[0:17]
he is in route. Okay. We are going to ask you

[0:22]

Board member mike krieger,
[0:26]
followed by the invocation by chaplain marco
Miranda of the chino valley fire district.
[0:32]
good evening everybody. Please join me in honoring our great nation. Ready? Begin. I pledge allegiance to the flag
Of the united states of america.
[0:41]
and to the republic for which it stands. One nation under god,
Indivisible, with liberty and justice for
[0:49]
all. Good evening,
[0:58]
everyone. Mayor. Bennett. Council. Attendees. Let's pray.
[1:04]
father god, we thank you for your grace,
Your mercy, the great love that you have shown us.
[1:09]
and I ask your blessings upon this meeting
Here tonight. I pray that you'd give the council members
Wisdom and discernment to make good choices
[1:17]
that would honor and please you as they serve
The public. And I want to lift up all first responders in
Chino hills and chino valley fire paramedics
[1:26]
and police. I pray that you'd be with them,
Protect them, and bring them home safely tonight.
[1:31]
in jesus name, amen. Thank you. Chaplain. You may be seated.
[1:39]
let's see if I can. Make
[1:49]
this one here. I just.
[1:57]
cara. Do you want to announce these?
[2:03]
I'm sorry. I was trying to get the mics to
Work. We have to get our photographer slash every
Other day here in place tonight.
[2:11]
all right. The first item is a proclamation
Proclaiming july is parks makes life better.
[2:16]
month to. All right. Could we please have
Let's see.
[2:24]
are you going to come up cheryl on this one? No, I'm sorry, I don't have those notes on
The mayor's notes,
[2:30]
so give me just one moment. Let me find this. This is to be accepted by
The community services staff.
[2:36]
all right. Yeah. So come on,
Wherever you are at the podium,
[2:40]
we're going to have a group. Good deal. Come
On up.
[2:46]
how's everybody doing tonight? Good.
[2:51]
chino hills place a high priority on things
That improve our quality of life,
[2:55]
such as parks, trails,
Open spaces and recreation programs.
[2:59]
each of these provides many benefits for our
Residents, like recreational exercise,
Places to gather and come together,
[3:06]
or simply spending time outdoors in beautiful
Environments. Tonight, we are proud to proclaim july as
Parks make life better month.
[3:15]
to accept this proclamation,
We have some of our community services staff. Please introduce yourself and tell us what
Your role is here on the upcoming events that
[3:24]
residents will enjoy. Hello,
My name is nathan and I'm here representing
[3:33]
the summer day camp program. I work at grand avenue park as a specialist,
And I'd like to thank the mayor and the city
[3:40]
council for the honor of being one of the
Recipients for this proclamation.
[3:45]
one of the many things that is so wonderful
With working for the summer day camp program
[3:50]
is that it is immediate proof of how the
Parks make life better because each and every
[3:55]
day for all of the children,
Just being able to hear their laughter at the parks, whether or not their kids who are
Going through the summer camp program,
[4:03]
or even just the children who are there with
Their families at the parks and every single
[4:08]
day running all of the children through the
Various games and activities that they get to
[4:12]
partake in, is just an excellent reminder of
How much the parks and this department brings
[4:19]
families together, brings the community
Together, and just truly makes a wonderful
[4:23]
place for all the residents of the city to be
Able to live and enjoy their time in.
[4:28]
all right. Thank you for your comments. Next.
[4:33]
thank you, mayor and council members. Good evening everyone. My name is katie tang
And I serve as a specialist for teen
[4:39]
programing here in the city. In my time at the city,
I've gotten the honor and the privilege to
[4:43]
not only work behind the scenes,
But alongside the youth in our community, from the teams that frequent the teen
Activity center to those who attend our teens
[4:50]
night out events and to our teen advisory
Board. I've gotten to witness firsthand the
Creativity,
[4:56]
resilience, and their desire to be heard. Each interaction is a reminder of how capable
And thoughtful our youth truly are,
[5:01]
and that parks and recreation truly does make
Life better. I've seen how much it means for
[5:06]
teens to have a community that believes in
Them, and that these programs aren't just activities, they're lifelines.
[5:11]
they're where connection happens and where
Trust is built and where we find the voices
[5:16]
of tomorrow's leaders. Thank you. All right. Thank you. And last but not least.
[5:21]
there you go. Thank you,
Council members.
[5:26]
thank you. Mayor. My name is robert gonzalez. I am the assistant manager for aquatics
Program,
[5:32]
and I'm also the facility assistant at the
Community center. And one thing I want to say is that I want I
Really enjoy working for the city.
[5:40]
I enjoy my job. One thing I really find is
That I love and I love.
[5:45]
sorry. I love helping kids,
Especially teaching them how to swim.
[5:49]
I feel it's important for everyone,
Even for not even just kids, teenagers, adults. And I feel that I feel
Confident.
[5:57]
so sorry. Sorry. So one of the most
Meaningful parts of my job is teaching
[6:05]
children water safety and helping them build
Confidence as they learn how to swim.
[6:10]
these are not just summer activities and
Stuff that we do.
[6:15]
we're teaching them safety. We're teaching
Them how to be safe survival instincts.
[6:19]
and in the end of the day,
I truly just want to make a huge impact for
[6:25]
these kids. Thank you. All right. Well, I'm going to present this to
The young lady and take your hands.
[6:34]
and we're going to do a photo op real quick.
Come on over here, please.
[6:57]
thank you. Thank you. Thank you guys. Thank you. Thank you very much.
[7:01]
you're welcome. Thank you.
[7:06]
next on the agenda, we have a proclamation
Proclaiming august 5th as national night out
[7:10]
to be accepted by joyce lee. Joyce, will you please join the mayor at the
Podium?
[7:24]
you've been rather busy lately.
[7:28]
chino hills is recognized as one of the
Safest cities in california and the nation.
[7:33]
a key part of that safety is a strong
Partnership between the city, law enforcement and the community.
[7:39]
each year, national night out brings
Neighbors together to support crime
[7:43]
prevention and crime prevention efforts and
Strengthen those connections and chino hills
[7:49]
neighborhoods host their own events and our
Law enforcement. Firefighters. City council members and city
Staff try to visit as many events as
[7:58]
possible, and we do about 25 events within
Our city,
[8:02]
and we're one of the highest participating
Cities within the nation.
[8:07]
I'm here to tell us more about national night

services coordinator,
Joyce lee.
[8:16]

Community building campaign held throughout
[8:27]
the nation. As the mayor said,
To promote police and community partnerships.
[8:32]
these partnerships help combat crime and drug
Prevention awareness and strengthen
[8:38]
neighborhood camaraderie. Neighborhoods in chino hills participate each
Year by hosting their own potlucks,
[8:44]
ice cream socials, block gatherings,
Tons of food and fun times.
