[30:00] As a discussion due to the city moving forward with the blue line, the next part of this process [30:11] that is involved is Met Council and Metro Transit are planning to replat the property near Target [30:19] Corporate Canvas along Oak Grove Parkway. There are a number of smaller properties that [30:26] are all under similar ownership and there is a plan realignment of Oak Grove Parkway [30:31] for the blue line extension with this being the first stop on the blue line. So this is [30:38] an aerial photo of all the undeveloped land in that area. As part of the stationary plan [30:46] as adopted in 2018, this intersection shown is the future site of the park and ride [30:55] which will be built by Metro Transit. [38:21] I know we had some previous discussions around that, but just wonder, you know, how would that impact? [38:27] You don't want things to not be utilized, right? [38:30] So part of the blue line is to the proposal to obtain [38:35] Federal funding and other funding for this site requires a very thorough level of detail [38:41] We have a very wonderful group of engineers who've done all of those traffic analyses to make sure that the addition of this parking ramp isn't going to, you know, make a different parking ramp obsolete that we definitely don't want to see that we don't want vacant ramps just sitting there in the city. [38:58] So they've done those analyses and this is intended to serve the need for this area, especially with the anticipated development. [39:08] I know that you guys are very excited to hear about the Northwest Area Plan and we will be [39:13] Getting to those discussions fairly quickly actually [39:17] That project is well under the way [39:19] So this project is really like the epicenter of three very cool projects that are going on in the city [39:27] That you guys will all be hearing about fairly quickly here the Northwest Area Plan the biotech innovation district [39:32] and then with this being the first stop for the blue line in the city, I think this is a very [39:38] important property because this is like really where a lot of people are going to have that point of contact with Brooklyn Park [39:46] So this is intended to also serve what hasn't yet been developed when [39:57] this first came out, but [40:00] Do those stoplights there is that a walkway or do they all is that a [40:07] crossing traffic [40:09] I don't know if I'm tracking where it's my understanding that there is a pedestrian target. How do they get across under? [40:18] Yeah, there's a pedestrian walkway. They're under the street to ensure like so the part of this plan was to ensure the pedestrian safety [40:26] Nate they wanted to make sure like so there's not you minimize the conflict [40:30] Okay, there's no overpass bridge walkway. They I believe it goes under which is very similar to a lot of others [40:38] So like the underpass under Noble here, [40:41] if you were to walk from the city [40:42] past the water treatment plant, [40:44] it goes underneath the street. [40:47] We've been utilizing that a lot. [40:49] There's similar walkway by North Park [40:52] to get under the streets that have limited visibility [40:55] and actually there's a new one going in [40:58] in very close proximity to this project, [41:01] just to north of where this map is. [42:02] I just wanted to make a clarification point that the parking garage or the parking lot [42:09] at Noble and 610, that's for the bus rapid transit service, whereas this one would be [42:14] for the light rail. I just got back from that workshop at this small business center that I was talking about Cub Foods Target Area. [45:14] First, a little bit about me. Tim Gladhill, Community Development Director, EDA Executive Director as well. [45:20] Happy to be here. You'd love to hear that I'm a planner by trade. That's how it will actually get my start in public works. [45:26] I went into planning and that's been my career trajectory so I spent many hours at these [45:30] meetings with planning commissions over the years, you do all amazing work. [45:36] So just walk in, I've been meaning to come and get to know you all and just say hi, timing [45:40] just hasn't worked out. [45:41] It just so happened, wrapped up a workshop at the Small Business Center about Brooklyn [45:45] Boulevard and West Broadway and the increased vacancies there. [45:49] We are really in a fact-finding mode, what is the community needs, what do they [45:53] They want to see strategies, everything from do nothing, what the private market do, what [45:58] the private market does, to aggressive redevelopment and maybe some things in between. [46:03] So with a good community dialogue, we acknowledge that vacancies are increasing from an economic [46:09] development perspective that can be scary, but I think Brooklyn Park and of all communities [46:14] has risen to this occasion time and time again and fill that with really great local [46:19] businesses as well. [46:20] So, our focus right now is how do we support the employees that get displaced from these [46:26] closures and then how do we use our tools, whether it's adjusting zoning rules, intent, [46:32] or the financial tools that can really access capital so we can get local entrepreneurs [46:37] into these spaces. [46:39] If you've been in that area, you look around and there are some really unique spaces [46:42] that have filled those vacancies of past and I think we can do that again. [46:46] And we spent a lot of time, conversations with property owners, businesses, community [46:51] development and police all working together to come up with solutions. [46:55] So I wish I had the magic answer for you today. [46:58] We're still working on it, but I think what we're really committed to right now is community [47:01] conversations to develop the strategy together. [47:08] So thank you for that. [47:10] I'm sure you know this, but as you start thinking about redevelopment, I think it's [47:14] important to think about alignment with the light rail coming through there and [47:20] what that whole area can be. You imagine, right? I think there's a lot of [47:26] opportunities there and I think we need to think about the light rail [47:30] alignment. And Mr. Chair, Commissioner, you know each station has a station area [47:35] plan. Those were created many years ago. This is an opportunity to look at [47:40] this. You know this note is a little bit more of a retrofit. Keep the [47:43] buildings while creating community spaces and better pedestrian connections. [47:48] And then this is an example where we're leading by example. [47:51] We bought the entire Northlands Plaza, not only just to site our small business center, [47:56] but we have a lot of great other tenants in that space as well. [48:00] So this is an area where we're trying to lead by example, and it's not always easy [48:04] to make those decisions in the public. [48:06] We invest a lot to make that happen, but it's the right decision. [48:12] Awesome. Commissioner Turner asked a question. I don't know if it's about this, but can you give us an update on where you are with the old Park and Ride and the second development proposal? [48:28] I forget when that's due. [48:30] Yeah, so that is due, I think the due date for that request for qualifications with developers is November 18th. [48:39] Earlier last week, we did a webinar [48:41] kind of with those interested parties [48:43] to better explain, all right, [48:45] we've got this RFP in written word. [48:47] Let's have a interactive dialogue [48:49] about what we're really looking for. [48:51] So there were a handful of developers [48:54] that were on that call. [48:55] We know that there's more interest. [48:57] We did get one proposal for the Oxbow site, [49:00] which is the one further to the west [49:01] and up from the Park and Ride site. [49:04] And we expect a couple more. [49:05] If we need to extend this, you know, we want to make the right decision. Not just who's here now [49:10] It's got to fit our vision. There's always a chance we extend to get the right user, but we're seeing some interest [49:16] We'll probably start opening those December January with their EDA [49:20] So they are EDA on sites, but anytime that happens you have a key role in reviewing those proposals as well [49:28] Awesome.
