[24:07] I bring this up because besides the annual pair there [24:09] you'll receive, they are also eligible for a pension. [24:12] The recent budget has allocated $20 million to cover past pension [24:17] liabilities. [24:18] My concern is what the future liabilities. [24:20] Because the city payroll has skyrocketed under the submit administration. [24:25] It may seem like a drop in the bucket for [24:27] the board members, but salaries, but, but the members' salaries, [24:32] there are a lot more, more of them. And. [24:34] And at this point, we have to address the city [24:36] spending. [24:37] Inside holding people accountable to do, to at least meet. [24:41] Look at all these boards important boards. And I question [24:44] some of the qualifications, for example, traffic parking and speeding [24:47] are discussed regularly here and. [24:49] Went across the city of the members of the traffic [24:51] commission's experts. [24:53] Then we have the zoning board, a critical board in [24:55] the city. [24:56] Who are the ex experts on this board? Don't get [24:58] me wrong. They're all very nice people. But we have [25:01] a school teacher, a real estate agent, a real estate [25:04] attorney. [25:04] Someone who works for the department of transportation. [25:07] And others. I have no idea what their credentials are. [25:10] These are people voting every month to approve variances for [25:13] big and small developments, all impacting the city and the [25:16] neighborhoods. So when you ask about. [25:18] The number of developments, 10 or more S on board [25:21] in the last three years, how many projects they've approved [25:24] and denied? Because during the time I. [25:26] Attended the Z awning board meeting, the majority got approved [25:29] even over the budders objections as you were present. [25:33] Next we got, we got speeding. Many of you during [25:36] the holiday drove on highways. Did you notice it or [25:39] encounter any speed bumps on route 93, 1. [25:41] 28 on the mass pike. No, but what you probably [25:44] did see was a state trooper packed along the side [25:47] of the road to slow down traffic. [25:48] Councilor Lee mentioned a few years, a couple of years [25:51] ago using retired police cruises and parking them around the [25:54] city. The laws of the roads are being ignored. You [26:07] have people double packed. You have people going down one [26:10] way streets. [26:11] You have drivers ignoring lights and stop signs. Speed bumps [26:14] are not the answer. [26:15] Enforcement in, in closing, can the $110,000 for elderly be [26:20] targeted to provide transportation to the elderly. So that is. [48:52] Very much aligned with the, the mission of this part-time [48:54] employee. [48:55] That grant, like I said is two years. It is [48:58] 50% subsidized by national grid and 50% in the. [49:01] In the budget that was reflective on the FY 24 [49:04] budget. And we'll remain reflective in the FY 25 budget. [49:07] This position $40,000. [49:10] Is for a part-time bilingual advocate to assist with that [49:14] community first partnership employee. [49:15] Who we are still in the hiring process for we're [49:18] in the second round interviews for quite a few folks. [49:21] This again, and this is going to relate to the [49:24] second item, which is. [49:26] Additional monies from, I, I think it's EEA. [49:29] A regarding very similar work. So I'll get into the [49:33] details of that, but essentially. [49:35] The, the populations of people who very rarely actually. [49:41] Receive the incentives that are available. [49:45] The ones who are isolated the most are English as [49:47] a second language, low income. [49:51] People who have just migrated into the country. [49:54] Renters, non homeowners. They're the ones who don't really. [49:57] Actualize any of the benefits and the incentives that are [50:00] available? I, myself, I speak English as a first language. [50:03] I'm pretty good at navigating websites. And. [50:06] Internet. I find it very confusing myself to, to figure [50:08] out if I'm. [50:10] Eligible for a, a solar panel rebate, or if I [50:13] can. [50:14] Get some energy credits from a solar farm out in [50:17] Western Massachusetts. It's very tough to navigate it. [50:20] So this is to help bridge that gap a little [50:22] bit with our English as a second language population. [50:25] Okay. And then my second question is about the 270,000 [50:30] for technical assistance. [50:32] So, is that someone that