[0:03] [clears throat] Yeah. [0:07] [laughter] [0:14] Okay. Even though it's not considered new value [0:18] for your growth limitation, it could still still be considered as new growth [0:25] for TIFF. Okay. Sounds good. Thank you. We got September 8th, 2026, Tuesday, in [0:31] the Chicag County courthouse in the boardroom. Um, I will call the meeting [0:36] to convene. Roll call. All members are present along with board secretary Shea. [0:41] Is there a motion to approve today's agenda as published? [0:49] » Second. >> Motion by Travis, second by Isaac to [0:53] approve today's agenda. Any discussion? If not, all in favor say I. I I Anybody [0:59] opposed? Motion carried. Approve the minutes from last Monday, August 31st. [1:11] » Motion to approve [1:19] by Travis to approve August 31st or minutes. Any discussion? [1:25] If not, all in favor say I. >> I. I. Anybody opposed? Motion carried. [1:35] We'll do county conservation. I just text Chad and uh he wasn't planning on [1:39] coming. So I did attend their meeting on Tuesday [1:43] night. So review and acknowledge resignation of Chad Wo for the position [1:48] of Chicksaw County Conservation Director effective this Friday, September 11th. [1:53] [clears throat] Their board did accept. [2:05] Is there a motion to approve or sorry to acknowledge? [2:12] » Second. Motion by Travis, second by Steve to [2:16] acknowledge the resignation of Chad Uncle from the Chickasaw County [2:19] Conservation as the director effective this Friday, [2:23] September 11th, 26. [2:28] Again, thank him for his service to the county. Um, [2:33] he's been here a long time, so some big shoes to fit. [2:39] If there's nothing else, all in favor say I. [clears throat] [2:43] » I. Anybody opposed? Motion is carried. Review and acknowledge the and file the [2:48] fiscal year 26 conservation annual report. It was approved by the board. Uh [2:53] state law says we have to receive and file any questions with the [3:00] Chasaw County Conservation Board annual report. This would have been July 1st of [3:06] 25 to June 30th of 26. [3:13] has their parks in there. Um what they do at those parks or those areas of [3:20] maintenance and operation. Talk about camping [3:26] and then their financials are also with the annual report. [3:32] In the past we just receive and file. If you guys saw those, is there a motion [3:38] to receive and file? [3:47] » Motion by Isaac, second by Steve to review and receive and file the fiscal [3:52] year 26 conservation annual reports. [3:57] If there's no discussion, all in favor say I. [4:01] » I. Anybody opposed? Motion is carried. At their meeting Tuesday night, they did [4:07] uh hire back as a part-time position for Chad Humpo at a rate of 38.50 per hour [4:14] to help with the new conservation director effective Monday, September [4:20] 14th. [clears throat] um [4:23] some unknown uh hours of work. Uh this time she's [4:28] going to be approved by the board and by their chair. Um this is an unknown. I [4:35] just shared that uh make sure their budget can withstand or um [4:42] other things might have to be cut if we don't approve the budget amendment. It [4:46] all determines where they hire the new person back at and when. and ask quickly [4:51] if they can hire back. Um they do have two meetings posted for this week for [4:55] some interviews I think Wednesday and Thursday. So [5:00] we'll see what they do. Applications were due last Friday. So we can't we [5:05] just have to acknowledge this so the payroll department knows [5:10] position and pay. Make a motion to acknowledge part 10 [5:15] position for J 3850 September 14th 2026. [5:22] [clears throat] >> Is there a second? Second [5:27] motion by Steve by Isaac to acknowledge the part-time position for Chad on board [5:31] 3850 effective Monday the 14th. Um they really didn't they did ask me when we [5:37] sent out our department letters for budget work sessions. Um, I said that's [5:42] usually in December. Um, so there's no end date with this acknowledgement or [5:48] their motion. Um, that just a little gray there for me with no end date. So [5:55] hopefully they can control their budget and manage it. Um, [5:58] » I would assume that uh Chad's going to be missing enough of this new position. [6:02] He probably won't want to spend any extra hours on it. [clears throat] [6:06] » I said he's willing to help. >> No, I agree with that. you know, he [6:09] somebody has to code the claims, get them to the board to approve, and then [6:13] bring them up here. So, just some concerns I have. I'm not here to make a [6:18] manage. We cannot and we will not. Uh, but there's some unknowns out there that [6:22] just watch your bottom line. So, [clears throat] [6:26] all right. Motion on the floor. Is there any other discussion? If not, all in [6:31] favor say I. >> I. I. Anybody oppose? Motion carried. [6:37] 105. Did you have any written public comment? [6:39] » No problem. [6:43] [laughter] >> Move on to [6:47] review and adopt resolution 982652. A resolution set forth proposal to sell [6:53] the real property. Ray brought these two to our attention. [6:57] So Ray 52 is up on the screen. >> Yeah. Um [7:04] back in 1965, the [clears throat] board um vacated [7:11] uh these roads uh in the town of