[8:50]
I can attest to a few of them. As of all accounts, all they can tell you
It's a great time.

Your area.

Know the chief wants to be here as well. And
[10:48]
by the way, I was privileged last board
Meeting to meet you all at the fire board
[10:54]

Old good friends. And I know you've had a lot of stuff going
On,
[10:59]
and you can tell us a little bit about what
Their process is from here. On behalf of the city council,
I would like to welcome seven new employees
[11:06]
to the chino valley fire district. We are very proud to have one of the best
Fire districts in the nation,
[11:12]
and look forward to having you all in our
City. Before we take a group photo,
I'd like to have chief williams introduce his
[11:19]

Them. And chief, you want to introduce the
Battalion chief and go from there.
[11:27]
thank you, mayor, council and committee
Members. I'm going to have battalion chief chuck kenney do the introductions.
[11:32]
I just want to welcome these gentlemen. I've had multiple times. I had another chance to sit with them this
Morning,
[11:37]
and I can rest assured the community is going
To be in good hands for the next 30, 40, 50 years. So I'll have chuck kenny do the

[14:40]
next is our public information officer

[14:44]
thank you and good evening,
Mayor bennett, council and residents, just a few announcements tonight.
[14:49]
city hall remediation and recovery efforts
Continue following the june fire and water damage. While significant progress has been
Made,
[14:55]
full restoration is expected to take several
Months. We are committed to serving our community
During this time and city services have
[15:01]
continued without interruption. The temporary customer service centers open
In the city hall lobby and council chambers,
[15:07]
and provides residents with all in-person
City hall services during normal business hours. In just the first week,
Staff at the customer service center have
[15:14]
assisted over 250 customers with utility
Billing payments, passport appointments,
Building planning and engineering permit
[15:21]
pickups, and more. The city's it team
Relocated all computers and city phones into
[15:26]
new temporary workstations for 72 city hall
Employees. Throughout the closure and transition,
Staff maintained service community services
[15:33]
hosted all summer programs and events,
Including movies and concerts in the park and the city wide independence celebration,
Which had an estimated 4000 people in
[15:41]
attendance. We also launched our new mobile
Recreation vehicle, which is now in use at our summer sites.
[15:46]
community development issued certificates of
Occupancy for phases of a major residential project and final permits for costco
Engineering relocated and held pre-bid
[15:54]
meetings and continued to manage our major
Street improvement projects throughout the city. Human resources conducted interviews
For employee recruitment and finance.
[16:02]
stayed on track with all the city's accounts
Payable, ensuring all vendors and employees continue to be paid on time.
[16:08]
in other news, the 2024 water quality report
Is now available and provides information to
[16:12]
chino hills customers about the quality of
Their drinking water and the reliability of the water supply. Residents can view the
Report online at chino hills.org/ccr.
[16:22]
and that concludes my report and I would be
Happy to answer any questions. Anyone have any questions?
[16:27]
all right. Thank you nicole. Next public comments on agenda item agendized
Items.
[16:33]
at this time, members of the public may
Address the city council regarding any item appearing on the agenda,
Except that testimony on public hearing items
[16:41]
which must be provided during those hearings. Those persons wishing to address the city
Council must complete and submit to the
[16:47]
deputy city clerk a request to speak card
Available at the entrance to the city council
[16:52]
chambers. At this time,
We do not have any speaker cards for agendized items. All right.
[16:57]
well, thank you very much. Moving right along. Conflict of interest. Levine. Act announcements.
[17:03]
any member have any abstentions due to that? All right. And just as information,
We are not going to have any report from
[17:10]
closed session because we had none this
Evening. So moving along to city department business,
We have a consent calendar of four items.
[17:18]
anyone would like to pull any. Not for me. All right then I would eight for
Information,
[17:22]
eight for information. All right. So how
About a motion on five,
[17:27]
six and seven made a motion. I'll second. All right. Lock in your votes. Motion passes four zero.
[17:39]
all right, item eight. Item eight is to authorize the execution of
An agreement with the city of chino for human
[17:46]
services programs. All right. Your question. We're all very familiar with
It.
[17:51]
but for the public that's watching our
Meeting, it might seem kind of unusual that we're entering into an agreement with the
City of chino for something that's kind of
[17:58]
very broad as human services. So at this time, because they're here,
I'd like to have laura come up and give us
[18:04]
just the elevator kind of description of what
That program is and how much it has benefited
[18:08]
chino hills throughout the decades,
Right now. Jonathan. Decades, probably. Yeah, actually,
Councilmember moran,
[18:17]
there are four staff that's here,
And I'd like to acknowledge each of them for being here. The city of chino certainly does
The the heavy lifting as it relates to this
[18:25]
program. And just as we always talk about
Best bang for our buck as far as pd and stuff
[18:32]
this truly is another one of those programs. Best bang for our buck. So in attendance here this evening we have
Monica zanotto,
[18:40]
clinical program manager. We have kari larson, human services
Supervisor.
[18:45]
we have michelle meza,
Community services coordinator for the hope resource center. And of course,
Who you made reference to representing the
[18:53]
school district is miss liz lara,
Family services program specialist.
[18:58]
good evening. Oh, it's always good to to come
Back here. See everyone and our friends at city of chino
Hills.
[19:05]
I just a clarification as well. So I'm part I oversee,
I manage the hope family resource center,
[19:11]
which is just like a little tiny nugget of
What our partners at the city of chino do. And when they talk about heavy lifting,
It is a lot broader than just our social
[19:19]
services part. Do you want to talk a little
Bit? And then I'll go into just really real quick. Good evening everyone. Carrie franco,
Supervisor,
[19:26]
city of chino. Thank you for having us here
Today. Like liz was saying, the chino human services
Encompasses not only hope family resource
[19:33]
center, mckinney-vento,
But also our counseling program so that teen and youth counseling under that umbrella,
As well as £0.02 tobacco use prevention
[19:41]
education program. With your support,
We've been able to continue to foster a good
[19:46]
relationship with the school district,
With city of chino hills, so that we can provide these services all
Throughout chino valley unified.
[19:52]
so thank you, and we'll be happy to answer
Any questions you might have.
[19:57]
and just a little update on the hope program
Itself. For anyone who doesn't who isn't familiar,
It's actually it was a really the brainchild
[20:05]
of a lot of great community members,
Including our former superintendent,
[20:09]
mr. Wayne joseph and council member moran,
And a lot of great people who saw the need
[20:15]
that not everyone in chino,
Chino hills, south ontario, not all families were as stable as as we'd
Like,
[20:21]
and a lot of students were going to school
And really kind of struggling with either clothing or the school or school supplies or
Even lunch or families on the verge of being
[20:30]
evicted and really kind of affecting the
Stability. And that's where the program came
[20:34]
from, came from. And so it's over ten years
Old. And I would like to report,
I'd love to come and report.
