This is something [37:55] that’s on by the public and [37:56] the public’s not selling it. [37:57] They’re releasing it releasing [37:59] those easements and the [38:01] roadways themselves. Chelsea [38:02] Grove, Grand March happiness. [38:04] None of those are changing [38:05] with this application. Just [38:06] those internal easements on [38:07] their specific property are [38:08] disappearing. Okay. The [38:11] >> this easement is right [38:12] directly behind my house. my [38:15] lot. Okay. It. Why wasn’t it [38:22] presented to the owners of the [38:23] property. To be able to [38:27] purchase us if we wanted to. [38:30] extend our property. [38:33] >> So that easement does not [38:34] back up to your property line. [38:35] That easements not being [38:36] vacated. It’s only an easement [38:38] between the prep in the right [38:41] in the middle of the person [38:42] owns the property, the [38:45] easement being vacated is not [38:46] touching anyone else’s [38:48] property. [38:49] >> Not to mention anybody [38:50] else. So there’s still 100 [38:52] foot easement behind my [38:53] property and the fellow that [38:54] behind me. He goes 234 feet [39:00] back there and it should be 50 [39:03] feet wide because they hold [39:04] the easement bank. There is [39:05] 100 foot wide. [39:09] >> I I suspect he’s talking [39:10] about the roadways. Yes, [39:11] you’re on. Chelsea. Other [39:12] roadways are not being touch [39:13] with this application. So [39:16] happy just it’s called [39:17] Happiness Street between the [39:17] Chelsea area and the Grove [39:19] Street chapter happen to [39:20] street is not being impacted [39:23] by this. Okay. In any way [39:25] they’ll stay. I understand [39:26] that part. But there’s that [39:27] they’re the easement behind my [39:31] property. Answer a few back up [39:31] and you can look at the screen [39:34] and there’s the shaded part [39:36] with an arrow and that’s the [39:36] easement you are on Chelsea [39:39] Court, which, you know, [39:40] there’s the easement on the [39:41] property. Then there’s [39:42] happiness. Then does a bunch [39:43] of properties. And then [39:43] there’s Chelsea. Just the line [39:49] with the arrow pointing see [39:50] the line with the air. yeah. [39:54] There it. That easement goes [39:57] almost all the way to the end [39:57] of the properties. [40:01] >> I correct? [40:02] >> The only spot being vacated [40:06] is the horizontal shaded part. [40:08] That’s it. S that sent it. So [40:10] they represent. But Stan, [40:14] Correct. Okay. Yeah. Thank [40:14] you. Thank you, sir. Anyone [40:17] else? [40:21] >> Okay with that, I will [40:23] close the public portion [40:23] board. [40:27] >> Motion to plot BK shun 2002 [40:32] 26 0, 0, 0, 0, 3, Meyer. [40:36] >> Motion by Commissioner [40:37] Davis second by Commissioner [40:38] Barrick any further board [40:39] discussion. All those in [40:42] favor, aye, any opposed motion [40:43] carries 5, 0, Madam Chair, [40:47] sir. [40:49] >> Like make a request that we [40:49] move my agenda item L one. We [40:54] do have some special guests in [40:54] the audience here that I’m [40:57] sure would like to address [40:59] that. that’s why we’re not [41:00] keeping them waiting. Hall [41:00] meeting. [41:02] >> Okay. Born. [41:06] >> Absolutely. Yes, yes. Yes. [41:10] Thank you. Okay. To want to [41:10] hear it. Yeah. Sounds great, [41:18] OK? [41:19] >> Jumping forward to one [41:19] commissioner can argue have [41:20] the floor. [41:24] >> Yes, this is something [41:27] that’s [41:27] >> I believe the board has had [41:28] a brief discussion about it in [41:32] the past we have not brought [41:33] it back forward for a formal [41:35] vote. Commissioner [41:41] >> as as told a number of [41:42] people sense put this out [41:45] there that this was his baby [41:45] was not wildly popular. The [41:49] time. [41:50] >> But he had being the the [41:51] big thinker that he was. [41:55] >> The long-term plan or that [41:56] he was he knew this was the [41:57] right move in March forward. [42:00] He carried the land or not and [42:02] consequently to call their own [42:04] support today. As we all know, [42:06] it’s it’s wildly popular with [42:08] the with the public. I think [42:13] it’s it’s appropriate at this [42:15] time for we’ll followed Glee [42:20] challenge district one [42:21] commissioner to bring this [42:23] forward and request that that [42:27] we form a naming committee for [42:27] the Middle. Chris government [42:30] building to rename it and and [42:33] his honor. And I’m very proud [42:34] to have this on on the agenda. [42:36] So I would make that motion [42:39] that we direct county staff we [42:40] direct the administrator to [42:44] form group to rename the [42:46] Middle Crest. A government [42:46] building second. [42:49] >> Motion by commissioner can [42:52] second by Commissioner Davis. [42:53] Any public comment one [42:54] renaming the building. [43:07] Welcome. I don’t think either [43:08] one of you need to review [43:11] timing rules state. Your name [43:11] for us. [43:14] >> I am the wife of [43:15] commissioner to my name is Pat [43:18] and I want to thank all of you [43:19] so much for this. Whatever [43:21] we’re doing today, I am so [43:25] happy that this is hopefully [43:26] going to take place. I know [43:28] that dentist would just [43:32] totally thrilled. Were he [43:33] here? And Daniel and I [43:37] appreciate everything and [43:40] everything that’s been done in [43:40] set for him. Thank you all so [43:44] much. Thank you. Thank you for [43:44] being here. Pat. [43:49] >> Mayer. [43:49] >> Good afternoon, everybody. [43:50] My name is Joe me. not here on [43:52] any city business, but I just [43:55] to my friend. And I’m gonna [43:58] get emotional here. I promise [44:01] you that’s going to happen. [44:02] Pat and for Commissioner [44:03] Tomato, I think everyone here [44:04] knows Commission tomato at the [44:07] time, as you know, and nothing [44:08] that you guys do is not [44:12] controversial. That’s just how [44:12] the world is right now. But at [44:15] the time that was very [44:16] controversial thing Commission [44:17] tomato, I can tell you as [44:18] someone that served with him [44:18] at the time, it was all him. [44:22] He he was spearheaded that [44:25] building the purchase, worked [44:27] with it did a great job and at [44:30] the time it was a lot of [44:32] money. 3.3 million dollars. [44:34] But looking back on it and [44:35] what it afforded the county to [44:38] be able to do, we never would [44:39] have been able to do Build a [44:41] building. It’s solved. Many [44:44] issues up Westside government [44:46] space. All the constitutional [44:47] officers and it was all him. [44:49] And so I think this would be a [44:52] fitting tribute. Start that [44:53] process and talk about it. I’m [44:54] grateful for everybody up [44:55] here. I know each of you. knew [44:58] him it’s a much deserving [45:01] honor. And I think it’s an [45:02] awesome thing that you guys [45:03] are doing. So thank you very [45:05] much. God bless you guys being [45:06] here thank you so much again. [45:09] Thank you, Ed. [45:11] >> Anyone else would like [45:12] speak one. With that. I’ll [45:15] close the public comment. [45:21] Board. [45:21] >> Chairs yeah, I just want to [45:22] thank commissioner Canard for [45:24] bringing this forward. I was [45:24] very pleased to sit down with [45:26] Dennis right after actually, [45:30] maybe think I was still [45:31] running before I even one and [45:32] he gave me a lot of his [45:34] original early papers on [45:38] Biggs, you know, strategy for [45:38] the county and so forth. So it [45:40] was it was really productive [45:43] conversation delighted to get [45:43] to know him. And of course, [45:45] and got along great, too. [45:49] >> Commissioner Kerik. Okay. [45:52] You know, I don’t like what I [45:52] have to say. Dana. Since 2010. [45:56] I came to the board meetings, [45:57] commissioner. [46:01] >> You know, just before you [46:02] know was on. And so [46:04] commissioner week. What, Joe, [46:08] what Dennis and a passion for. [46:12] Is what I would like to seek [46:12] named for him. And that would [46:15] be the trail that in Crystal [46:17] River because he had a passion [46:18] for rails to trails and he [46:21] shared a whole lot of things [46:23] with me for the rails to [46:24] trails, including all the [46:26] books from all of the [46:26] committees that he went to. [46:28] And if it weren’t for him, the [46:30] rails to trails, which we have [46:32] now. Because he wanted to [46:35] connected. Statewide. To me, [46:41] that would most fitting for [46:42] Dennis Tomatoes. Name to be [46:43] on. Rather than just a [46:45] building. And yet West Side [46:48] building is a nice building. [46:49] But I will not support this [46:52] because I feel that Dennis [46:53] would prefer. And that’s from [46:58] known him. And you know that [46:59] he and I went back and forth [47:00] and back and force. He gave me [47:04] lots of information. I listen [47:05] got a lot of advice from him. [47:07] To me. That was his passion. [47:11] His strength. The riding the [47:15] bikes to walking the family’s [47:17] to doing things in this county [47:18] because that’s what it was all [47:18] about. So if I were put a name [47:23] and a half to put money out to [47:24] change names and James Jags [47:25] and everything. I would be [47:28] more everything for me as a [47:31] friend. as somebody that learn [47:33] from him to do trailing edge [47:36] Crystal River right on 46. [47:39] Anyone Commissioner bills? [47:43] someone who served with [47:51] Commissioner Tomato. He could [47:55] be known for many things. He [47:57] was. [48:01] >> Probably part of I enjoyed [48:02] learning from him. He was one [48:03] of the biggest fish in areas [48:04] this county. There’s many [48:09] things to be thankful for. His [48:11] mission throughout this [48:12] county, the trails, the [48:13] Westside Government Center. [48:17] The medical corridor which is [48:18] lost his designation. And that [48:24] was a man who struggled with [48:26] his own physical impairments [48:28] during that time. Joe and I or [48:30] do Rex, all of us were do Rex. [48:35] I can’t think of something [48:36] that would be more fitting [48:39] proud to support this. I happy [48:43] belated birthday. As someone [48:49] who didn’t serve. [48:52] >> With him, but just a young [48:54] girl in the community and [48:56] non-profit work and sometimes [48:56] running around with his [48:57] daughter. Also doing [49:00] non-profit work back during [49:03] that time, he was just like a [49:06] and a through the cancer and [49:09] through the hard times who the [49:09] stuff kind and loving. I knew [49:12] beyond that he tried to think [49:16] of the lecanto area, you know, [49:18] always fight for us to get [49:19] things to look better and be [49:21] better. And always thought better. And one of the [49:24] best for Citrus County. And [49:28] that was somebody much younger [49:30] and maybe not all in paying [49:31] attention to government at the [49:33] time. and that still always [49:36] took time to be kind and [49:37] helpful to me whenever he [49:38] could. I do. No. His impact [49:43] with Meadow crest. obviously [49:43] that would be fitting. I think [49:48] that’s wonderful that he was [49:50] also involved so much in the [49:51] trailhead. I didn’t know that, [49:52] but that’s just piling why? [49:58] the Inter should be? Yes, [49:59] I we’ve we’ve got we’ve got 1, thing he can. He can have a [50:05] lasting impression. So we’re [50:09] thankful for for the service [50:10] that he gave Citrus County and [50:12] the kindness beyond politics [50:16] that he gave to individuals [50:17] young and old. So thank you, [50:18] commissioner. anything for [50:23] Okay. All those in favor. Aye. [50:25] Any opposed high. [50:28] >> Motion carries for one [50:30] think graduations. Pat, [50:34] congratulations hopefully [50:35] Daniel’s able to to be [50:36] watching right now. full to [50:45] the consent agenda. [50:48] >> Motion to approve the [50:49] consent agenda. [50:52] >> Second motion by [50:53] Commissioner Davis second by [50:54] Commissioner Canard. Any [50:55] public comment. Any further [50:59] board discussion, all those in [51:00] favor. Aye, any opposed motion [51:04] carries 5, 0, It is time for [51:08] open to the public. This is [51:09] time that you can speak to the [51:11] board about whatever you have [51:13] concerns. We will go and [51:14] order. You should have a green [51:15] card if you don’t there on the [51:16] table over there and they’re [51:17] in numerical order. You have 3 [51:19] minutes to address the board. [51:21] Please direct all comments to [51:23] me. The board chair. Keep it [51:26] germane to county business and [51:30] respectful state. Your name [51:31] and where you’re from. And [51:32] looking for speaker number [51:32] one. [51:36] >> Welcome. [51:45] >> My name is Valentine. I [51:50] live in Citrus County. And now [51:54] I’m looking forward to 45 [51:55] degree weather this is the [51:58] sheet is too But anyway, I’m [52:02] here to ask the County [52:04] commission if they could [52:05] really. Talk to the library [52:08] board, have input section [52:11] library about Charlie Kirk. [52:16] Back and about this. The man [52:20] deserves something in a [52:21] library. This is going to be [52:24] the anniversary and grocery of [52:24] this a nation. I heard that [52:28] library board. Was can was [52:33] going to consider it, but then [52:34] took away that to took took it [52:36] away because they said he was [52:38] not historical figure with. [52:41] Historical figures. Anyone. [52:47] impacts society either in a [52:50] Blodget of light or in a [52:51] negative light. Hitler Pol [52:56] Those historical figures and [53:00] you have Martin Luther King [53:03] and you have Charlie Kirk. And [53:06] to me, they are both the sea. [53:07] They have both. [53:11] >> Been on eye. [53:15] >> The record of well like [53:17] saying. Martin Luther King [53:22] wanted the right to for the [53:24] right to speak his mind. He [53:27] spoke. For the spirit rather [53:30] than the flash. So that [53:32] Charlie He believe in family [53:36] values so that Charlie Kirk. [53:39] He was an influential. So if [53:43] Charlie Kirk, he influenced [53:45] many, many people brought them [53:47] to Christianity, especially [53:48] college students made him [53:49] think about their lives. He [53:52] was for. Marriage rather than [53:58] race you know, he was so many [54:03] of these things we all hold [54:05] dear, the nuclear family, man [54:09] being man woman, being woman. [54:13] People trying to say that was [54:15] controversial. No, it’s not. [54:17] It’s what it is. The [54:20] mandate church, something in a [54:21] library. And if anybody could. [54:23] Get him. To get little patient [54:27] there. At least a little [54:29] memorial to the fact that he [54:30] has done good in society. The [54:33] only difference between him [54:36] and Martin Luther King is that [54:37] he was white. Martin Luther [54:38] was black. And that’s the only [54:42] difference I see in a lot of [54:43] people see that he’s got a [54:47] movement going. It’s turning [54:48] Point USA that is really [54:48] catching on. And it might have [54:51] a lot to do with easement [54:53] times. So bear that mine and [54:56] give the he’s a man a break. [54:58] He was assassinated to what he [54:58] believed. He was a good [54:59] person. I appreciate your [55:02] attention and thank you for [55:03] that. Thank you. [55:04] >> Next, Speaker. Number 3. [55:14] Mr. Had early. [55:17] >> Good afternoon. Madam Chair [55:19] Vice Chair. Derek [55:23] Commissioners. My name is [55:23] Chuck I live in Inverness. I [55:25] was at the during a fever. [55:30] mosquito-borne are and I tried [55:32] to learn what I can learn [55:32] about the issue and the good [55:34] work that they’re doing. So I [55:36] went on talk to my neighbor [55:39] and told her about what I and [55:42] why we were talking. I noticed [55:43] a puff of smoke out there near [55:45] banning at Benning Road. And I [55:49] thought it was just a washing [55:49] machine or something going on. [55:51] Smoke and suddenly it turned [55:53] black and said that that house [55:57] next door is on fire. That [55:59] older nobody was around. It [56:00] was just me and her. she said [56:03] someone might be in there. I [56:06] went to pound on the door and [56:07] the door was hot. So I got [56:08] away and she’s phoning 9-1-1. [56:11] And she said, Go Rescue. The [56:12] dog gets in the pack that in [56:14] and I’m not a dog person with [56:17] I’ve seen the dog in the in [56:20] the ground and it’s up big [56:21] dog. so I rescued a dog and on [56:25] guys, it’s safe. And just want [56:29] to say how good the fire [56:30] department. The police and [56:36] everybody there. She [56:38] practically up hung up the [56:39] phone and they I could hear [56:40] them coming right away. went [56:43] to the city council and told [56:45] them about the good response [56:47] from there fire department [56:50] South Apopka. And I just [56:51] wanted make mention here for [56:53] the county. This is what we [56:55] pay for got to see it [56:57] firsthand. The [57:01] professionalism, the speed [57:02] this house was about ready to [57:03] ignite. It was starting to. [57:04] Tough like Todd thank Thank [57:11] you for all of the people that [57:13] were involved there, the him [57:15] and most of them on. People. [57:20] Very quick and very fast, very [57:21] professional. [57:25] >> Thank you. Thanks for [57:26] saving the dog. Your hero. [57:32] >> Chief, [57:32] >> thank you. And to all those [57:33] involved, that’s wonderful [57:35] news to hear that we were able [57:36] to save people and possibly [57:36] save the home. [57:41] >> Welcome. How are you? Good. [57:42] afternoon board. My name [57:43] is John Labriola. I’m with the [57:46] letter on file for the [57:47] Christian Family Coalition for [57:47] 5 Minutes. If it’s okay. And [57:51] As I my name is on every ally [57:52] represent the Christian Family [57:52] Coalition where statewide [57:55] organization we lobby not only [57:55] Tallahassee, but also school [57:59] boards in county commissions [57:59] like yourself to defend [58:00] religious freedoms into. [58:02] Promote family values and the [58:06] reason I’m here today is [58:06] because recently are actually [58:10] let month the county [58:14] commission voted on the policy [58:14] for the library displays the [58:20] chairwoman dining Finnegan [58:21] said that the policy would [58:24] allow historical displays of [58:25] Charlie Kirk Martin Luther [58:27] King’s specifically 2 days [58:28] later, the Library advisory [58:31] board met and literally just [58:34] contradicted the county [58:34] commission. Is that no, that’s [58:35] wrong. Charlie Kirk is not [58:36] just Oracle. I feel that [58:36] that’s you know, defying the proper authority. I think [58:42] that’s we fight with way out [58:45] of line. And I told you this [58:45] before that are liberals or [58:46] cowards because, you know, a [58:49] couple of constructing a [58:50] couple of liberal showed up [58:51] mostly conservative short of [58:54] that board as did to you know, [58:55] prove a library policy library [58:56] display for Charlie Kirk and [58:58] they ended up going with a [59:00] couple of people called [59:02] divisive. One of the members [59:03] actually said decisive. I [59:05] don’t know the quality the [59:08] people that being approved for [59:08] the support of is just kind [59:09] of. Totally inappropriate. So [59:15] either just to publish the [59:16] border, please you know, it [59:16] appointing conservatives that [59:20] represent the people of Citrus [59:21] County, not the polar [59:22] opposite. Only one [59:22] conservative right now on that [59:25] board. But regardless of that, [59:26] I think that the county [59:27] commission needs to just, you [59:28] know, say what they already [59:32] said that the policy says, [59:32] which is that allows Charlie [59:37] book The I want let you know [59:39] that this morning I was at the [59:39] Lake County Commission meeting [59:43] and we there were several of [59:43] us that went and we all asked [59:47] them to do a library. I mean, [59:48] Charlie Kirk, the of [59:49] remembrance because up in [59:50] Tallahassee