the kids which we'll get to you somehow
[2:59] maybe through Mike Donahue. And we want

[4:16] » Well, uh I'd first like to say thank you
very much to the board selectman. We
[4:20] really appreciate the support. Uh and
also once again to Mike Donahghue and
[4:25] Jump Street Baseball. Um, you know, it
started with our um, you know, we had a
[4:33] a trip to uh, we won our districts here
that was um, hosted in Chelmsford and
[4:39] then we went on to the state tournament
that was in oh my gosh it seems so long
[4:43] ago uh, Frit was in Free Lake,
Massachusetts and it was the first time
[4:48] we uh, uh, we had won uh, the
10-year-old division I believe in uh,
[4:53] for for Chumsard and then um, then we
went on to the regional
[4:57] in uh New Milford, Connecticut, where we
played the final game against uh New
[5:03] Town, Connecticut, and won that. And
that was our birth to the uh first time
[5:08] ever for the uh World Series for the
10-year-old division for um for Cal
[5:12] Ripken. So, really exciting. The boys
did a tremendous job being good
[5:16] teammates, caring about caring about the
right stuff, caring about each other,
[5:20] and it really showed up uh in the play.
So, we're really supportive. Uh we're
[5:24] really happy with the support and
thankful for the support we got from the
[5:27] town and we really appreciate this. This
is a nice honor for the kids and a good
[5:31] celebration of a lot of hard work um and
good teamwork which
[5:36] » uh were were highlights of our season.

town of Chumswood. Absolutely. So

this evening. So, the first one uh just
[15:04] I included in the board's packet a
summary memo just summarizing there's
[15:08] been a few changes to the second draft
of the fall 2026 town meeting warrant. I
[15:13] just wanted to review those with the
board this evening. So, we have four new
[15:17] articles and just to go through those,
um, article nine is a proposed transfer
[15:23] of free cash to fund some ADA walkway
improvements on the town common.
[15:28] Article 10 is a proposed transfer free
cash to fund the second phase of the
[15:34] Department of Public Works front yard
tree planting program.
[15:38] Article 12 actually involves the storm
water enterprise fund. This is a
[15:42] proposed transfer from storm water
enterprise fund uh retained earnings to
[15:47] fund engineering design services to
repair a valve at the Freeman Lake Dam.
[15:52] And then the fourth one is to accept the
provisions of Mass General Laws uh
[15:57] chapter 59 section 5 clause 22G. And
what this section of law does is it
[16:02] allows a veteran to remain eligible for
certain property tax exemptions should
[16:07] their home ever become owned by a trust.
And I I know many of you are aware
[16:12] that's a common thing uh nowadays
because you know that allows veterans to
[16:17] um and many other people to protect
their assets should they ever need you
[16:21] know long-term nursing home care or
other similar care. And um the and then
[16:28] the other change is just you see at the
bottom of the memo, the cemetery
[16:31] commissioned uh plans to resubmit um
their community preservation request for
[16:37] historic gravestone preservation for
three cemeteries at the coming spring
[16:41] 2027 annual town meeting. So they are
not looking to proceed forward at this
[16:47] time for fall town meeting, but they
will be back. And then the list that I
[16:52] provided the board, there's basically 25
articles in total. Um, we're not
[16:58] expecting a lot of changes at this
point, but this gives you a good sum
[17:02] overall summary of what you know what's
coming. And hopefully this week at
[17:08] Wednesday on the planning board meeting,
we'll get a little more um hopefully I
[17:11] know the planning board may be planning
to vote on some of those articles. So
[17:14] that would allow us to update some of
the language in the in the next warrant
[17:18] that the board will receive in
September.
[17:20] » Okay. Um so I I wonder I know sometimes
um you know PCON when he had like a
[17:26] citizen petition or one submitted by
other committees he would he I know he
[17:31] he would not put them at the very end
because that you know especially if they
[17:34] somebody would have to sit through
however many half a dozen zoning
[17:38] articles. Um could we move them like um
either right before or right after the
[17:45] community preservation ones just so
maybe we could try to get you know get
[17:51] those done and then save all the zoning
ones for either the second night or
[17:55] towards the end and
>> yeah we could so would you want to move
[17:58] the um the the both the black plastic um
ban and the citizen petition where we
[18:04] could
>> 24 and 25 yeah put them like on you know
[18:08] either after or after 16.
I think they would probably appreciate

very end of the town meeting.