[20:39]
every year it's become stronger and stronger
Thanks to the community support of the chino
[20:43]
valley. And I just there's no way around it. We've been given grants from at the state
Level for being a model collaborative
[20:50]
initiative, and that's pretty much because we
Have we have all these stakeholders who
[20:54]
genuinely are investing time,
Energy, money into making sure that our
[20:59]
students and our families that are
Disadvantaged and really going through something, feel the support of community. And
That has made all the difference in the
[21:06]
world. We've served thousands over the
Thousands over the past ten years. We have a community care closet that is
Stocked.
[21:12]
we do not ever have to even go out and post,
You know,
[21:16]
like we're needing this. We have our faith based. We have our community groups.
[21:21]
I see jim here democratic club just came in
With with great donation.
[21:26]
we we have become a safety net for a lot of
Families and a lot of students in our in our
[21:32]
community. And it's thanks to the support of
People here in this room and a lot of people
[21:36]
who really, really do care about families and
About children. So thank you for that.
[21:40]
thank you. And that is a great organization. Both cynthia and I were involved right from
Day one,
[21:45]
ten years ago. We went to the 10th
Anniversary last year. And of course, wayne was honored for starting
It.
[21:51]
but for people that don't know,
Hope is helping our people every day. And we do have one center that does a lot of
Distribution right here in our city with the
[22:01]
los alimentos los serranos elementary campus. So people that are in need,
We wouldn't realize that in the affluent
[22:08]
community that we live in,
That there are children out there. Some of them are basically homeless don't
Have in need of clothes and food and all
[22:17]
kinds of things. And hope does so much to,
To bridge that gap and help them out.
[22:22]
and it's great that they've gotten to the
Point where they don't even need to go on drives to get the stuff.
[22:27]
it's just being voluntarily funded and
Everything. So does that answer your question?
[22:32]
I just wanted to yeah,
Thank you for that program. It's wonderful. And we're happy to partner.
All right. Well thank you. I appreciate your
[22:38]
update. Yes. Yes. Quick question. So just for me, I just first of all,
Thank you for what you do.
[22:45]
is this social services contract or is this
Just hope? Yeah. So can you clarify that for me?
[22:51]
so the funding goes to the city of chino,
And we have the collaboration with the school
[22:55]
district for the hope piece and
Mckinney-vento piece. The counseling is what we additionally have a
Collaboration with the school district for
[23:02]
the counseling portion. But ultimately the contract is with the city
Of chino. We are contracted by the school district and
Receive funds also in order to provide
[23:10]
services. Want to say I think I've seen some
Of your work. My wife was a teacher at dj marshall, and I never realized that a lot of
Kids actually live in the car.
[23:17]
and if it wasn't for you guys helping them,
It'd be a lot worse than what it is. So thank you for everything you do.
Appreciate it. I don't think people realize
[23:24]
as many families as what we have who are
Living in the car and the the one stat that
[23:28]
really is hitting us. Even greater is the
Number of families that we are seeing
[23:35]
homeless. And so these are in hotels and
Motels, double deckers, unsheltered.
[23:40]
the number of families with 0 to 5 has
Increased over 23% in the past two years.
[23:45]
that is like an incredibly horrific number. And so we are seeing these families showing
Up at schools.
[23:51]
they've got little ones and they are staying
In cars and motels, which is so unfortunate.
[23:55]
and it goes back to the housing and just how
Expensive housing has become. But it is absolutely something. It's a it's a crisis
For sure.
[24:01]
yeah. It's to the tune of about 1800 kids
That are involved. Or is it over 2000 identified?
[24:07]
and we always say that we under identify for
Sure. These are kids and families that want to stay
Under the radar unless they feel they're safe
[24:14]
to be able to come out and kind of say,
Yes, I need assistance. A lot of them, and especially now in our climate now with
Immigration, with everything else, they're
[24:20]
not going to willingly say,
You know, I, I need support. You know, I they want to go under the radar.
[24:26]
and that's about 6 or 7% of the entire
Population of the school district because
[24:30]
we're at about 26,000 now,
As I recall. Probably. But yes, we're closer to like 8 to
10.
[24:35]
again, I believe it's we're probably closer
To 10%. But those identified,
Yes, it's over 2000.
[24:41]
yeah. All right. Well,
Thank you for all that you do. Peter, did you have any comment? And thank
You for what you did.
[24:46]
it did. Thank you very much. Well,
Thank you very much. I'll entertain a motion. I'll move. I'll move that,
Please.
[24:51]
second and a second by someone second. Okay, ray. Second. All right.
[25:00]
motion passes, four zero. And thank you again for everything that you
Do.
[25:04]
we appreciate that discussion calendar.
[25:09]
you want to read into the record what we're
Covering, cheryl? Sure. This is to adopt a resolution
By 4/5 vote of the city council pursuant to
[25:17]
public contracts code,
Section 20168. Finding an emergency exists within the city
And authorizing the city manager to negotiate
[25:26]
and execute all necessary agreements and
Amendments to agreements related to the repair and restoration of city hall and
Other.
[25:34]
I'm sorry for remediation of the fire and
Water damage to and the reconstruction of the
[25:38]
building, elevator cubicles,
And purchase of replacement workstations.
[25:43]
all right. Any questions or. Ben, do you want to make an update report on
That?
[25:49]
yes. As to what where we're at and what our
Progress prognosis is.
[25:55]
happy to sir. Good evening,
Mayor. City council, members of the public.
[26:00]
just as the mayor pointed out,
To kind of set the stage on june 23rd,
[26:05]
we had an isolated equipment fire that
Happened at one of the workstations here at
[26:11]
city hall on the second floor. The fire caused the building's fire
Suppression sprinklers to activate.
[26:19]
and so city hall suffered. In addition to the fire,
The smoke.
[26:23]
we also had water damage throughout a large
Portion of this building.
[26:29]
again, the incident started on the second
Floor, but the water flow permeated not only the
Second floor but a large portion of the
[26:38]
second floor city hall. The damage was so extensive that we ended up
Having to close city hall to the public for a
[26:48]
number of days until june 30th,
And we reopened to the public.
[26:52]
actually, in this room here,
Which is one of the rare areas of city hall
[26:57]
that didn't suffer damage. And so our team has been extremely resilient
And flexible,
[27:03]
and they've been working out of new offices.
[27:08]
in the interim, we now have established some
Work areas for city staff in portable office
[27:15]
trailers just adjacent to city hall. And this project is more than just the city.
