[2:52] Alright, we got miss Kane [2:54] Medley [3:04] Main Street. Madam Mayor, [3:06] council, and staff, city staff, [3:09] and visitor chief. Uh I'm here [3:11] tonight to do our usual request [3:15] for allowing our beer sales [3:18] through the months of March, [3:22] April, May, September, and [3:25] October for those final Friday [3:27] events. [3:31] So, once again, May. May March. [3:34] April. May September, [3:39] and October. If you need the [3:40] exact date, I can give you [3:42] those. It's the last Friday of [3:44] each one of those months. [3:50] In Vanguard. Any questions? [3:52] You'll follow the same [3:53] guidelines that you'll have in [3:54] years past. Go ahead. Nothing [3:57] different with any of that. [4:05] Do we need that? 5 months, [4:08] right? Yeah. Yes, ma'am. Okay [4:13] Well, I I would make the motion [4:15] that we allow the Cheddar to [4:17] Main Street to have beer sales [4:19] during the final Friday [4:20] celebrations for May, April, [4:22] March, April, May, September, [4:24] and October twenty [4:25] twenty-three. Second. It's been [4:28] properly motioned and secondly. [4:31] Alright, Williams. Thank you [4:33] very much. Looking forward to [4:36] it. Yes. Cameron? Yes, ma'am. [4:39] Why? Yes. Thank you all so [4:41] much. And I've had people ask [4:43] me about doing that movie again [4:44] like y'all did. They keep [4:46] asking me. I know some people [4:47] that ask because they help so I [4:49] wanted to get over and tell [4:50] you. Please do that. I will. [4:52] Let me know. I will prepare for [4:54] that in a months that are not [4:55] quite so. Yeah. Right. Alright. [5:00] Thank you. Thank you all. Okay. [5:03] Next, we have miss Lois. [5:12] Alright, my name is Wilson I [5:15] live at 865 Pine Avenue. and [5:18] I'm before the board because of [5:21] drainage problems. [5:25] Lack of drainage. And another [5:28] difficulties in my home. Um two [5:31] different occasions. The ones [5:33] right now still in the process. [5:37] I have in here is basically [5:41] pictures. We can't go through [5:42] but I give them to the board if [5:44] you guys want to look at em. [5:45] You know, keep this open, you [5:46] know, for next month or however [5:48] you want to do it. To give you [5:49] an idea of what you're dealing [5:52] with, okay? So, so is it or is [5:55] it because there's no drainage [5:56] there or is it because it's [5:58] blocked or it's. Well, let me start. Yeah. Well, [6:02] Doctor. You're going to confuse [6:04] me here. Okay. Okay. Um January [6:07] 16 to 21. My house got flooded. [6:11] Now, it was through the septic, [6:14] the sewer line, okay? And I'll [6:17] tell you why I know that. It's [6:19] because when Wendell was [6:22] working with the city, I had [6:23] him put me in a cut-off valve [6:24] out by my water because when we [6:27] weren't here, there was a [6:27] couple instances like where my [6:28] water lines in the yard would [6:30] burst or something. So, it's [6:32] sort of the precautionary [6:33] thing. So, if there's any [6:36] problem with water whatsoever, [6:37] generally, that's my first move [6:39] is to shut water off because [6:41] the water that was coming my in [6:43] my hat, not in my house, in my [6:44] tub, in my toilet, was clear. I [6:48] mean, that was just just just [6:50] pure water. Now, the little bit [6:53] of debris that come through the [6:54] toilet was small to none. [6:57] There's only two of us in our [6:58] home. So, it's not like six [7:00] kids, you know, they come up [7:01] with a bath, a whole bunch [7:02] anyway. So, That was on [7:06] weekend. I called the city and [7:08] I called the police station. [7:10] And I guess they had a a worker [7:13] on call and he came down there [7:14] and I guess what he was looking [7:15] for was the clothes bout on the [7:19] sewer line which he couldn't [7:21] find. Which why it wind up [7:24] being under my house because [7:25] all my pipes and everything are [7:28] up under the house. They're [7:30] under the ground. Okay. Okay. [7:32] So that's the first problem I [7:33] had. Um Of course, man, shirts [7:37] covered it and everything. The [7:41] nonchalant about it was rather [7:43] irritating because I was told [7:45] to put in a a clean out valve. [7:50] Which was like 400. I mean in the city acted like that [7:54] just wasn't no bigger deal. You [7:56] know but 400 bucks is a lot of [7:57] money. But what I did do the [8:00] city worked my pipes all the [8:02] way up. To my porch. Let's try [8:05] to make this. I'm trying to get [8:07] y'all follow me here. Yeah. Uh [8:08] huh. Okay. Clean it. Nothing [8:09] come out. There's nothing in my [8:10] sewer line. Period. Called the [8:14] plumber. Three days later, he [8:15] came put a hole in the line in [8:19] front of the house So, he had [8:23] access to go under the porch [8:25] and then that was where the [8:27] city was able to get to at that [8:28] point and there was nothing [8:30] there and he was able to go [8:32] toward a street and then with [8:36] some debris in there, not a [8:37] whole lot but some debris. I [8:38] made a picture of it and I [8:40] think you see these pictures as [8:41] we get a better idea of what [8:43] I'm talking about. Okay, my [8:44] second problem. Um on Pine [8:48] Avenue, if you have a good [8:49] avenue, look. If you're coming [8:51] from Morgan and you look on the [8:54] left, there's a huge ditch and [8:57] it's all the way down the left [8:59] side. It starts pass my house. [9:01] Uh huh. It doesn't drain. It [9:04] sits. It's dormant. It's nasty. [9:07] It didn't go anywhere. Okay. [9:10] So, when it rains. Now, I'm not [9:13] saying this is all. When it [9:15] rains, my road a lot and it [9:19] continues for three, four days [9:20] with the runoff because that's [9:22] nowhere to go, okay? And in the [9:25] city and I'm thankful for them [9:27] doing this. They don't get you [9:27] wrong here. but they had put in [9:31] a curb in the right there on [9:34] the corner of Morgan and Pine [9:36] Avenue and and I think what [9:39] they did and I just said it is [9:40] they did not put it at a [9:43] decline. So, it holds water. I [9:46] mean, holds water and holds [9:49] water all the way up to the top [9:51] of the curb for days, okay? [9:55] That's another. But now, the [9:57] city didn't finally clean out [9:58] the drain but It's filled up [10:02] again. It's not going anywhere. [10:03] So, there's some drainage [10:05] somewhere there's a problem [10:07] there and one other thing that [10:09] we go back to real quick on my [10:11] house getting flooded. I've talked to him several [10:14] times. This is my idea. I may [10:15] be wrong. I don't think so. But [10:18] when you got Morgan Satsumer [10:20] and Pine run together with the [10:23] manholes? Okay. Uh water, [10:27] that's where the water flows. [10:28] You know, the water, the drain [10:30] water, and the sewage and all [10:31] that stuff, right? Well, if [10:33] there's enough pressure for it [10:36] to push it up into Pine Avenue. [10:40] It has nowhere to go because [10:42] the manholes have been shut [10:44] off. So, if that water comes up [10:46] Pine Avenue, which I live on [10:47] the corner. The water coming [10:51] into my home had to be watered [10:53] that had nowhere else to go [10:54] because the pressure was [10:56] enormous. I mean, my tub filled [10:57] up. It was like this, just that [10:59] fast and the toilet, about to [11:02] the peak of running over and [11:04] then it would go down and I was [11:07] like, oh my gosh and I couldn't [11:10] find out what's going on in my [11:11] other bathroom and it was [11:12] coming up in the shower, the [11:13] toilet that flooded two [11:15] bedrooms and two baths. You [11:16] know, it's just a mess but let [11:18] me put this Are we, are we good [11:22] here so far? Very good. Yeah. [11:23] Okay. My third issue is this [11:25] happened in January of [11:27] twenty-one. After about two [11:31] months after this incident, I'm [11:33] guessing because I didn't [11:34] really I'm sort of thrown off. [11:36] I got pictures of it but not [11:37] when I actually started. But I [11:40] got a crack in my front porch. [11:42] It's been there for 60 years. [11:45] Okay. And it continued to [11:49] crack. And it got unleveled a [11:52] little bit. My my way of [11:55] thinking is this is the same [11:58] area on the front of my house [12:02] where the water is coming in. [12:04] And the foliage there in that [12:06] area between the front of my [12:08] porch and walkway. It's thick [12:11] and green. It's like it's just [12:13] constantly getting some kind of [12:15] a water flow. Okay? But this [12:18] all happened after my after the [12:20] house got flooded. Now, I know [12:22] they want to say that it's an [12:25] underground stream. All of a [12:26] sudden, okay? Okay. I didn't [12:30] realize the damage it was doing [12:31] until it continued to pour [12:32] under my house. Been under my [12:34] house and it's wet. The ground [12:37] is wet. It's been wet. I'm [12:38] asking to go in there and look [12:40] at it that it's wet. I was told [12:41] they don't do in their houses. [12:43] That's okay. So, the water [12:44] proceeds to pop up. Got a [12:48] carport and when a plumber come [12:50] down, there