Bradford where the [7:16] county shop is. There's a couple rows there. [7:22] And it was the practice then that because they were vacated that man would [7:27] revert equally to um the adjacent land owners. However, the situation so the [7:33] town of Grford was a uh incorporated town [7:41] and when they abandoned and that county then attained or [7:46] received those roads and those alleys, county in turn received the ownership of [7:51] those and [7:55] about 10 years ago, eight years, 10 years ago, we vacated a lot of those [8:01] roads. and alleys in the town of Bradford and we [8:06] uh issued quick claim deeds pretty much all of these. However, it was [8:11] recommended by a county attorney at that time that if since these were already [8:16] done prior 19 that we did not need to issue quick [8:20] claim deeds. Well, I think to clean up and we've had uh an attorney [8:27] uh contact us regarding these and also with HRS [8:33] uh with a recent survey that maybe we should then in turn actually quickly [8:38] deed these properties these two areas to the case of land owners. And so that's [8:44] what this these that's in the background. [8:48] So 52 and 53 are just different parcels. >> Yes. [8:52] » In the same area. >> Yes. [8:55] » So what we're doing here is we're setting a public hearing on [9:00] 25th I think. [clears throat] >> Published Friday and Thursday and Friday [9:03] in the paper last night. You can get them in today this morning. So the [9:08] public hearing will be the 22 weeks from today. [9:11] » 28th >> 28th 28th. [9:13] » Three weeks from today. That'll give us 10 to 20 days. I think they'll have to a [9:16] second resolution on that data transfer if you want. It's a dollar each of them [9:20] and I they're working on it. Um I completely agree part of the adjacent [9:24] land is owned by the county is county shop down there. I don't think he's [9:29] necessary for that because I think we don't um but if and when the seven or [9:34] eight or nine of us are still around if and when that gets sold to someone else [9:37] or discarded somehow they'll maybe make sure that that extra portion gets [9:41] included on the description never gets transferred. So, this is cleaning it up [9:45] and putting it back in the tax room. >> Yeah. [9:49] » I would assume the adjacent owners were already doing something of this. [9:53] » Yes. >> Yeah. And there's a process using [9:57] shortcut transfers for vacated roads, but since this was vacated 60 years ago, [10:03] and there's been some issues with it since then, I think it's just cleaner [10:07] just to set up for a public hearing and publish a notice and pay the money and [10:10] do it right and do it right the first time. That way we don't have to come [10:13] back and do it again a second time if one of the properties gets transferred. [10:16] That way we get we can actually create a good clean chain of title for all the [10:20] risk of partage. Do it right. [10:27] All right. Is there any more discussion on resolution [10:30] 52 and 53? Pretty [clears throat] much the same thing, but they're separate [10:34] resolutions, separate parcels. [10:37] Is there a motion to adopt resolution 982652? [10:42] » So [10:47] motion by Scott by Travis to adopt resolution 982652. [10:51] A resolution set forth a proposal to settle the real property. [10:58] Any discussion on resolution 52? I brought up the question to Ray this [11:03] morning about uh this dollar to do this. Um it probably doesn't close cover our [11:09] cost for some of this. Are we just something we always did or it can be [11:14] adjusted? >> I think we did this with the city of [11:19] Chickasaw which is no longer a city. >> Did we do some of this in Waller [11:24] » um in the southside couple eight nine years ago? [11:28] » Yeah. >> [clears throat] [11:32] » We've we've done uh when I started working on these last week after Ray [11:36] asked me to start putting together um we've done at least a dozen according to [11:42] my computer file since I've been here. I'll be here five years next month. [11:45] We've done at least a dozen up to my knowledge in various parts of the [11:47] county, not even unincorporated parts of the city. We've always done for a [11:51] dollar. Um you're right. Some of them we have not published. So, it's just been [11:55] one resolution to pay the extra money to the paper and it's done. Um, some of [12:00] them we have published. We g we uh needed some property down on ash that [12:05] gentleman for $200 what the price was for that that triangular piece member [12:08] that issue there. But there you had in that situation you had you had multiple [12:13] owners that may have had interest in that. Yep. [12:16] » You know, in this situation, you don't have that. We vacated some properties [12:22] south of Nashville on that dead end. um where the estate owned the property [12:26] there that you know I'm talking about Jake where we had to give notice by [12:29] certified male for the land owners for that there's some cost in that I mean my [12:34] cost is my cost tax pay me to do it so really [12:39] the the cost for this is public [12:44] and sometimes you know um [laughter] it's looked at the fact that this is [12:49] going back on the tax rule help offset