words? It

[8:25]
be a part of the board. All
[8:32]
right. Thank you. Um, yeah,
[8:33]
thank you for the opportunity.
[8:34]
Looking forward to it. I know a
[8:36]
lot of uh the council people

and uh. Remember, so yeah,

[8:47]
Don
[8:49]

[8:54]
learning experience for me and
[8:55]
look forward to working with
[8:56]
everybody. Great. Thank you.
[9:01]
Thank you. And this is what I
[9:02]
usually put in for a plug that,
[9:04]
you know, there are many open
[9:05]
positions, but I think we
[9:05]
re
[9:08]
closing the gap now, so, um,
[9:09]
You can still apply, I
[9:10]
m sure
[9:11]
other open positions will come,
[9:12]
but please,, 00, it sounds like
[9:14]
Parks and Rec has an open
[9:15]
position, so, yeah, if you
[9:15]
re
[9:17]
interested, please apply and
[9:17]
we
[9:19]
d love to consider you. So
[9:20]
thank you for, for your
[9:22]
willingness to serve again. All
[9:25]
right, uh, next is introduction
[9:28]
of the growing grad interns,
[9:29]
city manager Martinez. Thank
[9:30]
you, Mayor. At this time, I
[9:31]
ll
[9:32]
ask our youth services
[9:34]
coordinator, Rachel Keeley to
[9:36]
come up and introduce our new
[9:37]
growing grad interns, and while
[9:38]
she does that, I will say that
[9:40]
we had an orientation last week,
[9:41]
where I had an opportunity to
[9:43]
meet all of the fine folks and
[9:43]
I
[9:44]
m pretty sure they
[9:44]
re all
[9:45]
gonna be permanent city
[9:46]
employees when they
[9:46]
re done
[9:47]
here, they
[9:48]
re fantastic. So
[9:48]
we
[9:51]
re excited for this year.
[9:53]
Thank you. Um, good evening,
[9:55]
Mayor Mayor Pro Tem and members
[9:56]
of the council. Um, I
[9:57]
m excited
[10:00]
tonight for you to meet our 12,
[10:00]
uh, summer growing grads
[10:02]
interns, um, but before I have
[10:03]
them introduce themselves, I
[10:03]
d
[10:05]
like to just, um, speak a
[10:06]
little bit about the program
[10:08]
and the process that they went
[10:09]
to or went through, um, so this
[10:12]
all started back in FEBRUARY,
[10:14]
um, all of these interns
[10:16]
attended our summer job launch,
[10:16]
um, that
[10:17]
s the first step and
[10:18]
first requirement to be
[10:19]
eligible to apply for one of
[10:21]
our internships. So on On this
[10:22]
day they spent the day learning
[10:24]
on how to build a resume and
[10:25]
they practice mock interviewing
[10:26]
to prepare them, um, to
[10:29]
interview and apply for our uh
[10:30]
summer internship positions and
[10:32]
at the summer job launch we had
[10:35]
a record attendance of 100
[10:36]
students from 27j that
[10:37]
participated in the all-day
[10:40]
event. Of those 100 attendees,
[10:42]
we had over 60 applicants apply
[10:44]
for our 12 internship positions
[10:45]
and these 12 interns behind me
[10:48]
were the ones that were chosen,
[10:48]
um, so we
[10:49]
re very thankful for
[10:50]
them, um, to be spending their
[10:52]
summer. With us. Um, so they
[10:54]
each are going to be interning
[10:55]
in different departments. Some
[10:57]
departments have taken on two
[10:58]
interns this summer, um, and as
[11:00]
part of our growing grad summer
[11:03]
internship program, they must
[11:06]
work 150 hours, um, maximum,
[11:07]
and they complete weekly
[11:08]
professional development
[11:09]
courses. So today, they spent
[11:11]
time learning about their
[11:13]
Clifton strengths, um, and
[11:13]
they
[11:14]
ll continue to learn other
[11:16]
things to help them in their
[11:17]
soft skills and preparing them
[11:19]
to enter the workforce after
[11:20]
their time with us, um, In
[11:21]
addition, we
[11:22]
re thankful to all
[11:23]
their supervisors who are
[11:24]
hosting them this summer,
[11:26]
because this is something that
[11:27]
they voluntary voluntarily take
[11:28]
on, um, and so it
[11:29]
s a big
[11:32]
benefit for us in this program,
[11:33]
because they have mentorship
[11:35]
and guidance to offer our
[11:37]
interns, um, and give them the
[11:38]
career exploration that they
[11:40]
might not know they were um
[11:42]
initially interested in, and as
[11:43]
well as provides them some
[11:44]
extra set of hands to help them
[11:46]
with their projects throughout
[11:48]
the summer. Um, so with that,
[11:48]
I
[11:50]
m going to let them.
[11:51]
Introduce themselves and share
[11:55]
their favorite parts so far.
[11:56]

[13:04]
like hands on insight about
[13:06]
what goes on with the streets
[13:08]
and fleets, um, committee, and
[13:08]

take to make bright and

[15:30]
These are our summer interns,
[15:31]
so if you see them around the
[15:32]
city, I hope you
[15:33]
ll say hi and
[15:34]
ask them how their internship
[15:43]
is going. Well, thank you all
[15:44]
for your willingness to spend
[15:46]
your summer with the city in
[15:47]
different ways in different
[15:48]
capacities. I know in my day
[15:50]
job, we have interns that have
[15:52]
been very useful this summer,
[15:52]
so like I
[15:53]
ve learned to
[15:55]
appreciate interns even more
[15:56]
recently, so thank you for what
[15:57]
you do and look forward to a
[16:03]
great summer ahead. Um So next
[16:05]
is the uh item 4 seeds, the uh
[16:07]
Pride Month proclamation, and
[16:07]
I
[16:09]
ve asked council member Worth
[16:13]
to read that into the record.
[16:18]
Thank you, Mayor. This is the
[16:18]
uh lgbtq plus Pride Month
[16:22]
proclamation. Whereas city
[16:23]
council and staff have
[16:26]
committed to make Brighton an
[16:26]
inclusive and welcoming
[16:28]
community for all, including
[16:31]
the lesbian, gay, bisexual,
[16:35]
transgender, and queer lgbtq
[16:37]
plus community and whereas
[16:39]
Brighton denounced his
[16:40]
prejudice and unfair
[16:42]
discrimination based on age,
[16:45]
race, religion, national origin,
[16:46]
sexual orientation, gender
[16:48]
identity, or gender expression.
[16:51]
And is a city in which all
[16:53]
persons should feel valued,
[16:56]
safe, welcomed, respected, and
[16:58]
affirmed by their peers and the
[17:01]
community and whereas we must
[17:03]
acknowledge that the lgbtq plus
[17:05]
community has faced and
[17:07]
continues to face
[17:08]
discrimination, including
[17:10]
restricted rights, social
[17:13]
stigma, challenges accessing uh
[17:15]
accessing health care and other
[17:16]
basic social services and
[17:18]
whereas the city of Brighton is
[17:19]
strengthened by and thriving.
[17:22]
Lives upon the rich diversity
[17:24]
of ethnic, cultural, racial,
[17:25]
gender, and sexual identities
[17:27]
of its residents, all of which
[17:28]
contribute to the vibrant
[17:32]
character of our city. And
[17:34]
whereas during lgbtq plus Pride
[17:36]
Month, we affirm our commitment
[17:39]
to upholding the dignity of all
[17:40]
residents and dedicate
[17:42]
ourselves to standing in
[17:45]
solidarity with the lgbtq plus
[17:47]
community in their ongoing
[17:48]
struggle against discrimination
[17:50]
and injustice. Now therefore be
[17:53]
it resolved. That I, Greg Mills,
[17:55]
mayor of the city of Brighton,
[17:58]
on behalf of City council do
[18:01]
hereby proclaim JUNE 25th as
[18:03]
lgbtq plus Pride Month. I call
[18:05]
upon the people of City of
[18:07]
Brighton to recognize the
[18:09]
achievements of the lgbtq plus
[18:11]
community and to celebrate the
[18:12]
great diversity of the
[18:14]
community. Aided the 17th day
[18:27]
of JUNE 2025. Thank you. MAY
[18:29]
protem Padilla and council
[18:29]
member today we
[18:30]
ll go down and
[18:49]
accept that. Turn this way. The
[19:04]
first Feel free to speak. I
[19:04]
ve
[19:09]
got to hold it. What am I doing
[19:14]
wrong? Hello? It should be on.
[19:16]
And we decided to let me speak
[19:19]
first before MR. Padilla.