was like spots on [12:52] the concrete. And I asked him [12:54] about us. I can't figure out [12:56] where it's coming from because [12:57] my car is not leaking. You [12:59] know, I'm happy. Well, it's [13:01] water. So, this water is them [13:04] up under my carport and now, [13:07] it's massive and now, it is [13:10] actually bleeding through the [13:11] concrete. And I don't think a [13:14] small stream that may run when [13:16] it rains a little bit is [13:18] going to do that kind of damage [13:19] and then, that's also going out [13:21] and into my backyard under to [13:23] the, I got, I got a room over [13:25] the carport and you'll see [13:27] pictures of that. I'm I'm [13:28] trying to mark em well enough [13:30] that you could see what I'm [13:31] talking about. Now [13:37] But this Mister President, [13:38] certified, and has for a [13:40] response ASAP. Well, let me [13:42] hear from you. So, I went down [13:45] to the his office. I guess they [13:48] were in a meeting and I guess [13:49] the lady, not the front desk [13:52] lady but the lady does the [13:56] ordering. She went. She yeah. [13:57] Sheila, yeah. Uh I didn't know [13:58] her name is but anyway, she [14:00] came out and got the [14:01] information. Well, I waited. I [14:02] waited. For him to call. He [14:04] never called. So, I finally [14:05] went to the city and asked one [14:09] of the ladies there to name the [14:10] ladies because I never choose [14:11] at the back and she gives it to [14:14] me her first and bless her [14:15] heart. She says, am I going to [14:17] get, she going to get in [14:18] trouble for this? I said, my [14:19] gosh, you're in control. I just [14:20] was going to confirm that he [14:22] got the message. Well, a day or [14:25] so later, my hair's funny and [14:26] mister Braslin, I'm sorry but [14:29] it just seems like I have to [14:30] move heaven or if you get a [14:31] response. Now, you were [14:34] supposed to come and meet up [14:35] with me. [14:39] Straig [14:39] ht. I think it was [14:41] Tuesday Monday, or Tuesday? No, [14:44] it wasn't Monday, Wednesday. I [14:46] don't think it's Tuesday. I [14:47] can't visit a few days there. [14:48] But anyway, he shows up [14:50] unannounced with a guy from [14:53] Dewberry Engineering which I [14:55] guess works for the city and [14:58] Scott, James Scott, Joe Scott. [15:03] And that's another thing they [15:04] won't give you the employee's [15:05] last name since it's it's [15:08] unsecure. I'm not trying to [15:11] make a joke. But anyway, and [15:12] then we go through the [15:14] conversation. Well, mister [15:15] president told me on front. He [15:17] says, this is strictly a [15:20] meeting about the drainwater [15:22] off the road. You know, I want, [15:27] y'all want to, if he, listen, [15:28] if he's the engineer and he's [15:30] going to be doing this new work [15:32] coming in, I won't even know [15:33] what the problem is because I truly think that it [15:37] needs to be researched and and [15:40] tell me that there's not a hole [15:42] somewhere in there because I'm [15:44] continuing to have these [15:45] damages and I'm really afraid [15:47] that my house bench. I I called [15:50] what do you call? It's the [15:53] Okay, well, I've had two [15:55] plumbers there of which I have [15:59] already mentioned in there. Um [16:00] a foundation expert to come in [16:03] because I was starting to worry [16:04] not that my house was tilted [16:05] but I'm thinking, I don't want [16:08] it to with this water going [16:08] under it, okay? And then who [16:12] else did I have? She's [16:14] remembering himself said but anyway, I've made quite a [16:17] bit of effort to try to get [16:20] some kind of resolution here [16:23] because I don't think, what is [16:25] the word? I don't want to be, I [16:28] don't want to fall under maybe [16:31] if could be, okay? Because [16:33] we're talking about my home. If [16:36] this all happened, I was [16:38] actually in the process of [16:39] trying to get it on the market. [16:41] Basically, getting ready to put [16:42] on the market and but I mean, [16:43] that's That's happens. [16:46] Everything happens. You know [16:47] what I'm saying? And I guess [16:48] that's the gist of it when she [16:49] want to ask me something but I [16:50] have plenty of photos in here. [16:52] Mister President, I'm not [16:52] trying to be, I'm just trying [16:54] to converse or to relate what [16:57] has transpired, okay? Okay. And [17:06] Let's see. We can't know [17:09] nothing if you don't feel us. [17:10] Yeah. [17:16] I think that the the city [17:18] workers that like the one that [17:20] came on the weekend which he [17:21] was probably on call but I [17:24] think if if he could've given [17:27] me a little bit more while I'm [17:28] looking for or what we were [17:29] looking for because he said [17:30] we're just looking for water on [17:32] the ground. You know Uh I [17:34] wanted to call him my son which [17:36] does heating and air and [17:37] plumbing and and with my camera [17:38] and he showed me and my [17:41] neighbor come over and and and [17:43] nothing come out. Release it. [17:45] Nothing come out. Everything in [17:45] dirty. Okay. Uh so important [17:51] Now, I might focus that over [17:54] here since the city cleaned up [17:56] that ditch. Of course, it's [17:58] filling back up I don't know [18:00] who, it's like somebody [18:02] deliberately just throwing gods [18:03] of trash in there. I mean, it's [18:05] pathetic. It's bottles and [18:07] cans. It's drinks, bottles, and [18:08] cans. In that one area, one [18:09] particular area. I've already [18:11] cleaned it once and now it's [18:12] like a huge amount again. [18:14] Things like they're doing in [18:16] all over the city. Oh, are [18:17] they? Okay, because I haven't [18:18] seen that song. I mean, this is [18:19] like. It is. Okay Well, I'm I [18:22] hope you're right because I'm [18:23] thinking, okay and I think So [18:27] anyway, my reason for bringing [18:29] which you was supposed to get [18:31] with me earlier today, you and [18:33] the man from Alison, I'll [18:36] assume Joe and the guy from [18:38] Newberry. That's him right now. [18:40] No, we did. That's not the same [18:41] guy, is it? Is it? Well, you [18:42] look shorter. Yeah, But my [18:47] understanding you guys were [18:49] going to get with me for being [18:52] That was not my impression. [18:53] We're waiting on two plumbers [18:55] reports from you. He is but. [18:57] Yeah, one second. Well, that [18:58] was what I was going to bring [18:59] to our meeting but anyway, that [19:02] is in that package. I think [19:06] it's like going to get you [19:07] guys. Don't have that back. You [19:08] got it. You got it. I'm going [19:10] to get that. Now, is there [19:13] anything I said that you think [19:16] that one has transpired? I [19:19] mean, just generally, our [19:20] conversation. That's all. To [19:22] the board, I I did go through [19:26] the side with mister Pressel [19:27] and try to gather as much [19:29] information as possible of [19:31] those situations, the sewer and [19:34] the water issue. And to answer [19:36] your question, miss Lois, know [19:38] that you didn't say anything [19:39] any different right now that [19:42] you did. [19:46] I can't say. Your phone. [19:54] Okay, this is. [20:01] And this one here is the second [20:03] amendment. When she gets [20:04] finished, I want her to hear [20:05] that I don't want to be [20:12] and brought me to address the [20:14] board. Uh let's see if they [20:16] have any questions, Jennifer. [20:16] Uh I have a question. His [20:18] statement. kind of. Lois, Lois [20:22] and I had talked several times [20:23] about this and and she, I think [20:26] that she's done her due [20:27] diligence trying to to do what [20:28] she could do. She put in a [20:30] drain in the front yard to help [20:31] the water coming off the road [20:32] to divert it around the house [20:34] and all that but Robert, what [20:36] does the sewer come from her [20:37] house? Is it go to Morgan? Does [20:39] it go to pine? She is the first [20:41] hook up. She's the highest [20:43] hookup on the Morgan drainage [20:44] system. She's so she was on [20:46] pine which is down from her [20:47] house but that's a dead-end [20:48] run. Okay. She's on the bargain [20:49] line. So, how do you know how [20:51] far down the Pine Run goes as [20:54] it go in front of her house? [20:55] No, it's back up but probably [20:57] 100 feet. Okay, but the water, [21:01] the her water valve is on the [21:03] Pine Street side, Pine Avenue [21:05] side or is it on Morgan? Morgan [21:07] side? Yeah. you talking about [21:09] two different things. Yeah. [21:09] Right. No. Well, she was [21:13] talking about water [21:14] infiltration but if the sewer's [21:16] on the Morgan side, it would [21:17] run down. I would think it [21:19] would run better. Gravity [21:20] system going towards Morgan. [21:21] She put a clean out right in [21:23] front of her porch if you're [21:24] familiar with it. Uh huh. [21:25] Porch. So, her line is right [21:27] there. That's where she put a [21:28] clean out. So, it comes in [21:29] parallel to pine and it goes in [21:31] underneath your front porch. Is [21:32] that where your sewer goes