I want to call the meeting to one of January 15th, 2026. CCIDA meeting. Joe is ready, public comment. No request for public comment. Okay, minutes. Can I have a motion to approve the minutes of December 11th, 2025? Can I have a motion? Mike, in a second. Marty, on favor, aye. Opposed. [0:33] Okay, motion carried. [0:35] You know, an answer report? [0:37] An answer report, we are still continuing to work with local bone support solutions. [0:43] We had a meeting with them yesterday on the phone. [0:47] We are bringing them online to be able to access clickbook accounts. [0:52] They also have their own system that they are going to utilize. [0:56] So obviously the agreement with them is signed. [0:58] I mean, just this week, actually yesterday, they got access to our bank accounts for review only. [1:05] So there will be no financial work for this month as we go through this transition. [1:10] But next month, there will be a report and it will be completed by LGSS. [1:15] We should have a year end and hopefully report for January. [1:18] But I just want the board to know we're working on a new transition. [1:22] As you know, we lost Michelle in October. [1:25] Ben had kind of slid that to position and now we've lost Ben as of last [1:30] right. Ben is going basically back home and he took on a new job there so back [1:38] closer to his family. And there's also his girlfriend. So it's a loss for us [1:43] for sure and we'll miss them. [1:48] Okay so that's for the financials. Okay we're gonna [1:50] move on to new business. Do you want to, um, which is around, uh, [1:55] AMB around there? Do you want to follow an order? Yeah, let's, [1:58] let's, uh, let's, um, yeah, we'll do 414 Davis Street first. [2:03] That's fine. And we'll do for each one of these. We have a short [2:05] presentation from Golden Podies. Um, so do you want to introduce [2:08] that, General? Okay. So 414 Davis Street is the former [2:12] boots hole, um, which has new developers, Cody Ferris. And, um, [2:19] They are requesting a property tax exemption, a pilot mortgage recording tax exemption, [2:24] sales and use tax exemption. [2:26] So you're all very familiar with this project. [2:29] It involves the redevelopment of the former Wood Elementary School and to market rate [2:33] apartments and commercial spaces. [2:38] So the previous project, total project cost was a little higher than it is now because [2:45] as the former developers did do some of the site work [2:48] and the best disappointment on the property. [2:51] And so the total project cost now is $5.6 million, [2:56] the estimated value of property after improvements [2:59] is $4 million. [3:00] Now, if you recall, the board had approved financial assistance [3:06] a 20 year pilot because this is a historic preservation project. [3:10] Obviously, they cost their a little bit higher. [3:13] And so the pilot of 10% payment on the new assessed value after improvement for five years, [3:20] the escalating, and escalating 5% each consecutive year. [3:24] So the total value of the net exemption is $2,856,000. [3:32] As you know, the property previously had never been on the tax roll. [3:37] So any tax generating at this point is a bonus to the taxing authorities. [3:42] The requesting a mortgage, recording tax exemption, valued at $35,625, and a sales and [3:49] use tax exemption valued estimated at $190,000. [3:54] And so overall looking at a cost benefit analysis, this is a positive impact to the taxing [4:02] authorities and to our community obviously creating market rate housing in that part of [4:08] the neighborhood is really important. [4:11] So, total capital investment of 5.6 million total tax revenue over 20 years is 1.9 million. [4:21] It's still 58 market rate apartments around that, okay, in commercial spaces. [4:29] So we have the developers here if you'd like to talk a little bit, everyone is very familiar [4:33] with this and you were here for the Hopkins Street school pilot a couple of months ago. [4:38] So, this is just to approve the public hearing resolution, but if you just want to talk [4:45] a little bit about your vision for the project, that would be helpful. [4:49] Yeah, so it's going to be approximately 58 units, we're going to try to maybe put a couple [4:54] more in there, you know, some of the bigger rooms, you know, had an additional apartment. [4:58] We're looking to work with, you know, other people investing in the area, I mean, the [5:02] ride bars there, the garage, they're doing excellent jobs, so we're just trying to reciprocate [5:06] and the same beauty, the same, you know, [5:09] provide the same sort of things for the neighborhood. [5:12] We've got a pretty proven track record [5:16] with some other projects that we've done. [5:18] We were here for Hopkins, a couple of months ago. [5:20] Hopkins is almost done, so we're ready to go [5:25] with this as