this year there [59:53] was a bill that would declared [59:54] October the 14th, which is [59:56] Charlie Kirk’s birthday, the [59:56] Charlie Kirk, remembrance. [59:58] passed the House of [1:00:00] Representatives. But when he [1:00:01] went to the Senate, pass all [1:00:03] the committees, but the rules [1:00:04] chair decided not to allow to [1:00:04] come to the floor for a vote. [1:00:07] So the Christian family [1:00:08] collisions been going around [1:00:08] to different counties and [1:00:10] asking them to do a Charlie [1:00:12] Crist, a remembrance a number [1:00:12] of counties have already [1:00:14] agreed. This is a list of the [1:00:16] counties that have honor [1:00:17] Charlie Kirk, either by naming [1:00:18] roads after a nearby declaring [1:00:20] 2 14, the day remembrance in [1:00:24] some cases allowing our [1:00:26] requesting a book display. The [1:00:26] libraries. Sumter, Marion, [1:00:30] Hernando Lake Gilchrist, [1:00:31] Jefferson, Flagler, Collier, [1:00:34] Manatee Walton There may be [1:00:37] others but Citrus County is [1:00:39] one of the very few that [1:00:39] hasn’t done anything either [1:00:42] Murrow display. I mean, story [1:00:43] of a road renaming a A day of [1:00:45] remembrance, a book display [1:00:46] and I just want remind why [1:00:49] Charlie Kirk was killed. [1:00:53] Charlie Kirk’s killer, [1:00:55] although he wasn’t [1:00:56] transgender, he was dating a [1:00:57] transgender. And the reason [1:00:57] that he was upset, Charlie [1:00:58] Kirk is because basically [1:01:00] spoke difficult truth that and [1:01:03] cannot become a And that is [1:01:04] just. The vast majority. [1:01:08] People agree with that. the [1:01:10] best majority people in sit in [1:01:12] Citrus County, especially are [1:01:14] Christians and they don’t want [1:01:17] a target on their back because [1:01:17] they don’t agree that a man [1:01:18] can become a woman. And [1:01:21] basically that’s why he was [1:01:21] killed. And when the library [1:01:25] advisory board, you know that [1:01:27] they decide because a couple [1:01:28] of people, including a [1:01:29] transgender community, trance, [1:01:30] whatever transvestite comes to [1:01:31] the library advisory board. [1:01:33] And says he was divisive. They [1:01:36] say, oh, we can have a display [1:01:37] of him now. The same meeting, [1:01:41] the library director said that [1:01:42] Black History Month will [1:01:44] continue. Black History Month [1:01:46] displays include Malcolm X, [1:01:46] who was. anti white extremist. [1:01:51] You know, so you can have a [1:01:52] month-long of Malcolm X and [1:01:53] not even a week of Charlie [1:01:56] Kirk. So I think it’s very [1:01:56] important that the county [1:01:59] commission now that they’ve [1:02:00] created a policy and they’ve [1:02:02] interpreted in a certain way [1:02:03] that they allow a Charlie Kirk [1:02:04] display for one week in [1:02:05] October the other thing I [1:02:10] wanted to just briefly [1:02:10] addresses that. A couple [1:02:16] meetings that EU meetings [1:02:16] before the election. I [1:02:17] mentioned that I felt that the [1:02:19] sheriff should be here before [1:02:20] you and I I believe he’s going [1:02:21] to be here on today’s turnout [1:02:24] during the budget tentative [1:02:25] budget session. And when he’s [1:02:29] here, I want you to ask him [1:02:30] about the how that sheriff’s [1:02:32] office is responding to death. [1:02:34] That threat complaints. [1:02:37] Actually, I didn’t know that [1:02:38] she would be here, but the the [1:02:40] candidate who? Was that fit? [1:02:45] My uh, I want you to address [1:02:47] that during a budget hearing. [1:02:48] Thank you so much. [1:02:50] >> Thanks for being here. [1:02:51] Next. Speaker. You are what [1:02:52] number Mr. The roof or here [1:02:53] are 3, 4. For 5. Coming up. I [1:03:09] don’t there wasn’t a to I [1:03:09] don’t think there’s a 4. Here [1:03:13] are 3, okay. Come on up. I do. [1:03:20] Mister Pat. [1:03:20] >> I’m doing good. Joe Papp [1:03:22] Citrus County Crystal River. [1:03:26] Every you know, the couple [1:03:27] spoke about Charlie Kirk. I [1:03:28] don’t have a whole lot to add. [1:03:32] But to me, this is a barometer [1:03:32] right for the hearts and minds [1:03:33] of the leaders of this [1:03:34] community. And with some [1:03:39] looking stand up and I don’t [1:03:39] even this is logical. Doesn’t [1:03:41] make sense. Charlie Kirk was [1:03:44] influencer, the influence he [1:03:45] gave a different point of [1:03:46] view. 2 liberal colleges to [1:03:51] students with you Rush [1:03:52] Limbaugh’s skate say schools [1:03:57] for most young Scot will. [1:03:57] However, he said it. It [1:04:00] doesn’t make sense. He was an [1:04:02] influencer. Yes, he gave [1:04:04] college students an opposite [1:04:04] view of the liberal stuff. [1:04:06] They were teaching. And I [1:04:10] don’t understand there was no [1:04:10] politics. He wasn’t running [1:04:12] for anything. He didn’t. I [1:04:14] mean, you know, if you’re [1:04:15] conservative, you can say good [1:04:17] things about conservatives. [1:04:18] Malcolm X can say bad things [1:04:19] about conservatives and lean [1:04:20] left. That’s fine. So I’m just asking you guys to [1:04:28] the board to consider it [1:04:29] again. Just override with the [1:04:29] library board said. And I [1:04:32] think it’s a good thing for [1:04:32] the whole community. Really [1:04:35] when you honor somebody, even [1:04:38] if they disagree with you or [1:04:38] you disagree with them, it [1:04:39] doesn’t make sense. And why [1:04:42] couldn’t the majority of [1:04:42] people in this county be [1:04:43] heard? And I think Like John [1:04:48] just said, you know, most [1:04:49] people here are conservatives [1:04:49] in this county. And a lot [1:04:53] Christians and they would like [1:04:54] to see something like this. [1:04:55] And so what I small thing in [1:04:58] the scheme of things compared [1:04:59] to some of the other things [1:04:59] we’re facing. But I think it’s [1:05:02] important encouraging you guys [1:05:03] to do that. Thank you very [1:05:06] much. Thank you. [1:05:08] >> Number 6, Mr. Pap. I think [1:05:09] she needs She needs the okay. [1:05:12] Number 6. Mr. Brown, are you [1:05:19] limping? [1:05:19] >> Yeah. Yeah. [1:05:23] >> That’s unlike tripping. And [1:05:24] a dog called proof. State. [1:05:27] Your name and where you’re [1:05:28] from. My name is Ray Brown. I [1:05:29] live in Houma Sasser. Thank [1:05:31] you, commissioners for being [1:05:33] here. The reason I’m here is [1:05:35] because I do want to talk [1:05:36] about the library and I [1:05:40] believe that their gross [1:05:41] mismanagement of their money [1:05:45] as we were talking last a [1:05:47] library board. They were [1:05:48] talking about the to [1:05:49] approximate about 6 million [1:05:51] dollars for the library. [1:05:53] budget, which means that 1.2 [1:05:57] million dollars per a lot [1:06:01] money for libraries as what [1:06:03] the library board is asking [1:06:05] for. And so when I think about [1:06:08] that, that seems like awful [1:06:09] lot of money that is be an MS [1:06:13] manage some good. But we have [1:06:17] no idea how it’s being [1:06:18] mismanaged. 1.2 million [1:06:22] dollars of our tax payer money [1:06:24] is going to a library board [1:06:27] our library where the board [1:06:29] it’s so slanted in one [1:06:31] direction that I feel like [1:06:33] maybe what we should do is [1:06:35] look to see how our money is [1:06:38] being spent, where it’s being [1:06:39] spent, how it’s being spent [1:06:40] and what on is it being spent [1:06:43] on there should be type I know [1:06:46] you come out. The budget says, [1:06:48] hey, we need But what we [1:06:50] didn’t really need that money [1:06:51] for. Because our taxes. We [1:06:57] know that this thing’s going [1:06:58] to pass for for property [1:07:01] taxes. Y’all are going to need [1:07:03] to replenish that money. But I [1:07:06] would tell you where it comes [1:07:06] to the library. I believe that library board. And [1:07:13] library manager. It is not [1:07:17] going to do what you all love [1:07:18] directed them to do. So. I ask [1:07:21] you to. How do we look into [1:07:26] what are we? What are they [1:07:27] spending our money on? Where’s [1:07:28] it? At? You know, like a set [1:07:33] when you look at it, you know, [1:07:35] a 6 billion dollars that [1:07:36] doesn’t sound so bad. But when [1:07:38] you look at it, that is 5 [1:07:39] libraries. What’s 1.0? 2 [1:07:44] million dollars per library [1:07:44] going to? Where’s the money? [1:07:47] Follow the because citizens [1:07:49] like myself, we want to know [1:07:53] and if they’re going to, you [1:07:54] know, basically their nose up [1:07:56] well. We want to know where [1:07:59] that money is being spent and [1:08:01] I’d like to know how to find [1:08:02] that information out. Thank [1:08:04] you all so much for being [1:08:05] here. I really appreciate it. [1:08:09] Only in America. Do we feel [1:08:10] like we can come in front of a [1:08:10] board? And ask you all to [1:08:13] give? Your citizens a vote. [1:08:20] And be able to express our [1:08:22] concern. Thank you all for [1:08:23] being here. Appreciate it. [1:08:26] Thank you. And our budget is [1:08:30] public an online just find the [1:08:31] at the table of contents at [1:08:32] the beginning. That says [1:08:33] library services. [1:08:34] >> And that will show you [1:08:34] where all the money’s being [1:08:35] spent. Okay. Number 7. [1:08:51] >> Good afternoon. [1:08:52] Commissioners back again for [1:08:53] the 3rd time to speak to you [1:08:56] about surveillance in this [1:08:59] county Stephen Anderson. And [1:09:00] I’m a business owner and [1:09:01] resident, was scary? I’m here [1:09:04] tonight to praise the recent [1:09:06] suspension of the sheriff’s [1:09:07] office automated license Plate [1:09:08] reader program, but also tears [1:09:09] as 4 to finish the job. [1:09:13] Governor DeSantis recently [1:09:13] revoked say permits for these [1:09:15] interests are devices [1:09:16] explicitly warning that we [1:09:17] must reject a quote, digital, [1:09:20] surveillance state, unquote. [1:09:24] The sheriff is turned off his [1:09:25] department’s cameras. A [1:09:25] massive legal loophole remains [1:09:26] rare in Citrus County. Private [1:09:30] entities. Retail corporations [1:09:30] like Lowe’s and Inverness and [1:09:31] private developments are still [1:09:34] operating independent license [1:09:35] plate readers that capture [1:09:35] data and everyday citizens. [1:09:38] Furthermore, because the [1:09:39] governor’s mandate only [1:09:40] applies to state highway [1:09:43] rights of way. Our local [1:09:43] county on roads remain [1:09:44] entirely and protected. A [1:09:48] citizen’s right to privacy [1:09:49] should not depend on which [1:09:49] road drive down or which [1:09:50] parking lot they enter. If [1:09:52] private companies can continue [1:09:53] to harvest or and profit off [1:09:56] of our travel patterns, we [1:09:57] have not truly ended mass [1:09:58] surveillance. We have just [1:09:59] outsourced it. Or just [1:10:03] commission to take immediate [1:10:03] legislative action. We need a [1:10:04] comprehensive county ordinance [1:10:07] that prohibits the [1:10:09] installation of automated [1:10:09] license plate readers on all [1:10:11] county maintain roads right [1:10:11] towards utility poles and [1:10:14] place. Strict limits on [1:10:14] private commercial [1:10:15] surveillance groups within our [1:10:17] county. Let’s protect our [1:10:19] citizens 70 and keep Citrus [1:10:20] County free from continues. [1:10:20] Tracking. So the first time [1:10:24] about or tension, you pass a [1:10:25] book on to the sheriff [1:10:29] claiming I quote, You didn’t [1:10:29] have control of where the [1:10:30] cameras are. And the second [1:10:32] time I spoke, one of the [1:10:34] unclaimed, quote, need to look [1:10:35] into it more that you didn’t [1:10:36] know enough about it. Tulane [1:10:37] which way or the other. Well, [1:10:40] I personally had presented you [1:10:42] with several facts about the [1:10:43] technology about how it’s used [1:10:46] and misused and that was [1:10:47] direct invasion of your [1:10:47] constituents. Privacy. As of [1:10:51] other citizens of Citrus [1:10:52] County Snow that you’ve heard [1:10:53] from concerned citizens, the [1:10:54] sheriff and the governor of [1:10:54] Florida. Well, you have the [1:10:58] county attorney draft an [1:10:58] ordinance banning this [1:10:59] technology. We use the power [1:11:00] given to you to do what your [1:11:03] constituents are asking of. [1:11:04] You or if another reason to [1:11:05] brush it off. off our right to [1:11:08] freely travel. Number 8. Good [1:11:23] afternoon. My name is Nathan [1:11:33] and I live in the Cantu. This [1:11:36] is also my 3rd time speaking [1:11:38] about Citrus County’s Motorola [1:11:39] vigilant license plate system. [1:11:42] >> At the last meeting asked [1:11:43] with this board found after [1:11:44] chair, but again she would [1:11:45] look into the cameras. The [1:11:47] public is still not seen the [1:11:48] contract. The retention [1:11:50] settings, the sharing [1:11:51] configuration or the audit [1:11:52] logs. The situation in Florida [1:11:55] has recently changed. As [1:11:59] Stephen Miskin before me, the [1:12:01] Florida Department of [1:12:02] Transportation has revoked [1:12:03] license plate reader permits [1:12:04] on state roadways and ordered [1:12:06] those cameras removed. On [1:12:10] August 31st. Putnam County [1:12:11] Sheriff discontinued his own [1:12:14] program saying the technology [1:12:15] is advancing faster than the [1:12:15] laws that govern it. In Pasco [1:12:19] County. The sheriff is ending [1:12:22] the county roadway agreement [1:12:23] after the board withdrew [1:12:23] support. That last example is [1:12:26] the one that applies here. The [1:12:30] state’s action on state roads [1:12:31] does not remove the cameras on [1:12:32] Citrus County roads. That [1:12:33] decision is still yours. The [1:12:37] systems are not just hot list. [1:12:40] Alarms Motorola’s on materials [1:12:42] describes a searchable vehicle [1:12:44] location, history and access [1:12:45] to detections beyond a single [1:12:48] agencies. Cameras that is [1:12:49] continuous tracking of [1:12:51] ordinary people not only [1:12:52] wanted plates. No one is [1:12:55] saying that crime solving does [1:12:56] not matter. But usefulness is [1:12:59] not the only test for how much [1:12:59] surveillance power government [1:13:02] keeps. If it were, there would [1:13:02] be no limits at all. This [1:13:05] board cannot run the sheriff’s [1:13:07] office. You can decide what is [1:13:09] allowed on county roadways and [1:13:12] whether public money keeps [1:13:12] paying for this. I’m asking [1:13:15] this board for 3 things. First [1:13:17] to publish the Motorola [1:13:19] contract. It’s retention [1:13:22] settings. Its data sharing [1:13:22] configuration and its audit [1:13:25] records. Second to require [1:13:27] board approval before any [1:13:29] automatic license plate [1:13:30] readers are placed on county [1:13:32] owned property. Our county [1:13:32] maintained rights of way. So [1:13:34] the public has a chance to [1:13:35] oppose each one. Used that [1:13:39] authority and your budgetary [1:13:41] authority to end this program [1:13:43] and calling the sheriff to [1:13:44] remove the cameras that are [1:13:44] already up. Other Florida [1:13:47] officials are already [1:13:49] reversing course. So should [1:13:50] not leave county roads behind. [1:13:52] What did you find and will [1:13:54] this board act? Thank you. [1:13:57] >> Number 9. [1:14:09] >> Good afternoon. Jennifer [1:14:11] Grogan, Citrus County and I [1:14:14] was just here and sitting [1:14:18] behind me was Commissioner [1:14:19] Tomato. I say that right [1:14:20] D’Amato to me. His pride. Was [1:14:22] sitting behind me and I [1:14:25] listened to her whimper as [1:14:27] each one of you spoke about [1:14:29] her husband. I never met I [1:14:30] don’t know but I appreciate [1:14:34] that you guys have chosen to [1:14:37] name a building after him. [1:14:38] He’s a local guy and his [1:14:42] bride. Really appreciate it. [1:14:47] I’ve been asking this about [1:14:47] Mr. Charlie Kirk, and I’m sure [1:14:50] his bride and his children [1:14:51] would appreciate it. Also. If [1:14:54] you would do something for [1:14:54] him. He has left a legacy [1:14:57] behind he taught our children. [1:15:05] He’s taught her college [1:15:06] children and that’s where we [1:15:06] lose a lot of our children is [1:15:09] college get away from family [1:15:11] values. They get away from [1:15:12] what you taught him and they [1:15:13] go try their own thing. And [1:15:16] Charlie Kirk was in the [1:15:18] colleges, teaching values, [1:15:19] telling them not to steer to [1:15:21] the left or to the right to [1:15:22] keep moving forward and do the [1:15:27] right thing and he may be [1:15:28] helped with the president. [1:15:28] shock election. That a lot of [1:15:31] things, a lot of good. I [1:15:34] think. His children and his [1:15:38] bride deserve that respect [1:15:41] that you can do it locally. [1:15:42] Can you do it nationally? Are [1:15:44] you able? William? Because [1:15:50] it’s a little controversial. [1:15:54] You would please so many. The [1:15:56] handful that you would of [1:15:58] cent. Is the difference. And [1:16:05] he was a good man and his [1:16:06] pride and his children deserve [1:16:06] what you just gave. [1:16:08] Commissioner D models. Thank [1:16:11] you. [1:16:13] >> Number 10. Good afternoon. [1:16:23] >> name is ball. All my adult [1:16:27] life of Citrus County. I was [1:16:30] also like to see some for [1:16:34] minor in Charlie Kirk. I don’t [1:16:34] see why. There’s reluctance to [1:16:38] do that. I’m not even going to the library. Issue. [1:16:45] It seems like it’s it’s [1:16:48] terrible. I go in library [1:16:49] occasionally you can feel it [1:16:54] in the air, though. Leftward [1:16:55] slant of. The whole Why can’t [1:17:03] we honor Charlie Kirk? I like [1:17:04] to see a road named after him [1:17:05] library display fine. vast [1:17:13] majority Citrus County is [1:17:15] conservative and there’s a [1:17:18] strong Christian element here [1:17:19] stronger than most of Florida. [1:17:21] I think into what I first came [1:17:22] here. It was very strong. I [1:17:32] don’t I just I just don’t [1:17:33] understand why this hasn’t [1:17:34] been done about Mister LeBron. [1:17:35] All is said has been done so [1:17:37] many other place in Florida. [1:17:37] Why can’t we do something [1:17:38] here? Rename look and to [1:17:42] highway after him make a [1:17:44] strong statement. There’s lots [1:17:45] of issues coming. Lee County [1:17:47] is. Approving the there County [1:17:52] Commission, I guess, is [1:17:52] approving a thanks. A lot of [1:17:58] land for a mosque. I hope we [1:17:59] don’t see But we are good [1:18:00] going to be faced with that [1:18:01] issue here. Our countries [1:18:04] being turned. Communist in [1:18:07] Muslim. And Christians are [1:18:10] being left on the wayside. not [1:18:13] going well. Goods for a good [1:18:18] starting point would be [1:18:18] honoring Charlie. I hope [1:18:21] you’ll consider that. Please. [1:18:23] Thank Thank you. [1:18:25] >> Number 11. Mr. Bryant and [1:18:37] you’re on your T-shirt today. [1:18:39] I want to you know, you know, [1:18:41] not just the braces. So just [1:18:41] gonna go with it. [1:18:42] >> So 5 minutes for such a [1:18:45] cider. Kris Bryant against [1:18:47] couple things for us today at [1:18:47] 3 different Number one, [1:18:51] transparency, public records [1:18:53] request for emails in [1:18:55] particular take forever. [1:18:57] there’s Pastor Potter County [1:18:58] does a policy to where all of [1:18:59] the commissioner emails are [1:19:00] posted publicly. [1:19:01] >> I just looked at it today. [1:19:03] The e-mails that were sent [1:19:03] today are on the portal. You [1:19:04] can be there with pretty much [1:19:04] as they come in. Someone asked [1:19:07] you guys to do more [1:19:09] transparent process for public [1:19:10] records for the most [1:19:10] meticulous on, though the [1:19:11] emails are public record. We [1:19:13] should have to ask for the [1:19:15] necessarily. So yes, can [1:19:17] create a process to make it [1:19:18] more transparent, easier for [1:19:19] people to find emails. And [1:19:20] that would also reduce the [1:19:21] burden on staff to have to [1:19:22] provide all these e-mails the [1:19:23] research and all those things. [1:19:25] So asking for us to look into [1:19:27] that option for an online [1:19:28] portal of sorts for email [1:19:29] searches going to public [1:19:34] records. I sent each of you [1:19:34] has records request on July [1:19:35] 15th. 55 days ago, part of [1:19:39] that request was social media [1:19:39] stuff. Part of that request [1:19:40] was phone logs and things like [1:19:42] that to date. One person fill [1:19:45] that completely today, 2 [1:19:46] people told me they were [1:19:47] working on their call, a [1:19:49] portion of That was 2 to 3 [1:19:50] weeks ago and haven’t heard [1:19:51] updates on that. One person [1:19:54] has an even get update [1:19:56] anything and then the other [1:19:58] person kind of give me a [1:20:00] reason why they couldn’t [1:20:01] fulfill its, which isn’t based [1:20:02] on state law. and you guys, a [1:20:06] state law on these are not [1:20:08] options. don’t have an option [1:20:09] to ignore the rest request. [1:20:11] You have to fill the request. [1:20:12] the issue that you guys have [1:20:13] here is you guys use your [1:20:13] personal stuff and vices. [1:20:14] Therefore, you guys are the [1:20:15] custody of those records. The [1:20:17] reason I ask you for them is [1:20:18] the county doesn’t access to [1:20:19] this. So I asked you guys as [1:20:21] custody records for those and [1:20:22] today we haven’t gotten those [1:20:26] further on July. 21st the said [1:20:27] the same request to the county [1:20:29] administrator. I got those [1:20:31] requesting so they fill them [1:20:33] today. So you’re on employee [1:20:33] has been you guys to that [1:20:34] nice. And week afterwards so [1:20:35] they Mr. Howard, for doing [1:20:37] that they want to talk about I [1:20:39] think we need to revisit the [1:20:42] policy of staff and the [1:20:43] commissioner communications [1:20:44] and things like that. [1:20:47] Recently. I found that [1:20:47] commissioners are using staff [1:20:49] too compiled data. One of the [1:20:53] request providing a list of [1:20:54] all the voted for any [1:20:56] development projects. I can’t [1:20:58] think of any county reason [1:20:59] that somebody would be that [1:21:00] information. Staff’s been time [1:21:01] to compile that list and then [1:21:02] provide that list of that [1:21:04] person. Somebody else recently [1:21:06] has been using staff to create [1:21:08] a presentation that they’re [1:21:09] going separately. That’s not a [1:21:11] county presentation and [1:21:11] they’re using staff time and [1:21:12] resources to compile the [1:21:13] presentation for them and [1:21:14] they’re going to staff to get [1:21:16] that done. So again, a [1:21:19] question why you guys are able [1:21:20] to do that. Why you guys are [1:21:21] using staff resources for your [1:21:24] personal presentations or [1:21:26] personal information. The [1:21:26] cheese for whatever reason and [1:21:30] then why the ministrations [1:21:30] line, you guys at that access [1:21:32] because the administrative [1:21:33] regulation says that you guys [1:21:33] have to go the administrative [1:21:35] administrator than determines [1:21:37] whether it’s a valid request [1:21:37] that sends out to staff and [1:21:40] not for us to go individually [1:21:41] to the staff member of your [1:21:41] choice to get that done. So [1:21:43] this couple things I want you [1:21:44] think about Number 12. [1:21:51] >> So anyone else that would [1:21:52] like to speak at open to the [1:21:53] public. Okay. With that will [1:21:57] close the open to the public [1:22:00] If you have anything. [1:22:02] Commissioner Kerik. [1:22:03] >> First of all, the library, [1:22:07] in my opinion. And as I have [1:22:10] stated several occasions. Any [1:22:14] displays in the library should [1:22:17] be about our citizens. Our [1:22:19] students, our citizens, our [1:22:21] upcoming events. And that’s [1:22:25] what we should be promoting in [1:22:26] our library, education about [1:22:27] what we as Citrus County [1:22:29] people are doing. It’s nice [1:22:32] that you want to bring [1:22:33] somebody else in here and have [1:22:38] somebody else that’s fine. [1:22:40] Other do what they want their [1:22:40] other counties. They’re not [1:22:41] Citrus County. I don’t like [1:22:45] the fact that, you know, [1:22:45] everybody comes up and says, [1:22:46] well, I’m a conservative. A [1:22:48] conservative can be. Anything [1:22:50] it wants to be. At least [1:22:53] that’s what I’m finding out. [1:22:56] You can be a financial [1:22:57] conservative. You can be [1:22:59] whatever conservative. It’s [1:23:01] not. To me. I’m a [1:23:05] conservative. But I do have [1:23:08] some of the tendencies and [1:23:09] it’s a good thing. Because [1:23:12] people need to be able to look [1:23:14] at a situation and judge it on [1:23:16] its merit. And that’s what I [1:23:20] try and do. And I have told [1:23:22] the library board at least [1:23:25] twice if not 3 times the [1:23:30] library displays should be [1:23:31] about our citizens works. Our [1:23:35] kids staff are kids displays [1:23:36] are schools step what’s going [1:23:38] on in our county? And the [1:23:43] different groups that we have [1:23:43] in our get we have enough [1:23:44] troops in our county. doing [1:23:45] things. You know, save our [1:23:48] water should be out in our [1:23:50] thing. Okay. We should have [1:23:51] too far out there. We anything [1:23:54] and everything has to do with [1:23:55] our county. Another thing that [1:23:59] I was listening to. Was the [1:24:03] fact that using staff or [1:24:07] resources and presentations. I [1:24:11] don’t know that anybody else, [1:24:12] but I don’t use the staff or [1:24:13] resources. Your presentations. [1:24:15] My job is to work with. Mr. [1:24:18] Howard. And this Lynn and [1:24:20] those are the 2 staff that eye [1:24:23] I’m allowed to work unless I [1:24:25] get special permission and I [1:24:28] should shouldn’t have to be [1:24:29] asking our staff for anything. [1:24:33] I should ask, Mr. Howard, to [1:24:34] get me whatever information I [1:24:35] need. And that’s exactly what [1:24:38] I do. So when I hear that [1:24:41] you’re finding out that other [1:24:41] people are using our staff to [1:24:43] me. That’s wrong. And I try to [1:24:47] follow the rules. When I first [1:24:48] started the first year I was [1:24:48] in Everybody told me when I [1:24:52] was wrong. Everybody up here [1:24:56] told me he can’t do it, that [1:24:57] we can’t do We can’t do it [1:24:58] that way. You have to follow [1:24:59] the rules. Well, the rules are [1:25:03] for everybody in this county. [1:25:05] Even other 4 myself. So the [1:25:09] thing is. I try to do things [1:25:13] that are right now when it [1:25:14] comes to cameras for the cars. [1:25:17] Cameras in. Parking lot are so [1:25:21] that there isn’t stealing and [1:25:23] if it is stealing, it helps [1:25:24] the police. And that’s all [1:25:28] it’s for. And I cannot see [1:25:30] asking any this to take down [1:25:31] cameras. Because I want to be [1:25:34] safe. If I am out at night and [1:25:38] I get somebody comes over and [1:25:39] tries to rob me tries to do [1:25:41] something to me. I wanted to [1:25:44] be on camera if possible. Now [1:25:49] I’m glad you have your ideas [1:25:51] about no cameras, no cameras, urge it the last 3 [1:25:55] weeks one to 3 times. You’ve [1:25:55] been up there. And it’s nice [1:25:58] that the 2 of you have your [1:25:59] unit. My biggest question why [1:26:01] are you so worried are so [1:26:03] afraid of these cameras? Is it [1:26:05] because you’re maybe going to [1:26:07] do something or your friends [1:26:08] are doing something. Okay. So my question is 2 weeks from [1:26:13] now when you come back or if [1:26:13] you stay for them to me, could [1:26:15] you answer that question when [1:26:16] you come back? I’d appreciate [1:26:17] that. I am very proud of you. [1:26:25] It takes a lot when I know how [1:26:27] much you hate dogs to go up to [1:26:32] job because because I see you [1:26:34] it takes a lot and I’m very [1:26:35] proud of and thank you very [1:26:36] much helping another citizen [1:26:38] in our county. That’s what we [1:26:41] need citizens help each other. [1:26:43] And that’s what cities [1:26:45] counties about citizens [1:26:45] helping each other. So that’s [1:26:48] all I have to say for this [1:26:49] time. [1:26:51] >> Thank Notes. Commissioner [1:26:54] Davis. [1:26:57] >> Mr. Howard. You saw the [1:27:01] video. And you asked where it [1:27:04] came from. Because I had [1:27:09] already gone to you and ask [1:27:09] for miles for video background [1:27:12] right? And you said, did you [1:27:12] do this? And I said, I did. I [1:27:14] wrote it. I time stamped it. I [1:27:18] created a very specific list [1:27:19] of video clips to Poland, [1:27:21] stitched together. I did a [1:27:23] vast portion of the work that [1:27:24] I not. Yes. And you are fully [1:27:30] aware of the request and you [1:27:32] blessed to correct correct [1:27:33] cricket. The thing we hear [1:27:37] most about. It’s how angry we [1:27:40] are about growth. And the need [1:27:43] to preserve land. Only a [1:27:49] certain super blogger could [1:27:49] find a way to put on that [1:27:52] effort to conserve land. So he [1:27:57] cast aspersions on Facebook. I [1:27:58] don’t go on Facebook anymore, [1:27:59] but I was made aware of it [1:28:02] that she wondering if the [1:28:03] county taxpayers paid for my [1:28:04] trip to Denver. You who has [1:28:08] been all the way down the [1:28:09] rabbit hole of every single [1:28:11] cone ordinance. We have knows [1:28:12] doggone good and well that I [1:28:14] would have had to ask [1:28:16] permission from my colleagues [1:28:18] to get tax dollars to pay for [1:28:18] the trip to Denver. Did I know [1:28:21] I didn’t because I paid for it [1:28:22] myself. This is a huge honor [1:28:26] for Citrus County to be asked [1:28:28] to present at the National [1:28:30] Conference on Land [1:28:31] Conservation. It’s huge. And [1:28:35] we are we celebrating a no. [1:28:36] We’re attacking that. I find [1:28:39] that frankly. Ludacris and [1:28:42] Rick reprehensible. What is it [1:28:46] going to give us what is [1:28:48] what’s in it for us? Number [1:28:51] one and then attend the [1:28:53] conference on going to find [1:28:54] out more about land [1:28:55] conservation and how to get [1:28:56] this truly good going in. [1:28:56] Citrus County. Again on my my [1:29:00] own time. ’09. We are going to [1:29:06] present to we’re going to be a [1:29:08] converse. I want to say [1:29:08] there’s about 1500 people [1:29:11] there. We are presenting I was [1:29:11] told to between 50 and 75 [1:29:14] people. We That’s an [1:29:17] opportunity for us to get out [1:29:18] in front of people as Citrus [1:29:20] County for both economic [1:29:20] development and tourism [1:29:23] attraction purposes. I also [1:29:25] thought this video that miles [1:29:28] so brilliantly stitched [1:29:29] together, the clips for. I can [1:29:33] do a different voice over and [1:29:35] use that digs in repurpose [1:29:36] that video and multiple [1:29:37] different ways to benefits [1:29:38] this county, including land [1:29:42] cotman most particularly land [1:29:44] conservation. But you know [1:29:46] what? It could also be done as [1:29:46] a recruitment tool because [1:29:47] businesses want to move here. [1:29:48] If they think employees want [1:29:49] to live here. And you know [1:29:50] what? I actually I’m not a [1:29:52] crier. I was leak in. Tears [1:29:57] was are not at the end of that [1:29:59] video. I was I said I am so [1:30:00] d*** proud to be from this [1:30:01] county. And then certain [1:30:05] people make me wonder that [1:30:06] bout that. Anyone [1:30:17] >> Move on one. [1:30:25] >> Motion to approve item E [1:30:26] through second. [1:30:29] >> Motion by second by [1:30:31] Commissioner Kerik. Any public [1:30:32] comment. Any further board [1:30:36] discussion, all those in [1:30:39] favor. Aye, any oppose mission [1:30:40] carries 5, 0, E 2 motion to [1:30:41] approve to second. [1:30:44] >> Motion by Commissioner [1:30:44] Davis second by Commissioner [1:30:45] Kerik. Any public comments. [1:30:55] >> Chicago, Young for this. [1:30:59] I’m a little confused about [1:31:01] this one. The biggest thing [1:31:04] missing from this shortage end [1:31:05] this description is the reason [1:31:08] why migration is necessary for [1:31:09] 12,000. study to doing the [1:31:15] $12,500 like a little bit more [1:31:17] information on We are in 2 [1:31:19] administrative services [1:31:20] agreement with Florida Blue [1:31:22] for self-funded Health Plan. [1:31:22] Administration. [1:31:25] >> Okay. Sorry. Okay. Thank [1:31:27] you. You’re welcome. Anyone [1:31:33] Any further board discussion? [1:31:34] me. Commissioner base. [1:31:40] >> Actually, this is all about [1:31:41] you to the 3 for Andy I want [1:31:44] to start out by saying I want [1:31:45] to be very clear. That’s not [1:31:47] about taking health insurance [1:31:49] away from our employees are [1:31:50] reducing the quality of their [1:31:52] benefits. But we have an [1:31:53] obligation to provide a [1:31:55] competitive the big bid [1:31:56] package and take care of our [1:31:57] employees. We are self-insured [1:32:00] and ultimately every dollar of [1:32:02] claims as our dollars. So in [1:32:04] 2018 car insurance costs was [1:32:05] approximately 3.7, 5 million. [1:32:10] In your 26. The budget is [1:32:10] approximately 12 Million. [1:32:12] That’s 3 times more than it [1:32:13] was 8 years ago. And 26 alone [1:32:17] it representative 21% [1:32:18] increase. And today we’re [1:32:19] asking for another 10% [1:32:19] increase. At some point, [1:32:23] simply increasing the premium [1:32:24] every year is not a cost [1:32:27] management strategy. We [1:32:29] established an employee clinic [1:32:30] in 2013, specifically in an [1:32:34] effort to reduce health costs. [1:32:36] Yet when we renew that [1:32:37] contract, I did not see it [1:32:40] independently verified and also showing that [1:32:41] clinic cost all in and what it [1:32:45] actually saves the plan. And I [1:32:45] still want to see that. Which [1:32:48] I brought up and it was agreed [1:32:49] to renew it. I also want to [1:32:53] understand why we’re entering [1:32:55] into another long-term [1:32:56] relations relationship with [1:32:57] Florida blue without seen a [1:33:00] competitive market analysis. [1:33:02] If we haven’t been this [1:33:02] business, why not? And [1:33:05] finally, I think we need to [1:33:06] rethink the entire philosophy [1:33:08] of this plan. I am not [1:33:09] suggesting that we penalize [1:33:11] someone because they have [1:33:12] cancer, diabetes, high blood [1:33:13] pressure or any other medical [1:33:14] condition. But I do not [1:33:17] believe there should be [1:33:18] responsibility attached to [1:33:19] receiving a very substantial [1:33:19] tax funded. Health benefit. We [1:33:23] should investigate the legally [1:33:25] compliant wellness and help [1:33:25] engagement program where [1:33:27] employees who participate in [1:33:30] preventive and management of [1:33:31] their health and received the [1:33:33] county contribution while [1:33:34] employees who choose not to [1:33:35] participate, contribute more [1:33:36] to their coverage. There are a [1:33:39] couple things I noticed in [1:33:42] that we’re raising our limit [1:33:43] from 200,000 to 300,000. So I [1:33:48] would like to know what that [1:33:49] means to the county. On our [1:33:54] stop loss, what that’s going [1:33:54] to cost us. The 26 27 premium [1:34:00] sumption. There’s a 10% base [1:34:02] increase. Are projected [1:34:07] disbursements are 16.5, 6, [1:34:10] 2 Million. The 27 Health [1:34:12] Insurance Fund. A 17.3, 3 [1:34:12] million. The clinic retried on [1:34:16] a valuation. There’s been [1:34:18] nothing that clinic is costing [1:34:19] us. 1.4, 5 million. So I have [1:34:22] a lot of questions about this [1:34:27] and I just don’t think that [1:34:28] this for me, this isn’t [1:34:29] something that we should just [1:34:29] automatically approve. Anyone [1:34:33] Yeah. Commissioner there. When [1:34:39] I read this, I I first came on [1:34:41] board. I wanted to know why we [1:34:41] weren’t shelf and and they [1:34:42] should just work. [1:34:44] >> And this contract is for 2 [1:34:45] years. That gives 2 years. For [1:34:49] us to find better, less [1:34:53] expensive plan. Because in a [1:34:57] year’s time will not be able [1:34:57] to do it. It takes time to get [1:35:01] out there and look and friends [1:35:02] what we need. Because I agree [1:35:04] this is expensive. But I also [1:35:08] note as a as a retiree. My [1:35:12] Blue and Blue Shield. Went [1:35:15] from 176 2, 2, 90 a month. And [1:35:19] that’s my personal one. OK? [1:35:23] And that’s, you that’s me [1:35:23] paying my own because I don’t [1:35:25] go. I don’t use the county. [1:35:28] But I do know that it will [1:35:30] take least over year. For us [1:35:33] to get out there and find [1:35:37] something less expensive that [1:35:38] covers more. And we need to [1:35:40] have the time to do it. And [1:35:43] that’s that’s why I’m going [1:35:45] prove this and the other for [1:35:46] the go along with it because [1:35:49] that we need the time to get. [1:35:52] To where we want to be. And I [1:35:56] know all the companies in the [1:35:58] United States have all of that [1:35:59] increases increases increases [1:36:01] health care is just [1:36:04] skyrocketing. It’s not going [1:36:05] down no matter where you live. [1:36:11] Westlake for deductibles and [1:36:12] gotten really ridiculous. We [1:36:15] offer our employees a good [1:36:15] plan. And I’m proud of what we [1:36:18] are from them. But you’re [1:36:20] right. It is too expensive. [1:36:22] But at this point, it is a [1:36:25] little too late in the game [1:36:27] not to approve this. And [1:36:30] because I don’t think we’d be [1:36:30] able to get a decent plan by [1:36:33] October. The first. If [1:36:41] >> You know, just chime My [1:36:42] thoughts on this commissioner [1:36:45] base. Thank some very [1:36:48] substantive information to the [1:36:50] conversation over the last few [1:36:53] board meetings regarding this [1:36:58] specific subject when we were [1:36:59] dealing with extending the [1:37:00] contractor renewing the [1:37:01] contract with the clinic live. [1:37:05] The discussion at that time [1:37:05] was that we have a 90 day out, [1:37:08] even with the renewal to give [1:37:14] the county some time consider [1:37:16] whether or not continued [1:37:16] operation of that clinic was [1:37:19] in our best interest [1:37:20] financially. And so I think [1:37:22] that does need to be looked at [1:37:24] delivery of health primary [1:37:27] care in particular has changed [1:37:31] dramatically with the advent [1:37:32] of tele medicine I mean, [1:37:37] that’s that’s no, no surprise [1:37:40] anybody. I’m sure. But used to [1:37:40] be just specialists. No more [1:37:43] and more folks are using [1:37:47] telemedicine for their primary [1:37:48] care. And I’ve got to believe [1:37:53] subscriptions or or or [1:37:56] contracts would be much less [1:37:59] expensive than maintaining a [1:37:59] brick and mortar clinic for [1:38:03] the purposes of of treating [1:38:04] the conditions, the list of [1:38:06] conditions that we saw [1:38:07] permanently the, you know, the [1:38:08] top, the top 2 or 3 conditions [1:38:12] that are the clinic sees are [1:38:13] all things that I believe [1:38:15] could be handled through telemedicine at a much [1:38:18] lower cost per visit. So [1:38:21] Commissioner Base, thank you. [1:38:22] Think that will be an ongoing [1:38:24] conversation. Ultimately, I [1:38:26] could save the taxpayers money [1:38:29] as far as this I do think that [1:38:31] we should approve this today. [1:38:34] And as Commissioner Burke [1:38:34] said, gives us time to go back [1:38:38] out to look at the market. I [1:38:40] know that recently happened, [1:38:42] the Blue Blues last year from [1:38:42] the conversations you’ve got [1:38:46] to have, you’ve got to have [1:38:47] insurance companies that want [1:38:51] the business. in Citrus County [1:38:52] we’ve been we’ve been very [1:38:55] limited in terms of the actual [1:38:57] insurers that are interested [1:38:58] being here maybe that changes [1:39:03] with with the increase in [1:39:04] commercial activity year. [1:39:05] Those larger names, maybe they [1:39:08] bring bring some more interest [1:39:09] from from different companies. [1:39:12] I know the sheriff’s office [1:39:14] changed too United Healthcare. [1:39:18] I don’t recall exactly how [1:39:20] long ago that was. But they [1:39:20] went through the exercise and [1:39:23] compared rates and ultimately [1:39:24] end up changing to united. I [1:39:28] would assume the United has a [1:39:32] decent provider in the in the [1:39:34] county for further specialists [1:39:35] or as big of a provider panel [1:39:39] as we can have a specialist in [1:39:42] the county and and then, you [1:39:43] go back to you know, the [1:39:48] primary care stuff will be [1:39:49] handled by telemedicine. [1:39:51] there’s not one Magic magic [1:39:54] pill here. attacking it from a [1:39:56] couple different angles. I [1:39:59] think that we can that we can [1:40:00] trim the budget for a health [1:40:02] care insurance over time. [1:40:06] Okay. Madam Chair, I have a [1:40:07] couple This one. [1:40:10] >> Something else that caught [1:40:11] my attention in the past, [1:40:13] there’s been a nicotine [1:40:15] program in 25 that was [1:40:19] 120,009, 15. 