[6:28] jeffreys. It would authorizes a
[6:35] grant of $3,765 from the william9
[6:36] william.

[6:38] foundation. These are to
[6:42] partially offset a orcal marker
[6:44] for cincinnati historic dunbar
[6:46] community previously known as
[6:49] corsica hollow a
[6:50] african-american community on
[6:51] the western edge of
[6:51] madisonville.
[6:53] These funds would come through
[6:55] ohio history connection. There
[6:59] is a additional $380 required
[7:01] for the historical marker, which
[7:04] there are existing funds in the
[7:07] city manager's office budget to
[7:08] cover.

[7:12] awesome, thank you. This is
[7:14] about a year plus in the
[7:16] makerring, so for those of you
[7:19] who are not familiar dunbar is a
[7:21] neighborhood that used to be in
[7:22] madisonville.
[7:24] It was dissected
[7:27] by red bank expressway anchor
[7:29] circa the main street is still
[7:31] there, but it has been
[7:32] completely redeveloped. And so
[7:34] the back story on this is the
[7:36] community as I say over a year
[7:37] and a half, two years ago
[7:39] reached out and said, hey, they
[7:41] want some acknowledgment of the
[7:44] history. And so over the course
[7:45] of several months we
[7:47] collaborated with them, went out
[7:49] to talk about the sign and the
[7:50] words on the sign as well as
[7:52] where the right location is,
[7:54] including going on-site. And we
[7:55] have identified that location
[7:59] right on corsica and bank
[8:01] express way. And we have
[8:03] aligned the sign wording with
[8:05] the community way with folks in
[8:07] the community and so this is
[8:08] really meaningful for people in
[8:10] the community. There used to be
[8:11] what they called dunbar days
[8:12] where the community got
[8:14] together. They want to use this
[8:17] as an anchor for bringing those
[8:19] back. And so what we're
[8:21] authorizing here today is it is
[8:22] national foundation that helps
[8:24] support some of these historic
[8:26] markers. They are paying over
[8:28] 90% of it and then as DR. Dudas
[8:30] said there is about $300 that
[8:33] the city will pay, so city
[8:34] manager thank her for her
[8:36] support on that. So, once we
[8:38] approve this, then they will
[8:41] actually make the marker and
[8:43] then we'll do a unveiling and
[8:45] invite everyone to the
[8:46] unveiling, the community will do
[8:48] an unveiling of the marker. I
[8:50] have thed withing here of the
[8:53] two sides of the marker if folks
[8:55] are interested. But it is a
[8:56] huge support from the community
[8:59] for this. And thank you.

[9:08] to thank councilmember jeffreys
[9:09] for leading this over the past
[9:10] year and a half, two years. As
[9:12] you mentioned he did come to the
[9:13] community council I watts there
[9:15] that night and this means a lot
[9:17] of we had members of our
[9:19] community who grew up in den bar
[9:21] when you presented the community
[9:22] council I want to highlight how
[9:24] much this means to the folks who
[9:26] grew up in that community and
[9:29] sadly saw it torn down to make
[9:31] way for red bank. So, thank you
[9:34] for all your hard work on this.
[9:34] >> Councilmember Jeffreys: to
[9:36] add on that, I would say that
[9:38] evening was probably one of the
[9:39] most meaningful and powerful
[9:41] that I have had on council. I
[9:43] mean I had a roomful of people,
[9:45] maybe a hundred plus, very
[9:47] diverse old, young, black,
[9:49] white, it was very cathartic for
[9:51] the community. You had members
[9:53] of the community who talked
[9:55] being displaced and folks
[9:56] sitting next to them who in the
[10:00] end sad I had no idea, I thought
[10:02] it was incredibly powerful this
[10:04] just going through this exercise
[10:08] with the community.
[10:09] >> Councilmember Harris: for me,
[10:12] one of the most powerful
[10:14] madisonville experiences was
[10:15] with you, PRESIDENT Pro tem
[10:19] parks, we were out and you
[10:21] walked me through we were just
[10:23] like going around the
[10:24] neighborhood you were like let
[10:26] me tell you about this street
[10:28] corner, this family, and
[10:31] connecting it to present things
[10:32] that happen on the council. One
[10:34] thing I never forget, you sort
[10:37] of connect it had to how
[10:40] neighbors migrate between in
[10:41] neighborhoods. And so I just
[10:43] think, yeah, I appreciate you
[10:45] doing that and just like the
[10:47] deep history, mean there are a
[10:48] lot of communities that have a
[10:50] lot of deep history I got the
[10:51] insight through being able to
[10:54] like learn about it from your
[10:56] family. PRESIDENT Pro tem
[10:58] parks?
[10:59] >> Councilmember Parks: good.
[11:03] I'm happy about that. My aunts
[11:05] lived in madisonville, my
[11:07] mother's sisters, one in
[11:09] silverton one in madisonville.
[11:11] And so as a kid, you know, we
[11:13] went to birthday parties and
[11:15] sleep overs. My cousins were
[11:19] there. They are like sister
[11:23] cousins. And so I know about
[11:25] dunbar neighborhood and the
[11:28] cemetery and just all of the
[11:30] history, the richness of
[11:35] madisonville. So, this -- what?

