[6:20] Consumer [6:27] water. Hello. [6:35] Consumer water portal. Let's jump in. Your consumer water portal is broken [6:40] down into three main seashboard, [6:45] consumption, usage, and alerts. When you log in, you will be directed to your [6:50] dashboard. The dashboard provides an overview of the aggregate consumption [6:54] for your account for the last 30 days. The dashboard is divided into three [6:59] areas: information cards, usage history, and alerts. The information cards area [7:06] includes the account number, account address, the 30-day average daily usage, [7:11] which is useful as a benchmark for your average consumption, and alerts, which [7:16] allows you to quickly view the alerts you have enabled. We will cover alerts [7:20] in more detail later. Next, we have usage history. This allows you to [7:25] quickly view your consumption patterns for the last 30 days. The 30-day average [7:30] daily usage is displayed on the graph as a ben [24:19] style that we will be installing in inst got loud installing at the uh township [24:25] lift stations. Um the chopper pump technology uh will help to grind up a [24:30] lot of the flushable wipes and other things that come down into the sewer and [24:35] uh we believe it's going to help kind of improve the uh life of these pumps at [24:39] the station by not having so much of the flushable materials there or non [24:42] flushable material. Questions from the board? [24:47] Seeing none, I have a motion by trustee Joseph supported by Trusty Anderson to [24:51] approve item 10D. If you would please cast your vote. [24:55] results will appear. [25:04] Item passes 6. [25:08] Item 10E. Approve a recommendation by the [25:12] Chesterfield Township Water, Sewer, and GLWA Commission to approve amendment [25:17] number four to the Water Service contract between the Great Lakes Water [25:21] Authority and the Charter Township of Chesterfield and authorize its [25:25] execution. >> Is there a motion to approve? [25:31] » Trusty Vossberg. Any support. [25:36] Trusty Joseph [25:41] Paul. Uh this is to renew the contract to Great Lakes Water Authority. Um the [25:46] original contract was signed back in 2018. [25:50] Um [clears throat] that's every four years we update this contract. Uh [25:54] there's no rate changes associated with this contract. This one here is to um [25:58] this updates a lot of the language and also uh with this contract we will be [26:03] reducing our max day flow. um [clears throat] down to 7.87 [26:08] uh MGDs and we'll decrease our peak hour flow from 12.5 MGDs to 11.9. Um Gleewell [26:15] has used a new feature on how they um produce these numbers and so that's why [26:19] we see the reduction. Uh this aligns more closely to what we typically would [26:23] see in our township. Um for the record, we have not ex we haven't exceeded um [26:28] these two figures, so we don't have any concern with exceedence in the future. [26:33] Questions from the board? [26:37] Seeing none, I have a motion by trustee Vosberg, supported by Trustee Joseph, to [26:41] approve item 10E. If you would please cast your vote. [26:46] Results will appear when all votes are cast. [26:53] Item passes 6. Item 10 F. Approve a recommendation by [26:59] the Department of Public Services to complete a water system master plan and [27:05] AWI R and ERP update by utilizing the [27:10] engineering services of OM advisors at a total cost of $98,300. [27:17] Further amend the budget to increase GL account 591-441-821.0000 [27:25] 0000 by $78,300 for engineering fees. [27:30] » Is there a motion to approve? Supervisor Curtson will make a motion to approve. [27:34] Is there any support? [27:38] » Is that Trusty Hornberger? Paul, go ahead again. [27:43] Um, [clears throat] this is a federal requirement by the [27:46] America's America's Water Infrastructure Act that was signed in October 23rd, [27:50] 2018. Um this act requires not just the um resist resilience assessment uh but [27:57] also emergency response plan to be updated every 5 years. Um the water [28:00] system master plan that we'll be doing will incorporate the township's [28:03] reliability study, general plan and asset management plan. Uh this will help [28:07] to plan for future water projects and also to help uh meet the federal [28:12] requirement of making sure we have our emergency response plan and risk and [28:15] resilience assessment done which is requirement for every five years. [28:21] questions from the board. Chie Vosper. >> Thank you, Mr. Supervisor. Um, I support [28:27] the concept of this wondering why the dollar amount is so up for the uh budget [28:32] amendment is so high compared to the originally budgeted amount. [28:38] » Um, I