>> All right. And um I had a call yesterday
[18:27] from uh the chair of the clean energy
and sustainability committee and
[18:30] reminded me that um that committee has
been in existence now for five years. um
[18:36] and he'd like to give a a brief update
during the the uh article one week the
[18:41] reports. So if you could just leave some
time there for him and I mentioned that
[18:46] he should get with the town manager to
you know talk about
[18:50] » you know where he would be in in the
sequence. I don't know how many reports
[18:53] we're going to have there.
>> Yeah. Generally at this point I mean
[18:56] we'll work together with incoming town
manager McGee but we'll make sure that
[19:00] there's a spot there for them. Um
generally what we planned on is um
[19:05] given the size of the project we could
expect a report on the a status update
[19:09] from the Parker School Building
Committee.
[19:12] » Um there most likely will be a report on
capital projects that have been
[19:17] completed from DPW Director Clansancy
and then there'll be the um five-year
[19:22] operational budget forecast. That's kind
of a tradition over the years that we we
[19:27] presented at that time. So sounds like
at this point we'll have roughly four
[19:30] reports. Okay,
>> sounds good. Anybody else have any
[19:34] questions about the upcoming town
town meeting?
[19:39] » Those are good. Those are the reports I
would want to hear too though. So,
[19:43] » right. Okay. Very good.
>> And then our next um next item is just I
[19:52] wanted to share with the board um late
last week we received from the dire the
[19:56] executive director of Middle Sex County
Retirement System.
[20:00] We received an actuarial update report
and so the importance of this is as many
[20:06] of you know Middle Sex conducts an
actuarial update of um their liabilities
[20:11] for all the member units and it's
calculated for each um member community.
[20:18] And so just to kind of boil it down for
the board, I provided I did provide you
[20:22] a link with the full report if you do
want to read it. And but I included this
[20:27] the sheet the page for that summarizes
the information for the town of
[20:30] Chumsford. And the importance of this is
this actuarial study is done as of
[20:36] January 1st, 2026. But this is what
guides the numbers the actual the cost
[20:42] that the town will pay for the next for
the coming two fiscal years. So this
[20:46] will this is what allows us to get some
predictability on our fiscal year 28
[20:51] assessment and then fiscal year 29. So
that's that helps us as we try to make a
[20:57] a uh budget forecast for the coming year
and even the next year instead of us
[21:02] trying to estimate it. It's a very big
number. So it gives us a little bit of
[21:05] predictability. And the um little bit of
good news is that um over the years,
[21:10] Middle Sex has always given us guidance
that we should plan on a 6.5%
[21:16] um you know increase to our assessment
because you probably remember former
[21:21] town manager Cohen would talked about
for years that you know the the
[21:24] retirement system is trying to work and
pay off this liability that's accured
[21:29] over all these years. And so the system
will be fully funded if all of these
[21:33] projections hold through by fiscal year
2036. So the bit of good news for the
[21:38] town at this point is that for the for
fiscal year 28 our assessment will
[21:43] increase about 5.4% which is a little
over a percentage point lower which
[21:48] doesn't sound like much but you're
talking millions of dollars. Um for so
[21:53] it would be 14.7 million I'm rounding.
And then for the year after that in 29
[21:59] it would increase about 6.6%. So just a
shade over that 6 and a half%. But
[22:05] things can affect the actual
projections. In some towns you'll often
[22:08] hear a small change can create this very
large number. So
[22:13] » when the town manager retires,
[laughter]
[22:15] » yeah, I don't know if that affected it,
but we can
[22:20] we can joke with Paul if we see him that
>> so just a little bit of good news for
[22:25] the budget horizon as we look forward to
fiscal year 28.
[22:29] » Okay.
>> And then we have um let's see
[22:37] and then the next item is um just