in, [21:33] Laura? Yeah. Yeah. Yeah. Okay. [21:35] So, the tongue comes in and [21:37] turns into different. They were [21:38] able to, yeah. They were able [21:38] to ride it up it out now. All [21:41] the way up to the porch and [21:42] then I had a plumber come in [21:45] Two day, three days later and [21:47] he went into the porch area and [21:49] then went from there to the [21:51] cities. John Stanford did one [21:54] of them? Yes, he did. And who [21:55] was the other, who was the [21:56] other one? Uh, Cooper of [21:57] Bambridge. Okay. And part of [22:01] that reason I was having a [22:03] little blockage in my kitchen [22:04] sink next to my husband, [22:07] Louise. Anyway, so anyway, I [22:09] had him go ahead and just [22:10] thoroughly do the whole house [22:11] because I've been on the [22:11] market. I can say. Yeah. [22:12] They're good to go that the [22:14] water you keeps talking about [22:16] that's in the ditch that keeps [22:18] filling up. It's rainwater. [22:21] But it don't [22:22] drain off. The storm water [22:23] drain. Yeah. So any so any [22:25] water yes so any water that is not an option for it. [22:31] That is not an option for both. [22:34] the water. It all comes down [22:36] inside of my house. I mean [22:37] there's so many people can tell [22:39] you but it doesn't just runs [22:40] off. It's like open. It's like [22:42] a river. Ash I was hoping to [22:45] get one of those off. Here I go [22:46] again. My stupidity. What's the [22:48] thing you put in your computer? [22:50] Ryan, you have some rolling [22:51] back to There you go. There you go. I can't think [22:55] about that. But I got a new [22:56] phone and I haven't been able [22:58] to find anybody. I don't have a [22:59] computer. But I I got pictures. [23:03] If that's something you're [23:04] interested in, I'm going to go [23:05] somewhere in in Battlewood and [23:07] show you how the water just [23:08] actually pours into my yard. [23:11] And mister president. That's [23:12] what you should get to him. He [23:13] needs to do that sister. He, [23:15] that'd be helpful for an [23:16] engineer. But mister president, [23:19] when she saw the Ascot border, [23:21] he put in there. Yeah, mister [23:22] president didn't do that for [23:23] me. He went down there and put [23:25] an asphalt border and it helped [23:26] a lot. It didn't take care of [23:28] the problem, all of it but it [23:29] helped a lot of it a lot [23:31] because my house actually under [23:32] my house on the north wall, [23:34] under the house, was that deep, [23:37] were washed out. So, I go up [23:42] there with bricks and stones [23:45] and stuff and bust them up and [23:47] pack em underneath it. You [23:48] know, you'll see pictures and [23:50] then covered it with dirt just [23:52] as because I was, that's partly [23:54] why I called somebody about [23:55] foundation because I thought, [23:57] oh my god, I want my whole wall [23:59] became big because that caved [24:00] in and half the house goes, you [24:02] know, but anyway, I guess [24:04] that's it. Oh, have any [24:06] questions? Oh, if you have any [24:07] questions about any of this [24:08] stuff, it's not very organized [24:12] and and there's a duplicates in [24:14] there. This one, I got the [24:14] putting it together Oh. So, [24:17] it's quite a bit of stuff that [24:19] we have. Okay. So, that's it. [24:22] So, Matt, you're going to get, [24:24] you're going to do a study and [24:26] give us a report back or you [24:27] have something you want to say [24:29] to us? What? What I told miss [24:31] Lewis that I would do is I [24:34] would get with Joe to get any [24:37] type of records that he had of [24:40] the sewer system. Right. In [24:42] that area and they provided [24:44] that one to me and to provide [24:48] me with what the invoices of [24:51] whatever work was done by the [24:53] plumbers to help me evaluate [24:55] what took place with the sewer [24:58] flood. Uh she had concerns of [25:01] three different things. [25:02] Stormwater, runoff, water, [25:06] period, what concerning that [25:08] possibly could be through the [25:10] city's system leaking and then [25:12] sewer. Uh leakage. So, what I [25:16] plan to do is do an analysis of [25:19] all three components and report [25:22] back to the board of what my [25:25] professional opinion is of [25:27] what's going on out there. And [25:30] miss Lewis, if you would like [25:32] to I will give you a business [25:36] card. I can get that flash [25:37] drive from you and. Okay. Get [25:39] those pictures and I can use [25:40] that. Okay. Thank you. Thank [25:46] you. Well, I don't I don't [25:47] want to speak for for Misty. I [25:48] love her but I think that if [25:50] it's anything that has to be [25:50] done on the city side that that [25:53] we we need to be prepared to do [25:54] what we need to do. If it's on [25:56] the city side. Yeah. And and by [25:59] we're we're I think Rob and I [26:00] are in agreement on that [26:02] because we talked about that [26:03] but we just need to get some kind of resolve, something [26:07] resolved here, something. I [26:08] remember his times and kind of [26:10] the sewer issue was eliminated. [26:11] Mm hmm. Very quick. She, there [26:13] was a blockage somewhere but we [26:14] never or anything. So, where it [26:17] was or how it was. Cuz you [26:19] know, water backing up in a [26:21] tub. I sued a lot had to be [26:22] blind. Yeah, as long as you [26:23] hadn't had anymore backup since [26:25] January 21 in the tub? No. [26:27] Good. That's good. We're not [26:29] disputing. There was one but we [26:30] just never could find one. [26:31] Sure. On the seaside. But the [26:34] so then I started addressing [26:35] stormwater runoff and that's [26:36] when the burn came in. Mm hmm. [26:38] Number of other things out [26:39] there because that's what I saw [26:41] as an immediate relief that [26:43] could, you know, store and the [26:46] berm, I guess he helped. She [26:48] said they helped for a while [26:50] and then she contacted me [26:50] again. So, I brought the [26:51] engineer in front of me and to [26:52] let them do. They, hopefully, [26:55] they know more than I do. You [26:56] know, I'm usually pretty good [26:57] with the water but on this one, [26:59] I just I don't see a source or [27:01] a cause. Mm hmm. You know, [27:02] something fixed. Yeah. [27:09] You going to get back with her. [27:12] husband. And Robert when you [27:14] when y'all pulled, clean the [27:16] ditches on Pine Avenue on the [27:18] west side of Pine. Did that [27:20] help with the water running off [27:22] on the Morgan side? Did he is [27:23] at the break of the hill, you [27:24] know? Right. He was just north [27:26] of her house. Yep. And that [27:27] dish was designed, hasn't been [27:29] changed, been that way for [27:31] sixty, 70 years, I guess. But, [27:32] you know, it drains back to the [27:34] norm. Thank you. She is just on [27:37] the brink of the hill. Okay. [27:39] Southern side. Okay. So, they [27:41] basically, it has no water [27:43] drain too. Right. On her side. [27:47] It doesn't. You know what I'm [27:49] talking about. Mister Commons, [27:52] she is. Yeah. And it's not even [27:53] that far down, Georgia, Morgan. [27:56] Yeah. So, what he's saying at [27:57] the other end is called and [28:00] that's blocked off but [28:02] basically, you gotta ditch it [28:03] but no use whatsoever. Yeah. [28:05] For a long time. [28:09] I don't know. [28:14] You all cleaned it lately, [28:15] Robert? I'm waiting on the [28:17] engineer's report. I wanted him [28:19] to see everything as he is. I [28:19] don't want to change anything. [28:21] Yeah, that's right. Okay. That [28:23] makes sense. [28:26] Thank you for letting us know. [28:27] I appreciate it. Uh Mister [28:29] Fresno. Whatever. We'll do [28:32] whatever. If it's on our side, [28:34] we'll have to do what we have. [28:37] Alrigh [28:38] t. That's all under the [28:42] awards foundation fee. I we [28:46] need to prove the minutes from [28:47] the last regular meeting. I [28:50] moved away approved amendments [28:51] from the Tuesday, January 3rd [28:53] meeting. In proper motion in [28:58] second. Williams. [29:09] Richardson? Yes. Yes, ma'am. [29:13] Blast. Yeah. Was there any [29:16] items for for discussion? Do we [29:18] have any citizen's requests? [29:23] Okay. Alright. I'm public [29:28] hearing. Council members, we do [29:32] have one. This is related to a [29:34] grant application we're doing [29:35] for a Scott small county [29:38] outreach program grant for DOT [29:40] and the road we have selected [29:42] this year. You know, you get [29:44] points for Connector Roads and [29:46] supposed to actually relieve [29:49] pressure from the state system [29:50] and and what's the good how [29:52] they started the grain anyway. [29:53] So, you get extra points for [29:55] connected roads. We staff and [29:57] engineers at selected Martin [29:59] Luther King. It's sizable at [30:00] good length. It connects on [30:01] both ends to major roadways. [30:04] So, we think it's a good [30:05] candidate project. We'll apply [30:06] for that if Council so approved [30:08] was required as a resolution [30:10] from the council to go with our [30:11] grants packet So, if if what does