originally the the thought was we could complete this in 27. Um, but [28:43] [clears throat] we got the update from uh EPA that they wanted it completed in [28:48] this year. Um we have a sanitary sewer master um sanitary sewer survey that [28:53] will be completed by Eagle next year. We're going to try to do it all [28:56] together, but we did find um in speaking with the EPA, they would like this done [29:00] this year. >> Okay. So, are there are there carryovers [29:03] from this study that can be used in next year's the other study? [29:07] » Um the study next year will be it's more of a sur um it's a survey. The state [29:10] will come in next year and kind of go through our whole system uh to make sure [29:14] that we are compliant with everything. And so this will be one of those [29:16] compliance factors we have to have done. >> Okay. Thank you. Thank you, Mr. [29:20] Supervisor. >> Any further trustee Anderson? [29:24] » Yeah. Any duration of the time that this um [29:28] this this company will be um is that over the four years that they'll be [29:33] working on this or perusing this? >> Uh this will be well this will meet the [29:38] requirements to have it completed by the end of 26. [29:45] Seeing no further questions, I have a motion by Supervisor Kirsten, supported [29:49] by Trustee Hornberger to approve item 10F. You would cast your vote. [29:55] Results will appear once all votes are cast. [30:03] Item passes 6. Item 10 G. [30:08] » 10G. approve a recommendation by the finance department to make quarter 2 [30:12] amendments to the 2026 budget. >> Supervisor Crystal will make a motion to [30:17] approve. Is there any support? [30:22] » Trusty Osberg. Uh [30:26] » Arberg, I'm sorry. My apologies. Um I did not have anybody from finance appear [30:31] tonight. If you look in your pack, it's pretty straightforward and minimal. um [30:34] public safety and then um the the amounts were minimal. Um so it's pretty [30:40] self-explanatory in the package as to the reasons why the [30:44] amendments are required. I thought so. Um any questions, discussion? [30:54] Seeing none, I have a motion by Supervisor Kirsten supported by Trustee [30:57] Hornberger to approve item 10G. If you would cast your vote, [31:06] results will appear when all votes are cast. [31:12] Item passes 5 to one. Item 10H. [31:18] 10H, approval of the revised administrative procedure order, [31:22] APO13-209, [31:26] education, training, and travel. Is there a motion to approve? [31:31] » So move. >> Trusty Joseph. Supervisor Kirsten will [31:35] support. Uh again, this is u this APO is actually came recommended uh one of the [31:42] package uh policies from Woodhill Group. Um we've made some changes and some [31:48] corrections in it. Uh pretty again pretty straightforward as you see the [31:52] version and it puts us consistent with uh current practice and policy right now [31:58] within uh our finance department. Karen, go ahead. Sorry, didn't see you [32:03] there. >> I don't have much to add. Um just that [32:06] you know these recommendations came straight from Woodhill, [32:10] » but I'm here for any questions or concerns. [32:18] A motion by Supervisor K or Trusty Joseph, supported by Supervisor Kirsten [32:22] to approve item 10H. If you would please cast your vote. [32:28] Results will appear once all votes are cast. [32:33] Item passes 6. [32:37] Um item 10 I >> 10 I approve the revised administrative [32:43] procedure order APO 11-209 purchasing policy as presented with an [32:48] effective modified date of August 25th 2026. [32:54] » Is there a motion to approve? Supervisor Curt will make a motion to approve. Is [32:58] there any support? >> I missed that again. Trusty Hornberger [33:04] support. Uh, go ahead, Karen. >> Um, the main, uh, change on this [33:10] purchasing policy is from the 5,000 to the 10,000. Um, we did try a few years [33:15] back to change it. Back then, it was, um, going to be from 5,000 to 15,000. We [33:21] thought that that was maybe a little too much. So, we came back um, and are [33:26] moving it from 5 to 10. >> Questions from the board? Trusty Joseph. [33:33] the uh 5,000 really does create a number of problems uh for the department heads [33:39] um with the cost of really any project. And um one of the speakers that got up [33:46] and spoke to this earlier um it's not as if the existing policy doesn't care [33:53] about expenditures under $5,000. They're all accounted for. Uh that will be the [34:00] policy as the limits are expanded. Uh any amount is accounted for um in in the [34:08] bill runs and reconciliation for all expenditures is available. uh [34:15] this will just uh increase um the limit um allowing department