[19:20]
Ladies first, it
[19:20]
s, it
[19:21]
s my
[19:24]
honor to be a part of this, uh,
[19:26]
proclamation, um, I
[19:27]
m not great
[19:28]
with words on the fly, you guys
[19:32]
all know that, but I, uh, I
[19:34]
wanted to say that I, you know,
[19:38]
I do extend my gratitude to the
[19:40]
lgbtq, uh, community as well as
[19:43]
the allies and anybody that has
[19:45]
ever um been a part of helping
[19:51]
with. Acknowledgement and being
[19:52]
seen and being accepted just
[19:54]
like anybody else, and I
[19:54]
ll
[19:57]
leave it at that, uh, love is
[20:06]
love, so. Thank you. Pride is
[20:09]
an opportunity for us to look
[20:10]
at our uniqueness and an
[20:11]
opportunity to look at our
[20:13]
sameness. Uh, the celebration
[20:14]
of pride over the course of
[20:15]
this month can be an expression
[20:17]
of joy. It can be an expression
[20:19]
of anger, it can be an
[20:21]
expression of grief, but really
[20:24]
it is an acknowledgment of our
[20:26]
right to be, even when we are
[20:28]
not part of the majority and we
[20:30]
are part of something that
[20:32]
distinct and different.
[20:33]
Celebrating pride for many
[20:35]
people in our community means
[20:37]
stepping out of their comfort
[20:38]
zone and acknowledging and
[20:40]
learning something new about
[20:41]
the people that they already
[20:45]
know. Those of us in the
[20:46]
community have a chance also to
[20:48]
turn out and and celebrate all
[20:52]
of our allies. And perhaps
[20:53]
lament those allies or those
[20:55]
people who are less accepting
[20:56]
than our allies, but to
[20:57]
appreciate the allies all the
[21:00]
more. We don
[21:01]
t need to
[21:04]
understand, to accept. And what
[21:04]
we
[21:05]
ve learned over many years
[21:07]
is that it is harder to hate us
[21:11]
when you know us. So, on behalf
[21:14]
of our, our residents, our
[21:16]
employees, all of their
[21:17]
families, and, and I
[21:18]
ll let
[21:20]
Josh Zuckerbam speak as well.
[21:22]
Josh and I accept this
[21:23]
celebration of Brighton
[21:23]
s
[21:24]
growth and diversity. This is a
[21:25]
different place than it was
[21:30]
when I was a kid. Well said,
[21:32]
Peter. Uh, I
[21:34]
m Joshelbo, the
[21:34]
county clerk for Adams County.
[21:34]
I
[21:36]
m actually here to accept the
[21:38]
proclamation on behalf of the
[21:40]
county. Um, as you all MAY know,
[21:40]
it
[21:42]
s very important in Adams
[21:43]
County to celebrate diversity.
[21:46]
We have an extremely diverse
[21:47]
community, all different shapes,
[21:49]
sizes, colors, religions,
[21:51]
faiths. Orientations, you name
[21:53]
it, we have it here in Adams
[21:54]
County, and we
[21:55]
re all one
[21:56]
community. And we
[21:56]
re, we
[21:56]
re
[21:58]
better because of it. Adams
[22:00]
County actually just celebrated
[22:02]
our pride, uh, this last
[22:03]
weekend. Uh, my office every
[22:05]
year puts on a mass marriage
[22:06]
ceremony because as you said,
[22:08]
love is love. Uh, and it
[22:08]
s
[22:09]
something that is very
[22:12]
important to, uh, to me, uh, my
[22:13]
family, I do have family
[22:14]
members who are members of the
[22:16]
community. I myself consider
[22:18]
myself to be an ally. And I
[22:18]
m
[22:20]
very grateful that the city is
[22:21]
uh proclaiming. This, making
[22:22]
the statement as well. So, on
[22:23]
behalf of the county in my
[22:25]
office, and myself, thank you.
[22:48]
You ok. Mhm I was ok. All right.
[22:53]
Thank you. Um, and then next
[22:56]
item 4d is a proclamation
[22:58]
condemning the uh Thas in
[22:59]
Boulder, Colorado. Uh, first of
[22:59]
all, I
[23:01]
d like to thank Mayor
[23:03]
Prote Padilla for bringing this
[23:03]
to our attention and I
[23:04]
ll go
[23:04]
ahead and read this
[23:08]
proclamation. Whereas on JUNE
[23:11]
1st, 2025, a deplorable
[23:13]
anti-Semitic attack occurred in
[23:15]
Boulder, Colorado when an
[23:18]
individual used a makeshift
[23:19]
flamethrower to target
[23:20]
participants in the run for
[23:24]
their lives walk. Which is a
[23:25]
peaceful demonstration to raise
[23:28]
awareness for hostages held by
[23:31]
Hamas in Gaza since the OCTOBER
[23:34]
7th, 2023, terrorist attacks
[23:36]
against Israel resulting in
[23:38]
injuries to 8 individuals,
[23:41]
including 2 with severe burns
[23:42]
requiring emergency airlift to
[23:45]
a medical facility. And whereas
[23:46]
this act of violence carried
[23:48]
out on the eve of the Jewish
[23:51]
holiday Shabbat. Was a
[23:52]
deliberate and hateful assault
[23:55]
on the members of the Jewish
[23:57]
community and their allies
[23:59]
intensifying fears amid a
[24:00]
documented rise in anti-Semitic.
[24:05]
Incidences across the United
[24:05]
States and whereas
[24:09]
anti-Semitism. Poss a growing
[24:11]
threat in Colorado and across
[24:15]
the world, manifesting a
[24:16]
physical violence, harassment,
[24:20]
vandalism, and hateful rhetoric,
[24:22]
including dangerous stereotypes
[24:26]
that falsely blame Jewish
[24:27]
people for social issues. And
[24:29]
whereas the city of Brighton
[24:30]
Firmly condemns all forms of
[24:35]
hate. And reaffirms its
[24:36]
unwavering commitment to
[24:38]
fostering a safe, respectful,
[24:40]
and inclusive community for
[24:41]
residents of all faiths,
[24:43]
backgrounds, and beliefs.
[24:43]
Where
[24:44]
s the city of Brighton
[24:45]
stands in solidarity with the
[24:49]
Jewish community. And all Those
[24:52]
affected by the senseless act
[24:55]
of violence, recognizing the
[24:57]
fundamental right of every
[24:59]
individual to gather peacefully
[25:02]
and live free from fear,
[25:02]
intimidation, and
[25:04]
discrimination. Now therefore
[25:05]
be resolved that I, Gregory
[25:06]
Mills, mayor of the City of
[25:08]
Brighton, on behalf of the city
[25:11]
council, do hereby condemn the
[25:14]
anti-Semitic attack. That
[25:16]
occurred in Boulder and express
[25:17]
our solidarity with the Jewish
[25:20]
community. We reaffirm our
[25:21]
commitment to standing against
[25:26]
hatred. In all its forms and to
[25:28]
ensure that Brighton remains a
[25:29]
community where diversity is
[25:31]
celebrated, human dignity is
[25:33]
upheld and all people can live
[25:37]
free. From fear and
[25:39]
discrimination dated the 17th
[25:49]
day of JUNE 2025. And I believe
[25:50]
the county clerk, uh, Josh
[25:50]
Zigelbaum
[25:51]
s here to also
[25:52]
receive this as well. That
[25:52]
s
[25:53]
correct. We, our county clerk
[25:55]
is here to receive it. We also
[25:56]
have in the audience tonight
[25:58]
Bruce Shaefer with Run For Life
[26:00]
as well, so ok, come a few
[26:08]
words. Um, feel free to say a
[26:09]
few words and then we can get a
[26:10]
group photo. I
[26:10]
ll try to keep
[26:12]
it to a few words. I used to be
[26:14]
an attorney, so it
[26:16]
s hard. Um.
[26:16]
My name
[26:18]
s Bruce Shaeffer. This
[26:21]
is Gabriel Valeska, were two of
[26:23]
the regular walkers on Sundays,
[26:25]
uh, to raise awareness for the
[26:26]
hostages, as you mentioned, and
[26:29]
I just want to say this is so
[26:31]
obvious from the preceding
[26:32]
proclamation as well as this
[26:35]
one, that this is a courageous
[26:35]
council. You can
[26:37]
t do it
[26:39]
without the support of a
[26:41]
courageous community, a
[26:44]
beautiful diverse community and
[26:44]
we
[26:45]
re just so grateful for this
[26:48]
uh Proclamation and have so
[26:49]
much appreciation for it. It
[26:50]
s
[26:51]
important, it
[26:52]
s important that
[26:54]
other uh communities across the
[26:58]
country, uh, do, do uh similar
[27:00]
proclamations, um, it was a
[27:02]
horrible attack two weeks ago
[27:05]
on JUNE 1st, uh,, 2 of my
[27:07]
immediate family members were
[27:09]
uh severely burned and uh and
[27:10]
thankfully are about where they
[27:12]
should be in the recovery
[27:14]
process and we do have two who
[27:16]
are still in the hospital, but.