those the initial cost. But [12:57] I would agree there are sometimes additional costs involved that sometimes [13:02] you would not have. You vacate a road that you acquire by [13:07] easement that automatically refers back to adjacent land owners. [13:12] Whereas you know this is a situation where you actually have [13:17] and that's what required that. [13:23] So whether you want to change that for those situations [13:28] versus just a typical vacation on that conversation [13:36] doesn't cost. >> Yes. We have no cost to every [13:40] publication. Whereas if you have an actual ownership, then you have to have [13:43] a public notification and publication. >> I wasn't here but before my time when [13:48] they sold the old river bed >> price wildlife habitat [13:53] » that went out for bids. >> That well each piece was sold [13:56] separately. >> Correct. [13:57] » Each piece was sold separately. Yes. >> Yeah. [14:03] » That was 12 years ago. >> That was 14 years ago. [14:07] » I'm trying to think. I was the chief deputy and um that was actually yeah [14:13] probably 12 years ago. [14:19] » Does that clean up anything Steve? I mean should we change anything? I guess [14:23] » I'd like to see at least cover the cost of publishing but that's not possible I [14:29] guess. And maybe for after this is taken care of, you could take a look at that [14:33] and maybe put together maybe a policy, a board policy when you go to sell [14:38] something that is actually ownership and public publication required versus [14:43] Eastman. Fair enough. >> No, good question. [14:49] [snorts] >> Any other discussion? [14:52] Now we'll call Scott. Hi >> Travis. Hi Isaac. Hi Steve. Hi [14:57] » Jake. All right, resolution's been adopted. Moving on to the next one. [15:01] Review and adopt resolution 982653. A resolution set forth proposal to sell [15:06] the real property. [15:10] [clears throat] Again, this one has a lot of lots [15:14] adjacent to it. Must be a little bit bigger maybe. [15:18] » Um, >> well the same. [15:22] » Is this one the Connie Chaplain? Yeah, >> that's the surrounding. [15:27] » Everyone knows what we're talking about. Get this up on the screen, but [15:30] » the pink [15:33] » pink portion is the counties. The blue portion is the one you just did. It's [15:36] not really showed up in blue. And then the yellow is one we're doing right now. [15:39] So you have >> Yep. [15:42] » Carol, >> we did that one [15:43] » county. And then the yellow is to to [15:50] » That's what we're looking at. That's the strip of the property we're looking at. [15:55] Yeah, >> that might help. [15:56] » Yeah, that wasn't an art. >> That's my drawing. I was [laughter] [16:02] double checking the legal descriptions. They were fully correct, of course. So, [16:06] » that makes sense now. It's at our Nashville [16:11] shot. The blue is the one we just did. The [16:17] pink is the county shot and then the yellow is the one that's on the table [16:21] right now. [16:27] » [laughter] [16:31] » That would have been a pretty big housing. [16:34] » Well, yeah. 33 foot. [16:39] » Those lots of them we planted was 33 foot. [16:41] » Why so small? >> That's how they all were. [16:45] » Don't ask why I was not around that. >> No, I wasn't either. Sorry. I don't Some [16:52] » [laughter] [16:54] » any more discussion on 53. Otherwise, is there a motion to adopt? [17:06] » Motion by Travis, second by Scott to adopt resolution 9826-53, [17:11] a resolution setting forth proposal to sell the real property. Same date, same [17:16] meeting, two different persons or two different resolutions. [17:24] If there's no other discussion, roll call. Travis. Hi. [17:27] » Scott. Hi. >> Isaac. Hi. Steve. Hi. [17:29] » Jake. I motion [clears throat] has been adopted. [17:34] [laughter] >> Thanks, Ray. You have word documents. [17:37] You can send them over to Bob when you're done. [17:39] » Yep. >> Perfect. [17:40] » Well, the word >> I email you the word formats. [17:44] » Okay. Yeah. >> To save them from having new title [17:46] issues >> of the resolution resolutions [17:49] resolution has. >> Okay. including the entire legal [17:53] description. >> So, do I have the legal description of [17:58] that? >> It's in the resolution. [17:59] » Okay. Yep. Okay. We'll get that to them. [18:13] [laughter] [18:19] Not today. [18:27] We'll go to some claims since it's a short week. Get those out of the way. [18:31] So, the first set of claims is payroll data last Friday, August 4th. So, [18:41] » motion by Scott, second by Travis to approve the payroll claims deal last [18:44] Friday the 4th. Any concerns, issues? If not, [18:51] uh, Scott Travis, all in favor say I. [18:56] » I. Anybody opposed? Motion is carried. Uh, prior bills. There's a large one in [19:01] there because it's part of one of our projects. [19:04] $28,810.50. [19:08] Prior bill close. [19:15] » [clears throat] [19:24] » Second, [laughter] [19:27] Steve. Motion by Travis, second by Steve to approve prior bill claim in the [19:31] amount of $38,810.50. [19:35] Any discussion? If not, all in favor say I. I. [19:40] » I. Any oppos? Motion carried. And then the regular claims that are pending [19:44] today is 723,000 minus this 723437 [19:51] and 5 cents. [19:57] Is there a second? >> Second [20:02] motion by Scott, second by Isaac to approve the claims in the amount of [20:06] $723,4375. [20:10] Any discussion? >> Yep. If not, all in favor say I. [20:16] » I. Anybody opposed? Motion carried. [20:38] » Short week in election day, too. Yeah. 6 o00 came early. [20:46] » Go back up to the conservation area. Discuss the position of Chasa County [20:50] meat commissioner and landfill director. So both these were discussed Tuesday. [20:56] The conservation board agreed that these two positions fall into that specialty [21:02] um location wise for the landfill and then we commission. may have the inner [21:07] seed machine to plant grass seed. Um, don't know what you guys want to do in [21:13] the interim of this. If there's a concern, have them call me or have them [21:18] call. There's really not a next in command yet at the county conservation. [21:23] [snorts] Um, they're all doing their own parts. Um, all three had a meeting with [21:28] Chad on Monday last week. They know where the files are. They know where the [21:33] weed reports are. and they know where the DNR documents are for the landfill. [21:39] So, that's [snorts] all down in that office. You guys want I think we leave [21:43] it down there, but who is the phone contact if there's a concern in those [21:48] two areas? I would assume Chad's email will go to [21:54] one of the other three um if there is a concern from But remember that. So, [22:00] let's talk about one at a time. the landfill. The landfill is sitting there [22:03] idle. They're just monitoring the levels of water level. Um, no leech is being [22:10] collected and they're monitoring if there's any trees that pop up. [22:14] » So really, I think the landfill is >> definitely needs to stay the [22:18] conservation is going to be reverted to conservation. [22:21] » Exactly. Definitely. [22:24] » So, but in the meantime, if there's a concern, an email, have them get on our [22:27] agenda and discuss it as a board. Would that be [22:31] fair enough? >> Yeah. [22:33] » So then the we commission if somebody called in today. [22:38] » Um they would probably get the call yet. Um [22:42] but I hope they involve us or myself or Scott if it becomes a bigger concern [22:47] than what they can handle. >> I I would say at this time of the year [22:51] that that it's probably going to be few and far between. [22:55] » I would just status quo. A call comes in out there. An email comes in. someone [22:59] sort it through and pass it to somebody. >> Correct. [23:03] » Wednesday there's an interview folks. So I would imagine [23:06] » they might be >> optimistic by the end of the month. [23:09] » Oh, I do too. >> Yeah. If they make an offer to someone [23:11] yet this week and someone gives two weeks or whatever they might be. Yeah. [23:15] » Depending upon the qualifications that experience the person may get the ground [23:18] running by the month. So >> I agree with you. [23:21] » Yeah. I wouldn't upset the cart. So, I know at some point we have to [23:27] appoint those directors though. Um, [clears throat] I think we'll just leave [23:32] them open. >> And to bottom line is Chad's still on [23:34] part time also. So, remember that. So, I think he can still hold that position [23:38] because he is still technically >> but we took him off last Monday. [23:41] » No, [laughter] he's part time. >> Yeah, but we never reinstated his [23:46] » he raised that too. probably [laughter] [23:51] » he can help someone direct who needs to answer the questions. [23:54] » Fair enough. >> So, at some point, we'll just leave them [23:58] open until we find out who they hire as a new director and then you'll see it on [24:02] our agenda we to appoint whoever that person is. I think those two areas fall [24:10] very good with that department. >> Agreed. Any other discussion on the weed [24:15] commissioner and our county [clears throat] [24:20] hopefully covenant landfill? [24:24] » All right, we'll put it back on once we have an [24:28] individual name. [clears throat] [24:35] » Discuss thematic drawings of the heritage center for the north [24:40] renovation. So, you guys all got a paper copy, but you also got it emailed to [24:44] you. Uh, myself and Scott and David and Michelle have been working with the [24:49] architect. Um, [24:54] some drawings that you have in front of you. [24:59] Let me just pull them up. So, there's two options that we came down to. He met [25:02] with me and Scott Friday morning. Um, so pretty much gut the north wing like [25:10] we talked two years ago. Nothing really matches living corridors [25:15] as angles and cubbies here and closets here and bathrooms here. [25:22] [snorts] Uh, so what Mark needs is um which option and and Dave can discuss [25:28] too since it's his department. Let's talk option 6B on the bottom [25:34] right. 