[27:22]
we have a great insurer,
The california joint powers insurance agency,
[27:28]
that we're working through. They also have consultants claim adjusters
That's working with us.
[27:34]
and then our staff and contractors that are
Specialized in this type of recovery are also
[27:41]
involved. The goal is to kind of diagnose the
Damage.
[27:46]
it seems like every day we discover something
Else got wet or damaged along the way.
[27:52]
we are replacing ceiling tiles,
Carpet, furniture countertops.
[27:58]
a variety of areas have been damaged,
And so they've been remediated.
[28:03]
and we're starting to start looking at the
Reconstruction phase.
[28:08]
and so a project of this scope,
Ordinarily, if it wasn't in an emergency.
[28:13]
the city would contract out for all of that
Work through an open,
[28:18]
competitive bidding process. However, the public contracts code does allow
For us to be able to,
[28:26]
in an emergency, as declared by the council,
To forego the public process in order to more
[28:35]
quickly move along with the process.
[28:40]
and so what we're bringing to the council
Tonight is an item that would allow us to
[28:47]
work with our partners,
Work with our contractors, have the city manager be able to execute
Contracts based on that emergency
[28:58]
authorization under the public contracts code
With the items listed tonight would,
[29:06]
in addition to allowing us to not have to do
Competitive bidding,
[29:12]
which would take quite a bit of time. Our goal is to restore,
City hall to functionality as quickly as
[29:18]
possible, but allowing the city manager me to
Be able to execute contracts as part of this
[29:24]
process. And that would also allow us to move
More quickly.
[29:29]
this also this action also establishes that
Because this is an emergency,
[29:35]
we don't have to go through the sequel
Process for a project like this.
[29:40]
and even if we if the council takes this
Action tonight,
[29:45]
we would also bring this back at subsequent
Council meetings to give you updates and to
[29:52]
continue getting authorization for this to be
A emergency.
[29:58]
so that's kind of the synopsis of where we
Are. Okay. I might add too,
And please make sure that I'm not stepping
[30:07]
out of line here. Even though we're not going
To have to go to competitive bid,
[30:11]
the jpa will be oversighting or overlooking
Everything that we do.
[30:16]
and the good news is,
The silver lining is that they are going to be covering the vast majority of this,
But it's not that we have absolute free hand
[30:25]
to do what we want. They still will be over
Overlooking or looking over our shoulder
[30:30]
because they're going to be covering it. So not being a competitive bid doesn't mean
That we are going to be disabled to throw
[30:37]
caution to the wind and hire anybody and
Everybody. So I think it's important that the,
The city know or the residents know that
[30:45]
we're still going to be monitored by the
Insurance carrier. And that's a very important thing.
[30:51]
any other questions or comments? Yes. Comment. So I've been around quite a bit
Over the last two weeks,
[30:56]
and I've been especially impressed besides
The attitude of the staff with relocation.
[31:03]
obviously, we're back to our roots. We're
Back in trailers again, as we used to be.
[31:08]
but servpro, the vendor that took over from a
Couple hours into this all the way through.
[31:14]
been very impressed with their at least from
From my point of view,
[31:19]
I'm not hip deep in it,
But servpro is the company that's been doing
[31:24]
everything here essentially,
And they. I've been impressed with how professional
They are and how how they move so quickly to
[31:33]
get things done. So I give them five stars on
My yelp review.
[31:38]
so thank you. Servpro has done a great job,
At least from my point of view.
[31:43]
okay, sure. I just want to say the jpia
They're a great organization. They have a lot of contractors that they've
Used over the years and months,
[31:51]
and I'm just really happy that they're part
Of this by helping us out. Number one. Number two,
Do we have a timeline or a budget by any
[31:58]
chance for this project? You know, I have to couch any numbers I would
Give you by it changes three times a day.
[32:09]
not even daily. Our initial estimate was that
It would be about a million and a half for
[32:15]
the remediation. So that's just making sure
The water damage has been stopped and cutting
[32:21]
out pieces of walls to do those inspections,
Pulling up carpet, removing tiles. So just basically freezing
The damage where it is.
[32:29]
and then the restoration,
Which includes things like our, our temporary offices and stuff that could
Bring the total to the 4 million total.
[32:37]
so a million and a and a half another two and
A half on top of that.
[32:42]
that number was last week's number. I haven't received a new one to,
To both art and peter's point is that the
[32:50]
good thing is, is that that is a professional
Company like servpro telling us what they
[32:55]
forecast it would take to get us back to the, the standard we were before the event.
[33:02]
but in addition to having servpro,
As you pointed out, ray, the cpia does this all the time so they
Know what the scope should look like.
[33:13]
they know what the restoration project should
Look like. I've been in contact with the president of cg
A pia just to make sure that they're,
[33:21]
you know, everyone's aware. And so while the number may bounce around,
I think the key message is,
[33:27]
is that this is a covered event. So our insurer will be paying for the
Majority of it,
[33:34]
just our deductible. It would be the city's
Expense and that they're committed to
[33:39]
restoring us to the level. The city hall was before the fire.
[33:46]
one last question. A follow up question.
First of all, our employees are so important to us.
[33:51]
the water. Water that leaks. What's the significance for water?
[33:55]
for standing water. Does it create a health
Problem that we know of if it's not addressed? I think many of us have heard
Stories of,
[34:01]
you know, water leaks in homes,
Which is not that different from a city hall
[34:07]
that we what we're really working for is not
Only the esthetic repair,
[34:12]
but ensuring that we don't have long term
Problems like mold.
[34:16]
we don't want corrosion on our electrical
Equipment that got wet,
[34:21]
and we don't want hazards associated with
Standing water. And so much of the work that's happened so
Far has been in that phase of remediation,
[34:29]
making sure that any drywall that got wet is
Removed. So we don't have an opportunity for mold to
Grow.
[34:36]
and to council member marquez's point is
That's a key investment in making sure that
[34:42]
the health of our staff is preserved by not
Having any of those issues becoming part of,
[34:50]
you know, the future of city hall. Yeah. Thank you. I think something that's
Important for the residents to know.
[34:56]
well, if you're sitting here,
You think what happened? I mean, there's there's no big damage in
Here,
[35:01]
right? Well, there's no second story above
This room. If you were to go look right behind that wall
You'll see wall boards missing.
[35:09]
ceiling tiles are gone. There are just from from right.
[35:14]
within a day or so after this happened,
Each one of us on the council had been in
[35:18]
here examining what's going on,
Seeing the devastation.
[35:23]
we've all taken multiple tours,
Even as recent as yesterday. And I think cynthia was walking around today.