heads to you know [34:23] really function without having to come to the board for every uh transaction [34:28] over 5,000 and I think um the committee that looked at this um I appreciate the [34:35] uh kind of middle middle ground uh from the original proposal of 15 um this [34:40] gives functionality and um some ability for for the department heads to operate [34:46] um without concerns about you know excessive spending. So uh this is a good [34:53] balance and I appreciate the presentation. Thank you. [34:56] » Uh Trusty Bossford. >> Thank you Mr. Supervisor. I also um [35:03] you know approve of this. I think it's it's time we did what is the last time [35:07] that it was changed and what was it from 3000 or something? Yeah, it's it's been [35:14] 10 plus years since it's been changed and yeah, it was originally I think [35:18] 3,000. >> Yeah, it was all right. Um it's Yeah, [35:21] it's time to move it up. And it's really the budget that drives the spending of [35:26] if we're looking at um some of the suggestions that were made by the [35:32] Woodhill Group and others about our budget. That's that's really what drives [35:35] how we spend. So it's this will just I think help the department heads to get [35:40] the work done in a more um timely manner instead of waiting for our meetings. [35:45] Thank you. >> Agreed. It's more of a guide based on [35:48] the budget treasure. [35:54] Um I know that Steve Adair when he did look at um this purchasing policy did [35:59] raise an eyebrow you know and said he can't imagine how it was that uh the [36:03] department heads were functioning um with that kind of limit because it does [36:07] just make everything has gone up in price and um I believe he said there was [36:13] a u reference he did make a reference to the 10,000 being pretty standard um and [36:19] then everything that um does come through um the the department heads have [36:25] have a entire process that we have to go through and as Trusty Joseph did point [36:29] out and all of that does come to the bill run and does have to come before [36:33] the board. So this is just um guidance. >> Thank you [36:40] Trusty Anderson. >> Okay. I recall when it was three grand [36:44] uh without approval then went up to five and I understand I recall what you said [36:47] about trying to go to 15. Um I understand a hardship as is explained [36:53] here but at the same time I could see a intermediate step somewhere between five [36:58] and 10 instead of automatically going to 10 and see what happens. You know we got [37:02] good people here but still um I think with our finances [snorts] [37:06] there has to be I I'm not comfortable with um going to the 10 grand at this [37:11] time and I know we already we had that discussion. I appreciate it but right [37:14] now I'm a no on it for that. Thank you. Any further questions from the board? [37:23] I have a motion by Supervisor Kirsten, supported by Trusty Hornberg, to approve [37:27] item 10. I If you would please cast your vote. [37:31] Results will appear once all votes are cast. Thank you, Karen. Item passes 5 to [37:36] one. Um item 11, addendums, there are none. [37:42] Uh item 12, public comments. Public comments. There is three minute [37:48] time limit. If you would please state your name, not required. [37:57] » Hi, my name's Don Rio and did you need my address? It's 52455 and [38:04] » Oh, okay. Um, so today I'm here. Good evening, by the way. And um I'm here [38:09] with some gratitude. Um, but I I needed to back up and and tell you um how it [38:16] didn't start out that way. Um, I'm here about the um uh our cord our code [38:23] enforcements for camper parking in the streets and um [38:30] um it seems like for a couple years they haven't been enforced [snorts] [38:34] and I'm on the board in an HOA. I'm the vice president and so um and I know you [38:40] guys don't have any much to do with that but my job is to enforce our [38:46] restrictions and we had campers parking in the driveway which was a restriction [38:53] and we had to enforce it. So in order to go around our restrictions we've had [38:58] people park in the streets and actually keep them there for three days on [39:01] blocks. And so, um, starting in like 2004 [39:07] when I would call, we we we couldn't make them move it because the street [39:13] isn't our responsibility. So, I I would call our code enforcement and they would [39:18] tell me it's not their job and we call the police and I would So, I'd call the [39:23] police and the police would tell me it's not their job to call you and then we [39:29] would call again. I think I spoke to Tom and then he would tell me to call the [39:34] police and it wasn't getting