26. It was 120. [1:40:22] This year. They’ve eliminated [1:40:25] that. So that to me would have [1:40:26] generated savings. The other [1:40:30] thing that’s very concerning [1:40:30] when you go through this, [1:40:32] we’re paying several layers of [1:40:36] administration. The employee [1:40:37] benefit an insurance brokerage [1:40:39] services. 82,000, the Florida [1:40:40] Blue Medical Insurance [1:40:41] Administration is 626,000 [1:40:45] Lantern Surgery Administration [1:40:46] is almost 62,000 clinic [1:40:48] management fee is 258,000. [1:40:56] mean, Commissioner Barry has [1:40:57] been a very watchful person [1:40:57] over the budget. So I think [1:41:01] this is something that, again, [1:41:04] it’s not about taking it away, [1:41:05] but this is not sustainable. [1:41:08] Right now. If we were to take [1:41:10] this and divide it out by [1:41:14] employee, we’re spending [1:41:16] $18,500 per employee for [1:41:17] health care plan. That is not [1:41:22] sustainable. I’m not trying to [1:41:23] be ugly year, but this is [1:41:26] something that we should have [1:41:26] been looking at. I brought it [1:41:30] up a couple of different times [1:41:30] during my time on this board. [1:41:37] This we’re talking about [1:41:40] spending over 17 million [1:41:41] dollars on a health care [1:41:42] program for employees. This [1:41:44] has got to get rained in. [1:41:49] That’s we’re looking into [1:41:50] that. Anything [1:41:57] >> All those in favor. Aye. [1:41:57] Any opposed nay motion carries [1:41:59] for one E 3. Motion to approve [1:42:03] 3. I think we [1:43:26] should both at this point. [1:43:30] They’re just 3 days apart. It [1:43:37] wasn’t for different users [1:43:39] just for calendar purposes and [1:43:41] defeat. [1:43:41] >> Did want touch any the [1:43:42] second one based on the [1:43:43] county’s only date we can [1:43:45] where available with the [1:43:46] commissioner said I. [1:43:51] >> I told that I’m not [1:43:54] available until. [1:43:55] >> 1 o’clock on October 9th. [1:43:57] So that’s 6 is out for you. [1:44:02] start Theresa Got it [1:44:02] backwards. Available all day [1:44:06] on the 6th and at 1 o’clock on [1:44:07] the night. the 6th that is. [1:44:21] >> It gives week because we [1:44:23] had absolutely nothing as a [1:44:24] time to be a way that’s not [1:44:25] all firmed up. I guess I’m I’m [1:44:29] up in the air. Obviously just [1:44:30] a reminder to those watching [1:44:34] here in a home like this isn’t [1:44:35] for this next budget. Of [1:44:36] course, I will the here doing [1:44:38] my duty through. You know, [1:44:41] through this whole budget [1:44:43] cycle. This is for years [1:44:43] later, which I’m obviously not [1:44:46] to making decisions for those [1:44:49] years. So we’ll we’ll say. [1:44:54] >> If the 6th works we [1:44:55] schedule of them and I think [1:44:58] the the recall there was [1:45:01] discussion about it. the idea [1:45:01] of the time was using that [1:45:05] first meeting to take a look [1:45:06] at what is. What is the budget [1:45:10] look like with the different [1:45:11] departments will collect [1:45:13] budget wise. It Amendment 3 [1:45:16] does pass and having a very [1:45:18] frank discussion about what’s [1:45:18] on the chopping block and then [1:45:22] a second workshop to cover. [1:45:26] You’re too, where the cuts get [1:45:27] much more significant, much [1:45:27] deeper cuts that point. But if [1:45:30] the board feels like that, we [1:45:32] can cover all of that ground. [1:45:33] And one meeting, Irwin [1:45:36] workshop when we do it on the [1:45:36] sex. [1:45:39] >> Well, I just want to [1:45:41] reiterate what I was trying to [1:45:42] say the last time when said, [1:45:44] you know, let there be a [1:45:47] presentation. And then the new [1:45:47] board make decisions. If it [1:45:51] even passes, because we’re [1:45:53] talking about we have a county [1:45:55] budget team making these [1:45:56] decisions then for the county [1:45:58] budget. How does that fit in [1:46:01] with all the constitutional [1:46:01] is? How does that fit in with [1:46:02] the library in the health [1:46:02] department and the clerk of [1:46:04] court and the sheriff’s office [1:46:04] and home. I think that’s going [1:46:08] to be a much broader [1:46:10] conversation that’s going to [1:46:12] take that next year over time. [1:46:15] >> I don’t know that that’s [1:46:16] getting worked [1:46:20] >> And a few hours, know, but [1:46:22] the much of the constitutional [1:46:23] budget is decided for us you [1:46:25] know, largely a formality for [1:46:30] us to approve much of that [1:46:31] know we have some discretion. [1:46:34] Sure, but but I think the [1:46:37] biggest cuts are things that [1:46:38] the public’s going to want to [1:46:39] hear about before they go into [1:46:40] the voting booth in November [1:46:43] to make a decision one way or [1:46:44] the You know, I OK with? Cuts [1:46:47] here here? And here and having [1:46:52] budget or department directors [1:46:54] there for the public to [1:46:56] interact with, you know, to be [1:46:56] able to go up and talk to the [1:46:57] fire chief and say. What does [1:46:59] this look like? You know, to [1:47:02] Stevens gives his presentation [1:47:05] on on what this looks like in [1:47:09] year one and year 2 and going [1:47:09] forward. What does that look [1:47:14] like, Does that mean fewer [1:47:15] firefighters? Does that mean [1:47:16] fewer stations to 17? And that [1:47:19] gives the public an [1:47:20] opportunity to visit with them [1:47:20] to visit with public works, [1:47:23] you know, to visit with the [1:47:25] library director with their [1:47:27] kid about parks, all type of [1:47:28] stuff. And I think I think it [1:47:31] would be, I think a be a good [1:47:31] exercise for people to gain [1:47:35] more information about what [1:47:36] that looks like going forward. [1:47:39] So but would be for the 6 and [1:47:40] looks let’s cover the ground. [1:47:42] I have a question. [1:47:45] >> Commissioner, I’d like to [1:47:46] do the 6th, but residents in [1:47:48] cover the ground. I’d like to [1:47:50] do something for in November. [1:47:52] other words. After the [1:47:55] election know it do something [1:47:57] in the 6 for preliminary and [1:48:00] then say after the election, [1:48:01] we know one way or the other. [1:48:04] We bring back what we learned [1:48:06] in October and see what we can [1:48:07] do with what we get from. You [1:48:10] know, the citizens might have [1:48:10] got some information. We’ll [1:48:12] get some more information and [1:48:14] like the more beneficial to [1:48:16] do. 2 of them would do one in [1:48:17] October. And then one after [1:48:18] the election. [1:48:22] >> Madam Chair, I let’s I’m [1:48:23] not opposed to that. Let’s [1:48:24] wait and see for to schedule [1:48:27] the November one to see if it [1:48:29] passes. If it does pass, then [1:48:31] absolutely. I think there will [1:48:34] be multiple preliminary budget [1:48:37] workshops other people are [1:48:38] going to have a great interest [1:48:42] >> We commission. I think what [1:48:44] would be helpful during this? [1:48:48] I believe the attorney general [1:48:50] just rewrote the language for [1:48:52] the ballot and they’ve [1:48:52] strengthened. Some of the [1:48:55] information on to the extent [1:48:57] that they’re talking about. [1:49:02] Eliminating ways for local [1:49:04] governments to offset the cost [1:49:06] through in this to use or [1:49:08] abuse or whatever. They’re [1:49:09] also good alternative [1:49:10] resources are, but we know [1:49:11] that St use our. Based off of [1:49:17] ad valorem collections. So [1:49:20] it’s there’s always been. Talk [1:49:25] about what that means. But if [1:49:26] you actually if this actually [1:49:28] passes, I’m not even sure if [1:49:30] you went to a tu that it would [1:49:32] pay to have one. So I think if [1:49:35] you can bring that information [1:49:38] back, I know that public [1:49:39] safety is considered. That’s [1:49:41] where you start with your [1:49:41] budget. And I think you just [1:49:50] kind of drilling down into and [1:49:51] I know that when we look at [1:49:53] what our frs contributions are [1:49:54] and what the state change, [1:49:56] those frs contributions, they [1:49:57] raise some of those. I think [1:49:59] we need to kind of Boyle [1:50:03] killed the young him back, if [1:50:03] you will, to kind of look [1:50:06] deeper into what’s driving the [1:50:08] cost. I think it would be nice [1:50:11] to see what the inflationary [1:50:12] guards are for. Like we [1:50:13] approved fuel today. What does [1:50:14] that look like? And then what [1:50:17] are the unfunded state [1:50:19] mandates that we could [1:50:19] potentially? Have [1:50:23] conversations about? [1:50:33] >> Well, 40 guests you up in [1:50:35] the air so you all can decide. [1:50:36] I’m fine. Today, To say like [1:50:38] Tuesday commissioner can [1:50:40] entered. [1:50:41] >> Yeah. Tuesday’s good. Can [1:50:42] we start a little earlier than [1:50:42] one? 9 is fun. 9 till noon [1:50:49] fine. On Tuesday. Started and [1:50:53] we’ll see how long it takes [1:50:54] to. this. Make it work. [1:51:04] >> Looks like someone needs to [1:51:05] make a motion. Could we have [1:51:08] invited the constitutional [1:51:09] officers to participate? [1:51:14] >> We can do anything. plush [1:51:14] board all, if you want item, I [1:51:17] can’t participate. Paul, to [1:51:19] very best. [1:51:23] >> And I think that the board [1:51:25] should decide ahead of time [1:51:26] for this is published. If this [1:51:27] is a workshop that will be [1:51:29] interactive with the public or [1:51:29] if this is going to be a [1:51:31] workshop strictly for the [1:51:33] board and the Constitutional [1:51:34] is are those whose the budget [1:51:35] effects? I personally think [1:51:40] it’s important for the public [1:51:41] to be there. I think it’s [1:51:43] educational. [1:51:44] >> The public would always be [1:51:45] there. But some workshops [1:51:45] allow the public to speak in [1:51:46] something not. I think you [1:51:48] speak absolutely. Yes. [1:51:56] >> And the commissioner [1:51:56] elects. How do we want them [1:51:59] participate? [1:52:04] >> Can I think should treat it [1:52:05] like we always do with respect [1:52:06] and let them be part of is [1:52:10] just like I was just like It [1:52:10] was just like you are just [1:52:12] like Commissioner Frank. It [1:52:13] was just like. Commissioner [1:52:16] Davis was we were not given [1:52:18] anything special. We were said [1:52:21] come and see what’s going on. [1:52:22] If you want [1:52:23] >> Some did. Some didn’t. And [1:52:25] if they want to participate, I [1:52:28] think they should be given [1:52:28] just exactly the same as [1:52:29] everybody else. If they’re [1:52:38] there and they’re part of the [1:52:39] public than they can speak as [1:52:40] well. They’ll be making the [1:52:44] ultimate decisions. [1:52:49] >> Motion to approve a [1:52:52] workshop for participation the [1:52:55] public Tuesday October. The [1:52:56] 6th starting at 09:00AM. [1:53:02] chair. Yes, I already had the [1:53:06] as a by Commissioner Kerik and [1:53:07] seconded by commissioner [1:53:10] babies want amend their [1:53:12] either. Get rid of that or [1:53:13] amend it to. [1:53:18] >> time, you second that Okay. [1:53:18] I’m gonna men mine. [1:53:21] >> We do it Tuesday. October 6 [1:53:22] from 09:00AM citizens [1:53:25] participation. Second then my [1:53:30] Second Commission, amended. [1:53:34] >> Motion by Commissioner [1:53:35] Kerik amended second by [1:53:36] Commissioner Bays. All those [1:53:37] in favor. Aye. Any opposed [1:53:39] motion carries 5, 0, As for [1:53:41] Annika, can’t thrower. Good [1:53:54] afternoon. Commissioners, [1:53:55] Veronica camps for special [1:53:57] projects manager just have a [1:53:57] few road updates for you [1:53:58] today. The pavement management [1:54:02] program, all preservation [1:54:04] treatments and milling and [1:54:05] paving projects are still on [1:54:05] track to finish up this month. [1:54:08] set us on a good track for our [1:54:09] next year’s pay to management. [1:54:13] Apopka construction has been [1:54:15] completed and would like [1:54:17] permission to go ahead and [1:54:17] remove this from our tracking [1:54:18] list. Same with CR. 39 with [1:54:23] the trail. That project is [1:54:25] still closing out. But [1:54:25] construction has been [1:54:27] functionally completed. So if [1:54:28] you drive down that road [1:54:28] should look all. Our other 2 [1:54:33] Scott projects that are [1:54:33] currently being tracked our [1:54:36] Gospel island. The [1:54:36] solicitation period closes on [1:54:38] the 15th of this month and the [1:54:39] next step would be to provide [1:54:40] recommendation to you all. And [1:54:44] from a staying. The notice to [1:54:45] proceed is scheduled to be [1:54:47] sent out on the 14th of this [1:54:48] month. So moving right along [1:54:48] into the next fiscal year. [1:54:52] Don’t have any other project [1:54:53] updates unless you have any [1:54:53] questions. But I would like to [1:54:55] take this opportunity to let [1:54:56] you know that we’ve made some [1:54:57] improvements to the website [1:54:59] for our strategic Planning [1:55:00] dashboard. [2:05:38] And again, just to go over [2:05:39] what happened, the individual, [2:05:42] Jennifer Brogan, she’s here. [2:05:44] She to the county Sheriff’s [2:05:47] office. She reported a death [2:05:49] threat. The deputy did not put [2:05:52] that. She reported a death [2:05:53] threat in the written report. [2:05:55] He told or to block a a [2:05:58] blocked number, which I feel [2:06:00] is very appropriate. If it’s a [2:06:01] death, it’s it’s not just us a [2:06:01] scam. It’s a death threat, you [2:06:03] know, just block that. That’s [2:06:04] a threat. I believe the proper [2:06:06] response would have been to [2:06:08] trace the call. And and then [2:06:14] and the reporting that is an [2:06:16] everyday thing, which which is [2:06:16] just dismissing So I feel that [2:06:20] if sheriff is here, if you [2:06:22] could ask him what the [2:06:23] procedure is regarding that [2:06:24] and how that can be better [2:06:25] handle. They’re [2:12:36] pretending that they live in [2:12:36] Citrus County and they’re [2:12:37] going through the whole grain [2:12:38] print process. We should be [2:12:40] proud of this. This is a big [2:12:41] deal. That we got asked to do [2:12:43] this. [2:12:49] >> It is I am proud that [2:12:50] you’re doing this and that’s [2:12:50] why I’m trying to get across. [2:12:53] I know not me. Not me. We [2:12:53] should be proud for the [2:12:55] county, right? But I’m proud [2:12:56] that you are presenting for [2:12:57] the county and we have the [2:12:59] opposite. But I would have [2:13:00] preferred if I get to see the [2:13:01] video. And stuff and you’re [2:13:05] going to send me the link. So [2:13:06] I’m gonna get to see the [2:13:06] video. Maybe I missed you say [2:13:11] in because it wasn’t, you [2:13:11] know, by the way, I need be a [2:13:15] waste at such and such and I’m [2:13:15] going to be gone and, you [2:13:19] know, is one of those things [2:13:20] facing the facing. But when [2:13:24] you’re going out of state like [2:13:25] this, I it line sides. Me did [2:13:28] you go up? But I think it’s [2:13:29] wonderful that you are. It is [2:13:31] wonderful that you are [2:13:32] presenting good presentation [2:13:35] of our county. [2:13:37] >> Okay. Next up, Rhys. [2:13:40] Aviation Advisory board [2:13:40] announcement. [2:13:45] >> Item Q One Aviation [2:13:47] Advisory board announced [2:13:48] member at large position [2:13:51] vacancy announced the term of [2:13:52] the membership available and [2:13:53] accepting applications for one [2:13:53] member at large position of [2:13:55] the aviation advisory board. [2:13:57] The term for the regular [2:13:58] member position will be [2:13:59] through January 31st. 2027. [2:14:04] >> Thank you. Okay. This board [2:14:05] will be at recess until 501. [2:19:54] >> With few D 2026 series, 0, 6, Citrus Hills investment [2:19:58] properties for Clear View [2:20:00] Estates development of [2:20:03] regional impact. Welcome and [2:20:03] will Attorney Lynne get us [2:20:06] started. [2:20:07] >> Yes, with regard to the [2:20:08] applications you have on your [2:20:08] agenda this evening. There’s 2 [2:20:10] of them. Have you had any ex [2:20:12] parte communications you need [2:20:12] to disclose for the record and [2:20:13] we’ll start with Commissioner [2:20:14] Davis. No, no, no, no. Now. [2:20:19] Thank you. Madam Chair of and [2:20:20] the first ordinance that [2:20:20] you’ll be asked to consider is [2:20:23] an ordinance of Citrus County, [2:20:24] Florida, a political [2:20:26] subdivision of the state of [2:20:26] Florida. Many of Citrus County [2:20:27] Land use Atlas Map and the [2:20:29] Clearview Estates development [2:20:29] of regional impact to increase [2:20:32] the allowable retail [2:20:33] commercial office square [2:20:35] footage within the development [2:20:37] on existing retail commercial [2:20:37] office designated tracks [2:20:40] providing for applicability, [2:20:41] providing for severability, [2:20:42] providing for inclusion, [2:20:44] providing for a scrivener’s [2:20:45] errors providing for [2:20:45] modification that may arise [2:20:46] from consideration of public [2:20:46] hearing and providing for an [2:20:48] effective date. I think Mr. [2:20:49] Able is here on behalf of the [2:20:49] applicant. Welcome, Mr. Able. [2:21:01] >> Okay. Good evening, [2:21:02] commissioners. Thank you for [2:21:02] your time. My name is Eric [2:21:07] able vice presidents chills, [2:21:08] Investment Properties, LLC, [2:21:09] the owner of the property. At [2:21:12] the outset, though, I would [2:21:13] like to acknowledge the [2:21:14] current procedure being used [2:21:15] nd our eyes. It is my sincere [2:21:19] opinion that the circuit court [2:21:20] decision recently made [2:21:21] regarding Pine Ridge is [2:21:23] erroneous. However, I believe [2:21:26] the decision this commission [2:21:26] recently made to him in the L [2:21:27] D C. And follow up to ensure [2:21:31] previous bocc decisions. It is [2:21:33] the most cost effective. And [2:21:37] is the most reliable cure and [2:21:40] lie that plan. I’m happy to [2:21:43] participate in this hearing as [2:21:44] scheduled as notice to [2:21:45] everyone due process knowing [2:21:48] that whatever decision is made [2:21:50] today can be folded into that [2:21:51] same process. So just just a [2:21:54] procedure that will let you [2:21:55] know, West and the it may have [2:21:57] no influence on you. But I [2:21:58] want. But, you know, we are [2:22:00] definitely wanting to [2:22:01] participate in this process. [2:22:05] Citrus Fields is the owner of [2:22:06] ClearView States Dri which was [2:22:07] established in 1978. This [2:22:11] application concerns 80.0, 8, [2:22:14] 6, acres of non-residential [2:22:15] property situated along State [2:22:17] Road. 44, the subject property [2:22:20] was designated for 450,000 [2:22:22] Square Feet of commercial [2:22:23] space. 