[35:30]
we've got four temporary trailers in what we
Call the old shops two site,
[35:35]
which is adjacent to the fire district. On that thursday, right after two days after
This happened,
[35:41]
there was over 30 servpro employees in here
Just tearing out you know,
[35:47]
wet carpeting and wet ceiling tiles. There were literally,
I mean, how many tons of debris was taken out
[35:55]
because they had to literally open everything
Up to find out where the damage was,
[35:59]
but they had not only did we have 30 servpro
In here, we had people from for recreation.
[36:05]
some of these employees that were
Representing and taking the the resolution
[36:10]
tonight were actually in here lifeguards,
Rec staff in here helping individuals box up
[36:17]
their individual work stations. It's just amazing the cooperative effort that
Everybody has pitched in on.
[36:25]
so yeah, the silver lining is that when it's
All done, it'll be almost like a facelift that the city
Hall is getting after 17 years of being in
[36:33]
this building. But I cannot say enough for
All of the staff and all of the people that
[36:39]
have been working on our behalf through jpa
And trying to get us back to normal.
[36:44]
but I think the one thing that we didn't get
Your question answered, reyes, is looking like what almost at least
Two months.
[36:52]
been is what the anticipated is unless
Something crazy shows up.
[36:56]
yeah. The initial estimate was that we could
Be back operational,
[37:01]
not, you know, completely 100% restored,
But we could be operational to the normal
[37:08]
capacity within two months. However, we continue to find new areas that
May require additional reconstruction.
[37:17]
and so we don't know. I would say the window
Is between 2 and 6 months.
[37:22]
so when I talk to the representative cjpia,
They say that a project could take six
[37:28]
months. Our team thinks two months. And I think that we will be pushing
Aggressively to be closer to two months,
[37:35]
rather than the far out window of six months. Yeah. And what people don't realize is during
The day,
[37:41]
this is about the only section of city hall
That's open. The community room in the back has people
Workstations in there with computer setups.
[37:50]
some of the aisles that you're sitting in
Right now have staff working in it.
[37:55]
you saw the wall when you came in to city
Hall, that temporary wall that keeps people in this
Area.
[38:01]
the restrooms aren't working and functional,
So people are having to go to the library
[38:06]
across. So there's a lot of flexibility
Required by our staff. So, you know, thank god it was not worse than
It was.
[38:14]
and I do want to mention one thing that the
Investigation, initial investigation.
[38:19]
so there was no negligence on anyone's part
That caused this fire. It was some sort of an electrical short that
Overheated a computer station.
[38:27]
and two stations basically were the ones that
Were the fire was pretty much contained to
[38:32]
those. It was in the general area of where we
Issued passports on the second floor.
[38:37]
but like you say, when the both of those
Sprinkler systems went on,
[38:42]
they were on for over a half an hour and
Literally thousands of gallons of water got
[38:47]
into that area. And of course,
Behind these walls, we don't have wood studs,
We have metal studs.
[38:53]
and there's a channel in all those metal
Studs. And you know what water does? It'll go find its its own path.
[39:02]
so it's just caused a tremendous amount of
Damage. So I will call for the question here for an
Adoption of this resolution.
[39:10]
I'll make the motion to approve. All right. And we have a second. Would you like to make the second. All right.
[39:15]
so we have four people here and it takes a
4/5. So lock in your vote. Motion passes four
Zero.
[39:26]
okay. Very good. All right. Moving right along to public hearing.
[39:32]
would you like to announce the public
Hearing, cheryl? Sure. The this is to adopt a resolution adopting a
Written report regarding residential sewer
[39:39]
charges for all residential parcels to which
The city provides sewer only service for
[39:45]
fiscal year 2526. Finance director is to
Present.
[39:50]
all right, krista, what's up? Good evening, mayor, council members and
Members of the public. Each year,
[39:55]
the city council must approve placing the
Sewer charges for sewer only accounts on the
[39:59]
county tax roll at a public hearing. Currently, the city builds approximately
20,600 customers for sewer service on a
[40:06]
monthly basis. Among these customers,
222 are residential sewer only accounts.
[40:12]
these customers are billed solely for sewer
Service as their water is provided by another
[40:17]
agency, and trash service is billed by waste
Management. For fiscal year 2526,
The total annual sewer charges will amount to
[40:25]
$495.12 per parcel. This is comprised of two
Components $324.24 for the sewer treatment
[40:34]
charge, and $170.88 for the chino hills sewer
Fee.
[40:39]
after the public hearing,
If there is no majority protest, I recommend that the city council adopt the
Resolution to approve the sewer charges
[40:46]
report and direct staff to have the charges
Collected via the tax roll. I can take any questions you might have. And
The question that everyone asks, is there a
[40:53]
218 vote required under this particular
Action item.
[40:59]
the 218 happened when we adopted the rates. These are just passing through rates that
Have already been adopted, and we know that.
[41:04]
I just want to be sure that the public knows
It. Okay. All right. Any other questions?
[41:09]
no. Just let everybody know. A reminder that we're collecting on behalf of
Iowa,
[41:13]
our sewer agency. Oh yeah. We're doing it on their behalf. All right. We wish they would collect on
Their own, but that's a different story.
[41:20]
yeah. All right, well,
I'm officially going to open the public hearing. Do we have any request to speak?
[41:25]
we do not. All right. I will officially close
The public hearing. Bring it back up here for a rest.
[41:31]
a motion to adopt the resolution. I'll move the item. All right,
I'll second.
[41:38]
all right, move in a second. All right. Motion and second.
[41:46]
motion passes four zero. Okay, now we're going to move into the public
Comments on non agendized items.
[41:53]
do we have anyone wishing to speak tonight. We have one speaker card.
[41:57]
all right. The speaker is jim gallagher. All right. And I think the record shows what
The guidelines are for this.
[42:05]
and because there's one he'll have three
Minutes to speak. Correct. That is correct. All right. Welcome, jim.
[42:10]
thank you. I've come here tonight for an item
That does deeply disturb me.
[42:16]
as you know, we had the big,
Beautiful tax bill that was passed this past weekend. And of course,
One of the items on that I noted was 10,000
[42:25]
more homeland security officers were going to
Be hired to a tune of $75 billion.
[42:33]
what I'm concerned about is based on what
We're seeing in los angeles and other
[42:38]
communities the way that some of these
Activities are being carried out when
[42:44]
citizens are being or non citizens are being
Arrested and deported.
[42:49]
it seems to me there's two types of agents. Can I can we pause this time for a second?
[42:57]
mark. Is this out of the area of city
Business? Because in fact, that is very much.
[43:02]
but I need to hear a little more about what
He's. Yeah. Okay. I just want to give you the
Caution or.
[43:07]
I know we want you speaking to something
Broad that I don't think you have influence on. Okay. All right. Just so we understand.
[43:13]
go ahead and proceed. So to me,
There's two types of agents that I've been seeing, and I'm sure all of you have as well
On the news.