[27:19]
An attack on one is an attack
[27:21]
on on all and uh I deliberately
[27:24]
wore this. His t-shirt His
[27:30]
t-shirt and This t-shirt says
[27:32]
in Hebrew Kulanu haufi, which
[27:37]
means we are all hostages which
[27:39]
easily translates into when one
[27:40]
of us is attacked in a
[27:42]
community for being a member of
[27:44]
a, a group or a class or an
[27:46]
ethnicity or religion or
[27:47]
whatever it is, we
[27:48]
re really
[27:50]
all attacked and we, uh, it
[27:50]
s
[27:52]
just beautiful that this
[27:55]
community is standing up to
[27:57]
stand against um hatred in the
[27:59]
form of anti-Semitism, ha. In
[28:01]
the form of uh being uh you
[28:04]
know, towards the glbtq
[28:04]
community and I
[28:05]
m just so
[28:06]
thankful to each and every one
[28:13]
of you. I don
[28:14]
t have uh too
[28:16]
much to add. I just wanna, uh,
[28:17]
thank you as well and just say
[28:18]
that, you know, looking around
[28:20]
the room, we
[28:20]
re all just
[28:23]
Americans and uh. We all
[28:25]
identify with the various
[28:29]
groups, uh, religious or ethnic
[28:31]
or um sexual orientation or
[28:32]
otherwise, and we all have a
[28:33]
right to exist without being
[28:35]
targeted for being members of
[28:36]
that group and without being
[28:38]
targeted with violence, we have
[28:41]
a right to speak our mind and
[28:44]
to be able to agree and
[28:45]
disagree civilly. Um, those are
[28:46]
American values, and I
[28:48]
appreciate the city of Brighton
[28:49]
taking this on. Thank you so
[28:56]
much. Well, hello again. I was
[28:58]
up here not that long ago. Uh,
[28:59]
Josh Unckelbaum, Adams County,
[29:00]
Adams County clerk. Uh,
[29:01]
actually, I don
[29:01]
t think any of
[29:03]
you know this, but I myself am
[29:05]
Jewish. I
[29:07]
m also the grandson
[29:08]
of Holocaust survivors. Um, i
[29:11]
in fact have my grandmother
[29:11]
s
[29:12]
tattoo from when she was in
[29:14]
Dachau, um, Her, her prisoner
[29:16]
number tattooed on my arm, uh,
[29:18]
as well to, to remember her. So,
[29:19]
this is something that is near
[29:22]
and dear to me. Um, It, it
[29:23]
s
[29:24]
something that, you know,
[29:25]
obviously hit home with me and
[29:27]
my family, our community, um,
[29:28]
what
[29:29]
s taking place and not
[29:32]
just with the particular event,
[29:33]
uh, in Boulder, but much of the
[29:36]
rhetoric that is taking place
[29:37]
uh here domestically and abroad
[29:38]
against the Jewish community,
[29:41]
um, as well. So, on behalf of
[29:42]
the county, on behalf of myself,
[29:44]
my office. Um, I also I
[29:44]
m here
[29:46]
to accept the proclamation, and
[29:46]
I, um I
[29:48]
m grateful to the city
[29:50]
of Brighton for showing such
[29:51]
leadership in this area, um,
[29:53]
really uh marginalized
[29:55]
communities as a whole, uh, as
[29:56]
we just recognized the lgbtq
[29:58]
community as well. So, thank
[30:00]
you for your leadership. I
[30:01]
appreciate all of you and uh
[30:02]
thank you for being here and
[30:02]
for your words as well. Thank
[30:06]
you. Thanks, thank you. Do,
[30:06]
let
[30:08]
s do a group photo and
[30:08]
Peter and I will come down
[30:12]
there. You guys come, let
[30:13]
s do
[30:13]
a group photo and then we
[30:16]
ll.
[30:17]
You can stay up here if you
[30:17]
want to come down, that
[30:20]
s fine.
[30:29]
That works. I We have more than
[30:39]
one got it. Yeah. Right. Do
[30:43]
over here sandwich between you
[30:45]
and this works. Yeah, do we
[30:58]
have everybody? Good, thanks.
[31:19]
Mhm Thank you We
[31:19]
re all back?
[31:24]
Ok. Next on the agenda is, uh,
[31:26]
item 5 public and invited to be
[31:28]
heard on matters not on the
[31:29]
agenda, and I have one person
[31:32]
signed up to speak, Tom Lampo.
[31:36]
Come on down, Tom. You know,
[31:37]
the, ja, you know how it is.
[31:40]
State your name for the record,
[31:40]
you
[31:41]
ve got 3 minutes to see all
[31:43]
of you guys up here as well. A
[31:44]
lot is happening in our world
[31:45]
and I know it
[31:46]
s times it seems
[31:48]
as though everything is out of
[31:50]
control, but in reality, things
[31:54]
are coming loose to expose to
[31:55]
expose things and so that we
[31:57]
can receive freedom. I
[31:57]
m Tom
[31:59]
Lampo. GOD is in control, and
[31:59]
I
[32:01]
m here to lift up writing in
[32:02]
prayer. So please join me in
[32:04]
prayer. Heavenly Father, in
[32:04]
Jesus
[32:05]
name, we invite you here
[32:07]
to Brighton to be our GOD.
[32:07]
There
[32:08]
s nothing that surprises
[32:10]
you. You created the beginning
[32:11]
and you create, and you, I
[32:12]
m
[32:13]
sorry, and you could see far
[32:15]
off into the future. Your hand
[32:16]
is moved through the the
[32:18]
entries to bring us to this
[32:19]
very moment in time. And
[32:20]
because you are who you are, we
[32:22]
give you all the praise, glory
[32:24]
and honor. In Revelation 4:11,
[32:26]
it states, you are worthy, o
[32:28]
Lord our GOD, to receive glory
[32:30]
and honor and power, for you
[32:32]
created all things, and they
[32:32]
exist because you created what
[32:36]
you pleased. It pleased you to
[32:37]
create us and to put us and to
[32:39]
put us here at this time. Guide
[32:41]
us in our lives and let us
[32:42]
never forget to extend the
[32:43]
mercy you have shown us to
[32:45]
those we come in contact with.
[32:47]
Father, I lift up to you all
[32:50]
those that call Brighton home.
[32:52]
We all created by you, and we
[32:53]
have many influences that have
[32:54]
come into our lives throughout
[32:57]
our years. We have formed
[32:58]
different differing opinions to
[32:59]
every situation. We
[33:00]
re all
[33:02]
aware of the conflicts here in
[33:03]
our nation as well as around
[33:05]
the world. All of us have been
[33:06]
affected. Lives have been
[33:08]
shattered, and lives have been
[33:10]
lost. We all want peace, but we
[33:10]
can
[33:12]
t decide how to achieve it.
[33:14]
We easily grow weary with the
[33:15]
calamity that surrounds us.
[33:17]
Comfort those that have been
[33:19]
directly affected by the recent
[33:20]
tragedies bring peace to them
[33:23]
and those around them. There is
[33:25]
good advice in our lives found
[33:27]
in First Chronicles 16:11 as it
[33:29]
states, seek the Lord and His
[33:31]
strength. Seek His presence
[33:33]
continually. Give us your
[33:34]
strength and give us your
[33:36]
presence. We need to be
[33:37]
surrounded by you so you can
[33:39]
have the influence in our lives.
[33:41]
We need to do better to those
[33:42]
around us. As you look at us,
[33:44]
you are pleased with your
[33:46]
creation. One minute. Help us
[33:47]
to make decisions that please
[33:48]
you and bring peace to our
[33:50]
hurting world. You are a GOD,
[33:52]
and we are your people. In
[33:52]
Jesus
[33:54]
name we pray. Amen.
[33:55]
Thank you guys. Have a nice
[33:58]
night. Thank you, Tom. And just
[33:59]
a firmor their city clerk,
[34:01]
nobody else signed up to speak.
[34:04]
All right, thank you. Moving
[34:07]
ahead, going to public hearings,
[34:08]
item 6a, resolution of the city
[34:11]
council, City of Brighton,
[34:12]
Colorado amending certain
[34:15]
accounts in the general fund,
[34:18]
lodging tax fund, and water
[34:20]
fund and appropriating money
[34:25]
for expenditures in the amount
[34:29]
of $1,306,00603. To support
[34:32]
awarded grants. Additional
[34:33]
small business grants and water
[34:38]
payments. So, to open up. Open
[34:40]
up the public hearing. Ask of
[34:42]
our city clerk will verify all
[34:43]
the necessary postings and
[34:45]
publications were done. Yes,
[34:47]
Your Honor, the notice of
[34:48]
public hearing was published in
[34:51]
the Brighton Standard blade on
[34:54]
MAY 29, 2025. Thank you. Um, I
[34:56]
doubt anybody on council has
[34:57]
any ex parte communication
[34:59]
regarding this. This is pretty
[35:01]
cut and dry items, so we
[35:01]
ll go
[35:04]
on to having our city manager.