the scope of work [30:17] included if we get this I'm [30:21] like, I'm okay. Yeah. Maybe [30:24] resurfacing the right way. I've been out there and looked [30:28] at and already started putting [30:29] some numbers together and [30:30] everything. Um one item that I [30:34] will be doing is asking for [30:36] some guardrail here every along [30:39] the box cover to say right now. [30:42] It's just real close to the [30:44] roadway. Uh specification does [30:47] not require them because of [30:49] speed limit but just for a [30:50] safety thing. I'm going to add [30:52] that in there as well. So, it'd [30:54] be just about two inches of [30:56] asphalt for milling it down to [30:58] the level for the hanging out [31:01] potentials, asphalt, new paint, [31:01] new signs. All the way down [31:04] Martin Luther King. From the [31:05] MLK to Main Street. Okay and [31:08] we're looking at with fees of [31:12] design, CEI, agency. You're [31:15] looking at about five hundred [31:16] and thirty 40000 It's a good [31:19] job for the city. Yeah. When [31:20] you get it. And there, no, you, [31:22] no utilities will have to be [31:24] moved to complete that. That's [31:26] right, sir. And there's no [31:28] drainage or standing water [31:30] issues on that road. It's [31:32] elevated enough to. There's [31:34] actually curb and gutter on a [31:35] lot of it and is also a paid [31:40] gutter along the edge. So, it [31:41] conveys all the, it's open [31:43] drainage system. Yeah. And it's [31:46] going to be, is it going to be [31:47] a curved road? New curtain [31:50] coat. Okay. And some that [31:52] already exists. Oh, existing [31:55] curtains. Okay. That sounds [31:59] good. And if we do come across, [32:01] there's a price going along, [32:02] that'd be the time to address [32:03] it as each worker. Mm hmm. [32:05] Highway culverts, anything like [32:06] that. [32:09] But so wish we received the [32:12] doctor's resolution number [32:14] twenty twenty-three dash oh [32:15] one. It's a resolution of the [32:17] Board of City Council members [32:18] of the City of Chattahoochee, [32:19] Florida. Authorizing the mayor [32:21] to apply for FDOT funding [32:23] through the municipal Small [32:24] County Outreach Program for [32:27] resurfacing East Martin Luther [32:28] King Junior Boulevard. Thank [32:29] you. [32:36] Resolution by number [32:43] we just resolution by number [32:47] I make a motion that without [32:48] resolution 20 twenty-3 dash oh [32:49] one. [32:55] That the Martin Luther King [32:56] resurfacing. Seventh. That's in [32:58] popular motion executive? Yes. [32:59] And authorized the mayor to [33:01] sign on behalf of the [33:07] 7. Williams? Yes. Richardson? [33:16] Cameron? Yes, ma'am. Bless. [33:17] Yes, ma'am. [33:30] General business? General [33:31] business? We just have one item [33:32] on there and that is a [33:33] contract. If you recall, we got [33:34] appropriated $100, thousand [33:34] dollars during the last [33:35] legislative session to do some [33:36] water system upgrades down at [33:37] the plant. Um had to do with [33:38] the automatic shut on and shut [33:40] off. and equated. The power [33:42] goes out. Someone has to come [33:45] in and manually turn it on. [33:46] That's what we apply for. We [33:47] were granted. Anyway, we got [33:50] quotes on that. It was un [34:01] dollars because it would be [34:02] less than that. Um and got [34:03] quotes on it. It went back to [34:04] the state. This is the company [34:05] we want to do it with. They [34:05] required us to go out for form [34:06] obedience. The quote was 75, [34:07] 000. So we went back to drawing [34:08] board, went out to formal bids, [34:11] received one bid. From the same [34:12] person. Uh company of [34:15] Tallahassee because they were [34:15] in that business for $95, 9 00 [34:18] dollars. Wow. We'll ask you to [34:20] prove it's only been we got on [34:22] it and it's in the [34:37] well-roomed guy at the Public [34:38] Works Yard. The greatest [34:39] problem because you know, [34:39] there's some some [34:40] administrative fees in there. I [34:41] just gotta come out of that [34:42] hundred and we were also [34:42] going to buy the skate assist [34:43] system. We had enough money [34:44] with the price we received to [34:45] do the skater system where our [34:46] guys would basically get alerts [34:47] on their cellphone, any issues [34:47] with the water system when they [34:48] were at home. Um so, we won't [34:50] be able to do that. So, if your [34:53] word is being, we can get the [34:55] project done. We may run a few [34:57] dollars over but that's where [34:57] we are. Okay, this this will [35:02] help eliminate the problem of [35:03] the waters being cut off town [35:05] wide like we had. Yeah. Three [35:06] weeks ago. The control room [35:08] down there. Yup. Not at the [35:10] well side but down at the [35:11] public works. Well, treatment [35:12] and we're going this year for [35:13] an all-new chlorination system. [35:15] This is all of your electronics [35:16] in that room. Have to do with [35:19] all the automatic shut on and [35:21] shut off, bypassing, you know, [35:23] stuff in there, you know, 60 [35:25] years old. Mm hmm. Some of we [35:27] can't get parts for a lot of [35:29] it. Like I said, the guy's been [35:30] manually doing it for quite [35:31] some time and that's not the [35:34] way to run a water system. So, [35:35] that's why we apply for it. [35:36] Yup. This will fully automate [35:38] that room back like it should [35:39] be with new equipment. The [35:40] electronic part of it. Hmm. [35:42] We're going this year for [35:44] automatic chlorinator, the [35:45] automatic, computerized, [35:46] chlorination system and so [35:48] we'll be safe. If we get the [35:49] appropriation this year, we've [35:50] already applied for would be [35:52] state of the art. That's [35:53] correct. Be where we should be. [35:54] Let's go [36:04] $25, Donna did we got so. And [36:10] so Sam is asking the council if [36:11] you so choose to award the bid [36:12] for ninety-five 900 to [36:14] Universal Electric of [36:16] Tallahassee Incorporated. [36:20] 95 even? 95000. 9 00. 9 00. [36:25] Ninety5, 900. Nine point nine. [36:29] Universal. [36:33] electric of [36:35] Tallahassee Incorporated and [36:36] they are located on Kilowwat [36:38] Road. [36:45] Okay. That's the only bid we [36:48] got. Yes, sir. Nobody's [36:51] going to work no more. Okay, [36:53] that's the answer. Anything. [36:55] Nothing [37:04] Of course, it was their money. [37:06] I mean, it was. Yeah, yeah. But [37:08] they they just spent $20, 000. [37:12] Her son John. Her son John. Wow [37:20] Well, I would, I would move [37:21] that we would award the bid [37:22] system to bid award to the [37:24] Universal Electric of [37:25] Tallahassee Inc for the [37:27] upgrades to the water switching [37:28] system. Second. To properly [37:33] mention one second. Now, for [37:35] the bug, please. Williams? Yes. [37:38] Richardson? Yes. Yes, ma'am. [37:41] Plus, yes, ma'am. City manager? [37:46] Alright, bear with me. I do [37:48] have proper eyes this evening. [37:50] One is, remember when we talked [37:52] earlier about the use of the [37:53] what was currently the Boys and [37:55] Girls Club Build Library. Mm [37:56] hmm. [38:00] Council seemed willing to use [38:02] that as a senior center. [38:03] Correct. Well, we got the [38:04] official request out from the [38:06] county. So, that is moving [38:07] along It will be happening [38:10] unless you all have any other [38:12] questions but got the letter [38:13] from the county manager [38:16] requested that. So, we'll be [38:16] moving forward with that. Will [38:17] they be helping to get it up to [38:20] par the county? They're [38:22] going to help. They're going to [38:23] give more than they got already [38:24] given. Forgiveness. Yes. Yeah. [38:32] For a while. [38:37] Second thing we have another [38:40] request here. We have one I [38:40] guess at the last meeting a [38:42] while before but this is Sam [38:44] Palmer who's president of the [38:46] Gass County N double A CP [38:49] requesting you know they're [38:50] having their annual banquet and [38:53] requested that the city put on [38:54] participate to get a tag or you [38:57] get individual tickets want to [38:59] get some guidance from the [39:00] council with the interest might [39:02] be. What do you say? Banquet. [39:08] April 29th. Hm. 6 PM. [39:16] Table is $320 and the ticket [39:19] individual is $40 per person. [39:20] They have a dinner and it's [39:24] kind of dressed up. It's a [39:26] banquet. You know, speakers and [39:28] all but you said they they do [39:29] serve a dinner. Just let me [39:32] know. Anyone's interested? How [39:37] much is it he requested? Well, [39:40] he sent the tickets and then, [39:41] of course, the table, you can [39:43] get a table for eight for $320 [39:45] and that's what they usually [39:47] try to get people to do. Is it [39:49] like a table? That way, you sit [39:51] in as a groom or with your [39:52] friends or family but you also, [39:54] you know, individual tickets in [39:56] case. One to go another way and [39:58] just help people want to get [39:59] it. Then, you would sit at [40:01] tables with other people. And [40:03] for the table is how much? [40:04] Three point. Three20. And then [40:08] forty. And that's going to be [40:10] where is that going to be? [40:11] Where's the banquet going to [40:12] be? Oh this year said the judge [40:13] judgement. Okay. [40:36] Code enforcement, had a meeting [40:38] with the chief, and you know, [40:40] when we first started this, it [40:42] got with the magistrate on, [40:43] Peter Sirius, we Fred actually [40:47] was doing the, the leg work, [40:49] the enforcement work because it [40:51] gets pretty rough out there on [40:52] the ground. And then Cindy was [40:57] doing it in my office, and when [40:59] she was already doing the [41:00] paperwork part of it, being all [41:03] the stuff that magistrate, the [41:04] Titans, and all the registered [41:05] letters you have to, and all. [41:06] But anyway, we met and we're [41:09] going to be going back with the [41:10] police department doing the [41:12] actual first visit identified [41:15] and taking the pictures and [41:16] knocking on the doors and that [41:19] we'll have more success with [41:19] that. Some of the folks because [41:22] you know, they're officers and [41:23] like I told Chief, you got a [41:25] gun. You know, a lot of people [41:31] don't want folks around and you [41:33] know, looking at their stuff or [41:34] talking about their stuff and [41:35] but we have ordinances that [41:37] we're charged with enforcing [41:39] and it's not always easy and [41:40] but that's a moving forward, [41:42] the police department will be [41:43] doing the enforcement part of [41:44] it. All the paperwork and the [41:46] magistrate and all will still [41:47] be here in this room with my [41:50] staff doing that part. So, I [41:51] think we'll see some [41:52] improvement on getting some [41:54] other done. But all that, I [41:56] know you all seen some of these [41:57] houses but you know, we have [41:58] nine houses right now. We need [42:00] a new construction or rehab. Mm [42:01] hmm. So, they small baby steps [42:05] but we didn't get here [42:06] overnight either. Yeah, I went [42:07] to work one day and come back. [42:09] The whole house was gone. What [42:11] happened to the house? Dude, [42:13] that Florida housing grant, [42:14] right? So, that's good for the [42:16] city. Oh, it's not right. Good [42:18] god. And I think that I think [42:20] they'll do a great job on that [42:22] and getting the code [42:23] enforcement a little more. [42:24] aggressive on that. [42:26] Uh Rory, let me ask. If we have [42:28] a citizen that complains about [42:30] property, do we need to refer [42:33] them to you or to chief? To [42:38] you. So, I've gotta go through [42:39] you then y'all and you go next [42:40] way. They'll get a list around [42:44] week or the route and they [42:45] want to come get it. Probably [42:46] be like weekly for the officers [42:49] and. Okay. They'll do the [42:50] initial visit. All they'll have [42:52] to do is make contact, get the [42:54] pictures on the initial thing. [42:56] Then, we'll send the the two [42:57] required letters and after [42:59] that, that's when your posted [43:01] property, that's when they'll [43:02] really come in handy when [43:03] you're out there putting up [43:04] signs and posting products set [43:05] in a court date. That's [43:07] integrally the toughest part of [43:09] the process that you get to [43:10] that point. And I mean good [43:12] part. I mean, you know, people [43:14] get upset about things like [43:16] that. So, they get to work a [43:17] lot better. We'll get some more [43:18] cases going. I want to update [43:20] you on that. Um the Florida [43:23] Municipal Electric Association [43:23] Conference. It's going to be a [43:26] Saint Petersburg this year. [43:27] It's going to be in the council [43:29] instrument attendant. Please [43:30] let Katie know. So, the [43:33] registration just opened and [43:34] make sure anybody wants to go. [43:36] And when is it? Hotel that's [43:38] where the conference is. [43:43] First week of March. [43:48] Okay. 10 more. The other day. I [43:52] thought it was late. What are [43:53] the dates? She's looking. Yeah, [43:56] but anyway, anybody that's [43:58] interested, we need to get you [44:00] registered now. So, you'll be [44:01] booked in the hotel where the [44:03] conference is located, not have [44:04] to travel. [44:08] Nose. It's in July 18th. Yeah. [44:11] That was something else in [44:12] March. It's lied to. Which is [44:16] the Florida Black Coffee. Oh, [44:19] this is in March. This is in [44:20] March [44:26] downtown redevelopment project [44:29] Any future questions, y'all can [44:31] get on Matthew here. It's in [44:32] the design stage now. So, Um [44:37] the architect and his crew will [44:39] be here again Friday on the [44:40] Southside School Project. [44:42] That's moving along the [44:43] development of those plans. [44:44] Okay. Specification but they're [44:47] coming in with another crew. [44:48] They've had the asbestos people [44:49] here. They're bringing some [44:52] demolition guy Friday. I want [44:53] me to go down on Friday morning [44:54] but they'll be here again. So, [44:56] that project's moving along. [45:01] Um if you haven't already [45:01] heard, we were awarded part of [45:04] the group, three CDs that were [45:07] awarded one point8 84 million [45:09] dollars for the internet, [45:12] high-speed internet. Uh so, [45:13] broadband grant, you know, they [45:15] a lot of the Joe Biden money [45:16] went into the broadband and [45:19] went to the States and replied [45:21] to the states. So, Charter [45:25] Spectrum will be doing that. [45:26] It's lot of miles a new line [45:30] between you and Coretna. So, [45:31] hopefully that it will help a [45:33] lot of folks out with that and [45:34] we were happy to be a part of [45:36] that award. Who are the other [45:37] two CDs? Uh Grant and I and [45:41] Greensboro. Mm hmm. Good. [45:46] What they did was I think, I [45:50] mean, but everybody who's on [45:52] the TDS Act, when you go east, [45:53] I know there's different phone [45:54] companies. I'm just assuming [45:56] that because Greensboro, **** [45:59] of. But we're part of it and 1. [46:02] 8 million also can't hurt. Talk [46:06] about the house and program and [46:09] did that and y'all let me know. [46:12] Let Kay know please if you [46:14] should attend the conference [46:15] and let me know about the end [46:16] of this banquet. Tickets or [46:18] table. And we Florida Road [46:22] Water. Can I just touch on this [46:25] tonight? There's a lot of work [46:26] left to do but we've talked [46:27] about water before and We just [46:30] finished our study on range [46:32] structures and what it cost to [46:34] maintain and properly maintain [46:37] a system and everything and [46:40] just embrace the city of [46:41] Chatham, you you charge one [46:42] dollar instead of a cent per [46:44] thousand gallons of water. [46:48] Period across the board no [46:50] matter how much you give. The [46:52] next closest one to you is $2 [46:55] and 13 cent which is very [46:57] young. Everybody else is higher [46:59] two thirty-three, 229, 249, and [47:02] then some of them go 225 for [47:05] the first thousand to 287 for [47:07] the next time. It's ninetyfive. [47:10] So, you know, we knew we were [47:12] alive. We liked being in love [47:13] but we also had to be [47:14] responsible and so at some [47:16] point, we're going to we're [47:18] going to have to to talk about [47:19] this but we're going to do a [47:20] lot more research and get some [47:21] more numbers for you. Ours is [47:23] at what? 180. $1 dollarand [47:25] seven cent. Oh. With 100 plus [47:28] tax Although the next closest [47:31] one to you is over twice that. [47:37] Which we knew that we were just [47:39] trying to break even on the [47:40] water system. There was not a money maker for us. Uh [47:42] huh. What is Gretna? [47:50] I'll have granola in here. [47:56] God's got that. I'd like to say [47:58] this was a water plant? Yeah. [48:05] Some didn't respond but some [48:07] would respond. Okay. Yeah. Cuz [48:09] they have their own water [48:25] be it so they just don't have [48:27] to do like this and then make a [48:29] big jump at one time. These [48:30] water rates again, you probably [48:32] remember the last time the [48:33] water rates were adjusted. But [48:36] you know, sometime four last [48:37] week, it was a long time ago. [48:39] And that, you know, we gotta do [48:41] a lot more research, a lot more [48:42] numbers, but because to operate [48:44] your system, what the [48:44] maintenance is, you know, but [48:46] things go up, insurance goes [48:47] up. Okay, it will just go up [48:48] labor, the the guys running [48:51] system goes up here. Mm hmm. [48:52] Yeah, I'm just trying to [48:55] Marianna is a bigger city than [48:56] us. I'm just trying to find [48:58] something comparison. Yeah. Oh. [48:59] To you. Need to measure it. [49:01] Comparison eleven. Yeah, [49:03] anesthesia is size wise and it [49:05] goes wrong. They're 233 per [49:07] gallon. Oh, dang. 2000. Yes. [49:09] That's true. Sneeds. Mm hmm. Is [49:12] there suicide? Small. They're [49:15] one sixty-two. No. Hm. Nothing. [49:17] Oh, 7 hundred and 148 gallons. [49:21] So, that's