[11:39] creamy whip, other the creamy
[11:42] whip in madisonville, that's

[12:07] department, this would be a
[12:14] grant of up to $349,000 from
[12:16] ohio department of health,
[12:19] community and faith based infant
[12:21] and maternal health support
[12:23] services program grant. The
[12:27] goal here is to focus on
[12:28] improving maternal health and
[12:30] birth outcomes through the
[12:33] increase of prenatal and post
[12:35] pardon doctors visits and
[12:38] supporting nutrition of mothers.
[12:39] >> Councilmember Harris: yeah,
[12:40] I'm glad to see this grant. I
[12:42] know in our city and region the
[12:46] past decade or so we have been
[12:50] really making huge strides and
[12:52] investments in maternal health
[12:54] and over come some of toes
[12:57] disparities. Kudos to the
[12:58] health department.
[12:59] >> Councilmember Albi: I want to
[13:00] highlight we're in the middle of
[13:02] nation at black maternal health
[13:05] week, it is APRIL 11-17. This
[13:06] is important week to recognize
[13:09] there are some very stark
[13:12] statistics and facts about how
[13:14] maternal health so pull a couple
[13:15] data from 36 states finds that
[13:17] more than 80% of pregnancy
[13:19] related deaths were preventable.
[13:21] And black women are
[13:22] approximately 3 times more
[13:24] likely to die from a pregnancy
[13:26] related cause than white women.
[13:28] So I am really glad to see this
[13:29] grant come through. It is such
[13:32] an important thing and it is
[13:34] important to the making sure
[13:37] that our city continues to grow,
[13:41] thrive, and people are healthy,
[13:42] especially expect and mothers,
[13:43] I'm excited to have this before
[13:44] us.
[13:44] >> Councilmember Harris: all

[13:53] >> DR. Dudas: item 3 is a grant
[13:55] nor the police department. This
[13:59] is the drive to succeed 2024
[14:00] grant. The administration would
[14:03] ask that this item be held for
[14:06] one week. Police was just
[14:08] notified of a slight increase in
[14:12] the grant award amount and given
[14:14] that, we would like to hold this
[14:16] for a week and come back with a
[14:19] b version with the increased
[14:23] grant amount.
[14:24] >> Councilmember Harris: without

[14:29] number 3 is a grant ordinance
[14:31] for the cincinnati recreation
[14:36] commission. This is a grant up
[14:41] to $191,000 from the hamilton
[14:43] county digital divide public
[14:44] wi-fi grant program. These
[14:47] funds would enable crc to
[14:49] install public wi-fi
[14:52] infrastructure at various crc
[14:54] park locations.

[14:59] fantastic.
[15:00] >> Councilmember Jeffreys: do we
[15:02] know the locations, DR. Dudas,
[15:04] where these are going?

[15:11] locations, but we can coordinate
[15:14] with crc to identify where those

[15:22] hill recently and this is a big
[15:22] issue not just at the crc but in
[15:24] the community is wi-fi access,
[15:27] that was the genesis of my
[15:27] question.

[15:40] number 5 is a donation for the
[15:41] cincinnati police department.
[15:45] This is an in-kind donation of a
[15:46] therapy dog related equipment
[15:49] and supplies and training
[15:53] services. This value is $8,000.
[15:57] The dog is coming from the k-9s
[16:00] for warriors group. And the
[16:03] therapy dog will be utilized by
[16:06] the police department's peer
[16:11] support team.

[16:19] number 6 is a donation ordinance
[16:20] for the department of
[16:22] transportation and engineering.

[16:38] toto, nacto, the will send one
[16:43] dote employee to the nacto
[16:45] designing cities 2024 conference
[16:48] next month in miami, florida.