>> just just remind me and I think I know
[22:44] the answer. What you know assuming this
you know 14 15 million gets paid in it
[22:50] wraps up in 20

[22:52] » that would mean this would be a a drop
off at that point. It would be in theory
[22:56] fully funded.
>> In theory there to to answer your
[23:00] questions, there is some discussion at
the retirement board as to um you know
[23:04] with with a number [clears throat] this
large that they'd have to probably seek
[23:08] legislative change, but would they want
member communities to fund just slightly
[23:12] more so you wouldn't have a I mean I
know we're several years out, but they
[23:16] wouldn't we wouldn't want to have a
situation where they allow all the towns
[23:20] to stop funding. Then if things went
down the market value of assets, you
[23:24] might have a situation where you just
drop below. So there was a little talk,
[23:27] but one of the long-term things um to be
to be aware of is this theoretically
[23:34] would free up some money and then the
the plan always was that that would
[23:38] allow the town to devote more assets
possibly in the future of retiring our
[23:42] oped liability. Not all at once, but
>> but this isn't a 15 million forever is
[23:48] the point. in at some point. It may not
drop to zero, but it's gonna it should
[23:52] materially drop.
>> Yes. And if you look on that summary of
[23:56] data that I gave the board, there's
something called the um there's a lot of
[24:00] retirement system speak here. So normal
cost usually means the amount of money
[24:05] that you're the system has to pay out.
So for this case, so in this case,
[24:11] the system is paying out roughly $1.8 8
million for actual benefits to Trump's
[24:18] retirees.
So to your point, the the 15 million may
[24:23] go down at some point and not we're not
sure the number, but we may have to pay
[24:26] a normal cost, but the big number in
this whole assessment every year um is
[24:31] the the payment on the unfunded actual
aerial liability. So that should go down
[24:36] at some point
>> and that would be welcome news when it
[24:39] happens.
>> Absolutely. I mean, I know it's in the
[24:41] future, but it's important for people to
keep in mind.
[24:44] » And this is this by paying this, this is
one of the reasons that we keep the AAA
[24:48] bond rating, correct? I mean, because
our communities that aren't covering
[24:52] this like we
>> actually Yes. This Well, actually, we're
[24:54] required to pay this, but it's OPED and
OPED is the area where that deals more
[24:59] with retirey health insurance. And even
though the state of Massachusetts
[25:02] doesn't require us to pay that, that is
helping definitely our bond rating
[25:06] because we're trying to we've done a lot
since
[25:09] » I want to say 2012, 2013 to try to
address that.
[25:13] » Okay. All right. Thank you.
[25:18] And then the next item under town
manager reports
[25:22] um is actually a um you recall at the
last meeting we spoke about um the
[25:28] possibility of sending a letter to the
House Ways and Means Committee in
[25:31] support of um House Bill 5429
um in support of firefighter Nicholas
[25:37] Spanelli. And so after that meeting and
we received all the board's comments, um
[25:42] a letter was produced and signed by
Chair Wis and that was sent to the House
[25:47] Ways and Means Committee
and a copy of that was included in
[25:52] everyone's packet.
>> So I have a question. So has the Senate
[25:56] voted on that? Is is that what this
means that the Senate has voted or
[26:00] neither neither the House nor the Senate
has voted on it? Do you know? No, I No,
[26:04] neither house neither the house or the
senate has voted on at this point.

house ways and means. So we thought that
[26:13] was a good place to start.

people. There's been a number of people
[29:23] working on that board for years and
years and years and delivering great
[29:27] parades for the whole entire community.
We need some more new people to step up.
[29:32] So that would be the big big message. Uh
overall a great event that we had this
[29:36] year. We want to continue to make sure
that happens in the following years.