[35:05]
Introduce the staff that
[35:06]
ll
[35:06]
present. Thank you, Mayor,
[35:08]
presenting this item is our
[35:09]
budget and performance manager,
[35:12]
Katherine Mortenson. Welcome,
[35:14]
Katherine. Good evening. So I
[35:14]
m
[35:16]
here with our 2nd Amendment to
[35:20]
the 2025 budget tonight. Um,
[35:22]
you have all seen this before,
[35:23]
but again, just a quick
[35:24]
reminder, we do these budget
[35:26]
amendments when what we have
[35:27]
already appropriated in the
[35:29]
budget is not enough to cover
[35:31]
things that came up
[35:32]
unexpectedly. The few things we
[35:33]
have tonight are a few
[35:34]
additional grant awards that
[35:34]
we
[35:37]
ve received. An increase to
[35:38]
our 2025 small business grant
[35:40]
funds and an increase in water
[35:41]
rates that are paid by the
[35:44]
Water Enterprise fund. Diving
[35:46]
in just a little bit, there are
[35:48]
3 grants that are being added,
[35:49]
that are having appropriation
[35:50]
added in the amendment before
[35:53]
you tonight. One is for Dola.
[35:53]
These are actually two separate
[35:56]
grants that we got from them to
[35:58]
adjust our housing needs plan,
[35:59]
uh, for our community
[36:01]
development department, that
[36:01]
s
[36:04]
about $95,000. Additionally,
[36:04]
there
[36:05]
s the 2025 scfd grant.
[36:06]
This is a grant that we receive
[36:08]
every year. We didn
[36:08]
t know the
[36:09]
amount until we actually got
[36:11]
the award, which was after the
[36:12]
budget was adopted. And then
[36:14]
the third one there is a cd.
[36:16]
Phd grant for emerging
[36:18]
contaminants that is going to
[36:18]
our utilities department and
[36:22]
our water fund. In total,
[36:22]
that
[36:24]
s about 373,000 added for
[36:26]
those additional grant awards.
[36:28]
The next item is our small
[36:29]
business grant. This is a
[36:30]
program that we do each year
[36:31]
with our lodging tax dollars.
[36:33]
This is run through our
[36:34]
economic development department.
[36:37]
As we talked about last time,
[36:39]
we were talking about the
[36:41]
lodging tax fund when our city
[36:43]
attorney was presenting the
[36:44]
updates to that resolution. We
[36:45]
have some additional fund
[36:47]
balance in there, and you
[36:48]
requested that our departments
[36:49]
are the ones who get to decide
[36:51]
how that is used in accordance
[36:53]
to that lodging tax ordinance.
[36:55]
So using some of that fund
[36:56]
balance, we are proposing
[36:57]
tonight that there
[36:58]
s a cash
[36:59]
transfer out of that lodging
[37:00]
tax fund that will come into
[37:03]
the general fund as revenue,
[37:03]
and that
[37:04]
s $100,000 which
[37:06]
allows us to spend that
[37:07]
$100,000 out of the general
[37:09]
fund, where the economic
[37:10]
development department will go
[37:11]
to people who are on their wait
[37:13]
list for this year
[37:13]
s grants and
[37:15]
give out just an additional
[37:16]
100,000 in that same grant
[37:17]
program that they typically run.
[37:20]
And the last item here is some
[37:21]
additional water payments each
[37:23]
year. We pay the City of
[37:25]
Thornton for water that we use
[37:28]
that they provide for us. They
[37:28]
had a higher percentage
[37:30]
increase this year than we were
[37:31]
anticipating. We got
[37:33]
notification of that just a few
[37:35]
weeks after the budget was
[37:35]
adopted, so projections are
[37:36]
looking like we
[37:36]
re going to
[37:38]
spend a little over 700,000
[37:40]
more than we had budgeted, and
[37:41]
that is being added in this
[37:44]
amendment here tonight. All in
[37:47]
all, this adds about $1.3
[37:48]
million to the 2025 budget and
[37:51]
brings our total city budget to
[37:54]
312 million for 2025. And with
[37:55]
that, I will turn it back over
[37:58]
to you, Mayor. All right, I
[37:59]
mean, obviously I don
[37:59]
t have to
[38:01]
ask the applicant if there
[38:01]
s
[38:02]
anything to add because you
[38:03]
re
[38:05]
the applicant. So I will ask if,
[38:06]
well, if, if there
[38:07]
s anybody
[38:09]
that wants to speak on this,
[38:09]
you
[38:10]
re welcome to do that.
[38:10]
There
[38:10]
s sign up sheets in the
[38:11]
back. You
[38:12]
ll have 3 minutes if
[38:13]
you do, but I, I don
[38:13]
t have
[38:16]
anybody send it to speak, so
[38:18]
MADAM City clerk, anybody sign
[38:19]
it to speak digitally on this
[38:24]
one. No, Your Honor, ok. All
[38:26]
right. Questions from counsel.
[38:28]
If I see none. Oh, there
[38:28]
s one.
[38:30]
Mayor Protem. Thank you. I just
[38:32]
wanted to check and confirm one
[38:34]
thing on the lodging tax
[38:37]
allocations into the general
[38:40]
fund that will specifically be
[38:40]
directed to economic
[38:41]
development. So it
[38:42]
s not that
[38:44]
the city will be directly
[38:45]
responsible for any grants that
[38:47]
would be through the regular
[38:48]
grant process will go through
[38:49]
the economic development
[38:51]
corporation. Ok, excellent. I
[38:52]
think that that was the thing I
[38:53]
just wanted to make sure is
[38:53]
that we hadn
[38:54]
t created a new
[38:55]
grant program for the city
[38:56]
itself. No, it
[38:56]
s the same one
[38:57]
that they
[38:58]
re doing. It
[38:58]
s just
[39:00]
an additional amount. Ok, thank
[39:03]
you. Great to clarify that.
[39:03]
There
[39:04]
s no other questions or
[39:06]
comment, I will close the
[39:08]
public hearing and this item is
[39:09]
before council for
[39:14]
consideration. He put them
[39:16]
Thank you. Um, I, I just wanted
[39:18]
to add to that that I
[39:19]
m
[39:20]
incredibly happy with the fact
[39:23]
that the city has allocated
[39:26]
more than $250,000 to grant
[39:27]
money for assisting small
[39:29]
businesses in the, the
[39:30]
community, a tremendous amount
[39:32]
of that investment in our, our
[39:33]
downtown businesses. I
[39:35]
appreciate that very much. So
[39:36]
this is item aa which I now
[39:41]
move. 6. I think 6a which I now
[39:43]
move. All right, and then
[39:44]
council member Tadeo. Thank you,
[39:44]
MAY. I
[39:46]
m happy to second that
[39:49]
1st and 2nd to move item 6a
[39:50]
forward. There
[39:51]
s no other
[39:56]
discussion. Rocalbo. Motion
[39:58]
passes 8 to 0. Thank you. All
[40:06]
right. Moving ahead. Now it
[40:06]
s
[40:08]
item 8a and ordinance of the
[40:09]
city council, the City of
[40:12]
Brighton, Colorado, Amending
[40:13]
certain articles of the land
[40:16]
use and development Code and
[40:18]
the municipal code relating to
[40:20]
accessory dwelling units and
[40:20]
manufactured homes. City
[40:22]
manager Martinez. Thank you,
[40:24]
Mayor. As mentioned, this is a
[40:26]
final reading. However, there
[40:29]
are some changes to the uh
[40:30]
presentation that you heard
[40:32]
from what you heard last
[40:34]
meeting to this meeting. So our
[40:35]
affordable housing coordinator,
[40:36]
Sean Wyman is here tonight to
[40:38]
inform you of those changes
[40:39]
prior to the final vote, and I
[40:40]
will turn it over to Sean.
[40:41]
Thank you. Good evening
[40:45]
everyone. Yeah, this item was
[40:46]
pulled from consent agenda so
[40:48]
that the uh the ordinance could
[40:50]
have uh, have two corrections
[40:53]
made to it. Uh, this, uh,
[40:55]
ordinance was regarding the uh
[40:58]
primarily uh changes dealing
[40:58]
with adu
[40:59]
s regulations that
[41:00]
went to a first reading on MAY
[41:04]
20th. Uh, those amendments
[41:05]
included several definition
[41:08]
additions and revisions, and as
[41:09]
usual, the amendments went
[41:10]
through the process, uh, my
[41:12]
approval by the Planning
[41:14]
commission considering that the
[41:17]
criteria met, uh, met the ludc
[41:19]
Land Use Development Code uh
[41:21]
requirements and uh those uh
[41:23]
criteria were also presented to
[41:27]
city council on MAY 20th. The
[41:29]
two changes are first. That it
[41:31]
was made clear that the
[41:32]
definition of affordable
[41:34]
housing was meant to replace
[41:36]
the current definition of
[41:37]
housing, affordable. We didn
[41:37]
t
[41:39]
want to assume that, uh, that
[41:42]
was a given and so we made the
[41:43]
ordinance specific to uh to
[41:45]
make sure that that occurred.