well. [5:26] And I should have introduced Cody Ferris and Jason Sanchez. [5:32] When do you anticipate the Hawkins Park to be online? [5:37] And for this project, I should know what's the timeframe for this project. [5:42] We see there's going to be done for sure, I understand that. [5:45] It's hard to say. [5:47] We're doing it in multiple phases, but ideally within a year or so, maybe a little bit more depending on. [5:53] I mean, we've done 24 units. [5:56] This is now 60 units, so there's some things that we're not seeing in terms of sourcing material and that sort of stuff, but we're still anticipating probably about a year or so. [6:08] Yeah, great project at housing to the community for sure. [6:12] What's the building value going to be for them? [6:15] Is there like one, two? [6:17] We estimate it at 4 million, just based on, because we don't know if it's going to be right, so we're not setting the assessment. [6:24] Okay, that's not all right, but we're just focusing on percentage. [6:30] Any other questions? [6:32] Yes sir. [6:33] That's in my legislative district, so there will be a public hearing that takes place. [6:40] That's what this meeting is, you're setting the public hearing, so yeah. [6:44] And if we're not, if we approve that one, we approve that we're not sure when that would take place, the public hearing. [6:51] Well, we have to advertise it first for 10 days, and then we'll try to set it before the next meeting. [6:58] So it'll happen between now and next year. [7:00] Yeah, so there has to be a period of time where it's advertised and then we'll hold it. [7:04] We'll hold it in our office because it's in Seattle. [7:07] And Marty, we can certainly let you know when that data is set so you can inform your constituents. [7:11] if you're getting other questions all right great thank you so much again we [7:18] appreciate everything they're doing here in the community so next up we have [7:22] oh sorry Mark okay we'll have on that first oh yeah actually we probably should [7:29] I'm sorry yeah I'm gonna head on that thank you chill keepers okay do you have a [7:35] resolution or yeah for the resolution of the Shaman County industrial [7:43] development agency one accepting an application respect to a certain project [7:47] that's defined below the project to authorizing a public hearing respect to [7:51] the project and three described in the forms of financial assistance being [7:55] contemplated by the agency to respect to the project okay could have a motion [8:00] Okay, Marty, the second mic. Thank you. Any discussion? [8:04] On favor aye? [8:06] Aye. [8:07] Okay. No one opposed? [8:09] Okay, motion carried. I appreciate it. [8:11] Nobody, Mark Margerson, how you doing? [8:13] How are you? [8:14] Nice to meet you. [8:15] Finally, we finally meet face to face. [8:17] All right. [8:19] All right, thank you. [8:20] Thank you very much. [8:21] We'll see you. [8:22] I'll be in touch. [8:23] Let me say a little bit more. [8:28] We can give you contact information to we can email it to you. [8:32] Thank you. [8:35] Okay. [8:36] We move on to the project at 905 East Church Street. [8:40] Yes, sorry about jumping ahead. [8:42] You want to sit at the table, go ahead. [8:44] Okay. [8:44] It's fine. [8:46] This is the Travel Center project on Church Street across from the ender property. [8:55] We have two representatives to present to us today in addition to also somebody online who they'll introduce, but we have Jason Crane here and also Cody, Cody, Colton Hillman from Edger. [9:08] And with that, I'll turn it over to you, gentlemen. You might want to introduce your guests as well. [9:12] Thank you. [9:13] Good morning and thank you for the opportunity to be here and go through this project that we're looking forward to. [9:17] So thank you for the introduction, Joe. [9:21] This is just a quick presentation. [9:22] We figured physical copies be easier than the PowerPoints. [9:26] Because quick introduction from Chinese. [9:28] Chinese sing is going to be the owner and operator [9:31] of the travel center when it gets done. [9:33] The Chinese based out of New York City in Queens. [9:36] He owns several convenience stores and gas stations [9:38] down there. [9:39] Chinese, you want to give a quick background on your history [9:41] and a little bit about you. [10:44] Chinese, hold on one second. [10:46] We're going to turn the volume up so we can hear you better. [10:49] I'm one second. [10:54] Try again and see if that's better. [10:59] Joe, try to get that. [11:00] I think Joe, if you go to here and we choose a different output. [11:07] So maybe that speaker. [11:09] Do Samsung speak? [11:11] There you go. [11:11] Try that one. [11:14] Can you try that? [11:17] Go ahead, Johnny. [11:18] Speak. [11:19] Okay. [11:20] There we go. [11:21] There we go. [11:22] I believe it to the young one. [11:24] So, since 