[43:21]
there's the ones that are fully uniformed
That do come in an immigration trucks and
[43:26]
vehicles. Then there's the others that
Aren't. They come in unmarked cars.
[43:31]
they come in casual city clothes.
[43:35]
all of them are masked. What I'm concerned about is they have
Anecdotal evidence.
[43:41]
now, some of them may,
In fact, may not be federal agents that are
[43:46]
duly conscripted by our federal government. I would press upon our local police.
[43:53]
this is where it gets local. I do think we have a right in the community
For our local police to perhaps be informed
[44:01]
if they are, in fact,
Going to come into this city. I don't know if they have yet or not,
That they should be informed that when
[44:07]
they're coming. And I'd like to see our local
Police at least be allowed to get a list of
[44:13]
who is taken so that they can inform their
Loved ones or their family,
[44:18]
and we follow some kind of due process. I am very concerned about it.
[44:23]
I do think that this has an opportunity to
Divide our community in many ways.
[44:29]
people will take note when ice comes in. I think people may in fact,
Start to push back like you've seen in los
[44:36]
angeles. I think the support of our police,
Who cannot assist,
[44:40]
but at least can intervene to the point where
They can get a list of who's been taken,
[44:46]
I think might help. So I appreciate it. I am interested in to what?
[44:55]
can you do about it? All right. Thank you jim. That is the only speaker that
We have in this.
[45:01]
all right. Then moving on to safety updates. Chief williams for fire.
[45:08]
thank you. Mayor. Really? I just wanted to provide some stats that
Might be of interest to the council and the
[45:13]
community related to the 4th of july. It was the second busiest in the past five
Years,
[45:18]
with a total of 49 calls. That is between both cities. But I'll hone in
A little bit on some stuff for the city of
[45:24]
chino hills, but we typically run about 33
Ems calls, emergency medical calls per day.
[45:31]
we ran 26 on that day. Here's where it gets interesting on we had on
The non structure fire related calls.
[45:37]
we normally run 1.2 average. We ran 17 on that day.
[45:42]
and then on the structure fires we would
Qualify usually as about a 0.3 average.
[45:48]
and we ran two structure fires that day. So those all were related to the fireworks
And that we confiscated 360 pounds of
[45:59]
fireworks. And three citations were written
In the city of chino hills.
[46:03]
so those are just some interesting stats. Although I believe that the residents did a
Really good job.
[46:09]
I would just continue to encourage,
You know, caution. And again, in our city here in chino
Hills,
[46:14]
you know, it's a no fireworks at all. So we just ask you to be mindful of,
Of those restrictions.
[46:21]
that's all I have. All right. And so the majority of the calls were
Actually in the area serviced by the district
[46:27]
in chino. Is that so? So with the stats I
Have, I don't have the ability to break it down at
This point into two different cities.
[46:34]
I just wanted to give an overall general call
Volume because at the end of the day,
[46:39]
our, our responses service both cities,
But specifically to chino hills.
[46:44]
I thought it was interesting that we had
Three citations. And I want to say significantly more in our
Other partner city,
[46:51]
but they do permit same fights,
The same fireworks. But that could contribute to the fact that
There's probably more increase in that in
[46:58]
city of chino. Okay. Just trying to ask a
Question that the public may want to know.
[47:03]
and if you can't split it,
That's the way it is. All right. Lieutenant juarez,
Let me ask.
[47:08]
excuse me. I'm sorry. Go ahead. What's the fee these days for a citation when
It comes to fireworks?
[47:18]
it's $1,000, isn't it? I believe it is a thousand. My apologies. I'd have to get back to you,
But I believe it is $1,000.
[47:24]
I wanted verification. Yeah. Yeah. I'm sorry. Okay. Question? Sure. Question I have is.
[47:30]
I know the city of brea. They have drones. So they were up. They cited a lot of people. Is that something
That we would do in the future? Possibly. We
[47:37]
did use drones in collaboration with the law
Enforcement agencies that we partner with,
[47:42]
the fire district. The fire district also
Does have its own drones. But for this particular mission,
We partnered with the police departments to
[47:50]
utilize their drones for those purposes
Because ultimately they're writing the citations. We can write an administrative
Citation,
[47:56]
but they're writing the additional citations. Okay. Thank you so much. Appreciate that.
Thank you. Cynthia.
[48:03]
any questions? And let the record reflect
That.
[48:07]
councilmember or excuse me,
Vice mayor jones has been here for a few
[48:11]
minutes now. Okay. All right then.
[48:16]
police update. Lieutenant. Good evening, honorable mayor and city
Council members and staff and members of the
[48:22]
public. Just to follow up on the fireworks
Enforcement on july 3rd,
[48:26]
2025 and july 4th, 2025,
The chino hills multiple enforcement team
[48:30]
teamed up with the chino valley fire
Inspectors to work fireworks enforcement. They responded to 36 firework calls for
Service inspectors issued three citations,
[48:38]
and a total of 10 pounds of illegal fireworks
Were confiscated. We had we didn't have any arrests.
[48:43]
and again, we repeat that chino hills. All fireworks, including safe and sane,
Are illegal in chino hills.
[48:51]
all right. Thank you very much real quick for
The questions. Yes, lieutenant juarez, for those of us that don't
Know,
[48:57]
can you let the public know the significance
Of the black man on your badges?
[49:01]
what recently has happened? Oh, yes. When an officer dies in the line of
Duty is we're authorized to wear wear the
[49:09]
mourning ban on all police officers in
California where the mourning ban.
[49:14]
unfortunately, we have lost three. And I think the last one was a sergeant
Helping a I believe it was lapd helping a
[49:21]
stranded motorist and got hit by a vehicle. So that's we we're allowed the sheriff
Authorizes the ban to be worn up to the day
[49:29]
of the funeral, and then we take it off. Thank you for sharing that. So people know.
Thank you. All right.
[49:35]
any other questions, ray? Just one quick question,
Lieutenant.
[49:39]
I know in other parts of the city we always
Have bad people, right? We know that. Is there anybody out there? Because I've been
Reading and listening and seeing that there's
[49:48]
criminals out there that are pretending
They're ice agents. So if they were to be in the city,
There's nothing to identify who they are.
[49:56]
we could call 911 to to investigate.
[50:01]
correct? Yes. If there's anything suspicious, a suspicious person or someone that believes,
Please do call us.
[50:07]
we will do. Make sure they are who they say
They are. And but again, the sheriff's department and
We had some talking points came out with the
[50:15]
sheriff. They do not intervene with federal
Enforcement at all. So but we will make sure that they are who
They say they are.
[50:22]
and if they're not, then we can always take
It to another level. Thank you. All right. If no other questions.