[41:47]
And secondly, a finding section
[41:48]
was added to the ordinance that
[41:50]
outlines how those amendments
[41:52]
did meet the criteria that are
[41:54]
included in, in the ludc
[41:56]
process. Uh, so there were no
[41:58]
changes to the definitions or
[41:58]
to the amendment criteria that
[42:00]
you. Reviewed and that was
[42:03]
voted on at first reading.
[42:07]
Thank you. Well, if there
[42:07]
s no
[42:08]
question, we
[42:09]
ll go on to
[42:12]
motions, Mayor Protem. I will
[42:14]
simply point out that I,
[42:14]
there
[42:14]
s a relative first here,
[42:18]
I had to go and look up what
[42:18]
Scrivener Corrections were. So
[42:20]
there was a word in the
[42:21]
presentation that I didn
[42:22]
t know,
[42:24]
uh, which, uh, It was kind of
[42:25]
fun. You learn something new
[42:27]
every clerical or a
[42:28]
typographical mistake, but I
[42:30]
knew that there was a better
[42:33]
way to say that. Um, so, uh,
[42:34]
now I
[42:36]
ll move item aa. Very
[42:37]
good. And then council member
[42:39]
Fiddler. Thank you, Mayor. I
[42:39]
ll
[42:40]
say it. There
[42:41]
s a proper 1st
[42:44]
and 2nd to move item 8a, and
[42:44]
there
[42:45]
s nothing else to discuss.
[42:53]
Roll call vote. Motion passes 8
[42:59]
to 0. Thank you. Next, item 9a,
[43:01]
a resolution of the city
[43:03]
council of the city of Brighton,
[43:04]
Colorado appointing
[43:05]
representatives and alternative
[43:07]
or alternates of the city
[43:08]
council to certain boards and
[43:09]
commissions, and with that,
[43:10]
we
[43:12]
ll go to City Attorney
[43:13]
Calderon. Thank you, Mayor
[43:16]
Mayor Pram, um, as you recall,
[43:18]
we have a vacancy on the
[43:20]
council which has left 2
[43:24]
vacancies, uh, in the South
[43:26]
Adams Water County. Adams
[43:27]
County Water Quality
[43:30]
Association, sorry, and um an
[43:32]
alternate position for the Loch
[43:34]
Buoye sewer board. We also
[43:36]
appointed former council member
[43:38]
Clint Blackhurst 2 years ago to
[43:41]
the Metro Water Recovery Board.
[43:42]
That appointment ends JUNE 30th,
[43:44]
so that requires a
[43:47]
reappointment. So this
[43:48]
resolution will reappoint Clint
[43:50]
Blackhurst to the Metro Water
[43:52]
Recovery Board, and it will
[43:54]
appoint a Mayor Pro Tem Peter
[43:56]
Padilla to the two. Vacancies
[43:57]
that we have the alternate on
[44:00]
the lock sewer board and the,
[44:01]
um, Adams County Water Quality
[44:05]
Association. With that? And yes,
[44:08]
he agreed. We, we didn
[44:08]
t have
[44:08]
the strong arm. It
[44:08]
s, it
[44:09]
s all
[44:11]
good. If there
[44:12]
s no questions,
[44:12]
we
[44:14]
ll go on to motions, council
[44:18]
member Fiddler. Thank you, MAY.
[44:22]
I move 9a for approval. And
[44:25]
then uh council member Snyder.
[44:25]
I
[44:28]
ll 290 as long as the mere
[44:31]
protem is ok with the job.
[44:32]
We
[44:34]
ll see when he votes. Ok, if
[44:34]
there
[44:35]
s no other questions,
[44:41]
roll call vote. Motion passes 8
[44:43]
to 0. I kind of had a feeling
[44:47]
that would happen. Thank you
[44:48]
for your willingness to serve
[44:50]
and also if uh Clint
[44:50]
s
[44:50]
listening, thank you to him as
[44:55]
well. Next is item 9b. A
[44:56]
resolution of, of the city
[44:59]
council, the city of Brighton,
[45:01]
Colorado, appointing a site
[45:04]
lease agreement with t-Mobile
[45:07]
West llc for a portion of
[45:10]
city-owned real property and
[45:12]
improvements located at 19,150
[45:15]
East 160th Avenue, Brighton,
[45:17]
Colorado, 80601 and authorizing
[45:19]
the city manager to execute,
[45:20]
said lease agreement. City
[45:22]
manager Martinez. Thank MAY are
[45:24]
presenting this next item is
[45:24]
our director of utilities,
[45:27]
Scott Olson. Good evening,
[45:29]
Mayor Mayor Protein, members of
[45:30]
council, uh, this evening, the
[45:32]
item, uh, that I have for you
[45:34]
is a t-Mobile cell tower lease.
[45:36]
Uh, the lease is located at our
[45:39]
Southwater tank storage. So
[45:41]
this evening, I will walk you
[45:43]
through um a brief overview of
[45:45]
the existing lease that we have
[45:47]
with t-Mobile, um, an overview
[45:48]
of the proposed lease with
[45:49]
t-Mobile, provide staff
[45:50]
recommendation, and then open
[45:53]
it for any questions. So, as I
[45:55]
stated, we do have an existing
[45:57]
lease, uh, that original lease
[45:59]
was signed back in DECEMBER of
[46:02]
2006, and that lease is
[46:04]
actually with Nextel, um,
[46:06]
Nexttel, um, was purchased by
[46:09]
t-Mobile. Um, the tenant
[46:10]
provided notice of additional
[46:11]
equipment that they installed
[46:13]
at the half million gallon
[46:15]
elevated tank in FEBRUARY of
[46:17]
2015, uh, and that did not take
[46:18]
up any additional space at the
[46:21]
site. Uh, the original lease
[46:24]
that we had with Nextel and
[46:27]
then t-Mobile, um, terminated
[46:29]
in DECEMBER of 2021, and we
[46:31]
negotiated a month to month
[46:32]
lease with them under the terms
[46:34]
or matching the terms of that
[46:36]
original lease agreement. Uh,
[46:38]
t-Mobile has approached us and
[46:40]
we have negotiated a new lease,
[46:43]
um, So that will supersede this
[46:45]
this month to month lease that
[46:47]
we have been, um, operating on
[46:49]
for the last several years. Uh,
[46:51]
the initial term of that new
[46:52]
lease is for 10 years with the
[46:56]
option to renew for two
[46:57]
successive 5-year terms,
[46:58]
followed by two successive
[47:02]
1-year terms. Uh, the city or
[47:05]
the tenant, uh t-Mobile can
[47:06]
terminate after the initial
[47:07]
term, as long as the proper
[47:08]
notice is given per the
[47:11]
agreement. Um, as I stated, we
[47:13]
have negotiated all of the
[47:15]
terms of the lease, including
[47:17]
what occurs if the city has to
[47:18]
perform maintenance, and we
[47:21]
have to temporarily temporarily
[47:22]
relocate those uh cell antennas.
[47:26]
The rent under this new
[47:28]
proposed lease is $2500 per
[47:31]
month, and that increases 3%
[47:32]
annually on the anniversary of
[47:36]
that lease. Our staff
[47:37]
recommendation is to approve
[47:38]
the resolution authorizing the
[47:40]
city manager to sign that new
[47:43]
lease with the city and uh
[47:44]
t-Mobile West llc, which is
[47:47]
their official name. And with
[47:48]
that, I will take any questions.
[47:51]
Questions. We got Council
[47:54]
member Green. Thank you, Beer.
[47:57]
Thank you, Scott. Um, What was
[47:59]
the run before? Uh, I believe
[48:03]
that it was like 1350. Ok, so
[48:03]
it
[48:05]
s a significant increase and
[48:05]
it
[48:06]
s transferable, obviously,
[48:08]
since that
[48:08]
s how Nex health
[48:10]
t-Mobile got it from them if
[48:11]
t-Mobile were to be bought out
[48:13]
by somebody, um, I
[48:13]
m not sure
[48:15]
that that would really occur,
[48:16]
but yes, it would be. Thank you.
[48:21]
Any other questions, Council
[48:25]
member Tadeo. I have a question.