we're again, similar question. Are [50:35] we gonna hire someone for the technical assistance? [50:38] Is it going to evolve into a full-time job or [50:41] what are we using that 270,000. [50:43] To do so, none of that is a, a full-time [50:46] position, nor is it even an employee within the city. [50:48] Rather, it's a partnership with community organizations. If. [50:51] You wouldn't mind, I'm gonna read just a few sentences. [50:53] It's the narrative of the application that we sent in [50:55] and received this grant for. [50:57] So this project leverages trusted community based organizations or CBOs [51:01] as delivery venues to overcome linguistic and cultural barriers to [51:04] the elec to electr. [51:05] Electrification adoption in a frontline community. [51:08] This work will be done through the creation of a [51:10] team or cohort that will work to provide electrification measures [51:14] and utility bill assistance to create safe and healthy homes. [51:16] In community spaces, this partnership will assist CBOs who have [51:20] not traditionally engaged in electrification in resiliency programs, but have [51:24] already worked. [51:25] Diligently on community service and organizing. [51:28] This funding will be aimed at upgrading census tract 34 25, [51:32] the electrify Everett target area, which is home to people [51:35] who have histor. [51:36] Historically, not historically benefited from energy savings programs and incentives. [51:41] Those who are English, isolated language, isolated, low income rent. [51:44] Renters landlords with smaller two to four unit multifamily properties. [51:49] So, again, this is partnering with those community based organizations. [51:53] I believe in total, we've identified four or five. [51:56] LA Luma, Asian Everett, Haitian community center, and the Everett [52:00] community growers of the four that come to mind. There [52:02] may be a fifth. I'm unsure, but. [52:04] The that's where these monies would be expended. [52:07] And so we're going that 40,000 bilingual outreach card is [52:10] going to use that 270,000 to provide assistance. Is that [52:14] how I look at it? No, the. [52:15] The 40,000 is a standalone that is more focused on. [52:20] The city as a whole. Okay. So they are going [52:22] to be boots on the ground. [52:24] They're either going to be calling folks or just knocking [52:27] on doors. [52:28] They're really trying to, again, bridge that gap, but mainly. [52:31] Having to do with English as a second language individuals. [52:35] This other grant item number two. [52:38] Pertains to the community based organizations. [52:42] So that their membership is better informed about this and [52:45] that they could push out the messaging on our behalf. [52:48] Okay. So 270 is gonna be disseminated to those organizations. [53:38] Through the city hall programs, meaning, you know, not only [53:42] are we playing that intermediary, but then we're also proactively [53:45] looking for. [53:46] People that speak English as a second language at home, [53:50] precisely. Just that. Yeah. The, the rationale behind this being [53:53] a city hall. [53:55] Employee now, granted, this is a part-time employee. It does [53:58] not have the intention. Like I just responded to counselor [54:01] Smiths of being extended past. [54:03] Just the grant period, but the, the rationale behind having [54:07] an individual. [54:08] Actually placed in city hall is that people come here. [54:11] With questions with concerns, and we try to address them [54:14] as much as we can. In-house we don't like to [54:16] refer people. [54:17] To a phone number to call or a different agency [54:20] to reach out to. We really want to, to try [54:23] to solve as many issues as we can when somebody [54:25] walks in the. [54:26] Door and has a problem as opposed to telling them [54:28] to call. [54:29] Another number, and this is especially true for again, folks [54:32] who speak English as a second language, navigating through multiple [54:37] phone numbers. [54:37] Or websites that are very oftentimes just heard in English. [54:41] It's very difficult to do. [54:42] So there, again, having that, that individual placed in city [54:46] hall. [54:47] And to your point, too, of, you know, kind of [54:50] having the, the identity, I guess, of a city hall [54:53] employee. [54:54] It is more easily and more readily acceptable or accessible [54:57] rather to utilize city resources. If they are more aware [55:01] of those