6B. Option 6B. This what puts Dave up in the north side [25:41] with a round table for visitors and his office desk. Taking out that bathroom [25:47] that's up there. This leaves Michelle in the middle as an [25:51] open station um a countertop to serve clients [25:56] with platforms on both sides so she has room. And the person in the vestible [26:01] area has room in the hallway. [snorts] Um, and then she also has a round table [26:06] in the front there for her uh clients or whoever she needs to serve, which keeps [26:12] that bathroom in the middle for her own bathroom [26:17] right there. Um, you can see where the printers go. [26:22] This gives the bigger conference room 17T by 11t with a window. [26:28] And then the file room, sorry, the smaller conference room. [26:33] Smaller conference room. The table is a 10 foot I believe Dave currently that [26:38] you have for a conference table. >> Yeah. Our current conference room is 20 [26:44] 12T by 12t measured yesterday. >> Yeah. So it's going to be a foot less [26:50] wide, but we have file cabinets along the north wall, so it'll be comparable. [26:55] It'll be three and a half foot shorter in length than our current conference, [26:59] but there's enough room to navigate around it. [27:01] » And then that's why 4B is different. >> And pretty much [27:05] » we don't like B. [clears throat and laughter] [27:09] » 6B. >> It's up to you guys telling us what we [27:12] like. 6B has the bigger file room, has an [27:17] option of knocking a door to the existing smaller conference from the [27:22] kitchen area, which we would take those doors out. That's an overflow of files. [27:27] Six or sorry, 4B does not give you that option because it's sluted up against [27:31] the bathrooms um and gives the bigger conference room of 23 by 11, which then [27:37] moves Michelle to the north, Dave to the west. [27:42] So Dave, you don't like 4B? >> No. [27:46] » Sorry if that was your guys's choice, but [27:48] » No, I don't think it was. We were just trying to provide two options. [27:50] [laughter] >> Uh mechanical room is needed to get rid [27:55] of all those 30-year-old plus mini splits. I tried to salvage some of them [28:01] to put in the sheriff's office, but that was a no by two mechanical contractors. [28:06] They're too old to uh take out of the heritage and reinstall at the sheriff's [28:10] office. age is not going to work. So, three air conditioners, and there's a [28:15] reason for three. One to do the future office space on the right, one for the [28:20] new lawyer's office on the left, and the third one will take care of the hallway [28:25] in the big dining room. Uh because you guys all know that one that stands alone [28:29] is very noisy and the bearings are going out. It sounds like we need a new [28:33] bearing in it. So, it's on a slot string, I believe. It's [28:38] very loud. you guys. So, that will be the third air [28:42] conditioner unit. Not touching nothing for heat. Heat will be ran by the two [28:46] boilers that are currently there. All radiant heat in the entryways, in the [28:50] office space, by the windows. [28:55] Long story short, if this gets approved today, Mark will work on engineering it [29:00] for electrical, plumbing, walls design. [29:07] So, we just had a chance for Michelle and I did very briefly this morning to [29:09] discuss this, but we [clears throat] did have some changes or requests, I guess. [29:15] Number one, we do not need a server in there. We talked to Danny last week. [29:19] Danny said that the server would go in the current room. So, I just want to [29:22] verify that [clears throat] he's up here today that that's true accurate that we [29:26] don't need special server. Um, [clears throat] sorry. Um, number two [29:33] is, um, we would like, we're for sure going to bring the conference room table [29:38] and for sure bring our file cabinets, but we would like the opportunity [29:42] perspective opportunity to wait until it's done, painted and carpet everything [29:47] in there, then pick our furnishings. It's kind of hard to tell exactly where [29:51] we would want desks and whatnot. Um, and we're both interested in potentially [29:55] stand up test since our own thing told us we're supposed to be doing those [29:59] [clears throat] types of things. Um, Troy, so we would like the opportunity [30:03] to at least wait until it's done before we then decide what furnishings would [30:07] look like in there if that's possible as opposed to working now without knowing [30:10] how it's going to work. >> I agree with that with just the the [30:14] layout is where the desk would be for data and outlets, [30:17] » right? But I think we can accommodate the [30:21] standing desk or >> And then Danny said he would like the [30:24] opportunity to run all the wires while it's demoed before they start put it [30:29] back together. So we said make sure to let him know that so we can get in there [30:32] and do all that. And then the thing is uh we definitely [30:37] would like that file room to be ours optional. The old uh backup conference [30:42] room whatever that meeting room is on the north side of conference room at the [30:46] very bottom of the diagram. So put in that door [30:48] » and we would like actually what we would like is that to be balled off on the [30:52] south end so you can't access it and then put a door where those two file [30:56] cabinets are in the back file room. So you have a I would say a current file [31:02] room is what we would call it in our office where file cabinets would be [31:05] where the current file is. That'd be stuff that we access every day of the [31:08] week. And then a door into the back file we would call