[50:28]
city manager update. Ben. The only comment I'll make is I've had an
Opportunity to see some of the residents who
[50:37]
came to city hall to receive services through
Our community services center and I thank
[50:44]
them for their patience and they they have
All been very supportive of our staff.
[50:49]
I was talking to a family today that came in
For passports,
[50:53]
actually, and they were very happy to have
Local services.
[50:58]
so thank you for all the support we've
Received, not only the buy in from our staff,
But our community has been very supportive as
[51:05]
well. And passport services are actually
Handled right here in this in these chambers.
[51:10]
isn't that. Yes, sir. Yes. And there are signs in the lobby that show
Where the people need to go for various
[51:17]
services, including utility billing and
Things like that. Right. Right. And we have greeters that help
People navigate within the,
[51:25]
the confines of this room. So. Okay. Any other questions? The city manager. All right.
[51:31]
council reports. I have no report tonight.
[51:35]
vice mayor jones. All right. We. There we go. We ended up not having our
Legislative advocacy committee meeting.
[51:44]
so I'll move on to omnitrans. It was a pretty mundane meeting.
[51:48]
we mostly employee recognition,
Nothing of real substance.
[51:55]
it was ellen wapner's first go again at being
Chair of chair of omnitrans.
[52:01]
so you ran a smooth ship. Good. All right. Peter,
Did you have a question with respect to
[52:07]
legislative advocacy committee? Yeah. I, I want to suggest a discussion as to
Putting an alternate in place,
[52:15]
because brian and I are the the means and we
Don't have someone to back us up if one of us
[52:19]
can't attend. So I'd like to see if we can
Schedule that for a discussion at some point.
[52:24]
all right. Maybe we can agendize that for
Next month. As I'll remind everybody right now,
We have no future meeting in the month of
[52:32]
july. So our next meeting will be after the
National night out. That's why we made such a big deal about it
Tonight.
[52:38]
so everybody would know before we have our
Next meeting, but. Okay. And I think you understand,
Brian,
[52:43]
what we're trying to do there,
Because I know your work is conflicting with
[52:48]
city business a little bit now. Well, yeah. And I still I still think we're
Trying to figure out why we need to
[52:54]
necessarily have it. Well,
Never mind. That'll be a discussion for a discussion
Item.
[52:59]
okay. All right. Moving on. Councilmember marquez. Sure. I got a short report.
[53:04]
we approved two contracts,
One for metrolink and then one one also for
[53:08]
aero service. That's my report. We passed it. Thank you very much,
Councilmember rogers.
[53:13]
yes. I'm sorry. I was just curious. Have they got a replacement for ray wolff?
[53:17]
I'm sorry. Has there been a replacement? Schiller is a new kerry schindler.
[53:21]
okay. So ray basically will be leaving this
Week. Okay. Thank you. Yeah.
[53:26]
he was honored that the city county
Conference. Right? Yeah, yeah. A couple of things.
[53:31]
one the new animal resource center and animal
Resource.
[53:37]
we are now on that committee and board. I attended the first meeting this in the past
Week.
[53:43]
as with our participation,
We bought in to the system.
[53:48]
so our only item that we talked about,
And again, I'm new to this. Others have been meeting for
A couple of months.
[53:55]
was we approved the temporary there's a
Temporary operation for the next couple of
[54:01]
years until the new facility is built. And they approved a, an a warehouse,
The use of additional warehouse on top of the
[54:09]
one that they've already contracted with,
Because they're realizing they need more room
[54:13]
to take care of business. So they approved some funding for that. And I just want to remind everybody that
Although chino hills is represented on that
[54:21]
board, we still are being serviced by inland
Valley humane society for the next two years.
[54:27]
so we can't forget that aspect that we're on
The board,
[54:32]
but we're really there to assist board
Members in decision making,
[54:37]
but inland valley is our primary for the next
Two years. Okay. All right. And then cdh you know,
Does alter authority again,
[54:44]
a light agenda also for us. And we just approved a facility.
[54:49]
improvements and contracts. Nothing significant for authority.
[54:54]
so that's it. All right. Council comments. Cynthia,
Please. I just have a quick question for nick.
[55:01]
hi, nick. Nick. All right. So over. And he's not he's not front loaded,
So he's always good on his thinking on his
[55:08]
feet. Okay. Cynthia, can you pull your mic? I had a resident reach out wondering if next,
[55:16]
the empty lot next to the pub shopping center
Where the villa borba, like second or third phase is supposed to
Happen someday.
[55:22]
I think they're getting confused with maybe
Weed abatement. Is there construction going on there? Are they getting ready to start
Something there? So the the project will
[55:34]
begin some grading for the detention basin. Number three. They're in the final stages.
[55:41]
lennar is in the final stages of obtaining
Their permits from the army corps and from
[55:49]
the california department of fish and
Wildlife. So we will begin to see some dirt moving on
That the east side of butterfield and.
[56:01]
okay. And then hopefully construction permits
Will be obtained by next spring or summer
[56:10]
next spring. Okay. And I know this project is
Approved, but can you remind the public what's going
There?
[56:15]
so there will be 220 two story townhomes
That'll be developed as well as the 19
[56:25]
lot subdivision on azor street.
[56:29]
oh, the other side that's been empty forever.
Perfect. Okay. Thank you for that update. And that's all I have. Art.
[56:34]
okay. Very good. Peter. Really nothing significant. I just wanted to
Thank city staff and the community for coming
[56:41]
out for our 2nd of july event that took
Place.
[56:46]
did you say there were about estimated 4000
People? It seemed like it. This is one of the more
Crowded events that I've seen for the city of
[56:54]
chino hills. It was very impressive to see. So gone are the days when we used to do this
At big league dreams.
[57:00]
the morning of usually the fourth with the
Children's wagon parade. And then by the time noon rolled around,
Everybody was leaving because it was too hot
[57:07]
and they didn't want to take advantage of the
Facility that had been put up with water,
[57:12]
water, features, etc.. This is a much improved presentation for the
Last 7 or 8 years or however long we've been
[57:21]
doing this. So thank staff,
Rec staff especially.
[57:25]
we have a very professional staff and they
Stepped especially in the time when we've
[57:30]
been transitioning with city hall as to
What's going on. They really they really stepped up.
[57:34]
so thank staff. Please. Jonathan. That's all I have. Okay, great. Thank you,
Mr.
[57:40]
mayor. Appreciate that. Sbcta had its first
Ad hoc committee for measure I.
[57:45]
that measure basically goes to 2040,
But we want to continuously continue it past
[57:50]
2040. So we will have a presentation to our
City and all the surrounding city partner
[57:54]
cities to maybe extend that past 2040
Streets.
[58:00]
eucalyptus chino hills parkway. I know we're doing some repaving. I've noticed that it's done on one side of
The street or maybe two lanes,
[58:08]
maybe one lane, not the other. Can you give me a status of where we are with
The with the road?