2000, you're gone. [11:28] Yes, you're business. [11:29] In 1992, I came to France with our company gas. [11:34] And I get into my first gas station in 2000. [11:39] And from then, then now, I have 48 gas stations [11:42] and they're coming in business. [11:45] This is New York City. [11:49] I approached the website of America for a project that was made for the Microsoft Cloud [11:56] Center and I was looking in other states and basically, you might not be looking in [12:02] New York state that we are not having much opportunity in New York state. [12:07] So they gave me some more, I wanted you to get it sex, I wanted you to get it sex, they [12:13] We are looking to develop, bring some travel sectors in those areas. [12:18] So then I start driving around those highways, and I found a property in past New Year on [12:25] the very one, which I also bought there. [12:28] Then I also was driving around New Year's and I saw the property in a manner which when I spoke [12:37] with the age, we are going with a property. [12:39] So from then, we start a process with Mr. Martin, and he gave the opportunity for us to proceed and take over the property. [12:50] We believe that this project will be very best, but for Amara, we'll bring Lara, Johnson's opportunities and well-economic home to this project. [13:08] So I'm very happy that you know we are working on this project together from day one, we met the principal at the university, and we are here now and want your help, want your blessings. [13:22] And of course with the people who got it, in different manner, we'd like to make this project a dream come true. [13:29] So, thank you, Johnny. [13:32] So, we met Johnny just quick background in 2024. [13:35] He came up here, he loved the site, and ever since then, [13:38] it's been two years that we've been working with, [13:39] and it's been a good experience. [13:41] So, Johnny is going to own and operate the travel center. [13:44] We have owned it for 15 years, the collection of parcels. [13:49] We worked alongside him for the last couple of years [13:51] to get this thing approved through the city. [13:53] We're kind of leading the development team, [13:54] and we're going to eventually sell the property to Johnny, [13:56] and hopefully build it, and there's the whole process [14:01] The site overview, so as you guys know, it's right up a church street. [14:04] We're going to cross from the D&D off of 86. [14:07] It's about 10.1 acres. [14:09] So the next page is the survey. [14:12] It's a whole collection of parcels that we've collected over the last 15 years. [14:18] Some was owned by St. Joe's and a bunch of different other owners. [14:22] But we've reached to the point now where we own the whole thing. [14:24] And the view Chinese use is the highest and best use. [14:27] and we think it's going to be a great spot for this project. [14:31] So, some details. [14:32] Like I said, we're a little over 10 acres, [14:34] what has been over the last 15 years. [14:37] Current assessed value for all the parcels [14:39] is around $250,000 and really the only economic impact [14:43] is the 15,000 bucks a year in property taxes [14:46] for city, county and school. [14:51] So the project status, we got full site plan approval [14:54] through the city in April. [14:57] There were two contingencies. One was a waiting plan. [15:00] Again, in the other was stormwater approval. Lighting plan was submitted, months and months ago, so that that box is checked. And then Hunt Engineers and Luke Grassmeyer is working with Jimmy Joe Carl to finalize the stormwater approval. So we're hopefully in the next couple of months that's resolved too. But comments went back and forth, a couple rounds of suggestions, and this has been going on with the county for almost a year. So we're well along that process. Full applications submitted to the IDA. [15:30] I'm going to discuss with the DEC regarding swapping some easements so I'll pull the site plan out here for you guys. [15:40] So this is the site. [15:43] Do you want to join me? [15:44] Mike, let me have some of those tissues. [15:46] Got to be my cup that leaked. [15:48] He's almost going on today. [15:51] So here's the site improvement plan that latest and greatest from November. [15:55] The DEC has flood control easements that have been in place for 67 years that were in place [16:03] when they constructed the dike to store material and do whatever. [16:06] So the hatched parcels here are where those easements are. [16:11] We're in discussions with Jim Lynch and we have been providing a year to extinguish these. [16:16] So China can put two more parking spots here and eight parking spots here in exchange [16:22] give Jim some access to get to the dyke because really this is his only way to get there. [16:26] So another contingency to work through with the DEC. [16:31] The DOT owns this parcel here, so