it, which is where we [31:12] would put all of our old files because we do still retain [31:16] paper files from things in the last five to seven years depending on my level of [31:20] case. And we still retain all of the juvenile files and all of them health [31:24] files from years and years and years and years ago because those are accessible. [31:28] [laughter] So even when it's down to our office, we [31:30] do have a a separate file room out there with several boxes, lots of boxes in [31:35] both files. So we would like kind of a current file room and then that door in [31:40] the back of current into the old file room and then wall that whole south end [31:46] off so there's no access to the public other than through our office. [31:51] Those are two requests we have pursuit and we talked about Michelle this [31:56] morning. if we have that. Um, getting rid of that supply, that little bump out [32:01] there by the bathroom, open that up even more because we can [32:05] put our supplies in the current file room if we have no two file rooms. So, [32:09] we can get rid of that and open that up even more. And I don't know if she'd [32:13] want to move her desk. It's kind of depends upon how things look and [32:16] everything we build. But, and just to confirm, by the looks of [32:21] this, you're putting in two three new outside windows. [32:24] » Yes. two on the north end into my my potential office and then one to the [32:29] northwest there into the work area. >> I'll be fair. Those are put in the [32:36] print. Yes. But we're going to bid those optional [32:39] » to see what the cost difference is. We'll pull one for sure. I think pending [32:45] price right on the north for you. Um, and then we'll bid Michelle's other I [32:52] mean, we're hoping nothing's in those walls. [32:55] » Yeah, I see the other drawing only had one on the north side. [32:58] » Yeah. >> So, you're going to give Michelle and [33:00] give me two. That's >> the bathroom. That's because the [33:04] bathroom's st. >> But I think the more just selfishly, you [33:08] ask it to selfishly. I give it to you anyway. But selfishly, the more light we [33:14] can get in, the better it's gonna it's gonna look and and feel. Yep. And you [33:19] can see that's the main road right in front of that. [33:25] No, I think we we spent some time on this. Uh this is probably what our [33:30] fourth [clears throat] or fifth, sixth drawings got. [33:33] » Yeah. >> Um but we worked with Dave and Michelle, [33:37] too. >> Yeah. I It looks good. I was nervous [33:39] when I got this Friday and went in yesterday and measured, but it looks [33:43] small. But actually, I mean, my office right now is 14 by 18 and this is going [33:48] to be 21 by 11. Um, you know, Michelle's area is right now is currently about the [33:54] same size as that corner where the work shredder to work is. So, you're going to [33:58] have that whole open area there as well, depending on where the desk sits and how [34:01] that's configured. The conference room is going to be a little less in length, [34:06] but it's not going to be a big deal. And then if we have both those files, we're [34:09] going to have plenty of room in there. I was nervous at first when this came out, [34:13] but now that I've looked at [34:19] our current footprint, quite frankly, pretty dang close. [34:22] » Um, the two bathrooms out in the hallway for the public [34:26] needs to be bigger per ADA. Um, that's why you see the wall bumped out about [34:33] what 18 to two foot, 18 inches to two foot uh to get the radius for handicap [34:39] needs. Um, [clears throat] so that'll [34:44] and we're eliminating one restroom, shower, bath up in the north. [34:50] [snorts] >> So there it goes through there be one [34:53] entrance to our area. >> Yep. [34:56] » That'd be it. That's everything you have to access internally through our area, [34:59] which currently we have it out there right now security purposes. [35:05] » Any other board discussion or dates? [35:11] So, I'd like to talk with him about that supply storage room. Um, but and if you [35:17] can put that door in and be the northeast corner of the option to [35:21] connect those two files. >> Yep. And he knew that on Friday that [35:24] » Scott actually. >> Yeah, we talked about just eliminating [35:27] those other two doors. >> Yeah, we don't want outside access to [35:31] any of our stuff, but frankly, that's not a personal thing. It's just a [35:34] security thing. We just [35:40] Otherwise, I think you guys did a good job. I mean, thanks for taking the input [35:43] and he did a good job, but it's like I said, it's pretty close to our So, [35:48] [snorts] just going back to, you know, trying to [35:52] be consolidate our buildings um and trying [35:56] to get more people under one roof since we're paying for the heat, electricity [36:00] already is what the goal is here. [36:06] If we give this to him, he can get some prints out and hopefully let this [36:09] project in late October, beginning of November [36:13] um for a winter inside project and hopefully finished by July 1st. [36:25] [snorts] [36:29] » Isaac Steve. So I I don't know what your plan was, [36:35] how fast you want to improve it. But I guess my request would be that we take [36:38] one more look at it. >> We can [clears throat] fix all that up [36:42] and then talking about that supply store. We talk about the shelf that [36:44] space there. We're just trying to figure out a good way to utilize that big open [36:48] area in the middle. We only had a few minutes this morning. So I mean if you [36:52] put it on Monday's agenda to finalize, I suppose if that's appropriate and didn't [36:56] have finalizing details. We're not changing any of the structure. I think [36:59] it's >> that's what he said pretty much. If we [37:01] didn't change any of the main walls, it'd be easy for him to move forward [37:04] with, >> right? [37:06] » But cutting a new door in. Are we okay to use the seven current doors and [37:11] frames as these doors and frames? I don't see a problem. They're solid wood [37:16] doors or 36 inch openings, ADA approved. [37:22] I just can't see if they can get them out. Okay. Reinstall them. [37:28] [clears throat] Very heavy doors. We're going to have probably eight doors [37:33] there and probably 20 doors on the east side. [37:38] » To me, why not use the doors that are there with pretty solid wood doors? [37:45] All right. Any other discussion? We'll come back next week with [37:49] No, you're fine. [37:53] » But any concerns with the layouts, locations? [37:58] All right. Thank you. [38:04] [clears throat] Can't do the other two things until we [38:06] have a possible close session. Committee assignments. Travis [38:12] Scott have anything? >> I had a nerd meeting Thursday at 1:00. [38:16] Um, basically we just met to pay our get the [38:22] vote to pay the insurance for the next year, but then we did have some [38:26] equipment discussions. uh after the post fire um it was discovered with the [38:32] T-Mobile switch over that a lot we were having a [38:36] lot of trouble with our equipment communicating with each other and and [38:39] internet access. Uh so they are looking at some new equipment and looking at [38:45] going to Starlink. Um and they also discuss [38:50] um going out of bids for a new trailer. Um they want to get rid of the semi and [38:56] the semi trail I guess it's quite a little starting to cost a lot of money [39:00] to have it around. So they want to like 30 foot [39:03] enclosed gooseneck and then pull it with one of our one ton trucks that we [39:07] currently have to transfer equipment to sites. So, uh, other than that's about [39:12] it, [39:15] » Kevin, Steve, >> I did not I know in the plan we're [39:20] trying to get an EMA meeting put together um this Friday. Vicki from [39:24] Pathways is meeting me at the Heritage Center to discuss more needed space. Uh, [39:31] the Fricksburg office is getting full pretty much is what she said in an [39:35] email. She's been emailing me and Isaac here. Uh, so I'm going to meet with [39:39] Vicki from Pathways Friday at the Heritage and we still have [39:45] seven eight rooms on the south wing yet that [39:49] we can revamp and get office space if needed. [39:54] [snorts] Uh, you guys saw PE windows got [39:57] delivered this morning. Um it sounds like they have two sides uh delivered um [40:03] starting next Monday the 14th with uh the custodian windows to see how it [40:08] works and hopefully there's no big issues. Um talking to the guy that's [40:13] going to install them, the head guy. Um they're [snorts] hoping to do the two [40:18] side bottoms first and then go up on the sides to do four windows potentially a [40:25] day. um three to four windows a day is their goal. [40:29] They will let Dave Gorman and myself know if they're from Cedar Rapids, the [40:33] installers um if they're not coming for due to weather related issues, wind, [40:39] rain. Um but again, they're open six to eight weeks out, in and done. [40:48] We will work with county offices and clerk of court to see if there's any [40:53] special needs. It sounds like that inside the building they're going to put [40:56] a plastic barrier from sealing the ground to keep the dust to a minimum. [41:04] So hopefully it' be a good project getting done here in about two months. [41:09] So on the west side of the courthouse you will see a storage container and [41:12] then in front will be a dumpster and then a spot for their wall to sit in [41:16] their left. the city has okay that that we got uh [41:20] hopefully enough cones out to let the public know that under construction. [41:27] If there's any concerns on the window project, let me and Dave go to know. [41:33] Otherwise, that is all my notes. [41:39] I apologize, but our 10:00 appointment is at 10:00. [laughter] [41:46] One more comment. So, since we have to canvas a special election next Tuesday, [41:51] if we only have one or two things on the agenda, would it be okay to cancel [41:55] Monday's meeting and move it all to Tuesday? [41:59] [laughter] [42:01] » I don't want to have a 10-minute meeting on Monday and then come back for a [42:05] required one for the campus. No claims [42:11] if that works for everybody's. So tenatively if we don't have more than [42:16] 10 things we probably just move it to Tuesday morning [clears throat] [42:20] to do those items and then canvas the election. Fair enough. [42:26] [laughter] [snorts] [42:28] All right. Is there a motion? I