31 years ago. In 1995, [2:22:26] at that time commercial [2:22:30] development standards and the [2:22:31] county standards for [2:22:31] commercial development was [2:22:32] different. We are seeking to [2:22:36] increase the square commercial [2:22:37] use in the dri by 358,600 [2:22:39] square feet. The dri numbers [2:22:44] are insufficient by today’s [2:22:44] commercial development [2:22:45] standards. I’m sure you [2:22:48] understand that to be the case [2:22:49] but wanted to offer up some [2:22:50] relevant background and [2:22:50] further evidence. To view [2:22:54] states Dri has a total of [2:22:54] 80.0. 8, 6, acres along its [2:22:57] frontage of state road. 44. [2:23:01] The land use table one map h [2:23:02] of the dri displays 49 acres [2:23:03] as commercial. 13 acres [2:23:07] office. 2.1, 6 acres of [2:23:10] community facility which was [2:23:11] abandoned to giving back to [2:23:12] the developer by the [2:23:12] community. in 2019. And 3 [2:23:15] acres DRA, a total of 13.7 [2:23:18] acres is unaccounted for in [2:23:19] the. Between the number to [2:23:23] 80.6 versus what you what is [2:23:24] listed on that page. In part, [2:23:26] this includes the landscape [2:23:27] buffer. To be clear, we are [2:23:31] not wanting to eliminate [2:23:33] buffer. Instead, we want to [2:23:34] commit to meet the counties [2:23:37] standards for buffering just [2:23:38] not. And then in any precept [2:23:39] configuration. The dri [2:23:43] currently designates [2:23:43] commercial office. Retail. [2:23:46] Area at 550,000 Square Feet. [2:23:50] That’s 450 K of GNC and [2:23:52] 100,000. The Pso. By current [2:23:55] standards. Low to moderate [2:24:00] commercial development is [2:24:00] defined 10,000 to 20,000. [2:24:02] Square feet Per acre. We are [2:24:07] respectfully requesting an [2:24:08] increase of ClearView states [2:24:10] dri. Allow the GNC by an [2:24:11] additional 358 600. From for [2:24:17] to wait 600 across its 80.0, [2:24:17] 8, 6, acres. The dri currently [2:24:22] permits a variance of up to [2:24:25] 540,000 Square feet of GNC. [2:24:26] From that perspective, the [2:24:28] request is increase of only [2:24:30] 268, 600 square feet. 260,600 [2:24:36] Square Feet. This request [2:24:37] increase would raise the [2:24:38] allowable commercial [2:24:38] development rights right to [2:24:39] today’s commercial standards [2:24:42] and equal to the lowest end. [2:24:45] The low to moderate range at [2:24:46] 10,000 square feet per acre. [2:24:50] The state road. 44. Frontage [2:24:54] commercial slash [2:24:55] non-residential is generally [2:24:56] split South run for the roses. [2:25:00] Having 44.3, 7 acres west of [2:25:01] state of South Run for the [2:25:02] Roses. Including Home Depot’s [2:25:07] 18.4 acres with the out [2:25:08] parcels. And 36.4 9 acres east [2:25:12] of south run for the roses, [2:25:13] including 3 acres of DRA. On [2:25:16] the at this map. Page. The [2:25:18] Home Depot, partial along with [2:25:22] its Parsons, consumes [2:25:23] approximately 200,000 Square [2:25:25] feet of GNC across just 18 0, [2:25:29] 8, 4 acres, a density of [2:25:30] 10,616 per acre. After home [2:25:33] team after Home Depot’s [2:25:36] development. There’s a balance [2:25:36] of only 250,000 Square feet of [2:25:39] GNC for the remaining 62 [2:25:39] acres. Or 4,000 square feet [2:25:45] per acre less than half of is [2:25:47] even needed by today’s lowest [2:25:47] commercial development [2:25:48] standards. Please note by [2:25:51] comparison to today’s county [2:25:53] standers, the county does not [2:25:55] impose a square foot. A [2:25:56] limitation on GMC. Because Ldc [2:26:00] has requirements for access [2:26:01] management. Floor area ratio, [2:26:06] impervious surface ratios set [2:26:07] cetera, which must still be [2:26:08] met. In essence, we are [2:26:12] agreeable to continue with [2:26:13] this requested 10,000 square [2:26:14] feet per acre limitation to [2:26:17] assuage any concerns you may [2:26:18] have of overdevelopment. Again [2:26:21] at 10,000 Square feet. We are [2:26:22] at the lowest the low to [2:26:24] moderate commercial [2:26:24] development standards. [2:26:29] Accordingly, respectfully [2:26:30] request to increase the square [2:26:31] footage of commercial office. [2:26:34] Retail uses in previous states [2:26:35] dri by 358,600 square feet. To [2:26:39] a total of 8, 0, 8, 600 [2:26:40] matches. See 80.0. 86. after [2:26:42] all of us. Resulting in [2:26:46] approximately 608,000 across [2:26:47] the developers remaining 60 [2:26:50] 0.8 6 acres along. 44. Thank [2:26:54] Happy to answer questions now [2:26:55] and or but if I need to hear [2:26:58] something for help. [2:27:00] >> Where do have any questions [2:27:00] for Mister Abel? Thank you [2:27:04] very 2 All right. Mr. Able to [2:27:11] a lot of my job for him for [2:27:12] me, which I appreciate. This [2:27:14] is an application to expand [2:27:15] the amount of commercial [2:27:16] square footage in a clear view [2:27:17] estates development regional [2:27:19] impact. [2:27:21] >> This is the right you can [2:27:22] see there are some residential [2:27:23] homes are actually part of [2:27:24] Clearview but not actually [2:27:25] part of the dri we were [2:27:28] talking about is area on the [2:27:29] very south of this right on [2:27:29] 44. And this is the deer. I [2:27:34] had to turn it sideways if [2:27:35] you’re on the slide. But on [2:27:37] the right side where you see [2:27:38] the blue area arrows, those [2:27:39] little honey come type places, [2:27:40] that’s the commercial that’s [2:27:43] been commercial since 1978. [2:27:45] It’s not proposed to change. [2:27:46] There was some confusion at [2:27:47] the PDC with some of the [2:27:49] residents that we’re doubling [2:27:51] commercial. They’re they’re [2:27:52] asking to expand commercial. [2:27:54] They’re not. They’re still [2:27:55] commercial. They’re staying [2:27:55] commercial that been like that [2:27:56] since 1978. However, they are [2:27:59] trying to expand the amount of [2:28:00] square footage as he pointed [2:28:02] out. So right now they’re [2:28:04] permitted for 550,000 [2:28:06] square-foot of commercial [2:28:07] expanded throughout that honey [2:28:08] comb the area. And you just [2:28:11] heard testimony that about [2:28:12] 200,000 of that is is proposed [2:28:13] to be taken up by Home Depot [2:28:15] and the out parcels. We [2:28:16] haven’t seen permitting for [2:28:16] the out parcels yet. So I [2:28:19] didn’t have that exact figure [2:28:19] in the staff report, but that [2:28:23] leaves them with about 350,000 [2:28:25] for the remaining acreage. [2:28:26] That’s not meant much for that [2:28:28] amount of square footage. That [2:28:29] amount of acreage on. 44, so [2:28:32] they are proposing to increase [2:28:33] this to a total of 808,600 [2:28:36] from 550,000. So they’re [2:28:39] planning and development [2:28:40] Commission did review this on [2:28:42] August, 8th 2026 and they did [2:28:44] recommend approval with the 2 [2:28:46] conditions, one that the [2:28:47] commercial square footage [2:28:48] increases to 808,600. And [2:28:52] that’s number 2 that for those [2:28:53] areas they do have to comply [2:28:55] with all existing standards [2:28:56] and the dri and the Land [2:28:57] Development code. That’s all I [2:28:58] have. Or do you have any [2:29:02] questions for MS? Could too? [2:29:08] >> At this time, then I will [2:29:09] open it up to public comment. [2:29:12] would like to speak on this. [2:29:14] You have 3 minutes at the [2:29:15] podium. If you’re speaking for [2:29:18] an organization, police say [2:29:19] that into the microphone we’ll [2:29:20] check. The clerk will give me [2:29:21] an odd one where than other [2:29:22] another. [2:29:25] >> The clerk must have your [2:29:26] letter on file. Please state [2:29:27] your name where you’re from [2:29:28] direct. All comments to me. [2:29:31] The board chairman. please [2:29:32] keep your comments to this [2:29:35] application. Hello and [2:29:35] welcome. Good afternoon, Madam [2:29:39] Chairman. [2:29:39] >> PJ off-camera, Citrus [2:29:40] County. So I’d like a little [2:29:42] clarification. You’re being [2:29:43] asked to vote on an expansion. [2:29:46] >> Of buildable property. With [2:29:50] nothing presented to tell you [2:29:51] what it could be. It’s just [2:29:53] going to be commercial. He [2:29:56] could end up with the mess. We [2:29:58] have it for 91 and normal. [2:30:00] Bryant. We could be all [2:30:04] storage facilities. We could [2:30:05] have whatever backing up onto [2:30:07] the residents who clearly, you [2:30:09] know, their realtors when they [2:30:12] sold in their properties. And [2:30:13] citrus still should have told [2:30:14] him that those trees, we’re [2:30:16] only, you know, getting [2:30:18] agricultural exemption so they [2:30:19] couldn’t pay to didn’t have to [2:30:20] pay full taxes built stuff. [2:30:22] There. But I don’t think it’s [2:30:24] fair to the residents get that [2:30:27] you consider supporting the [2:30:30] developer against the [2:30:31] residents and sisters county. [2:30:31] I think we just did this last [2:30:32] week did away with Pine Ridge [2:30:35] talking about who you actually [2:30:38] are representing. I think this [2:30:40] is kid say it’s a bad plan [2:30:41] because of no plan. There. So [2:30:43] what do you vote on yet? What [2:30:47] kind of legacy is this going [2:30:48] to leave for you all 10 years [2:30:49] from now? When traffic is a [2:30:52] disaster? And, you know, we [2:30:53] still got the debacle at [2:30:55] Kensington that never should [2:30:57] have happened. What’s going to [2:30:58] happen here? People what’s [2:31:01] going to happen with with just [2:31:04] accessing everything. They [2:31:06] have. All the property in [2:31:06] Citrus Hills is hands that [2:31:07] they could also do commercial [2:31:09] on. It’s not a big thing. They [2:31:11] just they just want a bigger [2:31:12] bite of the Apple. They sold [2:31:14] off all of this property, the [2:31:15] Home Depot oops. Suddenly we [2:31:16] don’t have enough to make even [2:31:17] more profit. That’s not your [2:31:18] full. That’s not my fault. [2:31:20] That’s their fault for having [2:31:21] poor planning. thing is is [2:31:28] this is this is not good. This [2:31:29] is not the way we should be [2:31:31] doing things. And I I implore [2:31:33] you to do the right thing. [2:31:35] Vote for the residents until [2:31:37] they bring you a solid plan, [2:31:39] telling you what they want to [2:31:40] do there and what’s going to [2:31:41] happen. You need to vote no on [2:31:42] this. Thank Thank you for your [2:31:44] comments next. Speaker. The [2:31:47] one that’s would like to speak [2:31:47] in All right, Kris Bryant [2:31:58] centers inside her home find [2:31:59] the full 5 minutes. But ask [2:32:00] for that. So I wanted to come [2:32:04] up today. I want to formally [2:32:06] for Commissioner Davis to [2:32:07] recuse yourself from this vote [2:32:08] and explain the reasons for [2:32:11] that state statute. 2, 8, 6, [2:32:14] 0, 1, 2, on this requires you [2:32:15] guys to make votes for things [2:32:17] that come to you guys. It’s a [2:32:18] state requirement to do that. [2:32:20] >> However, there’s a carve [2:32:20] out for that at the bottom of [2:32:21] the wreath at into the record. [2:32:23] If the official decision [2:32:25] ruling or act occurs in the [2:32:27] context of a quasi judicial [2:32:28] proceeding member may abstain [2:32:30] from voting on such matter at [2:32:32] the absent Haitian is to [2:32:32] assure a fair proceeding free [2:32:33] for potential bias and [2:32:34] prejudice. The key words there [2:32:37] are free from potential bias [2:32:39] and prejudice months put this [2:32:40] in for the record. Going back [2:32:44] to the party meeting. read a [2:32:45] quote, you guys for the record [2:32:47] I have heard this is from [2:32:48] Commissioner Davis August [2:32:50] 25th. I’ve heard multiple [2:32:51] people make fun of me for [2:32:52] calling myself in the girl. I [2:32:54] had the courage to prove it in [2:32:55] 3 and a half weeks. I’m [2:32:57] actually a speaker at National [2:32:58] Conference on Land [2:32:59] Conservation profiling efforts [2:32:59] in Citrus County for the green [2:33:01] Prince, the symposium family. [2:33:03] What your father’s going to [2:33:03] kill me for out of him in [2:33:04] public with a large truck for [2:33:05] that. That project is the [2:33:08] nature Coast forever study [2:33:08] that was brought to the board [2:33:09] on October. 21st 2025. and [2:33:12] there was a list of different [2:33:15] donors that donated up to [2:33:16] $43,000 for this project to [2:33:18] 1000 of which a minimum 2000, [2:33:19] which was from the tempos, the [2:33:21] family, as entered into the [2:33:21] record as well. The reason [2:33:26] bring that up is that we don’t [2:33:27] have green print study without [2:33:29] the tempos, the family and [2:33:30] others donating to that [2:33:33] project. So project was [2:33:34] brought to us for the for the [2:33:36] green France. It was gotten [2:33:37] donations for that. Now we [2:33:38] have a family that’s not [2:33:39] presenting to the board today [2:33:40] for a project that is donating [2:33:40] money for that further. [2:33:44] Commissioner Davis is [2:33:45] traveling to Denver to speak [2:33:46] on behalf of apparently Citrus [2:33:48] County for this co-presidents [2:33:52] present People Co presenting [2:33:54] with her from the North will [2:33:56] interest. So the very company [2:33:58] that we have a contract with Citrus County that we’re [2:34:01] getting money from from these [2:34:02] donations. She’s now they’re [2:34:03] out there doing the speaking. [2:34:07] So again, free from potential [2:34:08] bias reason person with this [2:34:09] record well. A result personal [2:34:12] look at this and say this is a [2:34:13] quid pro growth. We got a [2:34:15] $2000 from the temples family [2:34:16] or minimum of $2000. Don’t [2:34:18] know the exact amounts for the [2:34:20] green printing that came [2:34:22] forward. And now the [2:34:24] Commissioner Davis is going to [2:34:24] Denver to speak on reprinting. [2:34:26] again, we wouldn’t have once [2:34:26] we got those nations. So there [2:34:31] is clear bias potential there [2:34:32] for the general public’s. I [2:34:33] wanted to put that into the [2:34:33] record. Should anyone she [2:34:36] continues to on this. Should [2:34:37] anyone want to appeal for you [2:34:38] guys? Something? [2:34:41] >> Thank you for your comments [2:34:41] next. Speaker. What anyone [2:34:45] else like to speak on this [2:34:46] application? Close the public [2:34:49] portion of the hearing. Mr. [2:34:58] Able t have any rebuttal, but [2:34:58] you would like. [2:35:04] >> two-pointer raised. The GNC [2:35:08] square-foot is what’s being [2:35:09] asked to be changed here. Not [2:35:12] a change in plans so we don’t [2:35:12] have any plans the way [2:35:14] commercial development works [2:35:16] is literally we have find [2:35:18] people interested putting in [2:35:19] the current commercial [2:35:19] development with the blank. [2:35:23] They didn’t come to us and [2:35:23] ask, you know, can it? And [2:35:24] then ask the county can this [2:35:27] fit? Can it work where they [2:35:28] have to do and then the [2:35:31] commercial buyer would say, [2:35:31] yes, I’m in or out. You can’t [2:35:36] put the cart before the horse. [2:35:36] I can. You be a plan for some [2:35:37] Not going to be here until [2:35:38] they come to us. So there has [2:35:40] to and and appropriate. [2:35:44] Doesn’t use of the land before [2:35:46] that commercial buyer will [2:35:47] come to you. Or to us in this [2:35:48] case. The other I don’t want [2:35:58] to I’ve never had any [2:36:00] conversation with Commissioner [2:36:01] Davis about anything about [2:36:03] Denver, trips or anything. I [2:36:04] don’t have any. I think what [2:36:05] she says same thing I would [2:36:05] tell you there’s been no [2:36:07] communication about this. [2:36:13] that’s close. I can say I [2:36:13] don’t know why there’s even [2:36:14] up. Suggestion of impropriety. [2:36:22] >> Or we can deliberate. I [2:36:23] will when I listen to [2:36:27] everything, one of the [2:36:29] speakers have commented. I am [2:36:29] one person that will always [2:36:31] say we the district to the [2:36:34] plan and the difference [2:36:34] between Pine Ridge was zoning [2:36:37] changes. That was really a [2:36:38] change in plan. This to me is [2:36:41] not a change plan. The [2:36:43] commercial area. So if I was [2:36:45] to live in that community. And [2:36:48] see what that b*** up against, [2:36:49] it would have been commercial. [2:36:53] That’s not changing. There’s [2:36:53] no change in that zoning. [2:36:55] There’s no change in the plan [2:36:56] that was always set to [2:37:01] commercial. So in my eyes, the [2:37:02] 2 are not the same. [2:37:14] >> Make a that we approve 2, [2:37:18] 0, 2, 6, Dash, 0, 0, 0, 0, 6, [2:37:19] second. [2:37:23] >> Motion by Commissioner [2:37:25] Canard second by Commissioner [2:37:26] Barrack all those in favor. [2:37:27] Aye, any opposed motion [2:37:29] carries 5, 0, [2:37:34] >> Thank you for being here [2:37:35] today. Congratulations. And we [2:37:36] will move on to the next [2:37:37] hearing. [2:38:38] do want them storm. We only [2:38:41] swear them. If someone wants [2:38:41] them out as long as it’s taken [2:38:43] a sworn testimony on the [2:38:45] record, I just wanted to make [2:38:48] thank It sounds like you want [2:38:50] that to happen. Thank you. Thank you. [2:39:19] I appreciate that with me here [2:39:23] today is Mr. Andrew help with [2:39:24] one Oak Homosassa LLC. [2:39:26] >> As well as Troy Carter was [2:39:27] Suncoast Civil Engineering and [2:39:31] Jon Snow master arborist with [2:39:32] Tree checkup. Can start the [2:39:37] presentation. [2:39:40] >> It’s actually a PDF. So I’m [2:39:41] not sure it’s going to move [2:39:41] for some reason. engineering [2:39:50] is a power point, but this one [2:39:50] is a PDF so they can move it. [2:39:54] >> This is PD twenty-twenty 6 [2:39:55] Dash, 0, 0, 0, 4, this is a [2:40:02] request for APD for a quick [2:40:03] service restaurant with an [2:40:03] online pick up now as well as [2:40:06] the drive-thru coffee shop. So [2:40:09] just a little bit of [2:40:11] information, general site data [2:40:12] 1.5 acres last. It is [2:40:16] completely surrounded by GNC [2:40:17] uses both land, use [2:40:17] designations and zoning to the [2:40:21] north. You have the racetrac [2:40:22] gas station to the South. You [2:40:24] have a vacant pharmacy [2:40:26] building to the east. You have [2:40:29] a medical office and to the [2:40:30] West across us 19, you have a [2:40:32] retail shopping center with [2:40:35] Publix and related. How out [2:40:35] parcels? We can move next [2:40:39] slide. So just a little [2:40:41] history on the site, it is a [2:40:45] already develop site. There [2:40:46] are 3 vacant commercial [2:40:47] buildings on site. There is [2:40:50] essentially no storm water [2:40:51] right now, which would change [2:40:52] with this approval in 2020. [2:40:55] There was a previous PD [2:40:56] approval that has since [2:40:58] expired. But I wanted to make [2:41:00] sure you’re aware some of the [2:41:03] previous conditions that were [2:41:05] approved specifically. There [2:41:07] was impervious surface ratio [2:41:08] of 75% allowed. That is a 5% [2:41:11] deviation from the 70% under [2:41:12] code for Chancey as well [2:41:17] surrounding buffers. There [2:41:18] will 2 5 foot buffers along [2:41:23] the south and East property [2:41:24] line, which is a reduction [2:41:25] from the 10 foot buffer that’s [2:41:27] required. That is another [2:41:28] deviation that we are also [2:41:30] requesting with this PD. We [2:41:34] move ahead. So here’s just a [2:41:36] view from the southeast corner [2:41:37] looking northwest to give you [2:41:39] an idea of the property. [2:41:41] That’s the bacon car wash that [2:41:42] sitting at that corner. Here [2:41:46] is from the northeast corner [2:41:46] looking south last. There you [2:41:49] see one of the