[48:27]
Why did we, um, why, why have
[48:32]
we been expired since 2021. Um,
[48:32]
so we couldn
[48:33]
t come to an
[48:34]
agreement on the terms. So we
[48:35]
just said, hey, why don
[48:35]
t we go
[48:37]
to a month to month lease, um,
[48:37]
and that
[48:38]
s what we
[48:38]
ve been
[48:40]
operating under. And so then
[48:40]
what
[48:41]
s been different? I mean,
[48:41]
we
[48:42]
ve just been able to
[48:43]
negotiate something that
[48:44]
everybody can agree on at this
[48:47]
point. Exactly, yep, the, the
[48:49]
new rent and what, what do we
[48:50]
do when um we have to work on
[48:52]
the tanks. That was a big point
[48:53]
of contention in the past. It
[48:55]
is pretty costly if you have to
[48:56]
take those antennas down and
[48:58]
put them what they call antenna
[49:00]
on wheels. Um, so we
[49:00]
ve
[49:01]
negotiated, um, terms around
[49:06]
that. Great. Thank you. If
[49:07]
there
[49:07]
s no other questions,
[49:08]
we
[49:10]
ll go on to, uh, Motions
[49:11]
Councilmember Fiddler. Thank
[49:14]
you, MAY. I, I move 9b for
[49:18]
approval. Then uh council
[49:19]
member Green. I will second
[49:22]
that motion. 1st and 2nd to
[49:31]
prove a 9b. Rocovo Motion
[49:33]
passes 8 to 0. Thank you
[49:38]
everyone for your time. Next,
[49:40]
going on to reports. Start with
[49:43]
reports by the mayor. Last week,
[49:48]
I was a part of the um Adcog
[49:50]
subregional committee and, um,
[49:52]
We were discussing the 4p
[49:54]
process and that that
[49:55]
s the
[49:56]
upcoming transportation funding
[49:56]
that we
[49:58]
re trying to get out of
[50:01]
Cdot for improvements to the
[50:04]
region, I presented, so every
[50:07]
municipality presented on um
[50:07]
different priorities that
[50:10]
either touch that I
[50:12]
municipality or or um affect
[50:15]
that municipality. And I
[50:18]
presented on behalf of uh the
[50:21]
co7 coalition. And we obviously
[50:23]
are trying to go for
[50:24]
improvement to Highway 7, I
[50:25]
mean, we
[50:26]
ve already seen the,
[50:28]
the ill and the repavement of
[50:29]
the of most of that, there
[50:29]
s
[50:31]
still a little bit, um, going
[50:33]
on a little closer, I-25 right
[50:33]
now, but we
[50:34]
re seeing a lot of
[50:36]
the fruits of that, uh, finally
[50:38]
come to fruition for our
[50:42]
community, but we are promoting,
[50:44]
uh, the bus rapid transit
[50:45]
service that will start, it
[50:45]
s
[50:47]
supposed to start sometime next
[50:48]
year, probably q1 of next year,
[50:51]
and so. That was a part of my
[50:52]
presentation to the group, um,
[50:56]
I also. Advocated for funding
[51:01]
for the uh. Upcoming uh signal
[51:03]
at Bromley and I-76, everybody
[51:05]
knows that travels that
[51:06]
especially during peak hours
[51:07]
and sometimes during not peak
[51:09]
hours that that is an
[51:10]
intersection that needs some,
[51:14]
uh, Big time improvement and we
[51:16]
got to work with ca to get
[51:17]
those improvements done and
[51:19]
part of that is uh putting up a
[51:21]
signal instead of a stop sign
[51:23]
that is not very sufficient,
[51:26]
especially during peak hours.
[51:27]
And another thing I talked
[51:30]
about was, as a city, cities
[51:32]
like Brighton and many cities
[51:35]
in in the area, we tend to do a
[51:37]
lot of Cdot right ofway
[51:39]
improvements on their behalf
[51:40]
without being compensated, and
[51:43]
so I advocated for either at
[51:44]
least some compensation for
[51:45]
that, for those right away
[51:46]
improvements which could be
[51:48]
mowing, it could be filling
[51:50]
potholes. It could be a number
[51:53]
of things. Or at least working
[51:55]
with Cdot to find solutions so
[51:57]
they get the work done that
[51:59]
they have not been very uh
[52:01]
responsive to. So that was a
[52:03]
that was a lot of that meeting
[52:04]
that I was a part of it was
[52:06]
about a 2.5 hour meeting we had
[52:10]
last week. Uh, yesterday I was
[52:12]
at the edc board meeting and a
[52:15]
lot of the discussion was about
[52:17]
uh the upcoming sunset of
[52:19]
Burrow and and trying to uh
[52:21]
create the dda that we talked
[52:22]
about recently here in this
[52:25]
council as well. Coming up, um,
[52:27]
oh, also other other events I
[52:30]
was at uh ac rep had their um
[52:32]
game changers event last week.
[52:34]
I was there along with the city
[52:36]
manager, Martinez. There was a
[52:36]
mayor
[52:42]
s round table. Um, about
[52:42]
anti-Semitism in Boulder and um,
[52:45]
we, we were actually, we
[52:47]
actually had this planned for a
[52:50]
while to have this uh. This, uh,
[52:51]
summit, this roundtable up
[52:54]
until um. The attacks that
[52:55]
happened in Boulder a couple
[52:56]
weeks ago, and it turned into
[52:58]
kind of a bigger conference
[53:00]
where people came in from some
[53:02]
of the surrounding states to
[53:05]
talk about um ways to combat
[53:06]
the anti-Semitic issues that
[53:07]
have been going on across the
[53:11]
country. I was also a Brighton
[53:13]
Summerfest. A great job to our
[53:16]
event staff for putting on our
[53:17]
annual summer fest event, or I
[53:19]
should call the Brighton
[53:22]
Summerfest event. And, um, we
[53:23]
appreciate all the community
[53:26]
that comes out, participates in,
[53:28]
uh, just bring that uh brighten,
[53:30]
uh, fun to the community and,
[53:31]
and the weather wasn
[53:31]
t too hot
[53:33]
like it was last year or it
[53:33]
wasn
[53:35]
t rainy like it was 2
[53:37]
years ago. It was, it was
[53:38]
probably just about right, so,
[53:40]
uh, I Co, uh, tomorrow night, i
[53:44]
got a, I have a Doctor Cog
[53:45]
meeting and next week I
[53:46]
ll be
[53:49]
at the cml annual Conference.
[53:51]
And otherwise, we are off for
[53:52]
the next uh couple Tuesdays
[53:55]
here, so be aware of the next
[53:55]
meeting isn
[53:56]
t till JULY 1st
[53:56]
after we
[53:58]
re done tonight, so.
[53:59]
Next, we
[54:01]
ll go to reports by
[54:03]
department directors. I
[54:05]
actually do have one quick
[54:07]
report from a department. Uh,
[54:07]
I
[54:07]
ll ask Director LeBree to
[54:10]
come up and give some good news
[54:12]
on a project that many of you
[54:13]
have been asking questions on
[54:14]
that I
[54:15]
m happy to talk about
[54:16]
completion. So is it Bridge
[54:20]
Street? Is it done? Not quite.
[54:22]
Good evening, Mayor Mayor Pro
[54:24]
Temp and council.Re close
[54:24]
though, we
[54:25]
re getting real
[54:27]
close, so, uh, but no, we
[54:27]
re
[54:29]
happy to report today that the
[54:31]
street lights on Main Street
[54:33]
has been stalled all the way
[54:33]
from Long
[54:34]
s Peak to Bush, and I
[54:35]
got a couple of pictures. I
[54:37]
thought, I think that one to
[54:39]
the left is a really beautiful
[54:41]
picture of downtown, and I
[54:43]
think it shows the, the each
[54:44]
individual task that is being
[54:46]
done by Borough, by Public
[54:48]
Works, and by community
[54:49]
development. I think it
[54:49]
s
[54:50]
coming, you can see it in.
[54:51]
Pictures that it
[54:52]
s a beautiful
[54:53]
place to be and we
[54:53]
re still
[54:55]
continues to work to make it
[54:56]
more beautiful. And these small,
[54:57]
these light, these street
[54:59]
lights is just one addition to
[54:59]
that, so we
[55:00]
re really happy to
[55:00]
announce we
[55:01]
re we
[55:01]
re finished
[55:06]
with it. Any questions? Well,
[55:07]
we appreciate that. We, we, we
[55:09]
gotta have, we got to stop
[55:10]
people from hitting those
[55:11]
lights. I saw there
[55:11]
s one down
[55:14]
in front of the library. Well,
[55:16]
yeah, yeah, well. We
[55:17]
re there
[55:20]
to pick it back up and install.
[55:22]
So and I, and uh Bob wanted me
[55:23]
to let you guys know he
[55:23]
s
[55:24]
working on the Christmas
[55:26]
decorations. We have that, uh,
[55:28]
purchased and ready to go.
[55:30]
Hopefully starting to get it
[55:31]
installed in the upgraded ones.
[55:34]
Yes, yes, yes. He couldn
[55:34]
t sell
[55:34]
though, he
[55:35]
s trying to sell the
[55:36]
old ones, but they
[55:36]
re not
[55:39]
selling, so. You should have
[55:41]
one with Olaf. So if anybody
[55:42]
want Christmas decorations, we
[55:46]
do have some available, so very
[55:48]
good Thank you. Any questions
[55:49]
for our public works director.
[55:50]
Yeah, I just wanted to make
[55:52]
sure I understand these are the
[55:55]
lights down Main Street bridge.