over $2 for a 000 [49:23] gallons but they they do about [49:25] 100 cubic feet which goes out [49:28] to 748 pounds. They're there [49:31] like 2: 30, 240 Uh [49:34] Tallahassee's big. Taco's big. [49:35] But they're two twenty-five. [49:37] Chip is not big. They're $249 [49:38] for but you just don't want to [49:41] be, you can't be in a situation [49:44] of losing money on a utility [49:46] operation or breaking even is [49:48] not good. And so we want to [49:51] adjust it sometime. Nothing you [49:53] gotta do right now. I just [49:54] want to pray it to you too. [49:55] That's all I am. Glad to answer [49:56] any question. Miss Peggy, you [50:01] got any interest? One. Mary, [50:05] did I miss Citizen's requesting [50:08] to be heard? Yeah. Okay. Nobody [50:11] request. I'm sitting right [50:13] here. Um Miss Tony. I surely [50:18] got anything for us. Uh yeah, [50:20] just briefly. I I am walking [50:22] with the Rosedale Water [50:23] Association on some new water [50:26] contracts. So, I'm hopeful. [50:27] Have some agreements if I see [50:32] some sticking points, I may put [50:34] it as an agenda item [50:59] approached by some citizens [51:02] about the planet citizen input [51:04] stage of the downtown planning [51:07] The downtown revitalization, [51:10] and the south side groups. It I [51:14] am I correct and there is going [51:15] to be a citizen input or a on [51:18] all that. We talked about that [51:20] last week but they need to get [51:22] it. At least sight what we call [51:24] 60% plans or something. Uh huh. [51:26] So that you can have a table [51:28] and a meeting but yes, [51:30] absolutely. Okay. Okay. And [51:32] Dewberry will be kind of [51:34] heading that up. And Matt, we [51:36] usually interpret a couple [51:37] moves. Is that right? One or [51:38] two or? Yes, maybe as. As many [51:41] as we need. Okay. Mister [51:43] Preston said, we we've got it. [51:45] Get something together. We we [51:47] just finished a survey. So, [51:50] we're in a the very beginning [51:51] of [51:54] the basic things. [51:59] Alright. Oh, Robert noticed [52:02] that there was a couple of [52:03] businesses uptown that look [52:04] like they just about fixing [52:05] about to be ready to open up. [52:07] Can you talk to anything about [52:08] that? Yeah, one will be opening [52:10] up Friday, possibly Thursday [52:12] between Twin Cities. Okay. [52:14] We'll be open the Department of [52:16] Business Professional [52:17] Regulation. Um we're closed. [52:21] That the open the weekend. [52:26] The barbershop, not that I got [52:27] a lot here anyway, but I'm, I [52:29] just hope noone will get the [52:30] barbershop. It's going to be [52:33] beautiful. Yes, it is. It's [52:35] going to be beautiful. Yes, it [52:36] is. And and look, well, that'll [52:38] be good. That'd be good. I have [52:39] noticed that we've had quite a [52:43] bit of activity down at the or [52:47] B part. Yeah. You know and and [52:49] that's good. Billy can you can I ask Billy? You got [52:53] anything to say about that, [52:54] Billy? Can you kind of give us [52:55] a little set to about what's [52:57] going on down there? Well, yes [52:59] sir [53:08] I've been there from day one [53:11] We're doing great The first [53:13] year was a little slow This [53:16] year it's getting better with [53:20] the cooperation of some of the [53:23] folks Robert's helped me a lot. [53:26] Some of the city boys ain't [53:27] quite with us yet but it's [53:29] getting better. If people love [53:33] our campgrounds. They tell me [53:36] everything, oh man, what a [53:38] great place to stay. It's safe, [53:41] it's clean, we keep it that [53:44] way. We kind of check out [53:47] folks. I mean, we're not being [53:49] discriminative but anyway But [53:51] if you, if you're a legal [53:54] citizen and you're you pay your [53:57] way, then, you're welcome and [54:00] we welcome everybody. Amen. [54:03] When the city's helping us, [54:04] it's a work in progress. We [54:07] need picnic tables. For some of [54:10] the folks. Yeah. But. Um We're [54:14] doing really well. Our [54:15] laundromat is a coat of paint [54:19] away from being open which will [54:21] generate a little bit more [54:22] money from the city. We've got [54:24] a brand-new washroom. I mean, a [54:27] brand-new dryer. We might need [54:29] a little help with the washing [54:30] machine. But it's all good. Uh [54:36] Everybody loves the character. [54:40] They they appreciate that. And [54:41] I appreciate the help and [54:44] cooperation. Robert, whenever I [54:46] need some help, Robert, he [54:49] deals with it. So, it's all and [54:54] I would like to say one other [54:56] thing, if I could as a private [54:58] citizen every, I own half a [55:02] cemetery street. Dewberry come [55:05] in there and destroyed my [55:06] parking lot. [55:09] Newberry [55:11] It may also causes a [55:13] lot of problems in our [55:15] campground by not doing what [55:17] they said they were going to [55:18] do. But they destroyed my [55:20] parking lot which I assume the [55:23] price to fix. I've got a [55:25] waterhole where they told them [55:26] not to park equipment. They did [55:29] a lot of things. But I let it [55:31] slide. But I just wanted to be [55:34] known on record. I don't know [55:37] if I'd have them build me a [55:40] sidewalk. No, I didn't, I [55:42] didn't know anything about [55:43] that, Bill. That's it. I'm [55:45] sorry. I'm sorry. That's all. [55:47] Alright, I'll sit down. [55:53] It's kind of lost what I was [55:54] thinking about. Yeah. I can't [55:56] think of the answer I saw. [55:58] Okay. And Williams, I'm sorry. [56:04] On Thursday, we will have [56:06] Second Harvest but what about [56:09] the road on Oak Street? Has [56:12] that been taken care of that [56:14] they can get in and out? No, [56:16] ma'am will be coming in off of [56:18] Morgan. Do the same as you did [56:19] coming off the main so [56:21] everybody will come off Morgan. [56:23] We've posted it on Facebook and [56:24] you and I had a conversation [56:26] about the volunteers alert in [56:29] the volunteers and know the [56:31] cover pots down there. Uh had [56:34] to be ordered. Pipe companies [56:37] we were hoping to have it fixed [56:38] but no, we put the word out [56:39] best we can for this event. You [56:41] have to come in off of Morgan [56:42] Avenue. So, they're coming off [56:44] Morgan, down, and then they're [56:45] going to have to go back out [56:47] that way. Mm hmm Um. The only [56:52] other problem that I might I [56:54] can see with that is we're [56:55] going to need some assistance [56:56] getting the truck in. Because [56:59] the driver is not familiar with [57:02] Chattahoochee and he was coming [57:03] in on Oak Street. So can you or [57:09] the city guides assistance with [57:10] that? Do we have a contact [57:12] information for you? I'll get [57:14] it to you. Oh contact [57:15] information. We'll contact you [57:17] in helping any way we can. I'll [57:19] get it to you tonight. That's [57:21] this Thursday, right? Yes. Hm? [57:23] It's this Thursday, the second. [57:24] Yeah, this Thursday ninth. The [57:27] ninth. Uh the truck tries to [57:29] get here around nine o'clock in [57:31] the morning so we can get [57:31] everything set up to get [57:34] started serving the public at [57:36] ten. Yup and I can also have a [57:40] trouble. When the guys meet [57:42] out, if if he's going to come [57:44] in that way. Yeah, he comes in. [57:45] I'm mogging. I mean, on Oak [57:47] Street, you know. We'll try to [57:48] contact him and tell him. Okay. [57:50] Difficulty at all. He could [57:52] just follow a pickup. Are we [57:52] going to have something up the [57:54] top of the hill on the street? [57:56] We're going to have to then, [57:57] we're going to need some man. [57:58] Yeah, everything's down to the [58:00] pipe, don't we? Yeah, because I [58:01] didn't even know Oak Street was [58:02] closed. Well. And I live on. [58:04] The corner. Corner. Texas. and [58:06] from both ways to get home out. [58:08] I mean, we couldn't we couldn't [58:10] block the road. I know but we [58:12] need somebody up there to slay [58:13] that. I mean, going to Gregory [58:16] and then back up that way and [58:17] then come back down Pine [58:18] because then you're going to [58:19] have a goat radio because [58:21] pine's going to be full and you [58:22] can have oat coming down and [58:24] those kids are going to get [58:26] kicked off. Work yourself. [58:27] Well, yeah, I know. People use [58:29] common sense. We can come in [58:31] one way and go out and throw [58:33] pine or something like that. [58:35] Yeah, but I'm just saying like [58:36] when because everybody's used [58:37] to coming off. Right. Right. [58:38] Absolutely. Somebody at top of [58:39] Maine and oh. Yeah. Some [58:42] somebody that doesn't wreck the [58:44] traffic. Okay. First half said, [58:48] man, I would do it. Oh. As a [58:51] business owner, if you do, here [58:54] in me, two thirds of a city [58:58] club, next to the church that [58:59] has the farm share. Yes, sir. [59:01] Y'all are more than welcome. If [59:03] you need a nice, wide-open [59:06] parking parking spot, do what [59:09] you have to do to create You're [59:12] more than welcome. I will give [59:14] that