specimen trees [2:41:50] that’s located in the right of [2:41:52] way, which will, of course, be [2:41:52] preserved or not. Not impacted [2:41:54] by this property project next. [2:41:59] This is from the southwest [2:42:00] corner looking north [2:42:02] intersection of West Aqueduct [2:42:03] and U.S. 19. So here is the [2:42:06] proposed PD plan and I’m just [2:42:09] going to run through it fast [2:42:10] and give you some of the [2:42:12] basics. As we mentioned. [2:42:14] That’s right. Now Jea and see [2:42:17] we are asking for an mpdu [2:42:18] zoning. Quick service [2:42:21] restaurant and the drive-thru [2:42:22] coffee shop has mentioned the [2:42:25] quick service restaurant with [2:42:26] the online pickup window. We [2:42:29] did talk at the planning [2:42:30] Commission that is proposed to [2:42:30] be a Chipotle. The online [2:42:33] pickup window. Just so you [2:42:35] know how it functions a [2:42:36] relatively new. They’ve had it [2:42:36] for a couple years, but [2:42:38] there’s no order board. So [2:42:39] it’s not the typical drive [2:42:40] through that. You’re used to. [2:42:41] There’s no wind driving up [2:42:44] placing an order and then [2:42:45] paying out the window. They [2:42:47] all have to be done through [2:42:48] the app or online. They’re [2:42:49] already paid for or, you know, [2:42:52] delivery drivers picking up [2:42:54] orders. So the killings much [2:42:56] faster. It’s not your typical [2:42:57] drive-thru. We are proposing [2:43:01] and ISR, as I mentioned, of [2:43:04] 75%. So if you look on the PD [2:43:07] plan, you can see the hatch [2:43:07] pavers on that eastern side. [2:43:11] Those are 14 parking spaces [2:43:12] that are proposed to be per [2:43:14] vs. Pavers under your code. [2:43:15] There is no credit given [2:43:16] prefer Pervious pavers, but [2:43:20] that’s just gesture of good [2:43:21] faith that the applicant is [2:43:23] making to minimize any [2:43:27] potential impact that that [2:43:27] additional 5% ISR could [2:43:30] potentially have. So that is [2:43:31] something that they’re willing [2:43:32] to is a binding condition [2:43:34] agree to, even though there’s [2:43:35] no credit given for it under [2:43:36] your code. The Max building [2:43:39] height is 50 feet high we [2:43:42] won’t be won’t be increasing [2:43:43] that at all. maximum that they [2:43:46] are as one point. Now, that’s [2:43:49] proposed is less than 0.1. So [2:43:51] very minimal parking required [2:43:54] under the ite justification, [2:43:56] which has been submitted it [2:43:56] with our parking study is 55 [2:44:00] spaces proposed on this plan [2:44:03] is approximately 59 and we’ll [2:44:04] go to the more detailed [2:44:05] concept plan next where you [2:44:05] can see that we will certainly [2:44:08] provide the 55 spaces that are [2:44:09] acquired likely more. But we [2:44:12] leave that flexibility just in [2:44:13] design in case there needs to [2:44:16] you know, some alterations to [2:44:17] landscape islands or [2:44:18] stormwater that sort of thing. [2:44:22] Building setbacks. We exceed [2:44:23] on all of them at 65 feet. [2:44:26] From us 1925 feet along Ala C [2:44:28] corresponding ways. If we can [2:44:32] go to the next side. So this [2:44:35] is a more detailed concept [2:44:37] plan and we provided this [2:44:39] after the planning commission [2:44:40] because there was a lot of lot [2:44:41] of questions about exactly the [2:44:43] with of drive aisles, [2:44:44] justification for those [2:44:46] landscape. But for what’s in [2:44:49] so we provided this to make it [2:44:50] a little more clear for you [2:44:51] all and making your decision [2:44:54] where you can see so on that [2:44:56] East and South side is where [2:44:58] the reduced buffer is from 10 [2:44:58] feet to 5 feet. Now, I want to [2:45:02] be clear, we’re not reducing [2:45:03] the amount of landscaping and [2:45:04] that area. So even though we [2:45:04] only have 5 feet to put it in [2:45:07] still will comply with all the [2:45:10] landscaping requirements. But [2:45:12] if we were provide a 10 foot [2:45:13] buffer, the site, the [2:45:17] constraints are just such that [2:45:18] we would lose that entire 14 [2:45:20] rows of parking along [2:45:21] Pittsburgh on the East side, [2:45:21] 14 parking spaces sees me and [2:45:25] on the South side that 5 [2:45:26] additional fee would also [2:45:30] jeopardize the circulation. We [2:45:31] want to have the 20 foot wide [2:45:33] aisle with for the drive aisle [2:45:34] for two-way traffic. So for [2:45:37] safety concerns and traffic [2:45:39] flow we have requested those [2:45:42] deviations and feel that they are appropriate. Current [2:45:46] site our civil Talk a little [2:45:48] more us to access point. There [2:45:51] are a lot of access points [2:45:52] that are proposed to be [2:45:54] removed. There are 2 current [2:45:54] access points on U.S. 19 that [2:45:55] will be removed. So a big [2:45:57] safety improvement there. [2:46:00] will be then one right [2:46:01] in right out off of West home [2:46:04] assassin with a raised median [2:46:05] in accordance with the county [2:46:08] engineers. Conditions as well [2:46:09] as a full access point off of [2:46:11] Pittsburgh and off of [2:46:11] Aqueduct, as you see. This is [2:46:19] a proposed conceptual [2:46:20] landscape plans to give you [2:46:23] again and as this would be a [2:46:24] huge upgrade for the site. So [2:46:27] you see those larger canopies [2:46:31] there. Those are 2 existing [2:46:31] specimen trees that are on [2:46:33] site. There is. And I don’t [2:46:34] thank a 2 point. Maybe I can. [2:46:43] Maybe it does move power [2:46:44] point. The one specimen tree. [2:46:54] The arborist will come up and [2:46:55] talk about it is located. It [2:46:57] on the northwest corner and we [2:46:59] can pull back at that PT plan [2:47:01] to show you that it’s right in [2:47:04] the middle of the drive aisle. [2:47:06] Unfortunately. And it is and [2:47:09] we have some more pictures. [2:47:11] We’ll get to it. But it’s [2:47:12] already compromised in its [2:47:14] root zone. And I’ll let the [2:47:16] Arbor speak more to those [2:47:17] details of why it is [2:47:18] recommended to come out with [2:47:18] the proposed development. So [2:47:21] their quest to deviations is [2:47:24] the parking deviation. As I [2:47:27] mentioned before under the ite [2:47:28] justification would require 55 [2:47:30] spaces. The code requires 74 [2:47:35] 75 spaces. We are requesting [2:47:37] that deviation removal of one [2:47:38] specimen tree, which we will [2:47:39] discuss in more detail. The [2:47:42] impervious surface ratio of [2:47:44] 75% and landscaping buffers to 5 FA along the south and [2:47:49] East property lines. So the [2:47:52] parking it justification as I [2:47:56] mentioned, the parking study [2:47:56] has been submitted in this [2:47:57] part of your part of your [2:48:01] record with the 85th [2:48:03] percentile for a for coffee [2:48:08] donut shop which is not [2:48:09] provided for under your code. [2:48:11] Just why we look to it is [2:48:15] requires. 26 faces for the [2:48:18] proposed site. The 85th [2:48:19] percentile for the fast Food [2:48:21] restaurant would require. 29 [2:48:22] space is bringing us to that. [2:48:23] 55 required. Here are the 2 [2:48:30] specimen that are on site as [2:48:32] well as the specimen tree. [2:48:33] That is just in the right of [2:48:35] way. So you can see on the top [2:48:37] flight last photo is the [2:48:38] specimen tree by the existing [2:48:40] car wash. That will be [2:48:41] preserved as part of the plan. [2:48:43] Of course, as I mentioned, [2:48:44] specimen tree that’s in the [2:48:45] right of way. It was called [2:48:48] out in the staff report. So we [2:48:49] just want to make sure it’s [2:48:49] clear. Of course, we’re not [2:48:50] touching that. You know, [2:48:52] jeopardizing that in any way. [2:48:55] And then that brings us to the [2:48:58] 3rd tree that is located more [2:48:59] of the center of the site. And [2:49:02] I would like to bring up Mr. [2:49:04] Jon Snow, who is a master [2:49:06] arborist with 33 years [2:49:09] experience from Tree checkup [2:49:12] to discuss his arborist report [2:49:13] and the justifications. Thank [2:49:14] you. [2:49:20] >> Good evening. My name is [2:49:21] Jon with Tree for sure. [2:49:25] Five-match arborist been [2:49:26] practicing for 33 years. So I [2:49:30] visited the proximate week or [2:49:30] so ago. And inspected the all [2:49:34] 3 of the trees, one tree. [2:49:36] That’s in question. That’s [2:49:40] basically on the called the [2:49:41] North West side of the [2:49:42] property. Staff had look at [2:49:49] and pretty agreed with their [2:49:50] findings. Pull out what was [2:49:53] really locking. There was an [2:49:54] overall rating of the tree. I [2:49:56] found the trees generally what [2:50:00] I would consider fair [2:50:03] condition. It definitely house [2:50:03] significant amount decline. [2:50:07] The staff and really kind of [2:50:09] indicated that they felt that was related to the recent [2:50:11] droughts that we’ve had. I [2:50:11] think as we all know, that [2:50:14] honor drought conditions for a [2:50:16] long time here in Citrus [2:50:17] County. But more importantly, [2:50:20] what I found was that the [2:50:23] trees really being impacted by [2:50:25] the asphalt. Me could you [2:50:26] might go see it there. In that [2:50:28] photo. Is really being [2:50:31] impacted by the asphalt. It’s [2:50:32] going. Almost within 5 feet of [2:50:36] the base of the tree. There’s [2:50:38] large curling route on that [2:50:39] side of the tree. You can see [2:50:41] we’re small asphalt actually [2:50:43] being lifted. Then you have [2:50:44] the Jason Building, which is [2:50:46] also within the drip line and [2:50:47] tree. In summary. Really what [2:50:51] I found is a tree that’s great [2:50:55] condition soon for condition. [2:50:59] The bigger problem is any kind [2:51:00] of construction that’s going [2:51:02] to be done on the site. Just a [2:51:03] simple process of demolishing [2:51:07] the building. It’s all point a [2:51:09] possible everything. My [2:51:10] thoughts going to do more [2:51:10] damage to the tree. And based [2:51:12] on that, you know. To me the [2:51:17] simpler solution is, you know, [2:51:18] go ahead and remove that tree [2:51:19] and really try to focus [2:51:20] efforts on trying preserve the [2:51:21] other 2 remain trees that the [2:51:23] one by the car wash isn’t very [2:51:25] good condition. I think one in [2:51:28] the right away. They have [2:51:30] issues. [2:51:40] >> Of course, Mister Snow be [2:51:42] here any any questions you [2:51:42] have to address is so access [2:51:44] management. Pull back up the [2:51:48] power point. Parents. I [2:51:52] mentioned before there’s 3 [2:51:53] proposed access Again, I will [2:51:55] let Mister Carter engineer [2:51:56] speak to that and more detail. [2:51:59] There was some comments in the [2:52:02] staff report about some [2:52:02] general notes number 2, 3, [2:52:04] that staff originally was [2:52:06] concerned with. We have [2:52:08] removed those notes from the [2:52:08] plan and that has been [2:52:09] resolved. So the proposed PD [2:52:13] is consistent with your [2:52:14] comprehensive plan as you see [2:52:15] in your staff report. It is [2:52:18] consistent with policies. [2:52:20] 2017.7 in policy. 6017.2, as [2:52:24] we mentioned before, this is a [2:52:26] previously developed site. [2:52:26] There is services that are [2:52:28] there and readily served the [2:52:30] site with very minimal [2:52:31] environmental impacts. That is [2:52:35] consistent with your land [2:52:37] development code has to access [2:52:39] management. All of the [2:52:41] proposed access points have [2:52:41] been reviewed and approved by [2:52:42] the county engineer. Storm [2:52:45] water will have to comply with [2:52:47] the requirements in your ldc [2:52:48] and again Mr. Carter can speak [2:52:48] to that in more detail. The [2:52:51] ISR we are requesting the [2:52:53] deviation to 75%. The FAA are [2:52:57] again, will be in compliance [2:52:59] well below the maximum. 1.0 [2:53:03] landscaping buffers. We do [2:53:05] requests that deviation for [2:53:06] the south and east buffers to [2:53:06] 5 feet. The tree preservation [2:53:12] again to 3 specimen. Trees, of [2:53:13] course, will be preserved. And [2:53:16] the one that you heard from Mr [2:53:17] Style will require removal. [2:53:21] Parking standards. We will [2:53:21] meet the IT parking [2:53:23] justification standards which [2:53:24] are a permit. under your code. [2:53:29] Loading We offered at the [2:53:31] planning Commission was [2:53:32] concerned about the loading We [2:53:33] did offer a binding condition [2:53:34] that loading would take place [2:53:35] off and after hours. And that [2:53:38] is the condition of the plan. [2:53:42] Setbacks have all been Matt [2:53:44] pedestrian amenities, [2:53:45] circulation, sidewalks comply [2:53:47] with the land Development code [2:53:48] standards as well as signage. [2:53:51] So with excuse me Concurrency [2:53:53] as well. As I mentioned [2:53:55] before. It’s a previously [2:53:56] developed site. There are [2:53:57] services available that [2:53:58] sanitary sewer will be [2:53:59] provided by the county potable [2:54:02] water by Homosassa, Special [2:54:05] Water District and the solid [2:54:06] waste will utilize commercial [2:54:07] solid waste in the Citrus [2:54:08] County Landfill, which we [2:54:10] submitted a capacity letter [2:54:10] for. So with that, I have Mr. [2:54:14] Carter, comma. [2:54:22] >> Good Evening Commission. My [2:54:23] name is Troy Carter. I’m a [2:54:25] professional engineer licensed [2:54:26] in the state of Florida and [2:54:26] Texas. My license number is 9 [2:54:27] for 3 on 3. I have been sworn [2:54:28] for the record. My address for [2:54:32] the record is 2, 8, 7, 5, 2, [2:54:33] falling leaves way in Wesley [2:54:33] Chapel. And I have a [2:54:35] presentation for you tonight. [2:54:45] Sorry, I skipped ahead on the [2:54:46] air. so many of my points are [2:55:01] already covered by members of [2:55:02] our team. But I’ll just kind [2:55:03] of hit on a couple of key [2:55:04] points about how this site is [2:55:06] constrained. One of the things [2:55:07] that’s a typical about this [2:55:08] site is exported by right away [2:55:08] on all 4 sides. So you’re [2:55:11] going to have stringent [2:55:12] requirements in terms of [2:55:12] setbacks in terms of buffers. [2:55:13] The site’s only an acre and a [2:55:16] half. One of the questions [2:55:18] that came up at the PDC What [2:55:19] what’s going on out there [2:55:20] today? There’s about 15,000 [2:55:21] square feet of commercial out [2:55:23] there today. We’re only [2:55:23] proposing 5,000. We got some [2:55:27] great feedback from the PTC. [2:55:28] And since then we’ve met with [2:55:29] staff, including the [2:55:30] Department of Public Works. [2:55:30] The county engineer Joanne and [2:55:32] her team. And so we’ve kind of [2:55:34] put together some more [2:55:35] information, hopefully get out [2:55:35] in front of your questions [2:55:38] kind of run through. Those now [2:55:38] has learned a 2 parking and [2:55:41] the impervious surface ratio, [2:55:42] we kind of look at those as [2:55:44] being one issue because the [2:55:45] more parking I have more, I [2:55:47] drive out that impervious [2:55:49] surface ratio, your code does [2:55:51] allow parking study to be [2:55:52] submitted and must follow Ite, [2:55:52] which is the institue of [2:55:56] transportation engineers. [2:55:56] That’s kind of the governing [2:55:57] body of all things traffic. So [2:56:00] we did a traffic study. We [2:56:01] came out with 55 spaces [2:56:03] required. We are proposing 59 [2:56:05] on our current concept plan [2:56:08] and we’re asking the [2:56:09] condition, read 55 to allow [2:56:11] for some flexibility when we [2:56:12] move into design here. Why do [2:56:15] we think 55 spaces works give [2:56:18] you a few reasons. One, we [2:56:19] believe that these uses are [2:56:19] actually going to be [2:56:20] complementary to each other. [2:56:21] So you’re talking about a [2:56:23] coffee shop where their peak [2:56:25] hours really going to be [2:56:26] morning traffic rights on [2:56:26] tropics. Going to come in. [2:56:28] That business is also going to [2:56:29] be very vehicular oriented. [2:56:31] They estimate about 80% of [2:56:32] their customers stand their [2:56:33] vehicle and go through the [2:56:35] drive-thru. That’s why we have [2:56:35] such excessive queuing on the [2:56:36] coffee shop side. Where has [2:56:39] the Chipotle? They’re going to [2:56:41] have peak hours in the [2:56:41] afternoon early evening. So [2:56:44] those uses are going to [2:56:44] overlap with each other. [2:56:48] Chipotle uses. Lauren [2:56:48] mentioned they’re using this [2:56:49] new Chipotle in concept, which [2:56:50] is mobile order only so [2:56:52] everything is ordered and paid [2:56:52] for out of time. And you just [2:56:54] pick up so they will be more [2:56:56] parking intensive because [2:56:57] we’re off kilter from each [2:56:58] other. They’re complementary [2:56:59] uses. We didn’t take any [2:57:00] additional credits for, you [2:57:01] know, I shared study for the [2:57:05] bicycle parking. Those are [2:57:06] things that are just required [2:57:06] by code. But we are providing [2:57:07] and meeting all of those [2:57:09] criteria. The other thing to [2:57:10] consider is that these are [2:57:11] major national brands. They [2:57:14] are very in tune with amount [2:57:15] of parking. They didn’t [2:57:15] they’re not going to make that [2:57:16] kind of financial commitment [2:57:17] to a site. They feel like they [2:57:18] don’t have the parking. These [2:57:21] are not essential uses. We’re [2:57:22] not talking about hospitals or [2:57:23] anything like that. I know a [2:57:24] cup of coffee can feel like an [2:57:25] emergency sometimes. But [2:57:28] you’re driving down the road [2:57:30] the morning. You can get a [2:57:30] stop here. You’re going to go [2:57:31] another block down the road [2:57:31] and find somewhere else to get [2:57:32] your coffee. So we feel very [2:57:34] confident in the parking that [2:57:35] we’re providing. And again, [2:57:38] that report lane concept. we [2:57:39] have to explain that a lot [2:57:39] because it’s such a new idea. [2:57:43] We are providing the 14 per [2:57:44] DIA spaces. As Lauren [2:57:46] mentioned, that was just an [2:57:48] effort to try to meet the [2:57:48] closer to that 70% number. And [2:57:51] the GNC, the Citrus County [2:57:52] code does not allow for that. [2:57:53] Even though it’s brought up at [2:57:54] the peace PC. But if you were [2:57:57] to account for that, that puts [2:57:58] us at 70.3% impervious Just a [2:58:01] hair over. If we actually [2:58:02] consider that being into the [2:58:03] equation and again, we want to [2:58:06] provide the appropriate amount [2:58:08] of parking. There’s no point [2:58:08] putting too much excess [2:58:10] parking on there. We’re going [2:58:11] to increase storm water runoff [2:58:15] create other issues and want [2:58:16] act on infrastructure that’s [2:58:16] already out there. access [2:58:21] members with this is first [2:58:21] light is kind like a global [2:58:23] view. As already mentioned, [2:58:25] there’s 7 access points out [2:58:27] there today. It’s kind of a [2:58:28] wild west in terms of access. [2:58:28] It’s very unsafe. Not only do [2:58:32] none of those meet standards, [2:58:33] spacing criteria, they’re also [2:58:34] kind of geometrically ball, I [2:58:38] guess is the way I would [2:58:39] describe them that are just [2:58:39] create a lot of unsafe [2:58:40] conditions. Myanmar to wider, [2:58:42] too narrow. And so we feel [2:58:43] that we’re really improving [2:58:44] the overall scenario. We are [2:58:46] proposing 3 total access [2:58:47] points, which are going to be [2:58:48] the 2 full access is and the [2:58:51] one restricted riding right [2:58:52] out Homosassa Trail. That was [2:58:55] when we spent the most time [2:58:56] talking about. And again, [2:58:57] we’ve had several meetings [2:58:58] with the county Engineering [2:58:59] Department of Public works [2:59:00] about this access on Homosassa [2:59:01] Trail, how to make this as [2:59:01] safe as possible and what we [2:59:03] really kind of