if you kind of flip back to the survey map, it's very [16:37] small. [16:38] But there's a little sliver that used to be Coom Parkway. [16:41] The DOT still owns that and we had kind of thought, let's just get a permit to pave over it and [16:46] let China use it for parking but it makes sense to do that so we approach them to acquire [16:50] that and we're in discussions with them to do that. Submitted a seeker EAS [16:55] form two weeks ago and we're waiting for a response but they're very [17:00] responsive and they seem to want to help and we offload that to us and then [17:04] in tune to in turn to to Chani in the future. So just a couple of contingencies [17:09] there. [17:12] Okay to do so awaiting the final [17:15] So architectural is hopefully end of this month to submit to the city for review for [17:21] the building permit, and then that will lead to file pricing and budget, take it out to [17:25] bid, and then we'll have a final budget and pricing hopefully in the next few months. [17:30] And the financing process starts and we're going to help Chaudy with hopefully in April or [17:34] May. [17:36] And to tip construction start, which is a very aggressive date, we think it's feasible [17:39] as May of this year. [17:41] There's a lot to do in that time, but we're well along, it's been a year and a half already [17:44] that we've been doing this, so we feel that's aggressive, but it's realistic. [17:49] What would the DEC and the DOTs, does that have to happen before you start construction [17:55] or can that, you can work with that? [17:57] So, it'd be optimal if we're doing site work on the whole site to be able to do these [18:01] parcels here, but if we could hatch them out, we just not touch them until things are resolved [18:05] with Jim, you could still look for, okay. [18:07] We could, yep, and then the DOT parcel, which the permit college can get just to pay you [18:13] not to own it. There's a permit you could get. Why do that if we want to eventually own it? [18:20] So the reason why we don't own it currently is because this parcel here was owned by someone [18:24] else for years and years and years. We just bought that actually in 2020. We bought that in 2020. [18:30] So this was kept because they didn't want to be allowed. That's why the DOT at the time went [18:35] sell it to us seven or eight years ago. So now we'll be on the whole thing. There's no reason for [18:40] It's a road to nowhere. [18:42] So that covers most of the site plan improvements. [18:47] Just to quick overview, which I think is on the next page [18:50] here, we can be in storage around 12,000 square feet. [18:55] The service center for the trucks is around 8500 square feet. [19:01] Trucks and cars will enter in off of church street here. [19:06] One way in off of church street is going [19:08] be one big entrance where it'll be divided with a median here. [19:13] Trucks come in, cars come in. [19:16] So it's totally segregated. [19:18] Cars can also exit on the church street, [19:20] but there will be no left turn entrance off of church street. [19:24] So if you're coming in off the highway, [19:25] you have to turn right. [19:26] That's the only way to get in. [19:28] If you want to turn left or find another way in, [19:30] you can come in off a Judson Street here for cars only. [19:34] And trucks can enter here too. [19:36] So it's not just one way in for trucks. [19:38] There's two options. So trucks coming towards the highway, if they can't turn and left here, they can get it off a jet-substery. [19:46] What else? How many diesel pumps here? [19:50] 12 diesel pumps for the trucks, a scale, 12, excuse me, 60 diesel pumps. [19:58] 12 mobile pumps with gas and diesel here, EV charging stations. [20:05] 95 overnight truck parking spaces throughout the whole site, it's going to be landscaping and stuff. [20:11] Obviously along the front on shirts and jets and a big sign that we went to the ZBA wire and get a rule for that months ago. [20:18] 150 flights, so when you're coming east or west in the highway, you'll see that it's a TA, TA travel sign. [20:25] Signage in the corner, signage here, and then obviously we're going to do everything we can to keep that on my resign visible because we're getting a new sign. [20:31] So Chinese happy to work with you guys on that [20:36] That's really it for the site plan. If you can think of anything [20:39] Just site wise. I'll give you the other stuff [20:44] Rest a lot of use of the lack of on a trip right that's lack of on it. Correct. Yep. Is there any sort of barrier between there? [20:52] I mean, I don't know. I think that sits lower than yes. It's over. It's over the dyke too [20:57] So you have the dyke and the other. [20:58] That's right. [20:59] Yeah. [21:00] So that's your area. [21:02] I think does it lead to a sidewalk over? [21:05] Yeah. [21:05] It's all in the