[16:51] they could have picked a better

[16:57] in JANUARY, that would have been
[16:59] nice. The only comment is
[17:01] similar to the training that
[17:01] councilmember cramerding talks
[17:03] about. I think this is great
[17:06] the continuing to make sure our
[17:07] employees are trained on the
[17:09] latest and greatest, thank them
[17:10] for this.

[17:22] mid year adjustment ordinance
[17:27] for the dced, there are two
[17:29] items included here in this
[17:31] ordinance. The first is the
[17:35] transfer of $5 million from the
[17:37] general fund balance sheet
[17:37] reserve a down affordable
[17:39] housing. This is the five
[17:41] million dollars that was set
[17:46] aside as part of the fiscal year
[17:47] 2023 close out process. The
[17:49] department is now transferring
[17:52] and we are appropriating those
[17:54] funds department of community
[17:56] and economic development non
[17:58] person operating budget which
[18:01] will facilitate providing those
[18:03] resources to the cincinnati
[18:04] development fund for affordable
[18:06] housing projects. The second
[18:10] part of the ordinance is
[18:12] transferring $280,000 from a
[18:15] balance sheet reserve account
[18:17] hampton in reserve account for
[18:18] capital projects. This is
[18:21] funding that easies in parking
[18:23] system facilities fund 102. It
[18:26] is being transferred and
[18:28] appropriated to the operating
[18:30] budget for parking, division of
[18:33] parking facilities. Those funds
[18:37] will be utilized for satisfying
[18:40] the terms of a garage finances
[18:43] agreement which is with 3,000
[18:46] vine llc. In both cases
[18:47] existing funds are being
[18:50] utilized and transferred in this
[18:51] ordinance.
[18:52] >> Councilmember Harris: thank
[18:57] you, DR. Dudas. I also wanted
[18:59] to say we often have these mid
[19:02] year adjustment orders or second
[19:06] orders odds because allocation
[19:08] of dollars at the budget, at the
[19:10] conclusion of the budget process
[19:11] doesn't then get those dollars
[19:14] to projects. And so, for people
[19:17] who track it closely you will
[19:19] likely see allocations come
[19:21] before us multiple times based
[19:23] on the expenditures these
[19:25] dollars are not new. Second
[19:26] thing I want to highlight I want
[19:29] to bring back the $5 million
[19:33] that we're transferring to cdf,
[19:34] those dollars are in our motion
[19:40] that we passed I think MARCH 23
[19:43] or 22, 23, it is fine. When we
[19:46] passed it, we essentially said
[19:48] that those dollars had to be
[19:49] highly learned and those dollars
[19:53] had to go to projects affordable
[19:54] to 80% ami or lower. And so
[19:57] want toking just highlight that
[19:59] those city dollars that we set
[20:02] aside have a specific earmark in
[20:07] use in cdf. All right. Without

[20:37] assessment there are current

[22:00] bridge there now as people know
[22:02] it is narrow and a little run
[22:04] down. If you look at the new
[22:05] designs that odot which they did
[22:07] a fair amount of engagement and
[22:11] surveys of folks, a lot wider
[22:13] bridge for both pedestrians and
[22:15] cyclists and easier to get up.
[22:18] It connects downtown and mt.
[22:20] Adams in the a lot better more
[22:23] efficient way.

[23:29] beginning. One of the things
[23:30] that the administration had a
[23:30] conversation with our office
[23:33] about that, I actually really
[23:35] precious that in the budget
[23:36] process having a broader sense
[23:38] of what our values are and our
[23:40] goals can also help with sort of
[23:42] the allocation of existing
[23:43] revenue, so it is not always
[23:46] about what is the new spend but
[23:48] like that we might be spending
[23:49] dollars in areas that are a
[23:51] priority for us so they have a
[23:53] larger understanding of what's
[23:54] important. When the city
[23:55] manager comes back she can
[23:57] address some of these things and
[23:59] n a more comprehensive way I
[24:00] thought that made sense. We
[24:01] will get back to the process
[24:03] where we're starting to get down
[24:08] a little bit more into the weeds
[24:09] but this broader sense will be
[24:10] helpful and hopefully see more
[24:17] of our values reflected. Yeah?

[24:26] It can be really unwieldy and so
[24:28] many things we want to do and
[24:29] accomplish, and this helps us a
[24:33] lot of thank you for the

[25:26] dollars are not treatment as it
[25:28] relates to non-profits and
[25:30] competitive processes,