settled on as [2:59:04] we’re just going to throw the [2:59:05] whole book out. So we are [2:59:08] proposing physical constraints [2:59:08] by race meeting within the [2:59:10] right away. We’re also going [2:59:12] to have a raised median within [2:59:13] our driveway. What we [2:59:14] sometimes refer to as a pork [2:59:15] Chop island to try to channel [2:59:16] vehicles in and out and we [2:59:18] will have signage and [2:59:20] striping. So we’re doing [2:59:21] everything we can to make sure [2:59:22] that this is a limited riding [2:59:22] right out access. Landscape [2:59:27] that we talked about. The [2:59:28] targeted relief I mentioned [2:59:29] before. You’re bored by right [2:59:30] away on all 4 sides. So we [2:59:31] took note from the previous PD [2:59:34] and said, hey, let’s put the [2:59:35] 10 foot landscape, buffer wits [2:59:37] on the major thoroughfares [2:59:38] will go down to 5 feet on the [2:59:39] side. Streets. But we are not [2:59:41] asking too reduce the amount [2:59:43] of plantings or anything like [2:59:44] that. We’re just really asking [2:59:45] to reduce the with. We have [2:59:49] the street tree canopy on the [2:59:50] east side. Again, this started [2:59:52] been alluded to are not [2:59:53] opposing to remove any of [2:59:55] those trees. You maintain that [2:59:56] historic canopy corridor [2:59:56] that’s required by code. [3:00:01] Specimen tree. I can talk [3:00:02] briefly about some of [3:00:03] engineering issues that we’re [3:00:04] going impacting that Rihanna. [3:00:06] John talked about the health [3:00:06] of the tree and what’s going [3:00:07] on. But this site is located [3:00:09] within a coastal flood plain. [3:00:10] We are going to have to [3:00:12] elevate the site. We will be [3:00:13] meeting all of your code fled [3:00:15] code criteria as outlined in [3:00:16] the Land Development code. But [3:00:19] we are going to have to raise [3:00:20] the site and we estimate [3:00:21] there’s going to be about 2 [3:00:21] and a half feet of fill that [3:00:22] tree stands today. You can’t [3:00:24] put that kind of fell over a [3:00:26] tree. Additionally, as John [3:00:27] already mentioned, with the [3:00:28] demo being very close, its, [3:00:30] it’s just no possible way to [3:00:31] say that if you see where it [3:00:32] leads, insight, geometrically, [3:00:33] it can’t be designed around. [3:00:37] Regional drainage was brought [3:00:38] up a little bit at the PDC. [3:00:39] Saw touched briefly on not [3:00:41] everything drains from east to [3:00:42] West direction and it’s [3:00:43] collected into an FDOT storm [3:00:45] sewer system that storm sewer [3:00:46] system routes south the Holes [3:00:48] River Road west, down Holes [3:00:50] River Road and it ends up in a [3:00:51] triple pond system behind the [3:00:54] Publix DOT just finished [3:00:56] working on this. But this was [3:00:57] regional study was done in [3:00:58] 2014, very recent there should [3:01:00] be sufficient capacity and [3:01:01] everything was accounted for [3:01:02] as it stands today as our side [3:01:06] is concerned, we do already [3:01:07] have our swiftmud permit. We [3:01:07] were a tremendous exemption. [3:01:10] We will be looking at that [3:01:11] criteria with your code. I [3:01:13] know that’s really going to [3:01:14] matter because we’re going to [3:01:15] have to make a dream that [3:01:15] connection directly to the DOT [3:01:17] storm sewer, which means we’re [3:01:18] going to be open to their full [3:01:21] kit and caboodle of I think [3:01:22] it’s 36 to 42 storm [3:01:23] evaluation. So we anticipate [3:01:24] putting in underground system [3:01:27] similar to what the commercial [3:01:29] side to the north of us did [3:01:30] when they developed the [3:01:30] racetrac gas station. So happy [3:01:31] to answer any questions. I [3:01:35] know it was mentioned a lot of [3:01:36] the PC. The site is a bit of [3:01:37] an eyesore. My client is and [3:01:39] just to be development, I [3:01:39] think what we’re putting [3:01:40] forward today it’s a happy [3:01:42] compromise for everyone. Or do [3:01:45] you have any questions? [3:01:47] Commissioner Davis, just the [3:01:47] curious sort. [3:01:49] >> Please. [3:01:49] >> I’m fascinated by the whole [3:01:54] pervious tiles with his help her be us or they compare [3:01:56] to like a grid system with [3:01:59] large granite or grass or you [3:02:00] know, if you. Different [3:02:04] agencies would look at it [3:02:05] differently. I would say. [3:02:06] >> It’s a cross now. [3:02:08] Absolutely not. There is some, [3:02:10] you know, structural component [3:02:12] to it. Welcome to comes down [3:02:13] to how well as it maintained [3:02:16] and that’s kind of where you [3:02:17] see the issues with the [3:02:17] system’s. I’m a big fan of [3:02:19] previous papers because they [3:02:21] open space component of think [3:02:22] of like the hexagon that you [3:02:23] typically would see, maybe [3:02:24] even hardware store. There are [3:02:27] more advanced systems. Now, [3:02:29] previous household, I’ve seen [3:02:30] them. They function phenomenal [3:02:31] and a testing system. But this [3:02:34] year and into overtime as [3:02:35] they’re not well maintained, [3:02:37] actually more difficult to [3:02:37] maintain, where’s the papers [3:02:38] can come up and go back down? [3:02:40] If I had to rate probably [3:02:40] split the difference on runoff [3:02:43] between a grass than a pay [3:02:44] service. Just curious, of [3:02:47] course, any other questions. [3:02:51] Commissioner Bear. [3:02:51] >> You’re not going to use [3:02:52] River Rock. River Rock. [3:02:56] >> No man. That was not. My [3:02:57] plan is not what you were [3:02:58] thinking terms of the previous [3:03:00] favor. We will never walk the [3:03:00] pervious. In other words. [3:03:01] >> I’ve seen River Rock and [3:03:04] River Act really works good. [3:03:06] That drains it drains. And at [3:03:07] that corner. There’s a lot of [3:03:11] water. Yes, I completely agree [3:03:13] with the RiverWalk in terms [3:03:14] of, you know, I was going to [3:03:15] put something down that I [3:03:17] really want you know, high porosity. That’s gonna [3:03:18] something water right there. [3:03:19] Definitely river up. [3:03:21] >> I don’t believe the ldc [3:03:21] would allow for parking on [3:03:22] River Rock. [3:03:25] >> Liver out these driveways. [3:03:28] On a private residential. [3:03:30] Absolutely. I I’m sure they [3:03:31] could allow that. But on a [3:03:32] commercial parking area, I [3:03:32] don’t believe that that’s [3:03:33] allowed per code. [3:03:37] >> Commissioner Base. Hi, [3:03:41] great plan. Couple things. [3:03:45] particularly interested in [3:03:45] your landscape plan. You have [3:03:47] a [3:03:49] >> for great river. Birch 9 [3:03:53] Longleaf Pine. 7 Live oak and [3:03:58] taint 10. We help winged elm [3:04:02] the wind down and the river [3:04:03] birch are both very deciduous [3:04:04] center and I think what [3:04:08] listening to. Our residents, [3:04:14] our constituents, the I don’t [3:04:18] know if there would be a [3:04:21] consideration. There. Maybe [3:04:22] put live oaks and reduced down [3:04:25] those so that you get that [3:04:25] true because you’re calling [3:04:28] the canopy and maybe just [3:04:30] upscale the size, the the [3:04:32] diameter of as opposed to [3:04:35] putting container plant in. [3:04:36] Maybe you put a 3 inch caliber [3:04:36] put less. Canopies trees and [3:04:42] but goes with something that [3:04:43] you have more significance. [3:04:48] Right off the bat. So that was [3:04:49] the wing. And then what else? [3:04:51] I’m sorry. You have the wing [3:04:53] elm and you have the river. [3:04:55] Birch River birch are pretty, [3:04:56] but they’re both deciduous got [3:04:57] so during, you know, come [3:05:00] fall, you’re not going to have [3:05:01] any leaves until early spring. [3:05:04] Again. So our landscape we’re [3:05:06] happy to make any [3:05:07] modifications are landscape. [3:05:08] Plan was prepared by a [3:05:08] landscape architect. I’m not a [3:05:10] landscape architect. [3:05:11] >> I defer to them and those [3:05:12] matters. I assume from what I [3:05:14] little bit. I know it’s they [3:05:15] have to certain diversity [3:05:17] criteria as outlined in DC and [3:05:18] they made the selections based [3:05:21] on their experience. But [3:05:21] perhaps we could. Structured [3:05:25] such that at that time we can [3:05:25] work with staff to do. [3:05:27] >> I think what happens is [3:05:28] many times we when new [3:05:29] developments come in, they put [3:05:32] container product in. It takes [3:05:35] forever to look like it’s [3:05:37] mature and half the time. It’s [3:05:39] dying before it ever takes [3:05:39] off. And I think if you put [3:05:43] less product in but better [3:05:45] quality product at the get-go. [3:05:46] I think it has a better [3:05:47] outcome and I think it’s more [3:05:47] what? What the community is [3:05:51] looking for. I think they want [3:05:52] something that has the look [3:05:53] of. It’s established. I [3:05:57] definitely be open to that. We [3:05:57] can work with joy out of best [3:05:58] condition, not so that we use [3:05:59] more established trees. [3:06:01] >> As long as we’re getting [3:06:02] the same criteria mitigation, [3:06:02] I don’t think it makes much of [3:06:03] a difference to us. [3:06:06] >> Yeah, I mean, you know, you [3:06:07] have the it like if you [3:06:09] Holly’s or something, that keeps the. [3:06:15] Consistency. Well, you know, [3:06:17] during fall might do that, [3:06:19] you’re not sitting there with [3:06:19] the stick, Mr. And crape [3:06:24] myrtle. So you call 5 One of [3:06:26] snow pokes out of it. [3:06:29] >> Anyone questions. just I [3:06:32] will say this just. So when [3:06:36] you talk about the impervious, [3:06:37] are you talking about the [3:06:38] honeycomb with the rock in it [3:06:41] or you’re just as this is just [3:06:42] a tile like a tile that’s [3:06:46] previous. It’s a paver block. [3:06:47] So it’s it’s kind of like they [3:06:47] went together their a college [3:06:49] shape. [3:06:51] >> And then they have grass in [3:06:52] between. So it’s like a [3:06:53] pervious surface previous [3:06:54] parking. So it has some [3:06:55] structural component. So that [3:06:57] will last. But it does allow [3:06:58] water to percolate through. [3:06:59] And I love that. That’s great. [3:07:01] And I love and I’m totally on [3:07:04] board with 55 parking spaces. [3:07:11] Let’s get to. [3:07:26] Okay. That’s a [3:07:32] tried to add address as they [3:07:33] go conditions of approval that [3:07:34] are being recommended by the [3:07:37] PC. You can refer to the [3:07:38] ordinance rather than the [3:07:38] staff report of the ordinance. [3:07:42] >> does reflect some of the [3:07:43] last minute things that they [3:07:43] submitted. So that starts on [3:07:45] Page 3.72 of your packet [3:07:46] rather than the conditions and [3:07:47] the staff report. So this [3:07:51] site, you’ve seen it. You’ve [3:07:52] all seen this on state old [3:07:54] State Farm property on 19. [3:07:55] It’s about one and a half [3:07:56] acres. And yes, it is [3:07:57] crumbling there. Elect, have [3:07:58] you want to call it? There’s [3:08:00] no apparent storm wider. It is [3:08:01] surrounded on 4 sides by road [3:08:02] way. It is. It does have an [3:08:07] expired pods. So you heard [3:08:08] some references to what they [3:08:10] were previously approved for. [3:08:11] That’s not currently in effect [3:08:12] because the has expired since [3:08:14] that time. But they are asking [3:08:15] for some of the deviations [3:08:16] that were approved previously. [3:08:20] So this is their stat. This is [3:08:23] the site I’ll tell you that [3:08:24] this applicant started as a [3:08:27] very big algae. And SIU says [3:08:28] we’re going to move However, [3:08:30] we want. And they’ve done a [3:08:32] really good job, tightening it [3:08:32] up. So I do compliment them on [3:08:34] that. It’s now to the point of [3:08:37] the condition is a quick [3:08:38] service restaurant with [3:08:39] online. Pick it up, pick up [3:08:40] window and a coffee shop with [3:08:42] drive-thru. And we have this. [3:08:43] started this particular plan. [3:08:46] We do a lot of time. Seymour [3:08:48] landscaping. You saw staffer [3:08:49] you saw in them presentation. [3:08:52] But you don’t see than this. [3:08:54] You’re not being asked to [3:08:54] consider those detailed plans. [3:08:55] Just this plan, some of the [3:08:57] great things that they’re [3:08:58] doing here. They are removing [3:09:00] those access points that are [3:09:00] outlined in blue. There’s a [3:09:02] lot there. They’re relocating [3:09:06] awkward act over to the side [3:09:07] right now. If you drive an [3:09:07] aqua duck car washes, it’s [3:09:10] basically pavement about [3:09:11] halfway pavement. There are 2 [3:09:14] access points Pittsburgh. One [3:09:14] of those is being removed. The [3:09:17] big thing is that they want an [3:09:19] access assess a trail. Now, [3:09:21] that is huge because the [3:09:23] previous time would not [3:09:24] approve that. There is a [3:09:25] problem with how close it is [3:09:27] to 19. They worked extensively [3:09:29] with our public works to try [3:09:29] to work this out. And you [3:09:30] heard the testimony from the [3:09:32] engineer. Our staff is here to [3:09:34] if you have a specific [3:09:34] questions about that, but they [3:09:35] found a way to get them there [3:09:37] with the right in right now [3:09:38] with some safety mechanisms. [3:09:41] So this is one of the 2 access [3:09:43] points that are in Pittsburgh [3:09:44] that they’re trying to remove [3:09:46] pointing out on Pittsburgh. [3:09:48] This is one of our tree [3:09:49] maintain canopy areas. So this [3:09:51] particular roadway, you should [3:09:51] not be removing any trees [3:09:52] close to the roadway. So too [3:09:56] their compliment. They are [3:09:58] actually keeping one of the [3:10:00] trees should do that this time [3:10:01] no matter next slide. This is [3:10:04] across the street on [3:10:05] racetrack. This will also come [3:10:06] up a little bit because the [3:10:08] access assess a trail is [3:10:09] across from this particular [3:10:10] access point. So looking at [3:10:15] their staff report and [3:10:16] coloring it in. So some of the [3:10:16] things that they’re asking [3:10:18] for, you heard the 75% [3:10:20] impervious surface. And I [3:10:20] heard some of you talk about [3:10:22] how great the paving czar, the [3:10:23] pavers and pervious pavement. [3:10:25] Just a caution. The reason we [3:10:28] don’t expect except those [3:10:29] anymore is because no one [3:10:30] maintain them. They always [3:10:32] were repeatedly repeatedly [3:10:32] repeat the paid over because [3:10:35] they’re hard to maintain grass [3:10:36] grows through Nobody wants to [3:10:36] keep them up. We saw over and over that they were [3:10:40] paved the same thing with the [3:10:41] previous pavement. It’s hard [3:10:43] to maintain. So people just [3:10:45] pave over when they when they [3:10:46] redid their parking lot with [3:10:48] regular pavement. So it didn’t [3:10:50] work calculation wise. That’s [3:10:52] why we don’t accept it as part [3:10:53] of ISR. It’s not needed there [3:10:54] just telling you they’re planning on doing it. [3:10:58] They can. But it’s it’s it’s [3:11:01] under that 75% impervious [3:11:02] surface, which the PDC had. No [3:11:03] problem with 70% their [3:11:06] maximum. They’re offering to [3:11:08] do a portion of that. They’re [3:11:08] still going to need 75%. So I [3:11:12] have stars on here for the [3:11:12] specimen trees. There are 2 [3:11:15] on-site originally. They both [3:11:16] were proposed for removal. [3:11:18] They were able resist redesign [3:11:19] and the one to the bottom [3:11:21] right there. They’re going to [3:11:22] keep now that is on Pittsburgh [3:11:24] where our tree canopy area is. [3:11:25] I’m very happy that that tree [3:11:27] staying there is one of the [3:11:29] right way they can actually [3:11:29] touch either. But that’s [3:11:31] staying than the one of the [3:11:32] north side, the PTC that can [3:11:33] confirm listening to the [3:11:35] applicant and you see staff [3:11:37] review and they’re agreeing [3:11:38] with their arborists man. That [3:11:39] was unfortunately probably has [3:11:40] to go. As far as buffers. [3:11:43] They’re required to have a 10 [3:11:44] foot buffer on all side [3:11:47] previously in Twenty-twenty [3:11:47] they had a 5 foot on 2 sides. [3:11:50] PDC did not support that. They [3:11:51] felt there was not a [3:11:53] demonstrated need for the 10 [3:11:56] foot Buffer commissioner base [3:11:57] points very well taken. It’s [3:11:59] very important as far as what [3:12:00] treason, what plantings you [3:12:00] use that talking to the [3:12:05] applicant beforehand, they may [3:12:05] be able to do a 5 foot with a [3:12:08] Type B, which is a little bit [3:12:09] more enhanced and we can work [3:12:11] with them on some of the some [3:12:12] of the landscaping [3:12:13] specifically said that its [3:12:15] year-round foliage, that this [3:12:15] kind of important, especially [3:12:16] in Pittsburgh. The applicant [3:12:22] also proposed the learning [3:12:23] zone to say loading unloading [3:12:24] shall occur only in off hours [3:12:26] for the businesses on sites. [3:12:27] That was something discussed [3:12:27] at the PDC. Very happy that one that condition was [3:12:30] added in there. This is the [3:12:35] existing tree. They’re going [3:12:36] to keep on Pittsburgh and you [3:12:37] can see kind of the canopy [3:12:38] along Pittsburgh area. This [3:12:39] car wash will happily [3:12:40] comedown. And this is some of [3:12:43] the state park building. This [3:12:44] is tree that’s actually going [3:12:44] to be removed. So again, this [3:12:49] is a staff report. The PDC did [3:12:50] review this on August, 8th [3:12:53] Twenty-twenty 6. They had no [3:12:54] concerns other than the [3:12:56] reduced buffer. They did not [3:12:59] like that. They they supported [3:13:00] the 75% they understood the [3:13:01] removal of the specimen. Trees [3:13:05] and the conditions public [3:13:06] works as far as the access [3:13:06] point. Or do have any [3:13:12] questions for could too? [3:13:17] Commissioner Canard just a [3:13:18] comment. Thank you for. [3:13:22] Informing us to why we don’t [3:13:24] accept sitting up. You’re [3:13:25] going want to something else [3:13:27] and so logical them. makes [3:13:27] perfect sense. Thank you. [3:13:30] >> Any other questions Would [3:13:33] it make any difference if? I [3:13:37] mean, you see it a lot to with [3:13:38] the honeycomb in the gravel [3:13:44] fabulously which I wish [3:13:44] everything west of 19 was [3:13:45] required to do that. And [3:13:49] that’s where we saw them back [3:13:50] it back years ago. And I’m [3:13:51] sure that engineers can talk [3:13:52] about it to people just didn’t [3:13:53] keep them. [3:13:55] >> So that they they’re hard [3:13:55] to maintain people that you [3:13:57] hear the complaints were [3:13:58] catching her shoes in them. [3:13:59] That kind of thing. And then [3:14:01] they would just be paved over. [3:14:02] So unfortunate. Didn’t say [3:14:04] Purvis. They look nice in the [3:14:06] beginning. They look great, [3:14:06] but they weren’t kept up. And [3:14:10] we saw over and over so many [3:14:10] times that were like, forget [3:14:13] it. Even if they did that to a [3:14:16] new approve previous year, the [3:14:16] 75%? It’s covered. So on this [3:14:18] particular application not [3:14:19] needed. I get that. It’s not [3:14:23] needed. But the idea that. I [3:14:26] agree, but they’re just not [3:14:27] keeping it. And we don’t go [3:14:28] out there and inspect. And it [3:14:29] was a constant as far as storm [3:14:32] water. That additional [3:14:32] impervious is a problem [3:14:35] because their storm water [3:14:36] didn’t account for that [3:14:36] because wasn’t part of it. Any [3:14:40] further questions. [3:14:44] >> Okay. At this time opening [3:14:45] up for public comment. [3:14:47] >> and I do have public works [3:14:48] here. If you have questions [3:14:48] for them. [3:15:00] >> Former number 3 minutes [3:15:01] unless you have a letter on [3:15:01] file, keep all. Comments [3:15:04] directed to need the chairman. [3:15:12] >> Good afternoon. My