done and we were having all these problems and it [39:38] it's a safety hazard, right? We have children riding bikes, we have [39:43] kids on scooters, we have go um golf carts and um nothing was getting done. [39:50] So finally when I was at my wits end I finally got a hold of David and said [39:56] please tell me what to do. I thought I was going through the right channels [40:00] here. Um I looked up our restrictions, you know, our code and our code says [40:06] that they are not allowed to be parked in the street and um so David ended up [40:13] taking care of it for me, but it took me to have to bother and call a trustee to [40:19] get it taken care of. So I appreciate that it did get taken care of. Um, [40:26] but it is there any advice here? I mean, am I doing do I call the township or do [40:33] I call the police? Can somebody answer that for me so I don't have to keep [40:37] going through this? >> There there's a nuance in the ordinance [40:41] in the law. Um, we'll work with you. We have no problem working with you. I'm [40:46] going to direct you to that gentleman right there in the white shirt from the [40:49] police department. >> Okay. One of if a trailer or camper is [40:52] parked in the street unattached to a vehicle and it's legally [40:56] » it's legally licensed and plated, it's kind of difficult. Our ordinance doesn't [41:00] take effect uh until it hits private property and driveways. Then the code [41:05] enforcement would get involved. Um your your what subdivision? What? Never mind. [41:11] » Um your subdivision is just like mine. Uh we have the same issues. So trying to [41:16] understand it and work through it. There's there's a diversion in in the [41:19] law. Motor vehicle code for streets and roadways and then code enforcement for [41:24] private properties and anything over the curb and in the sidewalk. So, we'd have [41:28] to know those nuances. What I would tell you is don't stop calling. You can call [41:32] code enforcement. We'll work through it. We'll get your address tonight. We'll [41:35] make sure that they know, but I'm going to direct you to the gentleman in the [41:38] white shirt, the police chief, who can address specifically um the motor [41:42] vehicle code and how that applies to campers and trailers. And the nuance is [41:46] um is it hooked to a motor vehicle? The camper or the trailer? Is it a lawnmower [41:51] trailer? Is it a a business trailer? [42:04] If that's the street >> on blocks [42:07] » on blocks then we have >> okay I even sent pictures to show that [42:13] it wasn't even attached to a vehicle. It sat there for 3 days. [42:17] » So and I just think it's a safety issue too with the children. Um [42:22] so that was my issue. >> Okay. [42:28] » Okay. I really do appreciate that and thank you David for helping me with [42:32] that. So, thank you very much. >> Thank you. [42:51] Hey, just uh wanted to say um so during um the constant cleanups I've been doing [42:56] uh the one thing I wanted to point out is um it's partly in the public areas [43:02] but also on private properties as well. um a problem that's kind of gone un uh [43:09] noticed at least for um some people I guess at least I want to say probably [43:13] the property owners but uh something I wish the township would kind of like [43:18] put out a message properly for them is on these properties a lot of the drains [43:26] get clogged up and when I mean clogged up I mean I I can tell because I have [43:30] over a decade in civil engineering experience this stuff is months [43:35] without any cleaning. And you know, if anybody doesn't have a goldfish memory, [43:41] three years ago, we had major flooding in the community. And so, uh, the most [43:44] important aspect of landscaping is drainage. And when you're designing [43:49] stuff as an engineer, like that that is like the biggest thing you have to [43:52] account for is where does the water go? Where does your runoff go? And if these [43:59] are all clogged up and it's not the entire township, but there are certain [44:03] choke points where they get clogged up and nobody's taking care of it, nobody's [44:07] maintaining it. And I think a a good gentle reminder to everybody in the [44:12] community of hey, if you you know, if it's not just leaves, but there's trash. [44:18] It's an accumulation of effects. It's a if if I see an entire bug colony when I [44:25] pull that stuff out, I'm like, "Okay, yeah, this this has been here a while." [44:29] And if this if the township can make that an address sort of, hey, clean [44:35] these out now and then you don't have to worry about any flooding in the future, [44:40] it makes a big difference down the line. This is the