[55:55]
That
[55:57]
s fantastic. Thank you.
[55:59]
That is awesome. It, it, it got,
[56:00]
you can see it
[56:01]
s like taller,
[56:02]
as I understand it, and uh you
[56:03]
know, it just seemed to seemed
[56:05]
to be a lot more sturdy, but
[56:05]
they
[56:06]
re definitely taller, I
[56:07]
think it
[56:07]
s it
[56:07]
s prominent when
[56:08]
you, when you
[56:08]
re just looking
[56:11]
at the pictures, it stands out.
[56:15]
Yes, yeah. Right. Great. Thank
[56:18]
you, sir. Any other department
[56:24]
director updates. Nope. Ok.
[56:25]
Moving ahead, updates by our
[56:28]
city attorney. Nothing, thank
[56:29]
you, except you
[56:29]
re presenting
[56:31]
next week. Yeah, I
[56:31]
m not
[56:36]
announcing that. All right, um,
[56:38]
uh, updates from our city
[56:41]
manager. Just one quick one, we
[56:42]
had a wonderful concert planned
[56:44]
for this Friday at Founders
[56:46]
Plaza, Chicano Heat, which is
[56:48]
pretty popular band here in the
[56:49]
Denver metro area.
[56:49]
Unfortunately, it
[56:51]
s gonna be
[56:53]
about 100 degrees and myself,
[56:55]
our parks and rec director and
[56:57]
our deputy city manager went
[56:58]
over to founders yesterday, and
[57:00]
we took an infrared thermometer
[57:01]
to the pavement, pretty hot.
[57:01]
It
[57:03]
s uh well over 110 degrees
[57:03]
on the pavement, so, and that
[57:05]
was With cloud cover at 90
[57:08]
degrees, so we had to
[57:09]
unfortunately make the decision
[57:12]
to move that concert from
[57:12]
founders to Carmichael. So it
[57:13]
s
[57:15]
still on, but in a much cooler
[57:16]
place, so if you were planning
[57:18]
on attending, that
[57:18]
s Friday at
[57:19]
5 o
[57:21]
clock, now at Carmichael.
[57:22]
Thanks for announcing that.
[57:25]
Hopefully, we can continue
[57:28]
other events at Founders soon.
[57:34]
All right. Um, next. Go to
[57:35]
Reports by City Council. We
[57:40]
start in the middle. Mein.
[57:41]
Thank you. Apparently been
[57:41]
because I didn
[57:42]
t have any
[57:43]
meetings last week. That
[57:44]
s why
[57:45]
I needed additional
[57:47]
appointments. Um, so, uh, not
[57:49]
very much to report, uh, I do
[57:50]
want to thank several members
[57:51]
of the community who came to
[57:55]
join us for the ride Fest, um,
[57:55]
for the Pride proclamation
[57:57]
tonight. I really appreciate
[57:58]
you being here. Uh, just a, a
[58:00]
note that this Saturday is
[58:01]
Thornton
[58:02]
s Pride Fest, and then
[58:04]
JUNE 28th and 29th is the pride
[58:06]
fest at uh Denver Civic Center.
[58:06]
That
[58:09]
s all I have tonight. All
[58:10]
right. And then council member
[58:13]
Tadeo. Thank you Mary. I don
[58:13]
t
[58:14]
really have a whole lot to add.
[58:17]
I was able to attend the Adams
[58:19]
County Pride fest and uh
[58:19]
Brighton Summerfest for a
[58:21]
little bit, and I was really
[58:22]
pleased by the turnout. Uh,
[58:23]
there
[58:24]
s a lot of people there
[58:25]
and it seemed like everybody
[58:28]
was having a lot of fun. Ok.
[58:28]
I
[58:30]
m green. You know, I
[58:31]
m never
[58:32]
at a loss for words, but you
[58:34]
know, you booked a band called
[58:34]
Chicano Heat, you expect
[58:35]
they
[58:36]
re gonna bring it. All
[58:37]
right? So, we didn
[58:38]
t want them
[58:39]
to be Chicano m melt. So that
[58:39]
s
[58:40]
why we had to move. They
[58:41]
re
[58:43]
gonna bring the heat.
[58:47]
Councilmember Worth. Thank you,
[58:49]
Mayor. Um, also kind of quiet.
[58:51]
I, um, attended a Parks and Rec,
[58:55]
um. Meeting and I
[58:57]
ll leave the
[59:01]
details up to Jan and um also a
[59:03]
byc meeting of their heavy into
[59:05]
recruitment, uh, for the next
[59:09]
year. We just had uh 13 seniors,
[59:10]
uh, graduate, and so we
[59:11]
re
[59:12]
looking for a replacement uh
[59:13]
strength, so they
[59:14]
re having
[59:15]
their uh interviews tomorrow.
[59:16]
That, that
[59:17]
s an all day event
[59:18]
that they
[59:19]
re not your standard
[59:20]
traditional interviews. There
[59:20]
s
[59:23]
a lot of uh events going on,
[59:23]
they
[59:24]
re looking for team
[59:25]
bonding and things like that.
[59:27]
So, uh, it should be, should be
[59:28]
a good time for him. I
[59:30]
unfortunately will not be able
[59:31]
to make the interviews this
[59:32]
year. That
[59:33]
s all I got. Thank
[59:36]
you. All right. That
[59:36]
s my
[59:37]
Rolosky. Thank you, Mayor. Well,
[59:44]
The gory details from the wreck.
[59:44]
There
[59:45]
s no garage. They are not
[59:48]
gory at all. They
[59:49]
re great,
[59:49]
they
[59:51]
re a great group. They
[59:51]
re
[59:53]
a great group. Now I did bring
[59:55]
up a challenge to them because
[59:57]
I, uh, had the unfortune of
[59:59]
having to attend a funeral at
[1:00:03]
the Elmwood Cemetery. And years
[1:00:04]
ago when Elmwood was quite
[1:00:08]
young back 40 years ago we made
[1:00:09]
the decision or the decision
[1:00:11]
was made to plant trees along
[1:00:12]
the highway to try to block out
[1:00:14]
the noise that was was coming
[1:00:17]
off of the roadway. Well, it
[1:00:18]
ended up this particular
[1:00:21]
service that I was at. Those
[1:00:23]
trees are not doing any good at
[1:00:25]
all, so I asked the Parks and
[1:00:26]
Rec folks if they would please
[1:00:27]
look at is there something they
[1:00:29]
can bring in when someone does
[1:00:32]
a graveside service that can
[1:00:33]
filter out or block that noise
[1:00:35]
so they can, because you
[1:00:35]
couldn
[1:00:36]
t hear the minister, you
[1:00:36]
can
[1:00:37]
t hear people speak. It
[1:00:40]
just I mean, the trucks now
[1:00:42]
that are long 85 or just, it
[1:00:43]
unbelievable. So anyway,
[1:00:43]
they
[1:00:44]
re, they
[1:00:45]
re taking that
[1:00:46]
challenge and, and I very much
[1:00:48]
appreciate that, being able to
[1:00:48]
be done because it
[1:00:49]
s, it
[1:00:53]
highly needed. Um, I also had a
[1:00:54]
4 hour e470 board meeting that
[1:00:55]
included me handing out checks,
[1:00:59]
uh. More than $20,000 worth of
[1:01:02]
checks to groups that actually
[1:01:05]
they promote um. Uh, car seats
[1:01:10]
for kids and also. Uh, provide.
[1:01:14]
Hopefully some means of of
[1:01:16]
monetary value to students who
[1:01:16]
are doing driver
[1:01:17]
s ed, so it,
[1:01:20]
it was, it was, like I said, it
[1:01:22]
was really very great meeting.
[1:01:26]
Um, And then I attended last
[1:01:28]
Friday night I attended the
[1:01:29]
meeting out at uh the Adams
[1:01:30]
County Building regarding the
[1:01:32]
expansion or work on Sable
[1:01:35]
Boulevard. It was interesting
[1:01:36]
because I think I was the only
[1:01:38]
councilperson there. I know
[1:01:38]
Marv Falconberry, he
[1:01:39]
s not back
[1:01:41]
there now. He was, he attended,
[1:01:44]
but honestly, you guys, they
[1:01:44]
didn
[1:01:44]
t expect the turnout they
[1:01:47]
got. They had to move to from
[1:01:49]
one big room to a bigger,
[1:01:51]
bigger room. There were so many
[1:01:53]
people there, but overall it
[1:01:54]
was very well attended, I think
[1:01:56]
people got a lot of questions
[1:01:57]
answered so I thought it was
[1:02:02]
very good. And then, pardon?
[1:02:04]
There was a little anti in it,
[1:02:06]
but when they went through and
[1:02:09]
saw what Common sense was going
[1:02:10]
to be taking place. They were
[1:02:12]
very much more accepting. Yeah,
[1:02:14]
no, they, it was pretty much
[1:02:18]
anti, I would say the majority.