to you and let you. It's a [59:16] huge parking lot as big as what [59:18] you've got in front of the [59:19] community center. It's in front [59:20] of the old Wallace Peacock. [59:23] I've already cleaned it all [59:24] off. But you are more than [59:27] welcome. Corner. If you would [59:28] like to. Hold on. To stage that [59:32] there. I have no problem. That [59:34] that'd be great. The farm [59:37] shared the church right next to [59:38] me. Yeah. They do a two week [59:41] bill. But the other part, I've [59:43] already cleaned it this week. [59:46] And it'll be cleaner by next [59:47] week. But there's a huge [59:49] parking lot there. That if you [59:53] would so desire, you're more [59:55] than welcome to use it. Is what [59:57] I'm telling you. Thank you for [1:00:00] that one. You're most welcome. [1:00:01] And I like to get shout out to [1:00:05] all of the volunteers who have [1:00:06] been so faithful in working [1:00:08] with us with the Second Harvest [1:00:11] especially our chief who comes [1:00:13] and work diligently there with [1:00:16] us and it's it's wonderful to [1:00:19] have him there with us to be [1:00:22] seen that we have no problems [1:00:23] while we're there. Also, Second [1:00:26] Harve will also be back in [1:00:30] Chattahoochee on March the [1:00:32] ninth So, miss Katie, if you [1:00:35] will put that on there for us, [1:00:36] I truly would appreciate it. [1:00:43] And I like to thank each and [1:00:44] everyone of you all for coming [1:00:46] out to be with us tonight. I am [1:00:49] hopes that we can get this [1:00:50] water problem resolved very [1:00:52] quickly as soon as possible. [1:00:56] Thank the councilor for working [1:00:58] together as well as they have. [1:01:01] And that's all I have tonight. [1:01:03] That was Richardson. Well, I'll [1:01:07] be remiss if I didn't see if I [1:01:11] principal of elementary had [1:01:14] something to say. I'd like to [1:01:16] speak thank you So, first of [1:01:20] all, I want to thank the city [1:01:22] for your continued partnership. [1:01:23] You have been excellent to the [1:01:25] school ever since. I took the [1:01:27] reigns as principal last year. [1:01:28] Um I wanted to just kind of [1:01:30] give you an update on the [1:01:31] things that are going on at the [1:01:33] school. Some of the concerns [1:01:33] that have been brought to my [1:01:35] attention and I want to start [1:01:38] with the enrollment. So, when I [1:01:40] came here the first time and I [1:01:42] think it was August of twenty [1:01:43] twenty-two. No, 2021. I told [1:01:47] you all that I projected [1:01:49] enrollment with 90 students and [1:01:51] as of today, we're at 148 [1:01:53] students. Good job [1:01:58] We got some calls today. So, [1:01:59] the enrollment is rising. Um [1:02:02] miss Richards said, I want to [1:02:03] thank you personally for [1:02:04] calling me so frequently and [1:02:05] just ask for updates and see if [1:02:07] we need anything. Everything [1:02:08] that you've done is very much [1:02:10] appreciated. We're still using [1:02:11] all of the things that you have [1:02:12] given us and I just want to say [1:02:13] thank you. Thank you so much to [1:02:15] the entire council. Um also, I [1:02:18] told you all that we've moved [1:02:20] to a new testing model. It's [1:02:21] called the fast testing. Not [1:02:23] fun but I do want to tell if [1:02:25] you see any of my first diet, [1:02:27] just pat them on the back [1:02:29] because we're in 100% [1:02:30] proficient for reading in first [1:02:31] grade. That's wonderful. [1:02:33] They're doing awesome. And then [1:02:38] our safety update. Thank you so [1:02:39] much to the chief and the [1:02:40] police department. They really [1:02:42] helped us out this summer. He [1:02:43] made his rounds to make sure [1:02:45] that all the doors were locked [1:02:47] and to give me updates and [1:02:48] pointers on things that we [1:02:49] could spruce up around the [1:02:51] school. So, if you do decide to [1:02:52] visit this year, we have [1:02:53] installed a new doorbell [1:02:54] system. So, you have to press [1:02:56] the doorbell, the camera comes [1:02:57] up. We can see all of the [1:02:58] visitors from the inside of the [1:03:00] school and the door doesn't [1:03:00] open unless it's authorized by [1:03:02] a person on the inside. Mm hmm. [1:03:04] Um and I hope you all have seen [1:03:06] my sign. It looks good. Yes. [1:03:07] Updated along with our every [1:03:11] month but just thank you, thank you for all of your [1:03:14] partnership. Mister Moshe is [1:03:15] not here tonight but he stops [1:03:16] by frequently to help us with [1:03:18] to incentivize behavior and [1:03:21] participation with our other [1:03:22] partners like the Art Museum [1:03:24] and the Garden Club. It's [1:03:24] really too much to talk about. [1:03:26] We all have done it so much. [1:03:27] So, I want to thank you on [1:03:28] behalf of them. I think it's [1:03:29] cool. Well, I have a question. [1:03:30] I saw some boxes around the [1:03:31] counter books. Y'all need [1:03:33] donations of books like people [1:03:35] because I have people to say, [1:03:36] where can I take books? I mean. [1:03:38] You definitely can. We can add [1:03:39] those books to our classroom [1:03:41] library. The donations for [1:03:42] books are part of our [1:03:43] Scholastic Book Fair So, the [1:03:45] book fair gives us those little [1:03:46] boxes and then, when the people [1:03:48] donate money, I think they [1:03:49] match it up to 50% or something [1:03:51] and then our librarian is able [1:03:52] to order new books from the [1:03:54] librarian for them. If you have [1:03:55] people who want to donate [1:03:56] books, we're not turning [1:03:57] anything down. Right. They can [1:03:59] definitely bring. Okay. Oh [1:04:00] yeah. Um but so that I didn't [1:04:02] understand quite what the [1:04:03] money's for. I mean, because I [1:04:04] don't know if y'all needed some [1:04:06] more books. For the book, yeah, [1:04:08] because the book fair is not [1:04:10] cheap. Nope. Anything. And then [1:04:12] I also wanted to mention the [1:04:14] maintenance of the ground. This [1:04:15] looks so nice out there. So, if [1:04:16] you ride that and you see it, [1:04:18] make mister Gilcrease. Mister [1:04:20] Praise Lord for all that the [1:04:22] public works department is [1:04:23] doing. They're so sweet. I like [1:04:24] to feed them. here. Well, I [1:04:25] want to tell you, I went to the [1:04:28] Martin Luther King event. Mm [1:04:30] hmm. And that school was [1:04:31] probably one of the cleanest [1:04:32] schools I've ever been in. [1:04:34] Thank you. I mean, could you [1:04:35] haven't done, it's top notch. [1:04:37] Thank you. Operations team. [1:04:39] Please do because it was very, [1:04:42] it was thoughtless and I went [1:04:42] to school there and I mean, you [1:04:45] wouldn't know it was a the old [1:04:46] as old as it is. It was very clean, very well [1:04:49] maintained. Good Very good job. [1:04:59] I have nothing. I got a few [1:05:03] things. I will say that I'm a [1:05:07] little saddened because we lost [1:05:08] one of our police officers. He [1:05:10] passed away at O'Brien. He was [1:05:13] a police officer went out. [1:05:14] Well, and he loved to tell on [1:05:16] me all the time. When I was a [1:05:18] teenager, then, he became [1:05:20] chief. Then, he came back and [1:05:23] then he came as police officer [1:05:24] again and he will be missed in [1:05:27] this community because it was a [1:05:30] part of this community. He [1:05:31] loved it. He came from New York [1:05:32] and he loved this little city [1:05:34] and so I just want to say that [1:05:39] it's very it's saddening me to [1:05:40] lose Fred. Um street signs. [1:05:44] Robbie, remember one time we [1:05:45] talked about was going to get [1:05:46] those street signs? Why are we [1:05:47] hiding that? Just replacing [1:05:49] them when we buy one now. We do [1:05:50] that. If if Is it a stand up [1:05:54] counter? We're doing just a [1:05:55] stand up. Okay. Some round but [1:05:56] if you want to speed it up, you [1:05:58] know, it'll be a large [1:05:59] expenditure but what we're [1:06:00] doing now is if we replace one, [1:06:02] it's done with a up to code, [1:06:04] green with a reflective tape [1:06:05] tile. Okay, thanks. Um Oak [1:06:09] Street. What's going? Yes. [1:06:13] The streets sound alive. Morgan [1:06:14] and and Pine. It's reversed. [1:06:17] And I've seen several people go [1:06:19] down Pine Edmond Church [1:06:21] regularly. I've asked them to [1:06:23] straighten it out. If they [1:06:23] could just twist it around and [1:06:25] get it straight. I'd be glad to [1:06:27] put concrete on the base of it. [1:06:30] But that's been since storm. [1:06:32] But I have that's where I have [1:06:33] seen people go down find out. [1:06:34] So you're saying that time's [1:06:36] going in more than reverse. [1:06:38] It's quarterback. Yeah. Oh my [1:06:40] gosh. [1:06:48] I made a note out Oak Street. [1:06:50] What happened on Oak Street? Um [1:06:52] you know, there's pipes and [1:06:54] washed out pretty much. We [1:06:55] repaired them, tried to buy [1:06:56] tile because you know, you have [1:06:58] already been approved for. [1:06:58] Well, that's