city. [55:02] Resources knowing how to push out messaging through social media, [55:04] through our mailing list that we already have established going [55:07] to the events tabling at events. It's just a lot [55:10] easier. [55:10] To corral that individual. If again, they are a city. [55:13] City hall employee, as opposed to a national grid employee. [55:16] Okay. In, in a lot of these programs go up [55:19] until like 20, 30 or later. [55:21] In this being a temporary program, obviously the need likely [55:24] won't disappear. So is that something that's gonna be funded [55:28] in the future? [55:29] Through, I know you had mentioned EEA or is it [55:31] expected to be funded through. [55:33] The general budget. I don't believe that it would be [55:36] funded through the general budget. [55:38] There, there are a lot of grant opportunities out there [55:41] right now through E a through national grid, through a [55:44] litany of different sources. [55:45] It is not the intention of the planning department to, [55:48] to seek additional. [55:50] Full-time or even part-time salaries for any roles pertaining to. [55:55] This, so the old business to continue to see grants [55:58] come forward and likely this won't. [56:00] Become a regular item. Okay. Understood. And, and just wanted [56:03] to explain it is important, cuz it could, these, a [56:06] lot of these grants from the federal government continue on [56:08] to 2030. [56:09] On. And then on number three, when it comes to [56:12] the trees, I had another piece on, I know your [56:14] office has worked on a tree form, a Google form. [56:17] Which are then in the back end, connecting to a [56:20] three 11 constituent service, which creates a ticket for the [56:22] D P w. [56:24] Which I like one of the things I've noticed, and [56:25] this is walking throughout the whole city and I'll expand [56:27] on this later. [56:28] Is there doesn't seem to be a regular maintenance of [56:32] trees. A lot of trees have become overgrown and they're [56:34] grown. [56:35] So before we accept more trees into the city, which [56:38] is vital. [56:40] I know in the budget we had an arborist, has [56:42] that been hired? And do we have a plan today [56:45] in what it would take in terms of effort to. [56:48] Proactively start trimming trees in lieu of. [56:51] Kind of getting to where we are today, where some [56:54] of these trees are overgrown and they're in the wires [56:56] likely potential hazards. And then some are scooping down, maybe. [57:00] Weren't the right choice of trees that are getting in [57:02] the way of pedestrians walking. So. [57:04] Are we up to date with the labor? We'd need [57:06] to maintain all the trees in the city or do [57:08] we need a large one time expenditure to get all [57:12] the. [57:12] Trees to a better, a better place. Thank you. [57:15] So da daily or day-to-day maintenance of the trees that [57:18] falls within the purview of D P w. So I, [57:21] I don't want to sit here and represent D P. [57:24] W's needs or wants or whether or not. [57:26] They feel comfortable with the amount of manpower that they [57:28] have currently. I genuinely don't know. [57:31] As to the, the grant, the existing trees and whatnot. [57:35] Any, any of the trees that are planted under. [57:38] Either of the two programs that we have right now. [57:42] For free trees in the city, those would be planted [57:45] by. [57:46] A, a state arborist who then in addition to actually [57:49] doing the planting is responsible for maintaining for up to [57:52] two years. Each of those trees. [57:54] And they have a very good inventory as to, to [57:56] the locations of those. So maintenance of those trees. [57:59] While, understandably thinking the trees that are already overgrown or. [58:04] Need a lot of attention. This is not taking attention [58:08] away from those trees because it, it is not done [58:11] through city staff, but rather through. [58:13] A a state appointed. [58:15] Basically a consultant that we're utilizing. [58:19] And I apologize, the, any portions of the questions that [58:22] I didn't touch upon. So the arborist, I know there [58:24] was one in the budget. Has it been hired? [58:25] That position has been posted and we have an interview, [58:29] I believe. [58:30] This or next week for that position. Okay. And, and [58:33] Ms. President, the only reason I ask is, you know, [58:35] you walk around the city, there is a tree trimming [58:37] issue. One of the first