[1:02:19]
Anyway, um, the other thing
[1:02:21]
that was great was today the
[1:02:23]
ribbon cutting at Brighton at
[1:02:24]
Brighton Benedict Park, you
[1:02:26]
know, the Benedict was our
[1:02:28]
original park back in the day,
[1:02:30]
and I told the story there
[1:02:32]
today too that when we came to
[1:02:32]
Brighton in
[1:02:34]
67, that was the
[1:02:36]
only part that existed when I
[1:02:37]
got on the parks board because
[1:02:39]
at that time all ofverver parks
[1:02:41]
so we had to wait and once we
[1:02:43]
got recreation to make it a
[1:02:45]
parks and recreation board, so
[1:02:46]
anyway, over the years I
[1:02:46]
ve
[1:02:48]
seen so much happening. Changes.
[1:02:48]
It
[1:02:49]
s been wonderful, but it, it
[1:02:51]
was so great to have this
[1:02:52]
ribbon cutting to make the
[1:02:54]
official opening of the park
[1:02:56]
because, oh my gosh, if any of
[1:02:57]
you have not been by there, you
[1:02:59]
need to go by and see and
[1:03:01]
actually go over and walk
[1:03:02]
around the equipment that
[1:03:03]
s the
[1:03:05]
new slides and everything, the,
[1:03:07]
the material that they put in
[1:03:08]
there is wonderful. It
[1:03:09]
s, it
[1:03:12]
springy and soft and you won
[1:03:14]
trip over like you did in the
[1:03:16]
past, and then they also not
[1:03:19]
only have a kids slide area
[1:03:24]
they have older. Folks, older
[1:03:27]
kids, uh, and, uh, and they
[1:03:29]
have the, the frisbee golf
[1:03:30]
course and I mean, it
[1:03:31]
s just,
[1:03:31]
it
[1:03:32]
s fantastic, everything. I
[1:03:33]
mean, if you get a chance, you
[1:03:35]
need to go by and kind of enjoy
[1:03:37]
it all yourself. So anyway,
[1:03:37]
thank you very much. That
[1:03:39]
should do it. It
[1:03:39]
s great to be
[1:03:43]
there. Council member Fiddler.
[1:03:45]
Thank you, Mayor. I, I had the
[1:03:46]
opportunity to attend the first.
[1:03:49]
Clicks and kicks events, that
[1:03:52]
Friday night, uh, the very
[1:03:53]
riveting Moana too, uh, when I
[1:03:56]
was there with my wife, uh, our
[1:03:57]
oldest, his wife and the two
[1:03:58]
grandkids, so super fun. Travis
[1:04:00]
was there, Greg was there, um,
[1:04:02]
the I
[1:04:03]
ve seen foam parties
[1:04:04]
before, but usually it
[1:04:04]
s at a
[1:04:06]
Vegas resort, so that was new
[1:04:07]
seeing that, uh, in the park
[1:04:11]
setting with kids in the foam.
[1:04:12]
ll just stop there. A very
[1:04:13]
nice event. The weather held
[1:04:15]
out, and that was a sound was
[1:04:16]
great, and I don
[1:04:16]
t know where
[1:04:18]
you got the, the, the large
[1:04:19]
screen in the, in the, in the
[1:04:21]
speakers, they really did a
[1:04:22]
good job. Um, my wife said,
[1:04:22]
it
[1:04:23]
s not dark, how are we gonna
[1:04:25]
be able to see, but that. That
[1:04:26]
screen was awesome. It was
[1:04:27]
really good. Thanks, Travis
[1:04:35]
Gary team. Come on, man. Next,
[1:04:37]
council member Snyder. Thank
[1:04:39]
you, Mayors. The 10 minute
[1:04:41]
limit applied to this as well,
[1:04:44]
no, it does oh ok. I just go,
[1:04:45]
ok,, 2030, whatever I need. No,
[1:04:45]
I don
[1:04:47]
t need that long. Thank
[1:04:50]
you. Um, I also attended
[1:04:51]
Summerfest and uh really the
[1:04:52]
attendance was great and the
[1:04:54]
entertainment was great, but a
[1:04:57]
special shout out to Brighton
[1:04:59]
pd, their displays the swat
[1:05:01]
team, you got, you guys did an
[1:05:02]
amazing job of greeting people.
[1:05:04]
They were happy you were there,
[1:05:06]
very nice way to build
[1:05:07]
community and uh support. So I
[1:05:09]
really appreciated that.
[1:05:10]
Brighton Youth Commission is
[1:05:13]
also, I attended that and it
[1:05:14]
um I wishannya hadn
[1:05:15]
t left,
[1:05:16]
like give a shout out to Tanya
[1:05:18]
because we were very, very
[1:05:20]
short on applicants with as
[1:05:21]
many members as we
[1:05:21]
re losing
[1:05:23]
and she came up with a very
[1:05:25]
creative contest for the kids
[1:05:27]
to uh recruit and encourage
[1:05:28]
people to apply and it
[1:05:29]
s been
[1:05:31]
very successful, so, um, she
[1:05:33]
did an amazing job at that and
[1:05:36]
i appreciate that and um and
[1:05:39]
Gary Montoya at uh Armory. I
[1:05:42]
went to the uh 10 years past uh
[1:05:46]
concert, uh, um, Led Zeppelin
[1:05:48]
Rock band last weekend and the
[1:05:49]
attendance was amazing, over
[1:05:51]
200 people. It was a fantastic
[1:05:52]
show. And if you haven
[1:05:53]
t gone
[1:05:54]
to a show at the Armory, go.
[1:05:55]
You don
[1:05:56]
t deal with a bunch of
[1:05:57]
drunks. It
[1:05:58]
s easy to get in.
[1:05:58]
There
[1:05:59]
s not terrible traffic
[1:06:00]
getting out, it, and it
[1:06:01]
s cheap.
[1:06:01]
I can
[1:06:02]
t even believe the price
[1:06:04]
you pay for the quality of
[1:06:06]
entertainment. So, um, And I
[1:06:07]
really not going to take 20
[1:06:08]
minutes, that
[1:06:09]
s it. Oh wait, I,
[1:06:11]
no, I have one more thing. I
[1:06:13]
want to give a special shout
[1:06:15]
out to Greg Mills, our mayor,
[1:06:18]
and the mayor of Thornton for
[1:06:20]
staying on Cdot for the
[1:06:21]
Colorado Southernry paving. I
[1:06:23]
am a frequent flyer on that
[1:06:25]
highway, and it is so much
[1:06:26]
safer. It is so much more
[1:06:28]
amazing to drive on it. So
[1:06:29]
thank you for keeping the
[1:06:30]
pressure on them. We appreciate
[1:06:34]
you and the work you did. Thank
[1:06:38]
you. Big difference, yes. All
[1:06:40]
right. Next item 13a. Mayor
[1:06:49]
Perm. Ok. There we go. I move
[1:06:51]
that we recess to an executive
[1:06:53]
session pursuant to Colorado
[1:06:57]
Revised statutes, Section
[1:06:58]
246402 subsection 4e and
[1:07:01]
Brighton City Charter section
[1:07:03]
5.4, subsection c1 to determine
[1:07:05]
a position on matters that MAY
[1:07:06]
be subject to negotiations and
[1:07:08]
to instruct negotiators. We
[1:07:09]
have a first, we have a 2nd to
[1:07:12]
go. There Were first. Do we
[1:07:14]
have a second to go into the
[1:07:16]
executive section, um. Council
[1:07:17]
member Pawlowski, thank you.
[1:07:20]
ll second that. All right,
[1:07:29]
Roll call vote. Oh, here it
[1:07:34]
comes. Motion passes 8 to 0, we
[1:07:35]
will go into executive session,
[1:07:37]
probably take a 5 minute break
[1:07:37]
while we
[1:08:56]
return to the open meeting. Mhm
[1:08:59]
All right. The time is now 7:45
[1:09:01]
and the executive session has
[1:09:03]
been concluded. For the record,
[1:09:05]
the participants in this
[1:09:06]
executive session were all of
[1:09:08]
the current city council, city
[1:09:10]
manager Martinez, city attorney
[1:09:12]
Calderon, Deputy city manager
[1:09:14]
Falconberg, um, Robin Martinez
[1:09:16]
from Economic Development and
[1:09:18]
Mac Mike Massola. Uh, for the
[1:09:20]
record, if any person who
[1:09:21]
participated in this executive
[1:09:24]
session believes that any
[1:09:26]
substantial discussion of any
[1:09:27]
matters out not included in the
[1:09:29]
motion to go into the executive
[1:09:30]
session occurred during the
[1:09:32]
executive session or that any
[1:09:35]
improper action occurred during
[1:09:36]
the executive session executive
[1:09:37]
session in violation of the
[1:09:39]
open meetings law, I would ask
[1:09:40]
that you state your concern for