will declare a recess until 10:00. [42:37] [laughter] [59:18] » [groaning] [59:27] [laughter] [cough] [59:30] » All right, we're back in session here on September 8th. It is 10 o'clock [59:37] on September 8th on the agenda is possible [59:42] close session under Iowa code 21.5 section 1K reference code 22.750 [59:50] to discuss updated security procedures at the county own properties. [59:55] Uh yes, we need an update. So this uh I'm requesting the close session. Is [1:00:01] there a motion to enter it? [1:00:06] » Second. Motion [clears throat] by Travis, second [1:00:10] by Isaac to enter into close session under Iowa code 21.51K. [1:00:15] Reference Iowa code 22.750. Motion by Travis. Second by Isaac. [1:00:20] » Roll call. Travis. >> I. [1:00:21] » Isaac. >> I. [1:00:22] » Steve. >> I. [1:00:23] » Scott. >> Hi. [1:00:24] » Jake. I. Motion is carried. Five to zero. [1:00:30] [laughter] [1:00:37] I'm going to shut this off and then turn it back on. [1:28:50] All right, it is 10:29. Uh we are back in open session on September 8th. Is [1:28:58] there a motion after close session? I motion effective immediately. No PN [1:29:06] access on non county hardware. [1:29:13] Sorry [1:29:16] by Travis, second by Scott. Effective immediately, no VPN access [1:29:22] only on county hardware. Any discussion? [1:29:28] If not, all in favor say I. >> I. [1:29:31] » Opposed? Motion carried. Any other motion? [1:29:38] I'll make a motion to direct the IT manager to create a new cyber security [1:29:43] policy. [1:29:51] [laughter] >> Second [1:29:54] motion by Isaac, second by Steve to direct the IT manager to create a new [1:30:00] cyber security policy. [1:30:05] Any other discussion? If not, all in favor say I. I. [1:30:10] » I. Anybody oppose? Motion carried. Last thing on the agenda for today is [1:30:15] discuss a countywide work from home policy. [1:30:20] Um, just to keep it fair for all county employees, I guess. Is the board willing [1:30:25] to do a work from home policy? Um, you know, there'll be a lot of questions, a [1:30:29] lot of unknowns on hardware, software. um [1:30:36] time clocks, punch in, punch out. Uh elected verse department heads that are [1:30:43] not elected on salary. Um I guess what's your feeling on a work from home policy? [1:30:50] We do not have one. A lot of companies are moving that way. Um I guess are you [1:30:56] guys will want to look at a work from home policy and see what that looks like [1:31:01] or [1:31:04] say it's not an option. [1:31:10] » I'll jump in before you start [clears throat] [1:31:13] meeting come out in two weeks. That's a good time to ask people. Um I think it's [1:31:17] the way of the future. I think it's a good thing to at least offer it. I don't [1:31:21] necessarily have to do it, but I know life happens to all of us. Um it' be a [1:31:26] good idea to sometimes have that in place if someone has the opportunity to [1:31:29] do that. That's just me. me personally, I do know that my only fear is that all [1:31:34] of our departments and all our employees do different things. So, um what might [1:31:38] work for one department might not work for another and sometimes that causes [1:31:42] heartache and connation. >> But I definitely speak as department [1:31:47] head um would think it at least for my employee that's under my [1:31:53] um I think it's something that you guys should explore or at least talk with [1:31:58] team about. >> Yep. So, we are meeting the 21st at [1:32:00] 12:30. It will be a discussion topic. Um, but a [1:32:07] countywide policy is going to look totally different from each department. [1:32:11] » Yeah, I think it's a good idea with limitations because I think you have too [1:32:14] much working from home. You don't have enough accountability and also [1:32:18] communication goes out the window. probably should consult HR before [1:32:24] meeting so you have some >> let's see if they seen this in any other [1:32:28] county or city [1:32:35] » it's the accountability too some of us are elected full-time [1:32:41] part-time salary hourly rate [1:32:46] [clears throat] >> parks what's it [1:32:47] » a lot of parks >> so yeah I'll visit with an email with [1:32:51] the HR attorney and see if there is a policy or if they [1:32:56] pros and cons of of moving a policy that way. [1:33:00] » Maybe that examples from what smart counties have done. You guys can look at [1:33:03] it over before the >> department meeting [1:33:09] the department want there's a draft or something [1:33:15] » or maybe just fine acceptable too. Anything [1:33:21] else board on that issue? [1:33:25] » If not, thank you, Denny. Um, I don't have nothing else to discuss future [1:33:29] agenda. Um, we'll let you know sooner than later on Monday, but as of right [1:33:34] now, the only thing we have is the drawings. [1:33:40] That's about it. Uh, that I know of. So, things come up. [1:33:45] » It does. It does. >> Yeah. by the end of the week. [1:33:50] » Otherwise, I think we can all fit it in on Tuesday, too. [1:33:54] » Yeah. The canvas will be pretty short. >> Yeah. [1:33:58] » All right. Is there a motion to adjurnn? Boom. [1:34:01] Second. Motion by Scott, second by Travis to adjourn at 10:34. [1:34:08] All in favor say I. I. Any opposed? Motion is carried.