street. [21:06] It does. [21:07] Okay. [21:07] Yeah. [21:08] Because I know what goes underneath the road. [21:10] Yeah. [21:10] Yeah. [21:12] So yeah, new entrance. [21:13] I said off of Jetsons street, which isn't currently existing. [21:16] New entrance and exit off of Jetsons street here for cars. [21:18] And then one entrance off of the first street. [21:22] Inside, there'll be a Starbucks. [21:24] We're in the corner to drive through for the Starbucks. [21:27] I'm a Sabaro pizza and an Indian dava, which is kind of a big thing, I guess a lot more [21:32] Indian folks are truck drivers. [21:34] They try to cater to them and attract them into the travel center. [21:37] So trucker lounge and showers and typical things you'd see at any other big, big travel [21:42] center. [21:42] And this is going to be a full-size T.A., not a T.A. express or kind of a big gas station. [21:47] It's going to be a full-sized T.A. for truckers. [21:52] So rendering, it's not a pretty picture, but yeah, that's how you can bust around my [21:59] story. [22:01] So, covering up the front, if you just Google like a new TA, you've got to give an idea [22:05] of what they look like, and it's going to be very similar to that style. [22:08] Starbucks signage and Starbucks right in the corner, the drive-through, it's kind of [22:14] it. [22:14] Like I said, if you want to Google some pretty pictures, you will want to kind of all the same. [22:18] Next page is the side view of the justice street and now into some of the details, we're [22:26] estimating, projecting, a current budget of around $22 million if you start the whole [22:30] thing. [22:31] That's where we stand today. [22:32] Things could change, but that's what kind of our temporary budget figure is at this point. [22:39] Challenges and barriers. [22:40] So, Chaudy to get the OT approval, some things needed to change. [22:46] There's going to be lane striping and changes here on Church Street on the city side of [22:53] Judson. [22:54] Striping changes and lane changes here on Church Street and off the highway, I don't have [23:00] a picture of it, but the off ramp road that leads along the highway where you sit at the red [23:06] and you turn left to the research [23:07] reader, continue on to the highway. [23:10] Shiny has to add and extend that lane to fit two cars, [23:13] because it's currently just a one lane road [23:15] to reach the red light. [23:16] So the idea was there's going to be more trucks [23:19] turning left and there's got to be a way to get some cars [23:21] to the highway and some cars into the city. [23:23] So it's part of it and we're estimating [23:27] rent a half million dollars for those off-site improvements. [23:29] So that's kind of one of the barriers that we view [23:31] to point out to you guys. [23:34] Site work challenges, the geotech report we had done year ago, significant amount of cuts [23:40] and fills, so that has cost the Chinese project. [23:44] The high-property tax rate in City of Elmire and New York State in general is a challenge [23:47] for anybody. [23:48] And then the high-cost construction environment, which is everybody, not just this travel [23:54] center, obviously. [23:57] Economic impact, projected at this point in time, this thing hopefully will do $40 million [24:02] dollar a year in sales. That's everything. It's gas and diesel, repair and service center, [24:08] convenience store in the restaurant, and the trucker services in the parking. The 30 construction [24:13] jobs anticipated this point which we included in the application. New employment, we estimate [24:20] three to five part-time and 10 to 15 full-time. This thing's actually up and running. [24:26] I can mention before half a million dollars in off-site improvements to the off-ramp and the [24:31] Church Street and Judson Street intersections and the road is themselves. [24:34] And the most important thing, in my opinion, is that this is going to be an economic [24:38] intention in the city of Omyra. [24:39] It's going to draw people off the highway. [24:41] People don't have a reason to come here. [24:43] Maybe they do know if this is there. [24:44] They're going from New York City to Buffalo or New York City to Rochester, whatever it may be. [24:49] This is the only travel center, full size travel center between 10 of the ones passed towards [24:54] bath. [24:55] So it will draw people in the city, people will spend money here, and it's exciting. [25:01] To Chinese point, this is a dream for him, and we've been happy to help him this process, [25:05] and he's confident that it's this thing will do well. It's risky for him, but he's very confident. [25:11] This is going to be a great location. He's excited, we're excited. [25:16] I have to take any questions, whether it be for me or for Chinese. [25:25] I think that the sales tax benefit. [25:26] Just was going through my