I was a member [12:45] of the fire department for 13 years. Um I've lived on and off through the [12:49] community uh since then. Uh obviously, we know we have an issue [12:54] with manpower at the police department. So, as I'm seeing police officers leave, [12:59] I'm starting to hear word that we have uncovered shifts. Is that true, Chief [13:03] Cole? >> There is no Chief. [13:06] » Yes, okay. And I do know that Delville comes and helps out, uh the sheriff's [13:11] department comes and helps out as well, state police. However, [13:14] uh just like we experienced the other night in Delville, they had a shooter [13:17] over there and there was no coverage for us, well, the [13:21] sheriff's department, but they can be up to half hour away. My problem is why are [13:25] we losing officers? You know, I know there's what couple [13:30] being hired or in the process or going through training. Is that correct? [13:34] Um we're down to three paid officers. [13:38] Uh my understanding is one part-time and two reserves. [13:43] Has [snorts] that number changed? [13:47] A few? Two, three, four? Is that about right? [13:51] Okay, three. So, I was on one number off. [13:54] We know that's not enough to cover the town. [13:57] And to me that's a huge safety concern because we don't know where that backup [14:02] is coming from. And listen, I'm 100% supporter of the [14:05] police department. They have helped me especially this year have helped out [14:08] dramatically with our own personal issues we've had at home and me and [14:12] Chief Cornett is talking about that. Also Paul Paul has been out there [14:14] several times helping us. [14:18] If there's a problem, we need to identify why our officers are leaving [14:22] and some of them are leaving because of better opportunities, but I'm hearing [14:25] those better opportunities is because it's a better environment. [14:29] Okay. I'd like to have I think the town [14:32] deserves some answers as to why we're losing so many officers. We've lost [14:37] I know that when you around the time you started Chief that there was at least [14:42] eight to 10 officers as reserves. They're almost all gone. [14:48] We had well at one point six full-time officers [14:52] and for some reason we dropped that down to five. I don't know [14:55] when that happened. Um [14:58] but with crime on the rise nationwide, why are we dropping manpower for one? [15:03] Because we need that manpower. And you've been around here for a long time [15:08] as well obviously. Didn't we have at least two officers [15:13] throughout the day and the evening at one point? [15:15] » Uh they overlapped. [15:18] » They overlapped. Okay. >> Yeah, most of the time they overlapped. [15:21] » And actually I mean like I said, I've been here [15:24] involved in this town since '92, '93. I want to see this town succeed. [15:28] And I know for a fact when people find out that our police department is so [15:32] under-manned powered at this point, they're not going to want to come here. [15:37] We've got for sale signs everywhere. No one's going to be interested in coming [15:40] here when the police protection is at the level it's at. I'm not blaming [15:45] anybody, but [15:48] this needs to be addressed, and we need to figure out why this is happening, and [15:51] find a way to improve it so that we're not running into this situation again. [15:55] You know, I we had all recently we just had one of our probably the most [15:59] respected officer, no offense to any of the rest, but probably the most [16:02] respected officer retired. And I know he wasn't seeking better [16:07] opportunities, he was just frustrated. I know that. [16:11] So, we need to figure out a way to identify where the problem's at, and [16:17] fix the problem. Or else we're going to keep losing [16:20] officers, these new guys coming in are going to say, "Forget this." They're [16:23] going to leave, and we'll be right back in the same situation. It Anderson Police Department, they're [19:48] here to back us and so is the Indiana State Police. [19:53] The um [19:57] part of of people taking calls for us, [20:01] sometimes the Chesterfield Police Department, we take calls for Daleville. But I have I personally because I [21:48] not only was on the fire department, I worked as a tow truck driver, and I know [21:51] that sometimes they're are just far too far away to get there in a timely [21:54] manner. And I say that because how how quickly [21:57] does crime happen? Does it happen over the course of 10, 15 minutes, or does it [22:01] happen within a few minutes? >> Normally. [22:03] » It depends. >> Normally a few minutes, the crime is [22:05] over with. >> Okay. Well, that that, you know, that's [22:08] a debate you can have with the chief one-on-one, okay? [22:11] » And and >> We we We understand what you're saying, [22:13] but you need to understand we hate to see officers leave for [22:17] various reasons. I I I was in law enforcement for 45 years. And and over the years, I've been [22:25] I've been a patrol officer, I've been a police detective, a crime scene [22:27] detective, assistant chief, chief, I've been an administrator. [22:31] And people leave for all kinds of reasons. Better job opportunities. Some [22:35] people leave because they don't like the way the administration is. Some people [22:39] leave cuz they don't like the focus of the chief or their supervisor or their [22:43] coworkers. Uh others just get tired of policing. There's a a lot of reasons. [22:48] And in a small town like Chesterfield, it's a different type of policing. The [22:52] demographics are different. It's a community oriented, and a lot of police [22:57] officers aren't geared for community policing type activities. [23:02] Uh they they want to be more traditional cops and sometimes [23:06] uh, that offends them. They want to go be what they call so-called real cop cuz [23:10] they sometimes don't look at community policing officers as real cops. So, [23:14] there's a lot of reasons why I'm trying to tell you, but we have taken the [23:17] appropriate steps. We have hired two new guys. We're at full complement. We just [23:22] got to get them trained. We've got help. Uh, [23:26] I feel very comfortable where we're at in the town right now moving forward. [23:30] And I don't We haven't had any complaints about any police not showing [23:34] up at any time. And we went over the schedule and we've [23:38] got coverage for all of August. And yes, CPD, Chesterfield, is covering the [23:45] majority of everything. There's only a handful that are not. So, [23:51] » So, you're telling me that I don't what I'm talking about. [23:54] » No, I'm not saying that, sir. I'm just I'm trying to assure you that we're [23:57] moving forward. We need to >> I agree. We need to move forward. [24:02] But the fact is, up until this point right now, without a reason I'm here, is [24:06] because it had not moved forward. You got to find new training officers and [24:10] you're working on that. It takes a while to train them. Am I wrong? [24:13] I mean, listen, I'm a firefighter. It took a long time for me to get trained. [24:16] And I didn't carry a gun. So, it's a bigger responsibility. [24:21] Problem is, the town doesn't see it that way. When you say that I'm giving [24:34] you for misinformation, where it is just verified that we had [24:39] our shifts aren't covered by Chesterfield officers, which is what I [24:42] said. What is what I've been saying. I know county comes in. I know Dariel [24:48] comes in. What about our own people? We don't have enough. The reason people are [24:52] leaving is cuz they're not happy here. Why is it they're not happy here? Let's [24:56] investigate that and solve that problem. Sitting up here telling the town that [25:01] they're full of misinformation is not the answer because there is no [25:04] misinformation. Other people they fly out on the town's website on the [25:08] Facebook page misinformation. So that is either either directed only to me or the [25:13] entire town. Cuz this is all over town.