things I ask. [58:38] When I arrived, is, is there an annual maintenance schedule [58:41] right in the response generally for this and other things [58:44] are, well, we take calls and we come out when [58:46] we receive the. [58:46] Calls problem is 70% or so here are renters. Generally. [58:50] They're not gonna call look around and you'll see any [58:52] street has issues two years. It's great to. [58:55] Have that period of free maintenance, but we know that [58:57] maintenance on trees, it comes far further than two years. [59:01] Not much is needed in the first two years. So. [1:09:59] Would have needed to be rezoned and moving forward with [1:10:02] the change now would create. [1:10:03] Far less unattended consequences. Council's costs are inquired. If a [1:10:07] business had requested the zoning change in Mr. Zi indicated [1:10:11] that it was one of the. [1:10:12] Reasons for the change. Councilor Costa asked if this particular [1:10:15] business plan to occupy a whole building for this purpose. [1:10:17] And Ms. Lattanzi responded that he believed that to be [1:10:20] the intent. [1:10:20] Referencing the bat you had residential complex that would be [1:10:23] nearby that had a lot of dog owners. [1:10:25] Council Costa expressed concern that a large pet daycare operation [1:10:29] would result in more vehicles from surrounding communities bringing their [1:10:32] pets to this daycare. [1:10:33] Impacting traffic in the city, Councilor Costa suggested setting a [1:10:37] limit on square footage. Zi suggested that the city council [1:10:40] may want to limit the amount of license. [1:10:41] Licenses issued. Mr. Cornelio explained that in order to limit [1:10:45] licensing. [1:10:46] And ordinance would need to be created. Councilor Smith recommended [1:10:49] that the ordinance be amended by deleting the reference to [1:10:51] why and replace. [1:10:53] With SP for special permit, the committee voted favorable on [1:10:56] the amendment, but there was no recommendation when it came [1:11:00] out of committee. [1:11:03] Procedural question. [1:16:33] They're across the street, east of Broadway, a lot of [1:16:35] employees that are going in there. [1:16:37] They've all expressed an interest in having. [1:16:40] A a place to, to leave their dogs or even [1:16:42] just for pet grooming. [1:16:44] So I, I totally understand counselor. Costa's concern about inviting. [1:16:48] Other municipalities or residents from other municipalities to travel in. [1:16:53] I mean, it's a possibility at the end of the [1:16:55] day, it is a business. I, I think they would [1:17:01] have a pretty good population of folks who live very [1:17:04] close by that wouldn't need to drive to actually. [1:17:07] Drop off their dog in that location. [1:40:52] And does not credit us for our mixed use housing [1:40:54] production of which we've well exceeded pretty much any other [1:40:57] municipality in producing housing, but it's through mixed use. [1:41:01] So what this does is it retains the exact same [1:41:03] allowances, seven story by right building for mixed use. [1:41:07] Development, because we do still strongly prefer. [1:41:11] Mixed use. We wanna see commercial on the ground floor, [1:41:13] activated streetscape. [1:41:15] This would allow for strictly residential. [1:43:49] In our area in the greater Boston area is assembly [1:43:52] row people don't really. [1:43:54] Associate assembly with a ton of housing because people don't [1:43:57] go there for housing. They go there for the ground [1:43:59] floor retail. [1:44:01] So that that's just a way to create a good [1:44:03] community is having engaging, mixed use spaces on the ground [1:44:06] floor. [1:44:07] Again, they, they wouldn't credit us for it. [1:44:10] They, they pushed adamantly against it. Their rationale for that [1:44:14] is that in a lot of places. And you may [1:44:16] have heard in a planning board meeting. [1:44:18] That oftentimes commercial is a loss leader. [1:44:22] And it's subsidized through residential. [1:44:25] So if you allow for mixed use to be a [1:44:27] compliance mechanism, [1:44:28] then municipalities who don't want to produce housing. [1:44:31] Would require mixed use knowing that it's not marketable, marketable [1:44:35] in their area and essentially. [1:44:36] Complying with the law by passing a law that makes [1:44:40] no housing actually be produced. We're on the flip side [1:44:43] of that, where we're actually producing housing, but our law.