[58:14]
certainly. As you may have noticed,
There is quite a bit of construction going on on our streets regarding eucalyptus avenue.
[58:20]
we will be paving or repaving the entire road
From paint to parkway.
[58:25]
you may have seen some,
Some activities that took place. That work is not complete.
[58:30]
that will be done in the next few weeks. In addition to that, we have as part of the
Eucalyptus project,
[58:36]
there will be some areas of chino hills
Parkway that do get repaved,
[58:40]
but we have a larger project coming in the
Next several months where we will be repaving
[58:45]
all of chino parkway within the city
Boundaries. In addition to that, you may have seen
Construction on butterfield ranch road,
[58:52]
soquel canyon parkway as well,
And pretty soon we will be improving english
[58:57]
english road as part of that recycled water
Project as well.
[59:01]
and then water project tcp 123. I guess the state gave us a curveball or now
There's changes or something.
[59:08]
something. Another thing that we have to do
In order for that to go online. That's correct. While the tcp plant is
Substantially complete,
[59:17]
we cannot operate it quite just yet as we
Need to make some additional improvements
[59:22]
offsite at some of our wells before we can
Introduce our wall water into the facility.
[59:27]
we're hoping to have those improvements
Completed by by the end of this calendar year. And just the last thing real fast truck
Traffic coming through carbon canyon
[59:35]
serenity. I understand that's all done. Is that do you know that for a fact?
[59:40]
I cannot confirm that. I can maybe ask nick if he's aware of truck
Traffic.
[59:47]
the grading is substantially complete. There may be a little bit more cleanup left.
[59:52]
additionally, there will be some work tying
Into the city's sewer system.
[59:58]
and so there will still be some construction
Traffic associated with the with the sewer
[1:00:03]
line construction. Thank you sir. And last question for daniel.
[1:00:08]
you were on vacation. I could tell because
You look a lot younger. So good job, buddy. Thank you. All right.
[1:00:15]
brian. All right. Just to follow up on ray's
Question regarding the street projects,
[1:00:21]
when do we expect butterfield and sokol to be
Striped?
[1:00:25]
butterfield is scheduled to be striped the
End of this week. Okay, so will follow up,
If not next week, the week after it all
[1:00:32]
should be buttoned up by the end of july,
Definitely before school resumes in august.
[1:00:37]
I can't believe. Great job. Yeah. No, definitely. And then just just a
Quick thought.
[1:00:43]
I know some of us knew horace boatwright with
The sheriff's department. I know he passed away. I think it was last
Week.
[1:00:49]
he was a good guy. So just keep his family in
Your thoughts.
[1:00:53]
that's it. Mr.. Mayor. All right. Couple things. I wanted to mention.
[1:00:58]
we have a local builder who did some in
Building on seven lots on morning field.
[1:01:07]
I attended the open house back on june 28th. This gentleman and the quality of houses that
They built is just a kind of a breath of
[1:01:18]
fresh air for the problems that we see within
The city. We have a lot of small lots that big
Developers just can't afford.
[1:01:25]
they can't pencil it out to make it work. But here's a developer that I understand.
[1:01:30]
they're going to be actually building some on
Whirlaway. Nick may know the builder.
[1:01:37]
apparently those areas where we had
Landslides a couple of years ago, they're going to actually go in and be able
To shore up the,
[1:01:43]
the soil and build a couple homes in there in
Addition to the seven they've done.
[1:01:47]
but my point in bringing it up now is now we
Have a small developer who has demonstrated
[1:01:54]
that he can do small infill developments,
And we start looking around the city for
[1:01:59]
parcels of land that are small,
That the city owns, or former parks that aren't being used or
Anything.
[1:02:06]
that is a small development that a big
Developer couldn't build on. All of which, we're trying to meet our arena
Numbers.
[1:02:13]
this would be a very good candidate. So and I can get you all the information. I
Think nick's probably already got it,
[1:02:18]
but really nice homes and expensive 26 to
2900 square foot homes,
[1:02:25]
you know, million for 2,000,006. So it's not for the faint of heart to go in
There,
[1:02:29]
but beautiful homes, including solar and all
Of the current requirements.
[1:02:36]
I want to bring a thank publicly the staff
For making the july 4th celebration,
[1:02:43]
which was held on july 2nd at the concerts in
The park. I don't think any of us have ever seen that
Park so full.
[1:02:50]
I'd love to know if we had any estimates of
How many were there, but my guess would be 3 to 4000 people.
[1:02:58]
did we get a count? Nicole,
Did you have a count? My. The estimated that I was provided was
Nearly 4000 or around 4000.
[1:03:06]
yeah, it was packed. I do not remember it
Ever being that full.
[1:03:10]
and it looks like everybody had. And the
Weather we you know, we ordered up some perfect weather for the
Event.
[1:03:16]
so, you know, thank you to the good lord
Above for providing a nice,
[1:03:21]
cool evening. A couple of things coming up
Immediately. As close as tomorrow. Tomorrow morning at
815.
[1:03:29]
the chamber is having the costco re grand
Opening at 815 in the morning.
[1:03:33]
and then tomorrow night,
I wanted to mention that the fire district is
[1:03:38]
going to be celebrating retirements of two
Individuals, and I won't give their names.
[1:03:43]
now, we'll wait until after this in my next
Report, but a lot of stuff going on.
[1:03:50]
thank you again for all of the staff's
Putting up with the inconvenience of,
[1:03:57]
of all that's going on at city hall. But, you know, we just celebrated the 4th of
July and it was hopefully for everybody a
[1:04:05]
happy occasion. But we can't help but focus
On what happened in texas and the tragedy
[1:04:12]
that occurred there and make us all realize
That,
[1:04:17]
you know, bad things happen to good people. When we were talking about the recreation
Staff providing summer camps and everything
[1:04:25]
for young children. And look at,
You know, what happened there. So I want everybody to hold everybody that
Was involved there in,
[1:04:35]
in their prayers and in that in respect to
That,
[1:04:39]
I'm going to adjourn tonight. We adjourn in memory of the more than 100
Victims who lost their lives in the
[1:04:46]
devastating texas flooding flooding event. We extend our heartfelt condolences to the
Individuals and families who have suffered
[1:04:53]
the unimaginable loss of children attending a
Summer camp, and loved ones who were washed away in the
Flooding.
[1:04:59]
our thoughts are with those who have been
Displaced and all the first responders in
[1:05:04]
kerr county working to recover victims
Reunite families and work throughout the
[1:05:09]
aftermath. And with that,
I will officially adjourn tonight's meeting.
[1:05:13]
and god bless the united states and god
Bless. Chino hills.