>> Um yeah, I just uh last week I was away
[29:47] so um any meetings that occurred last
week I unfortunately missed. But I I
[29:51] will say because there's a meeting
coming up this week um as John knows
[29:55] that it's I think it's really important
that um that folks in town, especially
[30:00] town meeting reps are following along
where they can with the planning board
[30:04] because there's so many articles in
there. Um it's going to be hard to
[30:07] digest even with the pre-town meeting.
Um I sit in those meetings every two
[30:12] weeks with those guys and um I'm
definitely learning um a lot and
[30:17] understanding um uh how and why they're
presenting these articles. It's just
[30:21] really important that you dig in ahead
of time. So that's my my uh my PSA
[30:26] there. And then just uh just on a on a
little bit of a personal note, um again
[30:31] I was away last week. This weekend um my
daughter and I were were up at the
[30:36] annual uh races in Lowden. And on
Saturday um our local guy John McKenny
[30:43] after chasing a long long time. Um
finally won the NASCAR wheel and
[30:49] modified tour race at Laconia. He's a
former champion. Um Chris Ferrer um
[30:55] recognized myself and my daughter in the
crowd and actually um brought us into
[31:01] Victory Lane with John and we got to be
there uh to support him and take Victory
[31:07] Lane photos which is in all my years of
auto racing I've never actually been in
[31:12] Victory Lane for a photo. Um so that was
really great. So congratulations to
[31:16] Chris and the team and and uh and John
on that. And again, I just to thank both
[31:20] of them for recognizing that we were
there and letting us share in a little
[31:24] bit of their celebration because that
that's a big thing for for a driver at
[31:28] that level. So, um, so again, thanks to

[31:54] board seems to be the most busiest
Yeah. people working right now in town.

and check those meetings up because
[32:04] there's so much to digest.

>> Yeah, the uh CPC meeting that was
[32:12] scheduled for last week has been um uh
was cancelled. So, [clears throat] my
[32:17] only announcements are uh for the um uh
Chsford Center for the Arts uh on August
[32:26] 29th at 7:30, Carrie Marshall, uh
Southern uh uh Shade of Blue Music from
[32:32] the 60s and 70s. It is a fundraiser for
the Joe Andrew Foundation for Cancer
[32:38] Families. Uh the admission is $45 at the
door, $40 online. And on September 18th
[32:45] at 7, uh Skard's Hatchet, Southern Rock
of Leonard Skinnard and Molly Hatchet,
[32:52] $20 and 25 um $25. Tickets are available
uh on the CCA website. That's all there
[32:59] is.
>> Okay. Um I just have a couple of things
[33:03] myself. Um, first of all, the school
building committee, the Parker School
[33:07] building committee voted last week. Um,
the uh big uh item on that agenda was
[33:13] the HVAC system that will be installed
in that new school and it was voted to
[33:18] go with a full geothermal uh system. So,
that that should work really well. In
[33:24] fact, it turns out that that was the if
you would apply all the potential
[33:29] rebates and grants, um the least
expensive one of the of the three that
[33:34] were evaluated. So, that was a good
thing. Um Johnson Military Community
[33:39] Covenant uh will be having a um 911
remembrance ceremony on Saturday,
[33:45] September 12th out here at the uh 911
memorial at 9:00 a.m. Saturday,
[33:50] September 12th. Uh we encourage
everybody to come for that. Uh it's 25
[33:55] years since that happened which is
amazing that it seems like it was just
[34:00] yesterday. And lastly um
this is the last meeting for our acting
[34:08] town manager John Souza and uh want to
thank you for the excellent job that you
[34:13] have um you know uh fulfilled in this
past months that you've been here. And I
[34:20] was telling somebody, it seems like
every day I see more and more smiles on
[34:24] your face as as we come closer to the
new town manager coming in. So, if you'd
[34:28] like to make any any last words to the
community, this is your opportunity.
[34:32] » Yeah. No, thank you. I am smiling, but
not because the time is winding down.
[34:36] Um, no, it's been a it's been a um
challenging, but it's been a great
[34:40] experience. I've really enjoyed serving
in this capacity since Paul retired on
[34:44] May 25th. So, I want to thank the board
for this opportunity and I've been
[34:49] speaking regularly with our incoming
town manager, Alex McGee,
[34:53] » and um I will be very ready to hand the
reigns over to him on August 31st, but
[34:58] been giving him a lot of updates and um
I will be looking forward to working for
[35:02] him and supporting him in his new role.
