push it. And yes, once that path is connected to Copic, I [1:16:53] think it's going to be even a bigger issue, but we've got a couple years [1:16:58] before we get that far down the road. >> We only go to the village. The village does not have a [1:17:18] ordinance that allows bicycles on the sidewalk, which means whether it's an [1:17:23] ebike or bicycle, they're not supposed to be on the sidewalk. [1:17:28] Now, officer, use their discretion when we're talking about a 8-year-old or [1:17:31] 9year-old cuz right, I would prefer them riding their bicycle on the sidewalk. [1:17:37] I'd rather take the heat for that than them being in traffic or, you know, [1:17:41] stuff like that. But yes, um where the the VNT really works for ebikes is [1:17:47] they're required to have lights and stuff like a motor vehicle and they're [1:17:50] required to be registered but you can't register them. So it's an unregistered [1:17:53] motor vehicle, uninspected motor vehicle and that type of thing. [1:17:57] » So So I had a question for you maybe to talk about neighborhood policing. I think all the [1:19:23] summer camps, even the Gent one and one here, I just think there's a great [1:19:28] opportunity to educate. I know you're doing that. Um, we did put a couple of signs up in 2010 when that was [1:20:29] get donated to the village by the Alliance Club. There were stipulations [1:20:32] as part of the resolution. There were signs there over the years. [1:20:36] They just weren't maintained and they were fell apart. Um, I did have two [1:20:42] signs made up and put back there that basically says build a chat gazebo, no [1:20:46] smoking, open from 8:00 a.m. to dusk. And as Joe said, we had no laws that say [1:20:53] you can or you can't. It was just back in 2010 when it was given to the village [1:20:58] board that they agreed to take it on and alliance club wanted these stipulations [1:21:03] put. Um so it is what it is. But u it's you know it's it's kind of sad. that um [1:21:10] I've watched since some of our two people moved out for a couple of days, [1:21:14] how the young people were sitting in there Saturday where people were in [1:21:18] there having lunch and now they'll be back there and people won't go there.