head, big run it out. [25:29] Between 3, 8, 4 million, and it goes on inflation, revenue. [25:34] So it's a significant impact to property tax. [25:37] Oh yeah, it's a city in the county. [25:39] It's significant. [25:40] Yeah, these are the types of projects that we need in the community [25:44] because in order to change anything in the community, [25:48] you need to increase property tax, not increase the tax, [25:52] but create more property tax and create more sales tax revenue and that's how [25:58] things change. This is a great project. This is a great project. It's going to be a [26:04] boom for El Ira. [26:07] You can speak to this too a little bit. It's been fun doing this [26:11] like Wichon. This is his project. It's not ours, but it's been a good, I mean, you [26:15] were so helpful. McCracken, Mandel, Joe Duffy. It's something we all kind of [26:20] around and supported, and it's kind of a, it's been exciting, so we're excited to be a part of it, and [26:25] I'm going to show you your consideration. It's a little unusual that, you know, the property sale, [26:30] the property owner would be, you know, kicking in on the development, but we utilize our experience [26:35] and development, and they've kind of helped chime along on this, and with this experience, and [26:41] business and our own construction company, and a development company, it's been a good team. [26:47] this is development in this community takes teams that's one thing that is missing [26:53] sometimes is all working together city working together you guys working [26:57] together chatty working together it makes things a heck of a lot nicer and [27:00] it's it makes it fun because you're you're building something that that is [27:06] going to benefit the community and you know it is that's exciting this looks [27:11] It looks like a win-win to me, this is where you don't have it. [27:16] No doubt. [27:18] Any other questions? [27:22] I had just, not really a big thing, but the city is going to create a new sign for that. [27:28] Are they kind of, you guys kind of working together to create something? [27:32] Yeah, we have the concept. [27:34] Well, coming into the community, I think. [27:37] I think we were at a chamber meeting, and Yan had recommended that we start removing the sign. [27:45] So we are building some grounds. [27:47] Department will begin removing it. [27:49] The new one will not be put up as of yet, but we'll certainly work with Edger and the new owner to have that place appropriate. [27:58] It's going to be an entrance to the community. [28:00] and if you somehow create a sign that is welcoming [28:04] to pay, come past the sign and that type of thing, [28:08] it's easier said than done, but that'd be kind of neat. [28:12] I think Johnny mentioned before that off the entrance here, [28:15] there's going to be a sign that believe in the ground here [28:18] that's going to list the pricing for gas and diesel. [28:20] He doesn't want to block the new sign, [28:21] so anything we can do to move it or do whatever [28:23] to make sure the city sign is visible, we're happy to, [28:26] and I'm sure he's happy to help, so. [28:27] Okay, we even thought about moving it closer to that corner where the red light is [28:33] If there's lots of all will we're flexible. Yeah, and it would be out of the way [28:39] Another point speaking of the red light [28:41] Yes, we're gonna have some signical changing work and I have to purchase some new [28:45] Lights that's part of that half a million about you. Yeah, so in the idea there are obviously working with the DOT is safety purpose and help improve the traffic flow for the city [28:55] So, you know, benefit to hopefully, as opposed to creating traffic issues will help mitigate it. [29:03] It's great. [29:04] Awesome. [29:05] Thank you. [29:05] Any other questions? [29:09] Johnny, any comments or questions? [29:13] No problem. [29:15] I'm really happy to be here in the meeting. [29:17] And thank you so much for being less of that. [29:21] Thank you. [29:22] Thank you. [29:22] Thank you. [29:23] Thank you. [29:23] All right. [29:24] Thank you. [29:25] Thank you. [29:26] We appreciate it. [29:27] We can touch up to the media. [29:28] Okay. [29:29] All right. [29:30] Thank you. [29:31] Thank you very much. [29:37] Thank you. [29:44] Well, you know, I'll do it. [29:47] I'll do it. [29:47] I'll do it. [29:50] I'll leave some cards. [29:53] Any questions? [29:54] We're pretty obvious. [29:55] Thank you. [30:00] Thank you. Thank you. Thank you. Thank you. Okay, Joe, conflict of interest forms. No, I'm sorry. No, we'll talk about 905 at a later point, Mary. You're right, but we're talking about. Okay, we'll move on to a conflict of interest forms. [31:07] Okay, moving on, is there any little business? [31:11] Any other business? [31:12] We do need to go into executive session briefly for a while.