name is [3:15:12] Chuck. Only from Inverness. I [3:15:19] like to remove the deviation [3:15:20] of specimen tree. There. It [3:15:25] ended with a thing to Phillips [3:15:27] there. she has a report here [3:15:28] and he’s pretty good. Very [3:15:29] good to healthy tree. I [3:15:34] started thinking about wild [3:15:37] orchids and enormous asset. A [3:15:37] lot of the Live Oaks have wild [3:15:39] orchids in there. more than [3:15:43] 100 native species in Florida, [3:15:45] 70 of them face threat of [3:15:49] extension. So I called the [3:15:52] nature Coast Orchid Society. [3:15:56] Jeff Frontal we went there to [3:15:58] that tree. You have been our [3:16:01] colors. Workers are up on the [3:16:02] high high high branches we [3:16:06] could not identify for a [3:16:09] couple reasons. They’re gone [3:16:10] to a drought situations for [3:16:11] the or could may have been [3:16:12] recluse. They’re not blooming [3:16:16] right at this particular time. [3:16:20] So he felt somewhat confident [3:16:23] that maybe your kids in that [3:16:23] tree. while I was there with [3:16:27] Athena. There were 2 dogs that [3:16:34] flew into that. Tree for [3:16:35] shade. I later identified [3:16:38] them. As the night. A dog. And [3:16:51] they have a primary breeding [3:16:52] season march through August. [3:16:54] And they have between one and [3:16:55] 4 broods the year. So maybe [3:16:59] the have a nest and that tree. [3:17:03] Then finally. If there’s going [3:17:06] to be a Starbucks coffee, put [3:17:07] there. I know they have a [3:17:11] corporate environment policy. [3:17:16] have a shade, canopy, [3:17:18] preservation to protect and [3:17:21] maintain exists that existing [3:17:21] native shade trees, species [3:17:24] vendor farms and 4. Countries. [3:17:29] We also have a climate, [3:17:30] resilient tree distribution [3:17:33] again on foreign lands. I [3:17:36] would be a new Starbucks [3:17:39] customer knowing a certain [3:17:40] percentage of a cup of coffee [3:17:41] went to preserve this [3:17:44] magnificent specimen, libel [3:17:46] here in Homosassa, Florida. [3:17:51] It’s I’m speaking for the [3:17:53] tree. Thank you for coming. So [3:17:55] thank U next speaker. PJ [3:18:03] off-camera Citrus County. With [3:18:05] all due respect to Mr. Snow, [3:18:07] you know nothing. Jon Snow. [3:18:10] >> To me, please. [3:18:12] >> I’m sorry. I’m a big Game [3:18:13] of Thrones fan. I’m from [3:18:18] Miami. Coconut Grove, [3:18:20] specifically and I know for [3:18:22] fact, the trees like this can [3:18:24] be Safed. It’s just a matter [3:18:25] of the will of the property [3:18:26] owner to do it. My friends, [3:18:30] Roger Hamer and the former [3:18:31] president of the Arborists [3:18:32] Association in Florida. They [3:18:36] say Hammer, we say Hammer [3:18:37] worked on quite a few trees [3:18:37] that were much larger than [3:18:39] this that were saved. Depend [3:18:42] similar situations Mr. Snow [3:18:45] said it’s in fair condition. [3:18:46] But you know what? We’ve been [3:18:47] in a drought and kind of fair [3:18:49] condition, too. I could use [3:18:49] some rain. They could do it. [3:18:54] They could save the tree. They [3:18:57] could read plan and they could [3:18:58] work around it. This is a tree [3:19:00] canopy area and putting in [3:19:02] mitigation no matter what we [3:19:03] put in. I mean, the stuff that [3:19:05] they put in that stuff, going [3:19:06] to dead in the year anyway. I [3:19:06] mean, you know, that. It’s not [3:19:09] stuff suitable for living [3:19:11] there. It’s just not not those [3:19:12] types of trees. This is your [3:19:18] chance to insert conditions [3:19:19] into these applications. If [3:19:21] you don’t like the pavers in [3:19:21] just one spot, but in the [3:19:24] condition that it all needs to [3:19:25] be those papers. you’re right. [3:19:28] That’s what you’re here for. [3:19:32] Going back to the arborist. I [3:19:33] believe it was Mister Bartman [3:19:34] us at the PDC mating who said, [3:19:37] yeah, they’ll bring an [3:19:38] arborist, the trees dying. We [3:19:41] can bring in another arborist [3:19:41] who says it doesn’t. Take [3:19:45] that. Take that with a grain [3:19:46] of salt with what they’re [3:19:47] hearing. They can plan around [3:19:49] it. My consideration is the [3:19:53] center median between the 2 [3:19:53] buildings. Looks like there’s [3:19:54] a median there like to know [3:19:57] exactly how wide those 2 on [3:20:01] circulation areas are. They [3:20:02] don’t look like large enough [3:20:03] for fire truck or a semi to [3:20:07] get through. I’d like to know [3:20:09] the turn radius and what’s [3:20:11] planned for that or they just [3:20:11] only allowed to go on the [3:20:13] outskirts. We did not hear [3:20:16] about Starbucks and their [3:20:17] drive-thru windows and exactly [3:20:19] how they’re going to handle [3:20:20] that. We know what’s happened [3:20:21] with Dunkin Donuts all over [3:20:22] this county expanding out into [3:20:24] the streets and blocking [3:20:27] roadways and Homosassa Trail [3:20:28] in coming years is going to be [3:20:29] very busy road because we have [3:20:31] very few roads that go in that [3:20:32] direction. We need to plan [3:20:36] properly and do our due [3:20:38] diligence and, you know, I may [3:20:39] be nice to mice. Nice looking [3:20:42] site plan, but needs work. [3:20:45] Really nice work if we’re [3:20:46] going to do our best and we’re [3:20:47] going to have tree canopy. So [3:20:49] I hope you would consider some [3:20:51] conditions. I hope you would [3:20:52] ask them to save the tree used [3:20:55] papers. It’s very least. And [3:20:57] that turned area crashing the [3:20:59] racetrack. How many people we [3:21:02] know got gas trucks are going [3:21:03] to get over that. We know it’s [3:21:05] going to happen. Thank you. [3:21:08] Next, speaker. Susan Nelson [3:21:17] Sala guns I love [3:21:21] accountability and influence. [3:21:27] And responsibility. And as and [3:21:27] I think I can’t phone anymore [3:21:28] love with those particular [3:21:32] things. However, occasionally [3:21:34] I do, they become aroused. And [3:21:38] I fall even deeper. Love with [3:21:40] And this sounds like a [3:21:43] wonderful plan because the [3:21:45] areas already anything. To [3:21:49] beautify it, which sounds like [3:21:50] they’re certainly going to [3:21:53] try. I wanted to have it [3:21:55] clarified if a tree is taken [3:21:56] out. Does that mean? [3:21:57] >> They have give money to [3:21:58] have a tree built somewhere [3:22:00] else. And then I hear that [3:22:01] they’re going to actually [3:22:03] please build 5. put in 5 or 6 [3:22:08] more trees, which is above and [3:22:10] beyond with their. With. So [3:22:13] they get it sounds like a [3:22:14] wonderful plan. Thank you for [3:22:16] coming. Next. Speaker. Chris [3:22:27] Pratt McCanns only 3 months is [3:22:31] spent. [3:22:32] >> The issue I have with this, [3:22:32] I think issue that a lot of [3:22:33] people have in this community [3:22:36] people buy property and [3:22:39] they’re allowed to do with [3:22:40] their lot to do with For too [3:22:41] often, we allow them to more [3:22:42] than lot to do with You know, [3:22:42] we talk about communities [3:22:44] throughout this county doing, [3:22:45] you know. Buy or not do their [3:22:50] due diligence, you know, [3:22:51] buying into places that dirt [3:22:52] roads, things like that and [3:22:53] really mean leaving them for [3:22:53] making this purchase is here. [3:22:55] We have someone purchase [3:22:56] property. They know what they [3:22:57] can do with it. Another asking [3:22:59] for deviations, be on that. [3:23:00] Otherwise we wouldn’t be here [3:23:00] today. So the concern you [3:23:04] know, that’s the deviations [3:23:05] from trees and things like [3:23:06] that. We talk about the [3:23:07] pavers. If remove those papers [3:23:10] that removes 14 spaces, now [3:23:11] they’re only down to 45 [3:23:13] parking spaces. They don’t [3:23:14] meet the Land development [3:23:14] code. so they’re asking us to [3:23:15] consider those as parking. the [3:23:18] question there’s who maintains [3:23:19] them and what happens when [3:23:19] they’re longer maintained with [3:23:22] requirement for them to [3:23:22] maintain its. And then we have [3:23:23] issues with those types of [3:23:25] things. So I would necessarily [3:23:26] count those as parking spaces [3:23:28] in their calculations, but [3:23:29] that’s kind of what they’re [3:23:29] doing. That looks like for [3:23:30] that the ordinance as here [3:23:36] it’s, you know, the [3:23:36] development shall allow for a [3:23:37] quick service restaurants with [3:23:38] online pickup window. What is [3:23:41] that? The find you know, they [3:23:42] said is all but that’s not [3:23:44] tied hold a that can be any [3:23:46] quick service restaurants. [3:23:48] McDonald’s is classified as a [3:23:49] quick service restaurant. [3:23:49] Burger King Wendy’s, those are [3:23:50] all classified as quick [3:23:51] service restaurants. Those [3:23:52] could be there at that [3:23:53] intersection. Obviously a [3:23:55] McDonald’s in those types of [3:23:56] things need more parking [3:23:58] spaces. They’re floating the [3:23:59] idea of these types of things. [3:23:59] But they’re not tied to that [3:24:01] development. So has approved [3:24:03] this year proving the [3:24:03] variances for the parking and [3:24:04] all those types of things for [3:24:05] whatever they decide to build [3:24:08] later on. That could be [3:24:09] Wendy’s or Burger It doesn’t [3:24:11] have to be that will take your [3:24:12] the Starbucks are not tied to [3:24:13] those developments. So kind of [3:24:14] consider that as well. And [3:24:17] then again, the impervious [3:24:18] surface ratio, that something [3:24:20] group previously. I would [3:24:22] suggest that we hold them to [3:24:23] what the land of on the go to. [3:24:23] So we have a lot of issues [3:24:24] with flooding adding 5% more [3:24:27] as a little more A little bit [3:24:29] more flooding, potential [3:24:30] things like that. So hold them [3:24:31] to the 70% of the land on the [3:24:32] contest. Thank you. [3:24:33] >> Thank you for a Commons. [3:24:34] Anyone [3:24:43] >> Sherry Lynn, when took a [3:24:44] Beverly Hills I’ve been here a [3:24:48] long time and there is a lot [3:24:49] of flooding at that [3:24:51] intersection and those [3:24:52] concerned about if he did take [3:24:52] the tree out the roots [3:24:55] obviously year pretty far in [3:24:56] the ground. We already have [3:24:57] issues with sinkholes and then [3:25:00] if traffic start backing up [3:25:02] around the is it going to [3:25:03] block the fire trucks when [3:25:03] they go out or is there going [3:25:06] to be an issue with the [3:25:07] traffic trying to Lou Brown [3:25:10] back roads and then we’ve got [3:25:11] the playground, which doesn’t [3:25:13] have a sufficient gator around [3:25:14] it of any kind. I mean, it’s [3:25:18] just there’s a lot of [3:25:19] concerning issue because that [3:25:20] area is some compacted [3:25:21] already. I would just really [3:25:23] consider. What what they’re [3:25:27] asking for. [3:25:28] >> Thank you for your comments [3:25:29] next. Speaker. To state money. [3:25:39] Jennifer Grogan Inverness [3:25:44] >> I believe the property is [3:25:45] kind of an eyesore. The way it [3:25:47] is. And it looks like the are [3:25:49] jumping through hoops to do [3:25:50] whatever they can to make what [3:25:51] they’re trying to do. Work. [3:25:53] And I think we should try to [3:25:54] work with him do what we can [3:25:58] to better that community. The [3:26:00] community there looks kind of [3:26:01] rough from hurricanes and and [3:26:03] it looks like they’re going to [3:26:05] beautify it if they can save [3:26:07] the tree. That would be a [3:26:07] great thing if they can’t, [3:26:10] they’re willing to do lots of [3:26:10] other things. And I think we [3:26:11] need to work with them. [3:26:15] Everyone’s in business to make [3:26:16] a profit. But it looks like [3:26:17] they’re trying to do the right [3:26:18] thing. I would before that. [3:26:21] >> Thank you for your comes [3:26:21] next. Speaker. Anyone else? [3:26:26] Close the public portion and [3:26:31] you have any rebuttal to what [3:26:32] and interest will just give [3:26:33] in. [3:26:37] >> No, just quickly, thank you [3:26:39] all for your time. The propose [3:26:42] concept plan just to clarify [3:26:43] was for a proposed landscape [3:26:45] plan to propose 34 new trees. [3:26:46] That’s what was proposed on [3:26:48] there. We would certainly work [3:26:51] with staff to make sure what [3:26:52] is submitted is appropriate. [3:26:53] And we’ve heard your comments [3:26:55] and concerns and would make [3:26:56] sure to accommodate as [3:26:57] appropriately. So. [3:27:03] >> A board and I’m usually [3:27:04] last being the chair. But [3:27:05] since it’s my district and I [3:27:07] don’t know that I’ve ever [3:27:08] lived closer to anything [3:27:12] that’s been out there. There’s [3:27:14] a few things that was said one [3:27:15] that intersection floods all [3:27:16] the time. [3:27:17] >> No, it doesn’t. I have to [3:27:20] take different ways from my [3:27:21] house when we have floods. And [3:27:22] that’s that’s A safe zone. [3:27:26] It’s a very unique piece of [3:27:27] property. because it’s piece [3:27:32] of property surrounded by [3:27:34] wrote a small piece and then [3:27:36] the old CBS the same way. [3:27:39] There’s nothing Bennett that [3:27:40] property for some time. [3:27:44] Fortunately, CVS was quick to [3:27:46] follow the people in my [3:27:49] district have been chomping at [3:27:51] the bit to get something at [3:27:53] that property I mean, you all [3:27:58] set up here in the people [3:28:00] watching know I have may be a [3:28:01] little slower in certain [3:28:02] developments. Certainly the [3:28:02] one wanting to preserve [3:28:04] treason, trying to get [3:28:06] ordinances and development. [3:28:07] But I think to keep what [3:28:08] they’re keeping implant, but [3:28:10] they’re planting is far of an [3:28:11] improvement. There’s storm [3:28:14] water planned there. When I [3:28:16] hear that, that that’s going [3:28:17] to be wonderful for the area, [3:28:19] not about this property. Just [3:28:22] want to let you know, because [3:28:24] people were complaining a lot [3:28:24] from the CBS and being the [3:28:27] kind person that I am when [3:28:30] they. [3:28:31] >> They had a for sale lease [3:28:32] sign the property management [3:28:34] person at not this property. [3:28:35] The one next door had a sign. [3:28:36] I called in. So if you know [3:28:39] you’re probably looks [3:28:42] terrible. This property, at [3:28:43] least it’s been mowed kept up [3:28:46] with what can I do to help? [3:28:46] You’re obviously not from this [3:28:48] area. We need to keep this [3:28:50] looking better. All my [3:28:51] constituents are complaining [3:28:53] and it was like, wow, no one [3:28:54] across the state ever calls [3:28:56] its own eyes. Something [3:28:56] government looking out for us [3:28:58] a month later, reach back out. [3:29:02] And I said, how much more time [3:29:02] do you need a really in me [3:29:03] that cleaned up? And then I [3:29:06] just gotten nastier fall and [3:29:08] it was nobody wants to be [3:29:09] there. your boards fault. You [3:29:13] all won’t allow storage unit [3:29:14] or a car wash there. And [3:29:16] that’s all that people want to [3:29:17] come assess at. What do you [3:29:19] think you’re getting? [3:29:20] Certainly it’s not going to be [3:29:23] a Fleming’s. And I well, no, [3:29:24] sir, I imagine Fleming’s would [3:29:24] want to come to that spot him [3:29:26] SAS a but oddly enough, I [3:29:30] said, but maybe a Starbucks [3:29:32] would or or maybe a [3:29:34] Chick-Fil-A or something that [3:29:34] the people of Citrus County [3:29:35] could enjoy. Improvement to [3:29:40] this property is exciting to [3:29:40] the people in Homosassa we’ve [3:29:44] been talking about long before [3:29:45] it shook out. I think a Dunkin [3:29:47] Donuts was talked about before [3:29:51] graffiti is coming into that [3:29:53] area. Some vagrants are coming [3:29:54] into that area and when we [3:29:57] start making that I’ll call it [3:29:59] the heart of home assassin. [3:30:01] Nice. And this is a good first [3:30:04] step. That’s exciting. We we [3:30:05] can’t leave that part of our [3:30:07] county. Go to waste in and now [3:30:08] is the time I know there are [3:30:12] some complaints about some [3:30:12] years ago about the 7.11, [3:30:16] which was allowed, not not [3:30:17] that this board did anything [3:30:17] special to allow it. But I’ll [3:30:21] tell you what it replaced [3:30:24] helped that quarter immense [3:30:25] lay. This is the heart of [3:30:26] Homosassa. And after hearing [3:30:30] the applicant’s testimony and [3:30:31] after hearing the county’s [3:30:33] testimony researching the [3:30:35] backup material, I’m going to [3:30:36] be in full favor of this as my [3:30:39] constituents would want me [3:30:39] today. Commissioner have a [3:30:43] question. You said they can’t [3:30:47] use River Rock. For parking. [3:30:52] Instead of putting what they [3:30:53] want to put down. [3:30:56] >> They were they were going [3:30:56] to put 14 parking spaces. You [3:30:58] can’t park on River rock [3:31:00] because River rock drains very [3:31:01] nicely. Because in my other [3:31:06] option, is you’ve got hear [3:31:07] about they have to figure that [3:31:07] was with the bicycle parking. [3:31:12] Why not to get those 14 for [3:31:12] debt for the bicycle and then [3:31:13] you could put River rock. It [3:31:15] would rain very nicely. And I [3:31:19] got a call at this. What I [3:31:20] want to find out, right? So [3:31:20] looking back at the [3:31:22] engineering staff to interact [3:31:23] is not one of those items that [3:31:23] are generally considered. [3:31:27] >> As in per as per [3:31:28] impervious, which is you have [3:31:28] to have paved parking. And [3:31:30] that generally is not either [3:31:32] because it doesn’t it doesn’t [3:31:34] support the parking that [3:31:35] might. It’s not. I agree is [3:31:38] pretty. But again, it’s a [3:31:40] maintenance thing. And so [3:31:41] that’s not one of the items [3:31:42] that, you know, I like shows a [3:31:43] look awesome. But they’re not. [3:31:46] If they don’t support [3:31:47] necessarily that the traffic [3:31:49] that it’s going to need and [3:31:50] they have to be maintained. [3:31:51] And that’s been our problem. [3:31:52] So generally paved parking is [3:31:54] the alternative. There is [3:31:56] turn. Those is like a type of [3:31:57] stone that that can be used [3:31:59] for parking. But again, it’s [3:32:01] treated as impervious and not [3:32:04] previous. So I appreciate your question. I just don’t [3:32:05] think it helps the situation [3:32:06] as far as storm water. They’re [3:32:08] still going to 75%. don’t like [3:32:12] 75%. But I do like the plan [3:32:13] that they have. They’ve come [3:32:16] up with for everything else. [3:32:18] So the thing is. Everything [3:32:22] else is the way it’s first be [3:32:23] I guess we should move [3:32:23] forward. I just think [3:32:28] clarification on the buffer. [3:32:29] The 5 foot versus 10 foot. If [3:32:30] you support that or not. Madam [3:32:33] Chair, you, [3:32:36] >> I’d like to make a motion [3:32:36] that we approve. The dash 2, [3:32:42] 0, 2, 6, Dash, 0, 0, 0, 0, 4, [3:32:45] >> With the deviations of [3:32:46] allowing 75%. [3:32:50] >> ISR. [3:32:51] >> The 5 foot buffers on the [3:32:52] south and east side. [3:32:54] >> Tight be buffers and [3:32:57] replace the deciduous trees [3:33:00] that are outlined in the plan [3:33:01] with Oaks. a 55 parking [3:33:05] spaces. [3:33:11] >> I’m fine with what you [3:33:12] said. But there’s no way you [3:33:12] can replace if you upscale the [3:33:16] caliber of the oak tree. You [3:33:17] can have that may be a hoax. [3:33:20] Can we change it like they? [3:33:20] will just work with [3:33:21] staff. Change. Okay. I have a [3:33:28] >> motion by commissioner [3:33:28] Canard second by Commissioner [3:33:31] Davis. All those in favor. any [3:33:33] opposed motion carries 5, 0. [3:33:35] Congratulations and thank you. [3:33:41] never be able to see the [3:33:45] place. [3:33:46] >> A 34 law panel. [3:33:54] >> 6.15, this meeting’s