why it's been. So, [1:06:59] when is that grant going to [1:07:00] come in that we can. Home the [1:07:03] state to present an agreement [1:07:05] with the state. Yeah, the next [1:07:07] step, the agreement comes to [1:07:08] y'all. So they don't give you [1:07:09] at the timeline or. Cuz that [1:07:12] road is bad. And then with it [1:07:14] being where everybody votes and [1:07:16] like we have second harvest in [1:07:18] all. It's it's rough. But we [1:07:19] tried to patch it and I guess [1:07:21] we bought a year and a half or [1:07:22] whatever but it it blew failed [1:07:25] against Suck the Dirty and it's [1:07:27] tedious place because you got [1:07:29] gaslight. You got all these [1:07:30] utilities there. So we're just [1:07:31] going to get some corrugated [1:07:32] pipes and put in there so it'll [1:07:33] be safe. Yeah. Until such as we [1:07:36] let the contract but there'll [1:07:38] be new pipes again put in then [1:07:40] because it had that the whole [1:07:42] bridge section was part of that [1:07:42] grant along with the guard [1:07:44] rails and sides and everything. [1:07:46] So, we've got some pipes coming [1:07:48] and it will be safe until such [1:07:50] time as but the contracts will [1:07:52] come to you and then the bid [1:07:53] award will come to you. Okay. [1:07:55] Next question. Pocket parked up [1:07:57] to get that grant. [1:08:02] Well, we've been working on [1:08:04] that diligently to the point I [1:08:07] can't. I'm not allowed to talk [1:08:08] to the state about that one [1:08:09] anymore. Uh I threatened to [1:08:10] just go do it. It is part of [1:08:12] that grant. We were progressing [1:08:14] along because you know, back, [1:08:15] we're in the design phase of [1:08:17] that. Right. I asked for, do [1:08:19] the safety reasons to allow us [1:08:21] to going to do that new sum of [1:08:23] the money. Everything was going [1:08:25] good until they found out that [1:08:28] the downtown city should been [1:08:30] designated historical area. [1:08:33] Now, I guess it would take [1:08:35] common research or Joe Biden or [1:08:36] somebody to to get approval to [1:08:40] remove that debris. I didn't [1:08:41] want to. Well, Brad, what they [1:08:43] want? The bricks? I mean, [1:08:44] that's beautiful. Alright. Now, [1:08:46] we're doing a study in our [1:08:48] collab a big study. and [1:08:51] environmental principle. It is [1:08:52] it's it's really sad. And that [1:08:56] builds a hazard. It's a very [1:08:58] dangerous way. We we rode up a [1:09:00] thing. I did announce. We [1:09:01] brought an architect even to [1:09:02] the site to give the state. [1:09:04] Hey, this is gotta be done. We [1:09:06] can't mess around two more [1:09:07] years waiting on y'all. We just [1:09:09] want to do this one little [1:09:10] thing and Yeah, because there's [1:09:12] exposed pipes that I mean if a [1:09:14] child or a homeless person got [1:09:15] in there, that's a very big, [1:09:18] dangerous thing. First, they [1:09:19] kind of said, okay, we'll give [1:09:20] you this authorization to just [1:09:21] clean it out, not to build it [1:09:24] but clean it out. When they [1:09:25] found out that it was [1:09:25] designated historical, let us [1:09:27] be it. So, if you do, so if. [1:09:32] I'm going to do it. Well, no, [1:09:33] if you do it, then it cancels [1:09:34] the grant out. Is that what? [1:09:36] No, they just won't reimburse [1:09:37] what we spend on it. Oh. Okay. [1:09:39] So, last question I ask if [1:09:43] Ronald Preston pays for, we're [1:09:44] not asking to rent the paper. [1:09:45] What you what you going to do [1:09:46] then? And I don't think they [1:09:48] can do anything but they might. [1:09:50] Yes, ma'am, miss Midland. Who [1:09:52] did you speak with about that? [1:09:54] Oh, you thought it was the [1:09:56] consultants. I don't get to [1:09:57] talk to him no more. No, no, [1:09:58] because I personally. Oh, it's [1:10:00] about, you know, when you talk [1:10:01] to me, I talk about 12 people. [1:10:02] Cuz every two weeks you call, [1:10:04] you get a different employee. [1:10:06] It's actually a requirement [1:10:08] through the grant to do study. [1:10:12] So, it wasn't like they found [1:10:14] so, hey, you can't can't do [1:10:16] this. You can't stop. It's a [1:10:19] prerequisite to follow through [1:10:21] the grant itself. Okay, because [1:10:24] that reason I asked that is [1:10:26] because all those houses that [1:10:28] are being redone are also in [1:10:31] the historical district. Mm [1:10:32] hmm. All they had to do was [1:10:34] they sent, they sent requests [1:10:37] to the Main Street office. Ask [1:10:38] could this be done, we sent [1:10:41] back, yes, it can and that they don't, all that has gone [1:10:45] forward. There's not been any [1:10:47] problem. Courtney, Tracy, it [1:10:49] was a lot more involved. Amen. [1:10:51] Amen very well has to do [1:10:54] with 250 lots of money. The [1:10:55] money that's paid for this [1:10:57] downtown. That must be. But it [1:11:01] is still has to do with [1:11:03] historical business. Was [1:11:04] answering a question. It's not [1:11:06] going to be too much longer. We [1:11:08] may not be able to use grant [1:11:09] funds to do it but it's not [1:11:10] going to be too much longer. [1:11:11] Getting it cleaned up. Now, [1:11:15] fellas, we work with these [1:11:16] other people trying to do [1:11:17] things and look, that's it. You [1:11:19] know, I mean, it's city [1:11:20] property and that's why I say, [1:11:21] how can we justify telling [1:11:22] somebody clean up your stuff [1:11:24] when ours is looking like some [1:11:26] general? I mean, that's the way [1:11:27] I felt too and that's why I [1:11:29] asked because I know you kept [1:11:30] saying I had to wait for the [1:11:31] money because we couldn't do [1:11:32] nothing because then it would [1:11:32] affect the money and so. We [1:11:34] were real close and then, it [1:11:35] just kind of about three weeks [1:11:37] ago or something, it went south [1:11:40] because of the historical [1:11:42] significance. [1:11:46] Historical sight. [1:11:51] historical building or it can [1:11:52] be assigned in the industry of [1:11:56] Main Street or whatever. [1:12:01] Did I do that? Like that [1:12:02] hysterical markers? No, we, you [1:12:05] know, there's going to be [1:12:06] signage involved in this entire [1:12:07] project. When we get the new [1:12:09] part, we're going to redo [1:12:10] downtown. Uh huh. They'll [1:12:11] probably be a sign or something [1:12:12] saying this is a historical [1:12:14] district. District. Yeah, [1:12:16] you'll have to, we have to [1:12:17] apply for one. You We have to [1:12:21] first, we have to apply for [1:12:22] that signage. We have to ask [1:12:23] for that signage. Right. Okay. [1:12:26] Give that out. We have to ask [1:12:27] for that sign. Well, that's [1:12:27] what we. Okay. So. Okay. Next [1:12:31] thing. So, we need picnic [1:12:34] tables down there at the park. [1:12:35] We already have em. I guess [1:12:37] they just haven't been put [1:12:38] together and installed. We [1:12:40] bought half of the store with [1:12:44] but we just bought another [1:12:45] eight of ten and firing. A [1:12:49] month ago, I guess it was. Um [1:12:51] so, I'm assuming they just [1:12:53] haven't been installed yet. The [1:12:54] guys have put all put em [1:12:55] together at the warehouse and [1:12:56] they take them out. Cuz I was [1:12:57] going to say, if not, we can [1:12:58] might try to get some people in [1:12:59] town to sponsor em like in [1:13:00] memory and I. No, we've already [1:13:02] bought it. Alright. Cuz I mean, [1:13:04] if I was camping somewhere, I [1:13:06] won't get any tape where I [1:13:07] could out. Well, I'm so happy. [1:13:08] We were just doing like we did [1:13:09] phase one. Yeah. And I [1:13:11] understand that but I just [1:13:11] wanted to see if it was [1:13:12] anything that We need it. We [1:13:16] You give them one or two of [1:13:18] them. I'll put them together. [1:13:20] Because the guests are always [1:13:22] asking me now on the bottom [1:13:23] layer. Yeah. Yeah. We'll work [1:13:27] on that one. We're more than [1:13:28] happy to take one or two at a [1:13:31] time and put them together then [1:13:32] put them on. We'll take care of [1:13:33] the tablespoon. Okay. I'm [1:13:35] sorry. I'm just saying. We got [1:13:37] that. I get a lot of people [1:13:40] wondering why we're paying five [1:13:41] hundred and forty-seven dollars [1:13:42] and 50 cents a month and we [1:13:44] don't have nothing. And I go, [1:13:46] well, we got em. It's a work in [1:13:48] progress. And I'm all I'm doing [1:13:51] is offering the if you need [1:13:53] some help, Robert. Okay. I'll [1:13:54] be been happy to put one [1:13:57] together. Put them up. It [1:14:01] screws everything's there. It's [1:14:03] just a matter of drilling me [1:14:05] down. But I do want to [1:14:08] appreciate all the city [1:14:09] employees. Um but I have [1:14:11] noticed. that the people [1:14:15] started trashing more the [1:14:16] streets. Yeah. I don't [1:14:17] understand it. But they can [1:14:20] place for us. I appreciate [1:14:22] y'all. And like I said we lost [1:14:24] a valuable person and we lost [1:14:26] it. And meeting