this is the notation of [44:44] proper maintenance, proper adherence toward what we regularly do can prevent [44:50] anything major in the future because oftent times a lot of disasters or a lot [44:55] of problems communities face come from the breakdown of not maintaining current [45:00] infrastructure um as it should be. And just simple maintenance like that, like [45:08] a general reminder to business owners, to people, people's properties, or for [45:13] the public in general, keep these areas clean. We'll have no problems. Thank [45:17] you. [snorts] [45:27] » I just thought about this one. I don't know what happened to Eagle's Nest where [45:31] the military house used to be. Seville Manners. I used to live there. But on [45:34] Cyclon, I was coming home from the gym the other morning. There's Eagle's back [45:39] in those woods now. So, somebody follow up on this one. I don't know who to call [45:44] and letting you know. Thank you. [45:54] I kind of want to just Jeez Louise. Oh, Lord have mercy. [46:00] Oh my god. I'm not yelling. I swear. Um I just wanted to follow up with what [46:06] Mike said. Um I don't know if it's homeowners that are taking the [46:09] initiative to do this, but on Kilowald, um kudos to them for cleaning out and [46:15] replacing their um their culverts and tearing down all that shrubbery and [46:20] trees, overgrown trees that were blocking the curve right outside of my [46:24] street on Roselon. Um it looks beautiful over there. I'm sure drainage will be [46:29] fantastic over there for the walkers on the sidewalk. So, just want to say [46:33] thanks for that. >> Any more comments from the public? Any [46:38] more comments from the public? Trusty Hornberger, start with you tonight. [46:43] » Thank you, >> Trusty Vosber. [46:45] » Good. >> Trusty Anderson, like to congratulate [46:48] our fire department on attaining the certification. Uh, well done. [46:52] Tremendous. A lot of work went into that. And also, uh, you got one more [46:56] summer holiday coming up in a week or so, Labor Day. Enjoy it. and we'll see [47:00] you all in a couple weeks. Thank you, >> Trusty Joseph. [47:04] » Thank you, Mr. Supervisor. Uh just wanted to echo the uh congratulations [47:08] for the fire department. Um that accreditation process was something that [47:14] um we got the uh presentation on it seems like uh 3 four years ago that uh [47:20] they've been working and preparing. uh massive undertaking and uh appreciate uh [47:26] supervisor's focus on um having our department's uh answer to a national [47:33] standard. Uh started under your leadership in the police department um [47:38] extended now to our public safety um partner over in the fire and uh we're [47:44] working as you mentioned earlier uh with water department. So, um these are good, [47:49] uh best practices and um very very efficient um and the um the township [47:57] residents are better for uh for it. So, uh congratulations to the fire [48:02] department and uh thanks for all your hard work. Um, Miss Rio, I'm glad that [48:06] you came uh because uh we've been messaging and um the ordinance that you [48:14] reference is very difficult because um for a couple weeks in a row, a couple [48:19] board meetings in a row, we had residents who um have campers and they [48:24] came forward and they were frustrated because code enforcement had sent out um [48:30] dozens of letters uh to RV and boat owners who had parked park their um [48:37] vehicles uh recreational vehicles, trailers, so forth uh in their driveway [48:42] in the front. Your situation has been uh nightmarish in terms of um I I think [48:49] it's fairly isolated to one particular individual who's uh really flagrant [48:56] about um his vehicle and it's a rather large uh trailer. Um it's not the same [49:04] as some of the concerns that we have have heard from other residents who have [49:10] a trailer or a boat and they say um you know it takes me a little time to to [49:15] pack it or unpack it after a trip. This situation is dramatically different and [49:22] um I appreciate all the work that you've done within your uh community. your HOA [49:28] board has met and um you you really tried to resolve it internally and when [49:34] it was um you know this particular resident who was pushing to the limit [49:40] and you needed help um it got a little confusing because as the supervisor [49:45] mentioned um the the right of way and legally parked vehicles in the street [49:52] fall under one jurisdiction um code enforcement is an is another um [49:57] but uh I'm always willing to help you out and uh any resident who's frustrated [50:03] with these types of situations and um the supervisor mentioned director [50:09] Basset, that's my go-to person as well. Uh his his team, his administrative [50:15] team, Captain McNair, um Gary De Masters, who's no longer here, uh was [50:20] our department head that oversees code enforcement. It's a tricky issue. Uh but [50:26] I agree uh having gone out in into your neighborhood and watching and seeing [50:32] where this individual's vehicle worked um does create some problems. Uh your [50:38] your neighborhood is very walkable and bikable and kids are out and they're [50:43] moving into traffic and trying to avoid um it wasn't even hooked up to a [50:48] vehicle, Mr. Supervisor. It's literally in the street on blocks. Um, so th this [50:54] is an individual that's a little bit different. Um, but I'm happy to help and [50:58] uh I appreciate you coming to the meeting tonight to to enlighten the rest [51:02] of the board on what you're dealing with over there and our public safety and [51:06] code enforcement team will definitely support you and uh and and your [51:11] neighbors. Uh so thank you for coming tonight. [51:14] » That's all, Mr. Supervisor. Thank you. >> Thank you, Treasure Elliott. I just got [51:18] a few things. Um we'll work with you. No problem. As Trusty Joseph said, we got [51:22] we come up with a solution. Uh just just on the township's radar, uh we found a [51:29] code enforcement found another retention detention pond in the township that has [51:33] been here historically. We're doing the uh mining of data. Uh we're looking for [51:37] records now. It goes back uh into what we assume is the 50s. Um it was township [51:42] maintained as near as we can tell. Um, I just say that's problematic because [51:47] again, um, once we get this sorted out, this is probably going to need a, uh, [51:53] SAD district created to maintain it in the future. It is a very large um, [51:58] retention pond. Um, I want to explain myself uh, the no vote on the the, uh, [52:05] further on the, um, consent agenda. The payroll was on there. I've got issues [52:10] with uh uh certain employees that were part-time that were brought in uh in [52:16] elections. Um they were paid off of an email that was sent without [52:20] justification. I don't know and I clearly I have no statutory authority [52:24] over election workers, but I am not comfortable with how the payment was [52:29] processed. So again, I put that on everybody's radar. I'm looking into it [52:32] still. I don't like what I've seen and heard and uh my hope is bringing it [52:37] back. But uh again, I think if you get paid by the township, then you perform a [52:41] duty by the township and um uh record should reflect that. Uh this weekend we [52:48] have Cheers to Chesterfield event. If you would please go to all of our social [52:51] media pages. Um it is a township event held at Brandenburg Park. Details are [52:56] listed. We have fireworks um events, kids events, again all at [53:01] Brandenburg Park. Details are on our social media and web pages. And as [53:05] Trusty Joseph indicated, can't be any prouder. Um, police department [53:09] accredited, fire department accredited, water and sewer accredited on pace for [53:14] July of next year. Um, and as uh as was stated, this is not just something you [53:20] go get. This is a deep dive into your into your operation with the intent of [53:25] having clear policies, clear directives, uh, operating within industry standards [53:30] and then steps of approval. And uh that is how we my goal is to run uh every [53:37] department that I have purview over in the township and we will continue that [53:41] pace. Um we have uh as some of you got we have finance director that you were [53:46] sent links to. Uh we got your comments back. We are proceeding with that [53:50] expeditiously. The goal is to have someone in here. My hope is by midmon [53:54] you have a document in front of you that I dropped off today. I I would love your [53:59] input on how that appears. Again, that's another step in a different direction, [54:02] but uh a step that I think is uh very self um explanatory to you. My goal is [54:09] to get all the non-represented employees uh um under that document and then [54:15] moving forward. Um and again, uh to your comments, uh Mr. Lock's comments, [54:21] nothing is done here without a purchase order. Period. [54:24] So I don't know who is giving you the explanation but nothing is purchased [54:30] nothing is bought without entry by the department head into keep pointing to [54:35] again I don't even know why I'm addressing this but u who's ever giving [54:39] you that information is wrong. So um with that being said uh quick meeting [54:45] tonight pre [55:01] Meeting adjourned at 7:55.
